INTERNATIONAL GROUPS HELPING GUYANA

We are getting a helping hand, and wise counsel, from one international group after another What our own Guyanese superstars and pundits have recoiled from doing, people from outside Guyana are stepping up to fill the gap, withsolidguidanceonwhattolookfor, howtobevigilant, andhowtomanagethisgreatoilwealththatisournational patrimony

The list of foreign voices and foreign hands that have beenraisedandextendedforourbenefitisalreadylong, and it is growing. We have had Chatham House of the United Kingdom,Oxfam,GlobalWatch, theWorldBank, andeven the IMF offering what can only be termed as meaningful adviceonthestewardshipofouroilbonanza.Warningshave come about spending too much too quickly We have been alertedtobeontopofthingsonboththeincomeandexpense sideofouroilbusiness. Wehavebeenadvisedrepeatedlyto build capacity, and to strengthen those institutions responsible for overseeing our oil riches. Different foreign groups, andindividualexpertsfromtheoutside, haveoffered priceless assistance to this country This is for the simple reasonthat, duetotheirownlengthyexperience, theyknow how predatory oil companies operate in new oil producing countries of the Third World, and their ugly histories of cheatingtheunknowingandtheill-equipped.

Becauseofallofthis, itwouldbetheheightofingratitude for any government, any leader, of this country to claim ignorance, to pretend at want of information, in the managementof this nation’s oilsector Theconcernis that our leaders in government, rather than run with what is receivedfromoutsidegroups, havetakentheoppositetack. The PPPC Government had been unsparing in its denunciationsofthe2016oilcontractthatGuyanahaswith ExxonMobil.

Yet, now that it is in the seat of power, the same PPP Governmentanditsleadershavetransformedintowhatcan only be described as stone-headed, and dismissive, through their actions with this oil, and to the great danger of all citizensofGuyana. Mostofthetimethesedays, thePPPC Government seems to be more on the side, more in the pocket, andmoreatthecommandofExxonMobil,Guyana’s exploiter, thanonthatofGuyanese, theirbrothersandsisters. Guyanese have had to live with that shady reality, learn to acceptthatstateofaffairspassively, whilegoingabouttheir old way of life, as if oil in massive quantities has not been discoveredhere.

Now, another foreign body, one of great presence and influence, hassteppedforwardtoadditsvoicetothegrowing chorus of foreigners, who are alarmed at how we conduct ourselves, giventhisgreatandunprecedentedwealththatis ours. It is not some fly by night startup that no one knows aboutthatispressingGuyanatodotherightthing,butthe56member Commonwealth group, of which Guyana has long been a part. Specifically, the Commonwealth is warning Guyaneseleadersabouttherisksthatarethenormintheoil business, and of how decommissioning costs, cleaning up, cangrowfrommillionsofUSdollarstobillionsofthesame currency (KN January 12). The Commonwealth has recommended strict monitoring policies, but it is doubtful that the PPPC Government is paying any attention, or is planning to do anything to protect the interests of this country.

Ontheheelsofthat, theCommonwealthalsonotedthat unless the Government of Guyana is bold and unflinching, thenExxonMobilislikelytoengageinstillmoreexpensive congamesonGuyanese. They are about making money by any means, any tricks, which makes cleanup millions fair game for cheap exploitation. The Guyana Government, and Guyana’s leaders, either listen, or they will take this country and its hopes into the gutter

From page 14 court that had the Secretary adhered to the instructions given then it would have led to “logical chaos”. The lawyer posited that his client acted within his right not to follow orders from a Commission the President had suspended. Meanwhile, in his submission Attorney General, Anil Nandlall, SC noted that while the PSC as a constitutional body enjoys the same autonomy as the Judiciary, the Constitution does make provision for a suspension on the grounds of misbehaviour.

der was filed in 2021 by lawyers Selwyn Pieters, Dexter Todd, and Dexter Smart, on behalf of the suspended PSC members.

The PSC was suspended one June 16, 2021 by President Ali after Prime Minister Mark Phillips sent two “show cause” notices were sent to Slowe and former Commissioner, Clinton Conway.

The men, both Retired Assistant Commissioners of the Guyana Police Force (GPF) were asked to ‘show cause’ why the President should not follow the advice of the Prime Minister to remove them from the PSC.

According to Nandlall, there was evidence that the PSC under the stewardship of Slowe and others had become “rogue.”

He noted that, among other things and in the circumstances, the President presumed his constitutional authority and suspended the PSC.

The notices were issues after Slowe, Conway and others were charged for defrauding the Guyana Police Force (GPF) of $10M. Slowe was also accused of sexually assaulting a female cop on three occasions.

“I am not saying there was not constitutional noncompliance, because there was. However, it is not enough to negate the actions of the President given the circumstances. The fact that there was not a tribunal in place was not enough for the President not to exercise his powers… The tribunal is part of the procedural step but does not hold any power when it comes to the decision to suspend the PSC; that ultimately lies with the President,” Nandlall told the Court.

Based on the court document seen by Kaieteur News, the Paul Slowe ledPSC is, inter alia, seeking a declaration from the court that their purported suspension President Ali is contrary to, or in violation to the Constitution of Guyana.

They are contending that Articles 226(6) and 223(10) of the Constitution prove their case and should the court find favour with their arguments, they want their suspension order revoked.

The GCB in its list of satisfactory achievements 2022 had the temerity to thank the government for providing mud to dump on the playing area now rendering it useless. One has to wonder if no one other than Mr Sanasie realized years ago that the GCB needed a fast drying playing area to combat the rainy s e a s o n t h a t t h e s e ‘executives’ have destroyed. It appears as though someone was excavating a construction site and wanted a place to dump dirt now the entire drainage network installed at great cost is useless.

Itisimportanttonotethat the current GCB has built or improved nothing in their 2 years in office while continuing to destroy all that was built without any governments’help.

A visit to the indoor practice facility and hostel, also built under Mr Sanasie, would reveal the ongoing destruction, the nets are destroyed and the ball is damaging walls and windows.

We are returning to the National sports hall, from wherewecame.

In closing I would remark that KIM JONG UN is a dictator and will destroy everything he comes into contact with. My name is below, am waiting on the missiles.

Yours Sincerely, Godwyn Allicock Sports Administrator
