HOW TO DEAL WITH AEDES AEGYPTI DEAR EDITOR, I read the article titled: “Chemical used in Mosquito Fog ‘environmentally friendly’ – says Vector Control Services” and wondered why habitat modification at the home level is not mentioned as a strategy to reduce the targeted Aedes aegypti mosquito. Additionally, promoting the wider use of insect repellent that contains DEET or Picaridinetc so as to reduce human exposure to mosquito bites. The author was taught
that it is extremely important, to close doors and windows as well as to turn off all air condition units so as to reduce drifts from settling out on furniture, beds as well as counter tops, during active fogging. This also, limits human exposure by inhalation to droplets of Malathion that is mixed in this case with the carrier diesel- a petroleum distillate. Many countries are reducing the use of AbateTemephos, that is an organophosphate (OP)
pesticide and are moving to control mosquito larvae with biopesticides,e.g. Bacillus thuringiensis israelensis(Bti) serotype H14- Aquabac. I recall working as a senior public health inspector (19972002) at Grove East Bank Demerara and two university students were attached to my office for their practicum. I motivated them to undertake a mosquito larval survey of water storage barrels in Covent Garden and the container index was alarming. It was my intention to commence a simple education
program to mitigate the risk of the transmission of specific mosquito borne disease to humans but I migrated. Incidentally, I have three, four hundred gallon water tanks at my property on the West Coast Demerara and they were screened with pieces of Marvex detergent plastic bottle. I first cut a piece of the plastic jug; then heat an ice pick on the stove and after perforated it in several spots to make it work as a screen. I then used Evostik glue and stuck the perforated plastic
More debate on used tyres DEAR EDITOR, The late US president, Harry Truman once said that he wanted to find a one-armed economist who could advise him, rather than confuse him. Most economists when asked for advice on policy decisions, will say that on one hand this could happen, and that on the other hand something else could, either outcomes being possible from the same decision. The reality is that wellintended decisions can have adverse, unintended or completely unexpected outcomes, and will obviously never satisfy all. One good example of the unexpected arising, was when the US during the late 1960s experienced a surge in accidents following the passage of legislation compelling auto makers to install seat belts and other safety devices in their vehicles. An analysis of the puzzle showed that drivers, realizing that they would not be maimed or killed that easily if they got into an accident when using the safety
devices, actually started to drive less carefully, causing more accidents, and killing more pedestrians (Peltzman, 1975). When the Guyana government recently announced that there would be a ban on the importation of used tyres, as well as vehicles older than eight (8) years, many rushed to say that the government was inconsiderate to ‘poor people’. However, many benefits from these decisions can be seen, and some of these are given below. With regards to allowing the importation of only newer vehicles, admittedly this will significantly carry up the price of acquiring a vehicle, but here are a few positives: 1. The demand for personal vehicles will go down, indirectly increasing the use of public transportation. This itself can pave the way for the introduction of a more efficient and attractive mode of public transport, starting within the cities and moving on to suburban areas. From this, Guyanese being
notorious as latecomers, may even be forced to become time-conscious; 2. Overall, there should be a reduction in the demand for fuel, lubricants, spares, etc., all of which can help us save on foreign exchange expenditure. This will also be good for the environment; 3. Persons will likely now have an incentive to drive more carefully, and many will think twice before buying a car or mini-bus and putting it in the hands of a ‘road nut’ to work for hire. These will likely reduce the number of accidents, made even better with less vehicles being on the roadways; 4. The depreciation rates will reduce (even if artificially) and the resale value of vehicles will go up. This will actually encourage persons to take more care of their vehicles, as replacement will most likely be out of reach, and then again, you can probably get a better price for your old jalopy, if the average buyer can only afford a good Guyanese second-hand vehicle rather than a newer, frshlyimported one;
5. With increased incentives for larger and more cost-efficient modes of public transport, there will be a huge disincentive for persons getting into the job-market as taxi or mini-bus drivers. This might even force persons to really pursue more rewarding means of livelihood, such as in the agriculture or manufacturing sectors; 6. There will be good reasons now for a comprehensive review of prevailing insurance rates and coverage, particularly the ever-popular ‘third-party’ packages that leave just about everyone a loser; With regards to the used tyre ban, no sweat there! There has to be many reasons that people in other countries discard their tyres, or even trade them in. Here are some things to ponder: 1. Just supposing that it all boils down to a safety risk for the foreign user, then that risk is actually passed on to us here in Guyana when we buy those used tyres. The policies guiding such decisions to discard tyres Continued on page 23
over the aeration port or overflow outlet of the tank. This cost less than G$100 at that time. Is it not possible that this simple, low cost solution be replicated to the wider community? Or is it too difficult to undertake? Or what about the application of a few tablespoonful of edible oil in the rain barrels or the use of a clean piece of cloth with a few bungee cords to cover them? I have used safe mesh but I found that they deteriorate very quickly but the Marvex plastic survived for several years. It is known that a hole that is less than 1/16" in diameter will not permit mosquitoes to pass through. We have to empower citizens to be part of the broader aspect of an integrated vector control program. The Ministry of Health cannot do this alone. Aedes aegypti mosquitoes are multivoltine, peridomestic, have a home range of 400 meters and are crepuscular in their biting habits. I wonder whether Mr. Indarjeet Rambajhanand Mr. Vibert Stroom are still around as I am sure, that the program can benefit from their expertise. Aedes aegypti mosquitoes are a problem as the Ministry of Health, Statistical Unit, 2008& 2009 publication revealed that 389
and 424 Dengue fever cases respectively, were identified nationally and region 4 accounted for 280(72%) and 219(52%) of those cases. It is my hope that PAHO/WHO representative had discussed with Mr. David Williams the benefits of using ULD machines and the effects of 5-15 micron MMD on the mosquito setae; impacts of temperature inversion; wind speed; relative humidity etc. during the adulticiding program. The author holds a Mosquito/Biting Flies as well as Structural Extermination license with the Ontario Ministry of Environment and Climate Change since 2003 and 2008 respectively. He completed the applicable courses (two modules each) for each of the license through the University of Guelph, Ridgetown Campus. He has conducted and evaluated several mosquito larvicidin gprograms, as well as,monitored adult mosquito populations over the last 10years; as part of the West Nile Virus (WNV) control program. He continues to play an active role in the WNV, Lyme disease and Powassan encephalitis surveillance and education program,in addition, to performing many other public health duties for his provincial employer. Primary Health Care to be improved with revised standard treatment guidelines
In photo from left, holding the STG are: Chief Medical Officer, Dr. Shamdeo Persaud; Supply Chain Management System Consultant, Dr. Claudette Harry; Public Health Minister, Dr. George Norton; Minister within the Ministry of Public Health, Dr. Karen Cummings; Acting USAID Mission Director, Mr. Edward Lawrence and Supply Chain Management System Country Director, Mr. Marvin Couldwell Improving the delivery of primary health care is poised for improvement with the launch of the second edition of the Standards Treatment Guidelines for Primary Health Care. The revised publication was yesterday launched at the Kingston, Georgetown, Guyana Marriott Hotel. It represented collaboration between the Ministry of Public Health and the United States Agency for International Development (USAID). Speaking at the launch which he described as, “A simple but very significant occasion”, Minister of Public Health, Dr. George Norton, said that the edition is not only a revision but also an expanded one that builds on the lessons learnt. It also takes into consideration challenges encountered when implementing the guidelines on the first edition, he added. More than 160 common medical conditions and diseases are covered in the edition and according to Minister Norton, “This complements the more detailed guidelines for Communicable and Non Communicable Diseases,
Mental Disorders and Maternal and Child Health complications.” He pointed out too that the importance of standard treatment guidelines to ensuring that the treatment of all common conditions is according to approved standards cannot be overemphasized. It not only guarantees quality of care and allows for the monitoring of the effectiveness of treatment, but Dr Norton stressed that it is designed to aid in the development of the Essential Medicines List. “While these guidelines are mandatory for the public health care delivery system, I would like to take this opportunity to urge that they also be implemented in the private health care sector,” said the Minister. This, he added, would result in a unified approach to the management of diseases in Guyana. “It would be remiss of me not to acknowledge that in order to benefit from the use of these guidelines, the training of primary health care workers, record-keeping, and the development of habits of analysing statistical data are
of paramount importance,” said the Minister. According to him, the Ministry of Public Health is fully committed to ensuring that all of this is done to make certain that the guidelines are effectively utilised. And he stressed that the improved management and provision of evidence-based, people-responsive, quality health services is high on my Ministry’s agenda. In fact, it is one of the tripartite strategic goals, which is geared towards improved client satisfaction with health facilities and services, as outlined in Health Vision 2020, disclosed the Minister. One of the pillars of health vision 2020 is Universal Health Coverage, which promotes a renewed focus on Primary Health Care as the principal overarching approach to public health care provision in Guyana. As such, Dr. Norton noted, all efforts will be made by the Ministry of Public Health to continuously improve the quality of Primary Health Care Services provided to the Guyanese people. “In this regard, we will (Continued on page 24)

Repossession of Core homes...
CH&PA adamant that home owners are in default The Central Housing and Planning Authority, (CH&PA) is adamant that it had carefully reviewed the issue of repossession of the core houses, prior to the issuance of letters to defaulting beneficiaries. Last year, Junior Minister of Communities with responsibility for Housing, Keith Scott, announced that in some cases lands distributed under the InterAmerican Development Bank/Government of Guyana (IDB/GOG) housing project will be reclaimed due to breach of the purchasing agreement. Scott said that those under review were subletting and even attempting to sell the properties all of which was a violation of the agreement with CH&PA. However, former Attorney General Anil Nandlall had argued that CH&PA acted unconstitutionally in its move to repossess the properties. Nandlall has since filed legal action against the housing authority on behalf of at least two beneficiaries. But the CH&PA, in a detailed statement to the press, explained that it had carefully reviewed the issue of repossession of the houses and issued letters to defaulting beneficiaries. The Authority outlined that the Core House pilot project was implemented under the GOG/IDB Second Low Income Settlements Programme (2009-2015). It targeted persons of low affordability, who were unable to construct houses on their own. “Occupation of the Core Homes was a key aspect of the Agreement between the Government and the IDB and was elaborated in the Operating Regulations which governed the Programme; the beneficiaries signed the Agreement…” According to the CH&PA, “Possession of the property shall be given to the
Junior Minister of Communities Keith Scott
Attorney-at-law Anil Nandlall
beneficiary (ies) who shall occupy the property within one month of it being delivered.” “Upon failure of the beneficiary (ies) to occupy the said property within one month of its delivery, the beneficiary (ies) shall be bound to give up possession of the land and building to the Authority and to re-convey Title to the Central Housing and Planning Authority.” The Ministry noted that beneficiaries, who passed through a rigorous selection process, were allowed to participate in the project in good faith, but defaulters failed to adhere to their side of the Agreement. The issue has prompted some beneficiaries to occupy their homes while others elected to be refunded monies paid for the land and their equity contribution of $100,000 toward the house. “The house was virtually free of cost to the beneficiaries,” the CH&PA said. “The Central Authority wishes to inform the public that no one was coerced, tricked, intimidated or deceived by officers to return their documents for a refund.” The Authority went on to state that each case was thoroughly investigated, over a period of four years, initially using the gentle approach of encouraging persons to occupy their homes and not breach their agreements. This was done prior to
issuing warning letters and the final letters, requesting them to surrender their documents and be refunded monies paid. “It is reasonable to interpret the persistence of the defaulters not to occupy their houses as an indication that their need for housing is not urgent.” The Central Authority cannot allow this to occur when deserving families in urgent need of housing are on its waiting list. The CH&PA also noted that Certificates of Title issued in respect of Government land are subject to registered interests where persons are to erect buildings within a specific time. Failing to do so they are bound to re-convey the said lands to the Central Authority/Government. “Beneficiaries are also not at liberty to sell, lease, transfer or part with possession of the said property transferred, within ten (10) years of transfer without the consent of the Minister among other conditions,” the statement added. Beneficiaries who would have processed Certificates of Title on the award of the core houses are further subject to registered interests that incorporate a combination of conditions of the Core House Agreement and the Agreement for the sale of the Land. The Central Authority has noted in some of the defaulting cases the beneficiaries are renting and some have even sold the core house. The Central Authority is therefore well within the law to seek to reclaim these properties.

More pulled out alive after Taiwan quake, about 120 people still trapped TAINAN, Taiwan (Reuters) - Rescuers pulled more survivors from a collapsed apartment tower in Taiwan yesterday and kept searching for about 120 people still believed trapped in the rubble a day after a strong earthquake shook the island. Those found alive include a 20-year-old identified by Taiwan media as Huang Kuang-wei and another man in his 20s surnamed Kuo, who was able to walk out of the wreckage, supported by rescuers. Both were sent to hospital. Firefighters, police, soldiers and volunteers combed through the ruins, some using their hands, watched anxiously by dozens of the victims’ family members who wore thick jackets, woollen hats and scarves to combat the winter chill. Medical staff with empty gurneys waited nearby. “She’s not answering my phone calls ... I am trying to hold my emotions and stay strong. I’ll do that until I find her,” said a woman surnamed Chang, 42, waiting to hear from her 24-year-old daughter who lived on the fifth floor of the complex. Another lady, who gave her family name as Li, said she thought a friend she met at a

I’ll cry,” she told Reuters. At least 26 people are known to have died in the quake, which struck at about 4 a.m. on Saturday, at the beginning of a Lunar New Year holiday, with
most found in the collapsed Wei-guan Golden Dragon Building in the southern city of Tainan. Around 120 people are still beneath the rubble of the commercial-residential block,
with most them trapped deep in the wreckage, the government said. Bodies continue to be found, including those of two sisters, aged 18 and 23, Taiwanese media reported.
The building’s lower floors pancaked on top of each other in the 6.4 magnitude quake and then the whole structure toppled, raising immediate questions about the quality of materials and workmanship used in its construction in the 1990s. President Ma Ying-jeou is scheduled to visit the disaster zone today, the first day of the Lunar New Year. Tsai Ingwen, elected president in elections last month, will also visit Tainan the same day. Tainan Mayor William Lai told reporters about 120 people are believed still missing in the debris, with efforts focusing on some 30 people who are closest to the rescuers and lighter equipment like drills being used. The extent of damage to the Golden Dragon Building has raised questions. Liu Shih-chung, Tainan city government deputy secretary general, said television footage of its ruins suggested the possibility of structural problems related to poor-quality reinforced steel and cement. However, city officials have said it is too early to say for certain if poor construction was a factor in the collapse.

Egypt flooded Gaza tunnels at Israel’s request: minister Jerusalem (AFP) - An Israeli minister said Egypt flooded tunnels on its border with the besieged Gaza Strip at the Jewish state’s request, before a spokeswoman yesterday said the remarks were misinterpreted. Energy Minister Yuval Steinitz, a member of the ruling Likud party, said on Saturday that Egypt’s President Abdel Fattah al-Sisi “did flood a large part of the tunnels between Gaza and Sinai”, calling it a “good solution”. The Palestinian coastal enclave’s southern border with E g y p t ’s Sinai Peninsula is significantly shorter than its eastern border with Israel. “Let’s say that if Sisi did do it, it’s to a large extent due
Yuval Steinitz to requests and pressure from us,” he said. Israeli officials say Hamas, the Islamist movement that rules Gaza, is rebuilding tunnels that could be used for
attacks against Israel. In late 2014, Egypt began setting up a buffer zone on its border with Gaza, and destroyed hundreds of tunnels it says are used for smuggling weapons and other items. In September 2015, Egypt carried out digging work that Palestinians say led to the flooding of the last remaining tunnels there. An Israeli blockade severely restricts the movement of people and goods into and out of the territory, and Egypt’s sole border with Gaza has also remained largely closed since 2013. Hamas has accused Egypt of adding to the siege of Gaza by destroying tunnels which have long been used to
transport people and goods in and out of the enclave of some 1.8 million inhabitants. On January 29, Hamas chief Ismail Haniya said the group was ready for a new confrontation with Israel, thanks in part to the reconstruction of tunnels. A spokeswoman for Steinitz said in a statement to AFP that “the impression” his remarks created, “as though the Egyptian
campaign against the tunnels is a result of an Israeli request, is wrong and does not reflect reality”. Egypt is reluctant to be seen in the Arab world as acting against the Palestinians. Steinitz reportedly angered Israeli defence officials by making the comments. Since 2013, jihadist groups have stepped up their
attacks against Egyptian security forces in the northern Sinai Peninsula. Hamas lost a major ally when Egypt’s then army chief Sisi toppled Islamist president Mohamed Morsi in 2013, and has had strained relations with Sisi ever since. Steinitz said on Saturday that “security coordination between Israel and Egypt is good and stronger than ever before”.
Second member of Islamic State execution cell identified as Briton – report Reuters - A second member of a British group of Islamic State militants dubbed “the Beatles” has been identified as 32-year-old Londoner Alexanda Kotey, according to a Washington Post and BuzzFeed investigation published yesterday. The group, whose leader Mohammed Emwazi gained notoriety for appearing in videos showing the murders of Western hostages, are said by former hostages of Islamic State to have been assigned to guard foreign prisoners, and were nicknamed “the Beatles” due to their English accents. Londoner Emwazi, referred to by British media as
“Jihadi John”, is believed to have been killed in a U.S. drone strike last year. The Washington Post and BuzzFeed said Kotey was a soccer fan who had grown up in West London and converted to Islam in his early 20s, after meeting a Muslim woman with whom he had two children. He had attended the same mosque as Emwazi, they reported. Kotey has a Greek Cypriot mother and Ghanaian father, and left Britain in 2009 to travel to Gaza as part of an aid convoy, the report said. The Washington Post said a U.S. intelligence official had confirmed that Kotey had travelled to Syria.
Alexanda Kotey Reuters was unable to immediately verify the reports.

Concessions to Remigrants should be abolished One of the issues that will not surface during the parliamentary debates on the National Budget which is due to begin today in the National Assembly is the thorny subject of tax concessions offered to re-migrants. It is not going to be raised because on both sides of the House there is support for the measure. The PPP despite the many instances of corruption involving this concession, failed to abolish it. The new APNU+AFC administration has continued to keep the concession on the books. Instead of abolishing it, the new government is planning to reorganize its administration. The Ministry of Foreign Affairs has indicated its interest in outsourcing to another Ministry, the administration of duty free concessions to re-migrants. This is half measure; transferring the problem to another Ministry does not make the system less corrupt. Ideally, of course Foreign Service Officers should not have to be detained with the processing of applications for concessions. It exposes them
to all types of unnecessary hassle because the concessions have been abused from since they were introduced in the 1970’s by the Peoples National Congress (PNC) government. There are far too many people in this country who are dishonest and greedy and they look for loopholes in the law to exploit. They are encouraged to do so because tax rates are prohibitively high in Guyana. If the taxes on motor vehicles were low, it would have acted as a disincentive for persons to cheat on the system. The system became so fraught with corruption that the PNC under Hoyte eventually abolished it. The PPP unwisely reintroduced it on the basis that measures were needed to encourage skilled Guyanese to return home. There must be a better way to encourage these nationals. That way has to be the payment of better salaries and greater security in the country. A person living overseas is returning home to take up a senior appointment. Other persons who support the
government have returned home and taken up big jobs. They would have come regardless of the concession offered. It is not as if these persons are ever going to give up their foreign citizenship. The re-migration concession has been abused thoroughly to allow luxury vehicles to be imported in Guyana in the name of remigrants but really intended for use of locals. It is too great a burden on the tax administrators to have to monitor this system and therefore the abuses are hard to immediately identify. By the time they are identified, prosecution becomes a problem. Under the Peoples Progressive Party government it was reported that more than fifty bogus duty free letters were signed by one official. Charges were laid against some junior clerks within the Ministry of Foreign Affairs and the Ministry of Finance but the case seems to have been eviscerated because nothing was ever heard. The new administration does not seem interested in

investigating this scandal. They also strangely do not seem interested is abolishing this scheme as the PNC had done under Desmond Hoyte. It does not require tax reform for the government to make amendments to the tax system. The government has already begun to make amendments to the various pieces of tax legislation without awaiting the report of the committee on tax reform. There was therefore no reason why the government should not, as one of the measures to reduce corruption and improve tax
collection, abolish concessions to re-migrants. There is no evidence that this measure, which has been in place for over twenty three years, has eased the skills shortage in the country. There is no evidence that hundreds of skilled persons have returned as a result of the encouragement offered by the concessions. The government should abolish the concession or at least abolish the concession on motor vehicles which is where most of the suspected fraud in taking place. The government however
continues to keep the concession in place and has extended it to cover Foreign Service staff who have been working overseas. There was no need for this. The staff should have simply been told to sell their vehicles when they are ready to return home and buy one when they come to Guyana. This will avoid having on the law books a concession that encourages corruption.

Rice Factory Act impracticable once financial woes of rice sector continue - Rice Specialist A prominent rice production figure Dr. Thurhane Doerga is contending that as the industry continues to swim in financial problems, millers will be hard pressed to meet their financial obligations. This he said is due to the unavailability of rice markets, coupled with a banking system that is unable to sustain the needs of such a volatile industry. Reports have been emerging that some rice farmers are still owed money for the paddy they supplied last year and Doerga is repeating the call for the establishment of a special financial institution to assist millers who find themselves in a crisis as a result of the aforementioned problems. “Because there is no security of rice markets, banks are hesitant,” he said. “That is why an agriculture bank is necessary.” Currently, payments to farmers are under the protection of the Rice Factories (Amendment) Act. Under the Act, it is illegal for millers to withhold payments to rice farmers in excess of 42 days after delivery of the produce. Failing to pay in a timely manner makes the miller liable by law to pay farmers interest that is two per cent higher than the going interest rate of the Bank of Guyana. Over the past few years, however, there has been a growing outcry from rice farmers, who would have sold tonnes of paddy to millers, but in many cases have been forced to wait in excess of the 42 days prescribed under the Act. In light of the problems in the industry, Dr. Doerga noted that the Act is impractical, as millers have few options if they are up to their necks in debt. And while the industry has enjoyed record production
for a few successive years, events of last year have placed rice on shaky footing. For instance, some degree of the security Guyana’s rice enjoyed dissipated when the Guyana/Venezuela oil for rice agreement came to an official end in November. While Government has since stated that markets such as Panama and Portugal have done well in taking rice off of Guyana’s hands, the preferential prices that exporters earned from the Venezuela deal, are not there. Regarding the way forward to smooth over the wrinkles in the rice sector, Doerga noted that the only recourseGovernment has is to set up an Agriculture Development Bank, which will be manned by professionals that can conduct risk assessments for loans, from a developmental aspect. He also spoke of the need for a stabilization/ intervention fund to help the industry, but ultimately cited the need for a shake up at the Guyana Rice Development Board (GRDB) and the placement of specialized professionals to spearhead initiatives in the rice sector and to deal with late payments. The issue of money owed by millers to farmers reared its head during an outreach by Prime Minister, Moses Nagamootoo and Minister of State, Joseph Harmon in Essequibo last week. During that visit, a number of farmers took the opportunity to highlight what was affecting them. Essequibo rice farmers have called for Government to take drastic measures against millers who do not discharge their financial obligations. One Better Success farmer called for measures in the form of suspension of millers licenses. AGRICULTURE BANK An Agriculture
Dr. Thurhane Doerga Development Bank concept is not a new one. At one time farmers had access to the Guyana Agriculture and Industrial Development Bank (GAIBANK), which was first established in 1973 as a stateowned development bank catering for the Agricultural and Industrial sectors. The bank was intended to fulfill the financial needs of farmers that were not being met by the terms provided by the Commercial banks. It helped, with grants and loans from the International community. GAIBANK, Guyana’s only development bank at the time, was rendered defunct by the then Dr. Cheddi Jagan administration in 1995. In a bid to redress financial difficulties and recover its loan portfolio which was lagging behind, GAIBANK was merged with the Guyana National CoOperative Bank (GNCB). Although the current APNU+AFC Government had signaled last year that a Development Bank could be on the cards, it had indicated that its composition would depend on a study that would take into account the circumstances of GAIBANK’s collapse and the demise of other developmental banks within the Caribbean.

Wales Estate Closure…
Union misrepresenting the situation – Agriculture Ministry Since the announcement of the decision by the Guyana Sugar Corporation (GuySuCo) to integrate the sugar estates of Wales and Uitvlugt, the Guyana Agriculture Workers Union (GAWU) have been misrepresenting the situation to create doubts in the minds of the workers about information which does not exist. This was according to the Ministry of Agriculture on Friday. The Ministry further stated that the union has been misrepresenting also, the situation stating that all workers will be severed however, the Ministry wishes to make it clear that the Wales Factory will be closed at the end of the second crop for 2016, after both farmers’ and the estate canes have been harvested and processed by the factory. The Ministry also wishes to make clear that a “significant number” of workers from Wales will be absorbed at the Uitvlugt estate. The GuySuCo-owned cultivation at Wales will be prepared for a “diversification program” as the canes are harvested in 2016. The actions of the Union, the Ministry of Agriculture believes, is aimed at misrepresenting the situation to create doubts in the minds
of the workers about information which does not exist. In a release issued by the Ministry, “The parlous state of the sugar industry is common knowledge and the Wales Estate is projected to make a further loss of $1.9B in 2016”. The release continued that GuySuCo is making every effort possible to ensure that workers remain in employment. In this regard, they noted that meetings have been held and will continue over the next two months to try to persuade those workers who have opted for severance to remain on the job. “Thus far, thirteen persons who may become redundant are tillage tractor operators. The Corporation is exploring the possibility of procuring 6 additional tillage tractors and if successful, these operators can be gainfully employed at Uitvlugt in tillage operations and would therefore assist in accelerating the rehabilitation of that estate’s cultivation.” The Ministry informed that there will be several categories of workers that will remain at the Wales Estate at the end of 2016. “Amongst those categories, there will be cane harvesters who will be offered employment at Uitvlugt.
Those who are approaching pensionable age will be offered early retirement. If possible, others will be absorbed at Uitvlugt where suitable vacancies exist, while the remainder will be required for new economic ventures in the Wales cultivation.” The release continued, “All clerical staff will remain at Wales for 2016, since their services will be required to provide support to the other operations which will continue at Wales during this year. In the meantime, the placement of these workers continues to be addressed as a matter of urgency”. The Ministry pointed out that the Corporation is already “vigorously” pursuing the feasibility of alternative economic ventures utilizing the Wales lands and is optimistic that there will be wealth creation and employment generation from these new ventures. “The unions have already been advised that new economic ventures will be in place at Wales by October 1, 2016.” On Thursday last, workers attached to the various sugar factories across the country were engaged in industrial action to show solidarity with their colleagues of the Wales Estate.

11 Police Cadet Officers to be promoted to Assistant Superintendents The long and agonizing wait may be over soon for several police Cadet Officers
who were languishing in that position for the past five years.
They can now breathe a sigh of relief as the Police Service Commission is
moving to promote them to the rank of Assistant Superintendent of Police.
This assurance was given by chairman of the Police Service Commission Omesh Satyanand. Speaking with this newspaper last week, Satyanand said that the situation with the Cadet Officers would be rectified in this year’s promotion list. In 2008, then President Bharat Jagdeo challenged the Guyana Police Force to appoint 50 Cadet Officers over three years in a move that was intended to strengthen the officer corps of the organization. However, to this day some of those same Cadets, even from the first batch are still waiting to be confirmed in the gazetted position of Assistant Superintendents. The contention is that some cadet officers have been promoted, some of them superseding others who were there before by as much as three years. But this situation is about to be rectified according to the PSC Chairman. Satyanand recalled that last year 22 Cadet Officers were promoted to the rank of Assistant Superintendents. Those who missed the cut cried foul, since they were gazetted years before. However, the PSC Chairman said that it was not a case of supersession but rather pending disciplinary matters. Currently, 19 Cadet Officers remain to be promoted. Of that number, four have pending disciplinary matters and two who are interdicted from the Force and are not eligible for promotion. The current promotion list has recommended 11 Cadet Officers to be promoted and according to the PSC chairman, “we believe that we can get the 11 from the remainder.” The Cadet Officers are a rank almost on par with inspectors and they are jostling each other for promotion to the post of Assistant Superintendent, a decision which is not easily arrived at. “As the need arise for more ASPs, the responsibility rests with the Commissioner of Police to make those recommendations. Do we recommend inspectors to become ASPs or do we take the Cadet Officers in the system,” Satyanand stated. The initial reason given for this apparent administrative hiccup is the lack of vacancies in the Assistant Superintendent bracket. Under what is being touted as the ‘Jagdeo Cadet Scheme’, the first batch of 15

Interdicted Cadet Officer Franz Paul is among those who will not be eligible for promotion police Cadet Officers graduated from the Basic Cadet Officer Training Programme in 2009. This group was followed by larger groups of Police Cadet Officers in the following years up to the last batch of two in 2011. There were four batches in all that satisfied Jagdeo’s mandate for the Force. But according to a police administrative expert, there was no provision to accommodate the Cadet Officers into the gazetted police ranks. It was explained that the system could only accommodate a certain number of Assistant Superintendents and there is a preference for experienced Inspectors and Chief Inspectors to fill positions that become available from time to time. This newspaper was reliably informed that after two years as a Cadet Officer, once there is no blemish in their files, the officers are eligible for promotion to Assistant Superintendents. IN 2001 a group of ranks had written to the Force’s administration expressing concern that such a large Cadet scheme could jeopardise the upward mobility of the ranks below, especially Inspectors and Sergeants. The contention is that with so many junior gazetted (Continued on page 21)

SAY CHEESE AND SMILE SWEETLY The term “hard cheese” is a 19th Century British expression which means “tough luck”. It is not used as much these days since the density, firmness, even resilience of the coagulated, compressed and most times ripened curds of milk whether solid, elastic, soft or even liquid do not matter as much as the quantity, sometimes quality, and continuous availability of what has become an addictive, euphoria-inducing food. An Evening Standard article stated that researchers from the University of Michigan, using the Yale Food Addiction Scale designed to measure a person’s cravings, found that cheese is addictive because it contains casein, a habitforming drug. The chemical, which is found in all dairy products, can trigger the brain’s opioid receptors, producing a feeling of euphoria linked to those of hard drug addiction. A pound of cheese requires about 10 pounds of milk — with addictive casein coagulating
the solid milk fats and separating them from the liquids. In other words, a bagel with cream cheese, toast with grilled cheese, or a threecheese omelet will make you feel much better than a bowl of cereal. When you consider that an average person eats about thirty-five pounds of cheese a year, it is clear that we are all going crackers. The fact that my first venture into mathematics was determining that the little triangular cheeses which come in a round box is a square meal is a casein point. If you’re a Latin American or have succumbed to the delight of a cheese pie loaded with guava jam, then you’re beyond recovery. You have three dopes in one – the cheese, you and, not the guava but the sugar in the jam. The scientists are at it again. Alexander Woollcott, the critic, moaned that as you get older everything in life is illegal, immoral or fattening. The scientists are now telling us that everything is carcinogenic or worse. You
drink diet soda and it is bad for you. You buy what we call “sweet drink”, or a soft drink like Coke or Pepsi, and the sugar is bad for you. Water with fluoride is bad for you too. Have water without fluoride and your teeth rot. You cannot escape science or death which are both increasingly the same. A team from Yale University now claims to have deciphered sugar’s siren song. According to Yale News, “Sugar’s sweetness and calorie content combine to give it lethal power to destroy diets, many scientists have assumed. However, (a) new study by Yale University researchers says the brain responds to taste and calorie counts in fundamentally different ways. And only one of these responses explains why most New Years’ resolutions have already disappeared under a deluge of Boston Crème Pies. It’s the brain’s desire for calories — not sweetness — that dominates our desire for sugars, according to the study appearing Jan. 25 in the
MFK murder conspiracy…
Police Sergeant Lindo for court tomorrow as PI commences
Murdered: Mohamed Khan
Lennox ‘Two Colours’ Wayne
CHARGED: Leon Lindo
Police Sergeant Leon Lindo will make another court appearance today, as the commencement of a Preliminary Inquiry (PI) into the conspiracy to murder Mohamed F. Khan begins in the Georgetown Magistrates’ Courts. Lindo is accused of conspiring with Lennox ‘Two Colours’ Wayne to murder Khan, a popular businessman, between July 10 and July 18, 2014 at the Criminal Investigations Department, Eve Leary, Georgetown. Lindo made his first court appearance on May 28, last. The charge against Police Sergeant Lindo, of Lot 220 Belle West, Canal Number Two, West Bank Demerara, stemmed from revelations by whistleblower Wayne, who is presently an inmate of the Georgetown Prisons awaiting
High Court trial for the 2014 murder of Lusignan Cosmetologist, Ashmini Harriram. Apart from the Police Sergeant, Wayne had implicated a retired Assistant Police Commissioner in the killing, but the Director of Public Prosecutions (DPP) ruled that there was insufficient evidence to link the senior police officer to the crime. Police had launched investigations into Khan’s disappearance and Lennox Wayne had provided them with a statement in which he said that he and Lindo plotted to murder Khan. Wayne had claimed that he was contracted by Lindo to kill the businessman for a fee of $500,000. However, he alleged that there was a fall out after the Lindo had failed to honour his end of the bargain.
City Magistrate Judy Latchman is presiding over the matter, while Police Inspector Vishnu Hunt is presenting the prosecution’s case. Mohamed F. Khan’s, who was last heard from on August 21, 2014, disappeared and his dismembered body was discovered on a dam at Cummings Lodge on September 23, 2014. His skull, which was wrapped in a plastic bag, was located several feet from the body. Khan, 54, had escaped execution in July 2014 at La Grange, West Bank Demerara, when a gunman shot him in his abdomen shortly after he returned to Guyana on a brief holiday. He had fled to neighbouring Venezuela after selling his business on Hadfield Street, and had spoken of threats to his life.
journal Nature Neuroscience. ‘It turns out the brain actually has two segregated sets of neurons to process sweetness and energy signals,’ said Ivan de Araujo of the John B. Pierce Laboratory and senior author of the study. ‘If the brain is given the choice between pleasant taste and no energy, or unpleasant taste and energy, the brain picks energy.’” The scientists believe that humans have a sweet tooth as one way of ensuring we eat enough to give our large brains sufficient calories to operate at peak efficiency and our increasing girth based on the combination of fat (from cheese among other dangerous drug-riddled foods) and sugar makes us want more of the same. The research actually answers two questions that I’ve always had. The first is about sugar. We in the Caribbean are children of “King” sugar. Most of us were brought here as slaves or indentured immigrants or as owners or operators of the fields and factories. When I
considered that sugar is not a food in the strictest sense of the word, I could not understand why so many people died because of it. Why, in other words, did the Europeans then and the entire world now, make such a big thing of sugar? Is it a rum idea to think that it is the basis of life as we know it? My second question arose when I first encountered Limburger cheese. For those who have not yet savoured its unusual “sweetness” the cheese has a pungent aroma derived from the bacteria Brevibacterium linens which is partially responsible for body odour, particularly smelly feet (known familiarly as “toe-jam”). Why would anyone want to eat this? In the sugar research the Yale scientists fed their mice sugar with sweet taste but no calories, or sugar that contained calories but was altered to taste horribly. The mice preferred the sugar with
energy and ate copious amounts of it. The research is depressing. It makes me increasingly aware, even at my age, that life is a no-win game, essentially hard cheese over which nobody should cheddar solitary tear, and is as bad as some of the cheese jokes you find on the internet. What happened after the explosion at the cheese factory? Nothing left but de brie. How do you get a mouse to smile? Say cheese (and smile sweetly). One of mine is, “Why was the burglar skulking around the cheese factory?” He was casein the joint. The one-liner I like is, “What is the hottest and richest cheese in the world?” Paris Stilton. *Tony Deyal was last seen so dejected that he was eating an entire cheesecake. His excuse was that his capacious brain needed the sugar, and the eggs were full of protein.
11 Police Cadet Officers... (From page 12) officers, there will be very little space for ranks just below to be promoted. For instance, in 2011 the Force promoted only nine Inspectors to the rank of Assistant Superintendents. But this is small when compared to a significant number of Sergeants who were promoted to the rank of Inspectors- 24 to be precise and 40 Corporals to Sergeants. One Officer agreed that there should be some mechanism to ensure that the learned Inspectors and Sergeants of police are not stifled. It was pointed out that most of the Cadet Officers
were fast tracked into the officer corps with less than two years police experience; some had even less. “Some of them were taken directly from the training school. Because of the lack of experience of some of them, the Force had to design a special course in the Training
School to teach them policing after they would have completed the Standard Officers Course,” the expert stated. Thankfully the police have reached the target for the Cadet Scheme; so for the past five years there have been no Police Cadets on the Standard Officers Course.

Some enterprising Guyanese even book rooms for a day to qualify as guests. Others reportedly tag along with the casino members who have privileges of taking guests into the hotel. The casino has been a popular spot for especially the Chinese and Brazilians.

Letters... Where your views make the news
The Zika epidemic and some chemicals you need to know about DEAR EDITOR, In regards to the Zika virus epidemic, I am writing this letter due to three pressing reasons: I am a Guyanese; an environmentalist; someone who is terrible concerned about Guyanese, who are my countrymen, relatives and friends. David Williams, Chief Inspector of Vector Control Services, probably due to the insistence of many contributors to your newspaper, including myself, has decided to give Guyanese some semblance of an explanation/justification for the use of the many chemicals Vector Control Services is using to combat this pest. I don’t know if the dearth of clear explanations in Mr. Williams’ report is due to his thinking that Guyanese do not deserve any clarifications, due to their intellectual inability to understand same, or his lack of a clear knowledge of the substances his agency is using. Be that as it may, kindly allow me the space to further clarify on what is a very serious topic for all Guyanese.
Mr. David Williams has listed the following chemicals of which I will further elaborate: ABATE: The active ingredient in Abate is TEMPHOS. It kills mosquito larvae. It is almost insoluble (like oil) in water, which means it is hazardous to all living thing in the water where it is used; birds, crabs, fish, beneficial insects, shrimp and honeybees etc. It is a poison if ingested by humans. Clothes coming into contact with it should be washed since it affects the skin. Under extreme heat in breaks down into poisonous gases. It should be kept away from fire. Should not be inhaled. FENDONA: Very effective at killing all kinds of insects. Not classified as hazardous but can be poisonous if ingested. Can have long-term health effects if sprayed on humans. Slowness of decomposition in water means that aquatic animals can ingest and pass it on to humans. D D T (dichlorophenyltrichloroethane): It was banned worldwide in the 70’s. Though effective in
reducing mosquito populations, it blocked eggshell formation in many egg laying species which threatened their extinction and caused cancers in humans, either from direct contact or eating animals which had the chemical concentrated in their systems. 40 years after it was banned in the USA, products from DDT was found in 99% of those tested. GIRLS EXPOSED TO DDT BEFORE PUBERTYARE 5 TIMES MORE LIKELY TO DEVELOP BREAST CANCER BY MIDDLE AGE!!! DDT is making a comeback, since the manufacturers are claiming that its use in very small amount is relatively harmless. The scientific evidence does not support this but many African countries and Guyana have apparently bought into that. MALATHION/DIESEL: The only relationship I could find with combining these two chemicals, if that is what is being done, is to create a stable surface on water which would cause mosquito to die, since they won’t be able to
get oxygen. Any oil would do that. Though very popular as an efficient gas in vehicles, diesel gives off noxious fumes which can be poisonous. Malathion however, can be absorbed from the air and last about 18 days in water. Humans exposed to Malathion can have problems associated with the nervous system. It must be noted that Guyana does not have a Zika epidemic. To date, there is only one case reported. And if it did, the symptoms are akin to a week-long flu. Nobody has died from an attack of the Zika virus! Children in two countries, it is guessed, may have been born with reduced brain size due to Zika infection. This is yet to be medically proven. Who is really gaining from this alleged pandemic? The pharmaceutical companies. The first world countries buy up their supplies, ‘donate’ them to UN Health agencies, who in turn, donate them to ‘third world countries’. Is all this justified? I don’t really know. Albert R. Cumberbatch, Ph. D. (Environmentalist)
New gov’t, same old horrors DEAR EDITOR, After years of pushing around i choose to seek your help through your most informative news paper .On the20/02/2012 my wife and I, made application for our old age pension in Corriverton at the age of 68 and we were given two slips of paper as proof of our application. Our understanding was that we will began to receive our pension from the date of application. After three months have passed and other applicants of the same time began receiving their pension, I checked with the officer who received the applications. Miss Gopaul responded saying she send our application to GT and gave me a telephone number to call one Mr.Banwarie which I did. He respond by saying he does not have any application with our names. I demand that he check with his staff to see if they have them and he became annoyed that the rest of his conversation was unpleasant. I went to the Ministry of Social Services. At that time it was located near the Stabroek Market and met Mr. Banwarie who was again unhelpful. I Made several trips to GT trying to get this issue resolved but of the most time the Minister or the officers are
in a meeting. I met one Mr Monroe who examined the slips of the applications and promise to check by this time six months had passed. I continued calling and visiting the Ministry then I began receiving my old age pension from January 2013 without making any new application.( I thought we were given a hard time because we are AFC members) I continue to make call to the Ministry until one day one Miss Lagan came and visit my home and had a discussion with my wife, I keep following with the ministry and on 15/10/2014 the Hon Minister Jennifer
Wesford called me and told me that she will be addressing the matter. Then in 2015 elections came a new government was in place and I continued to call. I spoke with the following persons - Mr.Ricardo, John Adams, Banwarie, Miss Williams and Marlin and told them that I would like to speak to the Minister but I am told that I cannot talk the Minister, I then call the Prime Minister ‘s office where I spoke with one Rohinie on three occasions who told me to call the Minister’s secretary. I did ,but I still cannot talk to the Minister but one Miss Williams told me that Banwarie say my wife
must make a new application. Government. is budgeting money for pensioners based on the number of old people in the country and there is rumours out that is a racket going on with old peoples money which needs to be investigated . A lot of people live and worked all our lives here and is deprived of a pension while there people who never worked and living in the streets and are getting their pension without a hassle, and here ministerial officials are seeking all avenues and techniques to deprive my wife of her old age pension because I putting up a fight . In that time, you may actually go through several used tyres, the total cost of which, and including the opportunity cost of downtime, might very well be much more than the cost of the new tyre. North Korean rocket puts object Chinese restaurant owner’s wife shot dead at No. 57 Village into space, angers neighbours, U.S. The wife of a Chinese Restaurant owner was shot dead at around 20.00 hrs last night at Number 57 Village, Corentyne, Berbice. The woman, who was not identified, was shot in the face, reportedly after gunmen sneaked into the restaurant and attacked the family. Nothing appears to have been stolen, and a woman who was one of the first persons at the scene said she did not hear any gunshots. Reports indicate that the restaurant was closed to customers at the time, but that the family was having dinner in the establishment. The incident occurred just four houses away from the residence of Special Assistant to Prime Minister Moses Nagamootoo, Mr. Gobin Harbhajan. Mr. Harbhajan and members of a B Division Community Policing Group (CPG) were holding a meeting at the time. Radica Ramanandan, Liaison Officer within the Ministry of Public Security, told Kaieteur News that she was standing outside Mr. Harbhagan’s house at around 20.00 hrs when she heard someone screaming. The sound was coming from the direction of the restaurant. She immediately alerted her colleagues, and they hurried over to the restaurant by vehicle. She observed that the restaurant gate
was padlocked and the owner of the restaurant was screaming. “He was screaming ‘bandits…bandits shoot my wife,’” Mrs. Ramanandan recalled. On entering the yard, they saw the proprietor’s wife lying on the ground outside the restaurant entrance. She appeared to have been shot in the vicinity of the nose. Mrs. Ramanandan said that the woman was still alive, but succumbed at the Skeldon Hospital. Kaieteur News understands that the husband has said that the family, including two sons, was having dinner, when at least two men entered the restaurant via a back door and attacked them. His wife was reportedly shot while trying to escape. The county of Berbice has experienced some brutal murders in recent months. In January, Anita Baichan, 49, was tied up in her Plantation Hope, West Coast Berbice home by bandits who then set the property alight with her inside. A few days later, bandits hacked Doodnauth Rajkumar, 81, and his wife, Dianne Chammanlall, to death in their home at Bush Lot, West Coast Berbice. Rooplall Abrahim, 24, Gocoul Madanpaul, 18, and Nazamadeen Raffick, 19, were subsequently charged in connection with the three murders.
Hollande, Merkel stress migrant crisis needs EU solution
French President Francois Hollande (right) and German Chancellor Angela Merkel meet at the Prefecture in Strasbourg, France, yesterday. REUTERS/Patrick Seeger/Pool Reuters - German Chancellor Angela Merkel and French President Francois Hollande stressed yesterday the migrant crisis, which brought more than a million people to the European Union last year, needs an EUlevel solution. The two leaders were meeting in Strasbourg on the Franco-German border to discuss the agenda of the next European summit on Feb. 1819. They had a private meeting before joining EU Parliament Chairman Martin Schulz for dinner. Merkel, who opened her country’s borders to Syrians fleeing civil war last summer, is under increasing pressure to limit the influx. A poll published this week indicated popular support for Merkel had tumbled to a four-and-a-halfyear low, with more than 80 percent of Germans doubting her government had the refugee crisis under control. The crisis has strained relations between EU member states and tested their commitment to Europe’s
open-borders Schengen agreement. Hollande and Merkel agreed the action plan defined by the European Commission was a priority, a source close to the French president said. The plan involves assistance to Greece to control its borders, reinforcing its means to register refugees but also a fight against smugglers and the acceleration of procedures to expel illegal migrants. It also includes a package for Turkey to help it curb the influx of migrants into Europe. Germany’s anti-Islam
PEGIDA movement staged rallies in several cities across Europe on Saturday, including one gathering up to 8,000 people in the eastern city of Dresden, to protest against the massive arrivals. Separately, the two leaders also expressed a “strong common concern” about the situation in Syria, the French source said. Russian and Syrian government forces on Saturday intensified an assault on rebel-held areas around the Syrian city of Aleppo that has prompted tens of thousands to flee to the Turkish border to seek refuge.
North Korean leader Kim Jong Un (centre) watches a long range rocket launch into the air in North Korea, in this photo released by Kyodo, yesterday. REUTERS/KYODO Reuters - North Korea drew renewed international condemnation and the threat of more sanctions yesterday after launching a long-range rocket in defiance of United Nations rules just weeks after it carried out a nuclear bomb test. Critics of the rocket programme say it is being used to test technology for a long-range missile. South Korea and the United States said they would explore whether to deploy an advanced missile defence system in South Korea “at the earliest possible date.” The U.S. Strategic Command said it had detected a missile entering space, and South Korea’s military said the rocket had put an object into orbit. North Korea said the launch of the satellite Kwangmyongsong-4, named after late leader Kim Jong Il, was a “complete success” and it was making a polar orbit of Earth every 94 minutes. The launch order was given by his son, leader Kim Jong Un, who is believed to be 33 years old. North Korea’s state news agency carried a still picture of a white rocket, which
closely resembled a previously launched rocket, lifting off. Another showed Kim surrounded by cheering military officials at what appeared to be a command centre. Isolated North Korea’s last long-range rocket launch, in 2012, put what it called a communications satellite into orbit, but no signal has ever been detected from it. “If it can communicate with the Kwangmyongsong4, North Korea will learn about operating a satellite in space,” said David Wright, co-director and senior scientist at the Global Security Program of the Union of Concerned Scientists. “Even if not, it gained experience with launching and learned more about the reliability of its rocket systems.” The rocket lifted off at around 9:30 a.m. Seoul time (0030 GMT) on a southward trajectory, as planned. Japan’s Fuji Television Network showed a streak of light heading into the sky, taken from a camera at China’s border with North Korea. North Korea had notified United Nations agencies that it planned to
launch a rocket carrying an Earth observation satellite, triggering opposition from governments that see it as a long-range missile test. The U.N. Security Council condemned the launch in an emergency meeting yesterday, and vowed to take “significant measures” in response to Pyongyang’s violations of U.N. resolutions, Venezuela’s U.N. ambassador said. U.S. Ambassador Samantha Power told reporters: “We will ensure that the Security Council imposes serious consequences. DPRK’s (North Korea) latest transgressions require our response to be even firmer.” The United States and China began discussing a U.N. sanctions resolution after Pyongyang’s Jan. 6 atomic test.

Turkey delivers aid across border as Syrian forces step up Aleppo assault Reuters - Aid trucks and ambulances entered Syria from Turkey yesterday to help tens of thousands of people who have fled an escalating government assault on Aleppo, as air strikes targeted villages on the road linking the city to the Turkish border. Rebel-held areas in and around Aleppo, Syria’s largest before the war, are still home to 350,000 people, and aid workers have said they could soon fall to the government. The Syrian Observatory for Human Rights, which monitors the war, said air strikes, thought to be from Russian planes, hit villages north of Aleppo yesterday including Bashkoy, Haritan and Anadan, the latter two
near the road to Turkey. Russia’s intervention has tipped the balance of the war in favour of President Bashar al-Assad, reversing gains the rebels made last year. Advances by the Syrian army and allied militias, including Iranian fighters, are threatening to cut the rebelheld zones of Aleppo off from Turkish supply lines. “In some parts of Aleppo, the Assad regime has cut the north-south corridor ... Turkey is under threat,” Turkish President Ta y y i p E r d o g a n w a s quoted by the Hurriyet newspaper as telling reporters on his plane back from a visit to Latin America. Turkey has given refuge
to civilians fleeing Syria throughout the conflict, but is coming under growing pressure from the United States to secure the border more tightly, and, from Europe, to stem the onward flow of migrants. It is already sheltering more than 2.5 million Syrians, the world’s largest refugee population. But at the Oncupinar gate, which has been largely shut for nearly a year, the newest arrivals were being shepherded into camps on the Syrian side, where Turkey says they are safe for now. The local governor of Oncupinar said on Saturday that around 35,000 had reached the border in the space of 48 hours.
South Africa won’t declare national disaster over drought Reuters - South Africa will not declare a national disaster in response to its worst drought in a century as it hopes ample late rains will continue to improve the situation, deputy minister of agriculture Bheki Cele said yesterday. “For some reason God has been kind and late rains did come, and we think the 6 million tonnes (of maize) we were looking to import we have downgraded that to four,” he told Reuters in an interview on the sidelines of a conference in Dubai. The country’s largest grain producer group Grain SA called on the government
last week to declare a national disaster - a move that would release emergency relief funds from the National Treasury to eligible farmers. Cele said out of South Africa’s nine provinces, seven had already declared a disaster but a nationwide declaration was not currently warranted. “The only hope is that rains continue - if they do we might be out of the woods ... We will not declare a national disaster” said Cele. Cele argued support had already been granted to a lot of farmers and more was on the way.
Saudi King Salman calls for others not to interfere in kingdom RIYADH (Reuters) Saudi Arabia’s King Salman yesterday called on other countries not to interfere in the kingdom’s internal affairs in what appeared to be a rebuke to Riyadh’s main foe Iran, which it accuses of attempting to stir unrest. “It is our right to defend ourselves, without interfering in the affairs of others. We call on others to not interfere in our affairs,” Salman said in a speech opening the annual Janadriya cultural festival in Riyadh, state news agency SPA reported. “We cooperate with our Arab and Muslim brothers in
King Salman all areas in defending our lands and ensuring their independence and guarding
their government systems as sanctioned by their peoples,” he added. Salman did not elaborate, but his remarks seemed aimed at Iran, which Riyadh accuses of destabilizing Arab states and spreading sectarianism by backing militias in Syria, Lebanon, Iraq and Yemen and fomenting unrest in Bahrain and Saudi Arabia. Iran denies seeking to destabilize the region or incite sectarian hatred. It in turn accuses Riyadh of fomenting discord by backing rebels in Syria, going to war in Yemen and propagating an ultraconservative Sunni Muslim school that declares Shi’ites heretical. The Saudi king, who succeeded to power a year ago after the death of his halfbrother Abdullah, brought together a coalition of Arab states to back military action in Yemen to restore its government after it was ousted by an Iran-allied militia.

Don’t Be Swayed By JLP’s Tax Promises, Says PNP The Gleaner - The People’s National Party (PNP) has described JLP Leader Andrew Holness’ recent public broadcast, promising to raise the personal income tax threshold to $1.5 million as deceptive and laced with empty promises. The PNP says Holness must state how he will address the shortfall in income tax revenue, while also promising to spend over $5 billion on promised infrastructure and on health and education. The PNP’s Campaign Spokesperson Delano Franklyn is cautioning voters against being swayed by what he has described as impulsive commitments from a man desperate for power. In addition, Franklyn says the plan by the JLP to list some state entities on the stock market, will place the Government in head to head competition with medium sized businesses, risking jobs and business growth. Financial analyst, Ralston Hyman, and the Nurses Association of Jamaica have also asked that Holness
Andrew Holness explain how he would fulfill his promise of income tax removal in the current economic climate. Hyman says the government currently makes $73 billion in revenue from taxes on personal income above $592,800 per year. He says if Holness becomes Prime Minister and raises the current threshold to $1.5 million the government stands to lose about $32 billion yearly.

BRAZIL CARNIVAL: Party goes on despite Zika virus threat BBC News - Millions of people across Brazil have joined the first day of the annual carnival festivities yesterday, despite concerns about the outbreak of the Zika virus. In Recife, the city most affected by the mosquitoborne disease, more than one million people in colourful costumes have been partying. In Rio de Janeiro, huge crowds of revellers have filled the city centre to celebrate. The virus has been linked to a surge of brain malformations in newborn babies. The health ministry and local authorities have been handing out leaflets alerting residents and tourists to the risks of Zika. Over a million visitors are expected in Rio de Janeiro for the carnival celebrations, which end on Wednesday morning. This is the first test of whether fear of contamination by the Zika virus may scare
Government employees in Copacabana Beach handed out leaflets with information about Zika. tourists from the Olympics the city will host in August and September, says the BBC’s Julia Carneiro. Brazilian authorities and the International Olympic Committee have pointed out that the Games will be held during the Southern Hemisphere winter, when conditions for the proliferation of the mosquito
that spreads the virus will be less favourable. Fumigation to try to eliminate the Aedes aegypti, which also carries the dengue and chikungunya viruses, are continuing in many Brazilian cities during carnival. Some 220,000 armed forces troops will launch a big
clean-up operation next week to eliminate puddles of stagnant water where the mosquitoes breed. President Dilma Rousseff has urged all Brazilians to join the effort. More than 20 countries in the Americas have been affected by the Zika virus outbreak. Brazil has been the worst hit country.
Barbados aims to boost exports to region and beyond BRIDGETOWN, Barbados - Industry Minister Donville Inniss says Barbados needs to increase its export of goods and services to the rest of the world and the Caribbean region is the best starting point. He says it’s the largest export market for Barbados and the one that offers the greatest potential. Inniss was speaking at a press conference at the Barbados Investment and Development Corporation (BIDC), following a five-day Caribbean Community (CARICOM) trade mission aimed at generating increased exports to St. Lucia, Grenada and Guyana. The latest statistics show that from January to September 2015, Barbados exported approximately BDS$259 million (US$129.5 million) in goods to the region. Minister Inniss said that on the current trajectory, the figure for 2016 could reach BDS$285 million (US$142.5 million). “Many Barbadians might certainly not appreciate the volume of goods that we export in the region, and whilst these figures might seem significant, we didn’t get there just by sitting here in
Donville Inniss Barbados and believing others will buy what we produce…That is why the Board and management at the BIDC took the decision that we really need to go into the marketplace with those companies and service providers that we know are export ready, and to do so in a manner that will build strong linkages and relations with our partners in the other islands.” Inniss explained that St. Lucia, Grenada and Guyana were chosen based on the volume of exports to those countries, as well as the already established relations. Up to September 2015, Barbados had exported approximately BDS$27 million (US$13.5 million) in goods to
St. Lucia; BDS$14.6 million (US$7.3 million) in goods to Grenada; and BDS$49.9 million (US$24.95 million) worth to Guyana, and the minister said Barbados needs to improve those numbers. “This mission was mounted with the intention of taking into those three territories, companies that we know have the synergies there; some of them are already exporting or they are certainly in a position to satisfy any demands of those markets,” he said.”[The mission] was also designed to expose our manufacturers and service providers as to what is happening in the market place. It is one thing to sit here and read reports and to talk to people on the phone, but when you get up and actually go there you actually get to feel and experience what is happening.” The ministerial party also took the opportunity to explore opportunities for further expanding exports to Guyana, as well as investment in areas where Barbadian companies could compete. The prospects for exploring increased trade with Brazil via Guyana’s partial scope agreement with that country were also investigated. (Caribbean360)

Haiti postpones Carnival as Voice the youngest President steps down amid unrest Soca Monarch in history
Haiti’s former President Michel Martelly says goodbye as he accompanied by his wife Sophia at the end of a ceremony marking the end of his presidential term in the Haitian Parliament in Port-au-Prince, Haiti, February 7, 2016. REUTERS/Andres Martinez Casares Reuters - Haiti delayed the start of Carnival celebrations yesterday because of fears of violence from anti-government protesters as President Michel Martelly ended his term with nobody elected to replace him.Widespread unrest set off by an election that critics say was fraudulent meant the impoverished Caribbean nation was unable to hold a runoff to choose a new president before Martelly stepped down, leaving the country facing a period of interim government. Protesters and police clashed again in downtown Port-au-Prince yesterday in the area that hosts the capital’s heavily attended and raucous annual Mardi Gras celebrations, with some groups trying to attack Carnival stages. “We learned political groups planned to protest in the area of the palace, on Champ de Mars, which is the same area where Carnival activities will be
concentrated,” said Carel Pedre, a spokesman for the Carnival committee. Two of Haiti’s top Carnival musical groups had already pulled out, citing security. Pedre said festivities would continue as normal on Monday and Tuesday, the peak of Carnival before the Christian period of Lent. “We could not take the risk, because of security issues that we don’t have control of,” said bandleader Roberto Martino. He said he was not sure if his group, TVice, would take part at all. The last day of Carnival was cancelled in 2015 after at least 16 people were killed in a stampede set off when a singer on a float hit an overhead power line in Portau-Prince. Martelly himself rose to fame as a risque singer known for Carnival performances. He has released a new song with sexually suggestive lyrics that insult a female journalist. There had been speculation
he would return to Carnival floats to perform the song after his presidency ended. Martelly handed over the presidential sash yesterday during a ceremony at the heavily guarded national assembly, attended by parliamentarians who under a last-minute deal will choose an interim president until a new leader is elected. Assembly President Jocelerme Privert called for a “truce” to allow enough stability to organise the elections, already postponed three times, most recently in January. The vote is now set for April 24 and an elected president is supposed to take office in May. The interim government will have to overcome disagreements about which candidates can participate in the election, since many are convinced the first round was riddled with fraud that favoured ruling party candidate Jovenel Moise Martelly’s government denied any wrongdoing.
Trinidad Guardian - The saying the voice of the people is the voice of God was no truer Saturday than when the youngest artiste in history Aaron St Louis (Voice) took home the title of the International Soca Monarch 2016. It comes four years after he failed to capture the win in his final performance at the Synergy Soca Star season seven. At 23, the artiste is enjoying his first year of breakaway success with a powerful, uplifting and progressive soca track that fete-goers have been singing word for word. St Louis performed Cheers to Life on Fantastic Friday night, wearing a white and gold suit, and standing between two massive champagne bottles. His introductory video was a video of reggae icon Bob Marley in an interview where the artiste was asked about riches and shut down the interviewer with the statement that riches were not money. St Louis focused on his vocals and while he said the results didn’t matter to him, the big screens flashing the word “Winner” in bright, big, gold letters, and the grin on his face as he exited the stage following his performance spoke of confidence and satisfaction with his effort. Minutes after the stage was cleared for the final artiste, defending champion Olatunji Yearwood, to perform, the patrons who had filled out the stadium continued to repeat the chorus of “cheers to life.” The Soca Monarch supporters screamed his name when asked if they had seen their winner.
Newly crowned King of Soca, Aaron “Voice” St Louis, during his winning performance with his song Cheers to Life at the International Soca Monarch Final, at the Hasely Crawford Stadium. Photo: ABRAHAM DIAZ Placing second was 24year-old Akeem Chance (Preedy), who is another firsttime finalist at the event with his song Veteran. He crooned the lyrics of Lord Kitchener’s Sugar Bum Bum before segueing into the lyrics of Veteran with “Do you remember when?” Preedy was also given a “blessing” by calypsonian David Rudder. In a draw for third place was soca songstress Patrice Roberts and Dexter Stewart (Blaxx) in perhaps his greatest performance in soca history with the song that evoked the second biggest reaction from the audience. Blaxx had the audience thrilled as he brought the fire
and rhythm section and the dutty mas, and flawlessly used fog and warm orange lights that glowed on the faces of drummers, adding an exciting and somewhat sinister atmosphere to the theatrical performance. He went so far as to attempt to try the firebreathing trick himself, though it seemed that he almost had an accident on stage. This year, scalpers were outside selling tickets for as low as $50 for the VIP section and practically giving away general tickets. But the stadium, which had small handfuls before 11 pm, filled almost completely by midnight.

Broncos D shuts down Cam Newton, Denver wins Super Bowl 50 Yahoo Sports - SANTA CLARA, Calif. – Across a season where his team won 17 times and he was named the league’s Most Valuable Player, Cam Newton appeared invincible. Then along came Von Miller and DeMarcus Ware and Malik Jackson and Wade Phillips and the entire Denver Broncos defence that bruised, battered and eventually beat him in the biggest game of them all. Denver 24, Carolina 10 in a defencedelivered upset in Super Bowl 50. It was the Broncos’ defence, not the Peyton Manning offence, that was most responsible for Denver’s points. A Miller sack and strip of Newton in the first quarter was recovered in the end zone by Malik Jackson to give Denver a 10-0 lead and set the tone that this was a different level than Carolina had seen. The game was capped by another Miller strip of Newton that set the Broncos up on the four-yard line. C.J. Anderson scored a few plays later to put it out of reach. Newton was sacked six times, tossed around like rag doll. The Panthers arrived as the betting favorite, fueled by confidence from a season in which it steamrolled its way here behind its exciting, game-changing quarterback. Denver though was a classic immoveable force, with a blitzkrieg rush that had found ways to win games despite lacking effective
quarterbacking play from the aged Manning. In the end, defense won the championship. Carolina averaged 31.25 points a game during the regular season and scored 80 more in two playoff blowouts, but could never get a sustained rhythm going against the Broncos. Newton was held to 17-of-40 passing for 259 yards and three turnovers. It should go down as one of the finest defensive performances in Super Bowl history and one the best units the league has ever seen. Defensive coordinator Wade Phillips, who was unemployed all of last season, designed a game plan that both confused and crushed Newton. The pass rush of Miller, Ware and Jackson, et al was unstoppable, leaving the MVP most inefficient. Manning, meanwhile, goes out a champion in what is likely the final game. A five-time MVP, he was a shell of himself at age 39. He did little in this game to contribute to the victory – 141 yards, no touchdowns, an interception and a fumble – but he was enough of a game manager to win a second Lombardi Trophy to match the total of his brother Eli. The first half was dominated by turnovers and penalties, a combined three and nine respectively that kept the momentum of the game swinging back and forth. There were an additional eight punts as defences proved formidable.

Former FIFA watchdog member... From page 36 monitored FIFA’s finances is another blow to the image of the organization facing an unprecedented corruption crisis. A statement from the Anti-Corruption Commission said the 45-year-old Watson was found guilty of two counts of conspiracy to defraud, fraud on the government, conflict of interest and breach of trust by a public official. He was found not guilty of a moneylaundering charge. None of the cases related to soccer. Watson’s attorney Ben Tonner confirmed local media reports that his client had been sentenced to seven years in prison. Watson was suspended from the FIFA watchdog in September 2014 pending the outcome of the case. He had also been treasurer of the Cayman Islands Football Association and was a vice-president of the Caribbean Football Union. Another Cayman soccer official, Jeffrey Webb, a former FIFA vice president and
president of the CONCACAF, the confederation covering North and Central America and the Caribbean, has also been charged in the case but has yet to face trial. Webb is currently in the United States having pleaded guilty to racketeering conspiracy, three counts of wire fraud conspiracy and three counts of money laundering conspiracy as part of the Department of Justice’s investigation into FIFA which has seen 41 individuals and entities indicted. The Cayman Compass newspaper reported that Justice Michael Mettyear told Watson during sentencing: “You behaved shamelessly … falsifying presentations, letters, emails, contracts and signatures … you fooled a number of senior civil servants and possibly a minister.” Watson’s senior defense counsel, Trevor Burke QC, said his client had been “ruined”. “Canover Watson’s fall from grace is now complete,” the newspaper said.

Arsenal back in title race with win at Bournemouth Arsenal’s Aaron Ramsey in action with Bournemouth’s Harry Arter. (Reuters / Dylan Martinez Livepic)
LONDON (Reuters) Arsenal re-established themselves as serious contenders for their first Premier League title since 2004 with a comfortable victory at lowly Bournemouth on Sunday. A first win in four games took them level on points with second-placed Tottenham Hotspur, their bitter local rivals who have a superior goal difference. After more than five hours without a league goal, Arsenal scored two in little more than a minute midway through the first half by Mesut Ozil and Alex OxladeChamberlain. Arsene Wenger’s team are still five points behind leaders Leicester City but play at home to them next Sunday. It was their first league
win since Jan 2, since when they had played two goalless draws and lost 1-0 to Chelsea. “It was a must-win game for us today,” Wenger told BBC Sport. “Leicester have made a big impression in the last week after their results. They suddenly become the favourite in the Premier League and it makes our game (next week) a big game.” Welsh midfielder Aaron Ramsey was heavily involved in both goals. In the 23rd minute he crossed for Olivier Giroud to head down and give Ozil the opportunity to score. Bournemouth had not recovered before Ramsey sent Oxlade-Chamberlain through to score his first league goal since September 2014 — and first away from
home — with an angled drive. Former Arsenal youth team striker Benik Afobe could make no impression against his old club and was substituted before two late saves from Petr Cech preserved the visitors’ clean sheet. Bournemouth manager Eddie Howe felt Arsenal should have had midfielder Mathieu Flamini sent off early in the game for a tackle on Dan Gosling that brought only a yellow card. “I thought it was a red card,” he told Sky Sports. “I haven’t seen it again but it looked two-footed and potentially off the floor. It wasn’t a difficult decision.” Bournemouth, playing their first season in the Premier league, remain 15th, five points above the relegation places.

Letter to the Sports Editor
Guyana’s First Round Futsal Exit! DEAR SIR, Being a realist, it came as no surprise to me that the nation’s Futsal Football Team was (in) gloriously dumped from the CFU 2016 Futsal Championship in Cuba. Competing in the group stage alongside traditional regional powerhouse Trinidad & Tobago; Curacao and Antigua & Barbuda, in the opening encounter for the locals, a 2-5 trouncing was the final result against the Dutch lineup; followed by the twin island republic prevailing 4-3, with a consolation 3-2 win over the Antiguans. From the three matches played, Guyana scored 8 goals, conceded 11; for a goal difference of -3, while averaging 2.2 goals per match! Editor, to say that I am disappointed with the outcome of the final result, would be a gross understatement, along with being unrealistic.
Suffice it to say that with a National Futsal Association in place some semblance of improvement should have been evident. And please don’t make any excuses citing time constraints were against the Futsal Association! Since the relevant answers to questions should be provided. i) When the GFF was duly informed of the Futsal Qualifying leg? ii) Was any attempt made to include the Futsal Association in its deliberations? iii) In the absence of participating for a period of almost 8 years, in a Regional Futsal Tournament, is this format still within the GFF’s annual Calendar of Activities. iv) What were the criteria for selection, in the absence of local tournaments? Finally, under a new dispensation of governance at the GFF in November last year compounded by the
affiliation of the National Futsal Association within the 2 months period at least 2 teams from 8 Associations could have converged at the Cliff Anderson Sports Hall, over 3 weekends for a competition. At the conclusion, a proper squad could have been selected for training and national representation. “Band Aid Solutions and Stop Gap Measures” are totally unacceptable this time around. Lest, Guyana, continue to go down as: “The also rans”! In 2008, the local lineup was the best 4th placed team in the CFU! Meanwhile, my heartiest congratulations to the Beach Soccer Association for their insight and vision in organizing a competition and inviting a foreign coach to observe and impart his knowledge on the technical aspects of the game towards its improvements! ESPNcricinfo - A fine performance by Sri Lanka’s spinners was capped by a stroke-filled 95 from opener Avishka Fernando as they brushed England aside by six wickets to move into the semi-final of the Under-19 World Cup. England had won the toss and opted to bat, a decision their captain Brad Taylor defended quite strongly at the presentation. “We didn’t think it did an awful lot early,” he said and thought 250 could have been within their reach had the middle overs gone better. As such they were all out for 184 without facing their full quota of overs. Not that the first few overs went England’s way either. Opener Dan Lawrence dragged one onto his stumps for 9, his partner Max Holden was caught at slip for 8 and the tournament’s top scorer Jack Burnham could only manage 11 at No. 3. Callum Taylor tried to resurrect the innings with 42 off 57 balls, but his wicket triggered a middle-order collapse. What would rankle England more was the ball that got Taylor lbw had pitched outside leg stump while he was playing a shot. England fell from 120 for 4 in the 35th over to 136 for 7 in the 40th as Sri Lanka strangled the innings with spin. Legbreak bowler Wanidu Hasaranga picked up 3 for 34. Out walked the Sri Lanka openers and cashed in 51 runs in eight overs before the lunch break. Avishka battered left-arm seamer Sam Curran for four successive fours in the third over and never looked back. He got to his 50 off 44 balls and looked set for a hundred until he chose to swipe at a
bouncer he had originally seemed to duck under and was caught behind for 95. It was only a minor roadblock for Sri Lanka though, who coasted to victory with six wickets and 86 balls to spare. Scores: Sri Lanka Under-19s 186 for 4 (Avishka 95) beat England Under-19s 184 (Taylor 42, Hasaranga 3-34) by six wickets. Meanwhile, A four-for from pacer Rory Anders skittled Canada Under-19s out for a paltry 139, paving the way for Ireland Under19s’ six-wicket win in their semi-final playoff for the 13th place. Anders, with help from Gary McClintock (2-26) and Fiachra Tucker (2-21), ran through the Canada side, reducing them to 73 for 8 in the 26th over, vindicating Ireland’s decision to bowl in Cox’s Bazar. The little resistance that Canada put up came through partnerships for the last two wickets, guided by batsman Arslan Khan and tail-enders Shlok Patel and Prushoth Wijayaraj. Arslan, who top-scored with 47, shared a 29-run stand for the ninth wicket which pushed Canada’s score past 100, before the side’s No. 10 and No. 11 batsmen stitched together 37 runs for the last wicket, the highest partnership of the innings. A 75-run opening stand between Jack Tector and Stephen Doheny eased Ireland in their chase and the low target meant that a brief stutter, which reduced them to 103 for 4, was easily negated. McClintock played a role with the bat, too, guiding the side home with an unbeaten 45-ball 31. Scores: Ireland Under-19s 142 for 4 (Doheny 33, Tector 33, Adhihetty 3-25) beat Canada Under-19s 139 (Arslan 47, Anders 4-21) by six wickets.
Wales peg Ireland back to draw Six Nations opener DUBLIN (Reuters) Wales drew 16-16 with defending champions Ireland in an absorbing Six Nations opener on Sunday, clawing back a 13point first half deficit to take the lead before Johnny Sexton levelled with a late penalty. Ireland got their bid to become the first country to win the title outright for three successive years off to the perfect start, taking a 13-0 lead thanks to a Conor Murray try and Sexton’s flawless kicking. Wales hit back, however, with Toby Faletau bursting over the line just before halftime and Rhys Priestland coolly kicking them level just after. It took almost half an hour for Wales’s replacement flyhalf to edge them ahead, before Sexton replied with a long-range effort that sneaked over to share the points. With trips to France and England next up, injury-hit Ireland needed to get their defence off to a positive start but neither side were happy
with a draw in a championship that is more often than not decided by fine margins. “It’s a difficult one, nobody’s overly happy with a draw. It’s disappointing we let Wales back into it,” Ireland captain Rory Best said in a pitchside interview. In a blistering opening, Ireland put the ball through 17 phases, including some big carries from debutant CJ Stander, to threaten the Welsh line before handing Sexton two penalty opportunities to put the hosts 6-0 in front. A limping Dan Biggar missed the opportunity to cut the deficit before departing on 20 minutes as Ireland played with the kind of intensity and stifling defence that has become a hallmark of Joe Schmidt’s two-and-half years in charge. Wales appeared rattled and scrumhalf Murray darted in for the game’s first try after 27 minutes, with Sexton adding the conversion. The momentum, however, then shifted in a breathless first half.
A Priestland penalty got Wales on the board and then the Welsh scrum tested an Irish pack containing just three of the starters that won a second successive championship in Edinburgh 11 months ago, allowing Faletau to burst over. Wales, seeking to wrestle the title back after winning back-to-back championships in 2012 and 2013, drew level with another Priestland penalty just after the break and it took almost half an hour for him to edge them ahead. As the rain fell, handling errors crept in and bodies tired. Ireland eventually relented, handing Wales the lead for the first time before Sexton replied immediately as his long-range effort sneaked over to share the points. “We managed to hang in there and we’re pleased that we came back from 13 points down but a draw is not a good result for either team really,” Wales captain Sam Warburton said.

Top performers of the Prabudial Ramdial Memorial Golf tourney; from left: Brian Hackett, M. Solomon for Robert Hanoman, Mahesh Shivraj and Patrick Prashad. It was Brian Hackett’s delight that he did his late friend Prabudial Ramdial proud when scores indicated that he was in the lead for the tournament Saturday afternoon, until the last scores came in and Mahesh Shivraj, only known for bringing a second in the Courts tournament of
Saturday October 24, 2015, emerged with a fantastic net that made him the undisputed winner! In fact, in that Courts tournament, Hackett as well as Maurice Solomon and Bholawram Deo had tied for 4th, so that Shivraj seems bent on challenging the experience and skills of these seasoned

feet short of a hole-in-one. On his part, Shivraj, who has been playing golf at Lusignan for less than a year now, said, “I played a fairly good game, most of my balls were on the fairway all the time, just a few went off. In addition my chipping was excellent, the good chipping meant that distance to putt was small so I finished each hole well.” Past President Brian Hackett, in expressing gratitude on behalf of Vish Trading Inc. of Area D, Le Ressouvenir, East Coast Demerara, indicated that, “Vish is delighted to continue annual sponsorship of a golf tournament in honour and memory of the late Prabudial Ramdial.” “In addition to the day’s tournament sponsorship, an after-play round of drinks for the golfers was in effect from Vish.Vish Trading Inc. has been in the Machinery supply business for many years, and recently has expanded to include quarrying,”he added. One must note that the golf course is in tremendously good shape, kudos to President Oncar Ramroop and especially Grounds Superintendent Mike Gayadin, who seems to make the herculean task of keeping the grounds in good shape such a light thing.
