Govt. must say if Liza One expenses paid off - Patterson

Intheabsenceofakey provision in the Production Sharing Agreement (PSA) Guyana h a s w i t h o i l g i a n t ExxonMobil, the company is allowed to deduct expenses from oil projects that are yet tocommenceoperation.

That clause – 'ring fencing provision' - serves as a shield and prevents burdensome expenses from being lumped onto one project, thereby shortening profitsreceived.

Guyana has been warned by International Energy Institutes in the past that the country may never see the promised annual revenues from its oil sector, as the “one-sided” oil contract gives ExxonMobil and its partners the benefit, leaving Guyana and its people out of theirfairshareofthewealth.

The contract allows Exxontodeduct75percentof the resources each month to coverexpensestodevelopoil and gas projects. The 25 percent is then shared evenly (50/50) between the government of Guyana and theoilcompany Shadow Minister of Natural Resources, David Patterson during his contribution to the Budget Debates on Thursday said government's profits should now increase as the cost to develop the first oil field should be have already been paidoff.

Patterson said, “Of concern to us in the O p p o s i t i o n i s t h e announcementthatGuyanais expected to receive 17 lifts in 2023. Sir, in 2018, Exxon presented to the government of Guyana, the cash flow analysis which stated that the cost for the production of the (Floating Production Storage and Offloading vessel) FPSO and other associated costs for Liza One was pegged at US$1.2 billion and after this cost would have been recovered, Guyana's share of the profit oil would be 50/50, based on producing 120,000 perday,atUS$70perbarrel.”

Infrastructure under the Coalition government pointed out that the oil companyhasnowboostedoil productionto140,000barrels per day at the Liza One development, all while the average price per barrel has increasedby16percent.

He said that ExxonMobil projected that the expenses at

Liza One would have been paid off in four years after start-upin2019.

“Theyareproducingat16 percent more, which obviouslyatahigherbaseline that they were projecting, (so) we are supposed to now, I expected by now we would have been in the cost recovery 50/50 stage,” Pattersonsaid.

The Opposition Member of Parliament (MP) pointed out that the subject Minister failed to update the nation on whether Guyana managed to pay off those debts to start production in that field Similarly, he argued there was no word on the cost recovery audit being conducted.

Paterson believes that the Liza One expense should be paid off, however “If this is not the case as it is now sir, the government should inform the House on the

status of oil recovery and cost oil for Liza One and when sir are we expected to commence full equitable shareonthisproject.”

Itisafactoflifeandharshrealitythatthosewhodonot, haveusuallyfindsomewaytogetsomething.Thenormisthat citizens having to do without, resort to crime to feed themselvesandtheirfamilies. Ithasbeennotedasasurvival mechanism,thiskindofhumancriminalpredation,andthat anywhere there are those eking out a painful living that always leaves them short, they are the ones that take matter intotheirhands. Theirfellowcitizensfeelthebruntoftheir callous,oftenvicious,activities.

Weatthispaperdonotexcuse,donotcondone,crimein any shape or form, and reserve a particular anger for lawbreakerswhoinjure,orharminanymanner,thosesharing space, those coming into contact, with them. There is that truth that must be said, and this reality that also must be shared. Whencitizensofacountryareseverelylacking,then therearesomeinthosetormentedrankswhotaketheplunge, and commit crimes, be they crimes of opportunity, of premediatedcalculation,oroutofsheernecessity Itisofthe lattercategorythatwewishtofocus.

Tofindoneselfemptyhandedinanimpoverishedcountry withlittleprospectsisaterriblestatetoconsider,oneinwhich to live. On the other hand, to still be without, short and lackinginthebasicsofdailylifeinafabulouslyrichcountry, onewithafuturethattheworlddreamsaboutandenvies,isa crimespeakingforitself.

Thisjustshouldnotbe,notinaplacelikeGuyana,about whichexpertstheworldovercanonlyspeakinawe,sorichis ourpresent,somuchricheristhepromiseofourfuture.Itisa brilliant, almost guaranteed, promise and future, but only whenthoseinchargedotheirbesttogetthemost.Thishasnot happened, and even though that reality exists, there is still enoughthathascomeintoGuyana’scoffersthatnoGuyanese shouldbeinthesoupkitchenline,orthebreadline,withhand outstretched.

We have more money than we have ever had before, thankstooilreturnsanddeposits.Yet,thereisthepunishing reality of this great disparity in what is done with the oil money coming into Guyana, through the decisions made. There is this overwhelming emphasis by the PPPC Government on infrastructure building or enhancing, which isagoodthingbyitself.

But,ourpositionisclearandunmoving:itcannotbeatthe expense of so many of our citizens at different rungs on the economic ladder, who are left to fend for themselves, and manageanyhowthattheycan.Toomanytensofbillionsare identifiedforinfrastructure,whiletoofewbillionsisthestory regardingthedegreeofreliefthatisextendedtopoorer,more vulnerable Guyanese, the ones that need a hand most desperately

When a kind and caring hand, a timely one, from government is not coming, and struggling citizens observe the few that are being enriched from many generous programs and budgetary provisionsmade possible by the same government, then all manner of ill-will is harbored. Those ignored, those shortchanged and by a huge margin, havelittleleftbutemptyhandsthattheyputtouseintheworst possibleway

Theyattacktheirfellowcitizens,theyrobthem,mayeven brutalisethem.Thehavenotstargetthehaves,whichmeans that still more billions must be found to boost the security, judicial, and prison sectors, all congested and struggling to cope. In the addition to the present, the seeds of seething discontentaresown,andthelessonsofhistoryarethatsuch flareupsareallbutinevitable.

Considering the above, it is why we urge and plead that there be better balance between physical infrastructure and thearchitectureofhumanneedandsuffering.

Russia/Ukraine War, CARICOM has a duty, it must be fulfilled

On June 22, 1941 when Hitler Nazi hordes attacked the Soviet Union it did so withallthepowerofEurope at its disposal. Hitler had alreadyconqueredthewhole of Western Europe, Italy excluded, but it was an ally of Hitler) and was using its industries and men to attack Russia.That was a brutal war However, Russia managed to push Hitler’s hordesoutofitsterritoryand proceeded to liberate Europe, including Germany and France. It cost them between twenty to thirty million Soviets, mainly Russianlives.

Today, history seems to be repeating itself. Russia is once again in the grips of war, this time it is not confrontingonlyEurope,but the United States, the UK a n d C a n a d a T h e consequencesofthiswarcan be more devastating than what took place 82 years ago Indeed, this war is putting the whole world in gravedanger

This is because the forces that are arraigned against Russia include three nuclearpowers,theUS,UK, and France. And Russia too has a sizable stockpile of these weapons of mass liquidation.

The West’s military alliance, the North Atlantic Treaty Organization (NATO) deliberately provoked this war by

threateningtoexpandNATO on Russia’s border with Ukraine. This means that they would station their military bases with nuclear weapons right on Russia’s doorstep.This they did after the last Soviet/Russian leaderGorbachev,wasgiven the assurance that if Russia withdrewitstroopsthatwere stationed in Eastern Europe, NATO would not move troops one inch further towardsRussia.

Thishasturnedouttobe a massive fraud. We also knownow,firsthand,thatall the negotiations which the US and its allies were conductingwithRussiawere merely to give themselves time to prepare for a full scalewarwithRussia.

That revelation came most recently, from Angela Merkel, former Chancellor of Germany, and the former PresidentofFranceHolland, who revealed that they signed an agreement with Russia, but had no intention ofhonoringany

Their real intention was toprepareUkrainetowagea war against Russia. Yet CARICOM leaders choosetosupporttheUSand NATO by their voting at the UNandtoremainsheepishly silent outside the UN Whenever they are forced to say anything, we hear the murmuring that “Russia invaded Ukraine.” This, of course, is ignoring everythingthatledRussia,a countrythatknowswarsand abhor wars, to take the measuresitdid.

ItistimethatCARICOM as a whole and the countries that comprise it individually make their presence for peacefelt.

They should denounce the escalation that is presently happening by the sending of more weapons, new tanks etc. to Ukraine. After all, the alliance has a responsibilityforthewelfare and security of its peoples! Our leaders must discharge their duty to the Caribbean people.

Let’s call for immediate negotiations and guarantee all countries security and peace.

refineryinGuyana.

The complete lack of a laborforcewithknowhowin theoilrefinerybusinesswas cited as one of many factors making the establishment of an oil refinery in Guyana costlyanduneconomic.

Asareminder,Trinidad’s oil refinery went bankrupt a couple of years ago. On December 17, 2022, the National Procurement and Tender Administration Board (NPTAB) announced that seven firms had submitted bids to construct theoilrefinery

I wish to firstly state that Mrs Umawattie Singh is not a personofmuchlearningand isself-employedasavendor Understanding the importance of complying with the laws as a selfemployed individual, she ensuredshegotregisteredas aself-employedpersonwith theNIS.

Payingforalifetimeand reaching the age of 60, Mrs. UmawattieSinghdecidedto get a NIS contribution print out and apply for her deserved pension. She was surprised when she was told bytheNISofficethatshehad overpaid by thirty (30) contributions but short one by the age of 60. This was heart rendering, painful, extremely depressing, and hadaprofoundeffectonher

I know that the NIS was conceptualized with the philosophy and policy to serve the citizens of this country The aim was to makelifeeasyforthosewho wish to be a part of the scheme.Inthiscaseaperson compelled by the law, as a self-employedpersonwitha small vending spot fulfilled her legal obligations. I find thismostlaudable.

Mrs. Umawattie Singh displayed maximum respect for the laws of the country and also cared for her future by sacrificing to pay for these decades, to the point where she overpaid by 30 contributions. Many in this country refuse to comply withthelaws.Herdiscipline displaysgreatrespectforthe National Insurance Scheme,

the laws, and for her future benefits. Mrs. Singh despite beinganordinaryvendorand having fallen ill on many occasions never applied for sick benefits, prescriptions drug benefits or sick leave, except for one occasion that involvedapairofspectacles. She is entitled to a pair of spectacleseverytwoyears. Further, she was never informed that if she did not established a pattern of claimingforHealthBenefits with the National Insurance Schemeuponretirementshe cannot claim Health Care Benefits under the scheme. Thisisthecasewithmanyof our service men (the police, the army, security services etc), who very rarely reported sick on the job, nor usetheNISmedical (Continuedonpage6)

It is a trend I have been observingsincetheelections were held in March 2020. While it was necessary to broadcast every step of the coalitionriggingattemptand rightly so, the Government Ministers are now nauseating. Please don’t get me wrong, there is tremendous value to share and broadcast government work and initiatives. My grouseisthateverytimeyou log on to social media there are hundreds of pics with Ministers from cradle to adulthood.

For every occasion they mustshowyoueverystepof theattireandtheirenjoyment at events. Everywhere they go is an entourage and hundreds of pictures

plastered on social media with the minister pointing his/herfingeroraddressinga group.

These Ministers were electedtoserve.Theyarenot doingthisascharity,theyare heartily rewarded with taxpayers’ money They seem to be competing for approval on what they are doing, or for likes in their activities.Peoplewanttosee them, but more importantly people need policies and improvement in the lives of whichtheyelectedtodeliver, not posing and dining at events.

Local Content Law trapped US$700M in Guyana last year – Minister Bharrat

Following its first yearofenactment, Guyana's Local Content Law has been able to trap approximately US$700M in the nation's economy This is according to Natural Resources Minister,VickramBharrat.

Speaking with Kaieteur News, Bharrat said, “This is what is possible when the right mechanisms are in place to protect the interest ofourpeople.”

Bharrat reminded that the law passed in 2021 prioritises the use of Guyanese nationals and Guyanese companies in the procurement of goods and servicesfortheenhancement

of the value chain of the sector.

The parliamentarian said the Local Content Act also serves to enable local capacity development and p r o v i d e s f o r t h e investigation, supervision, and participation in, local contentinGuyana Bharrat said his ministry and its officers have aggressively worked over t h e l a s t y e a r t o operationalize the Local Content Secretariat which is governed and guided by the LocalContentAct.

As a result of the Local Content Act and the work conducted by the secretariat, Bharrat said, “It is estimated

that over US$700M was spent in-country as part of local content efforts. This multi-million figure represents monies spent on the 40 related sectors listed under the Act, the employment of Guyanese as well as monies invested to upskill Guyanese for the expansion of the country's petroleumsector.”

The Natural Resources MinistersaidtheActhasalso facilitated the registration of over 500 Guyanese companies and the approval of over 29 five-year local content plans He said further in-country benefits are expected with future amendmentstothelaw

The Local Content Law, as previously noted, serves t o p r o v i d e f o r t h e i m p l e m e n t a t i o n o f obligations on persons engaged in petroleum operations or related activities in the petroleum sector; prioritizes Guyanese nationals and Guyanese c o m p a n i e s i n t h e procurement of goods and services and enables local capacitydevelopment.

The First Schedule of the Act ring-fences 40 categories of work for Guyanese participation via the supply of goods and the provision of services which include: food supply, rental o f o f f i c e s p a c e , accommodation, insurance, accounting and legal services.

The foregoing categories carryminimumlocalcontent levels for which local participation had to be achieved by Contractors, Sub-Contractors, and Licenseesinthesectorbythe end of the calendar year 2022.

Ensuring these targets are met is the Local Content Secretariat. The law allows officials attached to that body to have unrestricted access to a contractor, subcontractor or licensee's facilities, records, reports, documents, data, and information. Such access is allowed for the purposes of monitoring, assessing, evaluating, investigating, auditing, and verifying compliancewiththeAct.

The law also empowers

the Secretariat to develop and maintain measures for the effective implementation of local content by Contractors, SubContractorsandlicensees.

The Secretariat can also develop and implement strategies that give preference to, or ensure equal treatment of Guyanese nationals and Guyanese companies as well as conduct market analysis and make recommendations to theMinister

The Secretariat has several other functions which include conducting

market analysis, making recommendations to the Minister, developing formats for local content plans and reporting, and developing guidelines for local content reporting, procurement and bid evaluation.

The Act obligates C o n t r a c t o r s , S u bContractors, or licensees to submit a local content report to the Secretariat, within 30 days after the end of each half calendar year, which is referred to as the Local ContentHalf-YearlyReport.

Two was on Thursday granted bail for the possession of a firearm and ammunitionaftermakinghis firstcourtappearance.

The police had reported that on January 22, at about 02:30hrs, ranks were on mobile patrol duties, and whileproceedingeastonthe northernsideoftheHenrietta

Public Road Dwarka was seen in the vicinity of JaigobinHotelwithanobject projecting out from his waist.

Police had stated that efforts were made to have Dwarka arrested since he is known to the police and is currentlybeforethecourton a narcotic charge of 2.277 gramsofcannabis.

Foreign company deducting NIS from Guyanese workers but not remitting payments

Century Tamara Logistic Services Inc (CTLS),isbeingaccusedby its workers of not remitting National Insurance Scheme (NIS) payments deducted fromtheirsalaries.

ThreeCTLSdrivers-one of them recently firedbrought this to Kaieteur News’ attention on Friday aftertheywenttoquerytheir NIScontributions.

The men said that when they visited NIS, they were shocked to learn that no contributions were made since they started working with the company Elvis Jones, an Executive Driver has been working with CTLS for a year now and claimed that the company neverrequestedanNIScard fromhimbutwasdeducting over $6,000 monthly from hissalaryforNIS.

When he visited NIS office to check up his contributions he was reportedlytoldbyoneofthe staff there that CTLS might be defrauding him because the company cannot make payments on his behalf unlesstheyareinpossession of his account number (A number found on his NIS

card).

“These people never took an NIS card and yet they taking out money from me”,Jonesiterated.

Jones said that he is an interdicted cop and the Guyana Police Force (GPF) stillspaysNISforhimsohe decided to intervene by stopping the company from deductingmoremoneyfrom him and reimburse the amounttheyneverpaid.

“I ask them not to take outmyNIS.Ihadtobringin three police statements to prove that they are paying NIS on my behalf”, Jones said. The company stopped deducting the money but have refused to reimburse some$38,921theyfailedto remittoNIS.

“This is something that has been going on since I startworkwiththecompany

andIamnottheonlyone… there are many more who have the issue with CTLS,” Jonesalleged.

Jones’ story was corroborated by two other drivers. The second driver, Ryan Anderson was employedwiththecompany for over two years and was firedinDecemberlastyear Anderson said after he was dismissed he went to check on his NIS payments only to learn that his last contribution was made two yearsago.

“When I go in to the peoplethemdemtellmethat the last contribution by the companythatIwasworking with before CTLs and duh was two years ago”, Andersonalleged.

The man said he was taken aback because every month his pay slip showed

thatNISwasbeingdeducted fromhissalary He has since informed the company that it owes him over $100,000 in payments.

Anderson said too that thousands of dollars were takenoutfromhissalaryfor two certificates -First Aid and Defensive Diving - but heneverreceivedthem.

Spending of oil companies must be under constant scrutiny

Poised as one of the l a r g e s t o i l producers per capita in the World, Guyana must up its game and cease managing the oil sector like mere novices This is according to Leader of the Opposition, Aubrey Norton, who argued that steps must be taken to constantly scrutinizethespendingofoil companies operating in the country among other key measures.

Norton made these and other points during his hourlongcontributiontothe2023 Budget Debate yesterday in theNationalAssembly

As the Leader of the Opposition seamlessly transitioned during his presentation on the agriculture sector to shift focus on the largest industry in the country, he told the House “If at the end of this year Guyana never puts another(FloatingProduction

Storage and Offloading vessel) FPSO into use, we would still be one of the highest oil producers per capita in the entire World. We would be producing easily four times as much oil per day as Ghana- 10 times as much as Trinidad and Tobago and far more than Equatorial Guinea to which we have often been compared.”

To this end, Norton argued that, “We cannot

continue to operate like novices who have no idea of howanoilindustryshouldbe properlymanaged.”

The Opposition Leader pointed out that the Parliamentary Sectoral Committee on Natural R e s o u r c e s m u s t b e constantly engaged, brainstorming to review legislation and regulations that govern the industry More importantly, he urged that the Public Accounts Committee must keep the industryunderclosewatch.

To further beef up oversight on the expenditure aspect of the oil sector, he said that the nation's agencies responsible for conducting audits- such as the Guyana Revenue Authority (GRA) and the Auditor General Officesshould be expanded until theybecomethe“envyofthe oilproducingWorld”.

In addition, Norton argued that Guyana should position itself and make the necessary steps to elevate our National University into a renowned Oil and Gas Institution.

According to him, “That is the kind of ambition we need to have. Critical issues in the oil and gas sector need tobeunderconstantscrutiny We cannot continue to have it mismanaged in the head of the incompetent Vice President(BharratJagdeo).”

CWI pays tribute to former West Indies batsman Irving Shillingford

Shillingford was a stylish and determined middle-order batsman who made his international debut at age 32 against Pakistan in March, 1977, where he played alongside Sir Clive Lloyd, Sir Viv Richards, Sir Gordon Greenidge and Sir Andy Roberts. Guyana secures cryotherapy machines to help fight cervical cancer

DPI - The Health Ministry has acquired 20 cryotherapy machines that will be distributed across the countrytohelpinthetreatmentand prevention of cervical cancer in women.

The machines were handed over to the Chronic Diseases Unit and will help clear the backlog of patientsneedingsuchtreatment.

Dr Latchmie Lall, Director of the Ministry's Non-Communicable DiseasesProgrammeexpressedher gratitudefortheequipment.

“We are indeed very thankful for this donation of cryotherapy machines that were brought through the IDB project; a total of 20 machines that are going to be used to improve our screening services for cervical cancer, this willcomeasagreatmeasurefornot

only screening, but to provide immediate medical treatment in that if we do find a pathological cervix, cryotherapy can be applied immediately and we have one healthy patient going back home to herfamily,”Dr Lallsaid.

Dr ErtensiaHamilton,Director of Primary Healthcare Services said the equipment comes at an opportune time, when the ministry is extending its services for women of reproductive age across the country

“WerecognisethatGuyanastill has a high incidence of cervical cancer in our women and so we want to be able to have services available to them as we work towards ensuring that each individual across their life course has services to meet their medical

needs,”shesaid.

Health Minister, Dr Frank Anthony noted that there is a holistic approach to dealing with cervicalcancer,whichisthesecond most prevalent cancer among womeninthecountry

Minister Anthony is urging persons to get vaccinated with the HPV vaccine and get screened for thedisease.

“We are able to procure these units through the primary health careprogrammefundedbytheIDB and it costs approximately $26 million.

We have 20 units which will be distributed to all regions of Guyana”, the health minister underscored.

Dr Anthony noted also that, “One of the things that we are

trying to do is to have a comprehensive cervical cancer programme. The first level will be topreventcervicalcancer Wewant to do that by encouraging people to

get the HPV vaccination. We have these vaccines available. We have beenrollingthemouttoensurethat every person eligible for these vaccinesgetsthem.”

Exxon to kick off public meetings for 6th project month-end

E x x o n M o b i l Corporation's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) is set to kick off public meetings for its sixth project from January 30, 2023 to February 7, 2023.

EEPGL appears to be moving at breakneck speed with efforts to produce Guyana's sweet crude despitethefactthatitisyetto receive regulatory approvals foritsfifthproject.

This sixth project, the company is now racing ahead with, will seek to develop massive amounts of oil from the Whiptail discovery field in the StabroekBlock.

Oil production from the project is expected to last approximately 20 to 30 years EEPGL will drill approximately 40 – 65 wells offshore to support extraction of the oil from below the sea floor A m a s s i v e F l o a t i n g

Production, Storage, and Offloading vessel (FPSO) will also be moored on location in approximately 1,700 m of water depth and

will remain there throughout theproductionstage.

The FPSO will have a peak capacity to produce up to approximately 220,000 barrels to 275,000 barrels of oilperday EEPGLwaskeen to note that these estimates are preliminary and are subject to change. Processed oil will be stored in cargo tanks inside the FPSO hull which have the capacity to hold approximately 2 millionbarrelsofoil.During p e a k p r o d u c t i o n , approximatelyeverythreeto six days, the oil will be pumped from the FPSO to a conventional oil tanker, which is owned/operated by third parties. The tanker will thenexporttheoiltobuyers. EEPGL was also keen to note that it will utilize onshore support facilities to support drilling the wells, installing the offshore production facilities, and operating the offshore production facilities. This willincludebutisnotlimited to shorebases, warehouses, storage and pipe yards, fabrication facilities, fuel supply facilities, and waste

Helicopters and supply boats will also be needed to support the Project.At peak, EEPGL said it will be supported by approximately 1,200 offshore personnel during the well drilling and oil production installation stages. This number will decrease to less than 200 personnel during the production phase. A smaller number of personnel will be utilized at the onshore supportfacilities.

The sixth project is e x p e c t e d t o c o s t approximately US$12B, given its similarities to EEPGL's fifth project at the Uaru project. EEPGL had said the Uaru development would cost Guyanese US$12.6B.

$1,700M estimated to build Karasabai School

The Ministry of

Education has estimatedthatthe construction of a secondary school to house students from Karasabai, Region Nine and neighbouring communities would cost approximately $1.700M. Some 20 Contractors are competing to construct the project. This was revealed during the opening of tenders on Thursday at the National Procurement and Tender Administration Board(NPTAB)office. Exxon to kick off public meetings for 6th oil project month end

E x x o n M o b i l Corporation's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) is set to kick off public meetings for its sixth project from January 30, 2023 to February 7, 2023.

EEPGL appears to be moving at breakneck speed with efforts to produce Guyana's sweet crude despitethefactthatitisyetto receive regulatory approvals foritsfifthproject.

This sixth project, the company is now racing ahead with, will seek to develop massive amounts of oil from the Whiptail discovery field in the StabroekBlock.

Oil production from the project is expected to last approximately 20 to 30 years EEPGL will drill approximately 40 – 65 wells offshore to support extraction of the oil from below the sea floor A m a s s i v e F l o a t i n g

Production, Storage, and Offloading vessel (FPSO) will also be moored on location in approximately 1,700 m of water depth and

will remain there throughout theproductionstage.

The FPSO will have a peak capacity to produce up to approximately 220,000 barrels to 275,000 barrels of oilperday EEPGLwaskeen to note that these estimates are preliminary and are subject to change. Processed oil will be stored in cargo tanks inside the FPSO hull which have the capacity to hold approximately 2 millionbarrelsofoil.During p e a k p r o d u c t i o n , approximatelyeverythreeto six days, the oil will be pumped from the FPSO to a conventional oil tanker, which is owned/operated by third parties. The tanker will thenexporttheoiltobuyers. EEPGL was also keen to note that it will utilize onshore support facilities to support drilling the wells, installing the offshore production facilities, and operating the offshore production facilities. This willincludebutisnotlimited to shorebases, warehouses, storage and pipe yards, fabrication facilities, fuel supply facilities, and waste

management facilities in Guyana.

Helicopters and supply boats will also be needed to support the Project.At peak, EEPGL said it will be supported by approximately 1,200 offshore personnel during the well drilling and oil production installation stages. This number will decrease to less than 200 personnel during the production phase. A smaller number of personnel will be utilized at the onshore supportfacilities.

The sixth project is e x p e c t e d t o c o s t approximately US$12B, given its similarities to EEPGL's fifth project at the Uaru project. EEPGL had said the Uaru development would cost Guyanese US$12.6B.

More quality football on the horizon for regional teams as CONMEBOL and CONCACAF sign strategic collaboration agreement

S p o r t s M a xCONMEBOLand Concacaf have announced the signing of a strategic collaboration agreement to strengthen and develop football in both regions The agreement includesmen’sandwomen’s national team competitions and a new men’s club tournament.

The CONMEBOL Copa America2024willbeplayed in the United States in the summer of 2024 and will include 10 CONMEBOL teams and the six best Concacaf teams, as guests.

T h i s t r a d i t i o n a l CONMEBOL tournament willbeco-organizedbyboth confederations.

The six Concacaf national teams will have the opportunity to qualify for this competition through the 2023/24 Concacaf Nations

League.

For CONMEBOL, this agreement will support its men’snationalteamsintheir preparation for the upcoming World Cup through an expanded Copa America featuring six elite Concacaf teams, organized in the region that will host the2026FIFAWorldCup.

Similarly,thisagreement will allow Concacaf to provide more high-quality competition for its men’s national teams over the next two years, including the conclusion of the 2022/23 Concacaf Nations League, the2023ConcacafGoldCup and the 2023/24 Concacaf NationsLeague.

For women’s national teams, Concacaf has invited the top four CONMEBOL national teams to participate in the 2024 Concacaf W

Gold Cup. The inaugural edition of this 12-team tournament, which is a key part of Concacaf’s new women’s national team ecosystem,willbeplayedin theUnitedStates.

ThetwoConcacafteams that will participate in the 2024 Summer Olympics (United States and Jamaica or Canada) will qualify directly for the 2024 ConcacafWGoldCup.

The remaining six Concacaf teams will be determinedthroughthe2023 Road to Concacaf W Gold Cup.

T h e f o u r g u e s t CONMEBOL teams that will participate have been determined based on the resultsofthe2022Women’s Copa America: Brazil (champion) Colombia (runner-up),Argentina(third

place) and Paraguay (fourth place).

CONMEBOL and Concacaf will also organize a centralized “final four” style club competition featuringthebestclubsfrom t h e r e s p e c t i v e confederations The four participating teams (two from each confederation) willqualifythroughexisting CONMEBOLand Concacaf club competitions and the two confederations are working towards the first edition of this tournament beingplayedin2024.

“CONMEBOL and Concacaf are united by historical and affective ties. But above all, we are united bythepassion,characteristic of all the Americas, for football and sports,” said CONMEBOL President AlejandroDomínguez.

“We are determined to renew and expand our joint initiatives and projects. We wantthispassiontotranslate into more and better competitionsandforfootball and its values to grow and strengthen throughout the hemisphere.

Without a doubt, both confederations believe in big, and we will work with thisorientation.”

Meanwhile, Victor Montagliani, President of Concacaf, believes this new initiative will be a boon to bothconfederations.

“This is a partnership to support the ongoing growth of men’s and women’s football in Concacaf and CONMEBOL,andwilltruly be of mutual benefit to both Confederations,”hesaid.

“Working hand in hand with CONMEBOL, we will deliver elite competitions that will provide more opportunities for our federations, and that we knowpassionatefanswantto see. We look forward to working together to ensure that football in both regions continuestothrive.”

Behind its principal, Azruddin Mohamed, Team Mohamed’s will be one of the biggest sponsors of this year’s Rawle Toney 3x3 Classic, set for March 18 –19 at the Burnham BasketballCourt.

Mohamed met with organiser Rawle Toney and tournament coordinator Jermaine Slater, where he presented the first-place prize of $400,000 as well as the second-place purse of $200,000.
