Suspected burglar Teenager claims parents strangled in Bartica house are prostituting her The location where the suspected burglar was strangled.

The police are investigating the death of 23year old Ryan Ramkarran called ‘Budhram’, 23, years of Fourth Avenue, Bartica, which occurred about 23:20 hours on Sunday at Second Avenue, Bartica.

Ramkarran was strangled by another man after he was confronted while reportedly trying to burglarize the apartment of a Brazilian woman, above a Brazilianowned restaurant and beer garden.

But Ramkarran’s mother, Ophelia Persaud, told this newspaper that she heard a totally different version of what transpired resulting in the death of her son.

She said that from what she learnt, her son’s death has its genesis in him being involved in a relationship with a Brazilian woman.

Persaud related that her son went to a party in Bartica on Sunday night after which he went to the Brazilian club with the woman.

She said that his attacker, who is a friend of the woman, saw him there with her and physically attacked him.

The woman said that her son retaliated by stabbing the man but was eventually overpowered and killed.

“People don’t want to talk the truth. Everybody know my son and this woman deh,” Persaud told this newspaper.

She said that the money that her son had on him was missing.

“Me ain’t saying that my

son ain’t bad but he ain’t went pon dat,” Persaud declared.

The man who was responsible for his death, Cary Bhojedat, is currently at the Bartica Hospital nursing stab wounds he sustained during the confrontation.

A police press statement said that initial investigations have revealed that while making checks after hearing a noise in his home, Bhojedat confronted Ramkarran, who was found in the house.

The ensuing battle resulted in Bhojedat receiving several stab wounds while Ramkarran was strangled.

The police said that a toque mask with two eyeholes and two cell phones that are suspected to have been stolen, were found on the body of Ramkarran, which is at the Bartica Hospital mortuary awaiting a post mortem.

According to an eyewitness’s account, several patrons were at the club imbibing and listening to music when at around 10:30pm some of the patrons heard unusual sounds emanating from the apartment overhead, where the proprietor of the business, 33year old Nubia Maria Labre Cardoso resides.

The woman contacted Bhojedat, an employee of the Guyana Forestry Commission, and asked him to check the upper flat of the location to see what was happening.

When Bhojedat ventured upstairs he detected that the sounds were indeed coming from the main bedroom of the upper flat.

He then pushed open the bedroom door and saw Ramkarran rummaging through a wardrobe, while the room was in disarray.

According to the source, Ramkarran upon seeing Bhojedat, attacked him with a nine-inch wire that had it points sharpened like an icepick, and commenced stabbing Bhojedat about his body.

But although Bhojedat was stabbed in the back, ribs, left arm, face and left side chest, he still used one of his arms to restrain Ramkarran by the neck.

The scuffle between the two reportedly lasted several minutes, after which Ramkarran’s body was left lifeless on the bed.

The Bartica Police were then summoned to the scene where an undisclosed sum of cash was found in Ramkarran’s pants pockets along with the Brazilian woman’s Cellular phone.

Police have confirmed that Bhojedat whose condition is listed as stable is being guarded by the police in hospital as they continue their investigation.

Yesterday, several Barticians were heard discussing that Boodram was suspected to have been involved in a number of criminal activities.

A terrified 16-year-old girl of Corentyne, Berbice, is pleading with the Ministry of Human Services and relevant authorities to rescue her from being prostituted by her parents.

“The boy does drunk me daddy and give me mother money, and dem does allow the man to spend time with me in dem own house,” the teen revealed in a telephone recorded interview with Kaieteur News.

Adding that her parents are very poor which contributes to the constant abuse, the teen says that whatever her mother asks of the male visitor it is given, which allows the cycle to continue as often as needed.

Noting that the male visitor is a “DJ” the teen added that on many occasions when she contacts

the No.51 Police Station Corentyne, Berbice the police are reluctant to apprehend the man since he is well known and “would normally give them money.”

“This man marry two times, not one, and I hate this, but he gets to do what he wants…I am tired talking. My mom doesn’t listen. She is blinded by money and things.

I am very concerned because I have a 14-year-old sister, and me nah want she do the same thing like me,” the teen lamented.

Underscoring that she contacted the Ministry of Human Services and was promised to be assisted, the teen said she is depressed with her situation since it appears as if no one in authority is willing to listen to her plight and intervene to help. “If nobody na help meh,

I gon commit suicide,” the teen said. “When I contact the police and tell them this thing has been going on since I was 15-years-old, the police ask me why I only reporting it now, but my mommy locking me up in the house and I don’t ever get to go anywhere. I am barely stealing a call because they are not home right now.”

Adding that relatives are aware of the circumstances and would confront her mother, the teen said that her mother would become abusive and dismiss relatives who show interest in her safety.

“If he married and na got time with he wife, if dem allow he to marry me what he gon do to me,” the teen questioned.

Several calls to the Ministry of Human Services went unanswered.

‘Septic tank bandit’ among Mazaruni escapees Mazaruni Prison inmates Carlton Sampson and Sean Hopkinson continued to avoid a police dragnet following their brazen escape on Monday from the penitentiary.

Police sources said that they have received no reports of anyone having spotted the fugitives.

Both men were incarcerated on armed robbery charges at the time of their escape.

Hopkinson, 29, of Blue Berry Hill, Wismar, is the socalled ‘Linden septic tank bandit’ who robbed three Banks DIH salesmen at gunpoint in 2010.

He fled after the robbery but was found hiding in a septic tank. He was serving concurrent three-year sentences for robbery under arms, unlawful possession of

firearm and unlawful possession of ammunition.

Carlton Sampson, 30, is said to be from Craig, East Bank Demerara. A police release also gave his address as Crane Old Road, West Coast Demerara.

In September, 2009, he escaped from the Golden Grove Police Station after assaulting a police constable.

At the time, he was a suspect in several armed robberies that were committed on the East Bank of Demerara.

A few days later, Sampson was shot in the left hip by police after being cornered in an abandoned house at Kaneville, East Bank Demerara. He was serving sentences for robbery under arms and escape from lawful custody.

Hopkinson and Sampson escaped from the Mazaruni

Prison on Monday after scaling the walls of the penitentiary.

Kaieteur News understands that prisoners were on recreation, playing a game of cricket and when a head count was made at around 13:00 hrs, prison warders realized that the two were missing.

Police ranks from Bartica and prison officers were said to have travelled to the Karrau in search of the fugitives.

Whither goest Caricom?

Yesterday marked another Caricom Day, an event observed on the first Monday of every July. This day was identified at one of the summits, long after the regional body came into effect. It was intended to draw even more attention to this group of fifteen small nations, the largest with a population of a medium sized city in the metropolis.

Caricom is older than the European Union but it cannot measure its successes alongside those of the Union. Some may argue that it is a case of there being fewer people and even less resources. Others may argue that the level of skills is not adequate to take the regional grouping to the heights necessary for it to become a global power house.

Caricom was the brainchild of four men who had a dream to make the region one solid base rooted in history, culture and language. They had seen each tiny Caribbean speck on the globe hoist its flag and set about fashioning an economy that would see its people lead lives befitting anyone.

But there are some inhibiting factors. For example, Trinidad with its oil wealth was in a position to buy its needs; Guyana with its arable lands and its huge agriculture potential was in a position to provide the food needs of every country in the Caribbean; Jamaica and Trinidad with their resources to produce cement were able to drive the housing programme of every country in the region.

The four founding fathers recognizing the ability of each of the so-called Big Four countries opted to pool their resources so that their individual development would be assured. The group was not always Caricom. That name came later but after there were attempts at cultural fusion through a programme known as Carifesta. It was not surprising that Guyana hosted the first Carifesta with such panache that this event is not allowed to fade into the woodworks. The weakness in the regional group seems to be a commitment on the part of the leaders. They had all agreed that there would be the free movement of skills and indeed to some extent there is. They had all agreed that goods produced in the region would be exempt from taxes once exported to a sister country.

But some things are easier said than done. There was supposed to be a move to a common currency. The European Union has a common currency although Britain holds on to its Pound Sterling. Caricom still has the diverse currencies because the various countries have their own problems.

Guyana has the lowest currency when measured against the United States dollar of the Pound Sterling.

Some politicians say that the move toward a common currency is influenced by the debt of each country. Many have loan repayment schedules that are having a serious effect on their economic status.

To their credit the regional leaders have done a lot to ensure that the regional grouping not only survives but prospers. They recognized the need for a court to deal with their issues. Guyana was the first country to make the regional court its final court of appeal, subverting its own court of appeal which had led to the severing of ties with the Privy Council.

However, there are still countries within the grouping that send their cases to the Privy Council although the British court is often at variance with the regional laws. For example, hanging is still on the statutes of many countries in Caricom.

The level of crimes makes that a necessity but the Privy Council abhors the death penalty.

What this says is that although the countries of Caricom want to determine their own way forward some of their peoples still do not want to take that step. It suggests a distrust of their lawmakers. Small wonder then, that many of the people within Caricom see the summit as a talk shop because decisions are not enforced.

These issues apart, Caricom is necessary in the scheme of things. Each of the member countries now knows that it has a larger voice when it speaks within Caricom. It gains more than if it was bargaining on its own.

Since Caricom is so necessary why then has it not taken off in the manner its founding fathers anticipated?

Your best was not good enough, Mr. Mahadeo DEAR EDITOR, I look on with amazement at the level of satisfaction which the outgoing Guyana Telephone & Telegraph Company (GT&T) Chief Executive Officer (CEO), Yog Mahadeo, has exhibited while reflecting on his tenure in office. He seems quite pleased and highly proud of the so-called achievements of the telephone company over the years.

These ‘achievements’ include (and I quote from the Kaieteur News’ Sunday Special): “Ten/10, FastBall, Jingle & Song Bollywood competition, ColorFest, Gospel Concert, Cinderella, National Spelling Bee, Berbice Rebellion, Feel the beat, Text, Talk, Topup, Dollar talk, Gameshow, Dora, Text-me, Wrestling, Easterfest, Beres Hammond, Donnie McClurkin, Shilpa Shetty, Night of Love, Magical Night of Christmas, Know-yourStuff competition, Switch-itup.

There were also Diwali on the streets, Quaseeda competition and a whole lot more. Our presence at previous Building Exposition, GuyExpo, BikersFest, Motor racing and other such events were imaginative and extraordinary.”

Nice, indeed, Mr. Mahadeo. You make everyone believe GT&T is a company that has become an entertaining entity entertaining the nation, holding grand chutney and other entertainment shows—

yes— GT&T has succeeded highly in that arena. We all enjoyed the grand shows and concerts; that GT&T is very good at. Service? Internet rates and quality? Did I say service? GT&T sucks at all of that, big time!

You did not do your best, Mr. Mahadeo, at giving Guyanese the best telephone and internet services.

Therefore, I highly disagree with your display of high selfesteem at this time, because I believe you could have done much better if you had steered the company in the direction of providing better grassroots services in its telecommunication delivery, not hosting and promoting grand concerns and chutney shows and entertainment.

At the end of it all, the persons who attend those shows and concerts go home and want to see they are having the quality of internet service they are paying for and better landline services.

“I have literally taken GT&T to every door” (a comment from the CEO in last Sunday’s KN) What???....No you have not, Mr. Mahadeo.

More than two years after the launch of the much- touted ‘E- magine’ Broadband service to Georgetown (which is really Guyana in every way since Georgetown has everything first), Berbicians are still waiting for this service.

A large portion of this country is still without proper broadband internet service.

This service lags behind what

the rest of the world provides, and is nothing compared to what our U.S., Canadian and worldwide counterparts are paying for and experiencing.

GT&T’s internet service is nothing short of disgraceful, you have to wait hours for videos to download; wait minutes to upload one photo on Facebook or in an e-mail, or endure hours staring at your computer screen, wasting time waiting for a photo album of a momentous event to upload in your email to share with family and friends also on Facebook, etc.

Excuses, excuses have been the order of the day for GT&T. Vandalism of their cables and their network are the excuses for the poor service and responses to landline fault- reporting. I hope with new leadership we can see an improvement in these areas. It shows how much we need competition for GT&T to provide better broadband internet services for Guyanese.

And guess what? Emagine, I hear, isn’t all that it is being touted to be. Persons in New Amsterdam, etc., who are receiving E- magine, are not getting anywhere near the 1MB speed that they are paying $9,980 for. They are getting less than half sometimes, if they are lucky. I hear, too, that Georgetown gets the best E- magine service. Oh, GT&T, stop fooling yourselves and Berbicians. Your service is terrible and not up to par with any telecommunication

company in the Caribbean or in the world. Your ‘F’ Grade you received during my recent online speed test of the internet speed I am receiving just goes to show how ineffective the world views GT&T - even the internet gives GT&T a fat ‘F’ Grade.

This is how ineffective, poor, and antiquated GT&T’s service is. It took me more than one hour just to purchase a new SIM card last Friday from GT&T’s New Amsterdam office. SIMs, for some sick reason, are not sold by nationwide vendors anymore, which I think is stupid and crazy. I turned up at GT&T’s N/A office at around 14:45 hrs and did not get the transaction completed until after one hour!

They did not have the service to photocopy my ID card as the “equipment broke down” according to the attendant.

I had to leave the office and go to another part of the town to photocopy the ID card and then return to GT&T office; that’s how poor and inefficient their services are.

There were only two attendants working, even though the place was crowded, and one attendant had to visit the washroom every five minutes. How unprofessional!

And guess what? Staring at you on the wall is a notice: “We at GT&T take pride in the services we offer”. I felt like tearing that misleading notice down.

Minister Rohee’s comments are very revealing DEAR EDITOR, I refer to Minister Rohee’s letter captioned; ‘If ever there are tensions in our society it is because of political opposition fuelled by sections of the media and rarely the government” (SN 06/29/2012).

In his letter the Minister has made some very worrying statements tantamount to threats, and so I wish to seek clarification from the Minister on his comments. In the very first paragraph, in making reference to my ability to travel outside of Guyana he states; “Our constitution does not prevent anyone from leaving Guyana unless you are blacklisted, thus preventing you from doing so by the competent legal authorities here in Guyana. So Mr. Hinds and Ms Nestor are in possession of their ‘get out of jail cards’ on these two

counts.”

After reading this quote, I am compelled to ask the Minister what exactly he means by using the phrase ‘get out of jail’. Is this comment intended as a threat which you hope to carry out, but for me having some ‘get out of jail card’ or has the Home Affairs Minister relegated Guyana to a mere jail and thinks that I am fortunate to be able to escape this unthinkable jail because I have the ‘get out of jail’ card to which he referred?

It would be helpful if the Minister would explain to the Guyanese people what exactly he means. This is another example of suspicious language being used by those in authority, and which I pointed out has the potential to cause unnecessary fear and panic in the nation.

In my June 25th letter, I particularly called out Minister Rohee for making the same kinds of suspicious statements, when he alluded to some ‘delicate period of national security’ in which he claimed Guyana currently rests. Mr. Rohee went on in his usual ramblings to claim that my writings are politically extremism; this is where I have the greatest concern, because it is clear that the man in-charge of the nation’s security cannot distinguish between two very distinct rationales.

If to highlight and illustrate the ills of badgovernance in Guyana and to call on government officials to refuse to make statements capable of heightening fear and tension in Guyana are deemed extremist, I can understand why the charge of treason has become so

popular in the land.

I wish to ask the Commissioner of Police (ag.)

Mr. Leroy Brumell to keep this letter on file, I will also like to ask both the parliamentary opposition parties to do the same. I invite the leader of the PNCR and the Opposition Leader to take Mr. Rohee’s comments seriously, as it appears to be a bold and barefaced threat against me, I am not sure in which other country, which claims to be democratic, can a government Minister freely make such bold and highly suspicious comments.

It is clear that the Minister, in his letter, tried to divert from the real issue and thus attempt to seek refuge in that old PPP trick which is; when you can’t deal with the issue make a false emotional appeal and resort to character Continued on page 5

Ralph - My Friend DEAR EDITOR, Loyalty to a cause and loyalty to a party are not necessarily synonymous. To be true to a cause requires being true to oneself. Loyalty to a party requires political discipline; again, not to be confused with the morality of right or wrong.

Ralph Ramkarran served at the altar of party discipline and today, warrior though he is, has fallen the way all party loyalists inevitably do, when a conflict of conscience forces them to decide for the “good or evil side.”

I regard Ralph as my friend and political colleague. A gentleman, who deliberative by nature, abhorred the nasty, brutish cuss-down culture that he was forced to dwell amongst.

He was always trying to refine and redirect to loftier heights those with whom he

was not politically attuned. If he was a Marxist, he dwelt amongst Stalinists. His was a mission impossible and for this he suffered much. He was threatened, cussed out, shunned and openly disrespected by many of his comrades when he tried to be objective in his judgments.

As Speaker, he performed his duties with competence and fairness, to reach for excellence would have brought him into a realm for which the environment would not have supported him. The challenge before him then was one of choices. It is here he failed.

I empathize with him as I know of his pride from early youth in witnessing the birth and growth of his beloved party. I share his dream for an independent and prosperous Guyana and I feel his pain as he became an unwilling

participant to the plummeting fortunes and descent into corruption of his party and government.

For the past twenty years he fought to reverse this betrayal of the ideals for which he and the founders of his party fought.

That he did not know when to walk away will forever be an indictment on his judgment, but I salute his courage in finally doing the right thing.

The tragedy for him is that when he reflects he will realize that had he spoken out a long time ago, he would have enlisted the support of all right-thinking Guyanese and today his party would have redeemed itself.

For them it may be too late, for him it is a new beginning, again choices are to be made.

Everything outside constitutes a landscape

DEAR EDITOR, Inhabitants of big cities in the throes of urban development are faced with the urgent need to reconcile with nature by replacing greenery in open spaces between edifices, thereby recomposing their landscape.

Here is where landscaping distinguishes itself as an indispensable and fundamental factor that affects the food we eat, the air we breathe, and our quality of life.

Landscape gardening is not merely about the variations of gardens and plants, the organized or disorganized placement of ornamental, medicinal or edible plants. Much more than this, it is the strongly artistic technique that brings visual pleasure and transforms a haphazard

From page 4 assassination. So the Minister, after lamenting how I do not live in Guyana, went on to say that I pay no taxes and made no contribution to society, and thus concludes that I have no right to speak on matters pertinent to the people of Guyana.

He stated; “There must be something morally wrong about this.” After reading this bile, I recognize that Rohee thinks that a person, whom he believes is not resident in Guyana, has no right to express a view on things in Guyana, particularly if you write to expose the shortcomings of the government.

I wonder if it is also immoral for Harry Gill and all the other PPP/C letter writers, who reside out of Guyana to comment on things related to Guyana? Many persons might want to claim that this might be one of the ‘goat nah bite meh’ moments of Clement Rohee.

Why call on Guyanese abroad to come home and invest when there appears to be grave intolerance for the views of these very people?

What is wrong with the PPP/ C government?

Can Guyanese in the Diaspora take these people seriously?

My information is that during the PNC government the PPP organized their supporters who reside outside of Guyana to write and lobby widely to garner support for their political assault against the PNC government. It appeared that it was the morally correct thing to do then, but now it is outlawed. Maybe the saying that dictators don’t tolerate

dissenters is apt here.

With regard to the contributions I’ve made, and am continuing to make, I would only ask the good Minister to do some research, but would go on to ask him what has he done as Minister of Home Affairs to ensure that Guyanese have a safer society? Do we now have a comprehensive crimefighting strategy, Mr. Rohee?

I would think that the continued absence of such a strategy will constitute the kind of ‘delicate period of national security’ you speak of, a responsible Minister and government that understand the plight of the people and own up to their responsibility.

Mr. Rohee, in providing an answer as to what constitutes his ‘delicate period of national security’, claimed that comments made by a number of persons, whom he identified, represent that national security crisis he speaks of. What a joke!

The Minister also stated; “If ever there are tensions in our society it is because of the political opposition fuelled by sections of the media, and rarely the government”. In this line, Rohee, while blaming the media and the opposition for all the tensions in society, did admit that there are instances where his government does the same.

I appreciate this confession, not sure if it was knowingly offered or if it was as a result of that irrepressible ‘goat nah bite me’ syndrome.

I must point out that, just like Rohee labels comments of others threats t o s e c u r i t y, h i s o w n

‘delicate national security period’ comment might be an example of one of those ‘rare moments’ when the PPP/C government fuels that tension.

Mr. Rohee stated that my writing is obstructing Guyanese from carrying on with their daily lives and lamented, “Left to themselves the working people of Guyana would carry on with their daily lives…” This clarifies the point I often make, that is that the government seems to have no regard for the plight of the working class, and the intelligence of the masses.

The Minister of Home Affairs is telling the world that Guyanese couldn’t care less about the fact that teenagers are killing each other senselessly; that domestic violence and murder happen with an alarming frequency; that corruption thrives in government agencies; that a depressed community like Linden is forced to pay a hike in the cost of electricity; that the government appoints the Minister of Finance’s wife to account for the finances of the public entities that her husband manages; that

VAT is still 16%; that the police force is not adequately equipped; that NICIL money is still not deposited in the Consolidated Fund; that pure water supply is yet to be realized, etc.

How can the Minister think that Guyanese are not interested in these things?

I recall that in the height of massacres and brutal killings, and heightened criminal activities in Guyana, Minister Rohee made the same kinds of dismissive outburst when he made comments to the effect that Guyanese couldn’t care less about what is happening around them as they are looking forward to their barrels and remittances coming, from yes, overseas.

On that occasion I had reason to call out Rohee for, again, his unfortunate and insensitive comments. Now, years later, he’s still making these scathing and I dare say disrespectful comments that might very well amount to obstructionist behaviour. I am forced to conclude that this attitude pervades the thinking of the government, and this is sad!

One would hardly want to place a kitchen garden or mini farm near a school with a children’s play field.

Ornamental plants and bright colours would more easily blend with that landscape.

Landscaping is Everything Outdoors, whether in a residential, institutional or industrial environment. It includes any material that defines or delineates space - earth, plants, wood, cement blocks, clay bricks, bitumen or concrete.

The benefits of green areas abound in any community or environment.

The effects contribute to the equilibrium of the eco-system, and result in the improvement of the quality of air, of natural control of atmospheric temperatures, of maintenance of rainfall patterns, of pleasant visual repose, and the decrease of urban din.

Landscapers, amateur or professional, must take every facility, asset and condition into consideration before embarking on any landscaping project. Too often, gardens are created to become true landscaping aberrations, transgressing common

sense which, as a consequence, are doomed to disappear in short time.

The principal cause of this is the ignorant use of plant species whose characteristics of development disagree with climate, soil conditions and light availability, among other things.

The result is a poorly developed landscape prone to the attack of pests, diseases, unaccustomed climate and other ills. In other instances, large-sized plants inadequately allocated, stifle and eliminate smaller ones. The practice of landscaping by persons not au fait with correct handling of greenery ends with defeat of the main purpose and wanton waste.

It is necessary to understand that landscaping is the means by which the human being could reestablish part of nature’s broken equilibrium.

PPP apologises to Ramkarran - seeks to reconcile The ruling People’s Progressive Party (PPP) is still pinning hopes on the return of Ralph Ramkarran, saying it intends to engage him “in further discussions with a view of reconciling the matter.”

Ramkarran on Saturday, last, resigned from the party which he served for 50 years.

He was counted as one of the last remaining longstanding stalwarts who dared to speak his mind on national issues, even though his views did not find favour with party elites at Freedom House.

Ramkarran tendered his one-line resignation after what the PPP described as a heated discussion at the Executive Committee Meeting on Friday.

The Party’s Executive said it hopes Ramkarran will reconsider his action “as there is no fundamental disagreement on any policy issue.”

The PPP related that Ramkarran felt insulted by the remarks of another member and left the meeting before it concluded.

“The offending remark was withdrawn by the member and an apology was also offered,” The PPP stated.

The discussion at the time is believed to have centered

on Ramkarran’s recent article in the party newspaper, Mirror, in which he stated that corruption was pervasive.

According to Ramkarran, a lawyer by profession, at a meeting of the party’s Executive Committee on Friday, there were concerns over the articles of corruption he has written. “…disquiet was expressed about the confidentiality of discussions in my presence having regard to my recent article on corruption.”

“However, difficult it might be to link the two issues, the intensity of the discussions were such that further participation in the activities of the PPP would be a challenge,” Ramkarran stated.

The party stated that fiery debates are not unusual in the Party, but “unfortunately this one led to a resignation.”

“The Party wishes to state that Cde Ramkarran is a long standing and highly respected member. He has made very valuable contributions to the Party and the country as a whole,” the PPP stated.

Ramkarran and his family have been around for decades in the party’s hierarchy.

Ralph Ramkarran He has been with the PPP since 1962, becoming a Central Committee member in 1974 and a member of the Central Executive in 1975. He had left Guyana in 1972 to pursue further studies overseas.

His father, Boysie Ramkarran, was a founder member of the PPP, having been a member of the Public Affairs Committee, the forerunner of the PPP. Ralph Ramkarran served two terms as Speaker of the National Assembly, taking over from Martin Zephyr, who was elected Speaker when Derek Jagan died.

Ramkarran was one of two persons in the upper level of the party who never worked with government.

Mahdia police seize student’s laptop Police at the Mahdia Police Station have confiscated a laptop belonging to a fifth form student of the Mahdia Secondary school. This is according to Richard Sinclair, Headmaster of the Secondary school.

Sinclair noted that he is also a member of the community policing group and as such, he wants to highlight what he calls “police oppression of young boys in the community.”

He explained that there is more than one case whereby teenage boys are being groundlessly targeted by the police.

Sinclair said that the incident occurred Sunday night while three of his students, Trevor George, Denzel Haywood and Michnar George, were on their way home from a study group. The Headteacher stated that the boys were apprehended by the police during a routine search.

Sinclair explained that during the search the police found a laptop computer in one of the boys’ (Trevor George’s) possession.

Trevor George is said to have borrowed the computer from his friend “Glendon” to complete his school project.

Sinclair said that the police who suspected that the laptop was stolen, detained the boys at the station overnight and seized the computer. Sinclair said that he is baffled as why the police kept the boys in custody even though, according to the information, there were no reports of a stolen or missing computer. The man said that the teenagers were later released from police custody but

the computer remained because the police told the boys that they needed to produce receipts before they could collect the item.

This newspaper was told that the head teacher and owner of the computer went to the station with the necessary documents to prove that the gadget was not stolen but that they were given the royal run around.

“We went to station Sergeant Griffith with the receipts to show, but he told us that we need to speak to the inspector and that we must go and find him. I can’t see that the sergeant don’t communicate with the inspector I see it as him not performing his duty,” Sinclair said Sinclair told this newspaper that the laptop is needed for one of the teenagers to complete an integrated science school based assessment project, which is due today.

“I just want to make it clear that this sort of behaviour by the police could cost this boy and I am not to be held accountable if this child fails.” Sinclair stated.

This publication was told that the police recently targeted the youngsters and accused them of wandering.

“The police are trying to profile these boys.

There was a recent incident where one of boys was taken from a teacher’s house where he was left by his father and accused of wandering. I don’t understand how someone could wander at a house.” Sinclair said.

Efforts made to contact police at Mahdia station for a comment were unsuccessful.

Monies still unaccounted for at NCN

…“Grey Areas”being probed, will inform any police involvement - Dr Prem Misir

The probe launched by the National Communications Network Inc (NCN) was centered “only” on allegations of financial irregularities surrounding the State-owned media entity and the Guyana Telephone and Telegraph Company’s Jingle and Song Competition.

This was the official word from Dr Prem Misir who serves as Chairman of the Board of Directors at NCN. He told this publication yesterday that while the probe centered solely on transactions related to this issue, several other deficiencies at NCN were uncovered and he conceded that “there are still some grey areas.”

Dr. Misir said that while there were intimations for police involvement earlier in the probe, the company would like to verify, internally, what had transpired, before calling in the police, and reminded that at present some money is still to be accounted for.

He was speaking to a payment made to NCN by GT&T. It is unclear where the money is, he said.

Dr Misir said that today NCN will continue its probe with a view to locating the money. He was quick to point out that it is not a case where it has been determined that the money is missing, but rather at this point it is unaccounted for.

Chairman of the Board of Directors of NCN, Dr. Prem Misir While he could not at the time speak specifically to the Chief Executive Officer Mohamed ‘Fuzzy’ Sattaur’s resignation, Dr Misir said that it was a failure to adhere to standard and proper accounting practices that would allow for a cheque intended for NCN to find its way into Programme Manager Martin Goolsarran’s private account.

He said that Goolsarran has paid a penalty for his involvement in the financial irregularities, even as NCN continues its internal investigations.

He did emphasise that this is not something that could have happened without the knowledge of ranks at NCN’s hierarchy above Goolsarran.

According to Dr Misir, it is clear that there was a ‘major screw-up’ in terms of

adherence to internal accounting standards. He did remind that it was the budget cuts that sparked the initial probe when NCN was taking stock of its accounts.

On Friday, last, the CEO of the state-owned NCN, Mohamed ‘Fuzzy’ Sattaur tendered his resignation. He was faced with a simple request from President Donald Ramotar, “Resign or be fired.”

Following the probe into the financial irregularities, NCN’s Board of Directors, headed by Dr. Misir, made several recommendations to the Minister of Information, who in this case happens to be Head of State, Donald Ramotar.

This publication understands that the probe unearthed the fact that there were severe managerial problems at the state-owned company hence, the recommendations which included severing ties with Sattaur.

Sattaur, who is also the administrator of a number of the ruling PPP’s entities, including Red House and Heritage House, was suspended by the NCN board of directors headed by Dr. Prem Misir, following claims of insubordination some time ago.

However, he was reinstated by the then President Bharrat Jagdeo who had intervened in the matter.

Man flees after injuring two with jet ski Sema Singh, 23,of Parika and 16-year-old Ashley Fredericks, of 342 Crane Housing Scheme, were yesterday rushed to the Georgetown Public Hospital Corporation (GPHC), after being impacted by a jet ski at Bushy Park Parika.

The two were said to have been enjoying a bath on the bay of the creek when the Jet Ski crashed into them. The girls both cried out for severe head and jaw pains.

Singh’s face was swollen so badly that she couldn’t speak and is believed to have suffered a broken jaw.

This newspaper understands that a male who is believed to have been under the influence of alcohol crashed into the girls while doing “stunts” close to shore. Subsequently he fled the scene in a dark blue Toyota Premio, PNN 5055.

The injured girls plated PNN 6342 owned by a man whose only alias was given as “Yellow Man”.

According to reports, Yellow Man is the father of the male who crashed into the girls.

The mother of Fredericks said that minutes before the accident occurred she told the girls to come out of the water after she noticed the man

“moving de thing wild.” She said that her other daughters came out the water and she sent them back to call the now injured Ashley Fredricks.

The family said that they were approached to “end the story” but didn’t respond since they were more interested in the state of the girls

CAPI wants PM to intervene in OCG impasse (Jamaica Gleaner) The group, Citizens Action for Principle and Integrity (CAPI), wants the Prime Minister to intervene in the impasse between the Office of the Contractor General and the Transport and Works Minister, Omar Davies regarding the three major development projects.

The Contractor General Greg Christie wants the independent oversight panel appointed by the transport ministry, to submit reports to his office on the progress of the projects.

However, Dr. Davies does not believe that is necessary while the three-member panel has said it will not report to the OCG. Convenor of CAPI, Hugh Fagan, said the situation warrants the intervention of the Prime Minister, Portia Simpson Miller.

Media reports of the disquiet only indicated a loss of confidence in the Chancellor.

Perhaps to set the record straight, the Honorable Minister could apprise the reading public of what she has referred to as his ‘outstanding performance,’ which was behind the reason for

renewing the Chancellor’s contract for another term?

THE ISSUE IS ABOUT FAIRNESS You get a sense of how difficult it is to run this country when you examine the controversy that has erupted over the proposal to reduce, not remove, the subsidies that are applied to electricity tariffs in Linden.

There are large numbers of persons in that area, some of whom are paying as low as $5 per kilowatt hour, who are against paying any increase whatsoever since they claim that there is 70 per cent unemployment and things are depressed in the community.

This is unreasonableness of the situation. Instead of proposing longer phasing in period, there is now the adamant demand that no increase must be charged.

Linden must think that it is extra special to Guyana that it can insist that the government does not have the right to increase electricity rates that are way below the national average.

And the leaders have the temerity to argue that things are bad in Linden. Well if things are bad in a community that is paying dog- cheap rates for electricity, they must be awful in the rest of the country which is paying three times what the people of Linden are paying.

The special status of Linden as a pampered community must cease. There are many homes in that mining town where lights are left burning 24/7 simply

because the tariffs are being so heavily subsidized that the people can more than afford to pay for the consumption.

The increases being proposed by the government are not prohibitive. In fact, most of those who still cook on hotplates and have airconditioning should still get by even with the increased electricity tariffs.

The issue has however moved beyond electricity and has become an issue of politics. It is about pressuring the government to allow the status quo to continue.

The combined opposition believes that it has power and therefore can press the government to do as it pleases. They are fooling themselves about their legislative power.

The opposition is attempting to provoke problems so as to gain political mileage. They want a confrontation with the government and they are using the electricity issue to provoke such a confrontation.

Those politicians who are saying that Linden should not pay a cent more in electricity tariffs are the same ones that reduced the subvention that the government was paying to the electricity company so as to pay for increased fuel costs.

They must now explain to the rest of the nation how it is that one community can enjoy paying $15 per kilowatt while

the rest of the country pays three times that amount. This is surely an untenable situation solely on moral grounds. It is discrimination against the rest of the country and this discrimination must cease.

No one is asking for the people of Linden to be pressured. The government is also not pressuring the people of Linden. The electricity tariffs between Linden and the rest of the country are not going to be unified overnight. There is a plan for a phasing in of any reduction.

Neither is the subsidy going to be removed. It is

only going to be reduced which means that even after the situation is rationalized at worst Linden will still be paying a lower tariff than the rest of the country.

But do not tell that to those politicians who are interested in using the people of Linden as pawns to get at the government.

Do not tell that to those parties who have their congresses and annual conferences this month.

They have to be seen as putting fire under the feet of government because this will enhance their profile as they seek re-election to the executives of their parties.

While the protests have been taking place in Linden, the rest of the country has been looking on. Those looking on are saying that they also want to cook on hotplates and have air conditioning in their homes just like some of the people of Linden are enjoying because of the present low tariffs.

The people in the rest of the country are looking closely at what the opposition politicians are doing. They see how they are supporting the protests to not increase the present tariffs and the time will come when these same politicians will come to other parts of the country.

They will have to answer then as to why they must pay over $50 per kilowatt when Linden is paying $15 per kilowatt and in some instances as low as $ 5 per kilowatt.

This issue is about fairness, fairness to the rest of the country. Linden cannot continue to enjoy such freeness while the rest of the country is paying through their teeth.

Robeson Benn adds voice to ‘vulture’ label “Our poet Martin Carter has a poem which I speak about sometimes, and it talks about vultures practicing to wait, and I would be ashamed if I was to always think our press is waiting there for something bad to happen,” Minister of Public Works and Communication, Robeson Benn said.

These sentiments were expressed by Minister of Public Works and Transport, Robeson Benn, who gave the feature address at the 44th GAPE Anniversary Dinner, held at Duke Lodge, Kingston Saturday evening.

He noted that the media and the society are

stakeholders in the development of Guyana and as such some sections of the media should refrain from damaging national interest by making unconfirmed reports.

Benn noted that he was always open to comments and when excuses are made pertaining to persons being unable to contact him arises; there should not be a rush to run to the press.

The former President Bharrat Jagdeo in October last referred to the private media as vultures and carrion crows.

James Bond paid for Benchop’s gilbackker curry Finally, I got Mark Benschop to make good on his promise of my gilbackker curry lunch. While eating it last Saturday, James Bond came into the restaurant and sat at our table, so the logical occurred – we asked Bond to pay. And he did. We talked a lot about politics with the conclusion that Bond has a long career in politics given his youth and legal profession. I said to him that I anticipate another thirty years for him.

That night I was the guest speaker at an AFC rally at

Stabroek Market Square (I am not a member of any political party). Just before I was to make my presentation, Nigel Mc Kenzie of the Kaieteur News called my cell to tell me that Ralph Ramkarran had resigned from the PPP. As soon as I heard that, my mind for no reason flashed right back to the lunch discussion with James Bond.

No matter the disagreement Ramkarran and I had over the years, I know that his resignation came because he was made a victim of an authoritarian party

structure and I thought there and then of the leadership of APNU and the AFC and who would be their victim as Ramkarran was the PPP’s.

My mind went back to James Bond because when the two independent dailies carried the news that the PPPdominated UG Council had terminated my contract, James Bond was the only APNU figure that phoned me with the words; “Freddie let me know what I could do.”

David Granger did call but that was in response to my initial contact with his office. I thought of Bond because what happened to Ramkarran can visit any young man like Bond and so many others if their parties are not open to leadership changes and a constitution that prevents the encrustation of dictatorial instincts.

Last week, I asked Gino Persaud, Chairman of Transparency International (Guyana chapter) if his newly

formed organization has term limits. He said yes. I have put the same question to Gerhard Ramsaroop several times about whether the AFC has the same system. He said yes.

Term limits prevent a person from controlling and dominating an organization to the point where it becomes their property.

Think of what a wealthy lawyer, doctor, and businessman can do to the structure of a group if he/she finances it and is responsible for its continued existence.

This benefactor then decided who gets what and who does what for the party.

People like James Bond, Gerhard Ramsaroop, Gino Persaud, Michael Carrington, and Mark Benschop among others are young activists who have a destiny in shaping Guyana for the better.

They have to ensure that whatever group they function in, that entity must by its constitution prevent

longevity of power. We in Guyana have to turn our backs on Jagan/Burnham ownership mentality.

I have my disagreements with Ralph Ramkarran but I would uphold his right to disagree with me publish his views and demand his party recognize his right to comment on things he feels are wrong. At the end of the day, Ramkarran, Faith Harding, Henry Jeffrey, Aubrey Norton (to a certain extent) and others abided by a faulty structure that eventually hurt them.

It was Henry Jeffrey who told Denis Chabrol that there was never ever the mere existence of a group named the Civic Component. He went on to state for the sake of peace he didn’t raise it because Dr. Jagan did not take to the idea of such a formation. But given the moment that was presented to Jeffrey in 1992, Dr. Jagan could not have afforded to back down. He announced to the world that the PPP was in coalition with the Civic Component and therefore the moment was there to seize to form such a party. History would have turned out

Frederick Kissoon differently if there was a legal civic formation.

In my opinion Jeffrey didn’t care about forming the civic group. He was content with power. Mr. Ramkarran is a different kettle of fish. In 1999 when there was no longer a Jagan presence in the PPP Government and Mrs. Jagan subsequently became ill, Mr. Ramkarran was the de facto elder statesman of the PPP. Reepu Dam Persaud and Harry Nokta were on their way down because of age.

Mr. Ramkarran’s stature was large at that time in and out of the PPP. From 2001, things began to slide under Mr. Jagdeo. After the 2006 election, Mr. Jagdeo went out of control. It was time for Mr. Ramkarran to step in and invoke his father’s image.

Sadly, he chose not to.

MMC workers destroy house, leave eight homeless

T

he demolition of a house by people purporting to be City Council workers has left eight people homeless.

One of the occupants, 62-year-old Desiree Neils, of 102 Da Silva and Republic Streets, Newtown, stated that she was traumatized by the situation.

The visibly distraught woman claimed that she suffers from asthma and that the demolition triggered her illness. She started to wheeze and cry as she related her story. “ We d o n ’ t h a v e anywhere to go now and we have a lot of things. Who will take us in with all these things?”

The woman’s daughter, Debra Neils, told Kaieteur News that the building belonged to her mother’s relatives who live abroad.

Neils stated that the building had been home to her mother and four other family members for more than 10 years. She said that they have been caretakers of the house and that they occupied the place free of cost. The woman noted that last April they were given a notice to move because the building was in need of repairs.

“They gave we notice in April and tell we to move by June month end.”

Neils told this newspaper that the property was a part of a court battle between her m o t h e r ’s r e l a t i v e a n d another person. Judgement was granted in favour of that person. She said that she has since been searching for a place to rent but found that rent was expensive.

Neils said that she could not afford to pay rent since she is unemployed. She claimed this is due to her mother’s illness. The woman explained that she had stopped working to care for her mother, who has a foot ulcer. The woman revealed that their only source of revenue comes from her two brothers who also live with them.

…City Council unaware The woman said that since they were given notice to move she had started to look for work but she was only recently successful in securing a job at the Guyana Revenue Authority.

Neils said that she was scheduled to commence her duties from today but that she would be unable to do so because of the situation. The woman said that she is unsure where they will lodge for the time being, since most of their relatives live far away.

According to the Neils, the city council workers surprised her yesterday morning, when they came to her door. She said that the council workers were very prompt with proceedings.

The woman noted that works began immediately after one of the workers who came to her door produced a document stating that they were from the council and that they were going to dismantle the property.

When Kaieteur News arrived on the scene the workers had already wrecked the upper portion of the building in which three people occupied. Some of the contents from the upstairs apartment were thrown into the yard, and some on the road.

This newspaper was told that the inhabitants of upper flat of the house had started to move but that some of their belongings were left in the house. A few persons were seen assisting Neils to carry her household articles to a nearby yard.

Some council workers said that they were working under instructions but that their boss had left the premises. They declined to reveal the name of their boss.

Angry residents were heard saying that they don’t understand why city council would want to tear down the house because it was in good condition. They noted that there are other deplorable

buildings around the city that are not being torn down.

One resident noted that city council never came to clear the drains in the area but responded hastily to break down someone’s house.

However, Mayor Hamilton Green told Kaieteur News in a telephone interview, that the matter does not concern council and that he is therefore baffled as to why council w orkers w ere deployed to destroy the

Green said that he was informed by the city engineer that the matter is a private matter and thus workers from the council should not be involved in it.

The Mayor said that council

is unaware of such proceedings and that he is currently investigating the matter.

the house was already destroyed and the workers had departed from the grounds. He then stated that more clarification is needed on the issue and that further investigations will be launched into the matter.

he Doobay Renal Centre, which is located at Annandale, East Coast Demerara, continues to give quality service to dialysis patients, according to its owner Mr. Vic Oudit.

Oudit told Kaieteur News that the center currently does about 140 to 150 sessions monthly.

He explained that they don’t count the patients since one person depending on his condition, might need more than one session.

Kaieteur News was told that everything at the center is done by staff members who are trained in the various fields.

“Quality service is something we continue pushing for….We try our best to give our patients this,” Oudit told Kaieteur News.

Oudit added that the centre has partnered with the Ministry of Health and the Humber University in Canada. He said that in terms of finances the centre has managed to keep its head above water. The managers

continue to do their fundraising activities which help the centre.

Currently the center charges $15,000 per session.

Oudit told Kaieteur News that he’s committed to see the centre develop more.

The centre which was opened last year aims to bring the dialysis treatment at a cost which most Guyanese could afford. One of the partners, Dr Surendra Persaud, who is a registered surgeon, had said that he was extremely pleased that this dream is finally becoming a reality.

He said that the centre is a registered ‘not for profit’ body which is working in collaboration with the Government of Guyana, the Ministry of Health and with major support from Canadabased Guyanese.

Dr Persaud said that with the help of Dr. Mahendra Doobay, who has worked with the Georgetown Public Hospital Corporation and who is a Cardiovascular Surgeon in Canada, they all sought to realize the dream.

There are suggestions that the poor meals being served to the inmates may have motivated the two to escape.

Three days ago, a prisoner contacted this newspaper claiming that the inmates are being given a daily fare of peas and rice and are being “inhumanely treated” as well.

The prisoner, who said that he was scheduled to escape with the two fugitives, alleged that a prison officer told the three men that the “peas and rice situation will have to continue”.

“That is why them decide to get away. They could no longer deal with that. The food in here is bad enough for anybody to want to escape,” the prisoner said.

The prisoner revealed that the cooks would even serve them milk mixed with flour.

It was also alleged that crops cultivated by prisoners are being sold on Bartica as “pocket money” for some warders.

Steel framed pre-fab houses to be showcased at Building Expo L

ocal and overseas b u i l d i n g companies and experts are putting the finishing touches to their presentations for this year’s national building exposition which is slated for this weekend at the Guyana National Stadium, Providence.

Already the site is bustling with activity as the exhibitors race to complete their pieces which they will showcase at the event to thousands of prospective Guyanese homeowners and contractors.

One exhibitor who is rearing to go is the Promise

Land Development Limited.

Owned and operated by the famous Rambarran clan, Promise Land Developers will be showcasing their state of the art pre-fabricated building which they wisely dubbed ‘house in a box’.

Theirs, which is steeloriented comes in a container from the factory in the United States of America, where it is constructed to the international building code standards.

Starting as low as $5M, the structures can be constructed within 30 days of clearing local Customs.

The company’s Director, Moses Rambarran, is convinced that his product will be a hit at the exposition since it offers Guyanese the opportunity to own “beautiful, dignified and sustainable and cost effective homes.

“These homes will last a family a generation. They are built with 18-gauge steel,” Rambarran said.

“Concrete is not tougher than steel; not many materials are tougher than steel. The panelized walls are made of the steel framing. Then we have a magnesium board, which is technologically advanced. It supersedes concrete. It’s fire retardant, moisture resistant and energy efficient,” he explained.

Additionally, there is a

foam installation which is further covered by a heavy gauge wire mesh.

The company proposes to construct homes from as small as 200 square feet to as large as 5000 square feet.

“We can build houses as large as those you see by the seawall,” Rambarran explained adding that the house will be built on a concrete slab foundation.

On display at the exposition will be a single flat 580 square feet two bedroom house, equipped with a full living room, kitchen and bathroom.

Rambarran said that not only will his company be building homes; they will also be building commercial structures.

“If a developer or the government wants us to put

up a five-level building to conduct their office or business, then we can do that,” Rambarran declared.

From the time a homeowner chooses the model of home they want, the company will get it manufactured in 60 days before it is shipped to Guyana.

Of significance is the fact that the buildings are built with materials that are suitable for Guyana’s weather conditions.

“What Promise Land wants to do, we want to move Guyana to the 21st century. Create an incentive for all the talented Guyanese outside Guyana to come home to a beautiful home that promise land will build for them,” Rambarran told this newspaper.

Another Pritipaul Investments trawler explodes Yesterday morning, around 10:00 hrs, a vessel belonging to Pritipaul Singh Investments, was ignited on the Demerara River in the vicinity of Mc Doom, East Bank Demerara.

This newspaper understands that no one was injured by the mishap.

However, according to the Fire Chief, the cabin, wheel house, navigation equipment and engine room of the vessel were extensively damaged. The burnt vessel named Silver Angel was moored along the wharf.

The fire started when a fuel line burst while fuel was being transferred from one tank to another.

Demerara River where fire fighters were summoned to extinguish the blaze.

Nineteen-year-old seaman, Orlando Munroe, lost his battle to survive extensive injuries he suffered during an explosion on board the Pritipaul fishing vessel, Captain Lloyd 97 in 2011.

The Pritipaul Singh Investments employee succumbed at the Georgetown Hospital.

Munroe, who hails from Cane Grove, Mahaica, East Coast Demerara, had sustained burns to almost 90 percent of his body and was in a critical condition in the GPHC Burn Care Unit. The teen was the second crewmember to succumb

following the explosion.

The other victim is Delbert Williams, the Captain, whose body has never been found.

Crewmembers Keith Abrams, George Fitzpatrick and Elvis Todd were also injured.

According to reports, the crew was fishing in the Barima/Waini area in June, 2011 when a fire broke out in the engine room.

The men jumped overboard after the fire became uncontrollable. Four of the men were rescued by the crew of a Venezuelan vessel, but the captain could not be located.

The investigation into the tragedy is still incomplete.

Corruption at all time high -TIGI Transparency Institute of Guyana Incorporated (TIGI) says that the national conversation on corruption has been further highlighted when it emanates from voices of reason and popular public personalities. Executive Member of the People’s Progressive Party (PPP), Ralph Ramkarran, serves to heighten the awareness on corruption.

On Saturday, senior Executive Member of the ruling PPP, Ralph Ramkarran, tendered his resignation to party General Secretary, President Donald Ramotar.

President of TIGI and attorney-at-law, Gino Persaud, said that Transparency Guyana notes Mr. Ramkarran’s statement that corruption is pervasive.

This confirmed the fears of most Guyanese that

corruption is rampant in Guyana and must be effectively tackled.

He explained that given the recent resignations and revelations in the media it would not be unreasonable to surmise that the perception of corruption in Guyana at this time is possibly at an all time high.

For the scourge of corruption to be effectively tackled, Persaud said integrity champions like Ramkarran must continue to speak out against corruption because he is a legitimate voice of authority that citizens will listen to.

“Our work at Transparency Institute Guyana is assisted when public figures recognize the high levels of corruption and squarely condemn it whilst calling for action…What I am particularly worried about is

“Instead of welcoming sound advice on fighting corruption from one of its icons of integrity the party chose to brutally attack him resulting in his resignation.”

Persaud noted that this

does not send an encouraging message to the people of Guyana in relation to the political will to fight corruption.

“All Guyanese want to see better and more effective efforts at fighting corruption because current strategies are not working…It is interesting to note that the visceral reaction of the party through the “intensity” of its “disquiet” under the guise of allegations of breach of confidentiality was bluntly alluded to by Mr. Ramkarran himself in his statement.”

He said that Transparency Institute Guyana supports any citizen interested in promoting transparency, accountability and anti-corruption measures in Guyana. Tackling corruption requires a collective effort.

Supenaam Stelling woes continue The Supenaam Stelling, which is still to be completed to accommodate the Chinese Roll On/Roll Off ferries, has yet again been affected by another hurdle.

The ‘Link Bridge Ramp’ which has been erected to a pontoon foundation has been taken over to the stelling, but is yet to be attached.

BK International Incorporated undertook the works at the Supenaam Stelling and when contacted yesterday, Managing Director Brian Tiwarie said that he was unaware of any problems. He was also unaware when the ‘Link Bridge Ramp’ is to be

….delivered ‘Link Bridge Ramp’ unable to attach attached.

The Link Bridge Ramp was attached to a temporary support beam at the end which was to be affixed to the Supenaam Stelling when it sank at Parika several days ago. That pontoon was simply to hold the ramp in place until it was transported to the Supenaam Stelling, where the end that was being supported by the pontoon would have been removed and physically attached.

This publication had reported that it was moored

alongside the Parika facility when the tide receded. This caused the temporary support pontoon to become lodged under a concrete column.

When the tide again rose, the stuck pontoon became even more tightly lodged.

It continued to come under escalating pressure before it finally submerged.

This publication understands also that the inlets (man-holes) on the pontoon, which are normally sealed air-tight, were also not secured properly, causing

water to seep into the iron structure and lending to problems.

The pontoon has since been salvaged and is now moored safely at the Supenaam facility, but is yet to be attached.

This publication understands that when the team attempted to affix the ‘Link Bridge Ramp” to the Supenaam stelling this could not be completed, as a problem was discovered with the ‘abutment’ area of the facility.

Port Kaituma love triangle chopping...

The 16-year-old, who was brutally chopped when her paramour caught her in a compromising position is now in the recovery state but is still unable to speak.

The woman was admitted to the High Dependency Unit (HDU) of the Georgetown Public Hospital Corporation (GPHC), after she was flown from Port Kaituma nursing severe chops delivered by her reputed husband. There was one to her head that affected her brain.

The reputed husband had

caught her in his bedroom having sex with his now dead employee, Junior Joseph.

Joseph, of Onderneeming, Essequibo Coast had his neck almost severed. He died before receiving medical attention. His attacker has been on the run ever since the brutal incident.

According to information reaching this newspaper, Lovell was a popular “call girl” at Port Kaituma, North West District, and the dredge owner took her home as his wife.

There are reports that the

couple lived together for almost a year. “She used to go out and sleep with all kinds of people behind he back,” a source from Port Kaituma claimed.

Kaieteur News was told that the dredge owner had suspected that Joseph was involved in a relationship with his reputed wife but he never managed to confirm it.

Residents said that from all indications, the dredge owner planned his actions well by leaving under the pretext of going to do

business.

He had reportedly made arrangements for another person to inform him if Joseph showed up at their home.

This apparently was done and the dredge owner doubled back and caught the two in bed. He first attacked Joseph and after mortally wounding him, turned his attention to the woman who had stood transfixed as events unfolded.

After chopping the two people the dredge owner fled.

Ramotar to name new GuySuCo board President Donald Ramotar is slated to name a new board to oversee the operations of the Guyana Sugar Corporation (GuySuCo) as the industry struggles to have something sweet to talk about.

The C o r p o r a t i o n ’s biggest headache is the Skeldon Estate, which was commissioned in August 2009 at a cost of US$181 million, but has failed to live up to expectations.

Originally, GuySuCo had put US$70 million into the project, Agriculture Minister Dr Leslie Ramsammy has stated.

Now, the Corporation is looking to spend US$8 million to fix various faults at the estate.

Opposition parties had called for the board of GuySuCo to be replaced with professionals so the industry could be better managed.

Dr Ramsammy told Kaieteur News that the President will name a new board by the end of this year. However, Dr Rupert Roopnaraine, of the opposition coalition APNU, feels that the board should be replaced immediately.

A South African firm has been hired by the Guyana Sugar Corporation (GuySuCo) to help ensure that the Skeldon Sugar estate is fully operational.

The company, Bosch, is being paid US$130,000 to design the modifications that are needed at the Skeldon plant.

The South African firm is looking to design the modifications of three main aspects of the factory, the GuySuCo CEO told Kaieteur News. He said these are the bagasse plow (the feeder system, that leads to the boiler), the conveyor system and the condensate tank.

Dr Ramsammy said that the plan to fix most of the design flaws of the factory commenced this out of crop period and is expected to be completed by the first crop in 2013.

“A decision has not yet been taken on correcting the

problems with the punt dumper.

The defects which will be fixed are those in relation to the bagasse feeding system, the cane conveyor system, installing a condensate tank and obtaining a clean water supply to the factory,” Ramsammy stated.

According to Ramsammy, Bosch has started design work from their headquarters in South Africa and they are also procuring materials for the work to be done at Skeldon.

The Minister said the actual work at the site will start in September.

According to Ramsammy, Bosch will have about three persons on the ground supervising the work, with the actual work being done by local contractors.

The establishment of the Skeldon factory was part of a modernisation plan by GuySuCo that was not achieved.

The project involves expanded cane cultivations, the establishment of a refinery, and the cogeneration of electricity for the national grid.

The factory was constructed with a combination of selfgenerated funds and loans from the Caribbean Development Bank, the People’s Republic of China and the Government of Guyana. The Project Engineer was Booker Tate, UK Ltd and the Contractor was CNTIC Ltd. The Skeldon estate was designed to produce 110,000 tonnes of sugar per annum.

In 2010, production was 33,237 tonnes and in 2011, production was 29,410 tonnes.

According to Dr Ramsammy, attaining the full operation depends on the defects of the factory being fixed and addressing the field issues.

He said that the mechanization of the field operation now means that the weather conditions will have a greater impact on operation and this has been a major impact in 2011 and so far in 2012.

Edie’s mother, Pamela Edie, said that a staff member at the hospital called her yesterday morning around 06:00 hrs and gave her the tragic news.

A weeping Edie said that she was heartbroken when she received the news of her daughter’s death. She said that although her daughter was shot, she never thought she would have died.

A few days ago, doctors had told the elderly woman that her daughter was braindead and that she was not showing any signs of improvements. They had also advised the mother to remove

But unfortunately, the grieving mother could not have held onto her daughter for more than 10 days.

Yesterday, the elderly

woman said that her daughter’s attacker and his family vanished from their home, the same day he brutally attacked her family.

She added that a few of his friends are guarding his home.

On June 20, last, Abiola Edie and her son, Martin Barker, of McDoom, East Bank Demerara (EBD) were shot by their neighbour.

Barker was accused of putting his game cock to fight his neighbour’s roosters.

The young man’s mother came out to defend him but the argument got heated and their neighbour went into his house, collected his gun and shot Barker twice. Edie was also shot in her face.

Barker was treated at GPHC and was eventually discharged but unfortunately, his mother succumbed to her injuries.

New officers installed at East Canje Lion’s Club

He added that the club is going to embark, soon, on some major projects. For the upcoming fiscal year, the club plans to rebuild the access road to the Reliance Crematorium in East Canje, which has been an eyesore for years.

“This is one of our main priorities and I spoke to the Regional Chairman (David Armogan) and he is willing to help the situation, so this project will commence in a month or two”.

He lauded the efforts of Canada-based Guyanese, Travick Bahadur, who also donated 150 pairs of eyeglasses to the club recently.

“He also sent 222 eyeglasses for us to do projects for the less fortunate.”

He stated that wheelchairs have also been sent and Bahadur expressed gratitude on behalf of the club.

The East Canje Lion’s Club, he said, is asking the public who use the Reliance Crematorium, not to utilise the drain “because we found, when we went in there, the drains actually were blocked and filled and the people put the bodies there which is not right, because anybody who dies, their relatives should approach the Neighbourhood Democratic Council and let them go there to find the spot so nobody cannot go and bury their dead all over the place”.

He said that the crematorium is in a terrible state and that the Club will ensure and see “that this nonsense that is going on there is put to a halt”.

He said that the club will be working very closely with his brother, who will be the incoming president of the New Amsterdam Rotary Club.

Sookraj stated, too, that the club had approached the Berbice Regional Health Authority on numerous occasions for drugs so that they (the club) can do an outreach to the riverain community of Baracara, in the Canje River, but there has been a lukewarm response.

Guyana Police Force Celebrates 173rd anniversary Drum head proceedings

Senior Ranks of the Guyana Police Force yesterday flooded the Police Headquarters, Eve Leary as the Force hosted its annual Drum Head Service to commemorate its 173rd year as an organisation.

The Force will be carrying out a month of activities in acknowledgement of the anniversary, but opened the series of activities yesterday in a spiritual aspect.

“An army of sheep led by a lion can defeat an army of lions led by a sheep…The secret to success is found in leadership,” said Rev. John Smith as he delivered a religious message to the gathering.

Smith said that the lion isn’t the king of the jungle because he is the largest or most powerful animal. He said that the lion gained its fame because of its powerful attitude which transcends his way of life because “as a man thinketh so is he.”

The reverend said that if ranks were to inculcate a powerful attitude they will quickly find that they have a powerful purpose.

Rev. Smith said that the Force plays an important role in society, since it has the power either to maintain law and order or indulge and allow corruption and high crime to prevail.

He said that the armed forces were created to serve and protect. However, things seem not as they are supposed to be when he heard of the “left or right” rule.

Rev Smith acknowledged that the Force today is faced with more challenging issues as opposed to decades ago.

These include violence in schools, domestic violence, corruption and hard core criminals. However, he said, “We cannot solve problems using the same persons who created them.”

He said that is why God used Jesus, a man who is not of the world, to save the

world.

Rev Smith said that the right or left rule shows that things are not right in the Force. He noted that he is aware that these inadequacies occur because of the ranks’ temptation to focus more on making a living but he urged for them to instead focus on making a difference that “we all can benefit from.”

The Reverend reminded that trust should not be for sale therefore “these people must not pay you but pay society.”

According to Rev Smith, if ranks become contented with their wages, half the problem is solved. He opinioned that the other half can be solved by ranks becoming more religious and cited the biblical verse, “except the Lord build the house, they labour in vain that build it. Except the Lord keepeth the city, the watchman watcheth but in vain.”

Once religion is reinvigorated within theForce the integrity and shine will automatically return, he said.

He again cited an instant in the bible where tax collectors went to be baptized and Jesus was asked how much must they pay. “You must collect no more than

what is owed to you.”

Similarly, Rev Smith said that when the soldiers asked what they should do Jesus replied, serve and protect “not vindicate or accuse falsely.”

As he moved to the overall leadership of the Force, Smith said that “Guyana needs not more politicians in leadership, but leadership in politicians.”

He said that a politician thinks and works toward the next election as opposed to a leader who will think about and work for the betterment of the next generation “politicians have a programme as opposed to a vision.”

Smith said that there are four types of people in the world, those who watch things happen, those who let things happen, those who ask for things to happen and those who make things happen. “I hope you my friends become the type that make things happen.”

In an invited comment, the Commissioner of Police (ag) Leroy Brummel said that he found the sermon quite pertinent to the happenings within the Force and the direction in which they should go. He said, however, that he believes the Force can return to its “former glory.”

Scotia Bank touching children Amerindian community wants help with alcohol abuse with literacy skills programme Staff of Scotia Bank New Amsterdam with the children from the Salvation Army and Alpha Children’s Home

The Bank of Nova Scotia’s Annual Literacy Programme has started in Berbice. According to Renee Rama, the programme is an ongoing one which is taking place at the New Amsterdam Salvation Army Youth Centre and the Alpha Children’s Home at Gay Park.

Staff, she said, would volunteer their time to “providing help to the children with regards to reading, phonics, arts and crafts”.

She added that on June 16, 2012, employees of the New Amsterdam branch collaborated their efforts and had a craft day at Salvation Army and “with that, we were able to help the children make

cards for their Fathers”.

The literacy programme is now in its second year and it targets about 20 children at Alpha Home including special-needs children, “children that really need help in reading, phonics and other subject areas we would touch base on”.

Rama said that the programme lasts for a year. At Salvation Army, however, the bank takes in children from the community. These names are provided by the staff.

The literacy programme is conducted between 9:30 hrs and 11:30 hrs on Saturdays.

The staff members work with a rota and they take turns in teaching the children. She revealed that the materials are

provided by the Ministry of Education.

The children, she said, are very happy with the programme, “because they are elated and they want us to continue it and we have seen improvement; children are learning to spell, they are learning phonics and they are learning basically to read”.

In the future, the bank plans other outreaches to the community including continuing the annual uniform distribution which is in its third year. It will be held in August for the beginning of the new school term.

Additionally, the bank will be distributing garbage bins to schools in Berbice in September.

Residents of Mabaruma are calling on the relevant authorities for urgent interventions to address the issue of alcohol abuse in their region.

Yesterday, a regional official who wished to remain anonymous said that the region has been faced with persons misusing alcohol for many years now. However the problem has worsened over the past few months.

It was noted that apart from alcohol abuse being a major problem, it spawns domestic violence which continues to be another huge problem in the region.

This publication understands that the consumption of alcohol in Region One is now among the school population. On one

occasion students were taken to the Mabaruma Hospital after they appeared to be under the influence of alcohol during school hours.

Kaieteur News yesterday sought a comment from Permanent Secretary of the Ministry of Amerindian Affairs, Mr. Nigel Dharamlall.

Mr Dharamlall said that the issue of misusing alcohol has been affecting not only Mabaruma but also a number of other Amerindian communities over the years, for a number of reasons.

He said that the Amerindian Affairs Ministry has been involved in a number of programmes with various organizations within those regions to address this issue. As it relates to the issue of alcohol use among school

children, the Permanent Secretary said that his Ministry is ready and willing to work with any organization to put special programmes in place to render assistance, since he noted that this issue indeed needs urgent attention.

Several Toshaos from various Amerindian communities have brought this issue to the fore at the recently concluded 2012 Regional Toshaos Council held on June 30 and July 1 at the National Conference Centre at Liliendaal, East Coast Demerara.

Mabaruma is the administrative centre for Region One (Barima-Waini) of Guyana. It is located close to the Aruka River (the Venezuelan border).

West Demerara Regional Hospital dubbed a death zone …employees say Govt has turned a blind-eye

The abandoned records department Despite increasing complaints of the worsening state of the West Demerara Regional Hospital for the past seven months, staff at the facility yesterday accused the government of turning a blind eye.

Earlier this month, this newspaper had carried an article on the rundown state of the hospital, and made

numerous attempts to contact Minister of Health, Bheri Ramsaran and the hospital’s administrator, Bharrat Persaud but all the attempts were futile.

Staff members say they can no longer work under those conditions which now pose a threat to their lives.

When this publication visited the hospital yesterday,

there were live wires hanging below the ceiling in various departments.

Staff said that patients sometimes enquired about the dilapidated state of the hospital, which at times, puts them in an uncomfortable position. “You imagine, patients come here with their relatives and see the hospital in this condition and then turn

to us and ask us about it,” a nurse said.

“They don’t want us to speak with the media, but this is unbearable. The last time we published this, we thought something would have been done to improve the situation here but instead nothing was done,” a staff complained.

Staff members are now worried about their safety and

the safety of patients. Some of them described the hospital as a “death zone.”

Kaieteur News understands that the hospital has been in this condition for the longest while.

At present, the Emergency Room (ER) is a “dancehall,” the workers stated. The air conditioning unit (AC) was replaced with two fans, both of which have

no protective cover. There are no dividers to separate patients while the Records Department is “out of order”.

Patients’ cards were packed in boxes and stored in the abandoned room.

Workers have now placed tables and chairs in front of the ER room where they carry out record keeping.

The Abigail Column Don’t fret about cheaters DEAR EDITOR, Do you think cell phones, e-mail, texting and that sort of technology have made cheating (and paranoia about cheating) more prevalent in our society?

When people only had land lines, you would know when someone was calling your house, when your spouse was on the phone.

Letters would come in the mail - more of a chance for a person

to see that someone else was contacting their spouse.

Nowadays, people in relationships (even cohabiting) receive calls on their cell phone and e-mails; I feel like it makes it so much easier to cheat.

Adoni Production football 5-a side tourney rescheduled to start today The Adoni Production five-a side Football competition which was first held two years ago is being re-introduced under the concept ‘keeping your five alive’ and this year’s competition, originally scheduled to commence last Tuesday, should now start today, July 3, at the East Ruimveldt Community Centre ground, California Square.

Organizer Kevin Adonis told Kaieteur Sport that the competition, which saw $250,000 being awarded in cash and prizes in its inaugural year, will have $500,000 and trophies up for grabs this year.

Thirty-two teams have registered and for a team to remain ‘alive’ in the five-a-side competition which climaxes with the grand final on August 3, they must continue to win.

In addition to the East Ruimveldt Community Centre ground (California Square Tarmac), games will be contested at the National Cultural Centre Tarmac (NCC) and no admission fee will be charged at either of the venues to encourage large turn-outs.

Adonis said the

competition has the potential to become the five-a-side version of the Kashif and Shanghai’s annual Football competition and added that security is a huge consideration for the Organisers to ensure responsible behaviour among the spectators.

He said, in his opinion, however, there should be two categories, one at the Under16 level and the other at U-18 and according to him this is because in many cases the size advantage is palpably evident.

He cited as an example, his school’s engagement against Annandale Secondary where quite a number of their players were

small statured in comparison with their more taller and stronger built opponents and those two distinct physical disparities while not the only cause for their defeat was an advantage.

“If you have a U-16 category it would give the small statured players something to look forward to and not have to deal with the bigger sized players,” Chin felt.

He pointed out that hiccups are always there and you must learn from them. Chin was high in praise of the officiating where he referred to as generally good and a development that he was satisfied with.

He, however, was adamant that the Organisers

seek to have two categories that could make the tournament more competitive going forward.

Guyana take on D.C. Jammers in Grand Finale tonight

By Edison Jefford The so-far impressive senior national basketball team will take on the Washington D.C. Jammers tonight in the Grand Finale of the National Community Basketball League (NCBL) International Weekend at the Cliff Anderson Sports Hall beginning at 7pm.

The national team set up the series-deciding showdown with the D.C. Jammers after thrashing the Brooklyn/Queens Bulldogs 85-50 Sunday night. The Guyanese had fallen three points short of the D.C. Jammers in what would have been an impressive win Saturday night.

Akeem Kanhai and Ryan Gullen scored 15 points each for Guyana against the Bulldogs while the nippy point guard, Rodwell ‘Kobe’ Fortune scored 12 points.

Stephan Gillis and Randy Richardson were also among the points with 10 apiece.

For the Bulldogs, Ashford Johnson had nine points while Alwyn Bellamy scored seven points to lead their scoring. Marlon Thornton, Ronald Alkins and Shane Joseph finished with six points each to aid the dying cause of the struggling Bulldogs on their first tour.

national exposure broke away with the ball down the offensive end following a rebound, noticed Fortune cutting on the left wing, faked the entire Brooklyn defence as if he was going to layup the ball with his right hand, then turned in mid air and dished the ball to Fortune, who had a clear passage to finish a left handed layup.

The play ignited the crowd at the Cliff Anderson Sports Hall, who were treated to a dunk exhibition from D.C Jammers’ Steffon Farley and Fortune, who is a pint-sized guard. Fortune leaped over Henry for a massive stuff that got the full approval of patrons while Farley tripled his human props for a similar dunk that brought the house down.

Gillis nailed a big threepointer near the end of the third quarter to give Guyana their biggest lead at 45-25 before speeding to the win.

The D.C Jammers played the Bulldogs last night in a game they were expected to win, setting up the series-decider against Guyana tonight.

Guyana will certainly go into the game tonight with immense confidence form their performance thus far and will be looking to turn the tables on the D.C Jammers and ensure that they do not leave these shores unbeaten.

It will certainly be a game to watch.

According to GAPF boss Peter Green, the December meet will be the prototype for future senior competitions. December's competition will also serve as the qualifying platform for the 2013 Caribbean Championships set for the United States Virgin Islands in March as well as the Pan American Championships set for August in the United States of America.
