T

he bravado of a 37-year-old auto electrician cost him his life when he tried to intercept members of a spare parts thieving gang on Sunday night.

Jagdeo Thakurdeen, called ‘Blondie’, of Django Town, Mon Repos, East Coast Demerara, was hurled from a car after he had jumped onto its bonnet in an attempt to apprehend the persons who had stolen the mirrors off his friend’s vehicle.

His body was discovered lying on the Good Hope Railway Embankment around 22:00 hours, next to the crashed car from which he was hurled. This was after a high speed chase.

Thakurdeen had been clinging to the bonnet of the car from La Bonne Intention a few miles away.

Initially, the police began treating the matter as a simple fatal accident, yesterday.

According to the police, “About 21:55 hours Sunday, June 30, 2013, Jagdeo

Thakurdeen, 37, of Mon Repos, East Coast Demerara, was struck down by a motor car as he was walking along the Good H o p e R a i l w a y Embankment.

He was pronounced DOA at the GPHC. The driver abandoned the motor vehicle and fled the scene. He has not yet been arrested.

Investigations are in progress.”

But several persons including Thakurdeen’s reputed wife gave a different account of how he met his death, an account that points to a deliberate act on the part of the driver of the car.

The account is reminiscent of the scenario surrounding the death of bank employee Sheema Mangar, who was killed by a car while trying to retrieve her stolen cellular phone.

Thakurdeen’s reputed wife, Kavita Bowanideen, was sitting on the road next to Thakurdeen’s body when this newspaper arrived on the scene around 23:00 hours.

She steeled herself to relate the sequence of events that led to Thakurdeen’s demise.

The woman stated that she, Thakurdeen and her daughter along with two other friends, went to the

creek on Sunday in the friends’ car.While there, they saw the occupants of another car, whom they had known from theirhomevillageofMonRepos.

They did not know that the occupants of the other car

were members of a gang that stole mirrors from parked vehicles.

So after they had finished at the creek and were about to enter their car, Thakurdeen observed that

the mirrors from their car had been stolen. They soon learnt from some other revelers that men from their home village were the culprits. According to (Continued on page 23)

Festival of India returns to Guyana An exhibition of Indian Cultural items is currently ongoing at the Sophia Exhibition in Georgetown.

The event is titled the Festival of India, the fifth of its kind to be hosted here in Guyana by the Indo Global Chamber of Commerce (IGCC).

The first ‘Festival of India’ exhibition was held annually from 2004 to 2007, but then it suddenly came to a halt. It has returned now after five years.

The festival started about a week ago, and will continue until July 3.

The creations on display include clothing, footwear, Indian delicacies, furniture, artwork, jewellery, and

Guyana agrees to pay Chinese contractor Thieves drive away $297,000 each for urinals in Airport Contract Probation Officer’s car

The Guyana Government has agreed to pay China Harbour Engineering Company (CHEC), $297,694 for the supply each of the six urinals to be installed in the expanded Cheddi Jagan International Airport (CJIA).

A similar urinal is retailed in the capital for prices ranging from $12,000 to $20,000.

Checks at retail outlets revealed that urinals were being sold for $11,995 at National Hardware, $13,148 at Gafsons Industries and $17,900 at Hamson General Store.

The $297,694 that Guyana has agreed to pay CHEC for a urinal excludes VAT and all duties and taxes required to import the items from China.

Under the contract document, the goods, technologies and services to be used are to be purchased from China “preferentially”.

Chartered Accountant, Christopher Ram, in his Business page column this past week, lambasted the current administration over several aspects of the contract that was signed and agreed to.

The contract was signed on November 11, 2011.

Signing on behalf of the government for the Ministry of Public Works was its Permanent Secretary, Balraj Balram, and Ren Guangjie, General Manager of the Business Development

Department of CHEC. The CJIA contract was one of three controversial Government projects released to the media last year after months of questions.

It was only after the Alliance For Change (AFC) requested information on the projects in the National Assembly that the ruling People’s Progressive Party/ Civic (PPP/C) released the documents.

The other two projects were the Amaila Falls Hydroelectric Access Road Project, which was awarded to Synergy Holdings Inc. under questionable circumstances and the Marriott Hotel that is currently under construction in Kingston.

Under the CJIA contract, Ram in his analysis pointed

out that the $138M loan from the China Development Bank, is in the Chinese currency the Renminbi and all the exchange risks are to be borne by Guyana.

“If the Renminbi appreciates relative to the Guyana dollar, the cost of the loan goes up.”

Ram also points out that the rate of interest is set at 2 per cent, per annum, but the accountant says, “This is a disguise because a management fee of 0.75 per cent is taken out upfront.”

He says too that under the contract inked by Government, no income or withholding taxes apply to any payment under the agreement, whether interest, management fee or commitment fee.

St. Joseph Mercy Hospital opens new wing today Three years after a fire of unknown origin broke out in the original building of the St. Joseph Mercy Hospital, the administration is preparing to commission a new wing, in addition to a rehabilitated section and a materials management section of the health facility.

The fire, on the morning of May 10, 2010, completely destroyed the oldest wing of the hospital and eight decades of history.

Although there were no major injuries or loss of lives, and all patients were safely evacuated, several doctors’ offices, the emergency room, the Triage area and the outpatient area were reduced to charcoal.

According to Maintenance Manager, Ian Collins, the new sections of the hospital will be officially commissioned this afternoon.

She soon realized that something was terribly wrong when she saw two persons emerge from the car and approach her, menacingly.

“As they advanced, I realized that I don’t know them. I ran into the yard screaming,” she said.

Orlene Matthews only had one final payment to make on her vehicle, but thieves have now deprived her of her only means of transportation.

Matthews told this newspaper that she had just completed a study group assignment and had arrived home at Coldingen Housing Scheme, ECD, just before midnight. She parked her car on her bridge and came out to open the gate, leaving vehicle keys in the ignition.

She did not notice that a car was parked a short distance away with its occupants waiting to pounce.

“I was trying to open the gate and this car suddenly pull up. I did not even hear the engine,” Matthews recalled.

She said that at first she thought that it was a taxi that had brought her son home. But her son was already at home.

Two gunmen escaped with $1.1 million after they robbed Woodlands Hospital around 9: 00 am yesterday morning.

Sattie Persaud, 47, an Accounts Clerk attached to the Woodlands Hospital, was reportedly conveying a bag with $1.1M to the hospital’s Accounts Office when she was held up by two men, one of whom was armed with a firearm.

Eyewitnesses say that the men took away the cash and Persaud’s cell phone before escaping.

Kaieteur News understands that the men had posed as patients who were seeking medical attention.

“They were standing in line as normal patients,” an eyewitness said.

This newspaper was told that the suspects ran out of the hospital and headed north toward Lamaha Street, where they attempted to join a minibus.

According to another witness, the suspects ran into Waterloo Street where they hijacked a motorcar.

However, this publication was told that the driver is now a suspect in the crime as he had been arrested and is in police custody assisting with the investigations.

EDITORIAL

The crazy road and the corruption If one were to conduct a survey of the people who drive on the roads, one would find a series of things. One of them is that the people who operate what passes for public transport are semi-literate, have a short attention span and are very intolerant of other road users.

Another thing that the survey would uncover is the large number of people who acquired their driver’s licence through means other than the official way. The person with money got his and then recommended others. The result is that inexperienced drivers are on the roads and it is a wonder that some of them last survive the initial road hassle to actually become experienced.

Another observation is that Guyana does not have the volume of road for the number of accidents that the country records. If one were to check one would find for the greater part the roads are all one long stretch leading to some waterway. Most of the accidents and road fatalities occur along these stretches.

The police have already concluded that speeding is responsible. What happens is that the inexperienced on the long stretches simply drive faster than they should.

They also do not pay attention to the other road users. Just this past week we had a driver who killed a child who was standing on the parapet waiting on her brother to go to school.

The solution rests with police patrols or with the police being stationed at specific locations along the road. Indeed, this would force the motorists to slow down and as everyone knows, less speed less likelihood of a major accident.

There was a time when the police presence on the road along the eastern corridor, was more intense that in any other part of the country. That was also the time when very few accidents occurred on West Berbice.

Georgetown is a different kettle of fish. For one, it has many roads and streets but the vast majority is so potholed that motorists avoid them. There are those with street lights.

These two features cause many vehicles to crowd the roads where the drivers feel that there would be no hindrances.

Of course, when just about everyone tries to do the same thing then the congestion will occur. Place a few inexperienced drivers in this mix and one can understand why there are so many accidents in the city. People do not heed traffic signs and create even more accidents.

Perhaps, the solution rests with the court. The fines are ridiculously low so that people do not really feel as though they are penalized. Indeed, there are arguments against hiking the fines. Given the level of corruption in the country one’s view is that the police would simply become judge, jury and executioner. They are going to demand sums from drivers who commit infractions.

Just this past week there was a group of policemen who pulled over a man and demanded $5,000 with the explanation that the fine in court would have been twice as much. They did not bargain for the man making a complaint to higher authorities. The money was returned but there was no further sanction.

This is only one case. We have grown accustomed to seeing people other than the traffic ranks setting up roadblocks and demanding money. And the hierarchy of the police knows of this trend and actually allows it to happen for a variety of reasons. They tell themselves that the policeman is poorly paid, that some of them actually benefit from the illegal proceeds and that in any case, the people from whom the bribe is demanded do not complain.

Once this casual approach to traffic matters continues more people are going to die on the roads. Of course the wider society can actually save lives. The Ministry of Home Affairs has set up a system that allows people to report when they pay a bribe. So far this has not been used as effectively as people should, although thousands of dollars have changed hands on the roads.

THE TIME HAS COME FOR US TO PUT PUBLIC BACK INTO SERVICE

DEAR EDITOR, The call for good governance is in the halls of every modern and democratic institution, but for Guyana this is not only a call, it is enshrined in our Constitution.

For instance, the call for the establishment of the Public Procurement Commission (PPC) has its merit in Article 212W.(1) which expressly states, “There shall be a Public Procurement Commission the procurement purpose of which is to monitor public procurement and the procedures therefor in order to ensure that the procurement of goods, services and execution of works are conducted in a fair, equitable, transparent, competitive and cost effective manner according to law and such policy guidelines as may be determined by the National Assembly.”

A Constitution is an instrument that guides/ governs the behaviour of people in a society or organisation. When we, the workers/people, collectively pursued self-determination in our struggles for independence and republican status, it was because we desired to fulfill the inalienable right to determine our destiny. Thus, the refusal

by the Executive and the support given to that refusal to appoint the constitutionally-required PPC, speaks to an act of defiance against the people’s collective determination.

The Alliance for Change’s principled and relentless call for the PPC appointment must not only be commended but supported by every Guyanese, because it aspires to ensure the fulfillment of our desire.

The PPC sets out to ensure accountability in the awarding of contracts in the name of the people with a view of removing corruption, whether perceived or real.

Corruption is a hindrance to human rights and the rule of law which form the foundation for the creation and sustenance of modern and civilised societies. And any act to deny the nation the opportunity to stamp it out, to have a positive international image and be embraced in the fold of modern societies must be seen as a betrayal of the tenets that govern our behaviour and what we aspire to be.

According to the United Nations, “Human rights are indivisible and interdependent, and the consequences of corrupt governance are multiple and touch on all human rights — civil, political, economic,

social and cultural, as well as the right to development.

Corruption leads to violation of the government’s human rights obligation ‘to take steps…to the maximum of its available resources, with a view to achieving progressively the full realization of the [named] rights….’

The corrupt management of public resources compromises the government’s ability to deliver an array of services, including health, educational and welfare services, which are essential for the realization of economic, social and cultural rights.

Also, the prevalence of corruption creates discrimination in access to public services in favour of those able to influence the authorities to act in their personal interest, including by offering bribes.

The economically and politically disadvantaged suffer disproportionately from the consequences of corruption, because they are particularly dependent on public goods….”

And where there are no strong oversight institutions corruption permeates. This presents clear and present danger, with the nation travelling the downward spiral if our politicians, civil society, media, religious

community, etc. do not inculcate the will and determination to collectively stand up and fight this crime against humanity.

The money that flows in the awarding of contracts, be it from the Consolidated Fund, loan from a regional or international institution, or country, grant from somewhere, all belong to the people, and must be accounted for on their behalf.

In the absence of accountable institutions, the current claims of corruption at the ministerial level; Guyana Power & Light Company (GPL); GuySuCo; pharmaceuticals; roads, bridges, buildings; NICIL; Amaila Falls; Cheddi Jagan International Airport; Marriott Hotel; etc. are allowed to go unfettered.

In the final analysis, corrupt practices determine the quality of life every Guyanese enjoys and undermines our holistic development.

For we may continue to have unjust electricity charges; unhealthy environment; sugar workers denied just wages and working conditions, poor health care, overpriced, substandard and expired drugs; saddled with paying for an airport expansion that is unrealistic with our (Continued on page 5)

DEAR EDITOR, This is in reference to a commentary about talk shows and controversial political activist Mark Benschop as appeared in KN (June 26).

Benschop had acquired experience in broadcasting before he returned to take up domicile in Guyana in the mid 1990s. He also penned a few articles for community newspapers – I am familiar with these matters, because I was a regular contributor to several publications and wrote extensively on the Guyanese, Indian and Caribbean diasporas.

Before any others claim credit for initiating talk shows, let me state on the record that Benschop (and Herman Singh) were the first Guyanese to start a community talk show in New York, geared primarily to the Guyanese and (Indo) Caribbean diaspora during the early 1990s. Claude Taitt, another Guyanese, also hosted a talk show on the Black radio station, WLIB, but it was not geared directly towards Guyanese or Caribbean people. Benschop’s program was aired on another

radio station.

At the time Benschop started the talk show, he was also co-hosting with Herman Singh (fellow Berbician) an Indo-Caribbean musical program (Bollywood as well as local Indo-Caribbean) that had many followers every Saturday morning for some four hours. They were very good hosts and had a very large listening audience (the

largest for a Saturday morning for any Guyanese musical program) for several years.

Herman Singh, a real estate and mortgage broker, was the owner and sponsor of both the musical and the talk shows. The talk show was not well received, prompting school teacher Mahadeo Persaud to once remark that, for some inexplicable reason, IndoGuyanese and Indo-

Caribbeans had developed an aversion to programs that tend to educate. They seem to have a preference for musical entertainment and were very happy to hear their names announced for birthday, anniversary and marriage wishes. That roadway is a one-way!

DEAR EDITOR, I wish to remind the Guyana Police Force that the roadway next to the Georgetown Seawall, from Camp St to Vlissengen Road is a one-way, unless the information given by the Home Affairs Ministry, Public Works Ministry and the posted signs at the Northern end of Vlissengen Road are all wrong.

The move to ban the usual seawall lime on the Rupert Craig Highway, (and “ahem” encourage persons to use the roadway from the Northern end of High St/Camp St heading East to Vlissengen Road) was timely.

Why I am reminding the Police Force (congrats for the increased patrols along the roadway!) is that unless the one-way is enforced, traffic flowing along the roadway will continue to be chaotic on weekends, in particular when a few vehicle drivers defy all common sense and attempt to go against the

expected flow of traffic. Police patrol vehicles (such as PLL 1000, yes, you know what you did last Sunday!) also appear oblivious to the fact that it’s a one-way and add to the confusion by doing the same thing.

It’s nice to relax on the Seawalls, not so nice to hear the abuse heaped on motorists doing the right thing by other motorists who claim that they have a right to drive up the one-way. Even the ranks who conduct foot patrols seem to be ignorant of the fact after I informed them (very mannerly ranks too, at least they promised to consult their superiors) that the roadway is a one-way.

Why is this elected official not being allowed to do his job?

DEAR EDITOR, In Guyana, rules and laws governing the regional and local political and electoral systems are enshrined in the Constitution.

Whilst the Ministry of Local Government and Regional Development (MLGRD) is responsible for overseeing the regional development councils (RDC), the Minister has to recognize that the RDC Councilors are elected representatives of the people and thus have the political authority to govern the region and the selected Government contract workers.

Further, the elected officials are the ones who are

accountable to the people, therefore they should be given full power to advocate and develop the region on behalf of the residents. This should be part of the democratic process.

But there is apparently a serious misconception on the part of the Minister and his cohorts in Region Eight on the subject of who is the authentic representative. Despite what the government or the Minister says, Mark Crawford was duly elected by the people of Region Eight to be their Chairman, not the Regional Executive Officer, who is a contracted employee of the Minister and the regime. Therefore, the

Minister should allow Mr. Crawford to do his job.

The human development program of Region Eight has to be conceived by the local people. The people of Region Eight at the 2011 Regional Elections voted as follows:AFC-983 votes (6 seats), PPP/ C-744 (4 seats), APNU-693 (4 seats), TUF-121 (1 seat). Take heed Mr. Minister. On the one hand, you have asserted that Guyana is a democratic nation, yet on the other hand, you do not want to cede power to the elected representative of Region Eight. You cannot have it both ways or speak on both sides of your mouth.

Corruption also denies the pensioner a decent income and other benefits, the employee a liveable wage, the society opportunities for the creation of new employment to absorb the young, unemployed and underemployed; and more so giving the citizens the needed security to pursue happiness in their land and not in another man’s.

The ambivalence by some actors in the opposition to mobilise and galvanise support on matters of national import and universal rights and have the Executive honour is making a bad situation worse.

The opposition must be reminded that the people voted for them, and as such it

becomes incumbent some stop kow-towing to the Executive’s agenda. It is important for the opposition to understand that they have to leverage the people’s power to acquire benefits for the people.

They must be able to understand and grapple with the intricacies of politics and governance. Politics, practiced properly, is about people and people’s development - what some may call horse-trading in trade unionism it is called negotiation.

Negotiation is a give and take exercise and what you may have entered the discussion with you may not leave achieving everything.

But at the end of the process a deal is agreed on which the groups are comfortable and can live with providing universal principles, rights and laws are not compromised and violated. Good governance continues to elude us, but

lost ground can be made up providing we honour the Constitution and concomitant laws and demand our elected officials secure our input consistent with Article 13.

The time has come for us to put public back into service. And consistent with this principle it is acceptable to stop the president, Members of Parliament in the streets, write or telephone them, visit their political office during business hours and make known concerns and desires, form groups, identity your problems and petition them. This goes for government and opposition, for all are expected to deliver for us. This is another way to hold them accountable and stop the behaviour where any elected official, paid by all the people, can have the gall to say to a citizen, ‘you people voted for APNU, go to them and let them build the street in your community.’

overwhelmingly clear – they want the majority opposition in parliament (66% of the votes) to manage their affairs. So the Minister has no moral authority to disregard the voice of the majority of the people and refuse to listen to their legitimate representative of Region Eight– Mr. Mark Crawford.

We are of the firm opinion that the Minister’s public outburst is at variance to the will of the people and maybe he does not want to accept the election results or he has got his arithmetic wrong.

The Minister should do what is right for the people of Region Eight and stop playing politics with their lives. After all, they have endured more than their share of disappointment and let downs

from this administration over the past 22 years.

They are fed-up with the poor services they have been receiving from the regime.

But we cannot expect any better from the Freedom House operatives; they exhibit all the characteristics of “serial bullies” and dictatorial tendencies. They continue to use their position as a minority Government to impose their work plan on the majority in the Region without the people’s permission and approval. Then after conducting such blatant abuse on the people, they run to GINA and call it development.

We believe that this is the only regime in the world that has the strangest idea of what development is.

They repair pot holes on roads and call it development.

They restore power after a lengthy blackout and call it development. They pump water out from flooded areas and call it development.

It is very clear that the actions of the Minister and the Office of the REO are extremely detrimental to development in Region Eight.

There has been continued mal-administration and lack of development in that Region.

The end result is massive suffering and neglect of the people. We call on the leaders of the Alliance for Change (AFC), the party of Mr. Mark Crawford, to bring this issue to the Parliament with a view of seeking answers and corrective measures to bring an end to the administrative dysfunctionality in Region Eight.

GuySuCo’s Chairman tipped to be next CEO

Dr. Rajendra Singh Government has reportedly tipped the current Chairman of the state-owned Guyana Sugar Corporation (GuySuCo) as its next Chief Executive Officer (CEO).

Dr. Rajendra Singh, from New Jersey, US, was appointed to the Board last year as the new Chairman after Dr. Nanda Gopaul exited to take up the post of Minister of Labour.

Earlier this year, with GuySuCo continuing to face flak over its declining performance, Government announced plans for a major shakeup of the industry which it says cannot fail as too much is at stake.

Sources close to the administration have now said that Dr. Singh is likely to take the GuySuCo reins from CEO Paul Bhim within the coming months. A number of meetings have already been

It is likely that Dr. Singh’s appointment could be confirmed in a matter of months, official sources told this newspaper yesterday.

Bhim, a long serving employee who worked his way up, was appointed to the CEO post after Errol Hanoman, was let go in 2010.

Bhim is likely to be Dr. Singh’s deputy. Currently, the Deputy CEO position is held

by Rajaindra Singh, a former Chairman of the Guyana Forestry Commission.

Almost four years after being commissioned, GuySuCo’s flagship Skeldon Factory, has failed to take off with a number of technical problems cropping up.

The modernization project, to the tune of US$200M, was supposed to

take 2012 national production levels to around 400,000 tonnes of sugar. Last year, the industry fell to 218,069 tonnes- its lowest in 20 years.

Industry experts have blamed the low production on poor yields, weather, industrial action, worker migration to other sectors and inefficiency.

Parliamentarians have said that factories stood idle around 50 percent of the time during crops. Between 2006 and 2012, Guyana collected compensation payments from the EU of $24.7B, geared to prepare Guyana for the ending of sugar quota to Europe. There have been criticisms that all the monies did not go to the industry.

This year, to fix Skeldon Factory, Government announced the hiring of Bosch Engineering, a South African company to carry our remedial works. A reported US$8M ($1.6B) was said to be budgeted for the works.

At Skeldon, production last year was 33,309 tonnes of sugar, not the 100,000 tons projected. This year’s first crop, across the country, was described as one of the worst in recent years.

The issue over the current Chairman has also been one that has been heavily debated after it was learnt that GuySuCo was paying his airfares between the United States and Guyana twice monthly. Government insisted that Singh was being brought in on economy class.

His hotel accommodation and other expenses are also met by GuySuCo.

PSC Chairman taken to task for nondisclosure of acquisition of CCI shares

Recently re-elected Chairman of the Private Sector Commission, Ronald Webster, who often speaks of his company’s commitment to good corporate governance, may not be applying those standards at Caribbean Container Inc. (CCI), - a public company under the laws of Guyana. Webster is CCI’s Managing Director and Chairman of its Board of Directors.

Chartered Accountant, Attorney-at-Law and Columnist, Christopher Ram, in a letter published in Kaieteur News Sunday highlighted public documents which disclosed that Webster was instrumental in incorporating a company Technology Investment and Management Inc. (TIMI) in which he held all the issued shares until late 2012. On its incorporation, the registered office of TIMI was at Webster’s residence but later

moved to the Chambers of Hughes, Fields and Stoby, who are also the Attorneys for CCI. For the sum of $300,000 paid or payable by it, TIMI allowed Webster to gain control of 129,670,230 shares (or 85.31%) in CCI. “Using the stock market value of a CCI share at December 31, 2006, the value of the shares thus acquired was $259,340,460 or 0.12% of the then market value.

“At a current stock market price of CCI’s shares of $10, Mr. Webster’s investment is worth more than $1.25 billion,” Ram calculated.

According to Ram, an examination of financial statements does not indicate that any payment was made to Rand-Whitney Caribbean for the shares which TIMI acquired but only a provision of $300,000 being made in the books.

The Attorney-at-Law stated that the negotiation between Rand-Whitney Caribbean and Webster in which he effectively acquired 85.31% of CCI’s shares was not a “management buyout” as claimed by Webster. Ram argued that even if Webster was issued with any shares in TIMI, which the records show he was not, that would still not constitute a management buyout.

Statements attributed to Webster indicate that TIMI was set up to provide turnaround management services in Guyana and the Caribbean.

However, according to Ram, the financial statements of TIMI filed belatedly with the Registrar of

Companies, show that TIMI never carried out any business - not even management services to CCI. Ram noted that except for the shares in CCI’s holding company transferred by Rand-Whitney Caribbean to Webster’s company TIMI, and the issue of shares

by TIMI to Mr. Webster and later to Ms. Patricia Bacchus for her past services, “TIMI has had no transaction of any materiality or note.”

Ram explained that according to various documents which TIMI was required by law to file, Webster was TIMI’s only shareholder until December 2012 when TIMI gained its second shareholder - Ms. Patricia Bacchus – by the issue to her of 600 class “A” shares valued at $5,618,000.

Ms. Bacchus, an Attorney-at-Law, joined the company as a Consultant in September 2006, became Company Secretary in 2007 and was later appointed Director of Administration and Chief Operating Officer.

According to Ram, Mr. Colin Wiltshire, who was listed as an incorporator of TIMI, was never issued the 500 shares that the Annual Reports indicate were allotted to him. “Incidentally, under the Companies Act 1991, a shareholding does not vanish on death, the personal representative becoming entitled to be entered in the company’s register of members,” he explained.

Guyana Police Force celebrates 174 years UN: Poverty reduced “We have come a long way from the George potato in Caribbean image…” - Reverent John Smith

The Drum Head service Ranks of the Guyana Police Force yesterday assembled at the Police Headquarters, Eve Leary to celebrate its 174th anniversary with its traditional Drum Head Service.

The event which was held at the Police Headquarters, Eve Leary featured prayers from the three major religions in Guyana. The Drum Head service followed.

There were also performances from the Guyana Police Force Choir and band. Among the renditions was the world renowned hit “We are the world”.

In his message to the “congregation” Rev. John Smith congratulated the

officers on their service to Guyana but added that there was still a need for improvement in a number of sectors.

“We have come a long way from the George Potato image…being a policeman is not easy,” Smith said.

He added that while abroad he read a new article which stated that there were 182 murders in Trinidad and Tobago with another three recently, in the space of three hours.

Rev Smith also made mention of a statement by the Commissioner of Police, “Turn in your badges if you can’t toe the line”. He urged them to always wear their uniform and badges with

pride.

The Drum Head Service coincided with the birthday of the Commissioner’s wife.

On Sunday the Guyana Police Force held a fitness walk which proceeded along the Rupert Craig highway and ended at the Police headquarters in Eve Leary.

Senior ranks of the Guyana Police Force including the Commissioner of Police Leroy Brumell led the ranks on the fitness walk.

The walk which started around 5:00 am attracted over 200 ranks dressed in their physical fitness attire. Many officers of the force performed a number of exercise routines along the route.

GENEVA (CMC) - Latin America and the Caribbean region has met a number of targets for achieving the Millennium Development Goals (MDGs), including halving the extreme poverty rate, according to a United Nations report released here yesterday.

The report noted that the proportion of people in the region living on less than US$1.25 a day fell from 12 per cent in 1990 to six per cent in 2010.

The Millennium Development Goals Report 2013, launched by UN Secretary-General Ban Kimoon in Geneva, also finds that the region is on track to meet the target of halving the proportion of the population suffering from hunger by

2015.

It notes that the proportion of undernourished people in the total population has decreased from 15 per cent in 1990-1992 to eight per cent in 2010-2012.

The eight MDGs, with a number of sub-targets covering a range of poverty, hunger, health, gender equality, education and environmental indicators, were agreed by all countries as an outgrowth of the UN Millennium Summit in 2000, most with a due date of 2015.

According to the report, gains have been made in reaching other MDG targets.

Access to primary education has been expanded in Latin America and the Caribbean, with the adjusted net enrolment rate for children

growing from 88 per cent in 1990 to 95 per cent in 2011.

Over the same period, the number of children of primary school age who are out of school declined by more than half, from seven to three to 3 million.

The region has achieved parity in primary education between boys and girls.

Latin America and the Caribbean are also very close to reaching the target of halving the proportion of people without basic sanitation. The proportion of the population using an improved sanitation facility, such as a latrine or toilet, increased from 68 to 82 per cent between 1990 and 2011.

By Ray Chickrie MONTEVIDEO, Uruguay — Suriname and Guyana will join Mercosur as associate states when the regional trading bloc holds a summit in Montevideo, Uruguay, on July 11 and 12, and when the president of Uruguay José Mujica, chair pro tempore, will transfer the chairmanship to Venezuelan President Nicolas Maduro.

At the upcoming summit, Paraguay’s membership will be reinstated, but the new government in Asuncion is placing conditions for rejoining the regional group.

The inclusion of Guyana and Suriname now leaves no country in South America without some sort of association with Mercosur.

Mercosur has two

political statuses: Full members, defined as those who participated in its creation in 1991 — Uruguay, Paraguay, Argentina and Brazil — and partners: Venezuela, Peru, Chile, Bolivia, Colombia and Ecuador. Venezuela joined the organisation last July. And the last two countries in South America — Guyana and Suriname — will finally and formally join as associate members.

Valeria Csukasi, director for integration of Uruguay’s Foreign Affairs Ministry added that the foreign ministers of Suriname and Guyana have already confirmed their presence at the summit on July 11.

This is the first time that Guyana and Suriname have

moved towards South American integration. The two countries were former British and Dutch colonies respectively and were more or less isolated from their South American neighbours.

To this day, there is no air connection between Guyana and Suriname with other South American countries, except with Belem, Brazil. And ten years ago there were hardly any trade and commerce with their South American neighbours; however, this all changed after former presidents Hugo Chavez (Venezuela), Lula Da Silva (Brazil) and Nester Kirchner (Argentine) initiated the Union of South American Nations (UNASUR). Jack Faces Expulsion (Trinidad Guardian) Under the United National Congress (UNC) constitution, former Chaguanas West MP Jack Warner stands to “automatically expel” himself from the party if he contests the July 29 Chaguanas West by-election as an independent candidate, UNC election officer Ramona Ramdial confirmed Sunday.

“The same situation, as what happened to (former Congress of the People member) Manohar Ramsaran, will occur as the UNC’s constitution allows only one candidate for the party and if

someone goes up independently, they are automatically expelled from the party,” she told the T&T Guardian. Ramsaran was automatically expelled from the COP after he submitted a nomination to contest the same seat for the UNC. Ramdial was asked about the UNC constitution following Warner’s comments that he will make a decision with regards to his future and will announce such at a meeting on Friday. Warner resigned as MP, Cabinet Minister and UNC chairman in April, following a damning Concacaf report on his tenure

as president of the regional governing body for football.

At a rally last Friday, UNC leader and Prime Minister Kamla Persad-Bissessar announced acting UNC chair Kadijah Ameen as the party’s candidate for the by-election.

Telling supporters she had not caused the by-election, the PM added she was sorry it had to come at a time when the local government polls are also due this year.

She emphasised the need for party unity on the byelection and warned against division, saying Chaguanas West must remain in Government.

WILL UNCLE DONALD MAKE THE DIFFERENCE? The Public Procurement Commission (PPC) is not the answer to the concerns over corruption. The PPC is not concerned with the award of contracts; it has no control over who evaluates bids; it has little control over the composition of the National Procurement and Tender Administration, and its role is in the main restricted to dealing with systems.

These systems will eventually be under the control of the Executive and they can be manipulated whether or not there is a PPC. What is needed is not another layer of toothless bureaucracy. What is needed is the right leadership at the political level to restore confidence in the procurement process.

That process has been hijacked by the ruling oligarchic class and they have

used it to their advantage. The oligarchy has made a mockery of the system of competitive bidding. They have exposed its tender underbelly and shown how susceptible it is to manipulation. This is why what is needed is not another body which can be subject to the pressures and wooing of the oligarchic class.

What is needed is political leadership that refuses to be a sycophant of this oligarchic class and which is committed to ensuring fairness in public procurement.

Do not however expect revolutionary changes in the way the procurement process is administered.

This is not the way in which politics operates in Guyana. Instead of sweeping changes at one go, the public should be on the lookout for progressive and periodic

interventions aimed at improving the system as it is known.

Some of this is already taking place. For example, one of the big concerns about public procurement in the health sector was that the system of prequalification was flawed and ended up favouring one major company which enjoyed at one time up to 80 per cent of the total purchases in the sector.

Quietly, but assuredly under Uncle Donald, we are witnessing changes to that system. No longer is just one firm being prequalified for major contracts in the health sector. There is now more than one firm that is tendering for contracts in the health sector. And this has been a positive development but it is not the full nine yards because the system can still

What are the safeguards in place, for example, to ensure that after a contract is awarded for the supply of certain medicines that these medicines are in fact delivered.

A few years ago the Office of the Auditor General raised the concern that there was no record in one instance of supplies being delivered.

What can very well happen therefore is for a firm to bid low knowing very well that it cannot supply at that price and knowing well that when it wins that bid it will not supply the drugs.

This is just one of the ways in which the system can be manipulated outside of the process of tendering, evaluating the bids and awarding the contract.

It is a loophole that should be plugged and it has to be plugged at a level outside of the scope of any PPC. It has to be plugged at the level of administration.

The Opposition should therefore be concerned with

ensuring that there is photographic and independent verification that the goods and services procured have been supplied and delivered as per contract.

This is why political leadership is far more important that a PPC. This is why changes at the level of system do not guarantee that the system will not be hijacked or manipulated.

One of the things that can stymie the strong leadership that is needed at the political level is the control that the oligarchic class has over the politicians by virtue of bankrolling political campaigns. So long as major forces in the oligarchy continue to finance the political campaign of political parties, the system remains susceptible to manipulation.

This is why leadership with integrity and decency is needed. And there is no one with the integrity and decency in the government other than Uncle Donald.

He may not be moving with the swiftness that many

expect, but changes are being made, and hopefully as he consolidates himself in power, he will be able to plug all the loopholes which exist in the public procurement commission.

The entire country is looking towards Uncle Donald to make a difference.

The Brazilian Embassy and the cycle of life in Guyana One of the things for which I will forever remember Forbes Burnham and his PNC and Cheddi Jagan and his PPP was their genuine, sincere efforts to regulate the power of colour and class in Guyanese society. Burnham and a wide range of leaders in the PNC after Independence dedicated themselves to moving Guyana away from the white hegemonic society it was prior to Independence.

Georgetown’s commercial world was not only dominated by the mercantile Portuguese and European class but their elitism and apartheid mentality permeated Guyana. Take Courida Park. It was an upper class Portuguese enclave. A dark-skinned UG professor, Rudolph James and his Nigerian wife, another professor, decided to build a house there. The protectors of apartheid in Guyana attempted to run James out.

The campaign was led by a man who owned a company

selling sewing machines.

I am a personal friend of Rudy James and would like to go on record and say that he is one of the finest sons this country has produced.

In British Guiana, all the banks, insurance companies, and business houses were dominated by light complexioned employees.

You didn’t stand a chance of social elevation if you were dark-skinned. I know Burnham was mad about that.

Burnham never forgave the light-complexioned class for rejecting him when he applied for membership of the League of Coloured People (for more on this incident, see Mohan Ragbeer, “The Indelible Red Stain.”).

If you were Hindu or Muslim, you had to change to a Christian name. That is why my brothers were given Christian first names - Harold and Joseph. My cousin’s last name is Cox. His grandfather had to make the change.

‘One month without any answer’ – relative As investigations continue into the alleged beating of a prisoner at the Camp Street prison by three prison warders, relatives are now calling on the relevant authorities to intervene.

On May 30, family members were enraged after 32 year-old Stravo Evans, aka ‘Mankind’ was “brutally beaten” by three officers while he was taking a shower.

They claimed that he was then thrown back into his cell without medical attention.

Evans was taken to the Georgetown Public Hospital where he remained for two days.

According to his sister, Roena Evans, after she received the information from the Director of Prisons, Dale Erskine, that the matter will be investigated, she and family were adamant that some justice would be brought to bear.

However, the very distraught sister said that when many calls were made to the prison and the Director, it was all to no avail.

They said that they are still awaiting word on the investigation. She added that since the article was published about the beating, her brother related to her that

he has not received any proper medication and has not received proper meals.

“They ill-treating him in the prisons because he spoke out against them, but we want to hear something from the prisons and one month gone and we haven’t heard from Erskine.

When we called his phone he not answering.

Evans has been incarcerated for the past four years awaiting his High Court trial for a murder in 2009.

Meanwhile efforts to reach Director of Prisons Dale Erskine by telephone were futile.

It was getting late and I know my wife and daughter because of my security problem would get worried.

After half an hour in the line waiting to go home, I called 911. No answer. I called traffic at Brickdam, no answer. I called traffic at Kitty, no answer. I have all those numbers stored in my cell phone. I kept repeating the calls but for that night those traffic offices had either closed or were on strike.

Citizens question the relevance of “I paid a bribe” website - “This website needs to do more than just document corruption,” Residents from several communities hold firm to the belief that the “I paid a bribe” website created by the Ministry of Home Affairs is just a “sham” or a mere “distraction” to the real issue which is finding clear cut solutions that will help to clamp down on the corruption within the various sectors of the Ministry.

“It has come to our attention that bribery has cemented itself firmly into the bloodstream of our culture.

The people we have elected to protect our interests and the interests of the country at large are failing us and we need to take these little things if one so deems it, as very important.

“It is troubling that this so called website just sits

there and since its establishment, not a peep could be heard of its success.

It is as though bribery has formed a part of our culture,” one upset resident explained.

The site which was launched on May 17, last, is a part of the efforts by the Minister of Home Affairs, Clement Rohee and Information Technology Specialist Floyd Levi, to aid in the fight against corruption in the various Government Ministries.

Though the site does not permit the victims of such acts to name the perpetrators, they are however; permitted to name the department to which the bribe was paid and the date and time the amount of money was paid.

However, residents have

expressed their concerns to this publication, stating that they continue to be harassed whilst this website just serves as a mere “complaint book” that does not seem to prompt the necessary recourse.

The concerned citizens added, “We are calling on the Minister to address this issue.

Online reports are being made about our experiences, now we ask what steps are being taken to solve these issues.

“Have investigations been launched since reports are being made? And most importantly, can victims really rely on this website to provide some sort of relief to this disgusting disease called bribery, especially since to date, the status of this level of corruption still remains the same?”

Constant flooding halts service at Parika Health centre The flooded area where patients are treated

R

esidents of Parika, East Bank Essequibo, are furious that every time the rain falls, they are sent home because the community health centre is flooded. Patients, mostly pensioners, explained the discomfort they face when they are denied service because of the rain.

They alleged that for a number of years now, flooding is common at the facility, yet, nothing is being done, despite pleas to authoritative figures.

Kaieteur News was told that when rain falls, the medical officer’s office, the pharmacy and the waiting area are inundated.

Evon Williams, 51, of Parika, said that she had gone to the health centre two Mondays ago for her regular insulin shot and was told to come back the next day.

When she returned the Tuesday, she said staffers told her to return the following day because the place was still flooded. She said she has to get insulin from Monday to Friday, but the facility cannot accommodate her.

Pulbassie Sukho of Parika Koker said she too was sent home because the compound and building were flooded. The visually impaired woman said that she was led to the health centre by her grandson only to hear that it was not operating. She too said that she has to get her dosage of insulin.

Peter Street Parika resident, Looknauth, 61, blamed the flooding on clogged drains and indiscriminate dumping of

garbage. This, he said, is a result of the area lacking garbage receptacles and the ‘any how’ behaviour that is exhibited by those mandated to maintain the community.

The man told Kaieteur News that when it rains, the water rises to the level of the road and then the health centre is heavily flooded.

Looknauth opined that taxpayers, especially pensioners, should not be dealing with such a situation. He added that the health centre is closed for the weekend and if rain falls during the week, they still can’t get service. The man said that he personally engaged members of the Neighbourhood Democratic Council, “for nothing.”

H a r r y N a r i n e Deokinanan, an Alliance for Change councilor in Parika, told Kaieteur News that the health centre needs to be attended to immediately, because most of the persons using the facility are elderly; some are blind and have mobile problems. He said that these people “are very poor and depend heavily on the health centre’s services.”

Deokinanan added that complaints have been made about the health centre but they have not been followed up. The residents however say that the village council withdraws itself from responsibilities of maintaining the centre.

They argue that the health centre’s maintenance is the government’s job.

Works have commenced on clearing small drains, but there will be no benefit, they said, “because if the large drains are not cleared water will not flow out.”

Plight of Belle Vue farmers take a turn - Labour Minister says he has it under control

ast week the spotlight was on the troubles of cane farmers operating at Belle Vue estates. Now that the Ministry of Labour has made moves to address the matter, new issues have developed.

The previously reported problem was rooted in the absence of relevant mechanisms to facilitate the sale of cane to Guyana Sugar Corporation (GuySuCo).

Now that measures have been put in place, another issue has arisen. Farmers are claiming victimization and dubbing it “more corruption.”

Prior to last year, when farmers supplied cane to GuySuCo, the money was paid to the Belle Vue Cane Farmers Marketing Coop Society for the body then to make payments to individual farmers.

However, as of last February—after Ministry of Labour implemented an Interim Management

Deodat Deokinandan Committee (IMC)—that committee took up the mantle previously held by the society and finances begun going through that pipeline.

But the serving period for the Committee has expired since April and even though that body no longer functioned, there was no other measure in place for farmers to collect their monies.

Now that that anomaly

has been addressed with the implementation of a threeman IMC, farmers are peeved that a large amount of them are not being “recognized” as farmers.

Some are also complaining about the implementation of an IMC of “just three people” as opposed to allowing the Coop society to retake control “cause we been a manage better.”

A large scale farmer, Deodat Deokinandan aka Beard Man, said that he learnt that the Ministry of Labour will not be acknowledging him as a farmer since the Ministry is claiming that he “illicitly” obtained the land that he has been farming on for the last three years.

Deokinandan said that l a s t N o v e m b e r, A b d u l Jabar—who was at that time the Chief Co-operative Development Officer attached to the Ministry of Labour Co-operatives Department Office—sent him a letter stating that the

Ministry doesn’t recognize him as a farmer in Belle Vue Coop society and that he had one month to remove from the land.

An injunction was subsequently filed; the matter remains in court.

Deokinandan was however, allowed to continue farming and selling to GuySuCo through the society until April when the IMC serving period expired.

“Since the IMC time up, we nah get we money. Every time you ask you hear dem looking for people dem never been a find, dem leff we abandon for two months. All de time dem looking for somebody. All of a sudden dem find these people and dem nah call no meeting just

decide on de three body and they done deh,” said one farmer.

On June 27, an IMC was appointed with immediate effect. The members a r e : Vi s h n u P r a s a d Secretary/Manager, GanpatMember and Frankie Ramphal- Member Deokinandan said that farmers asked that there be a meeting and were told that, before a meeting is called a verification of the membership will have to be undertaken.

He claimed that the Ministry took a stance that if a meeting should be called now, it has to be on the basis of the 2009 membership list of members-meaning, all those about 33 farmers who joined after 2009 won’t be considered.

“Dem say they nah recognize me as a farmer but me a de farmer that got 12,000 ton cane to harvest which would give 1,000 ton sugar,” related the farmer.

Deokinandan disclosed that one of his crops, which will be ready for harvest in a few weeks, is an approximate 12,000 tons worth some $100M and have about 12 other crops of similar worth and amount that will be ready for harvest later on in the year.

Deokinandan and 29 other farmers occupy 330 acres of farming land at Belle Vue. According to him, prior to him joining the sugar industry, Belle Vue farmers produced 1100 tons of cane per year. Now the production (Continued on page 25 )

Stabroek Rotary gears for new term 2013 Board of Directors

he Rotary Club of S t a b r o e k , Georgetown, with the installment of a new President and Board of Directors, is geared to enter into another term to give selflessly and reap the rewards

of changing lives for the good of community and society.

Newly elected President of the body, Sharon SueHang -Baksh, at the recent election, reminded Rotarians of Rotary International President, Ron

Burton’s theme, “Engage Rotary, Change Lives”; in essence, encouraging open mindedness as this will help to build stronger clubs in the future.

At the event, Sharon Sue-Hang -Baksh was elected President, while the

board comprises Immediate Past President Luana Falconer; President-Elect Coby Frimpong; Secretary Grace McCalman; Treasurer Patricia Plummer; Assistant Secretary/Treasurer Ron Amos; and Directors Delroy

Carrington, Gavin Todd, Lennox Shuffler, George Vaughn and Anand Harrilall.

In her last address as President, Luana Falcanor noted that during the past term the club was able to change lives and make a

difference to those who needed it the most. She credited the success of the club in meeting its objectives, of its annual work plan to relationships and partnerships forged with private and public sector institutions.

APNU MPs visit Regions One, Eight

eader of the Opposition, Brigadier David Granger, was part of a team from A Partnership for National Unity (APNU) on a “fan-out” exercise in the Barima-Waini Region.

Brigadier Granger ’s team visited Mabaruma and the surrounding areas.

During the visit, the APNU team, which comprised Members of Parliament, met with residents and held several community meetings to inform them of the Partnership’s activities in the

National Assembly.

They also spoke of APNU’s stand on several key issues, especially those of interest to the people of the Barima-Waini Region.

At the community meetings, APNU criticized the state of Healthcare, Education, unemployment (especially youth unemployment), the high cost of living, poor condition of the roads in the Region and the lack of 24-hour electricity to Mabaruma and environs. APNU called on the government to set up

APNU reiterated its call for an enquiry into the annual gastroenteritis epidemics in the Region which cause great pain and suffering to residents, especially those in the Port Kaituma area.

The visiting team is also calling on government to address poor regional infrastructure, especially the main road that links Mabaruma and the surrounding communities.

One of the major concerns is the delayed completion of the Kumaka Waterfront and

Stelling.

Another shortcoming is the quality of ferry service to the region. “There is need for a new and reliable ferry service to replace the aging and problematic Lady Northcote,” Granger said.

Egypt army gives Morsi 48 hours to share power (Reuters) - Egypt’s armed forces handed Islamist President Mohamed Morsi a virtual ultimatum to share power yesterday, giving feuding politicians 48 hours to compromise or have the army impose its own road map for the country.

A dramatic military statement broadcast on state television declared the nation was in danger after millions of Egyptians took to the streets on Sunday to demand that Morsi quit and the headquarters of the ruling Muslim Brotherhood were ransacked.

The generals’ intervention was greeted with delight among protesters in the streets - and muted dismay by Islamists.

Since the fall of Hosni Mubarak as the Arab Spring revolutions took hold more than two years ago, the Arab world’s most populous nation has remained in turmoil, arousing concern amongst allies in the West and in neighboring Israel, with which Egypt has had a peace treaty since 1979.

Morsi’s allies were angry: “The age of military coups is over,” said the Brotherhood’s Yasser Hamza. Mohamed ElBeltagy said Islamists would take to the streets to show their strength. Morsi himself

did not respond all day.

Crowds in Cairo’s Tahrir Square cheered when a flight of military helicopters swooped overhead trailing national flags. Silhouetted against the sunset, it was a powerful illustration of the military’s desire to be seen in tune with the people.

“If the demands of the people are not realized within the defined period, it will be incumbent upon (the armed forces) ... to announce a road map for the future,” chief-ofstaff General Abdel Fattah alSisi said in the statement. It was followed by martial music.

The people had expressed their will with unprecedented clarity in the mass demonstrations, he said, and wasting more time would only increase the danger of division and strife.

The army said it would oversee the implementation of the roadmap it sought “with the participation of all factions and national parties, including young people”, but it would not get directly involved in politics or government.

Morsi’s office later said the president met Sisi and Prime Minister Hisham Kandil, releasing a picture of them seated together smiling, but did not respond to the

military statement.

Anti-Morsi demonstrators outside the presidential palace cheered the army statement, and the main opposition National Salvation Front, which has demanded a national unity government for months, applauded the military’s move. Spokesman Khaled Dawoud made clear there would be no talks with Morsi - he must quit and, once the 48 hours were up, they would deal with Sisi.

(Reuters) - U.S. President Barack Obama tried yesterday to reassure European allies affronted by reports of U.S. spying by suggesting all the world’s intelligence services were involved in finding out the thinking of opponents and allies alike.

The European Union has demanded the United States explain a report in a German magazine that Washington was spying on the bloc, calling such surveillance shocking if true.

French President Francois Hollande said the alleged action was intolerable and could hinder U.S. relations with Paris and the EU. “We want this to stop fast,” he said.

Obama, on a visit to Tanzania, promised to supply all the information requested

by European allies regarding the spying allegations, which he said Washington was still evaluating.

“Every intelligence service, not just ours, but every European intelligence service, every Asian intelligence service,

wherever there’s an intelligence service, here’s one thing they’re going to be doing: they’re going to be trying to understand the world better and what’s going on in world capitals around the world from sources that aren’t available through the New York Times or NBC News,” Obama said.

“If that weren’t the case, then there would be no use for an intelligence service. And I guarantee you that in European capitals, there are people who are interested in - if not what I had for breakfast - at least what my talking points might be should I end up meeting with their leaders. That’s how intelligence services operate.”Revelations about the U.S. surveillance program, which was made public by fugitive former NSA contractor Edward Snowden, have raised a furor in the United States and abroad over the balance between privacy rights and national security.

The Guardian newspaper said on Sunday the United States had also spied on non-

European allies, including Japan, South Korea and India - all represented at the Asian security conference.

Obama emphasized that U.S.-European ties were strong.

“The Europeans are some of the closest allies that we have in the world. And we work with them on everything, and we share intelligence constantly,” he said. “I’ve asked my team ... to evaluate everything that’s being claimed. When we have an answer, we will make sure to provide all the information that our allies want.”

Officials in Japan and South Korea said they were aware of the newspaper reports and had asked Washington to clarify them. A U.S. State Department spokesman said talks with allies about the issue were already underway.

In an article that sparked EU outrage, Der Spiegel said on Saturday that the National Security Agency (NSA) bugged EU offices and gained access to EU internal computer networks.

Snowden applies for Russian asylum, Putin says stop harming U.S. (Reuters) - Former U.S. spy agency contractor Edward Snowden has applied for political asylum in Russia, a Russian official said yesterday, but President Vladimir Putin said he was not welcome unless he stopped harming U.S. interests “as strange as that sounds coming from my lips”.

Wikileaks activist Sarah Harrison, who is travelling with Snowden, handed his application to a Russian consular official in the transit area at Moscow’s Sheremetyevo airport late on Sunday, Kim Shevchenko, a consul at the airport, told Reuters.

The Los Angeles Times, citing an unidentified Russian Foreign Ministry official, reported that Snowden had met Russian diplomats and given them a list of 15 countries where he wished to apply for asylum. Foreign Ministry and Kremlin officials declined immediate comment on the reports.

Putin, speaking eight days after Snowden arrived at a Moscow airport where he is believed to remain, repeated that Russia had no intention of handing him over to the United States, where he faces espionage charges.

“Russia has never given up anyone to anybody and does not plan to. And nobody ever gave anyone up to us,” Putin said.

For the second time in a week, Putin said Russian intelligence agencies were not working with the 30-year-old American who fled his country and leaked details of secret U.S. government surveillance programs.

“If he wants to stay here, there is one condition: He must stop his work aimed at harming our American partners, as strange as that

Edward Snowden sounds coming from my lips,” he told reporters after a gas exporters’ conference in Moscow.

But Putin said he suspected that Snowden would not stop leaking information, because “he feels himself to be a human rights activist”.

The president of Ecuador, where Snowden was known to be seeking asylum, said on Sunday that his fate was in Russia’s hands because Ecuador could not consider the plea until he reached Ecuador or one of its embassies.

Snowden, who has not been seen by reporters scouring the airport, has had his U.S. passport revoked and countries around the world are under U.S. pressure to deny him asylum.

A U.S. national security official said that, as far as the U.S. government knew, Snowden was still in the transit zone and would have a “hard time leaving” the airport even if he wanted to.

When asked about speculation that Snowden might leave with one of the delegations to the conference, whose guests included the presidents of Venezuela and Bolivia, Putin said did not know of such plans.

Some Russians say Putin should grant Snowden asylum, but his remarks suggested the former Soviet KGB officer has little sympathy with the actions of the former National Security Agency (NSA) contractor, who is seen by some at home as a traitor.

Shortly after Snowden fled the United States to Hong Kong last month and long before he arrived in Russia, Putin suggested the surveillance methods he revealed were justified in fighting terrorism, if carried out lawfully.

Although Russia has sometimes done spy swaps with the United States, Putin suggested on Monday that this was not on the cards for Snowden. “As for Mr Snowden, he is not our agent and he is not working with us,” said Putin.

Putin also shrugged off a controversy over whether Washington had spied on its European allies. “But I don’t want to get bogged down in this, this is a professional issue,” Putin told reporters.

Obama, at a news conference in Tanzania dominated by the EU controversy, repeated that the United States was working through law enforcement channels to prod Russia to extradite Snowden.

Obama said there had been “high-level discussions with the Russians about trying to find a solution to the problem”.

Bowanideen said that Thakurdeen jumped in front of the car and forced the driver to stop.

“The boy pull off with the car, so the only thing Blondie could’a do was grab on to de front of de car. De man continue to drive with Blondie pon de bonnet,” Bowanideen explained.

car leaving her stranded.

She later learnt that the car with her husband clinging to the bonnet was intercepted at Mon Repos but again the driver managed to speed away.

The driver managed to elude his pursuers and by the time the car was seen again, it had crashed and Thakurdeen was lying motionless next to it on the Railway Embankment.

“He drive with he all de way from LBI pon he bonnet,” an eyewitness told this newspaper.

According to the eyewitness, the car was proceeding east along the Railway Embankment with someone on the bonnet, when it ran up on

a mound of sand and the driver lost control.

“I thought dem just drunk and deh pon stupidness.

Then I see dis car hit de sand and a man pelt up in de air; de car turn over and when we look we see a man lying down pon de ground. De driver run away,” the eyewitness told this newspaper.

Police later arrived on the scene and took possession of the car. They eventually recovered a large quantity of suspected stolen mirrors from inside. Several persons who were reportedly in the car while it was at the creek on Sunday have been detained.

The driver however remains at large.

Fly Guyana for New York route from October - CAL defends US$1,400 fare Caribbean Airlines (CAL) has defended its fares even as Government announced that another airline, Fly Guyana Airlines, will be introducing daily flights to New York from October.

Over a week ago, Tourism Minister (ag), Irfaan Ali, railed against the Trinidad-owned airline, accusing it of taking advantage of Guyanese.

According to Ali, Caribbean Airlines was earlier this year granted flag carrier status in Guyana, allowing it to fly directly to New York and Canada. Passengers are now forced to forkout over US$1,400 in cases for a return ticket to New York.

The Minister was also upset at complaints which said that Guyanese in transit at Port-of-Spain, are forced to disembark and check with Customs and Immigration before being allowed to board flights to North America.

This was totally in contradiction to the arrangements with CAL which in being granted flag carrier status, was supposed to fly direct to New York.

Flights from Guyana to New York are more profitable for CAL. Yesterday, Head of Communications for CAL, Clint Williams, did not address the passengers’ issue of stopping over in Trinidad as he had not yet got “specific clearance to respond”.

However, he explained, the US$1,400 return tickets were for business class passengers, not economy as was suggested. ”The airline industry, like all others, is demand driven and in the peak travel seasons, it is natural that many passengers book as early as possible and thus the lower fares are quickly absorbed, leaving the higher

fare seats available for later booking passengers,” he said in a statement to this newspaper.

“The fares are structured to yield a viable, reliable and sustainable service.”

The airline official made it clear that CAL has consistently increased available daily seats to North America out of Guyana and introduced non-stop flights to further facilitate travellers.

“We continue to evaluate all routes and assure our Guyanese travellers of our continued commitment to ensuring airlift for the nation in a sustainable manner.”

Guyana has been facing airline seating problem on the popular Georgetown/New York route after first RedJet and then EZjet stopped flying last year.

The US-owned Delta Airlines pulled out earlier this year, saying it was not financially sustainable, a claim that has been debunked by Government. Since then, Government has been desperate for additional airlines to the service. CAL, meanwhile, has been providing a service to Guyana for decades.

With the upcoming August peak season, the desperation has taken new dimensions for Guyana as complaints grow.

According to a statement from the Tourism Ministry on Sunday, it has been on a campaign to attract new operators with the Ministry of Tourism and Guyana Tourism Authority (GTA) continuing their marketing and sensitisation campaign.

“One of the most exciting pieces of news is the fact that come October 2013, Fly Guyana Airlines will launch scheduled operations out of Guyana,” the Ministry disclosed Sunday.

Fly Guyana Airline’s Harry Chowbey announcing the company’s intention to operate the Georgetown/New York route from October.

A representative of the new airline, Harry Chowbey, said that the operator has already spoken to the Government of Guyana who is supportive. “In the near future, Guyana will have back their airline.”

Alluding to the scope of the operations, he explained that the new airlines will fly the GT-NY route seven days a week and that the management will direct all of its energies towards managing this route before expanding.

“Our message will be

simple, come home to Guyana,” Chowbey stated.

Chowbey made a presentation during the Guyana Trade and Tourism Expo in New York over the weekend.

Representing Guyana were Minister Ali; tour operator Kit Nascimento and former West Indies cricket captain, Clive Lloyd.

The airline official, who worked with Delta and Continental, has been in talks with Government over the past few months, with the latter committed to exploring

new avenues to remedy the current shortfall in airlift to Guyana, particularly since the exit of EZjet and Delta Airlines.

“Tourism, Industry and Commerce Minister, Irfaan Ali, has reiterated the dedication to this goal and has re-assured that the challenge of providing adequate and reliable airlift to and from the destination is being met head on as the Government has been engaging other airlines, including COPA Airlines, to begin operations in Guyana,”

the release said.

Fly Jamaica, another airline partially owned by Guyanese pilot, Ronald Reece, is also expected to start operations in Guyana by the end of July, and will be transporting passengers to New York, Canada and Caribbean countries.

According to the Ministry, Roxanne Reece, wife of the Fly Jamaica shareholder, the airline hopes to have all arrangements settled by this time to place Guyana on the first leg before beginning Toronto fights.

Woman shot by friend’s former lover After being constantly “called all sorts of distasteful names” by her friend’s former lover, a 28-year- old woman decided to confront her abuser. For her efforts she was shot in the leg after an argument ensued.

On Friday last, about a stone’s throw away from the Latino Bar on Lime and Hadfield Street, Ayanna Henry, of Lot 4 Laing Avenue, was shot in her upper right thigh.

Kaieteur News understands that on the night of the confrontation, Henry attended a party at the popular Bar in the company of a few of her friends.

“When I came out of the bar I confronted him and I asked him why he always calling me names. He always calling me all sorts of nasty things so I decided to find out because I don’t beg him for a plate of food and I don’t say anything to him.

“I just know him through my friend because he and she use to deal. He and I got into an argument after he couldn’t properly answer my question.

I walked away and I was standing next to a car that was heavily tinted which wasn’t parked too far away from the bar. “He then went into his vehicle and came out asking my friend where is that cross.

He then saw me and shot me in the leg. I was in a lot of pain and I got into a car and went

to the hospital. He fled the scene after shooting me,” related Henry. A nurse at Georgetown Public Hospital said that luckily, the woman’s wounds were not very serious and much tissue was not damaged. The bullet entered the front of the upper thigh and exited the back of her upper left thigh.

A report was made at Alberttown Police Station and investigations into the matter have been launched.

Child infected with deadly bacterium Opposition councillors want investigation into Region Three contract manipulation can’t find suitable foot brace - family seeks help Relatives of two-year-old Safiyah Mohamed whose right foot has been infected with a deadly bacterium are frustrated. They are unable to find a suitable foot brace which would save her hip bone from further deterioration.

The child has been receiving constant treatments to reduce the impact of the bacterium which was beginning to spread even to her private parts, and has already started consuming her right hip bone, making it very fragile.

A foot brace would therefore aid her “not so functional” foot, by easing the pressure on the hip bone.

But unfortunately, Trinidad and Tobago as well as in England do not have any braces small enough to fit the foot of a two-year-old.

“When we tell them the age, they don’t have for such small children, so we don’t really know what else to do right now,” Seepersaud told Kaieteur News yesterday.

The woman added that since she and her husband have no relatives in the United States of America, checks to that country have not yet been made. And while she wants to help her daughter, the woman said that she is against spending her savings on going to the US, as the cost for her daughter’s next surgery, a third, would be quite costly.

“We still trying, but we don’t have any relatives there to check and see if they have such small ones. Everybody suggesting that I go and look for myself, but I don’t want to spend the money on going there, because the next surgery gon be expensive, and we still saving up for that,” the woman said.

Seepersaud had told Kaieteur News that she and her husband only realized that something was wrong

with the child’s foot, when she was one year old.

“She just started limping and getting a hot, hot fever; when I bathe she and rub her right foot she would cry and try to pull away. I realise something wrong but I didn’t really know is what happen,” the woman said.

It was as a result of this that the child’s uncle tried to anoint the toddler’s foot to ascertain whether she had sustained an injury. By this time little Safiyah’s upper thigh was already swollen.

After she turned 18 months, the child was taken to the Diamond Diagnostic Centre where an x-ray of her right leg was done. While nothing was found to be wrong with any of her bones, Seepersaud said that the attending doctor there concluded that the child might have had an infection

The only two Opposition members on a five- member works committee in Region Three, are calling for an investigation into the issuance of contracts in the Region. They allege that the authorities there are manipulating the system and are giving construction contracts to their friends and families.

The councillors say this is being done by altering contracts and withholding information. They are also concerned that all members on the Regional Tender Board represent the government; citing that as a conflict of interest.

George Gulliver, who represents A Partnership for National Unity (APNU), said that Opposition members on the Regional Democratic Council’s works committee are being sidelined. He said some contracts are being kept secret, while information for others is being withheld.

He explained that the works committee is virtually useless because there is no consultation with the Opposition as it relates to contract issuance. He said that recently, the Regional Executive Officer explained that contracts below $600,000 do not have to go to the Regional Tender Board, but the issuing officer could make the call.

As it stands, the Procurement Act of 2003 states that construction contracts below $600,000 can be issued by the Head of the Budget Agency responsible for acquiring quotations, if

necessary. Above that, the contract goes to the Regional Tender Board and above $9M, to the National Procurement Board.

Instead, Gulliver alleged, work is being split to fit the $600,000 requirement and then the contract is issued to whom the allocators choose, which happens to be relatives and close friends. He said Councillors are supposed to scrutinize the contactors’ work, during and after, but even that is not being done.

The works committee councillors are also supposed to do their inspection before the final payment is made to the contractor. This would coincide with earlier inspections, but that is not the case. Gulliver added that it is difficult to assess finished work if information about the contractor, the materials and the cost of the contract is being withheld. Most times, he said, they are only given the Bill of Quantity.

Gulliver said that the members of the Regional Tender Board, represent the current administration and on questioning it, he was told by the officials that the government decides who sits on the Board. Gulliver said that this is a conflict of interest, since there is no way to ensure accountability, honesty and transparency.

Harry Narine Deokinanan of Alliance for Change (AFC) told Kaieteur News that several of those contracts are going to named relatives of those sitting on the Council’s hierarchy. He highlighted numerous contracts that were

given to affiliates of the People’s Progressive Party (PPP), for works including dams and excavation of trenches, the supply of furniture for schools and the repair and construction of small buildings.

He added that while there are talks about value for money, selecting the most cost efficient contractor seems not to be on the agenda. Other contractors are crying out, he said; even when they would have had a lower bid, they are sidelined.

One contractor who requested anonymity, said for the year, he was considered for one contract.

Deokinanan continued that documents provided for contracts are presented without names and prices. As of late, the documents are coming with only description and the particulars of the preliminary stages.

Deokinanan alleged that Opposition councillors are left to connect the dots about who gets what contract and where the construction work is ongoing. He said that the contracts are being stretched out so that, “ If a contract to clean a trench cost more than $600,000 they will burst it up and give it to who they want.”

Last January, nine Opposition members walked out of the regional meeting, citing disrespect by the Regional Chairman and the unwillingness of PPP councillors to work with the Opposition. The Opposition councillors had stated that the situation was causing the Region to suffer.

Parents urged to uplift Corentyne accident, driver uniform vouchers -Minister released on station bail Parents are being urged to collect the school uniform voucher. The distribution which began on June 20 is scheduled to end when school closes for this term on July 5, according to Minister of Education, Priya Manickchand.

The Education Minister noted that the vouchers have to be picked up now. They are available for all school children, as well as for those at technical and vocational institutions and the orphanages.

While the response for uplifting of the vouchers has always been great, she noted that it will be of great benefit to parents. While the school uniform vouchers will not grant all that is needed for school, it will assist parents.

Guyana is the only Caricom country providing this service for its school children.

The distribution of

school uniform vouchers commenced earlier this month in Regions Two, Three, Four, Five, Six, Seven, Ten and Georgetown. In Regions One, Seven, Eight and Nine, the Amerindian Affairs Ministry is facilitating the distribution

of school uniform materials under their annual national programme.

Last year, $296.7 million was spent on the National School Uniform Programme which benefitted over 190,000 children in nursery, primary and secondary schools.

Government is committed to continue implementing programmes aimed at improving students’ attendance, providing them with a better opportunity to complete school and to receive a sound education thereby empowering them to make a meaningful contribution to society.

Apart from the uniform programme, the Administration in an effort to increase enrolment and attendance rates, as well as reduce the drop-out rate, spent over $1.2 billion on the School Feeding Programme, which benefitted over 64,000 students in 2012.

Some relationships just don’t last too long; some don’t even get started if the other is broke. This is exactly what happened some 10 weeks ago when investment suitors came rushing to the emerging markets with bags of money to mop up US$20 trillion of cheap Government securities going below a one per cent return. Now the tide of lenders is ebbing.

Investors began pulling stakes with large scale selling of these assets amid fears that the US Federal Reserve may slash the monthly US$85 billion flow of easy money that kept short interest-rates here around zero per cent.

The near zero rate has allowed the opulent investors to try their hand in the riskier emerging markets where a one-percent margin was better than nothing.

At the end of April, the average yield to maturity for Bank of America Merrill Lynch Global Broad Market Sovereign Plus Index floated around 1.34 per cent. Then almost everyone was at the feeding trough.

Analyst, Edward AlHussainy, an assistant VP at Moody’s, in a telephone interview from New York, noted that even the far flung Rwanda which had almost self destroyed by civil war a few years back raised US$400 million in bonds while hot spots like South Africa, Colombia and Thailand creamed off their share of the financial largesse of low cost money.

But not everyone had a seat at the table, Al-Hussainy, quipped: “The Dominican Republic was able to gain one billion in dollar bonds while most

of the other Caribbean countries were unable to attract the attention of these investors”.

Earlier this year, Caribbean countries restructured three bonds totaling US$9.7 billion but analyst say in the absence of real economic growth, countries in this region may spin in more cycles of default.

“Jamaica and Belize hogged the lion’s share of some US$9.5 billion in restructured debt since 2006 and Barbados is running low on planned reserves. And overall, the average debt for the Caribbean to income ratio is about 70 percent with Jamaica ahead at 140 per cent,” AlHussainy said.

In March, the government of St. Vincent and the Grenadines failed to auction EC $40 million (One EC dollar = US$0.37 cents) 10-year bonds in a period when carry trade investors were on the hunt to lend around the globe. At the close of the action only 11 bids valued at EC$ 25.9 million were tendered.

In other words, the Caribbean area was not creditworthy enough to cash in on the sweet low cost money “and that is an opportunity lost,” AlHussainy added.

But Jamaican born, Peter Blair Henry, dean of the NewYork University’s Stern School of Business and a former professor of international economics at Stanford has an alternative view.

“Short term debt such as bank loans and bonds require repayment when due irrespective of the country’s circumstances and when bad news circulates, lenders rush to get their money. So insolvent countries must carefully consider (other) financing options,” Henry

Blair said.

That’s the kind of scenario now being talked about where bad news chases away good money.

Paul Christopher, the chief international strategist at Wells Fargo Advisors, told the Caribbean Media Corporation (CMC), a grain of information uttered in May in the form of a side-remark by Ben Bernanke, the Federal Reserve chairman, struck an ominous tone for the “carry trade where investors borrow at a lower cost and invest in another region that offers a higher yield”.

The “odd issue of this phenomenon is that Bernanke was not suggesting an immediate policy change although it is expected that the fed will continue bond purchases for some time to come,” he said.

The damage was already done, regardless.

“Between May 8 and June 20, the Bloomberg US Dollar Emerging Deposit Bond (Index) dived by 5.1 per cent,” he added.

Christopher is nevertheless confident that the current violent market reaction may be stabilised “over the next six months but yields may be lower for the whole carry trade”.

But even in the near future when the market settles, Henry says investors may not be stirred to invite some regional countries to the bond party “as profit seekers do not lend to governments that cannot return their money with agreed interest payments”.

In other words, said he, “investors don’t want to be shaken by a heavily saddled debt burdened country”.

Bad news chasing good money away from the Caribbean

The driver who was taken into custody following the death of Goapul Megnauth, a Number 47 Village, Corentyne, carpenter, who fell to his death off a motor lorry on Saturday, has been released on station bail.

Rice miller ‘Vijay’ (only name given), as well as the truck, was released from the Number 51 Village Police Station late Saturday afternoon.

Megnauth, 38, was traveling to Number 36 Village. He was on his way to do a carpentry job during which he fell off the truck, to his death on the public road.

Megnauth’s brother, Dinesh, was furious and skeptical at the same time at the speedy release of the truck driver as well as the vehicle. “. And it didn’t reach eight hours. When I called the [Number 51] Station, they said he is on bail, and I asked them how come.”

Kaieteur News understands that the 10tonne Leyland truck was empty at the time. Megnauth was standing in the tray when he fell off somewhere in the vicinity of Number 47 Village.

“It was going to load manure from Nand Persaud,” said his brother.

Dinesh is appealing to the driver for assistance to cover his brother’s funeral and children’s expenses.

“I’m not satisfied, because that is not right and this thing looks as if it will be forgotten about. I want to reach with the Commander, because anything passing and the story can done.”

“We’re not rich and the boy [his brother] don’t even have a savings; they should give something to the man two children and something for the funeral,” he stated.

A post mortem is expected to be performed on the body today.

From page 17 Safiyah was examined at the Georgetown Public Hospital, she was rushed to the operating theatre for a surgical procedure to the upper portion of her thigh to remove the destructive bacterium.

Seepersaud explained that after a few days, another doctor’s examination revealed that “everything wasn’t clean”.

This called for another surgical procedure, which then, asserted that the child had an incurable bacterium.

According to reports, the illness has been linked to a situation referred to asMethicillin-resistant Staphylococcus aureus (MRSA). This is a bacterium which is responsible for

several difficult-to-treat infections in humans.

MRSA is said to be especially troublesome in hospitals, prisons, schools, and nursing homes, where patients with open wounds, invasive devices, and weakened immune systems are at greater risk of infection.

Seepersaud said yesterday that Safiyah’s condition is stable. The child who was unable to eat is now able to munch on fruits, and its juices.

Her condition was so severe last December, that doctors were contemplating on having the child’s leg amputated to prevent the spread of the bacterium.

Doctors have indicated the need for little Safiyah to

undertake a bone marrow transplant. But first, there is a need to treat the bacterium and control it.

Safiyah is now required to take two injections twice daily.

These are being administered at home by a qualified nurse.

Safiyah’s family members are pleading with readers to help find a suitable foot brace.

They also welcome financial assistances to aid the child’s next surgery, as well as her treatments.

The Chartered Accountant said, “The records indicate that TIMI is a passive holding company and this raises the question whether the company was anything more than a vehicle for the principal if not sole purpose of taking over RandWhitney Caribbean’s interest in CCI for the benefit of Webster.

“TIMI was so passive that it was not until January 2012 that it had its first audit after eight years of existence,” he suggested.

Ram noted that TIMI was in breach of the statutory

requirement regarding the lodging and filing of Annual Returns and audited financial statements with the Registrar of Companies in respect of all the years from 2004 to 2010 by periods ranging from 7½ years in respect of 2004 and 1½ years in respect of 2010. In corroboration, the public records reveal that accounts and reports of the auditors for the year 2004 to 2010 were approved by the two shareholders of TIMI – Ronald Webster and Patricia Bacchus – on January 24, 2012.

Under the Guyana Companies Act, every Director or Officer such as Webster in relation to CCI is bound to act honestly and in good faith in the interest of the company.

The law is clear that no such officer must seek private gains and where he makes such gains he is bound by law to account for those gains to the company.

Revelation of Webster’s actions has been receiving uncomplimentary comments particularly of his leadership role of the Private Sector Commission.

One of those commentators is Yog Mahadeo, who was once the Chairman of the Private Sector Commission (PSC).

While speaking of conflict of

interest in the PSC and it being reduced to a tool, Mahadeo stated, “I wish to quote the Honorable Minister of Tourism in his address to the PSC’s AGM. The issue of governance is not only set aside for the government. The issue of good corporate governance is an important aspect of private sector life.

“You can say that in the government there may be conflict of interests, however even in the private sector there are conflict of interest. We must recognize and rationalize the conflict of interests wherever they may exist. Governance is not only a matter for the government.”

He added, “All eyes are on Mr. Webster and the history of conflict of interest at the PSC. It is your choice to either lead us clear of damaging conflict of interest or to pull the verbiage a little higher and cover it all once again.”

According to Bacchus, CCI is not prepared to comment on the matter at this juncture. She said that the company is exploring other options but failed to say if legal action was one of those options.

School of Nations advance at the expense of Winifred Gaskin It was a case of which team wanted it more and in the end it was School of Nations who displayed more hunger than Winifred Gaskin Secondary in their clash in the 2013 Digicel Nationwide Schools Football Championship which continued yesterday, at the All Saints Primary School ground in Berbice.

Played before a small, but vocal turnout, the homesters (School of Nations) were lucky to escape with a 2-1 win and a place in the next round after squandering a surfeit of opportunities.

On target for them were Shaquille Robitaille, who opened the scoring in the 35th minute and Troy Felix, who got the winning goal in the 79th minute of play.

Esron Collins had earlier given Winifred Gaskin some hope of making it a contest

when he got the equaliser for them in the 54th minute after the two teams went to the break with School of Nations clinging to a slim 1-0 lead.

Winifred Gaskin begun the game in attacking mode and nearly went ahead very early when Collins tested School of Nations goalkeeper Jamal Adams with a ferocious shot from about 20 metres out, but he was equal to the task, turning the ball into to touch for a corner.

Shortly after, it was School of Nations turn to examine the competence of Winifred Gaskin’s custodian Lloyd Williams, but he too withstood the challenge, pushing the ball wide for a corner as well.

Both teams missed numerous chances to score with Felix the chief culprit, spraying wide with the goal wide open, before missing an

easy opportunity from close range.

However, it took a stroke of luck to give School of Nations the lead when a cross from the right side saw a partial save from Williams, but his weak effort fell into the path of a lurking Robitaille, who toe punched the ball into the back of the net.

The score remained that way at the break.

Nine minutes into the second period, Collins beat Adams to his right from a corner to level the proceedings, before Felix reached on to the end of a high bouncing pass from the right flank to tap in from close range.

School of Nations backline then had to withstand a barrage of forays, before the final whistle sounded to hand them victory.

Roy Herod, wearing the number 7 jersey, doubled the lead in the 18th minute before Hicks collected a past from Herod and netted his second in the 33rd minute as Sophia Training Centre led 3-0 at half

time.

Sophia Training Centre continued to overpower the opposition with neat passes and their number 10 Akeem Anthony found the back of the net just after the interval when he fired home from just outside the 18 yard box in the 38th minute. Rashaw Hicks then increased the lead in the 46th minute, while Anthony was again on target in the 48th.

Schools of the Nations struggled to keep up with the pace and hardly had shots on goal. Herod then netted in the

50th and 55th minutes, while Kevin Hazel put his name on the score sheet in the 58th as the goal spree continued.

Anthony Simon took advantage of a relaxed and tired School of the Nations defence and blasted two goals in the 60th and 61st minutes, while Anthony waltzed pass two defenders and scored his final goal in the 62nd.

Simon then completed the scoring when he collected a pass from the far corner and easily netted his third goal in the 65th minute.

“Our country is still very young and we’re still trying to find and build that feeling of team spirit and a spirit of team Guyana and I believe tournaments like these help,” Hinds said, adding that he would like to see more schools being involved in sports.

Dr. Anthony congratulated the players along with the YBG for hosting the tournament.

Anthony stressed that Government will be looking to propagate more school programmes, while making it clear that the message of ‘healthy lifestyle’ must be preached.

SERENA WILLIAMS KNOCKED OUT OF WIMBLEDON

Sloane Stephens celebrates (USA Today) WIMBLEDON, England — Sabine Lisicki ended Serena Williams’ long winning streak, she ended her Grand Slam winning streak and she knocked the top seed, world No. 1 and defending champion out of Wimbledon on Super Monday.

Lisicki jumped on Williams early, survived a nine-game drought in the middle, then came back from a break down in the third set twice on her way to a 6-2, 1-6, 6-4 victory.

“I’m still shaking,” an emotional Lisicki said in a post-match interview, covering her face with her hands to wipe away tears.

“I’m just so happy.”

It was the latest upset in a tournament that has had many: Defending champion Roger Federer and Rafael Nadal, Maria Sharapova and Victoria Azarenka all were out in the first three days. The No.

Lisicki reached the semifinals at the All England Club in 2011 but this will rank as arguably her biggest victory at the grass-court Grand Slam. Lisicki has defeated the reigning French Open champion at Wimbledon three years in a row and four times in the last five years.

Sloane Stephens becomes the last American in singles, just as she was at the Australian Open. She defeated Monica Puig of Puerto Rico 4-6, 7-5, 6-1.

Williams’ performance has placed him in line for the prize of best newcomer but it appears to be a tossup between him and Deonarine.

A plethora of upsets characterized the tournament but none more shocking than that of Romario Gonsalves, a rookie out of the Enterprise Scrabble Club, over veteran player, James Krakowsky; the youngster played the game of his life to deliver a shocker by 29 points.

It is an anomaly that every player ought to be cognizant of and could very well raise its ugly head in the impending Gafoor/McDonald slugfest.

Institute of Professional Education (IPE) ousted defending Digicel’s Schools’ Football East Bank Demerara Champions, Friendship Secondary School, yesterday in a keenly contested battle at the Grove Community Centre Ground. IPE defeated Friendship 3-2 before a sizeable crowd that favoured the underdog IPE in the battle of the titans in the East Bank Zone. Deon Elias put IPE ahead in the 31st minute with a ‘rellick’ (overhead kick) at the southern end that came out of a skirmish.

The impressive and skilful Romario Welcome then emphasised IPE first half dominance over the defending zone champs with a missile from about 18 yards off, which found that back of the goal in the 34th minute that had their supporters buoyant.

However, Friendship’s goalkeeper, Clive Mathews scored a ‘freak goal’ when he completed one of his regulation clearances that caught the opposing goalkeeper, Shaun Demonick off his line at the other end for a 35th minute goal. The first half ended 2-1 with IPE dominating ball possession; IPE then

launched an assault on an obviously tiring Friendship Secondary in the second half, but came up empty as a result of a few breathtaking saves from the Friendship custodian.

But another mistake from the 12-year-old Demonick, who was the ‘Best Goalie’ in the Kashif & Shanghai Chico Under-13 School Programme, when he fumbled the ball, resulted in an 85th min. strike from Jocoby McCommon that levelled the scores.

The stalemate continued through regulation and referees added 10 minutes extra time to decide a winner in the knockout competition. That winner surfaced when Damian Jones completed a goal off a rebound from the goal posts in the 105th minute.

The win sparked loud celebrations at the venue as Friendship exited in the first round; Covent Garden Secondary also advanced after Camille’s Institute failed to turn up for their game. Grove Community Centre Ground will host matches all week and the East Bank Final on Friday, where the winner advances to the National Championships. (Edison Jefford)

Dhoni ruled out of tri-series MS Dhoni injured his hamstring during India’s match against West Indies (AFP)

ESPNcricinfo - MS Dhoni has been ruled out of the West Indies tri-series after he injured his right hamstring during India’s one-wicket loss against West Indies on Sunday. Dhoni received treatment on the field during his innings of 27 and did not take the field in the second innings. He may also be unavailable for the five-match ODI series against Zimbabwe

which begins on July 24 in Harare.

Ambati Rayudu, the Baroda wicketkeeperbatsman, has been named Dhoni’s replacement.

Rayudu, who is yet to debut for India in international cricket, has scored 1824 runs, including one century and 14 fifties, in List-A cricket at an average of 35.07. He had a prolific first-class season this

year; He scored 666 runs in the Ranji Trophy at 60.54, with a hundred and seven fifties. Virat Kohli, who captained India in Dhoni’s absence in the second innings at Sabina Park on Sunday, will lead the team in the remaining matches.

Dinesh Karthik, who kept wickets in that match, is likely to continue as the first-choice wicketkeeper.

Hearts of Oak Masters 16th Annual Summer Football camp starts July 15th - Organisers seek support The 16th edition of the Annual Hearts of Oak Masters Football Club “teach them Young” football summer camp will be staged this year from Monday 15th July to Friday 16th August 2013 at the Scot Church ground, Princess Elizabeth Road New Amsterdam and the nearby Prison Officers Sports Club.

The programme will be held five days weekly from Mondays-Fridays from 09:00hrs -13:00 hrs. The organisers are catering for both boys and girls.

During the camp the youths will be taught the finer points of the game which includes both theory and practical. The programme also caters for the development of their interpersonal skills and relationship.

The practical sessions will entail showing the youngsters the various ways in receiving, passing, shooting, taking, dribbling, Goalkeeping and throwing the football among other points. The youths are also expected to be schooled in discipline, etiquette, good table manners and general education, which will also include session on HIV and AIDS. Physical fitness is also expected to be an integral part of the sessions.

According to coordinator Neil ‘Grizzly’ Humphrey the main aim of the programme is to have the youths better able to appreciate

the rules and regulation of the game, improve their knowledge and skills and understand general sportsmanship and have a better human relationship with others and improve their discipline generally.

According to Humphrey during the camps the youth will be involved in exchange visits and at the end of the camp they will be presented with certificates and other memorabilia, while the more outstanding players will be selected to participate in a tour to the either Georgetown or the Corentyne where they will participate in a number of goodwill games.

He is expecting a good response as school is out and the programme has now become a part of the youths annual out of school package. Some of the personnel and coaches that will be involves in the sessions are former national players Adrian Forde, Kendrick Bowry, Neil Humphrey and others including Randy Sears, Nigel Felix. Other resource personnel will be incorporated to impart their knowledge during the programme.

Meanwhile, the organisers are seeking the support of the general public and the business sector for assistance especially with acquiring footballs.

Windwards whip Guyana by 9 wickets Scarborough, Tobago, – The Windward Islands completed a comprehensive win in their opening match of the West Indies Cricket Board Tobago House of Assembly Regional Under-17 Tournament which bowled off in Tobago yesterday. After winning the toss at Bon Accord, Windwards dismissed Guyana for a paltry 105 from 28.3 overs in the 50 over contest. Windwards then romped to 106 for 1 from 15.1 overs with Man-of-the-Match Kyle

Cabey ending unbeaten on one run shy of a half century while, wicketkeeper/opener Gidron Pope made 32.

For Guyana Shimron Hetmyer top-scored with 40, while Brandon Prasad (10) was the only other batsman to reach double figures.

Daryl Cyrus bagged 4 for 15 and Brian Joseph supported with 3 for 27 for the Windwards.

Guyana next face Barbados tomorrow seeking a much better performance.

7th Caribbean& 14th Pan American Powerlifting Championships

TEAM GUYANA AIMING TO EXCEL Guyana’s Team (12 male 1 female) left these shores a confident unit to contest the 7th Caribbean and 14th Pan American Powerlifting Championships in Orlando Florida, Miami from tomorrow, the team left yesterday.

Individual as well as team honours will be the quest of the Guyanese who have been doing excellent at this level for the past few years.

The lone female, Kimberley Mars-Loncke (2012 Caribbean silver medalist) seeks to go one step further than Lindener Dawn Barker in becoming Guyana’s second Caribbean and first ever female Pan American Champion.

The Men’s Team assault will be spearheaded by World Masters Champion Winston ‘Little Master’ Stoby with the likes of Randolph ‘The Accomplisher’ Morgan (2012 World Deadlift champion), ‘Big’ John Edwards (2011 World Masters bronze medalist), Vijai Rahim (2012 Caribbean double gold and South American silver medalist), Anis Ade-Thomas (2012 Caribbean gold medalist and Junior best lifter overall), Paul Adams and Mars (2012 Caribbean silver medalists) along with promising lifters Gumendra and Suraj Shewdas, Fabian Ketwaroo and Lindener Colin ‘Mr. Clean’ Chesney who is seeking to break his international jinx.

In a release from the Guyana Amateur Powerlifting Federation (GAPF) it was stated that despite a timely

and welcome infusion of funds from the Office of the President through the direct intervention of President Donald Ramotar, the GAPF was dealt a low blow by designated National Flag Carrier, Caribbean Airlines (CAL) through what it has termed, “blatant, unscrupulous and price gouging tactics”.

The GAPF said that it was earlier given the assurance of sponsorship for four tickets as well as booked flights direct to Orlando.

The release continued that the Federation was shocked to receive notice from the local CAL branch (having already paid $1M in advance) that the CAL Head Office had rescinded the offer and re-routed the direct flight to Orlando with one to Miami at a fare of some supposedly subsidized US$755.00.

This move left the GAPF saddling a staggering burden of some US$2,800 in roundtrip bus fares from Miami to Orlando. The enormity of the blatant rip off is seen when compared with the ticket purchased by the GAPF President from Suriname Airways (a direct flight) to Miami at the cost of US$646.00.

Further, Minister of Sport, Dr. Frank Anthony had promised to have a word with CAL. The President of the GAPF has expressed his bitter disappointment and joins the growing chorus of public calls condemning the callousness and arrogant stance of the

Peter Green designated flag carrier with their deceitful approach towards handling the Guyanese Market.

The team departed with a shortfall of some USD $3,000 due to the unexpected diverting of funds towards the shuttle service.

The Team will hope to bridge this shortfall based largely on the support of the Guyanese community based in Orlando to accomplish their mission.

While in Orlando at the Congress, GAPF President Peter Green is hoping to convince the South American and North American blocs to grant Guyana the hosting rights to the 2015 Pan American and South American as well as the Caribbean Championships as they make their contribution to sports tourism and eliminate the need to depend on airlines enjoying a monopoly.

Rockers destroy Black Sharks Smythfield Rockers Basketball Club of New Amsterdam continued their excellent showing on the Basketball court when they demolished Fyrish Black Sharks 48-40 to end their round of matches as the only unbeaten team when play in the ongoing Berbice Basketball Association (BBA) First Division, Top Six Mackeson competition, continued on Sunday at the Vryman’s Erven Basket Ball Court in New Amsterdam.

The tournament, which is

being sponsored by Beverage giants Ansa McAl Guyana Limited, saw Smythfield Rockers exposing some new players to give them valuable time on court.

However, after a slow start the situation was the same as the Rockers eventually found their range and started to smother the Sharks who were left drifting away at 26-17 at half time. The situation did not change much for the rest of the game as the Rockers moved in for the kill and conquered the

tame Black Sharks.

Michael Bowen was in good form as he led the way for the Rockers with a game high 20 points. Linden Joseph and Desi Douglas squeezed in nine points apiece for the Black Sharks.

The competition continues on Sunday when the seasoned New Amsterdam Warriors and the up and coming Canje Knights battle for top honours in a game to qualify for the next phase. (Samuel Whyte)

Rain washes out play on day 3 Overnight rain prevented any play on the third day in the third and final round of the Guyana Cricket Board\Guyana and Trinidad Mutual Fire and Life General Insurance Company (GTM) 3 day inter county tournament yesterday.

Essequibo and the President’s XI were

scheduled to face each other at Demerara Cricket Club, while Berbice and Demerara were set to battle at Bourda. Demerara can safely say that they are the champions after registering two wins from two matches. Their closest rival Berbice have one victory from two games.
