Race and politics must not divide us on The sex workers are back any claim to our territorial integrity at this Bartica hotel

DEAR EDITOR, The coming together of the people Linden in 2012, should inspire the coming together of the people of Guyana at this defining moment. Yesterday, 18th of July, we honour the memory of Shemroy Bouyea, Allan Lewis and Ron Somerset and are comforted by their spirit which remains in our midst. This comfort is rooted in our belief that as citizens of this land, we deserve to be treated with dignity and respect. In that the struggle to ensure this equality, led to the demise of our comrades, our heroes, Guyana’s heroes, was inspired and remains inspired in the fact that this land is ours from the Rupununi to the Corentyne, from the greenheart forest to Atlantic waters, this land was made for us, serves as impetus to keep pushing on! And if this land was made for us, then it means that we have a right to be treated as first class citizens, a right to every square inch and all the Exclusive Economic Zone prescribed by the United Nations Convention on the Law of the Sea in relation to Guyana. That the people of Linden/ Region 10 three years ago came out in their thousands for weeks on end to signal to a government that as citizens of this land, we shall accept no less than what we are entitled to, and Shemroy, Ron and Allan have paid the ultimate price, while others were injured and we remained undeterred is testimony to what we as a people are capable of. We face similar threat, though this time from foreign places, I paraphrase Dave Martins and the Tradewinds to say that we ent backing

down…we ent giving up no mountain, we ent giving up no sea, we ent giving up no river, because all belong to we! 18th July 2012 when darkness shrouded this blessed nation, blood, tears and sweat drenched our soil, the anguish of our people to sanctioned police brutality made sunset a time never to be forgotten. For this is the day that marked a new beginning in the nation’s history when a people confronted adversity in the spirit of oneness not seen in the country for sometime. Today as we weep- some audibly and others in silencethe physical absence of Shemroy, Ron and Allan in our midst, and though we miss our brothers dearly, our grief must not immobilise us, because if we are immobilised then we allow the forces of darkness to conquer us. In this midst of sorrow, we must find strength. The strength to continue to be our brothers’ and sisters’ keepers, to keep hope alive as we pursue the dream to live in this blessed land as One People, One Nation, One Destiny. The strength to defy adversity and press on in the conviction that our lives and the lives of our fallen comrades will only end the day we stop believing in ourselves and our abilities. That needed strength that while complacency beckons now that we have a new government, to recognise that we cannot let up, give up, or quit until every aspect of the 21st August 2012 Agreement between Central Government and Region 10 Regional Democratic Council is honoured! We must look within and draw from deep within us the needed stamina to journey on

to ensure an Agreement written and sealed with our blood, sweat and tears comes to fruition. This government has committed to honour the Agreement. To honour an Agreement that requires the return of the television station gifted to the people of Linden by Green Construction, to ensure that the people of Region 10 participate in the crafting of an Economic Plan for their development, to have the people’s involvement in examining and developing an affordable and reliable electricity sector, to have members of the required ministries sit on the Land Selection Committee that we now have under our control. All of this we agreed to, all of this we deserve, and all of this we must have. And while I repose confidence in this administration that they will respond to our years of struggle for equal rights and justice, as we keep our eyes on this prize let us not lose sight of the threat to our statehood by our neighbour, Venezuela. This threat comes at a time when each and every one of us is called on to remember not what country can do for us but what we can do for country. This time is now to do our bit for Guyana. Let us cooperate for Guyana and resolve to fight together. Yes we can! As Guyanese, we must raise our voices in unison across the Atlantic Ocean so President Maduro can hear us, voicing Dave Martins’ “not one curass, not a blade of grass!”All are aware by now of the rapidity of the absence of sensibility by President Maduro to think there is validity in his claim to what is not Venezuela’s. This covetousness to an inch, Continued on page 23

DEAR EDITOR, “You can’t take Guyana seriously; Guyana is just a big joke,” said my friend. He was referring to a newspaper report that indicated that the country was ready to defend itself against the threats of Venezuela. He posited that Ve n e z u e l a ’s A i r Force only need to drop a bomb on our Seawall and everybody on the coast would drown. At the time, I didn’t get what he meant by not taking Guyana seriously or by referring to our country as just ”a big joke”. But now I do because of an experience I had recently while visiting Bartica. On my visit to Bartica, I went to a hotel and bar that was in the news a month ago for alleged trafficking in person (TIP). Here was the news headline, “Monday, 08 Jun 2015. Minister Broomes sweeps Bartica – 29 apprehended during Anti Trafficking operation.” Here is an excerpt from the article:”Twenty-nine nonnationals were apprehended in Bartica, Region Seven following an exercise carried out by Minister within the Ministry of Social Protection, Simona Broomes. This operation…was led by the minister herself. The victims, of the 29 persons, 11 are likely to face charges and possible deportation, while the others will be assisting in the investigations.

“I am Broomes and I will not miss a sweep,” the Minister said in reference to her name. She pointed out that the social protection ministry will be aggressively tackling human trafficking throughout the length and breadth of Guyana. ”It’s a great feeling, I know that when I was honoured as a TIP hero I had taken an oath to work with government, civil society and individuals in bringing Guyana to a decent stage internationally…definitely, with the power invested in me these are some of the things I will take on. I have been there, I know what’s going on, and I know what to look f o r. ” M i n i s t e r B r o o m e s emphasised. This was the largest of such operations in Bartica and it demonstrates the new administration’s commitment to work with stakeholders to eradicate TIP, not only in Bartica and Region Seven, but Guyana as a whole. It was big news because Minister Broomes was able to rescue what appeared to be a number of “innocent” women who were being held allegedly against their will. At the time, I felt very happy that the women were being delivered from a life of slavery and sin. I also felt a deep admiration for Minister Broomes for putting her life at great risk to free these women. What she did reminded me of the biblical story of Moses

delivering the Israelites out of 400 years of slavery in Egypt and leading them to the promised land. Just as Moses delivered the Israelites from Egypt, Minister Broomes, delivered the sex slaves from Guyana. Or so I thought. Until my recent visit to this hotel and bar where the TIP story took place. What I saw and witnessed was business as usual. The women,(victims), not sure if it’s the same women had returned to the same hotel and bar continuing their same sex trade, as if everything that the minister did was not to be taken seriously but a big joke. And then, my friend words dawned on me: don’t take anything in Guyana seriously and that our country is just a big joke. What makes the story even more funny and hilarious is that the Bartica Police Station is just next door (less than 100 feet) from the said hotel and bar. And so then, from now on, whenever I read any big news story in our country, I’ll not take it seriously because our country is just a big joke. I’ll just find it funny and get a good laugh. US$9M forked out to clear Provision of music equipment a some debt to rice farmers necessity – Education Minister - Another US$8M still owed - Finance Minister With there being no monies in the PetroCaribe Fund to pay rice farmers, the Granger administration was forced to dip into the Consolidated Fund for US$9M to clear off some of the debt owed to them. Another US$8M still remains outstanding to clear off the total debt. This is according to Finance Minister Winston Jordan, during an interview he had with Kaieteur News over the weekend. Jordan said when one takes this unforeseen expense into consideration along with the $3.8B bailout that was granted to the Guyana Sugar Corporation (GuySuCo), which is already $90B in debt, “government has been hit with a double whammy.” The recent payments to the rice sector is also part of the reason the Finance Minister said that this industry along with t h e sugar sector poses the biggest threat to the APNU+AFC’s 100 day plan and it is already just over 60 days since the Granger administration has been in office. In a recent interview, Presidential Advisor on Sustainable Development, Dr. Clive Thomas said, too, that the worrying state of the rice and the sugar industry will affect some of the promises the Granger administration made to the Guyanese populace during the 2015 election campaign period. “But it wouldn’t be their fault and the citizens need to be patient with them,” Dr. Thomas had said. As for the rice industry, Dr. Thomas said that it is important to note that this sector is facing a dispiriting future. He said one needs to consider Guyana’s dilemma in

this regard since the PetroCaribe coffers are empty and new rice markets are still to be found. Compounding the problem for the rice sector is the fact that the Finance Minister during his recent visit to Venezuela, was told in no uncertain terms that the South American neighbour would no longer be interested in renewing the oil for rice barter under the PetroCaribe deal which will come to an end on November 16, next. He said that Guyana was told to find new markets for its rice. Venezuela’s decision regarding the rice deal comes at a time when it is claiming sovereignty over Guyana’s waters. This claim was made after the significant oil find by the American oil giant, Exxon Mobil just 100 miles off of the Stabroek Block. But Government has made it clear that it will do all that is necessary to ensure that those who depend on the rice industry are not made to suffer from any impending economic shocks. Dr. Thomas said that with the state of the two traditional revenue earners in mind, there is no doubt that government would be tempted to ensure that they prevent both sectors from any collapse. He emphasized however that in doing so, the “economic” plans of the APNU+AFC government will be affected. The Presidential Advisor had opined that the state of the economy is perhaps beyond what the government imagined was taking place. The Finance Minister had said that he agreed with Dr. Thomas’ points. In an interview with Kaieteur News on Sunday afternoon, he said, “The new administration

Finance Minister, Winston Jordan is indeed facing two significant threats to the 100day plan which includes the reduction in the Berbice Bridge toll and significant salary increases for government workers and for old age pensioners.” Jordan added, “The transfer of the monies to the sugar industry was indeed large and unanticipated expenditure. But the state of the rice and sugar industry will not affect the implementation of our plan. It will only affect the magnitude of it.” “For example, the increases promised to the Public Servants will be implemented but it would not be of the magnitude as we had planned for. In many instances, we covered ourselves before assuming office as we had always said that our plan will be dependent on what we found in the Treasury.” Since the coalition government assumed office, it has been on a hunt for hidden accounts holding millions of taxpayers’ dollars and having them placed into the Consolidated Fund. This will aid them in ascertaining the fiscal position of the country as the Finance Minister prepares the country’s budget which he hopes to lay in the National Assembly by August month end.

As the Ministry of Education continues to make commitments towards providing music education in the school system, Minister Rupert Roopnaraine has said that the provision of music equipment will be a necessity going forward. And though Dr. Roopnarine noted that such an undertaking would be an expensive one, he nonetheless emphasised how essential it was. During a recent forum, Roopnaraine reiterated the promise of reintroducing music education into Guyana’s schools. However, he took his promise further by noting that the physical aspect of the plan, such as the provision of musical equipment and instruments, was something which also needed to be considered. Nonetheless, he said that there were constraints. “We can’t put a piano in every school and I understand why we can only put a limited number of steel band orchestras in a limited number of schools; we have constraints,” Roopnaraine noted. However, he stressed that music education was an integral part of any child’s development. Reflecting on his own school days, Roopnaraine said that he was fortunate enough to attend a school where music education was central to schooling. Though he admitted that he had “zero musical talent”, Roopnaraine stressed that it was nonetheless a very important experience. Coming back to the present, he further said that the Ministry of Education was tasked with p r e s e r v i n g a c o u n t r y ’s development due to it being entrusted with the nation’s children. “If the Ministry of Education does not do all that it needs to do then frankly it doesn’t matter what else you do; we have to succeed. The Education

Ministry must succeed if all the other programmes the government has are to succeed. If we fail, everything fails,” he said. Therefore, Roopnaraine said that he is “prepared to fight” for what is needed in terms of adequately providing music education. “Among the things I believe we can do is that we can begin where schools do not have choirs, where they don’t have musical instruments. I don’t know that it will really break the bank to provide recorders in every school. I don’t know if it’ll break the bank for us to identify 15 or 20 schools in which we can put proper steel band orchestras,” Roopnaraine said. He added that these were things which the Ministry has already begun thinking about. He said too that he had spoken with officials and experts who will coordinate with the Ministry and provide assistance where necessary. Last week, the Education Ministry embarked upon an $8.3M workshop aimed at developing music education in primary schools. During the four week workshop, approximately 160 teachers from all of Guyana’s Administrative Regions are expected to undergo approximately 60 hours of

Education Minister Rupert Roopnaraine intensive training. The workshop is the first in a series of training sessions designed to build capacity and to equip teachers with the necessary skills to effectively deliver a music programme in primary schools. The main objectives will be to train and maintain a cadre of primary school teachers in music education, resuscitate and support singing in primary schools, and enrich the education process through the introduction of experience in the field of music. The workshop is expected to particularly benefit students from di s a d v a n t a g e d g r o u p s such as those who are poor or who are from far-flung areas.

Boko Haram tops agenda for Nigerian leader meet with Obama LAGOS, Nigeria (AP) — Nigeria’s new President Muhammadu Buhari travels to the United States yesterday for a meeting with President Barack Obama to mend relations battered by his predecessor’s failures to fight an Islamic uprising and corruption in Africa’s biggest oil producer. B u h a r i ’s March election, hailed as the first democratic change of power in the West African nation that has suffered decades of military rule, h a s already resulted in pledges from the U.S. to help hunt down stolen funds and increased military aid to fight the insurgency. Suicide bombings and village attacks blamed on Nigeria’s homegrown Boko Haram extremists have killed hundreds of people at home and in neighboring Chad, Niger and Cameroon just in the past two weeks. Buhari’s May 29 inauguration was followed by a surge in attacks by the 6year-old uprising that aims to

form an Islamic state and has killed more than 13,000 people while driving 1.5 million from their homes. Buhari has also inherited a firestorm of other problems, including near-empty coffers, tens of thousands of unpaid civil servants and an income slashed by halved oil prices. N i g e r i a , t h e w o r l d ’s seventh most populous nation at 170 million, is the U . S . ’s b i g g e s t t r a d i n g partner in Africa. Today’s meeting with Obama is expected to focus on more military aid, recovering stolen funds and reviving flagging investment in Nigeria’s corruptionriddled petroleum industry. Ahead of the meeting, Buhari, a dictator in the 1980s lauded as the only Nigerian leader not to have enriched himself from state coffers, has been cleaning house. He laid off scores of former ruling party members that had been

Muhammadu Buhari given lucrative positions on the boards of state owned companies and fired the entire top echelon of the military he has accused of corruption. As a retired army major general who put down a small Islamic revolt in the 1980s, Buhari is expected to have more success motivating troops demoralized by poor equipment and bad leadership.

Cameron says he wants Britain to do more to fight IS in Syria Reuters - Prime Minister David Cameron wants Britain to do more to help the United States destroy Islamic State in Syria, he said in an interview broadcast yesterday. Britain conducts regular strikes against IS militants in Iraq but has so far limited its Syrian involvement to flying surveillance missions to gather intelligence. Cameron failed to get parliamentary approval for military action against the forces of Syrian President Bashar al-Assad in 2013 but has asked lawmakers to consider whether Britain should now join U.S.-led strikes against IS in Syria. “I want Britain to do more, I’ll always have to take my parliament with me,” Cameron told U.S. network NBC. “We are talking and discussing at the moment, including with the opposition parties in Britain, what more we can do. But be in no doubt we are committed to working with you to destroy the caliphate in both countries.”

David Cameron Government sources say he is expected to wait until after the opposition Labour Party elects its new leader in September to seek a fresh vote on bombing Syria. On Friday the Ministry of Defence said British pilots embedded with U.S. and Canadian forces had taken part in air strikes in Syria, angering some lawmakers who said the government had misled parliament.

In a speech today, Cameron will say Britain also needs to do more to confront the ideology of extremism by promoting British values such as democracy, freedom and the rule of law and challenging “ludicrous conspiracy theories” of groups such as IS, also known as Islamic State in Iraq and the Levant (ISIL). “We must de-glamourise the extremist cause, especially ISIL. This isn’t a pioneering movement, it is vicious, brutal, fundamentally abhorrent,” he will say, according to extracts released in advance by his office. He will also issue a warning to those thinking of joining the around 700 Britons already thought to have travelled to Syria and Iraq. “You are cannon fodder for them. They will use you. If you are a boy, they will brainwash you, strap bombs to your body and blow you up. If you are a girl, they will enslave and abuse you. That is the sick and brutal reality of ISIL,” he will say.

Greek banks ready to open today Hollande calls for the creation as Merkel urges swift bailout talks of a euro zone government Reuters - Greek banks are ready to open their branches across the country today after a three-week shutdown, officials said, while German Chancellor Angela Merkel called for swift aid talks so Athens could also lift withdrawal limits. The cautious reopening of the banks, and an increase in value added tax on restaurant food and public transport from today, are aimed at restoring trust inside and outside Greece after an aid-for-reforms deal last week averted bankruptcy. Greek Prime Minister Alexis Tsipras is trying to turn a corner after he reluctantly agreed to negotiate a third bailout, allowing the European Central Bank to top up bank credit lines but prompting a rebellion in his

A mini health check is the first step to donating blood

leftist Syriza party. “Capital controls and restrictions on withdrawals will remain in place but we are entering a new stage which we all hope will be one of normality,” the head of Greece’s banking association Louka Katseli told Skai television. Greeks will be able to withdraw 420 euros (292 pounds) a week at once instead of just 60 euros a day, but the limit will effectively remain the same and capital controls will also stay in place. “That’s not a normal life so we have to negotiate quickly,” Merkel said in extracts from an interview with German public broadcaster ARD. Merkel said it would be possible to talk about changing the maturities of Greece’s debt or reducing the interest Athens has to pay after the first successful review of the new bailout package to be negotiated. Berlin, the biggest contributor to eurozone bailouts, would do all it could

Angela Merkel to bring talks to a successful conclusion but would “negotiate hard” to ensure Athens stuck to agreements, she said. “That certainly won’t be easy because there are things that we have discussed with all of the Greek governments since 2010 that have never been done but that have been done in other countries like Portugal and Ireland,” she said.

PARIS (Reuters) - French President Francois Hollande called yesterday for the creation of a euro zone government and for citizens to renew their faith in the European project, which has been weakened by the Greek crisis. Reviving an idea originally put forward by former European Commission chief Jacques Delors, Hollande proposed “a government of the euro zone (with) a specific budget as well as a parliament to ensure its democratic control”. The French president said the 19 member states of the euro zone had chosen to join the monetary union because it was in their interests and no one had “taken the responsibility of getting out of it”. “This choice calls for a strengthened organization, an advance guard of the countries who will decide on it,” he said. The euro zone’s members are currently united in the informal body the Eurogroup, which comprises each country’s finance minister,

presided over by Dutch Finance Minister Jeroen Dijsselbloem. “What threatens us is not an excess of Europe but its insufficiency,” Hollande wrote in an op-ed in the Journal du Dimanche weekly newspaper. Hollande said Europe had let its institutions become weaker and admitted the EU’s 28 members were “struggling to find common ground to move forward. Parliaments remain too far away from decisions. And people are turning away after having been bypassed so much.” The president said populist movements had seized on Europeans’ disenchantment with European institutions and were taking issue with Europe because “they are scared of the world, because they want divisions, walls and fences to return.” Hollande’s view on a euro zone government, however, drew immediate criticism from his predecessor Nicolas Sarkozy, head of France’s main center-right opposition

Francois Hollande party and a possible candidate in the 2017 presidential election. “I do not think we need one more parliament,” Sarkozy said at a political gathering in Nice. “We need to coordinate economic policies to be much stronger, we need a French economic policy that is not in contradiction with the economic policy of all the other euro zone countries.”

THE MISSING ASSETS What are the assets that have been stolen from the State of Guyana under the PPPC? If perhaps the new ruling administration can adumbrate these assets, it would help the people understand the need for a State Assets Recovery Unit. Otherwise there is going to be public skepticism about such an outfit. It will be viewed as a unit aimed at going after individuals rather than seeking to recover public property. The formation of the unit may have been based on an assumption. That assumption may be that the PPPC plundered the property of the State and misappropriated these for the private benefit of some

individuals. Whether that is so or not, the only assets that can be recovered are those that may have been stolen from the State. You cannot recover a bribe granted by a contractor. If someone receives a contract and pays to a public official a bribe that is not an asset that is recoverable by the State. The State may prosecute a public official for corruption but it cannot recover a bribe paid by a private individual to a government employee because the bribe is not the property of the State; it is the property of the person paying the bribe. So just what assets is this State Assets Recovery Unit going after? And who are the persons making up this unit?

The public needs to be informed so that it can keep an eye of these individuals. But does Guyana really need a State Assets Recovery Unit to be able to retrieve State assets? The need for such a unit would depend on the quantity of the assets that need to be recovered. So what assets are missing? As far as has been reported, there were about eight vehicles which were allegedly misappropriated by one Ministry. There is also an investigation taking place into the illegal receipt of petrol by certain individuals. Does Guyana need a special unit to go after such things? Is it beyond the investigative abilities of the police to retrieve these assets? Why was it

necessary to offer an amnesty, which has so far only netted eight vehicles when the police could have easily done their work and retrieved these vehicles and allowing for charges to be instituted? Why an amnesty offered in the first place when the government itself does not seem to know what is missing? There are serious questions swirling around this so-called conditional amnesty granted by the government. In the case of the missing vehicles, there are questions being raised as to whether such an amnesty was necessary in the first place. An amnesty is intended to encourage the surrendering of illegal property but is often only given when it is difficult for the authorities to identify where this property is located. Amnesties are also usually only given where there are large numbers of illegal items out there. People are asking whether this amnesty only applies to the vehicles alleged to have been misappropriated or whether it applies to all State property. The amnesty is very vague and this has increased public speculation as to its

intentions. It does not state what assets are covered and for what period it covers. It does not state what are the conditions attached. In the face of this, persons are asking whether this amnesty was part of a deal-making between the present administration and those behind the alleged misappropriation of the vehicles from the Public Service Ministry. Were there negotiations between the parties that would have allowed for the return of the vehicles on condition that an amnesty from prosecution would be granted? The new government, with all its bombast about transparency, needs to answer this question. Were there negotiations over the return of these vehicles and was the amnesty part of those negotiations? This question needs to be answered especially in light of the fact that two of the persons allegedly implicated in the reported misappropriation of the vehicles have had ties with the military in Guyana. This is one of the main reasons why the issue of the amnesty needs to be clarified. Was the

amnesty granted because of the persons concerned? And does it apply to other persons who may not have ties with the military? The related question of course is what happens to those who were implicated in the alleged attempt to have the registration of the vehicles transferred? What is the position with the status of the receipts that were tendered for the vehicles? Are these valid or were they forgeries? What is the position with the persons who allegedly fabricated those receipts? Were they too responsible for assisting in the recovery of the vehicles and as such subject too to an amnesty for any wrongdoing? This government promised greater transparency but there are many things that are extremely cloudy at the moment. At the center of this opacity, is this whole issue of asset recovery and the amnesty that was offered for the return of such assets. Let us hope that at the next Cabinet briefing that this issue is explained once and for all.

‘Terror gang’ for court today...

Land Court judge, husband identify attacker - Cops gather more evidence against Ramlall’s killers

Commissioner of Title Nicola Pierre and her husband, Mohamed Chand, have identified one of the gunmen who inflicted a brutal beating on them in their home. Several suspects are expected to appear in court today for that attack, as well as for the murder of Regent Multiplex Mall owner Ganesh Ramlall. Kaieteur News understands that Mrs. Pierre and Mr. Chand, who are undergoing medical treatment overseas, picked out the suspect, known as ‘Biggs’ from photographs that detectives sent to them via internet telephone service. The detained suspect known as ‘Hulk’ has also now told police that ‘Biggs’ and another suspect known as ‘Kevin’ also entered the couple’s home. ‘Kevin’ has also reportedly confessed to participating in the attack on Pierre and Mr. Chand. All three men were among the suspects who were nabbed during a police

SWAT team raid on a house at Craig, East Bank Demerara. ‘Biggs’, however, continues to profess his innocence, while ‘Hulk’ is holding out that he and Warren McKenzie, were merely ‘lookout men’ and had never entered the victims’ home. He had identified the nowdead gang member Rolston Morrison, called ‘Mappy or ‘Saddam’ as one of the men who had attacked the sleeping couple. Morrison, called ‘Mappy’ or ‘Saddam’, was shot dead at Craig, East Bank Demerara, during the confrontation with SWAT operatives, while Warren McKenzie was badly wounded during the raid. Police have already linked five members of the gang to the attack on Mrs. Pierre a n d M r. C h a n d , w h i c h resulted in Chand losing an eye and Mrs. Pierre suffering a broken jaw. They have also linked Rolston Morrison and other

members of the gang to the killing of Regent Multiplex Mall owner Ganesh Ramlall, and have also recovered the firearm that was used to kill him. Even as charges are being prepared, police appear to be trying to gather every bit of evidence to strengthen their case against Ramlall’s killers. This includes information against alleged mastermind Fazeel Bacchus called Javed, one of the taxi drivers rounded up by police. Bacchus has admitted to taking some of the gunmen to and from the scene of the killing. He had lost the rear bumper of his vehicle while fleeing the scene. But a close relative of Bacchus had told police that the taxi driver had given conflicting stories about what had happened to the bumper, including claiming that someone had stolen it while he was drunk. Bacchus lost his rear bumper while fleeing through a rough terrain with the bandits after the Ramlall attack. According to a source, after Ramlall was killed, Bacchus and taxi driver Lennox Roberts, called ‘Soldier Man,’ visited a bodywork specialist near his home in the hope of getting a

new bumper. They eventually bought one a few days later for $30,000, and took it to the bodywork specialist to put it on, the relative told police. Bacchus and Roberts had monitored Ramlall’s movements on the night he was slain, and reportedly told investigators that they had planned the attack on Ramlall months ago. In addition, Bacchus was said to have planned to carry out a major attack at a wedding on the West Coast Demerara, where several overseas guests were expected to attend. The guests would have included one of Bacchus’s wealthy uncles. Following the killing of Regent Multiplex boss Ganesh Ramlall, some gang members who were no part of that operation, expressed disappointment that they were not involved in the action. But Bacchus reportedly told them not to worry, that he had bigger plans for them. He told them of a family wedding that was coming up this month-end where a number of overseas guests were scheduled to attend. “ He tell dem that he got some uncles who coming fuh de wedding. One ah dem rich, rich and dem dey gon deh good,” a source said.

K&VC, Diamond killings head for inquest - informant disappointed The case against a group of police ranks who are being accused of extra judicial killing by a well known informant is heading for an inquest. Head of the Police Complaints Authority Cecil Kennard recently informed this newspaper that he has concurred with earlier advice by the Director of Public Prosecution that an inquest be held to determine if the police are criminally responsible for the killing of three youths outside the K&VC International Hotel on South Road in October 2013. Kennard also made the same recommendation in the case involving the killing of two other youths at Diamond, East Bank Demerara two months later. The same set of police ranks were implicated in both shooting incidents. The allegations were made by self confessed informant Lennox Wayne called ‘Two Colours’, who claimed that he was working closely with the police ranks when the shootings occurred. In fact Wayne, who is currently on remand for murder, had given investigators detailed statements of his involvement in the shootings and the actions of the police. He came forward with the bombshell information, because according to him, the police “used him, set him up and then framed him.” In explaining his recommendation to have the matter go to an inquest, Justice Kennard said that there were a number of inconsistencies in the statements given by Wayne and there is no clear

possibility that if the ranks were to be charged that there will be a conviction. The DPP had already ordered an inquest into the deaths of the victims and Kennard said that he agreed with that decision. Hence there might be no need for the file with the new revelations to be sent back to the DPP’s Chambers. Lennox Wayne in an explosive recording two months ago had claimed that the unit was responsible for the controversial deaths of five “criminal suspects”. He spoke of the killing of three young men on South Road, outside the K&VC International Hotel and two others in the Diamond Housing Scheme. On October 12, 2013, Cousins Jermaine Canterbury, 21, and Mark Anthony Joseph, called ‘Two Grand’, 19, and Romario Gouveia, 19, all residents of Albouystown, were shot during what police said was a shootout near the K&VC Hotel. The cousins died soon after the shooting while Gouveia, who had a gunshot wound to the jaw, died suddenly two days later. On December 7, 2013 at Diamond, East Bank Demerara, Paul Bascom, a resident of Diamond Housing Scheme and Alberto Grant, or Alberto Mustapha, 28, called ‘Mukie’, of Lot 299 Meadow Brook Gardens were shot dead during an alleged 20minute shootout with police. Wayne is maintaining that while the police had claimed that the men were all shot dead during armed confrontations, the youths were gunned down without firing one single bullet at the police.

In one of the incidents, the youths actually put up their hands in an act of surrender, but were still mowed down by members of the police squad. “Dem saying that de men shoot at dem…de men ain’t discharge no round, dem ain’t had no gun, de men ain’t had no weapon, straight,” he stressed. He said that the weapon (.38 revolver) that the police produced was one that one of the ranks brought in a haversack. He said that relatives of the dead men started to accuse him of orchestrating their deaths. “That is how de whole country got it. Everybody know me. Remember is some youth men that me and dem used to do thing. Remember I used to thief, dat is why dem men had trust in me. Is then everybody now know dat I working with de police force,” the former convict stated. Wayne said that it was that incident that caused him to start rethinking his link to the police, since he was now exposed to the public as a “police informer”. On Friday when he heard that the matter was going to an inquest, Wayne told this newspaper that while he is disappointed with the decision, he was not surprised. He said that it has now left him exposed, since the policemen are still in their jobs and are being covered. Kaieteur News understands that two of the ranks implicated by Wayne have been transferred to the Presidential Guard. “All the time when criminal shoot police, you don’t hear about inquest, but when police shooting innocent people you hearing about inquest,” Wayne said.

Mark Anthony Joseph called ‘Two Grand’ “I had my doubts, l had my own experience with the police,” he added. According to Wayne, it was the police who approached him to be an informant when he was released from prison after he had served several years for armed robbery. He said that since he was in a certain position, he agreed to work along with the police, knowing the consequences that the decision would bring. “You have to use a criminal to get to other high profile criminals,” Wayne told this newspaper. He said that his role was just to identify and infiltrate criminal groups and have the police arrest them. However, he said that instead of arresting the suspects, the police began shooting them, although they were not involved in criminal activity at the time. He disclosed that for his work he received a “raise” from the police, even identifying a former commander as one who gave given him a cash incentive for his work. Former Home Affairs Minister Clement Rohee had vehemently denied that he had knowledge of any elite

police anti crime unit that was fingered by Wayne in the extra judicial killings. Kaieteur News understands that the unit was disbanded last year after reports that they were operating outside of their mandate and were not reporting specifically to their superiors in the Guyana Police Force. Wayne’s relationship with the police turned sour after a deal between him and one of the ranks to execute businessman Mohamed F Khan went sour. Wayne in another explosive recording earlier this year had confessed to being the gunman in a failed

attempt to execute Khan, whose dismembered body was later found at Cummings Lodge. One of the policemen who was integrally involved in the MFK plot has been charged with conspiracy to commit murder. Last week Police Commissioner Seelall Persaud announced that ranks who are charged for serious criminal offences, will face immediate dismissal from the Force. The move is being seen as intensifying efforts to rid the force of rogue cops, a process started by newly appointed Minister of National Security, (Continued on page 23)

“We must unite to maintain our territorial integrity”- M&CC The Mayor and Councillors of Georgetown recently held a statutory meeting on Thursday last in which Councillor Gregory Fraser moved a motion addressing Venezuela’s claim to Guyana territory. His motion stated that the border between Guyana and Venezuela was settled by the treaty of 1897 in which Venezuela accepted the Arbitral Award of 1899 as a full, final and perfect settlement. It was noted that by accepting this Arbitral Award of 1899, Venezuela accepted the final and perfect settlement of the boundaries and whereas the borders were officially demarcated by Brazil, British Guiana and Venezuela in

1905. The motion was seconded by Councillor Hector Stoute and supported by full Council. The Government of Guyana has denounced the aggressive and reckless claim by Venezuela of Guyana’s maritime and territorial space expressed in decree 1787 and modified by decree 1859. The Mayor and Councillors who are representatives of more than 200,000 people in Georgetown fully support the position of the Government of Guyana, and encouraged it to use all means necessary to defend the territorial integrity, including the maritime space of Guyana. The M&CC also supports government’s efforts to find

a peaceful resolution to the matter. M&CC is calling on Venezuela to respect this existing mechanism for resolving disputes and controversy mainly the International Court of Justice and the convention on the law of the sea. Council encouraged its administration and other related agencies to design and implement activities to raise public awareness and to promote education on the issue in the City. Councillor Oscar Clarke in his presentation on the motion stated that since Guyana attained independence, the Venezuelans have be claiming two-thirds of its territory. However, Guyana was able to

strongly reject these claims. He further said Guyanese have no choice but to reject this bizarre claim with an iron fist. “We must unite to maintain our territorial integrity,” the Councillor said. He further reiterated that every time Guyana moves forward to explore its economic capabilities, Venezuela emerges with its unjust claims. His Worship the Mayor of Georgetown Mr. Hamilton Green stated in his presentation that it is imperative that “The young people of this nation be educated on this matter.” Venezuela’s President Nicolas Maduro on May 27 last issued a decree, extending Venezuela’s claim to Guyana’s territorial waters. A map which

was issued, accompanying the decree, shows that the claim includes the area where the US giant oil company, ExxonMobil is currently drilling for oil. While Venezuela maintains a position seeking to deprive Guyana of a significant portion of its territory, the Bolivarian Ministry of Foreign Affairs has issued a statement saying that it wants peace. In the statement, Venezuela essentially asserts that Guyana is somewhat overreacting in its issuance of statements saying that it will use all means necessary to firmly reject Venezuela’s latest threat to its sovereignty. Venezuela made reference to initiatives it had/has with Guyana to promote

“solidarity and brotherhood” such as the PetroCaribe deal. It was said that despite such assistance offered to Guyana, the new government seems “unfriendly.” According to Venezuela, the David Granger-led Administration is exhibiting a dangerous policy of provocation against Venezuela, “supported by the imperial power of a US multinational, Exxon Mobil, which must be rectified in the short term. “This unfriendly policy of provocation will be defeated by the force of reality imposed by the foreign policy of peace and friendship between Venezuela and the people of Guyana itself.”

Drinking with the stars There are approximately 93 “rum” phrases in the English Language, about 64 whiskey phrases and quotes, almost 500 on drinking but only four types of drunks – and if that isn’t rum indeed then nothing is. It is truly a case for Rumpole of the Bailey. Scientists at the University of MissouriColumbia have identified four types of drunk personalities: The Hemingway, Nutty Professor, Mary Poppins and Mr. Hyde. At first I thought that I never met any of those people in any of the bars and watering holes in all the many countries in which I have fired one, especially Mary Poppins, but in looking more closely at the research I realized they were not dealing with real or even imaginary people but with personality types and I recognized in them a few companions of my youth, the days when I spent most of my money on wine, women and song and the rest foolishly. The Hemingway type is named after the author Ernest Hemingway who once wrote, “An intelligent man is sometimes forced to be drunk to spend time with his fools.” Members of the Hemingway

group would be said to always “have their head on” and change only slightly even after large amounts of drink. The interesting thing is that almost every drinker I have known in my life, even the most obstreperous, would claim to have exhibited those qualities when under the influence of alcohol. The research showed, however, that only about four in ten drinkers made up of an equal number of men and women, fitted this category. I met the “Nutty Professor” in Black and White. That is not a bar or even a Scotch but the role first played by comedian, Jerry Lewis, in 1963 and then recreated by Eddie Murphy. A “Nutty Professor” drunk is said to change quite dramatically and after a few drinks could tackle anybody. It probably led to the joke, “If you are strong, brave, smart and very sexy, go home. You’re drunk.” The research says these drinkers become more confident and extroverted with a few drinks inside them. They also become less conscientious and more men than women fall into this category, essentially one in five participants overall.

I never met the “Mary Poppins” type at all since the ladies who frequented the bars, snackettes, rum shops and clubs of my youth were not genteel in any way and tossed back their overproof rum and chaser with as much gusto as the male “rummies”. Even though there is nothing supercalifragilisticexpialidocious about drinking alcohol, the Mary Poppins type, named after the Disney “Nanny”, remain friendly, cooperative, compassionate and agreeable regardless of how much liquor they consume. No “Nanny Wine” for them. Around 15 per cent of participants fall into this personality group and include both men and women. The Mr. Hydes are the ones we used to hide from. After two drinks their personalities change, they try to pick fights with people, smash glasses and furniture and you may end up in the police station cell with them. The researchers say that the Hydes, named after the character in the Robert Louis Stevenson novella published in 1886 (as The Strange Case of Dr. Jekyll and Mr. Hyde), become less conscientious and intellectual and more disagreeable when they drink.

They are most likely to experience memory blackouts and be arrested. Now hear this! According to the research, Hydes make up 23 per cent of the drinkers, with more women than men. This supports a recent British report, quoted in the Daily Mail, that “Educated British women head a global league table for alcohol abuse” and “growing numbers of professional women are drinking at dangerous levels to keep up with men and further their careers. Many start heavy boozing when young and continue the habit into middle age, downing vast quantities at home, often on their own.” An article in the Telegraph stated, “Britain is the worst country in the western world for heavy drinking among professional women, according to research showing ‘the dark side of equality’”. It is a strange thing but although I have seen many drunk women in my time, and some even fighting, when I think of my days of wine and roses it was never wine or roses but beers and booze consumed among men in bars. Our particular drinking spot was next to our “Savannah” or village

playground. After cricket or football, the guys already in the bar would call out, “You play good boy, come and take a drink.” Or, “Don’t take on the loss, you play good, come and take a drink.” Given that most of our fathers, neighbours and family drank, taking the drink and the smoke was inevitable. Getting off the stuff in later years for many of my friends was virtually impossible. There were characters – I remember Marli and Rackerback, Rabbit and his half-brother Jimmy, Wilkie and

Curtis, Tavi and my father – but they were not romantic figures like Mary Poppins and the Nutty Professor, or even the schizoid Mr. Hyde. They all got drunk like Lords and fishes and the only thing they shared with Ernest Hemingway was the line, “Never send to know for whom the bell tolls, it tolls for thee.” *Tony Deyal was last seen talking about a teacher he once worked with. He never knew the man was a drunk until, one day, the guy came to work sober.

Tourism sector larger... (From page 17) tourism potential can be realised. In another interview with the Indigenous Affairs Minister, Sidney Allicock, it was revealed that promoting the country’s first peoples’ unique cultural integrity would be a focus for his agency. For his part, the Minister Allicock is aiming to make tourism a sustainable part of Indigenous communities as it would provide an avenue for local development outside of agriculture.

Letters... Where your views make the news...Letters... Where your views make the news

DEAR EDITOR, Former Prime Minister Sam Hinds takes offence ( response KN Jul 18) to aspects of my missive promoting the development of solar energy wherein the preceding regime was critiqued for not encouraging local and regional companies’ involvement in green energy development. The former PM concluded that allegations of corruption were inferred from my letter, wherein it was noted that preference was given to Chinese and other international companies in solar development. I made no such allegations of corruption against the PM although several were made by Guyanese, in their conversations with me, against government figures in general. I am more interested in the need to move forward with green energy development rather than focusing on corruption for which no evidence was ever presented to me – just smears, perceptions, and allegations of corruption were offered. I found in my travels in Guyana that people wanted to speak with (complain to) someone of authority in government about issues and concerns and to present their ideas to help in development. But party or government officials were inaccessible or willing to listen to them. Same is true about Guyanese in the Diaspora. For some strange reason, people in Guyana and the Diaspora wanted to relate their problems to me hoping I can find solutions without

realizing I am as helpless as them in getting thoughts or ideas or analysis over to officials of the preceding regime. Numerous times, people came (and still come) to me and asked rhetorically, “Vish, why is or isn’t the PPP government doing this, that, or the other”. I could not provide answers because I, myself, could not make political sense out of some actions and policies of the party of its actors. People commented that the party functioned in strange ways. People pointed out numerous cases where they sought out government figures for a meeting and were told they were busy, only to find the officials at rum shops or some other social location. The same is true of requests to meet PPP officials in the Diaspora – and their behavior was the exact same – people complained the officials had no time to discuss issues or meet those who supported and defended them, only to see them at rum shops (and other places I prefer not to disclose). They were not like the Jagans who found time to meet with people and gave them a hearing. Not unexpectedly, people were/ are angry at PPP government figures. Out of frustration in not meeting government officials, not having their problems addressed, being unable to get small contracts to help with development, and the government not sharing contracts widely, people insinuated or made allegations of corruption or assumed the worst. So Sam

Hinds must understand the context in which people developed perceptions of allegations of corruption and why they won’t pay heed “to facts” (if indeed and even if all the facts were presented) to dispel rumors and innuendoes on corruption. Unlike others, Sam Hinds found time to meet with me on all requests I made. He never turned me down and he was more than generous with sharing his time with me to discuss social and political issues and even energy. If you got a minute with other government officials, you were lucky. But if you visited their favorite hang out spots, you were sure to find them – they always had plenty time for their favorite joints. Not Sam; he found time for people regardless of where he was, especially in his office. And unlike most others, he did not have a favorite hang out joint. It was always, joyful and educational to have an exchange with Sam Hinds. He was very engaging and willing to listen and accept sound ideas. He had a terrific sense of humor. He was very resourceful not only on discussing energy but on virtually any social science topic raised as well as on historical matters. He would bring up anecdotes to illustrate his informed points (experiences in his personal encounters going back to when he was a teenager). And did he have many anecdotes on race relations going back to the 1960s; he knew a lot of individuals through his father

and related experiences among political figures I never knew. He should pen them in an autobiography as it will make for an interesting reading of aspects of our history. It would be an injustice to Sam Hinds to suggest or insinuate he was corrupt or was engaged in any dishonorable acts. His character was never impugned and any such interpretation of my missive is deeply regretted. Sam Hinds is one of the most honorable individuals of the preceding regime. He is most decent, pleasant, moralistic, and courteous, traits one cannot find among too many politicians in Guyana. No one ever leveled an allegation of corruption against him in my conversations with numerous Guyanese. He was highly respected by the former opposition (now government) figures. It is suggested that he does not take personally criticisms or objective critiques leveled against the preceding government regime and officials. He cannot be held accountable for the arrogant behavior, actions, misdeeds, and blunders of others and those who were “hard of hearing” – his former government colleagues must now “feel” since they did not want to hear”. But the former PM must take cognizance of how and why people developed a certain “perception” or “appearances” about his former government and officials (though not about him). Vishnu Bisram

Race and politics must not divide us... From page 5 much less two-thirds of our land, we must not accept and is clearly nonnegotiable. We do not need any identification card for any part of our 83, 000 square miles, other than the one marked the Cooperative Republic of Guyana! Guyana is our home and no one must put us out of our home. Only a fool allows himself to be evicted from his own home and Guyanese are not fools. Guyanese are not fools. Brothers and sisters these are serious times. Serious enough to warrant us standing together, regardless of which party we support or which race we belong to, and I use these two identifications because they are often used not to play to the better angels within us. Race and politics must not divide us on any claim to our sovereignty and territorial integrity. In this we are One and must remain One. If we must fight- and fight we must to guard what belongs to us- let us fight together. Yes we can! In 1899 the International Tribunal settled the boundary dispute between Guyana and Venezuela. We must see this ruling as binding and non-negotiable! While our national leaders engage in

diplomacy to have good sense prevail on the part of Venezuela’s leadership, as citizens- be we at home or abroad- we in our own little way can add our voice to foil any rude invader. Let us ask every one we know to join us in condemning this existential threat to our statehood. Let us inform everyone that while we empathise with the economic challenges faced by Venezuelans under President Madura’s leadership, we shall not roll over and accept anybody taking from us what is rightly ours! A peaceful people we are but any talk about taking over, we ent backing down. If Guyana is allowed to drill for the oil it is said we have, it means economic development for us and greater independence. It means our dependency on oil-producing country, notably Venezuela, will be a thing of the past and we will have greater opportunities for charting our development and standing stronger on our feet. It means greater security for us as a people since oil will no longer be used as a financial weapon over our heads to restrict the potentials and bounty of this blessed land and her people. The people of Guyana in One Voice must put President Madura on notice

that we ent giving up nothing and we ent backing down. All 83,000 square miles and the Exclusive Economic Zone prescribed by the United Nations Convention on the Law of the Sea in relation to Guyana remain ours! In One Voice we must commit to cherish and defend forever this nation that gave us, our parents and fore-parents birth. What propelled the people of Linden/Region 10 in 2012 and fellow Guyanese who joined us in the struggle are the same things that must propel us to implement the 2012 Agreement and ward off Venezuela’s aggression. These are grit and determination to stand up and fight for what is rightly ours. We ent giving up. Let all Guyana know we ent giving up. Let embroiled President Madura and the good people of Venezuela know that we ent giving up nothing that belong to we. “Not one Blue Saki, not one rice grain, not a drop of water from the Pomeroon!” May the souls of Shemroy, Allan and Ron continue to Rest In Peace. Though they no longer walk among us, they will never be forgotten. May God continue to bless us all. Sharma Solomon

have tinted windows?

DEAR EDITOR, It would appear that the laws governing the tint on vehicles are being applied selectively. A few months ago, a retired Assistant Commissioner of police wrote extensively on this issue. A couple of days ago driving on the Essequibo Coast Public Road, I was stopped by a Traffic Policeman. This young Constable was very polite while he was asking me to produce my documents, but after I had done so to his satisfaction and was about to drive off, a heavily tinted Toyota Land Cruiser approached from the opposite direction but the Traffic Rank did not stop this vehicle. From about six feet away, it was difficult to say if the driver was male or female, the ethnicity of the person nor the number of persons in this vehicle. While I understand that persons can make application to the Home Affairs Ministry to have their vehicle tinted, but it is difficult to understand the level of tint attached to so many vehicles. The question is if all of these vehicles had applied and approval granted. I do not know how the police working on the road

would know the level of tint allowed and if the vehicles stopped have the necessary approval in writing, but most of these heavily tinted vehicles are owned by the wealthy and privileged and who see themselves above the law and they are being allowed to feel so by some members of the Guyana Police Force. There is also the case of the speed gun and the breathalyzer equipment. Is there an instrument to do on the spot test. If the laws are there and a decision is made not to enforce them, then so be it, but with the rising crime rate, persons must be able to identify not only the colour and make of a vehicle, but also the driver and occupants, taking into consideration number plates can easily be faked. Quite recently there was a protest by some Mini Bus Drivers, who felt they are being targeted by the Police. I think they have a story, but there are some reckless minibus drivers who are hell bent on breaking the law and they are also some good Policemen who are very keen in upholding the law. Archie W. Cordis

NIS must make... From page 4 making payment when the application is approved with such approval being at the pleasure of NIS. What poppycock! 6. Mr Lennox Clarke died four years after filing the application and not having received any payment of the pension due to him. Does the death absolve NIS of making any pension payment pursuant to the application made four years prior to death? Categorically NO! In my opinion, the amount is now due to Mr. Lennox Clarke’s Estate.

What can the surviving widow do apart from approaching the Press and other Media? I would think that first get a lawyer and secondly have a formal complaint be filed. The one good thing that KN does in publishing matters like this, is to attract the attention of the PR people who jump into action and get work done on the matter at issue. Makes you wonder how come they have to be jump-started to deal with ongoing matters. We have to live in hope. Carl Veecock

K&VC, Diamond... (From page 12) Khemraj Ramjattan. Previously, police ranks placed before the courts would be interdicted from duty and receive half their salary until the end of their legal matter, when they would draw down on the accumulated other half which sometimes amounts to hundreds of thousands or even millions of dollars. They are in most cases reinstated and continue to work as police ranks. But according to Commissioner Persaud those days are over. “You are charged and go before the court for certain types of offences, corruption and some other types relating to excessive force and deliberate criminal activity….simultaneously with going to court, you are losing the job,” the Commissioner declared. “So it’s not a half salary now and then cash in on the other half five, six years after…It’s that you immediately have to look for another job to pay your lawyers and everybody else,” he added.

J’can minister hails crowdfunding as a way to ‘democratise’ development financing

Jamaican Minister of Finance, Dr. Peter Phillips (left) with Commonwealth Deputy Secretary-General Deodat Maharaj (centre) in Addis Ababa ADDIS ABABA, Ethiopia — Crowdfunding was heralded as a potential source of billions of dollars of financing for developing countries by experts and policy-makers at a global conference in Ethiopia last week. Jamaica’s minister of finance, Dr Peter Phillips, told a side-event at the United Nations Financing for Development conference in Addis Ababa that crowdfunding – where ordinary citizens invest small amounts of money in businesses, social projects or charitable causes – could be a “genuinely exciting” way of “democratising finance”. “We would like very much to look at the possibilities of what could occur using crowdfunding,” said Phillips, the co-chair of the panel discussion. “Access to affordable financing is of central importance, especially if we are to satisfy the development goals which are the heart of this conference. There is the prospect of crowdfunding being a viable

solution for helping Jamaica, and other countries, channel financing to small and medium enterprises to grow private sector investment,” the minister said. The panel was co-chaired by Commonwealth Deputy Secretary-General Deodat Maharaj, who began by setting out the huge potential of crowdfunding to help plug a gap in funding international development goals, which cannot alone be met by established revenue streams. “For 2014, the total amount of financing raised through crowdfunding amounted to $16 billion. This year it is projected to reach $34 billion. By 2020, the World Bank estimates that developing countries alone will raise $90 billion,” Maharaj said. “We in the Commonwealth support a focus on domestic resource mobilisation, such as taxation, but we believe that there is also an urgent need to look at innovative sources of financing including crowdfunding to meet the huge financing gap as we seek

IMF FOR MORE SPENDING CUTS Daily Nation - The controversial International Monetary Fund (IMF) executive board statement on the Barbados economy has finally been released and the news is not pleasant. The IMF revealed a number of concerns about the island’s economic state, particularly the need to make even bigger cuts in Government spending than had already been done. Saying growth remained weak, it said the bright spot remained the tourism sector’s performance. “Executive directors welcomed the improvement in macroeconomic conditions and the authorities’ commitment to tackle urgently needed reforms. Directors cautioned, however, that the country faces daunting challenges, including external risks, high fiscal deficit and debt levels, and competitiveness challenges,” the statement noted. The Fund called for “continued ambitious adjustment efforts” even in the face of some progress by the Freundel Stuart administration.

to deliver the Sustainable Development Goals,” the deputy secretary-general continued. Experts who spoke at the side-event on 15 July 2015 included Jason Best, cofounder and principal at Crowdfund Capital Advisors, Oliver Gadja, founding chairman and executive director of the European Crowdfunding Network, and Samantha Attridge, head of finance and development policy at the Commonwealth Secretariat. The panel was joined by Peter Baeck, principal researcher for public and social innovation at Nesta, who explained that, while crowdfunding is reliant on investors having internet access, the rapid take-up of smart mobiles in developing economies is opening up crowdfunding opportunities. “What drives crowdfunding is the proliferation of social media, the internet and new technologies which are incredibly low-cost and mean you can reach out to large groups of people,” Baeck said. Speakers noted the importance of governments putting in place measures which support the development of crowdfunding, but which also regulate the burgeoning industry to safeguard investors. Maharaj stressed that the Commonwealth Secretariat is committed to taking the financing for development agenda forward. For example, a forum at Marlborough House in London on 20-21 July 2015 will look at reducing the risks associated with diaspora money transfers, which provide a crucial source of income to citizens in many developing countries. US case against Warner ready...

EXTRADITION REQUEST ‘BY WEDNESDAY’

Trinidad Express - The US Department of Justice (DOJ) statement of case against indicted former football jefe Jack Warner is now complete and is expected to be sent to Trinidad by Wednesday, a US law enforcement source with knowledge of the investigation has disclosed on condition of strict anonymity. The source, who is not authorised to discuss the case, told the Sunday Express Saturday that the formal extradition request or “record of case” should arrive in Port of Spain by Wednesday, mere days before the July 27 deadline specified by the treaty for the final request to be made. Warner was among 14 football officials and marketing executives arrested in a sweeping US$150 million bribery scheme stretching over nearly a quarter of a century on May 27 in a dramatic US crackdown on global corruption in football. The disgraced former FIFA vice-president and expresident of CONCACAF, the regional governing body for North and Central America and the Caribbean, was charged with eight counts of financial crimes in connection with the FIFA corruption case, according to the DOJ indictment which was unsealed in the Eastern District Court in New York in May. Warner has denied all of the US charges made against him and has promised to put up a long legal battle to US prosecutors’ bid to extradite him to New York to face charges of money laundering,

wire fraud and racketeering. The US corruption case against the Independent Liberal Party leader, according to the source, relies on an evidence trail of media contracts and other documents, bank records, email correspondence and the testimony of several coconspirators who shared in the bribery spoils, including his former close pal-turnedstate Confidential Witness No.1 (CW1) American Chuck Blazer, CW2 Jose Hawilla, a Brazilian sports marketing executive whose company Traffic paid Warner tens of millions of US dollars in bribes and his two sons, Daryll and Daryan Warner, who have already pleaded guilty to US corruption charges in exchange for reduced jail time. Hawilla has also pleaded guilty to wire fraud conspiracy, obstruction of justice and other financial crimes. Another marketing executive, Aaron Davidson, who was head of Traffic

group’s US division in Miami, is also expected to enter a plea in the FIFA corruption case, according to the source. Both men are said to have provided key information about Warner’s rich decadeslong relationship with the global sports and marketing company and its Miami affiliate, Inter/Forever Sports. The disgraced Traffic executives have reportedly provided US prosecutors with details of the rich media rights deals Warner is alleged to have cut with the Brazilianheadquartered marketing giant, according to the US law enforcement source. Traffic is said to have paid some US$35 million in kickbacks to Warner and Blazer, the former general secretary of CONCACAF, who helped US agents in the Federal Bureau of Investigation (FBI) and Internal Revenue Service (IRS) build a sprawling multijurisdictional corruption case against top officials in FIFA’s hierarchy.

Ralph Gonsalves writes Barbados PM protesting ‘Barbados-only’ plan for CLICO policyholders Daily Observer - Prime Minister Ralph Gonsalves has written to his Barbadian counterpart Prime Minister Freundel Stuart, over what he says has emerged as a “Barbados-only” plan for policyholders of the collapsed British-American Insurance Company Limited (BAICO). “The judicial manager in Barbados put forward a plan and I don’t like the plan,” Gonsalves told reporters, adding that he did not “mince words” in his five-page letter of June 25. Gonsalves did not release the letter to the media but read sections, which, he said, would give insights. “We are aware that in its December 2014 report, the judicial manager of CLICO international Life insurance Company (CLICO) recommended to the Supreme Court of Barbados that there be a liquidation of the company. We are aware, too, that in the week of June 15th, 2015, there were two meetings in respect to the abovementioned matter in an effort to avoid liquidation and arrive at a consent order and another on Wednesday the 24th of June 2015. All concerned appreciate that liquidation is a last resort. “However, we wish to place on record the vigorous objection of the Eastern Caribbean Currency Union to the proposed Barbados-first plan which is now emerging as a Barbados-only plan,” Gonsalves said.

Freundel Stuart

Ralph Gonsalves

Gonsalves, who is also Minister of Finance, told reporters that he has to defend the interest of the people of St. Vincent and the Grenadines and the policyholders of CLICO. Noting that he is also the person in the Eastern Caribbean Currency Union (ECCU) with responsibility for BAICO and Colonial Life Insurance Company (CLICO), Gonsalves also said he has to defend the interest of policyholders in the ECCU. “I explained in it the whole story. I am not going to release this letter yet. I am waiting to hear all the various objections to what was emerging as a Barbados-first plan to what is a Barbados-only plan,” he said, adding that Minister of Finance in Bridgetown, Christopher Sinckler, has said this is not the case. “Well, he can have a view, and I can have a view and we

have to sort out where the interest of everybody resides.” He quoted the letter, saying, “As a minimum, an independent assessment of the proposal is critical. This should, among other matters, examine the risks and costs of the proposal to p o l i c y h o lders in the Currency Union. Appropriate government arrangements, transparency and collaboration must be established with compensation as necessary so that the interest of the Currency Union policyholders are properly considered in real-time and before key event occur that may be irreparable.” “The reason why I say that they are saying some things which we could get down the road. I want it in real time…” Gonsalves said. He told reporters that the letter also says “there should be interdependent assessment provided as to the division and management of CLICO’s assets”. “And then I ended saying, ‘We remain open to discussion on this matter in an effort to find a solution palatable to all concerned and are prepared to make representatives available to discuss the matter with Barbados Ministry of Finance and Financial Services Commission.’” “So I just want the people in CLICO to know we still at the wheel dealing with the matter,” Gonsalves said. He, however, said that realistically, he doesn’t think that Port-of-Spain will disburse before the general elections in September anymore of the US$40 million that Trinidad and Tobago had agreed to give to help to resolve the matter. “I am just saying that. But I am still pushing and hoping,” he said.

Sugar producer predicts collapse Daily Nation - One of the country’s private sugar producers is predicting the industry’s collapse within a year if Barbados Farms Ltd pulls out at month-end. Principal of Ashbury Plantation in St John, Michael Gill, issued the warning even as he bemoaned the state of the industry in the wake of one of the worst sugar crops on record. Gill, who spoke of being forced to put 110 acres of sugar cane acreage out of production due to financial reasons, was adamant that reforms were necessary for the future of the sugar industry. He also insisted that for any changes to work, Barbados Farms would have to continue as a major player.

Cosby detailed his womanizing, Obama sends Iran deal to wary secrecy efforts a decade ago Congress, Israel urges rejection Reuters - Under oath in a hotel — away from the TV cameras and the soapbox where he did his public moralizing — Bill Cosby sketched a very different image of America’s Dad: a philanderer who plied young women with quaaludes, claimed to be adept at reading their unspoken desires and tried to use his wealth to keep “Mrs. Cosby” in the dark. The portrait comes from Cosby’s own words in a transcript of a 2005-06 deposition taken in Philadelphia. It is the only publicly available testimony he has given in response to accusations he drugged and sexually assaulted dozens of women over four decades. Cosby has denied the allegations, calling the sexual contact consensual. In his testimony, the comedian told of how he tried to gain women’s trust and make them comfortable by talking about their families, their education and their

Bill Cosby career aspirations. He seemed casual about his affairs, describing his relationship with one woman this way: “We had sex and we had dinners and sex and rendezvous.” Asked how it ended, he said: “Stopped calling for rendezvous.” Why? “Just moving on.” There’s no clear-cut

evidence in the documents that he committed a sex crime, but his testimony adds to the unsavory details that have all but wrecked his nice-guy reputation as TV’s Dr. Cliff Huxtable and made a mockery of his preaching about decency and personal responsibility. The full transcript, obtained by The Associated Press yesterday, is from a lawsuit filed by a former Temple University employee who accused the comedian of drugging and molesting her. Earlier this month, a judge unsealed small excerpts from the transcript as a result of a lawsuit from the AP. The New York Times was the first to obtain the entire transcript, after learning it was publicly available through a court reporting service. In the deposition, Cosby said that on one occasion, he reached into Temple employee Andrea Constand’s pants and fondled her, taking her silence as a green light.

Reuters - President Barack Obama’s administration sent a nuclear agreement with Tehran to Congress yesterday and Israeli Prime Minister Benjamin Netanyahu urged U.S. lawmakers to reject a deal he said would only feed an “Iranian terror machine”. In a first concrete sign of European determination to quickly rebuild economic and political ties with Iran after a 12-year standoff, German Economy Minister Sigmar Gabriel arrived in Tehran with an economic delegation. Other European powers were expected to follow. Obama has promised to exercise his veto if Congress rejects the deal, which curbs Iran’s nuclear programme while allowing an easing of economic sanctions.

President Barack Obama Overriding it would require a two-thirds majority of both the House of Representatives and Senate, so the administration is working to win over enough

of Obama’s fellow Democrats to offset strong Republican opposition. In an unusual move, Obama took three Democratic congressman golfing with him: Joe Courtney of Connecticut, Ed Perlmutter of Colorado and John Yarmuth of Kentucky. The president more often taps aides and friends for weekend golfing. “I think the right thing to do is merely not to go ahead with this deal,” Netanyahu said on CBS’s “Face the Nation” as he continued a string of U.S. media interviews denouncing the deal reached on Tuesday between Iran and six major powers. “There are many things to be done to stop Iran’s aggression and this deal is not one of them,” he said.

3 GOING AFTER HOLNESS Comrades line up to wrest St. Andrew West Central from JLP leader The Gleaner - Three men are adamant that Opposition Leader Andrew Holness can suffer a general election defeat in the parliamentary seat that he now holds. With that in mind, they have all applied to the ruling People’s National Party (PNP) to represent the organisation in the constituency of St Andrew West Central in the next general election, although the incumbent has virtually turned the area into a Jamaica Labour Party (JLP) fortress. Although it was a stronghold of the PNP, Holness has made the seat his own since 1997 following a wrangle with noted orthopaedic surgeon Dr Warren Blake of the PNP, now president of the Jamaica Athletics Administrative

Association. Those who have applied are councillor for the Molynes Division in the Kingston & St Andrew Corporation, Patrick Roberts, who has run against Holness unsuccessfully, since 2002; real estate developer Junior Stewart, who gave up the Molynes divisional seat to Roberts in the 2012 local government polls; and attorneyat-law Charles Ganga-Singh. The secretariat of the PNP has not yet disclosed when the vote by delegates will take place, but from all indications, all three have “reasonable” support from delegates, one official close to things told the Jamaica Observer. In the last general election, December 2011, there were 26,326 electors accredited to vote, but only

Andrew Holness 14,677 did so, representing a voter turnout of 55.75 per cent. Holness polled 7,799 votes, to Roberts’s 6,760 — a margin of victory of a mere 1,039.

Pakistan batsmen, Yasir pummel Sri Lanka ESPNcricinfo - The third ODI ended badly for Sri Lanka, whose cricket team were pummeled by 135 runs, but it was made worse by an outbreak of violence in the stands, which forced a halfhour suspension of play. Rocks were thrown inside the southeastern stand, and when offenders were evicted from the ground, projectiles were thrown from outside the stadium, through the back of the same, open stand. One of these rocks made its way to the field, and match referee Javagal Srinath suspended play until the situation was brought under control by authorities. Sri Lanka’s on-field loss, meanwhile, was set up by a commanding Pakistan batting performance, featuring a lively opening stand, two brisk fifties from Sarfraz Ahmed and Mohammad Hafeez, and a sprint at the death that lifted them to 316 for 4. Sri Lanka began losing wickets in the sixth over, and never appeared to have the measure of the target. They were all out for 181 in the 42nd over, and now trail 1-2 in the five-match series. It was the hosts’ bowling that faltered first, however, as a bare-bones attack produced another insipid showing. Sri Lanka made no changes to an attack that features only two specialist bowlers, and relied on four allrounders to deliver the lion’s share of overs. Of the four wickets they claimed, two were run-outs. Malinga disappeared for 80 from his full quota, leaking 21 runs in his final over. All of Pakistan’s batsmen made meaningful contributions but, batting from No.4, Sarfraz’s 77 from 74 balls ensured their early gains were consolidated, and that his team were well-set for the late dash. Sarfraz was a dynamo at the crease, pilfering singles all around the wicket, and capitalizing on severe of errors of length. Equally adept

Sarfraz Ahmed punches down the ground, Sri Lanka v Pakistan, 3rd ODI, Colombo. (Associated Press) against pace and spin, he scored at a run-a-ball at least against all bowlers except Angelo Mathews (seven runs off nine balls) and Tillakaratne Dilshan from whom he took six runs from seven deliveries. He might have provided the fireworks himself, had he not been runout in the approach to the death overs. Ahmed Shehzad prospered in the arc between midwicket and long-on early in Pakistan’s innings, crashing Angelo Mathews through that region off successive balls, while finding singles square either side of the pitch. Azhar Ali was not as aggressive, but was adept at turning the strike over. He became Pakistan’s fastest batsman to 1000 ODI runs when he creamed Lasith Malinga through square leg in the eighth over. Making use of muddled lengths from Sri Lanka’s seamers, the opening pair played and missed at one or two, but mustered a brisk scoring rate. They hit 55 runs from the first 10 overs, then 88 from the first 15. Though the occasional lofted stroke only just cleared the in-field, neither batsman seemed troubled by Sri Lanka’s newball bowling. The hosts’ breakthrough came in the 17th over, thanks in equal part to a well-

Chibhabha, Cremer... From page 32 the wicket, one ball after carting the bowler for six. Sikandar Raza, standing in as captain for the first time in international cricket after Elton Chigumbura was injured, showed intent before his slash floated into third man’s hands. India’s spinners - Axar Patel and Vijay - sent down a few tight overs immediately after the Powerplay in which Zimbabwe scored 49. But, Rahane didn’t have the luxury of a second specialist spinner - Harbhajan Singh was rested - and appeared loath to let Vijay

complete his quota. Chibhabha and Sean Williams then knitted together a 37-run partnership for the third wicket. India’s bowlers, though, were chipping away, and Chibhabha found himself without much support at the other end. Once Chibhabha was bowled in the 19th over, the innings stagnated further. Zimbabwe eventually managed 69 runs in the last 10 overs, including 33 in the last five. Scores: Zimbabwe 145 for 7 (Chibhabha 67) beat India 135 for 9 (Uthappa 42, Cremer 3-18) by 10 runs.

executed short-ball plan and careless batting from Shehzad. Mathews and Malinga packed the leg side, deploying three men in the deep and two close, catching, as Malinga sent his first two balls at the batsmen’s bodies. Expecting another one at his ribs next, Shehzad seemed to play a pre-meditated pull shot, but couldn’t control his stroke when the ball came a little wider of off stump. He was caught by deep midwicket. Azhar also fell needlessly in the 24th over, when miscommunication with Hafeez found him well short of his ground on 49. Hafeez’s knock was full of edges and mis-hits, but he chose his areas well, usually getting the ball to drop some distance from the fielders. Thisara Perera teased his outside edge with full-length deliveries occasionally but, as was the case with Nuwan Pradeep, could not build pressure on the batsmen for any length of time. Hafeez enjoyed milking Sachith Pathirana’s left-arm spin, occasionally trekking down the surface to loft him straight or, more often, sliding back to turn him behind square. He was essentially the link-man between the two fast-paced ends of the innings and will be pleased to continue his good run with the bat, now that he plays as a specialist batsman. Though Sri Lanka managed to control the flow

of runs briefly, after Sarfraz’s exit in the 45th over, they were unable to prevent the final charge. Malinga, who had relied exclusively on slower balls for 13 straight deliveries, was brutally treated by Shoaib Malik and Mohammad Rizwan in the final over. The pair hit a six and three fours to finish the innings. Sri Lanka’s opening batsmen were unable to reproduce their explosive success from Pallekele. Tillakaratne Dilshan holed out to mid-off for 14, and Kusal Perera was caught brilliantly by Sarfraz off Anwar Ali soon after. Lahiru Thirimanne attempted to get the chase back on track, but continued to lose partners. Upul Tharanga was stumped off Yasir Shah for 16 and Angelo Mathews ended a laboured 12ball stay by sending a leading edge down long-off’s throat. Thirimanne himself moved to a much-needed fifty, but when Dinesh Chandimal was dismissed soon after, leaving Sri Lanka at 130 for 5 in the 27th over, Sri Lanka’s challenge was virtually done. On a turning track, Yasir ended up taking two more scalps to finish with 4 for 29, while Anwar Ali and debutant Imad Wasim, who bowls leftarm spin, had two apiece. Scores: Pakistan 316 for 4 (Sarfraz 77, Hafeez 54, Malik 42*) beat Sri Lanka 181 (Thirimanne 56, Yasir 429) by 135 runs.

Liverpool reach deal with Villa for Benteke - reports LONDON (Reuters) Liverpool have agreed a 32.5 million pounds deal with Aston Villa for striker Christian Benteke, British media reported on Sunday. The 24-year-old Belgian international will undergo a medical by Tuesday and is unlikely to join his new team on their current tour of Australia, the BBC reported. Liverpool club doctor will leave the tour of Australia and fly back to Britain to conduct his medical, the report said. Since joining Aston Villa from Genk in 2012, Benteke has scored 49 goals in 101 appearances, helping the team avoid relegation last season. Liverpool made the bid for Benteke after selling Raheem Sterling to Manchester City for a record fee of 49 million pounds.

Murray carries Britain to Greipel wins Tour 15th Davis Cup semi-finals stage, Froome retains lead

Lotto-Soudal rider Andre Greipel of Germany rides during the 183-km (113.71 miles) 15th stage of the 102nd Tour de France cycling race from Mende to Valence, France, July 19, 2015. (Reuters/Benoit Tessier) VALENCE, France (Reuters) Andre Greipel confirmed he was the sprint king at this year’s Tour de France when the German outpowered his rivals to win the 15th stage on Sunday. The Lotto-Soudal rider clinched his third stage win on the Tour this year ahead of his compatriot John Degenkolb (Giant-Alpecin), with Norwegian Alexander Kristoff (Katusha) taking third place at the end of a hilly 183km ride from Mende. Greipel launched his sprint with about 200 meters left and held off Degenkolb to bag his ninth stage win on the Tour. Briton Chris Froome retained the overall leader’s yellow jersey after staying safe in the bunch all day in an unchanged top 10 in the general classification. The Team Sky rider leads Colombian Nairo Quintana of Movistar by 3:10 with American Tejay van Garderen (BMC Racing) in third place,

3:32 off the pace. Froome, who had urine thrown at him by a spectator on Saturday, praised the ‘fantastic atmosphere’ during the stage. “None of that silly stuff happened today,” said Froome. “Thousands and thousands of people are the heart and soul of this race. As I said (those people responsible for the incidents) are a minority of people. Today was great, the support on the road was fantastic.” Looking to add to his 26 Tour de France stage wins, Briton Mark Cavendish never contemplated victory, being dropped early on with numerous other riders including last year’s runnerup Jean-Christophe Peraud, who crashed heavily on Friday. The group crossed the line more than 15 minutes behind Greipel. Slovakian Peter Sagan kept his grip on the green

jersey for the points classifications after finishing fourth, having also collected points in the intermediate sprint. Tinkoff-Saxo rider Sagan, who finished second in four occasions in this Tour, has 360 points to Greipel’s 316. “I think the green jersey is gone, Peter is too strong, he’s in the breakaways. He deserves it,” said Greipel. Sagan featured in the day’s breakaway that built a three-minute lead over the pack but the sprinters’ teams controlled the gap and reined them in, LottoSoudal setting him up perfectly for the sprint. Italian Matteo Trentin tried his luck solo with a brutal acceleration 3.3 km from the line but he was caught with 1.2 km left. Monday’s 16th stage is a 201-km trek from Bourg de Peage to Gap featuring two second category climbs and a tricky descent to the finish.

LONDON (Reuters) Andy Murray carried Britain to their first Davis Cup semi-final since 1981 after he beat France’s Gilles Simon 4-6 76(5) 6-3 6-0 on Sunday to give the hosts an unassailable 3-1 lead. An out-of-sorts Murray, who was playing his third rubber of the weekend following Saturday’s doubles victory alongside brother Jamie, looked to be in trouble as he trailed Simon by a set and a break. Simon had two medical timeouts during the match following heavy falls and Murray, a double grand slam winner, was able to capitalise in front of partisan crowd at the sunkissed Queen’s Club in west London. The gritty Frenchman was able to continue despite the falls but was severely limited in his movement and could only chase gingerly as Murray moved him around the court with his pounding groundstrokes and delicate dropshots. Murray completely dominated the final set and sealed the victory when Simon skewed a backhand wide. “Obviously it feels unbelievable to get through that, it wasn’t looking great,” Murray, who jumped around on court and punched the air before sitting with his head in his hands, told the BBC. “The whole weekend has been fantastic. This team has done amazing things, we’re punching above our weight here and we’re now in the semi-finals of the biggest team competition in tennis. “I’m just proud to be in this position and I hope we can do well in September.” Britain will play Australia in the semi-finals after they recovered from a 2-0 deficit to win

It will be fun and hopefully there’ll be another good atmosphere.”

World T20 Qualifier: Ireland book India berth and end Jersey hopes BBC Sport - Ireland booked a place at next year’s World Twenty20 and ended Jersey’s qualification dreams with a dominant sevenwicket win at Malahide. Jersey captain Peter Gough hit 42 but they collapsed from a promising 106-2 to 122 all out, with John Mooney’s hat-trick wrapping up the innings. Paul Stirling’s half-century set the hosts on their way to victory. With Papua New Guinea and Namibia both losing on Sunday, Ireland won Group A to qualify for Saturday’s semi-finals. The semi-finalists in the qualifier in Ireland are guaranteed progression to the tournament in India along with the fifth and sixth-placed teams. John Bracewell’s Irish side suffered surprise defeats by Papua New Guinea and Hong Kong earlier this week. Ireland, Papua New Guinea, Hong Kong and Namibia all went into the final day of Group A action with a chance of finishing top and automatically booking a spot in next year’s tournament in India. Jersey and the USA knew they needed wins to have a chance of keeping their qualification hopes alive and going through to this week’s play-off games. Despite the win, Ireland might still have been facing play-off games to book the topsix finish required to qualify for India. However, Papua New Guinea slipped to an 18-run defeat by the USA later on Sunday and Namibia’s 83-run defeat by Hong Kong left Ireland as group winners. Hong Kong pipped Namibia and Papua New Guinea for second place in Group A on run-rate although they now will be involved in a series of play-off games as they aim to join Ireland and Scotland in next Saturday’s semi-finals in Dublin. The tournament is the most high profile at which Jersey have ever competed, and they

John Mooney took a hat-trick for Ireland. (ICC Sportsfile) were put into bat first by Irish skipper William Porterfield. Wicketkeeper Ed Farley and Gough started steadily but Farley was caught by Kevin O’Brien at long off for 21 to leave the Channel Islands side on 42-1. Rising star Jonty Jenner, 17, hit one huge six on his way to 26, before going lbw to the bowling of Stirling (3-16) and that sparked the collapse, with Jersey losing their final eight wickets for just 16 runs helped by Mooney’s hat-trick in the final over. In reply, Porterfield (17) was dropped at slip by Gough in the first over as the Irish went on to reach to 44-1 from five overs. Scores: Jersey 122 (19.5 overs): Gough 42; Stirling 3-16, Mooney 3-20; Ireland 1233 (16.4 overs): Stirling 55, Balbirnie 32 not out; Stevens 2-20 Result: Ireland won by seven wickets.

Ruthless Australia secure Fifa president Sepp Blatter crushing win as England wilt to reveal reform plans BBC Sport - Fifa president Sepp Blatter is set to announce his plans to reform football’s crisis hit governing body today. Blatter will also hold talks with Fifa’s executive committee over a date for the new presidential election. The 79-year-old announced on 2 June he was stepping aside as head of Fifa, having just been re-elected. BBC Sport understands 16 December has been earmarked by several regional football confederations as their preferred date for the new ballot. But the date for what is billed as an ‘emergency congress’ could slip to early 2016 given Blatter’s reported desire to stay in power until the new year. European governing body Uefa is likely to push hard in today’s meeting for a December date but is not expected to seek to force Blatter out early - especially given that interim control of the organisation would fall to the Swiss’s close ally Issa Hayatou. The emergency talks will mark the first time executives have formally met since the arrest of seven football officials in Zurich in May part of a US criminal investigation into alleged large-scale corruption and bribery. However, Brazilian executive committee member Marco Polo del Nero will miss the meeting after telling Fifa he needs to stay at home. Del Nero left Zurich one day after the May arrests, which saw former Brazilian confederation president Jose Maria Marin placed in detention. Two of the 14 men indicted by the US have appeared in court in New York in recent days, including former Fifa vice president Jeffrey Webb, who has pleaded not guilty. Swiss authorities are also investigating the circumstances surrounding the award of the 2018 and 2022 World Cups to Russia and Qatar respectively. They announced last week that 81 suspicious banking transactions are under review and have seized nine terabytes of IT data. What are the reform plans? Domenico Scala, Fifa’s independent head of audit and compliance, is due to present a series of reforms for executive committee members to consider at Monday’s meeting. Some of Scala’s planned reforms are thought to include: · Publishing the salaries of Fifa’s president and executive

Sepp Blatter (Reuters)

committee members · Introducing term limits for all Fifa executives and its president, likely to be a maximum of three terms of four years · Making Fifa responsible for integrity checks on potential executive committee members away from regional confederations and introducing a centralised ‘fit and proper person’ test · Fifa’s annual congress of 209 member associations to directly elect executive committee members. It is possible, however, that no agreement will be reached and that the executive committee will decide it wants to wait for a new president to be elected. Despite that, Blatter’s desire to leave office on a relative high - after pushing through change - should ensure that some or all of the measures are approved. What will the reform commission look like? Coca-Cola, a major Fifa sponsor, has called for an independent commission to oversee the reform process, led by an eminent figure. Former UN secretary general Kofi Annan has been mentioned as one possible candidate. However, it is thought Coca-Cola’s request will be overlooked on Monday with Fifa’s leadership believing it has the answers to the organisation’s problems already at hand. Campaign group ‘New Fifa Now’ have written to every committee member asking them to consider setting up a commission. “As an executive committee member,” says the letter, “we suggest you have two choices. “You can go down with what is a sinking ship - to use President Blatter’s favoured boating analogy. Or you can decide that enough is enough and make a stand.” Blatter, together with secretary general Jerome

Valcke, is due to hold a news conference early on Monday afternoon to announce the outcome of the meeting and discuss the next steps. How will the election work? The meeting will mark the de facto start of the election campaign, with candidates for president required to submit applications four months before polling day. More importantly, Fifa will be hoping the outcome of Monday’s meeting will demonstrate to the US Department of Justice that it is co-operating with their demands to change and reform. One Fifa source believes the events of May and June are a “watershed” moment for the organisation and that a historic opportunity for fundamental change is at hand. “This is a window of opportunity to get the executive committee to give up some power,” said the source. “Under certain scenarios the chance for reforms could close again.” The election rule that requires candidates to show they have been involved in football for two of the past five years is expected to be maintained. That would mark the end of any talk of a candidate emerging from outside what Blatter calls the “football family”. Uefa’s Michel Platini remains favourite to succeed Blatter and has held a series of meetings with regional confederation chiefs in recent weeks as he weighs up a potential run. Blatter is not expected to backtrack on his announcement to stand aside as president, despite appearing to suggest he was reconsidering his decision earlier this month. Fifa insiders believe the next president needs to be a strong ambassador for the organisation given the scale of the criminal investigations it is facing.

LONDON (Reuters) A rampant Australian pace attack ripped out a feeble England England for 103 to seal a crushing 405-run win in the second Ashes test at Lord’s on Sunday and level the series at 1-1. After setting the hosts 509 for victory, the Australian quick bowlers carved through the top order to leave England in tatters on 64 for five at tea on the fourth day. Adam Lyth (seven), Alastair Cook (11) and Gary Ballance (14) edged catches to wicketkeeper Peter Nevill to put the hosts in deep trouble at 42 for three. Lyth repeated his first innings error when he nicked a wide delivery from Mitchell Starc, Cook wafted loosely at Mitchell Johnson and Ballance edged a snorting ball from Mitchell Marsh as England’s top order collapsed once again. Out-of-form Ian Bell, on 11, was caught off bat and pad by substitute fielder Shaun Marsh at short leg and Ben Stokes was run out for nought in schoolboy fashion, failing to run his bat into the crease and as Johnson hit the stumps with a direct throw. A snarling Johnson tore in to remove Jos Buttler for 11 with the first ball after tea and Moeen Ali for a duck in the same over.

Buttler edged another catch to Nevill, his fourth of the innings in his debut test, and Moeen was caught at short leg by Shaun Marsh as he fended off a short delivery. Stuart Broad clubbed a few boundaries to get to 25 before swatting Lyon straight to Adam Voges at extra cover Joe Root, on 17, was bowled by Josh Hazlewood, the ball keeping low and jagging back, and the tall pace bowler repeated the trick to dismiss James Anderson for a duck and spark wild celebrations from the jubilant Australians. It was Australia’s thirdhighest victory margin over England in tests and England’s fourth heaviest loss by runs to any team. England won the last two Ashes tests at Lord’s in 2009 and 2013 having previously failed to beat the Australians at the home of cricket since 1934. The touring side had declared on 254 for two after piling up 146 runs in the morning. DIZZY SPELL The only concern for Australia was the retirement of Chris Rogers on 49 after the opening batsman suffered a dizzy spell. The left-hander had added five runs to his overnight score when he signalled to the dressing-

room that he was feeling unwell and, looking groggy, he was led off the field by medical staff. It did little to disrupt the momentum of the Australians, however, as David Warner and man-of-the-match Steve Smith made hay in the sunshine. Warner struck 12 fours and was closing in on a century when he was well caught at short cover by Cook off spinner Moeen for 83. Smith, who made 215 in the first innings, plundered 58 off 48 balls including nine boundaries to continue his remarkable run of form. The right-hander came up with some outrageous improvised shots and hit Broad for three successive fours before he charged down the pitch to Moeen and was bowled for 58. Michael Clarke (32 not out) and Mitchell Marsh (27 not out) lashed a few more boundaries before the declaration. The third test at Edgbaston starts on July 29. Scores: Australia 566 for 8 dec (Smith 215, Rogers 173, Broad 4-83) and 254 for 2 dec (Warner 83, Smith 58) beat England 312 (Cook 96, Stokes 87, Johnson 3-53, Hazlewood 3-68) and 103 (Johnson 3-27) by 405 runs.

Lleyton Hewitt guides Australia to Davis Cup semi-final Lleyton Hewitt celebrates his victory.

BBC Sport - Former Wimbledon champion Lleyton Hewitt guided Australia into the Davis Cup semi-finals as the hosts came from 2-0 down to beat Kazakhstan 3-2. The 34-year-old dominated opponent Aleksandr Nedovyesov for a 7-6 (7/2) 6-2 6-3 victory in the decisive singles rubber in Darwin after Sam Groth levelled the tie against Mikhail Kukushkin. Australia will play the winners of the quarter-final between Great Britain and France. Neither Hewitt nor Groth had initially been selected to play singles but captain Wally Masur dropped youngsters Thanasi Kokkinakis and Nick Kyrgios after Kazakhstan had opened up a 2-0 lead. They teamed up to reduce the deficit in

the doubles before victories in their respective singles matches saw them come back to win from 2-0 down for the first time since 1939. Hewitt, Wimbledon winner in 2002, embraced his team-mates after the victory, saying: “This is up there. I love the backagainst-the-wall situations. That’s what we had after day one. “We had to rally together and find a way to get the win. I’ve always said some of my greatest wins are in Davis Cup and some of my toughest losses are in Davis Cup so I’m going to enjoy this one. This is what dreams are made of.” In the other quarter-finals, Great Britain lead France 2-1 while Argentina and Belgium hold unassailable 3-0 leads over Serbia and Canada respectively.

Chibhabha, Cremer set up maiden T20 win over India ESPNcricinfo - Chamu Chibhabha and Graeme Cremer played starring roles as Zimbabwe finally coalesced their different strengths into a functional, all-round performance to trip up India by 10 runs in the second T20 international. After Chibhabha’s 51-ball 67 helped Zimbabwe put up a total of 145 - one that seemed inadequate at the halfway mark - Cremer garotted India’s batsmen with a spell of 4-018-3. Zimbabwe seemed to be headed towards another lopsided defeat when Robin Uthappa, who blasted 42 off 25 balls, was in the middle, but Cremer’s introduction in the seventh over saw India slip from 56 for 1 to 61 for 4. India took the equation to 25 off 12 balls, but Taurai Muzarabani conceded only six runs in the penultimate over, before Chris Mpofu, buckled India’s batsmen in the last over to complete Zimbabwe’s first T20 win over India. India’s start had an ominous portent to it when captain Ajinkya Rahane was run-out having been sent back by his opening partner, M Vijay, who bailed after initially setting off for a run. Uthappa, however, produced an innings that bore no resemblance to his grinding effort in the first T20 international. Uthappa found his bearings with successive boundaries off Muzarabani, a well-timed cover drive followed by a powerful whip through midwicket. Two overs later, he collected three fours off Mpofu with rasping pulls off the front foot and a cheeky nudge behind short fine leg as India galloped to 57 for 1 at the end of six overs.

Monday July 20, 2015

Chamu Chibhabha’s 51-ball 67 set up Zimbabwe’s first T20 international win over India. (Getty Images) It was the first delivery after the Powerplay, however, that brought Zimbabwe back. Cremer, who troubled India two days ago, slipped one past Vijay, and three balls later, had Manish Pandey out lbw, but the ball appeared headed down the leg side. India lost two more wickets in the next two overs. Uthappa was the prize wicket, as Sean Williams completed a sharp return catch. Kedar Jadhav’s departure in the next over was as much because of his laxity as some sparkling fielding from Muzarabani, who produced a direct hit from deep midwicket. Stuart Binny and debutant Sanju Samson, though, took charge of the restoration job, putting on 36 runs for the sixth wicket. With 41 required off 30 balls, however, India suffered another jolt through Cremer.

Binny’s attempted thwack over long-off seemed to dip in front of Chibhabha, but the fielder flung himself forward to grab the chance. Zimbabwe’s seamers then removed Samson and Axar Patel in successive overs, effectively deciding the result. India’s tactics with the ball appeared to be predetermined, as they persisted with bowling short. The short-ball gambit was particularly puzzling given that their seamers were getting the ball to move appreciably off a fuller length. Hamilton Masakadza and Chibhabha were alert to opportunities, swatting away half-trackers between square leg and midwicket. Masakadza, though, was dismissed by Sandeep Sharma, attempting to dab a short delivery that fizzed off Continued on page 29

Players for Haiti and Jamaica go for the ball in the first half during the 2015 CONCACAF Gold Cup quarter-final match at M&T Bank Stadium Saturday in Baltimore, Maryland. (PHOTO: AFP) Jamaica Observer BALTIMORE, Maryland — Jamaica’s Reggae Boyz have set up a semi-final showdown with the USA after clipping Caribbean rivals Haiti 1-0 in a quarter-final match-up at the M&T Bank Stadium here Saturday night. Houston Dynamo’s Giles Barnes got the priceless goal in the seventh minute to ensure the Boyz stayed on course for the hunt for their first CONCACAF Gold Cup title. The last time the Jamaicans played in this tournament in 2011, they were knocked out at the quarterfinal stage 2-0 by nemesis USA, who propelled themselves to the semis after crushing Cuba 6-0 in the earlier quarter-final fixture, also at the M&T Bank Stadium. The stage for that battle will be at the Georgia Dome in Atlanta on Wednesday. In a contest where Jamaica had to be defensively compact, Haiti were the first to create on the Jamaican end with a quick give-and-go that put Jean Sony Alcenat through on goal. But under no pressure from the edge of the area, he skied the ball. But at the other end, Jamaica showed Haiti how it’s done. In the seventh minute, Captain Rodolph Austin’s visionary pass picked out Crystal Palace’s Adrian Mariappa breaking free down the right side. The latter then quickly put the ball under control, crossed inside for Giles Barnes, who sped ahead of

his marker to blast off the legs of goalkeeper Johny Placide to give the Boyz the lead. Falling behind did not seem to shaken the resolve of the Haitians, as they immediately went about searching for the equalising goal. In the 15th minute, they came close after scheming their way into the Jamaica 18yard box, but James Marcelin’s harmless poke to goalkeeper Ryan Thompson was a disappointing end to a promising move. And the Haitians, Jamaica’s Caribbean neighbours to the east, kept up the pressure, and in the 22nd minute, Wilde-Donald Guerrier, had a chance denied. Three minutes later they were at it again, conspiring around the Jamaica danger area, and were unlucky not have equalised as Dukens Nazon’s low shot zipped by Jamaican legs to hit the upright. But Jamaica slowly came into their passing game and looked dangerous each time they brought the ball forward, but the finesse required to deliver the killer blow deserted them. But in the 30th minute, the Boyz gave a hint of their class with a seamless passing routine involving Yeovil Town’s Joel Grant, Houston Dynamo’s Barnes, with Derby County’s Simon Dawkins finishing off the move, rightly opting for the sublime touch, but his leftfooted effort floated wide of a scrambling Placide. Jamaican goalie Thompson got the sternest

test of the match in minute 34 when Marcelin launched a long-range effort, but the Pittsburgh Riverhounds custodian rose majestically to tip over. Haiti returned from the dressing room pretty much the same way they went there, having attacked the Jamaica goal with the big shots from way out, but luckily for Jamaica, most of the missiles sailed were off target. Jamaica midfielder Jobi McAnuff, playing with smarts and industry throughout which betrayed his age, created a threatening situation for Jamaica in the 53rd minute when he intercepted a poor goal-kick by the Haiti custodian. The quick-thinking McAnuff dispossessed his Haitian opponent at the edge of his goal area and fired a cheeky shot to goal which forced Placide to spill, but Barnes following through, could not deliver the coup de grace. Kemar Lawrence of the New York Red Bulls had a chance to possibly double his team’s lead, but his 69th-minute free-kick from 20 yards, though wellintended and skillfully delivered, lacked the requisite power to beat the alert keeper. Mariappa, patrolling down the right, held up the ball beautifully, and in his own time, released Barnes, who tried to squeeze the ball between the upright and the goalkeeper in one of the Boyz’ counter-attacking forays in the second half.
