Sawmill supervisor’s murder…

Accused walks free Months after being charged with murdering a 22-year-old sawmill supervisor, the accused East Bank Demerara resident walked out of the city court a free man yesterday after city Magistrate Judy Latchman discharged the matter. Raymond Shawn Tyson, 28, was charged with murder several months after investigators probed the case surrounding the May 28, 2013 discovery of Kemraj Singh’s body at Land-of-Canaan on the East Bank of Demerara. S i n g h ’s b o d y w a s reportedly found lying on a bed in a shack at his employer ’s sawmill. His throat had a gaping wound and he had been struck repeatedly to the head. The Prosecution had relayed at the first arraignment that Singh’s death had stemmed from previous grudges and r e l a t e d t h a t S i n g h ’s employer had discovered that the d e c e a s e d ’s BlackBerry cellular phone was stolen. The phone’s internet service was activated and contact was made with a male. However, it was later discovered that the accused was in possession of the said cellular phone, as his ex-reputed wife saw him with the said phone on the day in question. The Prosecution had alleged that Tyson pawned the BlackBerry to the w o m a n ’s s i s t e r w h o reportedly gave the instrument to her husband. The cellular phone was subsequently retrieved and the accused was arrested, but when questioned Tyson refused to divulge how he came to

Raymond Tyson being embraced by his mother be in possession of the said cellular phone. He had when confronted by investigators denied killing Singh. It was after the file was sent to the Director of Public Prosecutions for advice that the murder charge was instituted against Tyson. Subsequent to him being charged before Chief Magistrate Priya SewnarineBeharry, the case was transferred to Magistrate Latchman for the Preliminary Inquiry (PI). The accused, who was represented by Defence Attorney Kendaise R o d n e y, was being prosecuted by Inspector Michael Grant. The pretrial matter engaged the attention of the court for about two months and a total of 22 witnesses were slated to take the stand on behalf of the Prosecution. The Prosecution moved to close its case against Tyson on June 24, last after having made several attempts

to contact two absent witnesses prior to that hearing. In response, a no case submission was made by Rodney on July 4. The lawyer had urged the court to affirm that the Prosecution did not prove that her client had committed the act. Handing down her decision yesterday, Magistrate Latchman upheld the no case submission made and ruled that the prosecution had indeed failed to present the court with sufficient evidence for a prima facie case of murder to be established against him and as such she discharged the case. The Magistrate stated that given the evidence before her and the closure of the Prosecution’s case, she found that insufficient evidence was led by the Prosecution to prove the elements of the offence. She said that the entirety of the case was based on circumstantial evidence and that there was no link to give the

inference that the accused at some point in time, having this cellular phone, either robbed him or killed him. She indicated that as a result, the court would uphold the no case submission made by the Defence Attorney and accordingly discharged the case against Tyson. Upon being told that he was “free to go,” Tyson walked happily out of the courtroom. He was held in the police outpost awaiting the consent of the Director of Public Prosecutions for nearly two hours. A f t e r w a r d s , Ty s o n walked out and was embraced by members of his family who were obviously elated at the result of the court case. Tyson thanked God that the case ended the way it did, because he was innocent. This sentiment was echoed by his relatives and pastor who also said they were sure he did not murder anyone. Asked about his plans now that he was a freed man, Tyson stated that he intends to become a preacher.

GuySuCo field foreman found strangled A 52-year-old field foreman attached to the Guyana Sugar Corporation’s Skeldon Estate was found dead early yesterday morning at Springlands. The body of Ravindranauth Tirkha called ‘Engine’ of Line Path Corentyne, was found in a location near a popular boating service, sometime around 05:30 hrs. It appeared as if the man had been robbed, as it was determined that his personal items were missing. His face was partially buried in a heap of sand. The dead man’s wife, Radica, recounted that around 18:30 hrs on Monday she spoke to her husband who informed her that he would be home at around 19:00 hrs. However, when that time had passed, she said she made several calls but they went to voicemail. The woman said she retired for the night, but recalled that when she woke up yesterday morning, her husband had still not come home or made contact. She brought this to the attention of their 19-year-old son. He reportedly told his mother to report this to the estate. The woman said that she subsequently left for the Skeldon Hospital to seek medical attention. She said that while there she received a telephone call from the police and was told that they needed to speak to her urgently, and if she could return home. The wife said that when she enquired on the phone

Dead: Ravindranauth Tirkha what had happened, she was told the tragic news. Subsequently, she left the hospital and accompanied an officer along with several family members to the scene, where she positively identified the corpse as her husband. A relative confirmed that the dead man’s pockets had been run through and emptied, and an undisclosed amount of cash along with his identification card and bank card were missing. The man was also relieved of a gold band and cellular phone. Up to press time, the police had reportedly detained one person for questioning. Meanwhile, a post mortem examination performed yesterday at the Skeldon hospital mortuary revealed that the man died of strangulation. Ravindranauth Tirkha leaves to mourn his wife, two children and other relatives and friends.

Missing fishermen… As police officers in Guyana and neighbouring Suriname continue to search for four missing fishermen who were reportedly victims of a vicious pirate attack, relatives of the fishermen are not buying the captain’s story. While some relatives believed that the captain, Feroze Hack, who is the only survivor so far, had something to do with the attack which left their loved ones missing, the co-owner of the boat Deochand Bharat is convinced that Hack is innocent. According to Bharat, up to yesterday Hack was still being interrogated by detectives in Suriname. He said that although ranks from different stations in neighbouring Suriname interviewed the captain, he maintained his story and is

Captain claims pirates robbed, chopped and kicked them overboard still so upset, he cannot get a grip of himself. The pirates stormed the fishing boat, and according to the lone survivor, began “firing chops at everybody” before kicking them overboard. The boat, which is registered in Suriname and is operated by Bharat and a Surinamese partner, drifted onto the shore near Mahaica, East Coast Demerara on Monday. Those reported missing are: Vinesh Drunaraine, Raymond Gomes, Andrew Goppie and Kevin (only name given). In an interview with Kaieteur News yesterday, Bharat said that minutes after he arrived from Suriname early last Thursday, he received a call from the captain’s wife who informed him that her husband and his crew were

victims of a pirate attack. Bharat added that Hack who had borrowed a phone to call his wife, left a number with her to pass on to him so that he could return a call. “When I get the number I called and he tell me what happened. He was in a small boat at that time and I tell him to go to the station (in Suriname) and report it, because he wasn’t far from the station,” Bharat said. He added that the following day he travelled to Suriname and met with the captain at the police station. According to Bharat, Hack was in tears and could barely utter a word. He said that anyone could have seen that the captain, whom he claimed worked with him for only two months, was terribly upset while explaining what had occurred. Going back to what transpired on that night, Bharat said that the captain told him that they were sailing when another vessel slammed into their boat and four masked men jumped onto the vessel. “He said that three of the pirates put them to lie down on the cabin and one of them (pirate) was standing near the engine. He said that the pirate collected one of the fishermen and had him empty out the fish in my boat to their boat and then they collected another fisherman to help fetch over the gas onto their boat,” Bharat said. He added that the captain further explained that after the two fishermen were forced into emptying out the fish and

gas, they were carried back to the cabin and forced to lie with the others. “He said that the pirates left them there and they were stripping my boat of its compass, engine, GPS and so.” Hack claimed that the pirate chopped one of the fishermen on his finger, leaving it hanging. The captain told his boss that after stripping the boat, the pirates then carried them over to their boat and forced them to lie face down on the cabin. “He said that they left my boat to sail away and they drove off with them for threequarter hour and then they stopped and blindfold them. Their hands were already tied behind their backs with a fat rope,” the boat’s co-owner said. According to Bharat, the pirates put two fishermen to stand at one side and three of them to stand on the other side of the boat. “He said that they then kicked them off the boat one by one. He said that before they kicked him he was already trying to open the knot because by the rope fat, it couldn’t really tie tight,” Bharat recalled. He added that the captain further related that when he was in the water, he managed to get his hands out of the rope and removed the cloth around his eyes. “Hack say when he was in the water he see three of the fishermen, but he didn’t see the one who was chopped. He said that when he swim to them, they had

already untied their hands and removed the cloth from their eyes,” Bharat added that, “He said that the four of them were together and the pirates shined a light and see them together and then they speed right up to them and everybody scattered. He said after then he did not see anyone else, but he hear someone shouting ‘ow cappie help me nah’ but he could not see anyone or do anything,” Bharat related.

Kaieteur News understands that the captain told police officers and Bharat that he swam to a mud-flat and fell asleep. “He said that after he fall sleep some mosquito start bite he and wake he up and he start swim again until he see a boat and from there he contacted me,” Bharat said, adding that he is trying to do whatever it takes to get the men back. The boat owner estimated his losses to be in excess of $3M.

BHARRAT IS THE MAN FOR THE JOB The private cane farmers were supposed to be a key link in the plan to restructure the sugar industry and restore it to profitability after the price cuts initiated in the European Union. Private farmers were encouraged to go into cane cultivation. They were promised that they would do well, because the Skeldon Sugar factory would drastically reduce the TC/TS (Tonnes cane per tonne sugar) ratio for farmers. In non–technical jargon what this meant was that when the factory was up and running it would reduce drastically the amount of cane that it would take to produce a unit of sugar. The private cane farmers proceeded on this basis. They calculated that if the TC/TS was reduced, they could make a fortune from cane cultivation. They are now being buried in debts and their

farms, for which they have invested billions, may end up being taken over by the Guyana Sugar Corporation. In other words, instead of privatization of the industry, what we are having is a mininationalization of private farms. At the heart of the cane farmers’ problems is the Skeldon Sugar Factory. It has been six years and this factory is still not operating how it ought to be. And the ones bearing the losses are not just the sugar corporation and the private farmers. The taxpayers of Guyana are also being burdened with having to bail out the Sugar Corporation. This could not have been happening at a worse time. Because apart from bailing out the Sugar Corporation and possibly having to finance a rescue package for the private cane farmers - this is what they are coaxing the government towards - there

is the added burden of paying those pension benefits to the former President of Guyana, Bharrat Jagdeo. Now Bharrat Jagdeo is a big man. He is a good man. He is a decent man. And boy, we all know that he is an extremely honest man. He has done good things for Guyana. Things were proper bad when he took over and he made things good for Guyana, and also for himself too. He prepared a lovely little pension package for himself. Well the light bill alone on the package is enough to give anyone hydrocele. He was the one also who built this sugar factory. Even when some persons told him that he was biting off more than he could chew, he still went ahead with the plans to build the factory. And people did not object too much because they know

Dem boys seh...

Rob de Earth and de Hanah Rebel fighting There’s a saying, when you put you knees down fuh de Creatah he does stand up fuh you and when he stand up fuh you no man can come against you. That message is fuh de Hanah Rebel Nandalall and all of dem who planning fuh shut up dem boys through de courts, including Jagdeo, Bobby, de fat crook Brazzy, de Shaat Scamp, Ash Knee and de rest of dem. But dem boys gun stay pun den knees and keep dem heart and soul and dem brain going in de right direction. Dem mean not to go and beg no judge or anybody like how some of dem love to beg. De same Hanah Rebel like fuh beg when he send news item to de newspaper. He think a lot about heself. He like see he face in different pose in de paper, just like dem man like put Kwame in different position. He, de Hanah Rebel Nandalall, suh full of heself that he think he is de next president fuh Guyana. He does call de Chranicle everyday and ask dem wha picture dem gun use. When dem tek too lang fuh answer, he does tell dem fuh send a photo-tek-outah to de hotel wheh he does powder up fuh different pictures. Is a big one at de Chranicle tell dem boys suh. that Bharrat is a smart man. He is champion. He has plenty brains. He is very intelligent. But most of all he is a good man, a decent man, and an honest man. So he built this factory, and like the contractors, put the screws in the wrong place. The factory was not working anywhere near full capacity and a lot of canes were being spoilt. But the people did not worry too much because Bharrat Jagdeo said that even if he himself had to go and fix the problems with the factory, he would. Well, he has left office, is

now enjoying a fat pension, and the factory still not working. So dem boys seh that in return for that fat pension that he is getting from the taxpayers’, he should do some work to fix the factory. That is what dem boys seh. I am selling it like I bought it. Since Bharrat is still young and since he is not working at the moment, he should take up the job as Chief Executive Office of the Skeldon Sugar factory, and do what he promised that he would do. He did promise that

even if he had to fix it himself he would fix the factory. Well the factory needs fixing and Bharrat is known as a fixer. So let us all lobby for him to be appointed to fix the problems of the Skeldon Sugar Factory. If he fixes that problem, he can continue to enjoy his very generous pension. Is this not a fair deal?

THE FREDDIE KISSOON COLUMN

A strange thing happened. Well, it is not really strange if you know the history of the PPP, but to the average lay person, it was. The Indian Arrival Committee (IAC), a child of the PPP and a shameless Indian supremacist organization, issued a statement expressing its alarm at the shocking reduction of Guyana’s population. Chris Ram says that in a decade, 125,000 Guyanese said goodbye. But this was not all that came from the pen of the IAC. The Indian group went on to intone that Guyana may need to reexamine the nature of

politics and power if it is going to keep its present population. The IAC then went into a strange overdrive - it called for a rethink of ethnic politics that would engender inclusiveness. Somehow, I think the IAC got hold of my research paper on ideological racism. I’m glad its members read it. Why did the IAC go in that direction? The IAC’s “rethink” is the latest in a factional war that has broken out in the PPP the past year. The IAC was founded on the initiative of Bharrat Jagdeo when he was president. One of the leading females in the IAC was supposed to get married to Mr. Jagdeo. It is a group that is backing one of the young Turks, Robert Persaud, to succeed the house of gerontocracy. Persaud’s own outfit, the

internet news forum, INews, is more than undiplomatic in how it shapes the news. In too many instances, it takes a subtle angle that makes the Ramotar administration look bad. I have cited the incident in which INews was the first to report the vehicular accident involving Ashni Singh and published a photograph of Singh at the scene. That was bound to displease Singh. The private media reported on an alleged “no comment” position of one of Manickchand’s competitors when asked about undiplomatic behaviour. The media also reported on an alleged photo shoot that particular leadership contender had with the Ambassador. INews’s caption of the Opposition’s booing of Manickchand in

Parliament over the incident was very graphic. Each contender to succeed the PPP’s dinosaurs has a different source of backing. Robert Persaud’s supporters are clear that it is an injustice for Irfaan Ali, Ashni Singh, Priya Manickchand, Anil Nandlall, Frank Anthony, to be given the title in front of him. They feel that newcomers have to wait their turn and their contributions to the PPP are little compared with Persaud. Persaud has the formidable backing of the Jagdeo edifice, including the Guyana Times and the rich strata that Jagdeo invented. But Persaud operates with serious disadvantages. All the troglodytes at Freedom House are not in support of Persaud, because for them, the Jagdeo era is gone and Jagdeo should remain a thing of the past. Persaud is seen as someone who wants to resurrect Jagdeo. Priya Manickchand has the support of Gail Teixeira

and Ramotar, but she has to contend with other adversaries that Ramotar also supports. Ramotar and the family of Irfaan Ali go way back. Ali comes from a long line of PPP activists. Ramotar gave Ali two Cabinet portfolios with the obvious intention of expanding his influence. If Ramotar has to anoint one of the six names mentioned here, it would be Ali. Frank Anthony is the dark horse. Many think that when the other five decapitate each other, Anthony will inherit the throne, because he will be the only one left standing. This is exactly how Jagdeo got in, because Jagan’s successors couldn’t come to a compromise after Janet Jagan resigned. Anil Nandlall is virtually a loner, hoping that his prominent role in saving the PPP in the myriad of legal labyrinths that has engulfed it since 2011 and his high political profile will naturally give him the edge over the rest. This is the same position Ashni Singh finds himself in.

Frederick Kissoon He thinks that a high profile as Finance Minister will do it for him. It did it for Jagdeo. None of these six contenders will succeed the dinosaurs the Jagans left behind, because a democratic process will make them the head of the PPP. From now until the PPP withers away, there is no and there will be no psychological accommodation in the house of gerontocracy for internal democracy. At the psychic level, such a philosophy does not exist in the PPP leadership. Who becomes the next PPP leader in 2016 will be decided by the troglodytes themselves. The candidate that is prepared to take instructions from the dinosaurs will be the most favoured one. The gerontocracy will want to exert control over the PPP long after arthritis confines them to their bedroom.

Detectives investigating last Thursday’s brazen murder of 18-year-old Ashmini Hariram are said to be following leads that are increasingly pointing to her being the wrong target of an execution-style killing. This information reportedly suggests that Hariram’s killer mistook her for another individual who also resided at Lusignan, East Coast Demerara. Kaieteur News has confirmed that police yesterday detained an East Coast Demerara resident who some sources described as a known gunman and who reportedly fits the description of the man who shot Hariram. They also impounded a burgundy-coloured car that the suspect had reportedly driven as recently as last Thursday. Kaieteur News

understands that the man in custody says that he lately exchanged the vehicle for a newer model. Hariram, a cosmetologist, was shot in the head by a gunman who snatched her $8,000 cell phone while she was walking to her Lusignan Railway Embankment home with a cousin. Police had initially suggested that the motive was robbery and that the case was similar to the murder of bank teller Sheema Mangar, who was run over by a car, after one of the occupants had snatched her phone. At the time, investigators had also said that they had found nothing in the 18-yearold’s background to suggest that she could be the victim of a hit. Hariram’s close relatives also described her as “a pleasant person” who was

Ashmini Hariram loved in her community. Ashmini Hariram was walking with a female cousin when she was shot and the cousin alleged that the

gunman and driver had waited in a parked car along the same route that the cousins had to pass. Fiona Somwaroo, the cousin, said Hariram was about to enter a shop when the gunman exited the car and grabbed Hariram’s ‘Icemobile’phone. She said that the gunman, whom she did not recognize, then shot the cosmetologist before escaping in the car. According to Somwaroo, the gunman had not spoken to Hariram and had made no attempt to relieve the teen of a gold chain she was wearing at the time. Police recovered a .32 warhead and a bullet casing of similar calibre from the scene. Kaieteur News understands that an eyewitness described the killer as being tall and fair in complexion.

Security forces need to go back to drawing board to tackle upsurge in crime - FITUG The Federation of Independent Trade Unions of Guyana (FITUG) is calling on those responsible for the nation’s security to urgently go back to the drawing board to consider other supplemental but more effective measures to tackle anew, the apparent upsurge in criminal activity. In a statement issued yesterday, FITUG lamented the crime upsurge and is advocating community security as part of the national strategy to deal with it. “No amount of fancy figures from the police could gloss over the fact that crime is on the increase; in fact the last figures released by the police show that there was a 12 percent increase

in the number of murders over the same period last year, while robbery under arms skyrocketed by 27 percent for the same time span.” According to FITUG, which has a membership of some 30,000 workers, criminal activities are reported literally on a daily basis of recent and are manifested in violence accompanying burglaries, home invasions, robberies against large and small businesses, and wounding with intent to maim and disfigure, among other crimes. Fatal occurrences have also been reported from hinterland locations to coastal communities. “We get the strong

He expressed this opinion with the full knowledge that the PNC has never won a General Election in Guyana without rigging the votes. He knew the odds of the PNC, now calling themselves APNU, winning a free and fair election here is either slim or none.

But I wish my friend had done some research on CIA and British Intelligence declassified documents, that clearly reveal how these ‘great democracies’ collaborate to deny the constitutional rights of citizens of other countries that they are opposed to ideologically. impression that organized criminal gangs are operating with some level of sophistication, as well as utilizing surveillance of residences, businesses, habits of home-owners and employers before they carry out their criminal schemes. Several communities have grown fearful and feel threatened. Needless to point out such an environment does not augur well for the wellbeing of our people, their communities and society as a whole,” FITUG stated. FITUG’s concerns come in the wake of last week’s fatal shooting of a young Lusignan cosmetologist, and Monday’s fatal shooting of 21-year-old Kevin Fields who was reportedly a member of a feared Agricola gang, after a botched robbery on a businessman. The police had boasted that they had broken up several gangs, including the infamous ‘hot skull’ gang of Albouystown. They have also effectively shut down the operations of a West Demerara/ Parika gang, with most of the members behind bars on murder and armed robbery charges. The police have also closed down the operations of another criminal outfit that they suspect was responsible for a series of robberies in Corentyne, Berbice. But despite the police success with regards to gangs, residents of Agricola have expressed fear of young criminal elements, whom they say have formed themselves into a gang that is terrorizing those who are critical of their activities. From all indications the gang members were open in their activities, despite the constant police patrols in the community. As a matter of fact, slain gang member Kevin Fields had posted some incriminating photographs

on his Facebook page. Police in a statement yesterday said that it has been observed that the Facebook Page of Kevin Fields of Agricola has several items including a firearm licence. “The Guyana Police Force is informing the general public that no approval for a firearm licence was ever granted to Kevin Fields by the Police Force,” the statement said. Meanwhile, FITUG said that the current trend of criminal activities needs to be arrested. The body said that it recognizes that this is a demanding task, but it is not beyond the local security agencies which “we understand, are better equipped and trained today.” The umbrella trade union body is urging continued and sustained support for the police and other security-oriented forces. FITUG feels, however, that these Forces need to strengthen their co-operation and increase their involvement within communities. “Quite possibly, the Community Police structure can do more, in the form of patrols by night and day under the watch and guidance of the Guyana Police Force. Consider better illumination in areas; strengthen the criminal intelligence unit and let it be engaged in greater groundwork; forge links of support with the several private security bodies around; raise the level of known and tested methods of crime fighting.” “We all have a stake in the containment and elimination of crime. We recognize crimefighting methods may need to be supplemented by social and economic thrusts too. And, in the face of such challenges to our people’s security, we expect also a national response,” FITUG stated.

Pakistani teenage activist, Malala Yousafzai, to visit Trinidad and Tobago P O R T- O F - S PA I N , Trinidad - CMC – Seventeen year-old Pakistani activist, Malala Yousafzai will visit the twin island republic on July 31. This was confirmed on Monday in a statement from the Ministry of Te r t i a r y E d u c a t i o n a n d Skills Training. Yo u s a f z a i gained worldwide attention in 2012, when a Taliban gunman, who opposed the t e e n a g e r ’s a d v o c a c y f o r w o m e n ’s rights to education, entered the school bus in which she was travelling and shot her in the head. She survived the attack and went on to continue her advocacy work, most recently campaigning for the release of more than 200 schoolgirls kidnapped by Nigerian terrorist group Boko Haram. Malala has received numerous awards for her

Her birthday, July 12, has

been named “Malala Day”. Praising Malala’s initiative, Tertiary Education Minister Fazal Karim said, “ We i n Tr i n i d a d a n d To b a g o a r e e x t r e m e l y fortunate to live in a country where all of our citizens are offered universal, free access to education from the preschool to tertiary levels and as such we can be seen as a model of what this young lady is advocating for across the world.” A statement from the University of Trinidad and Tobago (UTT) confirmed that Malala will be hosted by the institution in celebration of its tenth anniversary. “She is a transformative voice in this generation – an advocate for the rights of girls in all countries and cultures to be able to access quality education,” the statement said.

SEVEN-DAY DEADLINE Judge rules Minister must give JCC info on $5.5b Invader’s Bay tender Trinidad Express - HIGH COURT judge Justice Frank Seepersad has delivered a landmark ruling supporting transparency in actions of the State in the expenditure of public funds. In a written judgment delivered Monday at the Hall of Justice, Port of Spain, the judge found in favour of the Joint Consultative Council (JCC) for the construction industry which was seeking the release of information from Minister of Planning and Sustainable Development, Bhoe Tewarie, on the $5.5 billion development at Invader’s Bay. The minister was given seven days to provide the requested information to the JCC but a stay of the execution of the order was also granted by the judge should the State decide to appeal the ruling. Attorneys representing the minister had insisted that documents being requested by the JCC for the construction industry, which concerned legal a d v i c e r e c e i v e d b y t he ministry in relation to the tendering process for the Invader’s Bay project in Port of Spain, were exempt under the Freedom of Information Act. H o w e v e r, in his judgment, Justice Seepersad stated there must always be transparency in any project

undertaken by Government and that all attempts should be made as to dispel any perception of financial impropriety or misappropriation of public funds in the carrying out of those projects. “Recently the issue of procurement legislation has engaged the attention of Parliament, much to the approval of civil society. After 51 years of Independence, the society must demand transparency and legislative moves in that direction should be welcomed and applauded,” said the judge. Seepersad said the proposed development of Invader’s Bay was of national concern and that accountability by Government for its decisions and actions is of utmost importance in a democratic society.

He said the refusal to release such information could result in a breakdown of public trust and confidence in the Government and could create a perception that there may have been misfeasance in the tendering process. “Every effort therefore ought to be made to avoid such a circumstance and if there is a valid and legally sound rationale for the adoption of the request for proposals process, then it must be in the public interest to disclose it and the rational behind the process adopted ought not be cloaked by a veil of secrecy,” said Seepersad. In the judicial review application, the JCC was seeking information under the Freedom of Information Act relating to the tendering process for the construction of the proposed $5.5 billion property at Invader’s Bay since 2011.

Crippling drought forces Jamaica to contemplate importing produce KINGSTON, Jamaica CMC – The Portia Simpson Miller led administration will be taking steps to prevent a food shortage as the country continues to experience an extended dry spell. Agriculture Minister, Roger Clarke says a decision will be made this week on whether permits will be issued for the importation of some agricultural products. According to Clarke, the record decline in rainfall is taking its toll on the crucial areas of agricultural production. He said the southern parish of St. Elizabeth – the

“bread basket” of the country, is having a “severe, severe” dry spell. “We’re trying to ascertain where the shortages are, and then we go from there.” He said any decision to import additional food items will be data driven, “and our people are out there,” gathering the required information. The crippling drought has also had an impact on the multi-billion dollar sugar industry with the Sugar Industry Authority (SIA), stating that the industry is under major threat due to the lack of water. In an effort to ease the

water shortage, Clarke says J$34-million (One Jamaica dollar = US$0.004 cents) has been set aside to assist in trucking water to some affected areas. The water is to come from facilities operated by the National Water Commission (NWC) and National Irrigation Commission stations. But the Agriculture Minister said that the money can only assist for a few more weeks and it will be necessary to go back to the Finance Ministry for further assistance through the Contingency Fund.

New Police Commish September, Opposition wants no foreigner Jamaica Gleaner - The National Security Minister Peter Bunting has announced that a new Police Commissioner will be appointed in September. That is about the same time, the current police Commissioner Owen Ellington will complete his pre-retirement leave and

exit the force. B u n t i n g made the announcement in Parliament yesterday afternoon as he addressed questions about Ellington’s sudden retirement. Meanwhile, the Opposition spokesman on National Security, Derrick Smith said the Opposition

will not support the employment of a foreigner as a commissioner of police. But Bunting said the Administration has not made any utterance to suggest that a foreign commissioner would be appointed.

Israel, Palestinians battle as Egyptianproposed Gaza ceasefire collapses

Israeli tanks and armoured personnel carriers (APCs) are seen at a staging area outside the central Gaza Strip yesterday. REUTERS/Baz Ratner GAZA/JERUSALEM (Reuters) - Israel resumed air strikes in the Gaza Strip yesterday after agreeing to an Egyptian-proposed ceasefire deal that failed to get Hamas militants to halt rocket attacks. The week-old conflict seemed to be at a turning point, with Hamas defying Arab and Western calls to cease fire and Israel threatening to step up an offensive that could include an invasion of the densely populated enclave of 1.8 million. Under a blueprint announced by Egypt - Gaza’s neighbour and whose military-backed government has been at odds with Islamist Hamas - a mutual “deescalation” was to have begun at 9 a.m. (0600 GMT), with hostilities ceasing within 12 hours. Hamas’ armed wing, the Izz el-Deen al-Qassam Brigades, rejected the ceasefire deal, a proposal that addressed in only general terms some of its key demands, and said its battle with Israel would “increase in ferocity and intensity”. But Moussa Abu Marzouk, a Hamas political official who was in Cairo, said the movement, which is seeking a deal that would ease the Egyptian and Israeli border restrictions throttling Gaza’s economy, had made no final decision on Cairo’s proposal. The Israeli military said that since the ceasefire deal was to have gone into effect, Hamas had fired 123 rockets at Israel, one killing a civilian - the first Israeli fatality in the fighting. A Palestinian civilian was killed in an air strike in Khan Younis, raising the death toll in the Gaza Strip in eight days

of fighting to 188, including at least 150 civilians, among them 31 children, according to Gaza medical officials. Israel’s Iron Dome antimissile system intercepted 20 of the Hamas projectiles, including two over the Tel Aviv area, and the rest caused no damage or casualties. Hamas and Islamic Jihad claimed responsibility for the attack against Israel’s commercial capital, which has been targeted frequently since the war began, as well as for the rocket that killed the Israeli man along the border. Six hours after implementation of the truce was to have begun, and citing the persistent salvoes, Israel resumed attacks in Gaza. The military said it targeted at least 20 of Hamas’s hidden rocket launchers, tunnels and weapons storage facilities. Prime Minister Benjamin Netanyahu said in broadcast remarks late day that Israel had no choice but to “expand and intensify” its campaign on Hamas, though he did not specifically mention the possibility of a ground incursion. The Iron Dome has shot down most projectiles liable to hit Israeli towns and cities, but the rocket salvoes have made a rush to shelters a daily routine for hundreds of thousands of people across the country. The surge in hostilities over the past week was prompted by the murder last month of three Jewish seminary students in the Israeli-occupied West Bank and the revenge killing on July 2 of a Palestinian youth in Jerusalem. Israel said on Monday three Jews in police custody had confessed to killing the Palestinian. Sirens sounded yesterday

in areas up to 130 km (80 miles) north of the Gaza Strip. Speaking in Vienna, U.S. Secretary of State John Kerry supported Israel: “I cannot condemn strongly enough the actions of Hamas in so brazenly firing rockets, in multiple numbers, in the face of a goodwill effort (to secure) a ceasefire.” Netanyahu, whose security cabinet voted 6-2 earlier yesterday to accept the truce, had cautioned that Israel would respond strongly if rockets continued to fly. He said he expected the “full support from the responsible members of the international community” for any intensification of Israeli attacks in response to Hamas spurning a truce. Earlier, Sami Abu Zuhri, a Hamas spokesman in Gaza, said that demands the movement has made must be met before it lays down its weapons. Other Palestinian militant groups - Islamic Jihad, the Popular Front for the Liberation of Palestine and the Democratic Front for the Liberation of Palestine - also said they had not yet agreed to the Egyptian offer. Palestinian President Mahmoud Abbas, who reached an agreement with Hamas in April that led to the formation of a unity government last month, called for acceptance of the proposal, the official Palestinian news agency WAFA said. Abbas was due in Cairo on Wednesday for talks with President Abdel Fattah alSisi, the Palestinian leader’s spokesman said. The Arab League, at a meeting on Monday, also welcomed the ceasefire plan.

Cameron turns to women and Eurosceptics in major ministerial shake-up (Reuters) - British Prime Minister David Cameron yesterday pushed through his biggest government shake-up since coming to power in 2010, promoting women and Eurosceptics to senior roles in an appeal to voters in next May’s national election. In one surprise development, William Hague, Britain’s most senior diplomat for the past four years, voluntarily stood down allowing Cameron to appoint Philip Hammond, the defence minister and a prominent Eurosceptic, to the influential post. Michael Gove, a longstanding Cameron ally and one of his party’s most prominent right-wing ideologues, was sacked as education secretary. After last minute adjustments, women will now make up five of the 22-person Cabinet, compared with three before. A further three senior female politicians will also have the right to attend Cabinet meetings, up from two previously. Other women politicians were promoted to junior ministerial positions. With his ruling Conservatives trailing the opposition Labour party in opinion polls by up to seven percentage points, the changes were seen as an attempt by Cameron to address criticism that his government was dominated by white, privately-educated middle-aged men. “This is very much a reshuffle based on the upcoming election. Out with the old, in with the new; an

attempt to emphasise diversity and put a few more Eurosceptic faces to the fore,” said Matthew Ashton, a politics specialist at Nottingham Trent University. Hammond’s pick as foreign secretary stoked speculation that Cameron was trying to give his part of the coalition a more

Eurosceptic tinge to please an unruly wing of the party and to counter an electoral threat from the anti-EU UK Independence Party which won Britain’s European elections in May. The choice of Hammond sends a powerful signal to Britain’s European allies. In 2013, he said that if the

European Union failed to change and agree new terms for Britain’s membership he would rather leave the bloc. He declined to repeat that opinion when asked yesterday, saying he was confident he could help Cameron secure “significant” changes. Meanwhile, the shake-up,

or reshuffle as it is traditionally known, saw Ken Clarke, a minister without portfolio and the Conservative’s government’s most pro-EU member, sacked. Cameron has promised to try to reshape Britain’s EU ties if re-elected next year before giving voters a membership referendum, something opinion polls show could be close. Cameron appointed Jonathan Hill, a lord, to become Britain’s next European commissioner. Hill, who is not well-known, had previously coordinated the government’s business in the upper house of parliament. Hill is in favour of holding a referendum in the event of any future transfer of further powers to Brussels, but Nick Clegg, the deputy prime minister and leader of the proEU junior coalition Liberal Democrats, had to agree his appointment.Clegg’s aides had previously said he would not approve anyone with overly strong Eurosceptic views. But Hill may struggle to get a prime portfolio on the Commission. George Osborne, the finance minister and one of Cameron’s closest allies, kept his job, reflecting the fact that his economic stewardship is seen as a potential election winner. Michael Fallon, formerly a junior energy minister and someone who has said his party should campaign for Britain to leave the EU if it doesn’t get major reforms, was appointed as the country’s new defence secretary. One of the biggest surprises for Britons, however, was Cameron’s decision to sack Gove, whose

BAGHDAD (Reuters) Iraqi politicians named a moderate Sunni Islamist as speaker of parliament day, a long-delayed first step towards a power-sharing government urgently needed to save the state from disintegration in the face of a Sunni uprising. But after quickly picking Salim al-Jabouri as speaker, lawmakers argued bitterly for hours over his Shi’ite deputy, suggesting they are still far from a deal on a new government or a decision on the fate of Prime Minister Nuri al-Maliki. Iraq’s army and allied Shi’ite militia launched an

assault to retake the executed former dictator Saddam Hussein’s home city Tikrit from the al Qaeda offshoot known as the Islamic State and allied militants, who seized it in mid-June during a lightning assault through the north. The stunning advance by the militants over the past month has put Iraq’s very survival in jeopardy even as its politicians have been deadlocked over forming a new government since an election in April. Maliki, whose State of Law coalition won the most seats but would need allies to form a government, has ruled since the election as a

caretaker, defying demands from Sunnis and Kurds that he step aside for a lesspolarising figure. Washington has made clear that setting up a more inclusive government in Baghdad is a requirement for its military support against the insurgency. Under Iraq’s governing system in place since the post-Saddam Hussein constitution was adopted in 2005, the prime minister is a member of the Shi’ite majority, the speaker a Sunni and the largely ceremonial president a Kurd. Each of the three is meant to have two deputies, drawn from the other two groups.

Picking the Sunni speaker is parliament’s first task, but Sunni leaders had previously refused to nominate one until a deal was reached on a prime minister. Parliament now has 30 days to elect a president, who will then have 15 days to nominate a prime minister. Ibrahim al-Jaafari, Maliki’s predecessor as premier and now head of the National Alliance, a Shi’ite umbrella group that includes Maliki’s State of Law bloc and rivals, hinted that a wider deal had been reached: the alliance would vote for Jabouri and expected support from Sunni politicians in return. “It is the nature of any deal that any

commitment should be mutual. It doesn’t make sense that we support them and they don’t support us,” Jaafari said. However, he did not specify whether the Shi’ites now intended to nominate Maliki for a third term as prime minister or choose another candidate. Parliament chose Haidar al-Abadi, a member of Maliki’s State of Law bloc, as the Shi’ite deputy speaker, but only after three rounds of voting and hours of contentious debate, during which he was unexpectedly challenged for the post by Ahmad Chalabi, a former ally of the United States. Although Chalabi

radical reforms to the education sector have provoked anger among teachers. He will instead become the Conservative party’s chief whip, a role that entails ensuring lawmakers vote in the way the party leadership wants. Hague, the outgoing foreign minister, will assume a more junior role that will involve him coordinating the government’s business in the lower house of parliament. He said he would also step down as a member of parliament in May next year. Cameron’s decision to promote a raft of women addressed a potentially electorally damaging perceived gender imbalance. Nicky Morgan, minister for women and equalities, was appointed education secretary, while Liz Truss was appointed as secretary of state for environment, food and rural affairs in the place of Owen Paterson. The Labour party has repeatedly criticised Cameron for what it says is his “women problem” - a relative lack of females in top cabinet jobs. Labour yesterday said Cameron had not promoted enough women and called his jobs reshuffle the “massacre of the moderates,” saying the changes reflected his failure to reform his party. “In a desperate attempt to shore up his support within his own Party, he undertakes a reshuffle which has seen centrists kicked out while right-wingers have been promoted,” it said. “This massacre of the moderates shows the extent of David Cameron’s weakness.”

eventually withdrew, his decision to stand suggested ongoing discord within the Shi’ite alliance over how to allocate top posts, perhaps including the premiership itself. However, the decision to award the deputy speaker’s post to Maliki’s ally Abadi could increase the likelihood that the prime minister steps aside: an aide to a senior Kurdish politician, speaking on condition of anonymity, noted that in the past the Shi’ite parties had chosen deputy speakers from outside the prime minister’s bloc, to maintain unity among Shi’ite factions.

After World Cup success... From page 33 preparations were “the worst ever” — though he backtracked two days later. Rio Mayor Eduardo Paes, who has admitted to concerns over the Deodoro timetable, said last week that the World Cup success would ease concerns about preparations for the August 5-21, 2016 Games. “We still have lots of work ahead of us, but we are confident that we will deliver things on time,” Paes said, adding that Deodoro was 60 percent ready. “You will have to see, but it will be the Olympics of the Olympics,” he insisted, although Deodoro delivery for the first quarter of 2016 gives the hosts little room for maneuvre. After talks Friday with President Dilma Rousseff, International Olympic Committee president Thomas Bach said he was “pleased to hear the confidence” she has in the Games and that the event “will be a top priority.” - NO FLEXIBILITY Barra da Tijuca, the main Olympic site hosting 15 disciplines including gymnastics, aquatics, combat sports

Doping life bans ‘not... From page 32 come back after 12 months. “I wish the sport would have the respect for the people who get cheated.” Scottish hurdler Eilidh Child and former 100m world record holder Donovan Bailey are among the athletes who have previously called for doping cheats to be automatically banned for life. Tom Bassindale, a forensic toxicologist and doping expert at Sheffield Hallam University, says he has mixed feelings about Powell’s return to the track. “I’m a bit torn,” he said. “If people have been taking something like EPO, my heart does sink to see them back in competition because they may still be benefiting from the effects. “But a mild stimulant like oxilofrine may be less effective than caffeine. I don’t like to see people breaking the antidoping rules, but clearly some substances are more effective than others.” Powell was cleared to return to competition after the Court of Arbitration for Sport reduced his ban from 18 months to six months on Monday. He tested positive, along with team-mate Sherone Simpson, at last year’s Jamaican national championships. (BBCSport)

and tennis, is also behind schedule. Strikes have been a factor behind the delays and construction of the velodrome has barely got under way, an AFP reporter at the scene found. Next to it are two venues inaugurated in 2007 — the HSBC Arena, staging gymnastics and trampoline, and the Maria Lenk aquatic park. Nearby, the golf course is just being laid but is far from being finished — erection of the stands has yet to start at a venue now due for delivery in mid-2015. General Fernando Azevedo e Silva, appointed by Rousseff to head the public Olympic Authority coordinating the works, said he was “very optimistic.” “There are no confirmed delays — though there is not much flexibility, in particular for Deodoro,” he told AFP. “The main thing is to recoup the delay at Deodoro.” The Maracana Stadium is already complete thanks to its pre-World Cup overhaul, but the Joao Havelange Olympic stadium has been undergoing renovations for more than a year owing to wind resistence problems with the roof. Rio’s vast Guanabara Bay, beautiful on postcards, is polluted with thousands of liters of untreated sewage

tipped into it each day, and there is no sign as yet of a promised clean-up. - Olympic village A total of 27 projects are due to be undertaken to bolster Rio’s infrastructure and improve urban mobility and the environment. They include a revamping of the port area and a new metro line along with rapid transit buses. Work also started last November on a 23-kilometer (15-mile) tunnel linking the city center with the western Barra district hosting the Olympic village. There, the 31 village buildings are 40 percent ready and more than 5,000 construction personnel are now working on the site.“In all, more than 3,604 apartments will host 18,000 people in 10,000 rooms during the Games,” says Maurizio Cruz Lopez, director general of the Ilha Pura building program of constructors Carvalho Hosken and Odebrecht in a public-private initiative. The high-quality flats will be marketed to private buyers after the Games with the largest expected to fetch around $1 million. The Games’ price tag will be at least 36 billion reais ($12 billion) but city authorities say the private sector or at least public-private partnerships will stump up more than half.

Berlin (AFP) - Hundreds of thousands of jubilant fans massed at Berlin’s Brandenburg Gate yesterday to cheer the World Cup winners and new national heroes bringing home football’s top prize for the first time to a reunified Germany. The flag-waving crowd, which began gathering before dawn, erupted in applause under warm summer sunshine when the triumphant players arrived from Rio de Janeiro. Germany coach Joachim Loew told more than 250,000 supporters at the so-called Fan Mile stretching behind the Gate, the symbol of national unity, that they shared the title with his players. Captain Philipp Lahm hoisted the World Cup trophy to a giant roar from the crowd. Team members wearing black shirts emblazoned with the number one took the stage in groups to greet ecstatic supporters, many of whom travelled from across the country and skipped work to join the party. They carried a long banner reading “Obrigado Fans”, “thank you” in Portuguese in a nod to tournament hosts Brazil, and “the fourth title is ours”. Mario Goetze, who scored the only goal in Sunday’s nailbiter final against Argentina, called the Mannschaft’s win “a dream”. Midfielder Bastian

Schweinsteiger appeared with the black, red and gold German flag draped from his shoulders, with a bandage still affixed below his eye from a cut he suffered in a clash during the final. The players jumped and danced together in a raucous circle on stage, singing “this is how the Germans win, this is how the Germans win”. ‘Historic event’ The team touched down in the late morning at Berlin’s Tegel airport on a Lufthansa jet re-branded “Fanhansa” and “Victors’ Plane”, as thousands o f s u p p o r t e r s waited on a viewing platform. “This is a historic event,” said 34-year-old bus driver Bernd Hesse, who followed all the matches in Brazil on the radio when he was behind the wheel. He noted that Germans had waited 24 years to bask in the glory of a World Cup victory, the first since the reunification of the country in 1990 following three wins by the former West Germany. Lydia Lampa, a 28-yearold advertising executive, stopped by the airport with a friend on her way to work. Wearing a Germany jersey adorned with the coveted fourth star for the latest World Cup win and a Hawaiian-style garland of plastic flowers in the national colours, she said she had watched every World Cup match featuring the Mannschaft.

- Germany’s unity team Fans had lined the team’s route as black buses ferried the players to central Berlin from the airport, while construction workers waved from scaffoldings and dozens of cyclists followed the motorcade, their bicycles draped with Germany banners. Players tweeted photos of the fans, with Mesut Oezil writing “What a crowd! Unbelievable!” Supporters on the Fan Mile sang “this is what victors look like” under a sea of German flags, which rarely make an appearance outside major sporting events in the country in deference to its militaristic past. Ulrich Felgentreff said he was born in 1954, the first year West Germany won the World Cup — just nine years after the horrors of World War II, as the country was gradually rejoining the community of nations. By contrast, 18-year-old fan Sven Engel was not even born the last time West Germany won. The championship has bolstered an already upbeat national mood, with the German economy humming and popular Chancellor Angela Merkel at the helm of a stable government. The German media ran banner headlines celebrating the young, talented and multicultural champions.

J’can Russell wins 100m as Gatlin extends unbeaten streak LINZ, Austria (AP) — Justin Gatlin stretched his season’s unbeaten streak in the 100 metres to 10 races by trashing the 20-year-old best mark of the Gugl Games Monday. The 2012 Olympic bronze medalist finished in 9.82 seconds, scraping 0.12 off the meeting record set by Davidson Ezinwa of Nigeria in 1994. Gatlin’s run was the fastest ever in Austria though he came 0.02 short of his own best mark for the season after clocking 9.80 at the Diamond League meeting in Lausanne. The American’s personal best is 9.79. Gatlin finished runner-up to Usain Bolt at the World Championships last year, but the Jamaican standout hasn’t competed yet this season. Gatlin’s next appearance is at the Diamond League in Monaco on Friday. Second-placed Mike Rodgers timed 9.92, while Ryan Bailey took third in 10.12 for an American sweep of the podium. Compassion, sacrifice, courage, kindness were our pillars By Edison Jefford Quoting from playwright Howard Zinn, President of the Guyana Amateur Basketball Federation (GABF), Nigel Hinds, stated that compassion, sacrifice, courage and kindness were the pillars of Guyana’s participation at the recently-concluded Caribbean Basketball Confederation (CBC) Championships in the British Virgin Islands. Hinds’ statement was released to the media via email. “We always felt that small things would make great things happen, though it was not perfect, we accomplished what I considered a marvelous victory by having both of G u y a n a M e n ’s a n d Women’s Teams here in Tortola, BVI, participating in the Championships; paraphrasing Zinn: c o m p a s s i o n , s acrifice, courage and kindness were our pillars,” Hinds said. Zinn noted the following in his 2004 documentary called: ‘You Can’t Be Neutral on a Moving Train’: “To be hopeful in bad times is not just foolishly romantic. It is based on the fact that human history is a history not only of cruelty, but also of compassion, sacrifice, courage and kindness.” Hinds referenced the quote in his statement. He said that he has embraced Zinn’s philosophy in an effort to have Guyana’s Male and Female Teams represented at the 2014 CBC Championships, albeit, in an environment that he believes was not conducive

to source funds for the teams. Guyana’s male team finished fifth of eight contestants and the females finished eighth of eighth contestants. Hinds informed that due to her presence at the competition, Guyana’s 18-year-old 6’5" Centre, Ginelle Ifill was approached for a scholarship offer in New Jersey. Continuing to note some of the positive highlights f r o m G u y a n a ’s participation, Hinds said that some of the Guyanese male players had outstanding performances. He thought that Coach Mark Agard used his affable personality to handle the team with excellence. However, he believes that the one of the greatest hindrances to further success for Guyana at the CBC Championships was “FIBA errant ruling on player eligibility”. The International Basketball Federation (FIBA) had ruled that Guyana could not have more than one naturalised player on its roster. Guyanese forward, Gordon Klaiber, who plays in Japan, was treated as a naturalised player when he was in possession of a Guyanese birth certificate. H o w e v e r, F I B A t h e n enforced a rule that suggests that to be eligible to represent a particular country; players must claim their nationality via possession of that country’s passport before reaching the age of 16 years. The issue forced Guyana to truncate its roster by excluding about five overseas-based

-Says GABF President on Guyana’s CBC participation players. It created some administrative issues for Guyana with CBC threatening to ban Guyana after Hinds had stood in solidarity with the protesting Guyanese players.

“…our first game was disrupted and this carried over into a first game loss; barring the foregoing Guyana Men’s Team would have at a minimum been in the Final Four,” Hinds believes, adding, however, that his administration will

not be distracted. He thanked Patrick Haynes, DC Jammers, Office of the President, Guyana Olympic Association, Windjammer Hotel, GT&T, Republic Bank, John Fernandes Limited and Ansa McAl,

among other sponsors, numerous online donors, and Guyanese for supporting the team. Hinds disclosed that the focus now will be on youth ahead of t h e 2 0 1 5 C B C Championships.

GABBFF Seniors 2014: Mr. Suriname Soepe Kose is Guest Poser What is shaping up to be one of the biggest and potentially the most competitive body building show in Guyana is set for Saturday August 2nd at the Theatre Guild, Kingston. It will be the Guyana Amateur Body Building and Fitness Federation Senior championships, the federation’s marquee event. All the big guns including reigning Mr. Guyana Kerwyn Clarke will be on stage as will the reigning Mr. Suriname Soepe Kose who has been contracted by the GABBFF as the Guest poser. Kose is no stranger to Guyana as he thrilled the audience when he won the Mr. Flex Night title in December 2012. He also placed 3rd at the Arnold Classic earlier this year and has promised that he will be putting on a mind blowing performance for the fans on the night of August 2, 2014. Corporate support for the seniors has already started to flow with faithful partner Fitness Express, specialists in health and fitness products on board yet again as the main sponsor of the championships. and we would like to play our role in encouraging them to aim high. We have been partnering with the GABBFF for some years now and will continue to do so since as a company, it is part of our mandate to assist.” Sookram in response complimented Mc Donald for their unwavering support which she assured has contributed over the years to the upward climb of body building in Guyana. Doping life bans ‘not legal’, says WADA President Sir Craig Reedie Life bans for athletes convicted of doping offences are not legal, the head of the World Anti-Doping Agency says. Former world 100m record holder Asafa Powell returned to competition on Tuesday after his ban was cut to six months, having tested positive for banned stimulant oxilofrine last year. Former Olympian Jamie Baulch is among those who have called for dopers to incur automatic life bans. But Sir Craig Reedie says anti-doping penalties “must be proportionate”. “Our advice was that [life bans] would be challenged and would not be sustainable in law,” the Wada president told BBC Sport. WADA instead agreed to a new code which will double the standard

Sir Craig Reedie suspension for dopers from two to four years from January 2015. “A four-year penalty will stand up in court and takes a person out of the cycle of an Olympic Games,” said Reedie, who w a s a p p o i n t e d Wa d a

president in November 2013. “Not many athletes dope on their own,” he added. “There is usually someone else involved, be it a coach, friend, manager or agent.” But Baulch, who was retrospectively awarded gold in the 4 x 400m relay at the 1997 World Championships after American runner Antonio Pettigrew admitted to doping, believes the current sanctions are too lenient. “These people should be banned for life,” he told BBC Sport. “People like me lost out on being a hero for the day because of them. “If people knew they were going to get banned for life, drugs would diminish. I get angry that the system allows people to (Continued on page 29

Guyana to be represented at Joseph’s Birth Anniversary Chess Olympiad in Norway dominoes underway After an absence of 36 years, Guyana will be represented at the World Chess Olympiad, the world’s fourth largest sporting event, in Tromso, Norway, next month. According to President of the Guyana Chess Federation, Irshad M o h a m e d , G u y a n a ’s contingent to the August 1-14 event has been finalised. The team is Taffin Khan, Ronuel Greenidge, Maria Thomas, Anthony Drayton and HaiFeng Su.

National Coach Wendell Meusa, who has been in training with the team for the past two months, will serve as Coach. Meusa and Yolander Persaud will also participate in training seminars during the Olympiad. Guyana last participated in the World Chess Olympiad in 1978 in Argentina, but according to Mohamed, he is confident the local players will represent the country well in Norway. “Despite being absent

from the event for so many years, we’re looking forward to a good performance from the players. It will be a tough battle but we’re confident in their abilities,” Mohamed stated. T h e Wo r l d C h e s s Olympiad is a biennial chess tournament in which teams from all over the world compete against each other. The event is organised by FIDE, the world governing body, which selects the host nation.

Sewage in the bay hosting sailing competitions and slow work at other sites have raised concerns about Rio 2016, the first Olympics in South America, in a repeat of the delays that had workers scrambling to polish off stadiums only days before the World Cup began last month. A major worry surrounds much-delayed progress at the Olympic Park in the northern Deodoro district, which will host a slew of events. Work was originally to start last year but the site was only inaugurated on July 3, well behind schedule. Three existing installations there, dating from the 2007 Pan American Games, are being renovated: centers for shooting, equestrian events, and another for modern pentathlon. Four more sites are being built, a mix of permanent and temporary structures. In April, IOC vice-president John Coates said preparations were “the worst ever” — though he backtracked two days later. Reigning champions of the Limacol Caribbean Premier League, the Jamaica Tallawahs, stand proudly with officers of their new owners, the Chalak Mitra Group. Jamaica Observer – Following a thrilling opening weekend for the Limacol Caribbean Premier League 2014, Chalak Mitra Group (CMG) has been announced as the new franchise owners of reigning Limacol CPL champions, the Jamaica Tallawahs. Manish Patel, Chairman and President of CMG, said he was happy that his company was able to buy into such an attractive brand, a welcome addition at the sporting portfolio of the Indian grounded company. “We’re delighted to become the new owners of the Jamaica Tallawahs franchise. As a group we are passionate about cricket and after seeing the success of the CPL last year, we knew this was something we wanted to be a part of. “The unique and vibrant culture of Jamaica drew us towards the Tallawahs, and given that Indo-Jamaican culture has flourished for many years, we knew it was the right choice. We can’t wait to get

involved with the team and become a part of the Jamaican community,” Patel was quoted as saying. The Jamaica Tallawahs emerged as champions from the inaugural Limacol Caribbean Premier League last year, and on Saturday, set the stage for an exciting second season with a first game win over the St Lucia Zouks, with Tallawahs captain, Chris Gayle, scoring the first ever CPL century. Grenada, known for its vibrant culture and hospitality, served as the opening venue to showcase the region’s most exciting d o m e s t i c Tw e n t y 2 0 tournament, which sees global stars including Kieron Pollard, Dwayne Bravo, Kevin Pietersen and Mohammad Hafeez taking part in the “Biggest Party in Sport”. CPL CEO Damien O’Donohoe noted, “It’s a testament to the strength of the CPL and the Jamaica Tallawahs that we are able to welcome such a respected new franchise owner.” “CMG is a hugely successful organisation with vast experience and a passion for sport. We’re

looking forward to working with them as they help us reinforce the success of the CPL and develop new audiences for the Biggest Party in Sport,” said O’Donohoe. The Jamaica Tallawahs play their next match against the Antigua Hawksbills at the Sir Vivian Richards Stadium on Thursday. A 4-0 whipping by St. Ignatious Secondary (SISS) over Aishalton Secondary School (ASS) earned the former school the right to challenge Annai Secondary for the Region 9 Zone title after the latter institution deluged Sand Creek Secondary 9-0 at the Annai Sports Club Ground, also yesterday afternoon when the Fourth edition of the Digicel Schools’ Football Championship continued at Annai in the Rupununi. In yesterday’s match with SCSS, both Quincy Winter and Shivraj Lall netted hat tricks in the 50th, 60th, 61st and 3rd, 9th and 21st minute with support from Garville Daniels (5, 37) and Lotan Bartholomew (27). The match between SISS

- both recorded solid semi final wins

and ASS was decided after a Quincy Winter hat trick (50,60, 61) supported by a 33rd minute effort from Carlos Isaacs. A crowd of screaming supporters at both semi-final matches, undoubtedly the largest to date in the competition witnessed football of an exceptionally high quality as both teams scheduled to clash this afternoon demonstrated grit and determination in overcoming their respective opponents. The two teams also have a point to prove as they emanate from different communities in the Rupununi district and have had a lengthy feud over

which is the better unit. Annai earned the right to enjoy home advantage after representatives of Digicel engaged leaders of the two teams in intense discussions over the final venue; Annai eventually won out and many of the villagers hold firm to the view that the home team will start off with the advantage. Notwithstanding, Annai Secondary School is tipped as the favourites after their crunching defeat 9-0 over Sandy Creek Secondary. Subsequently, organizers are scheduled to move further into the Rupununi Community, in Lethem, for several encounters in that region later in the week.
