Welcome.

It is my pleasure to present the Georgetown Chamber of Commerce and Industry’s Annual Report for the period 2016/2017. We hope to inform you, inspire you and excite you about the commitment of the Chamber to the growth and prosperity of the business community in Guyana.

As you will see, 2016 was another successful year for us and we would like to thank you for your support. An assessment of our activities and achievement, many of which are identified in this report, indicates that our goals to advocate for public policies that foster economic growth, increased productivity, job creation and an innovative private sector has never been more important, despite the bumpy economic ride many of our members experienced during the past year.

As 2016 closes, our mind turns to 2017. We approach it with enthusiasm for the task, knowing that not only is the work of our Chamber incomplete, but ever more important is that we are to lift productivity and competitiveness and keep our business organization at the forefront of service provision. As a result, we are committed to helping you make the most of those opportunities, helping you to grow your business, expand your network and increase your business knowledge.

PRESIDENT’S MESSAGE Our Chamber has significantly improved its position from just a few years ago when we were in significant deficit, membership was stagnant and value to members was limited. Due to our team adding value to themselves and therefore adding value to the organization, we have now returned to a position of financial soundness. In 2015, the Chamber experienced a positive change regarding its surplus, in comparison to that of the prior years.

In 2016, this trend was maintained with a surplus of $5.7M, an impressive increase of three hundred and sixty three percent.

This was achieved with a team of an average age in the low twenties, and a Council and Executive that contributed numerous hours and days of their lives-hours and days that they could have invested in their own businesses. We thank them sincerely for their contributions, for without these contributions we would not have been in the position we are in today.

There was significant growth in membership with 38 new members joining the Chamber in 2016, signaling a 25% increase in membership. But this growth has not come without its own challenges. As people and organizations get better, their consumers will also continuously expect better. Their level of sophistication will continue to evolve and their demands become drivers of organizational development.

The Chamber has eagerly responded to this by focusing on a number of initiatives, including capacity building programs for our members such as Conversation Circle, a mentorship program sponsored by Republic Bank (Guyana) Limited in 2016. This program attracted over 100 entrepreneurs, who benefitted from the guidance of experienced Chamber members. In partnership with Scotia Bank, the “Vision Achiever” program continues to highlight businesses and provide them with the necessary knowledge and prize money to stimulate entrepreneurship interest.

In keeping with our mandate to contribute to a thriving economy, the Chamber also focused on building competitiveness and nurturing the spirit of innovation and entrepreneurship in Guyana’s private sector. Our relationship with regional partner, the Caribbean Development Bank (CDB), strengthened and we were able to secure two grants from the CDB which are aimed at increasing the export readiness of enterprises within creative industries, and

also, enhancing the capacity of business support organizations (BS0s). Each project comprised of workshops, training and oneon-one consultancies offered to businesses within the arts & crafts, agro-processing and music industries.

In the past year, the Chamber also signed an MOU with CUSO International, the Small Business Bureau (SBB) and GeoTechVision Guyana for the establishment of a local Business Incubator which will provide valuable support to start-up business by offering resources such as training and affordable office space.

Also noteworthy is the Chamber’s Inaugural Security Forum & Expo. In an effort to encourage our members to take the security of their businesses into their own hands, we invited a number of reputable firms within the traditional and cyber security sectors to exhibit their products and services, and give presentations outlining various security solutions. Many of our sectors, new and prospective, require a facilitating environment in order to flourish.

The Chamber is embarking on a path where we can be that partner in development that adds our contributions at the planning stage towards creating a clear vision and a clear path to success.

Our budget for 2017 is premised on the achievement of growth in revenue while ensuring that costs are controlled. We fully expect to achieve our target of a $10.8Mn surplus. Continuing to increase membership and conducting workshops geared to promote business in Guyana will be the main contributors to achieving revenue growth.

As we develop the capacity to become a stronger player we would like to focus on the following:

growth for the compliant whilst pursuing those who escape the net.

Development of legislation and regulations that create opportunities to lift many out of poverty and towards a better life.

While early budgets are admirable, timely spending of such approved budgetary measures will provide a needed financial stimulus to energize our economy.

Our organization is on a constant quest for better results, and we will update and upgrade our human resources to be able to deliver these results. Likewise, at every level in the government, human capital needs to be updated and upgraded, trained/developed or replaced with better.

If we were to peer into the future, we would all agree that transformation is inevitable. Guyana will be transformed, but will it be a wealthy, prosperous state or remain the land of much “potential�?

This is up to every single one of us. The Chamber’s role is clear, we must be an economic driver for private sector and national development. We must make hard and sometimes, unpopular decisions, but we must also listen and take corrective action when necessary. • In cooperation with the Public Relations Sub-Committee, develop educational materials that can assist members of the business community to be better prepared to handle everyday crime: robbery, kidnapping, etc.

The Georgetown Chamber of Commerce and Industry has strengthened its position as the leading voice of business, using public advocacy to help advance our policy objectives.

The Georgetown Chamber has maintained a presence across print, broadcast and social media in an effort to keep the public up to date and aware of developments, trends and issues affecting the private sector. The Chamber has also publicized its assessments of Government policies in keeping with its mandate to explain how policies will affect people in their role as business operators, employees, taxpayers, shareholders and consumers.

Members of the Georgetown Chamber’s Executive Management Committee undertook various media interviews during the year 2016 to discuss pressing matters of the

business community. In the year 2016, the Georgetown Chamber also issued a number of press releases on topics including capacity building opportunities available for SMEs, foreign investment, national budget review, tax reform and security measures for business operators.

The Georgetown Chamber has also expanded its social media presence through increased activity on our Facebook page. The Chamber is taking advantage of social media innovations such as Facebook Live to promote our seminars, workshops, trainings and other initiatives aimed towards the development of the private sector.

Affiliate Organisations Caribbean Development Bank Improving Competitiveness in Guyana and Strengthening of SMEs to increase NonTraditional Exports The Georgetown Chamber of Commerce and Industry (GCCI) has received a grant of USD 226,195 from the Caribbean Development Bank (CDB) towards the cost of improving competitiveness in Guyana and strengthening of small and micro enterprises (SMEs) to increase non-traditional exports.

The grant is provided through the CARIFORUM-EU Economic Partnership Agreement (EPA) Standby Facility for Capacity Building under the 10th European Development Fund (EDF).

The grant resources will be used to enhance the exportreadiness of enterprises in creative industries particularly music and art and craft, as well as in agro-processing. The project also seeks to build the capacity of business and trade support of business organizations to deliver value-added support services to the targeted industries.

CDB, through its funding, seeks to assist Guyana’s most export-ready enterprises operating in the identified industries to improve their business and production practices and product quality in line with the market requirements in the European Union (EU), CARIFORUM and French Caribbean Outermost Regions (FCORs)/Overseas Countries and Territories (OCTs) markets. Participating enterprises and musicians will receive assistance to identify specific “best bet” trade opportunities, particularly those made possible through the EPA. Participants will receive assistance to develop Export Development Plans which will outline the strategy and actions required for them to successfully enter or deepen their penetration of the targeted markets.

The project is expected to develop and initiate implementation of approximately nineteen (19) Export Development Plans and three-year Export Development Strategies and Action Plans for the three industries. The project will positively impact the quality of goods and services produced by participants as well as the capacity of firms to identify market opportunities and

meet market demands in the EU, CARIFORUM and FCORs/ OCTs. Also, the supporting business organizations within each sector will receive training to enhance their capacity to use the marketing information and the results of the export-readiness assessment to lead the implementation of the three-year Export Development Strategy and Action Plan for their particular industry.

The Georgetown Chamber of Commerce and Industry (GCCI) has partnered with several other agencies and is currently collaborating with regional and international development partners to deliver services critical to the growth and development of Guyana’s private sector.

The project has commenced and is expected to conclude on March 16, 2017.

The CARIFORUM-European Union (EU) Economic Partnership Agreement (EPA) & The Caribbean Single Market & Economy (CSME) Standby Facility focuses on capacity building in the region.

Enhancing the Capacity of Micro, Small and Medium-Sized Enterprises in Guyana The Caribbean Development Bank (CDB) is mandated to contribute to the sustainable economic growth and development of its Borrowing Member Countries (BMCs). One of the Bank’s Strategic Objectives, in this regard, is to Support Inclusive and Sustainable Growth and Development with an accompany Corporate Priority being to Promote Private Sector Operations that seek to enhance the viability of Micro, Small and Mediumsized Enterprises (MSMEs).

The Caribbean Technological Consultancy Services (CTCS) Network, which was established in 1982 and currently managed within the Bank’s Technical Cooperation Division (TCD), is one of the Bank’s principle technical assistance (TA) programmes directed towards the development of MSMEs in it BMCs. The CTCS Network is the mechanism by which the knowledge and skills of Regional experts can be mobilized and their proficiencies adapted and transferred in order to meet the needs of MSMEs. These are entities operating in the various sectors in BMCs which have limited access to such expertise which are needed to strengthen their capacity to be more responsive to market opportunities.

Against this background, CDB’s TCD, through its CTCS Network, has established a formal relationship with the Georgetown Chamber of Commerce and Industry, through a Letter of Agreement to strengthen the coordination, monitoring and evaluation of CTCS activities in Guyana. In this regard, GCCI will act as the hub for the CTCS Network programme and is fully responsible for the coordination of the three (3) year programme.

The programme aims to enhance the managerial, technical and operational capacity of MSMEs in Guyana, thereby contributing to increased productivity, profitability and competitiveness.

The expected results at the impact level are enhanced competitiveness and sustainability of MSMEs.

•

Expected results at the outcome level are improved management and overall operational capacities of both male and female run/owned businesses.

•

At the output level, expected results are TA to MSMEs in various areas related to the business development activities for the production of goods and delivery of services; and institutional strengthening of business support organisations (BSOs).

CUSO International Business Incubator CUSO International is a development organisation registered charity in Canada that works to reduce poverty and inequality through the efforts of highly skilled volunteers, collaborative partnerships and compassionate donors, with the vision of: “A world of engaged and empowered citizens working together to overcome poverty, and to promote equality and justice‌where all people are able to realise their human rights, develop their capabilities and participate in society.â€?

Cuso International had one of its volunteers assigned to the Georgetown Chamber of Commerce and Industry with the overarching goal of providing entrepreneurship opportunities for young people in Guyana.

purpose for the placement is to have someone who would undertake the preliminary work for the establishment of a business incubator centre for young entrepreneurs in Guyana.

Specifically, the purpose of the placement is to conduct a feasibility study for the proposed incubator which will provide a sound basis for judging the viability of the proposed project.

The outcome of the placement would be to provide the Georgetown Chamber of Commerce and Industry with information that would assist them in establishing a business incubator centre for young entrepreneurs which will help them overcome some of the challenges they face.

Business incubators, as economic tools, have become increasingly common for stimulating local development, and providing facilities and services as well. As a result, the overall

Workshops & Events Managing for Development Results (MfDR) In 2015, the Caribbean Development Bank (CDB) conducted a Sub-Regional workshop on “Managing for Development Results (MfDR) for Cooperating Institutions (CIs) of the Caribbean Technological Consultancy Service (CTCS) Network” in Barbados. MfDR is a management strategy that focuses on using performance information to improve decision-making. The workshop was attended by the Georgetown Chamber of Commerce and Industry’s representative, Ms. Krysten Sewett, Executive Director, to provide technical assistance for the development of Micro, Small and Medium-Sized Enterprises (MSMEs) in the Bank’s Borrowing Member Countries (BMCs).

The workshop was in response to the requirement of the CTCS Network to measure, monitor and report results in relation to its interventions. This is in keeping with the CDB’s MfDR agenda, as a development agency that is required to report on actions it is taking to reduce poverty evidence by measureable and sustainable results. MfDR aligns with CDB’s Results Monitoring Framework (RMF), a tool to help guide and measure progress in achieving results in respect of the Bank’s strategic objectives.

The workshop in Barbados was designed to equip participants with knowledge and skills to train other MSME development partners in their respective countries. Consequently, Ms. Sewett was tasked to facilitate a three (3) day workshop in April 2016 on “MfDR for Business Support Organisations (BSOs) in Guyana” which was done in collaboration with Ms. Treina Butts, Executive Director of the Tourism, Hospitality Association of Guyana (THAG), who also attended the workshop.

Participants were equipped with the knowledge and understanding of key MfDR tools based on international practice and tools and methodologies to measure, monitor and report results in a gender-sensitive way.

Conversation Circle The Georgetown Chamber of Commerce and Industry’s “Conversation Circle� was formed with the objective of enabling young entrepreneurs to benefit from the experiences of prominent business owners. The Chamber understands the importance of investing in the new generation of entrepreneurs and as such, we have embarked on a mission to build the capacity of the youth by providing them with opportunities to access practical and useful information. Youth that are economically empowered are more likely to invest in themselves and their communities, become active business leaders and active members of the Chamber; and most importantly, economically empowered youth often become invested in creating a stable and innovative business environment. Programs of this nature serve to bridge the gap between the old and new generations of entrepreneurs, which is critical because both groups have the potential to exchange information and learn from each other.

For the year 2016, the Chamber hosted four (4) Conversation Circles, which was solely sponsored by Republic Bank Guyana Ltd. Participants were able to (i) gain access to mentorship from experienced business professionals. Our mentors provide young entrepreneurs with support, access to important business contacts and allies, advice based on their own experiences, and critical feedback on navigating the business world, (ii) gain

practical knowledge on the important aspects of business such as business plans, regulations and financing. Such practical knowledge provides young entrepreneurs with the confidence to they need to innovate, take risks and see a business plan through and (iii) interact with other business professionals in their fields.

Customer Service Workshop

Business Guyana Magazine

The Georgetown Chamber of Commerce and Industry hosted a Customer Service Seminar on Wednesday, January 25, 2017. Poor customer service seems all too common, not only is it frustrating for the customer, but from a business perspective, poor service can cost you thousands of dollars in lost sales.

The Georgetown Chamber of Commerce and Industry on June 23, 2016 launched its seventh (7th) edition of the Business Guyana Magazine (BGM).

As a result, the Chamber recognized the need for continuous customer serving training, and have aimed to provide managers and supervisors with a practical roadmap for developing the most important element for business success.

The Chamber enlisted the help of three speakers who are highly skilled in customer service training, namely, Ms. Lyndell-Danzie-Black, Ms. Evie Kanhai-Gurchuran and Mr. Rawle Dundas. Our speakers will be presenting on 3 critical areas of customer service – Attitude, Handling Customer Complaints and Time Management, with the objective of showing you how easy it is to retain loyal customers by providing them with a good customer experience .

The magazine aims to attract investors by showcasing economic developments in Guyana. 3000 copies of the magazine are published annually and distrusted globally through Guyana’s embassies and high commissions, through foreign missions present in Guyana, through international trade shows, and through the Chamber’s extensive domestic and international network of stakeholders.

In commemoration of Guyana’s 50th Anniversary of Independence, the theme for this special edition was “The Next 50 Years”. The overall content reflects the dynamics of the current economic and business environment as well as an insight into the development of the economy and Guyana’s main industries within the next 50 years.

In addition, the content sends a very strong message to businesses and countries around the globe that Guyana is not just open for business, but also that our nation is one of the best places to invest in and to operate with dynamic, thriving results.

The magazine’s content also highlights developments of the importance and future of Guyana’s Craft Industry, Banking Industry, Shipping Industry, Telecommunication Sector, Tourism, Guyana’s economic fortunes over the next 50 years, and the Chamber’s long history of the Chamber and provide some insight as to how we functioned over the years

Security Forum & Expo The Georgetown Chamber of Commerce and Industry attaches great importance to security, focusing on all types of risks: physical, cyber, operational and personnel.

On October 21, 2016, to raise public awareness and promote ethics on security, the Chamber hosted a forum and exposition which served as a one stop portal to facilitate the public’s access to security information and demonstrations. The inaugural event highlighted how the security industry has been reshaped by convergence and brought together both physical and cyber security professionals to discuss the threats facing the industry.

Exhibitors also enjoyed the maximum exposure to their business and took advantage of the opportunity to promote the importance of investing in security.

ANNUAL GALA DINNER & AWARDS CEREMONY 2016 On Thursday, December 1, 2016, the Georgetown Chamber of Commerce and Industry held its Annual Gala Dinner & Awards Ceremony at the Guyana Marriott Hotel.

The Ceremony was the Chamber's most high profile event, and it provided business executives with a priceless opportunity to network and exchange ideas. Most importantly, it was a time for the Chamber to celebrate individuals and organizations who have made invaluable contributions to Guyana.

The guest speaker of this momentous occasion was Mr. Terry Steers-Gonzales, Deputy Chief of Mission, Embassy of the United States and the Featured Address was delivered by Honorable Raphael G.C. Trotman, Minister of Natural of Natural Resources.

Gala festivities included a cocktail reception at 7 p.m., dinner, speeches by esteemed individuals, the presentation of awards, and the drawing of attractive door prizes. This year, nine (9) Awards were presented, including Public Service Award of Excellence, Business of the Year Award (Small to Medium), Business of the Year (Large), Lifetime Achievement Award, Corporate Citizenship Award, Young Business Executive, Award of Innovation, President’s Award and Past President Award.

Prominent members of the business community, elected officials, distinguished academics, community leaders, philanthropists and members of the diplomatic corps gathered for this highly anticipated annual event.

General information The Georgetown Chamber of Commerce and Industry is a not-for-profit organisation that was established by an Act of Parliament on February 5, 1890 and its registered office is located at Lot 156 'C' Waterloo Street, North Cummingsburg, Georgetown. During the year 1982, the organisation's name was changed from "The Georgetown Chamber of Commerce and Industry" to "Georgetown Chamber of Commerce and Industry".

The objectives of the Georgetown Chamber of Commerce and Industry, as stipulated by the "Georgetown Chamber of Commerce Act" are as follows:

(a) the promotion and protection in Guyana of trade and services, local, regional and foreign; (b) to promote and encourage the development of Guyana of primary industries and manufacturing and processing operations with the use as far as possible of local raw materials and expertise and the application of modern and efficient methods of maintenance, standards of safety and labour relations; (c) to encourage adherence by manufacturers to proper qualitative standards in their products; (d) to promote within and outside Guyana by means of advertisement, trade fairs and in any other manner, the consumption and the use of goods manufactured or produced in Guyana. (e) to assist in the procurement of overseas markets for goods produced in Guyana; (f) to collect and disseminate statistical and other information relating to commerce, trade, manufacture and industry;

(g) to use its good offices in the settlement of disputes involving members of the local commercial and industrial community; (h) to consider all matters connected with trade, manufacture, industry and commerce, and where appropriate, to make representations and express an opinion or take a position on any such matters; (i) to imitate, promote or to comment on actual or proposed legislative, regulatory or administrative measures affecting trade, manufacture or industry and to communicate or cooperate with the appropriate governmental institutions in respect of such measures; (j) to encourage generally but more particularly among the membership, the adherence to ethical standards in trade, manufacture, industry and commerce and to aid and support in any manner other associations or bodies having objects similar to those of the Chamber;

(k) to amalgamate or affiliate with any institution having objects similar to those of the Chamber, and in the event of an amalgamation to transfer the property of the Chamber to any such institution; and (l) to do all such things as may be requisite and necessary for the attainment of the objects of the Chamber, including the receiving and donating gifts, investing the income and funds of the Chamber, and the borrowing of money.

Basis of preparation and accounting policies These financial statements have been prepared in accordance with the International Financial Reporting Standard for Small and Medium-sized Entities issued by the International Accounting Standards Board.

(a) Basis of accounting These financial statements have been prepared under the historical cost convention.

(b) Income & expenditure Income & expenditure are dealt with in these financial statements on the accrual basis of accounting.

(c) Property, plant & equipment Items of property, plant and equipment are measured at cost less accumulated depreciation and any accumulated impairment losses.

Depreciation is charged so as to allocate the cost of assets less their residual values over their estimated useful lives, using the reducing balance method. The following annual rates are used for the depreciation of property, plant and equipment: Land & building Office furniture & equipment

If there is an indication that there has been a significant change in depreciation rate, useful life or residual value of an asset, the depreciation of that asset is revised prospectively to reflect the new expectations.

(d) Revenue recognition When the outcome of a transaction can be estimated reliably, revenue is recognised by reference to the stage of completion of the transaction at the reporting date, provided that all of the following criteria are met:

Revenue from providing related services is recognized when all the following conditions are satisfied: The amount of revenue can be measured reliably; It is probable that the economic benefits associated with the transaction will flow to the entity; The cost incurred or to be incurred in respect of the transaction can be measured reliably; and The stage of completion at the reporting date can be measured reliably.

(e) Reporting currency These financial statements are stated in Guyana Dollars and foreign currency transactions during the year were translated at the prevailing exchange rate at the time of those transactions. Monetary assets and liabilities denominated in foreign currencies at the date of the statement of financial position are translated at the prevailing exchange rate at the end of the year and exchange gain/losses were recognised in the statement of comprehensive income.

13 Contingency fund During the prior years a bank account was established by the Chamber with Republic Bank (Guyana) Limited for the sole purpose of offering relief from disasters. Funds for this account were obtained via donation from the public and subsequently disbursed as the need arose, based on the decision by the Councillors. A percentage of this fund was transferred from Republic Bank to the account registered with the New Building Society.

14 Workshops A common practice of the Chamber, as part of its mandate to promote business in Guyana, is administering and organising business related workshops. Some of these workshops are funded by the Chamber whereas others are financed by other resident and non-resident organisations. During the year 2016 a total of three workshops were conducted.

15 Membership subscription Attaining membership with the Chamber is a simple process where the decision to accept an entity's request to become a member is made by the Council. Based on a few criteria a new member will be placed in one of five categories. Mr. Eon Caesar joined the Georgetown Chamber of Commerce and Industry in 2009, marking the beginning of a fruitful and rewarding career in the business of private sector development. As Managing Director of a successful electronic security company, Safeway Security, Mr. Caesar was an active and vocal member of the Chamber who was always willing to lend his voice and expertise to the Chamber's efforts.

During his membership, Mr. Caesar displayed the qualities of an exceptional leader and was propelled to senior positions within the Chamber through the support of the Council. Mr. Caesar served with distinction as Junior Vice President, Senior Vice President, and Chairman of the Security and Governance Committee.

During his tenure as Chairman of the Security and Governance Committee, Mr. Caesar spearheaded the launching of the GCCI's Code of Conduct which today ensures that all businesses accepted as members of the Chamber are reputable and of good character. He led many of the Chamber's engagements with national stakeholders on security matters and signiďŹ cantly shaped our policy in this regard. Mr. Caesar also assisted in the implementation of the Chamber's Corporate Social Responsibility Programme.

Mr. Caesar represented the Chamber on the Security and Governance Committee of the Private Sector Commission, the Guyana Manufacturing and Services Association, and the Guyana Police Force's TrafďŹ c Advisory Board.

As a member, Mr. Caesar served the Chamber relentlessly, and as a businessman and an active citizen, he made an invaluable contribution to Guyana in the security and Information and Communication Technology (ICT) sectors.
