Improving UG is no mean task The project that never was
DEAR EDITOR, It a relief that new interest is being taken about the unmitigated wreck that is University of Guyana. The recent editorial in KN that zoomed in on UG was spot on. The Honorable Dr. Rupert Roopnaraine, Minister of Education, has put his reputation on the line. KN’s front page proclaimed: “If UG is not transformed in five years, I’m a failure.” Admirable indeed, since it represents a refreshing new attitude from the former Minister who is reported to have said that UG is not the Ministry’s business. Of the several letters and comments written recently, the article that caught my eye was the one that advocated the closure of UG for three years, while we build a new institution. As someone who has been intimately involved in reforming and transforming universities in several countries around the world, I would say that this is impractical. To begin with, this closure would disenfranchise thousands of enrolled students as well as three new in-takes. What do they do in the meantime? Faculty and staff will also suffer unimaginably. Having been unemployed for almost three years and still without a job, I know that suffering very well, and no one in this nation should have to endure that horror. But the essential question is this: HOW DO WE TRANSFORM UG? It is sure that it cannot be done with the current thinking. Here are a few starting points: 1. Close UG for ONE semester, during which we bring UG’s Acts and Statutes into the 21th Century. Our parliamentarians can pass an Act without delay to make this real. 2. Refashion the Administrative Structure at Turkeyen and UGBC within a week. 3. For the closed semester, students will be given appropriate assignments/papers/ projects in each course. These will be incrementally submitted to respective lecturers by email per fortnight and feedbacks from lecturers to students are due within a week. Hold to these time lines. In this way no time is wasted by anyone, and students will not be disenfranchised in any way. Ancillary staff will remain on the job. 4. In the semester of closure, design a STRATEGIC PLANNING ENGINE for UG (Strategic Plans are no longer used in the educated world). The Outcomes of the Strategic Planning Engine will include the following: A Strategic Plan; Updated Rules and Regulations; Financial Structure with predictive profitability; modernized curricular
refashioning for every course in every academic department, every certificate programme, every diploma and degree program across the university; infrastructure enhancement; library upgrade; IT upgrade; Mission Statement; hinterland and international outreach; twinning programs; identification of National Priorities and design degree programmes to suit; Meals and Dormitory facilities, etc. The Strategic Planning Engine will show the implications of each change in any area relative to all other areas and to the institution as a whole, including costs. 5. Immediate but to-the-point, across-theboard consultative review of salaries, benefits, working conditions, and incentive scheme for measurable excellence. Immediate implementation. Full participation of all Unions will be necessary. 6. Design A CODE OF PRACTICE for Teaching, Learning, Research Excellence and Administrative Excellence. This must be practical, measurable, implementable. Quality! Incentives will be built in for excellence. 7. Design Key Performance Indicators (KPIs) for all category of staff, all academic and non-academic units, all schools, and for the institution as a whole. 8. Design a comprehensive STUDENT ADVISING HANDBOOK and a companion BOOKLET. These will facilitate the following: inform students of rules and regulations; inform students of important deadlines; inform students of course options and self-designed degree programs; provide fast-track options, including extension courses and summer courses so that a degree can be completed in three years or less; offer precise predictability for degree completion for each and every student; identify duties and obligations of all students and academic advisors; track Grade Point Average for each student; ensure fairness and academic integrity; identify areas of weakness for corrective action, etc. This is more difficult than I make it appear, but there are a few (very few and none in the West Indies) of us who have done this for several countries with great success. T h e M i n i s t e r i s r i g h t . We c a n transform UG in under five years, and make the place internationally recognized and free of government subvention in eight years. It can be done, but it would take creativity, international experience, great intelligence, and a love for this Nation that is beyond the measure. Professor Daizal R. Samad
DEAR EDITOR, Since during the Burnham administration when Mr. Gavin Kennard was the Minister of Agriculture, we the residents of South Essequibo were told of the Government’s plans to empolder about 5,500 acres of land for agriculture purpose behind the villages stretching from Supenaam to Adventure a distance of about nine miles. Although Reid and Malik and Taylor Woodrow both did some drainage and irrigation work along the Essequibo Coast and the areas aforementioned, that promise was not kept. About a decade or so ago this project now called The Aurora Land Development Project was discussed at all levels in the region. Residents living between Supenaam and Adventure and also those living elsewhere, but would benefit from this project, were very excited about the benefits to be derived from it. There were a lot of meetings convened by the Regional Administration pertaining to this project and a lot of groups formed. There were 15 comprising about nine hundred persons. Some time in 2006 the then President Mr. Jagdeo accompanied by the Minister Robert Persaud along with senior Ministry and Regional Officials, visited the Aurora Primary School and promised that within six months, this area of land will be available to farmers. The excitement and expectation grew further, then as the years passed by the anxiety vanished and the silence about this project grew. I, as one of the Alliance for Change representatives on the Regional Democratic Council, asked the question
about this project at several Council Meetings and got no answer about this long overdue and promised development made by no less a person than the then Head of State. Then on 8th April, 2011 shortly after Mr. Donald Ramotar was either selected or selected to be the Party’s Presidential candidate, residents were invited to another meeting at the Aurora Primary School, the purpose of which was to discuss the said project. To address us would have been Mr. Jagdeo and Mr. Robert Persaud and other Senior Ministry Officials. This time around the Minister told the gathering of more than 500 persons about the estimated cost of the project which was tagged at $1.3 billion and the amount of acreage to be drained and irrigated and the benefits to be derived. The President at that time also endorsed what was already said by the Minister Mr. Robert Persaud. Mr. Donald Ramotar after he was introduced to us as spoke briefly about this much toted project. Mention was also made of the Berbice River Bridge, the Skeldon Sugar Factory, the Providence Stadium and inroads the PP made in the PNC strongholds. At that
time the address sounded like what you would expect to hear at a political meeting. A promise was however made by Mr. Jagdeo that in a matter of two to three weeks evidence of things happening concerning this project will be seen. That meeting then concluded. Surprisingly when we left that meeting we were none the wiser regarding:- The criteria to be eligible for a portion of land; The amount of land to be allocated to each successful applicant; The cost of a portion of land per acre; The terms of payment; The terms and condition under which the land would be acquired. But after years of promise we are still in hope and not in despair, we are meekly waiting but we beginning to murmur. I feel that is time a statement regarding the status of this project be made. I would like the former Agriculture Minister, Dr. Leslie Ramsammy, or any senior Government official, to say as at 11th May, 2015 the exact situation as regards this project, and while it is early day for the current administration the current Minister with responsibility for Agriculture Mr. Noel Holder can say if there is anything in the file pertaining to this project. Ed Ahmad’s secret recording played at US Senator’s corruption trial
Edul Ahmad
Senator John Sampson
In a tense 2012 meeting at a Howard Beach Italian restaurant, state Senator John Sampson gave an associate cryptic instructions to withhold subpoenaed evidence from investigators but “not lie” if asked about it, according to a secret recording played yesterday at his corruption trial. Sampson, who had allegedly received a US$188,500 loan in 2006 from Queens Realtor, Guyaneseborn Edul Ahmad to replace embezzled funds, was told by Ahmad that his check register had been subpoenaed and was shown the page recording the Sampson transaction. Ahmad was wearing a wire, according to a Newsday report on the trial last evening. Sampson, suspicious
that Ahmad might be setting him up for prosecutors but unsure, tried to hedge his advice — urging Ahmad to remove the transaction from his records in whispers, but raising his voice when urging his friend to tell the truth, Ahmad testified. “Don’t say you don’t have it. Just say you don’t know. I don’t want you to lie. Just say you don’t know,” Sampson said during the 45minute conversation. “I don’t want you to lie. Say, ‘I don’t know. This is all I have. That’s it.’ “ Sampson, 47, a former Democratic leader, is accused in Brooklyn federal court with witness tampering, obstruction of justice, recruiting a mole in the prosecutors’ office and lying to the FBI to try to cover up his embezzlement while (Continued on page 9)

Husband and wife remain in custody for Coglan Dam fire Police continue to hold a city food vendor and his wife as they await the findings of investigators from the Guyana Fire Service, as to the cause of the blaze that destroyed a two-storey house at Coglan Dam, West Bank Demerara on Monday. Police detained the man, Youmanram Bissesar, and his wife, after it was learnt that they were involved in a dispute with his ex-wife Kowsilla Bhagwandin over the property. The man had separated from Bhagwandin about six years ago and had started another family on the East Coast of Demerara. But on Saturday, Bissesar and his new wife along with their children forcibly moved into the West Demerara house, which at the time was being occupied by Bhagwandin and the two sons she bore him. On Monday Bhagwandin obtained a restraining order which was served on her exhusband who at the time was plying his trade in the city. His wife was the last person seen leaving the house, a few hours before the fire was observed. Bhagwandin ruled out electricity as the cause of the fire, since she told this newspaper that the power supply to the property had been disconnected two years ago. “He mek GPL cut off the electricity,” Bhagwandin told

Petrocaribe supplies to continue despite low world prices Venezuela’s Minister of Foreign Affairs, Delcy Rodríguez, and Minister of Petroleum and Mining, Asdrúbal Chávez, yesterday assured the 15th Meeting of the Energy Ministerial Council of Petrocaribe that the supply agreement with the Caribbean would continue despite dwindling international crude oil prices. The meeting was held on the occasion of the 10 years of the regional energy agreement through which Venezuela sells its oil under preferential terms to the rest of the members of the bloc. ”Petrocaribe has brought more infrastructure, more electricity, more health, more food, and more education to
the countries of a region that would collapse without the support of the oil alliance, something that even the more relentless enemies of real integration acknowledge,” commented Minister Chávez in an El Universal news report yesterday. Foreign Minister Rodríguez, for her part, criticized the efforts undertaken by the government of the United States, which were made official in Washington on January 26, to make the Caribbean adopt a new energy paradigm based on private investment, with a view to diversifying energy sources and reducing dependence from the Venezuelan oil programme. She stressed that
Petrocaribe, as an energy cooperation mechanism, has helped reduce asymmetries in the region. On Monday, the Ministers of Energy of the 18 member countries of Petrocaribe signed a commitment act to consolidate the Economic Zone of the regional bloc, in order to increase and foster trade and production among the members, AVN reported. Guyana has sent a team to Venezuela to negotiate for a continuance of its rice-for-oil deal which expires in October. Venezuela is a crucial market for this country for rice. However, aclaim on land in Essequibo and waters by that neighbouring country has damped relations in recent months.
After failed ‘exorcism’…
Manslaughter convict ‘Mother Alves’ now on attempted murder charge Self-proclaimed spiritualist Patricia Alves, who was convicted ten years ago for causing a woman’s death during an ‘exorcism’ is in trouble again. This time she is charged with attempted murder, after what is allegedly another failed exorcism attempt. Alves, who now goes by the name Patricia Grenville, had relocated to Berbice since being released from prison. It is alleged that on Wednesday, June 17, at Lot 157 Smythfield, New Amsterdam Berbice, she unlawfully and maliciously wounded 75-year-old Jean Joyce Dean with intent to murder her. Grenville (Alves) appeared yesterday before Magistrate Sherdel Isaacs Marcus in the New Amsterdam Magistrate’s Court and was remanded. She is scheduled to return to court on July 20. According to Prosecutor Corporal Desiree Pilgrim, the two women lived at the same address. Grenville lived in the upper flat while Dean occupied the bottom flat. It was related that Grenville introduced herself to Jean Dean as a spiritualist who could cast out demons. She allegedly stated that Dean needed spiritual healing and offered to provide the treatment for her. According to Corporal Pilgrim, the elderly woman subsequently became ill and asked Grenville to heal her. But Dean related how she was constantly beaten with all sorts of implements, including a hammer and cutlass. She also claimed that she was sent to beg on the road and all the money she would collect would be taken away from her by Grenville. Dean was allegedly also told by Grenville that due to her being unclean, the ‘spirits’ had left Grenville, and that Dean would have to help

After Dean was beaten she was allegedly threatened and told to lie about how she had sustained her injuries. Dean’s son subsequently visited his injured mother and took her to his home. It was also claimed that Grenville told the woman’s son that his
mother sustained her injuries while cooking. Dean was treated at the Fort Wellington Hospital. The matter was subsequently reported to the police and Grenville was arrested and charged. In 2005, after a highly publicised trial Patricia Alves called ‘Mother Alves’ and ‘Sister Pat’, was found guilty of manslaughter and sentenced to 10 years in jail by Justice Claudette Singh. Alves was charged back then for the murder of a woman who the ‘spiritualist’ had beaten to death under the guise of beating out demons from her. The victim, 32-year-old Parbattie Camille Seenauth, was found buried in a shallow grave in the spiritualist’s yard in Alberttown. That woman had died from strangulation and sexual assault, and there were other marks of violence about her body, in (Continued on page 26)

Courtesy has to begin at the top It was refreshing to hear from the Minister of Tourism that the government is going to place emphasis on courtesy. This time we know the new campaign is not simply a war on bad manners but an institutional emphasis on ensuring that when public officials speak to the public they do so in a courteous and respectful manner. Public office is a stressful job and it is not always easy to keep your cool under provocation, as one Minister under the PPPC found out to his detriment just before the elections of May 11. The public is however entitled to service, and this service has to begin with a smile and respectful language. The way government
officials speak to the public is of paramount importance. The manner in which they respond to the public is of equal importance. But more than all of that the way senior government functionaries relate to one another is critical to the whole process of rebuilding decorum and respect in public service. I am not going to get all caught up with this notion that public service is one of the highest callings that anyone can have. I have known of many who served this country faithfully and professionally, and were booted out of the service. I know of many teachers who taught for many years and were forced to sell sugar cakes to their students in order to
survive. I know of policemen who behave as if they have supreme powers over you. They are supremely confident when they stop you on the road and they like to flaunt their power. There is no honour in serving and being paid poorly. There is no pride either in leaving public office with a reputation as an uncouth person. Nothing stinks like that of a public official who speaks down to his subordinates. Nothing is more humiliating than the way some public officials speak to others. Many speak from a position of superiority and they speak to the public as if the public are inferiors. Many a member of the public has been rudely spoken to. Sometimes when

But dem got some people who, day or night, more blind than a bat. Somebody send a video to dem boys de other day and right away dem boys mind run to Rohee. Under normal conditions it woulda been Donald but he tun Mandrake or as some people seh, Manduck, and disappear. De video still got dem boys laughing. That is de case of de Pee Pee Pee. Everybody see Jagdeo and run way from he, but Rohee and de Pee Pee Pee gone and start loving up dis man. This is de man that cost de party de majority in 2011. you go for a public service, some public officials make it seem as if you are a bother and they are ones who are doing you a favour. They do not seem to understand that it is the public, by demanding a service, that is doing these public officials a favour, and in so doing, allowing them to keep their jobs. Courtesy is good. But courtesy has to begin at the top. Our leaders have to set the examples. Sometimes as you listen to some of these leaders on television, you feel the bitterness that they have for other political leaders. No wonder people are shying away from active involvement in party politics. They cannot stand the bitterness and the venom that is spouted. I have heard many a story about persons going for house lots and being spoken to as if they are dogs begging for food. I have heard many a story about members of the public being kept waiting outside the offices of public officials. I have heard many a story about some public officials verbally abusing their staff and members of the public. It makes no sense, therefore, trying to promote good manners within the public service, if at the level
of the political directorate there are persons who are prone to haughtiness, arrogance, hubris and the use of obscenities. When a citizen is embarrassed and humiliated by a public official, that person never forgets how he felt at that moment. And as we know, it is not what someone did to you that you never forget, it is how they made you feel. The new government promised that there will be
change. This change has to begin by ensuring that no one is treated badly and as an inferior, no one is abused, no one is insulted, no one is made to feel small, when they visit a public official. This is where the promotion of courtesy has to begin. It has to begin at the top, not just at the bottom.
Ed Ahmad’s secret.... (From page 6) serving as a court-appointed foreclosure referee. During the meeting Sampson urged Ahmad to remove multiple pages from the check register so no particular check would stand out as missing, and held on to the page recording his loan, which he believed was the only copy, Ahmad testified. “By saying I don’t have it, am I lying or not?” Ahmad asked at one point. “I don’t know.” “No,” Sampson answered. “You don’t have it.” The two also discussed ways to explain the loan, which was never repaid. But a month later, as the investigation closed in, Ahmad testified, a frazzled Sampson visited his office one night, insisted on speaking in the bathroom with the fan on, and made a repayment offer. “He said that he’s got some money and any time I need it I can have it,” Ahmad recalled. Ahmad, who has business holdings in Guyana, is awaiting sentencing in a New York court after pleading guilty to real estate fraud. He has been fined almost US$500,000. The trial is being watched closely by Guyanese and as well as the US Government. The trial continues today.

THE FREDDIE KISSOON COLUMN
Genetically and instinctively undemocratic I got two telephone calls from people who are in the leadership of district groups of the PPP on the lower East Coast. They contacted me after learning that Mr. Bharrat Jagdeo has been selected to become the Leader of the Opposition Both told me that their groups were not consulted. One runs the risk of being called stupid if one thinks that the PPP’s national membership was canvassed by its cabal of leaders over who the PPP wanted to be the Leader of the Opposition. In most countries of the world, after a party loses two consecutive national elections, there would have been a leadership battle in front of the membership. The devilish thing about the PPP is that its survival
among East Indians of Guyana reinforces the mythological culture that it was born with. The PPP lost the recent poll by one percent, and that served not as a wakeup call, but as an assertion that the PPP is invincible and unbeatable. PPP leaders told themselves that after twenty-three years in power their supporters stood with them, therefore their supporters have faith in them. Why then would the leaders want to go to the membership to ask them to choose a new leader? The PPP cabal believes that the membership will accept whatever they do. The collateral damage of this type of thinking is ethnic pandering and democratic loss. The PPP is a major institution of influence in
Guyana, and only if it is devastated by exodus, diminishing resources and prosecution over illegal behaviour while in office in the coming five years, will it not continue to be recalcitrant in its ethnic incitement and political mischief. The PPP cabal had no reason to have a leadership contest. That may have been done if it was decapitated in the 2015 poll and it had to rise from the ashes. Right now the PPP is in invincibility overdrive. It couldn’t lose the elections, because it doesn’t lose elections since its constituencies are genetically tied to it. Despite the absence of evidence that the recent national poll was rigged, the PPP still went to court. It went to court for psychological not
political reasons, because its mythological mentality informs it that it didn’t lose. With this kind of mental state, there is no reason to have a membership vote on the position of Leader of the Opposition. My thesis is that unless the PPP is virtually reduced to a survivalist state, it will not adopt democratic pathways in its selection of its top leaders. The PPP will not have its national membership vote in a leadership contest. This is not the way the PPP cabal sees political life The other side of this coin is the strong possibility that Jagdeo would have lost if he had to face competition in a party congress. The analyst must always be careful not to equate the Indian ballot in a national election as a vote for the PPP leader. Indians vote for the party. They do not give their ballots to individual leaders. If an unknown was the presidential candidate, with the kind of appeal to raw, racist/tribalist/ bestial instincts we saw Mr. Jagdeo
engaged in, then, the percentage would have been the same. The PPP got 49 percent of the total ballots not because Indians wanted Ramotar or Jagdeo back in power. They wanted the Indian party back in power. If allowed to face debates from competing contenders, especially the younger ones aspiring to be the next generation of authority in the PPP, Jagdeo may have lost. Jagdeo will become the Leader of the Opposition because, he, Jagdeo chose himself. Jagdeo couldn’t run in 2011, so he hand-picked Ramotar, thus ending the political career of Ralph Ramkarran. The only way Ramkarran could have beaten Ramotar for the slot in 2011 was if both men had to persuade delegates. Ramkarran would have been far more convincing than Ramotar. This country is in for an intriguing and fascinating time in the coming years with Mr. Jagdeo as Opposition
Frederick Kissoon Leader. And there is one reason for this. Mr. Jagdeo will not be able to carry out his parliamentary duties while preoccupied with systematic court cases. I lived continuously in Guyana under the twelveyear-old rule of Jagdeo, and I believe if ever there was a case for the prosecution of a leader who abused power while in office, the most eligible contender would be Bharrat Jagdeo. I believe ninety-nine percent of the people who voted for the APNU-AFC coalition, if asked if they would like Mr. Jagdeo to be investigated, they would animatedly say yes. Nothing less would be acceptable.

Former AG set to launch book on public accountability Former Auditor General, Dr. Anand Goolsarran is set to launch another of his books on Friday, this time zeroing in the issue of public accountability. Goolsarran, who is a Public Financial Management Consultant, said that the book launching of “Public Accountability at the Crossroads: The Guyana Experience” will take place at the Pegasus Hotel under the auspices of the Transparency Institute Guyana Inc. “The book is a collection of articles that I authored. The articles were published weekly in Guyana’s independent newspaper, the Stabroek News, under the theme “Accountability Watch” during the period June 2012 to December 2013,” he said in the invitation to the launching. Most of the articles deal with issues relating to governance, transparency and accountability and have a direct bearing on the work of the legislature. In October 2012, Dr. Goolsarran unveiled another book, “Improving public accountability- Guyana Experience 1985-2007”. Goolsarran, who served 15
Dr. Anand Goolsarran years as theAuditor General from 1990, has been known to be outspoken. In addition to several critiques of public projects, he has written about the nonconfirmation of public officials. He has also argued that the previous government’s accounting systems were too centralized and bureaucratic, and needed change. Goolsarran has been retained by the coalition Government to carry out a number of audits in key areas such as the Marriott Hotel and the National Industrial and Commercial Investments Limited (NICIL).

Local Govt. Elections in November Local Government Elections will be held in November once the go-ahead is given by the Guyana Elections Commission (GECOM). This was the assertion of the Minister of Communities Ronald Bulkan, as he recently addressed the National Assembly. The address was Bulkan’s first as a Minister. He was speaking to a Motion which sought to have the House approve policies of the new government as outlined by President David Granger during his address at the convening of the Eleventh Parliament. This motion, which was taken to the House by Prime Minister Moses Nagamootoo, was eventually approved. While several other Ministers spoke to the Motion on the previous day (Thursday) Bulkan was among those whose speech came just before the Motion was passed on Friday last. During his address, Bulkan outlined his intention to fulfil his sector’s mandate. In this regard, he listed some key objectives of his Ministry which include promoting decentralisation and democratic engagement, and ending the era of top-down government, by honouring
...once GECOM gives go-ahead - Minister of Communities Constitutional provisions relating to local governance and local democracy. The new Ministry consists of the former Ministries of Local Government and Regional Development, and Housing and Water. The decision to integrate the previously separate ministries was explained by the Minister as being related to people’s quality of life, in which the condition of one’s community is a major component. As part of its quest to realise more cohesive, empowered and sustainable communities, the Minister said he will deploy a strategy by empowering and equipping local democratic organs to deliver satisfactory services, promote integrated water resources and sanitation management, and provide quality housing solutions to satisfy the needs of communities and residents across Guyana. Minister Bulkan added that there will be the strengthening of the regional administrations,
operationalising of the local government commissions, creation of national solid waste and waste water plans, a housing policy, and a cohesive plan for loss reduction and energy efficiency. As he addressed local government, Bulkan said that the hand of control and domination will be replaced with the hand of support. “The Administration will aim to build the capacity of local government organs to discharge their constitutional roles and functions.” He then noted that the long awaited elections will be held in November, once GECOM gives its blessing. Bulkan also said that the Department of Regional Administration will eventually divest itself of the task of managing the affairs of the 71 Local Democratic Organs and concentrate on supporting the activities of the 10 Regional Democratic Councils. Special attention will be given to develop the hinterland areas, which the Minister described as being in crisis.
Minister of Communities, Ronald Bulkan “We will work to eliminate the extreme poverty that exists in our hinterland regions. We will utilise the abundant natural resources to bring about material prosperity to transform the lives in our hinterland regions,” he stated. The international community continues to advocate for the holding of Local Government Elections in Guyana. PPP/C takes control of seven regions - Solomon, Corlette, Crawford among RDC heads to roll - Protests hit Region One against new Chairman Yesterday morning saw the election of Regional Chairmen and Councilors from across the ten administrative regions of Guyana, and, while there are mostly new faces in the halls of the councils, the heads for Regions Three and Six were returned. The People’s Progressive Party/Civic (PPP/C) won Regions One, Two, Three, Five, Six, Eight and Nine, at the May 11th elections, with A Partnership for National Unity/Alliance for Change (APNU+AFC) securing Regions Four, Seven and 10. However, controversy surrounded the election of Region One (Barima-Waini)’s Chairman, Brentnol Patrick Ashley. Former People’s Progressive Party/Civic (PPP/ C) Regional Chairman Paul Pierre had headed the list and was expected to be returned as the Regional Chairman, but he was subsequently chosen for the position of Councilor, with Ashley being nominated as Chairman. This decision had residents disappointed and

Contacted yesterday, Solomon, who campaigned heartily for APNU+AFC during the run-up to the recently concluded National and Regional Elections, indicated that he would continue to show his support for his Linden constituency, in addition to anyone who had the interest of the Linden people at heart. Meanwhile, Morian in brief remarks declared that he is not going on a witch-hunt but would have zero tolerance for corruption. According to him “one strike and you are out.” He outlined plans for the Region and said he has already been visiting places and asks for integrated development. Among his plans are to have the Agriculture Department in Christianburg furnished and up and running, to have a regional farmers’ conference, and plans for a Youth Award Programme to which he Continued on page 23
Local Govt. Elections... From page 11 statements, has made it clear that he thinks Local Government Elections should be priority for Guyana Guyana has not held Local Government Elections since 1994, even though it is supposed to be held every four years. In the lead up to the General and Regional Elections of 2011, the People’s Progressive Party administration promised to ensure the holding of Local Government Elections by 2012. However, after the Party formed the first minority government in Guyana, the then President Donald Ramotar decided that it was “risky” to hold Local Government Elections while his party had such a political standing. At that time, David Granger, who was the Leader of the Opposition, led several picket exercises calling for the holding of the Local Government Elections. He had promised that he would see that Local Government Elections are held if he got into office. Granger now heads an APNU+AFC coalition government. (Abena Rockcliffe)

WE CAN HALT THE CRIME WAVE
DEAR EDITOR, Over the last six years, since my return from the USA, I have been noticing a huge void in the Public Security (formerly the Home Affairs) Ministry. The void is the lack of Criminologists; people who are trained to understand crime and criminals; individuals who study the making of laws and the breaking of laws and the society’s reaction to the breaking of laws. There seems to be no dearth in the providence of monies, tactics and formula to best equip the Guyana Police Force. During my time as a remigrant to Guyana, I have noticed just about every bit of politically correct and militarily appropriate maneuvers being implemented to stem the ever growing tide of crime and recidivism (the returning to prison), in Guyana.
We have increased the size of the force; we have teamed up with the USA, Canada and England to provide training to our men and women in the force. In fact, to turn around our prospect in the Police Force, we even secured the services of Mr. Bernie Kerik, the onetime heavy roller, scandal riddled, former New York Police Department (NYPD) commissioner. A little over a year ago we spent millions to train a SWAT unit. However, what continues to be noticeably absent is a proactive plan that is crafted to deal with the offenders themselves. Incarceration alone will not work. Indeed, it has never worked. Guyana needs professionals who are specially trained in the field of Criminology. And the Government needs to have some of these persons at their disposal. Politicians, Police and
Prison Officers have their roles to play, however, neither category of persons is qualified to pronounce on the mentality and modus operandi of the offender. Therefore, the politicians, the police and the prison officers must be supplemented in their tasks by other professionals who bring in the other needed piece of the puzzle. This is where the Criminologists and their expertise come in. It is very obvious that something has been long missing in the security sector in Guyana. Over the last 10 years there has been no protracted reduction in crime, even in light of the fact that some of the ‘criminals’ were being killed by the police. It is very evident, to the objective observer, that there is something in the mind of the offender and potential offender, which is driving them to the point where they
are prepared to die, in the execution of their trade. There must be a criminogenic explanation for this kind of behaviour. What has also become trendy in Guyana is the flippant manner in which these offenders are willing to kill, in the execution of their trade. To this too there must be a criminogenic explanation. I am therefore suggesting that this new administration use its newness and begin to look into building a structured programme aimed at reaching out to the offender population, in an effort of providing the citizens of Guyana with some rational for this maddening, crime epidemic we have been experiencing over the years. I am out on the streets everyday working with both persons from the offender population and the victims of crimes. As a member of the Diaspora community, I also
receive feedback from those overseas. Several of our overseas Guyanese are anticipating a reduction in the crime situation. It is my opinion that the Guyanese public (both locally and abroad), would not object to monies being spent in programmes and projects that have the potential to stem the tide of our crime situation in Guyana. I therefore suggest that the Ministry of the Presidency or the Ministry of Public Security begin to consider securing the services of a professional in this field. There is the Prison Management Board and the Alternative Sentencing Board: their names speak for
No Place for Racist Behavior DEAR EDITOR, Leaders of all organizations and political leaders of all parties must publicly condemn “racist behaviour” (uttering and actions). The election campaign is long over. Now is the time for healing and to unite to build a nation. All racist commentaries and statements from whatever source and for whichever purpose must be condemned. We must live in peace if we are going to experience the fruits of our labour and national development. There have been too many reports of racist uttering during the election campaign and continuing till now. During the heated election campaign and continuing till this day, there has been a racist undercurrent in the
society and feelings of “palpable racism” as revealed to me in interviews with countless numbers of Guyanese who described experiences of racially abusive comments, physical contacts, and racially targeted robberies. As reported to me, in one incident when an Indian female rebuffed the advancement of a young African male during the election campaign, he told her “You and all the Indian girls will be our bitches after the election because we gun win”. What kind of home training did that youngster receive? In another incident after the election, a heavy set female spoke loudly to an Indian female in a mini-bus driven by an Indian driver and
Indian conductor, instructing her: “Move over, it is our time now”. In too many incidents, as revealed to me, at various locations, young males speak in a demeaning language to Indian females: “We in charge now. You better come with one of us. Only we can protect you”. But protection from what? These youngsters need to be picked up and given a lesson on proper behaviour. The elders should counsel them to end their racial intonation and mentality. Parties have to rein in the behavior of their supporters especially those who feel they can get away with saying or doing anything by invoking their association with a political party or the government. There is no place for racist statements
and behaviour in our multiracial society. And we must stop attacking people or saying things to them on account of their race. Interracial solidarity must be the agenda of everyone; the new government needs all the assistance it can get for national development. We must stop looking at each other suspiciously on account of race and or use demeaning terms (descriptions) for one another based on race. We must respect each other and look out for one another’s interest. Government officials must not only call for racial unity but must act it – make appointments that are racially just and based on equity and not on political and racial consideration. Vishnu Bisram

LINDEN EXPO WAS POORLY... From page 4 in Linden. When we entered we could see no banners, and my reps at the event told me that they saw a small banner high, so high, they could not see the information normally. I have two suggestions: 1. Refund not only the rental fee for space to all participants, but the expenses of all participants, inclusive of meals and hotels costs. 2. Promissory note to unhappy exhibitors that next time an EXPO is held in Linden, they will not be charged fees. For us at RK’s, it is not about the costs really, but the disappointment in the turn out. The organizers should have been more proactive with advertisements. They
could have used. The Linden Chamber of Commerce did not do their work in advertising the event to its people. They should have done more television promos, radios advertisements; interviews on television and radio, and even making use of free discussions and call in programmes when possible. A very important reality in towns such as Linden, Corriverton, etc., is the use, or possible use of a motor vehicle fitted with an amplifier system, and for several days going around the town announcing the EXPO. They could have distributed flyers and posters that are visible on posts and
walls around the town, the way people highlight dance and barbecue events. As I am writing my staff at the Linden Expo just returned stressed, distressed and annoyed. The turnout was an embarrassment, they
said. It robbed them of their zeal. I was there for the launch of the EXPO. Roshan Khan Founder/Chairman RK’s EcoStarMotos Rk’s Dragnet Satellite Tracking
PPP/C takes control of... From page 12 expressed optimism that the newly appointed MP Jermaine Figueria would take up the mantle. According to Morian, his strong belief is that youths are being neglected. Each region is administered by a RDC, which in turn is headed by a chairman. The regions are also divided into Neighborhood Democratic Councils. In the National Assembly, twenty-five of its sixty-five seats are elected from the ten administrative regions, while the remaining forty seats come from the national ‘top up’ list. The APNU+AFC currently has a one-seat majority. The PPP/C, which has thirty two seats, has boycotted Parliament ever since its June 10th opening.
themselves. I think there needs to be a team that is tasked with personally interfacing with current and former inmates, for the sole purpose of formulating an agenda that will realize the reduction of crime and recidivism in Guyana. So while I laud the proactive anti-crime approach of President David Granger and that of Minister Khemraj Ramjattan, I think that there remains a void that can only be filled by persons who are trained at interacting, in a rehabilitative manner, with our offender community. Businessman on $150,000 bail after alleged cutlass attack A businessman who allegedly assaulted his shop assistant with a cutlass, over missing commodities, was yesterday released on $150,000 bail on a wounding charge. It is alleged that on June 18, at Wineperu Backdam, Stephen Wilson unlawfully and maliciously wounded Loyette Burke. Wilson, 43, pleaded not guilty to the charge before Magistrate Ann Mc Lennan. Police Corporal, Deniro Jones told the court that on the day in question, Wilson confronted Burke in relation to items missing from his shop. As a result, an argument ensued between the two parties. Wilson became annoyed, armed himself with a cutlass and dealt the woman several lashes about her body causing her to receive injuries. Jones disclosed that the victim is still hospitalised. He also tendered a medical certificate to the court. The Prosecutor did not object to the defendant being granted pre-trial liberty but asked that it be fixed in a substantial amount. The Magistrate ordered Wilson not to go within fifty

feet of the woman. This matter will be heard again on July 13, at the Mahdia Magistrate’s Court. In another case, Magistrate Mc Lennan remanded a Kwakwani driver to prison after he was charged with simple larceny. The man, George Gildharie is accused of stealing 30 Wallaba posts valued $60,000 between June 19 and 26 at Roraima Road, Upper Berbice River. The articles are said to be the property of Shameer Yusuf. It was further alleged that
the defendant escaped from lawful custody. The charge stated that on June 19, at the Kwakwani Police Station, Gildharie escaped from custody while on a criminal charge of simple larceny. He denied the allegations after they were read to him at the Georgetown Magistrates’ Courts. Police Prosecutor, Corporal Deniro Jones, opposed bail and Gildharie was remanded to prison until July 17. He will make his next court appearance at the Kwakwani Magistrate’s Court.

Governance Minister warns Reg. 10 investors to respect laws
Minister of Governance, Raphael Trotman (second from right) and team being given a tour of RUSAL’s Kurubuka-22 mines A team of senior Government officials visited Region 10 over the past weekend with investors and warned that the laws of Guyana should be respected. The team was led by Minister of Governance, Raphael Trotman, who was accompanied by Audwin Rutherford, MP for Region 10 and senior representatives of the Guyana Geology and Mines Commission (GGMC), the Guyana Forestry Commission (GFC), the Ministry of Social Protection and the Assistant Regional Executive Officer, Region 10. During their two-day visit, a Government statement said, the team held discussions with the management of the Bauxite Company of Guyana Inc (BCGI), toured RUSAL’s plant operations, the Kurubuka – 22 Mines, and held an onsite meeting with employees of the company. “The minister reiterated to the management of the bauxite company that the government of the Co-operative Republic of Guyana expects that all investors respect the laws of Guyana, respect its citizens; especially its employees and be responsible stewards of the environment,” the release said.
The Minister and the team also visited the indigenous communities at Wairuni and Calcuni and met with the respective Village Captains and members of the communities. Several members of the Kwakwani community met with the Minister and team Saturday evening, with residents raising several issues to the attention of the Minister. According to the statement, “the Minister assured the gathering that change has come and their voices and needs would be addressed in a structured manner so as to ensure an improved quality of life, and the sustainable development of their community”. On Sunday, the team visited the operations of Variety Woods and Greenheart Limited (VWL) at Bamboo Landing, located along the Upper Berbice area, and toured the sawmill and processing facilities. Trotman also met employees of the company and held discussions with management. “The Minister was pleasantly satisfied with this site visit, the maintenance of standards for sustainable forest management, the level of production efficiency and the high quality of the timber products produced by VWL,” the statement concluded.

Body in septic tank at C/ville…
Witness says he had nothing to do with woman’s death Winslow Smith, called “Pastor Smith,” or “Elder Smith,” is the prosecution’s final witness in the murder trial of Anthony DePaul Hope and Ralph Tyndall. Smith concluded his testimony, yesterday before Justice Roxanne George, maintaining that he had nothing to do with the disappearance or murder of 56 year-old Colleen Forrester. Forrester was last seen at her brother’s house at Lot 55 William Street, Campbellville, on December 26, 2007. The woman was reported missing after neighbours noticed something was amiss and raised an alarm. On January 6, 2008, her body was found by police ranks; her ankles were bound and her body wrapped in sheets before it was tossed into the septic tank. She was allegedly strangled and beaten to death with a pestle (mortar stick). Her nephew (Hope) and his friends, Ralph Tyndall and Kevin O’Neil were accused of the heinous crime. O’Neil of Seaforth Street, Campbellville, has since been acquitted, but the other two persons were called upon to lead their defence. The number one accused, Tyndall, in his unsworn statement, essentially blamed Hope for the murder. But Hope, in his defence related to the court that the last time he saw his aunt alive was on the night of December 26, 2007. He said she had left the premises at William Street, Campbellville with “Elder Smith,” with whom she had shared a relationship. Hope claimed that Smith was a constant visitor at the premises, while he was staying there. However, Smith in his testimony, rebutted information provided by Hope, that he was the last person to be seen
Murder Accused Anthony DePaul Hope with Forrester, the night she disappeared. He further told the court that his relationship with Colleen Forrester was in effect platonic—the relationship never exceeded that. Smith maintained that his only involvement with Colleen Forrester and the immediate members of her family was through her attendance of the spiritual church in East La Penitence, for which he is an elder. Yesterday, Smith faced questions from Attorney –at – Law Melville Duke relating to his beliefs and the practices of the church. In answer to questions from the lawyer, the witness told the court, that in the religion, there are different kinds of sacrifices; the sacrifice of a pure and contrite heart and the sacrifice of human blood. He said however that his church does not practice the latter or any sacrifices of such sort. The lawyer went on to ask the witness whether colours had any significance in the religion. Smith related that red represented love and white represented purity. The lawyer then asked the witness whether members of the organisation would usually be punished for breaking the rules. Justice George then interjected, admonishing the attorney about his line of questioning. The judge noted
that the court would first need a copy of the rules of the church, before he could ask such questions. Duke then went on to ask the man to recount the manner in which he made the discovery of the corpse in the septic tank. In response, Smith related that he had gone to the William Street, Campbellville residence after learning that Forrester’s relatives had been looking for her. He said that police were there and with their permission, he entered the yard to assist with the search. The witness maintained that as he was looking around the yard to see if it was “dig up.” “Something tell me to go back and look into the septic tank.” He noted though that no strange smell came from the septic tank. The witness said that he opened the septic tank cover, and looked inside. There, he saw what appeared to be “some cloth tied up”. Smith said he perceived that it was Forrester’s body that was in the sewerage system, but he had no confirmation at the time. In response to further questions from the defence, Smith told the court that he knew nothing of the woman’s personal life except if he heard it from her or a member of the church. The man noted that he does not even know the woman’s nephew. “I don’t even know who is Hope…,” he said pointing in the direction of the prisoners’ dock, where the two accused were seated. The matter is set to continue today. The State’s Counsel is Stacy Gooding and Diana Kaulesar. Defence attorneys Madan Kissoon and Melville Duke are expected to submit their closing arguments.

Jack hires British QC in extradition defence
Jack Warner Trinidad Express - Multiple News Agencies are reporting that corruption-accused Jack Warner, a former FIFA vice-president, has hired British Queens Counsel Edward Fitzgerald to fight his extradition to the United States. Warner, who has been indicted by the US Department of Justice on charges of corruption, money laundering and racketeering during his time in FIFA, is free on $2.5 million bail. As of Monday, the US had not yet sent a final request for extradition. Warner, who is the Member of Parliament for
Chaguanas West and the political leader of the Independent Liberal Party (ILP) says he intends fighting the extradition, but would go to the US if the court ruled against him. Chairman of the ILP Rekha Ramjit has said that the extradition matter could take several years in the local courts. Attorney Fitzgerald QC is reported to have defended controversial Muslim cleric Abu Hamza and Moors murderer Myra Hindley in the United Kingdom. Last year, attorney Varun Debideen retained Fitzgerald to advise him in the Prisongate matter.
U.S.-Cuba deal to restore ties to be unveiled today he Obama administration on Wednesday will announce it has reached an agreement with Cuba to reopen embassies and restore diplomatic relations severed more than five decades ago, U.S. officials said on Tuesday. President Barack Obama, in Washington, and Secretary of State John Kerry, in Vienna for Iran nuclear talks, will both address the issue, a senior administration official said. A similar announcement is likely to be made by Cuba’s Communist government. The formal unveiling of a deal would fulfill a pledge the former Cold War rivals made little more than six months ago when Obama and Cuban President Raul Castro announced a historic diplomatic opening. The two leaders met in Panama in April. Kerry is likely to travel to Havana during the week of July 20 for a flag-raising ceremony to reopen the American embassy. The White House will disclose the exact timing, a U.S. official said. Both countries can now upgrade their so-called interests sections in Havana and Washington into full-blown embassies, with ambassadors to be appointed later. The State Department must give Congress a 15-day notice before opening an embassy.
“We will formally announce tomorrow that the United States and Cuba have reached an agreement to reestablish formal diplomatic relations and open embassies in each other’s capitals,” the senior U.S. official said. Restoration of relations would be the latest phase in a normalization process, which is expected to move slowly because of lingering problems over issues such as Cuba’s human rights record. A U.S. embargo will remain in place, and only Congress can lift it. U.S. officials say there is little, if any, chance that hardline anti-Castro lawmakers in Congress would be able to block the restoration of ties or reopening of embassies. But Ileana Ros-Lehtinen, a Republican congresswoman from south Florida, said in a statement: “Opening the American Embassy in Cuba will do nothing to help the Cuban people and is just another trivial attempt for President Obama to go legacy shopping.” The United States and Cuba began secret negotiations on restoring ties in mid2013, leading to the historic announcement on Dec. 17, 2014, when Obama and Castro said separately and simultaneously that they had swapped prisoners and would seek to normalize relations.

Bandits kick down door, terrorise Glasgow family - one arrested, positively identified A Glasgow, East Bank Berbice family is now severely traumatised after bandits invaded their home on Monday evening and terrorised the occupants. According to the home owner, 33-year-old Virginia Persaud called ‘Sirika’, at the time she was with her son, 14, daughter, 3, and her 68-yearold father who is a pensioner. She stated that around 22:00 hrs, she along with her daughter and father had retired to bed. Her son was still up watching television. They were aroused by the sound of her car alarm which she found strange. She called out to her son to bring the key so that she could take off the alarm. However, without warning, they felt the house start to shake and before they could comprehend what was taking place they felt the front door started to rock. It quickly became evident that bandits had kicked down the door and entered the house. The four men then proceeded to beat the woman and her two children whilst using an abundance of expletives. The family was brutalised as the thieves de-
manded money, gold and car keys. The woman stated that she shouted for “thief” and “help” but one of the bandits fired a shot to keep her quiet. The men threatened to kill them if they did not comply. The woman stated that the commotion aroused her father who was in another room. The man armed himself with a cutlass and tried to confront the bandits, but he was overpowered. The men subsequently left with only the car keys, after she continued to shout for help. The family was rushed to the New Amsterdam Hospital where they were treated and later sent away. Persaud was struck on her head and other parts of her body. The wound on her head required four stitches. Her son’s head was also lacerated and subsequently had to be sutured. The matter was reported and the police responded promptly, arresting several persons, one of whom has reportedly been positively identified. Investigations are continuing.

Sweden beat Portugal to win U21 title Sweden secured their first European Under-21 Championship title thanks to a penalty shootout victory over Portugal in the Czech Republic. Goalkeeper Patrik Carlgren’s save from William Carvalho proved decisive. Portugal dominated possession for much of the game and Sergio Oliveira hit the bar, but the teams could not be separated after two hours of football. Both sides had each missed a penalty in the shootout before Carlgren dived to his right to deny Carvalho. Sweden were just minutes from elimination earlier in the
tournament, before a late equaliser against Portugal saw them progress from a group in which England finished bottom. A final victory had looked unlikely for most of the first 90 minutes, as Rui Jorge’s Portugal team underlined their status as favourites. But they failed to take their chances, despite dominating possession and creating the more clear-cut openings in a contest that took time to come to life. Sweden struggled to cope with their opponents’ pace and movement, as Ricardo hit the side netting
with an early left-foot shot from the edge of the area. Oliveira came even closer inside the opening 10 minutes, the midfielder striking the bar with a long-range free-kick after a foul on Carvalho by Abdullah Khalili. Joao Mario saw a goal-bound effort blocked by Alexander Milosevic after the forward connected with a cross from Ricardo Esgaio, as the Swedes were forced back for long periods. The best they could manage in reply was a tame header from Isaac Kiese Thelin, as the unmarked

Injured Bolt pulls out of Paris, Federer and Kvitova Lausanne feast on Wimbledon prey
KINGSTON (Reuters) Olympic sprint champion Usain Bolt’s troubled season continued yesterday when he pulled out of the Paris and Lausanne Diamond League meetings due to a leg injury. “I’m disappointed not to be able to compete in Paris and Lausanne. I love running at these meetings but at the moment I am unable to compete at 100 percent. I look forward to getting back into full training as soon as possible,” Bolt said in a statement on his website. The Paris meeting is on Saturday with Lausanne the following Thursday with Bolt planning to run one 100m and one 200m race. Jamaica’s 14-times times Olympic and world champion pulled out of the 100m at the Jamaican trials last Thursday. “He (Bolt) has been feeling discomfort in his left leg since his last competition which has restricted his training,” a statement from his management team said. “He has a blocked sacroiliac joint which is restricting his movement and putting pressure on his knee and ankle.” Bolt, 28, has struggled for form this season with moderate best times of 10.12 in the 100 metres and 20.13 in the

200. The world record holder in both events has wildcard entries to the world championships in Beijing in August. “He will spend the next couple of days in Munich getting treatment after which he will resume full training in his quest to defend his titles at the world championships,” the statement added. Bolt’s coach Glen Mills confirmed the lanky sprinter’s training had been hampered. “For several weeks now he has been complaining and
he has been restricted in his training by the complaints, hence it triggered the trip to the doctor,” Mills told Reuters by telephone. Mills was pressed about whether he was worried that the eight-times world championship gold medallist would not be ready for Beijing. “What I can say is I’m very concerned about the progress of his preparation so far,” Mills said. “But as to between now and Beijing that depends on what I learn when I have the discussion with the doctor.” Bolt only ran a few races last year, including the sprint relay at the Commonwealth Games, after missing nine weeks of training following foot surgery.
When Roger Federer’s game flows at Wimbledon and his opponent knows his place you half expect him to slide into a deckchair at changeovers, pour cream on to some strawberries and tuck in. It was like that on Centre Court yesterday as the King of Cool began his quest for an eighth title at the All England Club with a nonchalant dismantling of Bosnia’s Damir Dzumhur. With the mercury soaring into the high 80s Fahrenheit as London prepares for a heatwave, spectators were spared the full glare of the mid-afternoon sun thanks to the welcome shade produced by the partly-extended roof. For 88th-ranked Dzumhur though there was no escape from the dazzling shot-making of the Swiss maestro who won 6-1 6-3 6-3. It was a similar story earlier as reigning women’s champion Petra Kvitova scorched the grass with some searing serves in a 35-minute demolition of Dutchwoman Kiki Bertens. She dropped only one point on serve in a commanding first-round show of force that augurs well for her chances of repeating her title charge of 12 months ago when she blew Eugenie Bouchard away in a onesided final. With umbrellas popping up around the grounds, for shade not falling raindrops,
Roger Federer. Reuters/Henry Browne. London’s hottest day of the year so far also seemed to agree with Spain’s twice former champion Rafa Nadal. Lurking in the draw as 10th seed after a mediocre year by his high standards, the 29-year-old bludgenoed his way past Brazil’s Thomaz Bellucci, winning 6-4 6-2 6-4 on a sun-drenched Number One Court. British flagbearer Andy Murray was due to commence his tournament against Kazakh Mikhail Kukushkin later. World number two Federer, beginning his 63rd consecutive grand slam which he firmly believes can deliver a long-awaited 18th title, was given carte blanche to go through his exquisite repertoire against the willing Dzumhur — a player whose
first tennis shots were played in bomb-ravaged Sarajevo. The 23-year-old Dzumhur pushed Federer harder at the French Open this year, but looked like he had turned up uninvited to a Federer garden party on the world’s most famous lawn during a one-sided first set that was over in a flash. He at least made Federer sweat after that, but not much as the free-swinging Swiss fired off winners and raced through service games in the blink of an eye. ”I’m sure in some crazy way he’s also enjoying himself, he can look back and say I played on Centre,” Federer, who has earned $90 million in prize money compared to the $500,000 banked by his opponent, told reporters after a 74th Wimbledon win. Nadal supporters insist that but for injuries the Spaniard would already have matched Federer’s grand slam haul rather than be three short, but they would struggle to make a case for their man making tennis look as easy as his great rival. But there were hints on Tuesday against Bellucci that Nadal is returning to the kind of form that saw him beat Federer in an epic 2008 final and then regain the title in 2010. ”For me the conditions were great. It’s difficult to think about a better day to play tennis here in Wimbledon.” He was not getting carried away though, especially after several early blow-outs at Wimbledon fresh in the memory. ”Second round, that’s all,” said Nadal, who next plays Germany’s dreadlocked Dustin Brown who once beat him on grass. “I am a little bit more confident now than I was few months ago. Obviously victories help.” (Reuters)

The United States reached the final of the women’s soccer World Cup for the second time in a row yesterday, taking advantage of a dubious penalty to beat top-ranked Germany 2-0 in a hugely enjoyable game. Digicel Nationwide Schools Football Competition
Defending champs one North Georgetown step closer to title defence triumph over St. Winifred National champions Christiansburg /Wismar Secondary School made another giant leap towards the defence of their title after beating archrival Mackenzie High School (MHS) 3-1 yesterday to seal the Linden Zone title of this year’s Digicel Nationwide Schools Football Competition, at the Wisburg ground. The three-time reigning title holders pocketed $100,000 along with the winning trophy and a set of uniforms and in the process advanced one step closer to the $1M overall prize. Omar Brewley sent the champs on their way when he netted in the 14th minute from the penalty spot to give them the lead. MHS all this time just could not create chances of any threat, while the Christianburg /Wismar unit looked dangerous in their offensive forays, but poor finishing kept the score line manageable for the MHS side as the half time whistle sounded. Coming out of the break, both teams made substitutions in an effort to bolster their respective chances, but every attempt to score at both ends were nullified by robust defending. MHS utilising the long ball tactic did manage to create some panic in the Christianburg /Wismar backline, but they were guilty of spraying the ball wide. The speedy Jovon Bobb, who was giving the left back a host of trouble with his speed eventually, broke the stalemate when he delivered a ferocious header from a set piece taken by Dequan Hercules from the right side in the 61st minute.
Christianburg scorers from left, Omar Brewley and Jovon Bobb pose for a photo op yesterday. It was a goal of sheer class as he raced on to the cross that was floated on the back post and hit a scorching header into the goal to evoke wild celebrations amongst the team’s supporters. Enjoying a 2 -0 lead, Christianburg /Wismar seemed to be coasting to a comfortable victory when Denielson Rose climbed above a static backline to head home after seventy-two minutes from a corner. However, the champs were forced to respond and they did through Bobb, who raced on to a pass from centre field, outpaced his markers, before beating the advancing goalkeeper to the ball to slot home his second goal in the seventy-eight minute of play. MHS were in relentless pursuit of drawing level, but the champs’ backline held firm
until the final whistle sounded to set up a clash with the Region 3 champions on July 12. Meanwhile, At the Tucville Community ground, Sir Leon Lessons crushed South Ruimveldt Secondary by a 6-0 score line. Nippy forward Jermaine Beckles recorded a hat-trick of goals in the sixth, 11th and 47th minutes. He was assisted by Levi Canterbury, Consdale George and Curtis Kellman who scored in the 15th, 16th and 35th minutes respectively. In the Region #6 Zone, Manchester Secondary defeated Tagore Secondary by a 4-3 margin at the Skeldon Centre ground. At No. #5 in Berbice, Bush Lot Secondary overcame Belladrum Secondary 21 via penalty kicks after normal time ended with the scores locked at 1-1.

Forward Nehemiah Gomes scored twice in the first half as North Georgetown Secondary overcame St. Winifred 4-3 when the Digicel National Schools football championships continued yesterday at the Ministry of Education ground. North Georgetown dictated the proceedings early on and Gomes put them ahead in the 9th minute when he latched on to a pass from Vincent Willings and fired home from inside the 18-yard box. North Georgetown continued to show aggression and Gomes doubled the lead in the 20th, blasting home his free kick 20 yards from goal. Reuben Miller inked his name on the score sheet in the 35th minute when he slotted home a pass from the energetic Willings from just outside the box to give North Georgetown a 3-0 lead at half time. Defending Zone Champs Charity maul Abram Zuil; CottonField beat Wakapoa on PK By Sean Devers in E’bo The second day of the Region Two Zone in the Digicel Schools’ Football Championships was played at the New Opportunity Corps (NOC) ground on the Essequibo Coast on Monday with two matches being contested. In contrast to the howling wind and torrential rain on Sunday, Monday’s games were played in sunny conditions with defending Region Two Champions Charity Secondary, led by a helmet-trick from Sampson Cullepper, mauling Abram Zuil Secondary 15-0 while Cotton Tree Secondary edged Wakapoa Secondary 3-2 on penalty kicks shot after their game ended 0-0. Another late start resulted in the game being reduced to 70 minutes instead of the usual 90 and this probably robbed Charity of breaking the record for most goals in a match this year which is jointly held by Fort Wellington Secondary and Leonora Secondary. F o r t We l l i n g t o n hammered Novar Secondary 16-0 in the Region Five Zone in Berbice while Leonora crushed Professional Learning Institute (PLI) by a similar margin in West Demerara in the Region Three Zone. Urged on by a decent crowd including a bus load
of students from the last Village on the Essequibo Coast, Charity, who beat Aurora Secondary in their Zone final for the past three years, took a 1-0 lead in the 7th minute when Delano Charles opened the scoring. Two minutes later Arial Chester made it 2-0 when he beat custodian Shane Wong and although the sluggish conditions of the ground prevented Charity from playing their usual fast paced style with lots of long passing, they adjusted well to the heavy surface to dominate the first half despite some brilliant saves from Wong who got no support from a porous defense. In the 18th minute Cullepper dribbled the defense and beat a diving Wong but the Referee deemed the goal offside. A long range shot in the 24th minute by Richard Coureia registered Charity’s third goal while it was soon 4-0 when Cullepper intercepted a ball on the left flank and drilled it into the back of the net. Barry France scored in the 26th minute and that was compounded by a 27th minute goal from the skillful Cullepper while Chester scored from a rebound off of a defense player in the 32nd minute. Fraser scored again

minute from Deondra Thomas. Despite a few good saves from Wong in the second half, Abram Zuil’s back line looked a tired bunch and the goals continued to flow. Cullepper again scored in 48th and 57th minute and his last goal was scored within the 18 yard box off a rebound from a defense player. This was after Sudesh
Sanichara’s right footer was deflected into the goal off the right post in the 55th minute. Fraser and Sanichara would both score again towards the end of the match before Devin Charles blasted a volley from the right side and Gavin Duke completed the demolition job by scoring Charity’s 15th goal in the final minute. In the other match Cotton Field and Wakapoa, a team
from an Amerindian Settlement in the Pomeroon River, played a hard fought game with Wakapoa getting a slight advantage in ball possession. Both teams made consorted raids on the each o t h e r ’s g o a l w i t h o u t finishing the job as the game ended scoreless in regulation time. alone cannot win. ”At this moment there is a lot of economic potential. My country Cuba is one country that is poor but our government has invested in sport and it has paid off. So talent is important but if we do not put the resources in the sport it will be very difficult to improve,” he added. ”Guyana can win world titles and medals in Olympic Games, we can bring the world best coaches here but if we do not invest we will not get the desired results. I am confident that if the Government invests in the sport Guyana will get results rapidly because they have the main thing which is t h e t a l e n t , a n d I am confident the new Government will do that.” Roldan added that local boxing tournaments are important because it is from these tournaments that the
national team is being selected, and it also motivates the boxers. In closing Roldan stressed the need for the boxers to continue working hard to improve adding that he wants to see Guyanese boxers excel. Local Coach Terrence Poole said Roldan has made a tremendous impact to the sport here. “He has imparted a lot of knowledge to us and has motivated the boxers well. “Our boxers are more confident and have seen training as one of the main areas to achieve their goals, “he said. Poole feels the local coaches are now more equipped to harness the talent of the younger boxers. “The coaches now have a platform where they can work to achieve better results,” he added. Poole added that Roldan came with a lot of plans
which could have taken the sport to another level but said there was not much support. He hopes the new administration will put the resources in the sport. Poole said that he wants the bi-lateral agreement between Guyana and Cuba to continue so athletes from both countries can benefit. President of the GABA Steve Ninvalle stated that he is saddened to see Roldan leave but understand he has to. He added that local coaches Seibert Blake, Terrence Poole, Winston Thomas and Clifton Moore would have tremendously benefitted from Roldan and expressed confidence that the quartet can pick up the mantle.
