Anti-corruption standards elsewhere It would be agreed widely, that corruption levels in this country continue at alarming and harmful levels. Alarming in that there is negligible improvement in both the perception and reality of corruption; and harmful because so much that could be done for the better of a poor society rarely comes to fruition. Rather, corruption proceeds make their way into private pockets and fatten the cheating and conspiring. As Guyana continues to struggle with this challenge, it might be enlightening to be aware of what standards apply in the advanced United States. Public service is looked upon as pride and joy; a special calling at the senior levels, when summoned by the reigning political power. It is virtually unheard of for one called to say to ‘No’ to a sitting president. Just not done. And just as that is almost never done, there is that satisfying, admiring state of almost never doing anything that betrays a leader; or makes him think twice through the surfacing of troubling conflicts; or casts doubts because of heavy interferences. Men and women called go out of their way to justify existence, to deliver, to be about character and country. Those called to Washington move assets to blind trusts; real ones, not those in name and form only. They capitalize and lobby afterwards, sometimes questionably. But not while on the job. There have been Congressmen, who have fallen foul through the caprices of human nature but, mostly, the record has been of men and women serving with distinction and distinguishing nobility. Ethics Office have teeth; Ethics Officers are feared people. Politicians and public servants deliver on their mandate with honor. This is the way it should be; exemplary in deed and spirit. On Wall Street, where there are enough relationships, deals, and opportunities to sink the Titanic many times over, professional men and women in this richest private sector on the planet know the policies, follow them, and deliver on them constantly. There are rules, regulations, manuals, and trainings to choke a large nation of camels. Still, humans are tempted; they fall. And when they fall, they are vilified and feel the vengeance of a sector tarnished, and a society injured by the excesses. If ever there was an occasion for conflict (and collaboration) it would be where a Wall Street firm is engaged in a prospective lucrative investment banking deal with specific corporations, while its analysts cover those same companies. The bankers could be near to closing the deal, while the analysts (usually CFAs) have to call the businesses as evaluated. Money could be lost. There are internal company policies, regulatory standards, and those of the CFA institute itself. Still, professionals fail and fall. Chinese Walls procedures are not followed, money is made, damage done. As always, it comes down to character. It comes down to not merely the robustness of demands on paper, but the keenness and diligence of the watchdogs, who must make the provisions enshrined in ink come alive and have meaning. Independence. Fortitude. Character. Visions of serving, a sterling record, delivering in the crunch. And the willingness to pursue the powerful. Thus, heavyweight rainmakers (multimillion-dollar revenue generators) and earners are sent packing, are held up as sordid examples not to be imitated. It is of photographs, fingerprints, and FBI checks; company and industry declaration requirements; and obtaining prior approval (rarely granted) for outside employment and outside business interests. Where conflicts of interest are not present, they are imagined. Worst case scenario: the appearance, the possibilities, the nightmare of the wrong kind of attention in the Wall Street Journal. Gift giving and gift taking are limited to a hundred dollars total from all sources annually. Must be declared and approved. All law enforcement interaction must be reported. There is more; this is enough. For Guyana to get anywhere with anti-corruption it has to get real. The challenge for Guyanese is this: character.

A ‘confused mind’ of a President is a problem of the most serious nature DEAR EDITOR, This is a land of confusion, led by a man with a confused mind. The contradictory statements by President Granger tax the most reasonable minds to stay calm in the face of what appears to be outright dishonesty by the holder of the highest office. This is not an issue broached lightly nor for scoring cheap political point. A ‘confused mind’ of a President is a problem of the most serious nature and deserves to be examined as they are grounds for removal from office. On the 4th July he said: ”It was also agreed that the exchange of names, or this submission of names, will include also suggestions which the President presented for inclusion on

that list. I said it was up to the Leader of the Opposition to submit the names of persons who had already been submitted on the previous three lists.” Then on the 12th July he said “It is unfortunate that, despite the meetings between the two sides, the Leader of the Opposition rejected the idea of acting in a consensual manner. He chose to put forward candidates for the post who have been rejected previously.” Both statements were made on NCN television and are available on social media for review. The confused nature of President Granger’s mind also surfaced publicly when he failed to see what he had ‘done wrong’ after the CCJ ruled he violated the Constitution in making a unilateral appointment for the

position of GECOM Chairman. Now President Granger wants to submit names to Jagdeo for resubmission to himself. Who thinks this is sane behaviour? “Guyanese, the Constitution of Guyana is sacrosanct and supreme” but the Cabinet will not resign; I have no doubt that President Granger will attempt to pass new legislation and even hold a Budget debate without the consent of the Speaker if needs be; and for all of this, there are those that are cheering on President Granger’s behaviour as that of a ‘Machiavelli’. This is not Machiavellian; these are symptoms of Dementia and require sympathy and medical care. I do not believe that David Arthur Granger wants to be remembered for the

latest series of ‘contradictory’ statements. The people surrounding him need to take heed and offer his legacy protection if warranted. Dementia is a very painful thing for families to accept and for it to be this public can only add to that suffering. Sober thought and care for David Granger the man, needs to be put before the needs of his political partners, who seek to make further use of his name to prolong their hold on power. Urgent action is needed. Family needs to do the right thing. Let the man go into posterity as a ‘Lion King’, much longer and the possibility exists that he will forever be remembered as something else. Respectfully, Robin Singh

The ABC countries must again save Guyana DEAR EDITOR, By the beginning of the 1990’s Guyana had been under the PNC Dictatorship for over 26 years when the ABC Countries (America, Britain and Canada), out of compassion for the plight of the Guyanese people, resolved to re-establish Democracy in Guyana. They took this step primarily to end the suffering of the Guyanese people and bring about a happier country. Also, Guyana had defaulted on its massive debt owed to the ABC countries, directly or indirectly; illegal emigration to North America became uncontrollable; the drug trade took firm roots and was beginning to grow; the Dictatorship prevented any ABC investments; and Guyana became the poorest country in the Hemisphere, even below Haiti. It was only after 1992 when Democracy was restored that profitable ABC investment began to be made in such resources as gold and oil. In restoring Democracy, the ABC invested massive sums

of money and their investment was successful. Democracy was restored and the Guyanese people became happier and had more food; stability and economic development was ushered in; successful action was taken to eliminate the country’s vast debt; and ABC investment continued. In 2015, with the Democracy re-established by the ABC, the APNU+AFC won the national elections by a majority of one. In 2018 December, they lost a vote of confidence in Parliament but refused to resign as Democracy, the Rule of Law and the Guyana Constitution demanded and began to reestablish what appears to some as the former Dictatorship. The Caribbean Court of Justice has thrown its weight in favour of Democracy and has demanded the government obey the Constitution and hold free and fair elections. The ABC and the UN office have also called on them to obey the Constitution. Continued on page 5

The long-anticipated elections may be held sooner rather than later DEAR EDITOR, It would appear that the long-anticipated and NCMmandated general and regional elections will be held sooner, rather than later, and quite possibly before the end of the year. L a s t F r i d a y, t h e C h i e f Elections Officer (CEO) of the Guyana Elections Commission announced the simultaneous preparation for elections and the immediate commencement of house-tohouse registration that would create a new National Register of Registrants (NRR) from which an Official List of Electors (OLE) will be extracted for the purpose of conducting general and regional elections. The previous list had expired on April 30th, 2019 and the Commission, then led by Chairman Justice J. Patterson, voted to adopt this process which had previously been a demand of

the PPP/C following its defeat at the 2015 elections. The Patterson-led Commission had, prior to the CCJ handing down its consequential orders on July 12 last, advised the President that elections could not be held earlier than December 2019, and the CCJ, in spite of the PPP/C’s demand that it overrule this advice and order the President to proclaim a date for elections by September 18, 2019, refused to do so. Instead, the CCJ stipulated that it was for the President, Parliament and GECOM to decide on the issue. The President has always recognized that Article 62 of the Constitution mandates that “Elections shall be independently supervised by the Elections Commission in accordance with the provisions of article 162” and has made clear that it is for GECOM to advise him of its

earliest readiness to deliver credible elections. The Opposition Leader, for his part, seems to be determined to frustrate this process by protests and threatened legal action against the CEO of the GECOM Secretariat for implementing the decisions of the Commission, as well as threats to pursue international condemnation and sanctions. This policy is further exemplified by the patently false claim that the CCJ found that the President had breached the Constitution in the appointment of Justice Patterson to the Chairmanship of GECOM and can, therefore, be removed from office for the violation of the Constitution. The fact is that the CCJ had concluded that the process that resulted in that appointment, specifically the unilateral determination of the

list of 6 candidates by the Opposition Leader, was flawed and in breach of the constitution; the unilateral submission of that list by the Opposition Leader and subsequent unilateral appointment by the President were not disputed by the CCJ and, therefore, the President did not breach the constitution. The correct constitutional procedure, as stipulated by the CCJ, requires the involvement of the President in the nomination of candidates for the position of GECOM Chairman, along with the Opposition Leader. Failure to respect, or to frustrate, the ruling of the CCJ and other disruptive actions can only impede and disrupt the march to general and regional elections that is widely welcomed. Sincerely Oscar Dolphin

CARICOM, it’s time for a paradigm shift! Condemn Granger’s flouting of the CCJ in your loudest voice! DEAR EDITOR, Some readers might find it is interesting, while others might find it appalling, to learn that throughout its existence, CARICOM has selectively remained silent on the political plights of Guyana. While from time to time, individual leaders have

broken their silence and spoken out against the Burnham-Hoyte led governments, such utterances have been far apart. Interestingly, they found their collective voice in the wake of post 1997 elections unrests. However, questions have

arisen as to the true motive of this odd potpourri of leaders who are yet to dance in unison, to send the ‘three wise men’ to Guyana. The team had brokered, among other conditions, an unconstitutional shortened term of office for President Janet Jagan, vis-a-vis the

Why is the PPP/Jagdeo so afraid of a sanitized voter’s list? DEAR EDITOR, Jagdeo’s insistence on an early date for election is somewhat puzzling. For someone who is screaming at the top of his lungs about the need for the coalition observing the rule of law on the one hand, while quite willing to contest an election with an obviously flawed voters’ list is troubling. Guyana is blessed or cursed, depending on how one looks at it with a majority or near majority young citizenry many of voting age not reflected on the current voter’s list. Is Jagdeo willing to disenfranchise these citizens in his frantic rush to power? You cannot have your Black pudding and eat it too. Maybe you know something the rest of us don’t, such as a guarantee win at the next election. Jadgeo, your slip is showing, it is obviously and painfully clear that your only concern is to recapture power at possibly any cost. This is dangerous for the future of our country. A selfish and myopic approach to

management of Guyana is a prescription for disaster. Despite the 23 years of PPP rule which only produced a brand new cadre of super rich elites at the expense of both Indian and African Guyanese left to scrounge at the bottom of the economic ladder, our country at this juncture cannot be administered without the PPP involvement, in short a Government of National Unity reflecting both major parties and others. The PNC or the PPP cannot on their own or in total control or manage Guyana, the record speaks for itself. Guyana cannot afford any more of the blatant corruption or the overreacting heavy hand of administrative mismanagement, past or present. Let us begin with a clean slate starting with a sanitized voters’ list. Jadgeo’s only goal, it is presumed, is to be the power behind the so called President Respectfully, Claudeston G. Massiah

A new formula for selection of the GECOM Chair DEAR EDITOR, I am disturbed about the political atmosphere in Guyana at this time. I have been observing politics in Guyana for over 60 years and from that experience I am convinced that the level of trust between the Government and Opposition has never been lower and yet most of the comments I read in the media call on the President to select a GECOM Chairman from the list presented to him by the Leader of the Opposition.

The level of trust is too low particularly after the Dec 2018 successful no confidence Motion for President Granger to accept a name from the list provided by the Opposition leader. There is need for a new formula and I am proposing the Following as a starter. 1. President Granger as I understand it has cleared a number of names for consideration 2. The opposition Leader should also clear between 3 to 6 names for consideration

3. 6 or 12 names should be sealed and placed in an appropriate container. 4. The opposition leader will draw two names from the container present these to the President for him to select one. I believe that a process of this type will impose upon both leaders the need to propose the persons they judge to be best qualified to perform their duties in an impartial manner Regards, A Concerned Observer

Herdmanston Accord. Guyanese are now left to ponder CARICOM’s muteness despite numerous calls across the media and by leaders in light of the current political and legal quagmires. Clearly, Mr Granger and his APNU + AFC administration have continued to poke fun at the CCJ. The ‘cat and mouse’ game continues as Granger speaks with a forked tongue. On one hand he says he is committed to upholding the decisions and orders of the CCJ; on the other, he has not only defied those very orders, but has attempted to reinterpret and

write his own orders. With regards to the appointment of the GECOM chair, he has insisted on submitting a list of names in what he referred to as integral to his active participation in the consensus-dialogue with the Leader of the Opposition. Similarly, he stated that he has accepted his caretaker or interim government-role but refused to accept the resulting constitutional and CCJreinforced limitations on such a role. Further, the GECOM proposed house to house registration is yet another clear defiance of the CCJ orders.

The CCJ concluded that the process that led to Patterson’s appointment was flawed, and therefore, unlawful. Patterson’s subsequent resignation is a testimony to his acceptance of the decision/order. It follows therefore, that many of the Patterson’s decisions as chair of GECOM were flawed/unlawful. However, while we cannot rollback those that have been acted upon due to completion or time lapse, we must put a halt on all those proposed/ future action decisions, with house to house registration being at the Continued on page 6

Guyana needs immediate help DEAR EDITOR, R e s e a r c h h a s demonstrated that there have been presidents who told lies for a variety of reasons, from legitimate lies concerning national security, to trivial misstatements or shading the truth, or avoiding embarrassment, to serious lies of policy deception. However, when President David Granger continues to insist that his previous false statements are true, the institutions of government become corroded and democracy is undermined. Of course, many of President Granger ’s lies are “conventional” lies similar to those that politicians often tell in order to look good or avoid blames but these lies are in contravention of the constitution. The most recent being in the process of the appointment of the GECOM chairman where he said that he would consider the previous lists of eighteen persons that was submitted and then reneged on his pronouncement, accusing Opposition Leader, Bharrat Jagdeo, of not acting in good

faith. Then the statement to the nation ,when he lied again that the appointment of a GECOM chairman can be concluded in days, then subsequently stated that the process can end in gridlock if his nominees are not on the list that is being submitted by the Opposition Leader. The other statement pertaining to passage of the National Budget would be another deception since all governmental agencies was instructed to submit their proposals including the Regional Democratic Councils. The integrity of David Granger as a political leader

is decaying. The people of Guyana are beginning to lose trust in him because of his lies and disrespect for the constitution which seems to be an attempt to remain in power. The present political situation in Guyana can be considered a ‘dictatorship state’ since the APNU/AFC coalition Government seems to be manipulating all the systems in order to retain power. The situation at GECOM is worrying; we must stand up against what is happening. Guyana needs immediate help! Regards, Zamal Hussain

The ABC countries must... From page 4 But they are continuing to ignore the ABC who are now in danger of losing the massive investment they made in restoring Democracy. The government seem bent on establishing an unstable Dictatorship which in the final analysis, would militate against both ABC investment as well as local private sector and again throw Guyanese into the pit of poverty and suffering. The ABC could defend their investment in Democracy and save the day by ensuring that the Constitution is obeyed and quick elections are held and once again save Guyana from a long night of suffering. Guyanese people would be eternally grateful for such help. Paul Validum Ramlochan

I wonder why the US banned Huawei? DEAR EDITOR, After world war 2, Frederick Terman became head of Stanford University School of Engineering. He brought personnel that work with him at Harvard University that created technology used in World War 2. The office of Naval Research gave the Stanford University Engineering Department their first contract (microwave research). In 1951 he created the Stanford industrial park. The Stanford Industrial Park, which eventually became Silicon Valley, leased land to companies such as Lockeed Corperation, Hewlett Packard, General Electric, and other important technology companies. Mr Terman was an adviser to the Army’s Signal Core R and D Advisory Council, the Air Force Counter Measure Scientific Advisory Board, a trustee of the Institute Defense Analysis, the Navy Research Advisory Committee, the

Defense Science Board, a consultant to the US president science advisory committee. He was on the board of many big tech firms; forever linking Silicon valley to US military. Silicon valley has prospered on Pentagon money and US Department of Defense dollar from its inception to the present. The Stanford Research Institute was funded by US Military to create ARPA and DARPA which became the internet. The US surveillance industry was created at Stanford applied electronic lab. The NSA and CIA use Stanford to develop technology they need. DARPA was one such project. Google started as a result of a research project funded by the US defense department while Larry Page and Sergey Brin was at Stanford University. DARPA was thanked in a white paper for the creation of Google. Google usually work with the

US defense department. In 2003, Google signed a 2.1 million dollar contract with the national security agency. Google built a search engine for the NSA that can search in 24 languages. In 2005 InQtel the CIA venture Capitalist Vehicle sold over 5000 shares of Google. Google map technology was developed for the US military under the name Keyhole Inc named after keyhole satellite used by the US military. In August 2013, the Guardian Newspaper revealed that The National Security Agency paid millions to cover the cost of companies such as Google, Microsoft, Yahoo and Facebook involved in the Prism Surveillance program after a court ruled that some of the agency’s activities were unconstitutional. In June 2003, the Information Processing technique office posted request for help to build an ontology based system

called LifeLog that build a profile of people activities- of people movement, email phone calls, shopping. It created controversy. Wire magazine on 4 February, 2004 announced cancellation of the project. On February 4, 2004, Mark Zuckerberg launched Facebook which now have similar capabilities. He moved Facebook from Harvard to Silicon Valley and got large capital from the US intelligence connected insiders (Peter Thiel cofounder of Paypal, Accel partners). Paypal cofounder created palantir a data-mining software used by the NSA, CIA, FBI and other US intelligence agencies. It is hard to find a big tech company in Silicon Valley not connected to the US military or intelligence agencies . This is not an accident of history. According to Yasha Levine author of “Surveillance Valley, the Secret military history of the internet”, the internet was intended to be

used as a tool of warfare against target population. In 1960s the US was facing insurgencies all around the world from Latin America to South East Asia. It was facing an increasingly volatile society. It had the anti Vietnam war movement, black militancy and race riots in major cities. They saw this as a new kind of war. The combatant were civilians so a new kind of global insurgency. They believed the only way to fight and win the war was to develop new information weapon, computer technology that could ingest data on people and political movements t h a t c o m b i n e o p i n i o n s, economic data, criminal histories, photographs and telephone conversations. Some dream they can watch the world in real time and intercept threat before they happen. The internet was intended to track, survey and control a target population

but today it is viewed as a tool of liberation. People are willing to surrender their personal data for the services of big tech companies. Silicon Valley did not miraculously appear by itself but was seeded there by US military and intelligence agencies that require the technology to fight the information Warfare of the 21st Century. 5 G called the internet of things will increase data-mining because a person’s personal items will be connected to the internet. I wonder why the US banned Huawei? Yours truly, Brian Ellis Plummer

CARICOM, it’s time for a paradigm... From page 5 core. GECOM is also in defiance of the CCJ orders which stated that it should be ready for elections by September 18. Meanwhile, CARICOM remains selectively mute. Their tight-lipped posture may not only signal acquiescence of Granger and his administration’s flouting of the CCJ, but may also torpedo the CCJ’s future as the court of last resort for the entire region. Critics and supporters alike understood that the CCJ represents a manifestation of aspirations to promote the building of ethical legal processes by fostering due process and the rule of law, among other ideals. Today, this very Court, born out of a collective desire to concretize selfdetermination, national and regional politics, economic integration, and human rights obligations, is being severely undermined by Granger and his administration. In a nutshell, CARICOM must of necessity step off the fence. Regional leaders cannot continue to be mute; through conscience-viagra, they must voice their disapproval of Ganger and his administration’s blatant disregard for the CCJ. Granger’s ‘cat and mouse game’ snubs the CCJ, defies logic and signals a political degenerative process. These actions clearly contravene the democratic goals and ideals of Guyana and the region as a whole; they derail national and regional progress and prosperity, and ultimately, the rights and well-being of the people. CARICOM, it’s time to shift your paradigm! Yours sincerely, Ronald Singh (Barrister & Solicitor)

Knock or call before you enter GECOM has been extremely reckless. In its haste to launch house-tohouse registration, it has prematurely caused thousands of enumerators to fan out across the country without any sustained public relations campaign. This is not how you launch a houseto-house registration. Households have to open their gates and doors to these total strangers? The enumerators, we are told, will be coming in groups of two or three. Sufficient notice and information should have been provided to the public so that they could prepare for this exercise and know what to expect. Given the crime situation, there is a need for GECOM to conduct proper due diligence on all of its enumerators and to advise the public that this has been done. The public needs to be assured that the necessary integrity checks

have been conducted on these persons so that they can feel safe when they open their doors and gates to them. How are members of the public to know who is authorized by GECOM to conduct registrations in their area? GECOM has posted up the names and photographs of its workers in each year. It is not enough for the workers to wear a T-shirt with the GECOM and house-tohouse logos. Anyone can counterfeit these logos. The public is going to be circumspect about opening their doors and gates to enumerators if they are not provided, in advance, with the images and identities of these persons. The names and photographs of those assigned to each community should have been publicly advertised. The public has to be aware of the sort of identification which they should demand for allowing

these ‘strangers’ into their yards and into their homes. The times when these persons will be conducting registrations should be revised. The cut-off time should be 5: 30 PM. It gets dark by 6:00 pm and enumerators should not be visiting in the dark. The public also needs to be told what questions they have to answer and which questions they can refuse to answer. They need to be told about the procedure for registration: are they required to sign verifying the information which is recorded. What supporting documents should be provided to the enumerators? The last time a registration exercise was conducted, persons were asked to produce an original birth certificate. And if you were a married female, you had to present a marriage certificate

Guyana mekking leaders sick Guyana don’t agree wid Soulja Bai. Is this country mek de man sick. De first time de man know something was wrong was when de opposition talk bout a no-confidence motion. Sir David Rose was walking in London when scaffolding fall on him and kill him. Guyana is a bad place fuh leaders. Sam was one of de few who survive but is not fuh de want of trying. before you could be registered, even if you were registered previously. Are these requirements still in place? And what happens if someone cannot find his or her birth certificate or marriage certificate? Would that person be registered? There is no system in place for persons to obtain a birth certificate within a few days. It takes time and therefore the public ought to have been forewarned continuously of the necessity of having these documents. What if you are working in the goldfields at the time when the numerators visit? What if you are vacationing overseas – school is out at the moment and many parents are spending the summer holidays overseas with their children. What happens then when the enumerators visit? The List of Electors is going to be compiled from the house-to-house registration exercise. And unless this

process is monitored by the various political parties, skullduggery can and will take place. It is precisely because of this risk that scrutineers, drawn from the political parties usually accompany the enumerators to ensure that no unauthorized or under-aged persons are registered. There is likely to be a major controversy if the opposition and government party representatives are not involved in the house-to house registration. These persons are involved during the normal cycles of registration. The public needs to be advised also that party representatives will be accompanying the enumerators as a check against malpractice. But if one of the main parties is not involved, then this opens the doors to all manner of wrongdoing. GECOM should pause the exercise until such time as an effective public relations

exercise is launched. The public cannot be expected to open their doors and gates to any person claiming to be an enumerator, even if they present a GECOM identification card. House-to-house registration involved enumerators going door-todoor. The public needs to know which enumerators are assigned to their area. They need to know what information is mandatory and the procedure to be employed during the registration exercise. GECOM has not done enough work in educating the public about house-to-house registration. It would therefore not be surprising to learn about cases in which enumerators are turned away by households who may be unsure of whether to open their gates and doors to them.

Journalists can be traumatized by the stories they cover…

GPA endorses call for media workers to have access to mental health care Recognizing that reporters themselves can be affected by stories about suicide and other traumatic events, the Guyana Press Association,(GPA) endorsed a call for media workers to have access to mental health services. The proposal was made during the mental health workshop for media workers organised by the British High Commission and the GPA, held last Saturday. During the sessions, facilitators of the workshop including, GPA President Nazima Raghubir as well as Behavioral Scientist and Dean of the University Of Guyana Faculty Of Social Sciences, Dr. Paloma Mohamed, both endorsed the call for media professionals to have access to counseling and other mental health services. The GPA President spoke

briefly of how counseling can help reporters cope in their line of work, given that they are often among first responders to traumatic events. She noted that reporting on incidences such as suicide is likely to have a lasting impact on reporter/ media personnel. According to Raghubir, reporters often find themselves as secondary victims of trauma. “So, there is absolutely nothing wrong with accessing some kind of counseling or help since your mental balance is also important to what you do as media professional,” the GPA Head added. She encouraged reporters to access counseling via the Ministry of Public Health (MoPH)’s Mental Health Unit and even services of private mental healthcare

professionals. Meanwhile, studies have shown that victims of traumatic events such as rape, suicide, murder, crime, natural disasters or war are not the only ones who suffer. According to studies presented by at least two universities, almost all journalists are exposed to traumatic-stress experiences as well. According to the studies, reporters who show up along with the first responders when a car crashes, a train derails or someone is shot; the photo and video editors who must sift through footage from terrorist attacks, experience trauma secondhand; as well as freelancers who face the hazards of the profession without traditional organizational supports. At last Saturday’s

workshop, participants were presented with resource information on how to report on such stories particularly suicide. The information outlined that preparing a story about an individual suicide can

resonate with media professionals own experiences. “The effect can be particularly pronounced in small, close knit communities where media workers have Continued on page 23

President of the NMWUG, Sherwin Downer The National Mine Workers Union of Guyana, (NMWUG) is supporting the call for the establishment of an Industrial Court to address all matters related to labour. President of the NMWUG, Sherwin Downer stressed in a statement that the mining industry has been drowning” with labour and other related issues. He believes that an Industrial Court will help to alleviate these problems. Downer noted that the Trade Union movement in Guyana is 100 years old and Guyana is 50 years plus as an independent country, and the absent of an industrial court remains a mystery. “During this 100 years of celebration of the Trade Union movement in Guyana....the National Mine Workers Union of Guyana is calling for the establishing of a Labour Court and the end of hypocrisy on the part of the government...and urges a more understanding and working relationship between unions and the government,” Downer added The government has been exploring the idea of establishing an Industrial Relations Court or Industrial Relations Tribunal to improve Labour– Management Relations. ‘Whistle’ gunned down HAVE YOU SEEN ‘SATAN’? - accused child-killer still on the run in North Ruimveldt - OTHERS WOUNDED Leon Duncan, 28, also known as “Whistle”, was shot dead last night at Williamstad Street North Ruimveldt. Kaieteur News understands that Duncan, his brother and others, were sitting on a culvert at the side of the street, playing cards. A vehicle reportedly pulled up at around 21:30 hrs, from which multiple occupants emerged and started to shoot at Duncan. Duncan’s body was reportedly riddled with bullets, and his brother was reportedly shot to the leg. Bullet casings were found on the ground at the scene of

the murder. His body was taken to the Georgetown Public Hospital Corporation (GPHC). Leon had also been shot in Leopold and Breda Streets in 2018 after he was traced by an off duty police rank who reportedly witnessed him robbing and gun-butting a woman. He had faced several charges last year for robberies, and an attack on cops. Duncan was also accused, then freed, of the murder of businessman Intaz Roopnarine, who was executed at Cool Square Hotel, Marigold St. West Ruimveldt in January 2013.

National Mine Workers Union supports... From page 22 with responsibility for Labour, Keith Scott during the 2019 budget debates in the National Assembly, revealed that the Ministry had already engaged the major stakeholders who comprise the National Tripartite Committee, to examine a proposed bill which should bring into existence either a court or a tribunal. “The object of this would be to enhance labour management relations and ultimately the quality of life of all workers, who should be able to experience decent working conditions,” Minister Scott said. He noted that the mandate of the ministry is about fairness, justice and equity, but these values cannot be fully manifested with the current laws. In this regard, his department has embarked on the update and amendment of certain key labour-related legislation to coordinate these with enlightened thinking and practices. These laws include the Labour Act, Leave with Pay Act, Termination of Employment and Severance Pay Act (TESPA), Occupational Safety and Health (OSH) Act, Cooperative Societies Act, Friendly Societies Act, and

The School Thrift Chapter 36:04. Minister Scott said the Labour Act, Chapter 98:01 is the most important piece of legislation which was first enacted in 1942. “For example, the need for an employer to produce the requisite employment records at the ministry to facilitate a reasonable resolution of differences between himself and an aggrieved worker or ex-worker is not provided for on a compulsory basis, thereby making a thorough and complete investigation protracted and sometimes almost

impossible.” The amended Labour Act will provide for the compulsory submission of the necessary records to aid in the resolution of complaints about the benefits of the ordinary worker and towards the promotion of human development. The need for amending labour laws within the general scheme is imperative at this time as Guyana expects an inflow of foreign business due in large measure to the emerging oil sector.

Released from prison by mistake, 35-year-old accused child killer Alvin Reid, called ‘Satan’, remains on the run, almost a week after a wanted bulletin was issued for him. Reid was mistakenly freed from prison while awaiting trial for the murder of 14-yearold Malika Hamilton. He was committed to stand trial in September 2018, for the murder of 14-year-old Malika Hamilton, whose body was fished out of the Hope Canal, East Coast Demerara, on August 12, 2016. The blunder apparently occurred because the accused was also on remand for another offence. According to Prison Director Samuels, Reid was ordered freed on the lesser offence. When he was being interviewed pending release, the rank conducting the interview was not in possession of the information regarding the murder charge against Reid. By the time the officer received the information, the murder accused had already been released, Samuels said. The body of the victim,

WANTED: Alvin Reid, known as ‘Satan’

MURDERED: Malika Hamilton

14-year-old Malika Hamilton, was fished out of the Hope Canal, East Coast Demerara, on August 12, 2016. It was alleged that she was reported missing after going for a swim with the accused and another boy. Police arrested Reid a few days later after finding him hiding in a barrel at a relative’s house. He was subsequently charged and remanded. The unrepresented accused had alleged that police ranks had

beaten him to say things that he did not know about. A magistrate subsequently threw the matter out after ruling that police had not made out a case against Reid. The police filed an appeal, and in September 2018, Reid was rearrested. This time around, police provided further evidence against him. Magistrate Peter Hugh ruled that sufficient evidence was provided for him to stand trial.

New Zealand dethrone Australia for first World Cup in 16 years

New Zealand players celebrate after winning the Netball World Cup at M&S Bank Arena, Liverpool. (REUTERS/Lee Smith) (Reuters) - New Zealand stunned Australia 52-51 in an exhilarating final yesterday to dethrone the champions and claim their first netball World Cup title in 16 years. The Silver Ferns were runners-up in the last three editions that Australia won but were determined not to let history repeat itself at Liverpool’s M&S Bank Arena, soaking up the

pressure in a tense final quarter to prevail. “It’s been hard work as the Diamonds have been the benchmark in netball, but Liverpool has been amazing,” Kiwi Maria Folau, who topscored for her team in the final with 28, said in a courtside interview. New Zealand coach Noeline Taurua said victory was a boost for netball in the

country after they missed out on the Commonwealth Games final last year. “I’m quite speechless... for us to come out and win this, it’s huge for our netball community and for New Zealand,” she said. Earlier, England beat South Africa 58-42 for their sixth World Cup bronze medal and the third in a row as coach Tracey Neville took charge of the Roses for the final time. “This bronze medal isn’t a consolation. World netball is as tight as it’s ever been and we knew we’d get what we deserved, and it was bronze,” England captain Serena Guthrie said. Guthrie said victory ensured a fitting farewell for Neville, the sister of the England women’s soccer team coach Phil. “When Tracey first came into his job it was a whirlwind, but to see her grow as a worldclass international coach has been a pleasure. Today was about sending her off as best we could and we did that,” Guthrie added. “It’s hard to keep it together when we have got everybody crying. This has been the best experience. We almost feel like we have won a gold medal.”

Australia retain women’s Ashes after draw in only test

Australia’s Jess Jonassen celebrates with team mates after taking the wicket of England’s Natalie Sciver. (Action Images via Reuters/Peter Cziborra) (Reuters) - Australia retained the women’s Ashes after the only test match in the series played across multiple formats ended in a draw at Taunton yesterday. After Australia had declared their first innings on 420-8, England avoided the follow-on and asked Australia to bat again, declaring at 275-9. However, the visitors elected not to set a victory target and had reached 230-7 at the end of play. Elysse Perry was again the pick of the Australian batters, following up her first innings 116 with an unbeaten 76 in the second. The result means Ashes holders Australia, who lead England 8-2 on points having won all three of the one-day internationals, will retain the trophy. England can only level the series if they

win the three remaining Twenty20 international games, starting on Friday. “It’s certainly a good position to be in. We had a hard four-day battle and it was a good challenge. Unfortunately, we couldn’t get a result here, but it was a great test,” Australia skipper Meg Lanning said. “It’s been a lot closer than the scoreboard suggests, and we’re really looking forward to the T20s.” A points system to determine the winner of a series has been used in women’s cricket since the 2013 Ashes. Teams are awarded two points for victory in limitedovers games and six in tests. Drawn limited-overs games result in one point being awarded to both teams and two each if a test ends in a stalemate.

Pinot tames rivals again as Yates takes stage win

Mitchelton-Scott rider Simon Yates of Britain wins the 185-km Stage 15 from Limoux to Foix Prat d’Albis. (REUTERS/Gonzalo Fuentes) FOIX, France (Reuters) Thibaut Pinot emerged as the strongest of the main contenders to win the Tour de France after dominating his rivals for the second successive day in the 15th stage, a 185-km mountain battle won by Briton Simon Yates yesterday. The Frenchman, who claimed victory at top of the iconic Col du Tourmalet on Saturday, left everyone gasping for air with a brutal attack seven kilometers from the finish in the final ascent to the Prat d’Albis. He crossed the line 33 seconds behind Yates, who prevailed from the day’s breakaway for a second stage win as his fellow Briton, defending champion Geraint Thomas lost further ground. France’s Julian Alaphilippe was among those dropped but he retained the overall leader’s yellow jersey going into today’s second rest day. Behind Alaphilippe, five riders are within 39 seconds, setting the stage for a pulsating final week in the Alps. “It’s not a surprise that I cracked against the best climbers at the end of the second week, having given so much since the start,” world number one Alaphilippe, who has never raced for the general classification, told reporters. Alaphilippe still leads Thomas by one minute 35 seconds, Dutchman Steven Kruijswijk by 1:47 and fourthplaced Pinot by 1:50. Thomas’s Ineos team mate Egan Bernal, of Colombia, who was the last rider dropped by Pinot, is fifth overall, 2:02 off the pace. “We have a very strong team and our plan worked today, even if Thibaut’s attack was not premeditated,” his Groupama-FDJ sports director Yvon Madiot said. “It was a very good Pyrenean leg. Now onto the

rest day and the Alps. We’re not setting any limit.” Pinot was left delighted. “I gained time on everyone. It’s very good and we must continue like this,” he said, after writing off over two days the 100 seconds he lost to Thomas when caught at the wrong end of a bunch split in the crosswinds last Monday. “When you have good legs you have to seize the opportunities.” No Frenchman has won the Tour de France since Bernard Hinault claimed the last of his five titles in 1985. Pinot, after some great work from team mates David Gaudu and Sebastien Reichenbach had put some rivals in the red, made his move seven kilometers from the top. Thomas and

Kruijswijk were dropped as Bernal crushed the pedals to join the Frenchman, taking Alaphilippe and German Emanuel Buchmann in his slipstream. But another burst from Pinot was fatal to Alaphilippe before Bernal and Buchmann eventually also lost the Frenchman’s wheel. Yates’s advantage was, however, comfortable enough for the MitcheltonScott rider to grab another stage win. Thomas saved his second place in the general classification with a late acceleration to finish 1:22 behind Yates and 51 seconds adrift of Bernal. Thomas said he had good legs but did not want to attack after Pinot because Bernal was up the road.

Concacaf Women’s Under-20 Championship – Group A

‘Lady Jags’ beat Suriname to sweep group; Bermuda trounce Antigua & Barbuda By Franklin Wilson History was created yesterday at the Leonora Track and Field Center, Leonora, West Coast Demerara when Guyana’s ‘Lady Jags’ swept Group ‘A’ of the Concacaf Women’s Under-20 Championship, defeating Suriname 3-1 in their final match to make it four out of four. It was the first time that the nation at this level of female football would have won four matches on the trot as they secured a place in the round-of-16 of this championship set for next February, along with Saint Lucia which ended second in the group; Guyana ended on 12 points to Saint Lucia’s, 9. Yesterday, the final match day of the group saw the Guyanese contesting the opening match of two and they wasted little time in stamping their authority on their Dutch neighbours. Forward, Tiandi Smith, who netted the opening goal against Saint Lucia on Friday night, repeated her feat when she blasted a well taken shot past Surinamese custodian Dienthy Schoonland in just the 6th minute of play. It was the earliest goal the ‘Lady Jags’ campaign this round and it was the start of their most dominant opening 45 minutes of the four matches they played. Exactly six minutes later, the Guyana side doubled the advantage. The Guyanese had won a corner and it was taken quickly, Nailah Rowe smartly and swiftly passing the ball to Tori DeNobrega whose shot eluded Schoonland to the delight of her teammates and the fans, Guyana 2 Suriname 0. It was a huge step up from the previous matches as Guyana did not score two goals in the first half of either of their three wins against Bermuda, Antigua & Barbuda and Saint Lucia, all ending 2-0. The dominance of the home team continued and like they did in previous matches,

they controlled the flow of the match by maintaining possession. On 39 minutes, a free kick was won by the ‘Lady Jags’ after substitute Horica Adams, who had replaced Kiana Khedoo around the 22nd minute, was brought down. Captain, Brianne Desa took on the responsibility of taking the shot which was well directed as it eluded the grasp of Schoonland to land Guyana its third goal; the most goals achieved in any of its previous matches, let alone, one half. This performance, soaked up by GFF President Wayne Forde and a number of his executives ensured that there was no coming back for the Surinamese; Guyana already winning the group regardless of the outcome of the match. But the locals were intent on making it four wins in as many matches and that they achieved. Despite Suriname being able to score a rare goal against Guyana, the first and only in their four matches; thanks to Tryfosa Sastrokromo in the 48th minute, the ‘Lady Jags’ had already done their home work. Suriname did enjoy some good moments in the final 45 minutes but so did the Guyanese who also created numerous chances, a few hitting the uprights. Tiredness stepped in but even with that challenge, Guyana played smart and walked away with full points to end with the maximum 12 from 4 matches. Meanwhile, Bermuda closed out on a high with their second win in four matches, a 5-1 results against Antigua and Barbuda which lost all four of their matches. For Bermuda, Adia Gibbons netted a hat-trick (6th, 74th, and 82nd), while Nia Christopher scored two in the 29th and 69th minutes. Antigua & Barbuda got their consolation goal off the boot of Janequa Lewis in the 39th minute.

Brilliant Pacquiao downs Irishman Lowry wins British Thurman to capture WBA crown Open at Royal Portrush

Republic of Ireland’s Shane Lowry celebrates with the Claret Jug trophy after winning The Open Championship. (REUTERS/Jason Cairnduff) PORTRUSH, Northern Ireland (Reuters) - Irishman Shane Lowry staved off the biggest nerves of his golfing life, handling the wind and the rain to win the British Open by six strokes amid emotional scenes at Royal Portrush yesterday. Fervently cheered on every shot by the sellout crowd, the 32-year-old from Clara, who began the day with a four stroke lead, was never seriously troubled in the final round with England’s Tommy Fleetwood unable to take his chances to put him under pressure. Lowry carded one-overpar 72 in strong winds and at times driving rain, but he was rewarded with wild celebrations as the fans charged on to the fairway behind him as he approached the 18th green. “It’s like an out of body experience. I was so calm coming down the last, I cannot believe it. The weather was awful but I had a look around, and everyone was struggling,” said Lowry who was greeted by his family on the green. “It became a two horse race with Tommy, and I just tried to focus on staying ahead.” Lowry finished at 15under 269, while Fleetwood, shot 74 for second place. “To lead by four at the

start of the day and to keep that and to just control, he literally controlled the tournament from the start of today until the end, that’s a very, very impressive thing to do,” said Fleetwood, who was left to rue the early birdie opportunities he failed to convert. With the weather making it hard for anyone to make a run from down the leaderboard it quickly turned into a head-to-head duel between Lowry and Fleetwood. “I got off to a very shaky start,” said Lowry, who had to sink a six-foot putt to salvage bogey at the first. “I didn’t feel great out there. It’s probably the most uncomfortable I’ve ever felt on a golf course. You’re trying to win an Open in your home country, it’s incredibly difficult.” But once he settled down and looked at a leaderboard he noticed that nobody was making a run at him. He needed to avoid any big numbers on his card and duly did so, making nothing worse than bogey. Even three straight bogeys around the turn hardly dented his lead, and a six-foot birdie at the 15th hole that extended his margin to six strokes allowed him to almost enjoy a processional victory march up the final three holes.

“It was just so difficult,” he said. “I kept telling myself bogeys are not going to hurt you, let’s just keep the ball in play and if I make the odd par it will be pretty good. Lowry savored the walk up the 18th, greeted with delight by the singing gallery who packed the stands, with some Irish tricolours in the crowd. After hitting his final approach shot he held his arms aloft in celebration and hugged his caddie, assured finally that there would be no late disaster. GREETED BY HARRINGTON He became the second player from the Republic of Ireland, after Padraig Harrington in 2007 and 2008, to lift the Claret Jug, a fitting end to the first Open played in Northern Ireland since 1951. Players from Ireland and Northern Ireland have won five of the past 13 Opens, with Darren Clarke (2011) and Rory McIlroy (2014) also hoisting the Claret Jug. Harrington and 2010 U.S. Open champion Graeme McDowell were among those who greeted Lowry next to the 18th green, while McIlroy, the local favorite who missed the cut, was no doubt cheering from afar, Irish eyes smiling all over. “We’re all one country when it comes to golf,” Lowry said. “I said to my caddie walking down the last, ‘I can’t believe this is me, this is mine’. “I’ve watched the Open since I was a little kid and to be named champion golfer of the year is just incredible.” The win ended American hopes of a clean sweep of the year’s majors — Tony Finau was the best finishing American with his even-par 71 securing third place, eight strokes behind Lowry. It was a strong showing from British golfers, who secured five of the top ten spots. Scotsman Robert MacIntyre finished sixth in his maiden major after shooting an impressive final round 68. Lee Westwood finished tied for fourth with Brooks Koepka, a result which means the 46-year-old Englishman will return to the Masters after missing out on Augusta in the past two years.

Manny Pacquiao sends Keith Thurman to the mat during the first round of their WBA super world welterweight title fight (AFP Photo/John Gurzinski) Las Vegas (AFP) - Filipino legend Manny Pacquiao rolled back the years to become the oldest welterweight champion in boxing history with a thrilling split decision victory over WBA champion Keith Thurman on Saturday. The 40-year-old Pacquiao, 10 years older than the previously undefeated Thurman, delivered a vintage performance at the MGM Grand Garden Arena to leave the sell-out crowd of 14,356 roaring its approval. Pacquiao floored Thurman with an electrifying combination in the first round and remained on the front foot throughout a pulsating 12-round duel. Although the bloodied Thurman rallied in the later rounds to narrow Pacquiao’s lead, the judges scored it in the Filipino’s favour. Two judges scored it 115-112 for Pacquiao with the third scoring it 114-113 for Thurman. A jubilant Pacquiao punched the air as the arena erupted after the victory was confirmed. “It was fun,” Pacquiao said afterwards. “My opponent is a good fighter and boxer. He was strong.” Thurman had riled Pacquiao in the buildup to the fight by vowing to “crucify” his deeply religious opponent, and later promising to send the Filipino icon into retirement. Pacquiao, who improved to 62-7-2 with 39 knockouts, was gracious in victory. “I’m not that kind of boxer who talks a lot; we were just promoting the fight,” he said. “He’s a good boxer and he’s strong. I was just blessed tonight.” Pacquiao, who earned an estimated $20 million from Saturday’s fight, is now a major player in the competitive welterweight division once again after capturing Thurman’s WBA welterweight ‘super’ champion belt. The eight-division world champion said he will now return to the Philippines to resume his work as a senator before deciding on his next move inside the ring. “I think I will fight next year,” he said. “I will go back to the Philippines and work and then make a decision.” - No complaints Thurman meanwhile had few complaints in defeat, embracing Pacquiao after the final

bell in recognition of an epic contest. “I knew it was too close,” Thurman said. “He got the knockdown so he had momentum in round one. “This was a beautiful night of boxing. I wish I had a little bit more output to go toe to toe. I felt like he was getting a little bit tired, but he did have experience in the ring. I would love the rematch.” Earlier, a pumped-up Pacquiao had danced into the ring to the strains of Rocky movie anthem “Eye of the Tiger” to bring the crowd to its feet. Deafening chants of “Manny, Manny” rolled around the packed arena as Pacquiao immediately set about building an advantage. Towards the end of the round, the crowd erupted as Pacquiao sent Thurman crashing to the canvas, uncorking a left to the ribs before detonating a right hand on the American’s jaw. That set the tone for the early rounds, with Pacquiao urging Thurman on before using his superior handspeed and footwork to bamboozle his rival. A dazzling combination wobbled Thurman again at the end of the second, and Pacquiao delighted the crowd with an Ali shuffle as the round closed. Although Thurman improved, Pacquiao was able to control the tempo and had Thurman in trouble again in the fifth round with blood pouring from his mouth. Thurman though was in no mood to surrender and he came back into the fight, snapping Pacquiao’s head back with a right cross left jab combination in the seventh round. The younger Thurman appeared to be gaining momentum as the fight drew on, backing up Pacquiao with a clean combination in the eighth. But again, Pacquiao responded strongly, swarming forward in the ninth round to have Thurman rattled again. With Pacquiao leading after the 10th and 11th rounds, Thurman came out for the final round knowing he probably needed a knockout to win. But Pacquiao drew on all of his experience, skipping out of range cleverly to keep Thurman at bay and score a famous win.

Chief selector MKS Prasad said, however, that any decision on retirement would be made by the player. “Retirement is purely individual. A legendary cricketer like Dhoni, he knows when to retire,” Prasad pointed out. “What is the future course of action that is in the hands of the selection committee, I don’t think we need to discuss anything more on it. First of all he is not available. Second, we have already started grooming youngsters “We had a certain roadmap and plans till the World Cup. We are going to foster that kind of attitude by maintaining the cleanliness of the surroundings and then we will go in with the candle light vigil and opening ceremony (31st August). The curtains will come down on the 28th Sept with an international night where at least one international artist will perform. Meanwhile, the town clerk stated that she was pleased with the programme and will work to promote the town’s anniversary celebration, “let us celebrate our town”, she charged.

Allicock visits Boxers encamped... From page 35 heart of Albouystown. When Allicock, who most of the young boxers look up to, concluded his 15-minute rap session with the group, they stood and applauded him, apparently hearing what Coach Daniels had told them on Saturday. “If you don’t listen you can’t learn,” Daniels had said. Allicock said that his sojourn in Cuba, where he was accompanied by Cuban, Coach Francisco, really opened his eyes to a lot of things and allowed him to train with members of the senior Cuban National team and the Junior National team and he feels he is much better prepared than before. “This training has really prepared me for the Pan Am Games and for any other games since I look at this as preparation for life. I will give it my best shot in Peru. I just need one win and I am in the medal hunt,” Allicock stated. “I want to assure everyone that I am very committed to bringing back a medal from Peru. I am moving forward not backwards,” the teenaged Boxer concluded.

The Olympic champion, who is unbeaten in the event over the last five years at major championships, lowered his own mark of 57.10 set in Glasgow last year.
