Israel continues to pound Gaza EU readies possible capital, despite international peace efforts tech sanctions on Russia Reuters) – Israel continued to pound targets across the Gaza Strip yesterday, saying no ceasefire was near as top U.S. and United Nations diplomats pursued talks on halting the fighting that has claimed more than 600 lives. U.S. Secretary of State John Kerry held discussions in neighbouring Egypt, while U.N. Secretary General Ban Ki-moon met Prime Minister Benjamin Netanyahu in Tel Aviv and later with the Palestinian prime minister in the occupied West Bank. However, there was no letup in the fighting around Gaza, with plumes of black smoke spiralling into the sky, and Israeli shells raining down on the coastal Palestinian enclave. Dealing a blow to Israel’s economy already reeling from a spate of tourism cancellations, the Federal Aviation Administration (FAA) took the rare step of banning U.S. carriers from flying to or from Ben-Gurion International Airport for at least 24 hours after a rocket fired from Gaza struck near the airport’s fringes, injuring two people. European airlines including Germany’s Lufthansa, Air-France, Dutch

airline KLM, Norwegian Air SAS and Turkish Airlines, said they were halting flights there too. Israel’s flagship carrier El Al continued flights as usual. Israel launched its offensive on July 8 to halt missile salvoes out of the Gaza Strip by Hamas, the dominant group in the coastal territory, which was angered by a crackdown on its supporters in the occupied West Bank and suffering economic hardship because of an Israeli-Egyptian blockade. “A ceasefire is not near,” said Justice Minister Tzipi Livni, viewed as the most dovish member of Netanyahu’s inner security cabinet. “I see no light at the end of the tunnel,” she told Israel’s Army Radio. EGYPTIAN INITIATIVE Dispatched by U.S. President Barack Obama to the region to seek a ceasefire, Kerry met yesterday with Egyptian President Abdel Fattah al-Sisi and Foreign Minister Sameh Shukri. “There is a framework ... to end the violence and that framework is the Egyptian initiative,” Kerry said at a news conference with Shukri. “For the sake of thousands of innocent

families whose lives have been shaken and destroyed by this conflict, on all sides, we hope we can get there as soon as possible,” he said. “Hamas has a fundamental choice to make and it is a choice that will have a profound impact for the people of Gaza.” Egypt was key to securing an end to a previous bout of Gaza fighting in 2012, but the country’s new leadership is openly hostile to Hamas. For its part, Hamas has already rejected Egypt’s proposal this time around as insufficient.”We hope (Kerry’s) visit will result in a ceasefire that provides the necessary security for the Palestinian people and that we can commence to address the medium and long-term issues related to Gaza,” Shukri said. With the conflict entering its third week, the Palestinian death toll rose to 621, including nearly 100 children and many other civilians, Gaza health officials said. The latest strikes killed a six-month-old infant, a 62year-old man and three other men riding on motorcycles in southern Gaza, Palestinian health officials said. The Israeli military said it had killed at least 183 militants.

(Reuters) - The European Union threatened Russia on Tuesday with harsher sanctions over Ukraine that could inflict wider damage on its economy following the downing of a Malaysian airliner, but it delayed action for a few days. Efforts to forge a united front were hampered by a French announcement that the planned delivery of a warship to Moscow would go ahead despite U.S. and British pleas to halt it. At a meeting in Brussels, EU foreign ministers for the first time raised the possibility of restricting Russian access to European capital markets, defence and energy technology, asking the executive European Commission to draft proposals this week.

women and children and that Falluja hospital had also received 38 wounded people since Monday evening. Residents of Falluja and the nearby town of Garma said helicopters fired artillery and dropped three barrel bombs on Falluja and two on Garma. Barrel bombs - powerful makeshift weapons made from high explosives, cement and metal parts packed into oil drums, usually dropped from helicopters - have gained notoriety in the region because of their use in neighbouring Syria by President Bashar al-Assad’s forces to flatten buildings in

rebel-held areas. Scores of people have been killed since January in what residents describe as indiscriminate bombardment. In May, witnesses in Falluja said barrel bombs had been dropped on the city. The government denies indiscriminate attacks, saying it targets insurgents, but a mid-level security officer in Anbar province has previously confirmed that barrel bombs have been dropped on Falluja.

Kuala Lumpur. The ministers agreed to widen the list of individuals and entities targeted by asset freezes and visa bans, and opened up the possibility of imposing sanctions on people who give financial support to Russian decisionmakers. British Foreign Secretary Philip Hammond said London wanted the measures to target friends and allies of Kremlin chief Vladimir Putin to pressure Russia to stop meddling in Ukraine. “The word is ‘cronies’: the cronies of Mr Putin and his clique in the Kremlin are the people who have to bear the pressure,” he said. “If the financial interests of the group around the leadership are affected, the leadership will know about it.”

U.S. court rulings create new uncertainty over Obamacare Richmond, Virginia, augured a possible rematch before the U.S. Supreme Court, which in June 2012 narrowly upheld the Democratic president’s 2010 healthcare overhaul. The twin rulings fell in line with partisan disagreements over healthcare reform, with two judges appointed by Republican presidents deciding against the administration in the District of Columbia and three judges appointed by Democrats ruling in favor in Virginia. The rulings also reignited the debate over

Iraqi air strikes kill 19 around militant-held Falluja: medical official (Reuters) Iraqi government air strikes killed 19 people, including children, in Falluja on Monday and Tuesday, a health official in the militant-held city said. The Iraqi army has been shelling Falluja, 70 km (44 miles) west of Baghdad, for months, trying to drive out the Sunni militants from the group now known as Islamic State. The insurgents, backed by discontented local Sunni tribal leaders, overran the city in January. Ahmed al-Shami, a spokesman for the Falluja health office - the local arm of the health ministry - said the 19 dead included

Such sanctions would require the approval of all EU governments and would apply only if Moscow does not cooperate with an international investigation into the Malaysia Airlines plane crash in an area of eastern Ukraine controlled by Russian-backed separatists, and if it fails to stop weapons flowing into the country. “I am happy that we have taken a decision which is I think quite forceful and that we have reached this decision unanimously,” Dutch Foreign Minister Frans Timmermans told reporters after the meeting. Timmermans opened the meeting after a minute’s silence was held in memory of the 298 people - 193 of them Dutch - who died when flight MH17 crashed last Thursday en route from Amsterdam to

Barack Obama (Reuters) - Two U.S. judicial panels yesterday injected new uncertainty into the future of President Barack Obama’s healthcare law, with conflicting rulings over whether the federal government can subsidize health insurance for millions of Americans. The appeals court rulings, handed down by three-judge panels in Washington, D.C., and

Obamacare on Capitol Hill and on the campaign trail to November congressional elections. Republican opponents of the law welcomed the D.C. decision as a further step toward dismantling Obama’s signature domestic policy. The cases deal with the government’s ability to offer premium tax credits to people who purchase private coverage through the federal insurance marketplace that serves the majority of the 8 million consumers who signed up for 2014.

China’s Xi eyes increased investment in Cuba Havana (AFP) - Chinese President Xi Jinping visited Cuba yesterday to expand investment in the fellow communist nation, his last stop on a four-country Latin American charm offensive. Cuba, the only one-party communist state in the Americas, began opening up its economy in 2008, but has not grown as much as hoped and could desperately use more Chinese investment. Xi for his part has made a point during his tour of reaching out to countries often shunned by US and European investors, including Venezuela and Argentina as well as Cuba. “This visit will realize the aims of boosting friendship, deepening mutual trust, expanding cooperation and driving development, opening a new phase in the mutually beneficial, friendly cooperation between China and Cuba,” said Xi after touching down Monday night in Havana. The opening of the Cuban economy — which some analysts see as an effort to follow in the footsteps of the booming Asian giant — has created new opportunities to tighten bilateral ties, said Xi. “Cuba is already fully promoting the updating of its economic model, which means new and important development opportunities for Chinese-Cuban ties,” he said. China is already the Caribbean island’s secondlargest trading partner after Venezuela and its primary source of credit, filling the gap left by the US economic embargo on Cuba and its long-time exclusion from institutions such as the World Bank. Coinciding with Xi’s trip, about 50 Chinese entrepreneurs traveled to Havana to explore business

Xi is due to meet with President Raul Castro, 83, at the Palace of the Revolution, for the signing of a range of bilateral deals. The second day of his visit will take him to Santiago de Cuba, the country’s second-largest city, hit hard by Hurricane Sandy in October 2012. The storm killed 11 people, destroyed 17,000 homes and damaged

thousands more. Xi is expected to announce Chinese cooperation in the city, perhaps in rebuilding housing. The Chinese president may also pay a visit to retired revolutionary leader Fidel Castro, 87, who led Cuba for five decades until failing health prompted him to hand power to his brother eight years ago. Such a visit would echo one by Russian President Vladimir Putin, who kicked off his own Latin America tour in Cuba 11 days ago by meeting with Castro. This is Xi’s second visit to Latin America since taking office in 2013. Last year he toured Mexico, Costa Rica and Trinidad and Tobago.

Barbados Labour Party to lead anti-tax march tomorrow BRIDGETOWN, Barbados - CMC - The Opposition Barbados Labour Party (BLP) will lead a street protest through Bridgetown to Prime Minister Freundel Stuart’s office tomorrow, and deliver a note of discontent with the Municipal Solid Waste Tax. “I shall walk from parliament where I sit, to government headquarters where this government’s Cabinet sits, and I shall walk as your Leader of the Opposition to deliver to the Prime Minister a letter,” BLP Leader, Mia Mottley, as she invited the nation to join her on a midday march. She announced the

protest action at a downtown Bridgetown rally, culminating one week of public meetings and consultations decrying the tax and its effects on Barbadians. This new tax was announced last year with a sweeping .03 per cent charge on the site value of real estate property across the island, but as land owners received bills in June, there have been widespread complaints about the financial burden placed on residents. Cabinet last week decided to waive all payments of this levy for pensioners with property valued under $190,000 (One BDS dollar = 50 US cents), slashed it for

agricultural land, and pushed back the payment deadline for others. But the businesses and non-governmental ogranisation leaders said they want more relief, while the Opposition continued its demand for a repeal of the law. “If the spirit moves you, you can join me at any point along the way…Wear something white if you cannot join us,” Mottley told a large crowd of supporters and other Barbadians. “Stand and be counted. Walk with me in peace and in love…out of duty to yourselves and to this country’s future, walk with me for love of country.”

MASS-BASED POLITICAL PARTIES DO NOT HAVE A TRADITION OF LIBERAL DEMOCRACY Let us not bluff ourselves! The mass-based political parties in Guyana do not have a tradition of being liberal parties or, more importantly, of employing liberal democratic practices within their parties. But that is nothing to be worried about, because almost all of the mass-based political parties in the Caribbean are like that. There is of course the usual widow-dressing to try to convince the masses that democracy is alive and well within these parties. But when you strip these mass-based political parties down to the skeletal structures, they are far from democratic. So let us not pretend that the election of office bearers at the Congresses of these political parties represents the

will of their membership or support base. It does not. There is both overt and covert canvassing and jockeying for positions within parties. However, in the final analysis, there will always remain a core sanctum that controls these massbased political parties. There is a small elite group of individuals who determine who is elected and who is not. This elite group is able to use its position of influence over the machinery of the party to determine how many delegates are accredited and how the balance of power will pan out in terms of the choices of these delegates. A few years ago, APNU had a process by which individuals were able to go out and address caucuses of their party and try to win their

support. Was this democratic? Ask those who participated whether it was. It would have been, if every member of the party had an equal vote in electing the leader. But how the system worked was that it was the groups who had to send delegates to the Congress. And he who controls that process, controls the outcome of the elections. The race within the PNCR for leader was close on one occasion. But the inner sanctum was never going to allow that development to repeat itself. And it will not repeat itself again. Lightning does not strike twice in massbased political parties. Mass-based political parties, especially those with leftist traditions like the PNC and the PPP, are not prone to

have internal democracy. Indeed, one can question whether real democracy exists within the Democratic Party and the Republican parties or whether it is big business that still pulls the strings in both of these parties in the United States. It has now been revealed that amongst the issues that are going to be proposed for reform of the PNCR Constitution at this week’s Congress - for the 2016 Congress - would be one member-one vote. That is the membership, and not their delegates, will be allowed to elect leaders should the amendment be passed. But that will not be effective until 2016, if indeed it is passed. Now this may seem to be democratic, but would it allow for order within the party?

Dem boys seh...

Anil and Clifton believe dem can jail Uncle Glenn and Uncle Adam Some time yesterday de Waterfalls boss man and Uncle Adam pass by de jail and dem hear nuff noise, de head of de jail shouting hard, hard to some prisoner fuh clean up that cell fuh Glenn and Adam. De two of dem think was joke because dem been outside de prison and dem think that de prison people see dem. Dem boys didn’t know was serious business till dem come in de office and had to sign fuh two court paper wid a marshal from de court. One paper seh that Clifton, de owner fuh Sleep In hotel, want dem go to jail. He file fuh contempt. But dem boys nah know on to now wha dem do. Then later in de day dem get another paper from de Attorney General, Mohabir Anil Nandlall. He is Clifton best friend. Dem boys want

to know wha plan de AG and Clifton got fuh dem. But dem boys got and would always get stories bout dem. Nandlall is a lawyer and he know that you don’t carry certain people to court because questions have to ask and answers have to come. Dem had a lawyer who did ask a old lady witness fuh tek de stand in a case. He ask she; “Mrs. Jones, do you know me?” She responded, “Why, yes, I know you, Sir. I’ve known you since you was a li’l bai. Frankly, you’re a big disappointment to me. You lie, you cheat pun you wife, you manipulate people and talk dem name behind dem back. You think you is a big shot when you aint got de brains. Yes, I know you.” De lawyer shock! Not knowing what else to do, he

pointed across the room and asked, “Mrs. Jones, do you know the defense attorney (the opponent’s lawyer)?” She again replied, “Why, yes, I do, I’ve known him since he was a youngster, too. He lazy, he playing big shot, and got a drinking problem. He can’t build a normal relationship with anyone and his law practice is one of the worst in the district. Not to mention he cheated on his wife with three different

women. One of them was your wife. ..Yes I know him.” De defense attorney when he hear that he almost dead. The judge asked both lawyers to approach the bench and in a quiet voice said: “If any one of you two bastards ask her if she knows me, I’ll send you to jail for contempt of court! Talk half and let dem know that de devil has a plot but God has a plan. Have a blessed day!!

Someone once said that true democracy would represent mob rule. It would be a bold step for the PNCR to move towards a system of one member-one vote. But whether the party will survive such a system is questionable. If such a system is implemented, there will have to be a tightening up of the rules governing membership, as was proposed in a Congress of the party in either 1975 or 1977. At that time, a number of persons were becoming members of the party because of the privileges that were accorded those with party cards. These persons were able to get jobs and use the party card to abuse their positions. There was a sentiment expressed then that perhaps there was a need for weeding out those elements that only wanted to be part of the party for the benefits that they would enjoy. As such, one suggestion was that there be a period of apprenticeship before someone may be accorded membership status. This it was felt would build a

stronger commitment to the party and remove political opportunists from within its ranks. If the PNCR decides to move towards the membership directly electing the leaders of the party, it would be an important development in mass-based political parties in Guyana. It would, of course, require the tightening of membership rules. Otherwise five thousand PPP members would join the PNCR and elect someone of the PPP’s liking to head the PNCR. And this is precisely why most of our mass-based political parties have been constrained in terms of adopting liberal democratic practices within their parties. And this possibility of being penetrated and overrun by their political nemeses will also be used by the inner sanctums within these parties to justify their continued domination of decisionmaking.

THE FREDDIE KISSOON COLUMN

Chris Gayle and the question marks over non-white civilization If Chris Gayle had done in the United States what he did in Antigua last week, it is possible that even with an apology his credibility would have been lacerated. The trouble with Gayle is that he has added fuel to the fire inside the mind of VS Naipaul, who believes that the Caribbean will never be a formation of civilized substance. The Caribbean Premier League (CPL) leadership behaved no different from Gayle in response to the accusation that Gayle did a terrible thing. Gayle did commit an unspeakable sin, and the men in the CPL hierarchy were not soulful enough (maybe one should say civilized enough) to see that Gayle had stumbled badly. They defended Gayle. Then came another

manifestation of the inherent problems with non-white civilization. The woman herself that Gayle insulted accepted her humiliation, and was proud to wear her slave badge on her sleeve in a conspicuous way. There was another manifestation of the congenital fault-lines in nonwhite civilization. The Caribbean people remained silent on what Gayle did and cheered him on as if they were in love with their slave masters. The final episode of this sad drama was that the slave woman was retained by her employer who turned a blind eye to her sickening servility. Before we turn to the question marks over non-white civilization, let’s look at Gayle himself (he knows which limb to jump pon – Gayle would not have done that in the UK).

Even with the United States not being a cricketing nation, Chris Gayle will be the first name to come out of the mouth of American citizens if you ask them to name a cricketer who is a superstar. Mr. Gayle is one of the most recognizable faces in world sports. A billion people in India adore him more than Lionel Messi and Cristiano Ronaldo, and other global sporting icons. The cult of Chris Gayle in Jamaica is exceeded only by the obsession with Usain Bolt. In the rest of the Caribbean, Chris Gayle is one of the geniuses that cricket gave birth to. While representing Jamaica at a formal, professional press conference, a female journalist asked Gayle how the pitch felt so far, in terms

of the training (and) the weather. Gayle’s response was that he had not touched the journalist’s pitch yet, so he didn’t know how it feels. Take note – this was an internationally known sporting icon speaking at a formal press conference. It was sexist. It was gender-biased, and had the scent of profanity. But take note again – this was not Gayle speaking in a telephone conversation. This was not a Facebook moment. This was Gayle speaking on behalf of Jamaica and the Caribbean Premier League. Life is interesting. Days after Gayle embarrassed the people of the Third World came a shocker. One of the most celebrated novelists in the world; a Booker Prize Winner and a New York Times best seller, Arundhati Roy, called on India to remove all

institutions bearing the name, Mahatma Gandhi, and to reassess Gandhi. She wrote that Gandhi cannot be a revered person when he was a shameless supporter of the brutal (her word) Indian caste system. The internationally respected British newspaper, The Guardian (for me a better paper than the New York Times which is rated as the best) gave Roy’s statement, prominent space with the following words; “Gandhi’s views on caste have been a long running argument among historians.” What is the relevance of Gandhi to an article on Chris Gayle? It is that Gandhi who symbolizes all that is good about the non-white races may not be what we think of him, meaning that maybe nonwhite civilization may have its evolution defects – see my articles - “Are white people superior to non-whites? Is it in the genes?” March 10, 2013 and “A new book argues for genetic superiority of some races.” May 25, 2014. By now most analysts

Frederick Kissoon would not be surprised that except for a lone voice from an Antiguan women group, the entire Caribbean society has ignored Gayle’s egregious indiscretion. But the Naipaulian creatures that inhabit Caribbean society would have been quick to jump on a white world leader if he had said that to a nonwhite journalist. Then you would have seen the mental corrugations inside the colonial mind. “You white elitist, you still think you are in charge of non-white people.” “He is a racist, sexist pig; he must resign.” “All white people think like this; they will never see us as equal to them.” But Arundhati Roy thinks that Gandhi didn’t see people as equal. Chris Gayle thinks women are the object of men’s sexual curiosity. And non-white people themselves think that they are inferior to the white man.

Six entities bid to supply No licence granted yet to Chinese, textbooks for nat’l distribution others for deep sea fishing Six bids were opened yesterday under the Ministry of Education for the printing, supply and delivery of textbooks for national distribution. The bids were opened at the National Procurement and Tender Administration Board (NPTAB), Main and Urquhart Streets, Georgetown.

Authorities are moving to have vessels equipped with GPS trackers to help protect the country’s fishing grounds.

The Ministry of Local Government and Regional Development received bids for the repairs to the access road to Haags Bosch Sanitary Landfill.

Two bids were submitted for the procurement of a security truck for the Guyana Prison Service under the Ministry of Home Affairs.

The Public Works Ministry received bids for the rehabilitation of Ekereku bottom airstrip, Region Seven.

And four bids were submitted for the rehabilitation of the Annai-Lethem Bridge number three, Region Nine.

Government has received a number of applications for deep sea fishing from largescale foreign operators, but has not yet granted any licences. Responding to questions Monday during an appearance before a Parliamentary oversight committee on Natural Resources, Agriculture Minister Dr. Leslie Ramsammy said that there has been interest from boat companies in the Caribbean, North American and China. Member of Parliament of A Partnership for National Unity (APNU), Joseph Harmon, was specifically interested in whether there were policies regarding the so-called large “factory ships”. According to the Minister, Government has not closed the doors on licences for these large fishing vessels, but any such decision will have to come with conditions and intense

monitoring. These include no permission for the lucrative sea bobs and prawns, with the applicant tied down to fishing for only specific species of sea food, including tuna. Studies will have to be conducted to determine the fish stock and only then will any applications be considered, the Minister stressed. There have been concerns that the operations by the “factory ships” could cause severe harm in Guyana’s offshore fishing waters. Already, several studies have indicated that overfishing have created problems. In recent years, as it became clear that fishermen were seeing their hauls reducing in size and specific species, Government had moved to reduce the number of fishing trawlers that were licenced. Last year, only 87 licences were issued, a reduction to the 120 from the

previous year. It is estimated that Guyana has between 1,2001,300 artisanal fishing vessels, with many of them not being licenced. One of the measures actively being worked on by Government is the requirement for all fishing vessels to be equipped with monitoring systems. The GPS systems allow the Ministries to monitor the locations of the vessels at any given time and could also be used for security purposes - like in a case of a pirate attack. For 2013, 20 units were installed on sea bob trawlers. Some 110 are yet to be installed. The Ministry is now also working to source cheaper monitoring systems with a number of trawlers to be equipped by this year end. These have been moves over recent years, but fishermen have been slow in buying the equipment, saying that it was Continued on page 12

Region’s tax administrators meet in Guyana Drawn from 11 territories, tax administrators are meeting in Guyana for five days to deliberate on a number of tax issues, exchange ideas and share experiences in keeping with the theme for the shaping of useful approaches to tackling problems common among administrations. At the opening of the Caribbean Organisation of Tax Administration’s (COTA) 23rd General Assembly and

Technical Conference Monday at the Pegasus Hotel, Minister of Finance Dr. Ashni Singh stated that the charge of the tax administrations of the region is to protect and mobilise revenue to meet the very substantial demands of the fiscal realities of countries. The five-day conference is being held under the theme: Efficient Tax Administration as a Catalyst for Growth and

Development in CARICOM. Minister Singh noted that the theme is of particular relevance and importance, and expressed the belief that there is no time in the region when elements of the theme have been deemed more relevant. Pointing to the fiscal challenges in the region, he observed that the fact that ‘we are at the risk of our own fragility’ is starker than at any

time. The Minister pointed out that when some economies confront challenges of unsustainable debt, there is the reality of slow economic growth when there is no fiscal space to finance interventions. He added that some of the stronger economies in the region are now returning to financial institutions to formulate investments which are critical to catalysing economic growth for its people. “We meet at a time when the global economy is unhelpful...when international trade taxes are becoming more and more scarce...when the flows of official development assistance are contracting rapidly…” the Minister pointed out. He said that domestic revenue mobilisation thus takes on an unprecedented importance. Noting that during this period there is a temptation to raise taxes or adjust them to meet economic requirements; he delivered the central thought of his address. “At a time when we need to attract more investment both domestic and foreign to make our business environment more competitive…when the need to mobilise investment is as great as it is…the need to make our business environment more competitive is as strong as it

is…when we have such a strong imperative to facilitate business, how do we balance that dimension with the revenue protection or collection dimension of our mandate?.” Minister Singh stated that this is the essence of the challenge confronting the region. He pointed out too that there is a need for the jurisdiction of tax revenues to be competitive from a tax perspective in order to be a taxpayer-friendly administration. There is also a need for a taxpayerfriendliness geared towards private sector growth and development. “Balancing those two competing objectives is really our challenge as administrators and policy makers,” the Minister added. Business facilitation and revenue protection should move from being competing objectives and made complementary objectives. Guyana has developed a response to this challenge, Minister Singh stated, pointing to the establishment of a single revenue authority and the implementation of Value Added Tax (VAT). These, and the administration and enforcement of the tax laws, were all aimed towards strengthening tax administration in the country. Regarding tax policy, he observed that the merits of VAT eliminated six other taxes

No licence granted yet... From page 11 too expensive. Guyana will also be moving to introduce what is known as the turtle excluder devices, a requirement if the country intends to market to North America and Europe. Last year, 385 artisanal vessels were licenced representing 30% of the projected target. This represented a reduction of 75 vessels or 17% less artisanal vessels licences issued than in 2012. Last year, Government hauled in $125M in taxes from fish imports and exports. Seven hundred and forty nine (749) individual export licences were issued representing 62% of the twelve hundred (1200) target.

and doubled the free income tax threshold, reduced personal income tax rates and corporate tax rates. Taken together, these measures have contributed to revenue mobilisation while at the same time making Guyana an inviting place to do business. He noted that the COTA meeting would enable a sharing of experience which would allow cooperation across tax jurisdictions. Charles Cudjoe, Commissioner in Charge of C o l l e c t i o n s / Ta x p a y e r s services of Trinidad, presented to the conference, the message of the President of COTA. The message focused on promoting regional tax administration through cooperation and harmonisation with a view towards efficiency. The COTA President observed that the organisation has evolved beyond providing technical assistance and training, and can now be seen as the premiere tax organisation in the region. Ms. Desiree Field-Ridley of CARICOM in her presentation focused on dialogue, collaboration and joint decision-making. She noted that the conference comes at a time when CARICOM countries have not yet recovered from the international financial crisis which negatively affected them. She noted that this is appropriate for the position of tax administrators since COTA is emerging as an important regional body. COTA was established in 1971 at a meeting of the Heads of Regional Tax Administration convened in Saint Lucia when its Constitution was ratified. This year will mark the 43rd anniversary of the establishment of COTA. Guyana held the presidency for the period 1984-1986 through Mr. Edgar Heyligar, then Commissioner, Inland Revenue Department. Amend laws to halt abuses by big foreign companies

Dr. Rupert Roopnaraine

Large foreign companies seem to have a “calculated approach” when it comes to Guyana’s mining and forestry sectors. Dr. Rupert Roopnaraine, A Partnership for National Unity (APNU)’s Shadow Minister of Agriculture and Natural Resources, asserts that some foreign businesses would attach themselves to some local investors who would have worked tirelessly to acquire benefits and concessions, pretending it would seem, to be just a harmless partnering foreign investor. But the hidden motive is to eventually take over the business and expand. From his observations, Dr.

– Dr. Roopnaraine Roopnaraine who is a member of the Natural Resources Sectoral Committee of the Parliament deems this to be abusive behaviour by “big foreign companies.” He said that consultations will be made with the Minister of Natural Resources and the Environment, Robert Persaud, to make the “necessary amendments” to the relevant Acts so that this behaviour can be curbed. Dr. Rupert Roopnaraine said that this is just one of the unresolved issues coming out of last week’s Committee meeting.

Man gets 36 months for robbing students A man who stole a female high school student’s cellular phone, and was nabbed by public-spirited citizens before he could have robbed one of her male colleagues, has been jailed for thirty six (36) months. Earlier this year, Lexroy Rigby, 30, followed two Global Technology students along Waterloo Street before threatening them with a “sharp metal object” and demanding they hand over their cellular phones. The terrified female student became afraid and handed over her $40,000 BlackBerry cellular phone. As Rigby turned his focus to the male student, a group of persons who noticed the commotion, came to their rescue. The assailant tried to flee but the group caught up with him and handed him over to the police. When searched by police ranks, the female student’s cellular phone was found on him.

The Prosecution, which was spearheaded by Corporal Seon Blackman, revealed that further investigations led to Rigby being charged. When the accused made his first appearance at the Georgetown Magistrates’ Court on April 1, last, he pleaded not guilty when asked to respond to charges for robbery under arms and attempt to commit a felony. The police had sought to prove that on March 29, last at Waterloo and New Market Streets, Georgetown, while being armed with an offensive weapon, he robbed the female student of a BlackBerry cellular phone valued at $40,000. It was alleged too, that while being armed with an offensive weapon he attempted to rob the male student of his Blackberry cellular phone valued at $30,000. Following his plea, he was remanded and a trial was

conducted before Magistrate Faith McGusty. During the trial, the prosecution called upon five witnesses to prove its case against the accused. Rigby had provided the court with two addresses, one in Mahdia and another in Kitty, Georgetown. Magistrate McGusty yesterday indicated that she had found Rigby guilty as charged and sentenced him to thirty six (36) months imprisonment on each charge. The jail terms, she instructed, will run concurrently.

In an exclusive interview with Kaieteur News, Dr. Roopnaraine said, “There are unsettled matters and I don’t think we can cover all the issues in a single meeting, but we have further questions and other issues that we would want to probe a little bit more, and the Minister of Natural Resources, Robert Persaud, made it clear that he is open to being invited again. We have to meet as a committee and assess what we have heard, and if it is necessary to have more information from them, we will invite him.” The APNU Parliamentarian added, “One of the things we need to probe a little more deeply and consult with the Minister about is the necessary changes that need to be made to the Mining and Forestry Acts.” Roopnaraine explained that some foreign conglomerates seem to have a “particular manoeuvre where they come into Guyana and identify the local licenced operators in the mining and forestry areas and attach themselves to the local investor as a partnering foreign investor.” Eventually, the “big companies”, he said, end up “gobbling up the benefits and concessions enjoyed by the local investors and

sooner or later they take it over.” “That whole practice is abusive and should be looked at more carefully and it’s a manoeuvre only by the big companies…Bai Shan Lin doesn’t have permits to do a lot of things…Big companies go to a local investor with his thriving business and say that they are an overseas investor and decide they are working along with them, so with this mechanism they are able in effect to monopolize a lot of the forestry activity, and it’s something we have to look at because our laws presently permit it.” As it relates to other unresolved issues, just recently, APNU’s Shadow Minister of Public Works, Joseph Harmon insisted that although BOSAI signed a contract “with slack contractual terms” with government, certain clauses of the contract stipulate that it has to pay royalties. Harmon says he maintains his position that the bauxite company owes millions of dollars in royalties to Guyana and called on them to satisfy the nation by disclosing how much taxes it paid. Harmon made reference to the agreement signed between the Chinese Company and the Government of Guyana. The agreement the politician related, says that after the first five years which can be

described as a tax holiday, any year in which the taxes paid by the company exceed the amount of royalties to be paid, it would have been exonerated from the payment of royalties. Harmon continued, “The royalties is 1.5 percent of the bauxite exported. Now if the company is saying that they have nothing to pay, then they should state how much taxes were paid and how much bauxite was shipped. They have to prove that.” The Guyana Revenue Authority, he said, had explained that it would not be providing that information as it is a personal relationship between them and the taxpayer. He added, “It is that tax payer who should get access to that information and satisfy Guyana that it has paid that amount of taxes to be exempted from paying royalties. It is a simple matter and I have told this to the Minister of Natural Resources, Robert Persaud and the company. This is simple Mathematics.” Harmon is of the opinion that BOSAI owes over US$5M from royalties of bauxite produced, but Government is not having much success in collecting it. BOSAI Minerals Group has categorically denied owing royalties to Guyana. GGMC is expected to make a decision on the matter before Saturday.

Over 2500 trained under PAHO/WHO-CIDA programme By Zena Henry Over 2500 local medical workers are now better equipped to handle a variety of health concerns following a three-year training programme facilitated by the Pan American Health Organisation (PAHO)/ Canadian International Development Agency (CIDA). The project which aimed to “improve health and increase protection from communicable diseases for women, children, and excluded populations in situations of vulnerability in Latin America and the Caribbean,” will come to an end next week, but trainees would have by then, benefitted in areas such as service delivery, maternal, child and adolescent health, vector control, sanitation, hygiene practices and human resources for health, among several other areas. While the project sought to incorporate all 10 regions, specific emphasis had been placed on far- reaching hinterland areas in region one,

seven, eight and nine. According to project coordinator, Mrs. Melanie Thomas, the venture has an overall objective to fill in the gaps that exist in national health programming with respect to neglected populations and geographic areas using integrated approaches to health delivery. It is for this reason; Thomas told a gathering of media workers, that special focus had to be placed on the hinterland locations, since the goal is to work with the Ministry of Health and relevant agencies where necessary to achieve the goal of the PAHO/CIDA-funded project. The coordinator said that the project seeks to strengthen basic health systems for primary health care in the region of children and excluded populations in vulnerable positions within the focus areas of Latin America and the Caribbean. Guyana was also said to be the only English-speaking nation to be part of the international programme

which involves 11 other countries. Some US$18M had been allocated to aid the countries taking part in the health programme, Guyana received about half a million. Also, of the Caribbean, Guyana and Haiti are the only two countries on board, having been regarded as “priority” or “key” countries. This means that based on certain indicators, the countries would have been chosen as needing the most help. It was explained that in terms of Haiti, the country is still trying to regain its composure, especially after the major earthquake that had destroyed much of the country’s infrastructure. It was found however that Guyana was easier to work with in this area since the country could have adopted and link the project with much ease. PAHO’s resident representative, Dr. William Adu-Krow, explained further that the selection of priority countries is dependent on the indicators. For example, he stated, while Guyana is not the worst, the maternal rate is an area for concern. Reports in the last couple of years, he recalled, have shown as much as 25 maternal deaths where women have died as a direct result of childbirth. “In this day and age, nobody should die from child birth,” he opined. Additionally, the Gross

National Income (GNI) as well as other economic data such as the information on increased income in Guyana is useful. In fact, it has been recorded that there has been an increase in income in the country. “But the problem with that is that Guyana has now moved from a low income to a low middle income country, and that means that the country is likely to benefit less from foreign aid and grants,” Dr. Adu-Krow said. While it is shown that more money is being generated within the country, the separation of those who have and do not have is also on the rise. But all is not doom and gloom in Guyana, Dr. Adu-Krow said, since according to data reviewed as

recent as Monday, Guyana is fourth in the world in terms of exceptional vaccine management. “Generally there are challenges that need to be addressed in health and that’s why Guyana has been termed as a key country.” The project implementers have achieved enhanced knowledge of human rights and a human rights-based approach (HRBA) among health workers and other stakeholders. Enhanced consideration of gender and ethnicity in strengthening health services, contribution to human resources for health plans to improve equitable access to Family Medicine, Radiology and Medicine Programmes, and

Melanie Thomas, PAHO/CIDA Coordinator strengthened health system governance with emphasis on national strategy.

Man jailed for threatening to burn former senior cop’s house An East Bank Demerara resident will be spending the next three months in prison for threatening to burn the house of a former Assistant Commissioner. Charges for threatening and abusive language were formally laid against Clifton Cloutie also known as “Muti” when he appeared before Magistrate Dellon Bess at the Georgetown Magistrates’ Court yesterday. According to the indictment, Cloutie used abusive and threatening language towards the Office of Professional Responsibility (OPR)’s Heeralall Makhanlall, a retired Assistant Commissioner, on July 20 at Back Street, Herstelling, East Bank Demerara.

To the charge, the accused pleaded guilty. The case was prosecuted by Assistant Superintendent of Police Deneshwar Maindranauth, who explained that the two men are neighbours. He said that the defendant was using a series of expletives and was spoken to by the retired Assistant Commissioner, but he continued to curse. Cloutie, the Prosecutor said, subsequently threatened to burn Makhanlall’s house. He was then arrested and charged with the offence. Magistrate Bess sentenced the man to three (3) months imprisonment on each charge. The sentences will run concurrently.

Awareness drive crucial to tackling Chikungunya virus – Media Corps hears at workshop While the Government, through its Ministry of Health, has a responsibility to cater to the many facets of the health of the nation, this responsibility does not reside solely with the ruling administration. This assertion was made by Pan American Health Organisation Adviser on Malaria, Dr. Maria Sanchez, who related that members of the population must recognise that they too must take charge of ensuring that measures are in place to protect them from potential health challenges. Dr. Sanchez who was addressing a PAHO spearheaded media workshop at Cara Lodge, Quamina Street, Georgetown, stressed that the media has a role in helping to inform the public of its responsibility. She was at the time directing attention to the Chikungunya virus. The Chikungunya virus, like Dengue fever, is transmitted by the Aedes Aegypti mosquito which is prevalent in sections of Guyana. “The Government has to come, has to spray, has to do this, has to do that, but you

as the media are very important to us, because we need the population to understand that it is our problem; it is not a Government’s problem,” said Dr. Sanchez. Moreover, she highlighted that “it is vital the work that you do promote the actions that people can take within their homes to actually prevent these diseases. You can spray the whole of Georgetown every night and you still won’t achieve what has to be achieved.” According to Sanchez, if moves are not made to encourage prevention at the level of the homes, there can be no expectation that the Government’s efforts will be as effective as it could be. The simplest things, such as stopping accumulation of water in yards, Sanchez said, could be highlighted among the crucial measures that persons could embrace to help halt the transmission of the virus. Speaking to the outbreak of the virus here earlier this year, PAHO Resident Representative, Dr. William Adu Krow, highlighted that Guyana responded well. The virus was first detected in

sections of Canje, Berbice, Region Six, with Minister of Health Dr. Bheri Ramsaran making an official announcement in late May. But ahead of confirmation of the virus here by the Caribbean Public Health Agency in Trinidad, Dr. Adu Krow noted that a number of fever cases were gaining the attention of the health sector in Region Six. As a result, moves were soon made to undertake Rapid Diagnostic Tests to ascertain the root of the fever symptoms. “When they didn’t have a positive test for malaria and dengue they decided that it was something else, so they took the samples to Trinidad then Chikungunya was diagnosed,” the PAHO Representative recalled. “All along, everybody said ‘Chikungunya? No we don’t have Chikungunya in Guyana!’...” said Dr. Adu Krow, who insisted yesterday that “because of the diligence of the health workers in Region Six “we realised after all that we did have Chikungunya.” Following the announcement of the first few cases, subsequent reports

Some of the PAHO officials at yesterday’s workshop. suggested that the spread of the virus had escalated. Although the last official report out of the Ministry is that there are 31 confirmed cases, this publication has been informed that the cases are in excess of 60, and these have been detected in various sections of the country. Reports suggest too that samples have not been taken from all individuals exhibiting symptoms which characterise the disease, but rather, random tests were done by the Ministry to ascertain the locations that the virus has spread to. According to Dr. Adu Krow, while great efforts are

being sustained by the Ministry to tackle the virus, there still remains quite a lot to be done in terms of health

promotion and diseaseprevention activities to ensure that the spread of the virus is limited.

Letters... Where your views make the news

Urling is about public service DEAR EDITOR, I read the headline in the Sunday Guyana Times and wondered why the editor of that newspaper felt the need to headline the newspaper with my name. It seemed to me and I wondered if there is an unease and paranoia that is sweeping the corridors of political power that is driving an obsession and focus on me personally and the NGO “Blue CAPS”. For the record, I want to firmly and clearly outline the following, which hopefully would alleviate the seemingly emerging paranoia. Blue CAPS started a few months ago with a simple mission: 1.) Train young leaders 2.) Develop and advocate public policy solutions and 3.) Engage in community service. We also have been visible advocates calling for local government elections (LGE) and sharing a 10-point statement of values about what we expect from all

political parties and leaders. Clearly we have tapped into a long simmering national passion and conviction ready to burst with rightful force. The attention Blue CAPS has received is as startling as it is amusing, particularly from political policy makers and the media. We have been labeled variously as pro-USA, proLEAD, pro-PPP, pro-PNC and pro-AFC. However, most of the unwarranted criticisms have come from the ruling party because of our call for local government elections. The criticisms have attempted to overwhelm the dialogue from focusing on the real heart and soul of the Blue CAPS message. The call for LGE is not a political criticism of any one political party. Rather it is arising from a deep, unconditional love of country that supersedes political partisanship. Our message underscores our fundamental

individual and collective constitutional and civic obligation. That is what all of us must ensure should be administered without fail every three years. Regrettably, we have not fulfilled this most essential obligation for 20 years. Blue CAPS is not focused on political blame or partisan favour. It operates on the most sincere premise: doing what is right for Guyana by honouring our individual and collective constitutional obligations. We respect the roles of our political parties and leaders. Similarly, the people in civil society have equally important roles. The request is simple: we demand mutual respect for our roles as national citizens. Blue CAPS is and always will be an NGO. If any member wishes to pursue an official political career either through an existing party or by forming his or her own, we would wholeheartedly

support that individual’s choice. There is nothing egregious about us accepting funding from any reputable entity whose priorities align with ours. We always will reach out to all important stakeholders in our society, engaging them with deep respect while we advance our public policy positions and objectives for the best interests of Guyana. As for my personal ambitions, full public disclosure is merited. I have developed a deep passion for public service and deeply admire the men and women who engage their lives daily in the service to others. My passion for civic duty has motivated me to serve the Georgetown Chamber, the Tourism and Hospitality Association, the Private Sector Commission and other private sector organizations for close to a decade. Clinton Urling

PUBLIC SERVICE SHOULD INCLUDE ARTS TRAINING DEAR EDITOR, I have made a point to stress that while my criticism of the Minister of Culture’s mismanagement of his portfolio will continue to be strident as long as that mismanagement remains a reality, I also remain open to working with the Ministry on clear, identifiable, sustainable goals. In this regard, after extending a hand in cooperation, I was pleased that a few weeks ago it was

accepted, albeit conditionally, by Director of Culture, Dr. James Rose. To date, with cooperation from his office, the Janus Cultural Policy Initiative has run creative workshops on short fiction, drama, poetry and feature journalism at the Umana Yana. The workshops were both well-attended and wellreceived, though being held during working hours, and it is our intention to host similar workshops at various venues

Guyana’s Finest... From page 28 a strategic way and the capacity and capabilities can be built among the people, sectors and leadership, this could accelerate Guyana’s progress by 20%. The focus here has to be not just on mobilization but also on preparedness. Additionally, I believe that the time has come for our leaders to seriously consider inclusive government and governance. Over the past year, I have been conducting a research to determine whether Guyana is shifting more from a LargePower-Distance country towards a Small-PowerDistance country. I was partly motivated to conduct this research after the results from the General Elections in November, 2011, which resulted in a minority government. I was of the opinion that something was/

is happening in Guyana as it relates to behavioral change and thus endeavoured to find out. My preliminary concl u s i o n t h e r e f o r e i s that, it may become very necessary and perhaps more pragmatic for Guyana to move in the direction of inclusion governance since the drivers of the change are beyond the control of the government, the people and the institutions of Guyana. Part of this fact is that, the world has become a very inter-dependent place. Therefore, it is my view that 40% of Guyana’s development challenges could be resolved with a more inclusive approach to governance. For example, this could have a more positive impact on investment, trade and tourism. Audreyanna Thomas

around the country. On July 31, we are slated to host our first conference on culture, with a focus on Culture in Development, also at the Umana Yana; in the upcoming months after, that our focus will be on Culture and Citizenship, Heritage, Culture and Freedom, Culture and Arts in Education, and Creative Industries. I would also like to thank Chief Librarian (ag) Emily King not only for facilitating the use of the National Library conference room for our pre-conference seminar, but also for allowing three staff members partial time off to attend the poetry workshops. One of the recommendations that I had made to the Ministry a few years ago was that public service policy should include

arts training as a legitimate reason for time off work, and this is going to be included in our cultural policy blueprint at the end of the Initiative. So far, the Janus Cultural Policy Initiative has attracted a core group of brilliant young people volunteering their time and intellectual effort, as well as respected academic advisors both in and out of Guyana. As this initiative gains momentum, we will continue to welcome all willing stakeholders to cooperate towards the common goal of formulating and eventually instituting a national culture policy, one that can be integrated seamlessly into our post-2015 development agenda. UG STUDENTS TO PAY HIGHER FEES The University of Guyana (UG) through its council has in a public missive announced it has approved the proposed tuition increase which the administration has been wanting to do for some time now. Based on what the council is saying, the adjusted fee applies to both new and continuing students who are pursuing programmes which previously attracted a fee of $127,000. That fee would be increased to $210,000 for new students while continuing students will pay $180,000. The tuition adjustment will be effective from the 2014-2015 academic year. As it pertains to the continuing students, their fees will be incrementally adjusted from the effective date of 2014. Therefore according to the Council, continuing

students will in the year 2014 see their old fee of $127,000 increase to $130,000 in 2015; it will increase further to $145,000 and the $160,000 in the year 2016. Additionally, the council has announced that the various miscellaneous fees which were previously paid will be replaced with a Facilities Fee of $50,000. New students (Guyanese) are required to pay $210,000, inclusive of the Facilities Fee for most programmes. “While the fees for foreign students have not been adjusted, they will be required to pay the US$ 250 (G$50,000) Facilities Fees instead of the various miscellaneous fees, which were previously paid” the administration explained. According to the UG administration, there are programmes where the tuition fees will not be adjusted. The

table below will show those programmes along with their tuition cost. However students pursuing these programmes will be required to pay the Facilities Fee of $50,000. The University administration explained that the tuition hike “has become necessary due to the rising cost of providing quality education not only in Guyana but worldwide.” Additionally the administration has cited inflation as negatively affecting the allocation to the University from the Government, thereby “making the current tuition fees paid by students unsustainable and unrealistic.” It should also be noted that when fees were reinstated in 1994, it was the understanding that

adjustments would have been made to reflect the change in the exchange rates. The university says that the “added revenue will be used to create new academic services and facilities, help hire new faculty and expand and improve programme offerings in general, to improve the quality of services offered by the

as much of its increased operational costs as it can to manage its financial resources.” The University of Guyana administration says it is “seeking the understanding and support of all stakeholders as the university doubles its efforts to provide quality education to our students.”

The table below reflects all the UG programmes to which the fee does not apply

Norton’s run for leadership has created quite a stir. Many have opined that the longstanding member has been stifled since he supported former Finance Minister Carl Greenidge when the latter challenged Granger for the Leadership during the last congress. Aubrey Norton was not selected to represent the PNCR in parliament through the coalition APNU which is dominated by PNCR. During the life of the Tenth Parliament, Norton has been “overlooked” thrice when space was made available for a new member. Quite a few of those who contested for various positions at the last Congress have decided to stay in the background on this occasion.

BRIDGETOWN, Barbados - CMC – Police are using lie detector tests and will soon introduce video surveillance systems, not only to catch the criminals but also to keep their own in check. Acting Commissioner of Police Tyrone Griffith said last week that the introduction of lie detector tests on officers has prompted resistance among the ranks of the Royal Barbados Police Force (RBPF), but insisted that the programme is good for the public’s view of the force and will continue. “Since we started this programme there have been threats to bring legal action against me,” he said. “This will not thwart our efforts.” “Like anything else, there will be persons who will want to resist this, but we have to be strong and stick to our guns. In the long run this will augur well for the department’s image…It may be unpopular now, but sometime down the road wisdom will be seen.” He said that soon to be introduced “video patrols” on the streets of Barbados will have the dual effect of helping to solve crime while keeping

Tyrone Griffith officers in line. “All these things can only help to build the image of the force. Sometimes people say all kinds of adverse things about officers and you have nothing to support the officers, or refute these claims unless you have some material piece of evidence that can show the contrary,” Griffith said. Video and audio recorded interviews of suspects are now in their early stages, and Griffith said this form of evidence-taking will be supported by new legislation and amended laws in 2015. “The introduction of electronic interviewing over

time will result in allegations of forced confessions fading away,” Griffith said, adding, “This will be unpopular, but it needs to be bold enough to do what is best for the organisation.” Also coming soon to RBPF is PROMAT, an electronic system facilitating almost immediate ID parades of suspects. One of the advantages of the immediacy is that a victim’s recollection of the attacker’s image will be sharper. According to producers of the system, in use in the UK, it involves pulling up electronic images of suspects from a database and enables the police force to offer a quick, efficient service with live video ID parades conveniently taking place soon after an incident occurs and while the image is still fresh in the witness’s memory. Griffith said this will embolden witnesses to cooperate with police, as it will take away the fear of coming face to face with accused persons. “It will also eliminate the difficulty that officers encounter on finding suitable persons to put on the parade,” Griffith said.

Former CCJ employee says Jamaica should be cautious with court Jamaica Gleaner - Dr Leighton Jackson, the dismissed acting registrar of the Caribbean Court of Justice (CCJ), is warning Jamaica against rushing into joining the court in its appellate jurisdiction, as he believes the way in which the institution is being managed is a threat to judicial independence. Arguing that there are instances of mismanagement, misconduct and arbitrariness in the way the affairs of the court are being dealt with, Jackson said: “It created for me a difficulty in feeling comfortable with the Caribbean Court of Justice, which is governed in that way.” The CCJ is facing an internal legal battle as a result of a series of consecutive dismissals, resignations and suspensions of senior managers. The court is also facing backlash over its decision to discipline an employee - a driver - for refusing to sell complimentary VIP Trinidad Carnival tickets on the instructions of a judge. The judge has been given an additional allowance to privately hire another driver. The CCJ is funded by a US$100-million trust fund to which Trinidad and Tobago and

Jamaica contribute 29.7 per cent and 27 per cent, respectively. “Based on the incidence of mismanagement, arbitrariness and judicial misconduct, I think the current structure of the court is incomplete and insufficient for me to be satisfied that it is the sort of institution that I would recommend our country going into,” Jackson said.“The whole matter of

accountability and participation in crafting the structure and the vulnerability of the court to arbitrary decisions and decision making in its administrative systems which eventually will flow over into the decisions aspect is not something that I am comfortable with,” he added.

Minister of Health Dr Fenton Ferguson said his colleague minister Phillip Paulwell should not be blamed for the handling of the failed bidding process for the 381 megawatt project as it was a Cabinet decision. According to Ferguson, the decision that was made in respect to Energy World International was not made by Paulwell, who has responsibility for the energy portfolio, and so it is the entire Cabinet which should be blamed for the fiasco. “It wasn’t Phillip Paulwell it was the Cabinet and I stand behind that decision,” Ferguson told People’s National Party (PNP) supporters during the Port Royal Annual Constituency Conference at Vauxhall High in Kingston on Sunday. Ferguson, who is also vice president of the PNP, also used the occasion to publicly commend Paulwell for the “good work he has been doing not only in his ministry but also in his constituency.” According to Ferguson, Paulwell should be commended for liberalising

in Jamaica and for trimming down the cost of telephone call to unprecedented levels. Meanwhile, Minister Paulwell in his address to supporters in the public session of the conference sought to make it clear that his intentions were all good. “I come to you with clean hands and my heart is pure,” he said. Paulwell also the told the gathering that his sole intention is to create a better life for the people of this

would continue to take the risk that is needed to move the country forward. Meanwhile Ferguson assured the supporters that Government is now looking at ways to alleviate the hardship the nation is facing as a result of the arrangement with the International Monetary Fund (IMF). He pointed out that Government was aware of the sufferings but asked for their understanding and patience.

Mike Guyadin cops BK Golf... Dunga named as Brazil coach for the second time Brazil have named former player Dunga as their new coach for the second time. Dunga was the captain of Brazil’s 1994 World Cupwinning team and coached the national team from 2006 to 2011. “I am immensely happy to be back,” said the 50-yearold, who was the favourite to land the job. Dunga replaces Luiz Felipe Scolari, who resigned

after Brazil reached the semifinals of the 2014 World Cup, but suffered the jointheaviest in their history, losing 7-1 to Germany. Dunga was in charge at the 2010 World Cup in South Africa when Brazil were knocked out in the quarterfinals. Scolari, who guided Brazil to World Cup victory in 2002, and his entire backroom staff have all left their posts since the

tournament finished. Meanwhile, Argentina coach Alejandro Sabella, 59, will decide his future next week after his side lost 1-0 to Germany in the World Cup final. Members of the squad have said they want Sabella to remain in charge for the 2015 Copa America in Chile. “It’s down to whether I feel strong enough to give 100%,” said Sabella. (BBCSport)

Bardet, Van Garderen suffer as Rogers wins Stage 16 Reuters - Frenchman Romain Bardet and American Tejay van Garderen’s Tour de France podium hopes suffered a major blow yesterday when they lost considerable ground in the 16th stage won by Australian Michael Rogers. Rogers gave his TinkoffSaxo team their second stage win this year by powering away from a breakaway group in the 237.5-km mountain trek from Carcassonne. Vincenzo Nibali of Italy retained the overall leader’s yellow jersey ahead of Spain’s Alejandro Valverde while France’s Thibaut Pinot, who was the strongest in the intimidating ascent to the Port de Bales, moved up to third at the expense of compatriot Bardet. AG2R-La Mondiale rider Bardet, who had promised to blow the race open in the Pyrenees, was unable to sustain the pace in the climb and lost more than 1:40. Van

Garderen also could not follow and lost more than three minutes, but Bardet’s team mate Jean-Christophe Peraud could not be shaken off. “I had good legs, I had to attack,” Pinot, whose acceleration in the Port de Bales put all his rivals in the red, told reporters. “I hope I can stay on the podium (all the way to Paris). The FDJ.fr rider holds the white jersey for the best Under-25 rider. Nibali leads Valverde by 4:37 and Pinot by 5:06 ahead of two tough stages in the Pyrenees, with Peraud in fourth 6:08 off the pace while Bardet is 32 seconds further back. “This is tough to take in when you were looking to attack,” said Bardet. “But there are two stages left in the Pyrenees and I will be looking to attack tomorrow if I have the legs.” BMC rider Van Garderen now lies 9:25 behind

Nibali. INSANE TEMPO “Movistar made such an insane tempo. I did not have the legs, I felt a bit empty. I’m hoping I can bounce back tomorrow,” the American said. World champion Rui Costa of Portugal did not start the stage as he withdrew suffering from pneumonia. “He was forced to withdraw after an X-ray examination, carried out during the rest day at a clinic in Pezenas, showed an outbreak of pneumonia,” his Lampre team said in a statement. A 21-man breakaway took shape after about 60 kilometers and built a 12:30 gap that started to shrink when they hit the first slopes of the ascent to the Port de Bales, a 11.7-km climb at an average gradient of 7.7 per cent. Astana and Movistar set the tempo of the peloton in

the climb while Rogers’s acceleration in the break reduced the group to seven men. Thomas Voeckler’s attack skimmed it down to four before his Europcar team mate Cyril Gauthier burst away, but he quickly paid for it and was dropped. Rogers, Colombian Jose Serpa and Voeckler were on their own three kilometers from the summit. That is where Pinot’s team mate Arnold Jeannesson upped the pace in front of the yellow jersey group as Bardet dropped out. Van Garderen was long gone already after Valverde’s Movistar team had set a devilish pace at the front. Pinot finished it off in the last kilometer, dropping Valverde, Peraud and even Nibali. However, they all came back in the descent and worked together with several team mates who had been dropped from the morning’s breakaway and they finished together. Today’s 17th stage is a brutal, 124.5-km effort featuring four demanding climbs with a summit finish at Plat d’Adet.

Jamaica poised for 1st innings honours, Lewis grabs 5 Jamaica are in a comfortable position to take first innings points from Barbados in their first round game of the Regional Under19 3-Day tournament which commenced yesterday. After bowling out Barbados for 120 in 46.2 overs, Jamaica were 106-5 off 45 overs at stumps with Ramaal Lewis on 19 and Abijai Mansingh on 10. Barbados’ decision to bat at Everest Cricket Club backfired when Odean Smith had Dikembe Wilson (01) taken by wicket-keeper Romaine Morris and Lewis sent back Leniko Boucher (02) to leave the score at 23-2. Lee-Germon Gaskin (27)

and Akil Greenidge added 19 for the third wicket before Greenidge was caught and bowled by Nicholas Walters for nine. Barbados never recovered despite a 22-run seven wicket stand between Matthew Jones (13) and Shamar Springer who top scored with 31. Keon Harding chipped in with 13 towards the end as Lewis bagged 5-47 from 19.2 overs and Walters 3-21 from 11. Leroy Lugg and Odaine Mc Catty gave Jamaica a bright start with a stand of 62 before MaCatty was stumped off Chad Williams for 16. Williams then accounted for Ramone Francis (04) and Mark Parchment (01) as

Jamaica stumbled to 69-3. However Lugg continued to take the attack to the bowlers but just after looking set for a half century he was stumped off Williams for 42 with the score on 76. Neil Persaud then had Romaine Morris (06) taken by Boucher who had a fine day behind the stumps with four dismissals before Lewis and Mansingh saw their team to the close. Williams has so far taken 4-15 from 13 overs and Persaud 1-30. Jamaica have so far acquired 4.1 points and are trailing by 14 runs with 5 wickets in hand. Barbados have picked up three points to date.

Regional U-19 three-day cricket

Fifties from Chanderpaul, Homraj give Guyana 1st day honours By Sean Devers Played before virtually empty stands at the Guyana National Stadium, Providence the opening round of this year’s Regional Under-19 three-day cricket tournament got going yesterday with Guyana taking the first day advantage in their contest against the Leeward Islands. On a low and slow track in bright sunshine the hosts, hunting a 13th title at this level and seventh on home soil, won the toss and opted to invite the Islanders, who last won the title when it was played in Guyana in 1989 & 2001, to field first. Led by a workman-like 65 from Tagenarine Chanderpaul and an attractive 62 from Askay Homraj, the Guyanese reached 270 all out despite an impressive spell of off-spin bowling from the tournament’s most experienced bowler Shaquille Martina who grabbed 5-86 from 31 overs. He got support from left-arm spinner Therone Bussue who had 2-48. By the close the Leewards were 21-1with the left-handed Ross Powell from Nevis on 14 and Martina yet to score. The Leewards, who lost Dion Weste (1) to off-spinner Sharaz Ramcharran with the score on 10, need another 250 runs for first innings honours

with nine wickets in hand. Powell, the nephew of Kieron Powell, has so far hit two fours in his innings. Earlier, the left-handed pair of West Indies Under-19 openers Shemron Hetymer and Chanderpaul put together 2 0 o n t h e l u s h green outfield before Hetymer (5), with no movement of his feet, edged a wild swipe to third slip where Martina, whose mother is Guyanese, held the catch as Skipper Jeremiah Louis made the breakthrough. Skipper Brian Sattaur (10), who also played last year, soon edged off-spinner Martina to slip to leave Guyana, who last won a Regional three-day in St Kitts in 2007, at 42-2. It should have been 43-3 when the keeper dropped Balchand Baldeo before he had scored, off left-arm quickie Colin Archibald. Baldeo rubbed salt into the wound with a classical cover driven boundary off Archibald to get off the mark. Baldeo joined Chanderpaul, whose only three-day youth hundred was made against the Leewards last year and together they carried Guyana to Lunch at 74-2 with Baldeo,

who sweetly drove left-arm spinner Therone Bussue down the ground for four, on 18 and Chanderpaul, who favored the cut in his watchful innings, unbeaten on 25. After the interval Baldeo, who hit two fours in his 74minute 20, was brilliantly taken at slip by Joseph at 743 to give 18-year-old Martina, who made his debut as a 14year-old in St Lucia in 2010, his second wicket. Chanderpaul struck Bussue for a glorious boundary before hitting the spinner for the first six of match next ball to post the Guyana 100. However, eight runs later Ramcharran (10) played around an arm-ball and was bowled by Martina, the only surviving player from the 2011 side which played in the last tournament hosted by Guyana. Homraj joined the well entrenched Chanderpaul who made his debut at this level against the Leewards in 2012. The pair took the score to 133 before Chanderpaul, who made an unbeaten 104 when these two teams met in St Kitts last year, played a lofted drive to mid-off to give Martina, who operated with clever variations, his fourth wicket. Chanderpaul, with nine

Windwards in charge as T&T blown away for 74 A pathetic batting display on a low and slow Enmore track from Trinidad and Tobago saw them catapulting to an embarrassing 74 yesterday as they struggled to come to terms with a sluggish track on which the Windward Island’s pacers bowled gun-barrel straight. By the close of the opening day of the first round of the Regional Under-19 three-day cricket tournament, the Windward’s, who won the toss, had reached 91-2 from 37 overs to claim a 17-run first innings lead with Kershaskie Jno Lewis (4*) and Tonis Simon (30*) at the crease. gathering of spectators in sunny conditions, West Indies Under-19 left hander and Trinidad and Tobago Captain Jeremy Solozano and Amir Jangoo were going well at 27 without loss before fast bowler Ryan John removed Jangoo for 11. John then trapped the elegant Solozano LBW for 18, five runs later to start a dramatic batting collapse. Only Samuel Roopnarine (10) of the other batsmen reached double figures as wickets tumbled in a heap, John (314 from 10 overs) and Gidron Pope (3-8 from 10) orchestrated the demise of team from the Twin Island

At Tea Homraj was on 41 and Kemol Savory on seven. After the break, Savory (8) was caught and bowled by Bussue as Guyana slipped to 207-7 but the free flowing Homraj, who registered a classy century against the Windwards last year, was still there. Homraj then hit a return catch to Bussue after facing

67 balls and batting for 112 minutes with five fours. He departed with the score 2488. It was soon 254-9 when Daimon Waldron (2) was also caught and bowled by Martina who began his last year at this level with a five-wicket haul. L e g s p i n n e r Steven Sankar (32*) and pacer Keno Morris frustrated the bowlers with a 29-minute last wicket stand before Morris (9) was removed by Archibald, 22 minutes before the scheduled 17:00hrs close. Male boxers will not wear head guards at Commonwealth Games for first time in 32 years Male boxers at the Commonwealth Games in Glasgow will not wear head guards for the first time since 1982, with experts claiming it is actually safer for the athletes’ health. Head guards have been used at all international amateur competitions since they were introduced before the 1984 Olympic Games in Los Angeles, but research has shown they actually increased the number of head injuries. Women’s boxing, however, which makes its Commonwealth Games debut in Glasgow, will continue to use head guards, as not enough research has been done in the relatively new sport for the same change to be made. Doctor Mike Loosemore of the English Institute of Sport (EIS) has worked with British Boxing since 1997 and believes the rule change is a ‘positive development’. He said: ‘Evidence has found that, when they introduced head guards in 1984, the number of head injuries increased. The number has actually decreased since head guards have been removed. ‘The style of boxing has changed a little bit because the boxers’ heads are not getting quite so close and I think it’s made it a bit more interesting to watch. It’s a positive development.

James Rodriguez completes £60m move to become fourth most-expensive transfer ever

- experts say it is safer without them

Women’s boxing will be at the Commonwealth Games for the first time at Glasgow 2014 ‘The boxing’s better without the head guards and it’s reducing the number of head injuries, which is low in this sport anyway.’ Dr. Loosemore said the number of concussions are lower without a head guard primarily because boxers do not feel so confident and therefore take fewer risks with their bodies. He told Sportsmail: ‘When you have a head guard on you are more likely to get an injury. ‘There are several reasons for this: it could be that head guards restrict your vision slightly, so you don’t see the punches coming, and maybe that the head guard increases the size of the

head so you get more rotational force (when you are hit). ‘The referees also can’t see the boxers so clearly, so they can’t see when they’re in trouble. ‘But the most likely reason is people just feel more confident with a head guard on. They don’t put their head in a position where it can’t get hit. That’s the most persuasive argument for me.’ The men will also fight under a pro-style 10-point scoring system as part of rule changes by the International Boxing Association (AIBA) last year. Queen’s horse Estimate tests positive for morphine Reuters Queen Elizabeth’s racehorse Estimate, the 2013 Ascot Gold Cup winner, has tested positive for the banned substance morphine, Buckingham Palace said yesterday. Authority to be affected. “On Thursday 17th July the British Horseracing Authority (BHA) announced that a number of post-race samples, obtained from recent race meetings, had been found to indicate the presence of morphine, which is a prohibited substance on race days,” John Warren, the

Queen’s bloodstock and racing advisor, said in a statement. “Initial indications are that the positive test resulted from the consumption of a contaminated feed product.” Warren added: “(Trainer) Sir Michael (Stoute) is working closely with the feed company involved to discover how the product may have become contaminated prior to delivery to his stables. “As the BHA investigates this matter, including potential links between the different cases, Sir Michael continues to offer his full co-operation.”

Real Madrid President Florentino Perez (left), Rodriguez (right) and his wife Daniela at presentation Real Madrid have officially unveiled new £60million signing James Rodriguez after they completed the transfer of the World Cup Golden Boot winner from Monaco yesterday. The Colombia international has agreed a sixyear contract with Madrid and underwent his medical with the club yesterday morning before being displayed in front of a crowd at the Santiago Bernabau. Madrid President Florentino Perez welcomed the forward and compared him to the late legend of the club, Alfredo Di Stefano who also came to the club from Colombia. ‘Colombia will be at your side,’ said Perez, which raised a cheer from the fans in the stadium. Rodriguez said: ‘I hope to win many titles here, Hala Madrid,’ invoking the club’s chant. An overly-zealous Colombian fan ran on to the pitch to hug Rodriguez and he was restrained by security personnel. Neither club have confirmed the fee for the 23year-old, but reports suggest Madrid have paid about £60million, which would make Rodriguez the fourth most expensive transfer of all time after Gareth Bale, Cristiano

Ronaldo and Luis Suarez. A Real Madrid statement read: ‘Real Madrid have reached an agreement with Monaco for the transfer of James Rodriguez, who will join the club for the next six seasons. Rodriguez was one of the revelations of the World Cup, scoring in each of Colombia’s games as they reached the quarter-finals of the competition for the very first time, eventually losing 2-1 to hosts Brazil. In total Rodriguez scored six goals at the World Cup to finish as the leading scorer - one clear of Thomas Muller - while his stunning 25-yard volley against Uruguay was voted goal of the tournament on FIFA.com. His signing comes less than a week after Madrid brought in another of the World Cup’s star performers in Germany’s Toni Kroos, who moved from Bayern Munich for a reported £24m. It also means that, if the reported figure is correct, Madrid now boast three of the four most expensive signings in history, having spent a world-record £80m on Bale last summer and the same on Ronaldo in 2009. The Champions League winners would hold a clean sweep of the top three signings but for arch-rivals Barcelona, who splashed out a reported

£75m on Liverpool striker Luis Suarez earlier this summer. Rodriguez began his professional career with Colombian side Envigado before moving down to Argentinian club Banfield aged 17. His performances for the Buenos Aires outfit attracted the attention of Porto, who signed him for £4m in 2010, and three years later he joined Monaco for £38.5m after helping the Portuguese side win a hat-trick of league titles and the 2011 Europa League. The left-footed forward scored 10 goals in 38 matches in all competitions for Monaco last term as they finished second in Ligue 1 behind Paris St Germain. Bigspending Monaco said they had not been looking to sell Rodriguez but described the deal as ‘one of the most significant transfers in football history’. Monaco vice-president and CEO Vadim Vasilyev said: ‘AS Monaco is proud to have helped James Rodriguez reveal his talent to the world as he notably made his mark on the 2014 World Cup in Brazil winning the Golden Boot. James is a fantastic player who achieved great things with AS Monaco.’ (Mailonline)

Two-time champions CWSS trounce Vrymen’s Erven 8-0 Part of the action between Christianburg and Vrymen’s Erven yesterday at the Wisburg ground in Linden.

Two-time champions C h r i s t i a n b u r g / Wi s m a r Secondary School (CWSS) led by a helmet-trick from leading marksman Shane Luckie, who netted in the 2nd, 22nd, 45th and 53rd minute trounced Vrymen’s Erven 8-0 in quarter final action of the Digicel Schools Football Competition yesterday, at the Wisburg Schoold ground. Luckie, who has been in prolific form throughout the competition got support

from Donavan Francis, who netted in the 24th and 54th and Amoniki Buntin whose efforts came in the 68th and 70h minutes. Played before a partisan crowd, the host was quickly into their stride and took the lead after two minutes when Luckie swept in a cross from the right flank past the goalkeeper. The Berbicians were never given time to settle and had to withstand an early onslaught as the Lindeners were guilty of squandering a few chances to increase their lead. However, Luckie was in no mood to allow Vrymen’s Erven to get away with their poor defending and he headed in a corner which was followed two minutes later by a Francis left-footer that scurried under the keeper’s legs to end over the goal line which gave them a 3-0 advantage. Just before the half time whistle sounded Luckie, who was posing all sorts of problems to the Vrymen’s Erven backline with his pace and dribbling skills notched his third when he rifled a fierce shot into the far corner to make it 4-0 in their favour at the break. Eight minutes after the resumption, Francis completed his tally with a deft little flick past the

advancing goalkeeper and as if the afternoon could not get worse for the visitors Luckie showing exceptional ability ran on to a pass from the centre lifted the ball expertly over the head of a raiding defender, before finishing with flair, rifling his shot into the far corner. The two lethal strikers had completed their work and it was up to substitute Buntin to supplement their toil and he did it in fine style. Buntin, a lanky player in the mould of former England striker Peter Crouch first rose above the opposition defence to head in a corner and then showing acute alertness challenged a back pass, dispossessed the defender and pushed it past the surprised keeper to end the rout. They now move on to play Bush Lot Secondary on Friday. In the day’s other results: Bush Lot Secondary 3 vs Annai Secondary-2 Bush Lot Scorers Marlon Nicholson (12, 21), Adrian Price (66). Sammy to make debut in Big Bash Tasmania – West Indies T20 captain Darren Sammy is to make his debut in Australia’s Big Bash League (BBL) this summer after signing with the Hobart Hurricanes. “ Wi t h p l a y e r s l i k e George Bailey, Alex Hales and Ben Dunk, there is a lot of exciting talent in the team already,” Sammy said. “I am really looking forward to coming to Tasmania and taking part in the Big Bash League” Sammy is expected to represent Hobart in the first six matches of the tournament before joining West Indies for their training camp ahead of the 2015 World Cup. The St Lucian all rounder is joining England’s Hales as the two international signings for the Hurricanes. “I have heard so much about coach [Damien] Wright, he seems like a West Indian, very cool and an amazing fellow,” said Sammy who was captain of West Indies in all formats

until last year, when Dwayne Bravo was handed control of the ODI side, and Denesh Ramdin became Test captain earlier this year. “A few of my [West Indian] teammates might also be playing in the Big Bash League so I’m looking forward to the contest with them.” S a m m y ’s l o w e r - o r d e r striking has made him a dangerous batsman in the shorter formats and he has taken 99 T20 wickets at

25.18 with an economy rate of 7.37. “He’s a really talented cricketer who can do a little bit of everything,” Wright said. “He’s a great leader as well and he’s been captain of the West Indies for a number of years now also captaining the team for the T20 World Cup in 2012. Sammy will give us that lower-order hitting too which is something we didn’t quite have last season.” (CMC)

Bolt fit and raring to go in Glasgow Reuters - Six-times Olympic gold medalist Usain Bolt says he ready to put on a good show in the sprint relay at the Commonwealth Games after recovering from minor foot surgery and a hamstring injury. The Jamaican, who missed nine weeks of training after surgery on his left foot in March, told Reuters he is back in sub 10second shape after training twice a day to get ready for the event in Glasgow which starts today. “It’s been rough, but I’ve been through it a couple times so I know what it takes to get back so I’m just

pushing on and working toward what’s necessary for this season,” Bolt told Reuters on Tuesday morning during a training session. His coach Glen Mills said that twice a day workouts were necessary to get Bolt ready to compete after he missed a lot of foundation work. “We usually train in the morning when it is necessary, but it’s not the routine,” Mills said, noting that this year’s setback was a bit more severe than 2012 leading up to the London Olympics. “Usain has lost quite a significant amount of training time and in his

Bolt chides doping officials over Tyson Gay ban Reuters - Usain Bolt believes anti-doping officials have sent a “bad message to the sport”, after American sprinter Tyson Gay received only a one-year ban following a positive test for an anabolic steroid.

(USADA), ended in June this year. Gay, who returned to competition on July 3 and ran 9.93 in the 100 meters at the Lausanne Diamond League meeting, is the world’s joint second fastest man along with Yohan Blake (9.69).

“I’m not really happy with the situation and with how it was done,” Bolt told Reuters on yesterday.

Both the World AntiDoping Agency (WADA) and track and field’s world governing body, the IAAF, have accepted the controversial ban.

“I think for someone like Asafa (Powell) to get a ban of 18 months for that (stimulant oxilofrine) and then Tyson Gay get just one year because of cooperating, I think it is sending a bad message into the sport that you can do it (dope) but if you cooperate with us, we’ll reduce the sentence,” the100m and 200m world record holder and six times Olympic gold medallist said. The sanction, handed to Gay by the United States Anti-Doping Agency

“I don’t think that’s the right way to go because you are pretty much telling people that this is a way out, it’s a way of beating the system, so personally, I don’t think the IAAF dealt with that very well,” Bolt said. WADA told Reuters in early June that it was satisfied with the decision, while later that month, the IAAF said that it would not appeal Gay’s (Continued on page 33)

desire to at least run a couple races in the summer, in order to get in the sufficient amount of sessions, we have to double up training morning and evening,” Mills said. The lanky sprinter, who also has eight world championship gold medals in his collection, said the surgery was necessary in this off year.

“I went to see my doctor and he said the best thing to do was to actually get the surgery done because it would bother me over my career, so it was best to get it done now, so I just did it because I considered this my off season. It definitely one of those things so I got it out of the way and right now I’m just trying to get back and that’s

the key right now and that’s the focus,” Bolt said. The 27-year-old, who has penciled in four 100m races over the next six weeks, says he did not want to miss the Commonwealth Games. “I really wanted to run at the Commonwealths Games over the years…and although I got injured I see where I can run the 4x100 I

see where I’m getting back into shape to actually compete in the 4x100" Bolt said, adding that he did not want to take anyone’s spot in the 100m having missed the trials. “I’m going there for my fans and I’m going there to show that I’m getting back into shape and they can look for great things now and for the years to come,” he said.

Glasgow Commonwealth Games 2014

Opening Ceremony expected to attract ‘1.5 billion’ viewers around the world The Commonwealth Games Opening Ceremony, which is due to begin at Celtic Park at 8pm today, will potentially have a global audience of 1.5 billion, according to Glasgow 2014 organisers – and it will certainly have more than a dollop of local flavour, and “a distinctly Glaswegian accent”. Home-grown heroes and heroines have been lined up to entertain in the two-hour extravaganza, which will take place in the 40,000seater home of Celtic Football Club (where those in the stadium will pay between £20 and £250), and the 6,500 athletes from 70 nations will be introduced to the crowd by a different citizen of Glasgow (or “chieftain”) before 11 days of competition. David Zolkwer, the Glasgow 2014 head of ceremonies who directed the 2002 Games ceremonies in his native Manchester, said: “We knew right from the start that the source of inspiration and the voice and character and personality of the ceremony had to reflect and explicitly include the people of the city.”

The 69-year-old rocker Rod Stewart (who was actually born and raised in Highgate in London), West Lothian-reared Susan Boyle, 53, who starred in 2009’s Britain’s Got Talent, as well as East Dunbartonshire’s Amy Macdonald, will feature. And Scottish classical violinist Nicola Benedetti will also take the stage, among some 2,000 fellow cast and crew in the firework-heavy show. “You will see a lot of Glaswegians and Scots, and a lot of people from further afield, and you will also hear them,” continued Zolkwer, who choreographed the 2010 World Cup Opening and Closing Ceremonies in South Africa, among other notable events. “We have a mass cast but we have set out to represent lots and lots of individuals.
