The house where Rawlins was murdered By: Romila Boodram An 11-year-old girl awoke yesterday to find herself bound and gagged and later discovered her mother’s nude body with a stab wound to her neck.

Dead is 30-year-old Candy Rawlins, a housewife of Lot 4 Crane Housing S c h e m e , We s t C o a s t Demerara.

Police said that the woman’s husband, Vidol Anthony Rawlins, who is the

suspect, has not yet been arrested.

According to reports, her husband of six years stabbed her to the neck some time Thursday night. A note that the man left behind suggested that the killing

CJIA Board wants AFC to produce evidence of alleged fraud The Cheddi Jagan International Airport (CJIA)’s Board of Directors is calling on the Alliance For Change (AFC) to make available “to the appropriate authorities,” evidence with regards to the alleged fraud at the entity.

This call comes on the heels of AFC’s announcement that it will continue investigations into the recent discovery of “major skullduggery” at the agency.

During a recent party press conference, AFC Member of Parliament, Cathy Hughes informed the media of reports received which indicate that fraud is happening at the highest levels of authority at CJIA. Hughes had said that “very senior officials” may be using their office to perpetuate fraud against the company.

The Member of Parliament said that a senior employee who had acted in collusion with an “imposter” to defraud the company is still on the job. She disclosed that, that particular employee had identified his “partner in crime” as a contractor to whom large sums of money were made payable.

Hughes said that the employee acts in collusion with senior colleagues in a tight knit circle committing various acts of fraud against the company, including siphoning off building supplies for the construction and renovations of the homes of the same senior

officials. Reports also point to a possible abuse of duty free concessions.

In a missive yesterday, the Board expressed its opinion that “these malicious allegations” may be the work of an aggrieved senior employee who was recently disciplined for a series of improper conduct.

The release stated that this aggrieved employee may have exhausted all appeals made to various persons and took this avenue as a last ditch to discredit the Corporation.

“The Board is therefore urging the AFC to be cautious about this matter and not to buy into the allegations being made.

Instead, the party should directly engage the Board of Directors and/or the police on any alleged evidence it has.”

Hughes had told Kaieteur News that apart from the fact that all

revenues received by the CJIA are not paid into the Consolidated Fund as they should be, these smaller acts of fraud are no less illegal and must be thoroughly investigated.

According to Hughes, her party is gathering evidence of a multitude of wrongdoings at the airport.

The AFC Member of Parliament said, that while it is understood that employees fear victimization if they should report what is happening at the airport, “we call on them to speak and help stop fraud.”

Kaieteur News had questioned if the AFC is aw are of any s imilar occurrences with the ongoing expansion project, but Hughes responded in the negative. She said however, that she wouldn’t doubt it.

Hughes alluded to the famous “toilet bowl” deal for the expansion project.

The woman’s nude body was discovered on her bedroom floor a little before 09:00 hrs yesterday by her daughter who managed to untie herself.

Kaieteur News was told that Rawlins’ face was wrapped with a mosquito net and bound with duct tape.

Her hands were tied behind her back with a sheet.

Investigators found a bloodstained knife next to her body.

There are reports that the 44-year-old suspect left a note behind claiming that he loved his wife very much and he regretted his action.

A senior police source who saw the letter said that the carpenter asked for forgiveness from his mother who resides overseas.

The suspect also requested that no one search for him since he will be with his father who died a few years back.

Apart from the report police received from one neighbour, this publication

was told that the suspect’s sister made a second report.

The police source said, that the suspect texted his sister yesterday and told her that he had done something bad and requested that she go to the house.

The sister who resides in Georgetown made the report at the Vreed- en- Hoop police station after a neighbour informed her of what her sibling had done.

Recalling what happened, the daughter told investigators that she was in her room Thursday night and heard her stepfather demanding sex from her mother.

She said that she did not take the “noise too serious” because constant quarrel is a norm in the home.

“She said she went back to sleep and then the next day when she wake up the stepfather taped her mouth and tied her up in a chair,” a police source explained.

He added that the 11year-old girl claimed that she managed to untie herself after some time and ran to

her mother’s room.

“When she see her mother she start scream and she run and call out for the neighbours who then informed the police,” the source said.

At the scene yesterday, neighbours gathered in front the woman’s home as police were carrying out their investigations.

One woman claimed that she saw the suspect leaving his home early yesterday with his haversack.

“He does normally leave around that time to go to work, so I thought he was going to work but he used a different route than he does normally use,” the neighbour claimed.

No one reported hearing any noise coming from the house.

Neighbours said that the couple fought and quarreled often.

“Early this year he broke her hand and it was in bandage for months,” a neighbour said.

Investigations are ongoing.

Ramotar ready for AFC’s APNU demands BOSAI ‘no-confidence’ nation disclose taxes paid …says Ramjattan will have much to explain

By Gary Eleazar Head of State, Donald Ramotar, has welcomed the move by the Alliance for Change (AFC) to move a no confidence motion against the government. According to the President, the unprecedented move will allow for the AFC to explain its actions to the people of Guyana.

Ramotar, responding last evening to the AFC’s letter to him, said that the move for a no confidence motion in the administration is the AFC constitutional right. However, it is based on a pretext that is completely baseless and spurious.

According to the President, he remains resolute that the actions taken by Government, and against which the ACF has complained, are expressly authorised and permitted by both the letter and spirit of the Constitution.

He was referring to the more than $4.5B expenditure by the Administration for which the combined opposition has condemned as illegal.

The President reminded that AFC Leader, Ramjattan, “participated in this identical process in the years 2012 and 2013 by supporting Financial Papers I of 2012 and 1 of 2013.”

He was referring to the previous Statement of Excesses that had been laid in the National Assembly by the Finance Minister which the House had approved.

According to the President, “Article 218(3) is unambiguous in allowing for expenditure to be incurred in the absence, or in excess of available appropriations as approved in the extant Appropriations Act. That Article reads thus: “In respect of any financial year it is found... that any moneys have been expended for any purpose in excess of the amount appropriated for that purpose by the Appropriation Act or for a

Head of State, Donald Ramotar purpose for which no amount has been appropriated by that Act... a Statement of Excess showing the amounts spent shall be laid before the National Assembly by the Minister responsible for finance...”

According to President Ramotar, “as I have said publicly before, the PPP/ Civic (Peoples Progressive Party Civic) and I, are prepared to face the consequences of such a motion and the electorate.”

He said that such a motion and its consequences will give the government an opportunity to demand that the AFC explains to the Guyanese people its denial of them having cheap energy by opposing the Hydro Power Station at Amaila.

“You will have a chance to explain why you have voted against giving the Guyanese people better health care due to your opposition to a Specialty Hospital.”

Ramotar added that it will allow for the AFC to clarify for the electorate, whether it was because its client lost out in the bidding process to construct the complex.

“It will be good occasion for you to explain to the people if your opposition to the construction of a Marriott Hotel was rooted in the

fact that your chief financier is also in the hotel business.”

According to the President, the moving of a no confidence motion along with the subsequent actions namely a return to the polls, will give the AFC the opportunity to explain to the Guyanese people how and why the Chairman of the party, Nigel Hughes, interfered with the judicial process causing the persons who were charged with the Lusignan massacre to walk free.

According to the President, “An opportunity will be presented for you to explain why you partnered with the APNU (A Partnership for National Unity) calling for the closing down of the sugar industry thereby jeopardizing the lives and livelihood of thousands of sugar workers and their families.”

Ramotar said that should the AFC move such a motion then it will have to explain to the Guyanese people why it decided to cut budgetary allocations to the indigenous people affecting development in their communities.

“Indeed you will explain to all the people of this c o u n t r y, e s p e c i a l l y t h e poor people why you cut monies out of the National Budget which were allocated to improve and advance their welfare and that of their children, for example, the poverty alleviation initiatives, including the student loans and uniform and transportation allowances for school children.”

He spoke too of the position taken by the AFC on the Anti Money Laundering and Countering the Financing of Terrorism Bill, “thereby exposing our country to international sanctions and our people to economic and financial hardships.”

A Partnership for National Unity’s (APNU) Shadow Minister of Public Works, Joseph Harmon insists that although BOSAI signed a contract “with slack contractual terms” with government, certain clauses of the contract stipulate that it has to pay royalties.

Harmon says he maintains his position that the bauxite company owes millions of dollars in royalties to Guyana and called on them to satisfy the nation by disclosing how much taxes it paid.

BOSAI Minerals Group has denied owing royalties to Guyana.

Harmon, who is a member of the Natural Resources Sectoral Committee, made his comments at a press conference yesterday.

It was held at the Hadfield Street Headquarters of the APNU. The Parliamentarian said, “I have seen the BOSAI agreement and in plain English language, the agreement is clear about the obligations of BOSAI. In fact, Mr. Norman Mclean, the Company Secretary for BOSAI, copied to me a letter which it sent to the Guyana Geology and Mines Commission. Attached to it was an opinion that was given by Mr. Edward Luckhoo, Senior Council, which concurs with the position we have always taken.

And that is simply that royalties are to be paid.”

Harmon then made reference to the agreement signed between the Chinese Company and the Government of Guyana.

The agreement the politician related, says that after the first five years which can be described as a tax holiday, any year in which the taxes paid by the company exceeds the amount of royalties to be paid, it would have been exonerated from the payment of royalties.

This clause of the Business arrangement, Harmon said, “Was the funny part of the agreement and this is why I said I don’t respect agreements entered into

by Winston Brassington, Head of NICIL, because it gives away a lot of the resources in this country… in my view, these are slack contractual terms .”

Joseph Harmon, APNU’s Shadow Minister of Public Works Harmon continued, “The royalties is 1.5 percent of the bauxite exported. Now if the company is saying that they have nothing to pay, then they should state how much taxes were paid and how much bauxite was shipped. In my view it is not that the government should be running around looking to find what the company actually owes… you must know how much was shipped out of this country if you are the executive…you have the records and therefore, you can make a claim on the company saying that you shipped so much bauxite and 1.5 percent of that is x and it is left for the company to show that it paid taxes in excess of that. They have to prove that.”

The Guyana Revenue Authority he said, had explained that it would not be providing that information as it is a personal relationship between them and the taxpayer. He added, “It is that tax payer who should get access to that information and satisfy Guyana that it has paid that amount of taxes to be exempted from paying royalties. It is a simple matter and I have told this to the Minister of Natural Resources, Robert Persaud and the company. This is simple Mathematics.”

BOSAI recently sent a letter to Rickford Vieira, Commissioner of the Guyana Geology and Mines

Commission (GGMC), questioning whether the Government and the Commission are now reneging on the Agreement to which they are both signatories, as part of the Terms of Business.

While Harmon contends that the Company should pay royalties, Mclean had made reference to Article 9.2 of the Mineral Agreement which states that, “The Company shall not be liable to pay any royalty on any production for the first five years following the Effective Date.

Thereafter, the Company shall pay a royalty at the rate of 1.5% on the FOB (Freight on Board) value of any shipment of bauxite from Linden, provided that in the event the Company pays any amount of corporate tax in any given year of Operations following the Effective Date, the Company shall be exonerated and relieved, effective immediately after having paid any such amount of corporate tax, from paying the aforesaid royalty to Guyana up to an aggregate amount of royalty, payments being equivalent to the amount of corporate tax paid.”

“For greater certainty, any amount of corporate taxes paid by the Company for any given year shall reduce correspondingly the overall amount of royalty to be paid thereafter by the Company.

Guyana hereby agrees and irrevocably undertakes to make all necessary arrangements to give full force and effect to the provisions of this clause 9.2” Mc Lean said that this Agreement is standard, and is what has been enforced from the days of Guybau, Guymine, Linmine, Bermine etc. On Monday last, the Ministry of Natural Resources and the Environment, led by Minister Robert Persaud, appeared before the Parliamentary Sectoral Committee on Natural Resources.

Harmon is of the opinion that BOSAI owes over US$5M from royalties of bauxite produced, but Government is not having much success in collecting it.

GGMC is expected to make a decision on the matter within 10 days of its meeting which was held last Monday with the Parliamentary Committee.

NO ONE IS COMPLAINING

If there is expenditure that the combined opposition should regret giving its consent to, it is the $10,000 per student transportation grant. This will cost the treasury over one billion dollars and will go to persons, the vast majority of whom do not need it.

There is a lot of talk in communities about the wasteful expenditure by the government, including that over-sized electricity bill that taxpayers have to fund for under benefits payable to the former President of Guyana.

A Partnership for National Unity has lamented the consent that it gave to the six billion dollars for the sugar industry. There was also some hemming and hawing over the subvention to the Guyana Power and Light.

The public has been commenting negatively about these expenditures. But the people have not said a word about the $10,000 that each child will receive as an annual transportation grant for school children. They have said nothing because it benefits them directly, never

mind it is for the most part a wasteful piece of expenditure.

No one is complaining about the billion plus dollars that is going to be spent to dole out the $10,000 per year per each student as a transportation grant.

There are multimillionaires in this country who are going to climb the stairs of their children’s schools in order to uplift this $10,000 per child grant. There are persons who drop their children to school in super expensive SUVs. They too will climb the stairs to collect the money. There are many parents who really do not have to expend any money for their children’s transportation since their children live near to the school and usually walk to school.

They too will climb the stairs to collect the money. No worry about the fact that they may be contributing to the wastage of public funds.

There are other persons who drop their children to school with their own transportation but who are required to travel to do so in any event since

they may work not far away from their children’s schools.

They too will be climbing the stairs. The $10,000 per student transportation grant is as ill- conceived and inequitable as any government social programs can get. This programme should never have passed muster within the Cabinet and it should never have enjoyed the support of the opposition parties in the National Assembly.

It has all the signs of an election-year programme written all over it. If there is anything in

2014 that is a vote garnering measure, it is this transportation grant that is being offered to every student.

There were better options.

Throughout Latin America there are a number of conditional cash transfer (CCT) programmes.

These programmes are targeted at the very poor and are selectively doled out to needy cases, rather than to all and sundry. In Brazil for example, there is a programme in which the government pays monies to poor parents, not rich and poor but poor parents, providing that the children attend school for a

certain number of days each year.

In this way, they help support families who may have difficulties but ensure that the children of these families enjoy an education which can be their gateway out of poverty.

In Guyana, instead of identifying those needy casesand there are thousands in Guyana- and insisting that the parents of the identified send their children to school so as to enjoy the reward, we are doling out $10,000 to every child, including the children of multimillionaires. This is as cock-eyed as any government programme

can get.

It is an insult to the intelligence of the Guyanese people for APNU to be regretting its unconditional subvention to the Guyana Sugar Corporation, when at the same time, it did not oppose this universal transportation grant which the PPP will use to garner votes for local government elections.

Police had also received reports that the driver had changed vehicles the day after the 18-year-old was slain.

Kaieteur News understands that police were tipped off that the suspect and an associate, who both have unsavory backgrounds, had information about the murder.

Detectives reportedly have “several theories” about the motive for Hariram’s death, which they now believe was an execution-style killing.

One theory is that the gunman mistook her for another individual who also resided at Lusignan, East Coast Demerara.

Jealousy was also another motive suggested. Police have

reportedly questioned Hariram’s relatives repeatedly, but have failed to glean any helpful information.

Ashmini Hariram was walking with a female cousin along the Lusignan Railway Embankment last week Thursday, when a gunman emerged from a car, grabbed the teen’s phone, and shot her in the head. Fiona Somwaroo, the cousin, alleged that the gunman and driver had waited in a parked

car along the same route that the cousins had to pass.

According to Somwaroo, the gunman had not spoken to Hariram and had made no attempt to relieve the teen of her gold chain.

Police recovered a .32 warhead and a bullet casing of similar calibre from the scene.

Kaieteur News understands that an eyewitness described the killer as being tall and fair in complexion.

AFC informs Govt of ‘no confidence’ motion …Sends letter of intent to President APNU still undecided…

As promised, the Alliance For Change (AFC) has delivered a letter to President Donald Ramotar outlining its intent of issuing a No Confidence Motion against Government, even though A Partnership for National Unity (APNU) remains undecided on the issue.

According to the AFC in its letter which was sent to the President yesterday, “Our Party sees no other alternative than to proceed with this constitutional mechanism for removal of an unpopular Government that has ceased to enjoy the confidence of the National Assembly and who by its actions has demonstrated an unlawful and contemptuous disregard for the Supreme Law of the Country.”

The ‘action’ to which he was referring, is the spending

by Finance Minister Dr. Ashni Singh of $4.5B of the $30B that was disapproved by the combined opposition in the 2014 Budget.

The Finance Minister then went ahead and took the monies from the Consolidated Fund without the approval of Parliament.

The Constitutional Fund is the Fund “into which all public monies are placed and out of which all public expenditure should be met, only on the authority of Parliament.”

The Minister, in justifying the legitimacy of the $4.5B expenditure, pointed to Article 218 (3B) of the Guyana Constitution which reads: “If in respect of any financial year it is found— that any moneys have been expended for any purpose in excess of the amount appropriated for that purpose by the Appropriation Act or for a purpose for which no amount has been appropriated by that Act, a supplementary estimate, or as the case may be, a statement of excess showing the sums required or spent shall be laid before the Assembly by the Minister responsible for finance or any other Minister designated by the President.”

This provision, Dr Singh said, had been in the Constitution ever since 1980, and further, a Statement of Excess is not unknown to the political opposition, since

over the past two years they would have approved at least 58.9 per cent of the amounts on three Statements of Excess that he has tabled as a result of the various budget cuts.

However, Ramjattan in his letter to the President asserted that the withdrawal/ s from the Consolidated Fund was “unconstitutional” and “unauthorized.”

He said that it is the party’s belief that “such withdrawals as reported in Financial Paper #1 of 2014 are in clear contravention of Article 217 of the Constitution of the Republic of Guyana and Section 16 of the Fiscal Management and Accountability Act [FMAA].”

Article 217 of the Constitutions says “All revenues or other moneys raised or received by Guyana (not being revenues or other moneys that are payable, by or under an Act of Parliament, into some other fund established for any specific purpose or that may, by or under an Act, be retained by the authority that received them for the purpose of defraying the expenses of that authority) shall be paid into and from one

Consolidated Fund.”

While Section 16 of the FMAA outlines that “there shall be no expenditure of public moneys except in accordance with Article 217 of the Constitution.”

“We believe that this action taken by your Government greatly exceeds the mandate given by the people of Guyana in the elections of 2011, in which your party received 48% of the vote.

I wish to emphasize that the Alliance For Change has always respected the results of those elections, the supremacy of the Constitution of Guyana and the Rule of Law which are the bases on which your party ought to govern” said Ramjattan in his letter.

He also emphasized that the “will of the Guyanese people is reflected in the composition of the National Assembly, and that one of the key roles played by that body is the authorization of all public spending.”

As such Ramjattan said that his Party therefore finds it “wholly unacceptable that your Government is now spending from the Consolidated Fund beyond the provisions of the Appropriations Act of 2014 or

any other approved by the National Assembly.”

He said that the party “cannot condone, participate in or lend any support to such a serious breach of the Constitution and laws of Guyana, and we find it necessary in the light of the clear and present danger to the Constitution and the rule of law to explore all options necessary for safeguarding the public purse against further lawless spending.”

Ramjattan made mention of the vote of No Confidence which is enshrined in Article 106(6) of the Constitution which reads that “The Cabinet including the President Shall resign if the government is defeated by the vote of a majority of all the elected members of the National Assembly on a vote of confidence.”

He outlined that the options for lawful and constitutional alternatives have “rapidly decreased” hence the reason why the party is proceeding with a vote of no confidence as prescribed by Article 106(6) of the Constitution.

Whittaker in disbelief over Sooba’s $400,000 furniture purchase

inister of L o c a l Government, N o r m a n Whittaker, has promised to let his officers look into an alleged unapproved spending of $400,000 by acting Town Clerk Carol Sooba, who used the money to buy an executive chair and a suite for her office.

The Minister ’s expressed disbelief when he was asked for a comment on the “illegal” spending of the Council’s money.

“That can’t be true,” the Minister said, after inquiring whether media operatives were correct on the sum spent for the furniture.

Minister Whittaker said that while he is not aware of the Town Clerk’s (Ag) spending, he assured that his staff would investigate the m a t t e r. T h e M i n i s t e r expressed his conviction that any money spent by Sooba would have been permitted by the Council.

When informed of the annoyance by the Mayor and the majority of councillors o v e r S o o b a ’ s “indiscriminate and unapproved spending” he reiterated moves to get to the bottom of the matter.

The Mayor, his Deputy and some councilors held a press conference on Tuesday to register their annoyance with the purchase of the Town Clerk’s executive

chair and the suite. They told the media that no money was approved for the purchase of any furniture for the Town Clerk’s office. Council is adamant that it is in no position to spend money on “non-priority” items while the city continues to face dire situations. Deputy Mayor Patricia Chase-Green was especially incensed that the Town Clerk had purchased the elaborate furniture, but failed to purchase one spray can to aid in the exercise to tackle the ongoing Chikungunya virus epidemic.

Chase-Green said that Sooba had mentioned collaboration and help from the Health Ministry, but refused to accept since according to her, ‘ the cost of the chair could have bought several spray cans, chemicals and possible change remaining. Added to that, the Town Clerk is scheduled to purchase an $8M vehicle; another project that the Council is against.

While Sooba would have explained to this publication that the Council approved the purchase, Chase-Green said it was not a priority of the Council since the Town Clerk already has two vehicles at her disposal.

She added that the Town Clerk continues to deny the Mayoral section of the Council of vital basic items such as ink, gas for the

Mayor’s vehicle, filing cabinets and sanitary items among others. This denial has also seen the Mayor taking the Town Clerk to court.

The Mayor and Councilors told the media that they have received word that the acting Town Clerk is also scheduled to purchase a microwave, silent flush toilet, 72-inch television set and a percolator for her office. Again the body has opposed what it says are unnecessary purchases.

Mayor Hamilton Green spoke of the Minister putting his signature in place of the Mayor in a project scheduled to be undertaken by the

Mayor and City Councilors (M&CC). The Mayor said that while the Council is unaware of the funds spent to purchase two open back trucks and whether it was from the Council’s stipend, the Minister signed where the Mayor was supposed to.

The trucks commenced work two weeks ago, but by Tuesday afternoon they were off the road because they are unfit for road use.

It was stated also, that so far Sooba has spent more than $1M in unapproved money. Councilors say they are still awaiting the investigation by the Auditor General over half a million dollars which Sooba used

hile family members of the three m i s s i n g fishermen are searching tirelessly for their bodies along the Mahaicony foreshore, the boat captain’s wife claimed that she was forced to file a police report after receiving a threat.

Kaloutie Hack, of Lusignan said that ever since her husband, Feroze Hack, reported the pirate attack various persons have been calling her telephone, threatening to kill her family.

The woman said that she does domestic work for a living and because of the threats she has no other choice but to stay at home with her four children who are scared for their lives.

She said that although family members of the missing men believe that her husband had something to do with the pirate attack, she is convinced that he is innocent.

“My husband can’t kill a chicken and for that same

reason we stop mind them.

My husband is sickly. He has high blood pressure, high blood sugar and cholesterol and I don’t even want to imagine what is going on with him over there (in Suriname),” Mrs. Hack said.

Around 22:00 hrs on July 8, last, four pirates allegedly stormed the fishing boat, and according to the lone survivor, began “firing chops at everybody” before kicking them overboard.

Hack, who is being interrogated by Suriname police officers, claimed that he survived the attack by swimming for hours until he saw a small boat which then took him to the police station.

Four days after the attack was reported, the boat was discovered in Mahaica, East Coast Demerara (ECD).

And, around 16:00 hrs on Thursday, one of the four bodies was found on the Mahaicony, East Coast Demerara foreshore.

Two years later...

Linden remembers July 18 shooting deaths

inden yesterday observed the commemoration of the deaths of the three men who were shot and killed two years ago. The community hosted a prayer service and wreath laying ceremony at the Bamia cemetery, where their bodies are interred.

The men were shot dead on the Mackenzie /Wismar Bridge on the first day of a protest against an imposition

of electricity tariff hike for the mining town. The planned five-day protest stretched into a month, after the men were killed.

Relatives of Allan Lewis, Shemroy Bouyea, and Ron Sommerset, along with Regional officials and members of the media journeyed to their burial site, early yesterday morning.

It was a somber trip.

Even after two years, family members could not hold

back their tears. Daphne Lewis, the mother of Allan Lewis, and Jacqueline bouyea, Shemroy Bouyea’s mother had to be consoled.

They would later lay wreaths on top their son’s tombs.

Orlando Lewis laid a wreath for his father Allan Lewis. The wreath laying ceremony was preceded by a Church service in the little Chapel close to the burial ground. It was conceded by all, that July 18 is a date that

should never be forgotten, and the shooting, a tragedy that should never be repeated.

Noel Moses, the first person to address the small gathering, admonished, “If we must die, let us not die, that our blood be shed in vain!”

Moses called the current system “oligarchy,” where our young men are shot, and where we have lost the right to protest.

“The captain story seems to be a little confusing. He said that they were ambushed in Suriname so how did the body and the boat turn up here,” a police source questioned.

He added that plans are currently being made to get the boat captain over here

since he is now considered a person of interest.

Those still missing are Vinesh Drunarine of Uitvlugt, West Coast Demerara; Raymond Gomes, and Chandrapaul Jallim of Recht-Door-Zee, West Bank Demerara. According to reports, Hack told Surinamese detectives that he and his crew were sailing when another vessel slammed into their boat and four men attacked them.

The boat captain had also claimed that after stripping their vessel, the pirates carried them over to their

(pirate) boat, drove off a little and kicked them overboard.

He alleged that before he was kicked overboard he managed to untie his hands, so by the time he was in the water, his hands were free.

In a Suriname police station, Hack reportedly told co-owner of the vessel, Deochand Bharat, that when he was in the water he saw three of the four fishermen, most of whom had already untied their hands.

He said that he swam to them but they were separated when the pirates drove their vessel “right up to them.”

Kaieteur News understands that the captain told police officers and Bharat that after he was separated from his crew members, he swam to a mudflat and fell asleep.

“He said that after he fall sleep some mosquito start bite he and wake he up and he start swim again until he see a boat and from there he contacted me,” Bharat said.

The vessel is registered in Suriname and is operated

by Deochand Bharat and a Surinamese partner.

Investigations are ongoing.

Allan Lewis’s brother who reflected on his life, said,”Every time I come back here, (the shooting) is fresh, I don’t like to come here, but we have to.”

Lewis said that it has been a very painful time for the family, but he expressed his gratitude for all the support that they were given.

Orlando Lewis, who was 19 years old when his father died, said that it was a most traumatizing event for him.

“Was real brutal,” he declared, and added that his father died by brutal hands.

The young man questioned the system that promoted the police officer who had killed his father.

Lewis said that his father was building his cousin’s house at the time of his death.

Jacqueline Bouyea was too distraught to speak much. She was overcome with emotions. There was no one to represent Ron Sommerset.

APNU Parliamentarian Renis Morian said that Lindeners need to tell their children and grandchildren about the tragedy of July 18.

“We need to utilize every

form of social media to lift our voices against what is happening.

‘We must know these young men, what they were doing, what they were contributing- not only to their families, but to the community.”

He exhorted residents to continue to lend support to the families of the dead men.

Morian said that a creeping genocide was afflicting Region Ten, ‘in every conceivable way’.

Regional Chairman Sharma Solomon in reflecting on the protest action against the proposed electricity tariffs, which were subsequently put on hold, said, “So this is what we got, the sacrifices that we have made to ensure that all receive.”

“As an inspiration to the people of this country to understand that oppression is worse than death, we as a people are prepared to stand up for our rights, and to give guidance and inspiration to the rest of this nation, to understand that no Government no politics, no politician can take your rights for granted.”

Chancellor commissions new Linden Magistrate’s Court

he spanking new L i n d e n M a g i s t r a t e ’s Court, on Burnham Drive, Linden w as officially declared open by Chancellor Justice Carl Singh, yesterday. The opening coincided with the shooting to death of three Lindeners who were protesting the proposed hike in electricity rates—July 18, 2012.

The commissioning ceremony attracted several Legal practitioners, including the Chancellor, Attorney General Anil Nandlall, and Region Ten Chairman, Sharma Solomon.

This building is located a stone’s throw away from the Wismar Police Station. It replaces the old Christianburg Magistrate’s Court which was destroyed by fire a few years ago.

Regional Chairman Solomon, addressed the issue of justice and its delivery. He reflected on July 18, 2012, which he said is a significant one for the region which lost three of its sons of the soil. They were gunned down, by the very people that were tasked to protect and serve them.

The Regional Chairman said that July 18 is “‘no strange date in the minds of the people of Linden and Region Ten.” He said that it was the day, two years ago when the greatest injustice was perpetuated against the people of the Region.

He added, “Injustice anywhere is injustice everywhere. Here it is that we are here today to celebrate the commissioning of this building that represents justice, and here it is that two years on, this community still seeks justice.”

“Often times I form the impression that politicians and citizens alike do not recognize the importance of the justice sector, and the need to maintain law and order, and the need to have the mechanism that offers protection, to the rights and freedom of each citizen.

He noted, “No nation can advance economically, can advance intellectually or no society can advance safely, if there is no system of laws in place to protect private property, to protect liberty to protect life, freedom of thought and all the other important thingsinalienablerights, and if there is not a system to which one can go to complain, then there is an alleged violation of those human rights”.

In the absence of such a system- in the absence of law and order— is the presence of anarchy, Nandlall stated.

Justice Carl Singh, before declaring the facility open, said that there will be changes, such as the installation of a resident magistrate. The new facility is equipped with suitable living accommodation for a magistrate.

He added that it is his intention to merge Linden, Kwakwani and Ituni and form the Upper Demerara River Magisterial District.

According to Chancellor Singh the merger and subsequent recognition of the new magisterial District will eliminate the need for persons to travel to Vreeden-Hoop to conduct certain Legal transactions.

egion Eight Chairman, Mark Crawford on Thursday, told the media that the Government has shown that it has no respect for the residents of Mahdia. He said this as he lamented the deplorable state of roads in that Region.

M o r e s p e c i f i c a l l y, Crawford said that residents of Mahdia, the ‘capital’ of Region Eight, are fed-up with the state of the roads in their community. Persons accessing the main services at Mahdia are forced to navigate through numerous

- laments deplorable roads potholes to reach their destination.

Crawford said that the access roads to the Post Office, Police Station, Guyana Geology and Mines Commission office and the Hospital are all in a deplorable state.

He noted that the Regional Democratic Council under the Alliance For Change leadership, had made submissions in the 2014 Budget for money to repair the inner Mahdia r o a d s . “ H o w e v e r, t h e Finance Ministry refused to include allocations for these roads in the National Budget for 2014. Instead, what the Minister of Local Government Norman Whittaker has done is to advise that miners should be asked to repair these roads,” said Crawford.

He said that this is a slap in the face, not only to the RDC but to all residents and other persons who visit or have to access services at Mahdia.

Crawford told the media that “The Minister and the Government he serves are continuously asking miners to increase gold production and declaration as they recognise that gold is now

GINA editor charged with assault An Editor attached to the Government Information Agency was on Thursday placed before the courts for assaulting a driver with whom he reportedly had a ‘fender-bender’ almost one month ago.

An assault causing actual bodily harm charge was formally leveled against Paul McAdam before Magistrate Geeta ChandanEdmond at the Georgetown Magistrates’ Court.

The 40-year-old who resides at Lot 60 ‘BB’ Eccles, East Bank Demerara was accused of assaulting Martin O’Brien so as to cause him actual bodily harm on June 26 at Norton Street, Georgetown.

McAdam, who was unrepresented by legal counsel, denied the charge and was released on his own recognizance until another hearing before the said court on July 25.

The man, O’Brien is also charged with assaulting McAdam. The case is being prosecuted by Lance Corporal Jomo Nichols.

Auditor General’s sole sourcing report delayed by “tardy” Tender Board responses

A

uditor General (AG), Deodat Sharma, has said that his report on value for money as it relates to drug contracts and other controversial public contracts has been delayed by a number of hiccups.

Some of these, he said, are “tardy” responses to questions posed to the National Procurement and Tender Administration Board by the Audit Office.

However, after being apprised of the AG’s comments, Head of the Tender Administration Board, Donald De Clou, said, “I am not aware of that.

But I will look into it. If there is competition between my time for my work and something that an external agency wants, then my work comes first.”

On Wednesday, the AG said that his report will most definitely be finished before the year ends. “It will be laid in Parliament either on or before the next sitting of the National Assembly.”

He said that as it relates to its investigations on the Amaila Falls Hydro Project and the Hope Canal Project, the findings of the Audit Office will be incorporated into his 2013 report on the Public Accounts of the country.

In September 2012, the AG had announced that he was finalizing a report on some of the most controversial Government contracts which his department was investigating. But two years later, the Parliament has not received this report.

Chairman of the Public Accounts Committee (PAC), Carl Greenidge, said that the Auditor General should not have taken two years to complete that process. The politician said that the matter should have been dealt with expeditiously and as such, at the last meeting of the

committee on Monday, he asked for an update on what has become of the report and why there was a delay.

Greenidge said that he had a brief discussion with the AG about the report, and he was informed that there were a few setbacks but that the report is expected to be completed soon.

Sharma had said that he was looking into the controversial projects of his own volition since he is responsible for auditing all public projects. These include the Amaila Falls road project and the Hope Canal project on East Coast Demerara.

As it relates specifically to the procurement of drugs, the political opposition has said on several occasions that Government had not adhered to the rules of sole sourcing. The single source method is in Section 28 of the Procurement Act 2003.

It says that for single sourcing to take place, it must be a case where the goods are available only from a particular supplier or contractor, or a particular supplier or contractor has exclusive rights with respect to the goods and no reasonable alternative or substitute exists.

As in the case of the procurement of drugs, the opposition had said that the pre qualification requirements were changed to such an “unreasonable” extent that it forces only one person or company to qualify to supply pharmaceuticals.

That company is the New Guyana Pharmaceutical Corporation (New GPC), owned by former President Bharrat Jagdeo’s best friend, Dr. Ranjisinghi ‘Bobby’ Ramroop.

Under the revised criteria for the pre-qualification of suppliers of drugs and medical supplies, the bidders must demonstrate a gross

turnover of $1B (US$5M) and net assets of $500M (US$2.5M).

One of the Ministry’s criteria is that maximum score will be awarded to applicants who have paid $50M in corporate taxes annually.

The company with 50 or more employees, and warehousing capacity of 30,000 square feet in the city, will also gain an edge.

(GPC) is the only supplier, locally, with its own bond of that size.

According to the revised prequalification criteria, maximum points will also be awarded in the evaluation process to the applicants who have been supplying Government for more than seven years without any negative reports.

Gov’t. plagued by epidemic of public protests - Granger A

s he contended that the People’s Progressive Party (PPP) Administration has been plagued by an epidemic of public protests since the December 2011 General Elections, Leader of the Opposition, David Granger has also concluded that this

may not stop if Government continues to ignore the plight of its electorate.

Granger made this statement during his weekly press conference which was held yesterday at his Hadfield Street Office.

Accompanying the Opposition Leader were his Shadow Minister of Public

Works, Joseph Harmon and Ronald Bulkan, Shadow Minister of Local Government.

In his opening statement, Granger said that the frequency, intensity and variety of the protests would suggest that there is a simmering but sustained dissatisfaction with the

performance of the Government on several issues.

He highlighted that as it relates to Amerindian land problems , protestors from four Regions which includes; The Barima Waini (Region One ), Pomeroon Supenaam (Region Two), Cuyuni Mazaruni (Region Seven ) came to protest in front of the Parliament in August 2013 to express their concern about land issues, including titling and conflicts with miners.

Granger also reminded of other protests which were on issues relating to the Agriculture sector. He said, “President Donald Ramotar and his two Ministers of Agriculture, Dr. Leslie Ramsammy and Ali Baksh had to dash to the Essequibo Coast on July 13.

This followed a scathing press conference by A Partnership for National Unity (APNU) on the plight of paddy farmers. Hundreds of paddy farmers had protested on the roadway for

the fifth time this year to call attention to their grievances.”

As he elaborated on several other instances where citizens protested on the basis of public infrastructure problems, education and public security troubles as well as challenges with public policy, he said that the protests are simply becoming the only means of attracting the attention of the Government to public problems. “Protests also suggest that the PPP/C Administration will continue to ignore complaints from local communities until public embarrassment forces it to act,” the Brigadier added.

Bulkan in support of Granger said that what is surprising is the response of the Government to the cascade of protests.

He said the party resorts to accusing the opposition of opposing the development of the country.

Harmon stated that it is the PPP which is bankrupt of ideas for developing this country.

However, when asked by media operatives whether

the Opposition can feel justified in making comparisons, as it relates to the protests under the rule of the PPP when a similar display occurred under the PNC, Granger said, “There is no comparison really.”

“The PNC entered office in 1994 and at that time there was no airport you can speak of, and there is one now, the multilateral schools were built by the PNC, the NIS that’s now being ruined…

The first ten years of the PNC administration were really the foundation of the modern Guyanese State…”

“I don’t want to make a comparison between those t w o h i s t o r i c a l periods…protests did arise due to the implications of an oil crisis in that time but today we have leaders who are only committed to self enrichment and people are expecting betterment in certain services and they are not getting it…The PNC cared and we are not seeing that level of concern for the people as displayed by us… I have never seen under the PNC this level of poverty and destitution that is under the PPP rule…,” Granger concluded.

Education officials clarify varying top NGSA entrance score

hile there may be some confusion among a vast faction of the population regarding the changing scores students secure at the final secondary school entrance assessment, officials attached to the Ministry of Education are adamant that there should be no associated concerns.

Speaking to the matter recently, Education Minister, Priya Manickchand, said that it has come to her attention that the issue is one that has been gaining much attention among social media.

“I see discussions on Facebook...‘oh boy when I passed common entrance I had 600 and something and I didn’t even get into QC (Queen’s College)...I got Saints (Stanislaus).”

When the results for the National Grade Six Assessment (NGSA) were unveiled earlier this year the highest possible score was 540. The country’s top student, Jorrel DeSantos, of

New Guyana School secured 533 marks.

This was a noticeable difference from the previous year which saw Salma Majeed of the ISA Islamic Academy being named the national top performer with 548 marks.

The highest possible score in 2013 was 560.

Looking even further back at 2012 the highest possible score was 563 with two students, Ramesh Sachin Ghir of Mae’s Under 12 and Michael Bhopaul of Graham’s Hall Primary securing 547 thus becoming the top national performers.

A c c o r d i n g t o Manickchand, while this year saw the top national performer gaining 533 which represents a lower number when past assessment results are considered; there are a

number of factors that must be taken into consideration.

“This year people got 530 something and they topped the country but it depends on how many children write the examination, the standardisation formula and a number of factors that have changed over time,” explained Minister Manickchand.

Supporting the Minister’s explanation was Chief Education Officer, Olato Sam, who said that when the secondary school entrance assessment was the Secondary School Entrance Examination (SSEE), the standardisation approach and the structure of the assessment and marks were factors that are different from NGSA. At the time he was seeking to clarify that an even higher possible score

was seen under the SSEE offering.

NGSA, according to Sam, “Has a different structure and the raw score that one gets in every single one of those four subjects are then standardised and we start from those highest performing students and go down in sequential order.”

Candidates of the NGSA are required to undertake assessments in the subject areas of Mathematics, English Language, Social Studies and Science which together help to make up students’ score. The total NGSA score is a combination of the NGSA and the Grades Two and Four Assessments.

According to Minister Manickchand five per cent of each candidate’s Grade Two score in Mathematics and English and 10 per cent of the Grade Four Score in the same subjects were added to 85 per cent of each candidate’s score in those subjects. The combined scores in Mathematics and English were added to the

scores gained in Science and Social Studies.

Moreover, the highest possible standardised scores obtainable this year were: Mathematics – 136, English – 132, Science – 135 and Social Studies – 137, thereby allowing for the highest possible attainable total score to be 540.

The 2014 NGSA was written on April 16 and 17, and saw a total of 15,227 candidates participating, according to the Education Minister. The previous year there were close to 17,000 candidates, while two years ago 17,138 participated.

Scoring of each candidate is facilitated through a computerised process undertaken by the National Data Management Authority (NDMA).

Speaking to the placement of students this

year for instance, the Minister said that Queen’s College which is deemed the top national school was able to accommodate a total of 120 new students. Moreover, the top 120 students were placed at Queen’s College.

Manickchand however noted that, “in some years that top 120, depending on how the students perform, will fall within a three mark range...if the top student got 546 marks then the last student who got into QC got 543.”She said, “This year the top student got 533 and the cut off at QC, the 120 top student in the country, got 513.”

House crushes BV man The fallen house Reis’ body being loaded into hearse

wenty-threeyear-old Dmitri Reis, perished when a derelict building came crashing down on him early this morning.

At the time, the man, said to be of unsound mind, was sleeping under the building located in Paul Lane, Beterverwagting.

The dead man’s brother, Rayon Calder, turned up when news reached the family.

He said that his brother had opted to be away from the family in his moments.

However, he would visit the home regularly.

He routinely slept under the house in Paul Lane although he had other options. The news hit his mother hard. Other relatives

were also grief-stricken.

Many of the buildings have been left by people who died intestate or by people who have migrated.

Their deterioration was hastened by the fact that they have been unoccupied.

The sound of the fallen house did jolt some people out of their slumber but nobody paid too much attention until sunrise. It was then that somebody saw Reis’ body under a large beam. It had been crushed.

One resident said that the man’s death is reflective of the focus on mentally ill people. In many cases relatives would allow the mentally to roam since they cannot imprison the relative or insist that the individual seek medical attention.

A 17-year-old labourer appeared before Chief Magistrate Priya SewnarineBeharry, at the Georgetown Magistrates’ Court, charged with simple larceny.

The labourer, Jason Brotherson, pleaded not guilty on Thursday last. On June 12, at Meadow Bank, he allegedly stole a Samsung Galaxy S4 worth $160,000 from a woman.

His lawyer, Paul Fung-AFat, told the court of an intimate relationship between the youngster and the woman who filed the complaint. He

explained that the woman’s husband is a gold miner in the interior, and she stays home when he is away on duty.

Fung-a-Fat noted that the man’s wife gave Brotherson the cell phone and frequently calls the young man to ‘come over’.

Police Prosecutor, Corporal Bharat Mangru, said that Brotherson went to the woman’s Meadow Bank home for some water. Mangru stated that she agreed and went for the water, but on her return, noticed Brotherson escaping with her phone.

The prosector noted that she shouted for the labourer to return the phone, but the defendant fled the scene.

Mangru said that a report was made and the defendant was arrested.

The prosecutor said that after the arrest, the defendant confessed to the theft. But the lawyer disagreed. He said that his client did not admit to any simple larceny.

The Chief Magistrate granted bail to the youth in the sum of $100, 000 and the matter was adjourned until August 4, next.

Then we can all truly live as one in Guyana, in and out of election time.

Extremists and dictators should come out of their selfabsorbed circumstance and learn from views that do not necessarily coincide with theirs, rather than use subterfuge to silence them.

No amount of self-deception can survive indefinitely.

Obama condemns Russia over downed plane in Ukraine, gunmen hamper inquiry (Reuters) - U.S. President Barack Obama demanded Russia stop supporting separatists in eastern Ukraine after the downing of a Malaysian airline by a surface-to-air missile he said was fired from rebel territory raised the prospect of more sanctions on Moscow.

It said some 150 targets, including 21 concealed rocket launchers and four tunnels, have been attacked.

U.S. President Barack Obama said yesterday he had spoken to Prime Minister Benjamin Netanyahu, underscoring Washington’s support for Israel to defend

itself but raising concerns about “the risks of further escalation” and additional loss of innocent lives.

“We are hopeful that Israel will continue to approach this process in a way that minimises civilian casualties,” Obama told reporters at the White House.

U.N. Secretary-General Ban Ki-moon planned to travel to the Middle East today in a bid to end the hostilities.

At an emergency session of the U.N. Security Council on Friday, U.N. political affairs chief Jeffrey Feltman condemned rocket fire into Israel but voiced alarm at “Israel’s heavy response”.

The Israeli land advance followed 10 days of barrages against Gaza from air and sea, hundreds of rockets fired by Hamas into Israel and failed attempts by Egypt, a broker of ceasefires in previous Israeli-Palestinian flare-ups, to secure a truce.

After nightfall yesterday, flares fired by Israeli forces cast an orange glow above the coastal enclave as explosions echoed in what appeared to be intensified Israeli attacks from the air and ground.

German Chancellor Angela Merkel said it was too early to decide on further sanctions before it was known exactly what had happened to the plane. Britain said the facts must be established by a UNled investigation before additional sanctions were

seriously considered.

Kiev and Moscow immediately blamed each other for the disaster, triggering a new phase in their propaganda war.

Ukraine has closed air space over the east of the country as Malaysia Airlines defended its use of a route that some other carriers had been avoiding.

More than half of the dead passengers, 189 people, were Dutch. Twenty-nine were Malaysian, 27 Australian, 12 Indonesian, nine British, four German, four Belgian, three Filipino, one America, one Canadian, one New Zealand.

Several were unidentified and some may have had dual citizenship. The 15 crew were Malaysian.

A number of those on board were travelling to an international AIDS conference in Melbourne, including Joep Lange, an influential Dutch expert.

Convert, pay tax, or die, Iran, six powers agree to 4-month extension of nuclear talks – envoys Islamic State warns Christians (Reuters) - Iran and six world powers yesterday agreed to a four-month extension of negotiations on a long-term nuclear deal that would gradually end sanctions on Tehran in exchange for curbs on its nuclear programme, diplomats close to the talks said.

Iran, the United States, Britain, France, Germany, Russia and China had set a July 20 deadline to complete a long-term agreement that would resolve the decade-old dispute over Tehran’s nuclear ambitions. But diplomats said they were unable to overcome significant differences on major sticking points. “We have reached an agreement to extend the talks,” a senior Iranian diplomat told Reuters on condition of anonymity.

Several Western diplomats echoed his remarks.

The extension agreed yesterday begins on July 21 and negotiations on a longterm deal are likely to resume in September, diplomats said.

They added that the talks were

It has been clear for days that Iran and the six powers would miss tomorrow deadline to reach an accord due to disagreements on a number of key issues in the discussions.

The talks are taking place because of a preliminary agreement reached in Geneva in November 2013 that gave Iran limited sanctions relief in

U.N. accuses Islamic State of executions, rape, forced child recruitment in Iraq (Reuters) - The United Nations accused Islamic State fighters in Iraq of executions, rape and forced recruitment of children during a campaign to seize much of northern Iraq, part of a conflict it said has killed almost 5,600 civilians this year.

In a report, the U.N. focused on a range of violations committed against civilians, particularly by the Islamic State, though it also said Iraqi forces and allied fighters had not taken precautions t o p r o t e c t civilians from violence. “(This)...may also amount to war crimes,” it said in its report into months of unrest which culminated in advances by Sunni militants led by the al Qaeda offshoot Islamic State, formerly known as ISIL, across the north of the country.

“ISIL and associated armed groups have also continued to... perpetrate targeted assassinations (of) community, political, and religious leaders, government employees, education professionals, health workers... sexual assault, rape and other forms of sexual violence against women and girls, forced recruitment of children, kidnappings,

executions, robberies.”

The report, the U.N.’s most comprehensive review of the impact of months of unrest, also accused the Islamic State of wanton destruction and plundering of places of worship and of cultural or historical significance.

“Every day we receive accounts of a terrible litany of human rights violations being committed in Iraq against ordinary Iraqi children, women and men, who have been deprived of their security, their livelihoods, their homes, education, healthcare and other basic services,” U.N. High Commissioner for Human Rights Navi Pillay said.

Iraq’s Interior Ministry, citing testimony from a survivor, said this week that an investigation had revealed the Islamic State took 510 Shi’ite prisoners from a Mosul prison to nearby farmland and executed all but 17 who managed to flee.

The report also detailed violations committed by government forces and affiliated groups, citing “summary executions/ extrajudicial killings of prisoners and detainees”, which it said may constitute a war crime.

Of the 2,400 people killed in June, 1,531 were civilians, the U.N. said earlier this

month.

The report called on the government to investigate serious violations and to hold the perpetrators to account.

But the capacity of the Shi’ i t e - l e d caretaker government to do so in the face of a Sunni uprising that threatens to fracture the country on sectarian and ethnic lines may be limited.

Iraqi politicians have yet to complete the formation of a new government more than three months after parliamentary elections.

Prime Minister Nuri alMaliki faces pressure from Sunnis, Kurds and some Shi’ites to step aside after two terms in office in which his critics say he marginalized opponents.

In an interview published y e s t e r d a y, Maliki, whose Shi’ite State of Law bloc won the most seats in parliament, reiterated his determination to form the next government.

“In free and democratic elections, we won the most votes and the constitution says that the leader of the strongest faction forms the government, so I want to run again for the post of prime minister in parliament,” Maliki said in an interview with German mass-selling daily Bild.

Promising vaccine against dengue developed LONDON, England – With most of the Caribbean and about half the world’s population at risk of contracting dengue fever, reports that scientists have developed the world’s first vaccine against the mosquito-borne virus seen to work in large-scale trials comes as good news.

Research published in Britain’s Lancet medical journal indicates that over 50 percent of children who are given the vaccine are protected against the disease.

Results are reportedly even more impressive on severe forms of the disease, in which the vaccine reduces the number of people

requiring hospitalisation and prevents 80 percent of cases of potentially deadly dengue haemorrhagic fever.

Yet while experts describe the study as promising, they insist that vaccines with greater effectiveness are crucial.

Meanwhile, in this largest late-stage trial of a vaccine to date, researchers from five centres across Asia treated 6,000 children aged between two and 14 years.

At the end of two years, some 56 percent of the children were seen to have protection against the virus.

The vaccine reportedly worked best for children with certain subtypes of the virus and those with previous exposure.

There are currently no treatments to prevent dengue fever, an illness characterised by intense joint pain, high fever and severe headaches that affects more than one million people a year.

Chinese leader woos Barbados solid waste tax Latin America with deals payment deadline extended Brasilia (Brazil) (AFP) China’s president pressed a charm offensive with Latin America, signing deals with Brazil, meeting regional leaders and proposing a $20 billion infrastructure fund that highlights Beijing’s growing interests in the region.

President Xi Jinping was greeted with a military honor guard in Brasilia by President Dilma Rousseff before overseeing the signing of a raft of agreements during a state visit.

Xi then met behind-closed doors with a dozen Latin American and Caribbean leaders, including Cuba’s communist President Raul Castro.

After the summit, Rousseff said China proposed the creation of a $20 billion fund to finance infrastructure projects in Latin America and the Caribbean.

He also offered a credit line of up to $10 billion to nations of the Community of Latin American and Caribbean States (CELAC).

In addition, a ChineseLatin American cooperation fund of $5 billion would be set up for investments.

Earlier, Rousseff and Xi oversaw the signing of several agreements between the two emerging powers.

Chinese companies agreed to buy 60 Brazilian Embraer E190 passenger airplanes worth a total of $3.2 billion.

The NWC has also discouraged the use of water use for non-essential purposes such as washing cars, watering lawns and filling swimming pools.

BRIDGETOWN, Barbados - CMC Government has waived all payments of the Barbados Municipal Solid Waste Tax for pension e r s with property valued under BDS$190,000 (One BDS dollar = 50 US cents) and pushed back the payment deadline for others.

In a move that was announced yesterday morning just minutes before a full meeting of the Social Partnership at the Lloyd Erskine Sandiford Centre, Minister of Finance Chris Sinckler said Government had listened to the concerns of Barbadians.

In another move to ease some of those hit hard by the new tax, he announced that farmers will receive a 50 per cent waiver, while all taxpayers will now be given until year end to make the payments without incurring penalties and interests.

This new tax was announced last year with a sweeping .03 per cent charge on the site value of real estate

properties across the island, but there have been widespread complaints about the financial burden it places on residents.

The Barbados Today online newspaper reported that Cabinet agreed to the exclusion of those pensioners at its Tuesday meeting, and in addition decided to cut this tax by half where it applies to agricultural land.

First half of the tax was due in June, but that date was reset to July 28, now Cabinet further decided to push that deadline back to December 31.

“This means that taxpayers can now pay at a more leisurely and affordable rate,” the epaper quoted a senior government official saying.

The Municipal Solid Waste Tax is regarded as levy designed to raise money for a cash-strapped government, and not one applied to garbage collection as there are already other waste disposal taxes.

Since the tax department began sending out payment notices in June, there have been complaints from all sectors of society.

“It is just another tax grab to close a deficit that we have been warning them for six years has become unsustainable and uncontrollable… this tax is hurting people who should not be hurt,” said Mia Mottley, leader of the opposition Barbados Labour Party (BLP) at a public rally this week.

“And this tax comes on the heels of 27 other taxes or fees that have been increased or imposed by this government since January 2008,” she added.

The BLP has called for a repeal of the tax, and since Monday has been holding meetings and mobilising the public against the levy.

The party says it will make an announcement on whether street protests will be held during a mass rally scheduled to be held tomorrow.

Ninth annual GBTI cycle Hamilton on top in German... road race set for Berbice

The Flying Ace Cycling Club through its inspirational coach and Organizing Secretary, Randolph Roberts continues to keep the sport on the move in Berbice and Guyana as it organises yet another cycle event in the ancient county. Touted as one of the better cycling clubs in Guyana, due to its organizing ability, the club will on Sunday 27th July be organising the 9th Annual Guyana Bank for Trade and Industry (GBTI) 40-mile road race along the Corentyne Coast.

The event will see

cyclists riding off from in front of the Bank at around 10:00hrs and journey to Nand Persaud and Company Limited on the Corentyne Coast before returning to its place of origin. The race, which is for Berbicians only, is expected to see cyclists from two clubs participating with the riders from the FACC and the Trojan Cycle club continuing their battle for dominance in the Ancient County.

Defending champions is Elijah Brijader of FACC and he is expected to face stiff challenges from the rest of the

field. Top female cyclist Marica Dick is expected to have things her way on the distaff side.

Prizes which will include trophies cash and other incentives will be awarded to the first six finishers in the open category. There will also be incentives for the top juniors, top female top veteran riders. Prime point prizes will also be awarded.

The race will be started by officials of the bank who will also be on hand to present the winning prizes. Randolph Roberts is the coordinator.

Kennard responds to Oditt’s accusations F and H, TNT chalk wins DEAR EDITOR, I read with utter disgust the attack on me by Mr. Vic Oditt in a recent letter to the press (Kaieteur and Chronicle).

In my previous letter to the press I had merely expressed the view that the action taken by Mr. Vic Oditt against the Secretary of the Guyana Horse Racing Authority was improper.

Instead of dealing with that issue only, he launched an attack on me which is full of inaccuracies.

First of all I was not soundly defeated at the Annual General Meeting. I lost by a mere two votes. This came about because two Clubs, namely the Port Mourant Turf Club and Ryan Crawford Memorial voted when they were not entitled to vote as they had not paid their affiliation fees for 2013.

Had they not voted Mr. Oditt would have got a mere three votes. These two clubs supported Mr. Oditt.

Therefore, who was guilty of voter padding. Certainly not me.

At no time did I ever say I would only accept the position of President and nothing less. I resigned as Vice President, after receiving all seventeen votes cast because, I felt that I could not

work with persons whose behavior at the Annual General Meeting amounted to hooliganism. These were supporters of Mr. Oditt.

So far as the suggestion that I had forged my age, Mr. Oditt better get his facts straight as he is likely to face legal proceedings by me. I have already consulted three eminent Senior Counsel to deal with this issue.

What happened was that a prominent lawyer then in PPP told former President Jagdeo that I had mis-stated my age. President Jagdeo asked him where the proof is as he has seen no document signed by me to support the allegation. That lawyer could not do so and the matter was closed. That lawyer was later kicked out of the PPP. Subsequently President Jagdeo granted me an extension of tenure as Chancellor. I served until after the elections of 2001, after which I was appointed as Chairman of the Police Complaints Authority, which I presently hold.

Mr. Steve Ninvalle was indeed present at the Annual General Meeting and can testify as to the outrageous behavior of two supporters of Mr. Oditt. It was at my request that the Minister of Sports Dr. Anthony had sent him to

observe the elections.

Subsequently I met Mr. Ninvalle and he told me that the clubs Port Mourant Turf Club and Ryan Crawford Memorial should not have been allowed to vote as they had not paid their affiliation fees. So far the one eye legal opinion given to Mr. Oditt being of a better quality than mine on the issue of Secretary’s removal, I leave it to the public to decide.

I have no intention of influencing any senior officer to give approval for the running of race meetings. I know far better than Mr. Oditt to do this.

I was not at the meeting at which a no confidence motion was moved against Mr. Oditt as President.

Therefore I should not be accused of any complicity against him.

Mr. Oditt is the one who should ride off into the sunset as he has not achieved anything of substance in life.

What did he do for horseracing during his first term as President of the Guyana Horse Racing Authority and what has he done for the past five months?

What Mr. Oditt has done is to create confusion as the clubs are now divided.

I can boast that I have the best race track in Guyana with

up to date facilities. The public can verify this. My family and I have given lands for horseracing, cricket, religious and other purposes.

Our record is well known throughout the length and breadth of Guyana.

I have served this beautiful land of Guyana for nearly 50 years and I have been awarded two national awards namely, Cacique Crown of Honour and the Order of Roraima.

F and H marked 84 games to beat Providence and Phantom with 77 each. Providence edged Phantom for second spot by virtue of making more sixes.

TNT recorded 79 games to win their match against Assassin on 76 and Specialist with 66. Ryan Boodhoo made the maximum 18 games for the winners while Shawn Morgan supported with 16. Hamilton on top in German Grand Prix practice HOCKENHEIM Germany (Reuters) - Lewis Hamilton denied Mercedes team mate Nico Rosberg the satisfaction of lapping fastest at his home German Grand Prix on Friday.

With track temperatures soaring, Hamilton set a sizzling pace with a quickest lap of one minute 18.341 seconds in the afternoon session.

Formula One world championship leader Rosberg, who had been fastest before lunch with a best of 1:19.131, was second on the timesheets a mere 0.024 off Hamilton’s pace.

Lahm stuns Germany by quitting national side BERLIN (Reuters) Germany captain Philipp Lahm stunned his homeland on Friday by quitting international soccer at the age of 30, five days after leading his side to World Cup victory in Brazil.

“During last season I made a decision to end my international career after the World Cup,” Lahm wrote in an open letter on the German soccer federation website (www.dfb.de).

“I shared my decision with Germany coach Joachim Loew at breakfast on Monday. I am happy and thankful that the end of my national team career coincided with winning the World Cup in Brazil.

“I have been on holiday for the past three days and here have had the quiet and time to mentally come to terms with the end of my national team career. A heartfelt thank you for a wonderful time.”

Lahm’s decision came as a shock to German soccer federation (DFB) p r e s i d e n t Wo l f g a n g Niersbach.

“Philipp called me this morning and personally told me the news,” Niersbach said. “Very quickly into the conversation I realized that it was futile to try to change his mind.

“He was not only an outstanding player in his 10 years with the national team but always a perfect role model. I thanked him

Philipp Lahm for all that he has done for the DFB.” Lahm’s success and gravitas was such that even German Chancellor Angela Merkel commented on his decision.

“I’d like to express my respect for what he achieved with the national team,” she said.

Lahm, who picked up the last of his 113 caps in the 1-0 World Cup final victory over Argentina on Sunday, will continue playing for club side Bayern Munich.

“There is hardly a better farewell than to be a world champion at the peak of your career,” Bayern chairman Karl-Heinz Rummenigge said of Lahm’s retirement on the c l u b w e b s i t e (www.fcbayern.de).

“But for the national team, it will not be easy to replace Lahm as a player, captain and a man.”

By Zaheer Mohamed Berbice will take on Demerara in the final round of the Guyana Cricket Board (GCB) senior female inter county 50-over tournament today at the Everest Cricket Club. A win for either team will see them taking the title after they both recorded handsome victories against Essequibo. Berbice are being led by West Indies all rounder Shemaine Campbell while another West Indies player June Ogle is at the helm for Demerara.

The Everest pitch is once again expected to be slow and low with some assistance for the spinners. Berbice area strong in that department boasting the likes of Plaffiana Millington, Natasha Gangoo and Steffi Rodney who along with West Indies players, fast bowlers Tremayne Smartt and Subrina Monroe are capable enough to restrict their

opponents, a fact Demerara must be wary of.

Their batting looks solid with Campbell, Melanie Henry, Katana Mentore and Sherica Campbell expecting to lead in that area.

Demerara on the other hand are a good all rounder team and will have home advantage. Ogle, Kavita Yadram, Nalini Sumintra and Latoya Smith are likely to lead their batting with support from all-rounders Haseena Mohamed and Heema Singh.

Gary Ballance hits century but tourists hold edge BBC Sport - England batsman Gary Ballance struck his second successive Lord’s century, but two late wickets gave India the edge in the second Test.

Ballance scored 110 in a partnership of 98 with Moeen Ali (32) to revive E n g l a n d f r o m 11 3 - 4 following a top-order slump in which struggling captain Alastair Cook managed only 10.

But when Moeen and Ballance fell in the final half hour of a baking-hot London day, the momentum swung back in India’s favour, with England closing on 219-6 in reply to the tourists’ 295.

Bhuvneshwar Kumar was comfortably the pick of India’s bowlers, getting the ball to swing from a full length and claiming 4-46.

He was ably supported

by India’s other seamers, who nagged away at a probing line, and spinners Ravindra Jadeja and Murali Vijay, who both chipped in with a wicket.

Ballance, who was this

week pictured shirtless in a Nottingham nightclub, nicked between wicketkeeper and first slip on 32, but played a mature and calculated innings to drag England out of danger.

It was not until he had reached 80 that he really opened his shoulders, driving and cutting Stuart Binny for successive boundaries and bringing up his hundred off 186 balls with a crisp on-drive.

He scored 104 not out against Sri Lanka at Lord’s last month, having made 130 f o r Yo r k s h i r e a g a i n s t Middlesex in the County Championship earlier this season in his first first-class game at the ground.

Moeen lashed his first ball from spinner Jadeja over mid-on for four but was a model of calm for the majority of his 106-ball innings until he lost concentration against Vijay’s part-time spin and was lbw missing a flick to leg.

Rain arrived half an hour before lunch and second ball after the ten-minute break, Sangakkara went for a pull off an unremarkable short ball from Morkel, and underedged on to the stumps for 24.

The programme also caters for the developing of their interpersonal skills and relationship.

The practical sessions will entail showing the youngsters the various ways in receiving, passing, shooting, taking, dribbling, Goalkeeping and throwing the football among other points. The youths are also expected to be schooled in Discipline, etiquette, good table manners and general

education which will also include sessions on HIV and AIDS. Physical fitness is also expected to be an integral part of the sessions.

North Korea threatens to pull out of Asian Games in the South SEOUL (Reuters) - North Korea threatened on Friday to pull out of the Asian Games due to take place in rival South Korea later this year, accusing the South of plotting to block its athletes from taking part.

A rare meeting between the two sides on Thursday ended with no agreement on the size of the North’s contingent, which is expected to include about as many cheerleaders as athletes.

Local media said the North had proposed sending 350 athletes and the same number of cheerleaders to the games, scheduled for Sept. 19 to Oct. 4 in the port of Incheon. The numbers were larger than those earlier provided by Pyongyang.

The North’s official KCNA news agency said negotiators from the South, acting at the behest of President Park Geun-hye’s office, had made “absurd assertions” at the talks in the truce village of Pammunjon on the heavily militarized border. KCNA said progress

registered earlier in the day had been overturned by calls by the South’s envoys to “follow international practice” and suggestions that “the scope of the delegation is too big”. “The DPRK side branded such attitude of the South side as a deliberate act to bring the working talks to a rupture and prevent the DPRK from taking part in the games,” it said. DPRK is short for the Democratic People’s Republic of Korea.

“It clarified that if the South side insists on such a defiant attitude, it will fundamentally re-examine its participation in the games.”

The meeting was also meant to discuss transportation and accommodation for the North’s contingent. The cheerleaders have proved a huge attraction in rare appearances in the South since the end of the 19501953 war, with tightly choreographed gymnastic routines and messages of peace and unification. In 2005, Pyongyang sent 101

cheerleaders, including Ri Sol Ju, who has since married North Korean leader Kim Jong Un, to the Asian Athletics Championships in Incheon.

Athletes from the North and South have paraded together at several sporting events under a “unification flag” used specifically for that purpose. Joint marches took place at three editions of the Summer and Winter Olympic Games. North Korea is subject to U.N. sanctions for its missile and nuclear programs and has threatened to conduct a fourth nuclear test. Its leaders demand the South halt routine joint military drills with the United States. South Korea has urged the North to take steps to end its nuclear program.

North Korea routinely threatens to destroy its neighbor, though it has recently proposed steps to ease tension. It has, however, test fired several short-range missiles and rockets over the past three weeks and threatened to pursue the tests.

A full house is expected to grace Providence as the Warriors will look to register their third victory in a row. While the Warriors bowlers have done a commendable job thus far, their batting has much more to do to compliment them. Sunil Narine will depend on Simmons and Martin Guptill who must resurrect the form he had in the first edition of the tournament to give them a bright start.

Neesham is in fine form, but Mohammad Hafeez must be careful with his shot selection; the key to Guptill and Hafeez will be to acclimatise as quickly as possible. Zouks are a dangerous opponent and should not be taken lightly.

Nibali wins stage 13 to extend overall lead BBC Sport - Italian Vincenzo Nibali extended his overall lead in the Tour de France by winning stage 13 from Saint Etienne to Chamrousse.

The Astana rider proved strongest during the long final climb to come out on top ahead of Rafal Majka, who took second, and Leopold Konig in third.

On day three of the team event at the Junior Caribbean Squash Championships being held in Hamilton Bermuda, Te a m G u y a n a w e r e seeking to rebound from the disappointment of losing to Trinidad & Tobago in their final girls group match Thursday. The Boys Team had beaten both Trinidad & Tobago and Bermuda to top their group and therefore were matched against Barbados in the semi-finals, while the Girls team went down to a surprising loss to Trinidad & Tobago to finish second in their group and thus booked a semi-final match against the top ranked team in the next group Jamaica.

They both had to fight but emerged victorious and booked places in the respective finals where the girls will tackle Trinidad & Tobago, while the Boys will come up against Jamaica.

First on the court were the girls in their match up against Jamaica yesterday.

In the girls Under 19 No 2 string match Victoria Arjoon proved to be too strong for Ashley Lynch winning 11 – 4, 11 – 6, 11 – 3.

Next on was Taylor Fernandes who replaced a slightly injured Larissa Wiltshire. She was matched up against the Under 17 champion Alyssa Mullings. Taylor played excellent squash but still went down in straight games 9 – 11, 2 – 11, 8 – 11.

The Under 19 No 1 players then took to the court. Akeila Wiltshire was up against her Jamaican counterpart Mary Mahfood. The two players had clashed in the semi- finals of the individual event with Akeila prevailing by three games to one, but Mary was out to prove that she was the better player. Akeila won the first game at seven and then the next game at five and it seemed as if it would only be a matter of time before she secured the victory but this was not to be. Mary won the third game 11 – 7 and then the fourth game 11 – 8 to set up a deciding fifth game. Akeila however held her nerve and won the fifth game 11 – 3.

Next up was Makeda Harding against Under 13 finalist Mia Mahfood.

11 – 2 and then came from behind to win the second game 11 – 9. The Guyana t e a m s e n s ing an upset victory, however Mia would not go down lightly. She won the third game 11 – 7 and this seemed to give her confidence as she won the fourth game 11 – 5 and then easily took the fifth game 11 – 2.

The match was now tied at two all and Rebecca Low took to the court to play the deciding match against Sarah Conway.

These two players had also met in the quarter-finals of the individual tournament with Rebecca winning the match by three games to two.

Rebecca won the first game 11 – 5 and then took the second game 11 – 4. At 7 – 2 up in the third it seemed as if it would only be a matter of time before Rebecca secured the victory but Sarah then got to five before Rebecca secured another point to lead 8 – 5.

Rebecca would not win another point and lost the third game 8 - 11. Rebecca again secured a big lead in the fourth game and finally got to match ball at 10 – 8 but Sarah was not giving up and then had her own game ball at 11 – 10 but Rebecca finally prevailed 13 – 11 to secure the game and the match by three games to one to give Guyana victory.

This meant that the Guyana Girls Team had reached to final and will be matched back up against Trinidad & Tobago who had defeated Barbados three games to two in their semi-final match.

The Boys Team then took to the court in their semi-final clash against Barbados.

First on court were the Under 19 No 2 strings and Nyron Joseph easily took care of Dean Straker winning 11 – 4, 12 – 10, 11 – 6.

Benjamin Mekdeci was matched against Benjamin Griffith. Mekdeci won the first game fairly comfortably 11 – 6 but then dropped a close second game 8 - 11. Mekdeci won the third game 11 – 7 but the heat of the court was taking its toll and when he lost another close fourth game 8 11 it seemed as if Mekdeci was in a lot of trouble. He seemed to re-focus in the fifth game but the game would move back and forth with one

player taking the lead then the other coming back. Benjamin Griffith was the first to reach match ball at 10 – 9 but Ben Mekdeci was giving his all.

He saved this match ball and Griffith would have several other match balls but all were saved by Mekdeci. Ben Mekdeci finally got a match ball of his own 14 – 13 but could not convert it. Mekdeci then also had several match balls but finally was then able to win the game 17 – 15 and the match three games to two.

It was then left up the Jean Claude Jeffrey to secure victory for Guyana.

Jeffrey who was unable to play in the individual Under 19 event because of school commitments in Canada had only arrived in Bermuda Thursday midday and had gone straight on to the court to win his match against Nku Patrick of Trinidad & Tobago in the final group game.

Yesterday he was matched up against Stewart St John. He easily won the first game 11- 3 and then won the second game 11 – 7 but the heat of the court was taking its toll but Jean Claude still managed to take the third game 12 – 10. This meant that the Guyana Boys Team had secured their place in the finals as they had secured the first three matches in the tie.

Shomari Wiltshire then took to the court against two time Under 13 Champion Khamal Cumberbatch. He had lost in the semi-finals of the individuals to Khamal three games to love but yesterday Shomari won the first game 11 – 6. Khamal took the second game by a similar 11 – 6 score. The third game would prove to be the crucial game. Shomari served for the game at 11 – 10 but Khamal held his nerve and won the next three points to take the game 13 – 11. The fourth game was also close throughout but Khamal finally won it 11 – 8 to win the match three games to one.

Alex Cheeks then was next up against under 15 Champion Shemane Griffith and was no match losing in straight games 5 – 11, 2 – 11, 3 – 11.

The Girls final will take place at 9.00 am today when Guyana will come up against Trinidad & Tobago and at 12.00 midday the Boys team will come up against Jamaica in the final.

The trade they use to keep the youngsters occupied is football and to encourage their good work, DeSinco Trading of Craig and Sheriff Streets, Campbellville has donated three footballs to encourage them.

Human Resource Manager Gemma Williams handed over the balls to Coordinator of the Station Street Line Top Crew, Gary Frank, a former player of the Pele Football Club.

Frank disclosed that they are not a registered club but that does not stop them from having the youngsters of the community involved in the world’s greatest sport to keep them gainfully occupied and at the same time, have them involved in healthy activity.

When the Guyana Motor Racing & Sports Club (GMR&SC) stages its second International Drag Race Meeting of the year tomorrow it is anticipated that the rivalry and excitement will definitely surpass that of the previous one.

This is according to VicePresident of the Club Raj Boodhoo, who made the pronouncement at a briefing yesterday, at the entity’s Head Office on Albert Street.

Boodhoo,, who along with Club Secretary Carey Griffith, Treasurer Richie Singh and Banks DIH Communications Manager Troy Peters were present at the Briefing, disclosed to the media that Suriname will be sending nine competitors to participate in the event and the rivalry is expected to be intense, guaranteeing a day of enthralling battles among the competitors in all the categories for the fans.

He reckoned that the Group that will have the fiercest action will be the

ones with the Super Cars meaning the machines that are considered among the fastest in the country.

Peters in his remarks reminded all present of his Company’s unmitigated support for motor racing over the years, adding that it will continue to be part of the sport in the future.

He welcomed the presence of the Surinamese and was eagerly looking forward to a day of keen rivalry among the two countries.

Peters then urged fans to come out and support the event which he said from all reports is shaping up to be an exciting day of racing.

Griffith, who is one of the co-ordinators of the event implored on competitors to come to the South Dakota Circuit fully geared to compete in a clean and safe way that will allow for a safe and injury free day.

“I am asking competitors to come with their helmets, outfits that are designed for racing so that we could have

a day of safe racing,” Griffith urged.

Singh in his presentation sought to assure the public and competitors of the improvement that is being done to the access road that leads to the Circuit, adding that they could now feel safe to drive their luxury vehicles to the venue without fear of damaging them.

He, like Griffith stressed the importance of competitors getting to the Meet on time for a prompt start at 09:00hrs.

“We are aware that the CPL cricket is being played on the same day so we are appealing to the competitors to come out early so that we could have a prompt start and finish in time for the fans to get to the Stadium on time as well,” Singh said.

Races commence at 09:00 hrs and admission for adults is $1000, while children are $500 and vehicles free.

The day’s activities also come with the compliments of Banks DIH Ltd.
