Reparations claim only about the money DEAR EDITOR, Whenever we hear those clamoring for reparations, they will always tell you that they are demanding “justice for our ancestors”. It is being claimed that the Europeans must make amends for the “injustice” that was done and reparations, which they are now frequently calling “reparatory justice” is being demanded. However, the real reasons for the actions of these “reparationsists” are clearly not about justice. If those who are demanding reparations really wanted justice, they wouldn’t be demanding reparations from the Europeans alone. History is very clear about the role of Africans in the trade of slaves. Even modern African leaders have acknowledged the role that their ancestors played in the export of slaves to the west. In 1999, the president of Benin made a formal apology for the role his country played – especially that famous treaty that was signed between his country and Portugal in the 15th century for the capture and export of slaves. In 2006,
the government of Ghana apologized to the Americans for the role it played in supplying slaves to the west. Yet, we don’t see these reparationsists demanding compensation from these Africans. Here in the west, we have the Maroons of Jamaica and other Caribbean islands, who are also being excused. There is no doubt that the assistance that the maroons of Jamaica gave to the British in sustaining slavery on the island was important. Important slave rebellions were effectively put down by the British with the vital support of these Maroons. Yet, they are not being asked for reparations – or even an apology. While the colour of both the Africans and the Maroons have something to do with them being excused, the main reason why their roles are being overlooked boils down to one simple thing – money. At a recent reparations conference, the lead speaker made it perfectly clear why the Europeans are being pursued
for compensation and not the Africans. Those leading this reparations charge are of the view that as the Europeans made more out of it, while, as far as they can see, the Africans got very little if anything, the Africans should not be asked, but the Europeans should. It would make no sense to sue the Africans for reparations if, after the legal victory, no money would be forthcoming. It is very clear that if the Europeans were not rich, there would be no need to demand reparations from them, as nothing would be gained. Clearly, reparations “justice” only comes on those little green notes with dollar signs on them. Those demanding reparations in the name of “our ancestors” don’t seem to care about the fact that their pretence is in fact an insult to these same ancestors. These reparationsists should be ashamed of themselves – trying to profit from the backs of the hard work of our ancestors! Michael A. Dingwall
DEAR EDITOR, The University of Guyana is currently faced with industrial action over the issue of salary increases for staff members. One can only hope that reason and good sense will prevail and a resolution is found within the shortest possible time. I share the view that the university needs an injection of resources, both in terms of academic staff and upgrades of facilities. What I have a difficulty with is a perception that is being created in some quarters that conditions at the university have deteriorated over the years and that the University is starved of resources by the Government to a point where it is incapable of effectively fulfilling its mandate as a teaching and research institution. The fact is that the
resources provided to the university have been increasing substantially since the current PPP/C administration assumed office on October 5, 1992. Prior to 1992, there were hardly any allocations made to the university to undertake capital and critical maintenance works. The subvention given to the university was woefully inadequate to cover recurrent
expenditures, including salary increases. Today there is a much higher level of financial inflows to the university both from government subvention Continued on page 23

An AFC/APNU coalition govt. will uphold the ideals of good governance DEAR EDITOR, When President Ramotar assumed office three years ago, he pledged that there would be no compromise on integrity in public office or performance by him or his ministers. He also promised to ensure that the public interest and the protection of the citizens would be paramount, but like all his other empty promises, these also fell by the wayside. While his promises may have served his narrow political interests, they are not serving the broader national interest above and beyond everything else. Because the general election is less than three months away, all the actions of the president and his cabinet are not driven by what is best for the nation, but what is best for the PPP to be re-elected. The recent allocation of house lots to residents is an election gimmick aimed at fooling the people that the PPP cabal cares about them. We want the people to know that the regime only cares about them whenever there are elections, but as soon as the elections are over, the PPP will abandon them again for their rich friends. We believe that the positions of President and ministers have always been a selfless task to serve the people, and one should feel humble to have been granted such prestigious positions through the will of the people and the grace of God. However, this is not the case
with the PPP. President Ramotar is a big failure, in that he has not served the people well during the last three years. Although there have been damming allegations against government officials, over the past decade and a half, neither Jagdeo nor Ramotar has ever disciplined anyone This election period should not be an easy one for the PPP. The people can no longer rest assured that the president and his cabinet have both the courage and personal fortitude to do what is right for the country whenever it is necessary to do so, regardless of the consequences. They have shirked their responsibility to the people and the office they have sworn to uphold and therefore should not be reelected on May 11. Gone are the days when a government may feel it does not need to give account for its actions or would undermine public confidence bestowed on their officials without consequences. The PPP cabal would have us return to the old ways, but that will not be the case with a strong and powerful opposition. The changes brought about today by the majority opposition in Parliament in
ensuring accountability and good governance are of greater importance now than ever before. The old standards have changed and have given way to new demands and expectations by a younger generation. The shift in conscience and consciousness of the people is not without its shockwaves, as they see decisions being taken by the majority opposition that are unusually bold and strident in upholding the ideals for which the people voted so overwhelmingly. If elected to office on May 11, an AFC/ APNU coalition has pledged to uphold the values and morals of good governance. May God continue to guide the deliberations of the opposition on the nation’s behalf and may God bless and guide all Guyanese to elect an AFC/APNU government that will govern in the interest of all. Neesa Gopaul Trial... Police Constable Leon George, the policeman who captured images of the scene where the remains of murdered Queen’s College student, Neesa Gopaul, were discovered, continued his evidence yesterday before the Judge and Jury in the High Court trial of Bibi Shareema Gopaul and Jarvis ‘Barry’ Small. Days after she was reported missing the teen’s body was found at a location along the Soesdyke/Linden Highway tucked inside a suitcase that was partially submerged in a creek. A rope was wrapped around the body and on its other end dumbbells were attached, apparently in an effort to keep the body under water. A family on an outing made the discovery when they became aware of an offensive smell. Inside the suitcase, a passport (Number 0730108) bearing the name Neesa Lalita Gopaul, along with a bank card, was found. Following investigations, the teen’s mother Bibi and her then lover, Small, were arrested and charged for the murder. Gopaul and Small are currently on trial before Justice Navindra Singh and a mixed 12-member jury for the murder. Small is being represented by a team of lawyers including Glenn Hanoman, Bernard De Santos SC, Lyndon

Police witness details retrieving objects from crime scene on separate occasions Amsterdam and Zanna Frank, while Gopaul is being represented by Attorney-atLaw, George Thomas. On Thursday, 25 photographs taken at the scene where the remains of murdered teen had been discovered were tendered as part of the evidence in the trial. Yesterday, Police Constable Leon George returned to the stand and shared descriptive details of the photographs he took of the scene on October 2, 2010; the date the body was found at the resort. He described the photos before handing them to members of the jury, who also looked at them. George detailed that the photographs were taken of the entrance, surrounding the creek at Emerald Tower Resort, Linden/Soesdkye Highway; he spoke of police officers retrieving a black bag containing remains of a female, a passport, and bank card. The passport, the witness noted bore, the name Neesa Gopaul. As the officer spoke, Gopaul wept silently; her lips quivered and she began to hyperventilate. The woman was seen using an inhaler, something that is used in cases of asthmatic attacks. At some points, Gopaul was seen rocking from side to side as she sat beside Small in the prisoner’s dock. Under cross examination by Hanoman, the witness told the court that he visited the scene where the body was discovered and took photographs on two separate
occasions. After clarifying that it was Emerald Tower Resort not Madewini that he visited and took the photographic exposures, George said that he used the same camera and roll of film to take the photographs. George said that some of the films had been spoilt during the development process when he was questioned by the lawyer. He however noted that he could give a figure or estimation for the number of frames he exposed. In response to a question posed by the attorney, the witness told the court that he took photos of a bag as it lay in the water, but noted that the photographs are among the exposures that were damaged. The witness said that he could tell the sequence in which the photos were taken by looking at the negatives. He explained that the first time he visited the scene he took pictures of the entrance and surrounding of the resort before capturing images of the bag in the creek and its contents. Asked whether he recalled the time he had gone to the scene and how long he had spent taking the photographs, the witness said that he could not say. George none-the-less agreed that the matter is one of the more high profile cases he had been a part of. Again, Hanoman asked George since it was such a high profile matter whether he knew what time he had arrived at the scene on the second

occasion. He maintained that he could not recall the time. “Did you record the time in your statement?” the Lawyer asked. The witness responded in the affirmative. Hanoman then requested that George be provided with the information in his statement to refresh his memory on the time. At this stage, Prosecutor Kaulesar read an excerpt from George’s statement. According to the excerpt, Kaulesar said that George would have arrived at the scene at 13:00 hours on October 4, 2010. The lawyer then asked George if he knew the purpose of visiting the scene, the second time. He responded that he had accompanied “Corporal Landry” to the area where the body was found to retrieve weights, (dumbbells). Hanoman went on to ask
George if he had inquired from Corporal Landry if he knew how the weights got there. However before the witness could have provided answer, Prosecutor Kaulesar objected to the question noting that the response of the witness would be termed “hearsay.” The Judge noted the prosecution objection to the line of questioning. He told the attorney that he is permitted to ask a question but the witness will not be allowed to provide an answer since it would be based on what Corporal Landry would have said to him which is not necessarily part of the evidence. Hanoman subsequently asked the witness whether he had inquired from Landry what his source of information was. “No I didn’t,” George responded.
Murder Accused: Bibi Shareema Gopaul After arriving at the scene, George said that he took one photograph of the dumbbells. At some points of the cross examination, the witness became hesitant in providing a response to the questions; most times he responded by saying “I could not say” and “I can’t recall.” At this juncture, Hanoman asked the witness whether he had done anything else at the scene besides taking photographs. George told the court that he had assisted the officer in retrieving items from the water. Hanoman then asked George to specify in what manner he assisted. He responded by stating that he Continued on page 12

Islamic State says U.S. hostage killed in air strike in Syria (Reuters) - Islamic State said yesterday that an American woman hostage it was holding in Syria was killed when Jordanian fighter jets bombed a building where she was being held, but Jordan expressed doubt about the Islamist militant group’s account of her death. In Washington, U.S. officials said they could not confirm that the woman, who has been identified as 26year-old humanitarian worker Kayla Mueller of Prescott, Arizona, had been killed. Mueller was the lastknown American hostage held by Islamic State, which controls wide areas of Syria and Iraq and has executed five British and American aid workers and journalists in recent months. The group’s latest claim, detailed by the SITE monitoring group, comes just days after it released a video on Tuesday showing a captured Jordanian pilot, Mouath al-Kasaesbeh, being burned alive in a cage. Jordan’s King Abdullah, who was in Washington discussing how to deal with Islamic State militants when the video was made public, vowed to avenge the pilot’s death and ordered commanders to prepare for a stepped-up military role in the U.S.-led coalition against Islamic State militants. Jordan said it had carried out a second straight day of air strikes yesterday on Islamic State militants. “We are looking into it, but our first reaction is that we think it is illogical and we are highly skeptical about it. ... It’s part of their criminal propaganda,” government spokesman Mohammad Momani said in response to Islamic State’s account of what happened to Mueller. “How could they identify Jordanian war planes from a huge distance in the sky? What would an American woman be doing in a weapons warehouse?” Momani added. Hours after the release of the video showing the pilot burning to death, Jordanian authorities executed two al Qaeda militants who had been imprisoned on death row, including a woman who had tried to blow herself up in a suicide bombing and whose release had been demanded by Islamic State. A representative in the United States of Mueller’s family said the family had no information on Islamic State’s statement that she had been killed. State Department spokeswoman Marie Harf told reporters during a briefing in
Kayla Mueller in an undated photo. Washington, “I cannot confirm those reports in any way.” Bernadette Meehan, a spokeswoman for the White House National Security Council, said the United States is “deeply concerned” over the report but had not seen “any evidence that corroborates ISIL’s claim,” using an acronym for the group. Islamic State, in a message monitored by SITE, said Mueller died when the building in which she was being held outside Raqqa, a major stronghold of the group, collapsed in a Jordanian air strike on Friday. “The air assaults were continuous on the same location for more than an hour,” Islamic State said, according to SITE. Reuters and other Western news organizations were aware that Mueller was being held hostage but did not name her at the request of her family members, who believed the militants would harm her if her case received publicity. ‘WHERE IS THE WORLD?’ Mueller, who graduated from Northern Arizona University in 2009, was taken hostage while leaving a hospital in the northern Syrian
city of Aleppo in August 2013. She had a long record of volunteering abroad and was moved by the plight of civilians in Syria’s civil war. “For as long as I live, I will not let this suffering be normal - something we just accept,” Mueller ’s local newspaper The Daily Courier quoted her in 2013 as saying. “When Syrians hear I’m an American, they ask, ‘Where is the world?’ All I can do is cry with them, because I don’t know,” Mueller said. She had worked for a Turkish aid organization on the Syrian border and volunteered for schools and aid organizations abroad including in both the West Bank and Israel as well as in Dharamsala, India, where she taught English to Tibetan refugees. “The common thread of Kayla’s life has been her quiet leadership and strong desire to serve others,” according to a statement from her family’s representative. Jordan is a major U.S. ally in the fight against militant Islamist groups. It is home to hundreds of U.S. military trainers bolstering defenses at the Syrian and Iraqi borders, and is determined to keep the jihadists in Syria and Iraq from crossing its frontiers.

BEYOND ALL EXPECTATIONS Yesterday, for the first time for the year, I saw a kite in the skies. It is unusual to see a kite so early in the year, but it is a reminder that Easter is just a few months away. In my life I have had only one kite. It was bought for me when I was three years old and my parents never had to buy another. That one kite was used for my entire kite-flying days. At the end of Easter, I would put it away safely in the storeroom and return to dust it off the next year when kite-flying season resumed. Kite-flying season in those days was not confined to the Easter weekend, and in fact began even before the school holidays commenced, but your special kite was always reserved for the Easter weekend. I only flew over the school holidays, because I did not wish to lose my one and only kite. That kite saw a great deal of adventure. It has been torn
and tattered. It cut loose many times from out of my hands and on one occasion, it flew off so far into the distance that I presumed that I would never find it back. Luckily, it ended up in the yard of someone who knew my family, and they returned it to me a few days later. I was relieved to have it back. I thought I would not see it again. The paper on the kite got damaged so many times from the constant flying that the fr a m e h a d t o b e r e pasted. And so many of my friends presumed that I was among the fortunate whose parents bought a new kite every year. It was nothing of the sort. It was the same frame with different kite paper. I mention this experience because in my time, children valued their kites. Part of the fun of kiteflying was to go in search of your kite if it had cut loose from the string on which it was
held. Sometimes, also, bullies would pick up your kite and refuse to give it back, and so you had to try to secure your kite as quickly as possible if it cut loose from your hands. Today, I see so many kites around, some of them extremely creative in their design. But I do not see that great amount of pride in owning a kite, and this probably has to do with the fact that kites have become so much more affordable that most children now can afford to have a different kite each Easter. Part of the fun also had to do with the trials of getting your kite in the air. This did not always go well and sometimes hours upon hours were spent in raising a kite. Yet, the kids of my time persevered and kept at it until their kite was in the air and “singing” away. All the effort was worth the while. Today, I have found that both children and parents are

impatient. They want the kite to soar easily into the skies. They fail to realise that the fun in kite-flying is in great measure overcoming the obstacles that are faced to get the kite off the ground. And this is why kite flying teaches an important lesson. The construction of the kite is important. The shape of the kite and its balance in construction, as well as the length of the tail and the symmetry of the loop all are important in determining whether the kite will go up or not. It is the same with life. We have to ensure that the “frame” we have, our values and our talents and abilities are set in the right balance, because it is this balance which would allow us to rise to achieve our goals. We also
need, however, good conditions. We need wind and we need also to be able to make that effort to keep our kites in the air when the wind falls. So it is too with life. We need the conditions and opportunities to succeed, and when we are going well and hard times come, we have to work to ensure that we do not hit rock bottom. Our kite allows us to fly and we need to care it. We cannot cast these aside after we enjoy our flying. We have to keep the kite for the next year. We have to value what we have and preserve it for the coming year. These are important lessons for life that we learn from flying a kite. If the sole purpose of a kite was to rise
without ever falling, to soar without effort, then those lessons would be worthless. So the next time you look at your kite hanging in your storeroom, remember that kiteflying has great similarities to life. By mastering the art of flying a kite, by inculcating the lessons, by finding the right proportioned kite and flying with the help of friendly external conditions, with a strong hand and keen eye, our kites can soar beyond all expectations.

Film review: Imitation Game/Kill the Messenger When I returned to Guyana after working in Grenada, the next day I went on the seawall to jog. As I passed the CID Head Office at Camp Road, I saw an expensive speedboat. It was seized in the then illegal flour trade. People went to jail for selling flour. That was more than thirty-five years ago. Today, you can buy flour, throw it on the ground and stomp on it and it is legal to do so once you don’t litter the public space. One of the best British novelists, Oscar Wilde, (see his philosophical novel, “Picture of Dorian Grey” the theme of which continuously haunts civilization) died a broken man because he was jailed for homosexuality. Today in many countries, man can marry man; woman can marry woman. The movies, “The Imitation Game,” and “Kill the Messenger,” now showing in cinemas around the world and released on DVD are about themes similar to the seized speedboat in the police compound and the fate of Oscar Wilde. The Imitation Game is about the tragic life of one of civilization’s greatest geniuses, mathematician, Alan Turing.
Turing changed the course of history in a fantastic way only to find that his country had no gift to give except humiliation. He committed suicide instead of living without dignity He died a tragic figure. During World War 2, Turing built what is now known in the world as the computer. He was the inventor of the forerunner of the computer. He built a machine to break the back of ENIGMA, the German code machine. Using his genius in mathematics, Turing’s machine had decoded the messages of Enigma thus effectively reducing the power of the German Leviathan. Breaking Enigma was the beginning of the end of German supremacy during the war. After WW2, a court sentenced Turing to chemical castration for homosexuality. This wrong of history is so painful because that judge couldn’t even match in at least one percent the nationalist contribution that Turing had made to his country. Decades later, as late as 2013, Queen Elizabeth pardoned Turing. But mathematics and related
sciences may have benefited from Turing in ways we will never know if he had lived longer. In ‘Kill the Messenger”, the story is similar to Turing’s but in completely different circumstances. This time it is not a mathematician but an American journalist, Gary Webb. Webb took investigative journalism to heights that scared the American media so deeply that the American media landscape literally couldn’t believe that the most powerful American agency, the CIA, could be so wicked and dangerous. It meant that Webb ether had to be a silly journalist or a deranged man. He was neither. In a series of newspaper articles, titled “Dark Alliance,” Webb exposed a dark alliance between the CIA and the right-wing guerrillas that were fighting to overthrow the Sandinista Government in Nicaragua after President Ronald Reagan endorsed the rebels’ insurgency. Congress banned financial assistance to the guerrillas so President Reagan turned a blind eye to the horrible conspiracy of the
CIA. The guerrillas brought in crack cocaine, sold it in African-American districts in Los Angeles, bought weapons with the money, shipped the stuff back to Nicaragua in private planes. All the top newspapers in the US belittled Webb. Some newspapers and the CIA literally humiliated Webb. Gary Webb lost his job, couldn’t find work and became a journalistic disgrace, His wife and family left him and in 2004, like Turing in 1954, Webb took his life. In 1998, a Senate panel chaired by then Senator, John Kerry, found that the CIA was complicit in the illegal activities of the Nicaraguan rebels. But that didn’t end in the
rehabilitation of Gary Webb. By 1998, the entire world was preoccupied with the Bill Clinton/Monica Lewinsky thing and people didn’t care to know about Dark Alliance. Today, investigative journalism owes a debt to Gary Webb. Webb’s son helped to publish his father findings. That work and Nick Schou’s book, Kill the Messenger, have eventually vindicated Gary Webb. But it came too late. A brilliant, journalistic life was gone forever. Sadly, Kill the Messenger is not up for an Oscar Award this year but The Imitation Game is. Why? It is possible that America is still afraid to face what Webb discovered and the film, like Webb, is best left untouched?
Frederick Kissoon The Imitation Game and Kill the Messenger are about zeitgeists and the prevailing values they contain that long after become obsolete but truths survive. What both films teach us is that humans must at all time search for truths than become willing victims of the moods of changing times.
Rice mill offers compensation to dead teen’s family Senior employees attached to the privatelyowned Caricom Rice Mills Ltd at Anna Regina visited the mother of the dead teenager, Threeion Gittens. Gittens lost his life while cleaning a tank that was used to store tons of paddy, Thursday morning. The purpose of the visit was to offer financial compensation towards his death. Pamela Gittens said that she was told that final arrangements about the sum of money would be agreed upon as soon as her husband returns from the interior. Threeion Gittens died after he was buried under tons of paddy. He and two other
employees were cleaning the tank at the time. An employee, who managed to escape unhurt initially reported that the tank had a hole and the paddy was escaping. While cleaning the tank the employee added that they heard a sound and before they realized what was happening, the tank ruptured and paddy crashed on Gittens, who after looking up, tried to run to save his life but his efforts failed. Gittens had worked with the privately own Caribbean firm for 11 months. He was 17. He is survived by his parents, and five other siblings. He lived at Richmond Housing Scheme. A post mortem
Killed: Threeion Gittens examination is scheduled to be performed on his remains some time in the new week. His shocking death comes less than a week after his cousin, 20-year-old Colin Anthony John, was struck down and killed on the Richmond Public Road by a drunk driver. John would be laid to rest on Monday.

DEBUNCHING PAYOUT... Past President of the Guyana Teachers’ Union (GTU), Colin Bynoe, is very concerned about the Ministry of Education (MoE)’s slothful approach to the debunching issue, especially since the process got underway during his Presidency in 2011. Additionally, Bynoe says that the Ministry of Education has been both dishonest and disrespectful in the entire matter which is being drawn out in the public eye. Bynoe was quite upset that the MoE has resorted to a blame-gaming series of remarks that have hit the press, regarding the issue of debunching and the supplying of information, or lack thereof from the GTU. Bynoe was the person who kick-started the debunching propositions under his tenure from 2011, but to date, no monies have been paid to teachers of Guyana. Debunching is related to an additional payment for teachers with respect to the number of years of service for all categories of teachers in the public education system in Guyana. Bynoe said that he was part of the bilateral committee of members of MoE and GTU which was formed to deal with the issue and subsequent payout to teachers.

Bynoe says MoE dishonest and disrespectful A very concerned Bynoe noted that the GTU is now being “blamed by the present Minister [Of Education] — that it is the GTU’s own people who caused this thing not to be paid until now!” “Nonsense! It’s a bilateral thing between the GTU and MoE! We had to come together and form a team in order to find a way forward how we were going to find a scale for the debunching and how much money it would have cost and all of that!” Bynoe noted that the GTU supplied the information and list for debunching to the MoE early in 2014 which was given to Manickchand. “It was signed off by Mr. Lance Baptiste…” He said the Minister claims that she only received the document in the latter part of 2014. “And I find it has been a big lie!” He hopes the GTU can find the necessary records to prove to the Minister. “This Minister took time- out— she’s been all around the country…sharing out ($10,000) Cash Grant vouchers…I don’t even think she had time to look at those documents, because every day you listen to the TV, papers, you seeing a picture of the Minister sharing out vouchers, so you can’t know whether she had time to be in she office, because every day she sharing out things!” Bynoe finds the
allegations blaming the GTU in this matter as one that is very dishonest and disrespectful. In presenting her Ministry’s version of the debunching situation, Education Minister Priya Manickchand explained that it was in 2010, that a joint Committee was set up to deal with the proposal for debunching. The Committee saw representation from both the Ministry and the GTU sides, the Minister added. She said that after the Committee met, a memorandum dated May 20, 2010, was sent to all Head teachers who are members of the union, to submit information in a specified format as agreed upon by the Committee. But after one year, only about 10 per cent had submitted the requisite information, Manickchand disclosed. But Bynoe noted, “That Committee came together and sent out letters to all the Head teachers of this country, and the Head teachers did not return the documents on time. The MoE is today blaming us; that it was our own Head teachers who did not return the stuff on time. Isn’t the MoE shooting itself in the foot that they also did not make an effort? Because it was a joint committee who sat there to do that!” Current GTU President,
Mark Lyte, had also voiced his dissatisfaction about the issue. “One may want to say that the process wasn’t clear,” said Lyte, at a press conference some time ago, as he pointed out that in September of last year a Task Force completed its work in ensuring that the way was paved for the monies to be paid to teachers. “Again the year came to an end and nothing was done,” said the GTU President. He disclosed that the Union had even written to the Education Minister asking that a response on the matter be forthcoming within three days. But according to him, “To date we have not received a response from the Ministry of Education.” Bynoe added that how the matter is currently being dealt with by the Ministry is totally unacceptable. “We are saying that this approach is unacceptable and we will not sit by and allow these things to continue to happen to our teachers.” The veteran trade unionist asserted that the Ministry of Education believes that they “own the union” and can treat teachers however they want. Bynoe, who held numerous senior posts within the GTU, including that of President and VicePresident, noted that the GTU is given the mandate by
Past GTU President, Colin Bynoe teachers of Guyana to demand the rights of teachers by the MoE, “and if we don’t do their jobs, when they (the teachers) discover that we (the union) are not doing the right things to support them in whatever wrongs the Ministry is doing, we will always be in trouble!” Bynoe stated that the
MoE has the wrong idea if it believes that it can do the union anything and they would not “fight back.” He noted that the Debunching Agreement was signed and supposed to have been paid since 2011, “and I do hope that the present officers of the GTU will ensure that it is paid.”

Kenroy Jones, 29, of 69 D’Anrade Street, Newtown Kitty appeared before Chief Magistrate Priya SewnarineBeharry yesterday at the Georgetown Magistrates’ Court, to answer to a charge instituted against him for aiding and abetting, couple Mahendra Ramsuchit and Robhina Basdeoram to traffic narcotics through the Cheddi Jagan International Airport (CJIA). It is alleged that on January 30, last, Jones used an identification card, which identified him as Kenneth Joseph, together with a forged letter from a Government Minister to assist the couple in trafficking 21.360 kilos of cocaine through the VIP lounge of CJIA. Jones was said to have aided and abetted Rohbina Basdeoram, 29, and her husband, Mahendra Ramsuchit, 25, of Rose Hall, East Canje Berbice, to slip past airport security undetected by using the VIP Lounge. The pair was later hauled from the aircraft and subjected to a search on the day in question. It was then that ranks of the Police Narcotics Branch unearthed 10.392 kilograms of cocaine stashed in Ramsuchit’s luggage. Another 10.968 kilograms of cocaine was reportedly found in his wife’s. The couple has been refused bail and was
remanded to prison until their next court date February 13. Attorney-at-Law James Bond, who represented Jones, claims that the charge against him is bogus since his client is not Kenneth Jones, and he has not been properly identified by the relevant persons (the two suspects), as the person who assisted them. Bond said that Jones was brought before an Immigration Officer who said that he was the culprit. In addition to that, Bond explained that no one can prove that his client knew what was in the bags. He asked Police Prosecutor, Inspector Michael Grant if he could prove that Jones had the requisite mens rea (necessary thought to commit the criminal act), or that Jones had knowledge of the presence of any narcotics in the couples’ suitcases. The lawyer also said that the male defendant (Ramsuchit) admitted that the items in question belonged to him and not Jones. Bond said that his client turned himself into the authorities when he realised that he had been identified, and has since maintained his innocence. He submitted that Jones has no prior charges and requested that bail be set at a reasonable amount. The Prosecution, on the
other hand, told a different tale. Inspector Grant told the court that a witness identified Jones as the man who presented the identification card bearing the name Kenneth Joseph, and the fact that he is not Kenneth Joseph, does not necessarily mean that he could not present a bogus identification card which identified him by that name. In addition to that, Inspector Grant explained that there is video footage from the airport that shows Jones to be the person who assisted the couple. Inspector Grant went on to propose that Jones knew exactly what was in the suitcases, and he took the couple to the airport and indeed produced a letter that allowed them to pass through the VIP lounge, without being searched. The Prosecutor concluded by saying that he has witnesses that can confirm his statements. Inspector Grant requested that bail be denied since Jones has a pending charge for forgery of the documents which he allegedly presented to the airport authority. The Chief Magistrate refused to grant Jones bail, and explained that this matter will be heard together with the case involving the accused couple on February 13.
Man robs ‘girlfriend’ of blackberry cellphone Gavin Major yesterday appeared before Chief Magistrate, Priya SewnarineBeharry, at the Georgetown Magistrates’ Court to answer a charge of robbery. It is alleged that Major, on February, 4, last, robbed Shameeka Thomas of Albouystown of her Blackberry Bold 4 cellular phone. Major, who pleaded
“not guilty” to the charge, said that Thomas was his girlfriend and that he “just went up to her and say, bring the phone”, and left with it. Police Prosecutor Inspector Michael Grant said that Thomas was standing in Albouystown when Major came up to her, choked her, and took away the phone. He was said to have left the
scene of the crime and Thomas reported the matter to the police. Prosecutor Grant requested that bail be refused since Major has a matter of domestic violence before the court. The Chief Magistrate refused bail and the matter was adjourned until February, 24.
The Media Monitoring Unit and the Electoral Assistance Bureau are making preparations for the May 11 elections. Preparations are in full steam by the Guyana Elections Commission (GECOM) with mechanisms being activated for General and Regional Elections on May 11. According to the Electoral Assistance Bureau (EAB) yesterday, its Council of Management is in the process of finalising arrangements for the commencement of its 2015 Elections Monitoring and Observation Exercise. These arrangements include the setting up of administrative capacity and the equipping of the office. The location of the office will be announced as soon as it is open to the public.
EAB said that it expects to receive funding for 2015 Elections Monitoring programme from international partners in the coming weeks, says Reverend Malcolm Rodrigues, Chairman of the Council of Management of EAB said yesterday. Meanwhile, GECOM is advertising for the position of a Media Monitor for its Media Monitoring Unit (MMU). The Media Monitor will be responsible for recording and storing selected programmes from radio and television stations and analyzing their content to ensure they adhere to the Media Code of Conduct. The Media Monitor will
also be monitoring the daily newspapers for balance and for the “apportioning of objective timings to the political parties contesting the 2015 General and Regional Elections that accurately reflect the varying kinds of coverage given to the parties from television and radio programmes. The Media Monitor will also have to make critical determinations of violations of the 2015 Elections Media Code of Conduct by the print and broadcast media. GECOM is also requesting quotations for advertising agencies to produce pertinent infomercials for both radio and television and ads for newscasts.
From page 6 held the Corporal’s hand. “You held his hand … that sounds romantic,” the lawyer said to the amusement of the jury and those seated in the court audience. The witness then clarified that he helped Landry carry a
suitcase out of the water. He said that he thereafter took photographs of the content; the female remains and such but noted that he did take any pictures of the pages of passports. Under cross examination by defence attorney, George
Thomas, the policeman further confirmed that he had not seen nor was he told about the dumbbells on the first occasion he visited the crime scene. He noted that he could not say whether someone had placed them at the scene.

US$75,000 study to Magistrate oversteps his – grants, overturns bail assess situation in Guianas-Brazil zone bounds for murder accused Over fishing…
Murder Accused: Neville Chandrawattie A US$75,000 initiative to study the fishing situation in the Guianas-Brazil shelf is underway. As worry continues with the over exploitation of fishing and fishing grounds in the Guianas-Brazil shelf, a project is underway to assess the value and management potential of stocks in order to enable sustainable investments to better manage it. There is news now that the Inter-American Development Bank (IDB) and the Food and Agriculture Organization of the United Nations (FAO) recognize that such an investment is needed. Brazil, French Guiana, Suriname, Guyana, Trinidad and Tobago and Venezuela, the countries sharing these trans-boundary shrimp and ground fish resources, will be collaborating in this pilot project. The project, according to the thefishsite.com, aims also to over the one-year period, initiate an ecosystem-based shrimp and ground fish fisheries management and develop an investment proposal for the IDB to promote and leverage public and private financing of investments in ecosystem based management of these resources. The shrimp and ground fish fisheries of the GuianasBrazil shelf provide
employment to at least 150, 000 fishers and many more in auxiliary jobs, such as processing, marketing/trade, vessel and gear repair and maintenance. The number of households that are economically dependent on the income derived from working in the shrimp and ground fish fisheries subsector is estimated to be over one million. Shrimp fisheries contribute significantly to hunger eradication and the achievement of food security. In coastal communities, fish and fishery products consumption is generally higher than 40 kilos per capita each year. However, a number of shrimp and ground fish stocks in the region are fully exploited and at the risk of being overexploited. Fisheries technology currently applied include unsustainable practices that are detrimental for aquatic habitats and put the lives of fishers at risk. The project will be using the WECAFC/CRFM/ IFREMER Working Group on Shrimp and Ground fish, as a main vehicle to bring the countries’ experts and managers, private sector and
partner agencies together. The funding for this project originates from the IADB programme for Managing Regional Marine and Freshwater Ecosystems for Biodiversity Conservation. In Guyana, there have been increasing complaints of over fishing with fishermen reporting less and less catch on their trips to sea. Government and the private trawler operators have moved to reduce their fleet in a phased manner to protect stocks but there is little indication whether it is working. Recently in Guyana, the fishing situation came to the fore again after it was learnt that Government is actively studying a proposal from the Chinese company to operate here.
Magistrate Allan Wilson exceeded his authority and granted bail to a murder accused in the Matthew’s Ridge Magistrate’s Court on Wednesday. However, no sooner had he set bail at $750,000 than Prosecutor Inspector Stephen Telford successfully sought the intervention of Chief Magistrate Priya SewnarineBeharry and the Director of Public Prosecutions. They both ordered that Wilson’s decision be ignored since a Magistrate has no authority to grant bail to a murder accused. A bailor was reportedly armed with the hefty sum to bail Chandrawattie. Instances of murder accused being released on bail are rare and are only allowed at a Judge’s discretion. Neville Chandrawattie also called Sunil, made headlines in November, 2013
after he was named the “mastermind” who skillfully orchestrated a $93M gold heist in Port Kaituma from the El Dorado Gold Trading Company where he worked for years. After 13 months as a remand prisoner on a murder charge, Chandrawattie, a 30year-old man accused of shooting his co-worker to death during a robbery committed on his employer, appeared in the Magistrate’s court on Wednesday. After facing several charges in relation to that robbery, Chandrawattie was taken before Chief Magistrate Priya Sewnarine-Beharry in December 24, 2013, charged with killing Darran Chanmangra at Port Kaituma on Saturday, April 21, 2007. The court was, at that stage, told that the 30-yearold accused who resides at Lot 33 Sparta, Essequibo, planned a robbery during the course of which, Chanmangra was shot and killed. The persons who allegedly committed the robbery had reportedly escaped. The two, Clairmont Williams and Sherwin ‘One Eye’ Henry, were subsequently arrested and charged. On November 8, 2013, the said El Dorado Gold Trading Company was robbed once again, but the investigations conducted this time around uncovered some new details. The Prosecution submitted that while ‘Sunil’ was held for the 2013 robbery, he owned up to planning the 2007 robbery. As a result the
murder charge was instituted against him. At the end of the 2013 hearing, the Chief Magistrate remanded Chandrawattie and transferred the matter to be heard before Magistrate Wilson at the Matthews’ Ridge Magistrate’s Court. The first date the matter was slated to be heard before Magistrate Wilson was February 3, 2014. As Chandrawattie’s case was called again on Wednesday, last, Police Inspector Stephen Telford stood on behalf of the Prosecutor. The special Prosecutor attached to the case, Attorney-at-Law Glen Hanoman had asked to be excused since he had another matter in the Georgetown High Court. It was here that Magistrate Wilson blundered. Chandrawattie is being represented by Attorney-atLaw Compton Richardson. Also present in court were Amirullah Kudratulla, Anil Dhiram and Kenneth Garraway, the three men Chandrawattie had implicated in the 2013 robbery. They are charged with simple larceny. Though they were previously released on bail, the court on Wednesday further reduced their bail amounts. Last November, the Judicial Service Commission took a decision to suspend Magistrate Alex Moore, as they investigate allegations of inappropriate behaviour made by an East Coast Demerara businesswoman. The decision to suspend Continued on page 24

The pressures of election campaigns…
Jaipaul Sharma ‘mentally prepared’ to face ‘Priya’ this time Executive Member of the Justice For All Party (JFAP), Jaipaul Sharma, is now “mentally” prepared to face his nemesis, Education Minister, Priya Manickchand. Last year, Manickchand hurled some “offensive” remarks at Sharma, in relation to his father being before the court on rape allegations. House Speaker, Raphael Trotman had stated when the incident occurred that she was out of order and threatened that he would not recognize during her budget presentation. But her words had hurt Sharma so much that he made the decision to resign as a Member of Parliament. He had even pulled out of APNU. But since elections are around the corner, he recently rejoined the Partnership and seems ready to face the pressures of the elections. Asked at a press conference yesterday if he is mentally prepared now to face the Minister, should she behave in a similar manner, Sharma stated that he can manage it. “I resigned but I didn’t leave
politics. The day I resigned I commenced a campaign and began speaking out against the atrocities of the PPP/C against the poor. Most of the atrocities that are committed in this country are committed against the poor women and children. “What Priya was talking about was on the platform of protecting women and children. Only recently, a senior PPP official’s son was allegedly charged for raping an under aged girl. But rape is not my thing so it is not a big issue for me…If they going to look at me and point back fingers I can point back too. I think I am ok with that in that regard and if they want to put Priya on me I can manage …” he concluded. He said, too, that his main reason for rejoining APNU is to see the back of the People’s Progressive Party/Civic. Sharma is of the firm belief that the coalition can truly ensure a good life for all Guyanese and would ensure that widespread corruption is brought to a halt. (Kiana Wilburg)
UG needs to do some serious...
From page 4 and from the student loan facility which is met largely from the treasury. A major problem has to do with the fact that the student loan is hardly revolving, as a significant number of students who graduated from the university fail to honour their financial obligations to the government. Only a relatively small number of students pay on their own, which puts additional pressure on the treasury to meet the cost of university education, a situation further compounded by rising student numbers and an increase in student fees. Despite the many constraints, the University has seen significant expansion in terms of student intake and the range of course offerings. I beg to differ with those who seek to devalue the role
played by the university in terms of meeting the human resource needs of the country, even though I am willing to concede that more can be done by the university to raise its research profile. The Institute of Development Studies (IDS) seems more concerned with churning out antigovernment propaganda rather than coming up with innovative and out of the box thinking on how to enhance the quality of national discourse on key and fundamental issues of national importance. The University needs to do some serious introspection and careful restrategizing on the way forward. Putting the blame on the Government and the University Council is at best shortsighted and not in its best interest. Hydar Ally
From page 4 have such negative publicity for an airline! You can go on Dynamic Airways Facebook page and see the outpouring of frustrations and harsh criticisms of the services of this airline from frustrated and irate Guyanese passengers. They have horror stories to tell. My word of advice to anyone out there is: pay extra and use another airline. I learned the hard way. I may never get back my one-way money from Dynamic Airways. Also I
don’t expect a hassle-free travel come next Monday night on that flight to Guyana. Somehow, I know it will be delayed for hours. What a shame! They care not about people’s opinions since they do not have anything to say about people’s complaints. We need Jet Blue in Guyana. Jet Blue would have done everything possible to make disenfranchised passengers feel comfortable and secure about travelling again. Leon Suseran

City Hall’s Mayoral section offers free Mash spots on Merriman’s Mall The Mayoral sector of City Hall has decided to offer free recreational spots on Merriman Mall for this year’s Mashramani celebration. The decision was announced yesterday; one day after Town Clerk acting Carol Sooba announced that spots along the Mashramani route would be sold from $8,000 to $22,000. The public notice from the Mayor’s quarter said that while spots for recreational purposes are free, persons seeking to conduct commercial activities in that area would pay a small fee to aid in clean up efforts afterwards. The public missive said that Council’s decision is expected to be confirmed at a Statutory Meeting on Monday. “It is predicated on, inter alia, the poor performance of the economy as well as the nature of the occasion—Mashramani.” Records in the Council’s archives reveal that, historically, the purpose of allowing citizens to use the mall was and still is social; not
economic as some suppose. “However, Council would charge those who use the mall to do business, a fee to assist with cleaning after the event. Profits from the sale of spots were used to help in welfare activities, in and beyond the Council. Therefore, Council’s decision to give the facility free for use to citizens, is really in keeping with its original purpose.” The city council said that on Monday a special section will be set up in the Mayoral Complex to register all those who are desirous of using the Mall for business and other social activities. “Therefore, those who wish to use the mall should check with the Office of the Chairperson of the Social Development Committee onMonday, from 13:00hrs, to be properly registered to do business on the Mall.” “Citizens should not pay any money for any spot on the Mall; it is free, this year,”
the missive reiterated. This recent announcement contradicts that of the acting Town Clerk who warned citizens that should they buy spots from the “wrong people” they would not be able to get help if encountering difficulty. She said that her office is solely responsible for Mash activities and persons seeking spots should come to her section of the Council. While the Council’s Finance and Social Development Committee has traditionally catered for Mashramani preparations, Sooba said the Mayor and Councilors have no authority to dictate what will happen at Mash since it is not a social event for the Social Development Committee but an economic event for the Council. She said spots are already on sale and Officers located in her office will be responsible for selling and allocating spots.
From page 21 the Magistrate came as no real surprise to many, since he had been involved in a number of controversial rulings. Moore, who has been dispensing a number of cases at the busy Sparendaam Magistrate’s Court, featured prominently in the news when he handed down an unprecedented suspended five year sentence to a man who pleaded guilty to trafficking in more than 60 kilograms of cocaine worth $300M. The man, Leonard
Bacchus was also given a suspended sentence of two years for being in unlawful possession of 125 - 12gauge cartridges and 115 .32 rounds of ammunition, which also stemmed from the raid on his Block 20 Enmore/Haslington Housing Scheme, East Coast Demerara home on August 16, 2001. The Director of Public Prosecutions has since appealed Magistrate Moore’s sentence, since there is no provision in the laws of Guyana for non-custodial sentence for persons found
guilty of drug trafficking. The Magistrate reportedly defended his decision, by pointing to the length of time and resources the defendant expended on the case which took three years to be completed. However, his decision did not go down well with President of the Guyana Bar Association Ronald BurchSmith, who described it as highly unusual. Moore’s suspension is indefinite. He will be afforded a hearing before the Judicial Service Commission.
From page 16 action and accept the offer. “How then could the University's team be 'under the impression' that the industrial actions had ended? The Unions are prepared to meet and continue the negotiations but AGAIN, the University has cancelled it. The VC is clearly not committed to ending this crisis and educating our students,” the Unions have maintained.
It was pointed out in the joint statement that the decision to reject the offer proposed by the Negotiating Team was not one made merely by the Unions but rather by the workers, at both Turkeyen and Berbice, who are convinced that it is inadequate. Dubbing the Vice Chancellor's missive as a “mean-spirited” one, the Unions noted that “withdraw-
ing the paltry and insulting five per cent; 10 per cent; 10 per cent offer for 20152017 off the table is not unexpected from an administ r a t i o n t hat constantly utilises authoritarian and bullying rather than consultative tactics.” The Unions are nevertheless adamant that the survival of the University is dependent on the striking workers. It was therefore pointed out by the Unions that it is the staff of who have “sustained this University over the decades with our personal resources, energies and our determined efforts. Without us, the University of Guyana would not have survived and cannot survive. We must be treated with dignity and respect. Enough is enough!” concluded the Unions statement.

Senators poke holes in ganja legislation KINGSTON, Jamaica — Senators yesterday poked more holes in the legislation now being debated in the upper house to decriminalise ganja. The Opposition, although agreeing that the law is a good move, are not the only ones asking for the Dangerous Drugs (Amendment) Bill to be tidied up. Government Senator, KD Knight, said limiting the cultivation of marijuana to the Rastafarian community was “unfair”, while suggesting that allowing the use of ganja for medicinal purposes, would in essence make it legal, even though legalising ganja is not the aim of the Bill. He further said that he was “not comfortable” with the aspect of the Bill that provides for the use of a “dangerous drug” for medicinal purposes. Senator Knight argued that a separate law should be drafted for the use of ganja for medicinal purposes. Knight posited that a “medical ganja bill’ would eliminate ambiguity. Senator Knight also said critical stakeholders such as the National Council on Drug Abuse and the National Road Safety Council should be a part of the dialogue on the Bill. On the other side of the chamber, Senator Marlene Malahoo Forte described the
KD Knight
legislation as “very, very badly drafted, and incomplete”. She said that “given all of this big talk” about protecting persons who smoke a “spliff” from being slapped with a criminal record, the legislation must be redrafted as a number of the provisions are too ambiguous and will pose a serious challenge for the public and law enforcement. Another Opposition colleague, Senator Kamina Johnson Smith, while agreeing that the Bill was “overdue”, said she was concerned that one burden is being exchanged for another. She cautioned that the legislation should not be implemented without the
proper supporting systems in place. Meanwhile, Opposition Senator Robert Montague said the legislation gives the minister too much power to determine who is allowed to cultivate and use ganja. “The minister is setting up himself to be the pope of rastas, not the hope,” he snapped. He blasted the proposed Bill as being discriminatory, cumbersome, and bureaucratic. Senator Montague also noted that not all Jamaicans are in agreement with the decriminalisation of ganja, and that the law needs to take that into account, and provide an avenue for those voices to be heard. The Dangerous Drugs (Amendment) Bill is being debated Senate.
Venezuela angry at UK over ‘spy glasses’ smuggled into Lopez trial CARACAS (Reuters) - Venezuela’s top prosecutor is seeking an explanation from Britain about a diplomat’s role in an attempt to film the trial of opposition protest leader Leopoldo Lopez using video glasses. The incident occurred in a Caracas courtroom last week when Lopez’s father, also called Leopoldo, sought to find a surreptitious way of documenting his son’s appearance by sneaking in a pair of recording glasses. “They’re $20 glasses from Amazon made in China, not a NASA instrument! They don’t allow recording by phone, but there’s no rule against glasses,” said the elder Lopez, referring to a type often advertised as “spy glasses.” “But I was caught, and when one of the sheriffs pulled me out, I let the glasses drop and they fell on this British fellow who had nothing to do with it,” he told Reuters. With Western pressure over the Lopez case building, however, Venezuela’s attorney general, Luisa Ortega, suspected deliberate collusion between the diplomat and the opposition leader’s family. She has asked Venezuela’s foreign ministry to follow up with British authorities over what she termed an “irregular” incident and sign of international interference. “What would have happened if a Venezuelan diplomat in England had done the same?” Ortega said, according to a statement late on Thursday.
“Episodes like this show there is a permanent effort to study ways of penetrating the Venezuelan state, destabilizing and creating chaos and conflict.” The British embassy did not divulge details, but said there was no incorrect behavior. “We strongly reject any suggestions of wrongdoing by the officer concerned,” said UK ambassador John Saville. Lopez, a Harvard-educated economist, was jailed a year ago for spearheading protests against President Nicolas Maduro’s socialist government that sparked violence killing 43 people including demonstrators, Maduro backers and security officials. His case is a cause celebre for the opposition, while government supporters view him as the mastermind of last year’s violence with a shady history including actively backing a short-lived 2002 coup against Maduro’s predecessor, Hugo Chavez. Foreign diplomatic and Venezuelan official sources said the British official involved, Matthew Webb, had left Venezuela and would likely not return. “I feel very sorry for the British embassy guy,” Lopez said. “Somebody is turning a grain of salt into a mountain. Because he’s British, they’ve decided he was a 007 agent.” Though media are not allowed to film the trial, some diplomats and journalists have entered court sessions as observers during the lengthy, on-off proceedings.

GDF watches ‘serious external threats’ Samuel Hinds to Guyana’s existence as a state Jnr. found guilty - Brigadier Phillips
GDF officers with President Donald Ramotar By Abena Rockcliffe Speaking at the second Officers’ Conference in his capacity as Chief of Staff of the Guyana Defence Force (GDF), Brigadier Mark Phillips committed his organization to the continued development of Guyana. Phillips made this pledge on Thursday as he acknowledged one of the army’s foremost mandates— to contribute to the economic development of the country. Another mandate of the GDF is to defend the territorial integrity of Guyana. Phillips also recommitted to this directive during opening remarks at the Annual Officer’s Conference which began on Thursday and ended yesterday. He noted that the duty of territorial defence is being adhered to even as Guyana continues to be subjected to territorial claims from neighbours to the east and to west. He said that Guyana is facing “serious threats” in
this regard. The fact that the Force is on the alert for territorial threats tie significantly into what Phillips said officers would have focused on during the conference. Phillips said that deliberations over the two days would have been guided by the theme, “Towards greater operational readiness for national defence and security.” He reminded his officers that this is an obligation as he cited Section 5 of the Defence Act which says that the GDF shall be charged with the defence and maintenance of order in Guyana. The Chief of staff said that operational readiness remains appropriate as readiness is the goal of all training. As he stressed a little on training, Phillips urged that men and women of the GDF master the science of training development and recognize the importance of performance based training.
He said that the measure of military professionalism continues to be the Forces’ success in military operation whether deployed on frontiers or in support of civilian authorities The top ranking army official said that greater operational readiness involves building partnerships with public and private sector agencies and other stakeholders in the national security domain. He pointed out that officers and ranks of the GDF are trained and tasked with a variety of military and other non military missions including search and rescue on land and sea, disaster relief activities as well as support for other law enforcement agencies to counter illicit trafficking and other anticrime operations. Phillips said that the army is also proud to be contributing to the delivery of medical emergency services and educational needs of Guyanese in remote
communities. He said that the GDF will continue to lead in the defence and security sector, contribute to the development of Guyana and will collaborate on diplomatic initiatives “since diplomacy remains our first line of defence.” Phillips added that the Force remains strongly committed to safe guarding democracy in Guyana. The Chief of Staff sought to assure that the GDF will, in 2015, function to earn the respect of the Guyanese society as military officers. He added “We submit ourselves to the rule of law and the civilian control of the Guyana Defence Force.” Phillips said that civilian control remains crucial to military effectiveness in the defence and maintenance of order in Guyana. He pledged to work with the government of Guyana and other stakeholders to achieve operational readiness for national defence and security of Guyana in 2015.

…to know fate in 13 days In thirteen days City Magistrate Geeta ChandanEdmond will rule in the case involving the embattled Prime Minister’s son, Samuel Hinds Jnr. This is after he was found guilty on a wounding charge yesterday. Hinds a 33-year-old miner, was convicted at the Georgetown Magistrates’ Court on the charge which stemmed from an altercation he had with his teenaged sister-in-law. Reports are that Hinds had accused his then 18-yearold sister-in-law Tenza Lane of stealing one of his cellular phones, flew in a fit and brandished a gun, thrashed and threatened to kill her at his Lot 83 Duke Street, Kingston residence on February 27, 2014. Following the incident, an unlawful wounding charge was instituted against Hinds. His case was being prosecuted by Lance Corporal Renetta Bentham who yesterday beseeched the court to send Hinds a strong message. During his first arraignment, Bentham had explained that the teenage girl suffered severe abuse at the hands of Hinds Jnr. that day. “The defendant first verbally abused the virtual complainant as he called her a thief. He then threatened to kill her like a thief, Your Worship,” the Prosecutor was recorded as saying. At the time, the two had resided at the same address and Bentham explained that he grabbed Layne by her hair and pulled her to the ground. Hinds reportedly stamped Layne in the face and dragged her around the house by her hair. Bentham said that he also beat her with a cane. “As if he was not satisfied, the defendant brandished a gun, cranked it and threatened to kill her, Your Worship,” Bentham had said. Following months of trial, the Magistrate yesterday ruled in the case. She recapped that during the trial, the teenage girl and Police Constable Garraway were called to testify on behalf of the Prosecution. The Magistrate said that as Hinds led his defence, he had elected to give sworn evidence and called two witnesses, his fiancée Sonia Herbert and the teen’s grandmother Pamela Knight. The evidence, she said, was reviewed bearing in mind the standard of proof required. The Magistrate said that as the witnesses gave
GUILTY: Samuel Hinds Jr. their evidence, she had the opportunity to observe them and found the teen to be honest when accounting the assault she suffered. Magistrate ChandanEdmond told the Court that she had addressed and fully considered the statement of Hinds and his two witnesses, but found that she “did not accept their account of what transpired.” “I find beyond reasonable doubt that I feel sure that as a result of the defendant’s actions, the victim was wounded,” the Magistrate remarked. The court, she said, had also considered the content of the medical certificate issued to the teen after the attack. During mitigation, his lawyer, Peter Hugh told the Court that Hinds was the father of a 6-year-old and is engaged to be married. He said Hinds has an unblemished record and asked the court to exercise its discretion and impose a fine in lieu of custodial penalty as allowed by Section 37 of the Summary Jurisdiction Act. Responding, the Prosecutor said that there are currently no records of Hinds being charged or convicted for any other criminal activity. She urged the Magistrate to send a strong message to him. At his first hearing on March 3, last year, the 33year-old was previously released on conditional bail with several conditions attached. He was not taken into custody yesterday. Following submissions from Defence and Prosecution, a probation report was ordered for Hinds after which the Magistrate is expected to hand down her decision. The case will be called for sentencing on February 20.

Funding a concern as Guyana considers UN review recommendations “In a way one can consider that you are a victim of your own success,” was how Minister of Foreign Affairs, Carolyn RodriguesBirkett, classified Guyana’s recognized elevation from a poor to middle income country. This graduation, according to her, will in fact translate to this South American territory having to plug more funds into its health sector to cater to the procurement of necessities such as vaccines. Because Guyana, like a number of other countries, has achieved the middle income status it will no longer be eligible for concessionary financing for vaccines, the Minister has intimated, insisting that “this is a reality that we face.” The Minister’s disclosure was forthcoming as she hosted a press briefing in her Ministry’s main conference room on Wednesday that dealt with Guyana’s Universal Periodic Review (UPR) Report. She, during that forum said that some of the
recommendations that were forthcoming at the UPR session in Geneva, Switzerland, included increasing the age of criminal responsibility. There were also recommendations to put in place national legislation in line with international standards as it relates to decriminalising defamation and developing self regulatory mechanisms of the media and adopting a plan of action on Indigenous people. But according to the Minister many of the recommendations made in Geneva “have deep cultural and societal considerations and will require wide spread consultations before reaching a conclusion that will find favour with the majority of persons in society…” Indeed the majority of Parliamentarians will also have to be engaged since they will have to help facilitate the amendment of laws in order for the recommendations to be realized. “This is the
approach that the Government of Guyana will continue to take on these issues,” said RodriguesBirkett as she again pointed to the issue of finances. “While we have been increasing the budget to the social sector we found it necessary to indicate to the UPR working group and the member states present that we believe that the means of implementation for the sustainable development goals which are being finalised right now must be very clear to assist small states like Guyana,” said the Minister. Moreover, she noted that the graduation issue (Guyana moving from a poor to middle income country) was raised at the Geneva forum. Nevertheless, the Minister insisted that the improvement of the lives of citizens, their human rights and their overall wellbeing will continue to be the focus of the Government of Guyana. It was for this reason that
EX-MAURITIUS PRIME MINISTER ARRESTED
Ex-Mauritius PM Navinchandra Ramgoolam (centre) being taken into custody yesterday (L’Express photo) (AFP) - Police in Mauritius arrested the former Prime Minister Navinchandra Ramgoolam yesterday, media reports said, sparking angry demonstrations from supporters in the Indian Ocean island nation. Ramgoolam, 67, who accepted defeat in parliamentary polls in December, was arrested and held in prison for questioning yesterday afternoon, L’Express and Le Mauricien newspapers reported, quoting his lawyer. An AFP reporter said scuffles broke out between his supporters and those of the government on the streets of the capital, but police separated the two sides. However, the situation remained tense on the popular tourist island, the reporter
added. In December, Ramgoolam, who had wanted to run for the presidency had he won the polls but in a crushing defeat even lost his own parliamentary seat, said the “elections were carried out with respect to democracy.” Le Mauricien newspaper said the arrest was connected to a burglary that took place in 2011 at a beach property belonging to Ramgoolam. Police have been seeking to question Ramgoolam for allegedly lying about his presence at the scene of the robbery, and asking a businessman to give false testimony to the police. It remains unclear why Ramgoolam may have lied about his presence at the property. Police are also investigating the alleged
suicide in custody of a suspect in the burglary. The ex-prime minister has denied any foul play and has accused his critics of trying to discredit him. Ramgoolam was succeeded by former president Anerood Jugnauth as prime minister in December. Jugnauth’s centre-right Alliance Lepep swept up 47 out of 62 seats in parliament, after voters rejected Ramgoolam’s bid to boost presidential powers. Ramgoolam’s father, Seewoosagur Ramgoolam, led the country to independence and also served as chief and prime minister. Mauritius is one of the richest countries in Africa with a per capita GDP of just over $9,000 (7,200 euros) among its 1.3 million people
Rodrigues-Birkett said that Guyana opted to accept the majority of the 143 recommendations that were forthcoming in Geneva. “They represent what we are doing (or) what we have planned to do and the UPR process will therefore continue to be a very important aspect of the Human Rights mechanisms to which Guyana subscribes fully,” said the Foreign Affairs Minister. The UPR is a unique process created by a resolution of the United Nations (UN) under the auspices of the Human Rights Council. It moreover, involves a review of the Human Rights records of the 193 member countries of the UN. Since the process is State driven, Rodrigues-Birkett pointed out, that it allows member countries to indicate what measures have been taken with respect to Human Rights in order to fulfill their Human Rights obligations. Three documents were used to facilitate Guyana’s Review including: The
Minister of Foreign Affairs, Ms Carolyn Rodrigues-Birkett National Report (which is prepared by the State); information contained in Reports from experts and groups, Human Rights Treaty bodies and other UN entities; and information from other stakeholders including National Human Rights institutions and NonGovernmental Organisations. All such documents were posted online.
As one of the 54 countries under review, Guyana, represented by Rodrigues-Birkett was required to respond to a number of questions about the country’s human rights state of affairs and she also provided an update regarding what measures have been taken since Guyana presented its first report in 2010.
Farmer Charged for Timehri Murder Jamal Bacchus, a 47-yearold farmer of 17 Caledonia East Bank Demerara, appeared before Chief Magistrate, Priya SewnarineBeharry at the Georgetown Magistrates’ Court yesterday to answer a murder charge. It is alleged that on Wednesday last at Cheddi Jagan International Airport (CJIA) Access Road, Timehri East Bank Demerara, Bacchus murdered Dhanshana Ram. Counsel for the accused,
Attorney-at-Law Nigel Hughes, invited the court to examine an injury that the accused had on his head, and stated that he may be visually impaired. The necessary medical examinations are to be carried out. Police Prosecutor Inspector Michael Grant explained to the court that investigations are on-going. Bacchus was remanded to prison, until his next court appearance on February 27.

Additionally the school band category will be divided into two sub-categories with bands from St. Rose’s High, Lodge, Dolphin, Wismar, Christianburg and West Demerara Secondary Schools, each consisting of 12 players. He added, however, that developing countries on a global Internet grid can benefit from cheaper and more reliable communications solutions, as well as enhanced foreign direct investments, so regional leaders must put strategies in places to combat threats resulting from this growing revolution. Speaking at virtual inauguration ceremony of the CTU’s new headquarters in Port-of-Spain, Paulwell, who is also Minister of Science, Technology, Energy and Mining in Jamaica, said: “Already we are witnessing the rising tide of cyber terrorism and cybercrimes. situation. “Cybercrimes are now threatening the security and financial health of countries rich and poor; copyright infringement, child pornography, and child grooming, as well as, problems of privacy are now growing concerns.” Paulwell added: “Cybercrimes, including espionage, financial theft, and other cross-border crimes are on the uptick. A report, sponsored by McAfee, estimates the annual damage to the global economy at US$445 billion. Approximately US$1.5 billion was lost in 2012 to online credit and debit card fraud in the US alone. Individually and collectively, we continue to devise strategies to combat these threats. And our efforts thus far signal our resolve to overcome these challenges and to be proactive going forward.” He said as a regional organisation the CTU has laid a solid foundation on which to advance into the future— a future to be characterised by dynamism, innovation and change, virtually at the speed of thought. “Together we are faced
with the objective reality that to ignore the benefits from advances in science and technology will condemn our region and its people to persistent poverty and underdevelopment. The good news is that, today and going forward, we are developing strategies to harness the explosion in new knowledge,” he said. The minister added: “Our organisation has demonstrated the resilience to ride the wave of change and adapt to its challenges and opportunities. We have witnessed dramatic increase in the processing power available at a given price; the virtual doubling of storage capacity per unit area every year; the increase in volume of data that travels across a fibre optic cable, virtually doubling every nine months…and in general, the impact of this technological progress has been profound. “The ripple effects from the Internet are at an embryonic stage of development. Already the fastest growing communications medium in history, the Internet has triggered the technological convergence between telephone, television and the computer.” Today, said the CTU head, the Internet and other ICTs embody many of the elements of the new and future communications marketplace, with the onset of freeware, the separation of networks and provision of services, the availability of affordable mass access, and the provision of scalable broadband communications.

BBC Sport - The Russian Football Union said they have cleared their debt to coach Fabio Capello who had been unpaid since June. The RFU said in November it could not pay the Italian, who earns more than any other national coach. Arsenal shareholder Alisher Usmanov reportedly claimed on Thursday he had loaned 400m rubles (£3.9m) to meet the payments on Capello’s £7m salary. On Friday the organisation said it had performed the “necessary operations to transfer the money” to Capello. Russian sports minister Vitaly Mutko, who is understood to have arranged Usmanov’s loan, reportedly said the money would not cover any future wage payments. Under ex-England coach Capello, Russia are third in
tournament and I intend to play my part in that. When I come up against Guyana I will play as hard as I do for any other match even though it is not really a Guyana team but a franchise team made up of different players from all over,” Deonarine added. Fight on!!!
CliveAtwell/ Sakima Mulling consummate the deal with contract signing ritual It’s official; Clive Atwell arrived at Abdool and Abdools, the Avenue of the Republic office of President of the Guyana Boxing Board of Control (GBBC), Peter Abdool and affixed his signature to the contract, an official indication that his bout for the junior/welterweight Caribbean Boxing Federation (CABOFE) title bout against Jamaica 2014 Contender champion, Sakima Mullings is on. Kaieteur News was also furnished with a photograph of Mullings signing the dotted lines from his base in Jamaica. Much had been said as the pundits debated on a possible fight between these two pugilists but the promoters
were unable to bring them together for a variety of reasons; Atwell was busy preparing for his world title bout against Mexican, Johnny Gonsalves, while Mullings got ready for the Contender series in Jamaica. In the meantime the debate as to who was the better boxer, raged. The two boxers were brought together by fate after Mullings original opponent, Andrew ‘Sixhead’ Lewis incurred an injury while preparing for the fight and Atwell was drafted in. Those two were not the only boxers signing the dotted lines; super/middleweight champion, Dereck Richmond and middleweight CABOFE champion, Edmond DeClou,
also signed their contracts and were full of mouth and threats of their intentions. A more in depth report appears in tomorrow’s edition. The other boxers on the card also signed their contracts, all except Barbados based Guyanese, Charwyn Estwick who tackles Travis Fraser in a 4 rounds jnr/ middleweight bout. Quincy Gomes will match gloves with debutant, Keeve Allicock in a lightweight 4 rounder, while Mark Austin will duke it out with Dexter Gonsalves in a jnr/welterweight non-title 8 rounds affair. Admission is $3000 for a ringside seat and half that amount for the stand. Action time is 20:00hrs.

Zlatan Ibrahimovic: PSG striker ‘abuses referees in English’
Zlatan Ibrahimovic abuses French referees in either English or Italian so they cannot understand his insults. (Getty Images) BBC Sport - Zlatan Ibrahimovic abuses French referees in either English or Italian so they cannot understand his insults, claims Lyon coach Hubert Fournier. Fournier made the accusation ahead of Sunday’s Ligue 1 match between leaders Lyon and third-placed Paris St-Germain. “All the referees in this league get insulted by this person,” he said.
“The referees are not bilingual or trilingual, so they don’t understand. In a way, it’s better to speak Italian or English to insult referees.” Lyon are two points clear of second-placed Marseille and defending champions PSG following an eight-match unbeaten run. But Fournier has warned his players - and referee Clement Turpin - to maintain their composure if put under pres-
sure by Swede Ibrahimovic. “The person who is going to be most provoked is Mr Turpin,” added 47-year-old Fournier. “I don’t want my team to provoke, I don’t want us to insult the officials. I hope we remember not to fall for Zlatan’s provocations.” PSG, who have won backto-back titles, travel to Lyon after winning their last six matches in all competitions.

Doping should be criminal offence - Russia chief MOSCOW (Reuters) Russia’s Athletics Federation (VFLA) president Valentin Balakhnichev wants doping to become a criminal offence in his country, he said on Friday. “We need to treat doping as a class A drug,” the 65year-old Balakhnichev, who will leave his post this month, told Reuters. Russian athletics has recently been rocked by a number of doping revelations. Three Olympic walk champions, Olga Kaniskina, Valery Borchin and Sergei Kirdyapkin, were found guilty of doping offences and handed long bans in January. This led to the head coach of the Russian athletics team, Valentin Maslakov, resigning on Jan. 23 while Balakhnichev will step down on Feb. 17 having been president since 1990. Russian anti-doping agency RUSADA suspended a number of athletes in January, including Kaniskina, Borchin and Kirdyapkin. A German television documentary, broadcast by ZDF/ ARD in December, alleged systematic doping in Russian sport. It featured an undercover video of what it said were athletes and coaches admitting covering up positive drug tests. The allegations have not been verified by Reuters and Balakhnichev has previously denounced them as “a pack of lies”. HARDEST YEARS He conceded that the last two months had been the hardest of his 25 years as federation president but defended his record. “This has not been a shameful period. It has been a period where we are continuing the fight against doping, which I have led for all these years,” Balakhnichev said. “We are constantly updating the anti-doping laws. In 2008 we created the independent RUSADA anti-doping agency while we have made our coaches more answerable to our sportsmen.” Balakhnichev has previously failed in his bid to make doping a criminal offence. “I said that this should be done quite a few years ago to make the punishment a lot more serious than just a twoyear disqualification. However, the VFLA is unable to change the laws of the Russian Federation. “Discussions took place regarding this topic and opinion was split into two camps. Half supported this move, however the other half, who asked — ‘Do you want to put
Valentin Balakhnichev our sportsmen in jail?’ — were unsure. Therefore doping in Russia has not yet become a criminal offence.” According to Balakhnichev, the fight against doping in Russia should be carried out at government level. “Today the amount of doping products being sold around the world reaches the levels of illegal drugs. “If doping is seen as equal to taking drugs then it will become more effective to fight it. Anyway we will be able to decrease the trafficking of doping products in our country.” COMMERCIAL SYSTEM “Sport has become part of a huge commercial system which involves sums of money running into billions. “The old saying ‘Faster, Higher, Stronger’ does not work anymore. You need to
add the word ‘Cleaner’ to the list,” Balakhnichev added. The country’s walkers have been at the forefront of the doping problem. Since 2011 RUSADA has disqualified some 50 sportsmen and women and more than 20 were walkers. “Over the last few years Erythropoietin (EPO) has become more and more common,” said Balakhnichev. “It is used to increase stamina. Walking in this sense is one of the hardest sports. Therefore unfortunately amongst walkers it has become more and more popular. “We asked RUSADA to carry out an investigation into the practices of the National Walking Centre in Saransk. All the walkers who have been disqualified came through one system, which we did not keep a sharp enough eye on.” Despite the doping problems Balakhnichev said his tenure as VFLA president had been a fruitful one. “Looking back I can say that I have done a lot for Russian athletics. We have hosted two world championships in 2006 and 2013. Our teams have competed well, even if you don’t count those medals that will soon be taken away from us,” he said. “Of course the doping scandals have spoilt my reputation but this is life. You need to know that a warning awaits you. However, the threat we have encountered is not fatal. We can get over this.”

Match-fixers ‘use paedophile tactics’ to try to influence cricketers BBC Sport - Illegal gamblers approach players using tactics employed by paedophiles, the International Cricket Council’s (ICC) anti-corruption chief has said. But Sir Ronnie Flanagan believes spot-fixers will not affect the forthcoming World Cup, which starts on 14 February. “They’re almost like paedophiles in how they attempt to groom players to whatever suits the nefarious intentions in terms of illegal betting,” he said. “We have gone to great lengths to ensure they don’t get their way.” Cricket has been dogged by controversy in recent
years, including Pakistan players Salman Butt, Mohammad Asif and Mohammad Amir being found guilty of corruption and subsequently jailed in 2011, while former Bangladesh captain Mohammad Ashraful was banned for eight years last June for match-fixing. Flanagan, former chief constable of the Royal Ulster Constabulary and its successor the Police Service of Northern Ireland, took over as chairman of the ICC’s AntiCorruption and Security Unit (ACSU) in 2010. Speaking in Sydney about plans to prevent corruption at the World Cup, he said: “We
will be delivering education programmes to all the team squads reminding them of their responsibilities and reminding them of the commitment they must strictly adhere to throughout the tournament. “Actually in those education programmes, they will start with a message from me where I say to the players, ‘This is not in any sense because we don’t trust you’. “We do trust you, but in our line of work, we too often meet and know that there are rotten people out there, criminal people out there, who will do all in their power to connect to players and others of influence in the game.”

Thompson tops Torrey as wounded Tiger quits again
Tiger Woods hits his drive on the 12th during the first round of the Farmers Insurance Open golf tournament at Torrey Pines Municipal Golf Course South Co. Jake Roth-USA TODAY Sports LA JOLLA, California (Reuters) - Former world number one Tiger Woods withdrew after 11 holes of his opening round at the Farmers Insurance Open on Thursday because of a back complaint, with American compatriot Nicholas Thompson leading the way at Torrey Pines. Woods, coming off his worst score as a professional at the Phoenix Open last week, had been favoring his back throughout his round after being forced to sit and wait out a lengthy fog delay. The 14-times major winner, who continued to struggle with his swing and short game, was two-over-par on the North course when he decided to pull out, his third withdrawal in his last nine tournaments. Thompson headed the field with an eight-under-par 64 on the North course, good enough for a one shot lead over Michael Thompson, who
shot 65 on the same layout. Forty two players failed to finish their round before darkness fell. Phoenix Open winner Brooks Koepka and Cameron Tringale shared third at sixunder on the North, while Columbian Jhonattan Vegas had arguably the best round of the day as the only one of six players at five-under who played the South course. Woods was due on the tee after an already lengthy delay before more Thursday fog rolled over the coastal course, causing another suspension. “When we had that break. It just never loosened back up again. And when we went back out, it just got progressively tighter,” Woods told reporters. “It’s frustrating that it started shutting down like that. I was ready to go. I had a good warm-up session the first time around. “Then we stood out here
and I got cold, and everything started deactivating again. And it’s frustrating that I just can’t stay activated.” FedEx Cup champion Billy Horschel, who was playing with Woods, noticed something was wrong early in the round and even started picking up tees for him. “If I didn’t see it on 10 (their first hole), I saw it on 11,” Horschel said. “Then I asked him when I walked off 12 tee, I said: ‘back hurting you again?’ He said: ‘Spasms’. It was unfortunate. “He’s a fighter. He wants to get the reps in, he wants to play well, and he kept trying to play through it, hoping that it would loosen up and I think it was getting there. “It was real tough to see him walk and even make swings.” The 39-year-old Woods now has six withdrawals in 304 PGA tournament starts but all of them have come in the last five years.
BBC Sport - Morocco have been banned from the next two Africa Cup of Nations after failing to host this year’s tournament. The country’s football federation was also fined US$1m (£650,000) and ordered to pay 8m euros (£5.9m) in damages. Morocco had expressed concerns about hosting this year’s event following the outbreak of the Ebola virus in Africa. They asked for the tour-
nament to be delayed until 2016, but the Confederation of African Football (Caf) rejected the request. Equatorial Guinea were named as replacement host for the 16-team event, while Morocco, who had qualified as hosts, were expelled. Caf also fined hosts Equatorial Guinea US$100,000 (£65,000) for crowd trouble during Thursday’s Africa Cup of Nations semi-final loss to Ghana. Tunisian Football Asso-
ciation president Wadie Jary was also banned from all activities by Caf after his organisation failed to apologise for accusing African football’s governing body of cheating. Tunisia made the allegations after being beaten by quarter-final opponents Equatorial Guinea in controversial circumstances. The 2014 Africa Cup of Nations finishes on Sunday, when Ghana and Ivory Coast meet in the final in Bata.

WICB Four-Day First Class Franchise cricket
Permaul’s unbeaten 75 put Jaguars ahead on day one In an Island celebrating the 70th birth anniversary of one of its greatest musical legends the late great Bob Marley, a small working day crowd watched as Jamaica ended the opening day of their fifth round West Indies Cricket Board (WICB) FourDay First-Class Franchise match against the Guyana Jaguars at Sabina Park yesterday, losing the upper hand they held when the visitors were 175-6. But a wonderful rearguard 84-run eight wicket stand between the Albion spin pair of Veerasammy Permaul, who finished unbeaten on a well compiled 75 from 99 balls, 148 minutes with nine fours and a six, and Devendra Bishoo (18) spearheaded the Jaguars to 298-8 when bad light stopped play with 1.5 overs left in the day’s play. Ronsford Beaton was with Permaul, yet to score after Bishoo was caught behind off the impressive Jason Dawes just before the close. This was Permaul’s third First-Class fifty. After Skipper Leon Johnson (41), Raymond Reifer and Shiv Chanderpaul (29 each) departed to leave the score on 175-6, Jamaica were in charge in their backyard before Anthony Bramble (47) and the eighth wicket pair revived the position to leave the Jaguars in charge going into the second day today. Odean Browne (3-70), Damion Jacobs (2-64) and Dawes (2-15) toiled all day for the home team. Jamaica, who have only lost once to Guyana in the last decade, won the toss and asked Guyana to bat on a track with a tinge of grass and 18year-old Berbice left-hander Shemron Hetymer counterattacked the new ball attack of Dawes and Marquino Mindley, being especially severe on Mindley.
Vice-Captain Vishaul Singh, who scored his maiden century in the last Four-day game against Trinidad & Tobago, was promoted to open in place of the regular opener Rajendra Chandrika who is suffering from ‘Gastro’. Singh played the supporting role until he again played an ‘out of character’ hook and was taken at squareleg off the lively Dawns after the diminutive left-hander had survived five consecutive short balls in the over. Singh’s demise for six at 13-1 brought Skipper Leon Johnson to the crease but with the score on 35 Hetymer, whose 22 was decorated with five fours on the fast outfield, edged one that left him to wicket-keeper Carlton Baugh to give David Bernard his first wicket. Bajan Reifer, batting at number four in place of the Test batsman Narsingh Deonarine who is suffering from the flu, got off the mark with a flowing off-drive for four but took another 35 balls to score his next runs; another boundary off Mindley before hitting the pacer for a disdainful six in the same over. Reifer and Johnson, just back from South Africa with the West Indies team, repaired the early damage with solid batting with Johnson hooking Bernard for four when he pitched short. The 50 was posted in 80 minutes as the partnership progressed nicely with Reifer greeting leg-spinner Jacobs with a forcing cover-driven boundary before hitting the leggie through the hands of Bernard at mid-on with his score on 23 as the ball went for four. Browne was caressed by two elegant cover drives from Johnson which reached the boundary like bullets. H o w e v e r, with the partnership on 63 and the score 98, Reifer edged a Googly to slip off Jacobs on the stroke of Lunch after reaching the boundary four times and clearing it once in his 79-minute 29.
Chanderpaul joined Johnson after the interval and stroked Jacobs for four to bring up the 100 in 121 minutes in the first over after lunch and the pair put together 28 for the fourth wicket. When nine away from his 22nd First-Class fifty, Johnson swiveled and pulled a long-hop from Jacobs straight to Mindley at backward square after doing all the hard work in sweltering heat by batting for 163 minutes and hitting seven fours to leave the Jaguars on126-4. Chanderpaul, who made an unbeaten 303 here in 1996 against Jamaica which still remains the highest Regional First-Class score, pulled Jacobs pugnaciously for four before clipping him off his legs for four more and already the 40-year veteran was looking dangerous. However, the left-hander from Unity Village in Guyana who needs another 178 runs to pass Brian Lara as the highest West Indian runscorer in Test cricket was beaten in the flight and missed a big drive to be comprehensively bowled by Browne for 29 from 79 minutes with five fours as the Jaguars sunk to 140-5. Bramble clobbered two sixes in the same over before he lost Barnwell (9) as Browne struck again at 175-6 on a ground where the South Americans were bowled out for 41 by Jamaica in 1986. By Tea the Jaguars had reached 188-6 with Bramble on 28 and Permaul on 12. After a delay of 50 minutes after Tea because of a sharp shower, Bramble who hammered five fours and three sixes in an attacking 47 from 81 minutes, was bowled by Browne to leave the Jaguars on 213-7. But Permaul and Bishoo joined forces to take the score to 297 with positive stroke play as the pair of Albion spinners played an array of audacious shots before Bishoo was removed after batting for 81 minutes.
Lusignan Golf Club will open their 2015 season today at their Lusignan East Coast Demerara location and President, David Mohamad, is hopeful that golfers will turn out in full for this first competition of the year, so that a brisk start of the year’s activities will proceed.
Grounds are in fair condition, with the grounds-staff working diligently to ensure that the greens are in top form for the competition. Drains, sand bunkers and fairways are well kept. Tee-off time is 12:00 midday. Captain Chen Deo observes that the Club Tourna-
ment is a very good warm-up for the sponsored tournaments scheduled, of which a David De Caires/Basil Sukhram Memorial Tournament is already fixed for Sunday 15th February. Today’s Competition will be of the Open Medal Play format.

JCA members could reconsider decision to support Garner over Cameron Jamaica Observer - TENSION continues to rise amongst the Jamaica Cricket Association (JCA) board of directors after Tuesday’s vote to support cricket legend Joel Garner instead of the beleaguered incumbent Whycliffe ‘Dave’ Cameron for the presidency of the West Indies Cricket Board (WICB). It is understood that some board members have put forward resolutions for there to be a determination by the entire association at the JCA’s annual general meeting on February 17, which could see the decision being overturned. JCA secretary Fritz Harris confirmed the split within the board membership of the association. “Members have expressed some level of unease with the process that was used,” he told the Jamaica Observer Thursday. “There are arguments from both sides and, at least, it warrants a discussion.” At the meeting on Tuesday, the JCA directors voted 10-6 in favour of Barbadian Garner, the former West Indies fast bowler and current head of the Barbados Cricket Association. The vote has not gone down well with some board members who feel that Jamaica’s support should have been thrown behind their compatriot Cameron. But it is believed that others among the JCA lost faith in Cameron after the premature end to the India-West Indies series late last year, due to players on tour falling out with the WICB as well as
with WIPA, the union representing them. Since then, the powerful and wealthy Board of Control for Cricket in India (BCCI) has made a US$42- million claim in compensation from the WICB, given the substantial loss of money involved in the termination of the tour. Future tours between the teams are also at risk. Cecil Fletcher, a JCA director and head of the St James Cricket Association, has tendered a letter of resignation, apparently unhappy with the decision taken by JCA directors at that meeting. Wayne Lewis, another director and the secretary of West Indies Players’ Association (WIPA), said in a television interview that members had not been given the opportunity to make an informed decision when they voted in Garner’s favour. According to Lewis, the former Jamaica batsman, on January 20 members discussed which direction they would take after the Guyana Cricket Board (GCB) was set to have nominated Cameron and was asking for Jamaica’s support. There was a delay in that process, but it was said that JCA president Wilford ‘Billy’ Heaven argued that both candidates should first make presentations to the members. Lewis said Cameron made a presentation to the JCA members ahead of them voting. He argued, however, that Garner was not able to make a similar delivery after a failed telephone link.
He said that there was a connection with Garner via the phone, but that move was aborted because the presidential aspirant was barely audible. Despite not getting Garner’s presentation, members went on to vote, leaving Cameron stranded. The Observer did try to make contact with Heaven for a comment, but multiple calls and text messages to his telephone number went unanswered up to press time. Garner, who recently stepped forward to challenge Cameron, will have Trinidad & Tobago Cricket Board executive Baldath Mahabir as his vicepresidential running partner. Cameron, who is seeking a second two-year term as regional cricket boss, will again rely on Windward Islands Cricket Board of Control president Emmanuel Nanthan as his deputy. The WICB’s AGM and election for president is slated for March 7 in Jamaica. The deadline for executive nominations is today.

Slingerz, GDF hunt quarterfinal berths as Mayor’s Cup continues
Eusi Phillips Two exciting matches are fixed for tonight at the Georgetown Football Club (GFC) ground from 7:00pm with favourites Slingerz of the West Side and the Guyana Defence Force (GDF) hunting places in the quarterfinals of the Mayor’s Cup Knockout football tournament. The last-16 playoff stage started last night and continues tonight, while more games are fixed for tomorrow and Monday at the same venue as the competition heats up. Upsets have been the order leading into the last-16 but
William Europe the favoured teams like Slingerz and GDF will look to stamp their mark and advance. Today, Slingerz, runnerup to Alpha United in the last Mayor’s Cup, are down to collide with Mahaica in the opening contest. Mahaica, while being responsible for upsetting Santos, can expect a much different opponent. Slingerz boost several players with national experience and have been making a name for themselves with only Alpha really blunting their forward thrust. With the likes of Tichard Joseph, Vurlon
Vurlon Mills Mills, Joshua Browne, Solomon Austin, Dwain Jacobs and Colin Nelson, Slingerz are expected to be hard to beat. Mahaica will look to the Roberts boys, Quincy Holder, Shameer Nazir and Devon Harris to lead their charge for another upset if they can pull it off. The GDF tangle with Ann’s Grove in the nightcap and the soldiers must be mindful of the East Coast unit, especially in the way they manhandled Camptown. They will have K e v o n B a r r y, Q u i n c y Johnson, Maxwell Adams,
Six Nations 2015: England stun Wales in Cardiff
Anthony Watson scores a tri for England (AFP) BBC Sport - England’s injury-hit team came from 10 points down to record a famous victory in Cardiff and take revenge for their 30-3 mauling two years ago. Maiden tries from A n t h o n y Wa t s o n a n d Jonathan Joseph and 11 points from the boot of George Ford hauled England back into a contest that had appeared lost, and gave them the perfect start to their Six
Nations campaign. Warren Gatland’s Wales - victorious in five of the last six games between the two at this stadium - had ridden a wave of noise and emotion to establish what looked like a critical early lead. But 12 unanswered points in the second half from Stuart Lancaster’s inexperienced team silenced the bellicose home crowd and set up arguably the finest
win of the coach’s three-year tenure. England had five players making their Six Nations debut and began the contest with 290 fewer caps than their hosts. They have also never before beaten Wales in Cardiff after being behind at half-time, but they showed immense character to both upset the pre-match odds and recent history.
Dwain Jacobs Linden Roberts, and Carlton Jerrick to propel their charge. The tough army boys will depend on Eusi Phillips, William Europe, Royan Morrison, Trevon Lythcott and Delwin Fraser to spearhead their hunt. Fans are promised a treat. Tomorrow Pele oppose Cougars and Conquerors tangle with New Amsterdam United in an evening dubbed ‘GT versus NA’.

Eddy Grant’s ‘Electric Avenue’ Deonarine down with the ‘flu’ rocks the Superbowl ads list but delighted with CPL pick
Guyanese International Superstar Eddy Grant was elated to find out that his iconic hit recording and song “Electric Avenue” would be featured in BMW’s Super Bowl commercial for the i3 electric car. The ad features two of America’s best known television presenters, Bryant Gumbel and Katie Couric, who is seen dancing to the song at the end of the ad. Eddy Grant who lives in Barbados said: “I have been in the music industry for over forty years and it is nice to know that a song I wrote and recorded thirtythree years ago is still in demand and could still be r e l e v a n t i n t o d a y ’s commercial market. The song keeps going from strength to strength, and, being featured in a major ad such as this one, on a Superbowl night, that hit an all time high in America and NBC Television history, is another feather in its cap.” Electric Avenue became an International hit, first in

By Sean Devers in Jamaica Just back from South Africa with the West Indies team after finishing just behind Devon Smith with runs in the first phase of the West Indies Cricket Board (WICB) Regional FirstClass Cricket Franchise 31year-old Guyanese lefthander Narsingh Deonarine was expected to make a big impact in the middle for the Guyana Jaguars at Sabina Park yesterday. But that was not to be as the Berbician, who has played 18 Tests and 31 ODIs, missed the fifth round match against Jamaica because of the ‘flu’ a day after being bought by the Jamaica Tallawahs Franchise at the CPL draft at the Terra Nova Hotel in Kingston on Thursday. The flamboyant Deonarine has played eight T20 International and 38 T20s overall could also bowl decent off-spin. One of 17 Berbicians to
play Test cricket, Deonarine told Kaieteur Sports yesterday that he was told to rest for a week but should fully fit for the Jaguars’ next match against the Leewards in Antigua from next Friday. “I am looking forward to continue making runs in the four-day tournament and I am confident that if I do that I can get back into the Test team to play England later this year,” Deonarine said. But before that, the exciting Deonarine will suit up for Jamaica Tallawahs as one of their overseas players in the 2015 Caribbean Premier League (CPL) T20 tournament. “I am delighted to be picked by Jamaica since I was ignored by my home t e a m l a s t y e a r. G o o d performances in the CPL could open up lots of opportunities for me since the CPL will be seen by millions around the World on TV,” Deonarine stated. Deonarine, who hit Samuel Badree for six with
Narsingh Deonarine five needed from two balls to beat Trinidad & Tobago in the inaugural Sanford t20 final in Antigua, said he would put his best foot forward for his new team even when they play against the Guyana Amazon Warriors. “When I get picked for any team it becomes your team and this year I feel Jamaica has a really good side which can win this (Continued on page 29)
History of Cricket World Cups, 1996-2011 Reuters - Brief history of cricket World Cup finals between 1996-2011, ahead of the 2015 edition which starts on February 14: 1996, India, Pakistan and Sri Lanka Sri Lanka, with the explosive Sananth Jayasuriya at the top of the order and Muttiah Muralitharan bewitching opposing batsmen with his prodigious powers of spin, proved worthy champions. The Sri Lankans had demonstrated before the tournament that they could chase down totals previously thought beyond reach and they exploited the fielding restrictions at the start of the innings by attacking from the first ball. Aravinda da Silva, their most accomplished batsman, scored an assured unbeaten century in the seven-wicket win over Australia in the final in Lahore. 1999, England, Wales and Scotland Australia, the world’s best test side, were in danger of elimination in the group stages and again in the Super Six round where 120 not out from captain Steve Waugh, dropped on 56 by Herschelle
Gibbs, ensured victory over South Africa. Then, in a semi-final between the same teams, South Africa needed only one run with four balls remaining in the final over with their best one-day batsman Lance Klusner on strike. A panicky runout tied an epic match which put Australia through by virtue of their superior run rate in the previous round. Australia made no contest of the final against Pakistan, taking barely 4-1/2 hours to overwhelm the 1992 champions. 2003, South Africa, Zimbabwe and Kenya Australia’s new one-day captain Ricky Ponting struck eight sixes in his 140 not out in the final against India as his team scaled new heights with a relentless 125-run victory. The Australians became the first team to win three World Cups and took their unbeaten run in the tournament to 16. England refused to play in Zimbabwe, whose two leading players Andy Flower and Henry Olonga wore black armbands when they

Adam Gilchrist bettered Ponting’s record tally in a
final with a typically audacious 149. Two other Australian giants, Matthew Hayden and Glenn McGrath, were the leading run-scorer and wicket-taker respectively. The tournament was overshadowed by the death of popular Pakistan coach Bob Woolmer at the age of 58 in his hotel room in Jamaica after his team had unexpectedly lost to Ireland. Police launched a murder investigation which led
nowhere and a jury later returned an open verdict. 2011, India, Sri Lanka and Bangladesh Pakistan were also selected as one of four cohosts but were stripped of their matches because of security fears following the attack on the touring Sri Lankan team in 2009. Australia, rebuilding their team, missed the final for the first time since 1992 as India and Sri Lanka met in the decider, pitting Sachin
Tendulkar against Muttiah Muralitharan. Mahela Jayawardene scored an unbeaten 103 in Sri Lanka’s challenging 2746 but India recovered from a slow start to win by six wickets with 10 balls to spare with Gautam Gambhir making 97 and India’s captain Mahendra Singh Dhoni an unbeaten 91. India became the first country to win the cricket World Cup final on home soil.

West Demerara Guinness ‘Greatest of De Streets’ Futsal Competition
Could West Side Ballers prove the pundits wrong? -Raiders, Street Ballers playing for bragging rights By Rawle Welch Many knowledgeables who had the opportunity to watch hosts Pouderoyen Showstoppers clinical mutilation of Patentia Street Ballers defence in their semifinal matchup last Tuesday, are scratching their heads to come up with an effective strategy to stop the West Side juggernauts from capturing the top prize. They face West Side Ballers in the final of the inaugural West Demerara Guinness ‘Greatest of De Streets’ Futsal Competition tonight, at the Pouderoyen Tarmac and most of the pundits have agreed that only a ‘play call’ that resembles the one the Seattle Seahawks made in
the SuperBowl final against the New England Patriots which cost them the game and title could save the guests from suffering a similar fate as Patentia Street Ballers. The Showstoppers were simply delightful to watch in their semi-final clash and should they duplicate that performance then the chances of fans witnessing a competitive final looks slim. Dexroy Adams, who booted in a brace, was unstoppable and his skills and pace will definitely be a real bother for the West Side Ballers, while Nathan Allicock’s mesmerizing forays from the back always comes as a surprise. When Marvin Josiah is
added to the equation then the hurdle for West Side Ballers becomes even more challenging. However, the Ballers s h o u l d n o t b e underestimated because their strength is in their resilience as Raiders found out. They are a unit that plays as a team and unlike the other teams usually stays calm in difficult situations so writing them off is not a wise thing to do. Morgan Denny has shown how lethal he could be with his accuracy and power, while Anthony Harding and Dwayne St. Kitts are always dangerous on the counter attack. They both have produced solid performances throughout the tournament
(Flashback) A section of the crowd that converged on the Pouderoyen tarmac to witness the semi-finals last Tuesday. and with the top prize in plain sight, fans and supporters could see a significant lift in their level of play. Even though the betters might be swayed by Showstoppers impressive semi-final showing, the mental fortitude of the Ballers might just balance out the betting. In the third place playoff, Raiders take on Patentia Street Ballers and both teams
will be looking to salvage some pride following their semi-final defeats so bragging rights could make this affair an exciting duel. Adrian Birch, who is the livewire of the team, Ronsdale Knight, Alanzo Bowman and Dexter Marshall will have to display the hunger that they exhibited in getting past Den Amstel if they are to win, while Street Ballers
difficulty could be how well they recover from the disappointing loss. Meanwhile, before the start of play in the competition, there will be four exhibition games with the feature clash bringing together 2014 national champions Queen Street of Tiger Bay versus a West Side All Stars selection. Kick off time is 19:00 hrs.
