Facebook lover swindles woman out of cash for ‘Money Laundering Certificate’

A

nother woman has fallen prey to trusting a ‘Facebook boyfriend’ whose motive was to rob her of cash. The Facebook lover managed to convince his victim into paying more than $140,000 for a “Money Laundering Certificate,” he claimed she needed to clear some expensive gifts he had sent for her from overseas.

The matter was investigated by the Special Organised Crime Unit (SOCU), headed by Fizal Karimbaksh.

SOCU in a public statement labeled the incident as “another Facebook Romance Scheme” and related that its ranks had arrested a “third party” suspected in the fraudulent transaction.

SOCU identified the suspect as 56-year-old, John

Patrick Lewis, of Wi l l i a m s b u rg Vi l l a g e , Corentyne Berbice, Region Six. According to the statement, Lewis was on Friday charged with conspiracy to defraud, at the Georgetown Magistrates’ Court.

The charge was read to him by the Magistrate Leron Daly, to which he pleaded not guilty.

He was represented by Attorney-at-Law, Euclin Gomes and granted $50,000 bail. Lewis is expected to return to court on September 2, 2022.

SOCU alleged that the victim met a Facebook boyfriend who won her trust and promised her some expensive gifts. The fake

Lewis was allegedly one

of those individuals and via Western Union she sent him a total of $146,500 for, a “Money Laundering Certificate” to clear the gifts because they were very expensive.

The victim lost her money, and the boyfriend vanished but SOCU managed to nab Lewis as a suspect in the matter.

Earlier this week another man, Jaffon Hinds was charged for acting as a third party for swindling a woman out of half a million dollars to clear her package filled with expensive gifts.

SOCU’s boss, Fizal Karimbaksh, is once again reminding the public to be vigilant against ‘Package Delivery’ and ‘Romance Scams.’

Not so fast; Norton tells AFC over year-end break up The People’s National Congress Reform (PNCR) is looking to stomp the brakes, on the Alliance For Change’s (AFC) plan, to deviate from the Coalition, indicating that the minor group will be subject to the binding agreement which comes to an end in 2025.

PNCR and Opposition Leader Aubrey Norton, on Tuesday hosted his weekly press conference where he was specifically asked w h e t h e r a n e w Cummingsburg Accord could be inked soon with the AFC. To this end, he noted, “it is premature; as far as I know there is an amended (Cummingsburg) Accord which carries us to the end of this Parliamentary life which is 2025, so when I hear talks about the (Cummingsburg) Accord, I assume it’s the amended (Cummingsburg) Accord, since the (Cummingsburg) Accord as I understand it, is the basis, but there have been changes since then.”

Last Friday, Chairperson of the AFC, Catherine Hughes announced that the members of the AFC decided at the last National Conference, hosted in June, t h a t w h e n t h e Cummingsburg Accord comes to an end on December 31 this year, the party will not be renewing the agreement.

Instead, she said the AFC will focus on rebuilding and walking on its own feet.

Norton in response last Saturday, told Kaieteur News he was not officially informed of the AFC’s intent to part ways with the Coalition.

Meanwhile, popular talk show host and coalition supporter, Mark Benschop,

in weighing in on the AFC’s announcement, said via a Facebook post last Saturday, that the AFC was only awarded seats in Parliament due to its relationship with the Coalition.

As such, he threatened, “yall ain’t gonna use we and leff we fuh go and bargain with others…dah is not the contract we signed when we voted for the coalition. So, if yall wanna go alone, then yall return all of the seats to the Coalition…or, I will see yall in court.”

Chinese Stabroek Block partner takes over US$2B in loans to stay in Guyana …also secures infinite access to cash to explore, develop China National Offshore Oil Company (CNOOC) International Limited (BVI) registered in Barbados, is the parent company of the Chinese partner with a 25 percent working interest in the Stabroek Block and, according to financial records, the company has loaned to its Guyana affiliate in excess of US$2B in order to finance its share of expenses in the operation.

This includes exploration and development and other ancillary costs associated with the oil fields in the amounts relative to its working interests.

CNOOC Petroleum Guyana Limited—Guyana Branch, is the local subsidiary with which the Esso Exploration and Production Guyana Limited (EEPGL)—ExxonMobil Guyana—has a partnership with.

According to the notes to the financial statements for the period ending last year, it was noted that the Barbados based parent company initially provided the Guyana Branch with a US$2.7B credit facility and

that this was increased to US$3.5B in July last year.

According to the financial statement, the credit facility is perpetual.

Meaning, the company essentially has infinite access to the cash, to collect when needed.

Additionally, the credit facility is non-interest bearing, unsecured and with payment on demand.

With this in mind, the documents illustrate that at the end of last year just over

US$2.4B had been taken. At the end of the previous year that facility had reflected that just US$2B had been taken, meaning the Guyana branch last year collected some US$400M. It was noted too that the international company has provided its financial support to the operation of the company.

Taxi-driver gets 16 years for raping girl, 12

hirty-five-yearold Feroz Shakeer, was on Friday sentenced to 16 years in jail for raping a 12-yearold girl almost seven years ago.

Shakeer, a taxi-driver was on trial before Justice Priya Sewnarine-Beharry, in the Sexual Offences Court at the Demerara High Court. He had denied that on December 3, 2015, he was involved in sexual activity with a girl under the age of 16.

Shakeer was represented

by Attorneys-at-Law George Thomas and Madan Kissoon, and the State was represented by Prosecutor Cecilia Corbin.

In June, a 12-member jury had found the accused guilty of the offence, and his sentencing was deferred. On Friday, the victim’s impact statement was read to the court, before the 16 years jail sentence was handed down.

On the day in question, Shakeer was working his

hire car when he picked up four school children, including the victim and her cousin, from a mall located at Diamond, East Bank Demerara.

According to reports, the accused dropped home one of the girls, leaving the victim, her cousin and a boy in his car.

The court heard that, instead of dropping off the other children he drove them to an isolated location in Diamond where he raped the 12-year-old girl.

A d d i t i o n a l l y, t h e company has since been notified by its parent company that it will sustain the business at its current level of activities.

This publication had recently reported that EEPGL—the Operator of the Stabroek Block, is in fact not a Guyanese company.

In fact, that company is registered in the Bahamas with ExxonMobil Global Holding Investment B.V. being the 100 percent owner of that company.

That being the case, its branch—EEPGL/ExxonMo bil Guyana—locally, is expected to make annual payments to its home office, amounting to hundreds of millions of dollars each year, as is outlined in the company’s most recent filings of its financial records.

According to those documents, an amount of G$847,407,889 was due to be paid at the end of last year, while the previous year’s o p e r a t i o n s s a w G$1,326,315,642.

According to the

accompanying notes to EEPGL accounts, “parties are considered related if (a) one party has the ability to control the other party or exercise significant influence over the other party in making financial or operation decisions or (b) the party is a member of key management personnel.”

As such, the payments identified in the financial report represent amounts due to the Home Office and are considered related party balances.

The payment is but one of the expenses being deducted from oil sold from the Stabroek Block that has been earmarked for repayments or to be recovered.

Under the Production Sharing Agreement, up to 75 percent of the oil produced in the Stabroek Block can be earmarked to be used for deductions.

Other costs being recovered and paid for using ‘cost oil’ includes, decommissioning fees, Exploration and Production costs, leases and loans, among others.

EDITORIAL

Conscientious citizens compel corrupt leaders to flee Leaders who make losers out of the people who trust them are usually forced to leave, sometimes in the hastiest of hurried flights. It takes time, but the wheels do grind into fine sand, and they sift out the rubbish, as represented by national leaders who fail them. In times past, such leaders were brutally upended, whereas in these more civilised times, they are swept out of office on the energies of people who had swallowed enough, and couldn’t stomach anymore.

They take matters into their own hands, and make a final, fateful stand for themselves, and their interests. At such occasional, powerful crossroads in history, the fate of doomed leaders is settled. There are messages and lessons embedded in the passage of history, some local, some international, for struggling, frustrated, and despairing Guyanese, who have grappled with their own cohort of disastrous national leaders. In the long years of six decades, we have had our own line of leaders characterized by nepotism, cronyism, corruption, killings, and suppressions, and who made paupers of citizens in this incredibly wealthy country. There was one who started out wrong and inflicted a string of woes on Guyanese, and to such an extent, that the people rose up against him.

Those who sought exile elsewhere added their voices to the furious feet on local soil clamouring for change. It came about after a prolonged, costly, confrontation that was not without its challenges. A second ruled with crooked fist for years, until the door was shown to him, and out he went, while leaving behind a record of corruption and crime and failure that was to be surpassed in quick time. Then there was one leader that many Guyanese felt had it in him to lead in another direction, stand for what is clean, only for him to fall on the issue of right to power, and in the simple arithmetic that was the system used.

More recently, there is a tandem of national leaders who have compiled a still worse litany of crookedness and financial ugliness. They mismanage the wealth of society, and squander precious trust placed in them by the always hopeful people, just like citizens in other burdened, hurting lands. One is so skilled at deception that he not only gives his own new decayed meanings to old words, but he has also succeeded in splitting letters of the alphabet (like scientists did with the atom), and unleashed terrible dangers on a divided people.

Listen to those ambitious and wrongheaded leaders, who came into power from the 1960s to this day, and the record emphasises great hardships for the common people.

It was why they were then forced to leave the trappings and rich possibilities of power behind under one movement or another for the people by the people. It is just like what other citizens in other countries have had to do, still do, where the sufferings of society steepen and multiply. Of late, it was Gotabaya Rajapaksa of Sri Lanka who was forced out under a cloud by the enraged people of Sri Lanka, who massed into one big ball of fury and the energy that flowed from that: get out, go away, move now.

As known now, Rajapaksa had no choice, but to do all those overdue things, with a helping hand from his debtridden nation’s military.

The Shah of Iran had his time at the helm, and it was the sorriest of times for his tortured people, who also had to resort to chasing him out of his well-guarded palace, and caused him to flee like the common thief that he was. In Cuba, Fulgencio Baptista had to rush out from his homeland, because his people had had enough of him, and the walls had closed in. In identical fashion, it was how African dictator, Idi Amin, also was compelled to seek refuge in headlong flight.

The records of these leaders were one and the same: costly corruption and crimes against the people. We have them in Guyana today, and if they don’t learn and leave their blatantly corrupt ways behind, they will find that they leave the people no choice, but to rise and rally against them.

Who is really placing GuySuCo in clear and present danger?

DEAR EDITOR, The GAWU has taken note of expressions of the GuySuCo and its Chief Executive Officer which appeared in several sections of the media in response to the calls by the workers of Uitvlugt Estate regarding their right holiday-with-pay (HWP) entitlements.

The sugar company’s CEO is quoted as saying the workers actions were “…antinational and antipatriotic…”. We find such labels unfortunate and seemingly aimed at disparaging the workers and the Union. In reflecting on the CEO’s utterances, we had to wonder whether it reflects his mindset regarding workers’ defending their rights and conditions.

Workers’ struggles through our history have brought us steady advancements and several victories. Not too long ago we hailed the significant contribution of the Enmore Martyrs, who are now deemed national heroes. Were those struggles by workers in defence of their rights conditions also “antinational and antipatriotic”? Could it be that the old, bygone, and tattered

colonial philosophy has now returned to the sugar industry? We certainly hope not but we are certain that, as in the past, such intrigues will not succeed.

While the CEO chooses to deem the workers actions as “anti-national and antipatriotic”, how do such statements contrast with the performance of the current Executive Management team?

During their sojourn, thus far, production has fallen to previously unheard levels.

Field productivity is declining. And employee disenchantment is growing.

Of course, such ‘feats’ come when the industry is receiving significant Government support. As His Excellency President Irfaan Ali said a few weeks ago, his government is serious about sugar and is committed to the industry and its resuscitation. We ask: Is the current Executive Management similarly committed?

If such commitment is lacking, as the evidence seems to outline, isn’t that really “anti-national and anti-patriotic” behaviour?

The workers actions were reported to have placed the sugar company “…in clear

danger…”. However, we wonder if there was no danger when the ‘sugar experts’ decided to pursue repairs to the factory gear when a replacement was required? Or was the company not placed “in clear danger” when immature second crop canes were harvested during the first crop to make up deficits? Or isn’t the company placed “in clear danger” when decisions were taken to abandon large hectares of cane cultivation? How is it when workers stand-up for their rights the company is suddenly in danger but when the Executive Management takes inimical decisions there is no danger. It is an obvious double-standard and is a continuation of the efforts to denigrate the workers.

GuySuCo claimed, according to a July 13, 2022, Guyana Times report, that “…for HWP to be facilitated, a factor will have to be established which requires at least one (1) week of grinding.” This was said to have been communicated to the workers. Yet at a meeting on April 22, 2022, the Estate Management informed the Union and the workers that “[a] factor was calculated for

Field and Factory workers which worked out to 0.69444 and 3.125 respectively.”

Clearly, GuySuCo, in our view, is not being truthful.

Nonetheless, the Collective Labour Agreement (CLA) with the Corporation does not in any way indicate that the ‘factor’ is required before the HWP entitlement can be settled. This has been drawn to the Corporation’s attention umpteen times. Yet despite our efforts to bring respect to the agreement, the Corporation continues to ignore our valid concern. The invocation of the factor is merely ‘red herring’ which, in our view, is a poor attempt to distort the truth and deny the workers their entitlements.

GAWU remains committed to the sugar industry and its success. We believe the current Executive Management of GuySuCo requires serious evaluation and shortcomings addressed.

Nonetheless we remain firm that workers rights and conditions must be respected, and the Corporation must also promote cooperation and not confrontation.

More questions than answers DEAR EDITOR, When I read GuySuCo’s Press s t a t e m e n t t i t l e d , ‘GuySuCo sets the record straight’ I became convinced that there is indeed a great effort to deceive and mislead not only the sugar workers and the public but the Government as well. This paid press release is hollow and void of any real essence and raised many more questions but provided no answers, just plain whitewash and balderdash.

There is a deceiving lack of substance which would suggest that GuySuCo is struggling with its communication to the media.

This reminds me of Johnny N a s h ’s masterpiece, ‘More questions than answers…the more I find out the less I know…what shall we take and how much shall we give…’.

I will be grateful if another ‘press release’ is done by GuySuCo to answer these questions so that all the stakeholders will be better informed.

Why was the independent

test of the fixed frame and the articulated tractors done on land that is flat rather than the Dutch beds that needed conversion? The main purpose of buying the 190 HP tractors is to convert Dutch beds yet the test between the 2 tractors was done on flat beds which favored the articulated tractors?

Why is it that no representative from John Deere was invited but one from GAME X was invited?

Where did GuySuCo get the 2020 productivity information from to do a comparison when no articulated tractor was in Guyana? Why were the exact same results in 2020 were again presented in 2021? Is there a deliberate effort to resuscitate and provide financing for GAME X? More questions: Who comprised ‘the team of i n d e p e n d e n t professionals’ that prepared the p r oarticulated tractor report?

Are these the persons promoted to their level of i n c o m p e t e n c e ( P e t e r ’s Principle)?

And who received

salary increases and incentives over other staff?

The Board needs to investigate this.

More questions: Why was more than one third of Guysuco’s cultivation comprised of 5 ratoons and more canes were abandoned? These were producing more canes per hectare that the 4 ratoon canes.

Why fertilized the 4 ratoons which were producing less and abandon the canes producing more? Let the record speak.

Was the Board part of this decision making?

GAWU submitted facts and evidences that the if the current fleet of tillage tractors was fully utilized

then Guysuco would have surpassed its tillage target but the Union made it known that tillage is not the only problem which plagues the Corporation.

There was no immediate need for procurement and even if there was then John Deere would have been the ideal choice.

Lastly, was the abandonment of one third of the Corporation’s cultivation done primarily to create the ‘need and urgency’ to procure these unsuitable tractors?

There are compelling evidences and a strong correlation to support this assumption. Definitely, there is a big game with GAME X. Yours sincerely, Narendra Lall

Penalties meted out to ranks embroiled in burning of teen a slap on the wrist DEAR EDITOR, The swift conclusion of the investigation into the burning of the teen while in custody of the state must be commended.

However, the penalties

meted out to those found culpable can be perceived as a slap on the wrist and will do nothing to assuage the hurt of the family.

GAWU is problematic DEAR EDITOR, The Guyana Agricultural Workers Union (GAWU) which was formed in 1961 to represent the sugar workers has become both a liability and problematic for GUYSUCO and for the overall development of the country.

Its ability to represent the workers and its views and understanding of development are outdated.

GAWU has become a 20th century organization in that its main priority is to collect union dues from the sugar workers and provide them with poor representation.

During the last few years, a small minority of sugar cane workers have and continued to be “misled” by the leaders of GAWU pertaining to the facts in the sugar industry. Our research has revealed that the leaders of GAWU are not being honest with their members. Rather than criticising the management of GUYSUCO, we strongly believe that the powers that be within the union should disclose to its members its financial resources and its total assets.

We have uncovered that as of June 30, 2022, GAWU has amassed over $900 million in liquid assets and that it has spent almost $100 million to renovate its headquarters from the resources garnered from the ordinary workers. In addition, its leaders are living a Cadillac lifestyle while its workers are struggling to feed their children and make ends meet. Like other unions in the Caribbean and elsewhere that have pension plans for their workers, GAWU does not have any such plan for its workers, and it does not intend to establish one. So the question is what is GAWU doing with such huge assets that really belong to the sugar workers.?

In this high inflationary period, the Government has and continues to provide financial assistance to the sugar workers, but the leaders of GAWU have not given a dime to them. As a case in point, the government has given $200,000 to the workers at Uitvlugt during the time they were side-lined when the estate had ceased operation because of a broken gear box.

Instead of assisting the sugar workers, some of the leaders of GAWU went on a lavish excursion trip to Rome, Italy.

workers are paying more than $150 million annually in union dues deductions to GAWU but very little if any is given back to the workers during hard times? which, means that the only purpose of GAWU is to take almost 10% of the workers income to pay for the extravagant lifestyle of the union leadership, many of whom drive the most expensive cars in the country.

And to make matters worse, for decades, there has been no public audit of the accounts of GAWU or its financial assets.

After being out of production for more than three months, the union called a strike on the same day that the Uitvlugt sugar factory had restarted production. This disingenuous action by the union leaders is designed to give the impression that they are for the workers but, they are not, because they are denying them the opportunity to work and earn a decent salary to maintain their families. It is common knowledge that GAWU is abusing and misleading the sugar workers into believing that they deserve higher wages even though GUYSUCO is not profitable and that it depends on subsidies from the government to keep it afloat.

The government should not tolerate such reckless, carefree, and anti-social behaviour from GAWU’s leaders. The government must act and hold GAWU accountable if GUYSUCO is to become solvent.

From all indications, GAWU is trying to destroy the work ethics in the sugar industry and by extension, in the country. It has become a problematic organization in that its leaders are disconnected from reality and from the interests of the working class in the country, especially the sugar workers whom it represents. Maybe the union leadership is confused into thinking that they do not have to answer to anyone, or maybe, they do not care about the welfare of the sugar workers.

What else the private sector wants DEAR EDITOR, It is clear that runaway capitalism has unleashed the worst in us. The poster child for this endless grasping and clutching for everything that can be had is Guyana’s business interests, its allpowerful private sector.

Top tier members made the best investment in the world with money for the PPP; and they collected richly. Yet they want more. Like that favorite from Byron Lee and the Dragonaires, Guyana’s private sector wants ‘more, more, and more’ as in a financing hand.

The local private sector has already been well taken care of by the PPP Government through a flurry of sweetheart arrangements that are nothing but huge pork barrel deliveries nicely targeted.

The record is there, and its ringing notes peal sweetly.

Tax breaks, free this and more freeness, concessions after concessions, land and more land, partnerships, special provisions in the national budget, extraordinary last minute budget favors inserted for their profiting pleasure, and bridging the wellconnected locals with foreigners to capitalize handsomely on the national oil bonanza.

In the race for the top prizes in the Guyana bank pile, the modern-day operators in the local business realm only have to ask and they get.

More. The more they still ask

for, the more they still get from a grateful PPP Government only too delighted to return the investment of billions (some dark money) in campaign financing during the 2020 elections season. It was the best investment of all for savvy local business operators, for they now get multiples of what they wagered on politically as their return on the bargain.

It was investing a couple hundred million for a couple billion in awards and taxes and the whole heap.

But the private sector, this virtual ward of the state, wants still more; it is leech and bloodsucker.

All the greedy and rapacious private sector has to do is ask.

As part of its chronic dependency syndrome, the private sector now seeks loans, the working capital cash to finance its participation in the flow of opportunities to keep its members floating.

It is one more subsidy called by other names. In a sense this is venture capital for vulture capitalists.

And the VP is already talking about rescuing with a ‘revolving fund.’

Where does this corporate dole stop? They already got so much corporate welfare, now they want more charity in stopgap funding, continuity money. Why not the financial system with which they have plush relationships for lines

of credit? I know that we don’t have an overnight repo market, but that is what the finance man late of The Maldives should put together, where the bigger blue chips pool and participate, so that the strugglers and stragglers can get temporary funding, as customized to meet needs.

He can facilitate such a program, but keep government out of it. This is how capitalism works; not in this deep-pocketed, big brother, and constantly fleeced loaded father-inlaw fashion.

C o n s i d e r i n g a l l this wheeling and dealing, what I detect in the making are ‘soft loans’ with special terms to be finalized between colluding PPP leaders and their business cronies, while torpedoing the poverty stricken farther up the creek.

It would be another slush fund drawn from the poor people treasury to bolster rich friends crying cash flow woes, and

probably never fully paying back what was borrowed.

This is another GNCB in the making, a financing fiasco hovering, another corruption cover and channel. It pays not to follow VICE News developments; or to say so with pretense at an honest face, so that ‘revolving fund’ developments could take center stage. The Government of Guyana is not a Las Vegas casino, or a loan shark racket, though I question that thought. The private sector got all those gifts before.

What next would they be looking for, blood? Then what, harvesting of stem cells? And after that what, body parts? Last one: What about the poverty sector scrambling to survive from day to day, how about a little something for those little, unconnected, people lacking cash to finance elections?

recorded six, Region Three which recorded five, Region Six which recorded three, and Region Seven which recorded one case.

The Ministry via its updated dashboard revealed that four patients are now admitted into the COVID-19 Intensive Care Unit, 38 persons are in institutional isolation, 912 are in home isolation and four are quarantined institutionally.

To date, a total of 66,512 persons have recovered from the virus.

There is some amount of hesitancy, cynicism, indifference. Why? DEAR EDITOR, As the National Toshaos Conference winds down there is much hope and optimism in our hinterland communities, as one of our Amerindian leaders projected into the future. After having listened to the friendly interactions and speeches with some amount of expectancy we may “give Jack he jacket.”

But there is some amount of hesitancy, cynicism, indifference. Why? Why are there doubts?

Generally, the public thought that His Excellency the President did a superb job in his opening address albeit there was little too much exaggeration on the fact that government spent billions on Amerindian development in comparison with past governments. Isn’t it easy to comprehend? Anyways, supposedly His Excellency doesn’t remember he was earning less between 2010 and 2015 than he is now doing.

Easily it was a contextually different era; economically,

that is.

Land Rights issues are essentially perennial on the agenda, sorry, on the list of discussions.

While government wants development in the hinterland with a national face, a national content that could be more inclusive, many of the attendees could be comfortable with the idea, but the general feeling of the conference is that certain issues could take precedence to allow for candid discussions on issues too important to ignore. All development related promises are good in themselves. We do love promises, but there could be some unfinished business, prevailing scenarios that could impede progress for these promises to crystallize or become reality. Besides, the President quite rightly said Amerindian development must not be done in a vacuum.

Issues have to be addressed.

Development is a process that takes into account every

stakeholder in the process. It is collaborative; it does not hinder any one group, it is inclusive. To a resounding round of applause, the President carefully alluded, too, that for any development to take place it must be done in the context of “harmony, peace, respect and understanding”. These are the essentials for development to take place.

“Peace, respect, harmony” words that will forever reverberate loud and long, and may I say, throughout the length and breadth of Guyana.

Amerindians are of the opinion that since the NTC is the highest decision making forum, in a Democratic State for Amerindian representation there ought to be some place in a collaboratively crafted Agenda for leaders to exercise their democratic right to at least submit motions and resolutions pertinent to their issues back home.

Let it be called a National Toshaos Conference and not dubbed a “National Toshaos

Council Conference”. There was some amount of incoherence there. Lastly, agreements on whatever issues raised in terms of development in the past never had a humane quality.

It was always tied to some condition, or had a political overture. Today we have a young, talented and vibrant President with a seemingly fresh world outlook.

Could his government be any different?

Supported with a development-driven staff on the ground; the right people in the right place, he has an opportunity to prove to us that he is indeed a man of class, a man of integrity; man of goodwill, not ill-will, a man of truth, not deceit, a man of love, not hate.

Let us pray for him, His Excellency, the President of the Cooperative Republic of Guyana.

May God bless him and all Guyanese.

Truth and accountability matters when people are paid from public funds DEAR EDITOR, Ms Laura George, of the Amerindian Peoples’ Association (APA), has said repeatedly that she was misquoted by the Stabroek News when the newspaper claimed she said that the Amerindian Land Titling (ALT) project had been started under the David Granger Administration.

As Ms. George has since stated, this is inaccurate – the project was started under the previous PPP/C Administration, and only restarted in the last year under

the Administration of President Irfaan Ali. Ms. George has repeatedly stated - including on her Facebook page of 14th July, 2022 - that she asked the Stabroek News to correct its inaccurate report, but the newspaper has not done that.

Given that the Executive Chair of the APA, Ms Jean La Rose, was the Deputy Leader of the APNU+AFC list of candidates in the 2015 elections - and was subsequently appointed by President Granger to senior government positions - it is

particularly important that the Stabroek News quotes Ms Laura George correctly when she is talking about the Granger Administration.

Moreover, the Stabroek News journalist who wrote the article, Miranda La Rose, is the sister of Jean L a R o s e , t h e A PA’s Executive Chair. Editor, can you please explain why the S t a b r o e k N e w s did not correct its publication after Ms George said she asked the newspaper to do this?

The APA receives a lot of public funding – including

from Norwegian and French taxpayers. As with others who are paid from public funds, the APA, therefore, needs to be held accountable for telling the truth – and Stabroek News does the APA a grave disservice when it implies that Ms George said something she did not.

It is not too late – can the Stabroek News please apologise for misquoting Ms. George and put the record straight about what she actually said?

Working or Not – at Uitvlugt Estate DEAR EDITOR, There was an educative report in SN of July 13 concerning an imbroglio between factory employees of Uitvlugt Estate and the highest level of GuySuCo’s Executive Management – certainly a most exceptional interaction during which the former reportedly alleged to have been ‘disrespected’ – a human complaint in an otherwise pedestrian industrial relations engagement, regarding which the Union (GAWU) will attest that there are ‘stages’ of negotiations (‘talks’ if you will) that are normally observed, and in which the

Corporation’s accredited Industrial Relations team should usually be proactive, together of course with the Estate’s team.

Incidentally, the Corporation’s Factory Operations and Agriculture Directors were conspicuous by their absence. Should it not this grouping be the ones reporting to the highest decision-making level, since organisational logic would contradict the practice of that office reporting to itself, albeit without the risk of appearing to be compromised, or of comprising intervening levels of players.

It needs to be understood

by all concerned that they are committed to sustaining the organisation, and therefore their behaviour must speak to standards for their successors to emulate.

It is simply not a matter of individual style, of ego; but rather one of leaderships setting lessons to be learnt – by those who need to know, and to grow.

In the milieu GAWU would remind all the decision-makers of the communication structure established in the industry, which since 1981, includes the forum described as ‘Worker Participation’.

It would be helpful to learn if this interaction is at all being

observed.

And while basically production is composed of agricultural and factory operations, it cannot be overlooked of the contribution made to Uitvlugt Estate in particular by the several cane farming cooperative societies, whose financial fate has not been mentioned since the large Ministerial delegation visited this estate several weeks ago.

Worrying trend as Guyana snuffs more help in building oil and gas capacity …wasted US$1M grant for EPA had catered for resource estimates - Former EPA boss

ormer Head of the Environmental Protection Agency (EPA) Dr. Vincent Adams is adamant that Guyana has missed another meaningful opportunity to build capacity in its oil and gas industry, since like the still to be refined, World Bank US$20M loan, Guyana has failed to utilize another US$1M. This time, an Environmental Protection Agency (EPA) grant that would have among other things, significantly contributed to the agency’s ability to monitor and access information arising for oil operations offshore.

As the Guyana government gears toward its inaugural bid round for petroleum blocks come S e p t e m b e r, t h i s s a i d information would have been extremely useful in the country understanding for itself what truly lies in its offshore oil banks, thus using the data to better the country’s bid position, Dr. Adams opined.

Minister of Natural Resources Vickram Bharrat told Kaieteur News on Monday, that ministry teams are still working on “refining” and bringing the US$20M loan facility on par with the current

government’s priorities for the oil sector.

He suggested that, that work should be completed soon. The line of credit sought to strengthen various aspects of the oil industry, including support for cost oil audits and other fiscal areas, environmental monitoring and skills training for locals.

One Component of the Wo r l d B a n k ‘ G u y a n a Petroleum Resources Governance and Management Project’ totaling some US$5.5M, would have seen agencies such as Guyana Geology and Mines Commission (GGMC) and the Department of Energy (DoE) among others, receiving “on-the-job training” training in reservoir engineering and geology. This would have allowed for the State to be provided with independent third-party technical expertise needed to analyze estimates of oil and gas resources, assess and conduct economic and fiscal modeling to help forecast oil and gas revenues, and support the cost audit of existing Production Sharing Agreements, among other things.

According to Dr. Adams, the US$1M grant which he personally requested and secured from the local World

Former EPA Boss Dr. Vincent Adams Bank representative was meant to help Guyana in the same areas. He explained to Kaieteur News, that during his tenure, he was able to connect with the World Bank representative and shed light on assistance needed to encourage the necessary capacity. Dr. Adams said, a proposal was provided to the representative and after taking it to the Bank for approval, and US$1M was granted to Guyana with a significant portion of the sum going toward a Brazilian oil and gas expert conducting the training locally.

Key focus areas involved monitoring and accessing pertinent information needed for oversight

purposes. This meant that representatives of the highly skilled 36-member Petroleum Unit, that was formed under that project would have had to provide “24/7” monitoring aboard the Floating Production Storage and Offloading (FPSO) vessels offshore, and Guyana would have been able to scrutinize for itself, all that is taking place offshore. The country would have also had first hand access to the data being generated, reducing the country’s dependency on the oil companies to provide information on oil reserves and other technical information.

As such, now that Guyana is heading toward

auctioning its available oil blocks, Dr. Adams said that by now, the Petroleum Unit would have been extremely useful because its experts would have been providing round the clock monitoring, and gathering information that Guyana could have used to put itself in a better bidding position.

“As long as the trained people are on board (the FPSO) we would get all the information. They (oil companies) cannot hide that from us,” the former EPA head said. He explained that aboard the FPSOs, there is a control room where all the data comes and as long as the local teams are aware of what they are looking for, then the country would be receiving the same data as the oil companies.

Without this in place, the country is left to depend on the reports and data the oil companies provide.

Despite the proactive move to empower the EPA, Dr. Adams said, that after parting ways with the environmental agency, the program was scrapped.

Under his tenure, the E PA p u t i n p l a c e opportunities for staffers to access higher education within the relevant petroleum fields from the University of Guyana or overseas institutions in

return for at least five years of service.

Several staffers had already applied to universities when the project under the $1M grant was scrapped, and according to Dr. Adams, when employees asked about their status to seek higher learning, a very senior EPA Executive reportedly told them that “the EPA is not a university,” and that they were on their own in that regard.

Dr. Adams said, at the time of his tenure, he was the only petroleum engineering expert in the country with significant experience in reservoir engineering and was aware of the country’s deficiencies in the particular areas, and sought to change that by making the EPA a model agency “to set the tone” for the other energy related bodies. “This is how it is done in the US; you have to have people out there. It’s the only way to know, you have to see the data for y o u r s e l f , ” D r. A d a m s reiterated.

The fact that Guyana is yet to utilize the US$20M to build capacity, and has shunned the work done under the US$1M grant, “there seems to be a worrying trend,” he posited.

THE TRAIN COMING BACK People are talking about plans to bring back de railway.

The idea it is said will allow for the movement of large numbers of persons to and from the large housing schemes on the West Coast of Demerara and the East Bank of Demerara.

The reintroduction of the railway is seen as solving the congestion on the country’s main public roads, especially during peak hours. By having a railway, larger number of persons can be moved more quickly from housing schemes directly into the city.

It is anticipated that with more and more persons settling along a narrower strip of area, with more and more families owning cars and the resulting problems of traffic congestion, persons will eventually force the establishment of a railway.

But where will this railway be built? Where will the lines be and how will it criss-cross the existing roadways.

Railways are meant to move large numbers of persons and goods. It therefore has benefits for the country.

But it is also costly to establish and to run. Unless there is guaranteed heavy flow of persons and goods, a rail system cannot be viable.

Guyana once had a railway network. The PNC closed it. At the time the option was to go for roads, since this formed part of the manifesto of one of the coalition partners of the government.

The leader of the United Force had promised “highways to happiness” and after the ousting of Jagan, the West was willing to throw a great deal of money behind Burnham so as to curtail the communist threat that they perceived came from the PPP. As such they gave a great deal of money to build

the United Force’s “highways to happiness’. These highways linked various parts of the country.

At the time that money was given to construct these highways, the cost of fuel was low and thus the government of the day, anxious to show that progress was being made, and eager to create jobs, opted to close the railway line and build a network of public roads.

Most of these new highways were built ten to fifteen years before their time.

They were greatly underutilised in the early days and even when a toll was charged this could not meet the expenses of maintaining or paying back for the roadways.

The government of the day was not bothered by this fact because the highways, to them, represented visible signs of progress, never mind that soon after they were constructed, the oil crisis hit and forced the government to regret their decision to close down the railways.

The PNC government regretted the closure of the railway line. But it may have been doing itself and the country a favour because the railway would have run bankrupt under the PNC. At the time of its closing, there were problems with not enough persons using the trains. The railway company was not in good shape and even if Burnham did not close it down, it would have closed by the fact that it was running bankrupt.

It was also becoming difficult to keep free riders off the trains. Many persons were known to hitch a free ride on the train, and the conductors could not have controlled this, very much like what happened later with the public bus transportation when persons got on the bus

and when it was time to show their tickets had none to present.

It was not surprising, therefore, that the bus company experienced problems but its eventual demise was due to the bankruptcy of the government and its inability to maintain its fleet or to find money for spares.

When the PPP returned to power in 1992, President Cheddi Jagan requested the Indian government to examine the feasibility of restoring the railway lines.

That study, done when oil prices were below US$20 per barrel, determined that it would not be feasible to reintroduce the railway.

Gasoline was cheap and therefore not much savings would be had for the average citizen for switching to a rail system rather than travelling by public road transport.

The present rise in oil prices may be a factor that could now make a railway line viable. With oil prices tipping at over US$100 per barrel and with the number of vehicles increasing daily, it may make sense to reintroduce a railway system.

However, there are other factors which would suggest that such a plan would not be feasible. For one, Guyanese are now accustomed to fast travel and a train having to stop at almost every village will not attract many customers, not when there are some minibuses which get you to your destination much faster. As such any railway would have to be one that had no or few stops.

The other problem is who will run the rail. A railway cannot be administered by the government.

If a state railway line is introduced in Guyana, it will go broke within weeks because there will be so many

This will certainly help tourism. It also will allow for the easier movement of goods over such long distances. It makes sense instead of building a road to Lethem if a

rail system could be introduced.

THE FREDDIE KISSOON COLUMN

I will never understand this Burnham enigma O n e o f G u y a n a ’s respected and eminent citizens is Mr. E.B. John.

Countless Guyanese in and out of the land will know Mr. John because he writes frequent letters in the press, all of which are interesting.

For a man in his mid nineties, like Eusi Kwayana of similar age (Mr. Kwayana is 98), Mr. John has a very active mind that will create envy around the world. Both Messrs. John and Kwayana have sharp minds and their focus is as smooth as the pen of any young person. What an achievement! I don’t want to live that long but if I do, I hope my pen is as pointed as these two Guyanese men.

Mr. John’s outputs are

very intriguing because of his vast knowledge of the public service. Mr. John worked for decades in the public sector thus his institutional memory is phenomenal. It would put a dent in Guyana’s historiography if this Guyanese does not publish his memoir. I think all Guyanese would want to see his analysis of Forbes Burnham I should inform readers that I spoke to former Opposition Leader, Robert Corbin, recently and he is still working on his memoir.

The autobiography of Clement Rohee has not been commented upon as yet because people find it too

expensive. I get request all the time about what book(s) I want from Guyanese visiting and I do offer a few names and have received them.

But I would not ask someone to pay 63 American dollars for Rohee’s memoir.

No autobiography should cost 63 American dollars.

Mr. Rohee is doing his country a disservice by retaining that exorbitant cost. There is no doubt at all that what he has to say about more than fifty years as one of the most important political actors in Guyanese history will receive widespread attention in Guyana.

If he chops off $43 from the selling price, I am sure

that book will find an eager market in Guyana. Guyanese await the autobiography of Rashleigh Jackson, another eminent Guyanese who is in his nineties and who knew Forbes Burnham, up, close and personal.

Anyway back to Mr. John. I saw a short letter recently in the newspapers

by Mr. John and the contents got me thinking. I decided that I would do a column based on a curiosity that was born out of that letter. Mr. John informed the nation that it was President Forbes Burnham who approved of the Enmore Martyrs monument.

I did not know that historical fact and I guess hundreds of thousands of Guyanese in and out of Guyana did not know that too. Don’t forget almost 75 percent of the Guyanese population is under the age of 45. The monument was created in 1977. That is 45 years ago. Burnham died 37 years ago. Against this factual backdrop, Mr. John’s announcement is good historical information for young Guyanese.

My curiosity about that letter centres on Mr. John’s knowledge. Just as Mr. John was eager to inform Guyanese of that positive contribution of Burnham,

what negative acts and bad policies of Burnham would Mr. John like to mention? Could one use Freudian analysis to explain why those observations are missing?

I see this contradiction often whereby someone would remind us that Burnham created Muslim and Hindu holidays; that Burnham gave us the NIS; that Burnham gave us the bridge link between Region Four and Region Three; that Burnham gave us the Linden highway.

But the highway is named after him. He renamed Mackenzie after him. He named a village up the East Coast after one of his daughters – Melanie Damishana. He named a south Georgetown ward after another daughter – Roxanne Burnham Garden.

He renamed the Parade Ground on Middle and Carmichael Streets after him. I think it is perfectly correct to enumerate the positives of Burnham. You distort history when you obfuscate some of B u r n h a m ’s f a n t a s t i c achievements. Surely, the NIS was superb thinking. So was the Canje Bridge, so was

the multi-lateral schools, so was the contributions to the African freedom struggle, so was the birth of CARICOM, so was the opening up of diplomatic relation with Cuba, so was free tertiary education.

But history is not complete and history is distorted when you obfuscate the evil side of Burnham. You don’t take people’s children and send them deep in the interior of Guyana to do compulsory national service to be bossed around by military men who had not one ounce of understanding of other people’s cultures. No leader who was unelected should declare his party to be paramount to state institutions as Burnham did.

I implore Messrs. John and Jackson, please give us your thoughts on the negative side of the Kabaka.

Stabbing victim dies at COVID Hospital …final words to wife, “I Love You”

By Shervin Belgrave The victim of a brutal stabbing at a popular bar at Mon Repos, East Coast Demerara (ECD), died on Tuesday at the Liliendaal Covid-19 Hospital with his final words being “I love you.” The dead man has since been identified as 21year-old Krishna Maniram, a Senior Audit Clerk with National Hardware Limited, and a resident of Strathspey, ECD. He was stabbed on Friday last by a patron at the S&S Bar in Mon Repos. The suspect is still at large.

According to his young wife, Feona Maniram, she can only remember the last

words he said to her before doctors at the Georgetown Public Hospital Corporation (GPHC) transferred him to the Covid-19 hospital.

Feona recalled that she was informed via a phone call that her husband had been stabbed and she rushed to GPHC to see if he was ok.

Maniram was reportedly bleeding from stab wounds to his neck, face and shoulder when she arrived but “he speak to me in his normal self”, Feona said.

Doctors assured her a few hours later that the bleeding had stopped and he was going to be ok. As such, she left the hospital believing that Maniram

would recover from his wounds and returned the following day (Saturday) to check up on him. “We were pouring out love for each other and instead of telling me what had happened in the Bar, he only said I love you “ Feona had no clue that it would be the last time she would see him alive, and hear those words from him.

According to relatives, they were later informed that Maniram tested positive for Covid-19 and on Sunday, he was transferred to the Covid19 Hospital at Liliendaal, Greater Georgetown.

Forty-eight hours later, on Tuesday, his loved ones received news they did not

want to hear, Maniram had died. Speaking with Kaieteur News on Friday, East Coast Investigators said they were awaiting a document from the hospital to confirm whether Maniram had died from Covid- 19 or the stab wounds. Relatives believe however, it is possible that the stab wounds might have killed him and not Covid 19.

If that is the case, then the suspect at large could be responsible for the young man’s death.

According to reports, Maniram after work on Friday had decided to go out for a drink with his best friend before going home.

Maniram said “he had called us, and said he was going to drink with a friend because Saturday was a holiday.”

They reportedly stopped a few places before heading to S&S Bar. His best friend, Kishan Pareshram, recalled that they arrived there around 22:30hrs that evening, and started drinking some Guinness outside.

About twenty minutes had elapsed and they entered the bar to continue drinking.

“I was sitting at the bar at the counter and Krishna was bracing on a post behind me,” the best friend told Kaieteur News.

He reportedly purchased a round of Guinness and recalled seeing the suspect—a medium built dark skinned East Indian man sporting a ponytail—walking up to the bar and calling for a round of Banks beer. “I look at him (the suspect) and he look back at me and he said, “what you looking at me fuh, yuh like boys” Pareshram said.

The friend related that he was offended by the comment and got into a brief argument with the man.

“I tell he “wam! Yuh gon jook out meh eyes fuh looking at yuh” he added.

Pareshram further alleged that the man raised his voice and repeated the same words again. He said, that he decided to pay him no mind and continued drinking his Guinness and “me ain’t know wa happen next but I heard some people arguing, and then I heard bottles breaking, when I turned around I see the man (the suspect) brace Krishna and then pull off and run outside the bar” Pareshram recounted. He claimed that Krishna ran behind the suspect and he ran behind them.

The suspect escaped and when Pareshram caught up with Krishna, he started to collapse from his bleeding wounds. Realising that his friend was stabbed with a bottle, he rushed him to GPHC for treatment. Police had launched an investigation and commenced a manhunt for the suspect but he is yet to be located. It was also revealed that the victim’s phone disappeared after the stabbing. Investigations are continuing.

Sterling Products announces pay hike for workers

o r k e r s attached to Sterling Products Limited (SPL) will receive a seven and eight percent increase in wages and salaries across the board in 2022 and 2023 respectively, following a Memorandum of Understanding (MoU) signed between the workers’ representatives and management of the food manufacturing agency.

A public missive from the company yesterday related that the workers will also receive increased meal allowance sums, as well as annual bursary awards.

According to the statement, the Clerical and C o m m e r c i a l Wo r k e r s ’ Union (CCWU) and the company management,

were able to reach an agreement that will allow for all employees to benefit from salary increases over the next two years.

The agreement was signed on July 8, in the presence of the Chief Labour Officer (CLO), Dhaneshwar Deonarine, at the Ministry of Labour, Brickdam, Georgetown.

SPL was represented by its Chief Executive Officer (CEO) Ramsay Ali, the F i n a n c e Controller/Company Secretary Mahindra Sammy, and the Human Resources Manager Maneka Jacob, while the CCWU was represented by the President Sherwood Clarke, Junior Vice President & Employee Representative Seecharan Sukhu, Union Consultant

Gladstone George and Employee Representative Elvis Peters Clarke, in extending gratitude to the SPL CEO, highlighted that the negotiation was conducted amicably and resulted in a robust agreement being generated to support the interest of the employees.

Shiwprashad-Jacob at the signing ceremony expressed optimism in the continued good relationship that exists between the two bodies.

She insisted that Sterling holds the interest of its employees in high regard saying, “as you can see from the collective bargaining agreement, we at Sterling Products Limited care for our employees, we value them, and this is evident

through our conditions and the benefits in the agreement.”

CEO Ali, in delivering his brief remarks, related that the Union has always been welcoming to the company.

He said “there are a couple of times we had to come here when we couldn’t reach a consensus and the process here was good.”

Ali noted further that employees of Sterling Products also enjoy numerous other benefits that are not being captured in the Collective Labour Agreement. “These benefits include pension scheme, medical and education assistance plans.”

CLO Deonarine used the occasion to thank both parties for recognizing and

giving credence to the Ministry’s role, indicating that he was happy to facilitate, “especially in such cordiality, where there’s an agreement and no need for conciliation.”

He commended both management and union representatives, for negotiating in good faith and coming to an agreement that will benefit the workers.

Female Rank who lost home to fire gets help

lpha Daniels, the 25-year-old police woman who lost her home to fire on Wednesday last, has received help from the Police Association.

In a statement issued by the Guyana Police Force (GPF), the Association, on Wednesday last, “handed over to Daniels, a complete bed set, a food voucher

redeemable at Mattai’s Supermarket, a quantity of clothes and other household supplies”. The handing over was done by the Police Association’s Chairman, Sohan Ramdat and his team.

Daniels thanked the Police Association and the Guyana Police Force (GPF) for the assistance and said, the items she received will help her return to normalcy.

Daniels and her younger brother, Shemar Daniels, 23, were out working on Wednesday last, when they were informed that their West Ruimveldt home was on fire.

Fire fighters had responded but could not save their house from being completely gutted. The Guyana Fire Service has since labeled the blaze as an

Jagdeo should not spearhead negotiations for Amaila - Ramjattan

Alliance For Change (AFC) Leader, Khemraj Ramjattan is urging Vice President Bharrat Jagdeo, “come off the scene,” as it regards negotiations on the proposed 165 mega watts (MW) Amaila Hydropower project, especially since recent allegations of bribery and corruption surfaced with the Vice President being the subject of a Vice News documentary to this end.

In fact, the AFC Leader has joined with his political partners in the People’s National Congress Reform (PNCR), in calling for Jagdeo to be removed from office to allow for a fullfledged independent investigation into the allegations that were made.

During an AFC held a press conference yesterday, Ramjattan in response to a question by this publication, explained that the party does not support the Build Own O p e r a t e a n d Tr a n s f e r (BOOT) model for this specific project, as there is no guarantee that it could benefit the people, after the 20 years period in which the owners would be cashing in from a Power Purchase Agreement (PPA), by selling electricity to the Government.

Added to that, he argued that the Vice President should not be leading the way on this front. According to Ramjattan, “we are objecting to a BOOT arrangement; but he (Jagdeo) wants to get something done, that is why this fella is so urgent with this BOOT arrangement and there might be more than the mortar in the pestle, in concerning BOOT arrangements with the Chinese especially in the context of what Vice News brought out and so he should come off the scene.”

He told reporters that President Irfaan Ali should remove Jagdeo, even though he may consider himself an

a s s e t t o t h e P e o p l e ’s Progressive Party (PPP).

Ramjattan in fact argues that the Vice President has become a liability to the incumbent administration.

Ramjattan contends, “Jagdeo shouldn’t be there dealing with (the Amaila project) even if it was the best of methods, Jagdeo being the personnel dealing with it makes it tarnished and questionable.”

To qualify his doubts over the model in which the Vice President is determined to use to pursue the Amaila project, the AFC Leader pointed out, “my objection to it, is that BOOT arrangements sometimes can lead to very high costs, and we don’t know if they are gonna make a BOOT arrangement—that is the actual Amaila falls or whatever is the project—that is durable because you can have the Chinese or any other American (or) British, making something by a BOOT arrangement that lasts just the term where they get back their money, and then when the country takes it over, the thing starts bruk down.”

As a consequence, the former Minister of Public Security pointed out that the project must be properly vetted by environmental and engineering experts, to ensure the durability, so that when it is transferred to the government, it remains viable, even after the contractor would have benefitted.

Govt. to create modern legislative framework for commercial sector F

o l l o w i n g discussions with members of the Georgetown Chambers of Commerce and Industry (GCCI), Attorney General and Minister of Legal Affairs, Anil Nandlall disclosed that Government is committed to creating a modern legislative framework for the commercial sector.

The meeting was held on Tuesday at the Attorney General’s Chambers and included GCCI President, Timothy Tucker; Executive Director, Richard Rambarran; Senior Vice President, Gerry Gouveia Jr.; Junior Vice President, Kester Hutson, and Councillors, Rayad Boyce and Keon Howard.

According to Attorney Generals Chambers, the GCCI raised several legal issues for discussion relevant to the commercial sector during the meeting.

As such, it was revealed that the government is

dedicated to the creation of a modern and flexible legal infrastructure that will regulate and cater for the needs of a modern and expanding commercial Guyana.

The expected revamp, the AG explained, will be done through the updating and drafting of new leg is latio n .

N an d lall observed several Acts and Bills which he noted are under review to be updated.

The Acts and Bills that were highlighted and discussed include the soonto-be-passed Arbitration Bill – to lay the foundation for a modern arbitration regime for Guyana and the Caribbean; soon-to-be concluded Hire Purchase legislation, the Etransaction Bill.

Included also for review is the Deeds and Commercial Registry, in the context of its increasing importance in the growing economic landscape of Guyana, the expansion of its offices to Essequibo Coast

Attorney General, Anil Nandlall, and the GCCI members on Tuesday and Berbice, and the ongoing digitization and etransaction efforts in the Registries.

Additionally, government will also be looking at the proposed amendments to the Companies Act, the Single Window legislation and the Local Content law and regulations.

Moreover, it was stated

that the AG and GCCI members also discussed several other issues of pertinent importance, including, regulating payment arrangements in the oil and gas sector; making access finances in the banking sector easier, and a review of dated insurance laws, particularly for operations in the oil and gas

sector. The bugbear of the payment timeline to local businesses from oil and gas companies has been labeled as a stifling factor to the businesses. Government has since signalled an intention to introduce regulations to the local content legislation to cater for this.

As it relates to the access to capital concern, for small

local business, Nandlall told this publication, “we are trying to put mechanism in place that will allow for easier financing to be access through commercial banks and other lending agencies.

For example, making it easier for long-term substantial contractual arrangements to be used to collateralize borrowing.”

GuySuCo CEO confirms shortage of packaged sugar

mphasizing that there is no shortage of bulk sugar countrywide, Chief Executive Officer (CEO) of the Guyana Sugar Corporation (GuySuCo), Sasenarine Singh, however confirmed that there is a shortage of the packaged sugar on the local market.

Singh, who made the confirmation in a GuySuCo video which was posted yesterday on its social media page, guaranteed that the packaged sugar is going to be back on the market within the next two weeks.

The CEO in his brief explanation said “GuySuCo doesn’t have shortage of bagged sugar, what GuySuCo have is a shortage of its packaged sugar, but you can only do packaged sugar when we are grinding.”

He noted that presently they are in production and they have not ground sugar cane since the end of May 2022.

“So we had stocks put aside but all of it was sold out in the local market and unfortunately, we got wind that some of our sugar is

being smuggled to a foreign country by the back track. So we had to take control of that, because Guyanese sugar has to go first to Guyanese,” he briefed.

Following reports that there was a shortage of sugar at local supermarkets, Kaieteur News last week visited a few supermarkets which indeed had limited to no sugar.

A number of popular supermarkets such as Bounty, Massy, DSL and Mattai’s had been reporting that there is a shortage of the packaged sugar (Demerara

Gold) and were uncertain as to when they would have in stock.

GuySuCo has since however, informed the public via a Facebook post yesterday, that the Demerara Gold Sugar is back in stock at the Mattai’s supermarket.

Several supermarkets at the time were selling the ‘Eagle’ white sugar or loose brown sugar.

Suddie Hospital to get ultrasound technician next week Following reports that the Suddie Public Hospital had not been conducting ultrasounds for some months now, since there is no technician at the facility, Minister of Health, Dr. Frank Anthony, has sought to assure that this will be remedied by next week.

The Minister made the disclosure during his daily COVID-19 update on Thursday. He explained that it was where the technician at the facility had left for Cuba for a month.

Anthony, “we had a Cuban technician who was available at the Suddie hospital, that technician as per our agreement with Cuba has gone home for a month.

We have someone who by next week is going to replace him.”

He noted however that it was not a case of the service being absent altogether, “the service is not absent; it’s just that it’s more specialized. So they have ultrasound being done for pregnant women.”

Residents who had raised the situation with this publication had complained that because they were unable to get an ultrasound done at the hospital, they would have to pay to get it done One resident, speaking on condition of anonymity had said that “some places charge around $7,000 and

Guyana gets US$130M IDB loan to improve response to COVID-19 Guyana is expected to improve the efficiency and effectiveness of its public policy and fiscal management response to the COVID-19 pandemic, with a US$130 million loan from the Inter-American Development Bank (IDB).

The money comes as the second of a two programmatic-based loan series that will support Guyana’s government efforts to promote macroeconomic stability and withdraw emergency tax measures as part of a strategy to adapt its public policy and fiscal response to the new phase of the COVID-19 pandemic, the IDB said in a press release.

The first phase of this operation previously approved in December 2020, was disbursed in January 2021.

According to the IDB the new phase of

financing will also support measures to increase the efficiency and transparency of government procurement processes, as well as measures to promote greater fiscal sustainability, address climate change and accelerate economic recovery with greater gender equality.

These include the approval of a mediumterm fiscal framework, the implementation of recovery measures included in the Guyana COVID-19 National Action Plan, and the approval of a new institutional framework for public investment management, among other measures.

The IDB loan has a maturity period of 20 years and a grace period of 5.5 years and an interest rate based on the Secured Overnight Financing Rate (SOFR).

DeNovo Energy announces gas find in off-shore field CMC - PORT-OF-SPAIN, TRINIDAD - DeNovo Energy Limited (DeNovo), which is part of the Switzerland-based Proman family of companies, has announced the delivery of the first gas from its Zandolie field.

In a statement, it said the unmanned minimum facility is DeNovo’s second offshore field development to be completed in Block 1 (a) on the West Coast of Trinidad.

“DeNovo has once again proven its commitment to increasing Trinidad’s national gas supply by safely and quickly developing stranded and marginal gas reserves.

With an investment of US$52 million, Zandolie was completed within 31 months

amidst the coronavirus (COVID-19) pandemic.

“To date, with approximately 371 persons employed at peak of construction, there has been Zero loss Time Incidents (LTIs) from 476,613 man hours. Of the total man hours spent delivering the project, 66 per cent were local content man hours.

“Overall, the Zandolie project was delivered with 56.4 per cent local content spend. Zandolie is a single well, conductor-supported platform with a nameplate capacity of 40 MMSCFD,” the company said in the statement. It said that the field development builds off the existing Iguana Infrastructure

enabling a more compact topside structure that is lighter and more efficient. The space-saving achieved also minimises the use of steel in the design allowing for a modular design and greater use of local fabrication services.

“The ground-breaking integration of renewable resources makes Zandolie the first design of its kind in Trinidad and Tobago.

Powered by wind and solar, the 100 per cent renewably powered platform was also fully fabricated in the country, affirming DeNovo’s commitment to reducing its carbon footprint and maximising local talent and resources.”

When was pressed for a timeline on when government plans to invite proposals for the Amaila project, Jagdeo said it was too early to say, since, “we have been busy trying to move forward the Gas to Energy project as you can see.” The Amaila Falls project was planned to generate some 165 MW of electricity to the national grid.

China Railway had already been awarded the contract through the National Procurement and tender Administration Board (NPTAB), however the contractor had as late as April 22, last, written to the government “saying that they are having a hard time doing the BOOT contract and they want to shift to an EPC plus finance” option instead.

The Chinese bid, Jagdeo said, had committed to 7.7 Kwh. The project was estimated to cost some US$750 million, which would have been repaid to the contractor over the 20 years period that the country would have been buying power. Independent probe. Meanwhile, Ramjattan in joining the call for an independent probe into the Suscandal, said “the AFC notes a perverse, barefacedness about Jagdeo’s support for a probe. What else could he say? This is the presumptuous and cavalier answer, he, like everyone who is caught red-handed would respond with but it is the manner with which he shrugs it off. It does not bear down profoundly on him that wrong was done,

even if only by having the people at his home.”

Ramjattan insisted that an ethical leader would have offered an apology to the Guyanese people, however a probe by the Guyana Police Force (GPF) has instead been promised. In this regard, the AFC Leader said the party would not be comfortable with an investigation being conducted by the Police Force, especially since it does not support the way in which the GPF have conducted recent probes, citing the Quindon Bacchus case as an example. As such, Ramjattan suggested the World Bank’s investigative arm, saying “the World Bank has serious people who know how to investigate corruption, and that unit of the Bank knows what to recommend to be done, President Irfaan Ali should call on the World Bank to probe this matter.”

He also believes that an investigation by the global financial institution could save Guyana some funds by avoiding a costly Commission of Inquiry (CoI) as well as avoid a questionable report, if conducted by local Commissioners. As an alternative, the former Minister insisted that an international reputable list of Commissioners be hired, to carry out the investigation.

“Absolutely not,” should the VP remain in office as the allegations are probed, Ramjattan added, explaining “what is good for the goose must be good for the gander.”

“If it was any other person who were to be probed like this, that person would have had to be interdicted from office. He or she had to move out from that office or position. It is also politically, the correct thing to do or the ethical thing to do,” he rea-

soned.

Nevertheless, the AFC Leader lobbied that the independent investigation should produce a comprehensive set of recommendations to address systemic corruption in Guyana, recommendations that will highlight the boundaries not to be crossed by politicians and consequences to be endured for crossing such lines.

“A probe ought to spell out for us how the affairs of the nation must be carried out by politicians, so that the pall which has fallen over public integrity must not be continued. The probe must also tell us the damaging effects and corrosive impacts which occurred when implicit blessing is given to such political practices and the need for a more robust public outrage whenever these practices occur,” Ramjattan outlined.

The AFC Leader also criticized Head of State, President Irfaan Ali, for only promising to go after investors who use “middle-men,” labeling the position as an avoidance and invasion of the main issue.

In fact, Ramjattan argued, “this is but a strategy, only to perpetuate corruption in high places. It is hard to chase or convict bad guys when you are babysitting the boss.

Why go after the small fry like investors or middle-men when the entire corrupt scheme could be disfigured and discontinued by displacing the boss?” He suggested that the better route would be to “criminalize the practices of that unwholesome politics of the boss, who makes friends with the Su’s of the world and then gives them access to meet them at his home; the AFC urges the President to go after the shark not the small fry.”

It said that the facility has also been designed to prevent methane slip in the transportation of gas during the extraction process and in its movement to DeNovo’s on-shore gas processing facility within the Point Lisas Industrial Estate in central Trinidad.

Energy and Energy Industries Minister, Stuart Young, in commending DeNovo said “I am very pleased to witness this successful milestone achieved by DeNovo.

“The story of local fabrication and skills as well as personnel used for Zandolie proves that it can be done. I encourage DeNovo to continue pursuing opportunities for increased gas production in Trinidad

and Tobago and look forward to more success from you.”

DeNovo’s managing director, Bryan Ramsumair said “this critical milestone in DeNovo’s second field development highlights the drive by the team to constantly improve and learn.

“We pushed ourselves to deliver a greener and more local platform. The result is that the Zandolie platform is a local fabrication which is 100 per cent powered by renewable energy – and which will minimize the carbon footprint of our operations.

“It is our intention to keep acquiring access to new acreage to allow us to do more projects like this on a regular basis. With Zandolie, DeNovo is demonstrating that our future energy

industry can be done locally and with a lower carbon footprint – both aligned to the country’s development objectives.”

Managing Director Proman Trinidad and Tobago and Chairman of DeNovo, Claus Cronberger, said: the first commercial gas supply from Zandolie is a significant accomplishment.

Haiti fuel terminal reopens but gang war persists (BBC NEWS) - Haiti’s main fuel terminal has resumed operations after a severe wave of gang violence forced it to close last week.

The Varreux terminal is in the rundown Cité Soleil area, the scene of battles between two rival gangs, and its closure had caused petrol shortages.

The terminal operator tweeted late on Thursday that a tanker carrying 45,000 barrels of imported fuel had arrived.

Since last week, 89 people have been killed in Cité Soleil

on the outskirts of the capital, Port-au-Prince. In recent days, hundreds of protesters have been burning tyres and blocking roads demanding urgent action to restore the supply of petrol. Gang violence has shot up since the assassination of President Jovenel Moïse by mercenaries a year ago.

According to the mayor of Cité Soleil, Joël Janéus, two criminal alliances, known as G9 and G-Pèp, are fighting for control of the neighbourhood.

activist, Gabrielle Paul, told the BBC that conditions were “very difficult” in Cité Soleil, where thousands of residents who relied on trucks to deliver food and drinking water had been completely cut off by the violence. “People are being killed and injured and the injured can’t get proper care,” she added.

The move to ease fuel shortages comes as the United Nations Security Council prepares to vote on extending its political mission in Haiti, hours before its mandate is due to run out.

Man Utd sign Denmark midfielder on three-year contract (BBC Sport) - Manchester United have completed the signing of Denmark midfielder Christian Eriksen on a free transfer.

The former Ajax, Tottenham, Inter Milan and Brentford player has signed a three-year contract at Old Trafford.

“I still have major ambitions in the game. There is a huge amount that I know I can achieve, and this is the perfect place to continue my journey,” Eriksen, 30, said.

“Manchester United is a special club, and I cannot wait to get started.”

Earlier in July, Eriksen agreed in principle to sign for United after his short-term contract at Brentford ended in June.

He is United’s second signing under new manager Erik ten Hag after Netherlands full-back Tyrell Malacia from Feyenoord.

Eriksen, who returned to football after having an Implantable Cardioverter Defibrillator (ICD) fitted following his cardiac arrest at last summer’s Euros, could have returned to Brentford.

He joined the Bees in January after being released

by Inter Milan because players who have an ICD fitted are not allowed to play in Serie A. In addition, his former club Tottenham were interested in re-signing him this summer.

Denesh Ramdin officially retires from international cricket (SportsMax) - Former West Indies wicketkeeper/ batsman Denesh Ramdin has announced his retirement from international cricket.

The 37-year-old Trinidadian who last played Test cricket for the West Indies against Australia in January 2016, made his debut against Sri Lanka in July 2005.

In 74 Tests, he scored 2898 runs r.that included four centuries and 15 half-centuries, at an average of 25.87. He took 205 catches and 12 stumpings in his Test career.

He made his decision known on Instagram on Friday.

“It is with great pleasure that I announce my retirement from international cricket,” said Ramdin, who last donned West Indies colours in a T20 match against India in December 2019.

“The past 14 years have been a dream come true. I fulfilled my childhood dreams by playing cricket for Trinidad and Tobago and the West

Notwithstanding his retirement from international cricket, Ramdin said he will still be playing franchise cricket.

He also played 71 T20I in which he scored 636 runs. In those matches he took 43 catches and pulled off 20 stumpings.

(ESPN Cricinfo) - Ben Stokes will not play in England’s T20I series against South Africa or the Hundred, the ECB have announced.

The news came as part of the announcement of the limitedovers squads for the upcoming three ODIs and three T20Is against South Africa, which begin next week.

Stokes missed the T20I series against India to rest after captaining England to four consecutive Test victories against New Zealand and India at the start of the summer. With three more against South Africa beginning in the middle of August, the decision has been taken to manage his workload, which also means missing the second edition of the Hundred for Northern Superchargers.

Stokes’ last short-form outing was for Superchargers on July 26, 2021, before he took a break from all cricket last summer. He opted out of the 2022 Indian Premier League and so will head into this winter’s T20 World Cup in Australia with minimal short-form prep. He is unlikely to play a full part in the seven T20Is in Pakistan that precede the tournament. Given the desire of white-ball coach Matthew Mott and captain Jos Buttler to establish the right balance of personnel ahead of time, it is a far from ideal situation, even if necessary to cope with a far from ideal schedule.

Yorkshire spinner Adil Rashid returns to both squads after missing the series against India, having been permitted by the ECB to make the Hajj pilgrimage to Mecca. He replaces Matt Parkinson in both squads.

Potts, 23, has just 10 List A appearances to his name, with 16 dismissals at 23.37 and an economy rate of 5.84. His only appearance in the format in the last two years came in Durham’s Royal London Cup final against Glamorgan last season. He took 3 for 55 as his side were beaten by 58 runs.

Harry Brook, the Yorkshire batter, has been left out of the ODI squad and will play

Zimbabwe and Netherlands claim final two spots at 2022 Men’s T20 World Cup (ESPN Cricinfo) - Tournament hosts Zimbabwe and reigning tournament champions Netherlands continued their undefeated runs at the T20 World Cup Qualifier in Bulawayo, both sides winning their respective semifinals on Friday to clinch the final two available berths at the T20 World Cup in Australia this October. It will be Zimbabwe’s sixth trip to the T20 World Cup and their first since 2016, while Netherlands make their fifth appearance in the T20 World Cup. The winner of the final will spend the opening round in Hobart in Group B, with Ireland, Scotland and West Indies. The loser of the final will head to Geelong, where they will be paired against Namibia, Sri Lanka and United Arab Emirates.

Formula 1: FIA refuses to back down on ‘bouncing’ controls (BBC Sport) - Formula 1’s governing body has resisted pressure from teams to back down on its moves to limit the ‘bouncing’ of cars.

Title contenders Red Bull and Ferrari were among those to object to the FIA’s attempts to control the amount cars can demonstrate the phenomenon.

But an FIA statement said: “It is the responsibility and prerogative of the FIA to intervene on safety matters.”

The measures will come into force at the Belgian Grand Prix, which will take place from 26-28 August.

The FIA’s commitment to the topic was confirmed at a meeting of F1’s technical advisory committee on Thursday.

The governing body is to introduce a metric which will determine the maximum amount of bouncing that is permitted by each car.

Teams will have to make set-up changes if their car exceeds the limit and could face disqualification if it does so during qualifying or a race.

In addition, the FIA has

taken measures to limit the flexibility of the cars’ floors after it came to the conclusion in its measurements of the cars’ bouncing in recent races that some teams had found ways to flex their floors beyond expected limits.

What is bouncing?

Bouncing is a phenomenon that has returned to F1 for the first time in 40 years this season as a result of rule changes aimed at generating closer racing.

These have changed the way the aerodynamics of the cars work and reintroduced something called ground effect, by which downforce is created by accelerating the airflow under the cars’ floors.

This has led to two different but related problems: Porpoising - when the airflow becomes disrupted, the car raises as downforce is lost, then lowers as the airflow stabilises, before stalling again, leading to a high-frequency vertical oscillation.

Mercedes believes that Red Bull and Ferrari are among the teams who have found ways to make their floors flex in a manner which is within the definitions of the regulations, but outside their intent.

Red Bull team boss Christian Horner said at last weekend’s Austrian Grand Prix that such claims were “total rubbish”, adding that there were “absolutely no issues or concerns on our floor”.

The FIA said: “The reason the regulations allow such measures to be taken is precisely to allow decisions to be taken without being influenced by the competitive position each team may find themselves in.”

It said in a statement that it had taken on board the arguments made by the teams in Thursday’s meeting but said: “While the issue has been seemingly reduced in the last few races, they took place at circuits where the effect is expected to be lower than normal.

“Races where this effect is expected again to be higher will take place in the coming months. “While the teams are understanding more and more how to control the issue, the tendency for 2023, with the cars developing more downforce, will most likely be a worsening of the effect.

“The short-term measures put in place for 2022, starting at Spa, are not considered necessarily to be the long-term solution to the problem.”

Guyana’s Girls Team remain unbeaten ahead of finale - Guyana, Barbados Boys seek top honours

By Sean Devers After beating the BVI 3-2 on Wednesday night, the Guyana Boys team followed up their victorious female counterparts when they defeated Trinidad & Tobago, 41, on Friday morning to advance to Friday night’s semifinals of the 2022 Junior Caribbean Squash Championships, here, at the Georgetown Club Courts.

Like the Girls, they rebounded from being 1-down to register their second win.

While Shomari Wilshire, who beat Bajan Darien Benn to win Gold in the Boy’s individual U-19 division on Tuesday, toyed with Ethan Fortune 11-2, 11-3, 11-2, the match of the day was between

Guyana’s Samuel InceCarvalhal and Trinidadian, Seth Thong.

Despite going 6-11 in the first game, the talented Thong looked well-organised on the Court as Ince-Carvalhal realised he was in for a fight.

The action in the second game was riveting, with the pair matching each other shot for shot as the Guyanese in particular, demonstrated good cross-court work.

An entertaining 14-shot rally which climaxed with a well-executed drop shot that had Thong struggling to reach, had the small gathering on their feet.

The Trinidadian wilted under pressure and game was technically over before Carvalhal played the winning shot to end the match 11-5, proving the saying, ‘winners never quit and quitters never win’, correct. Nicolas Verwey was clinical in his 11-1, 11-1, 11-3 victory over Marcus Camps-Campins in the Boys U-17 match up.

Guyana’s Breno DaSilva beat Dylan Illis, who turned 10 last week, 11-6, 11-9, 11-4 in the Boys U-13 before Guyana’s 10 year-old, Ben Prang, beat eight year-old, Evan Inniss, in the U-11 exhibition match.

Meanwhile, Guyana Girls Team has secured wins against Trinidad and Tobago, Cayman Islands and Bermuda before adding another victory to the tally when they defeated Barbados on Friday, 4 -1. Abosaide Cadogan was in a no nonsense mood as she packed away Mariella Young in straight sets (11-2, 11-1, 112) in ten minutes.

Safirah Sumner got past Sarrayyah Yearwood 3 – 1 in a tough match that saw the former win the opening sets 14-12, 11-4 before the latter responded with a 7 – 11 set.

The set that followed was won by Sumner with a comfortable 11 – 7 result.

Kirsten Gomes went through a similar match against Sumairaa Suleman as the local won 11 – 5, 11-4 before the visitor responded with a 9 – 11 win in the third set. The fourth set saw Gomes blasting out of the blocks to reach the match point in a flash but encountered a few hurdles along the way. She eventually won the set 11 – 7 to push Guyana’s tally to 3 – 0. The match that followed saw Avery Arjoon steamrolled Lenna Hamati 111, 11-0, 11-2 to take the tally to 4 – 0 before Barbados picked up a consolation win in the final round.

Today, the only hurdle that remains for the host nation’s Girls team is Jamaica, as the undefeated side seeks to lift the title.

Bangladesh target clean V-Net Communications supports National U17 selectee Chulai sweep; West Indies aim to end losing streak

Bangladesh’s bowlers have been clinical in the series so far (AFP via Getty Images) (ESPN Cricinfo) Bangladesh may have won the ODI series with an unassailable 2-0 lead, but Tamim Iqbal’s men will be determined to end a tough tour of the Caribbean - they lost the Tests and the T20Is - with a clean sweep in the 50-over format. For West Indies, the third ODI is an opportunity to break a ten-match losing streak against Bangladesh in the 50-over format.

The visitors were precise in their planning and execution in the first two games.

Tamim won both tosses and put West Indies in, after which his bowlers piled on the pressure by bowling a large number of dot balls in the first 20 overs. It forced the West Indies batters into playing big shots in the middle overs, and Bangladesh caught most of their chances to restrict the hosts to low totals.

While they had allowed a late flurry of runs in the first game, Bangladesh shut down West Indies for 108 in 35 overs in the second ODI. Bangladesh’s bowlers have been clinical in the series so far: Mehidy Hasan Miraz and Nasum Ahmed led the attack with superb spells, while Shoriful Islam took a fourwicket haul in the first game.

Mustafizur Rahman and Taskin Ahmed have also supported the unit well, and so has Mosaddek Hossain

who opened the bowling in the second game.

The Bangladesh batting hasn’t been tested like it was in the Tests and T20Is. Tamim provided quick starts in both games, while Najmul Hossain Shanto also contributed with runs. They haven’t had to set a target yet in this series, and the challenge of batting first is one to watch out for.

West Indies, on the other hand, struggled twice while batting first. Shai Hope, who has a particularly great record against Bangladesh, looked out of sorts, and that has hurt the hosts. Kyle Mayers, Shamarh Brooks, Brandon King and Nicholas Pooran have also been unable to contribute, despite having made runs in the Tests and T20Is earlier on this tour.

West Indies have lost 10 out of 14 ODIs this year, and they haven’t beaten Bangladesh in this format since December 2018.

Shai Hope’s ODI average against Bangladesh dropped from 94.75 to less than 80 after his low scores in the first two ODIs. Hope was the backbone of the West Indies batting in the previous two series against Pakistan and the Netherlands, and the hosts will hope that he returns to form to help them avoid a 3-0 drubbing.

Offspinner Mehidy Hasan

Miraz has been the leader of Bangladesh’s bowling attack in this series. Ranked No. 6 in the world with an average of 19.00, Mehidy is Bangladesh’s top ODI wickettaker since 2020. He’s Tamim’s go-to bowler in tight situations, and he’s also a handy batter and a gun fielder.

There could be an opening for 25-year-old batter Keacy Carty, who played against Pakistan recently, in the West Indies middle order.

V-Net Communications of Delph Street, Campbellville, has lent support to National U17 Selectee Golcharran Chulai.

The left-arm spinner has been selected in the Guyana Under-17 squad for the upcoming Regional Under-17 tournament which is slated for Trinidad and Tobago from July 17-28.

Chulai, who hails from Wakenaam, was among the leading bowlers in the recently concluded Guyana Cricket Board (GCB) InterCounty U17 tournament, and also copped the man-of-the-

match award against the Rising Stars.

The National Under-17 squad is currently encamped at the La Bonne Intention Cricket Facility, East Coast Demerara. According to a release from the entity, which specialises in data and voice communication, they recognised the youngster’s talent and felt it was vital that they offer some support, in keeping with the programme they developed of supporting youth cricketers.

Chief Executive Officer (CEO) of the entity, Safraz Sheriffudeen, said he was im-

pressed with Chulai’s performance in the inter county tournament and encouraged him to work hard at his game.

He then wished Chulai all the best in his endeavours.

V-Net has enrolled the young cricketer at the Everest Cricket Club. Shylinder Chulai, the father of Golcharran expressed gratitude to Sheriffudeen for the backing.

In early May, V-Net also rendered assistance to four Essequibo youth cricketers to play the sport in the city through the Everest Cricket Club.

2022 Milo Secondary Schools Football Tournament…

Quarterfinals commences today President’s College controlled the ball well against Lodge Secondary in the Round-of-16.

Although there may be rain in the forecast, the Petra Organisation will march in the quarterfinal stage of the 2022 Milo Secondary Schools Football Tournament today and tomorrow at the Ministry of Education Ground.

To d a y, Cummings Lodge will meet Christianburg/Wismar Secondary School in the opening match from 14:00 hrs then West Ruimveldt and North Ruimveldt battle from 16:00 hrs to secure a spot in the next round.

On Sunday, July 17, the other two quarterfinal matches unfold from 14:00 hrs

as Golden Grove tackle Friendship before the day culminates with President’s College taking on Dolphin Secondary from 16:00 hrs.

The winners of these four matches advance to the semi-final round to be contested at a date to be announced by the organisers, while the losing teams get to go back to the drawing board to prepare for the upcoming Petraorganised Schools Football League, which the quarterfinalists have already qualified for.

Meanwhile, according to a note from the organiser, “A

decision was made to replay the round-of-16 match between Annandale and Golden Grove on Wednesday 202207-13 due to complicated circumstances.

The Golden Grove team prevailed on penalty kicks 42 after being deadlocked at 11 after full time.”

The victorious team in this tournament will win $300,000 along with the 2022 Milo Championship Trophy and Gold Medals to outfit the entire team, while the second place finishers cart off with $200,000, the corresponding trophy and Silver Medals.

Rashid Khan and Kieron Pollard sign up for BBL draft - Rutherford, Sinclair among nominations (ESPN Cricinfo) Rashid Khan has been confirmed in the new BBL draft for overseas players and will be joined by former West Indies captain Kieron Pollard who leads the way in overall T20 appearances.

As reported by ESPNcricinfo, Pollard is among a sizeable contingent of West Indies names in the latest group of players to sign up for the draft and is joined by the all-time T20 wickettaker Dwayne Bravo.

Rashid is one of the household names of the BBL, having spent five seasons with Adelaide Strikers, so much so that the retention pick process within the draft has been dubbed the “Rashid Khan rule” and allows a club to retain a player they had last season if they are taken in the draft by a rival side.

When players nominate for the draft they need to state their availability and it is yet to be confirmed whether Rashid will be free for the whole tournament with Afghanistan expected to have some internationals later in January.

Rashid left last year’s edition early due to Afghanistan commitments, s i g n i n g o ff f r o m t h e competition with an extraordinary career-best of 6 for 17 against Brisbane Heat.

Other Afghanistan players, including fellow

legspinner Qais Ahmad who will also be eligible for retention by Melbourne Stars, are included in the draft. New Zealand batter Colin Munro, who was part of Perth Scorchers’ titlewinning side last season, has also nominated.

Pollard, who has played 598 T20 matches, and Bravo, who has claimed 596 wickets, have previously played in the BBL but not last season. Both have retired from international cricket so will not be part of the Men’s T20 World Cup in Australia.

Andre Russell, who made five appearances for Stars last season, is understood not to be among the latest nominees.

Faf du Plessis was among the first group of players confirmed for the draft which will be held in mid-August.

Players nominate themselves in either Gold, Silver or Bronze categories while there is an additional Platinum level where CA will place the biggest names.

Georgetown beat West Demerara by five wickets when the Demerara Cricket Board (DCB) Inter Association 100-over U19 tournament continued recently at the LBI Ground.

West Demerara batted first and were bowled out for 87 in 41.2 overs. Sachin Balgobin made 30, Avinash Rajkumar had 15 while Anthony Sanchara and Nicholas Rajpat contributed 14 each as Dave Mohabir bagged an impressive 6-8.

Georgetown responded with 88-5 in 33.1 overs. Shamar Yearwood made 23; Myhiem Khan - 22, Ryan Latif - 14 and Ezekiel Wilson - 12 not out. Rajkumar took 2 – 9 as his side lost.
