Poorly managed O&G sector a recipe for economic, social troubles - World Bank warns

Guyana is expected to bring on a new FPSO every year.

Guyana has been a natural resources-dependent country for decades, but it never established resource management and planning tools such as a Sovereign Wealth Fund (SWF), the World Bank’s ‘Guyana Petroleum Resources Governance and Management Project’ document stated.

The Bank is urging a different trend in relation to the oil and gas industry as it warns that poor management of the sector often results in economic and social troubles for countries. Recent oil discoveries here have however prompted Guyana to pursue the establishment of a wealth fund which was passed into law last year under the Natural Resource Act of 2021.

The World Bank, the Institute of Petroleum, the University of Calgary and the Commonwealth Secretariat were among the partners and supporters that worked with the country on its initial document which was assented to under the David Granger –led administration. The Bill was passed on January 3, 2019 with minor amendments, and assented to on January 23, 2019, until the new government passed the new wealth fund act.

The Resource Fund is supposed to finance public investment, stabilize public expenditure and among other things, safeguard wealth for use by future generations.

“The successful implementation of the arrangements specified in the Bill would allow Guyana to deal with the macroeconomic challenges of managing an increase in natural resource revenues (the so-called “Dutch disease” or “natural resource curse”),” the Bank said, since the law specifies the institutional arrangements to manage the resource fund.

Apart from the technical assistance that is required for both the Ministry of Finance and the Central Bank of Guyana for the implementation of the requirements, the World Bank also noted the need for institutional capacity building to ensure good oversight that allows maximum oil related funds to be generated.

As such, the US$20M

line of credit is still available to assist Guyana to improve its institutional capacity to oversee and manage the oil and gas sector; which according to the Bank is limited in the various relevant government ministries, commissions and other departments.

“There is a large capacity gap at administrative and technical levels responsible for the management and oversight of Guyana’s nascent O&G sector. This includes a shortage of O&G experts in the relevant ministries and departments,” the Bank noted.

It related in its county context that at the time, the Geology and Mines Commission (GGMC), responsible for regulating the O&G sector in Guyana, had only eight people trained in O&G, a relatively small budget, and is being overwhelmed with the requirements of processing/interpreting increasing volumes of valuable petroleum data.

Similarly, the Environmental Protection A g e n c y ( E PA ) i s beleaguered by the complex and outdated environmental licencing and permitting process and is limited by a mismatch between its actual human, financial, technical (equipment/laboratories) capacity and the broad mandate it has been assigned under the Environmental Protection Act. As a new oil and gas producer, the Bank continued that Guyana lacks t h e p o l i c y, l e g a l a n d regulatory frameworks and institutional capacity needed to maximize the benefits from expected oil revenues and minimise downside risks associated with oil revenues and growth of the sector.

The O&G sector affects multiple layers of the economy, impacts the livelihoods of present and future generations, the environment and local communities. “If poorly managed, the development of O&G resources can be economically and socially costly for the country, failing to lead to sustainable economic growth, poverty reduction, and shared prosperity.

EPA still hiding info on ExxonMobil’s flaring The Environmental Protection Agency (EPA) continues to boast of its capabilities to remotely monitor the flaring of gas, by oil giant ExxonMobil, however while the regulator claims to have hands on this information, the public is being denied access to same.

This is the view of Energy Technologist, Mr. Alfred Bhulai. Bhulai, who holds a degree in Applied Chemistry (U.G) and Engineering (Technical University of Berlin) in a recent exclusive interview with Kaieteur News explained that transparency is a critical aspect in the governance of the oil and gas sector for several reasons, such as assuring the public t h a t t h e c o m p a n y ’s operations are safely ongoing.

Guyanese are however being denied this comfort of being assured of the safety of the activities ongoing in its backyard, as the EPA continues to deny the public of information as it regards offshore natural gas flaring.

Bhulai told this publication that at a recent public hearing hosted by the Environmental Assessment Board (EAB), the regulator was present and was again asked to share the flaring record of the oil giant.

He explained, “I went to the one with the Coverden appeal and I repeated that we don’t get these things out of the EPA and I look forward, I mean the EAB did a good job at that hearing but the EPA doesn’t seem as yet to be coming up with the goods.

They are stilling hiding information.”

Energy Technologist, Alfred Bhuali Technologist inked a letter to Kaieteur News, pointing out among other things that a request for data on flaring was still ignored by the EPA after waiting more than a year. To this end, Bhulai was asked whether he would consider reminding the agency of his request and general concerns, when he responded in the negative.

He was keen to point out, “In any given country, there are only certain people who would be capable of understanding the importance of the data. With the data we would be able to verify that Exxon is actually doing what it says its doing.

We would know things like how much is actually flared.

Right now, there is some petroleum website that tells you but it’s not up to date. Its months, or maybe even a year behind on data.”

With the time gap on the website, Bhulai, a former representative of Transparency Institute Guyana Inc (TIGI) said that the oil company may be granted access to fudge the numbers. “They could fudge

the data and the overall total would be right, but they can smooth out that data so that it doesn’t look bad as though they are overstepping in certain areas,” he explained.

Only last Monday, the Minister of Natural Resources, Vickram Bharrat said that tests are being carried out on ExxonMobil’s flash gas compressor for the Liza Destiny Floating Production Sharing and Offloading (FPSO) Vessel, that encountered mechanical issues since the startup of oil production in December 2019.

He reported that the equipment recently returned to Guyana is currently being tested to ensure it is ready to do its job. It must be noted that in the absence of this critical piece of equipment, the oil company has been flaring the associated natural gas offshore at the Liza One operation.

Bharrat in providing the update was happy to report that the country’s second FPSO, the Liza Unity has not encountered any issues as it regards flaring, as commissioning of the operations went “well”.

However, when it comes to the first FPSO, he is hopeful that the issue would be resolved soon. According to the minister, “As it is now, Unity has not encountered any problems with regards to flaring. The commissioning has gone well. We are pleased with the commissioning of Unity.

From page 2 frequency but high impact - associated with O&G production that requires effective and constant monitoring as well as significant investment in environmental damage prevention and response capacity, among others.”

Notwithstanding, based on experience in resource-rich countries such as Australia, Canada, the United States, Chile, Botswana, several Gulf countries, Norway and others, the Bank said that positive impacts on overall poverty levels are achievable while mitigating risks, with good governance, investments in the quality and capacity of public and private institutions, investments in skills and technological capacities, efficient and transparent revenue collection and management, and sound macroeconomic and fiscal management policies.

These countries triggered growth as resource-based economies, but ultimately succeeded in achieving wider growth, economic diversification and poverty reduction through targeted interventions.

“The Government of the Co-operative

Republic of Guyana is keen to follow these examples, by investing in the strengthening of its institutions and building capacity to manage O&G resources,” the Bank suggested.

It said that the main economic impact of the oil sector on Guyana is expected to take place through oil revenues, which offer an opportunity to expand public investment in both human and physical capital, lifting key constraints to inclusive growth.

Local stakeholders continue to question therefore the reasons for the World Bank US$20M line of credit remaining untapped by the current government while the country seemingly struggles to keep up with the runaway speed at which the oil industry is developing.

Finance Minister Winston Jordan under whom the World Bank loan was secured has registered his concerns that while Guyana is pushing the envelope in record oil development speeds, it remains deficient in managing its affairs.

He said the country is not on par with the pace at which the oil sector is developing leaving its finances in particular, at risk.

Destiny FPSO will no longer o c c u r i n J a n u a r y, a s previously stated. Persaud said the upgraded equipment will now be installed by midyear. Persaud said the thirdstage flash gas compressor (FGC) currently on the Liza Destiny FPSO continues to operate steadily in the interim.

PPP/C Government looking out for ExxonMobil Whenever the PPP/C Government has an opportunity to make a start in tightening the screws on ExxonMobil, its leaders waste those chances. For sure, leaders in the government, from President to Vice President to Minister of Natural Resources, come up with reassuring words and postures about how much they are on the job, on the lookout, and on the move to put a clamp on what the American oil supergiant is doing to this country. Yet, over and over again, developments that come to light evidence a continuing trend to look the other way, to make room for the company, and to facilitate the many costly wrongs that it has inflicted upon this nation. A development from the World Bank supplies the latest proof of how this PPP/C Government fails. It shows how much its leaders drag their feet in doing what is meaningful, and which could benefit this country.

Government leaders are so much in bed with ExxonMobil that they cannot find the energy to get out from under the covers to get going with what could manage better ExxonMobil in its offshore operations. All this is confirmed in the news article headlined, “World Bank slams Guyana over lax oversight of Exxon’s operation” (KN July 17). It was of a US$20 million (GY$4B) loan from the World Bank, but which was left to languish untouched since it was approved over two years ago.

It was for building capacity so that Guyana could be better positioned to oversee some of what Exxon is engaged in, while we gain insights on how we could be hurt, and possibly make moves to correct whatever is against our interests.

The World Bank American millions, billions in Guyana dollars, was intended to cover such areas as staffing, recruiting experts, developing expertise, training, and similar such enhancements. Over two years later, the millions are still in cold storage, while the Natural Resources Minister now speaks of something ghostly creature called “refining.”

Whatever that may mean, it is our hope that he doesn’t take another few years to complete his “refining exercise, for by then the flaring would have continued unchecked, and other risks multiply, while ExxonMobil makes more gold from our black gold, and we are none the wiser for it.

It was the Vice President of Oil himself, who bemoaned the lack of local expertise and capacity on more than one occasion. But here it is that US$20 million is held in suspense, with nothing doing, while ExxonMobil races ahead to capitalise on its good fortune, as we remain purposely asleep. It is baffling why the leaders of this country refuse to make it among their highest priorities to use available money to strengthen the Environmental Protection Agency (already disfigured beyond recognition), and help us improve in such key areas as reservoir engineering and geology. The latter areas of study could only improve the Guyana Geology and Mines Commission and the Department of Energy, both of which could use the boost. When we consider this, it is becoming clear that all the talk from PPP/C Government leaders (already identified above) as doing this and that is nothing but empty talk. Instead of equipping Guyanese to watchout for Guyana, it is as if these government leaders are looking for ways to create openings for ExxonMobil, and give the green light to the company to do as it pleases.

The downside of all this, aside from possible heavy financial leakages of which we are ignorant of, and risks that are multiplying, the World Bank is itself now inserting its formidable voice into the local oil industry. In its own words in an interim report, the World Bank’s rating of Guyana’s management of its oil has now moved from “Moderately Satisfactory” to “Moderately Unsatisfactory.”

When we should have been improving by leaps and bounds, we are going backwards, as in a negative, selfdestructive direction. One wonders what spin Guyana’s talkative head of state, its oil wizard Vice President, and its largely defensive Natural Resources Minister would put on the World Bank’s “moderately unsatisfactory” rating of this country in its handling of this oil.

“Moderately unsatisfactory” is alarmingly close to highly unsatisfactory, which we hope will somehow be avoided.

Our corruption icebergs go against the effects of climate change: they don’t melt, they multiply Dear Editor, “Corruption is once again reaching dangerous levels -Article 13 wants independent investigators to p r o b e Vi c e N e w s ’ allegations” (KN July 17) is certainly an arresting caption. As much as I agree with “dangerous”, I think it is an understatement in several respects.

I move to highlight.

I commend the leaders of this civil society grouping – representing multi-interest visions and intensifying pressures along known fissure lines – for tabling and pinpointing where things are in Guyana. On the other hand, when we speak of

corruptions in this country, it is such a massive national octopus that even the best of us really don’t have the fullest grasp of the lengths, extents, and contents of its tentacles. I think I know more of corruption than most in this country, and even I work without some of the scripts. This just goes to show how big, bad, and occasionally beautiful is the local corruption culture and web.

It is not just money and bribe allegations swirling around today’s leaders.

Look at their past histories now sweetly swept aside under legal conveniences.

Understand carefully that

when leaders speak of cash grants and handouts how much they and their people grant and hand to themselves, using a profusion of channels. We don’t need outsiders to enlighten us about ‘middlemen.’ And locals should not react with astonishment, as if they are hearing the word for the first time. Middlemen are the human agents through which leaders insulate themselves and keep matters compartmentalised, which I have written of before. None can say that this leader or that minister asked them for a bribe. We didn’t need nonEnglish speakers to educate

us on this score, as the 15 and 20 percent rackets were around long before. This is simply from looking at their concealments, and their friends and insiders.

Politicians only keep those kinds of crooks around for specific purposes, whether they have an official public service title or not.

Further, listen to what they say and what follows.

Note how the corruptions go beyond million-dollar selfdealings by politicians and public servants, and drift over into words and follow actions (or nonactions). One leader insists that he is about frankness and openness, yet (Continued on page 6)

Appeal for President to intervene in the plight of stallholders at the Parika Marketing Centre Dear Editor, I am writing this letter in disgust and frustration over the current situation at the Parika Marketing Centre. I am a businessman who operates a gold business in the market and for several years now I am operating at a loss, and I believe this is partly due to the actions of the persons who are responsible for the administration of the Marketing Centre and Region 3 as a whole.

The market has been in a deplorable state for some years now and several persons who own stalls were forced to close their

businesses. The authorities are allowing persons to ply their trade on the road to the detriment of the persons who operate inside the market.

This has resulted in several persons going out of business over the years.

The authorities promised that they will rebuild the market and bring back some order in the operations of the market. It is now some ten months since they started the works to fix the market and to date only some posts and frame of the roof have been constructed. The roof of several stalls are leaking and the market is like a ghost town as shoppers are not

coming in due to persons occupying the roadways.

We have complained to several government ministers who have visited the marketing centre, and even though they have promised to rectify the problem, no action was taken so far. The representatives of the government in this region have forgotten why they have been elected to office.

They have become complacent and I am asking the higher authorities in government to intervene and bring the situation under control.

I am making a passionate appeal to President Irfaan

Ali, who seems to have the interest of the people at heart to come and listen to the business persons in the market and to find a solution to the problem. The President has been very proactive to solve the problems of persons in various communities across Guyana, but he has not been afforded the opportunity to visit the Parika Marketing Centre for some years now.

Please, Mr President, businesses are suffering and we are hoping that a solution could be found soon.

Scientific and Medical Research in Guyana Dear Editor, Guyana has shown that we are home to hundreds of unknown species of mushrooms that are now being researched for their medical benefits. Most of the analysis is being done overseas.

Creating the local capabilities to carry out such research will take advantage of the brainpower being developed in the country as well as encourage further exploration of the unknown biodiversity within our rainforest.

The Ministry of Education is laying the foundation for educational development. Regaining a very high literacy rate in the country as we had before will prepare the country for such

an undertaking. The strategy around the use and purpose of Iwokrama is just at its beginning, and there is an opportunity to make it a hub of intellectual and research activity.

Heart/Cardiovascular disease is the top cause of death for humanity. Our country has been impacted in the past by this medical illness at the highest levels of our leadership.

There is an opportunity to also be a part of the solution. In the West, cancer is ranked as the 2nd highest cause of death for humans.

Houston Texas is known for its excellent cancer treatment and Israel has shown significant advances in discovering effective treatments for certain types

of cancers. Establishing a cardiovascular and cancer research institute in Iwokrama may be just what the doctor ordered to allow for the simultaneous understanding of the health benefits of new species as we continue the exploration of the extensive biodiversity within our rainforest, while also focusing on an applicable solution for the treatment and prevention of cardiovascular diseases and cancer.

The intellectual capital of the country will significantly increase as well as access to funds to support such an undertaking. An undertaking that blends well with a vision for the sustainable development of a green and healthy economy.

More importantly, being a part of the Guiana Shield, which is known as the lungs of the planet, helps make this undertaking a strong part of a larger vision for a healthy planet.

Our country has been blessed with being a part of the Amazon, which is home to more species than any other location on the planet.

This is the source of Guyana’s power to have an impact on the planet, and with great power comes great responsibility. Our country must focus on the positive impact we can have on our planet.

A gross miscarriage of justice Dear Editor, Thursday July 15, 2022 editions of the Stabroek and Kaieteur News carried front page headlines, positing that a senior police officer will be charged for a breach of discipline for giving instructions to his juniors to trail/stalk Aubrey Norton, Leader of the Opposition.

The Stabroek News screamed, “Superintendent to be charged over order to trail Norton.” Kaieteur News was in a similar mood with, “Senior Police Officer to be charged for instructing juniors to stalk Aubrey Norton.”

According to the Stabroek News, an investigation was carried out by the Guyana Police Force’s (GPF) Office of Professional Responsibility (OPR) after days of questioning over why cops were trailing Norton and the legal advice was given. The news agency further stated, “Contacted by Stabroek News yesterday before the police statement was issued, OPR Head, Assistant Superintendent Elson Baird confirmed that the investigation had been completed and the file had been sent for legal advice.”

The police have not refuted the above statement.

During the course of the investigation, the Head of the OPR was an Assistant Superintendent. Hence, he could not have lawfully investigated an alleged breach of discipline c o m m i t t e d b y Superintendent Alistair Roberts his senior. This is shocking.

A junior officer cannot lawfully investigate his senior for an alleged breach of discipline. If it is a criminal matter under investigation rank or seniority will not come into play. In that case a constable can investigate a superintendent.

This investigation is a major breach of the Police (Discipline) Act Chapter 17: 01. Here is what Section 5 (1) of the Police (Discipline) Act

Chapter 17: 01 states about the investigation of offences against discipline, “Every alleged commission of an offence against discipline under this Act shall be investigated as soon as practicable by a member of the Force not below the rank of sergeant and of a higher rank than the member of the Force who is alleged to have committed the offence.”

In addition, during the course of a disciplinary investigation, the investigating officer shall comply with Section 5 (3) of the Act. It states, “The investigating officer shall as soon as practicable, inform the member of the Force alleged to have committed the offence in writing in a language he understands of the offence which he is alleged to have committed, and the particulars of the facts constituting the offence, and of his right to refuse to make any written or oral statement to the investigating officer unless he otherwise desires. “ It is apparent that this was not done during the illegal investigation.

Therefore, it is apposite to note that Superintendent Alistair Roberts was not afforded the God-given and legal right to be heard. It is amazing that person/s in authority who handled the file did not detect that the investigating officer committed fatal breaches of the Police (Discipline) Act Chapter 17:01 alluded to above.

Did they incorrectly utilise the ‘Forbidden Fruit of the Poisonous Tree’ in deciding whether or not to recommend a charge against Superintendent Alistair Roberts under the Act. This is a gross miscarriage of justice. The rule of law must prevail.

I rest my case. May God help the Guyana Police Force.

O Maninja, O Maninja cane nah cut and price nah pay at all, sugar, flour dear ah shop ah wah you mean at all Dear Editor, In the 1970s until 1992 during the dark days of the Burnham dictatorship, this song “O maninja” was played over and over in the villages as it captured the plight of Guyanese scrounging for a living under the PNC regime. It brought some consolation to us, to cope with all the food shortages and shortages of almost everything as the PNC had its boots on our necks and we lived in poverty and destitution for decades.

Today, despite being an oil producing country, and the richest in CARICOM but with a currency lower than Haiti, this song has become relevant again.

While oil companies make mega profits, the sugar workers at Uitvlugt, Albion, and at Enmore are singing this song and some have gone on strike for better benefits.

But not only the Uitvlugt and Albion workers, all over

Guyana, people are singing the blues. A news report said, “Government closely monitoring rise in cost of living - says Finance Minister.” This sounds like “Nero fiddled while Rome burned.”

Meanwhile, we see headlines such as, “Stabroek Block profits pull Hess from brink of debt,” which says that because of the sweetness they get from Guyana’s oil, they are now filthy rich, while the poor masses of Guyana sing, “O maninja, O maninja.” Not to be left out, the almost Minister of Finance regales us with statistics such as, “Guyana now expects economic growth at 57.8%.” When they give us such a statistic, should we dance with joy or should we weep and howl that all that money is going into the pockets of the oil companies and friends, and the Government and their business friends.

The tangled web worsening Dear Editor, Even with all the video and other evidence available following the brouhaha in Parliament with the blatant removal of the mace, the opposition remains adamant and steadfast in its position it wasn’t us.

This stance can be likened to and is similar to

the 2020 Elections aftermath which was witnessed and the attempts to steal democracy with all the evidence and still they persist—we won and the elections were rigged by then opposition.

The government is ratcheting up the national debt in a frenzy as new loans are being arranged. The needs in the country are enormous and the funds in the Natural Resource Fund – the oil money – is not enough to take care of all the needs all over the country. We have been way behind in everything – infrastructure, health care, employment, education, social services, flood control, waste disposal, road building, bridge building, security, housing, etc. In addition, wages are too low to keep life and limb together. So, we

must all realise as a nation that we must support the Government to move towards renegotiating the bad oil contract. Sri Lanka reminds us of the People’s Power. It takes money and vision to fix our problems.

Nation, make a pledge today, that each of you would discuss the unfairness of the oil contract with your family and friends, and commit to support Mr. Glenn Lall and other Civic Society groups who are fighting for renegotiation so we can get more money to solve all our problems. Get your religious groups to have teach-ins and group studies about this oil.

Your life will not get better unless you support all efforts at forcing the PPP and PNC to unite for renegotiation. It’s our wealth and our country, and we must all care. Wake up Guyana!

A word to GAWU – the nation is sacrificing billions and billions to prop up a failing sugar industry on life support.

Why are you striking?

Are you not shooting yourself in the foot, and harming the national interest? If the union head is upset with GuySuCo, how about going ahead and resign as a PPP Member of Parliament! Show them your principles.

Amend Constitution to require opposition’s support for passing of the budget Dear Editor, Following the mayhem which took place at Mon Repos nearly four weeks ago, I suggested that the winner-takes-all system of governance could be the underlying cause of our problems. This system allows one of the two major political parties to control 100 percent of country’s resources by virtue of a single seat in a 65 seat Parliament.

In a country of predominantly one ethnic group, or where the politicians are trusted to govern the country fairly, regardless of one’s political affiliation, there might be no problem. Sadly, Guyana does not fall into that c a t e g o r y . We a r e a multiracial society, and our politicians are widely believed to be biased and corrupt. In fact, our politicians should be reminded that the treasury with our tax dollars and the other resources of the country do not belong to them to be dispensed with as they please.

It is believed that

political discrimination and marginalisation are responsible for the intense rivalries and conflicts between the supporters of the two major parties—that is to say, between Indians and Africans. The conflicts are sometimes ugly and descend into chaos and lawlessness.

The truth is that both Indians and Africans believe that they have the right to govern Guyana. Africans, through the sacrifices of their ancestors who suffered the indignity and atrocities of slavery, where they were treated as property, and denied the right to practice their culture or where through their sweat, tears and blood, they transformed an almost uninhabited land into a productive colony.

And to this day, there has been no compensation, which their descendants are fighting for.

Indians, on the other hand, through their hard labour in indentureship, and the investment of private capital, also stake claim to Guyana’s development. To put the Indian’s contribution

in perspective, Mr. Ravi Dev said, that if Indians did not come to Guyana, Guyana would have been a backwater country.

The truth is that we all have contributed and continue to contribute to the development of Guyana.

And we are all equally entitled, not only to till the soil and plant the crops, but to pick and eat the fruits of the land.

Considering that the underlying problem is related to the distribution of the country’s resources, it is imperative for any incumbent government to obtain the support of the opposition for the passing of the Budget.

C o n s e q u e n t l y, t h e Constitution should be amended to set out the minimum level of o p p o s i t i o n ’s s u p p o r t required.

This is a proposal for the consideration of the Constitutional Reform Commission. And it is very relevant to President Ali’s “One Guyana” plan.

EPA still hiding info on ExxonMobil’s...

From page 3 that flare levels are being maintained below 15 million standard cubic feet of gas per day when the Flash Gas Compression system is offline and below 7 million standard cubic feet of gas when the FGC is online. In May, the Environmental Protection Agency (EPA) approved to renewal of the Liza One Permit, adding a mere US$5 to the penalty price for flaring. It has now moved to US$50.

Extensive research conducted by Kaieteur News shows that gas flaring contributes to climate change, which has serious implications for the human security and wellbeing globally. In fact, the Department of Mechanical Engineering at the University of Ibadan, Ibadan, Nigeria, outlined in one of its studies, that gas flaring is actually a major source of greenhouse gases, which accelerates global warming.

It was noted that flaring releases Carbon Dioxide and Methane, the two major greenhouse gases.

Of these two, Methane is actually more harmful than Carbon Dioxide. It is also more prevalent in flares that burn at lower efficiency. Of the greenhouse gases

researched so far, Kaieteur News understands that the global warming potential of a kilogramme of Methane is estimated to be 21 times that of a kilogramme of Carbon Dioxide when the effects are considered.

The University of Ibadan study also noted that flaring contributes to local and regional environmental problems, such as acid rain with attendant impact on agriculture, forests and other physical infrastructure. The acid rain results in environmental degradation, which includes soil and water contamination and roof erosion. Furthermore, there have been over 250 identified toxins released from flaring including carcinogens such as benzopyrene, benzene, carbon disulphide (CS2), carbonyl sulphide (COS) and toluene; metals such as mercury, arsenic and chromium; sour gas with Hydrogen Sulfide (H2S) and Sulfur Dioxide (SO2); Nitrogen oxides (NOx); Carbon dioxide (CO2); and methane (CH4) which contributes to the greenhouse gases.

The agency had collected over $930M in flaring fees since introducing the flaring fee arrangement.

The effects of the war on Guyana’s Inflation Dear Editor, As I travel around the country to conduct a survey on contemporary issues, and in perusing data obtained by interviewers, inflation (cost of living or the rising rate in the prices of basic goods and services) is of paramount concern to the public. The public also complain about other issues like crime, corruption, security, state of race relations, and other matters impacting on their lives.

Almost everyone complains about inflation urging immediate government intervention.

They note that their salary cannot cope with the rocket pace of inflation. People – the poor, middle class, working people – could hardly afford to eat. “We can’t keep up with the cost”, they speak in unison. Even shopkeepers and stall vendors and other business proprietors complain about the relatively high costs of goods and services. They can’t move their goods very quickly to earn the income once accustomed. The workers say that the rise in

minimum wage (recent increment) cannot keep pace with inflation and feel it should be increased to address the problem. What people don’t understand is the factors that trigger the recent roaring of inflation or wave of price increases and the limitation of the state to tame it.

The rise in wages is also a cause for inflation. But the main culprits of inflation have been the pandemic over the last two and a half years and the war in Ukraine over the last five months. People have adjusted to the pandemic and inflation seems minimally influenced by it as the world returns to normality regarding Covid.

The Ukraine war is the biggest hurdle to cross in managing inflation. The war was to have lasted a mere five days but instead has been prolonged for over five months hurting the working class and the poor.

So while Guyana is some five thousand miles from Ukraine, the country is also affected by the war with the rising cost of goods. The entire globe is affected by or

experiencing inflation. Much of the globalised inflation is tied to Ukraine.

Ukraine is one the world’s largest producer of grain and edible oil. These products can’t get to the world market resulting in shortages and increase in price.

The war has also led to an increase in fuel. This has driven the cost of production and transportation of almost all goods resulting in increasing cost at the market.

The government has nothing to do with inflation. The most it can do is reduce customs and duties and take measures to prevent price gouging and hoarding of goods to create artificial price increases.

In spite of the complaints of rising prices, very few, if any, people have been starving. But people are suffering. And the war is a cause of much of the global problems in shortages of goods. Every effort must be made to quickly end the war so that normality can return not only in Ukraine, Europe, but globally as well.

Our corruption icebergs go...

From page 4 report after report are withheld, which must be included in any consideration of what is defined as corruption here. These are not personal academic or birth certificates, but documents with national significance, which the people need to know. Other leaders in this government have come out to say that this or that study banished fears relative to oil, but since then the shell retreated into serves as safe harbor. No talking, no presenting of anything. It is that people saddled with trust and authority either misspoke (pardonable), or they misrepresented and misled deliberately.

If the latter is the case, then it is a clear case of outright exaggeration beyond the breaking point. That is, full-out falsification, or calling things for what they are – nothing but lies. These must rank as not merely failed promises, but part of the corruptions from leaders, minsters, public officers, and others.

When added, the verbal corruptions may be just as damaging as the incalculable financial ones.

For all these reasons, therefore, when Article 13 spoke of ‘corruptions reaching dangerous levels, it was a good start, but fell considerably short. Since the time of LFS

Burnham, corruptions were at dangerous levels, relative to the financial and political contexts back then.

In past PPP Governments, the recent PNC (Coalition) Administration, and this current PPP reign of crookedness, there was nothing that approached ‘reaching’ since that was already left behind. If the idea is that we are reaching new and newer levels with each new bigmoney development, and big leader, then I am with that.

Corruptions are no longer at dangerous levels, but deep inside a catastrophic state. In fact, I would contend that corruption is so catastrophic that we are now catatonic from its assault. Think of this: despite widespread perceptions of corruptions at all levels, Guyanese are so numb (or so benefiting) that they don’t care; it is not a high priority for them.

Thus, it flourishes even more. We don’t have one iceberg, but a range of them. In Guyana, our corruption icebergs go against the effects of climate change: they don’t melt, they multiply. Given the resulting national fallouts from such, it is clear that dangerous levels are breached.

Govt. opposition tussle at PAC over combined examination of 2019, 2020 audit reports While the Government side of the Parliamentary Public Accounts Committee (PAC) continues to object to the combined examination of the 2019-2020 audit reports, Chairperson of the committee Jermaine Figueira is insisting that it is necessary for the committee to clear the backlog of its work.

The issue was raised once again last week and d o c u m e n t e d i n correspondence between the PAC Chair and Minister of

Governance and Parliamentary Affairs, Gail Teixeira. The government had previously objected to the combined examination of the audit report emanating from the A Partnership for National Unity +Alliance For Change (APNU+AFC) term in office.

Teixeira, a member of the committee wrote to the PAC chair outlining the reasons why the reports should be examined separately. In the letter, Teixeira noted among other things, that for the

period of nine months in 2019 when the APNU+AFC held office, there was no budget allocation or appropriation act approved by the National Assembly.

Therefore, she contended that monies were being withdrawn from the public coffers without the authority of the parliament or oversight as required by statutes. The years, 2019 and 2020, Teixeira said were aberrations and not in accordance with the constitution and statutory

requirements regarding expenditure from the public purse.

As a result, the P a r l i a m e n t a r y A ff a i r s Minister noted that the reports from the two years require proper scrutiny and therefore should not be examined together. She called on the PAC to halt any preparations to hold a combined examination of the two reports together and to proceed to examine them separately and sequentially.

H o w e v e r, F i g u e i r a insists that the government’s position on the issue is unfounded. He wrote to the Minister of Governance and Parliamentary Affairs, stating that the reasons posited for the government’s side, as to why the merging of the years 2019 and 2020 should be halted are immaterial to the business and concerns of the Public Accounts Committee.

“Those reasons are merely political in nature…You are aware and know full well, that the Public Accounts Committee does not concern itself with the reasons you have

A formula for gridlock

David Granger attempted to resolve the gridlock in the appointment of a Chancellor and Chief Justice. He caused notices to be placed calling on persons to apply for these positions.

In so doing, another layer of politicisation of these appointments was added.

The applications were required to be sent to an a d d r e s s ministerofstate@gmail.com, suggesting that the applications would have to be considered by the Ministry of the Presidency.

This means that the nominees would be determined by the Ministry of the Presidency, through some unrevealed process and then these nominees would be subject to consultations between the country’s two foremost political leaders, the President and the Leader of the Opposition, for there to be agreement. The Granger proposal aimed, as he said, at making the process more transparent, was far from so.

As it turned out, when he became President, Granger was interested in nominating the Chief Justice of Belize as the Chancellor. But it was not clear how the process of election was employed to arrive at this choice.

When he was Opposition

L e a d e r, G r a n g e r h a d proposed the same application process to break the lengthy gridlock in appointment of a substantive Chancellor and Chief Justice. The PPP/C took the position that such an arrangement was not catered for in the Constitution.

And while the Constitution does not prohibit such a process, the fundamental objection is that having an application process subjects judicial applications to having to apply to the Executive. This is in violation of the separation of powers.

Presently, the Leader of the Opposition is trying to break the impasse in the simplest of manners. He wants the acting incumbents to be confirmed. But it is not simply a question of making appointments.

As the Attorney General seems to be suggesting, the present system of appointing the two top judicial positions does not work. It has led to interminable gridlock.

So even if perchance there is consensus between the President and the Leader of the Opposition on the appointments, what happens in a few years when one or both of the appointees retire and have to be succeeded.

The need for political

agreement between the Leader of the Opposition and the President has been and remains a recipe for gridlock. There has been no agreement between the two for quite some time and there is not likely to be in the distant future.

But more fundamental is the point that politicians should play no part in d e c i d i n g t h e s e appointments. It flies in the face of the independence of the judiciary for the top positions to be subject to the judgment or the discretion of politicians. There are also other considerations which should be taken into account when making these appointments. Seniority should not be the only criterion when it comes to succession. To be considered also should be the intellect of the candidates and their record in terms of their decisions being published or cited in law reports.

We once had a Court of Appeal judge who was noted for concurring with the lead decision. He was often fond of writing, “I agree and have nothing to add.” On the other hand, there was Justice Ian Chang a legal genius and savant who was a man before his time.

In conclusion, the PAC chair expressed hope that the committee continues its work in scrutinizing the Auditor General’s report for the combined years, cognizant of the fact that the PAC is way behind in the work and the Guyanese people expect that committee will do the work that is required “without entanglements of political gamesmanship.”

Both the President and the Leader of the Opposition should agree on a mechanism to arrive at a mechanism which would allow for the appointments not to be subject to gridlock, to be liberated from political agreement and to be based on meritocracy. The rules establishing the Caribbean Court of Justice has a

mechanism which provides for the appointment of judges to the Court. It insulates the appointments from politics.

Guyana should determine the best mechanism to be employed for making these appointments and, then, go ahead and institute this in law. In other words, the formula, which has led to constant gridlock, needs to be revamped. The formula has not worked; it has never worked and will never work.

At the same time, the Judicial Service Commission needs to look

closely at the criteria which it uses for appointment of judges. The Commission must ensure that the quality of our jurisprudence does not suffer as a consequence of the quality of the appointments made.

The AFC: The dead meat exclamation scholars are who keep laying political intransigence at the feet of the PNC and PPP. I saw an interview Clive Thomas did with David Hinds in which he acknowledged that he is part of the WPA. When he uttered those words, I thought of what he thought of the existence of the WPA. It simply does not exist.

What the AFC hopes to achieve by finally dissolving its marriage with the PNC come December, 2022, is simple to understand – it thinks, the way Clive Thomas does about the WPA, that the AFC is alive.

The exclamation by Khemraj Ramjattan that should the AFC join with anyone of the two big parties, it will become dead meat has now taken its “Oil resources place in the don’t belong to history of political jargon any government of Guyana. or political arty…

Long, long f r o m n o w, it belongs to the journalists, people and future academics and politicians will generations should use the lingo benefit too” because it has such a potent symbolism.

In a forthcoming article on the latest book on Walter Rodney by a White South African scholar, Guyanese will be sad to hear what the author has to say about the surviving intimate revolutionary comrades of Rodney. I bought the book on Amazon. It came in last Saturday, and I am about to complete it.

When I read the condemnation of Drs. Rupert Roopnaraine and Clive Thomas on page 331, my mind went immediately to the decision by the AFC to pull out of the alliance it formed with the PNC in 2015. I thought of how selfdestructive some of our politicians are and how stupid some of our

meat when it joined with the PNC in 2015. In December 2022, when it will leave the arrangement with the PNC, the meat would be in an advanced stage of decomposition.

How could such a condition be saved from final decay?

It is not that the AFC sought to prevent the decay after it lost state power in August 2020, it continued on its destructive trajectory, saying and doing nothing to reverse the rotting process. In September 2020, PNC leaders used instigating language and created violent mayhem against Indians in Region Five. It was violence against a set of Guyanese citizens who once admired the AFC and whose gravitation to the AFC caused the electoral defeat of the PPP in 2011 and 2015.

The AFC did nothing in September 2020 to distance itself from the PNC. Why is it doing so two years after? The political bankruptcy of the AFC’s leadership is so large that it is more enormous than an aircraft carrier. It was more strategic in September 2020 to distance itself from the PNC given what those leaders said to PNC supporters in Region Five. That could have reversed the rotting process.

It is commonsense in politics that you plan each day, without

exception to show the citizenry that you have either redeemed yourself or you are doing things to erase the concatenation of mistakes made in the past. The AFC continues to behave like politicians who do not have redeeming qualities. And people know this and cannot be fooled.

Here is a potent example. Just days before its congress last month, the online publication I-news, noted that AFC will discuss the idea of leaving the coalition with the PNC. Its then, General-Secretary, David Patterson, issued a disclaimer. He denied in an interview with I-News that AFC was considering the dissolution of the coalition.

Yet less than a month after its congress, the AFC has made the decision to leave the arrangement with the PNC. Please see my column of Thursday, June 9, 2022 titled, “Michael Carrington does not agree with David Patterson”.

Any fool would know if less than one month after Patterson’s disclaimer, the AFC announced it is walking away from the PNC then the thought of doing so was being contemplated.

The reason why I mentioned the book on Walter Rodney in the

Frederick Kissoon opening lines of this column is to reinforce the point that we have politicians in this country whose deceiving schemes are more devious than the leaders in the PPP and PNC. And these people in other parties think that the Guyanese people are stupid to think that they come across as credible.

Which Guyanese thinks that the WPA is alive? Which Guyanese thinks that the AFC is alive? Of course, you cannot stop politicians from trying to deceive the electorate to gain traction. That is their right.

Jaded, faded, politicians have a right to shout from the rooftop that they are the best thing in town. We in the media and academia have a right to expose them as morons.

ExxonMobil seeks permit to drill 35 new wells in Stabroek Block …exact locations not identified, EPA orders cumulative impact assessment

Esso Exploration and Production Guyana Limited (EEPGL), the local subsidiary of ExxonMobil, has submitted an application to the Environmental Protection Agency (EPA) to launch another 35 well drilling campaign in the resource rich Stabroek Block, offshore Guyana.

The Project Summary for the ambitious campaign was uploaded to the regulator’s website on Friday last, while the Screening Report compiled by the EPA for the project was uploaded on the said day, but amended and updated on Sunday.

The document explains that EEPGL- the Stabroek Block operator- is acting on behalf of itself and China National Offshore Oil Corporation (CNOOC) Petroleum Guyana Limited, and Hess Guyana Exploration Limited in seeking an Environmental Authorization to carry out the activities.

Notably, “The exact

locations of the 35 exploration/appraisal wells comprising the Project have not yet been finalized. While some of the 35 wells will be drilled for exploration purposes, it is also possible that some of the wells may be drilled as appraisal wells within the proximity of previously drilled exploration areas.

Therefore, four areas of interest have been identified within the Stabroek Block as the possible locations for the p r o p o s e d 3 5 exploration/appraisal wells to occur.”

The Stabroek Block is located approximately 200 kilometers offshore in Guyana waters, where EEPGL has conducted substantial exploration and development activities to date. If discoveries are found at particular locations, Kaieteur News understands that subsequent wells could be drilled in the vicinity of such locations to further assess the commerciality of

the discoveries. As such, EEPGL outlined that its priorities and schedules could therefore change. The oil company said it will continue to submit the well

information necessary to obtain approval for an Environmental Permit from the Guyana EPA. EEPGL, commonly referred to as ExxonMobil

Guyana, intends to commence the 35 well campaign in the third quarter of 2023, signaling that if discoveries are made, well tests may be performed.

Conclusion of the proposed drilling campaign is expected by the fourth quarter of 2028.

ExxonMobil Guyana made it clear that “This schedule is preliminary and could be influenced by new discoveries, determination of the need for sidetracks, and/or well tests—all of which could extend the drilling period for the Project. The same factors could also influence the locations and sequence of subsequent wells.”

The company added that the process of drilling these wells will be very similar to the process followed during prior EEPGL exploration drilling campaigns and may include mobilization, drilling, ancillary processes (possibly including sidetracks, well tests, and/or vertical seismic profiling), and demobilization.

Exxon has not yet determined the order in which the wells will be drilled as specific features and activities for each well are still being finalized. It noted that the details will be finalized and provided to the EPA in advance of the Continued on page 17

Guyana submits response to UN over rights abuse claims by Chinese landing residents The Government of Guyana said it has submitted a “document” to the United Nations (UN) responding to allegations of abuse being meted out to Amerindians.

The Government had up to July 15 to respond to allegations of human rights violations taking place in some Indigenous hinterland communities.

M i n i s t e r o f Parliamentary Affairs and Governance, Gail Teixeira provided an update Thursday; stating that the document was being finalized to be delivered to the agency.

Minister Teixeira told the Kaieteur News that the UN had raised a number of areas with the government including the Chinese Landing contention. “And we have a deadline to do that.” She told the newspaper that even as the government was putting together its response to the UN, the matter had been raised at the National To s h a o ’s C o n f e r e n c e (NTC), with the President and Natural Resource

Teixeira confirmed the government making the deadline but did not divulge its contents. “We are sending a document to the UN as required but I am not telling you the content,” she told the newspaper.

The United Nations Committee on the

Elimination of Racial Discrimination (UN CERD) in an April last letter to the government said that it was concerned, and urgently needed the administration to reply to allegations of rights violations in the indigenous communities of Chinese Landing and the Wapichan people.

The letter had stated that the international agency

regretted the government’s failure to address the matters that were earlier reported.

The Wapichan People of south west Rupununi Region 9 and the Chinese Landing residents of Region One face various issues including illegal mining on ancestral lands, environmental damage and in some cases intimidation by “illegal” occupants.

Minister of Amerindian Affairs Pauline Sukai told the Kaieteur News Thursday, that there had been some intervention into the Chinese Landing matter despite claims that the government had taken a passive approach to addressing the issue.

Sukai told the newspaper that prior to the Chinese Landing residents taking the issue of illegal mining in

their community to court, the community’s Toshao and Councilors had met with government ministers regarding the matter.

She explained that there was some intervention where she and the Minister of Natural Resources, Vickram Bharrat met with village representatives in a full meeting. Prior to that, the minister said, councilors also met with agents of the Guyana Geology and Mines Commission (GGMC).

“We assured them that we would work with them to resolve the matter but they didn’t allow the process to conclude,” the minister claimed. She said that before the necessary action, which encapsulated the relevant agencies investigating and taking the steps, the matter was taken to court by the residents.

By Shervin Belgrave Scores of Venezuelans, Cubans and a few Guyanese on Sunday turned-up at the Critchlow Labour College o n Wo l f o r d Av e n u e , Georgetown, to celebrate “Children’s Day”, an annual tradition that is very popular in Latin countries but totally new to Guyana and the rest of the Caribbean.

“Children’s Day” is

similar to the traditional Mother’s Day and Father’s Day celebration observed globally. In Latin American Countries, especially Ve n e z u e l a a n d C u b a , “ C h i l d r e n ’s D a y ” i s celebrated on the third Sunday of July every year.

Children would wait in anticipation for this special day, because their parents would buy them gifts, prepare their favourite

meals, buy them sweets and take them for outings at fun parks, watch a movie, play games or even take them for a picnic and a trip to the zoo.

This year “Children’s Day” fell on Sunday July 17 and the Cuban and Ve n e z u e l a n m i g r a n t community living in Guyana decided to unite and celebrate it here. In fact they wanted to share this culture with Guyanese.

Speaking with Kaieteur News at the celebration was one of the organisers of the event Miguel Linero.

According to Linero this is the second time that he and his team have organised a “Children’s Day” event in Guyana and they are hoping that it can become an annual celebration in the country.

The first was held last year on the lawns of the YMCA building Children posing for photos with the Chidren’s Day Frame located on the corner of Camp Road and Carifesta Avenue, but the majority of attendees were people from the migrant community.

Moruca youths urge Medical council files police report against ‘fake doctor’ revision of Amerindian Act - Could face up to 18 months behind bars if convicted

Navindranauth Rambaran said, “The council has prepared a letter to the Commissioner of Police (Clifton Hicken) citing the reported infractions by Mr. McLennon.

On Tuesday the Guyana Cancer Foundation unmasked McLennon as a “Fake Doctor”. Its founder Bibi Aktar Hassan in a public statement she had made via Facebook stated that McLennon had asked to be a volunteer with the foundation.

He was accepted after presenting a curriculum vitae (CV) purporting that he w a s a m e d i c a l officer/pharmacist at ROK Pharmacy and had worked at the Georgetown Public Hospital Corporation

(GPHC), the New Amsterdam Regional Hospital, the New Amsterdam Family Care Center and a few other places. The man’s CV also purported that he had studied at the University of Guyana, Texila American University and Queens College. His references were also listed as prominent and well respected members of society such as Chief Magistrate, Ann McLennon.

However, Hassan soon started raising questions after people began to point out that her volunteer doctor working with the cancer organisation was a “fake one”. She did some investigation and soon found out that some of the things stated on his CV were not true and decided to publicly cut ties with him.

McLennan with tears streaming down his face initially denied the allegations but later admitted that he was not a graduate medical doctor but a final year medical student. The young man made a public apology but then things went further downhill for him.

University and the University of Guyana disowned him after they could not find any records that he had studied there. The Medical Council of Guyana said he has broken the law.

Chairman of the Council, Rambaran explained, “According to the Medical Practitioners Act 1991, Section 13 C, any person, not being a medical practitioner who-pretends to be or hold himself out as, whether directly or by implication, a person practicing or authorized or qualified to practice medicine or surgery, shall be guilty of an offense and liable on summary conviction to a fine of $225,000 and to imprisonment for eighteen months” Dr. Rambaran noted that the council believes that McLennon has broken this law and has decided to file a police complaint against him. He pointed out that although the alleged fake doctor had been working for a Non-Governmental Organisation (NGO), such bodies are important stakeholders in Guyana’s Continued on page 18

As other violation reports surfaced, including accusations of labour exploitation, Indigenous Leaders were told to ensure certain steps are taken to prevent their people from being taken advantage of. During his delivery at the NTC, Minister of Labour Joseph Hamilton told village leaders to ensure that contracts are signed between employers and the persons they employ from their communities to ensure they are not exploited. “I know a burning issue in villages…” the minister stated in a

government information report.

“There are contractors, loggers and miners going to villages and taking people out to work, and in a lot of instances they are not paid.” The Minister related that lawyers can visit indigenous communities to teach the village councilors how to draft simple contracts to guard against exploitation. There are also labour officers in the different regions who can assist persons with the various labour-related matters, he continued.

“We can only act if there is a contractual agreement between the aggrieved employee and the employers,” the minister informed.

He told Toshaos that they have a responsibility to their villages, “and therefore, when people come into the village to hire people to take them wherever, you should ensure that a contract is established.”

Indigenous youths from the Moruca Subregion have called for a revision of the Amerindian Act, annual sub-regional youth conferences, and hosting of a National Youth Conference following discussions on Indigenous culture, Indigenous rights, and related policy and legislation during the r e c e n t l y c o n c l u d e d M o r u c a Yo u t h Conference.

The conference commenced on July 6 with a formal opening ceremony in Santa Rosa with remarks made by Santa Rosa’s Toshao, Mr. Starvos Stanley, APA Executive Director Ms. Jean La Rose, and ViceChairman of the Moruca District Council, Toshao Vivian Edwards.

According to a Amerindian People’s Association release, Indigenous youths aged 18-35 from 10 of the villages that make up the Moruca Sub-district gathered to discuss various topics, including sexual & reproductive health, Indigenous Peoples’ rights, land issues, Indigenous heritage and culture, and social issues, and livelihoods.

They were also paired with local knowledge holders who facilitated practical sessions on the spinning of tibisiri, mucuru stripping and craft making, Indigenous folklore and dance, and Lokono and Warau language lessons.

Also coming out of the discussions was the ongoing situation in Chinese Landing, where an emotional youth from the village took the opportunity to share the story of how largescale mining has impacted his community.

He spoke of the intimidation and physical threats and the increased environmental pollution, the APA release noted. He encouraged the youths to use their voices to support the people of Chinese Landing, raise awareness of their situation, and stand up for their rights as Indigenous Peoples.

Other recommendations presented by the youths included: having more conferences focusing on various issues relevant to

Indigenous youths, improved access to quality education, access to faster and reliable internet, and the need for increased stipends and allowances for students pursuing tertiary education outside their communities.

The three-day activity was held in Santa Rosa Village as one of several initiatives under APA’s EU-funded project titled, “Responding to COVID-19: building resilience through economic and social empowerment for women and youth in Regions 1, 7 & 8.” It was hosted by the APA and the Moruca District Council (MDC) under the theme, “Charting the way forward on youth issues in the Moruca sub-region.”

The APA said Indigenous youths are among the most vulnerable groups in Guyana and are plagued by numerous issues. These include not being part of the decision-making process in their communities, social problems such as teenage pregnancy and drug abuse, and a lack of self-worth as indigenous peoples, among others.

The COVID-19 pandemic has only exacerbated these situations. The APA strongly believes there is a need for indigenous youths to recognize the foundation of these issues and, in so doing, find ways to improve their situations.

As such, the conference focused on exploring various issues affecting indigenous youths and finding ways to address them to ensure they are included in community agendas. This conference will also enhance their capacities to enable them to find solutions.

On the conference’s final day, the youths had the opportunity to participate in an aquatic activity that included swimming and canoe racing. In the evening, they put together a cultural show where they performed dances, poetry, storytelling, and songs which captured aspects of the knowledge shared during the conference.

A traffic rank attached to the Den Amstel Police Station located on the West Coast of Demerara (WCD), on Saturday had to received stitches to his right eye after being stoned by a suspect he had followed home.

The wounded cop was identified as Lance Corporal Edmondson and he received a brick to his eye allegedly from a canter driver, Daniel Singh better known as “Anand”. Edmondson was reportedly wounded by the suspect around 18:15hrs at Anna Catherina, WCD. Edmondson told investigators that he was on traffic duty along the Anna

Edmondson said that he started his motorcycle and chased behind Singh until they arrived at his (Singh) home. While trying to apprehend the suspect there, the man’s relatives came out to prevent the arrest.

At this point, Edmondson alleged that Singh picked up a brick and pelted him to the

right eye. He was injured and forced to let Singh go. Singh and his relatives entered their home and locked the doors while a bleeding Edmondson had to wait on an anti-crime patrol unit to rescue him. They took him to the Leonora Cottage Hospital for treatment and doctors there transferred him to the Georgetown Public Hospital Corporation (GPHC) where he was admitted in the male surgical ward. According to police, Edmondson had to do a CT scan for the injury he received. Police have since arrested Singh. Investigators said he will be charged this week.

of the Ministry of Housing and Water, Collin Croal, said that his ministry had been working overtime for a while now. “We have an impatient population”, he related, while adding that there are lots of persons with outstanding processes before becoming

official land owners. Some of these processes, he further explained, have been outstanding since his government took office and he assured that his ministry will do its best to get them completed as soon as possible, even it means working on Sundays.

EEPGL currently has six drill ships operating offshore Guyana: the Stena Carron, the Stena DrillMAX, the Noble Bob Douglas, the Noble Tom Madden, the Noble Don Taylor, and the Noble Sam Croft. The wells could be drilled by any one of these six drill ships.

The oil company disclosed that all of the drill ships are fully equipped for such drilling operations.

Further, if a well test is determined to be warranted for the Project, the well would likely be temporarily plugged and abandoned to enable the return of a drill ship to re-enter the well and complete the well test at a later date.

Once exploration/ appraisal drilling activities are complete, the wells will be plugged and abandoned.

The drilling of the exploration/appraisal well(s) in the Stabroek Block is expected to potentially occur simultaneously with other drilling activities, including: The Liza Phase 1 Project well drilling and production operations; The Liza Phase 2 Development Project well drilling program and production operations; The Payara Development Project well drilling program, installation, and start of production; Ongoing exploration/appraisal well drilling operations in the Stabroek Block covered under a 25-well campaign approved on 1 October 2019; The Yellowtail Development Project well drilling program and installation operations; and two 12 well campaigns in the Kaieteur and Canje oil blocks for which environmental authorization is

currently being sought.

As such, the EPA has ordered that a Cumulative Impact Assessment (CIA) be conducted.

In the regulator’s screening report, it was explained “It can be concluded based on the existing data, technical review and exercise of discretion that the environmental and human impacts from the proposed 35 multi-well exploratory and appraisal drilling are known.”

EPA noted that while the likelihood of some of the impacts from the project were noted to be high, the severity of these impacts’ ranges from low to medium, once mitigation measures outlined, are implemented. “However, it is noted that while the activity by itself may not have a significant impact on the environment, similar activities carried out in the Stabroek

Block may have significantly affected the environment.

Thus, given the number of exploratory projects that have occurred in the Stabroek Block and oil production projects that are currently ongoing in the same block, then in accordance with Section 17 (1)1 , it is recommended that an environmental impact assessment of the cumulative effects of project be conducted,” the EPA determined.

The Screening Report was keen to note that the project will be placed on a 30 days Public Notice to allow for the public to share their concerns or possible objections.

To this end, once there are no objections or appeals on the EPA ruling from the public, the decision of the Agency shall be communicated to the developer.

A disproportionate fraction of the climate change bill is already being paid by developing countries. There is no correlation between where climate change hits hardest and the source of massive greenhouse gas emissions. It is challenging enough to split a restaurant tab with friends; it is a more complex task to determine the financial obligation of each country to cover the burden of climate change effects.

Consider Africa, home to several of the least developed countries. In a recent interview Mo Ibrahim, Co-founder and Co-chair of the Africa Europe Foundation, which was launched in 2020 to reset and bolster Africa-Europe relations, summarized the situation, “as the least industrialized continent, Africa is the continent least responsible for climate change. However…Africa is the most vulnerable to its impact, with less adaptation means.”

S i m i l a r l y, s e v e r e flooding in Guyana has been a heavy cost to the agriculture, logging and mining industries. The May to July rain of last year resulted in record flooding which wreaked havoc through Guyana’s coastal and hinterland area. The cost of recovery and adaptation falls heavily on Small Island Developing States (SIDS).

at Climate Analytics and senior fellow at the Climate Change Adaptation and Resilience Research Centre at the University of the Bahamas commented ahead of last year ’s COP26 meeting, “Although loss and damage has been a key issue for SIDS in the international policy arena… there is a yawning chasm between the negative impacts of climate change that are already being experienced and the research and policies that are needed to address such loss and damage.”

The bill for recovery efforts and the cost to socioeconomic development often falls squarely in the laps of SIDS. Pledges to fund adaptation and mitigation projects need to be accompanied by accessible funding for recovery after climatic disasters.

Guyana’s Right to Hydrocarbon Development Oil production began in Guyana a mere two years ago. However, by 2027 Guyana is expected to produce 1.2 million barrels of oil per day (bpd) from the Stabroek Block. At present the country is producing and exporting more than 300,000 bpd which is backed by reserves of over 11 billion barrels oil equivalent and 18 million hectares of forest that stores 19 giga tonnes of carbon dioxide (CO2) and removes more than 154 million tonnes of CO2 annually. The Tyndall Centre recently published an

Splitting the Climate Change Bill for Consuming Hydrocarbons interesting report, “Phaseout Pathways for Fossil Fuel Production” which proposes a timeline for reducing and, eventually eliminating fossil fuel production to achieve the global warming limit to 1.5 C. The report suggests that, “richest countries … phase out oil and gas production by 2034, to give lower income nations longer to replace their income from fossil fuel production. The poorest countries should be given until 2050 to end production, but they will also need significant financial support to transition their economies within that time frame”. However, the report goes on to state that “there is no practical emission space…for any nation to develop any new production facilities of any kind”.

President Ali rejected the position on “new production facilities” at the CARICOMUS forum in May 2022, “if you’re locking out new suppliers, it is to whose advantage? We can very well be creating a monopoly for those who are already in the business, who have already extracted this natural resource and developed their own jurisdiction.”

Guyana’s oil revenue is earmarked advance much needed development in i n f r a s t r u c t u r e , e n e rg y reliability and access, telecommunications, health care, education, agriculture housing and national security. The issue is more about survival than it is about progress. Only the people of Guyana ought to dictate the

In a statement the ministry said as of June 16th, 2022, two more persons who tested positive for the novel coronavirus (COVID19) has died. This takes the total number of deaths from the pandemic to 1,266.

The Pan American Health Organization (PAHO) Director Carissa F. Etienne said in the region, countries reported approximately 1.6 million cases and 4800 deaths last week – a 0.9% and 3.5% decrease respectively. Energy expert, Professor Anthony Bryan, recently estimated revenues of US$50 billion to US$200 billion through 2050. The energy boom Guyana is currently experiencing is almost always express as revenue, production or reserve volumes. Often these extraordinary numbers can cloud the end goal which is socio-economic development. It is worth keeping in mind that this boom allows Guyana to afford modern healthcare facilities, upgraded power generation and distribution, new access roads, e m p l o y m e n t , comprehensive education facilities, business development, improved food security and resilience to natural disasters.

Further, oil demand is expected to decline after 2050 and Guyana is racing against the clock to produce and sell a commodity that is slated to be phased out.

Revenue projections indicate that this is a long-

awaited opportunity to secure sufficient funds to meet national objectives and absorb inevitable economic shocks.

Transitioning to clean energy consumption Guyana holds a unique position being a longstanding significant carbon sink then swiftly becoming a significant oil exporter, transitioning to clean energy consumption and boosting the development of the nation in less than a decade. The Tyndall report and the IEA are asking governments and oil and gas producers to walk away from hydrocarbon reserves.

While IEA recognizes carbon capture utilization and storage (CCUS) as a critical technology to reducing CO2 emissions, the Tyndall report dismisses any impact from it, pointing to its low deployment rate and high cost of implementation.

Guyana is pursuing low carbon development by switching to natural gas for electricity generation. Gas is considered to be a “transition

fuel” alongside the development of hydropower, solar and possibly wind energy. Although a source of greenhouse gas emissions, natural gas is half as polluting as fuel oil which is currently used.

The battle lines have been drawn with strong sentiments being expressed by the African Petroleum Producers’ Organization (APPO) Secretary General Omar Farouk Ibrahim, “We will not allow billions of barrels of oil to go to waste and we will not be bamboozled into projects that we don’t need – ones which will not address energy poverty.

We need to sit down and have an honest conversation about the energy transition.”

Guyana can thrive and survive during this transition by being aware of, but not obsessed with, external timelines, metrics and rhetoric. Now is the time for development.

The vehicle that has shown up at Guyana’s doorstep runs on sustainable fossil fuel. The next leg of the journey will be cleaner and greener.

Woman strangled in Mahdia - Police hunt destitute miner she provided shelter for

By Shervin Belgrave An Essequibo woman who went missing in Mahdia, Region Eight on Tuesday July 5, 2022 was murdered in one of the most brutal fashion and as detectives try to solve the case they are being led to believe that the heinous act could have been perpetrated by a man she and her

husband had accepted in their home.

The dead woman has been identified as 55-yearold Maniram Latifan who hails from Lima Dam, Essequibo, Region Two, but she was living and working in Mahdia with her husband for a number of years. On Friday last her relatives in Essequibo received graphic

photos and were informed that their sister was brutally murdered but they had doubts about the news.

Police have however confirmed their fears that Latifan was killed in a gruesome manner. Their investigation into the woman’s case began around 16:00hrs on July 5 last when (Continued on page 18)

He added that McLennon was not the first to pull this stunt in Guyana. “The council has published names of a few persons in the daily newspaper who were not licenced to practice and had asked the police to investigate, however, none of the cases had resulted in prosecution but we were assured that they

were investigated and served as a deterrent to such individuals practicing without a licence”.

Dr. Rambaran was also keen to note that many health NGOs in Guyana have a good working relationship with the council, the Ministry of Health and other health authorities. He is now encouraging these organisations to routinely check credentials of its affiliated practitioners on the Medical Council of Guyana’s website. If there are any doubts about the information posted there, Rambaran said, they can contact the secretariat.

Woman strangled in...

From page 17 her husband ran from their house at Salbura Backdam, Mahdia all the way to the police headquarters in the district just to report that his wife was missing.

He had gone punting for gold earlier that day at a mining ground located some 25 minutes away from their home. When he returned home he noticed something strange. There was an individual peeping from behind their camp but he paid the person no mind and carried on to enter his home.

As he entered he called out for Latifan as he normally does but got no response. It was at this point that he began feeling uneasy. His uneasy feelings worsened when he ventured more into

the house and found his wife’s hammock chopped down and the house ransacked. He did not proceed any further and ran to inform police.

Investigators showed up at his home later that day commenced their probe.

Blood stains were seen on the couple’s veranda and a short distance behind, detectives found something burning.

On closer look it appeared to be a human organ. Detectives would later find out that it was actually human intestines but there was still hope because they were not sure if it belonged to the missing woman.

A day later however, the search for Latifan would

come to an abrupt end when her battered remains were located. An autopsy revealed that she was killed by ligature strangulation compounded by blunt force trauma to the head.

Not only was she beaten, but as she fought for her life, her killer wrapped something around her neck and squeezed it so tight until she was eventually strangled. Investigators told Kaieteur News that “some metal objects” were removed from the victim’s abdomen.

Police are now trying to figure who could have murdered Latifan in such a brutal way. They believe however that it could be someone she had offered shelter to.

Leader Jonas Vingegaard loses two team-mates as Jasper Philipsen wins stage 15 PA Media - Jasper Philipsen won stage 15 of the Tour de France in Carcassonne at the end of a costly day for Jonas Vingegaard in the yellow jersey.

Philipsen edged out Wout Van Aert and Mads Pedersen in a sprint finish but more significant ahead of the final week of the Tour was the damage done to Vingegaard’s Jumbo-Visma squad both before and during the 202.5km stage from Rodez.

First came news that Primoz Roglic, a pre-race

favourite who became a deluxe domestique following a crash, would not start, before another key team-mate Steven Kruijswijk was forced to abandon after hitting the deck.

Moments after the Dutchman was carried into the back of an ambulance, Vingegaard was himself on the tarmac after colliding with team-mate Tiesj Benoot, who was slow to get up.

Van Aert tried to salvage the day with a stage win in the green jersey but was half a wheel short.

Though quickly back on his bike after his spill and able to finish with the lead group, Vingegaard will go into Monday’s rest day short on team-mates and needing to assess his own injuries after appearing to land heavily on his left shoulder.

The Tour’s second longest stage, once again contested in sweltering temperatures nudging 40 degrees in the Occitanie region, looked like being the most relaxed of a frenetic Tour so far, but things changed moving into the last 65km.

For the second time in this Tour, protestors sought to block the road. A two-man break weaved their way through as police hauled the protestors aside, and the decision was made not to neutralise the stage. Moments later Kruijswijk went down and sat clutching his wrist and having dislocated his shoulder.

Vingegaard’s crash followed a few kilometres later, and Jumbo-Visma had to work quickly to limit the damage as Trek-Segafredo upped the pace on the Cote de Cammazes, trying to flush out weaker sprinters in favour of Pedersen and setting up a high-paced finish.

Vingegaard holds a lead of two minutes 22 seconds over defending champion Tadej Pogacar with Geraint Thomas third going into today’s rest day, with the Pyrenees to come when racing resumes.

“Today was a bad day for us,” the Dane said. “I’m OK. I hope Tiesj will be too. Tiesj crashed in front of me, I couldn’t do anything, it’s things that happen in cycling”.

The sprinters have been starved of opportunities in this Tour – the last bunch finish was in Denmark on stage three – but though Carcassonne was where Mark Cavendish equalled Eddy Merckx’s record of 34 stage wins 12 months ago, this region never guarantees the peloton will come home together.

They had to work again this time, catching escapee Benjamin Thomas in sight of the finish, before Philipsen found space to come around Van Aert and Pedersen before the line.

Philipsen had previously had four second places and eight podium finishes on stages in the Tour – including a third place here last year – but this was his first victory.

“It makes it super unbelievable,” the 24-year-old said. “I know what it’s like losing in the Tour de France, I’ve been close many many times but it worked out today, it’s incredible and I cannot believe it.”

From the way JumboVisma told it in the morning, the decision for Roglic to withdraw and recover from injuries sustained last week was theirs more than his, and with Kruijswijk out 140km later, it may well have been one they were ruing.

Jason Holder returns to West Indies squad - Motie, Paul in, Shepherd for ODI series against India among the reserves

July 22. Holder had been rested for the recentlyconcluded series against Bangladesh in Guyana,

which West Indies lost 3-0.

Shepherd were not included in the squad after going wicketless against Bangladesh. Phillip played only one match in the series, while Shepherd played all three games.

“As we all know, Jason is one of the leading all-round cricketers in the world and we’re happy to have him back in the team,” West Indies’ chief selector Desmond Haynes said. “He will be refreshed, reenergised and ready to go and we can expect to see his brilliance on the field as well as meaningful contributions off the field as well. “ We h a d a v e r y challenging three matches against Bangladesh in Guyana so we will be looking to rebound when we face India in the conditions in Trinidad.

We have seen some growth among some players, but overall we need to regroup and play better against the Indians.”

West Indies have been in woeful ODI form this year, winning just four out of 15 games. Three of those wins came against Netherlands and one against Ireland, and they are currently on a sixgame losing streak.

India, on the other hand, are coming off a successful tour of England, where they won the ODI series 2-1, although they will be without key players such as Rohit Sharma, Virat Kohli, Jasprit Bumrah, Hardik Pandya and Rishabh Pant, all of whom have been rested for the series in the Caribbean.

fter a day of tame Football, Golden Grove and Dolphin secured their semifinal spots in the 2022 Milo Secondary Schools Football Tournament with comfortable wins at the Ministry of Education Ground.

The first quarterfinal match of the day went in Golden Grove’s favour, 4 – 1, as they got past Friendship before Dolphin outplayed President’s College to prevail 2 – 0. Both matches were run for 90 minutes each, unlike the round-of-16 and qualifying stages which were run for 70 minutes.

Yesterday’s opening match began at 14:00 hrs and featured a performance led

by Kelvin Richardson, who contributed a brace for the eventual victor.

However, it was Friendship that drew first blood through a Jamal Cordis-strike that penetrated the uprights in the 16 minute.

Not long after, Richardson ventured into his player-of-the-match performance and equalised in the 20 minute.

Five minutes later, Tyni Trotman gained the lead for Golden Grove, which they kept going into half time.

When play resumed, Richardson made it a twoth

possession game in the 67 minute while the victory was put beyond doubt with a 90 minute goal from Duwrad Wilson.

That showdown exposed Friendship to being a visually and physically weaker team than the wellcomposed opposition.

Coupled with the inability to connect crucial passes and an inattentive goal keeper, victory for Golden Grove was assured.

The match that followed was another mismatch, that ended 5 – 0 in Dolphin’s favour against President’s College.

The side was led by double from Caldwell Peters (15’, 84’) and Gerry Burnette (24’, 86’) along with a single successful strike from Samaul Grant, who accounted for the other goal in the 59 minute.

McPherson ran a season-best 50.15 to win the second heat as the cast of Caribbean women stamped their class on the opening

round. Also through was Olympic champion Shaunae Miller-Uibo who won her heat in 51.10, after literally jogging the last 80m.

Also enjoying safe passage through to the next round were Olympic silver medallist Marileidy Paulino, who was also impressive while winning her heat in 50.76.

Her compatriot, Fiordaliza Cofil, who was also impressive while winning her heat in 51.19.

Sada Williams of Barbados cruised to victory in her heat in 51.05. Aliyah Abrams of Guyana was also an automatic qualifier after finishing second in her heat in 51.98.

Jamaican champion Candice McLeod eased up and finished second in her heat clocking 50.76 to automatically qualify for the next round.

A tired-looking Charokee Young, who finished fourth in her heat, qualified as one of the fastest losers while Puerto Rico’s Gabby Scott and Cuba’s Roxana Gomez are also through to the next round.

Kerley leads home American sweep of men’s world 100m final

UGENE, Ore., (Reuters) - Fred Kerleyled an American clean sweep in the 100 metres final on Saturday, the first since 1991, to send the home fans wild and give the sport’s dominant nation a night to remember as they h o s t e d t h e Wo r l d Championships for the first time.

Kerley timed his dip perfectly to clock 9.86 seconds as Marvin Bracy took silver and Trayvon Bromell bronze, both with 9.88 seconds, but Bracy edging it by two thousandths of a second.

A fourth American in the final, defending champion Christian Coleman, finished sixth.

Carl Lewis led clean sweeps in 1983 and 1991 but no nation has managed it since.

There was nothing between the medallists once they were into their running, and with Bromell out in lane eight and the other two sideby-side in three and four it was an impossible finish to call.

As each name, alongside the Stars and Stripes, appeared on the giant screen, the home crowd increased the volume of their cheers, greeting confirmation of the 1-2-3 with a chant of “USA”.

That would have been more impressive had the 12,500 capacity stadium been anywhere near full on what should be the biggest night of the championships.

The empty seats will be a huge disappointment for the o rg a n i s e r s a n d Wo r l d Athletics.

Kerley, of course, was not in the slightest bit worried about that. “I said we were going to do it and we did it - USA, baby,” he said in a trackside interview.

Olympic silver medallist Kerley was the form runner in the field. He posted the year’s leading time and a personal best of 9.76 on the same Eugene track when winning the U.S. trials last month, and his 9.79 on Friday was the fastest-ever world championships heat time.

“I lost the Olympics by (0.04). I saw Bracy in front of me, he dipped early and I picked the right time and got the job done today,” he said.

He is one of only three men, along with South Africa’s Wayde van Niekerk and fellow American Michael Norman, to have broken 10 seconds in the 100m, 20 seconds in the 200m and 44 seconds in the 400m.

And the 27-year-old is now the only man to have

medalled at both 100m and 400m having finished third over one lap in 2019.

“I got the work done this time around and the gold medal means more than anything,” said Kerley.

“It’s amazing to do it on home soil with the home crowd behind us. It’s a wonderful blessing to get a clean sweep. I feel we can dominate again at (next y e a r ’ s ) W o r l d Championships.”

For Bromell, secondfastest in the world this year, the bronze was some sort of consolation after the Tokyo Olympics, where he failed to make the final after entering the Games as favourite.

“My mind is a lot stronger this year. And I knew what I was missing that now I expect more from myself,” he told Reuters.

“I got hurt and I was out of sport for so long, and then came back and happened to just come back during the biggest time of the year, the Olympics ... it is good to come out here and get it done.”

Jamaican Oblique Seville, the fastest of the semi-final qualifiers, finished fourth in 9.97, while Italy’s Olympic champion Lamont Jacobs withdrew before the semi-finals due to injury.

With the top three finishers in each heat automatically qualifying for the next round, James, the fastest qualifier from the Caribbean, finished second in 45.29 with Allen in third in 45.61 in the penultimate of the six heats that was won

by Botswana’s Boyapo Ndori in a personal best 44.87.

Taylor was also second in

his heat, running 45.68, to finish behind gold-medal favourite Michael Norman who cruised to 45.37.

Jones took second in the opening heat won by worldrecord holder Wayde van Niekerk in 45.18. The Barbadian, who ran impressively during the NCAA season, ran 45.46 to be among the automatic qualifiers.

Also advancing was Mixed Relay gold medallist Lidio Andres Feliz from the Dominican Republic, who was third in the final heat in 45.87.

Emerging as the winner of a very fiercely contested competition and showing no signs of limping was seasoned campaigner, Kevin ‘Star’ Singh. Having to settle for second place was Romel Tracey while the third place was occupied by Anthony Fiedtkou.

A total of twelve (12) persons contested the one-day competition which was sponsored by Impact Boat Service.

The top three competitors were well rewarded.
