OUR MISSION, VISION & CORE VALUES
CHAMBER PROFILE The GCCI is the oldest and largest private sector representative organization in Guyana. Having been established in 1889 it is a member-driven and professionally staffed non-profit association of business people committed to improving the economic climate and quality of life in Guyana. We are legislatively mandated under the Georgetown Chamber of Commerce and Industry Act - Chapter 89:03 of the Laws of Guyana. The Chamber’s strength lies in the size and diversity of its membership—both large and small businesses from virtually every sector are represented.
MISSION The GCCI represents the voice of the business community in Guyana and strives to advocate policies, stimulate trade and investment, connect businesses, sustain economic growth and expand member opportunities with the aim of contributing to a stable and sustainable economic and social environment in Guyana where businesses can prosper.

THE GEORGETOWN CHAMBER OF COMMERCE AND INDUSTRY (GCCI)
PRESIDENT’S MESSAGE AT THE ANNUAL GENERAL MEETING 2021-22 Introduction It is a pleasure to report to you, on behalf of the Council of the GCCI for the financial period 2021-2022. The Georgetown Chamber of Commerce & Industry (GCCI) has continued to distinguish itself over the past year as a premier voice in the business community in Guyana. We have continued to expand our membership which, this year, surpassed 500 and stands at approximately 550. This gives the Chamber the distinction of being the oldest and largest Business Support Organization (BSO) in Guyana and amongst the same in the region. Notably, the Chamber has been able to undertake this during a time of a global pandemic, maneuvering the domestic implications of international developments and dealing with a slowed global economy. It is notable that even as the Chamber continued to promote networking and support the business community, there have been redoubled efforts in the area of advocacy. Throughout the year, our Chamber has continued to be at the forefront of advocacy in Guyana, being able to exert influence on public policy. This Report details the numerous Advocacy thrusts of the GCCI and is a reflection of the continued work of the organization. Financial Performance Our financial position has recovered strongly from the preceding pandemic year. The GCCI remains in a viable position financially for a Business Support Organization (BSO). The Net Surplus was G$7.4M for year 2021 up from a deficit of G$(3.4M). Revenue was recorded at G$ 76.9M in year 2021 (2020 - G$ 33.5M). Expenses for the year was G$ 70.6M (2020 - G$37.81M). Cash and Cash Equivalent G$50.9M at the end of the year (2020 - $67.23M). The reason for the decrease is the deferred income being utilized in year 2021. The revenue stream continues to be promising as we increase our vigorous efforts to increase membership to the Chamber – a main source of revenue earnings. Additionally, the GCCI continues to innovate on its mandate and aims to ensure diversification in the revenue stream. Oil and Gas Development in Guyana 2021 will be remembered as a watershed moment in the history of Guyana. The GCCI, in the build-up years to first
oil, drove its advocacy agenda by calling for a development path which is sustainable as well as allows maximum benefits to be assimilated to Guyanese. Our Chamber has always believed, and continues to believe, that it has a responsibility to the private sector and citizens of Guyana to help strengthen the fibers of economic development. It is as a result of this deep-seated sense of responsibility that, since the announcement of major oil discovery in 2015, the Chamber has been one of the organizations at the forefront and leading the charge in offering input into the development of the oil and gas industry. There has been a particular focus by the GCCI on the local content front to ensure that indigenous companies are able to garner as much benefit from the value chain of the oil and gas industry. This was done by constant and sustained advocacy for a local content policy and accompanying legislation. The GCCI thus viewed it as a victory for the organization when it witnessed the signing of the Local Content Bill into legislation by His Excellency the President in December

of 2021. The Chamber looks forward to the economic benefit which will accrue to the private sector over the medium to long term as a result of this Act. Trade Facilitation, Government Relations & Development Using cooperation with a healthy dose of competition as a guiding philosophy, it is the Chamber’s position that strategic partnerships between local and foreign companies, as well as strengthening bilateral trade relations, will bode well for the promotion of private sector development in Guyana. The Chamber continues to embark on activities to promote strategic partnerships through improving bilateral trade, arranging Business to Business meetings (B2B), promoting trade missions etc. It is my fervent hope that this acts as a catalyst to private sector growth and, by extension, economic growth by structuring trade, facilitating technology and skills transfer, as well as allowing access to new markets. We continue to be staunch advocates for the removal of Non-Tariff Barriers (NTBs) which continue to afflict and impede regional trade. Particularly, the GCCI will continue to call on CARICOM and its organs to support more equitable treatment of member states whilst simultaneously examining the usefulness of the Community to Guyana’s economic growth at this juncture. This has been a focus for the Chamber for years and will continue to be for the foreseeable future. Regionally, the GCCI continued its strong relationship with the Caribbean Development Bank (CDB), continuing the execution of projects in its grant funding pipeline which targets improving capacity for Micro, Small and Medium Enterprises (MSMEs) in Guyana with targeted interventions for the Tourism & Hospitality sector and the Agro-Processing sector. We are currently undertaking projects to ensure that a strong curriculum is drafted for the Tourism & Hospitality Institute and supporting the HACCP and GMP training for

twenty (20) micro and small agro-processors. As we have moved into the new era in Guyana’s development, the Georgetown Chamber of Commerce & Industry will continue to stand side-by-side with the business community, as we have done for the past 132 years. Acknowledgements A lot of effort has gone into raising funds in the past, I would personally like to acknowledge the some of the recent presidents, Executive Management Committee and body of Councilors for continuously working to build up the reserves of the GCCI. We have over the years accumulated funds to undertake critical projects of the GCCI such as renovating the building which houses the Secretariat. I would like to thank the Councilors of the Chamber who continue to give their time and effort to improving the business community and contributing to our country’s development; the staff of the Chamber’s Secretariat, whose diligent work in executing ensures that our vision transform into reality; all agencies and stakeholders who continue to work with the Chamber in support of the business community; the media who play a key role in getting our message out; my family who stands by my side through the difficult moments and gives me the strength to keep going; friends, supporters and well-wishers. I would like to also give a special thank you to our members, who are also sponsors of our events, activities, publications and other forms of fund raising. Let us all continue to work hard to support the growth of the business community and our national development, forging ahead as one people, in one nation, with one destiny. Sincerely Timothy Tucker PRESIDENT.

According to the bill, a Guyanese Company should only mean any company incorporated under the Companies Act which is beneficially owned by Guyanese nationals who ultimately exercise, individually or jointly, voting rights representing at least fifty-one per cent of the total issued shares of the company; and have Guyanese nationals holding at least seventy-five per cent of executive and senior management positions and at least ninety per cent of non-managerial and other positions.

BUSINESSES ADAPTING TO SUPPLY CHAIN ISSUES – GCCI HEAD November 30, 2021 – Stabroek News
President of the Georgetown Chamber of Commerce and Industry (GCCI) Timothy Tucker says that the global supply chain issues and delays in shipping are beyond their control and as a result businesses are now adapting to the changes. On that note, Tucker had told this newspaper that they are seeking to have an extension of the relief measures the government implemented back in August. Government had announced the reverting of freight charges to pre-pandemic levels for the purposes of the calculation of duties and taxes on goods imported and sold locally, thereby relieving consumers of higher prices that have been passed on due to higher shipping costs. That arrangement is effective on all invoices dated August 1 and continues in effect until January 31, 2022.

CPSO ATTACK ON GUYANA’S LOCAL CONTENT POLICY: GUYANA GETTING SHORT END OF STICK IN TRADING WITH CARICOM – GCCI PRESIDENT SAYS CARIBBEAN WILL LOSE SHOULD GUYANA EXIT CSME January 17, 2022 Guyana Times
Georgetown Chamber of Commerce & Industry (GCCI) The Georgetown Chamber of Commerce & Industry (GCCI) welcomes the decision by the Government of Guyana to remove the curfew. This removal marks the first instance, in seven (7) years, that Guyana reinstated this component of social freedom. From its initial imposition in 2015, under the pretext of addressing societal issues, the business community has felt the burden of this restriction on the activities of the night economy. The night economy, as the general public is aware, serves as a critical source of income for Guyanese.
The umbrage taken by the Caribbean Private Sector Organisation (CPSO) to Guyana’s efforts to protect its own local content, has sparked criticism and calls for Guyana to consider exiting the Caricom Single Market and Economy (CSME). According to one Private Sector official, Guyana has always been short-changed within the bloc, when it comes to trade. The disparity between Guyana’s exports and imports to the region was recently referenced by Georgetown Chamber of Commerce and Industry (GCCI) President Timothy Tucker, who posted statistics to his social media page from the Bureau of Statistics dating back to 2019, to show that Guyana imports far more than it exports, to the Caribbean region.
