Industrial Policy and Post-COVID19 Economic Transformation in CARICOM

DEAR

EDITOR, Writing in an SRC Trading Thoughts back in May2020,theauthorJoelK. Richards presciently posited that the COVID-19 pandemic, which was then still in its early days, provided the Caribbean Community (CARICOM) with the opportune time to ‘reclaim’ industrial policy

Fast forward three years later, CARICOM appears to be making concrete steps to formulate the community industrial policy called for by the Revised Treaty of Chaguaramas (RTC). In the communique emanating from their Thirty-third Intersessional Meeting held in Belize, March 1-2, 2022, the CARICOM Heads of Governmentrecognized“the urgent need” for developing a community industrial policystrategy

Additionally, Suriname will now have industrial policy added to the list of issues on which it has lead responsibility under the CARICOM quasi-cabinet

region’s requisite transformation to a sustainable and resilient economy as the grouping enters its fiftieth year of existence.

INDUSTRIALPOLICY

Falling out of favour in the 1980s and 1990s, industrial policy is squarely back in vogue in the postCOVID-19 era. UNCTAD (2018) defines modern industrial policy as “a package of interactive strategies and measures aimed at (i) building enabling industrial systems (infrastructure, financial systems) and productive capacity (including assets, technology and skills), and (ii) supporting the development of internal and exportmarkets”.

Even before the pandemic, UNCTAD’s World Investment Report 2018reported that in the preceding ten years, some 101 developing and developed economies had adopted formal industrial policies.

This is even the case in advanced economies which once used and later rejected thesepoliciesonthebasisof neoliberal orthodoxy as being inefficient or as the government “picking winners”.

Take for example the United States CHIPS and Science Act of 2022 which provides funding to boost domestic research and manufacturing of semi-

conductors or the EU’s Industrial Strategy to promote a green and digital economictransition.

Many CARICOM countriesinthepastreliedin some part on Sir W. Arthur Lewis’ industrialization by investment which sought to promote industrialization by encouraging foreign direct investment through the use of fiscal and other incentives Modern industrial policies extend beyondtheeconomicgrowth andjobcreationimperatives a n d i n c o r p o r a t e sustainability and the sustainable development goals (SDGs), digital transformation and global value chain integration Modern industrial policies must also operate within the confinesofglobaltraderules and financial regulations which had not existed when advanced economies were developing.

The Ministerial Task Force and the technical working group would undoubtedly be guided by the RTC’s blueprint of nine objectives that should be at the heart of the Community Industrial Policy These objectives include crossborder employment of resources, linkages among economic sectors, promotion of regional economic enterprises, establishment of a viable MSMEsector, enhancedand diversified production of goods and services, enhanced production on an environmentally sustainable basisandbalancedeconomic and social development, bearinginmindtheneedsof disadvantaged countries, regionsandsectors.

For an agreement that was adopted in the early 2000s, the RTC was very forward-looking in that industrialpolicyisoneofthe policies for sectoral development outlined in ChapterFour. Moreover, the RTC mandates that the goal of the community industrial policy should be “marketled, internationally competitive and sustainable production of goods and servicesforthepromotionof the Region’s economic and social development”. While industrial policy discussions o f t e n s p e a k o f m a n u f a c t u r i n g , industrialization entails not just manufacturing but also servicesindustries.

Back in 2001 when the RTC was signed, its framers were clear-eyed that sustainability must be at the heart of any community industrial policy This emphasis on sustainability, inparticularSDGs8(decent work and economic growth) and 9(industry, innovation and infrastructure) will likely be top of mind for members of the CARICOM Ministerial Task Force on Industrial Policy which will

Moreover, the RTC recognizes that several concrete things must be in placeshouldanycommunity industrial policy achieve its objective These include coordination of national industrial policies, establishingandmaintaining an investment-friendly environment, providing support for MSMEs, among others. One thing, however, that the framers of the RTC could have hardly foreseen was the rapid growth of digital technologies and the importance of global value chains in global production. Technologyhasalwaysbeen the driver of advancement, but in more recent years, digital technologies, such as blockchain, cloud computing, the internet of things and artificial

Digitaltechnologiesalso open new economic growth opportunities and sectors For example, Barbados has indicated its intention to become a fintech hub. The new Community Industrial Policy’s architects must consider how the region could take advantage of the knowledge economy, and bearing in mind the areas in which the region has a revealed comparative advantage.

Moreover, key to any industrial policy should be thepromotionofinnovation. A c c o r d i n g t o t h e Manufacturing Production Index, medium-high and high technology industries were more resilient over the period 2019 to 2022 during the pandemic than low and medium-technology industries. Data on research and development (R&D) expenditure as a percentage of GDP in the Caribbean regionissparsebutforthose countries for which it is

CARICOM should also leverage the technical and capacity-building assistance ofUNCTADwhichhasdone tremendous work on industrial policy for many years. The Government of Barbados is currently the beneficiary of an UNCTAD Project entitled “Promoting Sustained Recovering through Economic Diversification and ResilienceinBarbadosfora SustainedRecoveryfromthe COVID-19 Shock” funded by China’s Global Development and SouthSouth Cooperation A s s i s t a n c e F u n d (GDSSCAF). SAVE THE CHILDREN!

We a r e destroyingthe future of our children Many of them leave for school early in the mornings and do not get homeuntillateatnight, after whichtheyhavetocomplete their homework before retiring.

There is no time for them, in the limited sunlight in the afternoon, to spend in somesportsorotherphysical activity Thereisnotimefor fun or games or simply relaxing with a good book and enjoying the delights thatthiscanbring.

When we think of why Guyana is no longer producing as many talented young sportsmen and women as before, the answers are clear The kids of today simply cannot balance schoolwork and recreation. And so there is toolittletimeleftforthemto

enjoy what should be a period to flower and bloom. Instead they are wilting under the pressure of spending too much time in classrooms–theclassrooms of extra lessons and the classrooms of long days at school.

Afterschoolitislessons. And by the time the lessons are over daylight has vanishedanditistimetoget home. By then the children are tired. They have little energyforverylittleelseand all because of the desire to succeed.

This success comes at a great price Children are losing their precious childhoodtoextralessons.

The question is whether they need it. Most of the children who have dominated the regional examinations and the Grade Six assessments have had to attend extra lessons. There

Dem Boys Seh...

are not many cases in which children do well without attendinglessons.Noparent wants to take that chance to prove that extra lessons are notneeded.

Most parents will argue that the extra lessons are necessary, thatwithoutitthe children would not do well. Mostofthemarenotwilling to take the chance of not sending their children to lessons.

And they should not be faulted for this because the opportunities in life do not come easy and therefore thereiscompetitiontobethe best, so as to secure these opportunities.

There are also serious problems within the school systemandthisisreflectedin the general pass rate for Mathematics and English. The poor pass rate suggests that the children need help withintheschoolsystem, but

As such the system also contributes to the extra lessons syndrome which is destroying our children Teachers are said to be underpaid, but little assessment is usually made also about the gross under performance of many teachers They fail to completeallthematerialfor theirsubjectstheyteach, and in many instances, are not overtly worried about the failure rate, blaming the qualityofthechildren.

Any teacher should be ashamed to be blaming children for under performance, since it is the responsibilityoftheteachers to ensure that the children absorb what is taught in school.

There are some teachers who seem to care very little about the children in the school or even about

teaching in the school. They are more concerned about using the schools to recruit students for extra lessons. The money they make by extra lessons is many times that which they make as normal teachers, and many of them are making a great deal of money and are not deliveringinschool.

Many years ago, an agreement was reached that allowed teachers to give extra lessons in school as a means of supplementing their income. This practice was abolished a few years ago and it has not affected teachers. They are finding placestogivethelessonsand theschoolclassroomisonce again becoming a recruiting stationforextralessons.

These extra lessons are notgoingtodisappear, notas long as the education standardremainsasitis, and not as long as serious action

is not taken against teachers who do not complete the subject syllabuses in the schoolclassroom.

Extra lessons will also continue because there are many parents who want the addedhelpfortheirchildren and are willing to pay for it. But in the process they should realize the damage that all these extra lessons aredoingtothekids, Itisrobbingthemoftheir childhood, something that cannotbereplaced.

“There is a certain calmnesstothosesituations, because you have been in themalotinashortperiodof time. You know how you need to try and play and it

becomes a little bit of a habit,”Murraysaid.

“Maybe it’s a little bit in the back of the opponent’s mind, as well. There have beenperiodswheresomeone like Novak (Djokovic) has come back from very difficultsituations, andithas appeared that players think aboutitalittlewhentheyare getting close to the finish line.

“That’s something that I’m feeling a bit just now, and obviously I will try to keepthatgoing.”
