Tackling the crime situation

Five robberies in one day in the city are most unusual. It therefore came as no surprise that the private sector representatives began to cry out for action by the police and the other law enforcement agencies. We have seen the statements by the Private Sector Commission and by the Georgetown Chamber of Commerce and Industry. Indeed the criminals tend to target those locations where they feel that they could easily grab the cash there and move on. It is therefore surprising that these same entities have not been aggressive in pursuing the move from cash transactions. The police say that they have irrefutable evidence that the robberies are sponsored by the overwhelming amount of cash in the system. People who store cash in their homes are more prone to visits by the bandits than any other person. We have also seen that many persons leaving the commercial banks have been targeted by the gunmen. Just recently, the police managed to thwart one such robbery. They happened to be at the right place at the right time. The people who get robbed are often those who are not members of the entities that are making a noise for the law enforcement agencies to step up and do something—we are not sure what—to curb the spate of robberies. We would have expected these representative bodies to contribute to the efforts that they desire of the police and other law enforcers. There are private security services that have the ability to also launch patrols in the city. We as a nation are not blessed with the kind of resources that would allow anti-crime patrols to respond within ten or fifteen minutes although the city is so small. But with support, some anti-crime unit could be on the location within five minutes. The police would be approached to incorporate the various private sector entities with anti-crime patrols into their schedules. There is another aspect to the drive to curb the spate of attacks. More recently business places have been installing security cameras but some of these cameras are deficient. The resolution is poor and sometimes the cameras are badly placed. However, while any expenditure on security will certainly save a company in the long run many business places feel the edge of the coin and if in the view of the business place the cost is too high then security is ignored, sadly so. But there is something that the wider society needs to take into account. We have said time and again that there seems to be an increasing level of illiteracy in the society and these are some of the people who gravitate to crime. It must be worrying if it is proven that the spike in gun crimes does coincide with the end of formal education for some of the boys who must now roam the streets. Yet the police need to revamp their operations. Each year the government releases vast sums of money to buy vehicles. This should increase the extent of patrols. Of course, the situation is better than it was a few years ago. There are more vehicles and the patrols are more. Because of this they are able to respond even faster. That is being reactive. The police also need to be proactive. It would be interesting if the authorities could place plainclothes ranks at locations known to be the hive of criminal activities. After a few confrontations there should be a marked decline in criminal activities the types of which appear to be common. For the first three days of this week there have been no less than six gun robberies, all of them in the city. Sadly, people do not support in every case. They refuse to identify the criminals after they are caught, not realizing that they are releasing the criminal to prey on someone else.

Letters... Where your views make the news

Workers need a 10% wage increase to cope with inflation DEAR EDITOR, May Day 2013 has come and gone, but the political, economic and social crisis in Guyana remains. The President was quoted in the pro-government section of the press as saying his Government is “sympathetic to the workers’ cause and frequent cries for more wages and salaries” but what has he done about it? Nothing! The majority opposition can show him how he can find the resources to pay the workers a 10% increase immediately, but he has zero political commitment to the workers, in that he has no interest in improving the lives of the working class. As a matter of fact, members of the ruling party are more committed to helping the contractors, their relatives, business buddies and themselves. That is why they can always find billions

for the rich elite who continue to receive the majority of state contracts but very little for the workers. This year the workers are on target for another diet of the government’s meagre 5% increase at Christmas, at a time of double-digit inflation. If this President had any care for the workers, he would have called the majority opposition together and offered a counter proposal to their request of a 10% increase for the workers. But all we get from the President is more “cloak and dagger” comments with no concrete proposals to demonstrate his commitment and sincerity. The President noted that he told the opposition parties that he was ready to talk and provide answers about any of the projects that they have difficulties with. Well what about the 10% increase for

the workers, an issue the President has refused to discuss with the opposition? We are proud of the opposition for clearly outlining to the people the cuts that they have made to the budget and the people have understood that they are trying to save the financial health of the nation; unlike the government which is on a journey to squander away all the savings from the debt write-offs that the international community granted the nation. The President stated that “Budget 2013 had the highest form of consultation”. Does the President understand the meaning of consultation? The Oxford dictionary states that the meaning of consultation is “the action or process of formally discussing with an expert or professional in order to seek advice.” The definition can be stretched to include “discussions with (someone),

typically before undertaking a course of action.” Did the President confer with the majority opposition before taking to Parliament that unwise action for the opposition to approve an unaffordable G$208 billion Budget? Would the President operate like that with his personal finances? Thus the President does have some political gall to say “I want to promise you today that the cuts that were made in Parliament, I will do every single thing possible to reverse those cuts, because I will not allow them to affect the people of our country.” He got one thing right; he will not allow the majority opposition to save the children of Guyana from the financial burden his Government is planning to saddle them with. How much worse can this regime get? Dr. Asquith Rose and Harish S. Singh

CCJ SHOULD BE PUT TO A VOTE BY CARIBBEAN LEADERS DEAR EDITOR, Two Caricom states, St. Lucia and Dominica, stated that they will accept the Caribbean Court of Justice (CCJ) as their final court of appeal, joining Guyana, Belize and Barbados. The Eastern Caribbean Court of Appeal ruled that St. Lucia can break from the Privy Council (PC) as its final court and switch to the CCJ without a referendum. But why would the government(s) be opposed to holding a referendum on the issue? Do they have no regard or respect for their people? Have they lacked faith and confidence in voters or do they feel that voters should only validate who should govern the country and not how people are governed? It is curious to note that the small number of supporters (mostly from among the political elite) supportive of the CCJ, are unwilling and/or afraid to put their proposal for the CCJ to replace the PC to a vote, to determine the nation’s acceptance. They know the voters would reject the referendum in favour of the CCJ, as happened in St. Vincent a few years ago. I visited St. Lucia twice and found the overwhelming majority of people I spoke with are opposed to St. Lucia

establishing ties with the CCJ. In fact, most St. Lucians told me they wish to return to colonial rule rather than break further ties with England. The same is true of all the other former colonies of the region including Guyanese. Similarly, people of nonEnglish speaking territories (colonies like Curacao, Aruba, St. Martin, Guadeloupe, etc.) do not wish to sever ties with their imperial owners. If a vote is held in Guyana on restoring colonial rule with England, almost everyone will vote in favour of it. And if there is a vote for Guyana to become a part of imperialist America, even the communist will vote “aye”. That is how much people have rejected domestic rule that has been a disappointment in nation after nation ever since the end of colonial rule. People have greater faith in the White man than their own local rulers who have disappointed them and abused them. I also visited Dominica several times and people are also overwhelmingly opposed to their nation replacing the CCJ with the PC. A referendum will be defeated. I spoke with businessmen in Dominica and they overwhelmingly

oppose a break with the PC where they feel they will get “better justice” than the CCJ that could be prone to political interference as has been the case in every territory regarding the

dispensation of local justice. I was in Grenada earlier this year and found a softening of attitude towards the CCJ. However, a majority is still opposed to (Cotinued on page 5)

Regional Executive Officers DEAR EDITOR, At the time of writing enquiries about the incumbents of the post of Regional Executive Officer and their respective competency profiles have not yet elicited a formal response. It is in fact ludicrous that Members of Parliament have

no ready reference to such information, and have traditionally been excluded from the selection and recruitment of one of the most influential functionaries in the Public Service, but which post remains unlisted in the Annual Estimates presented to the National Parliament. E. B John

A brotherhoodof-man mindset DEAR EDITOR, As the saying goes “Where there’s life, there’s hope”. It was heartening to note from a recent letter that there are still sensitive souls in our beloved country. When I read the recent letter titled “Appreciating the freedom of birds”, I thought how lovely to think beyond our narrow confines. In support of this sense of freedom, I would like to

remind readers of the following fine poem, meant to be one ‘in sympathy of....’, by the American poet, Paul Laurence Dunbar. For what it is worth, within a few years’ time, there may well be a worldwide intense struggle for freedom of every kind, a need to speak on behalf of those who do not have a voice. A brotherhoodof-man mindset. Geralda Dennison

These people cannot enhance I commend Mr. Alexander any crucial discourse DEAR EDITOR, I refer to M. Maxwell’s letter in KN of July 16, 2013 in which he wrote; “Unlike Freddie Kissoon, I will not relent to the shamelessly convenient reasoning of Minette Bacchus.” I believe even my fiercest critic would admit that I am not afraid to advance my argument and I have never been. As a person involved in the discourse to bring essential freedoms to the people of Guyana, you have to decide who you are going to publicly debate. People like Lincoln Lewis, Mark Benschop, Ramon Gaskin, all of whom I have replied to, and others, I will willingly respond to in the newspaper. They are committed, multiracial Guyanese that I know and believe have important roles to play as Guyanese seek constructive platforms for achieving unity and freedom. Such debates form part of a narrative that Guyana needs. I will not argue in the newspapers with people like Vishnu Bisram and Minette Bacchus. They are two sides

of a coin that Guyana does not need. I don’t think they can enhance the discourse that Guyana must engage in. Bisram writes about six letters a month on me collectively in the Kaieteur News, Guyana Times and Chronicle. I will not write back. I refuse to dignify his antiKissoon obsessions. PPP executive member Hydar Ally criticizes me in his Chronicle missives. Why would I carry on an argument with a PPP leader? It is a waste of time. I chose not to further follow-up Bacchus on her bizarre theories of Walter Rodney’s death because I honestly don’t want to dignify her extremism, and my frame of mind does not allow me to recognize her as someone that can help Guyana. Unlike Maxwell, I have seen dozens of e-mails from Bacchus sent to wellintentioned Guyanese and their contents are so racially extremist, politically macabre and exceedingly crude, that I will not engage Bacchus at any level in the future.

Also I believe further discussions with Bacchus feed her ego and delusion that she has intellectual qualities that she can bring to the polemical table. Bacchus lives in New York, isn’t coming back, isn’t going to struggle to change Guyana, and is someone we will not see on the ground in Guyana participating in struggles to change Guyana. She is happy for people like Maxwell to write so she can mouth-off. If Mr. Maxwell chooses to engage Bacchus, that is his right. He isn’t going to get an intellectual response. He isn’t going to get Bacchus to explain points of fact because she cannot and that is not her purpose. Dr. David Hinds put it brilliantly when Chris Ram in a television interview asked him why the WPA is not participating in the press on the debate about how Rodney died. He quite succinctly said WPA will not get involved in any shouting match. I honestly feel it is best to ignore people like Bacchus, Hydar Ally and Bisram. Frederick Kissoon

CCJ SHOULD BE PUT TO A... From page 4 the CCJ replacing the PC. And in Trinidad, there is overwhelming opposition to the CCJ. There will be a total rejection of the CCJ in a referendum. I visited Barbados several times over the last few years. Bajans were angry with Owen Arthur and are still annoyed with him for breaking ties with the PC in favour of the CCJ rejecting him twice since he joined the CCJ. Both the BLP and DLP had promised a vote to make Barbados a republic to sever ties with

the Queen as head of state. The DLP has rethought the issue for fear of losing political support. There isn’t likely to be a vote on that issue. Bajans overwhelmingly want continued attachment to the Queen that brings a certain status and prestige to the island - Little England. St. Lucia, Dominica, Grenada and other nations planning to replace the PC with the CCJ should give their people a vote (a voice) on the issue. Hold referendums on the issue! Vishnu Bisram

DEAR EDITOR, I commend Mr. Alexander, commissioner at the Guyana Elections Commission, for doing the noble and righteous thing. I applaud him for demonstrating the fortitude, consciousness, vigilance and due diligence that the commission needs. I would also like to thank the other commissioners and the chairman for putting the interest of the Guyanese people above their own and party for the desired hope of achieving a better Guyana by preserving our semblance of democracy. This emancipated mind is what is greatly needed and should be cultivated and harvested by all citizenry so we can be liberated from this plague-ridden, infestation of corruption in Guyana. This miscalculation of seats, this human error that this ‘act’ is being characterized as, and by others as a simple mistake, has and had the potential to disenfranchise the will of the people who would have entrusted this commission with this immense responsibility to ensure that their democratic right to vote is honestly represented. This responsibility that

has been bestowed on these actors is one in which the highest degree of professional ethics and astuteness is expected. No pitiful or apologetic expressions can or should be accepted, moreover, the pontification of ‘I am only human’ is equally unacceptable. Mr. Gocool Boodoo’s fallible trait that we all

possess, along with his wealth of knowledge and experience, can and should be executed in another field of service, one where the nation and its people’s confidence is not in great demand, where his simple mistakes would not have the potential to affect or jeopardize the will of the people. Police adjusting strategies to deal with crime increase - five killed in armed robberies within two weeks The recent spike in violent criminal activity has forced the local police to adjust their strategies in a valiant attempt to curb the situation. This was disclosed by Commissioner of Police (ag) Leroy Brumell at a press conference yesterday, at police headquarters. During the press conference, he tried to explain the force’s response to the country’s crime scenario. The press conference came mere hours after the local media reported that the Georgetown Chamber of Commerce and Industry (GCCI) had expressed alarm and the main opposition A Partnership for National Unity (APNU) had expressed horror over recent criminal activities that have left several persons dead. The Commissioner assured that the force has in place various strategies in the fight against crime and has been grappling with the situation to ensure the maintenance of public safety and security in keeping with its mandate. “I met this morning (Wednesday) with the DCLE (Crime Chief) and Divisional Commanders and we have revisited and made adjustments to our strategies to effectively police the divisions,” Brumell told the media.

He however noted that while the force shares the concern being expressed, particularly by the business community, the overall crime situation is not at a level as the perception being outlined in sections of the media. But his position does not reflect the harsh reality. Within the past two weeks the death toll for persons killed during armed robberies is a cause for concern. The Commissioner himself disclosed, “There has been a total of 14 persons who were killed during armed robberies, which is of great concern to us. Within the past two weeks we have recorded six murders, five of which occurred during robberies.” He however outlined some positive scenarios that go to the credit of the organization. “For the year so far we have recovered 49 firearms that comprise 19 revolvers, 18 shotguns, 10 pistols, one submachine gun and one rifle.” Significantly, while members of the business community are clamouring for permission to carry firearms, the police have reported that so far for the year they have recorded the loss of 20 licensed firearms either due to negligence or they were taken away during armed confrontations. The Commissioner noted that the police force is doing

its utmost to deal with the situation with the support of Community Policing Groups and other stakeholders, including private security concerns through an arrangement with the Guyana Association of Private Security Organizations (GAPSO). But according to Crime Chief Seelall Persaud, this arrangement with the private security services needs to be modified. “We previously had structured meetings with GAPSO, now there are ad hoc meetings; it is our desire to return to those structured meetings,” the Crime Chief said. He explained that coming out of the structured meetings between the police and GAPSO, there were arrangements for collaboration on the frontline for both sides. According to the Crime Chief under the Guyana Police Force strategic plan, partnership is one of the main priorities. With this in mind the Guyana Police Force has assured that it will welcome any invitation to be part of the planned security seminar organised by the GCCI, to explain its position with regards to the fight against crime. Commissioner Brumell took the opportunity yesterday to urge members of

Police Commissioner (ag) Leroy Brumell centre flanked by Assistant Commissioner George Vyphuis (left) and Crime Chief Seelall Persaud (right) during yesterday’s press conference. the business community to place greater focus on their own security arrangements, including the movement of cash. He referred to the constantly used advice of moving away from too many cash transactions, since this is the main motivator for criminals. “This would definitely impact on robberies and the

violence associated with them,” Brumell said. He also called on victims of crimes to cooperate with the police so that the perpetrators can be properly prosecuted. According to the Commissioner, there are far too many instances when victims refuse to come

forward to identify criminals despite systems put in place to instill confidence. He even mentioned a recent case in which a victim refused to cooperate with the police because of the “professional approach” taken by ranks in the apprehension of criminal suspects.

Two Antiguans get life for killing Guyanese butcher Antigua (Antigua Observer) – Shrill shrieks echoed through the High Court building Tuesday as the mother of one of two men sentenced to life in prison broke down in tears. Lasana Anthony “Tony” Riley, 28, of Hatton and 35year-old Jevorny “Bundy” Richards of Bendals now join six other convicts serving life sentences at Her Majesty’s Prison. When Justice Keith Thom delivered the judgment, Riley’s mother who was in the courtroom, throughout the hour-long hearing, rushed from the courtroom. The woman wailed inconsolably in the waiting area, prompting a bailiff to demand “Order!” Relatives later took her outside where she continued sobbing uncontrollably.

Dead: Rondel George Clearly stunned by the sentence, both men had to be prompted by police officers to step out of the defendant box. Richards, who appeared to be most dazed, stared blankly in the judge’s direction before he was led to a waiting police bus to be

transported to prison. Riley and Richards were found guilty of murdering Guyanese butcher Rondel George in Bendals, over three years ago. In delivering the sentence, Justice Thom said George’s killing was “well designed and executed.” During the two-week long trial in the High Court before a 12-panel jury, Director of Public Prosecutions (DPP) Anthony Armstrong led evidence that George was lured to Bendals where he was gunned down on a dirt road on August 21, 2010. A third man, Chester Joseph, who was charged in connection with George’s murder walked free after the DPP, having heard the evidence of several witnesses, discontinued the matter against him.

Jamaica to host PANCAP meetings GEORGETOWN, Guyana – CMC - The Regional Coordinating Mechanism for Global Fund Projects will meet in Jamaica today. The three-day gathering coincides with the 20th meeting of the executive board of the Pan Caribbean Partnership against HIV and AIDS (PANCAP) taking place under the chairmanship of Jamaica’s Health Minister Dr. Fenton Ferguson. The executive board has responsibility for providing policy guidance on the effective management and operation of the Partnership and will review the issues and recommendations of importance to the grouping. Outgoing PANCAP Director, Juliette BynoeSutherland, will present a report. “This twentieth meeting will focus on the

strategic and programmatic direction of the Partnership over the next years, through a consultative process to develop a new Caribbean Regional Strategic Framework. The last framework agreement came to an end in 2012. A summary presentation of the evaluation of the Caribbean Regional Strategic Framework (2008-2012) and the performance of the Partnership, in this context, will also be delivered,” according to a statement issued here by PANCAP. It said the fifth meeting of the RCM for Global Fund Projects will receive several reports, including a review of Phase I of the Global Fund Grant and an update on the implementation of the programme of work for

Dr. Fenton Ferguson Phase Two of the Grant. PANCAP is a regional Partnership which was established in February 2001 to respond to the HIV and AIDS epidemic in the Caribbean. Its vision is to substantially reduce the spread and impact of HIV and AIDS in the Caribbean through sustainable systems of universal access to HIV prevention, treatment, care and support.

I DID NOTHING WRONG - Jack not bothered by ‘Express’ article Trinidad Express - Interim political leader of the Independent Liberal Party (ILP), Jack Warner, has questioned the timing of an exclusive Sunday Express investigation which found that he had solicited millions from businesses using ministerial office. Warner hinted that Camini Marajh, head of the newspaper’s Investigative Desk, and author of the article entitled “Jack’s Money Pit”, may be doing the work of his political adversaries. Warner, however, has maintained that he did nothing wrong. He made the statements on Monday as he held a walkabout and cottage meeting in Warner Village, Guayamare, to canvass votes for the July 29 Chaguanas West by-election. Speaking at the United National Congress’ Monday night forum, Prime Minister Kamla Persad-Bissessar said Warner should be investigated for criminal conduct as it relates to Marajh’s article which showed documents pointing to him engaging in an improper solicitation of funds from private business interests in his official capacity as a government minister in 2010 and 2011. Warner previously held the posts of Minister of Works and Transport, Minister of Works and Infrastructure and

Asked to comment on the article before the walkabout, Warner said: “I of course have little time for Miss Camini Marajh. She has tried before (to bring him down) and failed. She tried again Sunday and she will fail. “At the appropriate time I will answer Ms Camini Marajh. I ent ready yet. The public is not fooled. They fail to understand that in this

country the level of political sophistication is so high it is not fooled. You think people don’t understand the timeliness of Miss Marajh’s article? You think people don’t understand that she, too, has a job that she is doing?” Warner asked. Warner said while Marajh focused on his requests for funds to help finance a staff party for his employees, she failed to ask how Christmas toys have been distributed over the same period of time.

THE MAKING OF A HERO I met him one day in London, sitting in a pub sipping a soda. He would have fitted better in a café where the drinks are softer and the conversation quieter, less common and more intellectual or so the frequenters to these places feel. I asked him about his choice of place and he said that he wanted the “roughness” of the pub. Reminded him of back home! His clothes were sober enough. He wore a long sleeve shirt which was covered by a jacket that had seen better days but which did not stand out. I mentioned that it looked quite “British”. He began to tell me how expensive it was, how much he had spent on it and what that sort of money could have bought back home. He was going back having finished his studies, having graduated with a business degree at one of the average universities; an average man, with an average degree going back to his homeland. He had come here from an uneventful background. There was nothing distinguished about his background. He had escaped the lack of opportunities and status and had gone to England to study. Between jobs he studied

and had finally earned a certificate, but in England he was a small fish in a big sea. He got a small-time job in one firm and when he left it was a non- event. Nobody said goodbye; no one wished him well, no one asked what he was going to do. He was just another employee, one of the hundreds who had come and gone. He lived on the bare basics. It showed in his physical stature. He was small built and had to wear his belt tight to hold up his oversized pants. It was during his walk home after he had left his last job that it struck him that he would never amount to anything in England or for that matter anywhere. He would hardly ever be an average man. This was when he decided that he would return home. He did not see the contradiction of coming to England to escape from a fate of insignificance and now having to return home to escape his non-recognition in his foreign home. He was sure that in going back a great future lay in store for him. His foreign certificates would guarantee that he was somebody of status in his homeland. He was also taking back

the small savings that he had. This would help him to get settled until he could buy that big estate in the countryside, something of which he had always dreamt. He decided then and moved with a certainty and confidence of a man who knew what he wanted and how to get it. The next day he shaved put on his best clothes and went straight to the travel office. He did not bother to make a reservation. He simply booked a flight back home asking to leave within one week. During that week, he got rid of his few possessions that he could not take with him and packed his personal belongings into a large

suitcase. He also went out and bought a brand new briefcase into which he placed his academic certificates and his passport. He told the landlady that he would be leaving and asked for a refund of the portion of the rent for the period during which he would not be staying. His request was rejected. He did not complain but decided that he would write his protests with a marker on the walls of his room before he left. On the day of the departure, he made loud noises as he was making his exit from the apartment, which he had called his home. He did not need to say goodbye to the other tenants. They

hardly knew him but he had studied every one of them. He closed the door, trucked his suitcase to the main road where he hailed a cab to the airport. He did not look back. When he arrived in Guyana he stayed with relatives informing them that it would only be a short while until he got settled in. His uncle kept telling him about a nice house in the village for rent but he insisted that he was moving into better quarters in an up-scale section of the country. He scanned the newspapers every day looking for social gatherings to attend. One day he saw a book launching and decided that he had to attend. He

dressed his best and went to the launching. He had hoped to ask a question but found that there was no place for this. He could not think of how he would be noticed. When it came time for the individual book-signing, he excused himself through a side door. The usher asked him whether he was not purchasing a copy. He said, “I have one already. Bought it in England before it was released here To be continued

Police do not have direct access to CCTV - Crime Chief Office of the President controls feed The Guyana Police Force may not be as efficient as it ought to be in terms of using the surveillance cameras deployed at strategic points in the city and its environs to aid in the apprehension of criminals The explanation could be quite startling. Significantly the feed from the cameras are not actively manned by the police themselves but by intelligence operatives located at the Office of the President. “Feed is going to an organization other than the Guyana Police Force…It falls under the Office of the President. I think it’s an organization in the making,” the Crime Chief disclosed. This disclosure was made by Crime Chief Seelall Persaud yesterday at a press conference organized by the police to address the issue of rising criminal activity. Persaud said that the programme with respect to the surveillance cameras, needs to be expanded to give the police direct access to the

footage derived from them. “I think it’s a programme that needs to be expanded. It has helped in some incidents of crime, it has helped a whole lot in traffic investigations as well,” Crime Chief Persaud told the media. “There is effort right now to have feed directly to the police so that we can independently research and use what evidence is collected there,” Persaud said. At present the police can only access the feed from the cameras upon request. Yesterday’s disclosure

adds more fuel to the suspicions expressed by members of the opposition. The opposition had expressed concern about what is being done with the captured footage and the impact of the initiative in the local crime fight. The disclosure also comes against the backdrop of a charge by Minister of

Crime Chief Seelall Persaud Home Affairs, Clement Rohee for the police to make more use of the cameras.

=== The Freddie Kissoon column ===

It is not only bad governance but bad attitudes The corruption began under the Presidency of Dr. Cheddi Jagan and continued from thereon. But in that period, it was small time skullduggery. Perhaps the greatest claim to fame that Jagan had was his personal integrity in relation to finance. Both Dr. and Mrs. Jagan did not care

much for wealth accumulation and never lived ostentatiously. It can probably be put down to their communist fanaticism. Whatever flaws the historian finds in Dr. Jagan, financial lust never existed in his long career. Jagan tried as hard as he could to stop his protégés

from stealing but he couldn’t and he died a broken-hearted man. The same for Mrs. Jagan. As failing health took over her physiology, Mrs. Jagan no longer had the mental and physical strength to intervene in the affairs of government. In the end she just gave up. She knew that she and her husband could not have stopped their underlings from the power madness that had overtaken them. Shortly before her death, I saw her at the Oasis Café and she looked like a person that had the world on her shoulders. I kept looking at her and in all the time she was there, she didn’t even give off an intestinal smile. Like her husband, Mrs. Jagan left this world a disenchanted human. It was not only a creeping corruption that deflated Dr. Jagan after 1992, it was the hubris and hauteur that had taken over the little boys and girls that had come to be the new administrators of government. Cheddi Jagan was a fantastically modest man. I will always remember the words of the great Moses Bhagwan after Jagan’s death. In speaking of the qualities of Jagan, Bhagwan wrote that at a central

committee meeting of the PPP, Dr. Jagan was under fierce criticism for a bad policy mistake. Bhagwan recalled that Jagan just stood reticent while his critics spoke. The unbelievable arrogance of PPP leaders since 1992 has no parallel in the history of this country. From the colonial officials right through to the twentyeight years of PNC rule, there was nothing in those administrations that could match or even come close to the pomposity displayed by the PPP Government since 1992 with two exceptions – Dr. Jagan himself and Minister of Trade, Michael Shree Chand. This columnist lived under the PNC Government and it is simply a distortion of history to say that the PNC leaders were arrogant. They never were. From Forbes Burnham to Dr. Ptolemy Reid to Hamilton Green right down to the Ministers and Permanent Secretaries, they hogged power alright, they were authoritarian in their power display alright but at the level of administration, they were very pleasant people. It was if the PNC knew they were carrying a burden so they

wanted to come across as nice guys. Sociology also explains this comparison. The African middle class had a different evolution from the East Indians. The role of Scottish Masonic lodges in the shaping of the African middle class personality may be another explanatory factor. Even though Desmond Hoyte had a short fuse, he was a cultured, middle class man that came across as cultivated and well mannered. The PPP in power is the exact opposite of the PNC when the PNC ruled. It simply boggles the mind how PPP leaders can be so stupid as not to see that if you connect bad governance with bad attitudes, then you are giving people a reason to hate you. At a commonsensical level why not mask your bad governance with good attitudes? This is what the PNC leaders were smart enough to do. There was a whole school of PNC leaders who came across as extraordinarily nice people. Lloyd Searwar said that once you entered Burnham’s office, you left a convert. Things got pretty nasty under Jagdeo. Mr. Jagdeo

Frederick Kissoon seemed to have taken a macabre delight in his Ministers and bureaucrats mistreating people. If you take away the racial tribalism that surfaces at election time, a vast majority of Guyanese in and out this country do not like the PPP and when you talk to them, they inevitably tell you about how pompous the PPP power-wielders are. As soon as you speak to a villager in a predominantly Indian community, the talk is about the attitude of the PPP governors. They may not mention corruption, they may not mention bad governance but they always zero in on the brusque and brash manner with which PPP leaders and PPP appointed bureaucrats administer the affairs of state in Guyana. Could it be that these people hate the Guyanese nation?

6,000 tons of paddy to leave Combating city vectors high on for Venezuela shortly - GRDB Vector Control Services agenda - 30,000 tons paddy, 29,000 tons white rice already shipped As part of Guyana’s contractual obligation to ship paddy and white rice to Venezuela, the sixth shipment of paddy for 2013 is expected to leave shortly. Loading of 6,000 tons of paddy onto the vessel would commence today and conclude on Saturday, once there is favourable weather. This is according to Jagnarine Singh, General Manager of the Guyana Rice Development Board (GRDB) who said that five shipments, each containing 6,000 tons of paddy, have already been supplied to the Spanish speaking state. To conclude the contractual arrangement of supplying 80,000 tons of paddy, Guyana has to make at least 13 more shipments. Meanwhile, Guyana has already shipped 29,000 tons of the 110,000 tons of white rice required under the contract. He said that 25 tons of white rice are placed in 20ft containers and transported to Venezuela. Singh said that for Venezuela to handle one shipment at a time both products are shipped one week apart. How the contract is written, the amounts required by Venezuela could either be 10 percent more or

10 percent less for both products. Prior to inking this year’s Guyana-Venezuela rice agreement, trucks filled with tons of paddy waiting in long lines to dry at mills, millers running out of money to purchase additional paddy, and the slow outflow of rice and paddy from mills, faced Guyana. Farmers protested the long lines, prices being offered and even the presence of paddy bugs among crops. However, with Nicolas Maduro elected President of Venezuela, both countries concluded the agreement which is now being materialized with the shipment of paddy and rice. According to Singh, owing to the financial situation, farmers and millers encountered while waiting on the Venezuelan market, which is very lucrative, an arrangement was made to pay advances to millers. He noted that prior to the delay, advertisements for millers to apply to sell their paddy to Venezuela were posted and a database of interested millers created. Owing to expense incurred by millers, Government offered advances, which were used to pay farmers. Millers’ books of farmers and amounts owed were audited by the GRDB and a list of farmers was presented to the bank where the cheques were changed to

Jagnarine Singh ensure a fair process. Singh said that GRDB was never involved in the shipping of rice prior to this agreement. As such, GRDB is tasked with additional responsibilities with staff still having to do their original duties. He said that one of the primary responsibilities of GRDB, is to ensure that the quality of rice required by Venezuela in the contract, is met. And, this is one of the most tedious tasks when one Region’s poor quality paddy has to mix with another Region’s. “This is something some people would call like a nightmare because there is so much work to do especially when you have the luxury of having bad paddy added to good paddy,” Singh said. GRDB and millers were able to secure the services of another vessel. This is reducing the incidence of delays in shipments to Venezuela. The local agent or company uses the United Bulk Carrier vessel that is fairly new. “Working with this new vessel and more closely monitoring in Venezuela all the delays getting to almost minimum to zero,” he added.

In what can be described as a move to help restore the capital city to an acceptable state, the Ministry of Health through its Vector Control Services Unit has plans to introduce an intense fogging exercise possibly in collaboration with the Mayor and City Council of Georgetown. The venture, which according to Director of the Unit, Dr Reyaud Rahman, will be channelled through the Aedes Aegypti Unit based at Thomas Lands, Georgetown, is intended to destroy the ever-growing mosquito population in the city. The mosquito challenge is one linked to the accumulation of ideal breeding places for the agents of some very infectious diseases. Generally, the work of the Vector Control Unit in the city entails moves to eradicate vectors known to cause dengue fever, leishmaniasis, chagas, among other vector borne diseases. “It is not just through mosquitoes, it can be bugs, it can be rats even, to some extent, because they too transmit vectors that cause diseases such as Leptospirosis...so we are even going to try and build our rodent (fighting) capacity in the near future,” said Dr Rahman who insisted that “we don’t want to fail at what we are mandated to do.” According to him though, “our biggest problem in the city is the mosquitoes...this is supposed to be the Garden City - the place where visitors come; this is where people move around and we need to have a bigger push to get rid of the mosquito reservoirs,”

- Director asserted the Vector Control Director. And in order to undertake the city-focused mission, Dr Rahman, during an interview with this publication yesterday, said that moves will be made to build the capacity of the Aedes Aegypti Unit. “We are trying to strengthen that Unit and we are basically trying to tackle the situation in Georgetown and some outline areas as well...so we are in the process of actually acquiring more fogging machines so that we can commence a fogging and spraying operation.” With officers recruited to engaged field activities, the Unit is tasked with facilitating increased visits to areas where there are increased reports of mosquitoes. According to Dr Rahman, “They would check yards, see if people have open tanks and even see if there are any places that are not cleaned...they basically sort of give you notice on those things and try to correct them.” Moreover, the planned mission will be characterised by the dispatch of workers to strategic sections of the city, a process which is slated to commence in three months time. But according to Dr Rahman, “We don’t know if we will get rid of all the mosquitoes but we sure will try to at least decrease the population reservoir...if there are 10 and we cut it down to five that will help us greatly,” he conjectured. But although, the

Vector Control Services Director, Dr. Reyaud Rahman ambitious project was birthed through the Vector Control Unit, Dr Rahman noted that it would be more effective if conducted in collaboration with the City Council. “This is our Unit’s work but we have to speak with the City Council definitely...some collaboration would be good because while we do the fogging they could be clearing the drains and removing garbage and ensure that those are kept clean...” the Director asserted. The fogging process will see the utilisation of a safe and World Health Organisation-approved insecticide, Malathion, which the Ministry of Health has used for a number of years. Although there are some concerns about the insecticide, Dr Rahman insisted that “once everything is done correctly there is no threat...like everything if you don’t do it right you will encounter problems, and we haven’t had any recorded issues,” he noted.

Drug mix-up sparks recall of Rugby Enteric Aspirin

The Government Analyst Food and Drugs Department (GAFFD) have issued statements recalling a batch of ‘Rugby’ brand Enteric coated Aspirin Tables. The recall is due to a mix up with bottles of pills labeled 81 mg Aspirin but actually contained Acetaminophen Tablets 500mg, a drug that can cause serious side effects or can be fatal, if taken incorrectly. The drug is manufactured, packaged and distributed by New York based Pharmaceutical Company; Advance Pharmaceuticals Incorporated, under the label of Ruby Laboratories. Approximately 16,440 bottles of baby aspirins had been recalled in New York TriState Area after a CVS Pharmacist discovered a bottle filled with 500-milligram

Rugby Enteric Aspirin Acetaminophen, a KTLA report said. “Consumers, who purchased bottles with a lot No.13A026 and expiration date of January, 2015 were asked to immediately discontinue use and return

the medicine to the pharmacy or store where it was bought. Repeat Acetaminophen taken slightly too often can be fatal,” the report further stated. However, while local importers, distributors, retailers and consumers have made no complaints so far; those in possession of the batch of aspirin were asked to stop distributing, selling or using the product and to inform the GAFDD on hotline numbers 222-8859or email their concerns to foodanddrug@health.gov.gy. Speaking with this newspaper, GAFFD Senior Drug Inspector, Savitri Persaud, said that the department has done its investigations but although the department has had no reports thus far, consumers are advised to be on alert at all times.

Auto Parts store robbed, two employees attacked With the spate of robberies plaguing the business community for the past week, an auto parts store was yesterday robbed by two gunmen who pretended to be potential customers. According to the proprietor Mohammed Ali, of the Fullworks Auto Parts located at lot 58 Public Road, Good Hope, around 14:20 hours, yesterday, two men came into the shop and inquired about a few car parts. “Two man come in the shop and asked about a car front so when me explain to them the cost and was going to show them what me have, one a dem pull out a gun and said give we de money,” Ali said. The still visibly shaken man added that at the time of

the robbery there were three customers at the counter who were also robbed of their valuables such as gold chains, cash and mobile phones before they placed a gun on the cashier and demanded her to take them to the cash register. According to the man, the men ordered the customers and staff to lie face down on the ground. The men then gun butted one of the customers to the nose before escaping in an unidentified motor car which was parked a few meters away from the premises. A differently able staff was also gun butted to the back of his head while on the ground. Both injured men were taken to the Georgetown

Public Hospital for medical treatment. The shaken cashier, who declined to be identified, said that while in the small booth, the gunman began to shout at her to open the register. She added that when the money was placed in a bag she was then dragged out and placed on the ground to lie with the others. Ali said that the money stolen was the income made for the day. Ali told the media that this was not the first time that his business has been robbed. He added that earlier this year bandits broke and entered his Georgetown branch and stole a substantial amount of money. “You see if we had a gun in here we could have

Several Region Seven communities educated about TIP Apparently, weeks before members of Guyana Women Miners’ Organization rescued five Trafficking In Persons (TIP) victims, four members of the Ministerial Task Force on Trafficking in Persons (MTFTIP) visited several Region Seven communities. According to a press release from the Ministry of Home Affairs, yesterday, the team visited Imbaimadai in Region Seven, as well as, surrounding areas, from June 14 to June 17. While the release stated the team educated residents of signs of TIP victims, it did not say if the team observed and or rescued any victims.

Two Sundays ago, members of GWMO rescued five women ages 14, 16, 18, 20, and 26, from the sexual slavery. In addition, two of the victims accused two police ranks of Sherima Police Station of rape. According to the release, the aim of the visit was to conduct monitoring exercises, training and awareness activities, along with listening to and considering the concerns raised by villagers in relation to TIP and child labour. It related that the team engaged shop owners, convened meetings and conducted focus group

discussions with residents from Imbaimadai, Kambaru Creek, Chai Chai Falls, Partang, Fort Knox and Jawalla. However, the team did not go to 14 Mile Issano where two of the victims were rescued. The Ministry stated, “In an attempt to educate the participants and deter them from participating in or allowing themselves to be exposed to perpetrators, the team engaged them on the effects of trafficking in persons on the lives of those exposed to the scourge, sharing practical examples, and explaining the (Continued on page 24)

Guyanese collapses during walk in Barbados Two men, one of them a Guyanese, met their demise under differing circumstances in Barbados Tuesday, one succumbing to an apparent heart attack, and the other through violent means. The body of popular fashion designer, Simon Foster, was found on the Paynes Bay, St James, walkway, which he frequented for afternoon strolls. There were no signs of foul play, and police suspect he might have suffered from a seizure of the heart. Twenty-six-year-old Tito Gill, who lived at Seclusion Gardens, Black Rock in St Michael, died Wednesday morning of stab wounds received close to midnight. Barbados Police Public Relations Officer, David Welch, said Gill was involved in a dispute with two Guyanese men when the

assault occurred in the home, just outside the capital, Bridgetown. He was stabbed in the abdomen and armpit. At the moment not much is known about Gill, or his alleged assailants who are now in police custody. Initial reports were that Gill was a Guyanese. Those reports have since been corrected to read that he was Barbadian. Foster, 68, on the other hand is known throughout the island’s fashion community, and is credited as being among those to put Barbados on the map with clothes designs. He apparently collapsed close to the location of his business venture, ‘Simon Peter Disciples of Style’, and in the vicinity of his Jubilance Gardens home in Sandy Lane. Media reports yesterday quoted a business partner and fellow well-known designer, Peter Bowen,

bewailing his untimely passing. “Simon didn’t deserve to die in the street like this. All I am is because of him. He was my mentor, best friend and introduced me to elite international clientele,” Bowen said. Born in Guyana to Barbadian parents, Foster was trained at the Royal College of Art in London, and returned to Barbados in the 1970s, where he quickly became a style icon among jetsetters on the island’s west coast. Foster was once described by the London Mail Online newspaper as “the darling of the Barbadian rich set”. The paper further stated, “Foster has clothed virtually every wealthy woman who winters in Barbados... Everyone who is anyone on the island knows him and adores the clothes he makes”

dropped them man in here but we couldn’t do nothing but give them the money”, Ali said. Ali estimated his loss to be close to $900,000. According to a source the entire robbery was caught on a surveillance camera. Up to press time no arrest had been made. A recently opened dental clinic in Laluni Street,

Queenstown was on Tuesday robbed after two gun men entered the premises and escaped with a substantial amount of cash.

The clinic which is owned and operated by Indian national, Dr. Sen Gupta, is located at 122 Laluni Street, Queenstown.

Mrs. Geraldine Dainty at the side of her husband’s coffin Walter Herbert Dainty was laid to rest yesterday after a brief funeral service at Sandy’s Funeral Home earlier in the morning. Dainty died last week at the age of 86. At the funeral service his wife, Geraldine, sat near to his coffin while friends and family filed past. Dainty was the High Court Marshal who despite the efforts of Janet Jagan’s bodyguards, proceeded to serve a writ on her at State House. At the time she was

about to be sworn in publicly as President after her victory at the 2006 General and Regional Elections. The then Chairman of the Elections Commission, Attorney at Law Doodnauth Singh, said that the swearing in had occurred earlier and that the event was just a public replication. Dainty served for some 20 years as a Court Marshal. After retiring, he was recalled to duty and served for a few more years before calling it a

day. He always recalled the day he served the writ of the President. He said that three younger Marshals refused to execute the order of court so it was left to him. A few weeks ago his granddaughter Luan Rodney died during childbirth. His family said that this took an emotional toll on him and probably hastened his demise. He was laid to rest at his native Queenstown, Essequibo Coast late yesterday afternoon.

Voir Dire conducted in Lusignan massacre trial The defence for the two men accused of taking part in the 2008 slaughter of 11 Lusignan residents, brought to the court’s attention several issues that could negatively affect their case. A Void Dire (trial within a trial) was thus held during yesterday’s proceedings. This aspect of the case, however, requires that the 12member jury be excluded from the information. Attorney-at – law Nigel Hughes and Roger Yearwood, addressed the court about the relevance of evidence they felt should not be admissible in the matter. The lawyers also spoke about witnesses and their credibility and circumstances under which they are giving

evidence. Following the lawyer’s arguments, Senior State prosecutor Mrs. Judith Gildharie-Mursalin was given an opportunity to reply. The Void Dire should end today. The murder trial of Mark Royden Williams, called ‘Smallie’ and James Anthony Hyles, known as ‘Sally’ started on Tuesday. The men are accused of being part of a gun-toting crew that slaughtered 11 persons in the early morning hours of January 26, 2008. Tuesday saw one witness, Durwin Wright, alleging that Hyles told him that he was involved in the Lusignan shooting and that he had killed persons. Wright was cross examined by Nigel

Hughes, Hyles’s lawyer. Three more witnesses had testified. They were the relatives of slain persons and survivors of the Lusignan ordeal. The witnesses related what happened on the morning of January 26 and how they survived the killings. They also spoke of their murdered relatives. FOR SALE German Shepherd pups. Agricola family comes home to ransacked house By: Javone Vickerie An Agricola family returned home from Georgetown, yesterday to find that they had been robbed of their cash and

electronics. Shavane Sullivan was returning home with her husband, Bevan, her child and her mother around 16:30 hours when they met the doors to the house open. “Somebody stopped us at

the corner and told me that they had a break and entry. When we turned the corner we saw police at the house with the doors opened,” the woman said. She added that when she

The woman told this publication that upon investigation, a number of items including two laptops, a Magic Jack device, and currency were all missing. Cheryl Bourne who resides at the Lot 60 Evans

Phillips Park, Agricola, said that although she felt sad about losing the items, she thanked God that no one was at home during the robbery. Bourne added that she was at a Vacation Bible School (VBS) and picked up her daughter, Son-in-law and granddaughter when she received the news that her house was broken into. Bourne added that the family left the home around

The visibly distressed woman said that her home was never broken into before. “Everybody knows who did this robbery but they are afraid to come forward. They know the people, the name and everything but no one will talk”, Bourne said. Bourne’s ‘daughter, who now resides with her husband and child in Antigua, said, “I feel insecure about this whole thing. Before we came here we read a number of articles about the different robberies and we were skeptical about coming here.” Shavane Sullivan said that they were to travel to Dominica but that they decided to spend their vacation in Guyana because they had not seen their relatives in a while.

Pakistan Taliban fighter asks Malala to come home (Reuters) - A Taliban commander has written to Pakistani girl activist Malala Yousafzai, saying he regretted her shooting last year by militants and urging her to come home. Yousafzai, now 16, was shot at close range by Taliban gunmen in October as she left school in Swat Valley in northwestern Pakistan. She was flown to Britain for treatment and has not returned since due to persistent Taliban threats against her. On July 12, she addressed the world in an electrifying speech at the United Nations in which she said the pen was mightier than the sword. In a fiery, densely written letter packed with references to philosophers and

politicians, commander Adnan Rasheed said he wished he could have told her to “refrain from anti-Taliban activities” to prevent the attack. “My all emotions were brotherly for you because we belong to same Yousafzai tribe,” he wrote in the English-language letter dated July 15 and confirmed as authentic by the Taliban. “When you were attacked it was shocking for me. I wished it would never happened and I had advised you before.” “At the end I advise you to come back home,” Rasheed wrote, adding that she should join a female Islamic school and “use your pen for Islam”. The Taliban claimed responsibility for the assassination attempt on

Yousafzai. Two of her classmates were also wounded. She was treated in Pakistan before the United Arab Emirates provided an air ambulance to fly her to Britain, where doctors mended parts of her skull with a titanium plate. Rasheed, a former Pakistan Air Force officer once jailed for trying to assassinate General Pervez Musharraf, denied the Taliban had attacked her because of her campaign against Taliban efforts to deny girls education. “Please mind that Taliban or Mujahideen are not against the education of any men or women or girl,” he wrote in his letter, which reads like a lecture to Malala.

Putin: Snowden must not damage relations with US MOSCOW (AP) National Security Agency leaker Edward Snowden could leave the transit zone of a Moscow airport after Russian authorities review his asylum request, his lawyer said yesterday. Anatoly Kucherena told the news agency Interfax he believes that Moscow could decide within a week whether to grant Snowden asylum. “The question of giving him temporary asylum won’t take more than a week. I think that in the near future he will have the possibility to leave the Sheremetyevo transit

zone,” Kucherena was quoted as saying by Interfax. Snowden has applied for temporary asylum in Russia three weeks after arriving at a Moscow airport from Hong Kong. The United States wants him sent home to face prosecution for espionage. Granting Snowden asylum would add new tensions to U.S.-Russian relations already strained by criticism of Russia’s pressure on opposition groups, Moscow’s suspicion of U.S. missile-defense plans and Russia’s resistance to sanctions against the regime of Syrian

President Bashar Assad. How long the asylum process could take for Snowden is unclear. The Federal Migration Service is required to consider the application within three months, but could do it faster. Snowden is believed to have spent his time since arriving in Moscow in the Sheremetyevo Airport transit zone, which is technically not Russian territory. President Vladimir Putin said yesterday that Snowden has been warned against taking any actions that would damage relations between Moscow and Washington.

Zoo overhaul plan unveiled

Minister of Natural Resources and the Environment, Robert Persaud, addressing the gathering at the launch of the Zoo Park master plan Minister of Natural Resources and the Environment Robert Persaud on Tuesday evening, urged the commitment of more resources towards the development of Guyana’s Zoo and parks around the country as the Draft Master Plan for the development of the Zoological Park under the Three Parks Initiative was being launched. His call was answered at the end of the launch by a representative of Caribbean Chemicals who pledged the sum of $1M towards the project. The plan was unveiled in the parking lot of the National Park Carifesta Avenue entrance in Georgetown. The Three Parks Initiative, according to a Government release, is a collaborative effort among the Ministry of Natural Resources and the Environment, the Protected Areas Commission (PAC), the Beharry Group of Companies, and Conservation International (CI). It is designed to upgrade the facilities and enhance the security of parks in Georgetown. The Zoo Master Plan is

also intended to mark the beginning of a long-term effort to modernise and transform the Guyana Zoo by implementing the highest international standards in zoo animal welfare, and by allowing Guyanese visitors to connect with the rich natural world that exists beyond the limits of Guyana’s urban landscape. Minister Persaud in thanking the staff of the PAC and the National Parks Commission for moving the initiative forward observed that, “in our urban settings and Capital city, one of the areas we would want to keep pristine, clean and really live up to the reputation of being green and beautiful, would be our parks; our zoological parks, our national parks and also on the West Demerara, the Joe Vieira Park.” He explained that over the past months, “we have been studying how we could move these facilities forward to the expectations of the Guyanese public. How we can modernise and how we can offer better services and the facilities, not only for the population, but how it can be prominent in our tourist attraction.”

Persaud explained that the Three Parks initiative is one which was presented to a number of partners, “also we have started engagement with the business community as to how it is we can move the initiative forward. And we do hope that tonight’s (Tuesday night) presentation would allow you great insight and perhaps support, and through your direct and indirect influence we see more resources heading in this direction.” He said that Government has not only signaled that it wants these facilities to be improved, but has committed close to $150M to the project, most of which is intended to go towards the National Park and the Botanical Gardens. Some of the changes planned, include reorganisation and transformation of some of the existing cages into walkthrough exhibits. The Zoological Park when completely modernised will have a coastal wetland for aquatic animals, a savannah area for deer, tapirs and other related animals, mountainous highland for the small cats and rainforest for the harpy eagles.

Heightened security for PPP Congress By Leon Suseran Speaking at a Press Conference at Freedom House in New Amsterdam recently, Chairperson of the People’s Progressive Party/ Civic (PPP/C), Minister Clement Rohee has stated that security for the upcoming PPP/C 30th Congress in Berbice will be beefed up with additional surveillance. The party’s 30th Congress is planned for August 2 to August 4, 2013 at the J.C. Chandisingh Secondary School in Berbice and will see the gathering of over 1,300 delegates and observers. It is the highest decisionmaking forum and meeting event of the political party. Rohee added that the additional security arrangements will be to prevent a duplication of what happened two Congresses ago in 2005 in Berbice. Balram Khandai, 19, a student who was supposed to have left Guyana to pursue medical studies in Cuba, was at congress and after the congress was finished, he was being taken to the place where he was supposed to have sought lodging for the night when he was shot and killed by a group of bandits who had invaded the town of Rose Hall. The Congress venue at J.C. Chandisingh Secondary School was also shot at. Rohee stated that the Congress will also be holding a commemorative activity to pay tribute to Khandai. “We have learned from those experiences and will ensure that adequate security will be given at the Congress, so that everyone will be properly taken care of from a security point of view.” “We’ve learned from that

- Rohee experience and as a responsible political organization, security will be a top priority at our Congress. Not only the police, but also our own party comrades will be keeping their eyes open,” stated Faizal M. Jaffarally during the Press Conference. In giving specific details about the upcoming activity, Rohee added that more than 1,300 delegates and observers will be attending the congress. The figure could get larger “and if it goes further than that, it will be made known.” A very large contingent is also expected from the interior, representatives from the Diaspora and overseas support groups, delegates from fraternal parties, as well as guests for the opening sessions will be in attendance. Issues pertaining to Amendments to the PPP/C Constitution and party programmes will also be done during the congress. “We will also be dealing with the elections to the new Central Committee-35 members will be elected at the Congress and this will be a very democratic process.” Rohee noted that there is a lot of “interest” in this Congress by persons out there “who see themselves as PPP watchers—they claim to have the interest of the PPP at heart, when in fact what they have is the interest of the enemy and opposition—but yet they pretend!” That is why, he said, attempts are being made consistently to influence the outcomes of the Congress. “When you see articles and stories appearing in some

Senior PPP officials at the Press Conference sections of the media, they are targeting the delegates and observers thinking that when they arrive at the Congress, they come with preconceived ideas and notions in order to sway the direction of the Congress.” Rohee noted that this will not happen “and we continue to focus on the main objective of our activity.” “Because these persons are not members of the party, or have left the party or have axes to grind, they express their views outside the party by using the media to write stories and articles, letters; they use the TV to do the same…they are more suited for armchair type of influence peddling by writing stories critical of the PPP and Government or by mounting similar criticisms through the electronic media.” “Every single member has a right to disagree internally…and they can take their disagreements to every level of the party.” Rohee noted that when those matters are settled and final decisions made, all members have to “go along” with the decisions. He noted that much has happened

High court criminal sessions expected to resume today in Berbice High court proceedings in the criminal session in the Berbice High Court are expected to resume today. This was after proceedings came to a halt just after the beginning of the June sessions on June 18 which saw an unusual development. The session came to a halt due to the unavailability of the indicted persons and the witnesses none or most of whom could not have been located. When the session began, one matter was heard and discharged. The jurors were asked to return on July 2, last. However, when they did they were told to return on July 18, because there was no case to be presented. In court Justice Roxanne George-Wiltshire who is

doing duties in the Civil court and held for assigned Judge Navindra Singh had stated that the prosecution was not in a position to present any case as there were still difficulties in locating accused persons and witnesses and gave the July 18 date for a return of the jury. Earlier, in explaining the scenario, State Prosecutor Diana Kaulesar, had stated that the state has to work with the list of cases that has been prepared by the Director of Public Prosecution (DPP) and it is those accused and witnesses that cannot be contacted. She had stated that a number of the persons expected to face trial are on bail and the relevant witnesses cannot be located. They have either moved from

their previous address through migration or otherwise. She had stated that radio messages had been sent out repeatedly and checks were made at the previous known addresses all to no avail. Some of the properties have been sold or rented and persons now living there are not familiar with those that occupied the premises before. Some 30 cases have been listed for trial at the June sessions of the Berbice Assizes. In the meantime there are 42 persons in custody awaiting trial. They have all expressed a willingness to have an early trial; of that list 37 are for murder. However most of those indictments are not ready as yet.

within the party from the last congress to now. The Congress will open with the delivery of the Central Committee Report by General Secretary, President Donald Ramotar. This would be followed by a Public Session involving several members of the general public. Ramotar is also expected to make remarks after which the delegates and observers will proceed to being the official business sessions of the Congress on August 2. “We will listen to a review of the work of the party and how we see the future as well.” On August 3, that report will be discussed in five workshops, to discuss the economic and political situations, local government matters, international situations, and workshops for our young members where they will gather by themselves and discuss matters pertaining to youths and how they see the work of the party as well as its future. He stated that reports will be presented at the end of every workshop to the General

Plenary which will see more discussions and interactions. He noted that for the first time in history, the party has no control of the House, “and all these things are topical issues to which people are going to gather to discuss…our Congress is not a run-of-the-mill Congress, so we always try to organize it to make it interesting, these are not jamborees, rather they are gatherings of comrades from far and wide to discuss serious issues.” In terms of difference between this upcoming Congress and previous ones, Rohee noted that it will very much depend on the age of persons who will be attending the issues, how the programme is organized; the quality of persons coming to the Congress…I think it is going to be a very exciting activity for both young and old, new and old members.” The media will only be invited to the opening session of the Congress. Daily reports will be issued by this information “mechanism” at the end of

each day of the Congress so as to keep the public informed about what is happening. “At the end of the Congress, the new Central Committee will evaluate and will determine whether a statement should be issued.” “Once the delegates and observers are able to express their views freely, I think that is good in terms of the governance of the Congress.” He stated that the electoral process during the Congress for a new Central Committee will be “unblemished, and so clean that it would be beyond criticism”.

Government appoints select committee as dispute continues with US over internet gaming ST. JOHN’S, Antigua - CMC – The Antigua and Barbuda government yesterday said it had established a select committee to oversee the implementation process, as the island seeks to suspend certain concessions and other obligations with the United States in their ongoing Internet gaming dispute. The seven-member “WTO Remedies Implementation Committee” (RIC), chaired by Attorney General Justin Simon QC, is responsible for directing the government’s plan to build the framework necessary to suspend selected US intellectual property rights to the tune of US $21 million per year, effective from April, 2006.

Antigua and Barbuda has criticised the United States since 1998 of breaching its commitments to members of the World Trade Organization (WTO) under the General Agreement on Trade in Services (GATS) by enacting laws that prevented foreign-based operators from offering gambling and betting services to its citizens. In 2005, the WTO ruled that the US had violated international trade agreements by prohibiting operation of offshore Internet gambling sites. Antigua claimed that it lost US$3.4 billion a year due to the US action, but the WTO awarded the island US$21 million.

Thieves steal vehicle with baby in back seat ...infant girl safe after vehicle abandoned

Trinidad Express - Armed criminals stole a pick-up truck in Chaguanas yesterday, with a five-month-old baby girl strapped into her car seat in the rear of the vehicle. Little Caeli Teelucksingh was found a short time later, still in her seat, after the thieves abandoned the vehicle. Her four-year-old bother, Jaden, was also in the vehicle but jumped out before the

thieves drove away. The crime happened at around 8.45 a.m, while the child’s parents Pooran and Crystal Teelucksingh were off-loading groceries from their Nissan Navara parked outside their home at Lange Park, Chaguanas. Police said two men used the opportunity to stealing the vehicle and drive away. Chaguanas police officers were contacted and

an all points bulletin issued. The vehicle was found abandoned a short distance away on an empty lot off Penco lane, Chaguanas. The doors were locked and the baby inside unharmed. The baby was taken to the Chaguanas Health Centre and then allowed to go home with her parents. A land and air search is being carried out throughout Central Trinidad.

Caribbean American legislator withdraws candidacy for New York borough president NEW YORK - A Caribbean American legislator has withdrawn his candidacy for the presidency of the Borough of Queens in New York City. New York City Councilman Leroy Comrie, the son of Jamaican immigrants, who chairs the Consumer Affairs Committee in the City Council, said he will not continue his campaign to unseat Queens Borough President Helen Marshall, who has Guyanese roots. “After careful consideration, my family and I believe, due to personal matters, this is the best

course of action. “I remain steadfast in my faith and belief in government, and it is a true honour to continue to serve the people of Southeast Queens in my capacity as Councilman,” he added. Comrie, 54, noted that Queens is “one of the greatest boroughs in our city” and that he was “thankful to everyone for the opportunity to showcase my platform for inclusion and empowerment and express my passion for the borough that was afforded me in this race. “I am looking forward to serving the people of Queens

Leroy Comrie in one capacity or another for a long time to come. I want to thank the many supporters who expressed to me their belief that I could be a great Borough President, and I cannot express my gratitude enough for the efforts they have made on my behalf,” he added. Marshall, 83, the 18th Borough President of Queens, is seeking her fourth, four-year consecutive term in office. She was first elected in November 2001 to succeed the term-limited Claire Shulman.

England can be confident of second success ESPNcricinfo - Anyone arriving back from a remote location having missed the first Test will look at the series score and shrug their shoulders in acceptance of a thoroughly anticipated result. That might have been the best way to watch the first Test because it produced an outrageously tense match. Public Health England are considering issuing a health warning in light of leaping blood pressure caused by just over four days at Trent Bridge. It need not have been the case. Twice in the match, Australia were one ball away from oblivion. At 117 for 9 their worst fears about their batting order had been realised and had Ashton Agar been given out stumped when on just 6, a first-innings deficit of 85 would surely have resulted in a crushing defeat. That almost ensued anyway, when

Australia were nine down with another 80 needed to win. England can take great confidence from the fact that they largely outplayed Australia and, in Jimmy Anderson and Ian Bell, produced the two outstanding performances of the match, something Michael Clarke admitted meant England deserved to win. Australia scrapped away with Peter Siddle and Brad Haddin and looked to be getting on top with Agar and Mitchell Starc but it transpired that they didn’t have enough quality to beat England. In that regard, the first Test went to form. England now have the chance to take a giant stride towards retaining the Investec Ashes on a ground where they have become very successful in recent years with only one Test defeat - to South Africa last summer -

since the 2005 Ashes. Australia will hope to rekindle their love affair with the Home of Cricket, having enjoyed a 71-year unbeaten run there from 1938 to 2009. But only four of their squad have previously played a Test at Lord’s. Their task could be very difficult because they look short of runs and plenty will be needed during a very hot week in London. They do have potential to work with the opening partnership of Shane Watson and Chris Rogers showed potential, Steve Smith appeared in decent touch, Phillip Hughes looked a different player against Graeme Swann and the lower-order demonstrated how dangerous they can be but they must produce for Australia to be competitive. LIBRA (Sept. 23–Oct. 22): Your self-esteem soars today as you begin to feel better about all the alternatives spread before you. However, it’s time to loosen up your grip on your day-to-day activities.

TAURUS (Apr. 20–May 20): Set your long-term goals as high as possible today because the more you stretch, the farther you’ll go.

SCORPIO (Oct. 23–Nov. 21): There might never be perfect conditions for creativity, but the energy these days feels pretty darned close. Your ability to visualize is heightened and your imagination is running strong.

GEMINI (May 21–June 20): Rewards at work may come from out of the blue today, as if the universe picked you out of the pack for special recognition. Don’t worry about why the acknowledgment is happening at this time; just enjoy it. CANCER (June 21–July 22): Romance may be heading your direction, even if it seems to be running late like a rushhour train. However, your current dilemma is about discerning the difference between reality and fantasy. PISCES (Feb. 19–Mar. 20): Obsessive thoughts of exotic travel may consume your free time today, even if you cannot go anywhere yet. However, it’s important to remember that you can journey in your mind via your imagination anytime you want.

having run England so close or nervous with the knowledge that the top six averaged 28.63 per wicket? England will know that second fact but must ensure the make-up of their bowling attack is correct. Steven Finn proved somewhat of a liability at Trent Bridge, particularly as his second-innings spell sparked a counterattack. Tim Bresnan’s greater control - an economy rate of 2.96 to Finn’s 3.65 - and ability with reverseswing may have served them better and he is the main option to replace Finn at Lord’s. But Finn loves Lord’s, his home ground. Can England leave out a bowler who has, excluding Bangladesh, taken 20 wickets at 20.60 in four Tests at Lord’s? PLAYERS TO WATCH Kevin Pietersen loves Lord’s. The grandeur of the place sits well with his character. It is also a jolly good pitch to bat on and Pietersen averages 61.40 in 14 Lord’s Tests. He’s played majestically at HQ - taking on Australia during his debut in 2005, belting South Africa for 152 in 2008 and producing one of his best innings, 202 not out against India in 2011. Pietersen was dropped from last year’s grand week at Lord’s and should be purring at the chance to reclaim the stage. He showed some form in a second-innings fifty at Trent Bridge. Australia beware. The closest Australia have to Pietersen is Michael Clarke, albeit with less of a swagger but nevertheless a man for the big occasion. Clarke has to lead from the front in a manner that Alastair Cook managed for England in India - prove that runs can be scored. Australia need to know that England can be resisted and Clarke needs to be the man. He is the sole survivor from 2005, where he made a second-innings 91 to take the game away from England, and made 136 in 2009, albeit in a second innings where Australia were always sliding to defeat. TEAM NEWS England’s only decision is whether Finn keeps his place. His record at Lord’s is excellent, and England like different style bowlers and Finn is the only tall quick in their squad. But Alastair Cook has said England are not afraid to change a winning side and Tim Bresnan or Graham Onions could replace Finn. Australia have two main questions to ask. Do they retain Ed Cowan who looked out of it at Trent Bridge? Usman Kawaja is the spare

top-order batsman. And do they tinker with the bowling attack? Jackson Bird is a potential replacement, probably for Mitchell Starc, who lost his way from day three onwards. James Faulkner could also be utilised as an allrounder. PITCH AND CONDITIONS

There’s a heatwave in the UK and the temperature will remind the Australians of home. It’s also likely to produce another very dry pitch but expect more pace and bounce than Trent Bridge. Lord’s tracks have often got flatter as the match has progressed.

Chandimal becomes youngest Sri Lanka ODI captain ESPNcricinfo - Dinesh Chandimal will become Sri Lanka’s youngest ever ODI captain, at 23, after being handed the reins for the first two matches against South Africa in Colombo. Regular captain Angelo Mathews was unavailable after earning a two-match suspension for an over-rate offence in the West Indies tri-nation series. Lahiru Thirimanne was named vicecaptain. Middle-order batsman Jehan Mubarak earned a recall, four years after his last international appearance. Now 32, Mubarak did not show sustained aptitude at the top level in his previous stints with the national team, despite a fine domestic reputation. He hit 42 in the practice match against the

South Africans on Wednesday and had been the top-scorer in Sri Lanka’s interprovincial List A competition in January, with an average of 60 and a strike rate of 120.96. Uncapped middle-order batsman Angelo Perera was named in the 15-man squad as well, after top-scoring for his side in the warm-up match, with 46. Allrounder Thisara Perera reclaimed his place after missing the West Indies triseries. An injury to Nuwan Kulasekara’s left ring finger, which was sustained in the Caribbean, ruled him out of the first two matches and Suranga Lakmal retained his place as Kulasekara’s replacement. Tillakaratne Dilshan is also recovering from a tear to his right medial

calf muscle, but was named in the squad and is expected to be fit for the first match. Upul Tharanga, who hit a career-best 174 not out in the West Indies after being picked as Dilshan’s replacement, was also retained, at the expense of Kusal Perera, who opened for Sri Lanka in the Champions Trophy. Ajantha Mendis kept his place as well, despite having played just one match in the tri-series, but will compete with left-arm spinner Rangana Herath and offspinner Sachithra Senanayake for a place in the XI. Sri Lanka also have part-time spin options in Mubarak and Angelo Perera, but legspinning allrounder Jeevan Mendis was omitted, after an unconvincing run. Both matches will be

played at the R Premadasa Stadium, but the squad may be changed ahead of the third ODI in Pallekele on July 26. The teams play five ODIs and three Twenty20s. BLATTER SAYS QATAR WORLD CUP SHOULD TAKE PLACE IN WINTER FIFA President Sepp Blatter arrives to a media briefing to discusss the Confederations Cup and the latest preparations for next year’s World Cup finals in Brazil, in Rio de Janeiro July 1, 2013. REUTERS/ Sergio Moraes

(Reuters) - FIFA president Sepp Blatter said on Wednesday the 2022 World Cup should be switched to the winter months because of the blistering heat in Qatar during the summer.

Blatter admitted he had to take his share of the blame for not taking the heat problem sufficiently into consideration when awarding the tournament to Qatar in 2010. “The World Cup must be a festival of the people. But

for it to be such a festival, you can’t play football in the summer,” Blatter told a conference in Kitzbuehel, Austria. “You can cool down the stadiums but you can’t cool down the whole country and you can’t simply cool down the ambience of a World Cup. The players must be able to play in the best conditions to play a good World Cup.” Blatter had previously said that any request to change the timing of the 2022 World Cup would have to come from the organizers. In March he said the World Cup was a competition “that has to be played in June and July”. “We must protect our partners, our sponsors, our television partners. We must be very strong about this. We still have enough time. I will

open discussions in the executive committee in October,” Blatter told reporters. “The executive committee will most certainly follow my proposal. And then we will have dealt with the topic for good.” The head of Qatar’s organizing committee, Hassan Al-Thawadi, told the conference in Austria by video link: “If it’s a wish of the football community to have the World Cup in winter, then we are open to that.” Games are scheduled to be played in air-conditioned stadiums. Moving the World Cup to the winter would have a seismic effect in Europe. Many leagues outside Britain have a winter break but they would need a hiatus of at least six weeks to accommodate

national teams preparing for, and playing at, the World Cup finals. “We have to have the courage - that is FIFA’s executive committee - to play this World Cup in the winter and to start to work out now what impact this will have on the international calendar,” Blatter said. “You just have to have the courage to say it at some point because you have to start to get awareness into the leagues that something has to be changed. “It would only be for one year, afterwards you’d be back to the normal routine. But I will advocate that,” he told Sky Germany television. Blatter said his change of heart had followed medical information about the effects of the heat on players, but he admitted his standing would

be affected by the volte-face. “I personally have had to take a lot of criticism but I have strong shoulders and it doesn’t really bother me. “There has been a fresh medical investigation into what it would be like to play football there in the summer and we have to take into account the health, not of the spectators, but of the players,” he told Sky Germany. “We didn’t underestimate this topic. It wasn’t looked at properly. Because even back then our chief medical officer said you can’t play in June/July. “But the point is 2022 was a long way away when we decided this in 2010. Now we’re in 2013, three years later and now it’s time to think about what was maybe not done so well.”

FROOME FINDS LATE SPEED FOR THIRD TOUR STAGE WIN CHORGES, France (Reuters) - Chris Froome continued his march towards a maiden Tour de France title when he beat fierce rival Alberto Contador by nine seconds to win the 17th stage, a 32-km time trial yesterday. Team Sky rider Froome, who has now three stage wins to his name in the Tour this year,

clocked 51 minutes 33 seconds to extend his overall lead over second-placed Contador to 4:34 going into three grueling stages in the Alps. “It’s a surprise for me to win today,” Briton Froome told reporters. “The first descent was dangerous and technical, I did not want to take risks.

“I was a bit down in the first two time checks but I feel the bike change helped me towards the end,” added Froome, who switched to a time trial bike just before the second time check. Spain’s Joaquim Rodriguez took third place on the day one second behind Contador as Dutchman Bauke Mollema lost his third place overall to Czech Roman Kreuziger, who trails Froome by 4:51. The time trial featured two second-category climbs and two descents, the first one being particularly tricky. Contador went full throttle after opening a twosecond gap on the first time check but Froome, who on Tuesday accused the Spaniard of careless riding,

had more in the tank. France’s Jean-Christophe Peraud, ninth overall before the start of the stage, had a nightmarish day. He broke his right collarbone in a crash during a training ride but decided to take the start, only to come off his bike again two kilometers from the finish. Unsurprisingly, Peraud pulled out of the race. Today’s 18th stage takes the peloton from Gap to l’Alpe d’Huez, with the 21 hairpins to the resort being climbed twice with the treacherous descent from the Col de Sarenne sandwiched in between. Up to one million spectators are expected on the ascent, according to the local office of tourism quoted by French TV.

Xuereb says athletes to blame for positive tests Martina Hingis comes LONDON (Reuters) Chris Xuereb, the masseur and fitness advisor of Asafa Powell and Sherone Simpson, has denied providing the two Jamaican sprinters with performance-enhancing drugs and said they should take responsibility for their failed dope tests. Powell’s coach Stephen Francis told Reuters on Tuesday that he was unhappy with Canadian Xuereb’s involvement with the sprinter while his agent Paul Doyle also said that the positive result was a result of the supplements Xuereb had provided. Doyle said that former world record holder Powell was taking as many as 19 different supplements since starting work with Xuereb in May. Xuereb, however, issued a statement by email on Wednesday denying he was to blame and that everybody involved knew what supplements he was providing. “It is time the athletes took responsibility for their doping instead of looking around for a scapegoat, whether that person is their therapist, bartender or anyone else,” Xuereb said. “I am extremely disappointed that these athletes have chosen to

Carabinieri police officers talk at the entrance of the Fra I Pini hotel, where Jamaican sprinters Asafa Powell and Sherone Simpson stayed in Lignano Sabbiadoro, northern Italy July 16, 2013. (World AntiDoping Agency) WADA and the public needs to stop accepting these stories and hold these athletes accountable.” Xuereb said he had provided soft tissue massage therapy and nutritional help for the two athletes as well as helping them recover from chronic injuries since he started working with them two months ago.

MAJOR BRANDS “Most importantly, I did not provide any banned or illegal substances to Asafa Powell or Sherone Simpson,” he said. “While I did recommend vitamins, all vitamins recommended by me were all purchased over the counter at reputable nutritional stores and were major brands. “I was instructed by the agent and athletes to buy these vitamins. U.S. EDGE OUT COSTA RICA, CUBA ALSO THROUGH

(Reuters) - The United States topped Group C with a 1-0 win over Costa Rica on Tuesday while Cuba also advanced to the CONCACAF Gold Cup quarter-finals as one of the best third-place teams after beating Belize by four goals. After easy wins over the other two group opponents, the United States were tested for the first time by Costa Rica in a rematch of their snowy 2014 World Cup qualifier in March, which the Americans also won 1-0. Roared on by the home crowd at Rentschler Field in Connecticut, the United States were in control for most of the match and got the breakthrough in the 82nd minute when Landon Donovan found Brek Shea through the middle and he completed a nice left-footed finish. Costa Rica finished the group in second place on six points and will meet Honduras in the quarter-finals, while the United States face El Salvador. The United States were the only team to go through the group stage with three straight wins and are trying to win the Gold Cup for the first time since 2007 after enduring backto-back defeats to Mexico in the 2009 and 2011 finals. In the earlier Group C match, Jenier Marquez scored in stoppage time to seal Cuba’s place in the quarter-finals with a 4-0 win over Belize. Ariel Martinez had a hat-trick for Cuba but it was Marquez’s last-gasp goal that took them through to the last eight of the Confederation of North, Central American and Caribbean Association Football regional tournament.

REUTERS/Dominick Reuter The Cubans needed to win by at least four goals to advance as one of the two best thirdplace teams in the competition. Cuba led 1-0 at halftime after Martinez opened the scoring on 37 minutes then 2-0 midway through the second when the striker added a second. There were just seven minutes left when the 27-year-old Martinez finished off his hattrick. The match was into injury time when veteran defender Marquez scored the crucial goal, enabling Cuba to leapfrog Martinique, who finished third in Group B, into Saturday’s quarter-finals against Panama.

recommended by me were shown to the MVP club coach Stephen Francis. “He has gone on record and confirmed the vitamins recommended by me did not contain any performance enhancing substance and were not what was found in Asafa and Sherone’s positive drug testing findings,” he added. Xuereb also believes the pair were using supplements he had not recommended. “It is obvious that these athletes were taking additional supplements that were not discussed or known to me. I was informed by the Italian Police that other supplements were found in these athletes’ possession,” he said. “I cooperated fully with the Italian Police and provided answers to all their questions. I was not arrested or detained as alleged. I was simply questioned for several hours (as were Asafa and Sherone) and free to leave. “Unfortunately, it appears that these athletes were not solely following my suggestions or WADA’s guidelines. “We need to remember that in addition to Asafa and Sherone, three other Jamaican athletes tested positive at the 2013 Jamaican trials. I had no contact with these athletes nor do I know them.”

out of retirement for Carlsbad doubles

Martina Hingis

BBC Sport - Former world number one Martina Hingis will come out of retirement to play her first match on the WTA Tour since 2007. The 32-year-old has accepted a wildcard to play doubles with Slovakian Daniela Hantuchova at the Southern California Open in Carlsbad later this month. Hingis, who won five Grand Slam singles titles including Wimbledon in 1997 at the age of 16, was inducted into the Tennis Hall of Fame on Saturday. “My competitive spirit is still very much alive,” the Swiss said. “I feel in good shape at the moment after playing World Team Tennis. I love being out on court. “I am very much looking forward to making a return to

competitive play at the Southern California Open. I remember winning the singles and doubles here in 1997 and winning the singles again in 1999.” As well as winning Wimbledon in 1997, Hingis also won the US Open and the first of three successive Australian Open titles that year. Hingis retired in 2003 at the age of 22 after a series of ankle injuries, but returned to the WTA Tour in 2006. She quit the game for a second time in November 2007, revealing she had tested positive for cocaine at that year’s Wimbledon. Hingis, who has won 43 WTA singles titles, said she had “never taken drugs”, but did not appeal against the two-year ban she was given.

Blake will miss World Championships — agent Jamaica Observer MONTEGO BAY, St James — Yohan Blake will not defend his IAAF World Championships 100m title next month after it was confirmed Tuesday that he would not be competing at the IAAF World Championships in Moscow, Russia. The 23-year-old, who was the youngest man to win the blue riband event in Daegu, South Korea two years ago after his training partner and then defending champion Usain Bolt was disqualified after sensationally false-starting in the final, failed to get over a hamstring injury he had picked up at the UTech Classic in April. Cubie Seegobin, Blake’s agent, confirmed his withdrawal yesterday, saying in a statement the decision “was made after continual assessment and re-evaluations since his withdrawal from the Jamaican Senior Championships” in June. The decision also confirmed a story that was first carried by the Jamaica Observer two weeks ago, which Blake’s management rubbished as being

unfounded. The release also said: “Yohan has made vast improvement, although the injury sustained in April of this year has prevented him from attaining the necessary fitness levels that we have grown accustomed to seeing in his competition performances.” Meanwhile, Jamaica could still field four men in the 100m in Moscow and this could now open the door and for Nesta Carter who was fourth at the National Trials in June. With Blake unable to take up the bye, Bolt, the Diamond League champion last year, could be given the bye by the JAAA thus making way for the additional runner. Bolt had won the men’s 100m at the Trials in a seaosn best 9.94 seconds ahead of Kemar Bailey-Cole (9.98 seconds) and Nickel Ashmeade (9.99) with Carter, who was a finalist in Daegu, fourth in 10.14 seconds. Confirmation of Blake’s withdrawal came two days after Jamaican sports fans were rocked by the news that five Jamaicans, including former World Record holder Asafa Powell and Olympic medallist Sherone Simpson, had tested positive for a banned stimulant at the

National Championships in June. Blake, who won two silver medals in the men’s 100m and 200m races last year at the London Olympics as well as a 4x100m relay gold, first suffered the injury at the UTech Classic on April 13 but had downplayed the severity, tweeting later that it was “just a cramp”. Two days later, however, his coach Glen Mills had announced that the injury was much more serious than first thought and the athlete would miss six weeks to rehab the hamstring. Blake returned in June and ran a 200m race at a JAAA development meet, winning in 20.72 seconds, but was then withdrawn from the National Senior Championships as he had not progressed sufficiently to compete, his management had said then. Blake then flew to Germany the week following the National Championships where he sought treatment from world-renowned Dr Hans-Wilhelm MullerWohlfahrt who has treated several top sports stars, including Blake’s training partner, Bolt.

Digicel U-18 Inter School Football Championships

Santa Rosa Secondary whip Mahdia Secondary to seal quarterfinal berth repeated his heroics after being awarded a free kick a few meters outside the box just before the half. It almost became 3-1 less than one minute after the resumption when Andel Rodrigues skilfully wended his way into the opposition’s berth and flicked the ball over the head of the advancing goalie and into the goal; the referee’s offside signal rendered his effort inconsequential. Undaunted Rodrigues pottered on and his

perseverance bore fruit when he collected a pass and engaged in a clever bit of dribbling before punching the ball past the Mahdia custodian. In all fairness to the losers, they turned in a ferocious and determined display. Their loss, despite the large margin was certainly not due to incompetence; it was merely a defeat from a team that had all of the requisite tools that distinguished it as the better on that day. The final whistle sent the

throng of supporters into wild ecstasy and the celebrations and congratulatory outpourings were long and many. Digicel Events and Sponsorship Manager, Gavin Hope travelled to the interior community to witness the match and said that he was extremely delighted by what he saw. He admitted that there is much untapped talent in the interior regions while committing his company’s continued support to similar tournaments and initiatives in the future.

BCB/Scotia Bank Cricket Academy bowls off Monday (From left stooping) Keith DaSilva, Andel Rodrigues and Brandon Phillips join their teammates to celebrate the victory shortly after the final whistle. By Michael Benjamin A clinical display of tactical football saw Santa Rosa Secondary School recovering from a 1-0 deficit to thrash Mahdia Secondary 4-1 and advance to the quarterfinal stage when action in the Digicel U-18 Inter Schools Football Championships continued at the Mabaruma Community Ground, North West District, yesterday. Brandon Phillips netted a brace for the winners in the 44th and 46th minutes and found valuable support in Keith DaSilva and Andel Rodrigues in the 57th and 63rd minutes respectively.

This was after Mahdia’s striker, Albert Daniels, scored the first goal of the game in the 41st minute. Santa Rosa’s supporters not only filled the lone stand on the western side of the facility, but also every nook and cranny around the venue, while vociferously egging their team on. Buoyed by the support, those lads turned in a remarkable display of ball distribution that had their foes working overtime for possession. DaSilva sent an ominous warning when he broke away in the early stages of the game after he had evaded everyone in his path and sprinted to the

opposition’s berth. After working so hard he botched the chance with a tame kick that was scooped up by the Mahdia custodian. The early exchanges were ferocious as each team attempted to grab the initiative but it was Daniels who latched onto a loose ball and struck for the underdogs and there was a distinct hush in the audience. In the meantime, Phillips was working hard down the right flank and his efforts paid dividends shortly after Daniels’ success with a header that had success written all over it from the time he struck. The dapper striker

::: Letter to the Sports Editor :::

BCB disappointed with the GCB’s handling of Sylus Tyndall DEAR EDITOR, The President and Executive Members of the Berbice Cricket Board would like to express in the strongest possible way their disgust at the Guyana Cricket Board treatment of young Sylus Tyndall. Tyndall was left at the Cheddi Jagan International Airport while the rest of the Guyana team departed for the West Indies Cricket Board Under-15 tournament in Jamaica. This was due to total incompetence at the Guyana Cricket Board and the Guyana Under-15 Team cricket Management. Tyndall’s father left his child’s passport at the Guyana Cricket Board office during a blackout with a commitment from officials to pass it on to the Manager. Under-15 players are not experienced in overseas travel and it was the duty of

the Manager, who is also a senior Guyana Cricket Board official to make sure that everything was in place. Tyndall’s parents are very upset at the poor treatment of their son, especially after they have invested most of their meager saving to ensure their child had his cricket clothes for the tournament. Can the Guyana Cricket Board understand the agony that young Sylus and his family are undergoing due to the incompetence of the Board office and the Manager. The Berbice Cricket Board would continue to look after the interest of its players and expects that a full apology would be issued to the Tyndall’s family. Angela Haniff Secretary Berbice Cricket Board Editor’s note: When

contacted Secretary of the Guyana Cricket Board (GCB) Anand Sanasie informed that when Tyndall reached the airport in Guyana it was discovered that his passport was missing. His travel document was found at the GCB office but by then he had missed his flight to Jamaica. Sanasie explained that since the team departed Guyana (two rounds of the competition have been completed) the GCB has been trying to get a flight for the youngster but without success. “I am willing to pay the difference for the flight if one becomes available since the WICB has allowed a slot for him in Guyana’s team. We are still trying to fly him to Jamaica but there is nothing we can since there are no flights,” Sanasie explained.

The 6th Annual Berbice Cricket Board (GCB) and Bank of Nova Scotia Cricket Academy would bowl on Monday 22nd July, 2013, at the Area “H” Ground in Rose Hall Town.
