EPA defends 60-day allowance for flaring - insists provisions in keeping in Liza, Payara permits with international benchmarks T

he Environmental Protection Agency (EPA) yesterday came out in defence of the modifications it made to the Liza Phase One and Payara environmental permits over the past few months, as it insisted that the amendments are in keeping with international best practices.

The modifications were severely criticised this week

by former EPA Head, Dr. Vincent Adams. He said the changes made to the permits have essentially weakened the standards ExxonMobil should be made to comply with.

In fact, Dr. Adams had chided the EPA for inserting provisions into the Liza and Payara permits, which allow ExxonMobil to flare gas for 60 days. Dr. Adams had pointed to the ridiculous

nature of this allowance as he said in the USA, ExxonMobil's home c o u n t r y, t h e s t a n d a r d allowance for flaring during start-up of operations is 48 hours.

The former EPA Head had said too that the period of 48 hours was agreed to by himself and other government officials during his time at the EPA when the Payara permit was under

discussion.

But in its missive to the press, the EPA defended the 60-day provision as it said international benchmarking shows that the typical acceptable start-up period averages 90 days. The EPA therefore concluded that the 60-day requirement is much more stringent as it is well below the average international benchmark.

The EPA further noted

that contrary to what Dr. Adams claims, “there was never an agreement to prescribe two days of startup since this was impossible given the nature of the installations.”

The regulator also took issue with Dr. Adams' recent criticism that the permits contain no provision to stop flaring after 60 days. The EPA categorically stated that this is erroneous while adding that both permits specifically state: “The Permit Holder shall not exceed sixty (60) days of flaring during start-up.”

Moreover, the EPA said there is no “carte blanche” for flaring under 'Special Circumstances' either, as the company is required to seek approval from the EPA for any flaring beyond 48 cumulative hours.

It also stressed that routine flaring and venting are also strictly prohibited by both permits.

In addition to the foregoing, the EPA said it maintains and reserves the right to reject any request for flaring made pursuant to these Permits. The agency said too that if an approval is given, it might include such terms and conditions as may

be appropriate, including reduced timelines for any proposed flaring events.

Pursuant to Condition 3.17 of the Payara Environmental Permit for example, the EPA said it has established a payment for Carbon Dioxide (CO2) equivalent emissions as a result of flaring at the rate of USD$30 per tonne of CO2e, consistent with similar mechanisms included in the modified Liza 1 Permit.

It said that the institution and applicability of this payment is determinable by the EPA, in consideration of the Polluter Pays Principle.

The EPA further noted that it reserves the right to increase this rate where any instance of flaring exceeds sixty (60) days.

It also refuted any allegations that it lacks the requisite capacity and capabilities to perform the necessary calculations for the US$30 penalty. The EPA said it has a wide variety of professionals qualified in environmental management, chemistry, engineering and other pertinent fields and recruits additional expertise, local and international as necessary. Opposition MP Figueira Indian Oil Refinery makes appointed PAC Chairman first purchase of Guyana's oil

Partnership for N a t i o n a l Unity+Alliance For Change (APNU+AFC) Member of Parliament (MP), Jermaine Figueira, was yesterday elected as the new Chairman of the Public Accounts Committee (PAC) of Parliament. Figueira's replaces his fellow Opposition MP, David Patterson, who was recently removed from the said post following a noconfidence motion tabled by the government in the National Assembly.

While speaking with Kaieteur News, Figueira stated that during the PAC meeting which was held yesterday, his fellow Opposition MP, Ganesh Mahipaul, made a nomination and it seconded by MP, Patterson. He noted that this led to him being appointed as the new Chair of the PAC. Yesterday's PAC meeting was chaired by the Speaker of the National Assembly, Manzoor Nadir.

T h e PA C h a s t h e responsibilities to examine the audited accounts presented in the Auditor General (AG) Report, showing the appropriation of sums granted by the National Assembly to meet public expenditure and audit other accounts laid before the Assembly. The committee also has the general supervision over the functioning of the AG in accordance with the rules, policies and procedures manual and any other law.

This publication had reported that the government has been seeking Patterson's removal as head of the PAC since February 1, 2021.

This was after the members of the committee deemed him unfit to serve as head of committee following

scathing reports in January of this year that he had received expensive gifts – including a $900,000 gold bracelet – from several government agencies under his control, while he served as Minister of Public Works under the David Granger Administration.

Teixeira later moved a motion within the PAC calling for Patterson to resign because its government members had lost confidence in him to lead the committee. However, Patterson had refused to step down from his post. His actions triggered Teixeira to then table a motion in the National Assembly for him to be removed.

Patterson's removal was finalised around 05:30hrs. on June 15, 2021, by a majority vote after a five-hour-long debate between MPs during the 29th Sitting of the 12th Parliament held at the Arthur Chung Conference Centre, Liliendaal, Greater Georgetown. At the end of the debate, 34 MPs voted for Patterson to be removed while 31 voted for him to remain. The 34 represented all 33 PPP/C Government members and joinder list (JLP-ANUG-TNM) member, Lenox Shuman.

As a result of the majority votes, Patterson was officially removed from the PAC Chair.

Patterson's removal from PAC Chair cleared the way for another member of the committee to be elected as Chair.

Close to 90 percent of Nation's crops, livestock destroyed by floods - Agri. Minister

n ongoing flood assessment has so far revealed that a significant amount of crops and livestock from areas that have experienced severe flooding over the past two months has been d e s tr o y e d .

T h is w a s disclosed by Agriculture Minister, Zulfikar Mustapha, during an interview with Brazil's AgroMais News.

The Minister said, “Over the last two months, we've experienced unprecedented rainfall which has resulted in flooding in all 10 Administrative Regions of Guyana.

Between May 24 and June 10, we've seen close to 20 inches of rainfall. This is the highest amount of rainfall we've seen since 1981. This has resulted in Guyana's southern basin between the

upper Essequibo and Corentyne Rivers being filled and overflowing.”

He added, “Many areas in the Hinterland were also and still are flooded.

Compounding that, with the heavy rainfall, we've seen higher than normal water levels in the rivers that have inundated most of the coastal areas. This has resulted in close to 90% of crops being destroyed, livestock being lost, and close to a thousand households been affected.”

As floodwaters begin to slowly recede in several areas, Government has commenced its flood assessment exercise to determine the extent of the losses incurred across the country. Officials from the Civil Defence Commission (CDC) and officers from various agencies from the

Ministry of Agriculture have been visiting affected communities to gather data to determine farmers' and residents' losses.

A team from the Caribbean Disaster Emergency Management Agency (CDEMA) is also currently in the country conducting a Detailed Disaster Sector Assessment (DDSA) on the current flood situation.

The Minister further stated that Government would need assistance with rebuilding the economy, more so the agriculture sector, once floodwaters have receded.

The subject Minister also disclosed that Government is making preparations to effectively manage some of the impacts of the ongoing flooding. This, he added, includes the outbreak of water-borne diseases.

ndian Oil Corporation Limited, a state owned refinery has just purchased its first million barrels of Guyana's light sweet crude oil from the Liza project. According to international news entity, Reuters, the shipment will arrive on August 8 at India's Paradip port aboard the Greece- flagged tanker Militos and is to serve the purpose of a trial cargo as the governments of India and Guyana attempt to negotiate an oil supply contract.

This marks the first time that an Indian state refinery has purchased Guyanese crude. In March a million barrels was purchased by Private refiner HPCL-Mittal Energy Ltd. An oil supply contract for state refineries has long reaching implications as India is the world's third biggest oil importer and consumer. It also imports over 80 percent of the oil it consumes.

Oprice.com had previously reported that there are two main dimensions to India's interest in Guyanese oil. The first is economic in

- Govt. promises to provide details nature and stems from India's willingness to diversify its crude imports. Despite its current COVID-triggered difficulties, industry experts believe India's appetite for crude will grow larger as the impacts of the pandemic begin to lessen.

Furthermore, India has been voicing its discontent with the Organization of Petroleum Exporting Countries (OPEC) pricing and production policies and securing a new stream would prove invaluable for Indian refiners.

The second link between Guyana and India is less pronounced but still noteworthy says Oilprice.com. It relates to the fact that India and Guyana share cultural links and a history of trade relations hence the birth of the deal.

It should be noted too that on the heels of a decision by the Organization of Petroleum Exporting Countries and its allies, also known as OPEC+ to not ease supply curbs,

global oil prices had spiked and consequently, India had asked state refiners to expedite the diversification of crude sources to lessen the demand on Middle Eastern oil, the results of which saw engagements with the government of Guyana for Liza oil.

This first 'trial shipment' occurs at a time when the global oil prices appear to be fluctuating around US$75 per barrel, which has been the highest it has ever been since Guyana began production in 2019. Despite this apparent prime position for Guyana however, no mention has been made as it relates to the price per barrel of the Guyanese oil that India has acquired.

When contacted by this publication to comment on the matter of the selling price, the government had indicated that the relevant details would be made known in an upcoming press release. To date, such a release has yet to be issued.

Is Guyana’s EPA a baccoo organisation?

Our headline story on July 1 is a tale of two terrors: “Exxon installs upgraded gas compressor system on Liza Destiny - EPA approves application to flare more gas until tests completed.” The main part of that caption told the expected bright side of the story, while the secondary detail spoke of what is dark and worrying about how Guyana oversees its oil endowment. When we think of that EPA approval to flare more gas, we ask ourselves whether Guyana’s EPA is a baccoo organisation operating in some spirit underworld.

We start with what we termed the “expected bright side.” It is good to learn from Exxon’s local public relations people of this installation development, which is the best that we can say which, it should be noted, we qualified with ‘expected.’ We do so, since we don’t trust what Exxon tells Guyana on its operations 125 miles out in the ocean.

The company has not been wholly truthful on many things that it does out there, and with handicapped Guyanese none the wiser to the clever deceptions of Exxon’s people.

At bottom, this country, from its leaders protecting Exxon to government supporters not caring about their own welfare, to opposition leaders and their people disengaged, is clueless as to how much gas is flared, how much oil is produced and shipped, and how much we lose out from the trickeries of Exxon and its partners, local and foreign.

We also condition our position with ‘expected bright side’ on this announced installation because Exxon seems as lost as Guyanese as to how to fix this defective gas compressor.

One would think (we do) that after decades as a leader in the oil business, with the latest in topnotch technology, and all the wisdom gained from prior failures, that something such as a faulty gas compressor would have been an easy fix. That is, who are the best in fixing it, what is involved with regard to time and testing, and all the other ingredients of robust maintenance. It boggles the mind, that this has been a stop and start, and then stops again, and starts over again gas compressor affair. It is not about what is confidence building. However, here we are, Exxon and Guyana, going again with this gas compressor in this newest soap opera episode of its installation and hoped-for safe and effective operation.

Even as we present this to the public, we understand that none of this means anything to arrogant and unheeding Exxon. Having gotten away with murder and rape and incest (political) in this country, the leaders of Exxon, wherever they are based, simply stuff their ears and continue along merrily. Denunciations do not trouble the company; do not spur its executives and managers to put their best foot forward, with what assures Guyanese of all walks that our best interests are represented, that we are in good hands.

Now, having recognised also that Guyana’s Environmental Protection Agency (EPA) is content to function as the soles of Exxon’s shoes, we denounce it for this inexplicable decision that approves Exxon “to flare more gas until tests completed.” What could be more stupid than that? In the middle of already excessive and unacceptable flaring quantities (cubic feet), the EPA keeps moving the gas flaring goalposts in the middle of the atmospheric assaults to accommodate Exxon’s mistakes.

In effect, Guyana’s EPA is giving a free hand to America’s Exxon to do as it pleases with unknown amounts of gas flaring, while pretending that it is not such a big deal, and all is well, that excess flaring will be over three weeks hence.

The better thing for the EPA to do, would have been to take a hard and unmoving position along these lines: stop production. Fix the unreliable compressor satisfactorily.

Test comprehensively and unhurriedly. And then issue approval for production to begin again. Instead, what the EPA is doing is bending over backward as guided by invisible but identifiable political hands, to keep Exxon’s gas flaring pot overflowing and the oil coming. Because of the above, we conclude that Guyana’s EPA is nothing more than a jumbie entity, more about obeying political orders, and hiding its true purpose.

TRANSPARENCY IS VITAL DEAR EDITOR, Reference is made to a news story “India’s top refiner buys its first Guyanese oil – source.” The article goes on to suggest that Guyana is looking to enter into a longterm contract to sell its oil directly to India. Firstly, it is disappointing to learn of this sale, worth around US$70M, via a foreign news agency.

The article raises numerous questions about this transaction and any future commitments the government may enter into. The first issue is to do with distance.

Shipping crude from Liza Destiny to Panama (Chiriquí Grande) or Houston involves a sailing time of less than a week.

Sailing from Guyana offshore to the Parandip Refinery on the East Coast of India is probably going to take up to a month entailing high shipping costs that are currently averaging $16,000 per day for a SuezMax (1M barrel) tanker but have in the past reached $86K per day. The question then is what is the nature of the most recent sale? Have the two countries agreed to who will pay the shipping costs and how might that affect the price per barrel? Will it be based on the spot price of Brent at the time of lifting which Liza crude is roughly equivalent to?

Going forward what is the nature of the contract the government might have with

the Indian refiner? Is it sensitive to shipping costs that are notoriously volatile? Will the selling price be fixed for a period or the spot price? These are crucial issues especially in a market that is coming out of the COVID-19 pandemic and seeing Brent rise to over $75 per barrel. One would at least expect that the overarching principle is that Guyana should receive the highest price for its shipments as possible as this is our national resource.

Finally, why has the government chosen to engage the Indian government, in particular, for contract talks?

Why not another country?

Are there non-economic reasons? One could understand

the country’s desire to build stronger relations with India.

It might be in the interest of Guyana geopolitically. There is a powerful symbolism in shipping crude across the oceans to India and it sends a positive message of post colonial/South-South solidarity. However, will that entail a cost to the country?

Transparency is vital here and in this regard, any government-to-government arrangement might be shrouded in mutual secrecy. So it would be useful for citizens to understand the reasons behind this initiative and to be enlightened as to the details of any proposed contracts.

Why are we not hearing about a vital missing return. component? should Editor, when we have a DEAR EDITOR, The airwaves have been crackling with praise for president and PPP government in the handling of the massive flood of 2021. Some quick thoughts follow.

I think that some of the praise is due, and should be expressed publicly, which has been done. On the other hand, I sense that some of the praise is overblown, especially in the letter columns, and substitute for job interviews by persons seeking to be recognised for their runaway verbal enthusiasms.

It is as if some are going overboard to find favour with political masters, without regard for how overwrought (and cringe-inducing) they sound. I agree that much has been done, and for which deserving encomia are in order, but the reserve of self-respect

national disaster, which clearly was such by any measurement, then there was/is opportunity to marshal a national response, for more efficient results. Because if we refuse to engage at such a devastating national hour, then absolutely nothing will motivate us to put heads together in other imperiling situations.

I think we court a manmade political disaster, which is where I will pause.

But amidst all the ecstasies of a job well done, and who was where and everywhere, and how much money and man-hours were spent, I hear nothing about tomorrow.

Or the next rainy season. Or how to resolve definitively bigger or lesser flooding conditions.

I would assert that the time and energies of the head

of state and other political presences would have been better spent preparing for the future (and addressing those situations - tomorrow and next season) with what it takes to avoid repeating what we have just experienced.

How to minimise? Who to engage?

Where to start? Aside from a round of helpful visits, more for purposes of psychological strengthening and leading from the front, I think that the public servants had to be allowed to deploy their contingencies plans, pull their weight, show their wares, and deliver timely, comprehensively, and acceptably.

When there are too much of politicians and politics, things get tangled. Good intentions deplete after a time.

I would hope that partisans already rearing up and gnashing their teeth have the depth of sense to discern where I

am going. Let the professionals do their job. Let the political people develop their visions and plan their programmes as both relate to flooding. The last thing we would want is to revisit, on any scale, what happened last week and last month across Guyana. So far, I hear of this and that, and the usual mealy-mouthed utterances of political operators, and the choir of celebrants.

Do we have the expertise and skills to confront another large-scale flood, now almost routine?

I don’t think so. So, why is there no talk about the Dutch? No whisper in the blabber about the long-term and big picture? No conversation, amidst the chatter, about making a start to put an end to what was just endured?

OPEN LETTER TO THE GOVT. MINISTERS DEAR MINISTERS, Especially the Minister of Works, I read an article on the Department of Public Information website wherein it was stated that major development is underway for Region 3.

As a resident of Tuschen New Scheme, for over 13 years now, I am eagerly awaiting the era of development.

I highlighted the number of years for several reasons; the order of reference does not give one priority over the other.

Firstly, to date the scheme has not been regularised and because of that, you have persons building on the reserves and obstructing all means of drainage.

Consequently, when it rains there is no place for the water to go.

Landowners have to resort to using the drain that leads to the road to allow the water to recede.

Secondly, the roads are in a most deplorable state and this is prior to the year 2015.

The pictures you see here are for roads leading to the Mandir and Tuschen Pri-

mary School, which is just off the main road and used by many students as a safer means of access to the school.

Some months ago, I think it was around January or February, a team from the Ministry of Works was conducting some patchwork to the main access road and some specially selected streets.

To the residents’ misfortune, several streets remain inaccessible, especially when it rains.

Even the hire car operators refuse to take you through the streets because of the state of the road. So despite the time of the evening, even with COVID-19 guidelines being observed, you have to become as bold

as a lion and walk through the streets that are devoid of lights, except those that might project from a resident’s yard.

Ministers, I can go on and on but it will be of no consequence, unless you visit this Scheme yourself.

Everyone is talking and some have resorted to using

construction waste to throw in the very huge potholes, but since I’ve made several calls without success, I’ve decided to write to see whether at all my plea will get your attention and the needed road works will be done urgently.

My MSc. work was focused on a comparison of length scales from Geostatistical modelling and field mapping and was less erudite than the more complex issues covered by Ph.Ds in Guyana.

ACCOLADES FOR PRESIDENT AND GOVT. IN FLOOD MITIGATION DEAR EDITOR, A snap survey about government’s response to the flooding, finds overwhelmingly positive views. President Irfaan Ali and his government have won accolades everywhere and across all communities for their handling of the country’s worst floods. The President, his cabinet, and officials from various ministries were seen visiting flooded areas on the coast and in the interior to mitigate the effects of the flood waters, offering various forms of support and providing relief.

Virtually no one expressed any negative response on how the government has been responding to the flood although almost everyone feels the administration must do more to drain water from their land and provide appropriate assistance to affected communities. Some respondents feel that the government could have made preparation well ahead of the expected rains to reduce the effects of the flooding with better planning and dredging of waterways. Some felt mechanism should have been put in place by succeeding governments to address expected annual flooding and fixed ocean breaches. They call for such planning now to prepare for future heavy rains and accompanying flooding that will happen with greater frequency because of climate change and other factors like high tides. In particular, they say government must perform infrastructure work to remove built up siltation.

This is Guyana’s worst flooding on record. Hydrologists, meteorologists, and civil engineers call it the flood of a century. The President and cabinet were quick to visit affected areas, even hard to reach, remote locations, assessing the situation on the ground and providing needed relief. The President’s response has been described as momentous and decisive.

He dispatched Ministers, the PM, heads of department and CDC personnel, medical personnel, and others to affected areas. President Ali visited all regions and flood areas and personally handed out assis-

tance in several locations.

The public thanks the President for his quick response, and the measures he put in place to ameliorate the situation. They salute his hands-on approach. All of the ministers and leadership of regional governments, as well as MPs received kudos for their activism and outreach to help the affected; there was no time to idle. The chairs of Regions Five and Six were singled out for special praise for being on the ground for several hours daily. Some Ministers were also on the ground for several hours each day. Some like Agriculture Minister, Zulfikar Mustapha, Local Government Minister, Nigel Dharamlall, Works Ministers, Juan Edghill and Indar Deodat, the PM, among others, were out daily assessing and responding to infrastructure requests. An assessment is being done to provide some aid.President Ali has been applauded everywhere for his hands-on approach in addressing the dangers of the flood. He was lauded for directing his cabinet and government officials to visit affected areas to take stock of the situation and oversee relief operations. The President was also seen immersing himself in the dangerous flood waters. Respondents told interviewers that they were very pleased that the government, from the onset of the floods in early June, immediately

commenced a massive rescue and relief operation. They express gratitude that the government and some generous individuals and organisations and businesses began providing food and essential items to affected communities.

Hampers were distributed all over the country to affected families although some complain it was not enough for their needs. But overall, they are very grateful for the assistance, especially when compared to government’s response to the 2017 flooding on the coast. The Ali government responded efficiently and speedily in contrast with the then government’s response to the 2017 floods.

Foreign diplomats and even political opponents also praised the Ali government’s response.

Overall, the public has been pleased with government’s effort in addressing the ongoing monthlong flood. In spite of the overwhelming favourable rating of the government’s response to the flood, the public feels more needs to be done to ameliorate ongoing issues. They also feel government should compensate them for damages to property and loss of livestock and crops. The government has agreed to provide some form of assistance to the affected to re-start their lives.

GETTING AN ID CARD IN GUYANA DEAR EDITOR, To get an ID Card in Guyana you have to wait when GECOM has national registration or when there is an election cycle. Is Guyana for real?

Countries in the Caribbean and further afield issue ID Cards on request.

Must a Guyanese, re-migrant, diaspora member wait until such outlandish registration to get a much-needed ID Card?

This is unacceptable in the 21st century, this is total backwardness. This is insanity, absurdity, foolishness to God knows what extent GECOM, and team operates.

Someone needs an ID Card to transact personal duty in Guyana and there is this nonsensical process.

I am calling on GECOM and the team to reconsider how someone could get a much-needed ID Card and also the others who keep sticking their head in the sand.

IVERMECTIN AS CURE FOR COVID-19 DEAR EDITOR, Peeping Tom’s article of June 25, 2021 made mention of the use of Ivermectin as an effective drug to treat COVID19 patients. His statement is undeniable.

This drug has been a proven remedy as reported by numerous articles expounding the efficacy of this treatment by doctors worldwide, including Dr. Zulfikar Bux, Emergency Medicine Specialist, G.P.H.C. In Kamana Burnham RN’s letter of June 18, 2021 in your letters section, much detail was given about Ivermectin and the positive results of the treatments to COVID-19 patients. Sound information is contained in that letter and should be circulated again in your next edition for those who might have missed it.

As an example of the success of Ivermectin, it was reported that Mexico launched a Test and Treat strategy where people went to a testing site and if tested positive for the virus, they were given

a low dose of 12 mg Ivermectin for two days. This resulted in a sharp decline in deaths and hospitalisations across that country. Guyana should consider adopting this same plan due to the daily increases in infected cases and deaths.

In your today’s (June 26, 2021) news, the Minister of Health, Dr. Frank Anthony, is reported as saying there is an increase in the number of deaths and hospitalisations and that “most of the cases of the patients that succumbed while being in the ICU were not vaccinated.”

This obviously is to encourage people to get the “vaccines.”

If the “vaccines” were effective against the virus, then it stands to reason that the people who were vaccinated and died should not have died. Interestingly, since the launch of the vaccine drive, disturbing increases in both infections and deaths from COVID-19 are daily being reported. One wonders!!

Much emphasis is being placed on administering the so-called vaccines, which do not prevent infection from COVID-19.

However, when promoting the “vaccines,” citizens should also be told of the adverse/side effects to enable them to weigh the benefits against the risks before taking the jab. How many are aware of the possible adverse effects? It would also be beneficial to the population to inform them of the importance of maintaining a healthy immune system by supplementing daily with zinc, vitamin C and D, quercetin, magnesium, etc. A strong healthy immune system will reduce the chance of getting the virus and so eliminate the need to vaccinate.

Should one be unfortunate enough to be infected, Ivermectin, which is a proven safe, effective and inexpensive drug for COVID-19, should be the cure.

SINOPHARM VACCINES DEAR EDITOR, I must commend the government for their hard efforts to get COVID vaccines to Guyana even though there is a global shortage.

Last night, I noticed the Ministry of Health gave an indication that a “quantity of Sinopharm vaccine arrived last night” and more details will follow. Yesterday (30 June, 2021), the Ministry of Health said that a “majority of Sinopharm vaccines arrived” and further the vials have to be counted to know how many came. Editor, I find this very strange with a significant cargo like that. More than

likely, that Boeing 737 was chartered from Caribbean Airlines to fly the vaccines into Canada, because the vaccines would have been flown to Canada from China. With all the paperwork that needs to be done and the millions of dollars spent on procuring and transporting this vaccine, it is very strange that the buyer doesn’t know how much vaccines they got. Sec-

ondly, the MoH said that the remainder would come by Saturday; wouldn’t it have been better to get the entire batch of 100,000 doses at the same time? Will we be chartering another B737? The government is doing an excellent job in getting vaccines to Guyana but explanations like these don’t add up.

Once we get Pfizer vaccine it will go to the children-President Ali His Excellency, Dr. Irfaan Ali, promised to allocate all of the US COVID-19 vaccines to children, if the country receives Pfizer-BioNTech.

While speaking to the media yesterday afternoon after the Sod Turning Ceremony for the new Courtyard Marriott Hotel in Timehri, the Head of State said he is optimistic that Guyana would benefit from vaccines from the US. “I can’t say what is coming; I know that we are in discussion at CARICOM with the US. The US has committed to giving vaccines to the Region.”

The President said that although he is unsure about the amount, he is hopeful that it will “be substantial for Guyana.”

“What I can say is that once it is Pfizer, I can tell you this policy now, it will go to the children, starting from 18 and below.”

US SUPPORT In May, US President, Joe Biden, announced that he would share 80M vaccines with the rest of the world.

Last month, he disclosed that of the first 25M tranches of doses to be sent overseas, 7M of those will go to Latin America and the Caribbean.

The White House had stated that the initial 25M doses would be shipped from existing federal stockpiles of Pfizer, Moderna and Johnson and Johnson vaccines.

Man who sat and waited on police after allegedly chopping stepson, placed on bail The man who reportedly sat and waited on the police to arrest him after he allegedly chopped his stepson on Tuesday, made his first court appearance and was placed on $400,000 bail.

The defendant, Delwyn Lewis, of Lot 2 Vryheid’s Lust, East Coast Demerara, appeared before Magistrate, Dylon Bess, in the Georgetown Magistrates’ Courts. He was not required to plead to the indictable charge, which alleges that on June 25, 2021, at Holy Place, Ekereku, Cuyuni River, Region Seven, he wounded Michael Fernandes with the intent to commit murder.

13, 2021.

The court heard that Lewis and his stepson worked together at Ekereku Backdam. On the day in question, about 09:30hrs. Lewis went to a mining camp to speak with Fernandes about his wife.

An argument ensued between the two men during which Fernandes picked up a piece of wood and attempted to hit Lewis.

It was reported that Lewis then picked up a cutlass and dealt his stepson several chops about his body. The man was then rushed to the hospital, while Lewis sat on a chair and waited for the police to arrive to arrest him.

In late 2020, the US Food and Drug Administration (FDA) allowed emergency use of the vaccine from age 16. This year the vaccine was given to children in the US from ages 12 to 15.

CONCERNED Meanwhile, President Ali told reporters that he was extremely concerned about the news of children being infected with severe cases of the virus.

“Every single person that goes into the hospital to me is alarming, especially children.”

He noted that although children are not as affected as

older adults are, many still suffer, especially those with underlying issues.

He said that it will be a plus if the country receives the Pfizer vaccines to protect them all.

“Let us say that we get Pfizer through the US opportunity and we roll out Pfizer for those 18 and below and we can capture the whole cohort, population, for secondary schools that will be very good for us.”

According to the Ministry of Health, of the 20,000 plus COVID-19 cases in Guyana, almost 1,600 have been children under 14 years of age.

A man yesterday received a one-year sentence after he pleaded guilty to having one .32 live ammunition in his possession when he turned up at the Alberttown Police Station.

The defendant, Ansel Lyken, appeared before Senior Magistrate, Leron Daly, in the Georgetown Magistrates’ Courts.

After pleading guilty with explanation, Lyken begged the court for leniency and explained that he is a security guard. He also disclosed that he has two young children to take care of.

According to Lyken, he was at work when he was called and told to report to the Alberttown Police Station. He added that upon his arrival, he was searched by ranks at the station and the ammunition was found.

However, the court learned that the defendant is not a licenced firearm holder. The prosecution’s facts stated that the defendant and his girlfriend had an issue on June 8, 2021, following which, she made a report at the police station. Lyken was contacted and upon his arrival, he was seen acting in a suspicious manner so a search was conducted on him.

Is Guyana's Environmental Protection Agency (EPA) a junkie agency? The EPA should be looking out for Guyana's interests, but is dancing to Exxon's tune.

Every step of the way, the EPA makes a fool of itself by doing cartwheels to please Exxon.

The latest is this total foolishness of extending time to Exxon so that it can do excessive flaring while testing its defective compressor. What is this, a joke? What kind of people do we have over there in the EPA?

The actions of the EPA (as dictated by leading political operators) make the proud VP, Dr. Bharrat Jagdeo, look like a man to be pitied.

We cannot be silent when this EPA time extension embarrasses all Guyana and degrades us further before the international community.

Agri Minister says Govt. working to resolve issues plaguing $11.5B fishing industry

E

arlier this week, the Ministry of Agriculture's Fisheries Department observed National Fisherfolks Day 2021, under the theme “Promoting Social Responsibility to Safeguard Fisheries Resources and Livelihood.” The event, which was hosted at the Bourda Cricket Club, saw fishermen from across the country being recognised for their invaluable contribution to the development of the economy.

In fact, the Fisheries Department presented two awards as part of that day's activities. Best fisherman for 2021 was awarded to Kaheel

Mohammed, while the most improved Cooperative Society was awarded to the Upper Corentyne Fishermen Co-operative Society.

During that event however, some key issues related to the sector were highlighted alongside what the PPP/C Government has accomplished thus far.

A g r i c u l t u r e M i n i s t e r, Zulfikar Mustapha, while delivering remarks was keen to note that the Government has been working to address many of the issues faced by fisherfolks in the industry.

He said, “Over the years, more so over the last 10 months, the Ministry of Agriculture has been working

- as Ministry observes Fisherfolks Day 2021 to resolve many of the issues faced by the fishing industry.

Issues like not having safety nets for fisherfolk in times of need, financing bodies being reluctant to offer insurance coverage to certain classes of vessels, cases where no serious attempts have been made to have fisherfolks registered with the National Insurance Scheme (NIS), among other things are high on our agenda.”

Mustapha said these issues have been discussed while adding that so far, the Government has made a lot of

strides in developing this sector that has become vulnerable as a result of climate change and other global economic factors.

Since taking office, he said Government has undertaken several initiatives to promote safeguarding Guyana's fishing resources.

Some of those interventions he said include, imposing a significant reduction in licencing fees, resuscitating several fishermen cooperatives, associations, and committees, as well as the removal of Value Added Tax (VAT) on fishing gear and equipment.

During his remarks, President of the Guyana Association of Trawler Owners and Seafood Processors (GATOSP), Mr. Ruben Charles, made calls for fisherfolk, more so the artisanal fishermen to be more unified. He also said that the Trawler Association, like other stakeholders in the sector, also faced challenges.

“Having to sometimes deal with artisanal fishermen, I still think one of the problems with the artisanal fisheries is the lack of cooperation. It's not a unified group and unless they become unified, they would continue to have most of the problems they are facing.”

“The Trawlers

Association is faced with low catches and the unavailability of fuel. The Government provided a facility where the trawling industry was getting their fuel directly from thirdparty people overseas. We have not had that agreement renewed since 2019,” Mr. Charles said.

Minister Mustapha alluded to the fact that fisheries and aquaculture play very critical roles in global food security as well as the global recovery process from the COVID-19 crisis. He also said that the ongoing flooding across the country has had a negative impact on the nation's aquaculture farmers while adding, that the COVID-19 pandemic has resulted in market disruptions that severely affected incomes, food availability and affordability, the lives of small-scale fishers and fishing communities.

In 2020, he said the COVID-19 pandemic significantly affected production and earning in the f i s h e r i e s s e c t o r, w i t h production falling by 12% from 2019. “In 2021, the challenges for the fisheries sector continue and are compounded by the impact of climate change. As Guyana continues to experience unprecedented

rainfall and floods, an initial assessment has indicated that over 60 aquaculture farmers which account for approximately 1,000 acres have not been able to harvest their production,” Minister Mustapha said.

During his remarks, Chairman of the Number 66 Village Fishermen's Co-op S o c i e t y, P a m a s h w a r Jainarine, said that unfavourable climatic variations over the last few years in addition to the ongoing global pandemic have made visible the vulnerability of the industry.

“Fishing as we know it, despite the efforts of the stakeholders, the Fisheries Department, the co-ops, and so on, has not been doing as well as we would've liked.

This pandemic has devastated many in the business.

This industry has been one that has felt the full impact. The prices for our catch have been reduced in some cases by over 30% to 40%. Our expenses are going up and the demand for our catch is not there. Most of the major exporters are not buying in the volumes they normally do.

In addition to that, we've had some of the most extreme and harsh weather conditions. Five to six months ago, it was heavy winds and stormy seas affecting the fishermen.

CDEMA Executive Director, some DDSA team members leave Guyana

T

he Caribbean D i s a s t e r Emergency Management Agency Executive Director, Ms. Elizabeth Riley, and several other officials were presented with tokens by the Civil Defence Commission (CDC) on Thursday morning before they departed Guyana from the E u g e n e F. C o r r e i r a International Airport.

CDC Director General, Lieutenant Colonel Kester Craig, was present at the airport to send off the officials, and present them with the small tokens of the CDC's appreciation for the diligent work and contributions that CDEMA has been making to assist Guyana with its flood situation. Colonel Craig awarded Ms. Riley with a plaque, while each of the

other members were also presented with a token. The Director General also congratulated Ms. Riley on officially assuming her role as CDEMA's Executive Director.

Ms. Riley's appointment as the substantive Executive Director took effect on Thursday, following her having acted in the post since May 1, 2020. "l think it's fitting that your first day should start in Guyana," Colonel Craig commented.

Ms. Riley was moved by the Director General's words and the plaque she received to commemorate her confirmation.

"I'm so touched by the gesture from the CDC," she said. Ms. Riley and the other officials were in Guyana due to the Detailed Damage Sector Assessment (DDSA)

on Guyana's flooding, which is being conducted by CDEMA. Members of the DDSA teams have been in Guyana for just over a week now coordinating the mission and conducting fieldwork.

Ms. Riley arrived in Guyana on Wednesday to present the preliminary findings of the DDSA to the P r i m e M i n i s t e r, H o n .

Brigadier (Ret'd) Mark Phillips, and other government Ministers. She also held a meeting with the CARICOM Secretary General, Ambassador Irwin LaRocque.

Following her surveying of the work being done by the CDC in Guyana's flood response, Ms. Riley lauded the CDC's efficiency in all aspects of the flood response and noted how impressed she was.

do not usually read the online editions of the newspapers.

Sometimes, the most interesting stories are to be found offline, in the hard copy of the newspapers and, of all places, in the sections dealing with advertisements.

I like to read the advertisements and so I usually insist on buying a printed copy of the newspapers rather than reverting to the online edition.

A few days ago, I scrolled through the pages of one of the dailies and noticed that the Carnegie School of Home Economics was offering a number of courses, one of which related to the care of the elderly.

It had me thinking of those poor families who have elderly and bed-ridden persons who need special care and attention. However, in many instances the family members cannot do so for two reasons.

One is that they are not trained in treating or attending to the elderly; and the second is, that they often have to work and therefore cannot give the full-time attention needed to their sick elderly family members.

Obtaining professional caregivers is out of the question. This is simply unaffordable even for some rich persons. There are some nurses who work at both public and private hospitals.

They moonlight by taking part time jobs taking care of the elderly who live at home. The cost of part-time nursing care is prohibitive. A

Even a rich family would find paying someone $40,000 a week for an eighthour shift unaffordable since they would need that person for two shifts.

As so many families are forced, to resort to asking persons whom they know but who are untrained in caring for the elderly. Often these persons help out for a small fee or for nothing out of the goodness of their heart, knowing the circumstances of the family.

But they end up doing more harm than good because they really have little knowledge of caring for the elderly and sick.

The government is wasting billions of dollars each year sharing out a $15,000 per child education cash grant. They also share out an annual uniform allowance. There is no means test involved and therefore everyone, poor, not-so-poor, rich and not-sorich benefit. That money could have been used to help provide nursing care for the elderly who are bed-ridden and require nursing care at home.

A poor man cannot afford to pay for nursing care for the elderly. It is simply unaffordable and as such, the

elderly are left to suffer and punish because their relatives cannot afford to pay the fees being demanded for such care.

A poor man cannot afford to have his sick elderly parent or grandparent put in care homes. Entry into those care homes are better suited to those who have relatives overseas who can afford to send the US dollars every month.

The cost can be as high as US$1,000 per month and this does not include medical care which many elderly need.

There are many housewives and nonworking persons within our communities who would be willing to provide elderly care at an affordable fee. But they have to be trained. And it struck me that this is one area, which the government should look closely at.

It may be possible for two approaches to be taken simultaneously. The first one would be for the Ministry of Human Services and Social Security to employ a battery of nurses and train them in care of the elderly.

At the end of their training, instead of placing them at the hospitals and health clinics, these nurses can be assigned to the private homes of those individuals to take care of the elderly who are in most need. This would be of tremendous help for poor families who have elderly persons who need special care.

The second approach would be, to identify persons within communities who are

Are these men hiding?

T

here have been formidable accusations swirling around Drs. Clive Thomas and Rupert Roopnaraine in the media for different reasons. In relation to Thomas, Vishnu Bisram described how he and Ravi Dev intervened to save the sugar industry by securing foreign investments at a time when Thomas was head of t h e i n d u s t r y. B i s r a m concluded that Thomas was not interested in the industry's survival.

Each time Bisram writes on sugar under the aegis of Thomas, Tacuma Ogunseye replies. What is strange about these frequent responses from Ogunseye is that he has no knowledge of the industry, never worked in the industry and has no historical and intellectual connection to the sugar

world in Guyana. For all his decades in politics, Ogunseye never wrote one sentence on sugar.

All of a sudden, he is an expert writing in the newspapers about the industry under Clive Thomas' chairmanship.

How then could Ogunseye know all about those things he is describing in defence of Thomas? The answer is simple.

I believe Thomas is providing him with a defence rather than directly addressing the accusations.

It is my deeply held belief that Ogunseye is ignorant about the sugar industry, knows nothing about it and is therefore being advised to write.

If this is factual then it certainly is a sad indictment of Clive Thomas. Surely, Thomas has so many learned

and decent Guyanese that can explain his role as GuySuCo chairman after 2015. Why of all people, Ogunseye?

It is clear to me that Thomas does not want to touch on his role in sugar after 2015. His party lost power since August 2020 and since then he has written a weekly column in the Stabroek News, without missing even one, and none of those compositions are on sugar.

Why is Ogunseye now the sugar expert and Thomas the silent one? Thomas is afraid of the impending polemical explosions if he defends the closure of the estates. The point is not the closure.

Sugar was in trouble since the WTO replaced GATT. The sugar industry could not have survived if not subsidised. Subsidisation simply meant that Guyana was giving money to those

who buy our sugar because we were producing below cost of production.

What Thomas as GuySuCo head did not do is to display truthfulness to revolutionary academia that he embraced from the late 1960s to 2015 when he came to possess state power. If you are downsizing the sugar industry by letting 5,000 workers go, two directions are the moral directions you have to face.

One is to find employment with the strong possibility of giving the unemployed the lands to enable them to survive. Secondly, pay them what they are legally entitled to. The APNU+AFC did none of this and in keeping with its racial and anti-democratic outlook, the retrenched sought the court's intervention for their financial entitlements and won.

Five-thousand sugar workers meant by extension 28,000 mouths to feed. How can Thomas enter any polemic on his role as GuySuCo boss when he uttered not one word in support of those 28,000 workers? The man that wrote a book on socialism when I

was a UG freshman in 1974 became the sugar boss in Guyana in 2015 and 20,000 persons faced starvation.

Thomas will forever remain silent.

Next is Roopnaraine.

Ravi Dev and Leyland DeCambra are not unknown political activists. Though

Frederick Kissoon DeCambra is not known to Guyanese he was one of the founders of the UK branch of the WPA. Both Dev and DeCambra within the space of two weeks have accused Roopnaraine of deceiving the Guyanese people on the holding of a commission of enquiry into the assassination of Walter Rodney.

Both men have written in the Guyanese newspapers

that Mrs. Rodney requested such a commission and left it to Roopnaraine to shape the logistics. Both men said that after Mrs. Rodney returned to Guyana, Roopnaraine informed the then PPP government that Mrs. Rodney was no longer interested. Dev and DeCambra have made the accusation. Where is the reaction of Roopnaraine?

Surely, Roopnaraine must know that what is facing him are redoubtable curiosities about his role i n t h e W PA , h i s relationship with Walter Rodney and his relationship with the PNC, Robert Corbin and David Granger.

Roopnaraine lives happily in Tranquility Hall in Mahaica in a sprawling estate.

In 2019, he was visited by Caribbean icon, Eric Huntley, where the discussion centered on the Caribbean. Why can't Roopnaraine explain his role in the controversy? One reason is that if he does, he is afraid Mrs. Rodney opens her mouth. He may not survive the embarrassment.

News, it appears that the phenomenon in question was actually a weak form of a tornado known as land spouts or dust tube tornadoes.

The incident occurred in the vicinity of Wales and Patentia, near the Wales Community Centre Ground at 5 pm during heavily overcast conditions.

The land spout is a type of tornado that forms

without a super cell thunderstorm.

Its formation is similar to that of a water spout as it forms as winds swirl at the surface, similar to a dust devil.

The swirling air is pulled upwards as the updraft builds and is stretched and tightened, which causes the rotating winds to increase in speed, similar to the way a figure skater pulls her arms

in close to her body as she spins and the spin becomes faster.

Land spouts do not have intensely powerful winds like a super cell tornado but it can still cause a degree of damage as its winds can reach up to 100 mph.

This became clearly evident to some residents of Wa l e s a n d P a t e n t i a yesterday afternoon after one of these dust tube

tornadoes was seen making its way through the vicinity.

In a second video seen by this publication, Patentia resident, Shabana Arjune, can be seen briefly capturing footage of the phenomenon.

She stated that this is the first time she has ever experienced something like this and that she immediately picked up her children and fled to safety.

Over 1500 children contracted 12,000 doses of Sinopharm COVID-19; four hospitalised vaccines to arrive today

S

ince Guyana recorded its first confirmed novel Coronavirus (COVID-19) case back in March 2020, some 1,567 children were victims of this disease. This is according to the Minister of Health, Dr. Frank Anthony, who made the announcement during his latest daily COVID-19 update.

Dr. Anthony yesterday said, this is a worrying trend in the hospitals, since four children are currently hospitalised with a more severe form of the virus.

Even though he did not disclose the current number of positive cases among children, he lamented that those hospitalised are closely being monitored.

Just recently, the Minister stated that health authorities have seen a spike in COVID19 hospitalization, with some 87 persons being hospitalised daily.

It was revealed during the interview that children as young as one-month are contracting the severe form of the disease.

According the Minister, about 287 children between the ages of one month to four years has contracted the virus.

Of that figure, 148 were reportedly boys while 39 were girls. Some 523 children between the ages of five to nine years tested positive, with 273 of them being boys and 251 being girls.

It was also noted, that children between 10 to 14

years represent the largest grouping of young people that have been infected with the disease. Some 756 tested positive, with 342 being boys and 414 were girls.

Back in May, Kaieteur News had reported that a 17year-old boy had died from the virus, making him one of the country's youngest COVID-19 fatalities.

While reiterating that this is a disturbing trend, the Minister said he is urging parents to ensure their children follow all the COVID-19 guidelines, which is to ensure that they practice good hand hygiene and maintain the six feet physical distancing as to reduce the changes of them contracting the virus.

Man chopped to forearm for colliding with cyclist

icardo Singh, 39, of Tuschen Housing Scheme, East Bank Essequibo, was on Thursday night chopped to his lower forearm after an argument ensued between him and the suspect. The incident occurred at approximately 20:00hrs. in Lalli Dam, Tuschen.

Kaieteur News understands that the victim was riding his bicycle along Lalli Dam Access Road when he collided with the suspect, who was also riding his bicycle along the same street. After an exchange of words, both men dismounted their bicycles. The victim stated that the suspect took a cutlass from his bicycle and chopped him to his lower forearm and then made his escape.

The victim was aided by a citizen who rushed him to the Leonora Cottage Hospital in an unconscious state. He was treated and

referred to the West Demerara Hospital where he was admitted in a stable condition and required emergency surgery.

The suspect remains at large while investigations continue.

esterday, the Ministry of Health (MoH) disclosed that four more persons who tested positive for the novel Coronavirus (COVID-19) disease have died. According to the Ministry, the latest fatalities are that of a 37-year-old woman from Region Four (Demerara-Mahaica); an 81year-old man from Region One (Barima-Waini); and a

61-year-old woman and a 68-year-old man from Region Nine (Upper Takutu-Upper Essequibo). All four persons died over a four-day period (June 28 to July 1) while receiving treatment at a medical facility.

As a result of this, the country's COVID-19 death moved to 477. Meanwhile, in its daily COVID-19 dashboard, the MoH recorded 89 new COVID-19 cases, taking the total number of

confirmed cases to 20,231.

Out of the confirmed cases, 10,357 are women, while 9,874 are men.

The dashboard also shows that 15 patients are in the COVID-19 Intensive Care Unit (ICU), 97 persons are in institutional isolation, 1,448 in home isolation and eight are quarantined institutionally. To date, a total of 18,194 persons have recovered from the virus.

Guyana elected as repertoire of 41st Regular Meeting for IICA's Executive Committee

n Monday, the twelve countries comprising the Executive Committee for the Inter-American Institute for Corporation in Agriculture (IICA), met as part of a twoday consultation to analyse technical, administrative and

financial matters of critical importance to the IICA's member states.

During the meeting, Guyana was elected the repertoire for this year's committee while Paraguay was elected as Chair.

Guyana, therefore, has the

responsibility of presenting the resolutions of the meeting for approval by the Executive Committee.

While delivering remarks on behalf of Guyana, Agriculture Minister, Zulfikar Mustapha, told the

committee, that great emphasis is being placed on the development of the agrifood system in the Caribbean.

The official said, “Guyana has been placing great effort to develop, not only our agri-food system,

but that of the Caribbean.

Our President, Dr. Irfaan Ali, has been elected as the lead spokesperson in the Caribbean to speak on agriculture. He presented a document to CARICOM proposing the development of a Ministerial Taskforce to advance the agri-food system, which was adopted and is now in place and very active. Several meetings were hosted and I think we have been successful in advancing the agri-food system in the Caribbean tremendously over the last three months.”

The Minister added, “Guyana has also successfully held its food systems dialogue which saw the participation of several stakeholders who put forward many meaningful contributions. Those suggestions and comments will be taken into consideration when preparing the regional document that will later be presented to the United Nations. The Taskforce was also able to host the CARICOM Food Safety Summit dialogue. We are hopeful, that Caribbean States will go with one voice to the UN Food Summit. The Director General would've alluded to the fact that we need to have a strong voice and stand as a united front in order to advance the agrifood system in the Caribbean.”

He also told the delegation that although Guyana was able to achieve several successes in the agriculture sector over the last 10 months, the ongoing pandemic and the recent flooding across the country has resulted in some setbacks in the sector.

The subject minister also disclosed that the Ministerial Taskforce is also looking at

mitigating measures to help farmers cope with the impacts of disasters.

“Things like insurance, and how we can approach and properly implement that.

We have to further discuss those measures and come up with ideas that will also impact vulnerable and developing countries and economies in the Caribbean.

The Caribbean is also heavily dependent on imports and as a Taskforce; we've discussed reducing those imports by 25% by 2025. This will require improved infrastructure through budgetary allocation, as well as improved facilities for our farmers,” Minister Mustapha said.

During his presentation on the role of agriculture in transforming the food system in the Americas, Director General of IICA, Dr. Manuel Otero, said that the agri-food system in the Americas is very diverse and that member states share various commonalities.

“When we talk about agri-food systems in the Americas, we need to understand how diverse it really is. There are many different systems, defined by historical conditions, geographic conditions, and so forth. What we have in common is great biological wealth,” Dr. Otero said.

Furthermore, IICA has also pledged its support to both Guyana and Suriname to further assist the countries with their flood-relief efforts.

The twelve countries comprising this year's Executive Committee are Argentina, Bolivia, Ecuador, Guatemala, Guyana, Haiti, Honduras, Mexico, N i c a r a g u a , P a r a g u a y, Suriname, and the United States of America.

The EPA said specifically, the Payara Permit was a major improvement in that it also included provisions for

produced water management, cradle to grave waste management, insurance requirements and reporting mechanisms; which were notably absent from the Liza permits.

In conclusion, the EPA said it wishes to assure the public that it has pursued, and continues to pursue environmental safeguards and deterrent mechanisms to address any prolonged periods of flaring, which may pose risks to the environment, consistent with best practice and international standards.

Food and Agriculture Organisation of the United Nations Resident Representative in Guyana, Dr. Gillian Smith, while delivering remarks said, despite the many challenges faced globally, Guyana's fishing industry was able to secure a substantial amount of revenue in 2020. The official said this year's theme coincides with the commitment and contributions of fisherfolks to enhance livelihoods and consequently reducing hunger and poverty.

Dr. Smith said it also promotes social responsibility to safeguard fish stocks, which take into account; fish habitat loss, pollution and climate change effects.Over the last decade, Dr. Smith was keen to note that fish consumption has grown significantly. However, since the pandemic hit, consumers' earning and spending were restricted by lockdowns along with hotels and restaurants closure resulting in the disruption of the supply chains globally and a reduction in the demand for fish. Despite these issues, the official noted that the Guyana fishing industry secured revenue in excess of $16 billion, while aquaculture generated almost $208 million for 2020.

She also disclosed, that the FAO has designated 2022 as the year of Artisanal or small scale Fisheries and Aquaculture with the aim of continuing in its efforts to engage policymakers, development partners, academia, the private sector, small-scale fisheries, and aquaculture organisations, and the general public, to continue to support the sustainability of the sector and the livelihood of fisherfolks which is essential to everyone. Minister Mustapha also informed those in attendance that his Ministry plans to engage the Ministry of Public Works to reinstate a fuel agreement between the Government and the Association, which would see them once again, being able to purchase fuel from a third-party supplier. He also reminded attendees that it was the PPP/C Government that put that system in place in 2004, adding that, Government will continue to support the Association and the entire sector.

To date, fisheries contribute to 3% of Guyana's agriculture Gross Domestic Product (GDP) and approximately G$11.35 billion to Guyana's exports, which represents about 6% of the total exports.

Bassoo Group hosts sod-turning ceremony for US$20M Marriott Courtyard Hotel

The official sod-turning ceremony for the US$20M Marriott Courtyard Hotel near the Cheddi Jagan International Airport was held yesterday and is expected to be completed in the next 24 months.

The ceremony took place on a 2.5 acre plot of land and was attended by President, Dr. Irfaan Ali; the Bassoo family, namely Jeremy Bassoo, Roy Bassoo and Denise Bassoo; the Ambassador of the United States to Guyana, Sarah-Ann Lynch; Minister of Public Works, Juan Edghill; and other ministers including Minster of Tourism, Oneidge Walrond, and Minister within the Ministry of Housing and Water, Susan Rodrigues.

According to Roy Bassoo, contractor for Cardi-

nal Investment Inc. and Bassoo Building & Civil Engineering, the 140-room hotel is one of eight more to come, along with other internationally recognised names.

Cardinal Investment Inc. is a special purpose company, which was established by the Directors of Bassoo Group to construct the hotel. “We have partnered with Qingjian Group Guyana Limited also known as CNQC, who will lead the construction of this hotel,” stated Bassoo. The company is ranked 292nd in the top 500 Chinese companies and enterprises and is currently constructing the new Pegasus Hotel Suite. He stated that the Bassoo Group is happy with the partnership and is confident that with their combined experience and

The Minister is encouraging all adults to take the COVID-19 vaccine to push Guyana closer to achieving herd immunity.

First data management system launched for Reg. 9 Agriculture Department

he first Data Management System for the Regional Agriculture Depart ment, Region Nine, was launched on June 28, 2021.

This launching was held at the Regional Democratic Council’s (RDC) Boardroom and saw in attendance Dr. Haimwant Persaud, Chief Executive Officer, Latitude Geospatial; Mr. Cymeon Nedd, Finance Manager, Guyana Livestock Development Authority; Bryan Allicock, Regional Chairman, and other special invitees and staff.

The driving force behind this project is

Dr. Darren Halley, Regional Agriculture Coordinator, and it was established by Dr. Persaud, owner of a company that provides Monitoring and Evaluation of GIS projects, develops GIS tools, services databases and more.

With the establishment of this database system, Crop and Livestock Extension staff are now equipped to practice smart Agriculture, using location-based technology to capture data.

Six (6) heavy-duty tablets donated by the RDC, Region Nine, were given to staff in each Sub-district to record data easily.

Man found with ganja, tries to bribe police with $33,000 for pardon A 25-year-old man is now in custody after 88 grams of cannabis was found on his premises during a raid that was carried out by a party of policemen in Wismar, Linden, on Thursday afternoon. It is alleged that the suspect, after arriving at the station, pulled out some money from his pocket and tried to bribe the police officers.

Kaieteur News understands that a search was conducted in the suspect’s bedroom and a black bulky plastic bag was found under his bed. The bag contained 26 transparent Ziploc bags that had leaves, stems and seeds, suspected to be cannabis.

When the suspect was told of the allegation, he responded, “offica is just couple bag

weed.”

He was subsequently arrested and taken to the McKenzie Police Station where the cannabis was weighed and it amounted to 88 grams. During that process, Kaieteur News understands that the man tried to bribe the officers with $33,900 for his release while pleading that he has a four yearold daughter and cannot afford to go to jail.

He was told of the offence of perverting the course of justice, to which he responded, “Sir, is just a chance I want fuh this weed, I gat a four-year-old girl child and I really sorry fuh pass the money.”

The money was then lodged and the suspect was placed into custody. Investigations and charges are still pending.

Man charged for causing best friend’s death during accident Joshua Mentore, a 21-year-old aviation officer, was on Friday slapped with several charges after appearing in court for causing death by dangerous driving. Mentore was taken into custody last Monday after the motorcycle he was riding crashed into a pile of stone on Mandela Avenue and caused the death of his 20-year-old best friend, Kareem Powley.

Last Monday, Mentore was riding a motorcycle bearing number plate CK 7783, and was proceeding north on the western carriageway of Mandela Avenue at a fast rate when the accident occurred. The motorcyclist, according to police, alleged that a black motor car which was proceeding in the same direction (but to his right), swerved left and caused him to lose control. This resulted in the motorcycle running off the road and into a pile of stones, which was on the western parapet of the thoroughfare. Consequently, the motorcyclist and the pillion rider fell onto the roadway. They both sustained injuries about their bodies.

The pillion rider, according to police, was picked up in an unconscious state by Emergency Medical Technicians but succumbed to his injuries while receiving attention. He was pronounced dead at the scene and was taken to the Lyken Funeral Home.

Police revealed that a notice of intended prosecution was served on the motorcyclist, following which; a breathalyser test was conducted and revealed no trace of alcohol in his system. He was still held in custody.

Mentore appeared before Senior Magistrate, Leron Daly, yesterday in the Georgetown Magistrates’ Courts, where he was represented by attorney-at-law, Darren Wade.

Mentore was placed on $150,000 bail with no objection. He was required to lodge his passport and asked to report at Brickdam Police

Mentore was also slapped with several other charges after he appeared before Senior Magistrate, Clive Nurse, in the Georgetown Magistrates’ Courts.

In the traffic court, he was charged $25,000 for being an unlicenced driver, $20,000 for breach of insurance and $10,000 for having an uncertified motor vehicle. He pleaded not guilty to the charges. Mentor is expected to return on July 22 regarding these matters.

The driver of the black motorcar was not charged since his number plate is unknown.

Tokyo 2020: US sprinter Sha’Carri Richardson set to miss Olympic Games after positive cannabis test BBC Sport - US sprinter Sha’Carri Richardson has received a one-month ban after testing positive for marijuana - and is set to miss the Tokyo Olympics.

The 21-year-old won the 100m at the US Olympic trials in Oregon in June and earlier this year ran the sixth-fastest time in history.

But the Texan’s positive test means her qualification result has been expunged.

“Don’t judge me, because I am human, I just happen to run a little faster,” she told NBC’s Today show.

The athlete’s positive test came at the Olympic trials event, where she finished well clear of the field in 10.86secs

The trials came just a week after the death of her biological mother, and Richardson explained she had used cannabis as a way of coping.

“I apologise for the fact that I didn’t even know how to control my emotions or deal with that during that time,” she told the US broadcaster yesterday.

As Richardson was giving her interview, the US AntiDoping Agency (Usada) announced she had accepted the suspension for what it said was “a substance of abuse” rather than for enhancing performance.

“The rules are clear, but this is heartbreaking on many levels,” said Usada chief ex-

ecutive Travis Tygart.

“Hopefully, her acceptance of responsibility and apology will be an important example to us all that we can successfully overcome our regrettable decisions, despite the costly consequences of this one to her.”

The ban runs from the date of her provisional suspension, 28 June.

In theory she could be free to compete at the Olympics as her suspension ends before Tokyo’s track and field programme begins on 30 July.

Jasmine Abrams & Archibald heading to Tokyo Tw o a d d i t i o n a l Guyanese athletes in Jasmine Abrams and Emanuel Archibald are heading to the 2020 Tokyo Olympics that is scheduled to run from Friday July 23 to Sunday August 8th, 2021.

Jasmine, who qualified via the World Rankings route with a total of 1177 points which saw her ranked 86th in the women’s 100m event, will join her sister Aliyah Abrams at the games who qualified for the women’s

400m event since 2019.

Jasmine world ranking would’ve increased after copping bronze in the women’s 100m at the South American Senior Athletics Championships which was held in the last weekend of May this year before blowing away the field in her pet event at Guyana’s National Championships last month with a time of 11.37s.

Meanwhile, Archibald who holds the National and

National Track & Field Stadium (NTFC) records in the Long Jump event has gained his qualification through the Universality route.

Under the universality rule, National Olympic Committees (NOCs) may enter one male athlete and one female athlete, regardless of time, if they have no athletes of that gender meeting the entry standard.

This makes it possible

for every NOC to have a minimum of two representatives in the sports.

These universality spots cannot be used in the combined events, the 10,000 metres, or the 3,000 metre steeplechase.

Archibald had a good season representing the Golden Arrowhead, winning several meets while also defending his National titles in the long jump and 100m.

M o r e s i g n i f i c a n t l y, Archibald, in his first

appearance at the South American Senior Championships this year, copped the silver medal in the heavily subscribed 100m men’s final in Guayquil, Ecuador.

Guyana will be competitive against Guatemala tonight 2021 Concacaf Gold Cup Prelims

uyana’s ‘Golden Jaguars’ will p l a y w h a t ’s anticipated to be a tough match against Guatemala in the final first round preliminary match of the 2021 Concacaf Gold Cup competition this evening form 21:30hrs at the DRV PNK Stadium in Fort Lauderdale, Florida.

It’s the first time ever that Concacaf is doing a Preliminary Round of qualifying for the Gold Cup which has twelve (12) nations are battling for the final three group spots in a tournament that marks the 60th anniversary of the C o n f e d e r a t i o n .

This is Guyana’s second successive appearance at Concacaf’s marquee senior championship having made its debut at the 2019 edition right here in the USA. Nine of the players in the 23-man squad were part of that historic sojourn which also saw Guyana securing its first point in a 1-1 draw with Tr i n i d a d a n d To b a g o .

The Guyanese lost to Concacaf powerhouse USA (0-4) and Panama (2-4) in its other two matches.

The players returning to form the foundation for Guyana as it seeks to cross tonight’s tough hurdle are goalkeeper Akel Clarke, Matthew Briggs now the new Captain, Terrence Vancooten, Kevin Layne, D a n i e l Wi l s o n ( Vi c e Captain), Stephen DukeMcKenna, Emery We l s h m a n , S h e l d o n Holder and Keanu MarshB r o w n .

Unlike 2019, this year’s tournament has been o rg a n i z e d a r o u n d t h e ongoing covid-19 world pandemic which has put paid to many teams being able to prepare the way they would have liked given the challenges being posed by covid-19.

The Guyana Football Federation (GFF) was able to organise two warm-up matches for this team ahead of this crucial match tonight.

Against the Miami Dade FC side, the ‘Golden Jaguars’ prevailed 3-1, whilst against Bermuda, the Guyanese won by the lone goal of that encounter.

This evening’s opponent

is one of the toughest within Concacaf and Guyana would be aiming to record its first win against the Central Americans in what would be the fifth time these two nations are meeting.

A t y e s t e r d a y ’s p r e s s conference held virtually by Concacaf, Head Coach Márcio Máximo and Captain Briggs acknowledged that their opponent would be tough but that they will giving it their best shot and hopefully come out victors. ”We are very happy to be here, our main idea is to put a competitive game.

We know that Guatemala is powerful in the region, I think that it is a great experience for us; they are favourite for the game but we go to the pitch to put on a competitive game.”

A victory this evening and eventual qualification to the group stages of the Concacaf Gold Cup for the second consecutive time would be a great achievement Máximo shared whilst reiterating that his team would be competitive and focused on the task at hand tonight.

Briggs stated that the team has a good mix and balance of seasoned players and youngsters and he is very impressed with what he has seen.”They are not afraid to play which gives us the senior players’ confidence in the whole group as a c o l l e c t i v e . ” Meanwhile, this 2021 edition is the 16th Gold Cup and will take place across 11 stadiums in eight metropolitan areas, including four new Gold Cup venues in the DRV PNK Stadium (CF Inter Miami), Exploria Stadium (Orlando City SC and Orlando Pride), Q2 Stadium (Austin FC) and the venue for the Gold Cup Final, Las Vegas’ state-ofthe-art Allegiant Stadium.

Jamaica names 61-member track and field team for Tokyo Olympics SportsMax - Shelly-Ann Fraser-Pryce leads a strong 61-member Jamaica team headed to the Olympic Games this summer.

The Pocket Rocket leads a strong female contingent that includes 2016 Olympic sprint double champion Elaine Thompson-Herah as

well as ‘surprise’ elite sprinter Shericka Jackson.

In-form Stephenie-Ann McPherson and rising talent Candice McLeod are also included as well as rising sprint hurdlers Megan Ta p p e r a n d B r i t a n y Anderson.

Briana Williams, the

2018 World U20 sprint double champion makes her first Olympic team as a reserve for the 100m and a member of the 4x100m relay squad.

By Franklin Wilson in Fort Lauderdale, compliments of the GFF With Guyana’s ‘Golden Jaguars’ set to take on Guatemala in a must win game tonight at the DRV PNK Stadium, Fort Lauderdale, Florida, the duo of 21 year-old Bevan Baker and 19 year-old Hudson Hazlewood who were added to the 23-man squad are both elated and have stated that it’s an honour represent the nation.

Mere hours after being told that they were included after they have been training with the squad in Guyana and now here in Florida, the duo expressed delight.

B a k e r, w h o r e c e n t l y graduated from Johnson North Miami, Florida with a Bachelor’s Degree in Sports Management, emulates his elder brother, Brion, who also represented the ‘Golden Jaguars’, shared that he would have been playing the game since he was three y e a r s - o l d .

The wing back, who also plays center midfield, noted

He shares his thoughts on being selected: “It’s nothing short of a dream come true, it’s very inspiring to play with these top level players and to represent this beautiful, Guyana.

I am lost for words; I have dreamt about this since I was 10 years-old and now it’s a realisation of that dream. I just want to go out there with the minutes that I’ll get and represent Guyana like I know I can.”

Like Bevan, 20 year-old Hudson Hazlewood, who comes from a football family has now emulated his dad, Dr. Dexter Hazlewood (former player) and sister, Cameo Hazlewood (Lady Jags). Both Baker and Hazlewood would have invested in coming back to Guyana to train with the local squad at Providence and now here in Florida.

Junior who is studying Neuro Science at Washington University in St Louis, believes that his inclusion in the squad is the culmination of hard work and a lot of support from the people around him. ”I’ve been playing this game all my life and it’s an honour to be able to represent Guyana where my family’s from. I know they are all proud and happy to see that I can represent them.

I want to thank my family for supporting me, my coaches, my club and my s c h o o l . ” Hudson also informed that his sister, who is four years his senior, would have been a great supporter and has been challenging him his entire life, “Soccer is a huge part of our family, we grew up training together, challenging each other, so shout out to her for driving me to be the player that I am today,” Hudson stated.

Both Bevan and Hudson would have represented Guyana at the Under-20 level.

The pro active and vibrant cricket board on Thursday last hosted the tribute programme at its Charlotte Street, New Amsterdam head office with the support of DeSinco Trading and the Rose Hall Town Youth and Sports Club, MS. Foster reminded the attentive gathering that in F e b r u a r y, 2 0 1 8 , h i s administration had committed itself to making every stakeholder in Berbice Cricket at home in the system and to make sure that every hero is recongised and honoured. He noted that the BCB has always enjoyed a close and very productive relationship with the Umpires Association. The success of Berbice cricket, the BCB President stated would not have been possible without the support of the umpires and he urged them to maintain their high level of commitment and professionalism.

Foster, who is also a Vice President of the Guyana Cricket Board and Director of Cricket West Indies,

by BCB Asst Secretary/CEO Ammer Rahaman. announced that the board would continue to invest heavily to improve the standard of umpiring and committed to providing tshirts and caps for the umpires before the restart of the cricket season.

The BCB President also announced that the 2021 season would most likely restart in September after the end of the current rainy season but he warned that the board would do so under some very strict guidelines.

Noting that the health and safety of players and officials shall be the main c o n c e r n o f h i s administration, Foster urged the umpires to make sure that they are fully vaccinated as no one who is not, would not be allowed to play in cricket tournaments organised by the BCB. He also announced that several major developmental programmes would be done over the next three months including the distribution of millions of dollars worth of cricket gears, the publication of a coaching manual, induction into the Hall of Fame, distribution of cycles and educational materials under the Basil Butcher Trust Fund, hosting of mini academies and social skills

for junior cricketers.

The BCB for 2021 has shared out millions of dollars worth of cricket gears, uniforms, cycles, school bags, catching cribs, stumps, cricket balls, grass cutters, scorebooks, trophies, medals and covid 19 protective items to clubs and cricketers across the county.

Veteran umpire Lennox Outar, speaking on behalf of his colleagues, stated that it felt very special to be recongised and honored by the BCB. Berbice umpires, he noted are very happy at the current administration of Berbice cricket and hailed the leadership of Foster which has resulted in everyone not only feeling comfortable but their concerns are listened to. He committed his colleagues to working along with Foster and expressed the hope that he would consider running again for a third term in office at the next BCB Annual General Meeting.

Each of the umpires received a Desinco Trading hamper, a t-shirt, a food hamper and a medal of excellence. The BCB would like to express gratitude to the Management of DeSinco, especially Ms Sarah Savory for their support of Berbice cricket.
