Oil contract - we needed money “We needed money -Ramjattan” (KN July 3). Just when we thought that we have heard everything that has wisdom missing from it, we heard that “we needed money.” If the thinkers, the Cabinet, the leaders, and the final decision maker in the previous APNU+AFC Coalition Government looked at our desperate need for money and arrived at where they did with our oil, then there is nothing that they would not have done, nothing so tragically unthinking to which they would not lower themselves. In other words, there was no limit that would have held them back from engaging in things that sold this country and its peoples into slavery.

Poor countries are always acutely short of money, which is a given and is well known globally. This makes them all but helpless preys to the voracious foreign corporate exploiters that come to their shores hunting for cheap investment opportunities and rich returns for themselves.

From that statement about the desperate need of this country for money, Guyana was transformed into the plumpest of sitting ducks waiting for the plucking and cooking. So, we ended up being burnt badly by the worst oil contract in the history of men engaging each other and agreeing to a deal on not just the oil that gushes from the ground, but anything.

Though breathing in laboured fashion, we were as good as dead by the time that contract between Guyana and ExxonMobil was inked. That deathlike state is ours for decades to come unless we find it in ourselves to rise from the ashes of this most devastating of deals.

Indeed, a powerful case could be made that “we needed money” then, and we still need it today, despite all the downstream effects of our oil sector business spreading in Guyana. The reach and benefits of the cascades of cash are not touching the great bulk of everyday Guyanese limping along in life. But, at no time, should we have reached that stage, harboured any such visions, that because we needed money so badly that we would be a party to a contract that prostituted ourselves to this extent, and in this most haemorrhaging of ways. It would have been bad enough and incomparable enough if this oil deal that we now must coexist with impacted the present generation alone. But as all Guyanese should know by now, this damaging contract enslaves future generations, and surrenders them to the yoke of ExxonMobil on our necks, and its boot on our backs. There are not enough curses in hell to damn the former APNU+AFC Coalition Government for what it has left the peoples of this country with, and how securely it has hogtied this nation to ExxonMobil.

When Guyanese thought that matters couldn’t get worse, in came this PPP/C Government and its leaders, and they are as determined to live with this destructive contract, and not lift a finger to do something about it when opportunities arise. Having made lovely, inspiring promises of how they were going to act against the contract that they condemned in the harshest terms, the President and the Vice President are as silent as lambs, and just as passive, if not powerless. Great things were promised by them, and most Guyanese expected great things of them on this horrendous oil deal. But it is not to be, not when the leaders in this succeeding PPP/C Government are no better than those in the former governing Coalition who came immediately before them.

In fact, these days, observant Guyanese have difficulty in differentiating between the American leaders of ExxonMobil and their own Guyanese leaders in this PPP/C Government. Beside the differences in skin colour, they are just as dogged, just as resistant, and just as unhearing in leaving alone this draining and weakening contract that binds this country and ExxonMobil together. Considering all this there is the temptation to think that the leaders and brain trust in this PPP/C Government are as one with their peers who served in the prior APNU+AFC Coalition Government.

That is, their mindset is also “we needed money” and need still more money. There is only one question left: money for whom in this total sellout of Guyana?

The government and the EPA are complicit in hiding the information Dear Editor, I attended the Esso Exploration and Production Guyana Limited (EEPGL) public scoping presentation on the Uaru project 5.007.15 pm on Monday May 23, 2022, at the Umana Yana, Georgetown, Guyana. The only positive things I can say are that the presentation by EEPGL’s new man, Anthony Johnson, was clear, readable and concise, and the presenters maintained an air of cordiality.

My first question to Acorn International (AI) was, “Who hired you?” AI’s Grace Russell answered that EEPGL hired them, so I requested a copy of their terms of reference (ToR) for the job. Ms. Russell said I would get it. At this point the M C a l l o w e d a n Environmental Protection A g e n c y ( E P A ) representative (I counted four of them) to say that the regulations do not permit the ToR to be disclosed. I interjected that the regulations do not forbid it.

The MC said the Acorn reply stands. I suppose the EPA’s reply also stands. Let us see which one of these contradictions wins.

At this stage I must reiterate that Section 4.(1)(b) of the Environmental

Protection Act states that one of the functions of the EPA is to promote the participation of the public in the process of integrating environmental concerns in planning for development on a sustainable basis. Nowhere does it state that the EPA knows best what is good for the public. That is why public participation must be promoted. Meaningful participation cannot mean non-disclosure of a foundational document like the terms of reference of a company that is going to undertake environmental assessment ostensibly for the benefit of the public to whom the document is denied. If it is not for the benefit of the public, then for whose benefit is it?

Availability of such a document as the ToR will m e a n t h a t t h e E PA’s competence will also be open to scrutiny. The competent public will want to know whether the EPA has specified all the environmental variables that must to be studied. Hiding the ToR will only increase the suspicion that the EPA is exempting vital environmental impacts from the inception. This is not good for the credibility of a supposedly autonomous

body in which the public is supposed to repose trust.

I had to register my contact information at the entrance of the Umana Yana, but up to now I have received neither the ToR nor any explanation for not getting it.

I even went to the AI website a week later and asked for it via the messaging on the contact form. Shortly after submission I got a reply saying, “Thank you for contacting us. We will reach out to you as soon as we can.” That was a month ago.

So up to the time of writing this letter the EPA dictum has prevailed over the assurances I was given by Acorn International and the MC at the Uaru scoping session. Get this: the EPA, a body that is supposed to promote public participation chokes off the information promised the public by an environmental consultant company hired by the oil companies.

Since this is the 5 Project, by now we should have data from the first projects to give the public some confidence in the system; but even though the EPA said they are now monitoring data, I have received none. So I took the opportunity to ask the EPA to give me the data I had asked th

for over a year ago on temperatures, pressures, flows, etc., of oil, water, gas and their analyses on a daily basis. The MC answered that the EPA is not here to answer the public. I threw up my hands in frustration. What were they there for? To see that he does his job of keeping the public happy with polite platitudes? Here we have our EPA hiring a professional presenter to front for it so that it does not answer questions from the public! This also effectively stopped the other questions I had about the monitoring of the hazardous wastes they keep claiming they treat to international standards. We were given a sheet of paper at the end to write our unaired questions to the EPA, no doubt as part of the empty show of accommodating the public, but there is no confidence that any answer will ever be forthcoming.

After hearing the Acorn International biologist claim, in response to the Stabroek News reporter’s question about fishing, that baseline studies have been done, I chose one popular species of fish, for simplicity and ease of public understanding, and said I should like to know where in the baseline studies (Continued on page 5)

The rule of law must prevail Dear Editor, Page 8 of Stabroek News July 2, 2022 carried an article which included a photograph with President Ali, Hakeem Mohamed, recently sworn member of the Police Service Commission, Patrick Findlay, Chairman of the Police Service Commission, Prime Minister, Mark Phillips, Attorney General, Anil Nandlall and Minister of Governance, Gail Tiexera.

The article stated, “With Mohamed’s appointment, the Commission is now fully constituted, although a lawsuit has since been filed challenging the appointment of its Chairman. “It is grossly misleading and deceitful to state that the Police Service Commission has been fully constituted.

That is complete fabrication and total distortion of facts. The Police Service Commission is not fully constituted.

Editor, please permit me to

elaborate. The Police Service Commission legally consists of five members.

Only four have been sworn.

One is still to be sworn.

He/she must be the Chairman of the Public Service Commission. There is no Public Service Commission. Therefore, there is no Chairman to serve on the Police Service Commission. The last Public Service Commission life came to an end more than a year ago.

Here is what Article 212 (1) of the Constitution of the Co-operative Republic of Guyana states about the composition of the Police Service Commission, “The Police Service Commission shall consists of - (a) a Chairman appointed by the President acting after meaningful consultation with the Leader of the Opposition from among members appointed under subparagraph (c); (b) the

Chairman of the Public Service Commission; (c) four members appointed by the President upon nomination by the National Assembly after it has consulted with such bodies as appear to it to represent the majority of the members of the Police Force and any other such body it deems fit: Provided that a person should be disqualified for appointment as a member of the Commission if he or she is a public officer.

The controversial appointed Chairman, Patrick Findlay, of the Police Service Commission and team recently visited several Regional Police Divisions and held discussions with sergeants, inspectors and officers of the Guyana Police Force in relation to the operation of the Commission. The engagement with the illegal Chairman, Patrick Findlay, and members of the police

force alluded to above must be deemed illegal. The Police Service Commission is not fully constituted and therefore at this time cannot be operationalised. In the interim, former Chairman of the Police Service Commission, retired Assistant Commissioner of Police Paul Slowe has filed legal proceedings in the High Court in an effort to prevent the Commission to make promotions until a similar matter he has before the Court is completed.

There are also other pending legal challenges in the High Court by Leader of the Opposition, Aubrey Norton and Member of Parliament, Christopher Jones. Let us await the ruling of the Court. The rule of law must prevail.

PPP Government’s historical inactions created climate for vendors at Mon Repos Market to be brutalised Dear Editor, My friend Suresh said, “Imagine if all those people were protesting for oil renegotiation, how that could change our country dramatically in a big way and solve poverty. Instead, they use it to brutalise our IndoGuyanese.” The worst crime was not the evil of the looters, domestic terrorists, and intellectual authors of the violence, but the failures of the Police Department, the Home Affairs Minister, and the PPP Government which seem unable to protect Indians in its “votes farm” whenever it is in Government. The Mon Repos Market riots was “amateur hour” at its finest for the Police and Government side. A blogger L. Hunte said, “How could you march from Vigilance to Mon Repos rob people, run and ride plus walked back and not one person was stopped, arrested or caught #police wasonlunch?”

This Government which refuses to add “Indian” to Arrival Day, an idea that the PNC supports, must pay attention to Freddie’s column, “Indian lives matter: Cotton Tree 2020, Mon Repos 2022.”

Referring to Police inaction to charge anyone during the Cotton Tree/West Coast Berbice riots, Freddie said, “Once the police refused to confront the violent perpetrators, the instinct of immunity has crept into the psyche of African anti-PPP protestors that they can rob and beat Indian people …

Cotton Tree of 2020 and Mon Repos of 2022 will happen again. I don’t want to hide my head in the sand, and I won’t … But I am afraid we will see Cotton Tree 2020 and Mon Repos again until

There are some who believe that the Government intentionally did not stop the “protestors” so they can get political mileage out of it to pin it on the PNC and demonise them for “slo fire, more fire” strategies. When Indians are beaten, bloodied, and pillaged, it makes the PNC look bad and gives the PPP a chance to say, “See, I told you, those people are bad, do you want them to get in, or do you want us to get in?” And that is supposed to keep their ethnic enclaves in their camp, under a false sense of security. How else do you explain that the Government has an abundance of video footage and can identify all those who fetched debris to block roads, footage of terrorists pulling Indians out of vehicles, brutalising them, and setting their property ablaze but no one was charged at the West Berbice riots and the Dartmouth road fires and blockings.

Not charging folks for wrongdoing sends a strong signal to the populace that they can light fires and block roads at will to get the Government’s attention, because nobody will get charged and punished. It’s a policy of “Crime Goes Unpunished.” The Government empowers such criminal actions by an implied immunity from prosecution. Is this how you do public safety and security?

I had written after the West Berbice terrorism that the Government should make burning and blocking of roads a “terrorist act” in a country where there is one main road where all traffic must pass, and people must be able to get to hospitals, airports, embassies, and carry on their emergency and urgent business. It should be criminal to block main roads in Guyana. (“New Parliament must pass law against blocking of roads during protests,” September 8, 2020, Chronicle). We are not like America where there are hundreds of bypass roads. Just recently, the UK passed such a law. Their Minister is quick to send police officers with lightning speed to harass the Stabroek News about where it got information from but could not intervene with lightning speed to stop the rioters and offer protection to the market people before they were brutalised.

They are quick to do silly things such as repeal of the cross-dressing law and seeking to decriminalise

marijuana at a time when drugs are a big problem in schools and villages. When it comes to solid policy making and proper development planning, they fail. They are in a reactive, “random acts” mode all the time.

The President said he will seek a motion in parliament to condemn violence. Nation, is that what is needed? Is that a root cause solution? Compensation to the poor vendors who lost goods and property is a good thing, but is not a substitute for new laws, and solid policies and practices to make sure the recurring issues of the “Indian

Security Dilemma” are addressed in a context of national security for all.

Government must move steadily to accomplish diversity in the security forces, and all government and public agencies. The Mon Repos terrorism shows that Government must do more quickly.

Arresting 16 people for riotous behaviour is a start.

Will those who were seen riding away with loot, and those who destroyed vehicles and stole vendors’ property be charged? We are watching with 2025 in mind!

Cooperate with Government in tackling violence against children Dear Editor, The “Every Child Safe” campaign, recently launched at Buxton, is a very important initiative. In fact, it is an on-going one as it goes back to 2021. Now, it is gathering momentum, as it is expanding both geographically and institutionally. As we all know, abuse against children is global, and it is good to see that the government is doing its part to combat this horrible crime. We should take note that based on evidence garnered from around the world, we are certain that violence against children can be prevented.

First, it must sink into us that experiencing violence in childhood impacts lifelong health and well-being. I point to Target 16.2 of the 2030 Agenda for Sustainable Development, where it is succinctly stated that the objective is to “end abuse, exploitation, trafficking and all forms of violence against, and torture of, children.” I remind all that violence against children includes all forms of violence against people under 18 years old, whether perpetrated by parents or other caregivers, peers, romantic partners, or strangers. Globally, it is estimated that up to 1 billion children, aged 2–17, have experienced physical, sexual, or emotional violence or neglect in the past year. So, I repeat that this “Every Child Safe” campaign is most important.

Secondly, I see that the Minister in charge, Vindhya Persaud, is hoping that the initiative will help the public to detect warning signs of child abuse. In this regard, I know that abused children may feel guilty, ashamed or confused, and at time very much afraid of informing anyone, especially if the

abuser is a parent, other relative or family friend. I did some reading, and noted that the signs of abuse are q u i t e m a n y, n a m e l y : Changes in behaviour, such a s a g g r e s s i o n , a n g e r, hostility or hyperactivity; Changes in school performance-absence, loss of interest, waning grades, etc.; Depression, anxiety or unusual fears, or a sudden loss of self-confidence; and, lest we forget, self-harm or attempts at suicide. I mean the problem is a big one, and I hope a concerted effort will be made to support the government in tackling the issue.

Thirdly, the ‘hand-on’ and ‘being on the ground’ approach is very commendable. The news reported that Dr. Persaud, along with Deputy Chair of the Child Care & Protection Agency, Levine Gouveia, not just “… hosted a sensitisation session on child safety with children from the school…” but she candidly chatted with the children about verbal and other kinds of abuse.” This is indeed the way to go, as it allows the children a sense of freedom to speak fearlessly and in a confidential manner. So, I do agree that according to the minister, it was a good session with the children.

Her plan is to work with parents and members in the community “… to make communities safe, so we have less and less of child abuse.” I remind the public that in many cases, child abuse is committed by someone the child knows and trusts, often a parent or other relative. So, we all need to watch, and whenever we suspect child abuse, we must instantly report the abuse to the proper authorities.

The stranger next door As late as the early 1970s, when night fell, dinner consumed and the children completed their homework, members of the household would usually sit either in the sitting room or on the verandah and discuss various matters, but mainly the events of the day.

In those days there was no television and for news we relied upon the radio. But that was not the only source of information.

Those members of the household who worked would return with their own stories and the tidbits of information they had picked up.

Even the housewives who went to the market would also return with stories they had heard.

At nights families would sit together and share these stories. They would also find some time to read or play cards before retiring. These activities tended to bond the household and provided an environment in which everyone looked out for his or her own family.

Sometimes while chatting on the verandah, you would look over and see your neighbour and his family doing the same. And you would exchange greetings and even discuss matters without having to leave your home.

That was one of the

benefits of living in a traditional society. Everyone within a street knew each other.

And within the home there were hardly any secrets and even when there was the odd dispute there was no shortage of people to bring the two disputants together.

There was also a great deal of communal support.

In any village, everyone got to know the other. Even within the towns, it was unusual for a resident to not know the households on the streets in which he lived.

Thus, if someone had a problem, he could always appeal to his neighbours for support which was almost always forthcoming.

Such, also, were the benefits of living in a traditional society.

There are many reasons why Guyanese survived the hard times of the late seventies and eighties. One of those reasons was due to the free exchange of information that took place within communities.

If for example, the then Guyana Stores would be selling cooking oil the following day and someone in the street got wind of this, that person would not keep this information to himself but would pass it on to their neighbour.

And if one member was short of a scarce commodity

and another had, you could bet the latter would share with the person in need. This was the sort of support system that helped to sustain Guyanese during the hard guava season.

With economic liberalisation, things began to change. Liberalism is underpinned by the philosophy of personal initiative: that a man or a woman can become whatever he or she wants through his own effort.

Economic liberalism placed the interests of the community as secondary to the individual and what we had developing was a rat race whereby everyone tried to improve his or her own lot without regard to the overall benefit of the community.

In the process, social and communal ties which had helped to sustain us for so long began to fall apart.

Communities became highly impersonal. And with this impersonality, residents have become strangers in their own villages.

People do not mix as before and they also do not lend that degree of support that once existed.

And this is one of the main reasons why each day, we can pick up the newspaper and be horrified at what we read.

Each day we read about fights within villages, about

When dem sign dat contract dem bin mekkin’ de country’s last Will and Testament. Was a dead giveaway. Dem boys hoping dat dem wah sign dah contract nah get to ever sell anything again. Because it might end up with a 100 percent giveaway.

Talk half. Leff half.

Attempts can be made to reverse these negative trends through strengthening community ties, but this task will always remain difficult if liberalisation continues to be the guiding philosophy

within the country.

Everything cannot be left to the invisible hand of the market.

We have got to return to those values which existed in an earlier time, a time before television when family members sat together and shared their experiences, their dreams and their fears, a time when a neighbour would come running to your rescue without being asked and a time when having more

than what your neighbour had was not as important as it is today.

A six year-old-boy of Wakapoa, Lower Pomeroon was killed after he was stung by a scorpion last Thursday.

ANUG calls for inquest into police killings Chairman of the A New and United Guyana (ANUG) Timothy Jonas is of the view that there should be a coroner’s inquest into the shooting deaths of Orin Boston and Quindon Bacchus, both of whom were allegedly killed by ranks of the Guyana Police Force.

During a live streamed video which was shared on Facebook, Jonas revealed he had written to the Attorney General demanding that a public coroner’s inquest be done into the death of Orin Boston who was fatally shot by a police officer in January and subsequently, Quindon Bacchus who was also fatally shot by a police officer. He said he is yet to receive a response. According to Jonas: “If within the next two weeks we do not see and it is not published that steps are taken to conduct a coroner’s inquest into these deaths…

We will be taking steps in

court…” Jonas said.

Coroners are independent judicial officers who investigate deaths reported to them. A Coroner will make whatever inquiries are necessary to find out the cause of death. This includes ordering a post-mortem examination, obtaining witness statements, and medical records, or holding an inquest.

Jonas’ call comes even as Chairman of the Police Complaints Authority (PCA) Justice rt’d William Ramlall issued a statement on Sunday afternoon noting that he had completed the investigation into the shooting death of 23year-old Bacchus and recommended that three members of the Guyana Police Force be charged with his killing. “I recommended to the Director of Public Prosecutions that three members of the Police Force are to be charged. It is for the Director of Public Prosecutions (DPP) to determine who is to be

Fully-vaccinated Essequibo youth dies from Covid-19 A fully-vaccinated 20year-old man from the Pomeroon-Supenaam Region has died from Covid-19, the Ministry of Health (MOH) has confirmed.

The ministry is unclear whether the youth had taken the booster shot. His death has taken the national figure to 1,256. “The MOH expresses sincerest condolences to the families of the deceased and will make every effort to provide all the necessary support during this difficult time to render any assistance needed. The Ministry is also appealing to the general public to respect

the confidentiality of the deceased and his family and to allow them to mourn their tragic loss in peace,” the release stated.

New FAO report says record fisheries production makes critical contribution to global food security

S

ignificant growth in aquaculture has driven global fisheries and aquaculture production to a record high as aquatic foods make an increasingly critical contribution to food security and nutrition in the 21st century, according to a new report from the UN Food and Agriculture Organization (FAO) released last week.

The 2022 edition of The State of World Fisheries and Aquaculture (SOFIA) says the growth of aquaculture, particularly in Asia, lifted total production of fisheries and aquaculture to an alltime high of 214 million tonnes in 2020, comprising 178 million tonnes of aquatic animals and 36 million tonnes of algae. Production of aquatic animals in 2020 was 30 percent higher than the average in the 2000s and more than 60 percent above the average in the 1990s.

Record aquaculture output of 87.5 million tonnes of aquatic animals largely drove these outcomes.

As the sector continues to expand, FAO says more targeted transformative changes are needed to achieve a more sustainable, inclusive and equitable fisheries and aquaculture sector. A ‘Blue Transformation’ in how we produce, manage, trade and consume aquatic foods, is crucial if we are to achieve

the UN Sustainable Development Goals. ‘’The growth of fisheries and aquaculture is vital in our efforts to end global hunger and malnutrition but further transformation is needed in the sector to address the challenges,’’ says FAO Director General, QU Dongyu. ‘’We must transform agrifood systems to ensure aquatic foods are sustainably harvested, livelihoods are safeguarded and aquatic habitats and biodiversity are protected.’’

Aquatic foods are contributing more than ever before to food security and nutrition. Global consumption of aquatic foods (excluding algae) has increased at an average annual rate of 3.0 percent since 1961, almost twice that of annual world population growth – reaching 20.2 kg per capita, more than double the consumption in the 1960s.

Over 157 million tonnes – or 89 percent of aquatic animal production, were used for direct human consumption in 2020, a slightly higher volume than in 2018, despite the impact of the COVID-19 pandemic.

Aquatic foods contribute about 17 percent of the animal proteins consumed in 2019, reaching 23 percent in lower-middle-income countries and more than 50 percent in parts of Asia and Africa. Asian countries were

the source of 70 percent of the world’s fisheries and aquaculture production of aquatic animals in 2020, followed by countries in the Americas, Europe, Africa and Oceania. China remained the top fisheries producer, followed by Indonesia, Peru, the Russian Federation, the United States, India and Viet Nam. Aquaculture shapes the future of aquatic foods Aquaculture has grown faster than capture fisheries in the last two years and is expected to expand further over the next decade. In 2020, animal aquaculture production reached 87.5 million tonnes, 6 percent higher than in 2018. On the other hand, capture fisheries production dropped to 90.3 million tonnes, a fall of 4.0 percent compared with the average over the previous three years. The reduction in capture fisheries production was mainly driven by the COVID-19 pandemic, which severely disrupted fishing activities, market access and sales, as well as a reduction in China’s catches and a fall in the naturallyfluctuating anchoveta catches.

According to SOFIA 2022, the sustainability of marine fishery resources remains of significant concern, with the percentage of sustainably fished stocks falling to 64.6 percent in 2019, a 1.2 percent decline from 2017.

However, there are encouraging signs as sustainably fished stocks

provided 82.5 percent of the total volume of 2019 landings a 3.8 percent increase since 2017. This seems to indicate that larger stocks are being managed more effectively.

FAO promotes Blue Transformation, a visionary strategy to meet the twin challenges of food security and environmental sustainability while ensuring equitable outcomes and gender equality. Climate and environment-friendly policy and practices, as well as technological innovation, are also vital for change. ‘’Blue Transformation is an objective-driven process t h r o u g h w h i c h FA O Members and partners can maximize the contribution of aquatic food systems to enhance food security, nutrition and affordable healthy diets, while remaining within ecological boundaries,’’ says Manuel Barange, Director of FAO’s Fisheries and Aquaculture Division.

Fisheries and aquaculture contribute to employment, trade and economic development.

The total first sale value of fisheries and aquaculture production of aquatic animals in 2020 was estimated at $406 billion, of which $265 billion came from aquaculture production. According to the latest data, an estimated 58.5 million people were employed in the sector and of these approximately 21 percent were women.

Around 600 million people are estimated to depend on fisheries and aquaculture in some way for their lives and livelihoods. Building resilience is critical for equitable and sustainable development.

The repayment will be done via their monthly electricity bills based on the overall cost for the venture. But since this cost has not yet been finalized, the cost of electricity too is still in limbo.

The VP shared, “We are doing estimates.

We are saying US$1 billion dollars now for the pipeline.

That is where we run the numbers. So assuming it comes in at US$900 million, then if it comes in that will come down; the US$1.6 cents will come down to about US$ 1.4 cents so it comes down lower. If it goes to US$1.1 billion, it may go to US$1.7 cents…that’s just the pipeline part…then if you estimate the power plant and the NGL

facility to be about US$700million… that will add another one point something cents per kilowatt hour.”

VP Jagdeo said that if one were to consider estimates for paying for the pipeline, NGL and power plant, it can come down as low as four cents to about five cents per kilowatt hour. He said this would be paid back over 20 years.

He was keen to note that while the five US cents per kilowatt hour may be the cost to generate the electricity, another five cents may be lost in the transmission and distribution of the power, which could take the final price for the sale of the electricity to about US$15 cents, after adding five US cents as profits for the company.

The VP boasted that even though these numbers have not been confirmed as yet, government will still be left with the other liquids from the NGL facility such as cooking gas, which will rake in additional revenue.

Motorcyclist succumbs two days after accident Tw e n t y - s i x - y e a r- o l d Keshawn Wray, of Prospect, East Bank Demerara, who was involved in an accident, last week Friday succumbed to his injuries Sunday morning at the Georgetown Public Hospital (GPH).

Wray had been hospitalised since being involved in an accident which occurred at the intersection of Sandy Babb Street and Vlissengen Road, Georgetown. Involved in the accident was motor car HD 896 owned by Katchay Storm and driven at the time

by Wayne Robinson, 52, of Field 14 Section ‘A’ Sophia, Georgetown and motor cycle CK 3612 which was being driven by Wray, with pillion rider Fareesa Azeez, 21, of Eccles, East Bank Demerara.

According to the Guyana Police Force (GPF) Robinson was reportedly proceeding south along the

Dead, Keshawn Wray eastern carriage way in the western drive lane of Vlissengen Road, and then made a right turn proceeding west along the southern drive lane onto Sandy Babb Street, whilst the traffic light signal was showing green in his direction.

It is allege that Wray was proceeding north along the

western carriage way of Vlissengen Road and upon approaching the intersection, reportedly failed to stop and collided with the left side of the car. As a result of the collision, the motorcyclist and the pillion rider fell onto the road surface and received injuries.

They were both picked up in a conscious condition and taken to the GPH where they were seen and examined by the doctor on duty. Wray suffered a dislocated hip and abrasion to his hands, and the pillion rider suffered a broken right foot and abrasions to her face and hands. They were both later admitted as patients in the male and female surgical wards respectively. Around 05:00hrs on Sunday, Wray succumbed to his injuries.

His body is presently at the GPHC mortuary awaiting post-mortem examination.

On June 16, 2021, President Ali suspended the commission and the following month, the suspended members filed a legal action by means of a fixed date application, against the President, challenging their suspension.

In March Justice Gino Persaud, in the Demerara High Court handed down a decision that the challenge to A l i ’s s u s p e n s i o n c a n proceed. Notably the substantive matter is yet to be completed in court.

On May 31, last the Head of State swore in three new members of the PSC and on Friday the final member was sworn in. According to Slowe’s court filing, he is seeking the injunction to restrain the PSC and the respondents from promoting or publishing a promotions list for members of the GPF, until the substantive matter filed herein is heard, completed and judgment is made and entered by the sitting judge – an order that each party bears his own costs in this Application – and any other order the court may deem just.

One ground listed for the challenge notes that as part of the duties of the PSC, the previous members had drafted a list of 132 police

officers to be promoted to various ranks in the GPF and sent that list to the Secretary of the PSC to have it transmitted to the Commissioner of Police, for the promotions to be effected. It was further stated that the promotions list was not sent by the Secretary of the PSC and as such the promotion of the Police Officers was not done.

Another listed ground for the application is that the injunction that is being sought will assist in preserving the status quo of the proceedings and that of the GPF. It was stated that should the injunction not be granted and the new PSC be allowed to promote members of the force, there will be inevitable difficulty at the end of the proceedings. It was also stated “that should this

injunction not be granted and the Police Service Commission be allowed to promote members of the Guyana Police Force, and this matter is subsequently completed and the previous promotions on the past list is effected, there will be inevitable issues as to which officers are of a higher rank, than others.”

It was suggested too, that if the promotions were to be backdated then there will be future problems as to who will be entitled to be commanders and even Commissioner. According to the document the granting of the orders sought, will assist in the preserving of the status quo and ensuring that the new PSC do not act in a manner prejudicial to those officers named in the previous promotions list of June 28, 2021.

Cop shoots man in leg to save another A police officer on Sunday was forced to shoot a North Ruimveldt man to his leg just to prevent him from hacking another individual with a cutlass at the Timehri Bus Park on Longden Street, Stabroek, Georgetown.

The injured man has been identified as Collin Cumberbatch, a 28-year-oldbus conductor. The man who was involved is Sherwin Ariwa, a 56-year-old vendor of C-Field Sophia.

According to police, Cumberbatch and Ariwa had gotten into a physical altercation over changing a $5000 bill.

Ariwa had gone to a bus to change the money but Cumberbatch approached, and ordered him to move.

They began arguing with each other and things quickly

The lawman then decided to shoot Cumberbatch to the leg and he fell to the ground.

A video later surfaced of a woman crying over a bleeding Cumberbatch.

An ambulance was called in and Cumberbatch and Ariwa were rushed to a city hospital for treatment.

A champion of champions dominoes competition is set for July 9 at Transport Sports club starting at 14:00hrs.

Berbice beat Essequibo by 29 runs - Demerara crowned champions Berbice beat Essequibo by 29 runs when the Guyana Cricket Board inter county U17 50-over tournament continued recently at LBI. Berbice batted first and were bowled out for 83 in 36.1 overs. Bruce Vincent and Thaddeus Lovell made early inroads and Berbice never recovered as Essequibo bowlers maintained their consistency.

Salim Khan was the only batsman to reach double figures with 10, while extras contributed 26. Lovell

claimed 3-13 from 6.1 overs, while left arm spinner Gulcharran Chulai proved almost unplayable once again as he captured 2-2 from eight overs, six of which were maidens to be among the tournament’s most outstanding bowlers.

Shaaziff Mohamed had 2-8 while there was one each for Vincent and Ramesh Seeram.

Essequibo were bowled out for 54 in 29.1 overs in reply. Essequibo lost opener Rajindra Ramballi (00) without a run on the board

before Benny Persaud (03) and Lovell added 24 for the second wicket, but following their separation, Essequibo suffered a collapse.

Man-of-the-Match Rovman Powell scores unbeaten 61 to lead West Indies to 35-run victory over Bangladesh

portsMax – Manof-the-Match Rovman Powell scored a quick-fire unbeaten half-century as the West Indies sealed a 35–run victory in the second T20 International against Bangladesh and take a 1-0 lead in their three-match series in Dominica yesterday.

Chasing 194 for victory, Bangladesh scored 158-6 off their 20 overs.

S h a k i b a l H a s a n ’s unbeaten 68 took the tourists close but the West Indies bowlers were always on top, notwithstanding a few big overs for Bangladesh near the end.

Romario Shepherd took 2-28 and Obed McCoy, who took wickets with the first two balls he bowled in the match, returned figures of 237, 20 of them conceded in the 19 over of the match.

Shakib, who during the match, became the only batsman to score 2000 runs th

and take more than 100 wickets in T20 history, featured in partnerships of 53 with Afif Hossain who scored 34 from 27 balls. The latter was dismissed as the visitors slumped to 78-4 in the 11 over.

ormer Guyana youth player Sharaz Ramcharran snapped up five wickets for 15 runs from four overs to lead Apollo Sports Cub to a thrilling seven-wicket win over Melbourne Sports Club on Friday as action continued in the 2022 Canadian Commonwealth Cricket Association T20 tournament.

Playing at Keele Top Reservoir ground in North York, Toronto, Ramcharran also produced a fine batting performance by scoring 43 not out to see Apollo reaching 147-3 in the 20th over responding to Melbourne’s challenging 144-7 from the 20overs.

Dennis Legay was in excellent form too by hitting an unbeaten 55 laced with two sixes and three fours and Canada-based Guyanese Elton Baker chipped in with 22.

Sharaz Ramcharran Melbourne Sports Club with 70 and Dharmindra Lildhar made 30 to be among the runs.

Carlos Sainz wins British Grand Prix after incident-packed Silverstone thriller PA Media - Carlos Sainz won a wild and wacky British Grand Prix which saw Zhou Guanyu survive a horror opening-lap crash and protesters invade the track at Silverstone.

Sainz fought his way past Ferrari team-mate Charles Leclerc in a brilliant 10-lap shootout to the chequered flag following a safety car period to claim his maiden Formula One win.

Sergio Perez finished second, with Lewis Hamilton third after he forced his way around

Leclerc with four laps of the 52 laps remaining.

Sainz, Perez and Hamilton all took on fresh tyres ahead of the safety car re-start, but Ferrari left Leclerc out on old rubber and the championship challenger was left in no man’s land, dropping from first to fourth, and dealing his title hopes a blow on a day where Max Verstappen limped home in seventh after he sustained a puncture and damage to his Red Bull bodywork.

An extraction team rushed to Zhou and the 23year-old, in just his 10th race, was carefully removed and taken away in an ambulance to the medical centre before being discharged.

Russell was also seen dashing to check on his friend, the Williams driver Alex Albon, who was caught up in the accident, and then Zhou’s condition.

“I’m glad to see Zhou okay. It was an horrific incident,” Russell told Sky Sports.

The Mercedes driver, who was not permitted to restart the race, added: “I jumped out of the car to see that Zhou was OK. When I got back to car I couldn’t restart it. As soon as you get

outside assistance you cannot restart the race.”

London-born Albon was helicoptered to hospital for precautionary checks.

Following a delay of 53 minutes the race restarted.

THE annual Ministry of Culture, Youth and Sport/National Sports Commission (NSC) swim programme is set to attract some 1000 participants.

HE annual Ministry of Culture, Youth and Sport/ National Sports Commission (NSC) swim programme is set to return in midJuly. The swim camp, which is free of cost, caters for persons from six to 18 years, and will be held in Georgetown, Berbice and Linden.

There will be a total of 10 sessions in Linden, from July 19 to August 10, while nine sessions will be held in Berbice from July 19 to August 5.

In Georgetown, there will be 11 sessions from July 18 to August 12 with the venues being the National Aquatic Centre at Lilliendaal and the Colgrain Pool on Camp Street.

Registration will commence on July 9 and can be done by calling the National Aquatic Centre (2261306), Colgrain Pool (226-0387) or coach Paul Mahaica (615-5714).

The programme is geared to prepare swimmers for national competitions and to teach swimming as a life skill and it is free of charge.

NYSCL overcome OSCL New York Softball Cricket League team

The New York Softball Cricket League defeated Ontario Softball Cricket League by eight wickets when the NYSCL Independence cup commenced on Friday in New York.

Playing in the over 50 division, OSCL batted first and made 122 for 8 in 20 overs. Nandalall Doodnauth claimed 3 for 20. NYSCL responded with 128 for 2 in 14overs. R. Sahadeo made 60.

uyanese athletes taking part in the Caribbean Games at the Stade du Gosier in Guadeloupe turned in good performances to be among the medals.

Joanna Archer had a good performance in the women’s 800m event to claim the silver medal.

Meanwhile, Guyana got in among the team sports with Guyana’s basketballers beating Cuba 14-9 to take the Bronze medal in the Men’s 3X3 event. The Guyana team consist of Stanton Rose Jr., Yonnick Toppin, Timothy Thompson and Kimol Grimmond.

onald Cameron transitioned on Thursday last at his home in Stewartville a few weeks after his wife passed away from Covid-19 Virus. He was 75.

Former president of the Guyana Darts Association Grantley Culbard had this to say about his teammate. Cameron joined the Clerico Club, the sports arm of the Clerical & Commercial Workers Union (CCWU), in 1976. “He had a specific interest in playing darts and went on to make the darts team. He competed in national darts championships consistently from 1976.

Culbard, also Trade Unionist, added.

He later made the national darts team and over a number of years remained one of the top dart players in the country. He represented Guyana on several occasions in the Caribbean Darts Championships and also in the Americas Cup. He was an excellent team man,” concluded Culbard who also officiated in a match in recently concluded Regional Women’s cricket tournament in Guyana. The funeral arrangements of the late Ronald Cameron will be announced later.
