Region 10 People’s National Congress Reform members in a recent letter to Leader of the Party David Grainger, and seen by this newspaper, have expressed their dissatisfaction with the matter involving the suspension of A Partnership for National Unity Member of Parliament Vanessa Kissoon, after an alleged altercation with General Secretary Oscar Clarke. In the correspondence, the members noted that they found it unfortunate that someone of petite stature, such as Ms Kissoon, should have had to endure the ‘overtly aggressive behaviour’ by a man who towered over her. “Without hearing her side of the story, you singularly took a decision to suspend her membership”, the Region 10 members pointed out in their letter. The letter further stated, “The members of Region 10 would like the following to be recorded: (a) Ms Kissoon is a member of this party, like every one of us and, as such we own a piece of this organization; (b) Ms Kissoon
is not an employee of this party and cannot be suspended by the party leader or any officer in the organization; (c) The rules of the party are clear that discipline falls within the purview of stipulated disciplinary authorities of which the Leader is not one; (d) your letter of 24th June addressed to Ms Kissoon stating that you have taken the decision to suspend her membership preceded the statutory Central Executive Committee meeting that was scheduled for 25th June; and (e) The Region is aware that Ms Volda Lawrence, Vice Chairman, was not considered for arbitrary discipline by you, whereas Ms Kissoon is being subjected to such. Your failure to respect the equality of both women confirms the view that your attack on Ms Kissoon is driven by ulterior motive which we in the Region can speculate on, given the tone of our existing relationship.” The letter further added that Region 10 has been under ‘constant assault’ from Congress Place. The Region 10 PNCR
Speaker needs to... From page 2 the Chief Justice (CJ) can authorize him to spend on that basis. The CJ explicitly said that he could not authorize the Minister to spend from the Contingencies Fund.” “That is Parliament's function and if the Minister, in anticipation of that approval spends, he is obliged to ensure that the expenditure is scrupulously within the framework of the rules set out for the exercise of that discretion. The CJ could not have and did not suggest that the Minister of Finance had unfettered discretion to spend any public funds. Nor may I add could he suggest that he, the CJ, had powers to waive the requirement that the Assembly approves or not the Minister's request to clear the expenditures.” “The FM&A Act stipulates the penalties for a Minister who is acting as though he is disrespectful of and is not bound by the law. Along with seeking resort to the Privileges Committee therefore, we shall approach the Courts,” the politician concluded.
Vanessa Kissoon members noted that senior executives of the party such as Mr Granger and Mr Basil Williams had visited Linden through a meeting organized by Congress Place on April 29th 2014, but had failed to include Regional Party leaders, and that invitations were only issued to some members. The agenda for that meeting did not contain any issue of concern to the Region and was subsequently aborted after members who demanded answers to several issues, the letter stated. According to the concerned members, several requests to meet with Granger had been ignored, while they are aware that he had travelled to New York USA to meet with a group there. The letter also addressed the issue of Ms Sandra Adams, and noted that Congress Place wants ‘to foist’ her (as Regional Supervisor) on the members in Linden, without consultation or affording the Region the opportunity to select one. “As members we know efforts have been made for months to meet with you to address our grievances and concerns, but on every
occasion an excuse has been given why you are indisposed to meet with us and have constructive engagement.” They called the demand for the keys to the party office in Linden “an act of aggression” towards the elected officials of Region 10. They further pointed out that the Regional party members stand united in support for the party’s constitution, which details the producers for discipline. “We also stand united in the belief that Ms Kissoon’s rights are being denied and that she is being unduly targeted as a leader in this Region for repeated attacks, public embarrassment and now disrespect by the General Secretary Oscar Clark”. They demanded that the continuous assault by Congress Place cease immediately, as they acknowledged that Municipal and National Elections are due and therefore unity was important to obtain the desired results. It was further alleged in the letter that the issues might have been orchestrated to undermine Regional activities geared towards selecting party executives. “Region 10 wishes to make it known that we cannot be demanding accountability in the corrupt operations of the PPP to uphold the constitution, yet embrace similar acts of constitutional violation in the very party we seek to have replace the PPP. By copy of this correspondence, we are instructing Chairman Sharma Solomon not to cooperate with the injustice against Ms Kissoon by submitting any name to be part of any Disciplinary Committee that is unconstitutionally formed and advising that the people of Region 10 are not to be forced into political action and to demand justice for MP Vanessa Kissoon.”

Women marchers ID cards for NY Caribbean arrested in Cuban capital immigrants
Members of the Ladies in White opposition movement are arrested in Havana yesterday (AFP Photo/Francisco Jara) Havana (AFP) - Cuban authorities arrested about a hundred women Sunday, breaking up a march by the opposition group Ladies in White. Shouting “Freedom! Freedom!,” the women offered no resistance as they were boarded onto buses by police and agents in plain clothes. A group of about 100 government supporters, who arrived along with the authorities at the scene in Havana’s Miramar district, shouted “Viva Fidel, Viva Raul” as the women were
taken away. The women’s group, formed in 2003 by wives of political prisoners, marches every Sunday in the Cuban capital after hearing mass at Santa Rita parish church, with the government’s permission. But dozens of police moved in and surrounded the marchers two blocks from the church after they headed toward the sea instead of along their usual route on Miramar’s Quinta Avenida. The march coincided with the 20th anniversary of an incident in which 37 people, including 10 children, drowned
trying to flee the communistruled island in a tugboat. The tugboat sank after being intercepted by four Cuban vessels, which survivors said doused it with water cannon and rammed it. A Cuban exile group marked the anniversary by launching fireworks Saturday night from a small flotilla of boats in waters off Havana, organizers said. The Ladies in White, the only o p p o s i t i o n g r o u p allowed to march in Havana, was awarded the E u r o p e a n P a r l i a m e n t ’s Sakharov Prize in 2005.
NEW YORK - CMC – New York City Mayor, Bill de Blasio, has signed legislation to create a municipal identification card for Caribbean and other immigrants living in the city, including undocumented persons. “Even for those who already have IDs, we’re going to make sure that this card brings a lot to the equation, a lot of benefits that will go with it,” said deBlasio, whose wife Chirlane, traces her roots to Barbados. “But for those who don’t have ID, it’s going to be crucial,” he said when signing the new law Thursday Although de Blasio originally wanted the ID card law to roll out before the end of the year, it’s now scheduled to launch in January, the New York Daily News reported. The mayor assured undocumented Caribbean applicants for the new ID card that they will not be asked about their immigration status. “We want all New Yorkers to feel very comfortable working with the
New York Mayor Bill de Blasio, signs bill into law for NYC municipal ID cards police,” deBlasio said. “We want them to be very able to identify themselves to the police and do it in an atmosphere of safety. “This is going to play a crucial role in deepening the relationship between police and community, including a lot of our immigrant communities,” he added. City Councilmen Carlos Menchaca and Daniel Dromm, who sponsored the measure, said the bill would allow a large section of the city’s marginalized populations to receive benefits and access to simple
services like opening a bank account or renting an apartment. City Council Speaker Melissa Mark-Viverito, the first Puerto Rican-born elected official to hold the position in New York City, described the bill as ‘historic’. “Today, we’re living up to our highest ideals, and today we’re saying that no one should be left out,” she said. Officials said the ID card will be free of cost during the first year, adding that there will be walk-in enrollment centers, along with online applications.

Prelude to a push - Did Bunting bow to international Chief Justice Sir Marston Gibson action partners who wanted Ellington out from last October? Barbados Nation -The Barbados Bar Association may take Chief Justice Sir Marston Gibson to court. In an unprecedented move, a resolution has been tabled for a special general meeting of the association on Thursday, seeking to empower its president to commence proceedings against Sir Marston for failing to hold meetings of the Judicial Council, of which he is chairman. The council is responsible for the administration of the courts and formulating policy in relation to all matters affecting the performance of the courts. It is also mandated to keep under review matters of jurisdiction and procedure, administer legal aid, and prepare an annual budget for submission to the Minister of Finance. The council should meet as often as its business requires, but not less frequently than once every quarter. And it is bound to prepare each calendar year a report on all matters relating to the administration of
Chief Justice Sir Marston Gibson justice, outlining progress made and any problems anticipated. That report should then be submitted to the Attorney General no later than March 31 of the year following the calendar year in respect of which the report is prepared, and that official “shall forthwith” table the report in Parliament. The SUNDAY SUN understands no report from the council has been produced since 2008. Sir Marston took office on September 1, 2011.
Jamaica Gleaner - It appears a cave-in by National Security Minister Peter Bunting was the final straw which broke the camel’s back to the sudden resignation of Police Commissioner Owen Ellington late last month. Days after Ellington’s spokesman, attorney-at-law Howard Mitchell, told RJR News that the commissioner was forced out by international pressure, Sunday Gleaner sources are claiming that the backing of Bunting was what kept the top cop in his job for several months. “I don’t know if he was pushed as much as he jumped! But there certainly was pressure at the top of the cliff,” Mitchell stated in the radio interview Now the sources say international partners, mainly American and British, have been pushing for Ellington’s resignation since last October after the interim report of the public defender raised questions about extrajudicial killings during the May 2010
operation in We s t Kingston. The international partners also expressed concern about the allegations of extrajudicial k i l l i n g s w h i c h were surfacing about members of the force in Clarendon. “At that time, Ellington indicated to Bunting that he was willing to walk away but was convinced to stay by Bunting, who argued that the allegations did not indicate any wrongdoing by the commissioner, and that he would be willing to go to bat for the top cop,” a Sunday Gleaner source reported last week. But the relationship between Ellington and the international partners went downhill from there as they reduced the sharing of information with the police and left the commissioner out of the loop on many occasions while they probed activities involving Jamaican suspects. “It got so bad that after a lengthy delay the Americans released a shipment of bullets
for high-powered weapons to the force and stipulated that not one could go to some operational units, including the Mobile Reserves,” added the source. By March, with the pressure building and the relationship between Ellington and some international partners almost non-existent, the commissioner reportedly again indicated to Bunting that he was prepared to walk. According to the sources, a year-end timetable was agreed on at that time as the security minister seemed no longer willing to expend the political capital to defend the commissioner. But just about three months later, that timetable was discarded, raising questions about what had developed to make the resignation of Ellington a nonnegotiable and most urgent issue. “Whatever happened took place at the Cabinet meeting on June 23, the day it was announced that Ellington would be going
off on leave and not coming back,” declared the source. While hinting that reports that Ellington’s United States visa has been cancelled are correct, the source argued that there is no allegation of direct wrongdoing by the outgoing commissioner, so that should be resolved now that he is on his way out. “Even if they took his visa that would just be part of the pressure to get him to go,” argued the source. “What happened is that the letter announcing his resignation was badly crafted, so this led to speculation, and it is unfortunate that the security minister is not out there more defending the man who gave more than 30 years of his life in service to the country.” B u n t i ng has so far refused to add more to what came out in the release, while the American and British officials in Jamaica have not commented on the claim that they pushed out Ellington.

Indian premier Modi pins Taliban survivor Malala in hope on new BRICS bank Nigeria, pledges to help free girls New Delhi (AFP) - Indian Prime Minister Narendra Modi headed to Brazil yesterday for a meeting of the BRICS group of emerging powers, hoping to seal the long-discussed deal to open a new development bank. Modi will be the guest of Brazilian President Dilma Rousseff who also hosts the leaders of Russia, China and South Africa tomorrow before a meeting with South American leaders the next day in Brasilia. The countries are looking to set up a development bank to finance infrastructure projects as well as a reserve fund to fend off currency and balance of payments crises. The bank and the reserve are being seen as a counterweight to Westerndominated financial organisations like the Washington-based World Bank and International Monetary Fund. Modi, who was elected with a massive mandate in May, was upbeat about the two economic initiatives
finally taking shape. “I look forward to the successful conclusion of major BRICS initiatives, like the New Development Bank and the Contingent Reserve Arrangement, which have seen significant progress since their launch in New Delhi in 2012,” he said in a statement. “These initiatives will support growth and stability in BRICS and also benefit other developing countries,” the Hindu nationalist leader added. The BRIC acronym, to which South Africa was later added, was created by economist Jim O’Neill, who used the term in 2001 to describe the growing clout of the economic grouping. The summits come as BRICS countries, whose economies together represent 18 percent of the world total, see slowdowns in their once frenetic rates of growth. Russia and Brazil are expected to see growth of just one percent this year while India is mired in its deepest
Narendra Modi slowdown in a quartercentury. On the sidelines of the meeting, Modi will also have one-on-one meetings with the leaders of the participating countries, including Chinese President Xi Jinping. “I look forward to meaningful meetings with them to intensify bilateral relations and exchange views on global and regional developments,” Modi said.
Iraqi factions hit new delay in forming government (Reuters) - Iraq’s parliament failed yesterday to break a political deadlock that is holding up the formation of a new government to tackle an Islamist-led insurgency raging less than 50 miles (80 km) from Baghdad. After a brief session, parliamentary officials put off until tomorrow efforts to reach agreement between Shi’ite, Sunni and Kurdish politicians on the posts of prime minister, president and parliamentary speaker. Prime Minister Nuri alMaliki, whose State of Law coalition is the largest individual list in parliament, is seeking a third term but faces opposition from Sunnis and Kurds who say he has ruled for the Shi’ite majority at the expense of minority communities. Even rival Shi’ite parties want to unseat him. The political impasse has been given added urgency by the Islamist-led insurgency which swept through Sunni provinces of northern Iraq last month, encouraging Maliki’s opponents to try to force his departure. Bomb attacks struck the capital and its outskirts after the inconclusive session. A blast near a busy street in the southwestern district of Bayaa killed three people and wounded seven, police and hospital sources said. In
Nuri al-Maliki Yusifia, 15 km (10 miles) south of the capital, a bomb went off near a crowded market, killing another three people, medics and police said. The disagreement over Maliki’s future appeared to be blocking progress on the other political posts. Sunni politicians said the main Sunni bloc put forward Salim al-Jabouri, a moderate Islamist, as their candidate for speaker, but accused Maliki of effectively torpedoing their proposal by linking it to their acceptance of his bid for a third term. “We have presented our candidate for speaker and done what we should do,” said outgoing speaker Osama Nujaifi. “We hold the other
blocs responsible for the delay. “Once we manage to complete the democratic process to form the government, this would help to stop the great destruction happening in Iraq, which is jeopardising the country’s unity.” An arrest warrant on terrorism charges was issued in 2011 against Jabouri, who was serving on parliament’s human rights committee at the time. He had confronted Maliki over abuses against prisoners in special jails in the fortified Green Zone of central Baghdad where parliament is also located. The charges were dropped after the April election amid rumours that Jabouri would back Maliki to remain as prime minister. But Saleh Mutlaq, a prominent Sunni politician, said that kind of deal would be rejected by many of his fellow Sunni lawmakers. The U.N. special envoy to Iraq, Nickolay Mladenov, said the country could plunge into chaos if parliament failed to move forward on a government in Sunday’s session. Violent deaths last month reached more than 2,400 — a level comparable to the worst of the bloodshed seen during Iraq’s 2005-2008 sectarian war.
ABUJA (Reuters) Pakistani rights activist Malala Yousafzai, who survived being shot in the head by the Taliban for campaigning for girls’ education, has pledged while on a trip to Nigeria to help free a group of school girls abducted by Islamist militants. Yesterday, 16-year-old Malala met with parents of the more than 200 girls who were kidnapped by militant group Boko Haram from a school in the northeastern village of Chibok in April. Boko Haram, a Talibaninspired movement, say they are fighting to establish an Islamic state in religiously mixed Nigeria. The group, whose name means “Western education is sinful”, has killed thousands and abducted hundreds since launching an uprising in 2009. Some of the parents broke down into tears as Malala spoke at a hotel in the capital Abuja yesterday. “I can see those girls as my sisters ... and I’m going to speak up for them until they are released,” said Malala, who celebrates her 17th birthday today in Nigeria, where she is scheduled to meet with President Goodluck Jonathan. “I’m going to participate actively in the ‘bring back our girls’ campaign to make sure that they return safely and they continue their education.” The girls’ abduction drew unprecedented international attention to the war in Nigeria’s northeast and the growing security risk that Boko Haram poses to Nigeria, Africa’s leading energy producer. A #BringBackOurGirls Twitter campaign supported by Michelle Obama and Angelina Jolie heaped pressure on authorities to act, and President Jonathan pledged to save the girls,
drawing promises of Western help to do so. But several weeks on the hostages have not yet been freed and media interest has waned. In addition, Boko Haram, now considered as the main security threat to Nigeria, is growing bolder. Police said on Saturday they uncovered a plot to bomb the Abuja transport network using suicide bombers and devices concealed in luggage at major bus stations. I can feel ... the circumstances under which you are suffering,” she said. “It’s quite difficult for a parent to know that their daughter is in great danger. My birthday
wish this year is.. bring back our girls now and alive.” Taliban militants shot Malala for her outspoken views on women’s right to education. She survived after being airlifted to Britain for treatment and has since become a symbol of defiance against militants operating in the tribal areas along the Pakistan-Afghanistan border. She has won the European Union’s prestigious human rights award and was one of the favorites to win the Nobel Peace Prize last year, although the award ended up going to the Organisation for the Prohibition of Chemical Weapons.
Russia warns Ukraine after shell crosses border DONETSK Ukraine/MOSCOW (Reuters) - Russia threatened Ukraine yesterday with “irreversible consequences” after a Russian man was killed by a shell fired across the border, while Kiev said Ukrainian warplanes struck again at separatist positions in the east of the country, inflicting big losses. Although both sides have reported cross-border shootings in the past, it appears to be the first time Moscow has reported fatalities on its side of the border in the threemonth conflict which has killed hundreds of people in Ukraine. Kiev called the accusation its forces had fired across the border “total nonsense” and suggested the attack could have been the work of rebels trying to provoke Moscow to intervene on their behalf. The rebels denied they were responsible. In a telephone conversation with the European Union’s Herman Van Rompuy, he called on the EU to consider “the illegal crossing of the Russian-Ukrainian border of heavy military equipment and an attack by Russian soldiers on the positions of Ukrainian servicemen,” his website said. His comments were linked to an earlier report yesterday by the government’s “anti-terrorist operation” that a convoy of about 100 separatist armored vehicles and trucks had crossed into Ukraine carrying rebel fighters from Russia. A Ukrainian military spokesman said Ukrainian artillery had destroyed the column. Combat has intensified dramatically in Ukraine since a rebel missile attack killed dozens of government troops on Friday. Ukrainian forces said their warplanes yesterday carried out five air strikes on rebel bases near Luhansk airport, at Izvarino on the border and against Chechen fighters who it said had occupied a National Guard base at Lysychansk.
