DEAREDITOR,
It appears as though the high command of the GuyanaPoliceForceandthe Ministry of Home Affairs have mastered the art of hypocrisy On Friday, February10,2023,Iwentto the Police Sports Club, Eve Leary to pay my respect to theearthlyremainsofformer Senior Superintendent Edmond Cooper and to express words of comfort to members of his bereaved family at his funeral I received a big shock. There was a ceremonial funeral in progress for Edmond Cooper Present at the funeral was the Minister of HomeAffairs who, in 2020, had communicated with Nigel Hoppie who was performing the duties of Commissioner of Police to proceed with criminal charges against Senior Superintendent Edmond Cooper and several other senior police officers when there was no evidence against them. This was an effort to prevent the Police Service Commission from promoting them because they had criminal matters pending against them, according to the Minister of HomeAffairs.Todatenoone wascharged.
The following were also there: the acting Commissioner of Police, senior officers, junior officersandotherrankswere present. They were decked out in their ceremonial uniform. Also on show were the Guyana Police Force
There are some small countries, states and territories globally Guyanese haven’t heard of, they are not known for richness of oil and valuable resources and they don’t makeworldnewsastheyare not big players in geopolitics.
Those places, however, have some key things workingforthem, thepoorin these countries have access to the basics for a comfortable life like, food, clothes, shelter, education, healthcare, freedom, justice andlittlecrime.Theseplaces are good because their governments abide by the principles of democracy, accountability and transparency and most

Commissioner’s Special Operational Order dated February 6, 2023 The Minister of Home Affairs andtheactingCommissioner of Police paid glowing tribute to Cooper That was hypocrisy at its best. The funeral arrangements shocked me because I am aware that a ceremonial funeral is held exclusively for a member of the Force who died while serving, not formerorretiredmembersof the Force. Did the police or Home Affairs unlawfully tweak the well-established protocolinrelationtofuneral of serving, retired, and formermembersoftheGPF?
Cooper was a civilian at the time of his death According to the police official records - Force Orders 47/2022 dated December 2, 2022 approval was given for Senior Superintendent Edmond Cooper to retire from the Guyana Police Force on medical grounds with effect fromDecember1,2022.Was this announcement high class efficiency, or was it intendedtoquicklygetridof Cooper? Imagine according to the police, Cooper was found medically unfit with effect from December 1, 2022 and the Force Orders publication was made on December 2, 2022 Therefore, he ceased to be a memberoftheForceandwas
not entitled for a ceremonial funeral.
There are many issues and concerns about the publication in the Force Orders in relation to the retirement on medical grounds of Senior Superintendent Edmond Cooper and what took place athisfuneral.Didthepolice follow the established procedure prior to Cooper beingmedicallyboardedand after the Medical Board recommended that Cooper was medically unfit for the job? Was the not lawfully and duly constituted Police ServiceCommissionledbya Bishopandotherkeyplayers including Cooper informed of the recommendations of the Medical Board? If as a matter of fact, the unlawful Police Service Commission hadacteditwouldhavebeen in flagrant violation of the sacrosanctrulingoftheHon. actingChiefJustice.
The Hon. acting Chief Justice ruled that the current Police Service Commission is not lawfully and duly constituted unless the Chairperson of the Public Service Commission is appointed a member of the Police Service Commission, and that the Commission in itspresentstatecannotcarry out any function of the Commission. There is no Public Service Commission. Hence,noChairperson.
Didthehighcommandof the Guyana Police Force usurp the powers of the Policewhenitpublishedthat Cooper was medically unfit
for duty? The power to remove from office any member of the police Force holding the rank from inspector to assistant commissioner is the sole responsibility the Police Service Commission as enshrined in article 212 (3) oftheConstitutionoftheCooperative Republic of Guyana. Is it that the police afterrealisingthattheywere wrong to pronounce Cooper medically unfit decided to holdaceremonialfuneralfor h i m a s a s e n i o r superintendentofpolice? Is it true that the police will rescind Force Orders 47/2022 in relation to the retirement of Edmond Cooperonmedicalgrounds? Is it that the holding of a ceremonial funeral for Edmond Cooper was a horrible attempt by the police to coverup or make a m e n d s f o r t h e unprofessionalandunethical way they treated him while he was serving? Why the Commander, Regional Police Division 3, did not provide smooth and orderly interment arrangements at BestCemetery? Itwastotal chaos at that burial ground. Thecamerasdonotlie. There are numerous other burning questions that are crying out for answers. However,Ithinkthatthisisa good point for me to stop. May God help the Guyana PoliceForce.
Yourssincerely, ClintonConway Assistant Commissioner ofPolice(Ret’d)
importantly, they have wise financial, economic and business leaders who manage their economies by studying global economic trends and changes in real time and make their decisions from this to managetheireconomies.
Question is where are Guyana’s financial, economic and business leaders who will be taking Guyana forward? It looks like there is none who study global economic trends and changes in real time or have competentadvisorswhocan educate the decisionmakers inGovt.

Theshockingstoryabout aGuyaneseteenagegirlwho was sexually abused by her uncle who is a Bishop in his congregation in Barbados has caught the attention of several child rights and protectionadvocates.
This is a grave situation as two family members of the girl and the Bishop indicated that several other girls were sexually abused bythisBishop.
Thetwofamilymembers of the Bishop shared that he was transferred to another congregation in Barbados when it was discovered that he was sexually abusing young girls in his congregationinGuyana.
The mother of the teen victim spoke out about the matter in a heart-wrenching live Facebook video that is currently circulating on the socialplatforms.
The mother indicated thatherbrother(theBishop), who lives in Barbados, invited both her and her daughtertolivewithhim.
Itwasduringtheirstayin Barbados that her daughter endured10monthsofsexual abuse at the hands of her uncle (the Bishop), the mother’sbrother Thisyoung
girl was possibly abused by theBishopandhiswife. The mom claimed that she trusted her brother, and did not expect him to commit such a heinous act against herdaughter
Also speaking out in the video was the mother’s cousin, whoclaimedshewas also sexually abused by the Bishop when she was younger Both adults claimed that the perpetrator hasbeenabusingyounggirls foryears.
Themomisseekinghelp and justice for her teenage daughter, who she said was andstillisdeeplyaffectedby thesexualabuse.
To make a report to the police about the abuse, the mom and her daughter need to travel to Barbados where the abuse took place, however, due to financial constraints this is being delayed but some support is beinggarneredbythepublic andhostoftheconversation.
This case is a reminder that many children and youngpeoplearesufferingat thehandsofsexualpredators in faith-based organizations and many congregants join in covering up this crime againsthumanity
Children Rights are
Human Rights and Guyana as a signatory to the UN ConventionontheRightsof Childrensince1989havean obligation to uphold these rights.
Further in keeping with itsConstitutionalobligations to report on all the Articles enshrined within the UNCRC when filing the Statutory Periodic Report to the UNCRC Committee Hence, this case is a reminder that children need to be protected against this crime, which has serious long-term effects both physicallyandmentally
As advocates for children’s protection, we urge the relevant agencies and authorities and in particular families to get involved, offer support and assistance to report sexual abuse.
Sexual abuse is a criminal matter, and it is not forfaith-basedorganizations to take an approach to addressthiscrimeinternally It is a crime to cover up sexual abuse and to blame the young person or child which is exactly what this Bishop is doing; he told his sister that her daughter seducedhim.
He is over 40 years old,

The Sexual Offences
Legislation places a responsibilityonalladultsto report sexual abuse to the Police.
Asadvocates, weremind all adults that children by their very nature are vulnerable and have a right to protection from all forms ofabuse.Itisimperativefor us to acknowledge that crucialeffortsmustbemade immediately to ensure everyone knows how and where to report cases of sexual abuse. Adults should also know that sexual abuse predators are usually from within the family and or knownbythechildoryoung person.
Everyone should know the importance of their role in protecting every child in their care against sexual abuse and exploitation and u n d e r s t a n d t h e consequences of not stopping abuse includes more abuse being perpetrated against the child or young person, victims
self-harming, thoughts of suicideandsuicide.
F a i t h - b a s e d organizations and their supporters must do more to prevent abuse by not coveringitupandremoving theshameandstigmaaround reporting, encourage open discussions including on the requirementsofthelocallaw and the responsibilities of those who are placed in a position of trust, such as Reverends/Bishops,Pandits, Imans, Priests and Elders. We all have a responsibility tocreateaGuyanesesociety whereeverychildislivingin asafeandsecurefamilyand community
This letter raises many questions about child sexual abuse in faith-based organizationsandthelackof accountabilityfortheactions of faith leaders and their congregations in reporting sexualabuse.
We call on faith-based leaders to demonstrate a complete zero tolerance against abuse and call for champions within faithbased organizations to protect children and young people.Silenceisviolence!

internationally acclaimed Rudolph Dunbar of BBC fame (he was the youngest person to conduct the BBC Philharmonic Orchestra) came from the U.K. and conducted the Hundred VoiceChoirincelebrationof our Independence, at the Q u e e n ’ s C o l l e g e Auditorium. It was then that w e m i s s e d t h e internationally recognised accompaniment of the brilliant Joyce FerdinandLalljie also then resident in theU.K.AtQueen’sCollege, wehadaregularArtsMaster who prepared us for the Oxford & Cambridge O’Level Examinations I actually took extra lessons from the artist E R Burrowes whose sculpture of Hubert Nathaniel Critchlow, leader of the first Labour Union to be recognised officially in the BritishEmpire, standsinthe compound of Parliament Buildings Brickdam. His daughter Barbara sang opera, as did her elder counterpart Madame Alice Fraser-Denny, both acclaimed by Italian audiences. Berbician Philip Moore, after his extended residence at Princeton University, USA, returned home to create, amongst other acclaimed works, the well-exposed 1763 Monument.
In the milieu, there were Aubrey Williams’paintings, whichwerelaterelidedfrom the reconstructed Timehri Airport Building (now the Cheddi Jagan International Airport).
Thentherewasartistand anthropologist Denis Williams who established theBurrowesSchoolofArt.I recall vividly my early introduction, at the
hereditary New Market Street home of my mentor Harold Davis to the inimitable Stanley Greaves, some of whose early paintings adorned Herdsmanston House (now Lodge), and who continues to display his immeasurable talent as both artist and litterateur
For a time also I related to the exceptional couple, Guyanese Donald and English born Leila Locke, both of whom adorned our landscape with measurable paintings, with Leila indulgingindistinctivelocal scenarios such as Kitty District, Red Water Creek a n d A m e r i n d i a n communities. Life others, some of her works were exhibited at Carifesta Guyana1972.
There was also the inspirational period when our earliest writers gained international recognition –Edgar Mittelholzer, Jan Carew, Wilson Harris, the latter when as an ‘Interior Land Surveyor’ of the Drainage and Irrigation Section of the Public Works Department in 1950s I, as a Class11AccountsClerk,had to process his financial requirements Certainly, there were others who thrived overseas, like a former colleague of the Government Information Services in the late 1950s, Ivan Van Sertima acclaimed for his epic ‘They Came BeforeColumbus’.
But, of course, the most memorable must be Martin Carter, Poet extraordinaire so inspired by those explosive days and nights Guyana then experienced. While he was employed at thethenBookersStoresandI at Booker Sugar Estates
Head Office, we would collaborate in producing weekly radio broadcasts material on behalf of the wholeBookerGroup.
Most productively we wouldsocialiseafterworkat thehistoricWoodbineHotel.
Ian Mc Donald also of Bookers Sugar Estates Ltd and already of international fame for his writings was always an interested colleague.
In the same breath it must be remembered that it was sugar in the person of Frank Thomasson, Chief Personnel Officer, and ArthurHemstockofthethen British Guiana Sugar Producers’Association who created the Theatre Guild. There was spawned a range of the most talented actors and actresses, and of course directors and producers Fading memory recalls Wilbert Holder, Ken Corsbie, Christopher Dean, Pat Cameron, Margret Lawrence, Clairmont Tait, Marc Matthews Ron Robinson’s ‘No Big Thing’, which originated there, is still maintained by Gem Madhoo’s Group at the NationalCulturalCentre.
But long before, there was the historic Assembly Rooms where plays were performed to exclusive colonial audiences. It was destroyed in the great fire thatravagedtheGeorgetown Business district in the 1940s.
TherestandstheBankof Guyana, alongside the formerhistoricartgalleryof the Royal Agricultural and CommercialSociety Opportunity is taken here to fast forward and remindofthecriticalneedto revive the celebration of those cricketing heroes formerly identified at the equally historic test cricket ground at Bourda where recognisable were pavilions named for CLIVE LLOYD, LANCE GIBBS, ROHAN KANHAI. There must be determinationtorevivetheir memorial! The National Stadium is but a sterile edifice. But perhaps my most climatic experience in relation to Indian music, more specifically ‘Dance’. I
recall that while a young Personnel Manager in the early 1960s I would attend the cinema at Rosignol Village next door There I becameenamouredofIndian films, especially those of handsome young Amitabh Bachan.
In one of them I became so entranced with the outstanding dancing of Nargis (hope the name is correct),thatwhensoonafter she came to British Guiana on tour, I excitedly arranged for her to perform at the B l a i r m o n t E s t a t e Community Centre, where anxious crowds were mesmerised. I myself was particularlyhypnotisedmore by the delicate movements ofeyesandhands, thanfeet.I have since continued to be a devotee of Indian classical music, sothatwhenourown national dance troupe made annual presentations, including at the Chinese Sports Club (now Cosmos), but more regularly at the National Cultural Centre, where I lamented their farewellperformance.
ItwasthereIrecallbeing enthralled by young Gora Singh and his spiritual performance of Kathak dance.
In an entirely other breath,Iamremindedofthe Lavinia Williams breathless DanceGroup.
It is in relation to all the foregoingandmore, thatone anxiously awaits the restoration of the National History and Arts Council, which would enlighten the current Minister of Culture, YouthandSports.
Its membership must include such spiritual contributors as Amena Gafoor, Ian McDonald, Al Creighton, not to the m e n t i o n t h e w e l l experiencedGailTeixeira;as well an Amerindian Representation,ofcourse.

Inthe1970’s,eventhe poorest of couples couldfindaffordable housing in the city The housing conditions may not have been the best but personsmigratingfromrural areas could always find a cheap place to rent since there was an abundance of flats, and always some familywillingtotakeyouin.
In the 1980’s, when the economy went into free fall, therewasmassivemigration from the villages along the coast and from the countryside. Many young persons, including girls flocked to the city in search o f e m p l o y m e n t opportunities.
They found housing difficult to obtain. Because of the hard times and high demand for urban housing, many landlords became unscrupulous. The practice of sub-letting became more pronounced.Ownersofflats wouldrentoutroomsathigh premium of working boys andgirls.
The rent and food absorbed, in many cases, as much as 75% of their salaries, leaving very little for transportation and clothing and almost nothing to remit to their families in the villages and rural
countryside. Agreatdealof exploitationtookplace.
At the same time, there was high outward migration and the cost of real estate rose tremendously high, making home ownership selective Some tenants could not meet their rentals andtieduplandlordsincourt when notice was given for possession. As such, there was a reluctance to rent properties.
It was this shortage of housing unit and the rapid exploitation of the working class which led Cheddi Jagan to launch his government’shousingdrive. The programme was supposed to be aimed primarily at low-income families. But the bourgeois class found ways to cash in andtousetheprogrammeto acquirefurtherassets.
There is well known storyofaformerengineerin the government who obtained house lots for himself and for each of his children Since the PPP/C (People’s Progressive Party Civic) has been in office, tens of thousands of house lots have been distributed. Thereisnoreliableestimate ofthetotalnumberofhouse lots distributed and the number of housing units
estimated that the housing stockhasincreasedbysome 40,000housingunits.
This should have closed thegapbetweenthedemand for housing the housing stocks and led to steep declineinrentals.
Buttheveryoppositehas happened Thousands of Guyanese are still scampering to obtain government house lots and the cost of rentals has skyrocketed to the point where no young couple can afford housing rentals in Georgetown.
In colonial Guyana, times were tough for working class families. But youcouldstilldreamof, over time, of owning your own home in the city Today it is impossible for a workingclass person to dream about owning their own home within the city and even in sub-urban areas. The prices which land and buildings fetchareastonishing.

It is now also almost impossible for low-income earners to find affordable decent housing in the city Rentshavegonethroughthe roofandpartofproblemhas been the conversion of residential residences into business premises This means that there are less unitsavailableforrental.
With more and more businessesbeingestablished andwiththecentralizationof businesses in urban areas, the possibility of finding, much less affording, an apartmentinthecityissmall andthesituationisnotmuch betterinsub-urbanareas.
In government housing schemes, there is not much rental taking place Homeowners are not necessarily disposed towards having tenants as muchasinthepast.
Despite the tens of
thousands of housing units erected in government housing schemes, there is still an acute shortage of apartments and flats to rent and those available for rentalsarefetchingafortune which is out of the reach of ordinarycitizens. Allofthis is happening at a time when there is a lack of economic opportunities in rural communities. And so many young persons are looking forworkintheurbancenters andthenewcommercialand industrial areas which are developingalongthecoast.
But where will these youngpeoplefindaffordable and decent rentals? It is simply not there, one of the p a r a d o x e s o f t h e government’shousingdrive.
The government seems to be addressing housing needs only through the distribution of house lots. They do not seem to
understand that equally important is ensuring sufficient and affordable rentals.
Until such time as government begins to limit commercial development in urban areas and until they also stop allowing the e s t a b l i s h m e n t o f commercial businesses in residential areas, and until they take deliberate steps to drive down the cost of rentals, the poor will continue to be locked out of economicopportunities.

TheMinistryofEducation on Friday announced thatallschooltoursmust be conducted at “acceptable and usualplaces”.
In a memorandum issued by the Chief Education Officer to the Regional Education Officers and Principal Education Officer, the Ministry said it observed that some schools are conducting educational tours at locations that do not contribute to better student outcomes.
Based on the new policy, the Principal Education Officer and all Regional Education Officers, with immediate effect, must implement the following: Withdraw all permission granted for visits and tours to places outside the accented andusualtourdestinations.
The ministry said if schools have any doubt about what those places may be; they should make contact with the Office of the Chief Education Officer by email ceoofice@moe.gov.gy
Further, the Ministry said that for permission granted henceforth, schools are required to state in writing that “any amendment to the approved list of places to be visited will result in disciplinary action being recommended against the Headteacherandallteachersonthe schooltour.”
The Ministry is adamant that it will not accept any excuse for a breach of this directive such as, “I didn't know.”“If you have already granted written permission for a tour that is yet to be conducted, you aretoimmediatelydoanaddendum to that permission and ensure it is delivered and signed for by the Headteacher,”theMinistrystated.

While Guyana is consideredtobeinamostprivileged position given the quality of its reserves, securing the mostvaluefromthatresource would not be possible without effective regulation. In recognitionofthisreality, the Inter-AmericanDevelopment Bank(IDB)inaspecialreport called,“TraversingaSlippery Slope:Guyana’sOilOpportunity,” it was recommended that Guyana takes note of the many ways Mexico was able to transform its oil industry into one that is effectively regulatedforthebenefitofits people. The IDB document notedthatMexico’soilindustry was closed to foreign investment for almost eight years and only saw the sole participation of its National OilCompany,Pemex.
Things changed in 2013, where it was agreed that the sector would open up and al-
low for foreign interests but notuntilMexicoimplemented asector-widereform.
After severe legal changes, the IDB noted that Mexico established three entities for the sole purpose of regulating operations in the industry The National Hydrocarbons Commission (CNH as per its acronym in Spanish), was established as an independent regulatory agency responsible for the regulation of oil and gas exploration and production activities, aswellasfortheacreage bidding process; the EnergyRegulatoryCommission (CREasperitsSpanishacronym) was set up to regulate mid-anddown-streamoperations and issue permits for the storage, transportation anddistributionofoil, gas, oil productsandpetrochemicals; and the Agency for Safety, Energy and Environment
(ASEA as per its Spanish acronym) was developed and tasked with the responsibility of ensuring health, safety and environmental standards and regulations in the oil and gas sector, including upstream, midstream, anddownstream operations.
Withthisinmind, theIDB report said that Guyana should consider Mexico’s best practices regarding its regulatoryframework.
The financial institution was keen to note that as part oftheenergyreform,Mexico strengthened the CNH and the CRE and created the ASEAwithwell-denedindependentmandatesandproper separation of spheres of inuence to avoid conicts of interest.
The IDB also sought to highlight that Mexico made numerous efforts to ensure that it had a licensing frame-
work that promotes high levels of transparency and accountability
The Bank said that these best practices among others which have been established in successful petroleum-producing countries undoubtedly represent the international ‘gold standard’ in the sector Asanemergingcountry, it stressed that Guyana can benet from the experiences of such countries in developing best practices for managing petroleum resources and creating good governance model frameworks. While such practices mayworkwellforestablished, well-resourcedproducers,the IDBcautionedthatcaremust be taken to ensure the suitability of these practices for Guyana as an emerging producerwithlimitedexperience inregulatingandadministrating these types of activities.
TrinidadExpress-While the T&T Police Service (TTPS) is promising a safe Carnival this year, they also have a word of advice for masqueraders—do not wine onofficersonduty
“I would want to ask our masqueraders, particularly our scantily dressed ladies, to desist from dancing, wining or gyrating on my officers. It is disrespectful and unwelcome,” Police
C o m m i s s i o n e r E r l a Harewood-Christopher said yesterday at a news conference at the Police Administration Building in PortofSpain.
Earlier this month, the
Government released 2023 Carnival regulations, which included a regulation that stated individuals could be arrested and hauled before thecourtsiffoundsingingor reciting lewd and offensive songs or indulging in behaviour or gestures which are immoral, lewd or offensive.
And while discussions have been raised in public spheres as to what defines lewd behaviour or gestures, C h r i s t o p h e r s a i d masqueraders should not danceonherofficers.
“I believe I lead a very professional organisation and I doubt very much my
officers will consent to or even return a wine,” Christopher said when pressed on the issue by reporters.
GoldCommanderforthe Carnival season Assistant Commissioner of Police (ACP) Collis Hazel supported the police commissioner, saying:
This is the new dimension taking place under the astute leadership of the police commissioner, and the briefing will include what we will inform and educate about what is to be executed.”
Eyeseverywhere
ACP Hazel also noted
that he had already met with the various heads of the ten policing divisions in the TTPS to ensure safety and security for all law-abiding citizens this Carnival MondayandTuesday
Among these initiatives included the calling-out of all police officers currently onleavetoreportfordutyfor this period to bolster the availabilityofpersonnel.
Additionally, the TTPS would be assisted by officials from the Municipal Police, theDefenceForce,as well as traffic wardens to ensure the upcoming days of festivities were among the safest in the country's history
Hazel revealed that 800 officials, including 300 soldiers, will be within the capital city to ensure the safetyandsecurityofall.
The TTPS has also ensured its operational centres through the country, fed with live footage from select CCTV cameras, were working and available so that nothing -escapes their attention.
It was also noted that police body cameras were being checked as well to ensuretheywereoperational and in use during this ¬period.
TheTTPSalsointendsto plan with private citizens, especially in residential communities, to create a n e t w o r k o f C C T V surveillance which would be availableduringthisperiod.
“I will say categorically, the Police Service is out in numbers to ensure a safe Carnival, and as such I want

to advise citizens and visitors alike to enjoy all the activities and celebrations, butinaresponsibleway
“Your behaviour must be responsible and I implore you to obey the laws and directions of the police officers on duty They are here to ensure your safety and to ensure that Carnival 2023 is an enjoyable one for everybody,” Christopher stated.
Secureyourguns
ACP Winston Maharaj alsoadvisedcitizenswhoare theholdersofFirearmUser's Licences (FULs) to lodge t h e i r w e a p o n s a n d ammunition at the police station nearest to them, and not to bring weapons into areasofrevelry
While he noted that it was not illegal for them to carry their weapons, he advised it would be more prudent to have them securedawayfromevents.
“There is nothing preventing them from walkingwithit.
They were lawfully issued firearms. Permission was granted, and they can carry it on their person in a safemanner
If they lose it, there will be questions to answer, and we may look at liability, and negligence as the case may be. If they use it, there will also be questions to answer But to just apply a commonsense approach, rather than having a right to carry a firearm because it's mine, it wouldsuggestthatyouavoid going into an environment where a significant amount of alcohol is being consumed, alargenumberof persons gather, and the behaviour is one, for want of a better word, liberally expressive.
“You would want to avoidhavingafirearminthat kind of environment, particularly if your intention as a person is to go have a goodtime.
You can hardly see a firearm making a difference to you enjoying the merriment and revelry of Carnival,”Maharajsaid.
Citizens were also warned to park in designated areas and to have all n e c e s s a r y d r i v i n g documentation on their person, as wreckers and licensing officers will be on dutyforbothdays.
