Lawyer, barber found dead in apparent murder/suicide

AyoungcouplewasonTuesday found shot to death in what appeared to be a murder/ suicide in their Nissan X-Trail at Clay Brick Road,BelleWest,CanalTwo,West BankDemerara(WBD).

Dead are 31-year-old Peter Charles, a barber, and his wife, Asasha Ramzan, a 30-year-old State Counsel with the Attorney GeneralChambers.

The couple was last seen alive around 07:00hrs and police believe that they were killed in a murder/suicide.

Reports are that Charles, shot and killed Ramzan before taking hisownlife.

Their lifeless bodies were found in the driver's seat and front passenger side of the vehicle Kaieteur News understandsthatthe doorswerelockedandpolicehadto prise open the SUV to remove the bodies.

Crime scene investigators observed that Ramzan bore two gunshot wounds to the face and head while Charles' body had a singlegunshotunderneaththechin. A .32 semi automatic pistol and four spent shells were recovered from the vehicle. Family members andclosefriendswereleftinastate

of shock after receiving the tragic news and are still clueless about what might have led to Charles killing his wife and then taking his ownlife.

The couple had gotten married four months ago. However, some speculate that they might have developed “relationship problems” intheirmarriage.

ItcouldbethatthePPP/CGovernmenthasgottenso carried away with this nation’s oil bonanza that it

haslostalltrackoftime. Itisnowtwoyearssince the specially recruited Canadian Consultant, Ms. Alison Redford, QC, and her team completed their review of Guyana’s Payara project. Guyanese are still in darkness, know nothing about either the positives or the question marksaboutthat3rdoilproject.

This is the kind of transparency of which the PPP/C Government is proud, the degree of transparency that His Excellency, President Irfaan Ali, is delighted to say he is about,butwhichleavesboththesensibleandtheunlearned openmouthedinastonishment.

Secrecy with our oil wealth is killing this nation that doesn’thavethefaintestideaofalltheshenanigansthatare now part and parcel with this oil wealth. Shenanigans include foreigners and collaborating locals taking advantageof,andmisleading,theGuyanesepeopleatevery turn in the road. It took a mere 42 days for the former PremieroftheprovinceofAlberta,Canada,Ms.Redford,to finish her review of the Payara project. Others, who are experts in what is required for these kinds of reviews, are firm that it would take a minimum of 12 months to get a properjobdone.

What could Ms. Redford and her team get done in 42 days? What quality of review could she and her people presenttotheGovernmentofGuyana? Whatisitthatshe actually delivered to the government, and can it pass any typeofreasonablemusterbypeoplewhoareexpertintheoil business? WhyisthePPP/CGovernmentsodeterminedto hidetheAlisonRedfordReviewofPayarafromGuyanese? AtthetopofthelistofworryingquestionsiswhyPresident Ali is so ferociously resistant to releasing the report of the work done by Ms. Redford and submitted to the PPP/C Governmenttwoyearsago?

None of this makes any sense, not when the President himself is so fiercely insistent that his record has been all abouttransparency,andhisactionsproveso. Whichrecord, and where is it, we respectfully ask the President? The recordhasbeenmoreaboutwhatisconcealed,thanwhatis revealed.

Secrecy is not clean governance; it can never be. Secrecycannotbeofwhatisaboutprincipledleadership,no matter what any leader says. Only transparency is what represents clean governance and ethical leadership, and onlywheninitsfullestflower.

Wewonderhowlongthegovernmentwillcontinuewith its charade about transparency, when the covert and covered-up is what Guyanese live with, has become the norm surrounding some of the most vital issues in today’s Guyana. Guyana's share is 14.5% after Exxon walks away with 75% in cost oil

The Alliance For Change (AFC), one of the country's largest political parties is arguing that oil giant ExxonMobil is not being truthful to the Guyanese people by hiding pertinent data regarding production.

After issuing a staunch statement at its last press ConferenceonFriday,thepartyhas now come out to explain what it believes the country's true benefits fromoilandgasare.

Dr Vincent Adams, a member of the Alliance For Change explainedinarecentinterviewwith Kaieteur News that the country is merely benefitting from a 14.5 percent share, after Exxon bags 75 percent to cover its expenses to developtheresource.

He explained, "They said it's 52 percentoftheprofitsandthey'renot wrong but it's just a trickery to give people the impression that we are getting 52 percent; but it's 50 percentofa25percent.Afterthe75 percent is taken out as cost oil...we are left with the 25 percent so they splitthatandweareleftwith12and a half percent and on top of that, there is the two percent Royalty so that'showwegetto14.5percent."

Dr Adams,theformer Executive Director of the EnvironmentalProtection Agency(EPA)arguedthat the oil company is misleadingthepopulation by failing to point out the facts that they are first collecting 75 percent, then sharing a remaining 25 percent with Guyana. As such, he made it clear "that 52 percent is not whatwearegetting."

On the other hand, the former Head of the regulatory body reasoned that while Guyana has been told that 75 percent is being taken out each month to cover expenses,thiscouldverywellbeas much as 80 or 90 percent, further lesseningthecountry'sshare.

"The 75 percent that they put there, it's just for accounting. It could be 90 percent, it could be 80 percent. This 90 or 80 percent is going over to the next month every month.It'saddingupallthetimeso we will never pay off," Dr Adams said. “Oil sector auditors must be skilled enough to identify triggers that warrant forensic audits”- says consultant

It was noted that a comprehensive audit would even shine light on the performance of local content and allow for government to create laws and policies to tighten leakage where they mayoccur

In a statement on the 'Auditor's Responsibility for Fraud Detection' in October, acting Chief Accountant of the US Securities and Exchange Commission Paul M u n t e r s a i d t h a t “Independent auditors play an important gatekeeper role in supporting high-quality financial reporting and the protectionofinvestors.”

Govt. signs agreement to build US$759M Wales gas plant

The Government of Guyana onTuesday signed a US$759M contract with CH4-Lindsayca to build two Natural Gas Plants at Wales, West Bank Demerara (WBD).

The Engineering, P r o c u r e m e n t a n d Construction (EPC) contract, stipulates that CH4-Lindsayca is solely responsible for the design, p r o c u r e m e n t a n d construction of the plants. The firm will be tasked with building a Natural Gas Liquid plant and a 300 megawatt natural gas fire plantforelectricityatWales.

Vice President Bharrat Jagdeo at a recent press conference had revealed that the two plants alone are expected to cost Guyana US$759M. On Tuesday, the Vice President said he will make the details of the contractpublicinthefuture.

“Over the course of the next few weeks, we will make ourselves available to the media so that they can better understand the details of what is being signed here

today,”Jagdeosaid.

However, Jagdeo related that he believes that CH4Lindsayca “can deliver on this project” and told the contractors that timelines, quality of work and staying within budget is of great importance.

“These are three things that we will look for and monitor carefully”, Jagdeo said.

After investing US millions into the Guyana Marriott Hotel and

burdening taxpayers with a US-multimillion dollar loan that the hotel was unable to service, the Government of Guyana (GoG) has now decided to sell the controversialhotel.

The almost US$60 million hotel started under Vice President Bharrat Jagdeo's tenure as President using taxpayers' dollars and otherfunds.

The hotel which was opened in 2015 is owned by the Government through the National Industrial and Commercial Investments Limited (NICIL). Notably, Atlantic Hotel Inc (AHI), a special purpose company owned by NICIL was established to own the Kingston, Georgetown hotel.

Back in 2017, AHI was unable to meet its due financial obligations to repay a loan from Republic Bank Limited of Trinidad. As such, AHI had requested the assistance of NICIL, the guarantor but the State agency was also unable to assist.

In order to prevent the hotelfrombeingacquiredby the bank, the former Government in April 2017 madethedecisiontotransfer AHI's financial obligations

to the Central Government. This decision has resulted in US$1 1 million ($226 million) of taxpayers dollars comingouteverysixmonths (since 2017) to service the US$27 million loan - for a 13-yearperiod.

Appeal Court orders retrial for man convicted of rape, jailed for 40 years

The Court of Appeal on Tuesday ordered a retrial of a rape case involving Julius Branker who is currently serving a 40-year-jail sentenceonthegroundsthat there were several errors madeinthetrial.

Branker was jailed in 2018 after he was found guilty of breaking into a woman's house and raping her at knifepoint. In a bid for freedom, he had moved to the Court of Appeal to have the conviction and sentence quashed, arguing, among other things, that his convictionisunsafeandthat thesentenceisexcessive.

Delivering the decision, Chancellor of the Judiciary, Justice Yonette CummingsEdwards,whopresidedover the case along with Justices Dawn Gregory, Rishi Persaud said the jury was only given adequate direction on how to address evidence given via the identificationparade.

Among other things, the Appeal Court Judge said that the complainant in the case had identified Branker as a man she knew from around Linden and saw on Court round-up; the TV

news programme that broadcasts stories about personschargedinCourt.

The judge noted this statement was prejudicial and could have influenced thedecisionofthejury

The suspect told police that Frank continued to approach him and he suspected that Frank was going to harm himashereachedforhiswaist.

He said that to protect himself, he whipped out his Rambo knife and stabbed Frank before running away 'Terra' said he threw the weapon in someone's yard in Riverview whichwaslaterretrieved.

European Parliament sacks Vice President amid corruption probe

ALJAZEERA - The European parliament has removed Greek legislator Eva Kaili as one of its vice presidents after she was implicated in a bribery and corruption scandal that prosecutors said involved a Gulf country.

Kaili was dismissed from her post on Tuesday following allegations that the country had bribed her to buy influence in the assembly. Reports quoting sources close to the investigation identified the country as Qatar, which dismissed the allegations.

She was among four people charged by Belgian prosecutors with corruption, money laundering and participation in an criminal organisation.

She has denied any wrongdoing.

The government of Qatar rejected “any attempts to associate it with accusations of misconduct. Any association of the Qatari government with the reported claims is baseless and gravely misinformed,” a Qatari official told Al Jazeera.

“The State of Qatar works

through institution-toinstitution engagement and operates in full compliance with international laws and regulations,” the official added in a statement.

On Friday, police in Belgium arrested Kaili, one of 14 vice presidents of the European legislative body, after her house in Brussels was searched.

It was part of a series of raids on the homes and offices of several members of parliament and their assistants or associates.

Investigators said about 1.5 million euros ($1.58m) in total was found.

Prosecutors said 600,000 euros ($630,000) in cash was found at the home of one suspect, 150,000 euros ($159,000) at the apartment of a parliamentarian and several hundred thousand euros in a suitcase in a hotel room.

Some of these “bags of cash” were found in Kaili’s home, a judicial source said, leading a judge to conclude that her parliamentary immunity from prosecution would not apply.

Roberta Metsola, the head of the European parliament, said in a tweet that “this decision [to dismiss Kaili] is effective immediately”.

“We will continue to fully cooperate with relevant national law enforcement and

judicial authorities,” she added.

“There will be no sweeping under the carpet. Our internal investigation will look at what has happened and how our systems can be made more watertight,” Metsola said, as 625 parliamentarians voted to remove Kaili from her post, with only one voting against and two abstaining.

Kaili, her father and two other co-accused are in

custody pending trial. On Wednesday, a Belgian judge will decide whether to keep them in prison until then.

Two other suspects were released after being initially detained.

Several European Union members, including Germany, said that the 27-nation bloc’s credibility was at stake. Countries that have faced criticism from the assembly, including EU member Hungary, said it had lost the moral high ground.

“From now on the European parliament will not be able to speak about corruption in a credible manner,” Hungarian Foreign Minister Peter Szijjarto wrote on Facebook.

The Greek authorities on Monday froze Kaili’s assets in her homeland, while the Greek Socialist PASOK party said it would expel her from its ranks.

Kaili, a Socialist politician, was among several young, aspiring Greek legislators who emerged in the debilitating debt crisis that swept Greece from 2010 to 2015, where the country required three international bailouts.

Some parliamentarians braced for more revelations.
