Guyana will suffer from resource curse given Govt.’ss - Chri inaction on proper depletion policy, other issues Ram Chartered Accountant a n d A t t o r n e y - a t - L a w, Christopher Ram is of the firm conviction that Guyana is facing near-crisis challenges that prevent the efficient utilization of benefits from the oil and gas sector.

Among the key challenges he noted, pertains to weak policies over which Vice President Bharrat Jagdeo appears to have sole and exclusive powers.

In an invited comment

over the holiday season, Ram said he has long advocated for a depletion policy.

Such a document would dictate how fast or slow a nation produces its oil resources. Ram said this weakness was also recently identified by the International Monetary Fund and highlighted in their report following an Article IV Consultation.

Ram also alluded to a report from the Inter-

American Development Bank on the country’s capacity constraints, given the size of our population, the skills set available and the poor state of the sector’s legal and regulatory framework. Ram and many others are in favour of a policy that takes a strategically slower approach in producing the 11 billion barrels of proven oil reserves which according to Ram and others is understated.

These reserves have all been in the oil equivalent resources in the ExxonMobil-operated Stabroek Block.

Vice President and exclusive policymaker for the oil sector, Dr. Bharrat Jagdeo has opted for the opposite. Over the years, he has contended that the rest of the world is turning away from hydrocarbons as the main source of energy. He had said Guyana therefore has a small window within

which to position itself as a key supplier of advantaged barrels. He has insisted that Guyana must produce as many barrels of oil as quickly as possible before the international community and the availability of alternative energy sources hasten the phasing out of fossil fuel.

While Jagdeo has dictated that this is the depletion policy, it should be noted that there is no actual document on this matter, nor was there nationwide consultation.

According to Ram, it seems that the only persons with whom Jagdeo consults are those from Exxon, with whom the country appears to be developing a symbiotic relationship. Nonetheless, Vice President Jagdeo has said the government has received expert advice from leading authorities such as IHS Markit on these matters, noting that this will be the way forward for the country.

Ram said however that people like IHS Markit and Rystad Energy are interested in securing consultancies and will tell the policymakers and oil companies what they think they want to hear. According to Ram, former Natural Resources Minister Raphael Trotman also said that he received expert advice from world class experts that resulted in perhaps the most abominable petroleum contract in the last half c e n t u r y. R a m a s k e d ironically, “Where have those experts led us?”

Ram also connected the depletion policy to an education and training policy so that Guyanese can land the sector ’s high p a y i n g j o b s . H e a lso advocated for an immigration policy which gives different levels of access to varying categories of persons and nationalities.

He said this would ensure the country has the absorptive capacity to transition to a full-fledged petroleum economy without the great risk of the Dutch disease.

By ignoring calls for these various policies, Ram said the government is making it almost inevitable that in addition to the Dutch Disease, the country will suffer at the mercy of its sinister sibling, the resource curse. For readers unfamiliar with the term, the resource curse, also known as the paradox of plenty, refers to a phenomenon where countries rich in natural

This can happen due to mismanagement, corruption, and neglect of other sectors.

On the matter of execution, Ram claims that the PPP/C administration suffers from the ailment of loyalty over competence and gave as one of his examples, the US$214M audit fiasco involving Senior Petroleum Coordinator at the Natural Resources Ministry, Bobby Gossai. Readers would recall that British company, IHS Markit was hired in 2019 by the Guyana Government to audit ExxonMobil’s expenses in the Stabroek Block from 1999 to 2017, totaling US$1.7B. IHS Markit identified US$214M in questionable sums, which received no objection from the Guyana Revenue Authority (GRA).

D e s p i t e G R A’s recommendation to conclude the audit at that sum, Gossai continued to negotiate with Exxon for a reduced amount. It was later found by Kaieteur News that the sum was reduced from US$214M to US$3M. Following public outcry and an investigation on the instruction of President Irfaan Ali, Gossai was found culpable and let off with a warning and fined 15 days’ pay.

Ram also pointed out that the Ministry of Natural Resources is yet to provide strict guidelines on the exercise of discretion over allowable recoverable expenses.

Overall, Ram said the foregoing reflects grave weaknesses in the country’s institutional architecture for the regulation of this sector.

Guyana reaches 4th year of oil production - yet to independently verify daily number of barrels being produced - still no signed parent company guarantee for oil spills - no audit completed; reports withheld from public - interest rate on Exxon’s investments still secret - no transparency on use of NRF Guyana on December 20, 2023, commemorated its fourth successful year of offshore deep water oil production. ExxonMobil is the operator of the prolific Stabroek Block where more than 11 billion barrel of oil resources have been discovered since 2015.

Although production activities commenced just over four years ago, the government of Guyana is yet to implement key strategies for the prudent management of the resources and measures that allow for public oversight and accountability.

Guyanese have been protesting for changes to the abrasive terms of the contract signed with Exxon and Co-Venturers Hess and CNOOC, however, even without bringing the companies back to the negotiating table, government can implement measures that allow greater governance of the sector which is now the key driver of this country’s economy.

No meters to verify production rates Four years after commencing production activities on the country’s first Floating Production Storage and Offloading (FPSO) vessel Guyana has not implemented systems to verify the daily number of barrels being produced by ExxonMobil.

The country has not only started up two more FPSOs without independent meters to verify production but has also to date sanctioned a total of five projects, with a sixth currently pending approval.

In the meantime, Guyana is dependent on the production statistics reported by the operator of the projects.

No signed parent company guarantee for oil spills Another major gap in the regulatory aspect of the sector is the lack of a signed parent company guarantee to protect the country from bearing the financial burdens of an oil spill.

With an already meagre share of profits from the rapidly developing sector, Guyana can be left to foot the

costs of an oil spill that occurs in the Stabroek Block. A spill can affect more than 10 Caribbean countries; however, the country only has a US$600 million insurance and a US$2 billion guarantee from ExxonMobil, which experts say would not be sufficient to clean up a potentially massive spill.

Two Guyanese had taken the Environmental Protection Agency (EPA) to Court for failing to secure a signed guarantee from the parent company of ExxonMobil Guyana Limited (EMGL)- formerly Esso Exploration and Production Guyana Limited (EEPGL).

The Court on May 3, 2023, ordered the oil company to provide the signed guarantee to cover costs above the limited insurance, but that ruling has been appealed and is ongoing before the Court. In the meantime, EMGL has reportedly lodged a US$2B guarantee; requests for the document to be made public have been repeatedly ignored by policymakers.

No audit completed; reports withheld from public Since oil was found by Guyana in 2015, only two audits of Exxon’s expenses have commenced. Both processes have not been completed to the disappointment Chief Policy maker for the sector, Vice President Bharrat Jagdeo.

He has repeatedly expressed discontent with the lengthy duration of the review process but maintains that the technical analysis by the Guyana Revenue Authority (GRA) must not be compromised.

Back in April this year, Jagdeo said, “The criticism about the length of time it is taking is fair, but this audit is being done between GRA and the Ministry of Natural Resources with a minimum o f 2 0 t e c h n i c a l s t a ff (overlooking the process) …”

The first audit was conducted by a British firm, IHS-Markit. The contract was awarded by the Coalition government in

September 2019 for the company to review some US$1.6 billion in costs incurred by Exxon during the period 1999 to 2017.

A second audit contract was awarded by the incumbent administration in May 2022 for a local consortium, VHE supported by an overseas company, to undertake a US$7.3B review o f t h e o i l c o m p a n y ’s expenses racked up between 2018 and 2020.

There has been public outcry since both audit reports, though handed over to government have not been shared publicly. The first report was leaked rather than officially shared through government channels. The second report however remains hidden from the public.

Interest rate on Exxon’s equity still secret ExxonMobil for the past four years has been using Guyana’s oil to repay itself and co-venturers for its equity contribution or investments into the development of the Stabroek Block resources.

These investments, as rightfully pointed out by VP Jagdeo attracts an interest rate. Be that as it may, the chief policy maker for the sector has outrightly refused to disclose the cost of financing for the projects.

At a press conference in June this year, he explained, “Regardless of whether you make the financing in the form of a loan or equity you have to get a rate return.

There is a cost of capital and that is how it is”.

This newspaper in a follow up question to the former Head of State’s remarks queried whether there was a standard rate Guyana is paying. The subject of a standard rate is particularly significant, given that Guyana has already been warned by the International Monetary Fund (IMF) that the country could lose massive revenue by failing to cap the interest rates on the investments for its oil projects.

The IMF said it is an industry norm that the government of the day disallows interests from

being recovered on loans.

Even if this is allowed, the administration sets a cap or limit to prevent the full interest amount from being recovered. The IMF pointed out that Guyana not only allows the recovery of the interest but also sets no cap.

However, in response to the specific question the former President told this newspaper, “We are not paying anything. The Government of Guyana is not paying anything because they have to raise the financing using the best efforts; the cheapest cost of financing that is what they are supposed to do as a company, so this is what can be analyzed even when you look at the cost bank.”

Before further questions

could be asked, Jagdeo requested that the press conference “move on”.

No transparency on use of oil money The National Assembly in December 2021 passed a Natural Resources Fund Act to govern the revenue earned from the petroleum industry.

It earmarks specific guidelines for the use of the funds. However, there has been no indication from government as to a single project financed from this revenue stream to date.

The first withdrawal from the account was made in May 2022. Parliamentary approval was granted for the sum of US$607.6 million to be transferred during the fiscal year 2022 and another US$1.002 billion in 2023.

Section 16.2 of the NRF Act explains that “All withdrawals from the Fund shall be deposited into the Consolidated Fund and shall be used only to finance - (a) national development priorities including any initiative aimed at realizing an inclusive green economy; and (b) essential projects that are directly related to ameliorating the effect of a major natural disaster.”

Government has not identified what are the “national development priorities” being funded by the oil revenue. The country is therefore in the dark regarding the use of the funds.

The stability clause excuse Attorney General, Anil Nandlall once said that the PPP/C Government would love to bring about changes in the ExxonMobil contract, but it is handcuffed and severely limited from doing so. The argument of the government is that the stability clause stands as an impassable barrier against any changes to the 2016 contract that causes economic loss in any form to the company. Therefore, no matter how much the PPP/C Government is committed to doing better and getting more for Guyana, it just cannot, due to the presence of this ironclad stability clause in the contract.

This is breathtaking coming from a legal professional with the depth of the Attorney General, Mr. Nandlall. It is astonishing that this defeatist and resigned position is taken by the PPP/C Government. We assert so because, more than most, he should know that skilled legal practitioners are always searching and probing for ways to get around and overcome provisions that seem unchallengeable, and conditions that look like they are insurmountable. What the learned Attorney General would want Guyanese to believe today is that when the PPP/C was in the opposition, the group, and its leaders (and lawyers) were all in the dark about this same stability clause. This was while the top people in the PPP had promised to renegotiate the contract. If there are two things that separate resourceful and successful politicians and lawyers from the pack, it is that they figure out ways to conquer what stands in their way. And second, this is when the odds of doing so look most unlikely.

What has become clearer is that the PPP/C Government is now full of excuses, and there is always the readymade pariah in the APNU+AFC Coalition and the oil contract that was signed during its terms. Indeed, that is so, and we at this publication have been neither hesitant nor sympathetic to the previous government for its complete loss of judgment, and terrible failure, with that repulsive contract. The problem is that constantly looking back at how the then government sold out this country, and forever singing a 'woe is Guyana' tune does not do anything that either confronts the contract full-on or gives any indication of working around it in skilful ways to achieve better. That is, introducing the kinds of approaches and practices that help ExxonMobil to see the light, and yield some ground. When the PPP/C Government, using Attorney General Nandlall as its warhorse, continues with its fullthroated attacks on the crippling handiwork of the APNU+AFC Coalition, there is no benefit for Guyana, other than the scoring of cheap political points. The licking is deserving, but Guyanese remain trapped under the yoke of the 2016 contract. None is served, nothing is gained.

Further, when Attorney General Nandlall speaks of “born again champions” for transparency and accountability, then it is obvious that his government is comfortable with the same secrecies that bedevilled the former government with the signing bonus and concealing of the contract. By the erudite Attorney General's reasoning, it would appear that APNU+AFC secrecies in the early stages of the contract's existence, now justifies secrecies that proliferate under the PPP/C Government. When the government and its leading spokespeople find it more advantageous to degrade Guyanese messengers pushing for better in an amended contract, then only ExxonMobil and its partners continue to benefit. One would think that the PPP/C Government would lead the way out of this longstanding crab barrel mentality of pulling down locals, while foreigners tear the flesh from their backs. The PPP/C as a political group, and as a government, has never been lacking in resilience and adaptability.

But here it is today pretending to be paralyzingly harnessed to the 2016 contract, thanks to the APNU+AFC. When the PPP/C Government has had opportunities to proceed with 'all deliberate speed' with its approval of new projects, it has raced forward like a reckless, drugged-up teenager by doing the opposite.

When government had openings to use the bureaucracy and manifest savvy leadership as its powerful trump cards, it folded its hand, and curses the Coalition. When the PPP/C Government engages in these pantomimes, Guyanese go on losing, while ExxonMobil triumphs and applauds its local heroes, like Mr. Nandlall.

The PPP is pushing to full-fledged dictatorship Dear Editor, The People's Progressive Party (PPP) is clearing its pathway to full-fledged dictatorship, and this should be a concern to all Guyanese.

Dictatorship only bodes well for the dictators. Never for the citizens who must endure repression and violations of law and human rights. Issues such as free speech and the right to have a view dissimilar to that of the government are denied.

Those who resist and are brave enough to persist in public and even some private expressions and actions to highlight governments' wrongdoing and hold them accountable, usually find themselves not only ostracised by the government but eliminated from society.

Rickford Burke, a conscious Guyanese American citizen, is known for his political association under the Desmond Hoyte government and in the United States (U.S).

He speaks primarily to Guyanese issues and the wider Caribbean and consequently has found himself under constant

surveillance by the PPP regime as he holds them accountable.

Burke has attracted the wrath of Bharrat Jagdeo, a vengeful and dangerous politician, whose regime was associated with death squads that left hundreds of Guyanese dead. Many are still not accounted for to date. On his watch, Guyana was known as a highly corrupt narco-militarised state.

Under Jagdeo and continuing under the Irfaan Ali/Jagdeo regime, the tactic embraced is either to silence or criminalize those perceived to be opponents or sympathetic to the opposition. Case in point is Colvin Heath-London, staff of the Guyana Elections Commission during the last National elections; former ministers of government, businesses and individuals perceived to have Opposition sympathies or association. We must note t h e m u r d e r o f activist/journalist Ronald Waddell, and private citizen Courtney Crum-Ewing whose only sin was the use of a loudhailer daily, picketing

the PPP government.

Another journalist and social activist Mark Benschop was wrongly criminalized and spent five years of his youthful life incarcerated in solitary confinement as an example to others. In the same way, political activist Rickford Burke now joins the list of who the PPP is prepared to extinguish through criminalization charges that will sully their names and reputation through media hype and PPP propaganda.

The method employed is to accuse and don't charge or charge with no intention to try or try but drop the case after doing damage to the individual's character.

The attack on Burke is no surprise for those with keen and watchful eyes. Burke and his organisation, CGID, has taken on the role to expose the Ali/Jagdeo regime to various United States government groupings. Most recently, he held a high-profile conference on Guyana in the U.S dealing with issues of poor governance, discrimination and so forth.

The PPP clearly cannot be

comfortable with the attention Burke is attracting, locally, regionally, and most importantly in the U.S.A where he is well connected.

This connection bothers the PPP deeply and they will stop at nothing to dismantle it.

Bharrat Jagdeo in particular is deeply perturbed with the freedom which Guyanese in the diaspora enjoy expressing their opinions and create influence. As a result, he has turned to the Cyber Crime Act to criminalise persons even in foreign countries for daring to hold the government accountable.

In times past, one media columnist was under attack and reportedly had what he described as a “miasmic mess” thrown in his face.

This nation must never forget the grenade attack on Kaieteur News.

In recent times, owner Glenn Lall with his personal activism is attracting the wrath of Jagdeo.

Other measures such as denying advertising dollars have also been used. It is against this backdrop that I address the (Continuned on page 5)

Freddie Kissoon answered himself-many times in the past Dear Editor, “Why can't academics write in support of the (PPP/C) Government?

(Freddie Kissoon-Chronicle, December 19, 2023),” is fraught with nothing. In fact, it self-debunks too, as I will proffer irrefutable evidence from Freddie Kissoon, who has indeed answered himself, for too long, and on many occasions too (hence, the stupidity of the article and his question).

Editor, I invite you and your audience to read April 15, 2019, Freddie Kissoon's “Guyana Politics: I feel personally insulted by Irfaan Ali's Press Conference.”

The man was emphatic therein, saying that “I feel personally insulted by what Irfaan Ali did.

He bawled angrily that “If I had any respect for Irfaan Ali, he has lost it. If I had any admiration for Irfaan, he has lost it. I am referring to his recent press conference in which he appointed Kwame McCoy to direct (his campaigns and press conferences).” Why? “Irfaan has gone mad. The gods have destroyed him. Of course, the gods rendered him incompetent before

sending him off to Hades.

How perceptive is Ali? The question is he isn't at all.”

(Wow Freddie) Well, Guyanese have the same Irfaan Ali as President, and a promoted Kwame (from Liaison Officer to Minister of the Government). That constitutes why academics don't not write in support of the PPP/C Government, and that is coming from you (Freddie Kissoon), who posited the question. (You should be happy; that was what you championed for too long).

The issue gets quite jocular, as Freddie Kissoon even demeaned the very visage of Minister Kwame McCoy, pointing out that “Of all the 'lovely faces and bodies' and talent in the PPP, Irfaan chose McCoy to host his press conference. (and) In doing so, I feel personally insulted by Irfaan (as) McCoy (with his bad looks and pygmy IQ) was charged for attacking me after his codefendant, Jason Abdulla gave a confession statement to the police, implicating M c C o y. ( A n d y e t ) Magistrate Judy Latchman freed McCoy.”

Editor, an enraged (at the PPP/C Government) Kissoon, asked “Why would he (Ali) choose McCoy? This guy (Kwame) is a serial offender. He has convictions in the courts.

His pattern of deportment when he was the darling of Presidents Jagdeo and Ramotar hasn't changed.

I was told he is back on television. I hardly look at television and why would I watch McCoy (as he is not salubrious in looks).”

Now, what do we have?

Freddie Kissoon is under the purview of the said Kwame M c C o y, a n d I f e e l convinced, that his congenital and incurable hatred for the PPP/C has no outlet in this era, and thus he must 'worship' his erstwhile Satans.

Another comical piece in that article is the false prophet/prophesy element in the now doomed prophet.

He, Freddie Kissoon, did prognosticate that “If this is the kind of politics Irfaan is going to display then he hasn't a chance in winning the next general election.”

L O L . We l l , w e k n o w different; (as) PPP/C, with Ali and McCoy, did the very

thing that Freddie Kissoon preached and prophesied against.

At that time, and in the article, Freddie was falsely rejoicing, saying that “I would describe Irfaan's press conference as a disaster. It shows that he has learnt nothing from the five years he has been in opposition. It shows that he may have learnt nothing from politics in general.”

So, Editor, “Do foh do nah obeah.” Freddie Kissoon should not be peeved at the fact that “… people would email me to direct me to insulting comments made about me by the editor-inchief, Mr. Anand Persaud, in his position as moderator of the comment section in the online edition.”

Freddie even called one politician 'cock-eyed' and it was his wont to use horrible nicknames for the likes of Dr. Vi s h n u B i s r a m , D r.

Randolph Persaud and a host of others he is now forced to idolize.

I can go on interminably but will invoke just another reason for “Academics not writing in support of the PPP/C Government.” Again, (Continued on page 5)

Make Smuggling for Food and Fuel Legal to Curb Inflation Dear Editor, VP Bharrat Jagdeo now laughs before his press conferences, apparently, he himself seems to realize he is peddling ludicracy. His recent nonsensical blabber in response to the latest US$500M boondoggle involving Exxon's taxes, which is causing this nation great suffering now seems to be a passing laughing matter, like the US$214M reduced to US$3M. So far, over US0$1 billion has been squandered right in front of Guyanese eyes with simple accounting tricks involving ExxonMobil, imagine what this could have done to assist Guyanese with their inflation woes, particularly for food and fuel.

He now says, that not taxing foreign companies operating in Guyana is a good investment for Guyana, yet when he was in

opposition lambasted APNU for having Exxon not pay any taxes. If not taxing foreign "investors" is good, then why is he taxing Guyanese? Guyanese daily invest their time, labour, and capital, work in hazardous environments, and risk their lives in traffic to keep this country functioning. Every good country globally has a robust tax revenue collection system, every bad country doesn't. Guyanese of all walks of life now complain of inflation, so what are the solutions? The government can blame COVID, interest rate, exchange rate, and supply chain issues for inflation, but there are actions they can take locally to reduce inflation, by increasing the supply of goods, since increasing the supply of the goods is now more important than increasing the money amount, although increasing

the money amount for citizens can help if the goods are available. With all the duty-free, and tax concessions given to foreign importers, particularly Chinese importers, how come the cost of goods continues to be so high in Guyana?

How come in this country agricultural produce continues to rot in the hinterland while people can't get it in the urban areas? The same continues to happen to beef and other livestock produced in the Rupununi areas. Burnham tried to fix this through the GMCGuyana Marketing Corporation, which the PPP criticized as usual, but the PPP never provided a solution. This world now has affordable rivers, and shallow watercrafts that Guyana can afford which can access the hinterland to bring food produce to areas

From page 5 concerns for the government actions toward our social media activists, our regular media sources who seek to operate in a free space and those in the diaspora, in particular Rickford Burke who is the current primary target. We must not be afraid to call it as we see it. That is, an attempted effort to have him isolated from his U.S high-ranking political association.

In the eyes of Bharrat Jagdeo, judging from his track record and recent press conference addressing Burke, anyone could not help but recognise the venomous passion seen in him.

There is all reason to believe the work of Burke and others in the diaspora is seriously hurting the Ali/Jagdeo regime. Burke's

safety and security is of serious concern. One can put nothing beyond the PPP, in particular its General Secretary best known for heading a government associated with death squads.

I put nothing past him, neither should Burke and US authorities.

In a recent release, Burke via Benschop Radio debunked the claims made by the PPP that he lied about being served.

Benschop reports validating the claim made by Burke.

I encourage all Guyanese to stand prepared to hold Mr. Jagdeo and the PPP government accountable for Burke's safety and that of our independent media operatives in and out of Guyana. Be they on traditional media or social media.

Guyana's food supply was saved by those being referred to as smugglers, contraband runners, and illegal traders during the tough Burnham times, as

they did a far better job than the Ministries of Trade and Agriculture combined to provide cheaply available food for Guyanese.

For this, they should be allowed to do it again but legally, grant them import licences and let them import food and fuel legally for Guyana, as mentioned before, they will do a far better job than the Ministries of Trade and Agriculture combined, since these ministries continue to be plagued by corrupt wrong pegs in wrong holes. Gross mismanagement of $26.42M Timehri wharf project - 2023 AG report finds …Agri. Ministry fired contractor The Audit Office of Guyana's (AOG) 2022 report revealed that there has been the mismanagement of allocated funds under the Ministry of Agriculture as well as failure to meet contractual obligations in relation to the $26.420M Timber Wharf and Landing, at Timehri, East Bank Demerara (EBD).

The report highlighted the $26.420 million contract, awarded by the National Procurement and Tender Administration Board ( N P TA B ) , a i m e d a t constructing the wharf and landing for the Fishermen Cooperative Society.

However, as of 31st

December 2022, only $3.963 million of the allocated sum had been disbursed to the contractor.

It was revealed in the report that a physical verification conducted on July 6, 2023 revealed alarming discrepancies: the fact that seven months had already elapsed on a ninetyday duration project, with minimal on-site activity observed—merely one excavator and a single contractor staff member.

Worse still, it was stated too that substandard workmanship was glaringly evident, with the installation of defective timber deck planks and numerous cracks

present along the grain of the timber.

The AG report stated that the contractor deviated from the agreed specifications by employing a 320 excavator for pile driving instead of the prescribed method involving a barge and specific equipment.

This discrepancy not only raised questions about the integrity of the work but also threw doubt on the depth and quality of the piles being installed.

The Ministry responded to the findings by indicating that the contract was terminated on August 29, 2023. However, the audit raises serious concerns about

the oversight and monitoring of contracts within the M i n i s t r y, p r o m p t i n g recommendations from the AOG. The AG strongly advise implementing robust systems for monitoring and supervising contracts to prevent such occurrences in the future.

Charrandass Persaud saved Guyana Dear Editor, Many like myself in the diaspora have heard about Charrandass Persaud's illness. We must thank this man who saved Guyana from returning to being ruled under dictatorship.

This happened under the Burnham rule and as such, persons like myself migrated almost five decades ago. I

saw persons posting all sorts of degrading replies about this man's illness on a YouTube channel being aired by an opposition member.

This is unfair because I never saw anyone from this Government while in opposition said any bad things of an ailing member of the opposition when they

were in Government.

We all should be thankful to this man who voted according to his conscience to return Guyana to democracy and for Guyanese to have a better life through massive developments. I pray for this man to have a speedy recovery.

VP Jagdeo, do something meaningful to ease inflation for Guyanese, and you can be the king that saved Guyana while Aubrey Norton will get cheap "cutters" for his drinks. Oh, what am I thinking? VP

Bharrat Jagdeo would not change his 'Vodoo economics' to benefit the Guyanese. VP Jagdeo says to his critics, that they don't know how to run a country, yet Jagdeo's idea of running a country is to give away everything to foreigners while stomping on his country people at the same time.

The private sector which stayed silent all along is now awakening from its slumber due to VP Jagdeo's economics, and now complaining as they feel the squeeze. Many other Guyanese are also following suit, and complaints about inflation are coming from across Guyana. But Guyanese how many times you have to be told that complaining will not bring you betterment? Only taking to the streets in protest will.

Jagdeo is being fallacious and flippant At his last Press Conference, Second Vice President, sought to draw an analogy between running a home and running a country.

He argued that in the same way as a family will not spend all its income on consumables – food and clothing – so too a country cannot dispose of all its revenues into paying wages and salaries.

A deeper look at this analogy will unearth a fundamental flaw in Jagdeo's reasoning. He says, for example that the family also has to spend on the roof and on the physical structure of the home and not only on consumables. In this regard, he is referring to the need for government to spend on infrastructure and not only on wages and salaries.

But what Jagdeo misses, conveniently is that a family can only invest in improving its home to the extent that its income allows it to do so.

How many ordinary public servants today have the incomes that would allow them to set aside monies for maintaining and improving their home?

Most of the ordinary public servants live paycheck to paycheck. They budget every single dollar that they earn. This is why when the cost-of-living increases, as it as has been doing over the past few years, it throws the budget of public servants askew.

With inflation eroding the salary increases offered by government, public servants find themselves worst off each year. The 6.5 percent increase offered this year cannot buy or pay for the same essentials which

were bought or paid for one year ago. Even with the 6.5 per cent increase, offered by government, public servants are worse off this year than they were last year.

It is true that a country needs roads and social services. But in any economy, people should come first and unless investment is made in people, the infrastructure the quality of social services will decline.

But to get back to Jagdeo's analogy between running a country and a household, it should be noted that domestic investment comes from savings and borrowing.

This is basic economic t h e o r y. H o w e v e r, t h e average public servant is saving very little when the month comes.

As such, when that public servant wants to do any work around the house he or she cannot.

Public servants therefore either have to borrow or throw a 'box-hand'. Jagdeo would be surprised at how many ordinary public servants are engaged in throwing box-hand. They may have to go and borrow from the banks. But where will the income come from to repay the loans when so little, if any at all, is left after their expenses?

Workers who do not have savings cannot borrow.

Where therefore will they find the sums needed for basic maintenance much less for improvements and expansion?

Jagdeo's position is therefore both fallacious and flippant. But that happens when you are divorced from

what is happening on the ground.

He should be encouraged to take a drive down to any ATM on payday. He will notice the urgency with which public servants rush down to obtain monies to pay their bills. Most of the ordinary public servants withdraw their entire salaries to meet expenses. Not much is left for savings.

Jagdeo says that a country cannot spend more than it has. It cannot spend all that it has, it cannot spend all that it has on one item.

Jagdeo is being disingenuous in suggesting that the call is for his government to spend more than it earns, all that it earns or all that it earns on one line item – wages and salaries.

The fact of the matter – and Jagdeo knows this all too well – is that the government has the capacity to pay more.

Affordability is not the problem. He also knows that a 10% wage increase to workers is not only affordable but will not break the bank.

At his press conference two weeks ago, he said that the government was spending G$89B on wages.

He implied that the government has considered sustainability. But the government's own forecasting shows that it planned to spend $106B for this year on central government's wages and salaries.

This is according to the forecast published in the recent IMF review of the e c o n o m y. Wa g e s a n d salaries were projected at a mere 12% of central government expenditure and

He reasoned, “It may work to Exxon's benefit to put in new roads, it may be Exxon's benefit to build a new gas plant but they don't need that kind of electricity system in Guyana and who knows if they actually need the roads that are being built because there is no public process so what you have is a plan and the plan is to use the money to keep the existing political structure in power and that's what is going to be done.”

Meanwhile, Director of Energy at Americas Market Intelligence, Arthur Deakin, also shared the view that government lacks a clear s tructure on how the resources from this sector

will be used to transform the lives of Guyanese.

He noted that Guyana's oil sector has been moving at one of the fastest paces known in the industry; however, when it comes to translating that wealth to the population, this has been taking some time.

In fact, the specialist pointed out that for the wealth to benefit the population, it would require structural planning by the administration.

To this end, Deakin said, “The government lacks a clear vision, a clear plan on how it's gonna spend the money it's receiving from the oil revenue, so I think there is a lot of room for improvement.”

Jagdeo says that there are now 54,000 public sector workers.

Twenty-five percent of this number is because of his welfare programme, known as the

Jagdeo should confess that the only reason why public servants could not be paid a higher wage this year is to save the private sector from having to do the same for its workers.

NIS challenges court order to pay pensioner’s full benefits

An appeal has been filed by the office of the Attorney General to challenge the ruling in which the National Insurance Scheme (NIS) was ordered to pay a pensioner his full benefits.

Last month, High Court Justice Damone Younge ordered the NIS to pay a former staffer of Toolsie Persaud Limited (TPL), Shariff Zainul his full benefits. The ruling was made after Zainul was able to prove to the court that he

worked with the company for several years and that the contributions were deducted from his salary.

High Court ordered the NIS to credit Zainul 354 contributions which his former employer, TPL, failed to remit to NIS while he worked there from 1992 to 2000. The NIS was also ordered to pay Zainul his NIS Pension effective October 16, 2011, to the date of his 60th birthday.

H o w e v e r, t h e Government of Guyana through the NIS and the office of the Attorney General is challenging Mr. Zainul’s right to his old pension in the circumstances of the court decision.

In the appeal, the NIS is contending that the judge erred and misdirected herself in law in her interpretation of the provisions of the NIS Social Security Act Chapter 36:01 and its regulations.

The appeal is also challenging the decision on the ground that Justice Younge erred or misdirected herself in the application of Section 17 (1) C of the NIS and Social Security Contribution Regulations and failed to apply the provision of Section 45 of the principal Act which provides the many legal remedies and recourse of the respondent/applicant as an insured person /employee; the judge erred and misdirected herself in law in applying and giving precedence to Regulation 6 (1) of NIS and social security contributions, regulations ahead of and in priority with the principal Act. Further, addressing the merits of the case, the NIS contends inter alia, that the judge erred when she determined that Mr. Zainul was entitled to be accredited 354 contributions for the period for which the employer, Toolsie Persaud Limited, failed to remit the contributions to NIS on the basis that the man provided the proof of employment and should not be made to suffer because his employer failed to pay the requisite contributions.

In a ruling dated November 27, Justice Younge pointed out that “The applicant [Zainul] should not be made to suffer for failure of the respondent [NIS] and TPL to reconcile their records or to have an accurate record of the contributions made by the applicant, for the failure of TPL to pay over the

applicant’s contributions made by the applicant, or for the failure of TPL to pay over the applicant’s contributions to the respondent.”

In court documents, Zainul had stated that on attaining the age of 60, he made an application to the NIS for the payment of his pension and was informed by the insurance entity that he did not qualify to be paid a pension because he did not have sufficient contributions.

Zainul was then informed that there was no record of any contributions for him for the period 1992 to 2000 and that he had amassed only 374 contributions which entitled him to the payment of an Old Age Grant but not his pension.

The man subsequently appealed to the Appeal tribunal against NIS’ decision not to pay him. He was advised to procure testimonies from two of his former work colleagues who worked with him during the period of his employment that could not be accounted for by NIS. The Applicant obtained a letter from the former Personnel Officer of TPL, Krishendatt Sahadeo, and statutory declarations from two former employees of the c o m p a n y, S u r u j p a u l Danpaul, and Kenneth Gordon, attesting to the fact that he was an employee for the years in question.

He also presented pay slips from TPL evidencing NIS deductions for the years 1993, 1994, 1995, 1996, 1997, and 1998 were also submitted.

However, the man was still told that his appeal was unsuccessful. As a result, he hired attorney Christopher Thompson from the law firm Christopher Ram and Associates to take the matter to court.

Alluding to the evidence, the Court noted that former Personnel Officer at TPL, Krishendatt Sahadeo substantiating that Zainul worked with the company from May 4, 1992, to December 31, 2000, is “good and sufficient proof of his employment there.”

As such, Justice Younge noted that in the court’s considered view, contribution schedules should by no means take ‘precedence’ over later documents to the exclusion of those later documents.

South Rupununi village builds Nature Park Due to the lack of green space within the area, the South Rupununi village of Karaudarnau recently opened a nature park, an idea which was borne out of an environmental project done by students in the region.

According to the South Rupununi Conservation Society (SRCS), as part of its two-year Envi r o n m e n t a l E d u c a t i o n Curriculum, students in 12 communities had to design a project to benefit the wildlife, culture or environment of their community.

Based on the lack of green space within the village, the students in Karaudarnau came up with the idea of building a nature park in the centre of their village, the SRCS said.

It was noted that their class teacher, Miss Gail Xavier, then took the proposal to the Karaudarnau Village Council and the residents of village agreed to use some of their Low Carbon Development Strategy funds to build the park. “The village of Karaudarnau then went above and beyond to make the park as innovative as possible and to create the first of its kind in Guyana,” the SRCS said.

According to the conservation body, the project, “shows that you are never too old to learn and never too young to lead. We should listen to our children, empower them from a young age and show them that they have the

ability to make positive change within their communities!”

For their contribution to the project, the SRCS expressed appreciation to the Sustainable Wildlife Management Programme for supporting its Environmental Education project. “A massive thank you to Karaudarnau Village and Karaudarnau Village Council for listening to and supporting their children and for taking the project to a whole new level. Finally, a special and sincere thank you to Miss Gail Xavier and Toshao Apollos Isaacs for making this project a success - you have created something amazing that your community, the Rupununi and Guyana are proud of,” the SRCS said.

The SRCS said the official commissioning of the nature park is expected soon and residents and visitors are already converging at the scenic park for visits and photo-ups.

Friends die in Christmas Day accident at Le Destin …as road fatalities on EBE roadway continue

Two friends died on Christmas Day after one of the men lost control of the vehicle they were travelling in and slammed into a container along the road shoulder at Le Destin, East Bank Essequibo (EBE).

Dead is Lechan Mangal,

a 25-year-old taxi driver of Lot 5 De Kinderen ‘Old Road’, West Coast Demerara (WCD) and Stephon Anthony Basdeo, a 26-yearold of Lot 1 De Kinderen ‘Old Road.’ Their friend, Aubrey Hardy, a 27-yearold, also of De Kinderen,

survived the accident.

According to the police, the accident involved a motorcar bearing registration PXX 872, which was driven by Mangal.

Police said around 06:00hrs on Christmas morning, the car, a Toyota Fielder wagon,

was proceeding east along the northern side of the road at a fast rate when the driver lost control of the vehicle and collided with the container which was on the parapet.

This publication understands that the force of

the impact resulted in the container shifting from its original position while skid marks on the grass at the side of the road leading to the point of impact, stretched for more than 100 feet from the container.

As a result of the collision, police said Mangal and Basdeo sustained injuries about their bodies and both men were picked up in an unconscious state and taken to the Leonora Cottage Hospital where they were seen and examined by a doctor on duty who pronounced them dead on arrival.

Hardy, who sustained head injuries, is receiving treatment at Leonora Cottage Hospital where his condition is regarded as stable, the police added.

The bodies of the deceased were taken to the Ezekiel Funeral Home, awaiting post mortem examinations.

Over the year, a number of accidents, some fatal, have occurred along the public road on the EBE. This year, a number of people died in accidents along the busy roadway.

Last Tuesday night, 47year -old Anita Narine died after she was struck down along the public road at Le Destin, allegedly by a speeding minibus driver who was drunk.

Police investigations revealed that the minibus, bearing registration BAD 6362, was proceeding west along the southern side of the road at a fast rate when the left side front of the vehicle collided with Narine who was crossing the road from north to south.

She was picked up in a conscious state by the driver, placed in the minibus and rushed to the Sheriff Hospital at Leonora where she was seen and examined by a doctor on duty and she died whilst receiving treatment.

On November 12, 2023 popular biker Shaheed Ismieal, 36 of Cornelia Ida, We s t C o a s t D e m e r a r a (WCD) died after he collided with a car, allegedly driven by a drunk driver at Good Hope, EBE. In March this year, five

The lorry driver said that he responded by applying the brakes and swerving right to avoid colliding with the motorcar which was in front of him but this resulted in him colliding with the rightside front portion of minibus.

As a result of the collision, minibus passengers: Margaret Kennedy, 72 of Tuschen; Olga Reddy,57 of Parika; and Elvis Charles, 40 of Ruby, EBE; received injuries about their bodies and were escorted to the Leonora Cottage Hospital where they all died while receiving medical treatment.

Vernon Prowell, the driver of the bus and 71year-old passenger Stella Parhoo succumbed to their injuries while undergoing treatment.

First Lady Arya Ali visited the newborns and their mothers. “We usually use this occasion to celebrate our ‘Christmas babies,’ I want to also celebrate our healthcare workers who provide selfless service yearround,” she said.

Mrs. Ali said that the seven babies were safely delivered at the Georgetown Public Hospital Corporation (GPHC) because of the hard work, commitment, and sacrifice of the healthcare workers.

Man escapes execution attempt in Cane View Avenue …relatives say popular Albert Street businessman behind shooting Relatives of a 20-year-old man are fearful of his welfare after two gunmen attempted to kill him at his home on Cane View Avenue, South Ruimveldt Park two weeks ago.

Reports are that on December 16, 2023 around 20:40hrs, the man was sitting close to a food stand in the vicinity of Roseau Drive and Cane View Avenue when two men opened fire in his direction. The victim managed to escape the

gunshots, however he sustained cuts to his feet when he stepped on sharp objects as he escaped the hail of bullets.

According to an eyewitness, on the night of the shooting, two suspicious men visited the food stand to purchase several items.

“One had a cutlass in he waist and they didn’t look like people from the area,” the eyewitness said.

It was noted that after the men

left, less than 10 minutes later, two other men rode up on a motorcycle and parked the bike in a dark area in the street. The men then menacingly approached the food stand where the victim was sitting along with other patrons. The gunmen, whose faces were covered with masks, then headed in the victim’s direction. However, sensing that he was in danger, the man ran from the scene with the

men in pursuit. He ran down the side of a house and into a swampy area where he sustained the cuts to his feet. The gunmen fired several shots in his direction as he ran for cover.

The two gunmen then jumped onto their motorcycle and left the scene.

Meanwhile, the man’s relatives noted that the motive behind the shooting may be related to an

incident two days prior.

They said that the victim and a neighbour, who operates a popular food stand in Albert Street, had a heated altercation during which the businessman issued several threats to the young man.

Three die in Christmas morning fire in Linden

DEAD: Angelique Lawrence Fire of unknown origin on Christmas Day gutted a house and claimed the lives of three persons in Central Amelia’s Ward, Linden.

Dead are 30-year-old Zella Kezia Lawrence, a registered nurse attached to the Linden Hospital Complex, 16-yearold Angelique Lawrence, a student of Golden Grove Secondary School and 8year-old Ronika Lawrence.

The Guyana Fire Service (GSF) said that the Linden Fire Station responded promptly to a fire at Lot 2692 Central Amelia’s Ward, Linden at about 02:05hrs.

The Fire Service said the building was a two-storey wooden and concrete building owned by Veronica Headley and occupied by Nurse Lawrence and her two nieces.

Upon arrival at the scene, immediate action by firefighters resulted in the containment of the blaze to the bottom floor of the building. One sofa set, 4 meters of ceiling, along with a quantity

of clothing, were destroyed.

It was reported that one jet, operating from WC#12 tank supply in conjunction with Light Pump #121 working from an open water source, was used to extinguish the fire.

The GFS noted that the cause of the fire is unknown, and Fire Prevention officials are conducting thorough investigations to determine its origin.

The vessel was received in April 2020, and was reported to significantly boost the department’s capacity to carry out monitoring and surveillance activities; this is necessary to ensure that all fishing activities are carried out under the prescribed regulations, the ministry said in a release.

Mustapha said works must move apace, adding that “many times vessels come into Guyana’s water, and we do not know about these things.” The equipment that would be acquired include compasses, signal flares, and

satellite phones to be used in signal-free zones.

“The main stumbling block at the moment is to get competent staff to work on the vessel. I am hoping that we could work along with the Coast Guard and other agencies, so that they can help point us into the right direction so that we can get those skilled people,” the Minister said, DPI reported.

Govt. nor Exxon made final investment decision on Gas-to-Energy project T

h e f i n a l investment decision (FID) on the Gas-to-Energy project remains unmade, just months before the year the project was initially intended to be delivered, casting uncertainty on its timeline and execution.

The lack of an FID prevails as the country persists through energy challenges, marked by frequent blackouts and an unstable power supply.

T h e G a s - t o - E n e rg y project, a cornerstone of the People's Progressive Party Civic (PPP/C)'s energy strategy, initially promised to deliver power by 2024.

However, recent disclosures

from a public request for proposals (RFP) related to the Amaila Falls Hydropower Project indicate a shift in the project's startup to 2025.

This postponement signifies a longer wait for the Guyanese public, who expect a reduction in power costs as part of the PPP/C's 2020 elections manifesto.

Central to the project's delay may be ExxonMobil's yet-to-be-announced FID on the project.

ExxonMobil is tasked with installing the pipeline to transport gas from its offshore operations to the power plant at Wales. Some installation activities have commenced, despite the

absence of a formal investment decision. Alistair Routledge, ExxonMobil's Country President, has indicated that the decision is forthcoming, though it was expected in 2022.

Now, 2023 has almost ended, but no one has explained the reason for the delay.

The government faces its own challenges in financing its aspect of the project. It is responsible for upgrading the transmission system and establishing an integrated gas processing facility at Wales, which includes a power plant and a natural gas liquids (NGL) facility.

A significant portion of the funding is anticipated

from a loan of US$660M from the United States ExIm Bank. Vice President Dr. Bharrat Jagdeo revealed that while awaiting the loan's approval, bridge financing might serve as a temporary funding source, and that the government also has contingencies in the case of the loan request not being approved.

However, during his most recent press conference, Jagdeo said Guyana has been assured that the US Bank's loan is forthcoming.

In the meantime, early development works at Wales are being funded by a US$100M withdrawal from Guyana's treasury.

T h e G a s - t o - E n e rg y project, expected to add 300

megawatts (MW) of power to Guyana's grid, is a crucial component in addressing the country's power generation instability. The Guyana Power and Light Inc. (GPL) has been struggling to meet the increasing power demands, exacerbated by rapid economic growth and higher temperatures.

The project, planned to utilise natural gas from the Stabroek Block, involves substantial financial investment, with total costs, including the pipeline and gas processing facility, estimated between US$1.8 billion and US$2 billion.

Recent developments in the project include GAICO Construction and General Services Inc. announcing the completion of the materials

offloading facility (MOF) and the ongoing laying of 26 kilometers of onshore pipelines.

Further, the US-based CH4/Lindsayca is contracted to construct the integrated facility which includes the power plant, a project estimated at US$759M. The government is also investing GY$5B for project management, supervision expenses, and upgrades to Guyana's transmission and distribution network.

Kalpataru Projects International Limited (KPIL), an Indian company, has secured a US$159M contract for the development of transmission lines and substations, aiming for completion by 2024.

Dutch couple rescued after yacht engine blows out off T&T Gaza's Maghazi refugee (T&T Guardian)Dutch couple Fred Godecke, 67, and Caroline Maffert, 65, are thanking God for life after an early Christmas miracle.

This after they were rescued by members of the T&T Coast Guard, with help from other locals, and brought to Trinidad and Tobago on Saturday night, after the engine blew in their yacht and left them floating aimlessly between Venezuelan and T&T waters.

The couple was on their way from the Netherlands to Trinidad onboard their yacht, Mustang Sally, when the engine blew, forcing them to use its sail. However, they got a bit of a challenge because they were sailing against the wind and also got little wind.Their yacht began heading towards Venezuela and in quick time they were deep in that country's waters, so far that by the time they contacted for help and the T&T Coast Guard got their GPS points, they were told there was no help for them unless they could head further north.

“Heading further north meant heading away from Trinidad but we had to go further north in order for us to get back enroute to the east, which would have been closer to Trinidad. So we were getting away from Venezuela,” a relieved

Godecke said at first they did not remember they had new technology onboard for communication.

“There's something called Starlink where we can be able to get a high-speed connection anywhere on earth. So by the time we remembered about it, I sent

out a WhatsApp message to Jesse and then the communication started back and forth until we were found and brought to Power Boats Marina in Chaguaramas,” he said.

James added, “I got the first message after 6 am Saturday and got in contact with Captain Don Polo, who is the commanding officer of the Coast Guard and our liaison officer with the Yacht Services Association of T&T, Lt Commander Daniel Castagne.

The rescue fishing vessel named Perseverance was captained by Frazer and there were other visiting cruisers from various countries, including US, Canada, Germany, New Zealand, UK and France.”

Godecke said eight years ago, he and Maffert decided to sell everything they owned in the Netherlands and buy a yacht.

They've been sailing the world since then and this was their second trip to T&T from Bonaire, Netherlands.

James urged cruisers, local and international, to invest in Starlink.

“This is a game changer and it gives that fast internet in the middle of the ocean. If all goes down, it works.”

The aircraft departed from Canouan last Friday at 2:27 p.m. for a sightseeing expedition. However, just 7 minutes into the flight, it disappeared from radar.

According to reliable sources, the N337LR aircraft was found to have a crew consisting of two individuals and one passenger. Prior information indicated the presence of three passengers and one pilot.

Although the St Vincent Times is unable to disclose specific identities, it can confirm that at least two individuals aboard are of Mexican nationality.

MELBOURNE, Dec 26 (Reuters) - Australia opener Usman Khawaja has again accused the International Cricket Council (ICC) of double standards after being refused permission to display a dove of peace on his bat during the Boxing Day test.

The Pakistan-born Khawaja, who has been keen to show his support for the people of Gaza during the ongoing conflict in the enclave, was reprimanded for wearing a black armband in the first test against Pakistan in Perth earlier this month.

He had originally intended to show his support by writing the messages "Freedom is a human right" and "All lives are equal" on his boots in the colours of the Palestinian flag but that gesture also fell foul of ICC regulations.

Khawaja had worked with Cricket Australia on a new way to show his support by having the dove on his bat accompanied by the message "01: UDHR" in a reference to the first article of the Universal Declaration of Human Rights.

According to The Australian newspaper, the ICC also refused to allow him to display the message.

There was no immediate reply to a request for comment on the matter from the ICC. In a video on Instagram late on the eve of the second test against Pakistan at the Melbourne Cricket Ground (MCG), Khawaja posted pictures of other international players with religious symbols and messages on their bats.

Candidate Master Khan seals off 2023 with national chess title The Guyana Chess Federation's (GCF), National Senior Championships, concluded with a sterling win by Candidate Master Taffin Khan, following a tense showdown between two of the sport's top players at the Ocean Spray Hotel.

“There are discussions going on and I am quite sure that something has to be done to make sure that the talent we have in Caribbean is exposed and developed, and it will serve CPL's interest as well to make sure we continue to produce quality cricketers that are needed to ensure the tournament, which is the second best T20 franchise league in the world, continues to flourish,” Bassarath shared.

“I think they (CPL) will have a part to play in getting involved in the development of the game and helping to produce quality players that is needed for the CPL and for West Indies cricket,” he noted.

Rabada grabs five wickets, Rahul holds firm for India PRETORIA, (Reuters) - South African seamer Kagiso Rabada took five wickets before India's KL Rahul dug in as bad light and a thunderstorm brought play to a premature close with the touring side on 208-8 on the opening day of the first test at Centurion yesterday.

SportsMax - The fastest man to ever walk the earth, Usain Bolt, says he's not worried about any of his world records being broken anytime soon.The eight-time Olympic goldmedalist currently holds both the 100m and 200m world records.

Both marks, 9.58 in the 100m and 19.19 in the 200m, were set at the 2009 World Championships in Berlin, Germany.

“I knew I was going to break the world record because I was in such good shape at the time and I was running great throughout the season,” Bolt said in an interview with World Athletics.

Athletes like Fred Kerley, Ferdinand Omanyala and Noah Lyles have both been vocal about trying to eclipse Bolt's 100m world

record but neither has come close up to this point.

Kerley, the 2022 World 100m Champion, has a personal best of 9.76. Omanyala, the 2022 Commonwealth Champion, has a personal best of 9.77 while Lyles ran his personal best 9.83 to win 100m gold at the Budapest World Championships earlier this year.

Lyles, however, who was named as the World Athletics Male Athlete of the Year for 2023 after taking three gold medals in Budapest, is not that far off the 200m world record with a personal best of 19.31 done to win the 2022 World title in Eugene.

“Not worried about any of them,” he said regarding the times.

“I think the hundred is going to be harder because it's quicker and if

you make a mistake during the race you're not going to get it. It's a lot more technical so I think maybe the hundred is going to go last,” he added.

Bolt also commented on still being known as the fastest man ever as well as his relationship with the fans over the years.

“It's a great title to have. It's something that I enjoy hearing and I enjoy knowing,” he said about the title.

“It's always been so beautiful for me. They give me so much energy. I remember even through the World Championships in the pandemic I was like I could not compete in this.

By myself in the stadium, I could not because I live so much for the energy and the vibes,” he added.
