ExxonMobil’s financial risks not - Oil Governance a Guyanese concern Network …calls argument a distraction from contract renegotiation The amount of money Guyana is losing from the lopsided 2016 Production Sharing Agreement (PSA) should be of more concern to Guyanese stakeholders rather than the financial risks undertaken by oil companies operating in the Stabroek oil Block.

Oil and Gas Governance Network (OGGN) member Mike Persaud, made the assertion recently as conversations evolve over the amount of risk oil companies’ are taking to work here.

Persaud is adamant that oil companies are gaining heavily from Guyana’s PSA, while the country continues to lose from the said agreement.

The question therefore, is why Guyanese leaders are preoccupied with the “financial risk assessment” of oil companies’ investment in Guyana, when such an egregiously lopsided contract has been signed. Persaud said that “Guyanese are misguided to be

concerned with “financial risk assessment.” In one instance, Guyana has been described as the “most politically unstable place in the Caribbean” with five of the biggest risks being; political, geological, price, and supply and demand as well as cost risk.

The concern of political risk, the government being overthrown, and nationalization were highlighted.

Persaud said that Guyana is a place of ethnic politics, but even so this situation “poses no risk to oil companies; in fact, it is obvious that oil companies manipulate the racial divide to their advantage.”

This, Persaud said, is evident in none of the main political party leaders wanting to renegotiate the PSA. Vice President Bharrat Jagdeo comes off like

a Vice President of Exxon and not Guyana, as he is always defending the PSA, Persaud opined.

Additionally, he noted that with proven oil reserves of some 11 billion barrels and world demand for oil being strong despite plans for transition to clean energy, the PSA is written in such a way that oil companies recovering all their capital and operational expenses is guaranteed.

“Cost Recovery is capped at 75 percent of revenues, taken off at the top, before profit sharing is calculated. Cost Recovery is done on an expedited scale to the duplicitous advantage of oil companies. Moneys recovered as Cost Recovery are ploughed back to open new oil fields and wells; they perform the role of retained earnings. On one hand working capital steadily expands, but mostly with funds taken out as cost recovery. It is plainly double dipping, doubly benefitting.” He noted too that (Continued on page 6)

Govt. racing ahead with Gas-to-Energy project with key concerns still unaddressed - Attorney For weeks, since the opening of a 60 days ‘commenting period’ on the Environmental Impact Assessment (EIA) for the Gas-to-Energy project, concerns have been raised with regard to the US billion dollar venture being pursued by the Government of Guyana and oil giant, ExxonMobil, however, even though those are yet to be laid to rest, President Irfaan Ali has announced that the project will be moving ahead since these concerns have already been addressed.

The President made the announcement on Thursday at State House, where the media, the oil companies’ representatives, members of the diplomatic corps as well as those in the business community had gathered for the presentation.

Residents of the Canal Polders and Crane, on the western half of the Demerara River, had written a letter to the Environmental Protection Agency (EPA), alerting the regulatory body that the project developer for the pipeline, Esso Exploration and Production Guyana Limited (EEPGL), a subsidiary of Exxon, had not consulted with them prior to submitting the EIA. The Environmental Protection Act clearly states at Section 11(9) “During the course of the environmental impact assessment, the developer and the person carrying out the environmental impact assessment shall (a) consult members of the public, interested bodies and organizations; (b) provide to members of the public on request, and at no more than the reasonable cost of photocopying, copies of information obtained for the p u r p o s e o f t h e environmental impact assessment.”

The residents of these villages, through which the pipeline is slated to pass through, had requested that the EIA be redone, since they were not consulted on how they would be impacted by the project.

-20 MMscfd the EPA as well as the review committee, the Board that is tasked with accepting or ordering a review of the document. The EIA was conducted by the Environmental Resources Management (ERM), a United Kingdom Consultancy firm.

In fact, just yesterday, Dean-Hughes wrote to the Minister of Natural Resources, Vickram Bharrat, reminding that several key queries were still unanswered.

For instance, DeaneHughes said in her letter to the Minister, “All and/or some of the contents in the oral presentations of the Honourable President at State House on 30 June, 2022 may or may not be true and/or valid. Perception of a six or a nine is dependent on perspective inter alia.

President Ali was adamant the project has undergone “every single test of scrutiny but the time has come that we must move forward, having regards for all the questions in the equation, we have to move forward now and that is why we are here today to outline that process through which this project will move forward in bring the desired benefits to the people of this country and advancing the prosperity of the people of this country.”

While not giving a final price tag, since that will be determined through the final bidding process, President Ali has concluded that the project will cost the nation over the course of its life between four and five US cents per kilowatt hour. The President is adamant that this figure, down from the previous seven US cents per kilo watt hour, includes the full repayment of the 12"

pipeline that would be providing some 50 million standard cubic feet of Natural Gas daily to the onshore project.

According to the President, with the negotiations now concluded and with deadline for Request for Proposals ending in September, it is expected that contracts would be signed for the project in the last quarter of the year.

He did disclose that in the coming days, the administration would be looking to secure a Project Manager through a public tender process.

Speaking to the benefits to be had from the project, the President said the initiative includes the natural gas liquids plant and a 300 megawatt (MW) electricity project.

As it relates to the NGL plant, President Ali noted that there would be additional savings for the nation as cheaper cooking gas would be made available populace in addition to the export potential.

Countrywide protests needed now to get fair share

W

e have begun to put something before fellow citizens, for which we believe the time has come. The time has come for what our front page is calling for, which is “A country wide protest needed to get our FAIR SHARE” (KN June 30). We have been prompted by what is going on with our oil wealth to make this call on the last day of the first half of this year. The plan is to keep pushing for this to grow and grow throughout the second half of 2022, and beyond, if such becomes necessary. If we dont do this, then this oil will leave us behind, with only the big-shots and big political bosses reaping its riches.

We didnt want to be put in this position, but we have no choice. If this is what it takes, then this is what it will have to be. COUNTRY WIDE PROTESTS MUST BE THE APPROACH TAKEN BY GUYANESE FOR GUYANESE TO GET THEIR FAIR SHARE OF THEIR OIL WEALTH. Leaders do nothing for us, other than lie to us and play tricky games with us. The APNU+AFC Coalition left us with the misery that is this monstrous oil contract, and that was only the beginning.

As most Guyanese know by now, the PPP/C came into power with its scornful dismissals of the same contract that it rightly called lopsided, but which it has done nothing to correct its many horrible provisions that haemorrhage this country and the prospects of its peoples.

Leaders of the PPP/C, when they were in the political Opposition of this country, raged against it, and vowed about how much they were going to do to change it, to be rid of its draining, destructive features.

Today, those same leaders, now with their hands fully in control of the levers of power in this sovereign nation, are behaving as they are shackled to the contract, and enslaved by it, meaning that they cant do anything about it.

Today, they are careful to qualify their plans and limit them to future developments and developing a model PSA, which are nothing but camouflages for their cowardice in confronting ExxonMobil, the American oil superpower. The Vice President, the leader in charge of oil matters, is playing delaying games that cost us dearly, while Exxon races away without interruption with large cargoes of our cheap, light, and sweet oil. President Ali must stop his Vice President from dragging him down.

This is the best oil deal globally, but only for Exxon, its partners, and their people. In contrast, we live with the worst contract in existence, which President Ali himself, called the wrong end of the stick.

There is no shortage of admission regarding all the things that are wrong with this criminal oil contract, but there is no abundance of preparation by the Vice President to confront Exxon and lay down the extent of our demands.

We are not begging for more, we are demanding more.

And since our leaders have been about retreating and hiding from any confrontation with Exxon, then we, the Guyanese people, owe it to ourselves to get the best for ourselves by answering this call, and coming out to be a part, and do our part, in countrywide protests for our fair share. Protests can be of immeasurable value, because only when done properly, then they make local political leaders and foreign corporate leaders know that we mean business, and that it cant be the same business as before.

Protests must be peaceful and for constructive ends.

Protests must be inclusive to capture our collective rage against those who rob us and deceive us. Protests do not target our fellow Guyanese. Protests aim at leaders and foreigners who trick us and cheat us. Guyanese need to get out of their homes and get out on the road and get in the faces of those using our own oil to hold us hostage. Let there be no standing for this nonsense anymore from anyone. Let the call and charge ring out from here: let there be countrywide protests for our fair share of our oil.

Citizens must come out in numbers for real change.

Cooperatives: Looking back and forward DEAR EDITOR, The United Nations has declared July 2 as International Day of Cooperatives.

This year will mark the 100th International Day of Cooperatives and will be observed under the theme Cooperatives Build a Better World According to the International Cooperative Alliance (ICA); an independent association that unites, represents and serves cooperatives worldwide, three million cooperatives on earth contribute to sustainable economic growth and stable, quality employment.

Today, the cooperative movement accounts for at least 12 % of humanity. Further, the top 300 cooperatives in the world generate 2.14 trillions USD in turnover. Cooperatives provide jobs or work opportunities to 280 million people across the globe.

The cooperative movement has been successful in Belgium, Denmark, the Netherlands, Sweden and Italy.

The largest coop banks by turnover in the world are to be found in France and Germany. China has 1.48 million cooperatives throughout the entire country with 100 million households as members with at least two coops in each of Chinas 680,000 villages.

The single biggest cooperative in the world is in India reaching 50 million farmers with around 35,000 member cooperatives. Nepal has 30,000 cooperatives with 45 million members and is known as the country of cooperatives with cooperatives being one of the three pillars of the countrys national economy while Brazil has a total of 6,828 cooperatives.

According to the Interna-

tional Labour Organization (ILO) registered and active cooperatives can be found in Botswana, Ethiopia, Kenya, Lesotho, Rwanda, Swaziland, Tanzania, Uganda, Zambia and Zanzibar. What about the cooperative movement in Guyana?

For quite sometime now, the word cooperative has been a bad word in Guyana.

It is frowned upon as some quaint outfit that has no relevance in a liberal democracy nor in a full-fledged market economy.

There is also a degree of ethnicization wrongly attached to coops in Guyana.

But its not so much the concept and philosophy behind cooperatives that is indigestible for many, on the contrary, its more the strong political influence in its implementation as well as the experiences under the PNC that reminds Guyanese of an era with which they have either bitter experiences or no knowledge as to why there is a stigma attached to our Constitution declares that Guyana shall be known as the Cooperative Republic of Guyana.

Ever since Guyana became a republic, no government has ever considered tinkering with the countrys official name by seeking to delete the word cooperative, perhaps because the word never caused any noticeable rejection nor discomfort of any kind amongst the populace.

Nor has it triggered social commotion in any section of our multi-ethnic society. Yet, as if in contradiction to the official name of our country, our passports are marked Republic of Guyana. An explanation as to why the word cooperative is not included is hard to come by.

Changes to the official name of any country is obvi-

ously fraught with many imponderables too difficult and complicated to imagine not to mention the constitutional implications a name change can engender. At least we find comfort in the song <ßLet Us Co-operative For Guyana<ß The word cooperative became a stigma since the days of the Burnham era when cooperatives were used by the ruling elites as a machinery for accumulating wealth and to provide scarce food items, household supplies and tools of trade, on a discriminatory basis, to supporters of the PNC through cooperatives masquerading as Knowledge Sharing Institutes (KSIs).

Under the PNC, cooperatives were allowed to become shareholders in state-owned enterprises such as the Guyana National Cooperative Bank; the Guyana Agricultural Cooperative Development Bank, and the Guyana Cooperative Mortgage Finance Bank, in that way, they were allowed to enrich themselves through state patronage at the expense of the people. In those days, cooperates were permitted to purchase shares in state enterprises, the objective was to enable the cooperative sector to become the dominant sector in the economy.

Many companies associated with the PNC began masquerading as cooperatives and through political patronage, secured lucrative contracts and facilities. As cooperatives, they avoided paying taxes.

At that time, the belief was that cooperatives will be the vehicle by which socialism will be built in Guyana. Nowadays, no one doubts that Guyana is a full-fledged capitalist society with the state and private sectors, minus cooperatives, being the engines of growth and develop-

ment.

The politicization of cooperatives under the PNC aside, it is important to point out that in earlier times co-operative societies made remarkable progress in the then British Guiana.

At one time there were 554 cooperative societies in British Guiana.

Of the 554 regis-tered societies, 552 were primary and 2 secondary societies.

The primary societies consisted of Savings, Thrift, School Thrift, Agricultural Thrift and Credit (including one of unlimited liability), Urban Thrift and Credit (including Credit Unions), Consumer (including for the supply of electricity), Producer/Marketing (including Farm Machinery), Land Lease/Purchase, Farm Supply, Logging, Consumer, Transport, Fishermen, Housing and General Purpose. The secondary societies were the B.G. Co-operative Credit Union Ltd. and the B.G. Co-operative Society.

Today, there are approximately 2,164 and 30 active and inactive Coop Societies and 30 credit Unions respectively on the Ministry of Labours Register. In it 1997 Programme, the PPP called for: an expansion of the state and cooperative sectors…

It is to be regretted that while cooperatives in all continents of our planet are thriving and contributing to building a better world, we in Guyana have made cooperatives our own worst enemy when in fact we should consider them a key pillar for building a better Guyana.

Rather than being relegated to a misnomer in our societal makeup, Cooperatives should be made into living realities helping to improve the well-being of our people.

Mon Repos -counter narrative and counter conclusion DEAR EDITOR, On each occasion the thought comes that the tormenting dust will settle in this society, a Mon Repos arrives.

My sense was that I should wait a while, and assess the automatic reactions, the conclusions from the only ways that we have been conditioned to think, as embraced for being the sole truth. I discard patience, and put the peculiar, if not contrarian, before fellow Guyanese. All I appeal for is openness to parsing through using the clearest faculties that we can employ. I hope that those have not been abandoned us, or have been will-

fully discarded by us.

Mon Repos is ugliness, madness, and vileness, and I say so without qualification.

I denounce and damn. But in the raw and ripe aftermath, I peel back the many skins of the onion and it burns my eyes. Maybe, there will be opening of those of other citizens. Mon Repos has been quickly condemned as political violence, which means that it can also be nothing but racial violence. While there is great appreciation that mobs don’t have minds and lose humanity, and that our politics lacks logic and morality, I still attempt to con-

nect dots, as I look behind the veil that was, and will be, Mon Repos. I dare to do so, and I invite my fellows to follow with courage, sincerity, and wisdom.

Before proceeding, I run risk of the label of ‘PNC man’.

The PNC has smarter, better, people than me to do that kind of representation. If the group needs the likes of me as an advocate, then it is in worse shape than imagined; also if this is considered a PNC narrative, then those thinking so are in a truly sad state since the PNC is still figuring out its own narrative on most things. I remind that when

calling for then President Granger to step down, I was condemned for being a traitor, hence a PPP agent. Considering both conclusions, it seems I could be the best billboard for the mythic ‘One Guyana’ man. I move forward.

First, the PNC needs votes, as by itself it doesn’t have enough, goes nowhere.

Therefore, the worst development that some may lay at its feet could only be evaluated as reckless self-destructiveness, total foolishness. Mon Repos was such an exercise, in all of its wantonness and senselessness. Second, (Continued on page 5)

Government’s effort very commendable in redeeming prisoners DEAR EDITOR, Rehabilitation of inmates from the Lusignan and Mazaruni prisons is indeed great news for all Guyana. I believe in second chances since people have it within themselves to change for the better as they learn from their mistakes. The news is that some 140 inmates from these two prisons graduated, after completing training in various programmes, namely in the areas of agriculture, tailoring, animal husbandry, apiary culture, carpentry, joinery, literacy, art and craft, leather

craft, and culinary arts. As we all know, the venture was all about preparing the inmates for reintegration into society.

In fact, this is precisely what Director of Prions, Nicklon Elliot, said when the graduation exercise was held.

He noted that “Effective rehabilitation programmes within the prisons are important. Not only do they teach inmates a sense of selfworth, but they can also help inmates acquire new skills that can be applied to starting a new life following their release from prison and

providing purposeful life goals.”

My mind goes back to Budget 2022, as this ongoing be revisited will support my take as the Government of Guyana did earmark the sum of $88.9M to train prison inmates in areas such as anger management, literacy and numeracy, and tailoring among others, in an effort to reduce recidivism. I recall Dr. Ashni Singh, when he presented to the National Assembly, the Peoples Progressive Party Civics landmark $552.9B budget,

From page 4 if Mon Repos was, indeed, a PNC creature, then it is the most half-baked, half-assed, and too clever by half authorship in recent years. It not only embarrasses party and leadership, but it also brings both into ridicule and the worst of disdain, which would be deserving, if due. Only if due.

Third, if this was indeed a PNC instigation, then reasonable questions could be asked of the objective(s) for what could only be an ill-fated venture with no returns, but negatives. As I grapple with this, the thinking comes that if the PNC (and if not the PNC, then what or whom?), desired to go down the East Coast and Mon Repos path, then it was not only ill-conceived, but ill-executed, since only the most terrible ill-will could result, and did.

Further, if a racial conflagration is intended, then a soggy, feeble, and at the endof-its-rope candle is a nonstarter. To emphasize: it is a struggling to-the-fingertip matchstick that burns the agent and results in more scorching of self than environmental sizzle. Nothing makes sense here, adds up; yes, I did say earlier that our politics possesses no logic, no wisdom, no particular brightness. It does have cleverness, which I now approach gingerly.

Fourth, and this is the flip side of the coin, past protests under PPP Governments have been suspected of infiltration by clever PPP agents using Black mercenaries (think payoffs)to give off the very stain and stench that Mon Repos makes irremovable; and to bring possibly legitimate protests into disrepute.

Harshly, it is Blacks brutalizing Indians, and only the

PNC could be responsible.

Must be; discussion over, minds firmly shut. As conclusions go, nothing could be more final, unyielding, unbreakable. And automatic.

Now, I take those precedents and place them in Mon Repos, and ponder who is really responsible, for what visions, and leaving where. I am building my answers to beyond the PNC and the ‘Black is bad’ messages.

Look, I have to be unsparing, let the chips fall. The PPP has dirty tricks men in reserve for slow, careful release (like Tylenol tablets). They are not squeamish, they have resources, they are resourceful.

I remind of the well-crafted evils that they have delivered on others using various avenues, ranging from the street to cyberspace, and anything in between. I ask citizens not to rule out anything, or anyone. Fifth, there have been protests, calls for more protests, and slow, but increasing responsiveness to protests. In a word, traction; in two phrases -population stirrings, population risings.

Be it about oil, or governance, or justice, protests are rip-

pling, and a wave is threatened. It is better to move and strangle in the cradle, before things really develop muscle and get out of hand. It is my belief that some of this were at work in what happened at Mon Repos. Especially that calls are going out for countrywide protests, bringing matters to a halt, and letting local leaders know where they stand. And where the people are. From a PPP Government outlook, nothing could be more menacing than groups of Black and Indian Guyanese (definitely still tiny) gathering to raise voice and attention against it.

Thus, what started out peacefully and simply in Golden Grove offered the opening to transform the arena (and narrative) to the usual Black madness and Indian weakness. The reflexive result is that the other side gets the bill for blame, there can be no other. And, so we are back to the 1960s and square one. This is sure to raise rage and rancor. But I can still think. I am still free.

I recall also the call came from Minister of Home Affairs, Robeson Benn, who did mention that even then that the government was already investing heavily in the prison system to reduce.

He had cited the reconstructing of the Lusignan prison, in addition to providing the necessary training for inmates and prison officers. His striking pronouncement was that “If we want to reduce recidivism rate at entry or overall, 13 per cent overall and nine per cent for new intakes, we have to improve the conditions. We cannot reform them unless we improve their conditions. We cannot make things better if we do not get them doing useful, gainful activities.” So now, what we are seeing as Guyanese, is simply a fruition of a commitment made in terms of prisoners preparation for life after release.

Let me inform the public, that a number of studies in the field of personality psychology have found that when there is forced confinement, habits of thought, behaviour and emotion do change in significant and consequential ways-especially in response to the different roles that we adopt as we go through life.

It is almost inevitable then that time spent as a prisoner, in a highly structured yet socially threatening environment, is bound to lead to significant personality changes.

And this is where rehabilitation and reintegration kick in. This must be used positively, and this graduation exercise is testimony to that positive capitalisation.

As we all know, one of the tasks of prison management is supposed to be using the time of incarcerated persons to provide them with the necessary skills to increase their chances of finding work, accommodation and establish support mechanisms that they can use in the community once they are

released. I guess in a few years, we will see rewards of this kind of input. Already something is in the offing as there are an additional 172 currently in the final weeks of some classes.

I close by reminding readers that in 2021 “Adopted at the conclusion of the 13th United Nations Congress on Crime Prevention and Criminal Justice, the Doha Declaration highlights the importance of supporting measures to support the rehabilitation and social reintegration of prisoners into the community.” The trend that Guyana is a part of is that of embracing the concept of rehabilitation in winning ground over that of punishment when dealing with prisoners. Penitentiaries around the globe are now striving to effect changes by providing inmates with opportunities during their sentence, so that they can more easily be reintegrated into society and become, once again, active and fulfilled members of their communities.

Barbados debt trap It is becoming clearer that President Ali is real, says Wood is in urgent need of legal advice or needs to listen to the legal advice he enjoys DEAR EDITOR, Some days after the Guyana Elections Commission (GECOM) had decided to defeat a motion requesting the Commission to conduct a review of the 2020 General and Regional Elections, His Excellency, President Irfaan Ali announced the appointment of a Commission of Inquiry into the same 2020 Elections. His action, recalled for older people, a declaration by General De Gaulle during the Second World War: “I am ready to assume the Powers of The Republic”.

At this date, citizens do not know whether the all-

male Commission of equally eminent persons, with equally eminent recourse assistance will simply investigate the expenditures incurred by GECOM and perhaps the State, of Public Order during the period and the impasse during the counting of the votes.

Such enquiries may raise disputes and arguments, but few legal issues. If in time it turns out the earnest Commission is required to investigate the electoral process there is at least one member of the older generation who would consider it his duty to apply to the High Court for relevant

declarations. On the surface, it appears that GECOM has a statutory duty to write and print a general report on each election it conducts. This citizen, in the past, in the days of an unrepresentative electoral commission obtained printed copies of these reports and studied them, as did several other concerned citizens.

There is yet no word from GECOM when the printed report of the 2020 General and Regional Elections will be available to the public. An official statement on such a mandatory report will be helpful. Some two weeks ago (June 10, 2022), my letter

questioning the reason that suspected electoral offenders charged in 2020 had not yet been tried appeared in some newspapers and in this publication. Whether in answer to that letter or not, an official statement promising trial on July 15, 2022 has been made. It is becoming more and more clearer that Guyana’s President, Head of State, Supreme Executive Authority, and Commander in Chief of the Armed Forces is in urgent need of legal advice or needs to listen to the legal advice he enjoys.

GuySuCo needs all the help it can get yet it continues to ignore personnel who have considerable experience and knowledge DEAR EDITOR, My interest was piqued when I read in the June 30, 2022 Kaieteur News about GuySuCo procuring GAME tractors in favour of John Deere tractors. In my years with the sugar industry, I do not recall any Game tractors being utilised and I decided to ask my friends who are in GuySuCo about this machine as I have been away for some time.

I have learnt that Albion

Estate maybe about a year ago for the first time ever got two of these tractors. My friends told me these tractors have hardly worked and right now are parked in the compound of Albion Estate. They said they find it puzzling that some team, which to their best knowledge, had no idea of the conditions within GuySuCo was asked to assess the Game and John Deere tractors and they deemed the Game to be superior.

A simple Google search can confirm this. Additionally, my Google search led me to Game’s website and I saw the company marketing itself as staffed by former Cameco personnel. I have no reason to doubt them. But Editor, I recall the Cameco tractors in GuySuCo and their inefficient performance. I remember too Booker-Tate when they came

in their wisdom discarded them in favour of the John Deere and New Holland tractors. Certainly, if these tractors were as good as GuySuCo now claims, then why Booker-Tate with all its expertise did not retain them.

Obviously there has to be rhyme to the reason. Editor, GuySuCo needs all the help it can get yet it continues to ignore personnel who have considerable experience and knowledge. Rather a flash-inthe-pan individual who is clearly out of depths has decided to enter realms clearly unknown and outside their competence. I pray for GuySuCo and I now know why GAWU said the management needs a shakeup.

Why then should Guyanese be concerned with Exxon and partners’ risk, Persaud questioned.

“What chance is there for oil companies not recouping their investment? Zero. Let’s say $2 billion is expended for exploration and no oil is found, what concern is that for the Government of Guyana or Guyanese or this army of pro-Jagdeo/Oil Companies bloggers?”

Oil companies, he said, are heavily capitalized, owned by millions of shareholders

and their business model prepares them for those risks.

“Oil companies are multi-billion dollar agencies, why (is) Mr. Jagdeo pre-occupied with Exxon’s recouping its investment?

They also inserted something called a Stability Clause that nullifies the powers of host country’s Parliament since no new taxes can be passed to impact the oil companies’ profits in Guyana as well as tax waived for the life of contract in Guyana.

(BARBADOS TODAY) Senior economist Anthony Wood says the pronouncements of Professor Emeritus Michael Howard on Barbados precarious debt situation must be taken seriously by Barbadians. Wood noted that the International Monetary Fund (IMF) debt since government entered the programme in late 2018 amounts to $870 million with the government expected to repay $928 million by 2029.

Wood, who once served in the Cabinet of late former prime minister Owen Arthur, said Governments senior economic adviser, Dr. Kevin Greenidge, the IMF and the USA Treasury Department, were optimistic that Barbados will be able to service the debt in full within the stipulated repayment period. Conversely, he noted Dr Howard, a retired Professor of Economics and specialist in Public Finance, had serious reservations about Barbados ability to repay the IMF loan based on the current economic trajectory of the Mottley administration.

“Professor Howards contention must be taken seriously given what has transpired since the administration was able to reduce the national debt from around 17.1 billion dollars to just under 12 billion dollars (and the debt to GDP from 171 per cent to just under 120 per cent) in late 2018 when the debt restructuring/repudiation programme was concluded.

We should be reminded that domestic debt holders (National Insurance Fund, Central Bank of Barbados, Private Financial Institutions and individuals) suffered in a disproportionate manner compared to external debt holders when the administration repudiated (refused to pay) about 4.5 billion dollars of the 17.1 billion dollars in debt.

“At the time of the debt restructuring/repudiation programme the size of the Barbados economy was over 10 billion dollars and the important foreign-exchange generating tourism sector was performing well.

However, during the period of the IMF and other external loans accumulating, the Barbados economy declined to around 8 billion dollars at one point and the t o u r i sm sector virtually ground to a halt at the height of the coronavirus pandemic.

Excessive borrowing during a period of rapid economic decline will naturally present difficulty for a government to service its debt,” Wood told Barbados TODAY. He explained that despite the economy showing signs of improvement over the last

six months, driven mainly by the tourism sector, the government has continued to borrow substantial sums from external sources. In fact, he indicated that the national debt has risen to approximately 13.5 billion dollars and the debt to GDP ratio to around 130 per cent.

He stated that given the paucity of financial and economic information provided by Dr. Greenidge, the IMF and the USA Treasury D e p a r t m e nt, Barbadians could not accept their optimistic view of Barbados ability to easily or adequately repay the IMF loan in full by 2029.

Wood, a former lecturer in Economics, Banking and Finance at The University of the West Indies, Cave Hill Campus, added that it was nonsensical to discuss the IMF loan in isolation from the other loans granted to Barbados and the reality that other loans wi l l h a v e t o b e sought over the short to medium term to keep the Barbados economy afloat.

He suggested that one source of new loans commencing within six months is very likely to be the same IMF as the government enters a new programme with the institution before year-end. He said the amount owed to the IMF by 2029 is expected to be substantially more than $928 million.

“Without appropriate economic and financial policies over the short and medium term to return Barbados to a sustained growth path, with tourism and other foreign-exchange generating activities yielding very good results, the countrys ability to service the IMF and other external loans will be seriously compromised. If the current situation has to be extended, Barbados will have to engage in heavy external borrowing to prop up the foreign reserves and help with its external debt obligations. In this case Barbados will be plunged further into the debt trap as stated

by Professor Howard.

“The discussion on debt should not escape the domestic component of the national debt. The country cannot afford the administration making the mistakes of the past in incurring substantial debts to the National Insurance Fund, the Central Bank, private financial institutions and individual investors. Such reckless behaviour will undoubtedly stop the economy from progressing and keep the country in the debt trap,” Wood asserted

That is the short of the story with his pumping citizens full of empty air with this over US$1B project.

He is giving Guyanese little by way of information, but sits back with his expectation of passion and commitment from Guyanese praying for cheap electricity.

President Ali says trust him and his Government.

All Guyanese have gotten from trusting leaders and governments, is getting their hands burnt.

With something as big as this, and as costly as this, we are sorry, sir, trust is a victim of the supply chain crisis - serious shortage, almost a crisis.

Give the nation something to bite on with this project, like the final price tag, and trust would begin from that point.

Don’t insult with this fuzzy arithmetic and voodoo economics and ask for trust. The world doesn’t work like this, and the President ought to know this.

Paul Slowe in court to block Police promotions until case against President is adjudicated R

etired Assistant Commissioner of Police and f o r m e r Chairman of the Police Service Commission (PSC), Paul Slowe has moved to the court seeking an injunction to block the current PSC from promoting or publishing a promotions list of officers of the Guyana Police Force (GPF) – until his challenge to President Irfaan Ali’s suspension of the former PSC is completed.

According to court documents seen by this publication, Attorneys-atLaw Selwyn A. Pieters,

Dexter Todd and Dexter Smart filed the motion on behalf of Slowe, in the Demerara High Court. Those listed as the respondents are Secretary of the PSC, Commissioner of Police (Ag) Clifton Hickens, Prime Minister Brigadier (Ret’d) Mark Phillips, and Attorney General (AG) and Minister of Legal Affairs, Anil Nandlall, S.C. An August 9, 2018, Slowe, Clinton Andrew Conway, Vesta Geneva Adams, and Claire Alexis Jarvis were appointed to the PSC by then President, David Granger.

On June 16, 2021, President Ali suspended the commission and the following month, the suspended members filed a legal action by means of a fixed date application, against the President, challenging their suspension.

In March Justice Gino Persaud, in the Demerara High Court handed down a decision that the challenge to A l i ’s s u s p e n s i o n c a n proceed. Notably the substantive matter is yet to be completed in court.

On May 31, last the Head of State swore in three new members of the PSC and on Friday the final member was sworn in.

According to Slowe’s court filing, he is seeking the injunction to restrain the PSC and the respondents from promoting or publishing a promotions list for members of the GPF, until the substantive matter filed herein is heard, completed and judgment is made and entered by the

sitting judge – an order that each party bears his own costs in this Application – and any other order the court may deem just.

One ground listed for the challenge notes that as part of the duties of the PSC, the previous members had drafted a list of 132 police officers to be promoted to various ranks in the GPF and sent that list to the Secretary of the PSC to have it transmitted to the Commissioner of Police, for the promotions to be effected.

It was further stated that the promotions list was not sent by the Secretary of the PSC and as such the promotion of the Police Officers was not done.

Another listed ground for the application is that the injunction that is being sought will assist in preserving the status quo of the proceedings and that of the GPF. It was stated that should the injunction not be granted and the new PSC be allowed

to promote members of the force, there will be inevitable difficulty at the end of the proceedings. It was also stated “that should this injunction not be granted and the Police Service Commission be allowed to promote members of the Guyana Police Force, and this matter is subsequently completed and the previous promotions on the past list is effected, there will be inevitable issues as to which officers are of a higher rank, than others.”

It was suggested too, that if the promotions were to be backdated then there will be future problems as to who will be entitled to be commanders and even Commissioner.

According to the document the granting of the orders sought, will assist in the preserving of the status quo and ensuring that the new PSC do not act in a manner prejudicial to those officers named in the previous promotions list of June 28, 2021.

Return textbooks or no cash grant - Ed. Ministry

(Photo: MOE) The Ministry of Education (MOE) is currently advising all parents and guardians of children with the government-issued textbooks to return them no later than July 7, 2022 or they would not be able to obtain the promised cash grant for school pupils.

As reported on, textbooks were distributed to students as part of the

government’s aim to ensure that there is equitable access to educational resources to every pupil.

The Ministry in a memo on Friday however, stated that only those students who returned the textbooks will be eligible for the cash grant.

The grant, which is the $30,000 ‘Because We Care’ and school voucher, is slated to begin distribution later

this month.

“It is therefore necessary that all primary and secondary school students return textbooks received in the academic year, September 2021-July 2022,” the memo states.

Whatever happened to investigative journalism?

Investigative journalism is a dying art. Today, what passes for journalism are pickups where journalists sit back and wait for scoops to fall in their laps rather than go out and pursue the leads to uncover a story.

Bernstein and Woodward had an inside source called “Deep Throat”. But they did not sit on their laurels and wait for corroboration. These two journalists went out and substantiated what the source was relaying. They ended up popularising The Post and writing their names into the hall of journalistic fame.

In Guyana, within minutes of the assassination of Dr. Walter Rodney, the government was claiming that the historian blew himself up while trying to bomb the Georgetown Prison. And given the circumstances under which Rodney met his demise, that narrative may have well gained greater traction had it not been for the work of a small private media outfit which was associated with a religious order in Guyana.

Within days, the Catholic Standard began to publish reports about the identity of a member of the Guyana Defence Force officer called Gregory Smith. The electronic expert, Smith, turned out to be a government agent who befriended Rodney and promised him communication equipment. Instead, he delivered a bomb disguised as a walkie-talkie which was then remotely triggered and killed Rodney.

Had it not been for the journalistic work of Andrew Morrison, Guyana and the world may never have known the truth about Rodneys assassination. This is the value of investigative reporting.

Neil Marks, a journalist

with News Room did some outstanding feature reporting during the 2020 elections. In one feature, he detailed and explained the manipulation which was taking place during the tabulation of Region Fours results. Other young journalists, including some who were with this newspaper, also did outstanding work in highlighting the shenanigans during the tabulations.

The potential therefore exists locally for investigative journalism. But unless our journalistic fraternity set aside partisanship and seek answers to questions, they will not be able to produce excellent investigative work.

And there are many issues which are crying out for more incisive journalistic investigation. This includes incidents of alleged extra judicial killings.

Normally, when there is a fatal police shooting there is usually a hue and cry about police excesses and extra-judicial executions. Experts emerge out of the woodwork with their own versions about what occurred.

In one instance, years ago, when some men were killed on the Georgetown Seawall, an alleged eyewitness emerged. It was claimed that he was on the roof of a building and was able to witness what happened.

The media, however, questioned how it was that this witness could have either see around or through dense vegetation and see what was happening more than 800 metres away. The alleged witness boss later came forward and said that the witness was not on site on the day of the incident.

It is somewhat surprising that to date that I have not heard of any eyewitness refuting the police version of the death of Quindon Bacchus.

But perhaps, I have not been following this matter closely enough because the media has not also been following up on this issue as it ought to.

The medias reporting in this matter has been disappointing. We have heard accusations that there may have been a feud between the policemen and the victim. But the media has not provided any compelling evidence of this.

There have been some calls for the police to confirm whether the undercover operation was authorised by the hierarchy of the Force. The nature of undercover operations is of such that only a few persons would know about these types of work. It would hardly be undercover for long if there had to be a chain of authorisation.

The first question the media should have been probing is whether indeed this was an undercover operation and whether it was intelligence led. This is an important issue since there have been accusations made that there was a personal feud between the policemen and the victim.

But no evidence of this feud has appeared in the media.

What has appeared on one social media page of an Opposition political operative are some voice notes which suggest some transaction.

But there has been no attempt to corroborate whether one of the voices was that of the now deceased man. The media has been lax.

The Opposition APNU+AFC has come out with a statement describing the killing of Quindon Bacchus as an execution. But it has not provided a shred of evidence to support its contention.

Public protests are not going to provide these answers. Public pressure must not be used to pervert the course of justice in the investigation into the death of Quindon Bacchus.

outcry in some quarters over a decision of the Director of Public Prosecutions to withdraw private charges against a lawyer accused of inciting racial hatred. The DPP stood its ground and insisted that it would not be pressured.

The real danger is that public pressure, including protests, without any supporting evidence, may be used to force charges on an innocent man. This would be

an injustice too.

Mon Repos 2022: Oxymoronic crocodile tears; boring yet laughable

T

his society is so psychologically corrugated that maybe it is beyond redemption. It is alleged that a social media post composed a fiction that the policeman who shot Quindon Bacchus was no longer in custody and this led to protest which led to an-Indian violence.

Since then we have had deluge of commentaries and denunciations including opinions from the Guyana Press Association (GPA) and the Stabroek News about the role of social media and its pretense to be doing journalistic tasks. Such crocodile years have an oxymoronic flair. They are boring yet they make you laugh.

The negative penetration of social media of Guyanese society is not the only problematic sore. What is cancerous is the dystopian, corrugated nature of Guyanese society thus the choice of words to title this column.

The so-called culprit is said to be the Daily News. But there are social media outposts that are far more irresponsible than the Daily News and they are patronised because they are anti-government.

There are mainstream media houses whose recklessness mirror what goes on in these social media outfits.

The GPA had the actor that goes under the name “Guyanese Critic” in mind when it chastised governmental leaders for appearing on his programme.

This columnist is saying with enormous conviction that what Guyanese Critic utters on his platform is far less dangerous, inciting, racist, disturbing than other social media outlets. Stabroek News reporter, Miranda La Rose and GPA’s official, Denis Chabrol, were on a social media programme that is billions of miles more unacceptable than Guyanese Critic.

Eminent personalities in Guyanese society including Stanley Ming, Ralph Ramkarran, Christopher Ram, Khemraj Ramjattan and others were guests on different occasions on a social media forum, an outlet that in my opinion is less acceptable than Guyanese Critic.

Listen to Black Pudding Maan and tell me if Guyanese Critic can be compared to him in terms of bile, vitriol, violent incitement, racial

sermonising.

What did the Daily News did that we don’t see in the mainstream media and among civil society actors? Almost daily we see the mainstream media carrying letters and interviews that condemn the March 2020 election as tampered with by the PPP and that the APNU+AFC won.

No decent newspaper in the UK and the US would publish a letter that expresses the view that Donald Tr u m p w o n t h e A m e r i c a n presidency and not Joe Biden.

There are things a mainstream media house simply does not publish because such things are not socially fit to be published. Yet we can find constant race-baiting in letters in the newspapers.

For five months in 2020 during the election rigging, one newspaper carried columns that supported the fraud and derogated the international observers, one of which referred to those observers as aliens.

A columnist in that newspaper wrote that she was a victim of racism in a furniture store.

What was the reason? The attendants ignored her. The said

columnist wrote that Guyana has a natural inherent bias against Black people. This is what contributes to the expanding problem of racial animosity. What happened at Mon Repos was not sparked or caused by the Daily News. The crocodile tears are boring yet hilarious.

All of a sudden we are being told about the recklessness of the Daily News. I point readers to an online publication named Village Voice.

I make no further observation than to say go and read it and tell me if you would make a comparison with it and the Daily News and Guyanese Critic.

I saw something strange on a Globe-Span zoom programme about six weeks ago that stunned me. One of the guests, opposition figure, Timothy Jonas with directness in his voice asked the head of Transparency InstituteGuyana, Frederick Collins, to state explicitly that there were attempts to rig the March 2020 election.

Two things flashed across my mind as I watched the exchange.

One was that it was natural for

Frederick Kissoon Transparency Institute-Guyana, given its raison d’être, to denounce the rigging. Secondly, why Mr. Jonas would ask Mr. Collins to state his position in 2022? In the presence of Donald Rodney and Tacuma Ogunseye, an antigovernment critic who functions in civil society told me that he only reads one newspaper. I carried that confession in a previous column.

There is a daily outpouring of sentiments all over this country by persons of status that lament how the racial divide is expanding, how the political poison is spreading.

But those very people help the expansion and the spreading and pretend that they are democratic and independent.

Mon Repos was not caused by the Daily News. It was always there and we know who helps to grow it.

GuySuCo management seeking $1.6B for more “unsuitable” tractors

Executive management staff of the Guyana Sugar Corporation (GuySuCo) is seeking approximately $1.6B from the Guyana Government, to facilitate the purchase of at least 11 articulated tractors, despite internal contention over the unsuitability of the equipment in the preparation of land for planting sugarcane. In the document which was dated June 2, 2022 and addressed to Vice President Bharrat Jagdeo, it was detailed that GuySuCo is facing a tillage challenge.

The company’s estates are expected to plough and

prepare 20 percent of their lands annually, but it was found that even the minimum field equipment could not fulfill the task.

The document said, the consequence is that the two main sugar Estates—Albion and Blairmont—were only able to till and replant 14 percent and 11 percent respectively between 2018 and 2021, resulting in an annual shortfall in the replanting of cane lands.

The company told the Vice President that apart from losing money, it faces four fundamental problems; the inability to till and plant

the land in accordance with the 20 percent convention because of a lack of adequate field equipment; the deteriorated factories; the poor state of the cane transport infrastructure; and the rapid labour attrition rate.

Additionally, there is a deficit of 11 pieces of critically needed tillage equipment across the industry when the Uitvlugt Estate is included.

I n t h e l e t t e r, t h e Corporation expressed gratitude to the Government for the recent procurement of six “articulated tillage tractors.”

It said, the equipment possess a technology that is more compliant with the needs of the industry, but even with their acquisition, there is a deficit of five machines at Albion and Blairmont based on their requirement. “ I m m e d i a t e expenditure needed in addition to the G$4 Billion Capital Contribution for 2022 totals up to G $ 1 , 5 9 6 M , approximately G$1.6 billion,” the executives’ letter said.

T h e s u g a r company has stated repeatedly gross deterioration of assets due to the downsizing of the industry has cause significant issues in turning around the sector. Given the company’s heavy dependence on state finances, calls have also been made for the company to be prudent in its investments—the purchase of the articulated tractors being a case in point.

Kaieteur News understands that senior sugar officials, including some Board of Directors are against the purchase of the articulated tractors, since they say it is unsuitable for tillage at the company, and that the product had not been purchased by the company more than two decades now.

Information suggests that moves to purchase articulated tractors did not occur until the new management arrived.

Under the then name Cameco, GuySuCo used the equipment since the 80s and 90s but it eventually phased out due to its high cost and high maintenance.

This newspaper was told

that when information for the six governmentpurchased tractors came to the board, there were heated exchanges for and against the

pro duct. A report on the efficiency of articulated tractors (Game) against the (fixed frame) John Deere tractors was ordered by the board. The review which was reported on by this newspaper said that John Deere tractors are cheaper, performed better and saved a bit more time and fuel. A month later, GuySuCo’s Chief Executive Officer, Sasenarine Singh, signed a more than $200M contract provided by the government for the procurement of the said articulated tractors.

This new fleet of equipment will nonetheless improved yields from 2024, since it will arrive in 2023, the letter to the VP said.

Stakeholders have since continued to express deep concern over the purchase which senior company staff is against.

It was pointed out that a proposal from the providers of the equipment, GAME LLC, shows that the

equipment deals directly with haulage and not tillage, as is required by the sugar corporation. More than five recommendation letters from sugar companies in different countries spoke directly about the tractors excellent capabilities in transporting sugar cane w h i l e G u y S u C o ’s specification spoke to tillage.

Outside of this, the equipment company’s finance has been reducing since 2019, leaving some to claim that GuySuCo is basically liquidating this company by handing it large contracts.

The letter to Jagdeo says that, the GuySuCo Executive Management is thankful for government’s support in purchasing the six articulated tillage tractors.

“These machines are expected to arrive in Guyana in late 2022 and will be in operation from the first Crop of 2023. This technology will add approximately 975 hectares of tilled lands to the 2023 planting programme.

These tilled lands are estimated to yield an additional 48,750 tons of cane to the industry’s 2024 production capacity. The dollar value of these gains is approximately G$502 million, which translates to these tractors paying for themselves in less than two years.” Concerned stakeholders argue that while six articulated tractors were purchased at $200M, 12 John Deere tractors could have been bought for the same price. Suriname to offer 60% of offshore oil …eyes state company becoming blocks inc oming year partner for developing the areas - VP S

uriname’s state oil firm Staatsolie is getting ready to offer 60 percent of the country’s offshore blocks for auction over the next 12 months, starting with a deepwater round in the fourth quarter, a company executive said on Wednesday.

The Guyana-Suriname basin is among the world’s most promising frontiers for oil exploration, particularly

since a consortium led by ExxonMobil found over 11 billion barrels of recoverable oil and gas resources in neighbouring Guyana.

In Suriname, Shell APA Corp and TotalEnergies plan to drill five exploration wells this year targeting over 2.5 billion barrels of recoverable oil and gas, which could add to the estimated up to 6 billion barrels of resources.

Guyana-Suriname is the “hottest basin in the world,”

Staatsolie Vice President of Offshore Glenn Corrie told Reuters on the sidelines of an oil conference in Paramaribo. “Our objective over the course of the next 12 months is to licencse the next round of all that acreage and put it into the hands of operators.”

Following discoveries by TotalEnergies and APA at Block 58, appraisal drilling is expected before a final investment decision, while

exploration wells also will be drilled at blocks 42, 52 and 53.

Once resources are confirmed and final investment decisions made, the state company can become a partner for

developing the areas. A final investment decision is when an operator commits to commercializing a discovery.

An intensive work of seismic data processing is also expected to help the country, which failed to

allocate blocks in October, to offer areas in the incoming offshore and shallow-water rounds.

The country will implement a zero tolerance gas flaring policy similar to Guyana’s, once floating production platforms are installed, he said.

“Gas has to be re-injected into the reservoir or disposed of in another way,” he said.

Return textbooks or no...

The memo which was signed by Chief Education Officer, Dr. Marcel Hutson mentioned also that head teachers are required to advise parents/ guardians that in instances where loaned textbooks are lost or destroyed, parents will be given the option of buying and replacing those

textbooks.

They are also tasked with notifying parents/guardians that a fee of $5,000 will be charged for each textbook lost or destroyed. This fee will apply to those parents who cannot replace lost or destroyed textbooks.

Head teachers too, are required to inform parents/guardians that the schools will issue a slip stating all textbooks have been returned.

Finally, they will submit to the Departments of Education on or before July 14, 2022, a list of names of students as per school and level, who have failed to return or pay for textbooks lost or destroyed.

‘Real’ fishers worried over outsiders drawing down government relief grant Fishermen were happy to hear that the government was providing them with a one-off relief cash grant of $150,000 to ease the economic strain, but it would appear that some persons are taking advantage of the system.

Fishermen say that what is happening now is that a large number of persons are registering as fishermen to access the cash grant, but they cannot be expressly verified, since they originate from unregistered landing sites with no record of its operations or operators.

They say that because a clear criterion was not set for those who can receive the grant, some amount of controversy exist as to whether fishermen operating in the back-dam and persons who recently left the trade because of the unfavourable environment were also eligible for the grant.

Minister of Agriculture, Zulfikar Mustapha had said that all marine fishermen across the country who earn

“And that is the problem,” one fisherman told this publication. “A lot of fishermen on a whole are not licenced and like how we got our official (fisherman) coop, these landing sites are not registered.”

The men explained that if

there are 20 boats landing at the site with 80 persons operating there, the number “all of a sudden” inflated to close to 200. In Region Six for example, there are registered sites in Albion and Corentyne, but there are even more unregistered landing sites in Eversham, Number 79 village Canje, Crabwood Creek and several other areas.

sites exist around the country, the fishermen said, and the large number of persons registered now seems to have surpassed what was expected by the authorities. “There seems to be a bit of confusion and we don’t know what will happen there.”

Outside of this, it was explained too that the grant is for active fishermen, those working now. But there are

persons who would have recently left or paused the work a short time ago because of the state of the industry.

The fishermen believe that those persons should also access the cash grant because the low catch, high cost of fuel and other issues would have caused those persons to seek employment elsewhere.

Additionally, there are fishermen in the back-dam, catching “hassar” and other local fish that are coming to say they are fishermen.

Indeed these persons are involved in fishing, but whether they were eligible for the grant, they could not say.

Another way the system is being cheated, according to reports, is that persons are allegedly paying fisheries officials for their names to go on the list, while some boat owners who work on their own vessels are putting the boat in a family member’s name and collecting two sums of money; one as boat owner and one as worker.

The men said that they also remembered President Irfaan Ali announcing an estimated 5,000 fishermen in Guyana. Even without the bloated numbers currently surfacing for the cash grant, the fishermen said that the President’s number is grossly understated.

Given the many issues currently faced by the local fishing sector, the cash relief is much appreciated, the coop members said. They noted however that the system must ensure that legitimate fishermen receive the pay out, and that persons who depended on fishing for

a living, but were forced out, are also supported. They reiterated that low catches within the industry, high cost of fuel and other issues such as the promised Surinamese f i s h l i c e n c e , a ff e c t e d operators’ ability to stay within the trade.

Minister Mustapha wasn’t immediately available for an update on the payout process yesterday, but he did say previously that the Fisheries Department was instructed to develop two lists; one with licenced fishermen and the other with unlicenced fishermen to be posted at landing sites countrywide to be verified by the public and to prevent persons from registering at more than one location.

“We have fishermen who are licenced and we have those who are not licenced.

After examining our register, just about 50 percent of our fishermen are licenced,” the minister had said. “I want to make it very clear; I’ve given clear instructions to our Fisheries Department that we’ll develop two lists. One will have the licenced fishermen and the other the unlicenced fishermen. We have a number of landing sites in our country where fishermen land their catch.

Since the President made the announcement, we’ve been working to form committees comprising fishermen to ensure every fisherman is registered. These committees will be charged with compiling and verifying those lists after which every list will be posted at the landing sites so that the names can be verified by the public.”

President inducts Procurement Commission Members

More than two years after the life of the Public Procurement Commission (PPC), ended, Head of State, President, Irfaan Ali on Friday, swore in four of the five members of that commission. The PPC is the body which exercises a major regulatory and oversight role in public procurement and the awarding of government contracts. The PPC monitors public procurement by government to ensure the principles of fairness, equity, value for money, and competition is upheld and to ensure that the procedures of public procurement are executed in accordance with the laws of Guyana. The members that were sworn in include executive of the Alliance For Change (AFC), Dianna Rajcumar, former Chairman of the National Tender Board, Berkley Wickham, Joel Bhagwandin, and Rajnarine Singh.

The members were sworn in for a period of three years, effective from July 1, 2022.

The fifth member of the commission, President of the Guyana Bar Association, Pauline Chase, is currently not in the jurisdiction and as such, is expected to take the oath of office sometime in the new week.

The swearing in ceremony was held in the Credentials Room of the Office of the President. Among those in attendance were Prime Minister Brigadier (Ret’d) Mark Phillips, Attorney General (AG) and Minister of Legal Affairs, Anil Nandlall, S.C, Minister of Parliamentary Affairs and Governance, Gail Teixeira, and other members of

parliament.

Delivering his charge to the new commission members, President Ali first congratulated them before highlighting the importance of the PPC. The President noted that the job of the commission is one that adds to the government’s plan to ensure oversight of public procurement—making sure that whatever is being done falls under the umbrella of transparent, democratic and open governance.

According to President Ali, “I have all confidence that the combined experience, knowledge and diverse expertise of the members of this commission, will add value to your work and would bring the necessary benefits to the country and to government systems, as we work together in enhancing and building a stronger framework.”

Additionally, the fourth member of the Police Service Commission (PSC) Hakeem Mohamed was also on Friday sworn in. The other members of the PSC was sworn in on May 31, 2022, however, Mohamed was absent on that date. President Ali used the occasion to express his delight that the final member of the PSC was sworn in.

According to Ali, as for the Teaching Service Commission (TSC) and the Judicial Service Commission (JSC), he had all intentions of swearing in the members of the last two commissions on Friday but due to final membership still being finalised it was put off to another date.

Two men in custody for Mon Repos granny murder

2 cops transferred after ‘beating’ suspect - as OPR investigates

Murdered, Agnes Dillon Kaieteur News was reliably informed on Friday that two men have been detained for questioning in relation to the brutal murder of the Mon Repos granny, Agnes Dillon, 89, on Thursday last.

Dillon rented the bottom flat of a two-storey wooden home where she was found dead around 12:00hrs lying in a pool of blood on her bed.

It is suspected that she was brutally stabbed and chopped to death by her killer.

Crime Chief, Wendell Blanhum told Kaieteur News on Friday that detectives had arrested two suspects for questioning in r e l a t i o n t o D i l l o n ’s gruesome murder but are yet

Dillon’s landlord had last seen the now dead tenant alive around 17:00hrs on Wednesday, washing clothes in the yard. The following morning Dillon did not emerge from her flat as she reportedly would normally do, and as such her landlord became worried. It was unlike her not to be “up and about” during the early morning hours, according to the landlady.

As the hours rolled by,

the landlord began calling her phone but those calls went unanswered, after which she decided to invite a neighbour to assist in prying open Dillon’s bedroom window, since she was unable to do so herself. It was at that time they discovered Dillon’s body lying motionless on her bed.

Detectives had observed suspected stab wounds to her left and right side chest and chop wounds to her left hand and face. Investigations are still ongoing.

Tw o p o l i c e r a n k s attached to the Parfaite Police Station on the West Bank of Demerara (WBD) were transferred to another location because they are currently under investigation for allegedly assaulting a 24year-old man on Tuesday last.

The young man, Nicholas Osborne, was reportedly assaulted while the ranks were arresting him allegedly being in possession o f q u a n t i t y o f cannabis/marijuana.

Osborne told Kaieteur

News during an interview that on the day of the incident, he was riding his b i c y c l e i n t h e Wa l e s Community when he was approached by two men in a white car. According to him, at the time he was not aware the men were policemen due to the fact they were wearing plain clothing and they had never identified themselves as police when approaching.

All he knew he was being arrested for allegedly having “weed” in his possession as the officers claimed.

In the process of

arresting him, Osborne claimed that the officers launched a brutal attack on him, hitting him about his head and body and stamping on his chest.

During the assault, he said one of the men used an object he suspected to be a gun to hit him about his head.

Environmentalist boycotts EPA review board in protest for fair, independent body The lone appellant that objected to the Environmental Protection Agency’s (EPA) waiver to an Environmental Impact Assessment (EIA) for two, 12 wells exploration campaigns in the Canje and Kaieteur Blocks of Guyana’s Exclusive Economic Zone (EEZ) has boycotted the public hearing as she lacks confidence in the review c o m m i t t e e — t h e Environmental Assessment Board (EAB).

The EAB is mandated by the Environmental Protection Act to conduct public hearings into all appeals made and is also tasked with recommending whether an EIA must be accepted, amended or rejected; whether a permit should be issued by the Agency as well as, the terms and conditions that should be i n c l u d e d i n a n environmental permit.

ExxonMobil through its local subsidiary, Esso Exploration and Production

Guyana Limited (EEPGL), had submitted the application to the EPA for the 12 well campaigns, stating that the activities are likely to have adverse effects on the environment. Even though this was clearly outlined in the oil company’s project s u m m a r y, t h e E PA determined that the activities did not require an EIA. T o t h i s e n d , environmentalist Simone Mangal-Joly, objected to the decision to waive an environmental impact study.

She was scheduled to a rg u e h e r r e a s o n s o n Thursday, however in a letter to the Chairperson of the EAB, Pradeepa Bholanauth, dated June 30, Mangal-Joly informed that she lacks confidence that the EAB can provide a fair and impartial hearing, or an independent decision based on technical considerations.

As such, she said “I am boycotting your hearing in protest for a fair and independent EAB.”

Kaieteur News understands that as a result of Mangal-Joly’s boycott, ExxonMobil Guyana, the EAB and EPA were left alone to discuss the development of the scheduled activities.

Others too have joined the call for an independent body to hear the appeals with one such person being Energy Technologist, Mr. Alfred Bhulai.

Mangal-Joly was keen to note in her missive that she is not withdrawing her objection against the agency’s decision to waive the EIAs. In fact, she told the Board that it is already furnished with adequate technical information that should guide the assessment of the choice to waive the studies.

The environmentalist reasoned that, “despite claims to the contrary, the effect of seismic surveys as well as drilling cannot be ascertained without a comprehensive impact

study, as five years into oil production this country still cannot pinpoint the spatial location of sensitive environmental receptors, including offshore reefs, nurseries, and migration routes for fish and other marine life.”

A d d i t i o n a l l y, t h e cumulative effect of all production, seismic surveys, and exploratory drilling going on the offshore environment has not been assessed.

She noted too that “baseline surveys on fisheries and monitoring data on the effects of all offshore activities do not exist for many key receptors.”

According to MangalJoly, each new project approved by the EPA adds additional burden to the ‘uncounted’ and ‘unvalued’ marine environment and resources of the country; however the EPA has failed to prove to the Guyanese people that the burden is acceptable.

For instance, she pointed out that “nowhere in its Screening Reports for the Kaieteur and Canje proposed drilling activities does it even have a proper spatial representation of the areas that will be affected and/or temporal overlapping representation of times of the year and seasons, showing how drilling activities and various supply boats etc. might affect fishing vessels, fish and marine migratory routes etc. Its conclusions that the effects will be negligible are not backed by scientific proof. One would hope that the EAB would strive to see a higher standard of scientific data and reasoning.”

Rigging the process In defending her decision to boycott Thursday’s h e a r i n g , t h e environmentalist said, “…the EAB has already indulged the EPA in rigging the process. This hearing will only serve as a charade of due process, giving the false impression that our c o u n t r y ’s l e g a l a n d democratic environmental decision-making process is working.”

On the contrary, MangalJoly argued that the system is “broken” and until the EAB operates in an independent manner as prescribed by the Environmental Protection Act, such hearings will

She was keen to note, “I have not arrived at this conclusion lightly or from afar. It is a result of my firsthand experience with the way in which the EAB has been handling appeals over the past year, including the Demerara Harbour Bridge EIA waiver appeal, and the way you have been handling the Exxon Mobil’s well drilling applications to date.

The EAB has consistently and completely failed to meet best practice standards for addressing appeals on EIA waivers in a timely and impartial manner. It allows the EPA inordinate amounts of time to develop reasons for decisions that by law must be present in full at the time the EPA makes, and announces a decision to waive an EIA, and triggers the 28-day public appeals period under the Environmental Protection Act. The public must be able to review these reasons against the EPA’s decision to decide whether the decision should be challenged.”

According to her, the EPA has never published its reasons for waiving an EIA at the time it makes its decision, but is afforded months to prepare these reasons.

In addition to that, the environmentalist noted that “the EPA is being indulged to facilitate Applicants to withdraw and resubmit applications to suit its intention of waiving EIAs, making a mockery of the Environmental Protection Act and the rule of law.”

For instance, she drew reference to the fact that the EPA posted its decision to waive an EIA for Exxon’s

Kaieteur Block drilling application on September 24, last year, triggering a 28 days period for citizens to assess its reasons and object

by October 28, 2021.

Mangal-Joly said, she objected to the waiver on October 22 last year, but instead of hosting the hearing within two to six weeks, in accordance with practices around the world, the EAB has only now decided to conduct the meeting.

The environmentalist argued, “in the time that the EAB did not hold the hearing, it indulged the EPA to publish another notice months later on March 7, 2022 stating that it had received an application from Exxon Mobil for the same activity in Kaieteur Block—as if Exxon Mobil had never applied in the first place and a statutory appeal process had not already been triggered under the Environmental Protection Act! She was adamant, the EPA published this notice in March without any reasons in the newspapers, and instead directed the public to a Screening Report, which contained the reasons. That screening report was not made available to the public on the EPA’s website until on April 5, 2022, a mere few days before the second 28day public comment period expired.

“I wrote to the EAB pointing out the unfairness of this situation and the EAB ignored this. Instead, the EAB was keen to point out to me that I had to meet the new deadline to object yet again!”

As such, she concluded that the EAB allowed the EPA to simply disregard the statutory process that was triggered on September 22, (Continued on page 26)

Woman, 88, is country’s latest COVID-19 fatality

n 88-year-old woman from Re gion Four, who contracted the novel Coronavirus (COVID-19) disease, died on Tuesday.

This, according to the Ministry of Health which reported yesterday, that as a r e s u l t t h e c o u n t r y ’s COVID-19 death toll has moved to 1,255.

It was reported via its daily COVID-19 dashboard, that the Ministry recorded 77 new cases, taking the total number of confirmed cases in Guyana to 67,472.

The dashboard data additionally disclosed that two more patients have been admitted into the COVID-19 Intensive Care Unit (ICU), 26 persons are in institutional isolation, 826 in home isolation and three in institutional quarantine.

To date, a total of 65,363 persons have recovered from the virus.

Investigators have also found Park’s umbrella in the suspect’s bedroom.

According to Donalesa’s sister, she last saw her sibling alive on June 29, 2022, at about 08:00hrs at their East Canje home, where they both reside. The deceased woman reportedly told her sister then that she

was going to braid someone’s hair at Fort Ordinance, East Canje, Berbice.

Police had reported that about 06:00hrs on Thursday, the sister called the individual whose hair, Donalesa told her she was going to braid but that person said that Park never showed up but instead told her that she (Park) had to go to Corentyne. Subsequently, at about 07:00hrs, Park’s body was found wrapped in a plastic on the Courtland Vi l l a g e P u b l i c R o a d , Corentyne, Berbice. An uncle of the now dead woman, Mortimor Amsterdam, had told media operatives that the soldier was well known to Park, since she would usually uplift detergent products from him. The products, Amsterdam said, is brought out from Lethem.

He also related that the suspect was also well known to the family, since he would visit Park on occasions at her residence. The probe continues.

CWI and Republic Bank Financial Holdings ‘Five For Fun’ bowls off in Guyana (CWI) - Cricket West Indies (CWI) and Republic Bank Financial Holdings Guyana launched ‘Five for Fun’ - a new format of cricket designed to appeal to children from 8 to 11 years old.

The Five for Fun initiative is a true joint-venture whereby CWI and Republic Bank are developing the platform together across the region to engage schools and schoolchildren. Working closely with the Ministries of Sport and Education, CWI and Republic Bank developed the Five for Fun platform together and successfully piloted it in St. Lucia in 2021.

Five for Fun will become be one of the first steps in CWI’s “Future Stars” programme, the development and participation pathway to introduce the next generation to cricket and develop their love for and involvement in the Caribbean’s #1 sport. Bangladesh’s Tour of the West Indies…

WI, Bangladesh fine-tune T20 World Cup plans (ESPN Cricinfo) - Five years after a thrilling finish between West Indies and Pakistan elicited this response from Fazeer Mohammed at Windsor Park, we are back here once again. The T20I series opener between West Indies and Bangladesh will be the first match at the venue in five years and first since the Covid-19 pandemic struck.

The lack of recent competitive cricket at the venue means that the pitch is an unknown quantity as West Indies and Bangladesh build towards the T20 World Cup, which begins in October in Australia.

West Indies last played T20I cricket in February and Bangladesh in March. The hosts have made a number of changes in a bid to figure out their best XI. Bangladesh, meanwhile, lack confidence in this format. The 2-0 defeat in the preceding Test series only adds to their troubles. Bangladesh’s ordinary ground fielding and catching also came under scrutiny in the Test series. Mahmudullah will now have to drag Bangladesh out of the mire, with the likes of Afif Hossain, Munim Shahriar and Mustafizur Rahman among the white-ball specialists.

Anamul Haque, Mosaddek Hossain, Nurul Hasan and Mehidy Hasan Miraz are also back in the T20I squad. Shahriar is a newcomer, having made his debut against Afghanistan on the back of a sparkling BPL season.

West Indies’ new-look squad will be led by Nicholas Pooran whose

recent white-ball form isn’t encouraging. Pooran and new vicecaptain Rovman Powell will have to lead the middle order in the absence of the now-retired Kieron Pollard.

Among the batting options are Shamarh Brooks, Brandon King, Kyle Mayers and Devon Thomas, while Odean Smith is an allrounder in the mould of Andre Russell.

Obed McCoy, Alzarri Joseph and Keemo Paul are among the bowlers making comebacks. Left-arm spinner Gudakesh Motie is the third spinner in the squad behind Akeal Hosein and Hayden Walsh Jr. Shakib Al Hasan and Mustafizur Rahman are Bangladesh’s strike bowlers in T20 cricket, but Nasum Ahmed is not too far behind. In the past 12 months, he has taken 35 wickets at an average of 17.45 and economy rate of 6.07.

Nasum is known for varying his pace effectively, having done it at home against Australia, New Zealand, Pakistan and Afghanistan recently. If Windsor Park does help the spinners, Bangladesh will be confident of Shakib, Nasum, Mahedi Hasan and Mehidy Hasan Miraz countering West Indies.

After his Player-of-the-Series performance in the Test series, all eyes will be on Kyle Mayers. The 29-year-old struck his second Test century, helping West Indies out of a tight spot in St Lucia, and can also contribute with the ball.

He will open the batting in a lineup with seemingly less experience now, so Mayers must understand his

role clearly. That he has the wood over Bangladesh might make things easier for him.

West Indies have six spots open since their last T20I against India in February. Brooks, King and Thomas are likely to find themselves in the top six, while Odean Smith will likely have a crack at the lower-middle order.

Hearn defends decision to stage rematch in Saudi Arabia

(BBC Sport) - Promoter Eddie Hearn has defended the decision to stage Anthony Joshua’s rematch with Oleksandr Usyk in Saudi Arabia in August.

The Gulf country has faced accusations of human rights violations and is paying huge sums to host the event.

Hearn responded to the criticism, saying: “My job is to provide the best opportunities for these fighters.

But of course we want to see a better place, more change and hopefully this can promote that.”

Joshua, 32, fought in Saudi Arabia in 2019 when he beat Andy Ruiz in their rematch and returns to the country once again for the fight on 20 August with his career at a crossroads.

Hearn promotes Joshua and was the first major UK promoter to stage a fight night in Saudi Arabia, but has not returned since.

At the time, Amnesty International’s Felix Jakens described Ruiz v Joshua II as a “sportwashing” exercise for Saudi Arabia, saying:

“They’ve got an appalling record on LGBT rights, women’s rights, extra-judicial killings, beheadings, the murder of journalist Jamal Khashoggi [in 2018], and their involvement in the ongoing conflict in Yemen.”

In March Saudi Arabia executed 81 men in a single day.

Joshua was asked by BBC Radio 5 Live about the controversial nature of staging a contest in Saudi Arabia, the British heavyweight responding by opting to focus on the growth of boxing in the region.

“Since we were last there, boxing has grown 300% and they’ve opened 49 boxing gyms in the region and had their first women’s championships as well. So it’s been a positive in my opinion,” he said.

Boxing is not the only sport to face questions about working with Saudi Arabia.

Formula 1, tennis and golf have all held events in the country in recent years, while the Saudi-funded LIV Golf tournament took place on the outskirts of London with players accepting huge appear-

ance fees to take part. Hearn echoed his fighter’s comments, saying he had seen “substantial” change in the region since 2019.

“It’s very easy for me to say, ‘it’s a fight, it’s a prize fight, it’s dangerous, I’ve got to pay people as much as I can to fight’,” he said.

“Now we have to deal with a bigger social issue which is change.

“We see the change there. I was in Saudi Arabia, Jeddah last week, the change from what I see in that country from two years ago with the Andy Ruiz fight is substantial. “Also, tell me things that I’m interested in. Investment into the sport within the country. Investment into the grassroots level within the country. “Our government could learn a lot from the way Saudi are investing in the grassroots of boxing there.

It’s up over 300% participation in amateur boxing clubs since the Ruiz fight.

“There’s a genuine interest in the sport. Does there need to be more change?

(BBC Sport) - A sparkling 146 from India’s Rishabh Pant halted England on day one of the rescheduled fifth Test at Edgbaston.

Pant’s 89-ball hundred rescued the tourists from 985 after England’s pacemen relentlessly exploited the movement on offer following captain Ben Stokes’ decision to bowl first. Wicketkeeper Pant crashed 19 fours and four sixes, playing the sort of thrilling, counter-attacking cricket that took England to a 3-0 series win over New Zealand last month. Pant was well supported by fellow left-hander Ravindra Jadeja - their stand of 222 is an India record for the sixth wicket in Tests against England and came at almost a run a ball.

When Pant eventually sliced Joe Root’s off-spin to slip, Stokes followed up by removing Shardul Thakur, but Jadeja remains unbeaten on 83, India closing on 338-7.

This final Test in the series was postponed last September with India leading 2-1 after positive cases of Covid19 among the tourists’ backroom staff. The efforts of Pant and Jadeja have kept India in the hunt for a first Test series win in England since 2007.

This is a fifth Test in name only. Only 11 players survive from the previous match in this series and both teams have a new captain and coach.

In India’s case regular skipper Rohit Sharma, appointed in February, is missing because of Covid, with Jasprit Bumrah standing in. It is perhaps too soon to form a judgement on Stokes’ decision at the toss. This was a truly memorable effort from Pant, his exhibition of 360-degree stroke play made all the more special by the peril India found themselves in earlier in the day.

Former Essequibo Under19 batsman, Oliver Manram, struck a blistering 121 to spur Essequibo Coast Cricket Club to a massive 117-run win over 3 Counties/Miss Pheobe last weekend when action continued in the 2022 Ontario Softball Cricket League (OSCL) Regular Season 20overs competition at Ellesmere ground, Scarborough.

The right-handed Manram slammed 10 sixes and five fours as his team piled up a formidable 266-1 from the 20-overs and then restricted 3 Counties/Miss Pheobe to 149-5 from the 20-overs.

Manram, who also represented prominent club Ravens in Region Two, (Pomeroon-Supenaam) got support from Sanjay Kumar who scored an unbeaten 101.

The 29-year-old is a free agent after his Manchester United contract expired at the end of June.

But he has also drawn interest from West Ham, where he had a successful loan spell during the 2020-21 season.

Everton b o s s F r a n k Lampard is keen to sign players before the club’s pre-season trip to the United States later this month and will have money to spend after selling Richarlison for £60m.

The Brazilian forward joined Tottenham on Friday on a five-year deal.

Lingard fell out of favour at Manchester United last season and said he felt let down by his treatment at a club where he graduated to the first team via the club’s academy.

West Ham have twice tried to sign the England international on a permanent basis, while Newcastle have also been interested.

CWI names Emerging Players Academy players for inaugural intake - Anderson, Nedd among the list (CWI) - Cricket West Indies (CWI) on Friday announced the initial intake of 15 selectees for the CWI Emerging Players Academy.

The group will start work at the Coolidge Cricket Ground (CCG), Antigua from 1 July for high-performance training and development sessions.

Several recent members of the West Indies Rising Stars U19 programme are included. Two notable selectees are Teddy Bishop and Kevin Wickham, who both made centuries for the West Indies Rising Stars U19s during the ICC U19 Men’s Cricket World Cup played in the West Indies earlier this year.

Others who have graduated from the West Indies Rising Stars U19s team to the regional franchise teams include Keagen Simmons, Kirk McKenzie and former captain, Ackeem Auguste; along with left-arm spinners Ashmead Nedd and Joshua Bishop; and left-arm fast bowler Ramon Simmonds.

emy squad is allrounder Nyeem Young, who was in the West Indies Men’s whiteball training camp in April.

This will also play an important role in building regional capacity within High-Performance player support – technical, physical, mental, and personal development.”

The plan for a CWI Emerging Players Academy was first announced in March. It will function as a nexus between regional jun-

ior and senior teams while supporting the development of talented players between the ages of 19 and 25. The Academy will have five primary objectives: Building capacity of players, support staff and highperformance resources.

Management of Talent.

Personal Development – develop person first and then the player.

Demonstrate Best Practice, including recruitment, selection and preparation.

Accelerating Player Development and increasing readiness of players for international cricket.

The Selection Panel met and recommended the 15 players based on a formula which included consultations with each of the six Territorial Boards.

Six reserves have also been selected as cover for players who may be selected for their franchises for regional competitions.

The first Emerging Players camp has several objectives and the main focus during the initial period will be to

The Guyana Darts Association (GDA) has installed its new Executive Body following the recent staging of their Annual General Meeting (AGM).

The Association created history during the meet by electing Victorine Chandro as the first female to hold the post of President. To assist

Terrence Joseph has been elected to the post of Treasurer while Edward Richmord has the job of Public Relations Officer (PRO) along with being a Committee Member.

According to the new President, who will be in the seat for a period of two years, she has planned a number of tournaments and fund raisers with the goal of a team representing Guyana at an International Tournament during the year.

You are following in the footsteps of Shemaine Campbelle, who without doubt is the best female cricketer , Guyana has ever produced- do not disappoint her” the words of Berbice Cricket Board President Hilbert Foster at a special ceremony on Friday last at the St Francis Community Developers Centre as the BCB handed over financial stipends worth ten thousand dollars each to nine under 19 players who gained selection to the national team.

The nine players would shortly leave Guyana to participate in the Cricket West Indies Under 19 female tournament in Trinidad. The fi-

nancial stipend totalling ninety thousand dollars were handed out under the BCB/ Dr Puran Singh Financial Incentive Scheme. Under this scheme, the BCB would provide ten thousand dollars{ US 50.00} to every Berbice player who gains selection to the national team at the under 15, under 17 and under 19 levels.

Foster spoke on the importance of the girls understanding their role as ambassadors of the Berbice brand. He urged the players to follow the basics and to remember what they would have learned from their cricket coaches during the numerous coaching sessions organised by the BCB. Apart from the local coaches, Berbice junior female players were involved with coaches like Sir Andy Roberts, Sir Curtly Ambrose, Jimmy Adams, Dr Desmond Haynes, Roland Butcher, Courtney Walsh, Nolan Mckenzie, Clyde Butts, Reon King and Shiek Mohamed.

He also spoke on the importance of being disciplined, focused and dedicated. The former world record holder told the players he would be following their performance with keen interest as they are the future of West Indies cricket.

CPL announces fixtures for ‘The 6ixty’ Fixtures for the inaugural Men’s and Women’s SKYEXCH 6IXTY have been announced.

The 6IXTY gets underway on 24 August with all matches taking place at Warner Park, St Kitts. The tournament will see 12 Men’s matches and seven Women’s matches over five days of fast-paced action.

The Men’s and Women’s teams will be competing for their respective versions of the Universe Boss Trophy, named in honour of tournament ambassador, Chris Gayle. The tournament will feature new innovations which will take T10 cricket to the next level. Fans can look forward to the following at The 6IXTY: (1) Each batting team has six wickets – at the fall of the sixth wicket they are all out (2) Each batting team has two PowerPlay overs.

The 6ixty Tournament Hardware which was recently revealed, is named ‘The Universe Boss Trophy’ They can unlock a third PowerPlay by hitting two sixes in the first 12 balls. This extra PowerPlay over can be taken at any time between overs 3-9 (3) There will be 30 balls bowled from one end before the action switches to the other end for the final 30 balls (4) The 30 balls will be delivered as 5 separate overs,

with no bowler being able to bowl more than 2 overs for the innings.

Tottenham sign Brazil forward from Everton in deal worth £60m (BBC Sport) - Tottenham Hotspur have signed Brazil forward Richarlison from Everton on a five-year deal believed to be worth £60m.

The 25-year-old scored 10 goals and provided five assists as he helped Everton avoid relegation last season.

He scored 43 goals in 135 league appearances for the Toffees after joining from Watford in July 2018.

The Hornets had signed Richarlison for £11.5m from Brazilian side Fluminense in 2017.

Playing either as a wide attacker or central striker, Richarlison finished as Everton’s joint-top scorer across all competitions in his opening two seasons on Merseyside, reaching double figures in three of the four seasons he spent with them.

He made his senior international debut for Brazil in September 2018 as a secondhalf substitute in their 2-0 win

Richarlison joined Everton from Watford in 2018

over the United States and has gone on to make 36 appearances, scoring 14 goals.

In 2019, he was named in the 23-man squad for the Copa America and scored in the final as Brazil won the tournament for the first time since 2007.
