New Merchant Bank to increase companies' access to financing

ith the launch of the New H a y v e n Merchant Bank, local businesses are expected to have greater access to various forms of financing so that they can be more competitive in their pursuit of opportunities the oil boom has created.

At the launch of the bank on Thursday evening, which was hosted at the Guyana Marriott Hotel, Guyanese Business Professor and Financial Analyst, Floyd Haynes, pledged his bank's support to small businesses by creating various forms of financial opportunities.

Haynes highlighted that while Guyana is now more than ever poised for great opportunities, lack of financing for businesses has been an issue hampering their competitiveness.

“There has never been a

time in the history of Guyana when there are more opportunities for Guyanese and Guyanese business,” Haynes said.

He added that what is missing in the equation is the ability to finance ventures, “the ability to bring much needed capital to help finance this kind of growth, expansion, transformation and none of that could happen without the much needed finance…”

As such, he noted that his intentions are to bring capital to help finance growth and development in Guyana and bridge the current gap.

In his address, Chief Executive Officer (CEO) of the bank, Kurt Kisto, explained that the institution aims to create value for its clients by providing investment services with innovative solutions – utilising international

He added that with an array of investment services, the merchant bank will

Kisto said too that with first-hand knowledge of the country's socio-economic realities, and the growth trajectory, New Hayven is positioned to aid Guyana's development.

“It is, therefore, our vision to be the merchant bank of first choice.

Delivering impact and value for investors and clients and serving as a catalyst for positive change for the country and the people of Guyana,” Kisto added.

xactly 154 days since a Motion seeking full liability coverage for oil spills was first presented to the National Assembly by Opposition Member of Parliament (MP), David Patterson, a four hour debate was finally allowed by the Speaker of the House, Mazoor Nadir on Thursday evening, which ended in the Motion being thrown out by the governing side.

Patterson took the spotlight from 20:16hrs to present the Motion that sought to not only include full unlimited liability coverage for oil spills and other disasters related to petroleum production, but also direct the Government of Guyana to conduct an independent analysis on the possible ill effects of an oil spill, and present this report to the Parliamentary Committee on Natural Resources to be used as a reference for all other future oil development submissions.

Four members on the Opposition's side, inclusive of Mr. Patterson, Annette Ferguson, Amaza WaltonDesir and Vincent Henry all stood in defense of the Motion, while from the government's side, it was the Minister of Natural Resources, Vickram Bharrat that led the arguments against the Motion. Oil – how Guyana cheats itself “…not even maybe 10 percent of the legal, regulatory, human and other factors in place to ensure that in terms of what is in the contract, we get every ounce of it even as we move or attempt to get renegotiation…” This excerpt was from the article captioned, “Seven years on…Guyana still to protect itself from being cheated on oil revenues…Former Minister Jordan acknowledges flaws in Exxon contract” (KN July 20). We think that this is accurate in every respect starting from flawed contract to lack of self-protection to lengthy time lag to what is not in place and the meaning of all this for Guyana.

We can all agree, and can continue to agree that this country’s oil contract with Exxon is deeply flawed, extremely costly to us, and a huge shadow hanging over the nation’s head. We don’t think that there is any citizen of this country, who would wholeheartedly and completely support the terms and conditions embedded in this contract. This includes even the former Coalition Government people directly responsible for its horrible existence. This is where matters are, and we have some choices before us.

The present PPP/C Government can take the contract and joyfully dance with it for all that it is worth in efforts to denounce the former APNU+AFC Coalition Government for its total failure on the biggest thing ever to hit Guyana. At the end of all the political showboating and grandstanding, Guyanese are still in the same place. Dancing on the tombstone of the former Coalition Government for the contract’s many deficiencies does not do one ounce of good for one citizen of this country.

We say that there are better ways for the leaders of the PPP/C Government to appreciate the limitations of what is before them. Leaders in the government better serve the interests of this country by putting their heads together to come up with ways to work with those same limitations to get the most for us, despite the punishing, crippling restraints. This is what wise leaders and good governments do. This is what the former minister has in mind if we interpret his words correctly. It is that we can still gasp our way out of the ashes of this contract, and grasp at the facilities in it that empower us to maximise what should come to us.

We think that former Minister Jordan is on to something if only because it makes sense.

We can moan and groan for all we want, but our circumstances always come back to the same place: the contract remains on the table. Like he said, and we say it, we have a responsibility to look out for ourselves. If only we have in place a fraction of the framework that is necessary for us to oversee, and actually exercise robust overseership, over our oil wealth, monstrous contract and all, then the probability is higher that we reap fully what is due to us. If only we gird our hips, and wrap our minds around our situation, with focused energy and honest dedication, then there is so much more that we can do to look out for ourselves and put a check on any excesses of a partner that is neither that reputable nor ranking in the trust department.

Rather than screaming and endlessly sounding off about the negatives of the contract, and they are negatives, leaders in the PPP/C Government have a duty to erect the framework that all of us know ought to have been further ahead already.

We can go through a long list of the building blocks of that compulsory framework, but limit ourselves to legal, financial, institutional, and environmental for the time being.

There must be the right people, the right systems, and the right mandates, all forming part of the whole that is the right architecture that is on the job for us, in how and what is watched, scrutinised, screened, objected to, and reported.

It is a feature of life that the hand that is dealt is played to the best of abilities. We haven’t done so, not the previous Coalition Government, not this current PPP/C Government.

This is a tragedy itself, isn’t it?

Great attention attracted His Excellency, Dr. Mohamed Irfaan Ali’s garb during his address to the large Saudi Arabia business delegation at the Arthur Chung Conference Centre. It is no secret that the Head of State - Dr. Mohamed Irfaan Ali is a Muslim and that was evident before he took the oath of Presidency. As a matter of fact, His Excellency, Dr. Ali’s support mostly comes from the other religious class structure across Guyana; so what is this big fuss?

On Saturday, 9th July, 2022 was the day of Eid-UlAdha. One of the most significant religious holidays

in the Islamic calendar. I have seen many other presidents, diplomats, and important personalities in our society dress in a manner depicting the religious or cultural heritage and observance of the numerous holidays and no attention was given to them.

I can recall vividly my late Headmaster, one of the most important persons in my life H.M Van Rossom.

He used to wear his Kurta and Dhoti and was integrally involved in the rituals and festivities with his Hindu, Christian and Muslim brothers and sisters, and he was most welcomed.

Today, we tend to look at things in a different manner and make pronouncements without understanding the potential harm and cultural

divide it can create in this beautiful multi-cultured society of ours.

The spirit and significance of Eid-Ul-Adha was felt around the world. In Guyana, the Muslims have delivered portions of beef and mutton to over one hundred thousand families countrywide irrespective of ethnicity, creed or political persuasion. Isn’t this an amazing act of compassion and goodness?

I was present when His Excellency delivered his speech to the Saudi Minister and visiting business delegation.

The president did not mince words, he was forthright and direct. His Excellency understands the culture and how the Saudi nationals operate. Hence, he

challenged them to establish an office locally to facilitate the smooth flow for prospective trading activities.

My take on most of the opinions expressed in the media was of a vex political nature.

Editor, in the past, I did business with the Saudi’s, and I can say with assurance that they will not come to Guyana to do any form of long-term investment.

The Saudi-Arabs want to get maximum profits in the shortest possible time with minimum investment.

Unlike us Guyanese businessmen, they are not prepared to wait 10 years or longer for return on an investment.

Nowrang Persaud Contributed Significantly to Human Relations DEAR EDITOR, I am extremely saddened to learn of the passing of Shri Nowrang Persaud who died two weeks ago at the age of 85. Nowrang, as we called him, was a very prominent human relations person, an inspiration in business administration. He had a recognised name brand as a human relations consultant with politicians seeking his service especially in the sugar industry. He was integral to the success of Guyana sugar during the productive years of the company.

Nowrang was a man of financial integrity, a characteristic that is absent in government and in many businesses in Guyana. Unlike most others involved in business or human relations, he was not exploitative and greedy. He, like most of us in Guyana, grew up in poverty and faced racism, but we did not allow these adversities to handicap us. He possessed raw talent and used it wisely to succeed in life. He was given an opportunity to shine in management and he did. He achieved incredible success as a human relations person.

He helped many during his successful career. His contributions to Guyana and Guyanese were honourable, very important, and compassionate with purpose.

His pride of legacy was the erection of the crematorium at

Blairmont. He was a great man who had countless friends.

He will be sorely missed by all who knew him or had the pleasure and honour of working with him.

Nowrang was greatly admired and respected by political, religious, and community leaders of all stripes. He was an institution with institutional memory about politics, industries, Indian culture, Hinduism, and Guyana’s development.

There is hardly an industrial figure or academic going back to the 1960s who don’t know him. Workers from that era through recent times know of him. And he is well known by many in the diaspora who would have interacted with him through the sugar estates going back to the 1960s.

Nowrang was born and raised in rural Corentyne before moving on to estate and suburban life, acquiring tertiary education and working globally for the UN. He was a man of many talents, but he was most known for his human relations expertise particularly at the sugar estates of Guyana. He was well-known for his passion, witty sense of humour, brilliant intellect, and amazing smile. Many wanted to emulate his talent and ability and his kindness and generosity. Those who knew him as a human resource

specialist found themselves wanting to emulate him.

Nowrang worked with tireless energy and passion at GuySuCo, DDL, and other companies that sought his service, taking them to greater heights. He was an international figure. He worked globally through the UN. His diplomatic flair and amiable character made him a person whose presence was sought in various business sectors. This led to positions as a member of the boards of directors of many companies and organisations with diverse goals.

The UN utilised his expertise in countless countries in Africa, Asia, Europe, and Latin America. He narrated that he left a closet of clothing in several locations around the globe and didn’t need to travel with clothes.

In Guyana, he played a significant role in the transformation of GuySuCo and its profitability until it was run into the ground over the last decade by successive governments. He worked closely with the late Yesu Persaud and they enjoyed great camaraderie. He was a dedicated advocate for sugar and grieved over the collapse of the industry over bad, incompetent, unfit management.

But he recognised the public’s helplessness in transforming

the industry.

We interacted a few times on varied topics. He was kind of old fashioned in his thinking and mentality and is driven by a desire for success at everything he touched. He was an avid reader of history especially anything on or about Guyana and the Hindu scriptures. He read the independent press like a daily prayer. He did not like to meddle or dabble in politics in public. But privately, he willingly shared with me his views on a variety of issues including on oil, Jagan, Bunrham, the PNC, Jagdeo, Ramotar, Granger, and Irfaan Ali. He was most disappointed in the AFC and what passed as governance during the coalition. He had enormous respect for Jagan although he was not supportive of Jagan’s politics and ideology that was responsible for the state of affairs of the nation during the Burnham and Hoyte dictatorships. He did not like the politics and running of the nation’s affairs post Jagan (Cheddi and Janet).

Like so many others, he was critical of corruption post Jagan’s. He was familiar with and praised the activism of some in the diaspora in the UK, Canada, and USA in that long struggle against the Guyanese dictatorship. He lavished praise on those (Continued on page 5)

“Wah come sa do” times DEAR EDITOR, As I approached the Mocha Road Entrance leading onto the East Bank Road to turn to Georgetown, I observed a buildup of traffic.

As I slowly drove across the road, I noticed that it was as a result of an accident with a minibus and car. Now, bear in mind that there is no traffic light at this entrance that has become 10 times busier than a few years ago.

Nevertheless, we do get over without much waiting. The problem lies in vehicles that goes to the gas station to transact business and want to go down the Bank (airport side) and decide that they will instead of going up the road and turn around, choose to cut across the road diagonally putting themselves in danger of vehicles coming down the East Bank road on the northern side and putting vehicles trying to come over from Mocha Road in harms way. That is exactly what happened this morning (Friday) at 10:45am.

A few years ago, I saw the danger in this recklessness and informed persons at the

gas station to make the 1st driveway an “entrance only” and the 2nd driveway “exit only”. It went through one ear and came out the other.

I then stopped a few times when I would see the Police Inspector on the road and explained to him the dangers of having vehicles cutting across diagonally, to put some road sign to indicate no access but that fell on deaf ears too.

Keep in mind that this reckless behaviour goes on right in front of the Providence Police Station. I am kindly asking for the Traffic Chief to send a team to look at the situation there and put the necessary signs in place and insist that the gas station puts up the necessary signs for “entrance and exit only.”

Like Mr. Freddie Kissoon says people have become wary of complaining since the authorities are not fixing basic problems so now we are living in “wah come sa do” times.

When the damage is done then we ‘gon’ fix it.

One Nation – differentiated by Regions DEAR EDITOR, It is instructive that the persistent peaceful protests of the Toshaos on behalf of the residents of Indigenous Communities have now earned the latter increased grants, in addition to Supplementary Budget allocation of 3 billion Guyana Dollars. It is perhaps too early to learn of details of such a

developmental investment, and consequently over what periodicity this enticement would be spent, and the degree of accountability, which must impute a higher level of competency than that attributed to the Ministry so far. It may not have been noticed, but there would have appeared to be a substantively contradictory

Strategic ways the Govt. can help Guyanese DEAR EDITOR, Since I am neither an Economist nor financial expert, I avoided commenting on this recent Statement from the PPP hierarchy that the Oil money should not be spent whimsically or as they put it like a drunken sailor.

I’ve discussed this matter with knowledgeable persons and I challenge the government to say whether what follows will not help Guyanese today and tomorrow.

First, ensure that our educational system is improved by providing

additional training for teachers and ensuring that each school has a viable cultural and sporting programme so that we produce young men and women of quality.

I need not go into detail but schools in my community have no such facilities and opportunities. Such an investment can only help.

on varied issues impact Guyana.

Nowrang is deserving of prestigious honours from the government as noble recognition for his service to the country and its people.

May I use this opportunity to convey my deepest sympathy to his family. Nowrang was a special person who will never be forgotten by those whose lives he touched.

Health Ministry records 80 new COVID-19 infections

rom approximately 585 COVID-19 tests conducted, the Ministry of Health on Friday reported that it recorded 80 new cases across the country within the last 24

hours. The new infections now bring the total number of confirmed cases to 69,332.

The Ministry via its dashboard reported that five patients are admitted into the COVID-19 Intensive Care

Unit (ICU), 33 persons are in institutional isolation, 914 are in home isolation and four are in institutional quarantine.

Additionally, a total of 67,112 persons have recovered from the virus.

The current food crisis resulted initially from a combination of climate change and the Covid-19 pandemic but has been further compounded by the war in Ukraine. Guyana has not been spared the punishing effects of rising prices of grains and fuel triggered by the war in Ukraine.

One can only hope that this development could set the stage for an eventual end of the war which has been going on for close to six months with severe consequences for both countries and for that matter humanity as a whole.

Regrettably, efforts at a diplomatic solution to the war have so far failed to yield any tangible results. The agreement reached on the resumption of grain exports offers a glimmer of hope that a negotiated solution to the war in Ukraine is possible.

Approaches to the Management Labour Conflict DEAR EDITOR, In dealing with dispute settlement machinery, approaches to conflict management must be considered by the involved tripartite parties of Government, Trade Unions and Employers representatives in dealing with labour disputes and their resolution.

These approaches, as defined by the International Labour Organization (ILO) generally tend to fall into one of four possible categories, and are often resorted to in the following order: i) Avoidance Approach – failure to deal with conflict. ii) Power Approach – coercion to force another to do what it wants. iii) Rights Approach– independent standard of right or fairness to resolve the conflict. iv) Consensus Approach – endeavours to reconcile, compromise or accommodate positions or underling needs.

Ideally, the approaches to managing conflict effectively should be considered in the order of priority as: i) CONSENSUS – settlement by the Parties through negotiations, conciliation/mediation. ii) RIGHTS – settlement by an outside party; tribunal; arbitration. iii) POWER – settlement by force; industrial actions; strikes; lockouts. iv) AVOIDANCE –

settlement by chance.

While working at the ILO, these were the principles I used for the conduct of seminars and workshops across the English and Dutch Speaking Caribbean, recognising that effective conflict management involves making a strategic choice of which approach to conflict management will be adopted – consensus, rights,

or power. The conciliation/ mediation is a dispute resolution process that reflects a consensus-based approach to conflict resolution. It is a voluntary process, with acceptable third party helping the parties to arrive at an agreed solution.

Arbitration is another type of third-party intervention. It is the stage which, in the context of the usual grievance representation procedure, is expected to follow closely upon an impasse or failure at conciliation to resolve a dispute.

However, arbitration need not await the failure of the conciliation process in situations where a dispute can have a severe social and economic impact, or where a prolonged dispute in a major industry/service could severely affect community life or where the ongoing operation of an industry is necessary to sustain the national economy.

In such cases, states are empowered by law to refer the dispute to compulsory machinery such as arbitration, industrial tribunal, or the labour court as a means of resolving the disputes.

Arbitration, industrial tribunal, and labour court, like conciliation, involves third party intervention in the collective bargaining process.

In conciliation, however, the conciliator is expected to use his powers of persuasion to enable the parties to narrow the areas of differences between them with a view to reaching acceptable solutions.

In arbitration, industrial tribunal and labour court proceedings, the arbitrator, or the adjudicator/judge is required to decide the issue on the merits of a case presented by the parties and

make an award (tribunal) or judgment (court). Such an award or judgment is final and binding on the parties involved in the dispute, and they are required by law to give effect to that award or judgment.

In general, when an employer recognises a trade union as the sole bargaining agent of the workers in any undertaking, the parties usually sign a collective agreement for recognition and avoidance and settlement of disputes.

Embodied in that recognition agreement is the grievance procedure in which the various stages through which a grievance/dispute can be processed are outlined. In most cases, if not all, it provides for arbitration as the final stage for the resolution of disputes. But there are, within industrial relations practice, several means by which the stage of arbitration could be reached.

In some agreements, either party may request that the matter under dispute should be taken to arbitration; if this happens, the other party has no option but to comply.

In others, arbitration can only take place with the mutual consent of parties; and once one of the parties refuses to consent to arbitration, no arbitration proceedings can take place.

The labour laws, with reference to essential industries or services, provide for arbitration or reference to an industrial tribunal, or a labour court with which the parties must comply.

The Opposition's Motion on Full Insurance Coverage for the oil sector was finally debated on Thursday, but instead of such a critical topic taking precedence on the agenda, it was only called up after 8pm in the evening.

The session ended in the wee hours of Friday morning.

This move begs several questions. Is the PPP, through the designated Speaker of the National Assembly, deliberately calling such important matters when the Parliamentarians are too tired to defend such matters of critical importance? And is it a strategy to avoid the citizens of this country from hearing the government defend ExxonMobil?

The PPP must do better by its people! It has again failed to prove its loyalty to Guyanese by allowing ExxonMobil to call the shots where insurance coverage is concerned. We can only pray that a devastating oil spill does not befall our land.

CGX to give up majority interest in Corentyne block to Canadian partner to cover debt, upcoming drilling expenses

By Kiana Wilburg Once it receives the blessings of the Toronto Stock Exchange and the Guyana Government, CGX Energy Inc. will officially transfer majority interest in the Corentyne Block to its j o i n t v e n t u r e p a r t n e r, Frontera Energy Corporation, via an amended agreement.

As part of the new deal, CGX explained that it will transfer 29.73% of its participating interest in the Corentyne block to Frontera in exchange for Frontera funding the joint venture's costs associated with the Wei-1 exploration well for up to US$130 million and up to an additional US$29 million of certain Kawa-1 exploration well, Wei-1 predrill, and other costs.

In addition, CGX said it shall assign an additional 4.94% of its participating interest in the Corentyne block to Frontera as consideration for the repayment of the outstanding principal amounts under two loans.

They are the previously announced US$19 million convertible loan to CGX dated May 28, 2021, as amended, and the previously announced US$35 million

convertible loan to CGX dated March 10, 2022, as amended, and a cash payment of US$3.8 million.

As a result of this new agreement, CGX will have a 32.00% participating interest and Frontera will have a 68.00% participating interest in the Corentyne block.

CGX said it is in the process of obtaining a formal valuation for the Corentyne block in connection with the Agreement, in accordance with the Toronto Stock Exchange Venture Exchange requirements.

Following the announcement of the transfer of interest, Professor Suresh Narine, Executive CoChairman of CGX said his company is pleased to complete this farm-in agreement with Frontera, which enables CGX to strengthen its balance sheet and secure funding for the Wei-1 exploration well.

“Our continued partnership with Frontera reflects the significant value we have created on the Corentyne license and the opportunity set that is now before us following the discovery of hydrocarbons at the Kawa-1 exploration well.

As for Orlando Cabrales, Chief Executive Officer of Frontera, he was keen to note that his company is excited to complete this agreement with CGX. He said, “Building on the Joint Venture's recent light oil and condensate discovery at the Kawa-1 exploration well, the Agreement supports CGX's

capital needs for the Wei-1 exploration well and provides Frontera with an increased participating interest in the Corentyne block which is truly one of the most exciting exploration areas in the world.”

Additionally, CGX said final preparations are underway in advance of spudding the joint venture's second exploration well, called Wei-1, in October 2022, subject to rig release from a third-party operator. It

said the necessary long lead materials have been secured and are being mobilized.

As of July 15, 2022, 95% of key drilling staff that executed the Kawa-1 exploration well remains contracted for the Wei-1 exploration well.

An independent operations readiness review has been completed with no significant obstacles to spud.

Kaieteur News previously reported that the Wei-1 exploration well will be located approximately 14 kilometres northwest of the Kawa-1 exploration well in the Corentyne block.

The Wei-1 exploration well will be drilled in water depth of approximately 1,912 feet (583 metres) to an anticipated total depth of 20,500 feet (6,248 metres) and will target Campanian and Santonian aged stacked channels in a western channel complex in the northern

section of the Corentyne block.

CGX Resources Inc., operator of the Corentyne Block, has again contracted the Maersk Discoverer to drill the Wei-1 exploration well, maintaining continuity in the exploration programme during a period of high demand in the region and consistency in working with a team familiar with the rig, which is important from a health and safety, efficiency and operational perspective.

In conjunction with the drilling contract between CGX Resources and Maersk, Frontera anticipates entering into a parent company guarantee with Maersk for certain obligations in connection with the day rates under the drilling contract on behalf of CGX Resources, up to a maximum of US$30 million subject to a sliding scale mechanism in connection with payments.

he driver drove to the parking spot, aligned the vehicle into one of the lanes and then shut the engine down. I opened the door so that we could exit.

The scene was slightly intimidating. This was a posh location. If the service matched the façade then this was the perfect place to enjoy an evening in the company of friends.

Dining in a classy joint was something that my friend and I looked forward to. As we entered, we noticed that the inside was even more stunning than the exterior. It was a nice place.

We took a t a b l e a n d waited for the service. All the while, we observed our surroundings, impressed again by what we saw. This was progress we thought.

It was a quiet night.

There were not many patrons.

Apart from us, there was just one couple in the joint.

It was a slow night.

We took our seat and waited for someone to serve our table. After 10 minutes, we seem to have been on our own. No one came asking what we wanted. No one seemed interested in our presence.

We b e g a n t o f e e l t h a t perhaps the place had closed and that we had intruded.

I noticed a barman and decided to ask whether someone would take our order. The barman was alert, pleasing and courteous. He said that someone would eventually come to our table.

I pleaded that this was what I had expected 10 minutes ago.

He hailed out to someone but the person took no notice. He apologetically said he would see what he could do.

Then he asked whether I was dining. That was his way of differentiating having a

drink from eating. I said we wanted to do both. He said that someone would come in due course. Someone eventually did come to serve us.

We asked for a menu. The server left to get one, forgetting to ask whether we wanted something to drink.

He came back with two well cushioned menus. He waited by the table while we perused the menu and as an afterthought asked whether we wanted an y t h i n g t o drink. We said yes and ordered a round of beers.

The waiter left immediately. It took five minutes for the order to come. By that time, we had still not decided what to eat. We asked what was special for the night. This stumped the waiter. He did not understand our question. We went back to the menu.

The entrées were e n t i c i n g b y n a m e . We asked the waiter what he would recommend. He said, “Everything nice!” That was not very helpful.

In the end, we settled for the same food and placed the order. We were told that one of the things we ordered from the menu was not available. We did not complain.

The food also took some time. It always does when you are really hungry, and we were so hungry, we could have devoured a lion.

But wild meat was not on the menu and we settled for what was ordered.

When the food came, it was colder than the plate. It was laid out colourfully on the plate and looked appetising.

I was hungry and could not wait. I dug my fork into the food and lifted a serving to my mouth. The food nestled on my tongue. It tasted horrible.

refreshments would occupy the remainder of our stay. But each round took a long time to come. After about an hour, the waiter came around and asked whether we were okay.

I said, “For the time being!”

He stood his ground. He said that the shift was changing and asked whether I could settle the bill. I was shocked. He was technically asking us to leave because there is no way that there was going to be a graveyard shift that night. I paid the bill and contemplated withholding a tip since the service was lousy.

A few days later while driving around, the issue of dinner was raised. Just then, we were passing a popular fast food establishment. I asked that we try the drive through. We did.

The service was excellent.

The window staff were immensely courteous, extremely helpful and went out of their way to ensure that we got what we wanted. We never had to leave our vehicle. As we were driving off, the young lady delivering the order, wished us a good night and urged us to drive safely.

This was one establishment that had paid attention to treating their customers properly. A lasting impression was made.

The food tasted so much better. And simply because of the service.

General Secretary of the Alliance For Change (AFC) and Opposition Member of Parliament (MP), Sherod Duncan has flagged the worrying trend of infrequent meetings of the National Assembly over the last year.

Duncan during an AFC held press conference on Friday told media operatives that the National Assembly has only met 16 times over the last session, but during the corresponding period under the former A Partnership for National Unity/ Alliance For Change (APNU/AFC) government, 26 sittings were convened.

In addition, the MP pointed out that the “biased nature of the Speaker” Manzoor Nadir has resulted in a majority of Opposition Motions being thrown out.

He said, “The Parliamentary Opposition has a very hard time getting meaningful

Motions onto the debate floor, two or three of which were not allowed just yesterday (Thursday).”

According to him, statistics on hand suggest that 17 Opposition Motions were filed over the last year, however only a mere “five or six” made its way to the Order paper for debates in the House. “This doesn’t augur well for a government that touts themselves as being a good governance administration (with) transparency and democracy and all of that when a mere six motions would have made its way from 17 onto the Order paper.”

He said that the government is supported by the Parliamentary Speaker who resorts to the “flimsiest” of excuses to put aside the Opposition-tabled Motions.

The betrayal of Walter Rodney and Franz Fanon I have argued on this page since March 2020 that the worst rigged election in the British West Indies in Guyana from March to July 2020 has damaged the legacies of the once famous intellectual survivors of the Walter Rodney era of the WPA. Yo u n g m u l t i - r a c i a l academics writing on them in the future are not going to be nice in analysing their credibility. This older academic here have made his little contribution to such a perspective. I would like to think this analysis here is yet another contribution.

When the APNU government was formed in 2015, no political appointee in high office and in the Cabinet had more political experience and scholarly pedigree than Drs. Clive Thomas and Rupert Roopnaraine. None in the APNU leadership came close. In the area of experience in government, only Carl Greenidge had a longer reach than them.

Thomas advised the Michael Manley government in

Jamaica. Roopnaraine advised the Bouterse regime in Suriname and Bishop revolutionary administration in Grenada.

When I saw an interview with Clive Thomas done by David Hinds sent to me yesterday that was recorded two months ago, my mind went immediately to the words of Black American philosopher, Cornel West.

Writing the introduction to the 60th anniversary of Fanon’s masterpiece, “The Wretched of the Earth, professor West observed that to understand where Fanon ended up (in the violent Algerian war of Independence), it is helpful to understand how he started out. We have to reverse the m e a n i n g o f We s t ’s philosophical description of Fanon’s journey and turn it into a negative indictment of the WPA’s post-Rodney leadership. It was where this leadership started that explains how their journey ended up on the opposing spectrum of Rodney and Fanon.

Fanon fought for the

liberation of the Third World masses.

T h e W P A’ s 1 9 7 0 leadership started out as middle class activists who hardly had any exposure to the suffering of the masses unlike Fanon. While the French made three attempts to kill Fanon, Forbes Burnham never even contemplated harming the WPA leading personalities.

Of course, Burnham eventually harmed Rodney.;;; It is when you internalise the meaning of West’s learned comment on Fanon and reverse its application to the WPA’s current remnants including all of them without exception, you will understand why many of those remnants including the intellectual doctors became failures when they possessed state power after 2015 and why they shaped their attitude to the five-month election fiasco in 2020.

It will take more than one column to assess the output of Thomas in that interview; therefore, there will be a continuation of this analysis

here. We will start with his admission that he is part of the WPA. This obviously is the starting point to evaluate Thomas’s praxis in the context of the struggles of Rodney and Fanon.

I believe an iconoclastic review of Rodney’s praxis is long overdue.

I think Black nationalism was at the heart of his politics but Rodney was also influenced by Fanon and though he was nowhere near the stature of Fanon, Rodney understood that African Guyanese liberation can only come through working class liberation. Rodney’s politics then was driven by the need for a political construct that would not enslave Indians or create an African hegemony. The p o l i t i c s o f W PA’ s intellectuals after 2015 was the concretisation of Creole middle class dominance accompanied by the structural weakening of the economy of Indians. This explains why every budget between 2015 and 2020 was hostile to the business class and sought to miniaturise the

n determining whether their investment in Guyana would be positive, six international hotels, some of which have commenced developmental work here, conducted a major market study that resulted in the entities wanting to develop around 1000 hotel rooms to cash in on the increase of business being conducted in the country.

This is according to GoInvest Chief Executive Officer (CEO) Dr. Peter Ramsaroop who informed this newspaper that six international hotels would be on display for Building Expo which opened at the National Stadium yesterday.

Ramsaroop said that each hotel is bringing a different value to the market, since they are presenting different types of rooms, “to potential tourists, business executives, technicians that are coming in for the support of the industry.”

However, before taking the leap, Ramsaroop said,

“each of these hotels had to conduct a major study on the need for hotel rooms.” He said they hired million dollar firms to study Guyana’s market and sectors as it relates to the movement of people coming in and whether it is wise to pump money into the hotel sector.

The fact that the six hotels are going up with about “three more in the pipeline”, Ramsaroop said the studies therefore came back positive. As such, the six hotels are being constructed at around US$40M each with some costing a bit more.

They are: the Hyatt Place Hotel costing over US$32M with around 125 rooms at the Providence on the East Bank of Demerara (EBD) and owned by Trinidad registered company, SIR Investments Guyana Inc, a subsidiary of Universal Investments Limited; the 172 room Four Point Sheraton at Houston EBD for US$35M by Investor Andres Botero-Toro; the 13storey US$45M Pasha Global Hotel at Liliendaal,

East Coast Demerara constructed by Suriname’s Pasha Global and Blue Bridge Inc.; the US$45 million 150-room AC Hotels Marriott in the vicinity of Ogle on the East Coast of Demerara (ECD); the US$20M 150-room Marriot Courtyard hotel at Timehri, all of which sod turning events have been held and the 150 Sheraton Hotel entertainment giants, Hits and Jams would be building with a foreign partner.

Ramsaroop said it is an exciting period in Guyana which is “developing at a rapid transformative pace under President (Irfaan) Ali’s vision of massive transformation in every sector.”

Over the last two years, the need for hotel rooms has become very evident and investors have seen that as well as the country’s expansion in various sectors.

“And an investor such as these, rely on a stable democracy, stable macroeconomics, visionary leadership and the ease in

doing business. This is all what they have seen to put millions and millions of US dollars into such an investment,” the local investment agency head stated. He continued that the need for hotels is not only driven by the oil sectordespite the country recording massive growth as a result of the operation of the lucrative industry. He highlighted nonetheless that “it is actually the development and modernization of our known sectors such as mining, agriculture, energy- and as the president brings energy cost down by 50 percent- we are ‘gonna’ have a revolution in manufacturing, agro processing.

These are all key industries that are being modernized. The oil sector is one additional sector…”

At this point, Ramsaroop said Go-Invest’s job is to ensure investors visit to look at what government is interested in and where the agency can assist both in connecting locals with

Govt. tables historic Low Carbon Development Strategy 2030 in National Assembly Senior Minister in the Office of the President with responsibility for Finance, Dr. Ashni Singh on Thursday presented Guyana's Low Carbon Development Strategy (LCDS) 2030 to the National Assembly. It is expected that the House will

debate the motion on the LCDS 2030 at its next sitting.

Kaieteur News understands that the final document was the product of a more than seven-month national consultation process on a draft strategy which was launched by President, Irfaan

Ali on October 28, 2021.

This revised version of the LCDS 2030 incorporates feedback and comments received during the national consultation process.

Since the launch, thousands of people across Guyana participated in

information sharing and consultation activities. In his foreword to the LCDS 2030, President Ali thanked all those who participated and contributed ideas and opinions. The President said, “The strategy that has (Continued on page 19)

Cop stoned by canter driver loses eye - suspect released on $400,000 bail Lance Corporal, Rickland Edmondson who was stoned to his right eye with a brick by a canter driver during an arrest last week, will no longer be able to see from that eye.

This is according to Commander for Regional Division Three, Assistant Commissioner, Mahendra Siwnarine, who provided an update on the rank's condition yesterday.

As reported, the incident reportedly took place around 18:15hrs on July 16, in the Anna Catherina area located on the West Coast of Demerara.According to a police report, the Lance Corporal told investigators that he was on traffic duty along the Anna Catherina Public Road when he saw Daniel Singh acting in a suspicious manner while driving his canter. He proceeded to stop the canter and asked Singh to produce the relevant legal documents for operating the vehicle.

Instead of complying, the suspect allegedly drove away. Edmondson said he started his motorcycle and chased behind Singh until they arrived at his (Singh) home. While trying to apprehend the suspect there, the man's relatives came out to prevent the arrest.

At this point, Edmondson alleged that Singh picked up a brick and pelted same to his right eye.

He was injured and forced to release the man. Singh and his relatives entered their

On July 20, last, 22-yearold Singh made his first court appearance at the Leonora Magistrate's Court before Magistrate Zamina Ali Seepaul where he was charged with felonious wounding. Singh was not required to plead to the charge and was later releas ed on $400,000 bail.He is expected to return to court on August 17, 2022.

House passes motion to suspend eight APNU+AFC MPs for ruckus over passage of NRF law

ight APNU+AFC Parliamentarians were officially suspended from the National Assembly for a list of parliamentary infractions.

The eight opposition Members of Parliament (MPs) were suspended after a majority vote of the House in the wee hours of Friday morning.

The motion to suspend eight opposition MPs was tabled as a result of a decision made at the level of the Parliamentary Committee of Privileges following the ruckus which was caused in the House on December 29, 2021, during the passage of the Natural Resource Fund (NRF) law.

Following deliberations of the committee, it was recommended that the Opposition MPs: Sherod Duncan, Christopher Jones, Ganesh Mahipaul, Viceroy Jordan, Annette Ferguson, Natasha Singh-Lewis, Maureen A. Philadelphia, and Tabitha Sarrabo-Halley be suspended from attending several consecutive sittings of the House.

On Friday morning, the Motion for the House to adopt the recommendations was tabled by Minister of Governance and Parliamentary Affairs, Gail Teixeira.

O p p o s i t i o n Parliamentarian and Attorney-at-law, Khemraj Ramjattan who also sits on the Committee of Privileges sought to stop the House from discussing and moving forward with the motion on the basis of a court action filed to prevent the suspension of the eight MPs. The matter was filed in the High Court on Wednesday afternoon.

Ramjattan sought to convince the Speaker of the National Assembly, Manzoor Nadir that given that the matter is now filed that it meant that it was sub judice [Under judicial consideration and therefore prohibited from public discussion elsewhere] and could not be dealt with by the Parliament.

But the Speaker rejected Ramjattan's view. He noted that instead, that matter is not an active one given that it was filed just hours before the motion was scheduled to be presented in the House.

“It was just filed...it has not been assigned to a judge or active in any way,” Nadir said as he ruled that the House must proceed with the business of dealing with the motion to suspend the MPs.

Philadelphia Meanwhile, in her presentation of the motion, Teixeira noted that the decision taken by the Committee of Privileges was one that is necessary for the maintenance of order and discipline of the House. She noted the chaos and disruption that ensued on the night of December 29, 2021, cannot be overlooked and those liable for the disturbance must be sanctioned.

The Minister of Governance and Parliamentary Affairs asserted, “What occurred on the 29th of December will go down in the history of our parliament as one of the worst images and reflections of integrity and behaviour of our elected officials in the National Assembly.”

Teixeira declared, “This level of collective vulgarity by the members on the opposition side of the house which is the APNU+AFC in this case, cannot be treated lightly …The committee felt in a review of the acts committed that if nothing is done, it could result in much worse occurrences, the committee felt that this is a terrible reflection of the National Assembly and a terrible example of the younger generation… Mr. Speaker, we must take action.”

The motion adopted by the National Assembly comes weeks after the Committee of Privileges released a report recommending the suspension of the eight

Opposition motion to speed up new public servants pay defeated The Opposition side of the National Assembly on Thursday lost a motion seeking to have new public servants paid after one month of being employed with the State. It is customary that new public workers must wait three months before receiving a salary for work completed.

In some cases, the House heard, workers might wait as long as six months and astonishingly, even a year before having their first salary. As such, Public Service Minister under the former Granger led g o v e r n m e n t , Ta b i t h a Sarabo-Halley, brought the motion seeking to have the government, “pay the first salary to public servants in one month.”

one month after being employed. In that light, the opposition motion was passed at the 48th Sitting of the House at the Arthur

receipt of a letter of appointment or signed contract.”

In presenting her case, Sarabo-Halley informed that during her one-year stint as s u b j e c t m i n i s t e r, s h e received complaints that new public servants were waiting the long period before receiving their first s a l a r y. S h e p r o v i d e d testimonies of persons' plight and urged that the three-month wait period be abolished. In one of the testimonies, she said the public servant found out that the three month wait was a “standard” procedure since processing of one's employment paper work and approval would take three months. However in this case, the staff was not paid until the sixth month. The minister argued mainly on

the hardship persons face providing for themselves and families while having to work without pay. She pointed to workers having to borrow before collecting their first pay. She noted that nowhere in the region could she find where such a practice exists.

Current Public Affairs Minister Sonia Parag, in responding to Sarabo-Halley said that government is committed to working “collaboratively with agencies to ensure that within a reasonable time after the request has been sent to be able to get persons their salaries.” She said there are agencies which the employment notice must go through before coming to her ministry, and that takes time.

Death-row inmate found guilty of 2008 murder of soldier Mark Royden Williams called “Smallie”, who is on death row for killing 12 persons during the massacre in Bartica, Region Seven, was on Friday found guilty of the 2008 murder of Guyana Defence Force (GDF) member, Corporal Ivor Williams.

Williams had denied fatally shooting the corporal on the night of January 23, 2008, during an armed co n f r o n tatio n b etw een members of the GDF and gunmen at Buxton, East Coast Demerara.

Williams was on trial before Justice Sandil Kissoon and a 12-member jury in the Demerara High Court. The State was represented by Taneisha Saygon, Abigail Gibbs and Muntaz Ali, while Williams was represented by Attorney-at-Law Nigel Hughes in association with others.

O n F r i d a y, J u s t i c e Kissoon first summed up the evidence and addressed the jurors before they were sent to deliberate. Following an almost two hour long deliberation, the jury returned with a guilty verdict. As such, Justice Kissoon ordered that a probation report be prepared in favour of Williams. His sentencing is set for September 1, 2022, In April 2021, a jury found Williams not guilty of a double murder, which occurred in December 2007 at Triumph, ECD. Michael Caesar, called “Capone”,

On death row, Mark Royden Williams was in fact sentenced to 13 years in prison after pleading guilty to the lesser count of manslaughter for the said double murder.In February 2019, Williams and Sherwin Nero, also known as 'Catty', were found not guilty of the August 30, 2007 murder of businessman, Kumar Singh called “Mango Man”.

In May 2018, the Caribbean Court of Justice (CCJ) restored the 2013 acquittals of Williams and James Anthony Hyles for their alleged involvement in what has been dubbed the 'Lusignan Massacre', despite substantial procedural errors at trial.

In 2017, a jury found Wi l l i a m s a n d D e n n i s “Anaconda” Williams guilty for the 2008 Bartica Massacre, which left 12 persons, including three policemen dead. The men were sentenced to death for that crime. However, they filed an appeal against the conviction and sentence – the case is yet to come up for hearing at the Guyana Court of Appeal.

Suicide Prevention Bill among several read for first time in the National Assembly Minister of Health, Dr. Frank Anthony

h e m u c h anticipated Suicide Prevention Bill was tabled in the National Assembly on Thursday. The Bill was among several others to be read in the House for the first time along with the Medical Practitioners Amendment Bill 2022, The Restorative Justice Bill, and The Bail Bill.

In his presentation, Minister of Health Dr. Frank Anthony said the Suicide Prevention Bill is among several legislative amendments in the health sector that will improve service delivery locally and will aid efforts to curb suicide.

He said, “This is a bill that we have been working on for some time and that is, it encompasses things we can do to prevent suicide. The bill also provides for the repeal of a section of our law that criminalizes persons who attempt suicide. This has been something people have been advocating for a long time...”

Minister Anthony noted too that while the rate of suicide in Guyana has been decreasing, suicide remains a serious mental health problem.

According to the Bill's explanatory memorandum, the law, once passed, would provide for a Suicide Prevention Commission which would include the Chief Medical Officer, Chief Psychiatrist, Director of the

Childcare and Protection Agency, and other members to be appointed by the minister.

The Bill, listed as Bill No. 11 of 2022, also provides for the preparation of the National Suicide Prevention Plan that will include an overview of suicide in Guyana including quantifying the number of suicide-related deaths, methods used, and the highrisk factors for suicide.

“If people present themselves to the health centre or to the hospital then our doctors must be capable of identifying and detecting, depression and by doing that early, you can effect treatment to prevent suicide from happening,” Dr. Anthony said.

“We need to put an effective programme in place, so that we can detect depression, treat depression and prevent suicide, and we need more partnerships, more people in the community who can act as a safety net for persons, who might be vulnerable to depression and things like that. So if we have stronger community relations, stronger community leadership, then it can help us to identify these persons who are vulnerable and work with them to give them the kind of support they would need during this period of vulnerability,” the Health (Continued on page 24)

Parents of students attending burnt-out St. George's High School asked to visit MOE to facilitate placement The Ministry of Education (MOE) in a notice on Friday, invited parents of students attending the burntout St. George's High School to visit the Department of Education from Monday July 25, to facilitate the placement of the students for the new academic year.

From Monday, the parents can participate in a registration process which will ensure the students be accommodated at another school for the new school year.

On Wednesday, a fire of unknown origin ravaged through the wooden top-half of the school. A teacher and six students were able to escape unharmed from the school before it was completely engulfed in flames thanks to an alert cleaner who noticed smoke coming from a classroom and raised an alarm.

This publication had reported that speaking with reporters on the scene of the fire, the teacher, Miss Juliet Mattis, related how she and her students were able to escape unharmed from the building, which is situated in the heart of the city behind the St. George's Cathedral.

She first disclosed, “I was doing reading with them, because reading is a problem with the transition class and so I was doing some extra reading session with them even though school has closed…” The teacher added, “We were resuming the second half of the day's reading programme and then I got a call from the cleaner that there is smoke in a room…”

According to her, the smoke was emitting from the Social Studies Head of Department room sometime after 13:00hrs. She stated that after the cleaner informed her of the smoke, “I told everybody immediately to grab everything and let's get out of the building and so we did just that. I didn't remember where my key was because my vehicle was in the compound but thank God, eventually I was able to find it in a bag because I was so confused.”

Minister of Education, Priya Manickchand, and Minister of Home Affairs, Robeson Benn were on the scene of the fire.

During an interview with reporters, Minister Manickchand had stated that as a result of the fire, hundreds of students are now displaced. She noted that while space is a major issue, particularly in Georgetown, her ministry will have to find accommodation for the now displaced 421 students.

For its part, the Guyana Fire Service (GFS) in a statement noted that around 13:25hrs, the GFS received a call about a fire at the St. George's High School. As such, six water tenders from the Central, Alberttown, Campbellville and West Ruimveldt fire stations were dispatched to the location.

According to the statement, the school was destroyed, with only a few items being saved. Notably, investigations are ongoing by the Fire Prevention Department to ascertain the cause of the fire.

olice investigators are currently trying to identify a man who was found dead on Friday at Lot 16 America Street, Georgetown.

The discovery was made around 01:20hrs. The investigators reportedly questioned a number of persons in the area, but noone knew him or had an idea of what had happened to him.

However, investigators plan on reviewing CCTV footage from nearby security cameras in the area to trace the dead man's last movements.

Police described him as a medium built East Indian man with brown complexion.

They averaged his height to be 5 feet 8 inches and reported that he was clad in

Govt. shade house initiative expanding in schools

'Fantasy Swimwear' is the first round of competition where imagination is allowed to run wild and creativity brings it to reality.

He said that the move to introduce the technique into schools will expose students to climate smart technology that requires less labour, and promotes year-round food production.

“We want our youths to experience modern agriculture. There are many opportunities in agriculture, and they do not have to be labour intensive. Agriculture is not a punishment but a rewarding venture. Gone are the days where a farmer has to be bending over for hours

and then count losses during a flood,” he relayed.

DPI reported that the shade house initiative established in schools complements government's Agriculture and Innovation Entrepreneurship Programme (AIEP) that targets youths.

It was President, Irfaan Ali, who launched the AIEP flagship programme in January. He had asserted that the project will stimulate and promote significant

economic growth in the lives of young agriculturists.

Notably, Cummings Lodge Secondary School, East Coast Demerara is one of several learning facilities already benefitting from this initiative.

The shade house is managed by the students who plant crops including l e t t u c e , c a u l i f l o w e r, tomatoes, peppers, and pak choi. The crops are sold to students, teachers and members of the community.

Furthermore, the LCDS 2030 builds from an original vision set out in 2009, when the then-President, Dr. Bharrat Jagdeo, called for new global models for lowdeforestation development pathways – stating: “Tropical Forest countries

have long called for the ecosystem services provided by the world's standing forests to be properly valued, through both public and private finance. This will enable people who live in forests and forest countries to create jobs and economic opportunity from an economy that works with nature, instead of today's reality where forests are worth more dead than alive.”

This vision was given life through the LCDS 2009, which underwent one of the biggest national consultations in Guyana's history at that time - and outlined a three-phase process whereby Guyana could earn money from forest climate services and invest these in LCDS priorities.

For Phase One, Guyana sought a bilateral partner who shared the country's

vision and who was willing to partner to create a model for the world. This culminated in the 2009 Guyana-Norway Agreement, which at the time, was the second largest forest agreement of its kind in the world.

Norway had paid Guyana over US$220 million for forest climate services for the period 2009 to 2015. These revenues were, and are still being, invested in clean energy, low carbon jobs, Amerindian land titling, the Amerindian Development Fund project, rehabilitation of the Cunha Canal and other climate resilience work, support for small and medium enterprise development in collaboration with the local banking sector, and many other investments which were set out in the LCDS 2009 and a 2013 update.

Crucially, throughout this period, the Guyana Forestry Commission (GFC) invested heavily in building one of the worlds' most advanced forest carbon Monitoring, Reporting and Ve r i f i c a t i o n S y s t e m s (MRVS).

No payments were received for performance after 2015.

However, on resuming office, the PPP/C Government quickly set out to re-establish and expand the means to implement the vision of the original LCDS. Guyana is now once again able to advance– and to move to Phase II of the plan that was set out in 2009.

In Phase II, Guyana can start to replace or augment payments from Norway, and instead receive revenues for forest climate services from global voluntary carbon markets.

At the same time, the LCDS 2030 sets out how the country can start to prepare for potential revenue streams from other ecosystem services – including those based on Guyana's worldclass biodiversity and water resources.

Additionally, LCDS 2030 will be funded from more than just the new revenues from forest carbon markets - regular national finances will also be deployed. However, there are particular new opportunities to use the new revenue streams from carbon markets to the benefit of those who live in, and depend on, the forest - as well as other local communities.

T h e n a t i o n a l consultation on the LCDS 2030 sought ideas on how these new revenues could be invested. As a result, the

Man initially charged with murder gets two years for wounding A mother on Thursday broke down in tears and said, “God is in charge” as she expressed her dissatisfaction with the Director of Public Prosecution (DPP) Shalimar Hack's SC. decision to withdraw a murder charge against a suspect who was initially accused of killing her 19-year-old son on January 26 , last at East La Penitence, Georgetown.

The suspect, Shawn Bobb had shared a relationship with the woman identified only as Codisha, and around 18:30hrs on January 26, last, he attacked her with a knife, reportedly because she had not finished cooking food.

Her teenage son, Isaiah Edwards, had intervened to save her but ended-up being stabbed too.

They were both rushed to the Georgetown Public Hospital Corporation for treatment but Edwards was transferred to Covid-19 Hospital at Liliendaal after he had tested positive for the virus and later died while receiving treatment.

Bobb was accused of murder and was captured by police disguised as woman and hiding out at a location in Mahaica, East Coast Demerara (ECD). He was slapped with a murder charge and remanded prison.

Shawn Bobb the matter made it known that the murder charge against him will be dropped. He was re-charged with unlawfully wounding Codisha and reportedly pleaded guilty to the offence. Kaieteur News understands that he was sentenced to two years behind bars for his unlawful act.

The decision to drop the murder charge against Bobb was one made by the DPP. Codisha said the DPP had explained to her that her son had died of COVID-19 and not of his stab wound.

She believes, however, that it is possible that the decision made is assisting the suspect to get away with murder.

An autopsy was never conducted on Edwards' body to determine his cause of death. Instead, investigators had to rely on a document from the hospital stating the “possible” cause of death for the victim could be either of three things: asphyxiation secondary to pulmonary respiration, stab wound to abdomen, and positive covid-19 test.

It is unclear what might have led the DPP to initially recommend that Bobb be charged with murder and why her office chose to drop that charge months after.

Codisha nonetheless told Kaieteur News that she disagrees with the DPP's decision but “will leave everything in the hands of God.”

Beharry Group takes T&T partner to supply subsea services in oil sector

ith the aim of developing local skills for the emerging oil sector, Beharry Group of Companies teamed up with Trinidadian based – Subsea Specialist Limited to launch a joint venture that provides the offshore industry with worldclass subsea support services.

Being the majority shareholder, Beharry Group together with Subsea Specialist formed Caribbean Subsea Specialist Inc. (CSSI) which describes itself as being one of the leading providers of technical subsea services, subsea equipment and competency

management to the Caribbean offshore market.

Caribbean Subsea Specialist Inc. which was incorporated in Guyana in late 2017, on Thursday at the Pegasus Hotel held its official launching. At the launching, the company’s Operations Director, Dylan Galt said that while the company is in process of being fully local content compliant through certification, the goal really is to have CSSI be a 100 percent Guyanese managed and Guyanese employed.

He related that some of the key services the company offers are ROV (remotely operated vehicles) services, commercial diving services and logistics and procurement services. Galt

noted that Subsea Specialist Trinidad which is the minority shareholder have been investing tremendously in getting the company up and running. Already some US$75,000 has been invested in getting local Guyanese trained and getting the necessary equipment in place to get the operations going.

“We have been investing the money in getting the company up and running and training local Guyanese guys in ROV which was done twice in the last couple years and we actually are planning and doing a diving training for commercial divers in Guyana until the next few months. Proposed AML/CFT amendments to strengthen FIU information sharing capacity The proposed amendment to the AntiMoney Laundering and Countering the Financing of Terrorism (AML/CFT) Act, will see the strengthening of the Financial Intelligence Unit's (FIU) information sharing capacity and will also pave the way for Guyana to become a member of the prestigious Egmont Group of Financial Intelligence Units.

The Anti-Money Laundering and Countering the Financing of Terrorism (Amendment) Bill 2022 was laid in the National Assembly by the Attorney General and Minister of Legal Affairs, Anil Nandlall, SC. The Bill seeks to amend Sections Two, Nine and 14 of the principal act. The amendments are necessary to ensure Guyana's FIU meets the necessary requirements for membership of the Egmont Group.

In fact, the interpretive note to recommendation states that FIUs should apply for membership in the Egmont Group.

Currently, the group is seeking membership, but in order for Guyana to join the legislative changes are necessary for the application.

According to the amendment document, Clause Two of the Bill amends section Two of the Principal Act to provide for pertinent definitions related to the principles of antimoney laundering and terrorist financing international best practices including the definitions of “Egmont Group”, “Egmont Principles” and “Financial Task Force.”

Whereas, Clause Three of the Bill amends Section 9 (4) to provide for sharing of information by the FIU with other law enforcement agencies and other competent authorities for the purpose of the Act. Clause Four of the Bill amends Section 14 (1) to strengthen the FIU's ability to independently enter into agreements or arrangements with foreign FIU's and ensure that these agreements and arrangements are made in accordance with the Egmont Principles.

The Department of Public Information (DPI) reported that the Attorney General said he will be, “reading for the first time an amendment to our Anti-Money Laundering and Countering the Financing of Terrorism Act to introduce for the first time, our membership to the Egmont Group.”

The Egmont Group is a united body of 160 FIUs that are uniquely positioned to support national and international efforts to counter-terrorist financing. FIUs are also trusted gateways for sharing financial information domestically and internationally per global AML/CFT standards. The Egmont Group provides FIUs with a platform to securely exchange expertise and financial intelligence to combat money laundering, terrorist financing (ML/TF), and associated predicate offences.

It also supports the efforts of its international partners and other stakeholders to give effect to the resolutions and statements by the United Nations Security Council, the G20 Finance Ministers, and the Financial Action Task Force (FATF).

In the meantime, the Medical Practitioners Amendment Bill deals with the requirement for a person who is a national of another Caricom member state to be registered with the Medical Council of Guyana. The amendment is to remove that requirement from the law.

OTHER BILLS Attorney General and Minister of Legal Affairs, Anil Nandlall, S.C, also read for the first time the Restorative Justice Bill of 2022, as well as the Bail Bill of 2022.

The Restorative Justice Bill seeks to provide for rehabilitation in the criminal justice system with a primary objective repairing the harm caused by an offence.

Overall, Nandlall said the Bill reaffirms government's commitment to strengthening the justice

system in Guyana, and reducing the prison population through alternative sentencing.

Under this Bill, offenders, when participating in restorative justice, may be required to take steps to repair the harm done to the victim.

However, if the offender is a juvenile, the principles and measures relating to the juvenile justice system shall apply to eligible offenders.

Another part of the Bill seeks to establish an Advisory Council on Restorative Justice which shall consist of 10 members.

That body shall be chaired by the minister.

This council will monitor the effectiveness of the programmes and provide a d v i c e a n d recommendations to the minister on the design and content of restorative justice p r o g r a m m e s , implementation and

delivery of restorative justice programmes, and policies regarding restorative justice.

As it relates to the Bail Bill, the proposed law seeks to address the granting and refusal of bail. With the current confinement time period set at 72 hours before a court order must be obtained, the Bill will shift the time frame to only 24 hours.According to the explanatory memorandum, the Bill seeks to provide for bail reform in Guyana, which is a key component in remedying overcrowding in prisons.

“The Bill recognises that a person is innocent until proven guilty and that every person has a right to their personal liberty.

A c c o r d i n g l y, t h e B i l l establishes that there is a right to bail and sets out clear circumstances where bail may be refused,” the document read.

Yesterday at the GCB’s controlled LBI facility on the East Coast of Demerara, several eyebrows were raised when West Demerara’s Avinash Rajkumar was named in starting X1 that faced Essequibo in the second round of the GCB’s U-19 Inter-County tournament.

The surprise was caused by his inclusion in the 14-man squad that was named by the selectors without the knowledge of the DCB’s selection panel led by former Guyana Medium pacer, Rodrick

DCB Head Selector, Roddy Lovell Lovell.

When contacted, the 50year-old Lovell, who took four wickets in two First-Class matches in 1998, expressed

surprise and disgust with the inclusion of the additional player. “We (selection panel) are unaware that another player was added to the 14 we picked and more surprised that he made the final eleven,” Lovell disclosed.

The three players left out to accommodate Rajkumar, were obviously disappointed knowing that no trial matches will be played before the national team is picked for the Regional U-19 Championship.

ECB benefits from Project “Cricket Gear for young and promising cricketers in Guyana” At a simple ceremony held recently at the LBI cricket facility, Deleep Singh, the President of Essequibo Cricket Board was in receipt of nine thigh pads and one pair of junior wicket keeping pads.

“The ECB is in a transformation phase and we welcome any assistance to rise above the challenges,” the President stated.

“It’s a wonderful initiative and I must commend the partners Anil Beharry of Guyana and Kishan Das of the USA and wish them more success in the future,” he continued.

“Ever since I played Inter County in Essequibo and became an Executive Member of Berbice and Guyana Cricket Boards, I advocated for special treatment for Essequibo cricket taking into consideration it’s Geography and related cost,” Beharry responded.

“Myself and Kishan are happy to be part of the development of Essequibo, Guyana and West Indies cricket” he added.

R e c e n t l y, t h e g e a r s were distributed to the ECB Sub Committees.

Total cricket related items collected so far are: $170,000 cash, two trophies, eleven cricket boots, eighteen pairs of batting pads, twenty bats, fourteen pairs of batting gloves, nineteen thigh pads, one pair of wicket keeping pad, one arm guard, six cricket bags and two helmets.

In addition to the above, $600,000 worth in gear was donated by Sheik Mohamed, former National wicket keeper/batsman.

To date, thirty seven young players from all three counties of Guyana have already benefited from three junior gear bags, two trophies, one arm guard, fourteen bats, one box, two helmets, ten pairs of cricket shoes, ten pairs of batting pads, one bat rubber and twelve pairs of batting gloves.

High intensity battles highlight night two

By Sean Devers Taylor Fernandes showed how much she has improved when she was clinical in her victory on Thursday evening at the Georgetown Club’s Squash Courts, on the second day of the National play-offs in preparation for the upcoming S e n i o r C a r i b bean Area Squash Association (CASA) Championship, in Jamaica next month.

Playing in the last match of the night, Fernandes, who has gotten much stronger and fitter despite her relative inactivity due to Covid-19 Pandemic, used the angles with her shots against the experienced Akeila Wilshire to beat her in three straight games, 114, 11-4, 11-7.

In other games, Nyran Joseph defeated Steven Xavier 11-7, 11-3, 11-9 while

Larrissa Wilshire was all over Abosaide Cadagon and won 11-3, 11-4, 11-7.

Rebecca Lowe also defeated Kirstian Gomes 11-4, 11-3, 11-2 while Nicolas Verwey defeated Moryan Baksh 11-5, 11-4, 11-7 and Ashley DeGroot sank Victory Arjoon 11-2, 11-2, 11-3.

The action was scheduled to continue on Friday Evening.

Mohammed Siraj first bagged Nicholas Pooran to end his 51-run partnership with Brandon King before Yuzvendra Chahal got the better of Rovman Powell. But two quick fifty-run partnerships - first between King and Akeal Hosein and then between Hosein and Romario Shepherd - raised West Indies’ hopes. However, Chahal had King holing out to sweeper cover before Siraj and Prasidh Krishna defended 38 off the last three overs - weathering the final onslaught from Hosein and Shepherd - to help India start the first of three ODIs in Port of Spain with a three-run win on Friday.

This was after fifties from Shikhar Dhawan, his opening partner Shubman Gill and No. 3 Shreyas Iyer helped India to 308. They were on course to a score around 350, thanks to the 119-run opening stand, but West Indies clawed back by varying their lengths and pace to restrict India.

Having only managed 83 for 5 in the last 15 overs of their innings, India’s bowlers walked out to defend their total with a mindset of changing their lengths, which is how Siraj prised Shai Hope out. Siraj drew him forward with four pitched-up deliveries before catching him offguard with a bumper that had Hope top-edging a catch to deep third.

Following that, Kyle Mayers and Shamarh Brooks decided to take matters on.

They managed at least one four in each of the next five overs to be placed at 52 for 1 after ten overs. Mayers was particularly aggressive and brought up his first ODI halfcentury off just 42 balls. His march was only slowed down by the spinners coming into attack and he broke the deadlock by dancing down to hit Yuzvendra Chahal for a six straight over the sightscreen.

With Brooks elegantly taking Shardul Thakur on at the other end - two successive fours to welcome him into the attack and a six to kickstart his second spell West Indies looked well in the mood. But Thakur dismissed

In the morning, when overcast conditions gave way to bright sunshine, the Indian openers feasted on some illdisciplined new-ball bowling from the hosts. Alzarri Joseph and Jayden Seales gave away as many as six boundaries in the first six overs, even though they bowled a combined 24 dot balls. At the end of the first powerplay of ten overs, India had raced to 73 without loss, with Dhawan and Gill hitting 11 fours and two sixes while also facing 38 dots.

Gill - chosen ahead of Ishan Kishan and Ruturaj Gaikwad - looked particularly fluent in his strokeplay, driving and flicking at will. He got off the mark with a pristinelytimed cover drive off Seales before executing a perfect back-foot punch in the next over off Joseph. He cashed in on any width provided by the seamers and welcomed left-arm spinner Gudakesh Motie with a well-timed six over mid-on, and got to his maiden ODI fifty off just 36 balls.

Dhawan, who had returns of 31*, 9 and 1 in the recent ODI series against England, was happy to leave deliveries outside off to get his eye in before freeing his arms to collect boundaries and make up for the dots.

1Though he played second fiddle to Gill, Dhawan ensured the good start didn’t go to waste, bringing up his 36th fifty in the format.

Just when it looked like West Indies would struggle to get a breakthrough, Gill threw away a chance to get to triple figures. He tucked a Joseph delivery towards midwicket and set off on a jog, only to be run out by a direct hit from an alert Pooran at square leg.

The five overs after Gill’s wicket brought just 17 runs with Motie mixing up his pace to go with Joseph’s short-ball attack from the other end. But Dhawan broke the shackles by first slog sweeping Motie for a six over deep square leg and then hitting Pooran’s part-time offspin for a maximum over long-on an over later. Iyer then tore into Pooran, hitting a four and a six off successive deliveries, before Dhawan deposited Motie over midwicket again.

However, an acrobatic catch by Shamarh Brooks at backward point ended Dhawan’s innings on 97 off the very next ball. An over later, Iyer fell after his fifty - thanks to a full-stretch leap from Pooran at cover and the brakes began to be applied on India’s innings.

But Axar Patel and Shardul Thakur managed to find the boundary towards the end of the innings - 36 came from the last three overs - to help India to a total that proved just enough.

Rayon Griffith appointed Guyana Amazon Warriors Head Coach Guyana Amazon Warriors have announced the appointment of Rayon Griffith as the Head Coach for the upcoming 2022 Hero Caribbean Premier League (CPL) season.

Griffith is no stranger to the Guyana Amazon Warriors, having performed in the capacity of Lead Coach last season. Prior to that, Griffith served three seasons as the Assistant Coach for the five-time finalists.

Currently, the 43-yearold Level Three certified coach serves as the West Indies Senior Men's Fielding Coach while also completing stints with the West Indies A team and Guyana national side where he was instrumental in the franchise winning five consecutive First-Class titles.

Griffith, during his playing days featured in 22 First Class matches and 22 List A games where he took 56 and 22 wickets

respectively.

With the bat, he has a high score of 82 not out before hanging up his gloves after the 2007 season.

Speaking on his appointment, Griffith said: “It is truly a privilege to continue with the Guyana Amazon Warriors, this time in the capacity of Head Coach.

I am overjoyed that the franchise has decided to appoint me in this role. This franchise holds a special place in my heart and working along with them has

been a remarkable experience.

I have no doubt this season will be nothing short of fantastic.

“I am really looking forward to working with the team, we have a number of quality players both locally, r e g i o n a l l y a n d internationally.

Some of them have been with the franchise for a number of years and I enjoy working with them.”

Dr. Bobby Ramroop, owner of the Guyana Amazon Warriors, said: “We

are excited to have Rayon Griffith at the helm of our coaching staff this year.

He has been a key member of this family for a number of years and has worked exceptionally well.

We wish him well in his new role and look forward to a successful season.”

The 2022 men's Hero CPL tournament will take place from 31 August to 30 September.

The host countries for 2022 will be St Kitts & Nevis, Saint Lucia, Trinidad & Tobago and Guyana.

In 2022 there will be the first running of the Women's Caribbean Premier League (WCPL) which will feature Barbados Royals, Guyana Amazon Warriors and Trinbago Knight Riders.

The WCPL will take place in St Kitts & Nevis from 31 August to 4 September.
