Our Mission, Vision & Core Values

The GCCI is the oldest private sector representative organization in Guyana (established in 1890) and is a member-driven and professionally staffed non-profit association of business people committed to improving the economic climate and quality of life in Guyana. We are legislatively mandated under the Georgetown Chamber of Commerce and Industry Act Chapter 89:03 of the laws of Guyana.

The Chamber’s strength lies in the size and diversity of its membership—both large and small businesses from virtually every sector are represented.

Mission The GCCI represents the voice of the business community in Guyana and strives to advocate policies, stimulate trade and investment, connect businesses, sustain economic growth and expand member opportunities with the aim of contributing to a stable and sustainable economic and social environment in Guyana where businesses can prosper.

Executive Director’s Remarks FASTER, MORE RELIABLE INFORMATION At the Chamber, we understand the importance of information to strategic management decisions in the fast-paced contemporary business environment. As such, we have begun to streamline the Chamber, with a specific focus, as a hub for information related to trade, commerce and industry in Guyana. In this, our collaboration and working relation with agencies and departments such as Guyana Office for Investment (GO-Invest), Ministry of Business, Ministry of Foreign Affairs and commercial divisions of diplomatic missions are consistently improving. Such an endeavour compounded by faster and more efficient dissemination of information makes membership wholly advantageous and puts our members one step ahead in today’s competitive environment.

PRUDENT FINANCIAL MANAGEMENT

The pleasure is mine to present to you the Georgetown Chamber of Commerce & Industry’s Annual Report for the period 2017/2018. In our 129th year, our Chamber has withstood the test of time and whilst our Chamber is growing old, it is certainly not growing cold. In fact, our Chamber continues again this year to be extremely vibrant, especially in the areas of networking, advocacy, and business to business meetings.

STRONG AND GROWING MEMBERSHIP

Despite a slowed economy and the concomitant fiscal constraints, the Chamber continues to grow healthily in its membership, surpassing 200 in 2018 and increasing by more than 20 percent over the previous year.

This qualifies the Chamber as having the distinction of being the largest, oldest and most diverse private sector umbrella grouping in Guyana. Such growth in membership is indicative of the value that private sector entities see in the Chamber. It is this value that is offered to our membership that we at the Chamber strive consistently to improve upon.

IMPROVING ‘VALUE FOR MONEY’ Whilst we at the Chamber continue with our traditional services of advocacy, representation and networking, we are consistently looking for ways to improve our Chamber as a business support organization. As such, understanding the dynamics of operating in a ‘value for money’ context, the team at the Chamber has also been working assiduously to enhance the offering of services to our members including enhanced trade facilitation to seek out new markets and sources, strategic partnerships to accelerate business growth and Public-Private Dialogue to facilitate a more conducive business environment.

Strong internal controls and prudent management allow us to remain a financially autonomous organization. This is critical to us at the Chamber as this enables us to maintain an independent voice for the business community. This year, we report a healthy operating surplus of $5.6M, a massive improvement from a few short years ago when the Chamber was at a challenging financial position. This robust surplus comes even as the Chamber undertakes larger, more high-profile events. This is a particular testament to the support by our members who continue to be active, supportive and embracing of the Chamber.

REFLECTING ON BRYONY While it has been another fantastic year for the Chamber, we pause to reflect on the passing of our colleague and friend Bryony Shewraj, who lost her battle with cancer. Bryony served the business community through her employment with the Chamber selflessly and beyond the call of duty for 22 years. Her contributions can never be understated and indeed this was recognized by many, culminating in her ‘Award for Long Service’ at our 2017 Annual Gala and Awards Presentation. The Chamber will miss you dearly Bryony.

In closing, I wish to thank the members of the Georgetown Chamber of Commerce & Industry for their unwavering support and continued dedication. Your commitment plays an important role in private sector growth and, by extension, national development. I also wish to personally thank the staff of the Chamber who continues to make the magic happen, almost like the veritable Rumpelstiltskin, spinning straw into gold. To my dear friends, family and colleagues, thank you for your support. I look forward to an even stronger upcoming year as we seek to grow our Chamber, strengthen Guyana’s private sector and improve our beautiful country.

GCCI President’s Message

AGM 2018

It is a pleasure to report to you, on behalf of the Council of the GCCI for the financial years 2017-2018. The Georgetown Chamber of Commerce & Industry (GCCI) has continued to distinguish itself over the past year as a premier voice in the business community in Guyana. We have continued to expand our membership which, this year, surpassed 200. This gives the Chamber the distinction of being the oldest and largest Business Support Organization (BSO) in Guyana. Notably, the Chamber continues to facilitate bigger, more high-profile events whilst maintaining its financial soundness and autonomy.

ADVOCACY It was the great Dr. Martin Luther King Jr. who said ‘the greatest tragedy is silence of good men.’ It is with this in mind that, even as the Chamber continued to promote networking and support to the business community, there have been redoubled efforts in the area of advocacy. The start of my Presidency came on the heels of one of the greatest social resistance efforts seen by the Guyanese people in recent memory in the form of the parking meter fiasco. This set the tone early on for the vigour and activism which has come to characterize my Presidency.

Throughout the year, our Chamber has continued to be at the forefront of advocacy in Guyana, being able to exert significant influence on public policy – among the many, the removal of the controversial Value Added Tax (VAT) on education and educational services stands foremost in my mind.

Some other activities of the Chamber that defined this year were; 1. Fierce advocacy for stimulus for the economic sectors that were seeing some form of decline.

2. Members of the Council did two separate walk around the city of Georgetown to meet and greet businesses and to ascertain business activity and identify areas of concern to businesses 3. We fought for the removal of the 2 am curfew on night businesses, and still continue this battle.

4. The removal of VAT on timber products 5. The removal of VAT on pesticide, herbicide and fertilizer 6. The removal of VAT on Water and Electricity 7. The advocacy for a strengthened, fully equipped Food and Drug department, with a semi-autonomous Board of Directors to oversee its operations.

8. Meeting with GRA often to address business complaints , this was also the case with the Food and Drug Department 9. Countrywide consultation on the Draft Petroleum Bill, in Berbice, Linden, West Coast Demerara and Georgetown.

10. Working with the Ministry of Natural Resources on the Local Content Policy for Guyana.

11. Undertaking the lead Role in planning and execution of the First Major Private Sector Commission, ‘Guyana Business Summit’ in October 2017 and Oil and Gas Seminar in March 2018.

12. The Development and Launch of the GCCI Business Guyana Magazine.

13. Fund raising events such as the Business Mixer and The Annual Gala and Awards Dinner that saw about 450 persons attending.

14. Represent the Chamber at GIPEX 2018 on a high level ministerial panel on the topic of oil and gas and what it means for Guyana.

FINANCIALS AND PERFORMANCE Our financial position remains strong for a Business Support Organization (BSO). The Net Surplus was G$ 5.609M for year 2017 (2016-G$ 5.700M), a relatively stable position. Revenue was recorded at G$ 72.450 M in year 2017 (2016- G$ 35.297 M). Expenses for the year were G$ 70.293 M (2016- G$ 32.571M), the increase in revenue and the associated expenses were mainly due to Grant income and expense.

Cash and Cash Equivalent G$ 24.6 at the end of the year (2016-$ 31.5M). The reason for the decrease is the deferred income being utilized in year 2017. The revenue stream for the future looks promising as we continue our vigorous efforts to increase membership to the chamber; this now stands at approximately 200 members.

OIL AND GAS DEVELOPMENT IN GUYANA 2020 will be remembered as a watershed moment in the history of Guyana. However, it is during this period in the buildup to 2020 that are pivotal in ensuring that the development path being charted for the country is one which is sustainable as well as allows maximum benefits to be assimilated to Guyanese.

Our Chamber believes that it has a responsibility to the private sector and citizens of Guyana to help strengthen the fibres of economic development.

It is as a result of this deep-seated sense of responsibility that, since the announcement of major oil discovery in 2015, the Chamber has been one of the organizations at the forefront in offering input into the development of the oil and gas industry. In this regard, the Chamber has adopted a two-pronged approach in promoting local private sector development in and around the industry – these include, ramped up efforts in the area of oil and gas and oil and gas-related advocacy, as well as strategic action to promote private sector development in and around the oil and gas industry. There has been a particular focus by the GCCI on local content side to ensure that indigenous companies are able to garner as much benefit from the value chain of the oil and gas industry. This is being done by constant and sustained advocacy for a local content policy and accompanying legislation. We have also called for the design, development and finalization of the Sovereign Wealth Fund (SWF) legislation which will act as a main safeguard against, ‘the Dutch Disease.’

TRADE FACILITATION Using cooperation with a healthy dose of competition as a guiding philosophy, it is the Chamber’s position that strategic partnerships between local and foreign companies,as well as strengthening bilateral trade relations, will bode well for the promotion of private sector development in Guyana. In this regard, the Chamber has embarked on the adoption of a Memorandum of Understanding between itself and Newfoundland and Labrador Environmental Industry Association (NEIA) of Canada, the Federation of Indian Export Organizations (FIEO) of India and the Chamber of Commerce of the Republic of Cuba. These Memoranda of Understanding (MoUs) will be executed through multi-stakeholder Trade Facilitation Councils which will be responsible for all activities designed to, among other things, promote strategic partnerships through joint, improve bilateral trade, arrange Business to Business meetings (B2B), promote trade missions etc. It is my fervent hope that this acts as a catalyst to private sector growth and, by extension, economic growth by structuring trade, facilitating technology and skills transfer, as well as allowing access to new markets.

WORKING WITH GOVERNMENT AND OTHER STAKEHOLDERS Additionally, our relationship with our partners continues to grow. Locally, the Chamber continues to meet with government agencies which are key to unlocking a more conducive business climate and making it easier to transact business. These include the Guyana Revenue Authority, the Ministry of Public Infrastructure, the Ministry of Finance, the Ministry of Public Health, and the Ministry of Natural Resources, amongst many others. Our Chamber has also been able to establish Dialogue Committees with critical stakeholders for the private sector including the Guyana Police Force and the Guyana Power & Light Inc.

Regionally, the GCCI continued its strong relationship with the Caribbean Development Bank (CDB), executing the first project of its grant funding which targets improving capacity for Micro, Small and Medium Enterprises (MSMEs) in Guyana. More projects are expected to roll out in 2018. With our international partners, our Chamber benefitted from the arrival of a CUSO volunteer to support the resource mobilization activities.

This expert is expected to play a pivotal role in mobilizing resources for our Chamber, especially as we undertake to erect a new building for the Chamber, the intended structure nicely decorating the cover of this Annual Report.

As we are on the cusp of a new era in Guyana’s development, the Georgetown Chamber of Commerce & Industry will continue to stand side-by-side with the business community, as we have done for the past 129 years.

THE GCCI SECRETARIAT A lot of efforts went into raising funds in the past;I would personally like to acknowledge some of the recent presidents, Executive Management Committee and body of Councillors for continuously working to build up the reserves of the GCCI to make this a reality. We have over the years accumulated funds to rebuild our Chamber secretariat. This is now closer to reality than ever before, we have bill of quantities and contractors estimates. We will obtain bids shortly for the building so this project can be completed. On a more sober and sad note, we have lost one of our longest serving employees, Ms. Bryony Shewraj to Cancer, she worked steadfastly for the Chamber for twenty two (22) years and we said goodbye to her in March 2018.

ACKNOWLEDGEMENTS I would like to thank the Councillors of the Chamber who continue to give their time and effort to improving the business community and contributing to our country’s development; the staff of the Chamber’s Secretariat, whose diligent work in executing, the decisions of Council , ensures that our vision transforms into reality; to all agencies and stakeholders who continue to work with the Chamber in support of the business community; to the media who play a key role in getting our message out; to all our families who stood by us through the difficult moments and give us the strength to keep going; as well as friends, supporters and well-wishers. I would like to also give a special thank you to our members, who are also our sponsors of events,activities, publications and other forms of fund raising that we do.

Let us all continue to work harder to support the growth of the private sector and our national development, forging ahead as one people, in one nation, with one destiny.

127th Annual General Meeting Notes: (a) The following members were nominated in their absence: 1) Lance Hinds; 2) Eon Grant; 3) Sean Ramrattan; 4) Padma Kunjbeharry; 5) Robin Muneshwer; and 6) Kaleshwer Puran. (b) Ms. Deslyn Griffith moved the motion to close nominations and it was seconded by Mr. Komal Ramnauth.

Since there are only twenty-one (21) seats on the Council of the Chamber (Rules: Section 8:1) voting papers and a voting register along with a locked ballot box were prepared by the Office of the Chamber (Rules 8: Section 3) to allow members to vote on the twenty-nine (29) nominees for the section of the twenty-one (21) members of the Council, for the year 2017/2018, at the meeting. Thereafter, the ballot box was opened and the votes were counted.

Thereafter, the Executive Director announced that the following members all received 22 votes: 1) Allison Butters-Grant; 2) Robin Muneshwer; and 3) Jason Wang. A motion was subsequently moved by Mr. Komal Ramnauth to hold a runoff election for the purpose of electing the last Councillor, place 21, and the motion was seconded by Mr. Nicholas Boyer. The motion was unanimously carried.

It was also decided that voting by secret ballot would take place at the Chamber’s Secretariat from Monday, March 20, 2017 until Wednesday, March 22, 2017 at 3:00 p.m.

127th Annual General Meeting At the newly elected Council’s first Statutory Meeting, which was held on the 23rd March 2017, the results of the Runoff Election were announced. THE Georgetown Chamber of Commerce and Industry (GCCI) has said that it strongly condemns the paid advertisement which reads to the effect: “Investors, go invest somewhere else,” carried in the February 7, 2018 editions of the Kaieteur News and the Stabroek News.

In a press release issued on Friday, the GCCI said that it viewed this mischievous statement as antinational and anti-developmental and believed that such a position should not be condoned by any Guyanese.

“The Chamber wishes to reiterate its support for investment in Guyana, which can accelerate economic growth and augment the welfare of the people,” the release said.

The Georgetown Chamber of Commerce and Industry (GCCI) has received several reports from its legal partners regarding an influx of registration by foreign businesses for the oil and gas sector.

President of GCCI, Deodat Indar, said that while the Chamber is encouraged by this, it is particularly worried by the absence of partnership with locals.

It insists that in order for Guyana’s capacity to grow, there must be joint ventures between foreign companies and locals.

GCCI commends Govt. on reversal of tax measures -but stresses on shortcomings of Budget 2018 Dec 01, 2017

After conducting a quick review of Budget 2018, the Georgetown Chamber of Commerce and Industry (GCCI) noted recently that it was pleased with the reversal of several tax measures.

In this regard, it highlighted the removal of Value Added Tax (VAT) on education, the reduction in the Tributors’ Tax from 20 % to 10 % and the exemption of VAT on the supply of logs and rough lumber to the forestry sector.

GCCI also said that it views the Minister’s consideration and incorporation of the measures as particularly encouraging, and hopes that this dialogue can extend into the future and other areas of policymaking.

The Georgetown Chamber of Commerce and Industry, on November 17, 2017, signed a Memorandum of Understanding with the Newfoundland and Labrador Environmental Industry Association (NEIA).

According to a GCCI press release, the MOU which provides a framework of understanding and cooperation between the GCCI and the NEIA for the achievement of their common goals related to clean technology, environment and the green economy, was signed during a one-week fact-finding mission in St John, Newfoundland and Labrador which saw the participation of a delegation from Guyana, led by President of the GCCI, Deodat Indar.

Like most pieces of legislation in draft mode, the Petroleum Commission Bill has its fair share of flaws. But the most disturbing of them for anti-corruption advocates and advisors, pertains to the uncapped authority given to the Natural Resources Minister.

Not only will the Minister have the power to select the members of the Petroleum Commission, but he can also select and appoint the members of the Board, along with its secretary. In fact, the Minister can even disrupt the work of the Commission as he pleases.

These very concerns were raised yesterday at the Duke Lodge Hotel during a consultation on oil and gas development and the Petroleum Commission Bill.

The Georgetown Chamber of Commerce and Industry (GCCI) will continue another round of its three-day series of public lectures on Oil and Gas Sector Development and the draft Petroleum Commission Bill. It is being held today at the Roraima Duke Lodge Hotel in Kingston, Georgetown.

The speakers are Kevin Ramnarine, Trinidad and Tobago’s former Minister of Energy; former Speaker of the National Assembly, Ralph Ramkarran and GCCI President, Deodat Indar. The public discussions got underway on Monday in the mining town of Linden.

GCCI to push for seats on 16 State Boards Aug 02, 2017

The Georgetown Chamber of Commerce and Industry (GCCI) wants to have greater representation on certain State institutions. To achieve this goal, the Chamber will be pushing to have at least one of its members on each of the 16 State boards.

GCCI’s ambition was announced at the recent launch of its eight edition of the Business Journal.

At that forum, GCCI’s President, Deodat Indar, outlined some of the Chamber’s plans for the future.

He said that over the next two years the Chamber will be advocating for businesses more than ever before. AFFILIATE ORGANISATIONS CARIBBEAN DEVELOPMENT BANK “Enhancing the Capacity of Micro, Small and Medium-Sized Enterprises in Guyana” Over the years, the Georgetown Chamber of Commerce and Industry (GCCI) has partnered with the Caribbean Development Bank (CDB) for the execution of a number of development initiatives in Guyana.

Most recently, the GCCI partnered with the CDB under its Caribbean Technical Consultancy Services (CTCS) Network through a multi-year agreement to execute capacity building programs for the arts and craft, agro-processing and creative industry sectors.

The CDB funded project, “Enhancing the Capacity of Micro, Small and Medium-Sized Enterprises in Guyana”, aims to enhance the managerial, technical and operational capacity of micro, small and medium-sized enterprises (MSMEs) in Guyana, thereby contributing to their increased productivity, profitability and competitiveness.

Through the program, the GCCI provides technical assistance to MSMEs through workshops, seminars and organizational attachments to 15 sub-project areas over a three-year period which will target MSMEs in various sectors.

CTCS Project Liaison Officer, Eusi Evelyn, has worked thoroughly to promote this project through a number of countrywide consultations, and has collaborated with various stakeholder groups including RDC-Regional Democratic Councils, the Indian Arrival Committee, African Cultural and Development Association, Tourism and Hospitality Association of Guyana, InterAmerican Institute for Cooperation on Agriculture, New Guyana Marketing Corporation, Small Business Bureau, Linden Town Council, Linden Enterprise Network, World University Service of Canada and Kuru Kuru Cooperative College.

In 2017, the GCCI facilitated a five-day workshop on “Apiary Management and Principles” which targeted 25 new beekeepers.

The workshop was attended by budding entrepreneurs, all excited about finding financial independence through Guyana’s apicultural industry. During the five-day training, attendees were taught instructed on the topics such as the fundamentals of starting an apiary, types of beehives, conditions under which the honeybee colonies thrive, harvesting techniques and packaging and labelling techniques.

“Improving competitiveness in Guyana and strengthening of small and micro enterprises (SMEs) to increase non-traditional exports” In 2016, the GCCI had also received a grant of US$226,195 from the CDB for the execution of another capacity building project, “Improving Competitiveness in Guyana and Strengthening SMEs to Increase NonTraditional Exports”. The grant was provided through the CARIFORUM-EU Economic Partnership Agreement (EPA) Standby Facility for Capacity Building under the 10th European Development Fund (EDF).

The grant resources were used to enhance the export-readiness of enterprises in creative industries, particularly music and art and craft, as well as in agro-processing. The project also sought to build the capacity of business and trade support of business organisations to deliver value-added support services to the targeted industries.

Participants received assistance to develop Export Development Plans which outlined the strategy and actions required for them to successfully enter or deepen their penetration of the targeted markets. Supporting business support organisations (BSOs) also received training to enhance their capacity to use the marketing information and the results of the export-readiness assessment to lead the implementation of the three-year Export Development Strategy and Action Plan for their respective industries.

Under this project, various capacity building and sensitization activities were organised by Project Coordinator, Deslyn Griffith, who worked with a number of stakeholder groups around the country.

Wealth Creation Fund 2017 In May 2017, Foundation Seven Music School, a local music school, was awarded a $1M grant along with capacity building and other technical support through a program called the “Wealth Creation Fund”. The program was undertaken by the GCCI through the CDB funded “Improving Competitiveness in Guyana and Strengthening SMEs to Increase Non-Traditional Exports” project.

The GCCI collaborated with its partners, Republic Bank (Guyana) Limited, Scotiabank and the Small Business Bureau (SBB) to provide this opportunity for business growth to business persons/organizations within the music, arts and craft or agroprocessing sectors.

The goal of the program was to present an opportunity to SMEs across three Non-Traditional Export Sectors to benefit from a comprehensive and participative one year building initiative to gear them with the basic constructs to develop sound financial prudent best practices to sustain financial growth.

April 2017 5th April 2017: The Executive Management Committee and Council Members of the GCCI visited businesses along Regent Street to listen to their concerns regarding issues affecting the business community.

18th May 2017: The GCCI met with Minister of Natural Resources, Hon. Raphael Trotman, and the Ministry’s Permanent Secretary, Joslyn McKenzie, to discuss the development of Guyana’s oil and gas sector. GCCI members had the opportunity to interact with Minister Trotman and voice their concerns.

June 2017 9th June 2017: GCCI President, Deodat Indar, Senior Vice President, Nicholas Boyer and Junior Vice President, Timothy Tucker, met with then Minister of Public Health, Hon. Volda Lawrence, to discuss matters of concern to the business community.

13th June 2017: Senior representatives of the GCCI, along with members hosted a business meeting with a visiting delegation from the Trinidad & Tobago Chamber of Industry and Commerce (TTCIC) at the Roraima Duke Lodge. The meeting provided a good opportunity for networking for members of both organisations, and the TTCIC got an opportunity to learn about the GCCI and its role in the trade environment in Guyana.

14th June 2017: The GCCI met with Minister of Public Infrastructure, Hon. David Patterson, who made a presentation on the Ministry’s work plan for 2017/2018, and discussed with members how the business community can align itself and support the Ministry’s plan for development.

16th June 2017: GCCI President, Deodat Indar, delivered opening remarks at the opening of Guyana’s first RadioShack store at the Giftland Mall.

JULY 2017 17th July 2017: GCCI President, Deodat Indar, and Senior Vice President, Nicholas Boyer, met with representatives of the International Monetary Fund (IMF), Technical Assistance Mission on the Extractive Industries Taxation & Revenue Management. The discussion centred on the developments in the mining and petroleum sectors, tax and other sectoral issues.

20th July 2017: Commissioner General of the Guyana Revenue Authority (GRA), Mr. Godfrey Statia, visited the GCCI as part of an ongoing series of “Conversations with Stakeholders”.

Discussions were held on customs and tax concerns, and members received the opportunity to voice issues of concern to the business community.

27th July 2017: The GCCI launched the 8th Edition of its Annual Business Publication, the Business Guyana Magazine, under the theme, “The Promise of Oil”. This was one of the largest events organised by the GCCI with over 300 members of the business community and the diplomatic community in attendance.

September 2017 6th September 2017: GCCI President, Deodat Indar, gave the feature remarks at the Institute of Internal Auditors-Guyana Chapter’s Seminar.

Mr. Indar’s remarks addressed “The Role of the Internal Auditor in the Evolving Risks facing the Organization and Adaptability”.

19th September 2017: The Executive Management Committee of the GCCI met with a team from the International Monetary Fund who were conducting a Technical Assistance Program with the Guyana Revenue Authority (GRA).

Areas of discussion included the powers of tax officers, interpretations and applications of tax, issued faced with valuations and much more.

24th October 2017: The GCCI hosted a 3-day series of public lectures on “Oil & Gas Sector Development and the draft Petroleum Commission Bill” from the 23rd – 25th October 2017. The first lecture was held in the mining town of Linden and facilitated by the Linden Chamber of Industry, Commerce and Development.

Speakers, Kevin Ramnarine (former Minister of Energy – Trinidad & Tobago) and GCCI President, Deodat Indar, briefed the Linden businessmen on how they can get involved in the emerging oil and gas sector by making themselves competitive, and opportunities available for training with organizations such as ExxonMobil’s Centre for Local Business Development.

October 2017 20th October 2017: The GCCI held its Business Mixer under the theme, “Conversations & Cocktails”. The event was well attended by members of the business community and representatives of the diplomatic community who took the opportunity to mingle and network in a relaxed environment.

17th November 2017: A Memorandum of Understanding (MOU) was signed between the Georgetown Chamber of Commerce and Industry (GCCI) and the Newfoundland and Labrador Environmental Industry Association (NEIA), continuing a culture of cooperation and information sharing relating to investment, trade and economic opportunities between Guyana and Canada. The MOU was signed during a one-week fact-finding mission in St. Johns, Newfoundland and Labrador which saw the participation of a high-powered private sector delegation from Guyana.

25th October 2017: The GCCI held its third public lecture on “Oil & Gas Sector Development and the draft Petroleum Commission Bill” in Georgetown at the Roraima Duke Lodge. Speakers, Kevin Ramnarine (former Minister of Energy – Trinidad & Tobago) and Ralph Ramkarran, Former Speaker of the National Assembly, were well received as they spoke on the development of Guyana’s emerging oil and gas sector, with special focus on important amendments that should be made to Guyana’s draft Petroleum Commission Bill.

December 2017 The GCCI gave recognition to outstanding businesses and individuals in Guyana at its 128th Annual Awards Ceremony and Gala Dinner. This annual event is a great opportunity to recognize and reward outstanding performances of business excellence, while continuing to encourage the entrepreneurial spirit in Guyana. Recipients of the 2017 awards were selected from a robust list of nominees across Guyana. The awardees were:

6th-10th November 2017: A threeyear Caribbean Development Bank (CDB) funded programme aimed at building capacity among micro, small and medium-sized enterprises was launched during November 2017 with a “Theory and Practical Apiculture” Training Seminar. The programme –“Enhancing the capacity of Micro, Small and Medium-size Enterprises in Guyana” is being facilitated by the GGCI with financial and technical support from the CDB through its Caribbean Technological Consultancy Services (CTCS) Network. The five day seminar, which was facilitated

by CTCS Liaison Officer, Eusi Evelyn, brought together 25 employed and unemployed persons interested in Apiary.

28th November 2017: The GCCI met with Deputy CEO of the Guyana Power & Light, Mr. Elwyn Marshall and Divisional Director of Operations, Mr. Bharat Harjohn. Strategies for the improvement of the operations of GPL were discussed, and a Dialogue Committee between GPL and the GCCI was established with the intent of deepening the working relationship between the two organisations.

29th January 2017: Members of the GCCI met with representatives of the Dominican Chamber of Commerce (ProDominicana). The aim of the meeting was to open a dialogue about business relationships between Guyana and the Dominican Republic, and also, to present the opportunities available for local companies to participate in the HUB Cámara Santo Domingo 2018, which is the biggest trade fair in the Caribbean.

30th January 2018: Executive Director of the GCCI, Richard Rambarran, met with Country Representative of the Canadian Executive Service Organization (CESO), Ms. Ann Persaud, to discuss the renewal of CESO’s relationship with the GCCI.

31st January 2018: The GCCI partnered with the University of the West Indies Arthur Lok Jack Graduate School of Business to host an Information Session on “Defining your Space in the Global Economy”.

15th February 2018: Public-Private Partnership. Members of the GCCI met with Minister of Public Infrastructure, Hon. David Patterson, with the intent of opening dialogue for collaborative effort. During the meeting, Minister Patterson provided updates on a number of projects being executed by the Ministry of Public Infrastructure.

Opportunities for collaborations between the public and private sectors were also discussed.

February 2018 6TH February 2018: The GCCI hosted a small reception and networking event for the Canadian Delegation visiting from Newfoundland and Labrador Environmental Industry Association (NEIA) for GIPEX 2018.

20th February 2018: GCCI President, Deodat Indar, and Junior Vice President, Timothy Tucker, met with the Commissioner of Police, Seelall Persaud, and other senior officers of the Guyana Police Force (GPF).

The purpose of the meeting was to discuss security concerns in Guyana, collaboration for structured dialogue between the private sector and the GPF, and areas in which the private sector can aid in the development of the GPF.

22nd February 2018: The GCCI hosted its first Business Mixer for the year 2018 at Palm Court (Upper Level). This event saw the attendance of members of the business community from both local and foreign companies including many young professionals, as well as representatives of the Diplomatic Community who took the opportunity to network during an evening of cocktails and conversation.

28th February 2018: The GCCI collaborated with the National Insurance Scheme (NIS) to host an Information Session for members of the GCCI. The goal was to ensure that all members are aware of the benefits offered by the scheme, and also, to help employers, employees and selfemployed persons understand their obligations to NIS.

INDEPENDENT AUDITOR’S REPORT TO THE MEMBERS OF GEORGETOWN CHAMBERS OF COMMERCE AND INDUSTRY (AN ENTITY INCORPORATED BY AN ACT OF PARLIAMENT) REPORT ON THE AUDIT OF THE FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2017 Opinion We have audited the financial statements of Georgetown Chambers of Commerce and Industry, which comprise the statement of financial position as at 31 December, 2017, and the statement of comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, and notes to the financial statements, including a summary of significant accounting policies as set out on pages 48 to 56.

In our opinion, the accompanying financial statements give a true and fair view of the financial position of the entity as at 31 December, 2017 and financial performance and cash flows for the year then ended in accordance with International Financial Reporting Standards.

Basis for opinion We conducted our audit in accordance with International Standards on Auditing. Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the audit of the Financial Statements section of our report. We are independent of the entity within the meaning of the International Ethics Standards Board for Accountants Code of Ethics and have fulfilled our responsibilities under those ethical requirements. We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion.

Emphasis of Matter We draw attention to the non – provision for taxation, interest and penalty (refer to note 22). Our opinion is not qualified in respect of this matter.

Going concern The financial statements of the entity have been prepared using the going concern basis of accounting. The use of this basis of accounting is appropriate unless management either intends to liquidate the entity or to cease operations, or has no realistic alternative but to do so. As part of our audit of the financial statements, we have concluded that management’s use of the going concern basis of accounting in the preparation of the entity’s financial statements is appropriate.

Management has not identified a material uncertainty that may cast significant doubt on the entity’s ability to continue as a going concern, and accordingly none is disclosed in the financial statements of the entity. Based on our audit the financial statements of the entity, we also have not identified such a material uncertainty.

However, neither management nor the auditor can guarantee the entity’s ability to continue as a going concern.

Other Information in the Annual Report Management is responsible for the other information. The other information comprises all the information included in the entity’s annual report 2017, but does not include the financial statements and our auditor’s report thereon. GENERAL INFORMATION

The Georgetown Chamber of Commerce and Industry is a not-for-profit organisation that was established by an Act of Parliament on February 5, 1890 and its registered office is located at Lot 156 ‘C’ Waterloo Street, North Cummingsburg, Georgetown. During the year 1982, the organisation’s name was changed from “The Georgetown Chamber of Commerce and Industry” to “Georgetown Chamber of Commerce and Industry”.

The objectives of the Georgetown Chamber of Commerce and Industry, as stipulated by the “Georgetown Chamber of Commerce Act” are as follows:

(a) the promotion and protection in Guyana of trade and services, local, regional and foreign;

(b) to promote and encourage the development of Guyana of primary industries and manufacturing and processing operations with the use as far as possible of local raw materials and expertise and the application of modern and efficient methods of maintenance, standards of safety and labour relations;

(c) to encourage adherence by manufacturers to proper qualitative standards in their products;

(d) to promote within and outside Guyana by means of advertisement, trade fairs and in any other manner, the consumption and the use of goods manufactured or produced in Guyana.

(e) to assist in the procurement of overseas markets for goods produced in Guyana;

(f) to collect and disseminate statistical and other information relating to commerce, trade, manufacture and industry;

(g) to use its good offices in the settlement of disputes involving members of the local commercial and industrial community;

(h) to consider all matters connected with trade, manufacture, industry and commerce, and where appropriate, to make representations and express an opinion or take a position on any such matters;

(i) to imitate, promote or to comment on actual or proposed legislative, regulatory or administrative measures affecting trade, manufacture or industry and to communicate or cooperate with the appropriate governmental institutions in respect of such measures;

(j) to encourage generally but more particularly among the membership, the adherence to ethical standards in trade, manufacture, industry and commerce and to aid and support in any manner other associations or bodies having objects similar to those of the Chamber;

(k) to amalgamate or affiliate with any institution having objects similar to those of the Chamber, and in the event of an amalgamation to transfer the property of the Chamber to any such institution; and

(l) to do all such things as may be requisite and necessary for the attainment of the objects of the Chamber, including the receiving and donating gifts, investing the income and funds of the Chamber, and the borrowing of money.

BASIS OF PREPARATION AND ACCOUNTING POLICIES

These financial statements have been prepared in accordance with the International Financial Reporting Standard for Small and Medium-sized Entities issued by the International Accounting Standards Board.

(a) Basis of accounting

These financial statements have been prepared under the historical cost convention.

(b) Income & expenditure

Income & expenditure are dealt with in these financial statements on the accrual basis of accounting. (c)

Property, plant & equipment Items of property, plant and equipment are measured at cost less accumulated depreciation and any accumulated impairment losses.

Depreciation is charged so as to allocate the cost of assets less their residual values over their estimated useful lives, using the reducing balance method. The following annual rates are used for the depreciation of property, plant and equipment:

Office furniture & equipment 10 - 50%

If there is an indication that there has been a significant change in depreciation rate, useful life or residual value of an asset, the depreciation of that asset is revised prospectively to reflect the new expectations.

(d) Revenue recognition

When the outcome of a transaction can be estimated reliably, revenue is recognised by reference to the stage of completion of the transaction at the reporting date, provided that all of the following criteria are met:

Revenue from providing related services is recognized when all the following conditions are satisfied:

(i) The amount of revenue can be measured reliably;

(ii) It is probable that the economic benefits associated with the transaction will flow to the entity;

(iii) The cost incurred or to be incurred in respect of the transaction can be measured reliably; and

(iv) The stage of completion at the reporting date can be measured reliably.

(e) Reporting currency

These financial statements are stated in Guyana Dollars and foreign currency transactions during the year were translated at the prevailing exchange rate at the time of those transactions. Monetary assets and liabilities denominated in foreign currencies at the date of the statement of financial position are translated at the prevailing exchange rate at the end of the year and exchange gain/losses were recognised in the statement of comprehensive income.

Management consists of the president, two vice-presidents, treasurer, secretary and sixteen (16) other council members as stipulated by the Act.

During the prior years a bank account was established by the Chamber with Republic Bank (Guyana) Limited for the sole purpose of offering relief from disasters. Funds for this account were obtained via donation from the public and subsequently disbursed as the need arose, based on the decision by the Councillors. A percentage of this fund was transferred from Republic Bank to the account registered with the New Building Society.

14 MEMBERSHIP SUBSCRIPTION

Attaining membership with the Chamber is a simple process where the decision to accept an entityâ&#x20AC;&#x2122;s request to become a member is made by the Council.
