Emancipation Tomorrow it will be 179 years since slavery was abolished in this country – and in the rest of the British Empire, for that matter. As a national Public Holiday, we should be reminded that it is a day that should be commemorated by all Guyanese. Not only because we are citizens of this country but because we are the inheritors of the legacy of those who fought and died fighting that epitome of man's inhumanity to man. It was an institution of which the world had never seen before – and hopefully will never see again. There are those that like to mention that there was slavery before our “New World” slavery that dragged millions of Africans across the Atlantic and plunged them into a world in which even their humanity was denied. No other form of slavery, however, had ever insisted on the totality of control over the body of the enslaved and indeed insisted that that body was the “property” of the master. “Property” in this new dispensation meant the absolute control over – even to the point of selling, mutilating, or destroying that body. Indeed, the pervasiveness of the control, in the opinion of one prominent scholar, Orlando Patterson of Harvard, helped to define something also never experienced before – its anti-thesis, the modern meaning of “liberty and freedom”. Today, across the globe, “freedom” is the watchword that galvanises so many societies to act in furtherance of what is defined as the “inalienable” right of every man, woman and child. We who are the descendants of those that helped to define the concept and ideal through their survival of the worst inhumanity man has ever committed to his fellow man must be especially vigilant that we also possess that freedom. And what was that freedom? It was first and foremost, the right to define oneself as “human” and all that entails – to be able to live in an environment where the potentialities of our humanity can be realised. It was the right to be able to enjoy the fruits of one's labour – which of course, means that those on whom we have conferred the right to steer our ship of state have to ensure to the best of their ability that there exists the infrastructure for us to labour within. It was the right to be able to live as a family with the ability to raise one's children in accordance with one's traditions. It was the right to create one's own world. But we know that emancipation has not delivered on its promise. There are those who would say that we did not grasp the opportunities that were presented to us. These would have forgotten the obstacles that were thrown in our path, right here in Guyana, which militated against our emancipation, making it little more than a hollow mockery. In the four years of apprenticeship, we saved enough money to purchase thousands of acres of land, created the village movement and established the foundations of what could have been a secure free peasantry. Our thrift must have shocked the planters and their allies in government: it meant that our forefathers had the wherewithal to forego being dependent on the sugar plantations. The planters responded by importing indentured labour to undercut our wage demands and this created suspicions and fears that have dominated social relations in our country ever since. And if that were not enough, they destroyed our provision grounds and fruit trees, flooded our lands and supported our competitors in trade. Then announced that we were unfit for emancipation! But today, we have to look ahead and work to ensure that our emancipation becomes real. We have to give effect to the tremendous struggle that our ancestors waged to bring us this far. We have been independent now for some forty-seven years. “Massa day done!” we said. But is it? We have to ensure that we, who defined freedom, live out the true meaning of that word. Through our own efforts, like our forefathers, we have to make it real.

An Elections Commissioner supports Gocool Boodoo Dear Editor, Recent disclosure in the Print and Electronic Media do require some comments by me on the performance and renewal of the contract of the Chief Executive Officer of GECOM, Mr. Gocool Boodoo. On the 21st May, 2013 the Full Commission took a decision at its 391st Statutory Meeting for each Commissioner to submit their Appraisal of the CEO for discussion and decision Page 7 - 718 “In view of the fore going discussions on the matter at hand, the Chairman queried whether the Commissioners preferred to d o c u m e n t w h y M r. Boodoo’s contract should be renewed or not and the various documents should be reviewed to arrive at a decision. This position was endorsed by Mr. Alexander and accepted by the Commissioners. Accordingly, it was agreed that the Commissioners will document and present their respective positions which will be discussed at the 391st Statutory Meeting on Tuesday May 28, 2013. At meeting of June 11, 2013, my Appraisal was circulated and accepted by all Commissioners including the Chairman for subsequent action - see Minutes of Statutory Meeting 397" held on June 11, 2013 and that Appraisal is attached to this letter for all to see as an

Addendum. My colleague, Commissioner Alexander in his various pronouncements omitted the following:• All Commissioners present in the Boardroom at GECOM and awaiting the results of the 2011 General and Regional Elections from the CEO, Mr. Gocool Boodoo, who was receiving results from the Returning Officers from all Regions of Guyana and thru the IT Department and being assisted by his staff for the F i n a l Ta b u l a t i o n a n d Allocation of Seats - were all under pressure from the Chairman, Dr. S. Surujbally and his PRO Vishnu Persaud as they had caused to be assembled at the Pegasus Hotel Media Centre International Observers, Heads of Commissions, various Media etc for the CEO’s announcement at 1 O’clock, then 2 O’clock then 3' 0/clock - as we all participated in the process of ‘getting it right” to give the Commission’s approval for the announcements. Some Heads of Observer Missions had on-going reservations to fly out of Guyana etc that same day. •My colleague Commissioner Alexander, who once was Director of Elections under the PNC also omitted in his disclosure that the Returning Officer, Mr. Farley Sobers, for Region III, came to the Full Commission one week after

the Declaration of Final Results and Allocation of seats - and apologized for leaving out seven pages of results covering some 19 Polling Places in his Tabulation of Results for Region III which he gave in his Declaration of Results and which had to be accepted by the CEO for his Final Tabulation. •All if these are documented in our Minutes which were subsequently adopted. •I will also reveal that Commissioners participated in a similar exercise in the 2001 General and Regional Elections in 2001 under Chairman Major General Joe Singh (Ret’d) and that when the CEO, Mr . Gocool Boodoo made his Declaration - former Commissioner Haslyn Parris who had participated fully in that process - was asked at Congress Place why he approved these results and he indicated it was Free and Fair - he was physically assaulted and his vehicle damaged - at Congress Place. In fact he came to a subsequent Commission meeting and reported what had happened to him in tears. His vehicle was subsequently repaired at GECOM’S expense. Maybe my colleague Commissioner Alexander can recall that incident - even if he had another role in the process and his silence until now.

• I will also reveal that I had on many occasions told Chairman Surujbally that he was the nexus between us six Commissioners and Secretariat staff but whenever I pointed out any deficiencies etc within the Secretariat staff he always exploded “Leave my boys alone - they are the techicons - Let them do their work.” With respect to the CEO’s revelation that the Chairman Dr. S. Surujbally, w e n t w i t h G E C O M ’s vehicles on a jaunt to Lethem and for Rodeo 2006 with British High Commissioner S. Hiscock and family at GECOM’s expense and incurred damages to that vehicle - I wish to support the CEO as I was also in Lethem at that time with my own private vehicle at my own expense. In fact I encountered Dr. Surujbally at the Pirara Ranch House with CECOM’s vehicle as I was also on a trip in the area with family and friends in my own personal vehicle - as guests of Mr. Vic Oditt owner of Pirara Ranch. I wish to state that I can confirm the facts as set out in the CEO’s response as contained in his letter of Monday July 2, 2013. For those who wish to read my Appraisal - as requested by the Full Commission - I am prepared to justify my vote for the CEO’s renewal of Contract. Dr. K. Mangal

THE CHEDDI JAGAN UNIVERSITY IN BERBICE Dear Editor, I t i s w i t h a n g e r, frustration and renewed enlightenment that I pen this l e t t e r. I a m a y o u n g Berbician who is utterly fed up with the lack of sensibility and commonsense that is scarce among the people who are tasked with managing our nation. I have never written a letter to the press before because being an everyday reader I notice the battle of words that ensures after a controversial topic is mentioned— for example, Caribbean press, Thomas Carroll, Amaila Falls and the whole barrel of crabs. But one that has become a footnote is why I’m writing. Education has completely been reduced to a footnote. And I thought we were actually interested in our future.

However, this is what Berbicians want. Two universities in this country. One in Georgetown and the other in Berbice; the unimportant region of Berbice deserves its own university. Why? Because the UGBC is dying and will continue to do so unless a major change takes place. The UGBC under the esteemed leadership of the highly respected director Prof. Diazal Samad has made momentous strides while being in existence. This campus deserves to be treated better. It provides a tertiary education to hundreds of individuals in this society. We churn out brilliant and talented individuals who continue to strive for excellence even as they have left the

confines of these walls to careers that have positively flourished over the years. The hardships faced by the management of UGBC are not something known to the people because the management refuses to remain groveling beggars all its life. Why must we plead and beg for attention to be given to the dire situation we face? On the UG issue, all we were told about were the problems facing the main university but nothing was said about its subsidiary? It’s preposterous. We live our regular lives without anything tangible and I mean something lasting more than one year. And when election time comes around, we are promised the moon and the stars and we are fooled by it but no more! Enough is enough. Why

have we been forsake. Please don’t sugar the reason. No matter what the politicians say, we all know this poor treatment is attributed to the results from t h e 2 0 11 e l e c t i o n s . I apologize not for the results but because the PPP cannot face the reality; that the donkey they were used to riding has now retaliated and as punishment has been left out in the harsh, brutal weather. This week, the party shall descend upon our region to convene at the J. C. Chandisingh Secondary school to hold their highly anticipated congress. And if you really are desperate for that winning vote, name the university after the founding leader of the party you continue to trample upon. Denica Henry

Targeting poor English Language and Mathematics in the school system Dear Editor, As an individual that is in the Education system for the past sixteen years and being involved in the system, the teachers and the curriculum. I am appalled at decisions made within the Ministry. It is shocking to know that the Government is paying advisors, yet there is no one to properly educate and advise the Minister of Education that the problem of students not performing in the subjects, English Language and Mathematics, is not lack of text books or geometry sets. The provision of these will not enhance performances of students. It must be known that there are a lot of teachers

within the system that are not knowledgeable of the syllabus content. Many of these subject teachers were not exposed to some of the content area in school ,were not able to grasped much of the content areas , are not involve in practice work for personal empowerment or even research are not done by many of these teachers in the respective subject areas in the system. What should have happened is, some sort of diagnosis carried out through the form of an assessment administered to all teachers in these subject areas and are marked. From the assessment it can be known which areas are lacking. Using this by

which teachers and sessions can be done at N.C.E.R.D by knowledgeable and competent persons in the topic areas during the August vacation to correct these inconsistencies. I spoke to teachers teaching these subject areas and they said they are not knowledgeable of all the content or even 80 per cent of the syllabus so they do not teach those areas. Students have text book and geometry instruments and are still performing poorly. Some teachers only know to do calculations using one method and if a student uses another method, it is considered incorrect. Concerned Personnel

Dear Editor, My brother, Fitzroy Marshall, who gave decades of service to his country in the areas of Public Service (Administration) and Education, (Programme Director Of The Adult Education Association) was brutally murdered in his home on January 19, 2009. His body was discovered with his limbs tied up like a captured iguana and his mouth gagged in a most horrific manner. There was a nasty wound at the back of his head and blood oozed from his mouth and nostrils.

His home was totally ransacked. The pathologist reported that he died from Asphyxiation, Manual Strangulation and Blunt Trauma to the Head. The person charged with committing this crime was recently found not guilty by a jury in a court of law. However, it is a fact that Fitzroy was

murdered in his home. It is also a fact that someone committed this gruesome, despicable, vile crime. That person whoever he is, wherever he is, knows what he did and consequently knows of his guilt. He will have to live with that burden. Fitzroy, May Your Soul Rest In Peace. Lloyd H. Marshall.

Be Professional - Mr. Monty Lynch! DEAR EDITOR, Once again the Sanasie-led illegal Guyana Cricket Board (GCB) is attempting to mislead the Guyanese public and to influence the work of the Parliamentary Special Select Committee on Cricket (PSSCC). Riding high on the heels of their embattled accomplice Raj Singh’s feeble and illegal efforts to fool all and sundry (including the PSSCC), they are now using Monty Lynch in their latest gimmick of attempting to establish an Association within an already existing Association -the East Bank Demerara Cricket Association (EBDCA). The sole purpose of this outrageous act is to confuse, disrupt and divert the Parliamentary process which is near completion. At a time when there is chaos in cricket in West Demerara where Monty lives, there exists a harmful division of cricket clubs to the extent that there is a break-away Sub-

Association involving at least nine of the fourteen clubs on the West Demerara. On the East Bank Demerara no cricket has been played for the past ten years. No cricket development programmes are in place but yet EBDCA is claiming responsibility for the Upper Demerara Cricket Association (UDCA) whilst relinquishing responsibility for the lower riverine areas which are members of the EBDCA. This is an attempt to illegally divide the EBDCA into two cricketing bodies for the sole purpose of increasing voter allocation for the Demerara Cricket Board elections. In an article published in the Guyana Chronicle dated July 3, 2013, it was reported that Mr. Lynch was looking for new talent and so he journeyed to an area that plays only soft ball cricket to identify talent. It is passing strange that Mr. Lynch has ignored the entire East Bank

in his coaching programme especially as the EBDCA which was established many, many years ago and is now in a derelict state. Instead, Mr. Lynch is concentrating his attention in illegally establishing an Association within an Association. Mr. Lynch is a qualified cricket coach and Guyana certainly needs his contribution, in the field of cricket development where a practicable cricket development plan must be drafted and effectively implemented especially at the school level. Mr. Lynch must be careful and wary of blindly following instructions from his inferiors who apparently are using his good name for this most recent nefarious scheme. For our cricket to prosper we need honest, hardworking and reliable officials to carry out their duties with efficiency and integrity Robert Roopnarine

Dear Editor, The Amaila Falls issue has been under welcome scrutiny on several fronts but the one front which has been neglected is the huge sums spent on publicity. Millions of dollars were stealthily expended on billboards and advertisements without any tender and most

contracts were given to one special company though there are other companies and individual artists who could have done the work much cheaper. A good example of the type of work produced is a purportedly Amaila Falls billboard on the East Bank Demerara Road produced by

a local company. This may have been the only contract given to that company but millions of dollars were believed to have been paid for that East Bank Road billboard which advertised a Falls named AMALIA and not AMAILA FALLS which the Government had paid to advertise. AMALIA FALLS is somewhere else and not AMAILA FALLS. The Government must demand the return the money paid since it failed to carry out its contract. And if the company does not return the money the officer or Minister responsible for awarding this contract should be surcharged and should also explain why no tender was invited. Parliamentarians and other patriotic people must elicit an answer from the Minister responsible. V. Redman

Are these heading to the cold case files too? The reluctance of persons to provide information appears to have condemned at least two recent murders on the East Coast of Demerara to the cold case files. Three brutal murders have been recorded in that district between the month of May and present, and the police have so far been unable to make a breakthrough in any of them. The recent unsolved cases go back to the brutal double-murder of Cambio dealer Totoram Mootoo and his wife Basmattie, who were killed in their posh Turkeyen home on May 10. They also include the June murders of Supply, Mahaica farmer Omadat Persaud and South Better Hope mason Tyrone Budhu. When these are added to the April killing of 89-year-old Millicent Adrianna Prince Cummings, the situation is worrying. In the case of the Cambio dealer’s murder, investigators had been working on several theories, including the involvement of close relatives. However, these theories turned up zero clues for detectives to progress further than they had reached in their investigations. Investigators believe that Mootoo, 54, and his 48-yearold wife were killed by close associates since from all indications the killers were

Tyrone Budhu

Millicent Prince Cummings

Omadat Persaud

guests at their home. There are suggestions that Mootoo had a confrontation with his killers before he and his wife were taken to their bedroom, where their hands were ducttaped behind their backs. Further information stated a 20-pound gas cylinder was reportedly placed in the bedroom and shot at with a high powered rifle, causing a hole in the wall and soon after the house was in flames. What was left of the couple’s bodies was discovered the following morning. They were in a hugging position. Neighbours heard sounds believed to be those of gunshots, followed by a loud explosion. “This one looks like it done get cold already,” a

source close to the investigations told this newspaper. He said that unless persons come forward with concrete information, there is not much physical evidence that investigators can rely on in their hope to solve the case. “The killers were smart; they destroyed all the evidence in that fire,” the source said. Even as investigators were dealing with that murder, their attention was shifted to the slaying of Tyrone Budhu, one month later. The 31-year-old Better Hope, East Coast Demerara

man was gunned down as he tried to flee from two bandits who had attacked him and his girlfriend near the Vryheid’s Lust seawall. Budhu received a fatal bullet to his left side chest as he and his girlfriend were heading home after leaving a Graham Street, Plaisance drinking spot. It is almost clear that Budhu was killed during a botched robbery since after discharging the rounds, the perpetrators took away a cell phone from Budhu’s girlfriend and escaped. Police say they have been receiving tips on who the perpetrators are.

Totaram Mootoo and his wife Basmattie “We are receiving some names and we believe that we might solve this one,” a detective on the East Coast told this newspaper. A few days later, police at Mahaica, some 20 miles away were busy dealing with the murder of farmer Omadat Persaud, who was shot dead when bandits invaded his home and proceeded to rob his sister and her family who were visiting from overseas. But a few days after they commenced investigations it was soon evident that they would run into brick wall. All the witnesses claimed that they could not identify the

perpetrators, who were masked at the time of the invasion. In April, 89-year-old Millicent Prince-Cummings was dragged into a yard at Cove-and-John where she was brutally raped before being bludgeoned to death. Her murder outraged the entire community and although police received several tips, they were not enough for them to pin anyone to the murder. The police came in for some severe criticism for the way they were probing the matter but up to this day, they are still blank on the matter.

Jack is back...and with a bang! A political development of unimaginable proportions has taken place in Trinidad. It amounts to nothing less than a political earthquake, and the aftershocks are likely to be felt far outside the boundaries of that country. In short, the victory of Jack Warner, the embattled former UNC powerhouse, in Monday’s run-off elections for the Chaguanas West seat represents a seismic shift in the politics of Trinidad and possibly the multi-ethnic countries of the Englishspeaking Caribbean. Warner ’s victory is amazing in many respects. He decimated the field. Chaguanas West was always considered a safe UNC seat. It is located in the heartland of UNC support and was widely expected to go to the UNC easily, regardless of who they chose to put up against Jack. That did not happen and demonstrates that we may be in a stage where historical political loyalties are wearing thin. But it was the margin of victory that was truly astounding. Jack, whose party is a mere weeks old, collected close to seventy per cent of the votes cast. Jack is not just back. He

is back with a bang! No one could have said that they had anticipated this result. After all, Jack’s political fortunes seemed just a short while ago to be on the low. He has been surrounded by controversy after controversy. He has hardly been out of the news; from his problems with FIFA to the soliciting of donations for staff parties, Jack has been in the headlines for all the wrong reasons and his candidacy seemed to be just an attempt at making a decent exit. Even on the campaign trail, his problems did not end. One Guyanese lawyer went onto his platform and made a speech that was well received. A few nights later he went on again but this time created mass indignation, forcing Jack himself to publicly dissociate himself from the statements made and to issue an apology. Jack has responded in a resounding fashion. All that has turned around in what must be the greatest political comeback known in history. It is a development that will be talked and discussed about for weeks, and one that may now see the People’s Partnership crumble. Already there is talk about a possible

Dem boys seh...

Donald got toilet bowl mentality When dem boys start fuh talk bout de price of de Amaila Falls Donald start fuh get vex. He accuse all de opposition of trying fuh halt de hydro project. He seh that people got to understand that every project got its own price. Is de same kind of excuse dem give when dem boys talk bout de toilet bowl fuh de airport. De project announce that every toilet bowl cost almost half-million dollar. That was when dem boys ask if de bowl got gold plating. That was when Donald people seh that de money fuh each toilet cover fittings and plumbing and all dem things, except de toilet door. But de same people still put in money fuh plumbing. That is something does call double charging. Is de same kind of excuse Donald and he people give fuh de hydro project. All dem other hydro got a cost that different from Guyana own. Of course de opposition find out that de Pakistan hydro more cheap than de Guyana own. Donald people find all kind of reason why it cheaper. When dem boys talk bout de airport expansion and show how de Guyana airport project more expensive than dem other one, Donald people find all dem reason why it had to be so. Is de same thing wid de Marriott. Dem boys find that de Guyana Marriott was more expensive than de Jamaica Marriott, Donald people seh that it like talking bout chalk and cheese. Brazzy seh that de Jamaica Marriott ain’t got wha de Guyana one gun have. That is de excuse. Guyana project always got to be more different and more expensive than any project of de same kind. Airport was chalk to cheese; Marriott was chalk to cheese and hydro is chalk to cheese. Dem boys know that when people seh cheese, dem mean money. All Guyana project is cheese fuh nuff people. De price high because dem boys got to get dem cut. Dem boys seh that nuff people already get dem cut and de project ain’t even start. Dem accustom to tekking dem cut before every project start. defection which can affect the majority held by the People’s Partnership. It is hard at this stage to say what was responsible for this political earthquake and just what it fully represents. Saying that it means the end of ethnic voting may, however, be too optimistic. After all the PNM did disastrously, gaining a mere handful of votes in the runoff elections for the seat. Does it signal disaffection with the People’s Partnership? It’s too early to say this, but as many observers have pointed out, the partnership seems now to be in serious problems because Chaguanas West was seen as a sure victory for the UNC candidate, who even was supported by the Congress of the People.

The Congress of the People has described Warner ’s victory as a dangerous development, with money trumping issues as a decider in voter appeal. But is this really the case? Or is Jack Warner the consummate politician, a political maverick, the likes of which has never been before? He certainly makes Forbes Burnham look like a boy scout. The results of the elections show the importance of having popular politicians, of the value of politicians being close to the people, because despite all the problems that Jack Warner has had, he has never abandoned the people and remains, to the end, deeply loved for what he does for his constituents.

This perhaps is the greatest lesson that will emerge from Warner’s victory. It is a lesson that once you do things for the people, they will reward you with their votes, but if you sit in high office and do not come down to the level of the people, they will not support you. Jack stayed close to his constituents and even though he left the UNC, the party which traditionally enjoyed the support of the vast majority of the people of Chaguanas West, the people still loved him. Interestingly, Jack’s victory comes as the ruling People’s Progressive Party is preparing for its Congress this coming weekend. It has been reported that the former President, Bharrat Jagdeo, has been nominated for

membership of the Central Committee of the party. He has been out of the public limelight and this has led to speculation that he may have retired from active local politics. So if Jack is back, what about Bharrat? Will he make a comeback too?

We are life savers, you should be one too! Donate blood today!!

THE FREDDIE KISSOON COLUMN

During the days of the Forbes Burnham regime when the Working People’s Alliance (WPA) bore the brunt of Burnham’s anger, the consensus among academics and political observers was that there was a mindset inside the Burnham Government that felt Walter Rodney was extremely impertinent to attack an African-led Government, therefore more attention should be paid to undermining the WPA than the overtly Indian adversary, the PPP. Political activists and analysts argued that Burnham was implacably opposed to Rodney, Clive Thomas, Eusi Kwayana, Andaiye, Bonita Bone, Dr. Omawale, Tacuma Ogunseye

and David Hinds, among others in the WPA, because he felt that they were betraying their race in trying to weaken a government whose fulcrum rested upon the embrace of African Guyanese. As the confrontation between the Burnham regime and the WPA escalated, the PPP was a forgotten footnote in the minds of the PNC leadership, even though that party’s activists were perpetuating arson on the sugar estates. In the midst of this ongoing battle, African Guyanese from the WPA were victimized, while virtually not one Indian leader from the PPP was touched. The analysis of this phenomenon in the seventies concluded that African detractors of the PNC Government had to be repressed, because at stake was a competition for African consciousness. And it appeared that Walter Rodney was winning the race on that

count. The more African activists that came on the scene fighting Burnham, the weaker the fulcrum became. Burnham’s battle with Rodney had to be a zero sum encounter because Rodney had penetrated the army, Buxton, Linden and other African constituencies. An identical situation exists at the present juncture with an Indian regime, but in the reverse way. This time the ethnic virus afflicts the Indian party in power. It first started with Moses Nagamootoo, and it has headed in the direction of Ralph Ramkarran. The Nagamootoo “betrayal” has made it impossible for Ramkarran to remain untouched, especially after Nagamootoo’s phenomenal energy in reducing the Indian party to a minority entity after the 2011 general elections. The present vilification of Ralph Ramkarran evokes strong memories of the venom that greeted Walter

Rodney by the Burnham administration. The researcher can juxtapose the different treatment for Dr. Henry Jeffrey and Ralph Ramkarran. Dr. Jeffrey spent seventeen years in the PPP Government since 1992. In 2011, he publicly endorsed APNU in the election campaign. Then in 2012 he became a columnist with a newspaper that the ruling junta has dismissed as proopposition. In many of his columns, Dr. Jeffrey points to deadly political perversities in the PPP Government. To date, the PPP leadership has virtually ignored Dr. Jeffrey who holds a post-retirement lecturership at UG. In contrast, the knives which once visited Nagamootoo have been turned on Ramkarran. Why? Because we are seeing the Walter Rodney syndrome in reverse. A top Georgetown lawyer whose father Cheddi Jagan revered, Ramkarran is

a high profile Indian politician. His words hardly matter to African villagers where he has no niches. But his words will resonate with Indian people. Like Nagamootoo, Ramkarran is now seen as the great betrayer. According to his inflexible critics in the PPP leadership, he has betrayed his race in the face of political wars with the PNC. Ramkarran then must be astute enough to recognize the inevitability - that as his Stabroek News columns grow, so will the anger of his former colleagues in the PPP, as will the attacks on him. Jeffrey’s Stabroek News critiques do not matter to the PPP because he is not Indian; Ramkarran is. This is what can be referred to as the ethnic tragedy of Guyana. Ethnocentric parties in Guyana feel that they must be protected by their ethnic base. Once assured of this racial consolidation, the party loses perspective, vision, humility and a sense of good governance. In the midst of this disarray, decent leaders from within the ethnocentric organization will demand responsible government and a commitment to moral and

Frederick Kissoon decent exercise of power. Such humane power did not occur with the PNC under Burnham, and African intellectuals no longer could have tolerated Burnham’s autocracy. The same happened in Trinidad under Basdeo Panday and three strategically placed Indian politicians within Panday’s organization toppled him. The same is occurring inside the PPP. First there was Ramjattan. Next came Nagamootoo. Now Ramkarran has taken the stage. It didn’t matter to Rodney if Burnham was Black, brown or white. The deciding factor was his autocracy. The identical thinking permeated Ramjattan, Nagamootoo and Ramkarran. Someone once said that the human being is essentially a decent creature. Once human decency exists, humans will choose that over racial identity.

GPHC aims to beautify immediate environs - City Council says works unapproved

The normal state of the area (In front of the hospital)

By Tiffanne Ramphal While efforts are being made to enhance the environs of the Georgetown Public Hospital Corporation (GPHC), its officials are convinced that a faction within the Georgetown Mayor & City Council (M&CC) is intent on

impeding the beautification works. With a well prepared plan that is centered on contributing to the restoration of Georgetown’s status as the ‘Garden City’, construction works began of concrete structures wrapping around the facility’s New Market Street entrance,

proposed to contain an array of flowers. “What we are trying to do is enhance the beauty of this place. We are making the environment in front of the hospital more friendly and orderly,” GPHC’s Chief Executive Officer, Michael Khan, said of the venture. The construction

Following beautification works commenced early last week following approval from acting Town Clerk, Carol Sooba, who also indicated that a pertinent aspect of the beautification works was the removal of the vendors plying their trade at the health facility’s entrances. According to reports, some constables of the City Council were instructed to remove the vendors from the

location. When Kaieteur News visited the location yesterday, vacant areas along the pavement could be plainly identified as selling spots that had once been occupied by vendors but had been cleared. With that move being made, a faction of the City Council is now insisting that the ongoing beautification works are being carried out in

the absence of approval, while the operations will adversely affect the roadside vendors, even “putting them out of bread”. According to Councilor, Gregory Fraser, following an inspection from the Council’s Chief Building Inspector and an engineer, it was found that official approval had not been given for the erection (Continued on page 21)

INTERPOL zeroes in on fake travel documents France – A new police tool has been launched by INTERPOL and the G8, enabling the INTERPOL community to exchange information on fraudulent identity and travel documents. Known as Dial-Doc (Digital INTERPOL Alert Library – Document), the technology makes it easy for officials in any of INTERPOL’s 190 member countries to check if a travel document is fake, through comparison with worldwide images of counterfeit documents. Dial-Doc will play a central role in the swift provision of information to law enforcement agencies, particularly in the fields of border management and the fight against identity fraud, human trafficking, terrorism, and financial crime. It is an integral part of INTERPOL’s strategy to provide integrated solutions for border security and to offer access to an array of systems and data that help officers to prevent and combat transnational crime. “This important reference tool for travel document fraud is the culmination of intensive and fruitful cooperation leveraging the combined expertise of INTERPOL and migration experts from the G8 countries,” said Lynn Lawless, Director,

Enforcement and Intelligence Programs Management, Canada Border Services Agency, and representing the G8 Roma-Lyon Migration Experts Sub-Group. “Dial-Doc will assist in the global fight against document and identity fraud and the criminal activity it facilitates,” she added. Up until now, INTERPOL member countries have circulated their own ‘alerts’ relating to fraudulent travel documents. Dial Doc is the data processing platform which regulates this information and makes it accessible to all INTERPOL member countries in a userfriendly manner. Once the country submits their ‘alert’ to INTERPOL, a quality control activity is performed before final validation and its publication within the INTERPOL Information System. Fabrizio Di Carlo, DialDoc Project Manager, said: “The launch of Dial-Doc represents a milestone in the fight against forged documents. We now encourage as many countries as possible to share data related to fraudulent travel documents in order to fulfill the potential of this vital law enforcement tool.” Dial-Doc is a web-based application available to authorized users via I-24/7, the Organization’s secure global police communications system and its restrictedaccess website. Currently in English, the platform will in future be translated into INTERPOL’s three other official languages (Arabic, French and Spanish).

Int’l media body calls for radio licences’ review - fairer ads distribution Almost three months after top officials of the International Press Institute (IPI) visited Guyana, that watchdog media grouping, in a report, has called on Government to begin a review of all outstanding broadcast licence applications, including those filed before the Broadcast Act took effect. IPI also urged, in the report released Monday, that the granting of any new television and radio licences be done transparently and under the guidance of an independent Broadcast Authority. Executive Director, Alison Bethel McKenzie; Executive Board Vice-Chair John Yearwood; and Press Freedom Adviser for Latin America and the Caribbean, Scott Griffen, were the ones who visited five Caribbean countries, including Guyana. The IPI’s three-week visit to the region was to check on progress made by the countries to eliminate old criminal defamation laws. While here, the IPI team met with media workers, editors and publishers, and Government officials including Prime Minister Samuel Hinds; Attorney General Anil Nandlall; and Presidential Advisor on Governance, Gail Teixeira. There were complaints, especially by the private media, of harassment as well as the controversial and unfair manner in which former President Bharrat Jagdeo issued a number of radio licences and two for cable operations, days before he

left office in November 2011. Prominent media houses like Kaieteur News, Stabroek News and Capitol News were overlooked for radio licences. STATE MEDIA INTIMIDATION The International Press Institute, a powerful media group which comprises journalists, editors and publishers worldwide, also recommended that Government end the alleged use of state media to intimidate or harass the private press or those who disagree with its positions or actions. There has been growing unease between the ruling party and especially private media entities after revelations that radio licences were issued to mainly close friends of the former President. Multiple

frequencies were issued to the newspaper of the ruling People’s Progressive Party (PPP), to a company with close contacts with a current minister, and to a personal friend of Jagdeo. Single frequencies were issued to a number of others in what observers say was a poorly veiled attempt to make the allocations appear to be fair and transparent. The Opposition has also been complaining that it has been targeted in a hostile manner by the state media, including the Government Information Agency (GINA) and state TV’s National Communications Network (NCN). The IPI, in its recommendations, also wants Government to ensure the independence of the Office of the Freedom of Information

Commissioner, and provide this person with the necessary resources to do his job effectively. Former Attorney General, Charles Ramson, has been recently sworn into that position. Along with this, the body urged that a Freedom of Information Act (whenever it is made law) must remove or specify exemptions involving the Office of the President, in line with international standards, and also, there should also be a thorough investigation, without delay, of instances of violence against the press or media installations. ADS DISTRIBUTION According to the IPI report, government must also take steps to ensure that state advertising is distributed fairly and without regard for (Continued on page 21)

Amaila will be outdated Int’l media body calls... by 2019 - Professor Clive Thomas By Abena Rockcliffe Economist Professor Clive Thomas has asserted that the “troubled” Amaila Falls Hydro Project will become outdated in just five years. Despite a cost of at least US$840M, the largest undertaking in the country’s history, it is projected that within the next few years, other possibilities will have to be explored to generate electricity. Professor Thomas, who is one of Guyana’s more recognized economists, didn’t dispel the government’s projection that the venture will run for some 75 years. He, however, pronounced that the project merely has the ability to service the electricity needs of Guyana for less than a quarter of its projected life span. The economist noted that looking at the Guyana Power Light Inc. (GPL) medium term, the Amaila project is simply inadequate. He referred to GPL’s declared intent to keep 50 megawatts (MW) of its present capacity going after the Amaila Falls project

comes on stream. Thomas said that indeed GPL’s plans project that 88 percent of its electricity supply will come from Amaila in 2017, but opined that by 2019, more than the promised 165 megawatts will be needed. The Professor told Kaieteur News, “It (Amaila) has a shelf life up to 2019; it will be working but the supply will be less than what we need. It will be inadequate even if it is working at its full capacity.” According to Thomas, “these” circumstances have prompted GPL to go on record with the following concern: “There is no expansion plan contemplated for the Amaila project, nor has it been technically planned for expansion or phasing purposes. Thomas said that what turned the project into such a “disaster” is the fact that it is now being presented as a “stand alone” project. He said that was never what the Amaila Falls project was introduced as; it was supposed to be a “multi stage” one. The economist said that consultancy evaluations of

the project prepared for the government have also queried whether or not the project is being designed as a multi-stage hydropower expansion programme. Thomas said that Goodland (a Consultancy) asked rhetorically whether the project is intended to be “The first stage (with) two further stages for a final emerging output of 1,060 for all these phases together.” Professor Thomas said that the consultant went on to propose that if the above holds true then the InterAmerican Development Bank (IDB)’s intended environmental and social study should cover the final project and not only Amaila. Thomas said that the multi stage project which was supposed to have been expanded along the Mazaruni River would have generated up to 3000 megawatts. “But the government opted for a smaller project.” Thomas said that the project cost would have gone up, but the unit cost would have gone in the other direction, hence a less expensive facility.

GPHC aims to beautify... (From page 12) of the structures, neither was an application lodged for approval. He explained that the project entailed firstly seeking approval. He said the application for approval would be made out to the engineers’ section. Upon completion of reviews, the engineers’ section would forward the application to the Works Committee along with their recommendations. Once it is approved by the Works Committee, the application is then forwarded to the Full

Council for approval. Upon completion of these stages, the applicant would then be informed of the M&CC’s response towards the application. This, Fraser said, had not been done. Hence, the Councilor added, the contractors were instructed by the Building Inspector to halt construction until approval was sought. Fraser also noted that, with the concrete structure, the roadside vendors are being disregarded. “This is their way of making an honest living. The

Council is not prepared to put people out of bread; as long as they do not breach the laws, we cannot justify moving them,” Fraser said. Notable, however, is the fact that the instruction to remove the vendors had been initially handed down by the Council. GPHC feels that due to lack of coordination within the Council’s walls, their effort to aid in the city’s restoration is being exposed to criticism. The hospital’s CEO views the situation as one which is “very sad”.

(From page 16) the particular editorial stance of a newspaper and table legislation to reform the laws to remove references to seditious libel. Despite Kaieteur News and Stabroek News being recognized as the biggest circulated newspapers in Guyana, the IPI said it found more state ads went to the Guyana Chronicle, The Mirror and the Guyana Times, a newspaper closely linked to the administration. Addressing the issue of the state media, the IPI noted that these must serve the interests of all Guyanese - not just those of the government currently in power. “In four of the five countries that IPI visited, top government leaders expressed agreement that journalists should not face prison for doing their job and that criminal defamation laws do not belong in a modern democracy,” Executive Director Alison Bethel McKenzie said. “While we would have liked a similarly concrete statement from the

Government of Guyana, we are encouraged that officials there have decided to review the issue.” The mission found concrete success in Trinidad and Tobago, where the Prime Minister Kamla Persad Bissessar, at a press conference with Ms. Bethel McKenzie, announced that a Bill partially decriminalising defamation would be sent to Parliament. In the Dominican Republic, the Attorney General informed IPI of an official decision to replace the country’s authoritarian-era press law with a modern statute that would include the elimination of all prison sentences for defamation; and in Antigua and Barbuda, Prime Minister Baldwin Spencer committed to repealing criminal defamation before the end of his current term. The IPI’s campaign and the mission in particular were prompted by concern that criminal defamation laws could be used by prominent

figures to negate critical opinion and smother investigations into alleged wrongdoing in order to protect their economic and political interests. According to IPI research, all independent states in the Caribbean have criminal defamation laws on their books that establish a penalty of at least one year in prison. Six—including Antigua and Barbuda, Suriname, and the Dominican Republic—have applied these laws against journalists in the past 15 years. Regarding the media, the IPI urged for more training and the strengthening of the Guyana Press Association as a vessel for defending journalists’ rights and safeguarding ethical standards. It was also stressed that, “Media houses should also take steps to produce content that is balanced and free of political bias with care taken not to insert a political slant during the editorial process.”

Wednesday July 31, 2013 ARIES (March 21 - April 19): You've come to a longanticipated crossroads in one of your relationships, and things could change significantly -- depending, of course, on how you treat today's dramas. ******************* TAURUS (April 20 - May 20): Today, pay attention to the people on the fringes of your social circle -- the folks everyone else gossips about. These people might not be suitable role models for you, but what they represent is important. ****************** GEMINI (May 21 - June 20): There's no such thing as a dumb question! If you're feeling uncomfortable or unsure about something today, you owe it to yourself and those who depend on you to ask some questions of the people in charge. ******************** CANCER (June 21 - July 22): Try not to be too suspicious of someone who has been paying a lot of attention to you lately. Why do you doubt their interest in you? No strings are attached, so stop worrying. ********************* LEO (July 23 - Aug. 22): Your status within your group at work or school is on a huge upswing, which will create a lot of positive energy around you. Everyone will want to be near you, get some time with you, and just soak in all the good vibes you're giving off. ******************* VIRGO (Aug. 23 - Sept. 22): Put a little more energy into staying current -- you need to learn more about what's going on. This could apply to news events, pop culture, politics, sports or

even just your inner social circle! ********************* LIBRA (Sept. 23 - Oct. 22): Your famous sense of fairness and equality is stronger than ever today, and it could cause you to speak up despite your discomfort. Who cares if you draw attention to yourself? ********************* SCORPIO (Oct. 23 Nov. 21): Some real heat has been growing between you and another person, but it might not be exactly the kind you were hoping for. ******************** SAGITTARIUS (Nov. 22 Dec. 21): Speak up and don't be shy today! Withdrawing into your own world will only leave you bored, not relaxed. Your communication skills are especially strong right now, and you'll find not only a lot to talk about but also a lot of people to talk to. .********************* CAPRICORN (Dec. 22 Jan. 19): You've been so good for so long that it's high time you did something a bit naughty! Call up one of your more mischievous friends and make a plan together. ******************** AQUARIUS (Jan. 20 Feb. 18): It doesn't matter how well you are (or are not) getting along with your family right now -- you need to get in touch with one or two older relatives you haven't seen in a while. ********************* PISCE S ( F e b . 1 9 March 20): The beauty you see in someone else's romance is completely an illusion. What you're experiencing right now is a classic grass-is-greener situation, and you are wasting your energy on being jealous.

Businessman accused of using religion, politics to bully neighbours Prominent businessman Reeaz Khan is being accused of using high-handed tactics and of taking advantage of residents on Eccles Public Road, East Bank Demerara, by using religion and politics. “I am a businesswoman for 36 years and a peaceful person. Businessman Reeaz Khan is bullying his way by using up Government reserve to do his own feeding programme in front of my business spot without a proper permit from the relevant authorities, to throw up a shed in front of a rum shop during the Muslim holy month of Ramadan,” says Chandra Katwaroo who operates a hangout bar called ‘Flat Shop’ on Eccles Public Road. She explained that it all began two Sundays ago when several truckloads of sand were delivered near to her business spot. She said that a 20 x 30 tent was then placed at the location which also encroached on the area in front of her business spot. This she noted is a feature event every Sunday. Katwaroo said when Khan was questioned about the authority and permission given to erect a tent and spread sand in the area, “He (Khan) said he ain’t got to get permission from nobody; that he can put his tent anywhere he wants to put it, and he get the authority to put any tent any place he wants to put it”. The businesswoman said she then told Khan that the sand brought to the area will affect her business. “I told him it will be blown right into my bar where patrons are with food and drinks. Right now inside my house and business always have sifting…When I told him

he start to become abusive, and he said he get permission from President Donald Ramotar and Central Islamic Organization of Guyana (CIOG) and Freedom House and he don’t look after the Neighbourhood Democratic Council (NDC) which is supposed to give permission.” “The NDC Chairman told Khan that he was only permitted to have the tent up for a few hours then take it down. He was not to have it up to disrupt others. Even when another businessman parked under the tent that was in front of his gap, Khan called the police in. How can that happen when it’s in front of the man’s own gap?” Underscoring that for the past six years Khan has been doing the feeding programme at his residence in Eccles, Katwaroo said under the guise of religion, Khan plans to build a shed on the government reserve without permit and he has already applied for service from Guyana Water Incorporated (GWI) which she said indicates his intention to bypass the authority. “We are not against him feeding people or doing anything religious, but please let him do it at his home and not interrupt people’s business area and life,” Katwaroo said. “The police even came to my house and wanted to take

The spot that is used to erect the tent every Sunday at Eccles Public Road me to the station, and when I make a report the police do not act. But one phone call from Khan and the police hustle to harass me. How can he be doing holy work in front of a rum shop?” Businessman Anand Sookwah who is constructing a three-storey building in the area said that without consent, several loads of sand were removed with an excavator from in front of his property and placed next to a drain which is being washed into it whenever it rains. In addition, he noted that a GT&T cable was severed

while this was done and the line has not been replaced to date. Other residents in the area noted that Khan is a disliked person in the community and only seeks to exert his power and influence and promote himself. “Not even the Peters Hall Masjid accepts him.”

“If Mr Reeaz Khan was given permission to indeed build a tent here to feed beggars, please let him know that he needs a portable toilet in place, since many of the females last Sunday defecated around the area without care. These beggars have no care,” one resident said.

“Imagine the business places in the area had to lock their toilets because the beggars using it and messing the place up.” Residents also noted that Khan would also have a policeman guarding the tent at nights when it is erected from Saturday evening.

Mandela Avenue shooting … By Michael Jordan The question of whether an off-duty cop or a minibus passenger shot Elvis Fernandes could be answered soon when police complete ballistic tests on the rank’s handgun and on a warhead that was retrieved from the victim’s body. Commissioner of Police Leroy Brumell confirmed yesterday that the Constable who discharged shots at the Mandela Avenue scene has lodged his firearm for testing. The weapon is said to be a 9mm Taurus handgun. However, Brumell said that the rank was not under close arrest and explained that investigators had received several different versions about the incident. “We are still doing our investigation; the investigation should be completed shortly,” the Top Cop said. A police spokesperson also told Kaieteur News that a warhead was extracted from Fernandes and has been handed over for ballistic tests. The official was unable to provide any information on the bullet’s calibre. Neither the Commissioner nor the spokesperson could say whether a warhead had been extracted from wounded minibus passenger Lloyd Britton or if investigators had swabbed his hands for evidence of gunpowder residue. Police had stated in a release that Britton shot Fernandes and was himself wounded by a police rank who intervened. However, Britton denied having a firearm and suggested that the same policeman who wounded him, also accidentally shot Fernandes. Fernandes was slain during a confrontation with minibus driver Adrian Brandt and passenger Lloyd Britton. Brandt told Kaieteur News on Monday that the owner of a car had accused him (Brandt) of damaging his vehicle and that the man, who was with Fernandes and a policeman, had later attacked him.

Cop submits firearm for ballistic tests - bullet extracted from slain man to be examined and brace on a passenger, and (then) I hear shots.” He said that he looked into his rearview mirror and saw the policeman shooting. Brandt said that his passengers began to scream and urge him to drive away, but then Britton clambered back into the vehicle and said “I get knock.” Brandt said that he dropped off the other passengers in Mandela Avenue and headed to the Ruimveldt Police Station before taking the wounded man to the Georgetown Public Hospital Corporation. Fernandes was pronounced dead on arrival at the same hospital.

Britton, who had emerged from the bus, was shot in the stomach. Brandt alleged that he had seen the policeman discharge his firearm and that the constable was the only person he saw shooting. However, he could not say whether the rank had shot Fernandes. The minibus driver also stated that Britton had reentered his bus after being wounded and had handed over a “shine object” to another passenger before being taken to the hospital. Brandt said he was unable to ascertain whether the ‘shine object’ was a firearm. Brandt told Kaieteur News that he was driving along Mandela Avenue around 17:20 hrs on Friday when Fernandes, who was on a scooter, and the owner of a silver car, blocked his path. Brandt said that he knew both men, as well as Britton, who was in the front passenger seat of his bus. It was then that the man accused Brandt of damaging his vehicle. He alleged that Lloyd Britton, who was in his front seat, intervened, and the men

began to threaten Britton, while Fernandes called the passenger a ‘thief’. But the minibus operator said that a police patrol came on the scene and ordered the men to disperse. They also suggested that the owner of the car could file a report about the alleged accident. Brandt said that he then returned to the West Ruimveldt minibus park where he picked up passengers. However, he said that Britton remained in the minibus. Brandt said that he was driving east along Mandela Avenue a few minutes later when the car intercepted him. He alleged that a police rank emerged with a handgun, while the driver had a cutlass and Fernandes had an icepick. The minibus operator claimed that while Fernandes ran towards the conductor side of the bus, the driver of the car began to attack him with the cutlass. He also recalled that his passenger, Lloyd Britton, had exited the bus when the men emerged from the car. “The driver go to me and start fire chops, and I pull back

The complainant, Edward Persaud, whose plough was among a number of stolen items retrieved by ranks of the Guyana Police Force from the security firm’s Queenstown office, did not want to pursue the matter any further. Over a month ago, the police had arrested Kanhai

Among the items recovered were several flat screen televisions and computers which were confirmed stolen last August from the Queenstown office of the government’s One Laptop Per Family (OLPF) project. More than 100 of the laptops had disappeared from the OLPF bond.

‘Boxing’ Mugabe lays down the Ex-prime minister Keita gloves on Zimbabwe election eve holds wide lead in Mali vote

(Reuters) - Setting aside weeks of campaign trail acrimony, Zimbabwe President Robert Mugabe buried the hatchet with political rival Morgan Tsvangirai yesterday, the eve of a hotly contested election that remains too close to call. Flanked by his defence minister and two stuffed lions in the colonial grandeur of State House in Harare, the 89year-old leader likened the run-up to the July 31 vote to a boxing bout that ends in a handshake, not bloodshed. “I’ve got my fair share of criticisms and also dealt back rights and lefts and upper cuts. But that’s the game,” Mugabe said, mimicking the movements of a boxer as he sat behind an ornate wooden table on the front steps of the mansion. “Although we boxed each other, it’s not as hostile as before,” he said. “It’s all over now. We can shake hands.” His words are in marked contrast to the cut and thrust of what he described as an “energy-sapping” campaign, and may go some way to soothing the fears of Zimbabwe’s 13 million people

Robert Mugabe of a repeat of the violence that broke out after Mugabe lost the first round of an election in 2008. With no reliable opinion polls, it is hard to say whether the 61-year-old Tsvangirai now prime minister in a fractious unity government will succeed in his third attempt to unseat Mugabe, who has run the southern African nation since independence from Britain in 1980. Both sides are forecasting landslide wins but the bigger question is whether the loser

will accept the result of a poll dogged by logistical problems and allegations of vote-rigging. Asked if he and ZANUPF would accept defeat, Mugabe was unequivocal: “If you go into a process and join a competition where there are only two outcomes, win or lose, you can’t be both. You either win or lose. If you lose, you must surrender.” A spokesman for Tsvangirai’s Movement for Democratic Change (MDC) said the party was prepared only to the accept the results if the poll was “free and fair” a verdict on which the jury is still out. Around 200 supporters of Tsvangirai’s Movement for Democratic Change (MDC) were killed in 2008, and memories of the violence remain raw in the impoverished townships that ring the capital, the epicentre of opposition to Mugabe’s 33-year rule. With one day to go before the vote, security forces were taking no chances, sending squads of heavily armed riot police into the restive districts of Mbare and Highfield on the outskirts of Harare.

(Reuters) - Malian former Prime Minister Ibrahim Boubacar Keita holds a comfortable lead and could win an outright first-round victory in the West African nation’s high-stakes presidential election, the minister of territorial administration said yesterday. The announcement of partial results will likely fuel tensions between Keita’s supporters and his rivals, who say they will challenge the results if there is no second round. Voters turned out in large numbers on Sunday, eager for a fresh start after a March 2012 coup allowed separatist and al Qaeda-linked rebels to seize the desert north last year. It took an offensive by thousands of French troops in January to scatter them into the desert and mountains. Voting was peaceful and observers have largely praised the polls. “There is one candidate, Ibrahim Boubacar Keita, who has a wide margin compared with the other candidates,” Colonel Moussa Sinko Coulibaly told journalists in the capital Bamako. “If maintained, (it means) there will not be a need for a

second round,” he said. The results represented a third of ballots cast from constituencies across the country, he said. Coulibaly, whose ministry is in charge of organising the elections, repeatedly refused journalists’ requests for exact numbers. He said the results had been certified by the elections commission. The spokesman for exfinance minister Soumaila Cisse, who Coulibaly said was currently in second place, criticised the announcement. “It is scandalous. A minister, when talking about election results, must give numbers and percentages of every candidate,” Amadou Koita said. Minutes after the results were announced, cars and motorcycles honked their horns and Keita’s supporters on the streets chanted “IBK” “IBK” “IBK”, the initials he is universally known by. Cisse and two other of Keita’s rivals - Modibo Sidibe, a former prime minister, and Dramane Dembele, the candidate of Mali’s biggest party - came together on Monday to complain about the process. Their FDR coalition,

which was initially set up to counter last year’s coup, complained that hundreds of thousands of people had been excluded from the vote due to technical shortcomings. Members of the FDR coalition have claimed that world powers led by France, which pushed for the vote to be held despite concerns over Mali’s readiness, favoured Keita in the process. Cisse said he will challenge the results if Keita is announced winner in one round. “It is up to Mr Cisse to prove what he claims and to use the legal existing channels for his claim. The imperfections will affect the winners as well as the losers,” Louis Michel, the EU’s chief observer to the Mali mission, said yesterday. “In my opinion, as of today, the problems that we have been told about will not have an impact on the legitimacy of the process,” he told Reuters. Average turnout was tallied so far at 53.3 percent, well above Mali’s record high of 40 percent, Coulibaly said. Final results could be ready today.

Portugal PM wins confidence vote, vows to meet bailout goals LSBON (Reuters) Portugal’s prime minister ruled out any backtracking on its bailout terms yesterday as his revamped government easily won a confidence vote intended to show it has repaired an internal rift over austerity. Speaking to parliament before the symbolic vote, Pedro Passos Coelho also said the economy was giving signs of nearing a turnaround after a long, deep recession, showing the country was taking the right path out of its debt crisis. All members of parliament from the two parties of the center-right ruling coalition, who have a solid majority in the house, voted in support of the motion of confidence. The opposition Socialists and two other left-wing parties voted against, their leaders dismissing the premier’s optimism about the economy and saying austerity only leads to disaster. A dozen protesters in parliament’s gallery put on red clown noses to show their disdain for the vote, which Socialist leader Antonio Jose Seguro called a “make-believe act”. Some investors fear the

Pedro Passos Coelho re-jigged government may be less amenable to further budget tightening because the party that disagreed with some austerity measures has won more clout. The premier said: “There are 10 months left of the assistance program, full of challenges and tough choices. But it certainly isn’t now that we will falter ... We will manage to make structural spending cuts under the terms already announced.” Portugal has promised to cut spending by 4.7 billion euros ($6.2 billion) by the end of 2014, the year in which

Lisbon hopes to return to normal market financing. Many investors believe it will still need some form of further support, not least due to its steep recession. But Passos Coelho said: “There are growing positive signals in the economy that we may be very close to the turnaround that all the Portuguese want.” The economy is still in its worst recession since the 1970s and the government expects it to shrink 2.3 percent this year before returning to slim growth in 2014. It estimates that the economy started recovering in the second quarter. While the government has also promised to boost growth by cutting corporate taxes, the premier said any fiscal reform must be gradual. “We don’t have budgetary margin ... to accommodate a corporate tax reform in just one year,” he said. The ruling center-right coalition narrowly avoided a breakup this month by striking a deal that made the leader of the junior coalition partner, Paulo Portas, deputy prime minister, averting a renewed spiral in the euro zone’s debt crisis.

Berlusconi’s political fate Private Manning acquitted of aiding enemy in WikiLeaks case in hands of high court ROME (AP) — Silvio Berlusconi’s political fate is in the hands of Italy’s highest court, which was hearing arguments Tuesday in the former premier’s challenge to a fraud conviction. The tensely awaited decision, which could have an impact on Italy’s fragile, three-month-old coalition government, is expected today or possibly tomorrow, Berlusconi’s lawyer Franco Coppi told reporters outside the courtroom. Berlusconi’s case is one of eight on the docket, and the last one to be heard. “I’m superstitious and I don’t make predictions,” Coppi said during a break after the court spent two and a half hours summarizing the case, but he added: “I expect to win.” Berlusconi, 76, was convicted with three others in Milan last October of tax fraud in a complex TV rights transaction for his Mediaset network, and sentenced to four years in prison with a five-year ban on public office. A Milan appeals court upheld the lower court’s decision this spring. This is his final appeal. Defendants rarely attend hearings at the court, and Berlusconi was not present. A dozen police officers were posted in the court room, many more than are usually present even during other high-profile cases, to enforce a ban on taking photos and using telephones.

The three-time former premier has no official role in Italy’s uneasy coalition government, but remains influential and was key to the center-right’s close, secondplace finish in February elections. He won a seat in Italy’s Senate, which he would have to vacate if the lower courts’ verdicts are confirmed. Berlusconi has appealed to center-right lawmakers not to yank their support from the cross-party government of Enrico Letta if his conviction is confirmed. Letta’s government is already having trouble mustering support for a series of measures to help Italy out of recession, although the premier said Monday that he is not worried about the decision’s impact on his government, and that “Italy is more stable than you expect.” Despite politicians’ attempts to spread calm, political analysts said the

situation remains volatile. “The problems is that in the case of a conviction, the dynamic could overwhelm the wishes of individuals,” Stefano Folli, a political analyst for il Sole 24 Ore business daily, wrote Tuesday. “A convicted Berlusconi would become a martyr for his backers while at the same time being an unacceptable ally for a good part of the center-left.” The high court is limited in its scope to examining whether errors were made at the trial or earlier appeal. It does not hear new witnesses or receive new evidence. If the court upholds the conviction, Berlusconi will be immediately stripped of his Senate seat and barred from running for any election. It is unlikely he would serve jail time, as three years would be shaved off in a general amnesty aimed at emptying prisons and it is unusual to serve time for short sentences, especially given Berlusconi’s age. The court could throw out Berlusconi’s conviction, but such rulings are rare. Another possibility is that it could order a new appeals trial before a different judge. If that happened, the statute of limitations would likely kick in for at least some of the alleged offenses, resulting in a milder sentence if Berlusconi is convicted again, and maybe sparing him the ban on holding public office.

NEW DELHI (Reuters) India’s ruling Congress party approved yesterday the creation of a new southern state, a move that has revived deep political divisions and raised fears of violence in the area, home to global firms including Google. The decision to break up Andhra Pradesh state and establish Telangana comes ahead of elections next year and critics say the ruling party is seeking to shore up its political fortunes after dragging its feet over the explosive issue for four decades. Supporters, however, say Telangana’s economic development has been neglected in favor of the richer and more powerful Andhra region, and that a new state is the only solution. “It was not an easy decision, we appeal to people

to cooperate,” said Ajay Maken, a spokesman of the Congress after the party’s highest decision-making body adopted a resolution calling for the establishment of a new state, igniting celebrations in parts of Andhra. Additional federal troops were deployed ahead of the decision in the coastal parts of Andhra Pradesh where people are bitterly opposed to the breakup of the state. The booming state capital Hyderabad, where Google, Microsoft and Dell have major sites, will remain the common capital for two states for a period of 10 years, Maken said. Hyderabad, India’s sixth largest city, was a bone of contention because it fell in the proposed new state carved out of the western part of Andhra Pradesh. A government official said

there was still a long way to go before the new state, which will have an estimated population of 40 million, became a reality. The measure has to be approved by the Andhra assembly and then the federal parliament where the Congress does not have a clear majority. “We’re swallowing the poison for our party. The decision is very unfortunate but since our leader has taken the decision we’ll abide by it. We know the consequences, the problems that will follow,” said Rudraraju Padma Raju, the chief whip of the Congress in the state, who has long opposed the split. One immediate consequence is likely to be renewed demands from other parts of India for separate states, including in the Darjeeling hills and a further breakup of the most populous Uttar Pradesh state.

FORT MEADE, Maryland (Reuters) - A military judge yesterday found U.S. soldier Bradley Manning not guilty of aiding the enemy - the most serious charge among many he faced for handing over documents to WikiLeaks. But Col. Denise Lind, in her verdict, found Army Private First Class Manning, 25, guilty of 19 of the other 20 criminal counts in the biggest breach of classified information in the nation’s history. The U.S. government was pushing for the maximum penalty for the intelligence analyst’s leaking of information that included battlefield reports from the Iraq and Afghanistan wars. It viewed the action as a serious breach of national security, while anti-secrecy activists praised it as shining a light on shadowy U.S. operations abroad. Army prosecutors contended during the courtmartial that U.S. security was harmed when the WikiLeaks anti-secrecy website published combat videos of an attack by an American

Bradley Manning Apache helicopter gunship, diplomatic cables and secret details on prisoners held at Guantanamo Bay that Manning provided to the site while he was a junior intelligence analyst in Iraq in 2009 and 2010. Manning, who early this year pleaded guilty to lesser charges that carried a 20-year sentence, will still be looking at a long prison term when the trial’s sentencing phase gets under way yesterday. “This is a historic verdict,” said Elizabeth Goitein, a security specialist

at New York University’s Brennan Center for Justice. “Manning is one of very few people ever charged under the Espionage Act prosecutions for leaks to the media ... Despite the lack of any evidence that he intended any harm to the United States, Manning faces decades in prison. That’s a very scary precedent,” she added. A crowd of about 30 Manning supporters had gathered outside Fort Meade ahead of the reading of the verdict. The guilty verdict on most of the counts could make it difficult for WikiLeaks founder Julian Assange to persuade future sources of information to share classified details with the website. “That is going to make it more difficult for people who want to deal with Assange. They are going to be at greater risk and that will put his operation at risk,” said Michael Corgan, a professor of international relations at Boston University and former officer in the U.S. Navy.

Warner’s ILP will decide on membership Former junior minister guilty of in People’s Partnership government refusing to take breathalyzer test P O R T- O F - S P A I N , Trinidad - CMC – Interim leader of the Independent Liberal Party (ILP), Austin Jack” Warner yesterday said it would be “premature” to say whether or not his party would seek membership of the People’s Partnership government following his convincing victory in the Chaguanas West by-election here on Monday night. Speaking on a television programme, Warner, who trounced the People’s Partnership candidate Khadijah Ameen by a two to one margin, said that his party would be meeting later this week to discuss the issue. During the campaign for the by-election that had been occasion after Warner himself resigned as parliamentary representative in April in order to seek “re-validation” from the electorate, Prime Minister Kamla Persad Bissessar laid out conditions for her former national

Austin Jack” Warner security minister to re-enter the four-party coalition. But Warner had always been dismissive of those conditions telling supporters that the coalition is not Persad Bissessar private property even though her United National Congress (UNC) party is the biggest partner. Warner told television viewers that the officials of

the new party will meet on Friday “and we will take some decisions...as to where we go from there. “So it is not for me to say whether we in or out (of the coalition) at this point in time. It would be premature. But I will say we have been rejected publicly twice, we have been spurned, spat upon, “I would that feel it is best to fight from inside, but if they do not want us, okay fine,” he said adding that hr was still awaiting the position of the other partners in the coalition. “I made two attempts for us to join the partnership, both occasions we were spurned and imagine that is the view of the other parties because nobody said anything differently. “So therefore if they don’t want us bearing in mind that the basis for the partnership was to form an opposition against the PNM (People’s National Movement),” Warner added.

Former junior national security minister Collin Partap has been slapped with a TT$5,000 (One TT dollar =US$0.16 cents) fine after he was found guilty yesterday of a charge of failing to submit himself to a breathalyzer test outside a night club last year. Chief Magistrate Marcia Ayres-Caesar, who earlier this month had rejected a no case submission made by Senior Counsel Israel Khan, ordered that Partap, pay the fine within one week or face a nine month jail term. Partap, the son of the island’s Ambassador to South Africa, Harry Partap, was fired by Prime Minister Kamla Persad Bissessar a few hours after he was detained by the police on August 26, 2012 for failing to take the breathalyzer test. Police said Partap refused and was detained and taken to a police station and only agreed to take the test after acting Commissioner of Police Stephen Williams arrived at the station nearly an hour after the junior minister had been detained.

The test was found to be within the legal limit. On July 9, Magistrate Ayres-Caesar rejected the nocase submission ruling that the State had made out a prima facie case, and she was satisfied that a conviction might be the result based on the evidence. In her ruling Tuesday, the magistrate said that police officers had cause to suspect that Partap had exceeded the limit, and she was satisfied that the State witnesses were credible, reliable and compelling. She said that the insistence by Partap that his attorney to be present before he gave a breath sample, was not a reasonable excuse for

causing the delay and that this refusal was equal to failure. She ruled that his failure was without reasonable excuse. The magistrate said that Partap, an attorney and legislator, had taken an oath to uphold the law, adding, “to whom much is given, much is expected”. She said that on the night in question, Partap was called upon to display a higher standard than was displayed, according to the State’s evidence. Earlier this month, Khan, one of seven lawyers representing the former junior minister, submitted that his client should be freed since the charge he is facing does not exist according to the law, given that the words “for a breath test” was left out. He added that to date no amendment has been made. Khan said if his client is found guilty he would want to know the reason for this, adding that the State would also want reasons if the Chief Magistrate was likely to rule in Partap’s favour. (CBC)

PORT OF SPAIN, Trinidad - CMC – Former justice minister Herbert Volney yesterday resigned from the ruling United National Congress (UNC), less than a day after the party suffered a humiliating defeat in its stronghold of Chaguanas West in southern Trinidad. In a letter sent to the party’s general secretary, Dave Tancoo, the former High Court judge said a statement made by Prime Minister Kamla Persad Bissessar

on television following the UNC defeat showed that she “has no interest in keeping me in the fold of her government”. Volney was fired by Prime Minister Persad Bissessar at the height of the controversy surrounding the enactment of Section 34 of the Administration of Justice (Indictable Proceedings) Act that had the effect of allowing people, whose trial has not started after a 10year period to walk free and a verdict of not guilty entered against their names.

Critics say that the clause was aimed at supporting businessmen Ish Galbaransingh and Steve Ferguson, who have been described as financiers of the UNC. Speaking to reporters after former national security minister Austin “Jack” Warner won the Changuanas West by-election on a ticket of his newly formed Independent Liberal Party (ILP), Prime Minister Persad Bissessar said that she was still assured of the support of 26 and possibly 27 members of Parliament.

B O G O TA / H AVA N A (Reuters) - Colombia’s FARC rebels said yesterday they are waiting for the government to allow a leftist politician to be involved in coordinating the release of a former U.S. marine kidnapped last month before setting him free. President Juan Manuel Santos has refused to allow Piedad Cordoba, a former senator specifically requested by the FARC, to be involved in the release of American Kevin Scott Sutay, who was seized as he trekked across dangerous jungle in eastern Colombia. “The ball is in the government’s court, we have no interest in delaying or postponing the handover,”

said Rodrigo Granda, one of several FARC leaders who is in Havana negotiating an end to Colombia’s five-decade conflict. “The government should say when it’s ready to send the commission we asked for,” Granda told reporters. The Marxist FARC, or Revolutionary Armed Forces of Colombia, repeated its call for Cordoba, a critic of Colombia’s center-right government, and the International Committee of the Red Cross to coordinate Sutay’s release. As expected, Santos’ refusal to let Cordoba take part in the release has started to complicate efforts to free Sutay, who defied police

warnings in June not to venture out alone across the country. Although Santos has not revealed why he will not permit Cordoba’s involvement, he said last week that Sutay’s release should not turn into a media show that bolsters the rebels’ profile. Cordoba has been involved in several previous high-profile FARC hostage releases. On Tuesday, the FARC again declared Sutay a U.S. mercenary. Even though the guerrilla group pledged last year to stop kidnapping for ransom, it says it still has the right to capture people with military ties as “prisoners of war.”

They were joined by a host of adult revelers as they all portrayed the Carnival

atmosphere that the Limacol Caribbean Premier League will be transmitting across the globe in the coming weeks. Jamaican Reggae superstar Konshens and Trinidadian Soca artiste KES added energy as they delivered some of their biggest hits, before combining to perform the LCPL official anthem “How We Play”. Barbadian soca diva Allison Hinds – one of the most popular soca singers in the world and known as the Queen of Soca – added her special flavour to the evening when she took to the stage to perform her repertoire of hit

songs. The highlight of the Opening Ceremony was the unveiling of the official Limacol CPL ‘Roots’ Trophy which was done amidst an electrifying fireworks display. LCPL CEO Damien O’Donohoe: “The Limacol CPL is an historic undertaking, the likes of which the Caribbean has never seen before and as a result, we have pulled out all the stops to ensure the opening ceremony is a memorable one,” O’Donohoe said. “The LCPL will boast some of the finest players in international cricket and we thought it fitting to reflect this

BARBADOS TRIDENTS GET PAST ST. LUCIA ZOUKS IN OPENING THRILLER Barbados Tridents defeated St. Lucia Zouks by 17 runs as the Limacol Caribbean Premier League (LCPL) T20 Tournament got off to an exciting start at Kensington Oval in Bridgetown Barbados last evening. Barbados Tridents batted first and posted 169-5 off their allocation off 20 overs. Manof-the-match Shoaib Malik top scored with a 51 ball 78 (8x4 1x6) while Keiron Pollard

made a robust 61* from 46 balls (4x4 3x6). Extras contributed 12; the only other batsman that made it into double figures was Jonathan Carter with 11. Captain Darren Sammy led the bowling with 2-36 from his four overs while there was one each for Albie Morkel, Shane Shillingford and Tino Best. St. Lucia Zouks got off to a blazing start with Andre Fletcher and Tamim Iqbal firing on all cylinders adding

57 for the opening stand before Iqbal was stumped by wicketkeeper Umar Akmal off Ashley Nurse for 22 in the sixth over. Fletcher continued to stroke the ball well before he was dismissed for 57 off 41 balls (4x4 4x6). St. Lucia Zouks suffered a mini collapse before Sammy belted 34 off 16 balls (4x4 2x6) to give his team a glimmer of hope. But purposeful bowling from Pollard who snared 3-15,

backed up by Ashley Nurse 2-18, Riyad Emrit 2-20 and Jason Holder 2-42 orchestrated the demise of St. Lucia Zouks to 152 all out in 19.4 overs to hand Barbados Tridents a hard fought victory. Pollard received the Limacol Super Six award while the Digicel 4 G fastest scorer prize went to Sammy with a strike rate 218; Barbados Tridents received the winning cash prize of USD$25,000.

Cycling hit by another drugs scandal as ex-racer Zabel admits to years of doping Former cyclist Erik Zabel has resigned from the Professional Cycling Council after admitting to ‘many years’ of doping, the International Cycling Union has confirmed. The 43-year-old German on Monday told the Suddeutsche Zeitung how he had used illegal methods and banned substances between 1996 and 2003 before retiring in 2008. Zabel, who won 12 stages of the Tour de France and eight stages of the Vuelta a

Espana, confessed to using both EPO and the steroid hormone cortisone and contacted UCI President Pat McQuaid to offer his resignation from the PCC. A UCI statement read: ‘The International Cycling Union has announced that the former sprint cyclist Erik Zabel has resigned from the Professional Cycling Council. He contacted the UCI President earlier today (Monday) to offer his

resignation and to further express his “deep regret for having lied for so long about taking performance enhancing substances”. ‘Erik Zabel said that cycling is now in a cleaner era, however he is no longer the right person to be a part of the Professional Cycling Council.’ Quoted by BBC Sport, Zabel told the Suddeutsche Zeitung: ‘It was doping for many years. I never had a structured doping plan, never

had any experts around me. ‘I never saw myself as a super doper.’ Zabel was also among the cyclists named on a list of doping tests published by the French Senate on July 24. The tests were collected during the 1998 Tour de France and found positive for EPO when re-tested in 2004. ‘When you take everything together - EPO, cortisone and even blood doping, then it’s quite a lot,’ Zabel added. LCPL TOURNAMENT TO BE DELIVERED AROUND THE GLOBE Millions Will Have Access to the Cricket Carnival Spectacular The inaugural Limacol Caribbean Premier League (LCPL) T20 Tournament will be beamed into millions of homes across the globe from start to finish, ensuring that the world sees exactly how the Caribbean comes to play. LCPL organisers confirmed that networks in India, UK, Australia, New Zealand, the Caribbean and the USA will carry the 24 matches which take place over the period of 30 July to 24 August, and that negotiations are still underway to add more countries to the list. In addition, many networks in the Caribbean will show the tournament free of charge on their terrestrial TV stations. “When we launched the LCPL in February, we said that we were going to make sure that all eyes are on the shores of the Caribbean in July and August, and we are making good on that promise,” declared Limacol CPL CEO Damien O’Donohoe. “The Caribbean is the place to be this summer for many reasons, and the LCPL tops the list. However, for those people who do not have the good fortune to be able to come and play in person, we

are going to see to it that they experience as much of the cricket meets carnival atmosphere and energy that will be pulsating through the region in just a few days.” O’Donohoe says the interest from media around the world has been strong and encouraging. “ESPN3 continues to serve cricket fans by building its portfolio of premier events and establishing itself as a leading destination in the US for live coverage of the second most popular global sport,” said Jason Bernstein, Senior Director of Programming and Acquisitions, ESPN. “By delivering these events on the multi-screen sports network, we are able to give the sport national exposure across a variety of platforms that are easily accessible to the most seasoned fans as well as newcomers.” The buzz is building around the Caribbean also, and station owners are happy to air the tournament in their markets. “The news of cricket, in the form of the Limacol CPL T20 tournament, being broadcast on television in the Virgin Islands is most welcomed, and long overdue.

I guess nothing happens before its time,” said Andrew Cox Sr., Owner of CBNTelevision in the British Virgin Islands. “The Virgin Islands market is populated by nationals from the neighbouring Caribbean islands. All West Indians love cricket, and those who have the opportunity to follow the games do so. Live coverage is very important to the viewers who cannot make it to the venue as we still want to be a part of the excitement at the matches. There has been an awesome response to the LCPL TV weekly programme and we expect the same from the live broadcasts of the actual tournament.” While some international stations are still finalising negotiations, fans can watch the Limacol Caribbean Premier League on the following networks: · India – Sony · UK – BT Sport · Australia – Fox Sports · New Zealand – Sommet Sports · USA – ESPN3 · Barbados – Caribbean Broadcasting Corporation · British Virgin Islands – Caribbean Broadcast Network

Fistic fury envisaged as Laured Stewart threatens to be Eversley Brown’s ‘Nightmare’

29th Edition Guyana Fight Night The punches slammed into the strike pads and the force ricocheted around the Forgotten Youth Foundation (FYF) Boxing Gym; Laured Stewart was hard at work in preparation for his 4 rounds Jnr./Middleweight clash against veteran pugilist, Eversley Brown when the Guyana Boxing Board of Control (GBBC) stages the 29th Edition of Guyana Fight Night at the Cliff Anderson Sports Hall (CASH) this Friday, August 2 next. Though Steward is a seasoned amateur boxer, he is a young professional who has only stripped off his shirt approximately two months ago to take a lopsided unanimous decision against a more seasoned Anson Green. He said he has special plans for Brown and has adopted the fitting sobriquet ‘The Nightmare’ because that is exactly what he will be to his nemesis. Stewart has resumed training one week after he had taken care of Green and the benefits of such discipline are apparent in his well toned physique. Yesterday

afternoon he was taken through his paces by his coach, Sebert Blake with support from Joseph Murray. Already, he has sparred more than 30 rounds and though he took a rest from sparring yesterday afternoon, it was evident that he is ready for Friday night’s shindig. “I’d just like to inform Eversley that the sobriquet is appropriate because I’m scary and dangerous,” spouted Stewart during his one minute reprieve from the striking pads. Blake was in agreement. He said that his charge has had rigid sessions and is ready to resume his winning ways. Blake said that Stewart has sparred intensively with Troy Lewis, Dexter Gonsalves and Dexter Marques and stood his ground against them all. Blake further said that he was forced to reduce the amount of round that hi charged sparred because Stewart has peaked early and he (Blake) is careful not to extend him beyond his limit. Blake is fully confident that his charge will win this bout and boasted that he would be going for an abbreviated win.

Troy Lewis also shared similar views as Blake. He said that Stewart has impressed him during sparring sessions with his power punches and speed. “I will be surprised if Brown rallies to the end of the fight,” exhorted Lewis. Meanwhile, Brown is working out at the Andrew Lewis Boxing Gym and Kaieteur Sport will monitor his activities for a subsequent report. Several other exciting fights will be staged including the feature attraction between multiple champion, Clive Atwell and Barbadian, Shurwyne ‘The Mauler’ Marshal, in an 8 rounds lightweight contest. Former European Middleweight Champion, Howard ‘Battersea Bomber’ Eastman, will tackle Mark Austin in an 8 rounds non title affair while Jnr./ Lightweight pugilist, Anson Green opposes Berbician, Richard Williamson over 4 rounds. Four amateur bouts will also add to the excitement and the names of those boxers will be released sometime today. The cost of a ringside seat is $1500 while stands are $1000.

GUYANA HAMMER WINWARDS BY 140 RUNS Basseterre, St Kitts – The third round of matches in the Regional Under-19 3-day tournament was completed yesterday across three venues in St Kitts. At Conaree, Guyana beat Windward Islands by 140 runs Tagenarine Chanderpaul hit an unbeaten 66 on the final day, but it was the Windward Islands batting that squandered a chance to come from behind to defeat Guyana at Conaree. Guyana started Day 3 on 42/3, leading the Windwards by 165 runs. In the search for quick runs, quick wickets also fell as the score got to 70/5. However, Chanderpaul’s patient knock of 66 from 136 balls, which contained eight fours provided the stability that Guyana required. The only other real contribution was from Akashay Homraj (31), who happened to be the only other batsman in Guyana’s second innings to get into double figures. Larry Edward (5-37) and Taryck Gabriel (2-44) led the Windwards’ fightback, which left them needing 237 runs for

victory. However, the batsmen did not have the fighting spirit as Edward, collapsing to 96 all out. So bad was the batting, Keone George top scored with 30 while the second highest score was from Taryck Gabriel who made 19. Leading Guyana to victory were Gudakesh Motie-Kanhai who bagged 420, Vishal Narayan 3-9 and Romario Shepherd 2-27. Scores: Guyana 334\9 dec. and 137 all out. Windward Islands 235 and 96 all out. AT EGSC MOLINEAUX Jamaica beat Leeward Islands Jamaica made light work of the Leeward Islands to gain an outright victory by 10 wickets over the hosts on Day 3. After enforcing the follow-on, having dismissed the Leeward Islands for 142 in their first innings, gaining a lead of 162 runs, the Jamaicans were also ruthless in the second innings. The Leewards started Day 3 on 18/0, but within ten runs were reduced to 28/3. Fighting half centuries from Avier Christian (51) and Jeremiah

Louis (53) limped the hosts to 185 all out. Fabian Allen 4-47 and Christopher Powell with 3-40 never allowed the Leeward Islands batsmen to settle. It meant that the Jamaicans were set a meager target of 24 runs to win, which openers Odaine Mc Catty and Leroy Lug knocked off in less than five overs. Jamaica won convincingly by 10 wickets to virtually move out of sight at the top of the table. Scores Jamaica 304\9 and 24\0, Leeward Islands 142 and 185 all out. AT WARNER PARK Barbados and T&T draw Another decent performance from Jeremy Solozano was not enough for the national under-19 cricket team to earn an outright win, as Barbados escaped with a draw in their third round clash. Chasing 194 for the win, Barbados seemed to be playing for a draw at the tea break. They were crawling along at 80/3 after 37 overs, but some quick wickets after tea gave T&T a glimmer of hope as Barbados were

FANS BELIEVE DIGICEL SCHOOLS FOOTBALL ON RIGHT TRACK

By Rawle Welch Now that the dust has settled on what was arguably the best Digicel Nationwide Schools Football Championships to date; Kaieteur Sport solicited a few comments from fans that were present at the staging of the finals at the Police Sports Club ground last Sunday. This newspaper sought to hear their thoughts on the standard of the competition after three years and whether the work being done by Digicel was a step in the right direction in enabling the other major stakeholders such as the Guyana Football Federation, the various Associations, clubs and the Ministries of Sport and Education to spot the abundant talent that reside within Guyana that could ensure we remain a potent force in regional football. Here are some of the comments: Arron Fraser - Contracts Manager of Wartsila Operations- This year has clearly shown that Digicel has all the resources to take the tournament to the next level. This was demonstrated by its ability to involve even more schools that previous years and all this has happened in just three short years. The logistics and spread has been an excellent feature of this year’s competition and the Company must be commended for this. The tournament itself has

been able to capture a wider talent pool and I have to say that it is even better organised than those arranged by the national associations. It has brought a lot of talent to the fore which could now benefit every coach, allowing them to capture and nurture that talent and all this could only bode well for the future of the sport. The job that Digicel has started must be complemented by the support from other business entities and I want to advise them of the benefit of aligning themselves with the Company to push the sport forward. However, judging from the large crowd that has turned up here I think that it is clear that the tournament has outgrown this venue and the next logical thing to do is to commence planning on taking it to a bigger facility and obviously that would be the National Stadium. Bert Wilkinson International Journalist- The revival of sports football is the best thing that has happened for the sport since the 1970’s and Digicel is chiefly responsible for this. It is now up to the GFF, GFA and all the other associations to seize this gift that is being given on a platter by the Company. This competition has unearthed a lot of talent and this is a wonderful opportunity being provided by Digicel to spot talent that could then lift the standard of the game here.

Michael Daniels Finance Comptroller of Gafoor Ltd - One of the surprising things to me is that there seems to be a good brand of football coming out of the hinterland communities and this is what the GFF should be looking at thanks to Digicel. I have to applaud what Digicel is doing, but I think that they should work with the Federation to take it a step further. This by itself to me would not take Guyana’s football forward, but working in collaboration with other stakeholders could generate the desired results. However, I hope that the Company would continue to do what it is doing. Lennox Cush - Former National Cricketer/ Businessman - Digicel is doing an excellent job and everything right in assisting in the promotion of the sport which to my mind could only get better. It is great for the sport and I would urge other members of the business community to get on board. For the past 12 months with all the fighting that took place this tournament has been the bright shining light and perhaps the most positive thing that has happened for the sport. I’ve always held the view that sports is the conduit that could be used to bring people together there is no greater unifying force.
