Concerns grow over alleged one-sided distribution of Public Works contracts

Attorney-at-LawNigelHughes is among several stakeholders and concerned citizens accusing the Governmentofconcentratinglarge portions of the country’s resources toonegroup,comprisingmainlyof associates and supporters of the People’s Progressive Party /Civic (PPP/C).

He had said that under the People’s Progressive Party Civic (PPP/C)ledadministration,Linden

Currently, he pointed out, of the $27.1 Billion that involves three major road construction projects, “only 17 percent was awarded to anAfrican Guyanese—inajointventurewith anIndianGuyanese.”Hecontinued that, “82.5 percent of the Ministry of Housing’s largest projects were awarded to Indian and foreign Guyanese ” These are the Schoonord/ Crane Road Project at $11B, the Mandela— Eccles four laneRoadprojectat$2.3Bandthe Eccles Diamond four lane Projectwhichcostsome$13.3B.

project, Hughes highlighted that Guyanese owned business VR Construction, was awarded a contract valued at $849,095,205, while Avinash Contracting and Scrap Metal was awarded $992,329,170 L’Heureus Construction and Services Inc. a ChineseandIndianpartnershipwas awarded $2,146,128,836 while Guy America Construction, another Indian Company was awarded $2,651,774,881 despite them and the aforementioned companyhavingnopriorhistoryof roadconstruction,Hughesclaimed. Hess on top of the world: Where are our Leaders?

Guyanese should listen to the Chief Executive Officer of Hess Corporation, Mr John Hess, whenever he speaks about Guyana Mr Hessandhiscompany,theHessCorporation,are riding high and handsome The CEO is ecstatic in his joy, gushingbythemouthfuloverthegiftsthatGuyana’soilbrings to his company’s coffers Guyana’s high quality, cheap oil is both a large part of the oil cake, and all of the icing, in Hess Corporation’soilportfolio IfonlyGuyanesecouldbemadeto feel the same way, possess the same joy, as John Hess, what a contentedpopulationthiscountrywouldhave What Mr Hess had to share was beyond extraordinary, it isthestuffofimagination. Thepeoplewhotookachanceand investedmillionsintotheHessCorporation,itsshareholders, are now superbly positioned to recover their money, and this is even before one barrel of oil is produced by the new projects awaiting approval. Isn’t that something for Hess’s investors, workers and managers to hear? A company that wasanon-performerisnowmakingheadlinesfromGuyana’s oil. It would be equally inspiring to the 750,000 Guyanese, mostly poor, many struggling, to share the same news. The problem is that no such comfort is coming from our Leaders, ourGovernment,ourownnumbers.

John Hess has been signing Christmas Carols all year, since he got his 30% in the incredibly rich Stabroek Block of theGuyanaOilBasin. If that is the Hess Corporations’ share alone, then this means thatforeachFPSOVesseloperatinginGuyana’soilfields,the total earning/profits is around US$3.3B. Now compare that to the measly US$1B Guyana has been getting for a whole year If this is not the worst high seas robbery in history, then nothingelseis.

Certainly, as more oil is pumped, and as oil prices stay high, Guyana’s share would change accordingly But it would be nowhere near to the US$3.3 billion per FPSO that theExxonMobil-poweredconsortiumismakingfromouroil. When production increases, (it is scheduled to double, then triple), and with more FPSOs, ExxonMobil, Hess Corporation, and CNOOC could together be raking in US$25-30 billion American dollars, while Guyana will just have to accept whatever is left for it, after it has been cheated some more via different camouflages. Using today’s oil prices, and projected future daily production numbers, Guyana would still end up with less than US$5B total annually, probably closer to the vicinity of US$3B. The foreigners are poised to make between 8 to 10 times more thanwhatisdepositedintheGuyana’sOilFundinNewYork.

According to the Auditor General’s report for 2021, the A p p r o p r i a t i o n Accounts revealed the amounts totalling $551.432 million was expended.

However, it was pointedoutinthereport that Municipalities continued to breach the Municipal and District Councils Act, Chapter 28:01 of the Laws of G u y a n a , w h i c h stipulates that “…All accounts of Municipal andDistrictCouncilsbe made up yearly to the end of the financial year by the Treasurer of the Council and shall be so made up not later than four monthsaftertheendofsuchyearto which they relate and for those accounts to be audited by the Auditorassoonaspracticable”.

Despite this legal requirement, a number of the Municipal and District Councils were still in

violation of Section 177 of the Municipal and District Councils ActChapter28:01.

APNU+AFC Chief Scrutineer files lawsuit against GECOM to nullify voters list before LGE

$50M contract signed to upgrade Sophia ‘Blacka’ bridge

A $50 million contract was on Sunday signed between the Ministry of Public Works and Modern Construction and Trucking Services, for the upgrade to the‘B’FieldSophia,Greater Georgetown “Blacka” bridge.

The ‘Blacka’ bridge is a critical public access between Sophia and South Georgetown.
