Violent protests are a disgrace to the democratic process.

Violent protests degrade the law-abiding of Guyana who come out to protest peacefully for rightful causes. Violent protests are self-defeating in that they weaken any possible visions, any proper strategies, methods, and practices that may be mounted by Guyanese opposed to lawlessness and wrongdoing by the Government of the day. Guyanese standing in defiance and objection to malpractices and failures of the Government and its agents could include the official Opposition itself, as well as those ordinary, conscientious, and patriotic citizens of this society who become so fed up, so furious, at the accumulated record of leadership wrongs occurring that they come out in peaceful protest.

Now that we have got that off our chest and before the public, we move over to the other side of the protest formula.

Peaceful protests have a whole array of positives going for them. To begin with, they have a noble foundation as the basis which propels people onto the road. Second, there is a vision in mind of the kind of change that is hoped for, pushed for, and for which honest and worried citizens are ready to fight for, with all the energy at their disposal, all the heart and passion that they can muster. Third, as much as there is intense pressure brought to bear on the government and its leaders, there is always a powerful regard for the safety and security of others, not a part of protests. This is whether they are for or against what the protests are about.

Furthermore, peaceful protests do not have participants who hide in the crowd, and lurk in wait for opportunities to waylay or wage war against their fellow citizens, and this is for any reason. In the special context of Guyana, we pinpoint for sharp mention, the colour of peoples skin, and their perceived political persuasions must not, must never again, be used to target them from under the umbrella of clean protests for good and worthy causes. Fifth, peaceful protests are an exercise in patience, a product of endurance and resolve, and a thing of beauty in what they can achieve using constitutionally and globally recognised and accepted means to get messages across, objectives listened to, and possible results forthcoming, even if only a part of what is desired. And sixth, peaceful protests can stand as the banner and standard before one and all, anywhere and at anytime, regarding how the process and practice should be, and of which there must be no discussion, no departure, no dilution.

Before one and all, we say again that violent protests must be done with once and for all. It must not be allowed to rear its ugly, hateful head ever again in this country. All political leaders must come out and condemn such behaviours, and in no uncertain terms. There must be no hedging, no holding back, no fear of hurting those who may be secretly for such wrongs. Citizens from all walks of life must be of the same outlook. Meaning, that violent protests only serve to enrich a few temporarily from criminal gains, while reopening old wounds, creating new ones, that all never get a chance to heal fully. Still further, wayward, violent protests leave every citizen going about his or her lawful business in fear of either being targeted, or being lumped together with, or blamed for, out-of-control mobs bent on banditry.

Leaders and organisers of protests have a duty to control the flow of those coming out in support; be on the alert for those slyly infiltrating with a mayhem on their minds; and identify them, isolate them, and expose them, as being counter and destructive to the true objectives of the protest in motion. There must be total readiness to point out to law enforcement officers, and handover those who give signs of not belonging, or of having their own sick and divisive criminal agendas. Shame them, shout them out, send them away, without a second thought.

We can bring about needed and lasting change for betterment in Guyana, but the only way is through legitimate means.

DEAR EDITOR, President Ali recently said, “Talks with Exxon are like negotiating with a superpower.” Such comments make it seem as if the oil companies are all powerful more than God, and that they act like bullies. Mr. President, Exxon is not a country, and is not a superpower. Darren Woods and Alistair Routledge are not Presidents of a rich country, you are. Did the PPP think Exxon was a superpower when the PPP publicly was telling voters they would “review and renegotiate” the oil contracts, but was secretly promising Exxon they will not renegotiate the contracts?

The oil companies do not own Guyana. We are not “Exxon Guyana,” the way we were “Bookers Guyana.”

Exxon is a multinational corporation and they have been sued all over the world, and they lost cases. They are not invincible. The US President Biden recently slammed them for not paying enough taxes when he said, “Exxon made more money than God.” Recently, two committees of the US Congress hauled in the oil companies including Exxon and essentially bitch slapped

them for their profit making and environmental record.

Mr. President, get your Cabinet to read Steve Colls book, “Private Empire: ExxonMobil and American Power.”

Mr. President, the oil and gas belongs to Guyana a poor country facing persistent poverty with its currency lower than Haitis. Exxon and friends work for us. We are their bosses. The PPP are temporary caretakers of this national patrimony, and Guyanese voters are your bosses. The PPP can be voted in and voted out upon the whim of voters. When you hang by a one-seat majority, its easy to be voted out. The PPP should work for the voters of Guyana, not Exxon. At this point, Exxon needs us more than we need Exxon.

Guyana is their sweet spot that will make them filthy rich and make their shareholders deliriously happy and giddy with profits, while Guyana begs for crumbs falling from the oil masters tables.

What the President needs to note is that if his government does not renegotiate the oil and all natural resource contracts, he will have to face the real “superpower” the

voters of Guyana. Exxon does not vote in Guyana elections.

Its the masses of poor people whose votes are powerful to put a Political Party in and to take them out when they dont keep promises to dramatically transform the peoples lives.

The President should fear the masses of Guyanese people, not Exxon. If the PPP loses in 2025, it will be mainly because of its failure to keep its 2020 election promise that it will review and renegotiate the oil contracts. Any emerging Third Force is bound to remind voters that the PPP has not kept the “mother of all promises” to renegotiate.

Mr. Glenn Lall is calling for national protests to get Exxon to renegotiate the oil contracts, and the Government can give quiet support if it does not want to upset its “superpower” friend. Did Exxon hold a gun to the Governments head and force them to defend the tax lawsuit filed

by Mr. Glenn Lall against the oil companies?

People are understanding, that there is a direct nexus between solutions to poverty and renegotiation of the oil contracts that will give us more money to deal with all

our problems related to our standard of living. People have high expectations and instead of the PPP coming up with long-term, structural solutions, we get more of the same random hampers and cash grants. If the government had increased the minimum wage to G$100,000, it would not need to do all the gimmicks of giving school grants and other small random grants. Government needs to design a “living wage” system that includes an unemployment benefits program, a recurring system of cost-of-living increases to Old-Age and NIS pensioners, income supports for stay-athome moms, etc.

Mr. President, Glenn Lall and KN have given you a great start and the Stabroek News supports renegotiation.

Bring in the Opposition and Civil Society groups, and the people of Guyana will support a united front against Exxon and friends, so that Guyana gets the lions share of the countrys wealth and not foreign corporations. Its our wealth and our country.

Police Promotions and a defective list DEAR EDITOR, I learned with utter dismay that the not fully constituted Police Service Commission led by pastor, Patrick Findlay unlawfully promoted two hundred and fifty three members of the Guyana Police Force ranging from inspectors to assistant commissioners.

This is a flagrant violation of the letter, spirit and intent of some of the most sacrosanct constitutional procedures.

According to the Constitution of the Co-operative Republic of Guyana the Police Service Commission shall consists of five members.

Only four were sworn as members of the Commission.

There was no meaningful consultation between the President and the Leader of the Opposition before the members were appointed and sworn by the President which is a clear violation of Article 210 of the Constitution. The fifth member must be the Chairman of the Public Service Commission. There is no Public Service Commission. The last Public Service Commission life ended over one year ago, so at this time there is no Chairman to be sworn in to fully constitute the Police Ser-

vice Commission.

The Minister of Governance, Gail Teixeira recently wrote the Leader of the Opposition, Aubrey Norton inviting him to have consultation with the President in relation to the Police Service Commission and other Commissions on July 4, 2022. This is a belated effort to legalise the appointments of the members of the Commission.

Only when the Police Service Commission is fully constituted can it be operational and then set a quorum to carry out its work.

Here is what Article 210 ( 1 ) of the Constitution states about the composition of the Public Service Commission, “ The Police Service Commission shall consist of ( a ) a Chairman appointed by the President after meaningful consultation with the leader of the opposition from among members appointed under subparagraph ( c ); ( b) the Chairman of the Public Service Commission; ( c ) four members appointed by the President upon nomination by the National Assembly after it has consulted such bodies as appear to it to represent the majority of the mem-

bers of the Police Force and any other such body it deems fit; Providing that a person should be disqualified for appointment as a member of the Commission if he or she is a public officer. “ It is apposite to note that since there are only four members of the Commission it is not fully and properly constituted, so any action taken by the installed Chairman and other members must be deemed null and void. When you are illegal and you try your illegal best you are still illegal. Fraud is fraud. However, as alluded to above the Commission unlawfully announced the promotions.

On Friday, July 1, 2022 during a media interview with one of the public relations officers of the person who sits in the seat of the Commissioner of Police the installed Chairman of the Commission posited that he was awaiting the list of persons recommended for promotion from the Commissioner.

Lo and behold in labba time the Commission unlawfully announced the list of two hundred and fifty three promotions on Sunday, July 3,

2022. Certainly, there was not enough time for the commission to look at individual files to check for among other things: nominees with disciplinary and other matters pending investigation; persons recently convicted for breaches of disciplinary offences; those who passed the Appropriate Qualifying Examinations, seniority, education qualification, merit and ability, together with efficiency and experience; and to be guided by the principles of selection for promotion imbedded in the Public Service Commission Rules that are enshrined in Article 29 ( 1 3 ) of the Constitution.

A cursory look at the list of promotions revealed that several of the very senior officers promoted have disciplinary and other matters pending against them which the Chief Justice ruled is a bar to promotion; numerous supersessions without justification took place. Of the twenty one officers who were elevated to superintendents, fifteen were assistant superintendents and one was an inspector (unprecedented); one sergeant who (Continued on page 5)

Police structural reform DEAR EDITOR, Finally, there appears to be wide agreement by diverse sections of our citizenry that the Guyana Police Force needs to be reformed.

More than two decades ago, on January 17, 1999, “ROAR against Crime” was launched in reference to the very need. But we cautioned: “We should not be stampeded into taking ad hoc initiatives without formulating a plan that addresses the need to make fundamental changes in its structural base or the malfunctions will continue unabated.

“Modernisation” of the Force must not be equated simply with improved weaponry”. In addition to over twenty specific recommendations, four medium-term structural changes were suggested, which are still relevant.

Recommendation #1 was “Balancing the Force”. It echoed the conclusion of Dr. Cynthia Enloe, who studied Guyana first-hand after a worldwide survey in her essay, “Police and Military in the Resolution of Ethnic Conflict”.

“Any lasting resolution of ethnic conflict may require that the distribution of political authority and influence in the society be basically reordered and that, as part of that reordering, the Police and military be ethnically reconstituted at the top and the bottom.

Resolution of inter-ethnic conflict will be tenuous if the security that is achieved is

merely state security and not security for each of the states resident communities.”

Recommendation #2 was, “Decentralising the Force”.

We showed that unlike the Police forces of most low crime jurisdictions that were decentralised, the GPF was heavily centralised due to the historical imperative of the colonial power to suppress rather than to protect the local population.

This authoritarian orientation is rooted in the concentration of all Police strength to protect the s t r a t e g i c c e n t r e . We suggested in 1999: “The centralised structure of the GPF has led to widespread ineffectiveness and dislocations. s not the sole test of police competence, which should rather be the greatest effort in the promotion of the Rule of Law and entrenching c i t i z e n s s e c u r i t y. We recommend that the GPF be split into six separate forces: Metro-GT, Demerara, Berbice, Essequibo, Rupununi and a Central Force (like an FBI). Each Force would have its own Commissioner and its own command structure. The Central Force wounds oversee a central Forensic lab, the Anti-drug Unit, Intelligence and international co-ordination”. We note the timid move by APNU/AFC towards decentralisation in appointing a Commander for each of the 10 regions. This does not go far enough.

Recommendation #3:

“Supplementing the Force”: The first part proposed “Community Policing” and argued that minor crimes in communities if unpunished, led to major crimes and massive social breakdown.

The goal was to allow neighbourhoods to police themselves and reduce crime.

The role of police through this type of “community policing” is to reduce fear through foot patrol, maintaining order, and the judicious use of officers discretion.

In so doing, they would only be responding to the previously unacknowledged demand in poor and at-risk communities for the same sense of lawfulness enjoyed in wealthy areas.

Recommendation #4: Streamlining the Force: We pointed out that, “Only approximately 30% of the GPF are engaged in crime detection and prevention.

We elaborated on all the various non-policing elements that could be farmed out especially to civilian staff, thus freeing up personnel trained for real police work.

We asked: Does immigration really qualify as a “policing” task? Shouldnt each Police Force have its own Prosecutors Office manned by high calibre qualified permanent staff?

The APNU/AFC accepted the recommendation on hiving off Immigration but much more needs to be done to make the police focusing only on policing.

From page 4 did not even write the Appropriate Qualifying Examination was promoted to assistant superintendent; there were many other promoted ranks who did not pass or even write the Appropriate Qualifying Examination; Sergeant Dameion Mc Lennon who was promoted to the rank of Cadet officer and who was under investigation in relation to the murder of Quindon Bacchus will be facing the Court on a criminal charge of

attempt to obstruct the course of justice. There are many more irregularities.

Apparently there was no proper vetting of the list sent to the Commission. The list is like the voters list bloated inaccurate and misleading. It should have been properly sanitised by the police and the Commission. Some senior officers have boasted that the list sent to the Commission returned to the police in quick time with the desired approval. Perhaps, slow time

would have been better. The Commission in collaboration with the police have invoked the spirit of Dr. Peter Principles and promoted a lot of incompetence. Hope that urgent legal action will be taken to correct this miscarriage of justice and sad state of affairs.

The socialization of societal pain DEAR EDITOR, While the Guyana Police Force has come in for sharp condemnation for its presumed sloth, possibly studied or orchestrated lethargy, the PPP Government has been a whirlwind of action.

From President to Minister, it has been a blur of motion with relief for the robbed and value for those violated. On the surface, I see an on-the-move, caring Government, and leaders rolling up sleeves and dashing into action, all of which are good and timely things. Beneath the rapid deployment movements of man and money, and women and stuff, I already gather some other objectives at work.

The first is that the salvage operations on behalf of the hurting of Mon Repos quickly restore matters on the ground to a state of some financial normalcy. It is a positive development. The second, it helps to gloss over the inaction of the police, and distracts the affected segment of the populace from the inexplicable failure of at-theready, and nearby, law enforcement, which in time soothes the wider watching citizenry. From all indications, it was as if the states protective agency was in numbed stand down mode, with which I still grapple. It seems that intervening forces could have been dispatched from Georgetown to arrive there more swiftly for appropriate action than those in the vicinity.

Why, why not, and where the responsibility lies are all unanswered at this time, if ever. Third, observing the

dispatch of funds and other raw materials gives off the air of making up for lost groundfailure of logistics (and the State)-and closing the door after the runaway horses have trampled on everything in sight. At least, the wounded and innocent pawns have been made financially whole for their troubles and their pains.

More importantly, I detect a curious development, which I label the socialization of risk. That is, the willingness of government to absorb the damage and cover the pain inflicted and felt. It is diffusing the hardship by spreading the fallout to beyond those directly responsible, with Big Brother leading the way. To put differently, the response of Government can be summed up in several pithy ways. You break, we build. You destroy, we restore. You burn, we return. You hurt, this is our retort. If this mindset is made to be the universal response to such developments, then it is likely that this PPP Government has just found and applied a workable antidote to mobs and their madness, and the mayhems that result from

both. In effect, the socialization of the risks of riotous conduct has neutralized its feared potency; save for the psychological terrors that are an integral aspect of such rampages. It is the equivalent of bring on worst curses, and we have the cleanest cures, no matter how costly. If these things are really politically motivated and orchestrated, as many religiously believe, then the ringleaders have just been neutered and must start from scratch with a new drawing board. A great and durable weapon has just been rendered obsolete.

But there is still another element to this that is now stirring slowly, and should make its appearance in less than no time. I think that because of what took place in Mon Repos, and this is regardless of who is directly or indirectly responsible, protests have now taken on a bad name and issue a bad odor.

This includes peaceful protest, which just became another contradiction in terms in Guyana. The opening is there for the PPP Government to move to parliament to table legislation to lockdown (Continued on page 6)

Repairing the roads to HDI a good Measurement Buxton – A Transient Exercise of Development

DEAR EDITOR, It is instructive how the Government of ‘Transparency’ and ‘Unity’ reacted to last week’s protests on the East Coast – of much neglected Region Four.

Whatever their mission, the eight talkative decisionmakers (and their instructors)

in their myopia, have totally overlooked how the content and quality of social and economic relationships in Guyana are being assessed by their Caricom neighbours, and the possible hesitancy some of the latter may have about investing in local ‘partnerships’.

Meanwhile, some diplomatic intelligence will note the palpable difference between this Administration’s ‘talk’ and its ‘walk’ – to Buxton – with promises and ‘basketball’ gifts, for youths who have grown up in ‘courts’ of substantive discrimination, rather than opportunities for education – Government’s ‘granted Human Development’.

All in all a triumphal humiliation.

DEAR EDITOR, I commend the author DeLisle Worrell for the well written essay on “Human Development Index”, explaining its components. There is one minor flaw the writer does not tell us what is Guyanas HDI and how the country measures up against some other Caricom nations And in examining HDI, one must not ignore GDP per capita (person) or annual GDP or GNP growth.

The missive suggests that the writer actually studied and understand development economics as opposed to others who purport to be economist but never took an economics course.

The writer is spot on in stating that HDI is increasingly used to measure development post 1990 when the concept was created. HDI has not replaced or supplanted other socio economic indicators but merely supplement them. And it may not be a perfect measurement of development but is a good one.

HDI is a relatively new concept in measuring human development. Post 1990, students of economics have been introduced to this new concept of measurement of human development which gives an index of between 0 and 1. The higher the number generated, after considering a number of features of an economy, the greater is the

development and standard of living of the territory.

The social welfare states of Europe and the G7 nations as well as Australia and New Zealand and Singapore (developed economies) have the highest HDI. Guyana is listed as a middle range HDI country.

Guyanas HDI in 1990 was 0.548. As reported on a website, between 1990 and 2019, Guyana’s HDI value increased from 0.548 to 0.682.

The HDI value in 2020 slightly went down to 0.645.

Guyana is almost at the bottom among Caricom nations barely edging out Belize and Suriname but there is a cluster among Caricom and several Latin nations. African nations are at the bottom of HDI. Those of us who studied economics pre-1990 learn about GDP and GNP per capita and other indicators of an economy like life expectancy, years of education, % of budget devoted to health care, income of top 10% of the nation; income of bottom 20%, etc. that were used to measure human development and economic progress of a territory. Per capita measurements and other socio economic indicators dont give an accurate picture of standard of living and quality of life but they provide economists and policymakers with a general understanding of the life of

society. The general trends are used to guide policy although in Guyana and poor countries, policy makers didn’t and don’t pay heed to numbers.

HDI captures several indicators like GDP, health care, and education, as Worrel explained. Although not perfect, it is a better measurement than GDP or GNP per capita in terms of human development and standard of living. The other indicators are still used to understand national development and economic progress of a nation, giving an indication of how much resources are directed towards people, the poor in particular. The GINI coefficient also gives a good measurement of standard of living and economic means of a territorys population measurements on poverty and variation or disparities in income. The GINI index serves as a gauge of economic inequality in a territory, measuring income or wealth distribution among a population of a territory.

The lower the GINI, the less inequality in a society.

The social welfare nations of Europe and the G7 outperforms most nations. Guyana had a GINI index of .542 in 1990 that declined to about 0.451 from 1998 onwards.

Guyanas GINI index is average in terms of Caricom nations and is midway in terms of the 190 territories for which data is available.

From page 5 on protests in general under the banner of protecting the vulnerable, weak, and innocent, by introducing into law harder steps, and possibly harsher regimes, standing guard over any permission granted for assembly and protest, and making those permissions a laborious, timeconsuming process.

The GPF procedures could be

made suffocating, with more needed. Naturally, this clashes with sacred rights of assembly, movement, and speech.

We shall see. The roving, rampaging band at Mon Repos can claim the honors for such a development possibly waiting in the wings for the right moment for government to unveil, which I think is soon, if not now.

In close saying this without qualification: Mon Repos was an abomination and repugnance.

It has no place in a civilized society.

On the other hand, I look beyond the noise and moment and haze of Mon Repos, and I see other surrounding subplots swirling.

It is a sad state of affairs that after all the 'big boy' antics, some politicians can admit, seemingly with pride, that they are afraid to negotiate with Exxon – an outsider whose aim is to plunder our wealth to the hilt.

Even the supporters of these politicians are finally beginning to see their true colours.

They are quickly coming to the realisation that Guyana is indeed 'up for sale' and Guyanese are on the cusp of being evicted.

But be assured Guyanese, there is a JUST Creator and He doesn't sleep. Soon and very soon, the politicians will realise this too.

Probe launched into death of boy killed by scorpion - Toshao calls for improved health care within her to wait and see how he is calling for improved health community would react to the venom care at Wakapoa to prevent An investigation has been launched into the death of six-year-old Jeff Boyan who was reportedly stung by a scorpion last Thursday. This development was confirmed

by Regional Health Officer (RHO) of Region Two, Dr. Ranjeev Singh.

Boyan was stung around 21:00hrs at his home located in Wakapoa, Pomeroon, Region Two. According to reports, the insect had stung the child in his bedroom.

This publication carried an article on the matter on Monday in which the childs mother claimed that her family was faced with a royal run around when they attempted to access proper health care for the child.

The woman, Jennifer Richards, revealed that after the child was stung, she had called the health post in their community and the doctor stationed there allegedly told

before taking him there.

While congratulating the newly promoted Officers and Inspectors, Minister Benn reminded them of the huge responsibilities placed on them by virtue of their promotion.

“I want to congratulate all of you for being promoted and for staying and standing during a particularly difficult period in our history where somehow all of us, particularly the police force, were challenged in respect of mission paradigm and doctrine and professional standards as to what you had to do as your duty to your country, to the Constitution and to the people of Guyana,” Minister Benn stated.

Acting Commissioner of Police, Hicken, in a brief and passionate charge, said this is a momentous time for the Force and the promotion should be seen as the “dawn of a new era for the Guyana Police Force.”

He began his congratulatory speech to the officers by saying, “Much is given, much is expected and this long-awaited promotion was waiting on Gods time.”

Further, the Top Cop noted that ethical standards and ethical behaviour must be exhibited from the echelon of the Police Force. Highlighting the importance of the Forces Executive Leadership Team (ELT), the Top Cop told the promoted officers that the ELT has spent a considerable amount of time in deriving structures, putting together the strategic plan, and looking at Standard Operating Procedures and Terms of References to guide the Guyana Police Force.

Pereira related too that the doctor stationed there had made some recommendations to the relevant authorities for upgrading the health post and is trying her best to work with what is available.

He noted, however, that she will not be able operate effectively if there are little or no resources available to do so.

The indigenous community of Wakapoa is located more than 16 miles away from the closest hospital at Charity and it takes more than one hour by boat to get there. This put villagers who need urgent medical treatment at a disadvantage which is compounded by the fact that the facility is not properly equipped to handle such emergencies.

hate, and I mean the word literally, the sociological vulgarity in this country that race baiting, racist vocabulary, racist manipulation and racist deportment are the exclusive privilege of the PPP and PNC. It is a misleading belief. It is an intellectual debasement.

It is puerile nonsense. You pick up the newspapers and this false construct is there often to see. You see television interviews and this depraved deception is there to look at. You watch those discussion programmes on Zoom and this mediocrity in thinking is repeated ad naseum.I read a long letter in the newspapers by Alissa Trotz and Karen DeSousa and the sermon was the PPP and PNC are the culprits.

I read an article by the same Trotz and Arif Bulkan, a Guyanese lecturing in Barbados, and the theme is the same. I saw a Zoom panel on Globe-Span, and civil society activist, Vanda Radzik lamented the role of division perpetrated by the PPP and PNC. Dr. Omar Shahabudin McDoom, of Guyanese extraction who teaches at the London School of Economics, has repeated this perspective of PPP and PNC being the cause of our racial problems.

Then an editorial of the Stabroek News in 2020 was on the same wavelength.

I have replied to all these misleading outpourings about the PPP and PNC being the worst preachers of race hate. Please see the following five articles: (1) Tuesday, July 14, 2020, “In the diaspora, in Plato's cave.”

The PPP and PNC have long been in the business of racial sermons to keep the flock intact. They have been at it for over 60 years. But it is a sociological and political deception to inform Guyanese that these two giants are the only race preachers.

Guyana has dramatically changed since the huge arrival of the AFC and WPA in power in May 2015 and the enormous consequence of the March 2020 election disaster.

These two developments have unleashed a negative dynamism that compels academics to search for other paradigms than the prevailing theory of the two big, bad racial performers – PPP and PNC. In Guyana today, racist and racially shaped narratives can be found in the mainstream

media, civil s o c i e t y, o t h e r political parties and in social media.

$2B road upgrades for East Coast Demerara - Buxton priority farm-tomarket road for rehabilitation A number of roadways along the East Coast of Demerara (ECD) will soon be enhanced to allow improved traffic flow for road users.

Minister of Public Works, Bishop Juan Edghill, M.P., said the upgrades will be part of the governments infrastructural development agenda for the East Coast,

East Bank, and Georgetown.

Works will be undertaken on the East Coast Railway Embankment from David Street, Kitty to Enmore, as well as a number of internal roads under the ministrys 2022 miscellaneous road programme.

He said the ministry is replacing the steel bridges and,

“we want to be able to open up the railway embankment for greater traffic flow.” The minister was at the time addressing residents of Buxton at the ministerial outreach at the Buxton-Friendship Community Centre Ground on Monday.

He further explained, “that [Rail Embankment Road] will complement industrial development that is to take place on the East Coast, which will provide real employment for East Coast people.”

The deal, finalised at the East Mediterranean regional energy conference in Cairo, will allow “significant” exports of Israeli gas to Europe for the first time, the Israeli energy ministry said.

Moreover, earlier this year, the Government of Barbados inked a deal that in the near future will see the country realising some 178 MW of electricity using hydrogen and solar energy at a cost of some US$100M, while in Ethiopia, that country will soon realise 6,500 MW of hydro power electricity at a cost of just over US$600,000 per MW. With the world on a pathway towards reducing carbon emissions as a result of burning fossil fuels primarily for electricity generation and transportation, Barbados is now leading the Caribbean region with the announcement that it will soon be building the largest clean hybrid power plant in the Caribbean, producing base load power for 16,000 Barbadian households from solar and locally produced green hydrogen.

Minister Edghill said the internal community roads will be done through a collaborative effort among the Ministry of Public Works, the Region Four Regional Democratic Council (NDC) and the Neighbourhood Democratic Council (NDC).

Under the comprehensive miscellaneous road programme, the sum of $2 billion is being expended to upgrade and expand roads from Industry to Mahaica. A number of these works have been advertised for tender, while works have commenced in some communities.

Additionally, the ministry has expended millions of dollars to improve farm-to-market roads across the country, particularly along the coast.

High cost of Russian gains in Ukraine may limit new advance (ASSOCIATED PRESS) - After more than four months of ferocious fighting, Russia claimed a key victory: full control over one of the two provinces in Ukraines eastern industrial heartland.

But Moscows seizure of the last major stronghold of Ukrainian resistance in Luhansk province came at a steep price. The critical question now is whether Russia can muster enough strength for a new offensive to complete its capture of the Donbas and make gains elsewhere in Ukraine.

“Yes, the Russians have seized the Luhansk region, but at what price?” asked Oleh Zhdanov, a military analyst in Ukraine, noting that some Russian units involved in the battle lost up to a half their soldiers.

Even President Vladimir Putin acknowledged Monday that Russian troops involved in action in Luhansk need to “take some rest and beef up their combat capability.”

That raises doubts about whether Moscows forces and their separatist allies are ready to quickly thrust deeper into Donetsk, the other province that makes up the Donbas. Observers estimated in recent weeks that Russia controlled about half of Donetsk, and battle lines have changed little since then.

Donetsk Gov. Pavlo Kyrylenko urged 350,000 people to evacuate the province to save lives and to enable the Ukrainian army to better defend towns from the Russian advance. “The destiny of the whole country will be decided by the Donetsk region,” he said in Kramatrosk, the provinces administrative center and

After a failed attempt at a lightning advance on the capital of Kyiv in the opening weeks of the war, Russian forces withdrew from many

parts of northern and central Ukraine and turned their attention to the Donbas, a region of mines and factories where Moscow-backed separatists have been fighting the Ukrainians since 2014.

Since then, Russia has adopted a slow-and-steady approach that allowed it to seize several remaining Ukrainian strongholds in Luhansk over the course of recent weeks. While Ukrainian officials have acknowledged that their troops have withdrawn from the city of Lysychansk, the last bulwark of their resistance in Luhansk, the presidential office said Tuesday the military was still defending small areas in the province. Zhdanov, the analyst, predicted that the Russians would likely rely on their edge in firepower to “apply the same scorched earth tactics and blast entire cities away” in Donetsk. The same day that Russia claimed it had

taken Lysychansk, new artillery attacks were reported in Donetsk.

But Russias approach is not without drawbacks. Moscow has not given a casualty count since it said some 1,300 troops were killed in the first month of fighting, but Western officials have said that was just a fraction of real losses. Since then, Western observers have noted that the number of Russian troops involved in combat in Ukraine has dwindled, reflecting both heavy attrition and the Kremlins failure to fill up the ranks. The limited manpower has forced Russian commanders to avoid ambitious attempts to encircle large areas in the Donbas, opting for smaller maneuvers and relying on heavy artillery barrages to slowly force the Ukrainians to retreat.

The military has also relied heavily on separatists, who have conducted several

rounds of mobilization, and Western officials and analysts have said Moscow has increasingly engaged private military contractors. It has also tried to encourage Russian men who have done their tour of duty to sign up again, though its is unclear how successful that has been.

While Putin so far has refrained from declaring a broad mobilization that might foment social discontent, recently proposed legislation suggested that Moscow was looking for other ways to replenish the ranks.

The bill would have allowed young conscripts, who are drafted into the army for a year and barred from fighting, to immediately switch their status and sign contracts to become full professional soldiers. The draft was shelved amid strong criticism.

Some Western officials and analysts have argued that attrition is so heavy that it could force Moscow to suspend its offensive at some point later in the summer, but the Pentagon has cautioned that even though Russia has been churning through troops and supplies at rapid rates it still has abundant resources. U.S. director of national intelligence Avril Haines said Putin appeared to accept the slow pace of the advance in the Donbas and now hoped to win by crushing Ukraine s most battlehardened forces.

“We believe that Russia thinks that if they are able to crush really one of the most capable and well-equipped forces in the east of Ukraine ... that will lead to a slump basically in the Ukrainian resistance and that that may give them greater opportunities,” Haines said.

Quarterfinalists secure tickets for GuyOil League - Henry's hat-trick shocks Lodge

elebrations continue for the final eight teams that have made it to the quarterfinal round of the Petra organised 2022 Milo Secondary Schools Football Tournament.

Kaieteur Sports has confirmed with the Organisers that those teams have automatically qualified for the upcoming GuyOil/Tradewind Tankers U-18 League, which is

scheduled to run from September to November of this year.

The teams that secured their tickets for the League that is expected to be contested over seven w e e k e n d s a r e C h r i s t i a n b u r g / Wi s m a r Secondary, West Ruimveldt, Cummings Lodge, North Ruimveldt, Dolphin, Annandale, President's College and Friendship Secondary.

These squads won their Round-of-16 encounters on Sunday and Monday last at the Ministry of Education Ground.

On Monday, Annandale defeated Golden Grove 4 – 1 on penalty kicks following a 1 – 1 stalemate at full time.

Golden Grove drew first blood as early as the fifth minute compliments of Shamar Walton, but Dekossi Robinson was the one who equalised in the 37th minute.

Hasaranga and Brevis join Patirots

he St Kitts & Nevis Patriots have announced their overseas signings for the 2022 Hero Caribbean Premier League which gets underway on 31 August.

This year they will be joined by Sri Lankan legspinner Wanindu Hasaranga.

Also heading to the Patriots is the hugely exciting South African batter Dewald Brevis who has impressed for the Mumbai Indians at the Indian Premier League.

Hasaranga will be available after the first few matches of the Patriots season and Pakistani offspinner Qasim Akram will be with the franchise until he arrives. Akram led the Pakistan team which took part in the U19 Cricket World Cup in the Caribbean earlier this year.

When play resumed, Permaul Reddy brought the scores level once again in the 50th minute which eventually led to two more goals being score ten minutes apart.

Twayne Seabra and Jamal Cordis accounted for Friendship's 60th and 70th minute goals.

The final match of the day saw President's College prevail 3 – 1 over Lodge Secondary. Allister Henry was the star of the day with a hat-trick for the eventual victor. He got the scoring going with a 20th minute goal, which was answered in the second half by the opposition's, T. Fraser, who scored in the 45th minute.

Henry kept persisting and was rewarded again for his efforts with goals in the 65th and 70th, that went completely unanswered.

Meanwhile, this Saturday, July 9, the final eight commence battle as CWSS will meet Cummings Lodge, West Ruimveldt tackle North Ruimveldt, Annandale go head to head with Friendship and Dolphin will battle President's College.

The victorious team in this knockout tournament will cart off with $300,000 along with the 2022 Milo Championship Trophy and Gold Medals to outfit the entire team, while the second place finishers have to settle for $200,000, the corresponding trophy and Silver Medals.

Nick Kyrgios charged with assaulting former girlfriend in Australia Ya h o o S p o r t s Australian tennis star Nick Kyrgios has been charged with assaulting his former girlfriend Chiara Passari in Canberra late last year, and has been summoned to appear in court.

The Australian Capital Territory Police confirmed to the Canberra Times that Kyrgios had been charged and would appear in court early next month.

"ACT Policing can confirm a 27-year-old Watson man is scheduled to face the ACT Magistrates Court on the 2nd of August in relation to one charge of common assault following an incident in December 2021," police said on Tu e s d a y. Regal Legends retain Independence Cup in NY Regal Legends extracted sweet revenge on New York Softball Cricket League (NYSCL) Legends to successfully defend their Independence Cup on Sunday at Baisley Park, Queens, New York.

Set a target of 155 runs from 20 overs, the defending champions fell behind the required run rate and then lost wickets in a heap but still pulled off the heist with five wickets and three balls to spare thanks to composed batting from Mohendra Arjune and Ramesh Narine and cool temperament from Throy Kippins.

Arjune was promoted up the order alongside established opener Unis Yusuf and the pair put on 77 for the first wicket in 13 overs. Arjune set the tone early with some attractive shots on both sides of the wicket to see the 50 coming up in the 7th over. However, there was a quiet period of six overs on either side of the mid-innings break which allowed the hosts, NYSCL

Legends to pull things back.

During the period, Regal Legends only managed 22 runs with Yusuf sweeping and missing consistently. In all, the right-hander faced 38 balls of which 22 were dot balls before he was eventually dismissed for 30 (1x6s; 2x4s) in the 13th over.

At that point, NYSCL Legends were beginning to

control the match having already picked up Arjune in the previous over for 41 (31 balls; 6x4s). Arjune, who faced only 10 dot balls, was desperately looking to regain the momentum but succumbed to the pressure and was caught behind off Jagdish Persaud.

With 72 runs still needed from 39 balls, the pressure

was on Ramesh Narine and Wa y n e J o n e s b u t t h e experienced lefthanders quickly added 58 for the 3rd wicket to bring back the game in favour of the 2021 champions before disaster struck again.

With 14 runs needed for victory at the start of the 19th over, Jones (7) tried to clear long-off but found the waiting hands of Ronald Evelyn instead. Three balls later, Eric Thomas (1) top edged Nandalall Doodnauth for one followed by a contentious stumped out decision to remove Eion Abel (0) off the very next ball to send panic in the Regal camp. Doodnauth had delivered the perfect over, picking up three wickets for just four runs.

It was any team's game with 11 needed from the final over.

Narine, who was later named Player of the Final, then took a double to make it five runs to win from four balls. The spectators then began chanting 'Regal, Regal, Regal' and eventually Richmond sent down another wide which also eluded the wicketkeeper

w hile a bye was taken to bring the equation to three runs to win from four balls. Kippins then flicked for the winning runs to the fine leg boundary which sparked wild celebrations in the park with Regal Legends finishing on 156 for 5 to take their second consecutive Independence Cup. Doodnauth was the pick of the bowlers with 2/26, while Bhagwandin (1/11) and Persaud (1/21) also getting among the wickets for the hosts who opted to bat upon winning the toss in sunny conditions.

England complete record chase of 378 to beat India and level series PA Media - Joe Root and Jonny Bairstow hit twin centuries as England's revitalised Test side roared into the history books, breezing a record chase of 378 to floor India at Edgbaston.

England completed a staggering seven-wicket success as their Yorkshire run machines ran riot with an undefeated stand of 269.

Bairstow made 114 not out for his second hundred of the match and his sixth this year, continuing a purple patch that has redefined his whole career, while Root's 142no was a masterclass that took him to 28 Test tons.

Guyanese Raekwon Noel and Zara Crane each won a bronze medal at the ongoing Caribbean games in Guadeloupe.

he Trinbago Knight Riders have announced their overseas signings for the 2022 Hero Caribbean Premier League which gets underway on 31 August.

Colin Munro, the Hero CPL's leading overseas run scorer of all time and fellow New Zealander Tim Seifert are back with the Knight Riders for the 2022 tournament.

They will be joined by USA international Ali Khan who is with the Knight Riders for another year having first joined them in 2017.

S r i L a n k a n internationals Maheesh Theekshana and Seekkuge Prasanna round out the overseas signings for 2022, with Prasanna rejoining the Knight Riders having been with the franchise in 2019.

The Knight Riders will have five more spots to fill at the Hero CPL draft with details of these picks released during the draft show which will be broadcast this Thursday – 7 July – at 9am Eastern Caribbean Time.

“We are very happy with our overseas signings this year. The idea was to maintain the core of the team, while adding a few new resources to bolster the squad for CPL 2022," said Venky Mysore, Director of Trinbago Knight Riders.

he youthful pair o f Va d e a n a n d Resaul and Jeremiah Kalekeyzi survived a gutsy performance from the fatherand-son duo of Saevion and Steve David-Longe in a fourh o u r b a t t l e .

Resaul/Kalekeyzi prevailed 6-7(8)/7-5/6-4 in one of the longest matches in GBTI Tennis history.

The David-Longes had the upper hand early, as nerves and unforced errors gradually crept in from the former junior champions.

The David-Longes capitalised on their opponents' mistakes to take the first set 7-6.

The second set saw both teams executing blazing groundstrokes and well-

timed volleys, before the David-Longes came up short on serve and handed the decisive break of the second set. After both teams traded breaks on serves and struggled to hold their serves and nerves, Kalekeyzi fired two aces in the twelfth game to secure the set and level the match.

Resaul/Kalekeyzi wasted no time as they secured early breaks in the final set and rushed to a 4-1 lead. The David-Longes saved multiple match points on the verge of a spectacular comeback, but the youthful pair saved their best tennis for last, and celebrated the win in three grueling sets.
