OUR MISSION, VISION & CORE VALUES Chamber Profile The GCCI is the oldest private sector representative organization in Guyana (established in 1890) and is a member-driven and professionally staffed non-profit association of business people committed to improving the economic climate and quality of life in Guyana. We are legislatively mandated under the Georgetown Chamber of Commerce and Industry Act Chapter 89:03 of the laws of Guyana.

The Chamber’s strength lies in the size and diversity of its membership—both large and small businesses from virtually every sector are represented.

Mission The GCCI represents the voice of the business community in Guyana and strives to advocate policies, stimulate trade and investment, connect businesses, sustain economic growth and expand member opportunities with the aim of contributing to a stable and sustainable economic and social environment in Guyana where businesses can prosper.

PRESIDENT’S MESSAGE ANNUAL GENERAL MEETING 2019 It is an honor once again to report to you, on behalf of the Council of the GCCI for the financial year 2018-2019. The Georgetown Chamber of Commerce & Industry (GCCI) continues to be a premier voice in the business community in Guyana.

Our Chamber continues to be extremely vibrant, having 54 new members joining in 2018/19 financial year. As such, the GCCI has been able to amass 88 new members over the past two (2) years, a feat in itself. The Chamber now stands in excess of 240 members, many of whom continue to be extremely active in and benefitting from the work of their Chamber. The GCCI continues to have the distinction of being the oldest and largest Business Support Organization (BSO) in Guyana and naturally continues to facilitate larger, more high-profile events whilst maintaining its financial soundness and autonomy.

ADVOCACY The past year was a fulfilling and successful one for the GCCI. The Chamber continued its work to provide value to members through continuous training, events and networking opportunities that allowed us to get a better understanding of how to better serve you and your needs.

In continuing our advocacy efforts and success over the past year, the Georgetown Chamber has worked to make unique and significant contributions to improving the quality of life in the business community of Guyana. Our advocacy on issues impacting Guyana’s private sector was wide-ranging and we are proud of the positive influence we have made regarding decisions that help your businesses succeed and thrive.

Some of the defining moments for the Chamber in the past year were: 1. Advocacy for local content legislation with focus on the oil and gas sector. The Chamber submitted a model Local Content legislation to the Government of Guyana in 2018 along with extensively commenting on government’s draft Local Content Policy.

2. Advocacy on the removal of the Sedition Clause in the Cybercrime Bill.

3. Advocacy on the Apiary industry barriers to trade with Trinidad 4. Advocacy on intra-CARICOM trade and non-tariff barriers to trade 5. Advocacy against Parking Meters in the City of Georgetown 6. Representation at the National Advisory Committee on External Negotiations (NACEN) on external trade related matters.

7. Representation at the Regional Implementation of the World Trade Organisation (WTO) Trade Facilitation Agreement (TFA) 8. Representation at the Civil Society Group (ConSoc Group) of the Inter-American Development Bank(IADB) 9. The formation of three (3) Trade Facilitation Councils with Cuba, India and Canada which continue to be active to promote trade and investment between these countries.

PRESIDENT’S MESSAGE FINANCIALS AND PERFORMANCE Our financial position remains strong for Business Support Organization (BSO). The Net Surplus was G$6.650M for year 2018 (2017-G$5.609M), an improvement in performance over the preceding year. Importantly, Cash and Cash Equivalents totalled G$30.4M at the end of the year (2017-$24.6M). The revenue stream for the future looks promising as we continue our vigorous efforts to increase membership to the Chamber.

TRADE FACILIATION In 2018, the GCCI worked assiduously for the improvement of bilateral trade relations as we actively sought out opportunities for doing business with regional and international partners.

The Chamber’s efforts resulted in the formation of three (3) Trade Faciliation Councils with Cuba, Canada and India. Since establishment, the three Trade Faciliation Councils continue to meet on a monthly basis to discuss and execute activities designed to promote Guyanese export and foreign investment.

These multi-stakeholder Council involve key agencies from the public sector as regards trade and investment, including Ministry of Business, Ministry of Foreign Affairs, Guyana Office for Investment. Each Council is chaired by a member of the GCCI. The scope of work of the Trade Facilitation Council is, in a general sense, to promote and facilitate structured trade between Guyana and the partner country. This is being achieved by, but not limited to, the following: 1. Regularly exchanging market information; 2. Promoting access to commercial bulletins, electronic handshakes, networking; 3. Planning and supporting the organization of trade and other exchange visits; 4. Promoting participation in trade fairs, exhibitions, seminars, symposiums etc; 5. Organizing meetings, seminars, workshops etc. to promote investment opportunities, business ventures, possible joint ventures and other relevant activities 6. Match making forums for partnerships and development of businesses on both sides 7. To amicably resolve any disputes or misunderstandings which may arise with trade between the respective countries In addition to this initiative, the GCCI continues to advocate fiercely at the regional and bilateral level for non-tariff barriers to entry whilst contributing at a technical level to the various national trade committee discussions, organizing trade missions and promoting trade fairs amongst our membership. This year, the featured trade mission was the Guyana Gateway, an inward and outward trade mission with Aberdeen, Scotland, the oil and gas capital of the United Kingdom. As a result of this mission, significant benefits have accrued to the attendees. In the upcoming year, the GCCI plans to lead an inaugural mission to Houston, Texas to the Offshore Technology Conference (OTC) 2019. This will be the first time that a delegation from Guyana will attend.

WORKING WITH GOVERNMENT AGENCIES AND OTHER STAKEHOLDERS 10 | ANNUAL REPORT 2018-19

The GCCI understands the importance of a unified partnership in dealing with business issues that affect our diverse membership, and in 2018, we established working relationships with several government agencies such as the Guyana Revenue Authority (GRA), Guyana Police Force (GPF), the Guyana Bureau of Standards, and the Government Analyst & Food & Drug Department (GAFDD). Such productive working relationships have afforded us the opportunity to interface with agencies on a consistent basis, which in turn provides our members with the benefit of proactive advocacy and representation.

The GCCI continues to meet regularly with various government agency heads, ministers and technical staff, in an effort to ensure that the spirit of public private partnership continues. This involves working closely with the GO-Invest as regards investment promotion and facilitation in Guyana.

The GCCI also continues to have a good working relationship with development partners such as the Caribbean Development Bank (CDB), the CUSO, the Inter-American Development Bank (IDB) amongst others. This year, the CDB and the GCCI continued to work together on projects, conceptualizing and refining a number of ideas. These projects are currently in the pipeline with the CDB and are expected to be rolled out in the upcoming year. The GCCI also benefitted greatly from the arrival of its CUSO volunteer, Dr. Nazim H. Baluch, a highly knowledgeable and skilled volunteer from the Canadian government, who has helped to shore up the technical work of the Chamber on a multitude of issues. The GCCI and the IDB continue to have a close working relationship through our participation in their ConSoc grouping, channeling members to their newly established IDB-Invest, the private sector development lending arm of the Bank and key partnerships in important forums such as the Business Development Forum.

In 2019/2020, the GCCI anticipates a continued fruitful relationship with these institutions, as well as expanding our working relationship with other development partners as we seek to accelerate the pace of private sector development.

THE ECONOMY, TAXATION AND FOREIGN EXCHANGE Guyana’s economy is estimated to have grown by 3.4 percent in 2018 with noticeable growth in the construction sector, attributed to investments from the oil and gas sector. This continued increase in construction activities, as a labour-intensive industry provides employment for a variety of workers – skilled, semi-skilled and unskilled. 2018 also recorded marginal increases agriculture, fisheries, with forestry estimated to grow by 1.1 percent. However, the mining and quarrying industries are expected to decline in year 2018. Unfortunately, these dismal economic performances exist primarily in other labour-intensive sectors which has further spiraling effects as regards consumption in Guyana. We are disappointed that the required stimulus needed to recover job losses and spur economic growth were not adequately addressed in Budget 2019.

Taxation in 2018 continued to grow, extracting about $200B out of the economy and is projected to increase to $223B in 2019. Whilst there have been moves afoot to widen the tax base, the total rate of tax an individual consumer and company pays

PRESIDENT’S MESSAGE remains high - in excess of 40 percent in the former and in excess of 25 percent in the latter.

However, the GCCI welcomes the reduction in manufacturing and non-commercial rate to 25 percent and views this as a step in the right direction for the facilitation and promotion of private sector development. Additionally, the Chamber of Commerce was pleased to see that some of the recommendations made during Budget 2019 consultations were well-received and taken on-board. Specifically, the Chamber of Commerce noted that its requests to review the taxes on pesticides and limestone used in the agriculture sector, has resulted in exemptions being granted from Custom Duty and Value Added Tax (VAT). The GCCI is also pleased that its suggestions in the aviation industry have resulted in the VAT exemption of aircraft engines and main components/ parts. The waivering of import duties and VAT on new equipment which utilize alternate energy technologies, renewable energy options, and harness renewable energy are welcomed to promote sustainable development of Guyana’s economy.

Particularly worrying however, in recent times, has been the developments in the external sector. Budget 2019 indicated that there will be a large drawdown on the net foreign assets of the Bank of Guyana of US$104.1 million. As you are aware, the sustenance of the net foreign assets at the Central Bank is critical to external viability and the preservation of macroeconomic stability of the country.

The GCCI has been observing this situation carefully and analyzing the numbers. Whilst Guyana has experienced positive growth rates in recent years, a careful look at the external sector will reveal some telling facts. The Balance of Payments over the last six (6) years recorded a negative (deficit) overall balance. Due to the large drawdowns from the Bank of Guyana in recent years; 2013 to present, it becomes pellucid that the surpluses which resulted in accumulation of foreign exchange in recent years, are now being used to fill a widening balance of payments deficit. It is this persistent drawdown on net foreign assets which is at the heart of the occasional foreign exchange shortage that is being experienced and the consistently increasing exchange rate. The behaviour of the Bank of Guyana confirms the negative effects of these net foreign assets drawdowns as they recorded net purchases of USD178.2M from the financial system during 2018 to shore up the foreign exchange reserves.

It is my fervent hope that suitable policies will be crafted in the near future which will stimulate commercial activity, improve business performance and economic climate. These will ensure that critical foreign exchange for Guyana is earned and will aid in mitigating the widening balance of payments deficit.

OIL AND GAS DEVELOPMENT IN GUYANA In 2018, the Chamber remained steadfast as an advocate for the development of Guyana’s burgeoning oil and gas sector.

The Chamber, through its newly established, vibrant and active Petroleum Committee, continues to engage multiple levels of government and policy makers on legislation and regulations that impact the Petroleum Industry. This newly formed committee, being spearheaded by Senior Vice-President Nicholas Deygoo, seeks:

1. To assist in the developing GCCI’s position on issues in the petroleum industry 2. To develop programmes, recommend policy and legislation amendments that contribute to the petroleum industry and its development 3. To represent the Chamber’s members on all issues related to Petroleum industry and; 4. To organise and conduct seminars, forums, events, business to business meetings, trade missions and other activities related to the Petroleum industry In this regard, the Committee has been instrumental in reviewing and commenting on the Local Content draft policies as well as assisting in crafting the model Local Content legislation.

The committee has also been reviewing other critical areas of the burgeoning industry such as the Natural Resources Fund Green Paper, Guyana’s version of the Sovereign Wealth Fund and continues to meet with key agencies and figures in the petroleum industry such as tier 1 contractors of the operators, the Department of Energy, the Ministry of Business, the Environmental Protection Agency, Maritime Administration Department (MARAD) amongst others.

The GCCI this year hosted its inaugural Energy Forum which examined the Natural Resources Fund in great detail, with questions being fielded from the audience to a capable panel. There was also discussion on Sustainable Energy in Guyana and projects and programmes to promote same.

EXECUTIVE DIRECTOR’S REMARKS I am once again pleased to provide to you remarks in the capacity of the Executive Director of the Georgetown Chamber of Commerce & Industry (GCCI) for its Annual Report for the period 2018/2019. This year, the Chamber of Commerce is in its 130th year, a testament to the strength of commerce, industry and private sector development in Guyana.

The GCCI continues to be one of the most active organisations in Guyana, exemplified by the work documented in this Annual Report. Through the support of our active and participatory membership, a small, but extremely disciplined and diligent staff complement, and visionary, insightful leadership of the Council and Executives, the GCCI has been able to have an extremely vibrant and successful year, raising the bar about two notches for typifying what an active Business Support Organisation (BSO) is.

POSITIONING THE CHAMBER IN 2018 With redoubled efforts to improve private sector development in 2018, the GCCI intensified its activities, with a particular focus on the oil and gas industry; expanding opportunities for members through facilitation, information sharing and networking; honing efforts regarding trade; and tailoring forums, seminars and information seminars on topics pertinent to the contemporary business and economic environments. With this intensification in activity and increased value-for-money, the GCCI on-boarded 54 member companies over the review period. This constitutes the highest number of companies entering the Chamber’s membership in recent history, increasing the size of the GCCI to 242 member companies at time of publication– the single, largest BSO in Guyana. This number continues to grow healthily.

The introduction of the inaugural Business Development and Energy Forums which were well-received, supported and attended can be seen as watershed in its innovation as participants were able to benefit from rich, clear and concise information, presented in an easily consumable format. The Business Guyana Magazine, now in its ninth edition, has become a staple for investors both foreign and local. Hotels, airlines and businesses have to often replenish their stock of magazines, with it being utilized as detailed reading by market researchers, investors and other like-minded readers. This high quality magazine remains an investor’s premier guide to doing business in Guyana and Guyana’s number one business magazine - a powerful tool of relevant information.

INCREASED FOCUS – PETROLEUM, TRADE & DEVELOPMENT The GCCI, whilst continuing its work of advocacy, networking, information dissemination and facilitation, has increased its focus this year on issues related to trade as well as the petroleum industry. The formation of the Petroleum Committee has seen the work of the Chamber in this area being ramped up, which includes extensive and detailed commentary on policy documents, drafting of model legislations and policies, seminar, forums, missions and conference participation. As Guyana approaches first oil, the GCCI will continue to improve upon and refine its efforts in ensuring that the private sector is informed, prepared and equipped for the economic transformation that is upon us.

GEORGETOWN CHAMBER OF COMMERCE AND INDUSTRY (GCCI)

EXECUTIVE DIRECTOR’S REMARKS 2018 saw an especial focus by the Chamber on issues related to trade, particularly as it relates to intra-regional trade. The GCCI continues to actively participate in all national committees pertinent to trade in Guyana, including committees related to Council for Trade and Economic Development (COTED) in CARICOM, the National Advisory Committee on External Negotiations (NACEN), World Trade Organisation (WTO) Trade Facilitation Agreement (TFA) implementation amongst many others.

Increased advocacy and lobbying on non-tariff barriers (NTBs) related to trade has seen decades-old issues being suitably addressed and firm commitments to work with governments and private sector to address these NTBs have been made. In 2019, the GCCI is expected to play an even more pivotal role, with the St. Ann’s Declaration of CARICOM seeking to involve private sector at the Heads of Government meetings of CARICOM. The launching of three multi-stakeholder Trade Facilitation Councils as regards Cuba, India and Canada operationalized the signing of several Memoranda of Understanding (MoUs). The Councils continue to actively meet, discuss and action items which aid in the promotion of trade and investment in Guyana.

This mechanism is expected to expand to ensure that specialized areas and countries receive attention to ensure that structured trade improves flows and volumes.

Prudency and Accountability in the Financial Affairs of the Chamber This year, the Chamber reports an operating surplus of $6.6M. This operating surplus is as a result of strong internal controls, prudent financial management and continued support by our member companies. The financial autonomy of the Chamber is critical as this enables us to maintain a non-partisan, independent voice focused exclusively on the development of the business environment of Guyana. The audited statements provided in this report depicts the transparency and accountability associated with the Chamber’s management of its financial affairs.

A LEAN, MUSCULAR SECRETARIAT The GCCI Secretariat continues to be like the veritable Rumpelstiltskin, spinning straw into gold at every possible corner – maximizing the use of minimal resource. This small but extremely dynamic, vibrant and energetic group of staff continue to ensure that the private sector of Guyana can realise its true potential by timely, professional and reliable service. With a staff complement of 9 full-time, part-time and volunteer staff, the Chamber continues to produce technical work of the highest caliber, administrative reports and functioning, operationalizing projects, executing several high-profile events, the development of a premier investment magazine, financial and risk management, amongst many others. As the Chamber becomes more vibrant, and evolves, this diverse and talented complement of staff, remain steadfast and dedicated to improve the state of the Guyanese private sector. I would like to extend special gratitude to the team.

In closing, I wish to thank the members of the Georgetown Chamber of Commerce & Industry for their unwavering support and continued dedication. Your commitment plays an important role in private sector growth and, by extension, national development. 128TH ANNUAL GENERAL MEETING NOTES: (a) Komal Ramnauth moved the motion to close nominations and which was seconded by Timothy Tucker.

Since there were more than twenty-one (21) nominations to fill the 21 seats on the Council, the Executive Director, under Rule 8: 2, 3, 4, 5 of the Rules of the Chamber, read the following: 2. If there are more than twenty-one nominations for the election of members to the Council there shall be a ballot for their election at the meeting. The process shall be supervised by the Proper Officer.

3. Voting papers shall be prepared by the Proper Officer and shall on application be handed to each member entitled to vote; the member shall, on signing the register, place his voting paper in the locked ballot box.

4. Each member may vote for as many candidates as there are seats on the Council but he shall not cast more than one vote for any single candidate.

5. The names of those members elected according to the ballot shall be announced by the Proper Officer at the meeting.

Subsequently, voting papers were distributed to all members present at the meeting, that is, one voting paper per member. After, the ballot box was opened and the votes were counted. The Executive Director, as the Proper Officer, facilitated this process for verification.

ENGAGE. INFLUENCE. ACHIEVE. The GCCI has established a variety of committees to help advance its mission. Chamber members have the opportunity to become more involved. Serving on a committee allows you to connect with fellow business leaders at a deeper level while at the same time influencing Chamber programs and services.

Welcome or recruit new members, develop business programs, share expertise, plan a banquet, even help develop Chamber policy. The opportunities are endless as you help bring people and businesses together.

1. TRADE AND INVESTMENT COMMITTEE Chairperson: Timothy Tucker, Rid-O-Pes Terms of Reference • To liaise with the Ministry of Foreign Trade and International Cooperation (MOFTIC) on matters relating to the WTO, FTAA, EU / ACP, EPA and CARICOM • To liaise with the Ministry of Tourism Industry & Commerce and GOINVEST on matters related to Trade & Investment locally.

• To ensure that the interest of the Chamber Members and the local Private Sector are adequately represented at the various forums.

• To keep the Membership of the Chamber informed on a regular basis about any interesting developments in the areas being monitored.

2. SECURITY & GOVERNANCE COMMITTEE Chairperson: Captain Gerald Gouveia Jr., Roraima Airways Limited Terms of Reference • To review, upgrade and modernize the Chamber’s Constitution with a view of making it more transparent and relevant to today’s Business Environment.

• To develop a team that can mediate / advise and otherwise interact with our national security network on issues relating to crime.

• In cooperation with the Public Relations Sub-Committee, develop educational materials that can assist members of the business community to be better prepared to handle everyday crime: robbery, kidnapping, etc.

• To keep the members of the Chamber informed on a regular basis about any interesting developments under its preview • Liaise with the Guyana Police Force and other relevant authorities at least every three (3) Months to discuss matters of concerns for the Business Community.

3. MEMBERSHIP COMMITTEE Chairperson: Anije Lambert, Project Development Consultancy

Terms of Reference • To ensure that all members of the Chamber abide with required rules and regulations.

• To seek new members with quality for the Chamber in order for the Chamber to remain financially viable and be a unified voice for the Business Community.

• To make recommendations to Council on all applications for Membership.

• To ensure that the members interest and concerns are adequately addressed by the Chamber.

• To keep the Chamber members informed on a regular basis about any interesting developments in the areas being monitored.

4. FINANCE COMMITTEE Chairperson: Ramesh Seebarran, HLB R. Seebarran & Company Terms of Reference • To liaise with Government on Financially-sensitive issues of importance to the Chamber’s Membership • To ensure that the Chamber remains financially viable in the short to medium terms.

• To ensure that the budgetary controls in place at the Chamber are followed.

• To seek donor & other funding for the Chamber’s Secretariat • To liaise with bilateral and multilateral donors on matters associated with the Chamber.

• To keep the Chamber members informed on a regular basis about any interesting developments in the areas being monitored.

5. FUNDRAISING COMMITTEE Chairperson: Komal Ramnauth, Kojac Marketing Agency Terms of Reference • To ensure that the Chamber remains financially viable in the short to medium term.

• To coordinate the planning of any fund raising and promotional initiative such as Annual Dinner, Luncheons (Speaker Programs) etc • To plan & coordinate Promotional activates for the Chamber so that Businesses can view the Chamber as having a unified voice for the Business Community.

• To develop a Public Relations Strategy for the Georgetown Chamber of Commerce.

• To ensure that timely communications are sent to members on matters of importance to the Chamber and the Business

6. ADVOCACY, BUSINESS & ECONOMIC AFFAIRS COMMITTEE Chairperson: Deodat Indar, Sterling Products Limited Terms of Reference • To articulate members’ concerns in a unified voice attracting policymakers’ attention.

• To meet regularly with decision-makers to discuss key policy issues and establish channels of communication and close working relationships with their staff.

• To provide sound policy-relevant information to policymakers so that they may start automatically turning to business associations for policy advice.

• To engage in both proactive and reactive advocacy (help to set the policy agenda by voicing concerns and proposing specific policies as opposed to only reacting to proposals already on the table).

• To keep abreast of imminent and current policy proposals so that they can thoroughly examine the issue and prepare a sound policy response.

• To help prevent frequent changes to the business-related legal and regulatory framework that scare away investors and hinder entrepreneurship.

• To monitor implementation of advocated policies to ensure that they are administered fairly, consistently, and swiftly, thereby strengthening the rule of law.

• To publicize successes to “brand” the association as an active agent of positive change.

The Business Development Forum, which will be held on July 20th and 21st at the Pegasus Hotel, caters for entrepreneurs operating at every scale—from the plantain chip or fruit vendor to large local and foreign companies.

OIL BLOCKS SHOULD BE SAVED FOR FUTURE – GCCI A leading private sector organisation is recommending that the Government save the remaining oil blocks for the future and, in other cases, repossess and reissue blocks which have already been allocated.

President of the Georgetown Chamber of Commerce and Industry (GCCI), Deodat Indar told a gathering of private sector officials at an oil and gas summit on Tuesday that the Government should be careful not to issue out all of the petroleum blocks.

CHAMBER, MAPM TO FILE OBJECTIONS TO PARKING METER BY-LAWS The Georgetown Chamber of Commerce and Industry (GCCI) and the Movement Against Parking Meters (MAPM) on Monday announced that they would be filing objections to the parking meter by-laws.

Approved last week by 13 of the councillors who were present, the by-laws have been posted up at several locations across the City for 14 days to allow citizens to make objections. MEETINGS AND EVENTS APRIL 19, 2018 – MEETING WITH GPL The GCCI held a meeting with the new Chief Executive Officer of the Guyana Power & Light Inc., Mr. Albert Gordon, along with the Company Secretary, Ms. Laurian Bancroft & Public Relations Officer, Ms. Shevion Sears-Murray.

At the meeting, members had the opportunity to gain insight on challenges faced by GPL, the outlook for the future regarding new policies and areas of focus, direction, and preparation for renewable energy.

MAY 30, 2018 – SOVEREIGN WEALTH FUND PUBLIC LECTURE The GCCI hosted a public lecture on the Sovereign Wealth Fund titled “Sovereign Wealth Fund: What You Need to Know, Why and What Guyana Needs to Do.” The keynote speaker was Attorney-at-Law and Oil & Gas Consultant, Charles Ramson Jr. The lecture addressed pressing questions on the Sovereign Wealth Fund within the context of Guyana’s oil and gas sector.

Dominic Gaskin, to open dialogue on the draft local content policy. The GCCI also updated the Minister on the Chamber’s Inaugural Business Development Forum which was held in July 2018.

JUNE 6TH, 2018 – MEETING WITH THEN COMMISSIONER OF POLICE (AG), MR. DAVID RAMNARINE, DSM Executives and Council Members of the GCCI met with Police Commissioner (Ag) Mr. David Ramnarine, DSM and Senior Officers of the Guyana Police Force (GPF). The intent of the meeting was to discuss matters related to crime and traffic, and to examine areas for potential collaboration and cooperation.

The aim of this event was to allow the business community to further develop the relationship between the UK Oil & Gas Industry, and the newly developing industry in Guyana.

JANUARY 18, 2019 – GCCI JUNIOR VICE-PRESIDENT MEETS WITH TRINIDAD & TOBAGO MINISTER OF TRADE Junior Vice-President of the GCCI, Mr. Timothy Tucker, met with Trade and Industry Minister, Senator the Honourable Paula Gopee-Scoon. The aim of the meeting was to discuss matters related to the Petroleum Industry, including Guyana’s local content policy and the envisioned regulatory environment for the industry.

JANUARY 30, 2019 – MEETING WITH HARVEY GULF INTERNATIONAL MARINE (HGIM) Members of the GCCI met with Mr. Calvin Chinsue, Regional Manager for Harvey Gulf International Marine (HGIM). The aim of the meeting was to discuss a working relationship with the GCCI. Harvey Gulf International Marine, LLC is a marine transportation company that specializes in providing Offshore Supply and Multi-Purpose Support Vessels for deep water operations in the U.S. Gulf of Mexico.

FEBRUARY 4, 2019 – MEETING WITH THE MAYOR & CITY COUNCIL The GCCI met with a team from the Mayor and City Council (M&CC) which were led by the President of the GCCI, Mr. Deodat Indar and His Worship, the Mayor Ubraj Narine, respectively. The intent of the meeting was to establish a working relationship between the two organisations.

FEBRUARY 19, 2019 – MEETING WITH GRA TO DISCUSS ASYCUDA The GCCI met with senior representatives of the Guyana Revenue Authority (GRA) to discuss concerns raised by members of the private sector with respect to the implementation of the Automated System for Customs Data (ASYCUDA).
