Guyana's public debt climbs by US$84.5M in first quarter –CentralBankreport

Guyana's total stock of public and publicly guaranteed debt increased by 2.3 percent or US$ 84.5 million in the first quarter of 2023, a recent Central Bank reportsaid.

The document noted that this sum would take the nation's total debt stock to US$3.7B from the end of December 2022 position

According to Bank of Guyana, the stock of total domestic debt grew by 3.7 percent to US$2.2B. It said this is an increase over the US$2.1B recorded at the end of December 2022. It was also disclosed that the stock of external public debt increased by 0.5 percent to US$1.6B.

With respect to domestic debt, Central Bank said this increased mainly on account of growth in the stock of treasury bills at the end of the

review period. This news agency understands that the stock of treasury bills increased by 7 1 percent mainly as a result of higher issuances of treasury bills for budgetarysupport.

As for the increase in the stock of external debt, Central Bank said this resulted mainly from 1 0 percent or US$9.1M growth in multilateral debt stock from the end of December 2022position.

The financial regulator said this was largely due to increased disbursement from t h e I n t e r n a t i o n a l Development Association (IDA) by 10.6 percent to US$129.9M from the end of theDecember2022position.

Central Bank further noted that there was a 0.1 percent or US$0.5 million reduction in the stock of bilateral debt owed to NonParisClubcreditorsfromend

December 2022, which resulted from higher debt servicepayments.

Speaking to domestic debt service payments, Bank ofGuyanasaidthisincreased by49.8percentorG$283.5M to G$852.9M from G$569.3 million in March 2022

Kaieteur News understands that principal payments increased by 12.3 percent or G$30 million, likewise, interest payments increased significantly by 78.0 percent orG$253.5million.

In terms of external debt service payments, Central Bank said this increased by 27 9 percent to US$34 4 million primarily on account of higher principal repayments to bilateral creditors and higher interest payments to multilateral creditors. Expounding further, Central Bank said debt repayments to the InterAmerican Development

Bank which accounts for 74 9 percent of debt repayments to multilateral creditors and 39.8 percent of total external debt service, increased by 55.5 percent to US$13.7millionasaresultof higher interest repayments duringthereviewperiod.

Man killed by falling tree branch at North West backdam

Police in Region One are now investigating the death of an unidentified Amerindian man who was killed after a tree limb fell and struck him to the chest at 42 Miles Backdam, North West District (NWD).

According to reports, the fatal incident occurred sometime around 08:30hrsonMonday

It was reported that the now dead man was employed with a dredging operationownedbyDianeDavid,a34-

year-old businesswoman of Falls Top, NWD, and who was establishing a mining operation at the 42 Miles Backdam.

Dwayne Fredericks, another employee, told police that Monday morning, he along with his co-worker (now-deceased), were clearing an area to set up a camp when a limb broke off from a tree, fell and hit the man to his chestcausinghimtoreceiveinjuries.

Fredericks said he immediately sought assistance from the

businesswoman, who placed the injured man in a car and rushed him to the Port Kaituma District Hospital. Kaieteur News understands, upon arrival there, medical personnel pronouncedhimdead.

The report said in Latin America and the Caribbean, developing countries are devoting more money to interest payments rather than to investment. The report noted that across the world, rising debt burdens are keeping countries from investing in sustainable development.“Anincreasing number of countries find themselves trapped in a situation where both their developmentandtheirability t o m a n a g e d e b t i s compromised. Currently, at least 19 developing countries arespendingmoreoninterest than on education and 45 are spending more on interest thanonhealth.

In total, 48 countries are home to 3.3 billion people, whose lives are directly affected by underinvestment in education or health due to large interest payment burdens,”thereportadded.

It is better late than never, and Guyana now has not one, buttwoServiceCommissionsreadytorollintoaction.There isthePublicServiceCommission(PSC),whichwasquickly followedbytheJudicialServiceCommission(JSC).Though manyGuyanesemayhavehopedforlesspolitically-oriented people onboard at the two newest sworn-in bodies, a quick glanceindicatesthatthehopewentabegging.

Therearesomefair-mindedGuyaneseonthePSC,which eventheOppositionrecognised.Ontheotherhand,thereare thosewhoshouldnotbeconsideredforcommissionssuchas these.OneluminousGuyanesePSCcommissionerhaslong, deep, and the sturdiest of roots in the politics of Guyana. Theyarenotwhatseepsintolocalpolitics,butwhatsaturates it. Though all are entitled to their political choices and leanings, sometimes their political history is so obvious, so overpowering, that having he or she on a national commissionsaddledwithverysensitiveanddelicateworkis not representative of the best judgment, the wisest course of action that could yield the fairest results. In such a situation, every decision becomes prone to endless questioning, constant second guessing. Everything takes on a political complexion, and adds to the intensifying polarization sweepingacrossGuyana.

AsecondnominationtothePSC,nowconfirmedbyoath of office, is alleged to have compiled a record of heavy partisanship, and one with too close of a relationship to senior political figures. With such a history, there would always be suspended over that commissioner’s head that positionstakencameaboutthroughpoliticalinfluence,oran awarenessofwhatwouldpleasepoliticalchampions. When there is the perception of too close political relationships, then it is almost a foregone conclusion about how matters will be voted on, with the merits taking second place. Political debts have to be repaid, political expectations must be fulfilled, and political work is what is usually done. That is, even in places, like commissions, where politics, at the conceptuallevel,shouldhavenoplace.

When the new JSC, finally in place after a number of years, is looked at using the same standards as seemingly employedforpresenceinthePSC,thereisastrongtiltinthe directionofpolitics,throughsomeofthenotablesnowinthat body

It stands to reason that their thinking, inclinations, and actions will be primarily towards what favours political interests, political expediencies, and political conveniences. TakingboththePSCandJSCintoconsideration,theoddsare that the bulk of the work, the greatest majority of decisions, comingoutofeitherofthemislikelytohavesomedegreeof political aroma. One could as far as to conclude that there will not be anything that goes against the political grain, in that there are no departures, no surprises, with some level of independenceandneutralityaboutthem.

This is not helpful to fostering trust or building confidence in the work of government. Once again, what is glaring is that the kind of quality consultations and give and take that should characterize governance in Guyana is sadly lacking.

Moreover, the attitudes of political leaders are the equivalent of take it or leave it, for it is what it is, and that is all that is going to be given. In addition, it is telling that a government which holds itself out as being transparent, and with the interests of all Guyanese at heart, could be so doggedly plugged into a standard of practice that is wholly self-serving,thatwelcomesnootheroutcomes.

In time, the handiwork of both the PSC and the JSC will confirm how much this government is genuine in its leadership vision of ‘One Guyana’, or how much of it is nothing but shallow talk. From both Service Commissions, it will be apparent of how much their tails are being twisted by external forces, how they are told to bark, who is identifiedforthemtobite,whoshouldbekeptinthefold,and who must be kept out. Service Commissions like Guyana’s PSC and JSC have much riding on them. It is how independent they will be, and how much integrity their peoplepossess.

OMAI makes another significant discovery within weeks

Three weeks after Omai Gold Mines announced drilling results showing significant gold deposits in their Wenot pit, located in Region Seven (CuyuniMazaruni)–the Canadian c o m p a n y y e s t e r d a y announced “similar excellentdrillresults.”

Omai is one of the few large-scale foreign mining companies working in Guyana. Omai holds a 100% interest in the Omai gold project in Guyana, which produced over 3.7 million ouncesofgoldbetween1993 and2005.Thepropertyhosts two gold deposits: the shearhosted Wenot Deposit and theadjacentintrusive-hosted GiltCreekDeposit.

OnJune22,thecompany in a press release disclosed that within the first six monthsof2023,ithasdrilled 11 holes which showed significant gold in their Wenotpit.

Yesterday in their statement, Omai Chief Executive Officer (CEO) and President, Elaine Ellingham, said: “similar to our excellent drill results from a couple of weeks ago, these new results again confirm the significant expansion potential for the Wenot deposit, to depth as

According to Omai's statement, assays have been received for five additional holes, including four exploration holes and one hole at Wenot which is exploring the down dip extension of the central part of the known deposit as well as additional shallower, northern flanking gold zones.

The company had disclosed that since their return to Guyana's gold industry, they have been expanding their search in their pits as well as increasingthedepthatwhich they search for gold Ellinghamhadnotedthatthe results so far have proven to befruitful.

It was stated that to date in 2023, eleven holes have been completed totalling 3,570 metres as drilling continues.Itwashighlighted that hole 23ODD-064 confirms the continuity of the Wenot gold bearing structures to at least 100m below the current resource model in this central part of the deposit with an impressive intersection; it was said that this intercept reinforces growing evidence thatthegoldgradesatWenot increasewithdepth.

Following the previous announcement, Ellingham hadnotedthattheimpressive drill results continue to confirmthemagnitudeofthe Wenot deposits, by demonstrating continuity of s i g n i f i c a n t g o l d mineralization.

She added, “We have not seen any limitations to the Wenot deposit, and as such are confident that additional drilling can further expand thegoldresources.”

Ellingham said that, “In the first half of the year, we pursued some of the nearby exploration targets and we remain confident that there are additional gold deposits on this well-endowed Omai goldproperty.”

Kaieteur News had reportedinJanuary2022that the company had struck the jackpot only in its Wenot Gold deposit. Importantly, Omai's CEO said that the results to date are already expected to positively impact the resources as they move forward to an updated mineral resource estimate to be followed by a decision on a preliminary economic assessment (PEA) later this year.

Moreover, during an interview in March 2023, Ellinghamhadstatedthatthe “the potential for new discoveries is very high” for their mining operations in Guyana.

Ellingham shared too that for the company's outlook,theyhaveidentified a number of “very interesting” targets as Omai movesaheadwithitsplansto expand its existing resources.

Government offers $5M per childindeadlyMahdiadormfire

The Government of Guyana (GoG) has commenced the process of giving financial assistance to the relatives of the 20 children who died as a result of the May 21, Mahdia Secondary School dormitoryfire.

According to a document seen by this publication, each family will receive, if agreed, the sum of $5 million in financial assistance, whichconstitutesasettlementofall claims and causes of actions on account of all injuries resulting in death and not resulting in death, thatresultedfromthefire.

The Ministry of Legal Affairs, in a statement yesterday said that the families were requested to sign

an agreement having received independent legal advice. It was noted that while the process of providing this financial assistance is ongoing, as part of the agreement, the government pledged to continue to offer such support as may be necessary to the victims'families.

Also, the ministry said too that thus far, all the affected families engagedhavesignedagreements.

Importantly, it was stated that the Commission of Inquiry (COI) aspromisedbyPresidentIrfaanAli, will be established, and that COI will, if it considers necessary, review all the facts and circumstances relating to the events, in accordance with its TermsofReference.

“Given that public monies are being expended, and recognising that these expenditures will have to be transparently accounted for, the agreements were reduced into writing. Needless to say, a full report of all monies expended in respectofthistragedywillbemade public in due course, as the process isacontinuingone,”itwasstated. From the beginning, the Government said it will offer every type of assistance possible and necessary to support the victims and families of the tragic fire. Thus far, medical treatment has been offered both locally and overseas, all transportation to and from Region Eight, to Georgetown and accommodation in Georgetown were provided, all funeral and

related expenses have been paid, and all personal items destroyed in the fire have been purchased and delivered. Psychosocial assistance, including counselling, has also beenprovided.

According to reports, around 23:00 hours on Sunday, May 21, 2023, the fire erupted at the dormitory The Guyana Fire Service (GFS) reported that the point of origin of the fire was in the south-western interior of the building, in the lavatory area. The GuyanaPoliceForce(GPF)alleged that the fire was reportedly maliciously set by the teen suspect, who was aggrieved over her phone being confiscated by the dorm mother, Carletta Williams and a teacher

At the time of the fire, there were 57 female students in the dormitory which is a one-flat concrete building measuring about 100feetby40feet,with26heavilygrilledwindowsandfivedoorsthat werepadlocked.

Govt. to spend another $612M on renovated CJIA project

The Government of Guyana (GoG) is heading to tender for the replacement of the asphaltic concrete pavement for the Cheddi Jagan International Airport (CJIA) apron.

This new project is estimated to cost some $612 million. The invitation for bids advertisement appeared in Kaieteur News' Sunday July16edition.

The Ministry of Public Works is in charge of this project,andallCJIAprojects. Thenewworksfortheairport are part of the government's plans to continue to modernise the renovated airport. With about US$160 million already pumped into the expansion of CJIA –citizens should expect more of their taxpayers' dollars going towards the 'continued

modernisation'oftheairport.

Last year at a press conference, Minister of Public Works, Juan Edghill t o l d r e p o r t e r s t h a t construction on the airport will continue. The airport expansion contract was signed in 2011 under then President, Bharrat Jagdeo, and was passed through the truncated presidency of Donald Ramotar However, when the David Granger administration took over in 2015, it said that the very defective plan needed adjustments and changes were made. The decade-old project was awarded to Chinese contractor, China Harbour Engineering Company (CHEC) for the sum of US$150 million:

Notwithstanding, the EPA granted EEPGL a Permit to undertake the project on November 25, 2022 Subsequently, the Minister of Public Works, JuanEdghillinJanuary2023 passed various orders to acquirelandsforthepurpose oftheproject,pursuanttothe Acquisition of Lands for Public Purposes Act, Chapter62:05.

Regulation 17(2)(c)(ii) of the Regulations provides:

“An application for an e n v i r o n m e n t a l authorization…shall contain t h e f o l l o w i n g information…(c) proof that the applicant either owns the facilityorhasaleaseorother agreement with the landowner or occupier to enable the applicant to conduct the activity on the facility or has legal rights or abilitytoconducttheactivity without the consent of the landowneroroccupier.”

Melly Mel lodges official complaint against Govt. with FBI

In a media release sent to Kaieteur News Atwell stated: “I have registered a transnational complaint with the FBI against the Government of Guyana (GOG) under the legal facility of Transnational repression.” A complaint under transnational repression means that a foreign government is stalking, harassingandintimidatinganindividual living in the United States of America (USA). Atwell's complaint was made following reports that several cybercrime charges are being initiated against her by the Guyana Police Force (GPF). While Atwell is out of the jurisdiction, Kaieteur News understands that whenever she enters Guyana, she will be arrested as a wanted bulletin is expectedtobeissuedforarrest.
