Govt., oil companies use tactics to prevent independent analysis of our oil reserves

h e n o i l companies drill wells, they record the details of whatever they find. This practice is called well logging. If citizens had access to these logs, they would be able – with a little expertise – to independently analyse discoveries, and to determine just how much of the discovery is oil, and how much is natural gas.

With the knowledge of just how much oil and gas is o u t t h e r e w i t h i n the boundaries of any particular project, like Liza-One or Payara, the people of Guyana would know just how much wealth they have. But they don't.

Every time ExxonMobil makes a material discovery, its public disclosures report the estimated quantity of the discovery in barrels of oil equivalent (boe). While that report gives an idea of what is in the well, it doesn't say how much of the discovery is actually oil, or how much is actually natural gas.

ExxonMobil has refused to say. Kaieteur News has posed the question to the oil company's local subsidiary, Esso Exploration and Production Guyana Limited (EEPGL), several times late last year, and it said it was still analyzing the contents of those discoveries.

This response would not

add up, as the oil company was able to inform the InterAmerican Development Bank (IDB) last year that between 30 and 50 million cubic feet per day of extra natural gas from the Liza-1 project can be made available for electricity generation in Guyana. Furthermore, the Liza-1 discovery was made almost five years ago.

In comparison, Suriname's experience is vastly different, whereas Apache and Total were able to make a material discovery in the country's Block 58, with Wood Mackenzie – a firm independent of both of them – reporting that it estimated 300 million barrels of oil, 150 million barrels of condensate and 1.4 trillion cubic feet of gas in that discovery. This did not take years. It took just a few days.

In trying to determine whether Guyana could have independent analyses done as well, Kaieteur News has hit a wall. ExxonMobil would not release its well logs, for fear that the publication of the content of those logs would hurt its competitive advantages in the Petroleum industry.

The Government would also not release the well logs, as it fears breaking its confidentiality agreements with the oil companies.

ExxonMobil operates the Stabroek Block offshore Guyana, which contains most of Guyana's discovered commercial hydrocarbon reserves owned by Government could be accessed by private citizens, Commissioner at the Geology and Mines Commission (GGMC) Newell Dennison told Kaieteur News that they could, via a paid mechanism.

H o w e v e r, t h e Commissioner qualified his statement, noting that some logs are proprietary and shall not be released to anyone.

Asked which logs are p r o p r i e t a r y, D e n n i s o n explained that they would include logs covered by agreements still in focus, due

to confidentiality agreements.

What that means is that the only logs accessible to the public are those for concessions which were abandoned decades ago by c o m p a n i e s l i k e ExxonMobil's predecessor, Mobil. What it also means is that ExxonMobil's well logs for its 15 material discoveries on the Stabroek Block will remain secret, unless Government and all of the oil companies operating the Block consent to the release.

Furthermore, it means that private citizens will not be able to independently analyse logs of ExxonMobil's 15 material

discoveries. Whether Guyana is told the exact contents of the hydrocarbon reserves it owns remains at the mercy of ExxonMobil.

Leadership roulette in Venezuela The story from neighbouring Venezuela is that Señor Juan Guaido is on the down escalator. It has been a slowmoving political soap opera, with many disconnected parts that somehow never seemed to add up for the one final push that would establish him and his people firmly in the seat of power.

In the simplest terms, he took way too long to entrench himself and for his people to deliver the coup de grace to political adversaries, especially the one that counted the most. On the other hand, the man written off, given up for dead politically, is making a comeback; a coup a Wall Street Journal editorial dated January 6th named it. In fact, the finishing touches are all that is left to put into place. It is almost official.

The Americans are currently occupied elsewhere and otherwise. That is going to remain so for the immediate future, which affords Señor Nicolás Maduro, more than the breathing space that he needs to get back on his feet.

Like his political foe, Señor Guaido, it took too long for the ousting of Señor Maduro, with stops and starts, a leadership vacuum, and failed superpower grasp of what was really required to be rid of the man.

For his part, Señor Maduro must be recognized for his political durability under circumstances that, at times, left him in extremis. Yes, things were that bleak in his corner for an extended period. But he stayed the course and wore down his opponents, both domestic and foreign. There are some hard and commonsense lessons from all of these developments in a neighbourhood that always seemed riddled with contradictions and lack of clarity.

The first thing that this does make clear is that sturdy foreign policy, visionary superpower regional priorities, are not run on, or driven by, leadership bluster and the reflex of frivolous and puerile reliance on Twitter and the Sturm und Drang that are prompted by such one-line follies.

The business of global leadership calls for endless maturity, growing on the job, parsing for a pathway out of the morass, and responsibility of the highest order. All of these leadership elements must also be manifested, not in a haphazard, occasional manner. They must be part and parcel of a leadership package that is unruffled, concentrated, and one that caters for all the main ingredients, plus the many errant loose ends that must be accounted for, and which left unaddressed usually undermines.

This is what occurred, to some extent, in Venezuela. It shows the limited effect of sanctions, especially when there are ideological and political brethren, who step forward to lend a hand, while protecting their billion-dollar stakes.

Also, it demonstrates what a wily operator could do to weather the storm and outlast opponents.

Señor Maduro manifested that he has what it takes to roll with whatever punches were thrown his way and emerge in one piece. Now there is talk that the democratic process has failed and that violence looms, and the US is still recognizing Señor Guaido as Venezuela’s legitimate leader (WSJ editorial January 7th).

With this as context, Señor Maduro’s road is steep, as he is not out the woods, but undoubtedly, he is on the rise, while his fellows are heading in the opposite direction. It follows that one of his priorities has to be what is unfolding here with oil discoveries and oil production narratives, now settled national realities.

Señor Maduro’s first order of business, of necessity, would be to consolidate his power, to revive his oil sector. His enemies may not be ready to throw in the towel right away, but it is expected that he will deal with them ruthlessly.

As he surveys oil Guyana, the expectation here is that his contemplations are not going to be benevolent, but mainly hostile.

It is an eventuality that must be prepared for, and only the utmost in vigilance must characterize Guyanese relations with him.

The mechanisms - for which this country paid dearly - are in place and on autopilot. This country cannot engage; it has to allow its arrangements to deliver, regardless of what pertains in Venezuela. Meanwhile, Guyana has to get its own political story together, which might prove much more difficult.

Incorrect Deadline? Combination and not Coalition, possible as per law DEAR EDITOR, Reference is made to your editorial “Coalition Day is here” (KN Jan 17). That deadline may be arbitrary and a violation of the law as regards the Peoples Representation Act. Has gecom misinterpreted law?

Just for clarification, the term coalition means coming together of parties. But the law does not allow them to formally come together as one electoral group (force) after nomination day – although Gecom can give consideration through discretionary powers for extenuating circumstances.

The law allows the parties to combine their votes (form pacts) post nomination and not to formally coalesce.

Section 22 of the Peoples Representation Act speaks to combining lists. Inter alia, the Act states that notification has to be made to Gecom (CEO and Chair) not later than 25 days before the elections.

The head and deputy head of the list of a party must so inform Gecom in writing its intention of combining votes and with which parties. A party cannot be included in more than one combination or it would be excluded from all combinations. Once notified of parties combining votes, Gecom must so advise the electorate not later than 23 days before the election.

Understandably, the minor parties were unwilling to form pre-nomination day alliances because of the fear of having to compromise party identity, giving up the presidency and head of lists, and working out seat allotments. They were not sure of how many seats they would win and thought highly of themselves and as such were unwilling to enter into alliances as APNU and AFC did. But the election law allows the parties to combine votes without giving up their identity or projected seat allotment or any other advantages they currently enjoy. In fact, in combining votes, they increase their chance of garnering seats. Each minor party, on its own, as opinion polls suggest, has limited chance of gaining representation in parliament.

However, if they were to form combinations, it would significantly increase the likelihood of winning seats.

Combination is to their advantage. As an illustration, on its own, each minor party may not meet the minimum threshold (of say 5000 votes or about 1.5%) for a seat. Thus, none minor party may get a seat. But together, the seven minor parties could poll around 19,000 votes (6%) entitling them to four seats and balancing control of parliament.

The way combinations

work is the votes of each separate party would be added together and seats would be allotted to that combination based on the total amount of votes obtained. A party meeting the minimum threshold (of say 5000 votes per seat as an illustration) or comes closest would be allotted its seat (s).

The party with the next highest amount would be allotted its seat, and so on.

The remainder of the votes (highest fraction) would help another party to become eligible for a seat. The parties in the combination would have to make an agreement on seat determination. They can also work out revolving representation as WPA did in 1992 between Clive Thomas and Rupert Roopnarine.

From my polling, the presidency will go to either one of the two major parties — the PNC-led coalition or the PPP de facto led by Bharrat Jagdeo. The critical issue is control of parliament and whether the seven minor parties can deny either major party that wins the Presidency (obtains the most votes) a majority; the president forms the government with or without a majority. The general feeling is if the minor parties can win seats in parliament, they can deny the victor a majority. In so doing, the minor parties can call the

shots on governance – helping to provide responsible, non-racist, and corrupt free governance.

They will hold the balance in parliament and influence legislation, budgets, expenditure, policymaking and more importantly how the oil revenues would be spent. It is, therefore, in the interests of the minor parties to win seats with combination their best option. They can also combine with the larger parties and seek to influence them. The major parties also benefit from combining.

Gecom is on record as saying that the deadline for combining of lists is January 17.

That would suggest a violation of the above Act. The 25th day before election is around Feb 5 and not January 17th. This act is not well publicized in the media; few know about this law.

Gecom should not set arbitrary deadlines on combining lists. It must provide ample opportunities to the parties to submit their lists. It is understandable that Gecom would need sufficient time before polling day to prepare ballots. But Gecom can extend this arbitrary deadline by publishing a notice in the media giving an extra week or thereabout for parties to combine lists.

It states: I, (FULL NAME BLOCK CAPITAL) of (ADDRESS) having been nominated in the list of candidates for the (NAME OF PARTY) party for election as a Member of the National Assembly at the General Elections to be held on 2nd day of March 2020.

Do Solemnly and Sincerely Declare: (i) That I consent to the inclusion of my name in the said List of Candidates. (ii) That I am aware of the provisions of articles 53 and 155 of the Constitution with respect to the qualifications for election as a Member of the National Assembly. (iii) That I may, consistently with such provisions be elected as a Member of the National Assembly at the election for which I have been nominated

as aforesaid.

I make this declaration conscientiously believing the same to be true and according to the Statutory Declaration Act. This form is signed and declared in front of a Justice of the Peace/Commissioner of Oaths, it is governed by the Statutory Declarations Act Cap.5.09.

Two Presidential hopefuls, Lennox Shuman and Vishnu Bandu knowingly made false declarations; they have broken the laws of Guyana and must be charged by the police. There is no ambiguity here: Cap.5.09 (4) Making false declaration (4) Everyone who makes a declaration according to this act containing any statement false in fact, which he knows or believes to be false or does not believe to be true, shall be guilty of a misdemeanor and be liable to imprisonment for one year. This requires no gloss to comprehend.

Editor, we have endured a traumatic year-long delay as

our judicial system was fully utilized to provide a detailed clarification of the provisions of articles 53 and 155 of the Constitution with respect to the qualifications for election as a Member of the National Assembly.

Why then would two persons feel comfortable making these false declarations? Have we moved that far away from a society that adheres to the rule of law, that impunity is the order of the day? I think not; and forthright action now may well stop further rot.

I believe it has become all too easy to dupe unsuspecting Guyanese in the Diaspora into financing political campaigns. Both Shuman and Bandu have raised funds in North America, not only should they face the full brunt of the Law in Guyana but they should be prosecuted under any law that prohibits taking money under pretense in those jurisdictions; it is fraud to pretend that you are eligible to be a presidential candidate when clearly ineligible. Guyana has

become too easy a place for remigrants to return with claims of overseas success, at least Bandu shows some assets to bolster his claim, Shuman, like another famous remigrant who pontificated astride a moped while c l a i m i n g t o b e a ‘ Wa l l street financial analyst’ until he got a government job, comes with his two hands swinging and very open to offers.

Badal’s light-bulb brigade of short-change artists, they too have lost a prominent candidate to a false declaration, PM hopeful, Nigel Hinds, who at least had the decency to bow out, ostensibly for health reasons.

If Shuman fails to find favour with the bright-bulbs, he may consider his true home is under Granger’s ‘big benab’ where his justice party of eight members outnumbers Scott’s unknown entity by six. It is a veritable haven for some; but first, that little matter engaging the a ttention of the Guyana Police Force.

Dishonesty, indecency and no integrity are hallmarks of the Granger-led APNU+AFC

DEAR EDITOR, For five years, APNU+AFC abandoned young people. The List of Candidates for the 2020 General and Regional Elections affirmed that the Granger-led APNU+AFC still believes the young people must await their turn, as he stated in 2016. They have not told the Guyanese youth the truth then and now. They promised free university education in the 2015 campaign. In government, they increased the fees.

Again, they are promising young people free education and jobs. There is nothing honest and decent in blatantly lying to the Guyanese youth.

The Granger-led APNU+AFC promised accountability and transparency. They are hiding documents to prevent auditing by the Auditor General, they refuse to account for the $US18M EXXON bonus and the $30B

GUYSUCO loan. But they refuse to make integrity declarations, which is the law.

A few months ago, David Granger said he was very busy and that is why he has not been able to adhere to the law. The vast majority of his colleagues in Cabinet and his MPs have also refused to submit integrity declarations.

But violating the law, refusing accountability and transparency appears to be a natural part of their DNA. That is why violating and ignoring the constitution and the courts seem to come naturally to them. No matter what excuse, nothing about these things is decent, honest.

Not able to talk about the “good life” and “let progress continue” because of their miserable record over the last five years, Granger and APNU+AFC tried a thing with a new slogan “the decade of development”. This too fell flat since they cannot tell their

own supporters, much less the nation, what plans constitute the “decade of development”. Now they are experimenting with another desperate empty slogan “decency, honesty and integrity”. It underlines the incredible cluelessness of Granger and APNU+AFC that they chose a slogan which effectively works against them because it is easy for any citizen to see that the APNU+AFC cabal totally lacks decency, honesty and integrity. No government since independence has been as indecent, dishonest and lack integrity as this Grangerled APNU+AFC. APNU+AFC launched their 2020 elections campaign at a site that epitomizes their corruption, dishonesty and indecency. The D’ Urban Park Jubilee project cost, according to their own figures, more than $1.5B. They claimed it was a private venture led by an NGO

headed by Rupert Roopnarine and that the NGO collected donations from private people. But the Auditor General confirmed more than $600M was transferred from the consolidated fund to the project. Other payments for D’Urban Park were disguised in various ways. Bharrat Jagdeo and the PPP in and out of Parliament and other citizens, like Chris Ram and others, have been demanding accountability. APNU+AFC’s response has been to hide all the documents relating to D’Urban Park. It is sheer corruption, nothing decent, nothing honest, absolutely no integrity. The D’Urban Park scam alone exposes the myth of “decency, honesty and integrity” of Granger and APNU+AFC. The recent publication of an order in the Official Gazette providing for salary increases for constitutional office holders stinks with dishonesty and indecency.

NCN’s coverage over the last four years is different from the past

DEAR EDITOR, Christopher “Kit” Nascimento, is still trying to bully NCN to prove his case.

He has sent another letter published on January 17th, 2020 on what he called the matter of media broadcast coverage, particularly NCN. Christopher “Kit” Nascimento is tendentious, cunning and calculating. You only have to look at the timing of the letters. His colleagues will pen other letters perhaps even on the tone of my response and what a media entity ought to do.

I reject that the letters were on media broadcast coverage in general. They were all directed to and focused on NCN and me. Kit even called a newspaper editor demanding why I was allowed to respond to his letter before it was published.

This Pharaoh of Fairness does not realize that like Sisyphus, he’s pushing the boulder up the hill and it’s really punishment.

He is such a good Public

Relations czar though he probably thinks he’s doing a good task.

Once again Kit displays his contemptuous approach indicating what he thinks the Chairman of NCN should say on the issue. After all, Kit has positioned himself as the national arbiter of all matters of communications and information.

He goes on to condescendingly refer to how he regards me as a “professional” but note the language used “both when he (Woolford) worked under me (Nascimento) and since”. As Chairman/CEO of NCN, Capitol News and before that, no one works “UNDER” (my emphasis) me, they all work WITH me.

In his response he continues to use various adjectives to describe what he thinks is a particular type of coverage with which he is more familiar. Remember I worked with Kit. He never got under my skin; not then, not now.

NCN as media entity has maintained a completely different line from Nascimento’s time in the field.

NCN’s coverage over the last four years is different from the past. Nascimento says, NCN must prove how it covered events. Mr. Nascimento “He who alleges, must prove”!

Recall the days when Mr. Nascimento released word and column inch counts, broadcast duration counts.

Mr. Christopher Nascimento finally admitted what his real intention was, attention, specifically the attention of the “International Community” and “Observers”. Just like how I know Mr. Nascimento, the International Community knows and Guyanese have known Kit Nascimento going all the way back to February 16, 1962.

Mr. Nascimento’s perception is not my or NCN’s Reality or the Reality of the rest of the world for that matter. NCN’s coverage of the one event of the President making a speech was fair. It is not for Kit Nascimento to decide what “vests” the

President with the authority to deliver the speech or whether NCN should cover the President.

Kit Nascimento was unaware that his reference to a 1949 Fairness Doctrine abandoned more than thirty years ago in another jurisdiction was not even applicable here in Guyana.

The Contempt is clear.

Christopher “Kit” Nascimento thinks that he has some divine right of a deity to invite GNBA or NCN to be at his beck and call. Oh the Apotheosis of Arrogance is patently on display.

2019 and gazetted on December 3, 2019. But why was it a secret until it was exposed two weeks into 2020, almost six weeks after the purported signing date? Was this order back-dated? In addition, the order can only become law after a parliamentary process. It is a negative resolution, so the resolution must be laid in Parliament and then sit for one month before it becomes law.

It is not debated unless an MP gives notice of objection within the stipulated time. But there was no official laying of the resolution in Parliament and, even if they did, the parliament was dissolved on December 30, 2019, meaning that the resolution never had time to mature. Decency, honesty and integrity seem to be alien words and characteristics of Granger and APNU+AFC. Given the public outrage, it was reported Granger will not accept the increase. Then, the Nagamootoo-controlled DPI issued a statement from Jordan that Granger is not included in the order. There is no limit to the dishonesty of APNU+AFC. I have read the order hundreds of times and I do not see anywhere in the order that excludes the President of Guyana. I do know that since 1980, the President of Guyana, whomeverheis, is a constitutional office holder. Fooling people whether to dismiss the outrage by denying Granger will benefit or by having Granger stating he will not accept the increase is sheer hypocrisy and dishonesty. It is not just that Granger and others will benefit from retroactive payments, it is that the pension he is eligible to receive after defeat on March 2, 2020 will be a bigger pension and that is the real objective of the order.

What integrity are they talking about, what honesty and decency are they boasting about when they permit the signing of mega contracts after the dissolving of Parliament and in the absence of a 2020 Budget?

What is decent about signing a contract with one of their friends for $826M and allowing a sub-contract to be signed for an amount less than the $826M? If they seriously embrace the notion of “decency, honesty and integrity” publishing the subcontract should be a nonissue. Incidentally, what is decent about giving out a more than $500M contract when the other bidders all tendered costs more than $80M less? What is decent and honest about hiding documents to prevent auditing the CJIA project?

Not a single day since May 2015 has gone by where there is not another example that exposes them as indecent, dishonest and without integrity. Corruption has become mind-boggling. More than 30,000 persons have lost their jobs. Thousands of small businesses have closed.

Existing businesses are struggling. Guyana has produced 90,000 tons of sugar, after always surpassing 100,000 tons for 100 years. Guyana has borrowed even more today than the PNC era. APNU+AFC has squandered the total gold reserve, the lotto funds, more than half of the US dollar reserve in the Bank of Guyana, accumulated over $80B in overdraft at the Bank of Guyana without giving an account.

Limitation of space prevents the temptation to list the examples of dishonesty, indecency everyday for the almost 1,800 days of the APNU+AFC tenure. We can conclude with two simple examples. Who really are PNC and AFC members on the lists of candidates that APNU+AFC submitted to GECOM? Who really is the PM candidate for APNU+AFC? Why the (Continued on page 6)

The status of Guyana as a country is about to change DEAR EDITOR, The issue of dual citizenship has become a major hurdle for the smaller parties, more notably the United Republican Party, The Liberty and Justice Party and Change Guyana.

These parties were already highly challenged to come up with a full list of Candidates for the General and Regional elections and to now suffer the humiliation of having their candidates rejected by GECOM on Nomination Day must have be a matter of some frustration, if not embarrassment.

The Constitution of Guyana prohibits Guyanese who hold dual citizenship from becoming a Member of Parliament. This qualification was, for all practical purposes, honoured in the breach until the successful passage of a no-confidence Motion in December 1918. Several Government Ministers and other MPs were forced to

resign following a Court ruling. A few have already renounced their dual citizenship status and some are in the process of so doing.

I congratulate all those who opted to give up their dual citizenship and opt to serve the country of their birth. This is a decision that no doubt requires some amount of trading off, but I am convinced that it is a noble and laudable decision. I have always held the view that the greatest of all service is service to one’s country, regardless of considerations of perceived benefits.

The status of Guyana as a country is about to change, hopefully for the better, thanks to our newly found oil and gas riches. All hands must be on board if we are to optimize the benefits of oil.

I salute all Guyanese here at home and in the diaspora on our new status as a petroleum state.

From page 5 equivocation to name Ramjattan? One day he is the PM candidate, another day he is not. Why are they hiding the agreement they signed for the coalition? As we ponder these questions, APNU+AFC cancelled a major rally in one of their strongholds - New Amsterdam. They cancelled several other big meetings at

this critical time for any political party, a mere 47 days before elections.

There must be a reason and the Guyanese people should be treated with respect and be told why. Only an indecent leader and party, one with no integrity will arrogantly dismiss these concerns of the people.

At the outset, we recognize that Mr Lewis has clarified he never meant to convey that the Coalition had and is doing a stellar job regarding the sugar industry. Indeed, overwhelmingly there is evidence to confirm it’s less than poor handling of the industry which have affected and stand to affect the thousands who depend on it.

At this time, we wish to reiterate that we hold no brief for the Opposition Leader, Mr Bharrat Jagdeo, however, at the same time, our Union, as a responsible organization, must bring clarity to some of what Mr Lewis says.

Mr Lewis, in beginning his latest chastisement, contends that the Skeldon factory was a failure. On this score, we must disagree with Lincoln. When one considers the level of interest expressed by private persons to acquire the estate, it appears to us at least, there obviously is some worth and potential. Also, many other former and current sugar industry officials, apart from our own assessment, have told us too that Skeldon has the potential to turnaround and we cannot agree with the trade unionist that the estate is a failure.

The letter writer next charges that EU funds for diversification were squander.

We again must disagree. We feel constrained to reiterate that funds that flowed from the EU were used to construct the Enmore

packaging plant, to hasten conversion of lands for mechanical operations, to further cane planting, among other things. It is through those efforts, that the Sugar CoI determined that the packaged sugar being sold by GuySuCo obtained the highest returns. Similarly, those efforts saw the East Demerara Estate having a significant proportion of its cane fields being mechanization friendly. Apart from that, we saw the cogeneration plant at Skeldon raking in billions of dollars per annum. It is unfair, and clearly amiss, to say that diversification was not pursued as they are several tangible examples to point to.

Mr Lewis seeks to downplay what Minister Ramjattan told the Unions and the Opposition during the consultations on the future of sugar. The point is that even the sincerest efforts, in our view, wouldn’t have made a difference as the Government had made up its mind on a course of action.

The reality is, as Mr Lewis would well know, that it takes two to tango.

In other words, a receptive ear and open mind had to be at the other end. We strongly believe that this was not the case. Obviously, the Government couldn’t have been ignorant to views of the people who stood to be affected. Thousands took part in activities to denounce the closures and the Government did not flinch even a millimeter. Besides the workers and the Union, several including the Opposition Leader allied themselves with the struggle

to avert closure. Clearly, the Coalition did not care, it had one aim closure regardless of the punishment and hardship to the workers or the consequence and ramification of such actions.

Next, we see the invocation of Dr. Jagan who indeed stood with all workers during his lifetime. Mr Lewis would know of this. But while Mr Lewis talks about the threatened de-recognition of GAWU, he, at the same time, fails to point out the disrespect that has been shown to sugar workers and their organizations in recent times. Imagine, the Union and the workers had to go to Court to have the right to severance respected. Even on to now, our Union is still engaged in Court battles regarding an aspect of severance pay owed to some of the Wales cane cutters. Apart from that, the GAWU was forced to seek judicial intervention to enforce workers rights to have the Union present during their engagements with GuySuCo on their redundancy. Also consider that our Union was forced to complain to the ILO regarding the Corporation’s non-engagement in Collective Bargaining. And, that several international and local trade union organizations have condemned the Administration’s treatment of the sugar workers. So while Mr Lewis may want to speak about Dr. Jagan as a champion of the workers, which he was, he should also, in a similar vein, speak about the oppressors of workers’ rights we have now-a-days too.

We are heartened by the support Mr Lewis expresses

for Collective Bargaining in the sugar industry. Indeed, as he points out, it is a right that is outlined in our laws and the Constitution of Guyana. However, Lincoln would recall too that the Coalition had promised to engage in Collective Bargaining, something it has failed to do. Its petty explanations and rationales, of course, cannot be considered sufficient justification to disregard our laws. The point here is that it is hard for the Government to blow hot and cold despite whatever urgings it may receive and from whatever quarters those urgings may come from.

Mr Lewis says ”[u]napologetically, I say Cheddi who fought all his life for the welfare of these workers would have ensured, at the political level, the atmosphere was created for engagement between management and union.” We have no reason to doubt Mr Lewis, but Dr. Jagan was dealing with a different beast at that time. In our current day situation, experience has taught us that engagements with the Administration do not see sincerity on their part. Recent history has seen engagements between the Opposition Leader and the Government on other matters which have not been entirely fruitful. Just remind ourselves of the appointment of Justice (retired) Patterson as GECOM Chairman.

Pay the retro to NDC workers now DEAR EDITOR, Late last year, December 19th, there was a letter by a Rudolph Singh in KN, “No bonus for NDC workers”, in which Singh cited the correspondence from the Local Government Commission (LGC) refusing to sign the request for the NDC’s to pay the traditional yearly bonus to their workers.

Singh wrote: “Why would the Government shoot itself in the foot by taking away a few crumbs (bonuses) from these

lowly paid workers with elections three months away?”

“How should these workers and their families respond to the campaign for the re-election of President Granger and the Coalition?” It seems that Singh’s letter had created quite a ruckus at the LGC and at that time had invoked some kind sentiment from the Government. The NDC’s were later informed that rather than bonuses, the workers would be paid the nine percent retroactive in keeping with the

Government’s announced salary increase and retroactive for public servants.

The retro money has not been released to the NDC workers so far and there is silence at the LGC on this issue.

It seems that the LGC has gone back to its original stance of not paying any monies to these lowly paid workers. While the Coalition campaign banner is emblazoned with the phrase “good life for all”- it seems like the remnants of “clean up my

Country” (NDC workers) have been dumped by the Coalition into the gutters where they laboured to provide a clean environment for the “good life” for others.

The public should take note! If the Coalition cannot deliver on a little short term promise of paying the retro to the NDC workers before the elections. They should not be trusted or be given the chance to deliver on any promise beyond March 2nd.

EPA gave ExxonMobil permission for temporary flaring for Liza Phase One

E

xxonMobil's engagement in temporary, nonroutine flaring in the Stabroek Block some weeks ago, and up until now, has caught several regulatory agencies such as the Environmental Protection Agency (EPA) by surprise.

But it was this very agency which gave ExxonMobil the permission to do so with its stamp of approval for the Environmental Impact Assessment (EIA) the oil giant submitted.

According to the EIA seen by Kaieteur News, ExxonMobil notes that flaring will be temporary and non-routine. In fact, its

subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) intends to re-inject all operationallyproduced gas under routine conditions, except that which will be utilized for FPSO operations (e.g., fuel gas).

It was further noted that a flare system will be provided for the collection and safe disposition of produced hydrocarbon gases resulting from unplanned, non-routine relief and blowdown events.

The EIA states that relief events occur to prevent overpressure scenarios in the process equipment.

It further clarifies that blowdown events occur to depressure the facilities in a

controlled manner as a result of emergency shutdown events.

In addition, the EIA states that temporary, nonroutine flaring will occur during equipment maintenance, process upsets, and start-up.

EPA Head, Dr. Vincent Adams had told Kaieteur News that while he respects the fact that flaring would be inevitable, the length of time it has been doing so, was “unexpected.”

Be that as it may, the EIA does not put any restriction on how long Exxon is allowed to carry out flaring.

In fact, it will be able to do so at various intervals until 2040.

New twist in newspaper vendor's murder…

Brothers, friend held as cops seek fourth man

he case involving the murder of newspaper vendor, Shawn Mannilall, took a startling turn yesterday. Police officials are confirming that they have now held two brothers, a friend, and are seeking a third suspect for the January 10, killing. The development comes even as three other men remain on remand for Mannilall's murder.

In custody last night are the two brothers, who reside a short distance from the home of the Queenstown, Essequibo Coast victim, and a friend who also lives in the same area. One of the detained men is said to be a friend of a female relative of the slain vendor. Police are also trying to track down a fourth man from Affiance, Essequibo, who allegedly played a major role in planning the crime.

The suspects are said to have provided information, which has implicated them in the slaying. They are all in their twenties. Confirming the developments last night, Crime Chief Michael Kingston said: “We have additional information and we have made some arrests.

“We are making good progress in the investigation.”

Another police official confirmed that investigators had initially arrested the trio and the friend they are now seeking to locate. However, they were subsequently released, and three others

were charged, just two days ago. Remanded last Wednesday for murdering Mannilall during the course or furtherance of a robbery are Carl Carter, Delhoya McKenzie and Carlton Carter. “We may now have to hold a confrontation with them (the remanded youths) and the ones we have now arrested,” an official said.

Ac c o r d i n g t o information, Mannilall, 48, of Parcel 61 Queenstown, Essequibo Coast, was shot and killed around 20:00hrs on January 10, 2020.

“Do not force the hand of GNBA” C

hairman of the Guyana National Broadcasting Authority (GNBA), Leslie Sobers, on Thursday categorically refuted false allegations made by General Secretary of the People's Progressive Party Civic (PPP/C), Bharrat Jagdeo.

Sobers has rubbished the PPP/C leader's claim that the GNBA has sent letters to Freedom Radio, other stations that are sympathetic to the cause of the PPP/C ,and stations that broadcast advertisements for the political party.

“We have not sent out letters to his perceived sympathizers alone, we have sent out letters to several broadcasters who have committed certain infractions,” the GNBA Chairman underscored.

According to Sobers, letters were sent to the following stations: MTV, WRHM, NTN, Hits and Jams, STVS, Scar Communications Incorporated, TVG Incorporated, Radio (RGI), Blackman and Sons, CN Sharma and Freedom Radio.

He further added “... we normally look at infractions

lies and prevent reoccurrences,” he explained.

The Chairman believes that the PPP/C leader “is trying to force the hand of GNBA to take action against Freedom Radio.” Noting that Freedom Radio alone in the last quarter of 2019, committed 32 infractions – involving vulgarity, bad taste and disparaging remarks, which are all laid out as breaches in the Broadcasting Act. It was also highlighted that the PPP/C General Secretary claimed that he will send the letters from GNBA to the international community.

“I want Mr. Jagdeo to understand that we will not be forced into action and he is fully aware of what is required as a broadcaster, because he was once a Minister of Information and the Act was assented to by him,” Sobers declared.

Sobers also disclosed that GNBA operates in full autonomy and is cognizant of the importance of freedom of expression.

“Another important factor is that the Special Investigative Committee is

not a one-man show. It is chaired by Joel Edmond and has other professionals and independent thinkers such as Attorney-at-law, Ms. Sadie Amin who is also a member of the People's Progressive Party. These individuals are fully responsible for the

review and determination of infractions.”

Th e G N B A H e a d emphasised that broadcast licenses are given with a degree of confidence, reposed in the broadcaster to act within the law and if breached, they can face the

Special Investigative Committee for corrective discussion only. However, when they are called before the Hearing Committee of GNBA, it deals strictly with penalties and the letters will not be dealt with in the hearing committee. (DPI)

aran Singh, 21, was yesterday freed of a charge which alleged that he caused the death of an elderly man in an accident. Singh was on trial for the offence before Magistrate Zamilla AllySeepaul at the Leonora Magistrate's Court. The charge against him was dismissed after the presiding Magistrate upheld a no-case submission made by his lawyer, Jerome Khan.

According to police reports, Realino Santiago, 71, was struck down and killed by motorcar PVV 982 on September 28, 2018 at Cornelia Ida, West Bank Demerara. The pensioner who resided at Lot 1 Public Road, Cornelia Ida, West

Coast Demerara, was crossing the road when he collided with the vehicle.

Footage from a nearby security camera showed Santiago suddenly dashing out onto the road. The driver swerved to avoid an accident but failed.

The impact sent the pedestrian into the air.

Santiago was rushed to the Leonora Cottage Hospital, where he died while receiving treatment. Singh, a resident of Anna Catherina, West Coast Demerara, passed the breathalyzer test.

In a statement to the press, Khan said evidence during the trial revealed that his client made every effort to avoid hitting the pedestrian.

According to Khan, “After

the accident Singh came to a stop, rendered assistance, and took the victim to the Leonora Cottage Hospital and then made a report at the Leonora Police Station.”

During the trial, Khan said he argued that the prosecution failed to prove beyond a reasonable doubt that his client drove above the speed limit in a dangerous or reckless manner and that his driving was a danger to himself and the public at large.

Added to that, Khan said he argued that there was no evidence which led to show that his client did not exercise the five Cs in driving, care, c a u t i o n , c o u r t e s y, commonsense and consideration.

he police never learn. They pretend to act with restraint when in fact their postures amount to not taking action. This ambivalence on the part of the police encourages further acts which threaten peace and public order. And this adds to the difficulty which the force is facing in demonstrating that it is a professional outfit.

A few weeks ago, there was an incident in which APNU supporters obstructed, in the presence of the police, the passage of a PPPC vehicle which was making announcements in an area which has been a stronghold of APNU. The police should have intervened and put a stop to the obstruction, especially since a few days earlier there was an incident in Sophia in which an almost similar thing occurred. Unless the police put a stop to these incidents, there is bound to be an escalation of tensions and endangering of the peace.

Videos have surfaced on social media in which a man was seen using a stick to hit down PPPC flags from lantern posts in an area. The police have reportedly

arrested the man which is good. But why have they not as yet arrested the woman who was captured in another video doing the same in another area.

The police should have been sending a strong signal that they will not be tolerating certain types of conduct during the elections campaign. Once they make that clear, it is their duty to enforce it so as to deter any such conduct in the coming weeks.

The PPPC is reporting that its meeting in Mocha was disrupted by APNU supporters who were advertising their meeting at the said time. It would be hard to convince anyone that this act by those APNU supporters was not deliberate. Instead of the police urging that this disruption cease, they advised the PPPC to discontinue their actions. Is this professional conduct on the part of the police? The victim has to suffer while the violators are allowed license?

Guyana is retrogressing when it comes to political tolerance. This will have an impact on the freeness of the elections. Opposition parties should be allowed to

campaign in APNU strongholds and APNU should be allowed to campaign in PPPC strongholds.

So far there have been no reports of APNU being prevented from keeping meetings in PPPC strongholds.

But when a party knows that it is losing an election, it becomes desperate and irrational, and that is when we see attempts at violence, obstruction and downright lawlessness.

Last election, there was this indecent incident in which a woman, in full public view, pulled aside her undies and urinated on a PPPC flag. Now this was just theatrics on her part and was not at all illegal, but it was vulgar and crass act which should be discouraged by her political masters.

The police will only be giving themselves headaches later on, unless they take condign action now to stop these negative acts.

But the police have been known to face problems in preventing violations of the law by political party supporters. They have a great difficulty in understanding what it means

Incidentally, the PPPC Prime Ministerial candidate and former Chief of Staff of the Guyana Defence Force (GDF) said that when he left the GDF it was a professional outfit. He may have spoken too early.

There was a bizarre development last Thursday.

The Guyana Defence Force was hosting its annual officers' conference and instead of the President going to one of the bases to address the officers, the

officers had to assemble at State House just to hear his address and to take some photographs.

Guyana is going down the wrong road. It has been down this road before and the silence over what was taking place then led to economic destitution and political repression.

This is all the more reason why the police have to be neutral and to take action against those who are engaged in violent actions or inciting disturbances during

the campaign. But the police are not serious. They at best are exercising restraint. And Guyanese are too well aware of the consequences of such restraint.

Ravi Dev should call up Eusi Kwayana and offer advice E

usi Kwayana is one of the most honest persons political activism birthed in this country. Most of Guyana who know him, respect and a d m i r e h i m d e e p l y.

Kwayana is a legend. I knew him well before he left and always thought of him as an enigmatic person who can be irritating with his extreme willingness to be evasive and

recondite. He is one of the great figures of this country that chose not to be open and straightforward with words.

And I think it is deliberate.

I concluded a long time ago that it was a trait of Kwayana that he would not consciously exorcize from his personality. But it is a trait that is insulting to history, and Kwayana should be told that he cannot write

so evasively, because he is doing history a disservice. I have read almost everything Kwayana wrote and writes and each time, my eyes light on what I read, I would say, “Oh God, will we know who or what he is referring to?”

Last December, on the 7th, Kwayana published a letter in the Stabroek News (I would never understand why he eschews the Kaieteur

News; this is the second time in ten years I am making that accusation against him) on the quest by Donald Rodney to have his appeal heard.

Here are extracts from that correspondence; “In February 1982, a learned magistrate tried a case against Mr. Donald Rodney and handed down a conviction which, to put it mildly, raises doubts about its rightness… I attended the trials of Donald Rodney and can respectfully say that they seemed to ignore rules of procedure generally accepted as vital to justice.”

When I read this piece I was livid. I said to myself; “what nonsense is Eusi writing?” Those words came into my head and I remain unapologetic. Surely Kwayana, a historic figure in Guyana, cannot be so naïve about the value of history.

Almost 80 percent of our population are not familiar with those events in which Walter Rodney was killed and his brother Donald was charged as accessory to his death.

Kwayana cannot be so naïve as to not know that young minds would like to know about that era. They should be told about places, events and names. That is called the recording of history. Kwayana should contribute to the recording of history rather than trying to obfuscate history.

He tells the young population of Guyana that he attended the trial. He has

harsh words to say about how it was conducted, then in typical, irritating Kwayana fashion, young Guyanese minds are told that “a learned magistrate” convicted Rodney.

But Kwayana contradicts himself further contributing to your anger when you read his letter. If the trial did not conform to procedures that are indispensible for the attainment of justice, then why did he refer to the magistrate as “learned?” How can a vet be referred to as competent when he is criticized for killing your pets?

Here again is the man who doesn't want history to be recorded. He writes; “ R e c e n t l y, i m p o r t a n t personages such as the former President and former Attorney General have expressed publicly the view that if the accused was unjustly convicted, the only remedy open to him was a presidential pardon… and wish to pose publicly my timid reservation at the view expressed by the former President and former Attorney General.”

Can Kwayana tell the young population of Guyana which former president (don't tell me it was my friend, Sam Hinds) and which former AttorneyGeneral he is referring to?

What is wrong with naming them?

Ravi Dev has more willingness than Kwayana to be specific. Writing last Sunday, he helped in the

Frederick Kissoon recording of history. He informed this young population about serious political betrayals by WPA and AFC. He said that in 2005, a number of small parties including his outfit, ROAR, decided to come together to form a third force, but it quickly dissipated.

Among other reasons, persons that were about to form the AFC wanted to lead the new grouping and the WPA asked who were they to want to have such a role.

Secondly, the WPA was pushing for these small parties to join the PNC's “big tent” advocacy, but the small parties wanted not to be affiliated with the two big leviathans. The group broke up because WPA advocated alliance with the PNC, while ROAR and the Guyana Action Party rejected such a coalition.

Obviously, Dev was referring to the founders of the AFC and the key WPA players at the time; possible names like Rupert Roopnaraine. Maybe Kwayana can expand on this; be less evasive and help us record history.

Dishonesty, indecency and no integrity are hallmarks of the Granger-led APNU+AFC

DEAR EDITOR, For five years, APNU+AFC abandoned young people. The List of Candidates for the 2020 General and Regional Elections affirmed that the Granger-led APNU+AFC still believes the young people must await their turn, as he stated in 2016. They have not told the Guyanese youth the truth then and now. They promised free university education in the 2015 campaign. In government, they increased the fees.

Again, they are promising young people free education and jobs. There is nothing honest and decent in blatantly lying to the Guyanese youth.

The Granger-led APNU+AFC promised accountability and transparency. They are hiding documents to prevent auditing by the Auditor General, they refuse to account for the $US18M EXXON bonus and the $30B

GUYSUCO loan. But they refuse to make integrity declarations, which is the law.

A few months ago, David Granger said he was very busy and that is why he has not been able to adhere to the law. The vast majority of his colleagues in Cabinet and his MPs have also refused to submit integrity declarations.

But violating the law, refusing accountability and transparency appears to be a natural part of their DNA. That is why violating and ignoring the constitution and the courts seem to come naturally to them. No matter what excuse, nothing about these things is decent, honest.

Not able to talk about the “good life” and “let progress continue” because of their miserable record over the last five years, Granger and APNU+AFC tried a thing with a new slogan “the decade of development”. This too fell flat since they cannot tell their

own supporters, much less the nation, what plans constitute the “decade of development”. Now they are experimenting with another desperate empty slogan “decency, honesty and integrity”. It underlines the incredible cluelessness of Granger and APNU+AFC that they chose a slogan which effectively works against them because it is easy for any citizen to see that the APNU+AFC cabal totally lacks decency, honesty and integrity. No government since independence has been as indecent, dishonest and lack integrity as this Grangerled APNU+AFC. APNU+AFC launched their 2020 elections campaign at a site that epitomizes their corruption, dishonesty and indecency. The D’ Urban Park Jubilee project cost, according to their own figures, more than $1.5B. They claimed it was a private venture led by an NGO

headed by Rupert Roopnarine and that the NGO collected donations from private people. But the Auditor General confirmed more than $600M was transferred from the consolidated fund to the project. Other payments for D’Urban Park were disguised in various ways. Bharrat Jagdeo and the PPP in and out of Parliament and other citizens, like Chris Ram and others, have been demanding accountability. APNU+AFC’s response has been to hide all the documents relating to D’Urban Park. It is sheer corruption, nothing decent, nothing honest, absolutely no integrity. The D’Urban Park scam alone exposes the myth of “decency, honesty and integrity” of Granger and APNU+AFC. The recent publication of an order in the Official Gazette providing for salary increases for constitutional office holders stinks with dishonesty and indecency.

Christopher “Kit” Nascimento is tendentious, cunning and calculating. You only have to look at the timing of the letters. His colleagues will pen other letters perhaps even on the tone of my response and what a media entity ought to do.

I reject that the letters were on media broadcast coverage in general. They were all directed to and focused on NCN and me. Kit even called a newspaper editor demanding why I was allowed to respond to his letter before it was published.

This Pharaoh of Fairness does not realize that like Sisyphus, he’s pushing the boulder up the hill and it’s really punishment.

He is such a good Public

Relations czar though he probably thinks he’s doing a good task.

Once again Kit displays his contemptuous approach indicating what he thinks the Chairman of NCN should say on the issue. After all, Kit has positioned himself as the national arbiter of all matters of communications and information.

He goes on to condescendingly refer to how he regards me as a “professional” but note the language used “both when he (Woolford) worked under me (Nascimento) and since”. As Chairman/CEO of NCN, Capitol News and before that, no one works “UNDER” (my emphasis) me, they all work WITH me.

In his response he continues to use various adjectives to describe what he thinks is a particular type of coverage with which he is more familiar. Remember I worked with Kit. He never got under my skin; not then, not now.

NCN as media entity has maintained a completely different line from Nascimento’s time in the field.

NCN’s coverage over the last four years is different from the past. Nascimento says, NCN must prove how it covered events. Mr. Nascimento “He who alleges, must prove”!

Recall the days when Mr. Nascimento released word and column inch counts, broadcast duration counts.

Mr. Christopher Nascimento finally admitted what his real intention was, attention, specifically the attention of the “International Community” and “Observers”. Just like how I know Mr. Nascimento, the International Community knows and Guyanese have known Kit Nascimento going all the way back to February 16, 1962.

Mr. Nascimento’s perception is not my or NCN’s Reality or the Reality of the rest of the world for that matter. NCN’s coverage of the one event of the President making a speech was fair. It is not for Kit Nascimento to decide what “vests” the

President with the authority to deliver the speech or whether NCN should cover the President.

Kit Nascimento was unaware that his reference to a 1949 Fairness Doctrine abandoned more than thirty years ago in another jurisdiction was not even applicable here in Guyana.

The Contempt is clear.

2019 and gazetted on December 3, 2019. But why was it a secret until it was exposed two weeks into 2020, almost six weeks after the purported signing date? Was this order back-dated? In addition, the order can only become law after a parliamentary process. It is a negative resolution, so the resolution must be laid in Parliament and then sit for one month before it becomes law.

It is not debated unless an MP gives notice of objection within the stipulated time. But there was no official laying of the resolution in Parliament and, even if they did, the parliament was dissolved on December 30, 2019, meaning that the resolution never had time to mature. Decency, honesty and integrity seem to be alien words and characteristics of Granger and APNU+AFC. Given the public outrage, it was reported Granger will not accept the increase. Then, the Nagamootoo-controlled DPI issued a statement from Jordan that Granger is not included in the order. There is no limit to the dishonesty of APNU+AFC. I have read the order hundreds of times and I do not see anywhere in the order that excludes the President of Guyana. I do know that since 1980, the President of Guyana, whomeverheis, is a constitutional office holder. Fooling people whether to dismiss the outrage by denying Granger will benefit or by having Granger stating he will not accept the increase is sheer hypocrisy and dishonesty. It is not just that Granger and others will benefit from retroactive payments, it is that the pension he is eligible to receive after defeat on March 2, 2020 will be a bigger pension and that is the real objective of the order.

What integrity are they talking about, what honesty and decency are they boasting about when they permit the signing of mega contracts after the dissolving of Parliament and in the absence of a 2020 Budget?

What is decent about signing a contract with one of their friends for $826M and allowing a sub-contract to be signed for an amount less than the $826M? If they seriously embrace the notion of “decency, honesty and integrity” publishing the subcontract should be a nonissue. Incidentally, what is decent about giving out a more than $500M contract when the other bidders all tendered costs more than $80M less? What is decent and honest about hiding documents to prevent auditing the CJIA project?

Not a single day since May 2015 has gone by where there is not another example that exposes them as indecent, dishonest and without integrity. Corruption has become mind-boggling. More than 30,000 persons have lost their jobs. Thousands of small businesses have closed.

Existing businesses are struggling. Guyana has produced 90,000 tons of sugar, after always surpassing 100,000 tons for 100 years. Guyana has borrowed even more today than the PNC era. APNU+AFC has squandered the total gold reserve, the lotto funds, more than half of the US dollar reserve in the Bank of Guyana, accumulated over $80B in overdraft at the Bank of Guyana without giving an account.

Limitation of space prevents the temptation to list the examples of dishonesty, indecency everyday for the almost 1,800 days of the APNU+AFC tenure. We can conclude with two simple examples. Who really are PNC and AFC members on the lists of candidates that APNU+AFC submitted to GECOM? Who really is the PM candidate for APNU+AFC? Why the (Continued on page 6)

ERC investigates Coalition, PPP/C for racial slurs at rallies

A

s Guyana gears towards the March 2 polls, the Ethnic Relations Commission (ERC) has indicated that two major political parties are being investigated for the use of racial slurs during their campaign rallies.

During a press conference held yesterday at Cara Lodge, an ERC Commissioner, Norman McLean stated that “we have identified two incidences that took place where language was used which we (ERC) thought was used to excite the crowd on the basis of race.”

The Commissioner indicated that these two incidents took place at Plaisance, where Joseph Harmon addressed APNU/AFC supporters and at a People's Progressive Party Civic (PPP/C) rally in Kitty, where Juan Edghill addressed those present.

As it relates to racial slurs uttered by officials

The ERC Commissioners during yesterday's press conference within political parties, the Commission indicated that if investigated and the complaints are found to be of a serious nature, the said individual can be charged criminally. Additionally, the findings of the ERC's investigation can be forwarded to the Chairman of the Guyana Elections Commission (GECOM) and the political party can be removed from the ballot. The Commission highlighted that the type of sanctions

solely depend on the gravity of the complaint On that note, a draft of a proposed “Code of Conduct” relevant to the electoral period was shared with all the political parties contesting the general and regional elections, requesting their input for finalization of the document.

However, only one party has thus far provided the Commission with a response.

(Reuters) – The first-ever cargo of Guyana's crude for export is scheduled to begin loading this weekend so the oil can be processed at Exxon Mobil's refining system, the company told Reuters yesterday.

Exxon has so far made 15 discoveries of oil reserves in Guyana, turning a risky exploration venture into one of the world's most promising oil mega-projects.

The company is entitled to the first two crude cargoes to be exported from the Liza field, which it shares with U.S.-based Hess Corp and China's CNOOC.

The Exxon-led consortium has discovered more than 6 billion barrels of recoverable oil and gas resources off Guyana's coast, which could eventually produce 750,000 barrels per day.

Those finds are turning Guyana, an impoverished nation with no history of crude output that borders longtime producers Venezuela and Brazil, into a hot property for oil investment.

The tanker Yannis P, flagged by the Marshall Islands, arrived yesterday in Guyanese waters. It plans to

transport up to 1 million barrels of Guyana's Liza crude, which would arrive into the United Kingdom in late January, according to Refinitiv Eikon's vessel tracking data.

The shipments following the two Exxon cargoes are to be taken in February by Hess and Guyana's government.

The government already awarded its first three cargoes of Liza crude to Royal Dutch Shell through an open-market tender.

Forestry to re-allocate thousands of hectares seized from BaiShanLin

he Guyana F o r e s t r y Commission (GFC), facing a shortage of operating cash, has decided to allocate concessions it had seized from Chinese investor, BaiShanLin. Y e s t e r d a y , Commissioner (ag), Gavin Agard, announced the GFC's intentions to advertise and received applications for the allocation of State Forest Authorisations (SFAs) and State Forests Exploratory Permits (SFEPs) over a number of areas.

The areas include concessions formerly held b y K w e b a n n a Wo o d P r o d u c t s I n c , Wo o d s Associated Industries Company Ltd, Baishanlin International Inc, Puruni Wood Products Inc and Haimorakabra Logging Company Inc. :The decision to advertise these areas is premised on the fact that the GFC had revoked the above forest concessions because of serious breaches of the Forests Act 2009 and in the case of Barama Company Ltd the forest concession was surrendered.”

Agard explained that the seizures affected the revenue performance of the GFC, especially over the last three years.

“To this end, the Board of Directors, Guyana Forestry Commission - at its last statutory meeting held on 30th December, 2019, by way of resolution, expressed

Commissioner (ag) Gavin Agard its no objection to the areas being advertised for reallocation.”

The Commission said that more information is available on its website: www.forestry.gov.gy GFC is currently in a reform mode, after complaining that its cash reserves had dwindled amid a number of questions loans and increased cost for monitoring.

It was announced in 2016 that GFC was moving to repossess over 600,000 hectares from BaiShanLin International Forest Development Inc., a Chinese logging company that had been under fire for its operations here.

The news of the concession seizures came as the commission continued to assess the operations of a number of large concession holders to ensure that they

were in keeping with regulations and that commitments made in agreements were being honoured.

According to GFC, the decision was taken after the cash-strapped BaiShanLin failed to deliver on agreed actions to introduce investors to the commission and failing, despite being given time, to prove that it had an acceptable plan to clear an approximately $80M debt.

It was announced earlier that year that BaiShanLin's partner, Long Jiang Forest Industries Group, was set to take over management of the company in Guyana after it became clear that monies had dried up for the company that had overextended itself in too many sectors.

BaiShanLin was not only involved in logging and exports. It had also branched off to gold mining, housing, river transportation, ship building and even property acquisition.

Several of the ventures, including its unfinished luxury homes and a mall, would tell a stark tale of an investment that went all too wrong…all too quickly. The company was even accused of burning down a large swath of forest up the Berbice River and never reporting it.

It owed the government of Guyana hundreds of millions of dollars for properties it bought.

24 Local Govt. staffers recognized for long service

L

ongstanding employees of the Ministry of Communities were on We d n e s d a y e v e n i n g honoured for their selfless contribution to local government and the public sector.

The award ceremony was held at the Arthur Chung Convention Centre.

Notable among the awardees was Margaret Richmond, whose service in the public sector spanned some 43 years.

Richmond joined the public service in 1977 as an Accounts Clerk in the Ministry of Agriculture. In 1993, she joined the Ministry of Legal Affairs as an assistant accountant and later the then Ministry of Housing and Water in 1997, as an accountant and chief accountant between 2007 and 2015, where she retired.

She was later rehired to serve as an accountant in the Ministry of Communities in August 2017.

Following Richmond in years of service was Diane Critchlow, who after 35 years is still rendering her service in the local

government system.

Critchlow who began her journey in the public sector in 1983, served in a number of financial positions at various councils. She is currently the Town Clerk of the Anna Regina Town Council. She was followed

by Ackloo Ramsudh and Audrey Nelson, who have given 33 and 31 years respectively to the system of local government.

For regional service, Maureen Ward from the Regional Democratic Council of Region Six was honoured for her more than 30 years of diligence in the system. She began her journey in 1980 as an accounts clerk. She is also a District Development Officer 1.

With 30 years of service too was Ismay Joseph who has been working at the Patentia Neighbourhood Democratic Council since 1998. She is currently the overseer of the council.

$2B feasibility study, designs for Linden highway rehab complete

T

he feasibility studies and designs for the Linden-Soesdyke Highway rehabilitation have been completed by Beston SRKN'gineering Company, a consultancy firm contracted by the Ministry of Public Infrastructure. The project was largely funded by the

World Bank.

According to the Public Infrastructure Ministry, the $2 Billion report was recently received and will ensure the 72km highway is fully rehabilitated after decades of neglect.

The report is currently under review by the aforementioned Ministry.

Once approved, it will be

submitted to the Ministry of Finance for the major road project to be included in Budget 2020.

On May 2, 2019, Beston SRKN'gineering Company engaged Linden' s c i t y council officials and members of Region 10 Regional Democratic Council (RDC) on the status of the studies and designs to

garner their opinions.

This engagement was one of three that were held.

Residents along the highway and in Linden made representations for the thoroughfare to be outfitted with lights while the roadwork is in its infancy.

As such, energy-efficient LED lights are being

installed along the densely populated areas of the highway. Some of these areas include Kuru Kururu and Bamia. During the rehabilitation of the highway, the entire length from Soesdyke to Linden will have lights.

Beginning at the Soesdyke junction, the rehabilitation works will

proceed along the highway and terminate at the McKenzie Bridge, which will be rebuilt.

In 2018, the Coalition Government invited proposals from local and foreign counterparts to provide consultancy services for the Linden highway's feasibility study and designs. (DPI)

Mash Day murder convicts complain of severe sentence

w o m e n convicted of murder are now looking to have their convictions overturned.

Arguing that their sentence of 75 years is unduly severe, Devon Thomas, 26, and Randy Isaacs, 21, are now asking the Court of Appeal to overturn their conviction. In 2015, they were found guilty by a jury of the February 23, 2013 murder of Enterprise, East Coast Demerara businessman, Kumar Mohabir.

They were sentenced to the term of imprisonment by Justice Navindra Singh, who ordered that they will have to serve at least 40 years before the possibility of parole.

Based on reports, Mohabir,

MURDERED: Kumar Mohabir 25, called “Duksy” and “Fire Link” of Lot 7 Fernandes Street, Enterprise, East Coast Demerara (ECD), was brutally stabbed by a drunken mob on Vlissengen Road, Georgetown.

The man, who operated a tent rental business at his residence, was attacked after he went to the location to collect a tent he rented to his neighbours for the Mashramani Day celebrations. He was stabbed by a group of intoxicated persons, armed with broken b o t t l e s . H i s b r o t h e r, Navindra, 30, was also attacked when he tried to intervene.

Both Isaacs and Thomas were found guilty of attempting to murder Navindra Mohabir. In documents filed at the Court of Appeal in Kingston, Georgetown, the two murder accused have advanced seven ground in which they contend that the trial Judge erred and was misconceived

in law.

In the first ground of appeal, they argue, “The learned trial Judge erred in law in failing to direct the jury to disregard and/or to place no weight on the evidence relating to the identification parade, because it was conducted in unfair circumstances.” The men, through their lawyer, are further arguing that the Trial Judge erred in his direction to the jury on how to deal with the inconsistencies and discrepancies that arose during the trial between the witnesses' testimonies.

evidence of their identification, if taken to be honest, was so slender a base, that it was an unreliable basis for a conviction. They are complaining that the Trial Judge erred in law in failing to withdraw the case from the jury and uphold a no-case submission, as the quality of the identification evidence was so poor it would have been unsafe for a jury to convict them.

Furthermore, they argue, “The Trial Judge erred in law in not adequately putting and/or explaining to the jury their defence.”

In their final ground of appeal, the convicts argue that the judge erred in law by

usurping the discretion given to the Parole Board when he stated in his sentencing when they would become eligible for parole.

When the jury returned the guilty verdict, both Thomas and Isaacs maintained their innocence.

“I am innocent of this charge.

The only one can judge me is Allah,” Thomas said holding a copy of the Holy Quran.

Isaacs uttered the identical words. At sentencing stage, the men's lawyer begged the court to impose the minimum sentence. The lawyers highlighted that their clients were men of good standing as they had no previous convictions.

HIV awareness in schools among … as Region 10 begins initiatives planned Mash preparation W

ith plans to e x p l o r e several new initiatives, the Regional Democratic Council (RDC) of Region 10 has initiated its preparation for Mash 2020.

This is according to Deputy Regional Executive O ff i c e r ( D R E O ) , M s .

Maylene Stephen, who revealed that already two meetings have been held and the Region is raring to join the rest of Guyana in celebrating Guyana's 50thRepublic anniversary.

“We have already begun intense planning for this year's celebration.

As a matter of fact we have already met with some of the costume designers as we seek to ensure that all systems are properly in place. After our meetings we decided to select three designers who would be tasked with designing the Region's costumes and float jointly, which will showcase the theme,” Stephen said.

Taking into consideration that Linden was the birthplace for Mashramani, the DREO said that several new initiatives will be executed this year as moves are made to maximize the event through the staging of several activities.

She said that the planning committee has been adequately staffed representing various agencies and departments.

“We are ensuring that all stakeholders are

represented, as we want to ensure that no one is left out, and that everything needed for the success of Mash 2020 is achieved,” Stephen said.

Reflecting on last year's preparation, the DREO recalled that last year the region had planned a HIV s e n s i t i z a t i o n s e m i n a r, among several of the secondary schools, with the primary objective being to ensure students and youths are aware of the impact of the disease.

She however noted that owing to some glitches with the Regional Educational Officer and his staff, this event unfortunately did not materialize.

“We recognized that several students and teachers were disappointed when we didn't execute this event, as many students were eager to better understand the impact of HIV and other pertinent information regarding the disease, which is still viewed as one of the world's worst diseases,” she said.

She expressed the view that HIV information is critically important, but noted that those within the education department have reported on numerous occasions about the many challenges they face.

As she highlighted an increase in social ills, the DREO said that the regional administration is seeking to empower the residents so that they can make more informed choices.

“Last year we were unable to execute this project, but I can confirm that this year it is on our calendar and will be treated with priority, as we want to ensure that while there will be a lot of celebration, the public, including our children, is cognizant that they must be responsible if they engage in sexual activities as we don't want to increase the number of infections.

We value them and remain confident that these individuals can still make

meaningful contributions to society.

So we are urging all to attend this event when the date is announced,” the DREO appealed.

Stephen disclosed too that the Region 10 will move to add some sporting events to the calendar of activities.

This is important, she asserted, because the Region is not only known for its academic achievements but also its cultural and sporting accomplishments.

She said that among the events that will be added to the calendar is the Colvin Heath-London National T20 Inter Secondary School Male Cricket Competition.

She disclosed that the regional leg of this competition will g et

underway later this month.

She is confident that despite which school wins the regional leg, it will represent Region 10 nationally in a very impressive way.

“We have talent, we have skills, and we will continue to domin ate anything that Region 10 is involved in, as our residents are very supportive of their fellow residents who are involved in anything; that is why Region 10 is one of the most eagerly sought after places to be,” the DREO added.

According to Stephen, a detailed calendar of activities will be released shortly and will include a number of activities that cater for both young and old students.

CARICOM Secretariat headquarters going solar The CARICOM Secretariat at Turkeyen

T

he CARICOM Secretariat is moving towards 100 percent renewable energy for its Headquarters here at Turkeyen.

On Monday, construction of a photovoltaic power generation system is set to commence.

The project is part of a wider initiative called 'The Introduction of Renewable Energy and Energy Conservation System in Guyana and CARICOM', being financed by the Government of Japan.

The project will include the installation of 400kilowatt of solar photovoltaic power generator to provide electricity to the secretariat building; a battery and power conditioning system

for energy storage and power quality regulation; and an advanced building energy management system to, among other things, provide air conditioning controls and track energy efficiency and indoor air quality.

The implementation phase is set to run from January to August, with commissioning scheduled for September.

“On completion, the secretariat expects its headquarters building to derive 100 percent of its energy from solar-based sources on a majority of its operating days,” CARICOM said yesterday.

The project design is linked to the CARICOM Energy Policy and the regional strategy for sustainable energy.

“It's expected that the project will be a forerunner to the type of transformation that will happen in member states, as part of the energy transition.”

EPA to fine Schlumberger G$1M for chemical spill at National Shipping

ollowing an investigation into the chemical spill that occurred in December last at the Lombard Street wharf of the Guyana National Industrial Company (GNIC), the Environmental Protection Agency (EPA) says it would be instituting a $1M penalty against Schlumberger. Making this revelation was EPA Head, Dr. Vincent Adams during his

interview on Kaieteur Radio's programme, Guyana's Oil and You. There, the official was keen to note that Schlumberger Guyana had brought in a container with some materials and chemicals which were cleared by customs months before the incident occurred.

For whatever reason, Dr. Adams said that Schlumberger did not remove the container. This, he said,

Kaieteur News understands that the EPA and GNIC have been in discussions about the latter getting the proper authorization, so that it can have such materials on its premises. He added, “They have been very cooperative and they have been giving us all the information we need, so I know without question GNIC will do whatever the law calls for.”

Until that issue is addressed, the EPA has put a hold on all chemicals and materials for the oil sector being stored at GNIC.

Bandits are continuing their reign of terror on West Coast Demerara bars as another was stormed on Wednesday evening and saw the perpetrators carting off more than $1.8M in cash, gold jewellery and electronics.

According to reports, four masked men, two with hand guns, one with a long gun and another with a knife, entered the Papi Restaurant and Bar located at Lot 81 New Road, Vreed-en-Hoop, West Coast Demerara at around 8:30pm.

The owner of the establishment, 65-year-old Parshotam Singh and two other customers; 40-year-old Mahendra Sooknanan and 21-year-old Haseeb Hamid along with a 34-year-old female cook, were in the bar at the time of the robbery.

Kaieteur News was informed that the customers were inside drinking at a table when the gang of armed men entered, held them at gunpoint, and placed them to lay face down on the floor.

The lone female, Alistra Francipio, who was sitting on a chair at the time was dealt several cuffs and kicks by the one of the armed men, while Singh who was standing inside at the counter was slapped several times to his face.

The men then relieved the owner of $7,000 cash located in the drawer at the counter along with a quantity of alcoholic beverages valued $10,000; one 45" LG television valued $125,000 and one V20 cell phone valued $ 60,000.

From Sooknanan, they removed $300,000 in cash and two cell phones valued at $90,000 while they carted off two gold chains valued $380,000; two gold bangles valued $640,000; one LG cell phone valued $35,000 and $50,000 cash from Hamid.

The armed men then made good their escape in a silver grey Toyota Spacio that was parked in front of the business. According to a source close to the investigations, no arrests have been made so far.

Investigations are ongoing.

Convicted felon gets life “Lola” agrees to compensate sentence for night club murder assault victim

opular make-up artist and social media personality, Lolita Callendar, commonly known as “Lola” yesterday missed being sent to prison, but according to Principal Magistrate Faith McGusty, “the dogs of war are after her heels.”

Callendar was charged for assaulting fellow makeup artiste Onika Pompey and was to receive a sentence for the offence yesterday.

However, the parties finally settled for compensation.

The matter is being heard in the Georgetown Magistrates' Courts. A probation report on the background of the defendant was presented to the court yesterday. In the report it was mentioned that Callendar had to fend for herself at the early age of 16. She moved on to own her own business and became the sole breadwinner for her three children.

Callendar told the probation officer that despite having a lot of friends and followers on social media her business fell to the ground after being incarcerated in the British Virgin Islands (BVI).

It was also mentioned that she has shown remorse for her actions based on the incident between herself and the victim, however she claimed that it was Pompey who was the aggressor in the altercation.

The accused then told the court to settle the matter, she is willing to pay, but she cannot give a huge amount of money as she is in a financial crisis and her grandmother recently passed away.

Pompey then interjected saying that they both have friends in the same circle and two persons had offered to

lend Callendar the money to pay the compensation and she refused it. Pompey also told the court that “Lola” recently promoted an event, and therefore she has the money to pay her.

To this the magistrate said, “I do not follow social media but I do hear the rumble of it, and at one time as I was viewing the video evidence, I saw someone holding on to a head and was hitting it as though they were trying to burst coconut to make cook-up rice.”

She added, “I don't believe all that you [Callendar] told the probation officer was true and if it is that you cannot compensate the victim, I know what I can do.”

The magistrate then stood down the matter for a few minutes to allow the accused to be guided by her

lawyer on the way forward.

When they returned Callendar told the court that she can pay a sum of $200,000 within four weeks.

Pompey however, stated that she is not accepting anything less than what she wanted as compensation, which is $800,000.

The accused said, “I am not the same person I was a year ago. Being incarcerated has changed me. To this the magistrate stated that it appears that incarceration changes the accused and maybe she should give a sentence to that effect, but Callendar declined to have that done.

The magistrate then indicated that she will allow the time to pay the compensation in parts, but if the accused shows up on the next date and is unable to (continued on page 24)

hawn Harris, 31, who was last December found guilty of murder, was yesterday sentenced to life imprisonment for the crime.

He does not become eligible for parole until after serving 20 years' in prison. It was Justice Jo-Ann Barlow who imposed the custodial sentence at the High Court in Demerara. Harris was found guilty of the February 05, 2017, murder of 42-year-old Sunil Singh.

Singh, also known as 'Grey' was killed while trying to prevent a robbery from happening at the Blue Martini Night Club on Lamaha Street, Georgetown.

Reports surrounding the killing indicate that Singh wrestled a bandit and his accomplices to prevent them from carrying out an early morning attack at the night spot. It was then he was repeatedly stabbed about his body.

At the time of the robbery, a police release stated that three men had visited the club after a police patrol went to enforce the 2am curfew.

Singh, after observing the men acting suspiciously outside the night club, alerted a bartender, who refused the men access to the club by telling them it was closed. An altercation ensued between the bartender and one of the men, who stabbed the bartender to his left arm.

Singh intervened and was struck to the head.

During the trial, the

prosecution led compelling evidence against Harris. The prosecution had relied heavily on CCTV footage obtained from the nightclub.

In the footage, according to the prosecution, Harris was seen stabbing away on Singh.

The prosecutors argued that Harris stabbed Singh with the intent to kill or cause him serious bodily harm.

To support this, was the evidence of Government Pathologist Nehaul Singh, who testified that Sunil Singh was stabbed three times.

The doctor gave the cause of death as perforation of the lungs. Police Inspector Prem Narine testified that Harris admitted to stabbing Singh. Inspector Narine told the court that on February 18, 2017, he went to 'B' Field Sophia, Greater Georgetown where he contacted Harris, whom he had known for over a y e a r. A c c o r d i n g t o Inspector Narine, he put a murder allegation to Harris and cautioned him.

He said that Harris then replied, “Sir when I reach the station, I gon tell you wha' happen.” The police witness told the court that he noticed some wounds on Harris, and instead escorted him to the hospital.

He said that Harris told him that he came about his injuries after falling down a flight of stairs at the Blue Martini Night Club. The police witness said that the murder accused was taken to the Criminal Investigations

Department (CID) Headquarters, Eve Leary, Georgetown, where he agreed to give a statement.

Inspector Narine explained that Harris told him it was not a robbery, but a fight, after identifying himself on CCTV footage obtained from the nightclub.

According to Inspector Narine, Harris told him “Yuh see wha' I tell yuh? Is dem man attack me at the bar and I attack them.”

It was then, Inspector Narine recounted, that Harris said that prior to going to the nightclub, he and his friends were drinking at Seeta's Bar. Harris, Inspector Narine said, told him that one of the men, 'Buck Man', hit him with a baton. As a result, Inspector Narine said that Harris told him they ended up in a fight during which he pulled out a knife and stabbed Singh and 'Buck Man'.

Harris told the police witness that Singh ran out of the nightclub and onto a nearby street. He told detectives that he learnt of Singh's death the following day.

Previously, Callendar, 27, of Lot 231 East Ruimveldt Housing Scheme, Georgetown, de-

nied the charge, which stated that on April 6, 2019, at Leopold Street, she caused grievous bodily harm to Pompey.

Pompey, 28, a make-up artist, of Lot 61 Barima Avenue, Bel Air Park, was also charged.

Her matter has since been dis-

missed for lack of evidence from Callendar who at the time was imprisoned.

The two women are said to be known to each other but when the incident happened, they weren't on speaking terms. On the day in question, Pompey and “Lola” had a mis-

understanding, which resulted in a scuffle.

According to reports, Pompey received lacerations about her body, some from several bites and “Lola” lost five fingernails after Pompey allegedly pulled her from her vehicle.

Djokovic the man to beat, again, at Melbourne Park

MELBOURNE (Reuters) Gary Lineker’s celebrated quote that soccer is a simple game that “the Germans always win” might well be adapted to tennis and the inescapable dominance of Novak Djokovic at the Australian Open.

For a tournament that has been thrown into some doubt by bushfire smoke in the leadup, a record-extending eighth Grand Slam title for the defending champion Serbian would hardly be a breath of fresh air for many fans at Melbourne Park.

Some might prefer the romance of a Roger Federer triumph in the twilight of his career or for one of the younger generation finally to break through and end the stranglehold of the ‘Big Three’, who have divided the last 12 Grand Slam titles between them.

Djokovic is unlikely to care a jot for those sentiments, and if the bookmakers are to be believed, is set to crush them ruthlessly.

The 32-year-old may never feel the affections of the crowd savored by Federer and Spaniard Rafa Nadal but his record of 16 Grand Slam titles is proof

PORT ELIZABETH (Reuters) - South Africa’s top bowler Kagiso Rabada has been ruled out of the last test of the four-match series against England after being given another demerit point for a robust wicket celebration on the first day of the third test at St George’s Park on Thursday.

Rabada was also fined 15% of his match fee after being found guilty of a level one breach of the International Cricket Council code of conduct, the ICC said yesterday.

He has now accumulated four demerit points in a 24month period, meaning he is suspended for South Africa’s next test, at the Wanderers in Johannesburg from Jan. 2428.

Rabada celebrated bowling out England captain Joe Root on Thursday by running down the pitch, going down on his haunches, clenching his fists and roaring into the ground, under the nose of Root himself.

The ICC said he was guilty of “using language, actions or gestures which disparage or which could provoke an aggressive reaction from a batter upon his or her dismissal during an international match”.

Rabada, who is fourth in the ICC’s rankings of test bowlers, admitted the offence

and accepted the sanction proposed by match referee Andy Pycroft on Thursday.

Just under two years ago, Rabada was suspended for two tests against Australia after being found guilty of “inappropriate and deliberate physical contact with a player” after a shoulder charge on Australia captain Steve Smith in the second test.

Rabada was fined 50% of his match fee and handed three demerit points which took him to a total of eight points within a 24-month period, automatically leading to the suspension.

But this was overturned on appeal as South Africa successfully argued his brush with Smith was not deliberate.

The incident, and a similarly aggressive send off of David Warner in the same game, remained on his record however, and one point for each offence is part of the four demerits collected for the latest suspension.

Cricket South Africa have not yet indicated whether they will appeal this time.

Seven wickets for Rabada helped South Africa beat England by 107 runs in the first test in Pretoria last month.

He took five in the second test defeat in Cape Town and two on Thursday on the first day of the third test.

Mitchell recently hosted the Windies team during a special dinner event while on the Spice Isle earlier this week for the third and final OneDay International and the opening Twenty20 International at the Grenada National Stadium.

F1 champion Mercedes’ 2020 car to make track debut on February 14 Autosport - Mercedes has set a date for the track debut of its 2020 Formula 1 car, which will take place in a shakedown run at Silverstone.

The 2020 Mercedes will be driven by reigning F1 champion Lewis Hamilton and Valtteri Bottas during the season, as the team will look to score its seventh successive title of the hybrid era.

The car will make its ontrack bow on February 14 at the venue of the British Grand Prix, three days after Mercedes’ main rival Ferrari’s 2020 unveiling is poised to kick off F1’s ‘launch season’.

The new car’s debut will not be a public launch event, but Mercedes will make “a wide range of assets” including video, technical info and images of the car available on the day.

Mercedes’ shakedown is made possible by F1’s ‘filming days’ rule, which allows teams to carry out up

to 100 kilometres of track running on two occasions outside of F1’s grand prix weekend sessions and official testing.

Pre-season testing, which has been reduced to six days in 2020, will kick off on February 19 in Barcelona.

Mercedes is the fifth team to confirm its launch plans, with Ferrari kicking things off on February 11, before Renault and McLaren pull the covers off of their 2020 challengers on February 12 and 13.

The newly re-branded AlphaTauri team - formerly Toro Rosso - is due to unveil its car on the same day as Mercedes’ Silverstone shakedown.

Sunday’s ODI, Mitchell said Bravo’s presence would be good for the unit, especially with the experience and personality he possessed.

Walking into the hotel, even the [staff] were happy … those things make feel really proud and I am happy to be a West Indian. It’s nice to be still loved and appreciated by the fans.”

He continued: “It was not the result we wanted but again in cricket, you win and you lose. Chasing over 200 is always a difficult chase but to lose by [four] runs shows a great team effort.

“Barring the result, the way how Evin (Lewis) batted, the way how (Lendl) Simmons batted [and how]

“I feel good to know that I among this talented squad here and I think these guys have 10, 12 years in front of them where they can dominate world cricket at some point,” he explained.

“My role is not to come back and try and take

anyone’s spot or to play every game but to try and share whatever knowledge I have and have gained over the years. I believe with a captain like Polly and a coach like Phil (Simmons) that these young players can produce great things for West Indies in times to come.”

Bravo’s first over on Wednesday was less than flattering, opener Paul Stirling (95) smashing the the first three deliveries for four, six and six, as 18 runs came from the over.

However, he was excellent in his last three overs, displaying his remarkable skill especially at the death as he conceded just 10 runs and snatched two wickets.

“The key to death bowling is being able to nail a yorker when you want it.

It’s the safest ball, it’s the best option whenever you’re under pressure,” the Trinidadian pointed out.

“Most times when you go on grounds that have a big wind factor, as a bowler you have to analyse all of these things – all of these things come into play.

“The first over didn’t go according to plan but after that when I came back at the back end where my experience really comes in, and I just decided yorkers is the way to go.”

Alvin Johnson practice facility opened in Parika

There was hive of activity at Parika Seleem on the East Bank of Essequibo yesterday when the Alvin Johnson Practice facility on the Parika Community Play Ground (PCPG) was handed over to the Parika Seleem Club by the Guyana Cricket Board (GCB) as part of its cricket development projects.

The A l l - We a t h e r Practice facility which is located just beyond the North Eastern boundary was built by Contractor Zabeer Zakier, who is also President of the E’bo Umpires Association. The GCB Project cost $2.5 Million.

The GCB and CGI will build similar facilities in West Berbice and Linden but the main focus is on completing their International standard Stadium and Dorms at LBI. KIMBERLEY, South Africa, CMC – Boosted by victories in their two warm-up matches during the week, 2016 champions West Indies will look to make a winning start to their ICC Under-19 World Cup campaign when they take on 2018 runners-up Australia in their opening match here today.

The Caribbean side beat Canada by three wickets in Soweto on Monday before returning to crush Scotland by 126 runs in Pretoria on Wednesday, results that not only allowed them to acclimatise to conditions but also bolster their confidence.

Head coach Graeme West said the two matches were the ideal preparation for the Windies following on from the one-week camp they underwent last week.

“The two warm-up games were certainly competitive and provided all squad members with opportunities to demonstrate their skills and show that they had made the necessary adjustments to the conditions and wickets to be effective,” West said.

“The Scotland performance was an improvement on the Canada game when Nyeem Young and Antonio Morris batted superbly to turn the game

around.

“The bowling unit was slightly below par against Canada given how well they have performed since the Tri Series in December, but on Wednesday against Scotland we were far more controlled and disciplined.”

He added: “The most pleasing aspect of the Scotland game was the contribution from the top four batters who needed some time out in the middle. Kevlon Anderson’s hundred was well paced as he mixed good strike rotation with some power hitting.

“Captain Kimani Melius and Leonardo Julien had set the tempo for the innings with run-a-ball half-centuries on a wicket that was well suited to their stroke play and positive intent.”

West Indies’ triumph four years ago seems a distant memory now, when Shimron Hetmyer – who has since gone on to star for the senior West Indies – lifted the trophy in Bangladesh with a side boasting the likes of fast bowler Alzarri Joseph who is also now a Test player.

Two years later, the Windies failed to make the second round of the tournament, finishing third in

their group after losing twice.

West Indies will need a sterling effort to progress to the quarter-finals this time around. Installed in Group B, they also take on powerful England and minnows Nigeria, and know they will have to upset one of the highly favoured sides in order to advance.

In a candid assessment, West said his side would need to “a perfect performance” in order to beat either Australia or England.

“We are well aware of the quality Australia and England possess and both games will provide great opportunities for our players to demonstrate the learning that has taken place over the last year,” the Englishman said.

The 63-year-old Johnson, a retired Headmaster, thanked the GCB for naming the Practice facility after him for his commitment to Essequibo and especially East Bank Essequibo’s cricket and stressed that the facility did not belong to him although it has his name on it.

“This is for the community and the Parika Seleem Committee with the blessings of the GCB and we are thankful for it since this will help Essequibo’s Cricket especially East Bank and Group B teams…Wakenaam, Leguan, Bartica and East Bank,” said Johnson who severed as ECB President from 2002 to 2009.

Johnson is the President of the Éast Bank Essequibo Cricket Committee which runs cricket from Zeelugt to Hubu and has been its President since 2002.

“We have here today Coach Ryan Hercules who has ensured that the Essequibo senior team won both the three day and one

day Franchise titles. It is known that Essequibo is the largest but least successful County in Cricket and the names of pacers Hercules and Ucil Armstrong, will be placed on the two sightscreens since they are both from East Bank and played youth cricket for Guyana,” said Johnson, who was National U-19 Manager from 2003 to 2010 and again in 2012.

“We seek permission to upgrade this facility for indoor practice. We would like to build a roof and install lights so that the players can still practice when it rains and after work or school in the evenings,” said Johnson, Guyana’s Senior Team Manager in 2013 and 2014.

Minister Norton said he was pleased to attend yesterday’s ceremony and was happy to see the students and requested that a gate be built between the school and the ground to allow easy access to the

ground.

“I heard the passion for cricket in Mr Johnson’s Voice which suggests that he is very committed to seeing cricketers develop in this area,” Said Minister Norton who took some time out from this busy schedule to speak to those present yesterday.

He promised to help get the ground fixed as part of the G o v e r n m e n t ’s Community development projects and challenged the GBC to construct such facilities in areas like Bartica and the Hinterland.

Turbo Knockout football tourney

St. Jules credits Conquerors’ structure for their success Wayne St. Jules, the head coach of Fruta Conquerors under-20 team that will collide with West Demerara’s Pouderoyen in the semifinal round of the third annual Turbo Energy Drink Knockout tournament tomorrow, has credited the competitiveness within the club as part of the team’s success.

During an invited comment with Kaieteur Sport, the boisterous St. Jules who has been in charge of the under-20 team for just over three years, explained that he has over 50 under-20 players registered and this augurs well for discipline and high competitiveness within the club.

“When you have a lot of players, you aren’t afraid to drop a player because of indiscipline because there are three –four players waiting to take his spot, likewise, all the players have to be on top of their game as well because there is a guy right there waiting to step up,” the coach noted.

Most of the players in the club’s under-20 team in the ongoing Turbo Knockout competition that is sponsored by the Guyana Beverages Inc. have been playing together since at the under-11 level and St. Jules explained that although his charges are a youth side, these players have a wealth of experience having been playing senior football for a few years in some instances.

Five of the current FC U20 players are regulars in the clubs senior men’s side, while four have represented Guyana at the national level and the trio of the talismanic Nicholas McArthur, Ryan Hackett, and Skipper Jeremy Garrett all have played for Guyana senior men’s side; the Golden Jaguars.

McArthur, who has been scoring goals for fun, will pick up the captain’s armband for the city side in Sunday’s semifinal since Garrett is scheduled to return to the United States where he is currently a studentathlete.

Similar to the sentiments shared by St. Jules, McArthur is confident that Conquerors will overcome Travis Bess’ Pouderoyen side and eventually win the final. However, although they are the favourites to lift the third Turbo championship trophy, they aren’t underestimating anyone and have been training hard all week in preparation for the last stretch.

Mike’s Pharmacy assists local cricket clubs Several cricket clubs in Georgetown this past week benefitted from a kind gesture courtesy of Mike’s Pharmacy.

The entity presented a quantity of cricket equipment, including pads and gloves, vitamins and clocks to the clubs at a simple ceremony held at Trophy Stall 241 Bourda Street, Bourda.

Speaking with Kaieteur Sport following the presentation, Wayne Jones of Mike’s Pharmacy said it gives them great pleasure to present the equipment to the clubs. “ We are always involved in sports and because we are aware of how important it is to this c o u n t r y, o u r P r o p r i e t o r Mike Lakeram Singh has decided through his generosity to make this donation. Singh has been playing cricket for a very long time and he is usually involved in these types of gestures.”

On behalf of the beneficiaries, President of the Everest Cricket Club, Mansoor Nadir expressed g r a t i t u d e t o M i k e ’s Pharmacy and commended Ramesh Sunich of Trophy Stall for his input.

“We do have a number of young people in the clubs and cricket is an expensive sport. So these gears will go into the pool and those who are unable to purchase equipment on their own will benefit,” he added.

“Contributions such as these are important and lots more have to be done for sport.

Sport costs a lot and if clubs can help to provide the equipment, it will go a long way towards helping to develop talent.”

AAG’s second 2019 LABA YBG U-19 final on tonight development meet - Royals and Raiders clash for top honours… Kings and Jets battle for third place set for tomorrow

The Athletic Association of Guyana (AAG) will be hosting its third consecutive event for the 2020 season a n d t h e s e c o n d ‘Development Meet’ tomorrow at 10:30hrs at the McKenzie Sports Club (MSC) ground in Linden.

Tomorrow’s meet comes on the heels of the ‘Cross Country’ fixture which was staged on the first Sunday of 2020 at the National Park a n d l a s t w e e k ’s f i r s t Development meet that ran off at the Guyana Defence Force (GDF) ground.

As was the case last week, athletes will be contesting the 60m, 150m, 300m, 600m and 2000m races in addition to the jumps, throws and field events.

Last week, the AAG saw over 150 athletes registering for the first development meet as to showcase their talents.

Looking to qualify for the Olympics in Tokyo later this year, Davin Fraser and

Akeem Stewart renewed their rivalry in the 60m and 150m male open races. Much to the delight of the fans who thought they wouldn’t have seen the speedsters compete against each other.

Fraser drew first blood, exploding out the blocks to get the better of Stewart in the 60m. However, Stewart turned the tables on his arch rival to win the 150m by 100th of a second.

Brianna Charles, a finalist in the Girls U-17 100m final at CARIFTA Games last year, got her season off to a perfect start, winning the 300m female race. Charles who competes in the marquee 100m, 200m and 400m events, won the 300m in emphatic fashion.

Elsewhere on the field, CARIFTA Games triple jump bronze medalist, Princess Brown, as expected dominated in her event as she continues to fine tune her form for her return to the regional games this Easter weekend.

GVF further reduces National U-21 male and female squad for Inter-Guiana tournament

After a number of trials and training sessions the G u y a n a Vo l l e y b a l l Federation (GVF) has further reduced the size of the national U-21 male and female squads in training.

The players are set to participate in an InterGuiana volleyball tournament, which also included Suriname is billed for French Guiana from February 27-29.

The final of the 2019 Linden Amateur Basketball A s s o c i a t i o n ’ s Yo u t h Basketball Guyana Inter Club championship final will be known tonight when Victory Valley Royals with their unblemished record take on Retrieve Raiders in the final after they were victorious in their semifinals encounters last Saturday at the Mackenzie Sports Club hard court.

In the semifinals, Royals eliminated Kings 78-43 with their top players being Immanuel LaRose who led their charge with 33 points as Shemar Henry with 13 and

Kobe Tappin 12 being the other significant performers.

T. Thom had eight points for the losing Kings side.

In the other semifinal, Retrieve Raiders got the better of Amelia’s Ward Jets, winning 57-50 after the scores were in their favour 18-15 after the first quarter ended.

But the scores were level at 27 when the first half ended and when the third quarter came to a close, it would see the scores also level on 46 before the Raiders eased away to win 57-50 when the final whistle came.
