What about a pension for public servants who served like Green? DEAR EDITOR, Why would any Guyanese confer a pension equivalent to US $7,000.00 annually to Mr. Hamilton Green? If people are paid according to performance then Green ought to be paying Guyanese for his lopsided, backward, unpatriotic performances during his sojourn as an administrator. For starters, Mr. Green held numerous ministerial positions during the Burnham regime such as Works & Hydraulics, Agriculture, and the ineligible position of Minister of Sport in the Hoyte era. Even after the advent of a new PPP government, Mr. Green held on to the exalted office of Mayor of Georgetown. For someone with a checkered past, he went quite far in the political field notwithstanding that his achievements—or lack thereof— placed Guyana in the doldrums of economic progress, to the point where many Guyanese became poorer. For Mr. Green to get taxpayers’ money is indeed devoid of rationale especially when un-
der his mayorship the people of Guyana witnessed a rebirth of one of the seven wonders of the ancient world - a look at the gutters and the garbage in the city during his tenure as Mayor would make a visitor revolt. Green is slated to receive $M1.4, the equivalent of US$7,000 monthly as a pension based on the Bill tabled in Parliament by the government. Many retired public servants who toiled for more than 30 years in the Public Service are receiving a pension of less than $100,000 monthly. This brings up the issue of the value and respect of public servants. Their salary is revised to become taxable above $60,000 – a truly sad day for Guyana. And most ministers have allocated a 50 percent increase in their salaries after being in office less than three months. Is this the beginning of a totalitarian state like what had existed before? It is rather unfortunate that Guyana has reached such a state. Leyland Chitlall Roopnaraine
TIME TO START AIRING THE PARLIAMENTARY SITTINGS DEAR EDITOR, I would like to suggest that all Parliamentary Sittings be systematically broadcasted via the National Communications Network and other State-owned media when the House is in session. It is important for Guyanese to monitor the performance of the people they elect to represent their interests, in what ought to be the highest institution of democracy in Guyana. This will ensure that as many Guyanese families as possible participate, albeit indirectly, in the national decision-making process and the enacting of policies in their names. For now the Sittings are only available via Livestream which requires access to the internet. Unfortunately, too many of the people concerned and affected by what goes on in Parliament are without internet access, do not have high speed connection or simply don’t know how to use it. I’m thinking about rural Guyana in particular, a good half of the country. This can explain why at any given time on Livestream, less than 500 people connect to view the proceedings. Rebroadcasting is also a possibility which will benefit people who work and cannot
tune in during regular working hours. A survey conducted by the Commonwealth Broadcasting Association in partnership with UNESCO and the Commonwealth Parliamentary Association, asserted that while “parliamentary broadcasting is now very widespread in the Commonwealth”, the use of internet streaming has the advantage of being cheap but it is the outlet which presents the most limitations “if trying to reach mass populations in the developing world”. This is applicable to the case of Guyana. Fortunately, the Government has planned to invest in the expansion of State media, which suggests that funds are not what lack in moving towards the national broadcasting of parliamentary Sittings. Serious indictment of the AFC in Regions 5 and 6
DEAR EDITOR, Now that the AFC has announced that the party’s National Conference will be held in January 2017, it leaves many to ponder as to its truthfulness. A few months back, the party General Secretary said that the National Conference will be before the year is out, that is a lie. The AFC knows that they have lost around 60% of their support nationally and here in Berbice they have lost almost 50% of their supporters. Those that hold on to the AFC are the ones that have no support or have nowhere to go. In Berbice since Ramayya exited, we hardly hear of the AFC and its work. The AFC should be ashamed to say that it has support in Berbice. They have betrayed their supporters and people that voted for them in Berbice. Look at the recent appointment of the REO; it’s a conflict of interest. She is related to one of the PNC top brass that sits on the RDC and holds a very senior position within the health administration. What is the AFC doing? The AFC during the elections campaign, stated on TV programs said, that 60% of the positions belongs to the AFC in region 6. Well maybe they missed the math and included
the 0% at the back of the 6%, because all the AFC has is 6% RDC councillors. The REO and DREO in Region 6 are with the PNC\APNU. AFC has no one representing the people in Region 6. The MP they put there is non-supportive of the residents of Berbice. He is never available to listen and assist with the issues of the people. He is busy making money for himself and forgot the people that put him and the AFC there. The PM’s Rep only represents those in high positions and those that have big businesses. He forgot that he is a Regional Councillor also and needs to represent all the people of Berbice. It is shocking that he cannot fill the spot of Dr. Ramayya. I have asked the Hon. PM to come clean on this man’s curriculum vitae but to date the PM has not responded. The AFC has nothing to offer the people of Berbice or Guyana anymore. It is a party that will now hold on to the PNC\APNU’s coat tail so that it can maintain its positions and benefits in Government. The AFC is a dead party. How much jobs have the
AFC created for its party fighters in Berbice, in Regions 5 and 6? They have neglected their own supporters in every way possible. They shamelessly come to Berbice and show their faces as if they care; hell no they don’t! Region 6 is a dead pond for the AFC. They have neglected almost all of their supporters and fighters. I was told that AFC in Region 5 is now a private political party based in Hopetown and run by some that can hardly talk for their survival. Where is the voice of Mr. Abel Seetaram, who highlights things when it goes wrong in the region? Seems that he was put to shut up by the PM and crew for standing up for the people and his supporters’ rights. I agree with the PM to fire him because he talks too much for his people. He defends them too much and the PM and AFC don’t want that, they want those that can suck up to their nasty work. I am challenging Mr. Seetaram to come out and speak up against the injustices being done by the AFC to its supporters. As a young
man, I know you have lots of followers more than Moses Nagamootoo, Khemraj Ramjattan and the entire leadership of the AFC. Therefore for you to maintain the support now is the time to speak up and challenge the leadership of your party. Where are the voices of people like Mark Ross, Devindra Sookraj, Johnson and others? Are they falling for the deception and lies of the party leaders? Or were they given top notch government positions to shut up? The AFC is a party that is now facing lots of challenges, be it to regain confidence in the hearts of the people and its lost supporters, be it maintaining its grounds, be it getting more support in having an energetic and dynamic leadership structure. The AFC leadership has miserably failed its supporters and members. They are at the cross roads and that is why they have decided to have the national conference out of the constitutional timeframe which is every two years. In a next letter I will surely outline some of the positions and who should be the holder of those positions. James Fraser AFC Member
Government and Private Sector need to eradicate poverty DEAR EDITOR, The media will be dominated by discussions on the Budget 2017 for the next few weeks. I myself will refrain from making meaningful comment, but return focus to the dire need to raise income levels for the masses so that Guyanese can afford to acquire their own homes and provide for their families without being treated as welfare cases by the state. I first wish to draw attention to the structure of our society and the massive social injustices and abuses meted out to the Guyanese masses. Societies have tended to be divided into the working class and the ruling class, or elites. I borrow this reference, but also propose to refine the ruling class or elites into what I refer to as
‘the system’. ‘The system’ includes wealthy business owners and their privileged directors, executive managers and similarly designated figures, and the upper level of government bureaucracy, which includes the ministers, their advisors and senior managers, and the justice system. The system also includes those lawyers and their agents who collude with the justice system to pervert the course of justice. This classification facilitates a clearer distinction of the masses of workers and other powerless individuals on the one hand, and the system, or the people who are in control, on the other. Within this context, it is easier to see that the masses are at the mercy of the system, which uses its laws and regulations
to keep the masses in check, while the people within the system, notably government ministers, wealthy business owners and their acolytes, are free from the law and the course of justice. Integral to the system’s control mechanism are the media and other mass communication which it uses to control the minds of the masses with propaganda and platitudes for the injustices suffered by the masses. Some of the great injustices and abuses meted out by the system against the Guyanese masses have been those perpetrated in our court system. Our Guyanese youth, many of whom have been robbed of an education along with the opportunity to acquire a regular job, who have also been robbed by their employers because of
their inability to reason and count, occasionally find themselves on the other side of the law as they resort to alternative means of surviving. Caught up in the criminal justice system without the financial resources to fund a pleading of their cases, they are occasionally left to languish in jail for inordinate amounts of time. An examination of instances of those who belong to the system who commit crimes reveals that these persons make bail, and their lawyers and the legal system Continued on page 6

I have been discriminated against at Lethem Hospital DEAR EDITOR, Please grant me some space in your newspaper to highlight an atrocity that has occurred at the Lethem Regional Hospital. I am a pensioner, age 67 years and have resided in Lethem for the past ten (10) years; I am a diabetic patient that has to visit this hospital every month for my medication. Last month at this hospital after seeing the doctor, I went to the pharmacy to collect my medication. After handing my card with the relevant medication to the pharmacy, I sat on a chair to collect my medication. After sitting there for a while, I noticed persons coming after me receiving their medications. I had to wait a long time to collect mine. This month, (November) on the 30th , I went to the hospital where I saw the doctor and was given my paper to collect my medication. I handed in my papers at the pharmacy and sat on a chair to collect medication. Lo
and behold! The same thing that happened to me last month took place again, so I went to the attendant in the pharmacy and asked the person why someone who comes after me is getting his medication and to my surprise he started laughing at me. This made me very angry and I started to ask if because I am an old man, I am being discriminated against, not once, but twice. It seems to me that these interior personnel working at this hospital are a set of persons who do not perform professionally. This I would not stand for. I have campaigned in the last general election for the APNU + AFC for change not continuation. I was thrown out of the hospital - by a traffic cop who I can identify, also by another interior official who I do not know if he is a doctor or a guard at this hospital - without my medication. Is this the change we have worked so hard to get? Basdeo Ramlall
The PPP turned the... From page 4 accountability especially for those public events held by the NDC. Also for accountability on the amount of revenues collected from rentals of the said ground since the LGE earlier in the year. It is surprising that the NDC allowed this event to become a political one. Moreover some serious questions need to be asked, such as; where are the funds generated from for this event? Who are the donors that gave to the event? Whose event was it (a PPP or NDC)? If it was a PPP event, did they pay for the usage of the ground? Why did it become a political event? What will
be the use of the funds generated or what will the funds go towards? This NDC is failing the people that it represents every day. They are more political serving, than serving the people they represent. This NDC seems to forget that they have a task to ensure that the community is clean and enhanced, rather than to get into political work of the PPP. The Hon. Minister of Communities needs to investigate the works of this NDC and to ensure that the NDC’s mandate is being carried out without fear or favor. Abel Seetaram Regional Councilor APNU+AFC Region 5

The Municipal and District Councils Act needs updating DEAR EDITOR, It is so embarrassing to have to repeat oneself, but one is resigned to the deafness that is so prevalent amongst our leaders, and more so their advisors. It continues to be a puzzlement as to why newcomer leadership to organisations of any kind, and more particularly public institutions, seem to convince themselves that they are inventing new wheels. Why is it that they presume that there is no history, no record, no precedent; and consequently, in their innocence, they proceed to set directions devoid of any basis on validated facts? At the same time they appear to be oblivious to the possibility that there are citizens, including professionals, who may be better informed and therefore recognise the line -faults inherent in their communication exercises. One must wonder therefore how so often there is little or no reference to the relevant
laws on which the specific institution is founded so that there is a discernible lack of connectivity between those who aspire to leadership and those who pretend of followership. In the case of local government, for example, the Municipal and District Councils Act by which essentially these institutions are governed, makes no reference to ‘Communities’. So that the groups recently targeted with the prospect of getting “together a dedicated taskforce…. to fast track this question of reform, and instituting a modern property assessment scheme, where tax burden can be more equitably distributed….” (KN Nov 20, 2016) must be extremely puzzled about its translation into productive action. How many times does one have to publicise the fact that a most comprehensive valuation of the six Municipalities existing in 2004 was conducted under a donor-funded
project called the Urban Development Programme. The latter was a highly sophisticated computerised exercise which, Google-like, captured every single structure in each Municipality, and developed a rational basis for an upgraded property tax system. The project extended over a two year period, and the Unit was intended to be fully incorporated into the well-established Valuation Division, then headed be Dennis Patterson, Chief Valuation Officer, father of the current Minister for Public Infrastructure. Regrettably however, the authority in the then Ministry of Public Service at the time disbanded, in one fell swoop, the whole group of technicians involved. Consequently the continuity of the process was peremptorily disrupted. Notwithstanding, the records of the exercise were taken over by the Ministry of Finance where the Valuation Division now resides. A de-
termined effort should be made to locate them. Incidentally the leader of that programme is still alive and professionally active. The point to be made, however, is that proper taxation and its legal structure could not possibly be the responsibility of novice Councillors and their leadership. There could be no argument (political or otherwise) that any changes must be founded in the revision of laws, but by the competent authority only, obviously with consultation. In the meantime the latter should pay heed to the urgency of updating the very Municipal and District Councils Act, wherein the apportionment of authority between Town Clerk and Council is much too diffuse, and the former, certainly in the case of the Mayor and City Councillors of Georgetown, such authority is exploitably exercised. Guyanese are hospitable and kind people DEAR EDITOR, Guyanese are known to be hospitable and helpful people. Long before Independence we have been helpful to our neighbours in the Caribbean islands where hundreds if not thousands were attracted to the then British Guiana where they worked and earned comfortable lives for their families. The government was also kind to other governments. I recall that Forbes Burnham was very helpful to his colleagues in his region in terms of advice and other assistance. It is understood that he even paid the salaries of public servants in St Vincent and the Grenadines when the then Prime Minister, the late Milton Cato called upon him to bail him out of his plight.
Guyana also accommodated scores of students from the Caribbean by providing free education at the University of Guyana. Unlike nationals of other countries the rank and file Guyanese is a kind and generous person. Last May, President David Granger bestowed the Order of Roraima (OR), the second highest award to his Barbadian counterpart, Freundel Stuart when he visited Georgetown for the 50th anniversary celebrations of the Co-operative Republic and the Guyanese leader and the First Lady journeyed to Bridgetown earlier this week for that country’s golden jubilee. I had expected that Prime Minister Stuart would have reciprocated in offering a knighthood or any other
national award to Brigadier Granger, but unfortunately he did not. Instead he made kind remarks when. “The warmth and the hospitality and the generosity of Guyana can be unbounded” Guyana played a role in the Barbados celebrations with the Guyana Defence Force wowing the crowd gathered at the National Monument event with a spectacular fireworks display. In addition to the GDF paratroopers, supported by the Air Corps were also to display their skill but unfortunately it had to be rescheduled because of heavy rains. A total of 25 GDF members participated in the celebrations in Barbados. I do not think that Barbados sent any army officers to
Georgetown or any entertainers, or in any way tried to enhance the Georgetown celebrations. At this stage I am forced to state that the Barbados government is not too kind to Guyanese and Jamaicans. The Immigration officials treat them with gross disrespect when they seek entry into that country. In fact they constantly violate the Treaty of Chaguaramas in denying some of them entry. One complaint reached to the Caribbean Court of Justice and the Court awarded damages to Shanique Myrie for being humiliated and manhandled. Statistics show that 2,128 Guyanese nationals and 1,485 Jamaicans were refused entry into Barbados between 2007 and last year. Oscar Ramjeet
Government and Private Sector need... From page 5 collude to drag out their cases almost indefinitely, on occasion jacking the court system to tamper with evidence, which ultimately results either in the case being thrown out or some similar version of events. A fascinating example has been the recent case of a former minister and her subordinate who were recently found criminally liable for the alleged misappropriation and unaccountability, read theft, of in excess of $600 million of taxpayers’ money. The former minister’s case has been postponed on a number of occa-
sions, but on one of those occasions, one of the lawyers for the prosecution told the judge that he could not find the page with the evidence/ charges against the defendant. This was not a case of the prosecution being stupid, but evidence of the possibility that the court system has been bought. Similar cases have occurred in the past, and will continue to occur, as it is clear that the people in the system can steal and commit crimes and pay their lawyers and the courts to subvert the justice system. In regards to injustices committed against
the Guyanese masses by the justice system in particular, while I do not condone the use of marijuana, or cannabis, some advanced countries have recognized the plant for its medicinal purposes, and have moved to decriminalize its use completely. What is clear is that the use or personal consumption of marijuana within the context of new knowledge cannot be construed in any way, manner or form as a criminal act. In this regard, I submit that the justice system pursue avenues to have individuals incarcerated for the possession
of the plant for personal consumption be immediately released from confinement. I am personally suspicious of the benefits of marijuana for other than medicinal purposes, as I am sure are other concerned members of society are, so it is recommended that the release of the aforementioned persons be also accompanied by a nationwide education campaign warning against the consumption of marijuana for other than medicinal purposes, in a manner similar to the treatment of cigarettes. 2017 National Budget Debates begin...
Opposition MPs call for withdrawal of “death announcement” Budget By Suraj Narine The much anticipated 2017 National Budget Debates kicked off at the Parliament Building, Georgetown yesterday with members of the Main Parliamentary Opposition collectively calling for the withdrawal of Finance Minister, Winston Jordan’s proposed $250B National Budget that was presented in the National Assembly last week Monday. Leading the charge on the Opposition side was Member of Parliament (MP) and former Housing Minister, Irfaan Ali. The MP told the House that 2017 Budget – like the 2016 National Budget is riddled with “inaccuracies” regarding the State’s economic performance, compounded with an extensive range of new punitive taxes devoid of measures to rescue the ailing economy and to improve the well-being of citizens. “Mr. Speaker, the “hocus pocus”, anaemic, and inimical Budget 2017, has sapped Guyanese confidence, stoked uncertainty and rekindled the dark era of the 1980s. If one is to look at the performance of our key economic sectors in 2016, the figures will reveal a dull and ominous tale,” Ali said. He continued that despite this, the early presentation of the 2017 National Budget is a “wimpish” move by the Government to jink all scrutiny on the “failed” performance of the economy in 2016. The vocal Ali further stated that the once healthy economy is now paralysed. He blames the government for this. He singled out the ‘poor’ policies of the administration which he said, generated uncertainty that led to the Private Sector being discour-

aged. Ali posited also, that the government has failed to balance the imposed tax measures with the creation of opportunities – opportunities he said, that would have somehow cushion the blow. Ali called on the Government to withdraw the 2017 Budget and engage the Opposition to craft one that will deliver good tidings to the citizenry. His call was amplified by the rhythmical tapping coming from his colleagues, many of whom shouted in unison, “Withdraw, withdraw, withdraw.” He added that based on the signals from the Private Sector, the new taxes will not be absorbed by businesses but rather, shifted to ordinary customers. He said that the “ultimate losers” will be the ordinary man. A brace yuhself budget – says Priya Manickchand Meanwhile, Opposition MP, Priya Manickchand, during her presentation said that the proposed 14 percent Value Added Tax (VAT) on agencies procuring products
and services, will take away more than $1B from the Education department. This she said will decrease the performance within the sector. During the Finance Minister’s Budget Presentation, he announced that Budget Agencies – including the Ministry of Education will now have to pay VAT on all goods and services purchased. Manickchand said that this means: fewer schools; fewer services; less training and less access. She also spoke about the Value Added Tax in relation to Private Schools where she quipped that if these schools pull out, whether the Public Schools will be able to accommodate the 15,000 persons that rely on these private learning institutions. With the removal of the zero-rated arrangement that existed in the medical services and supplies sector, Manickchand said that the citizens “can’t afford to get a headache” because the prices for medication will (Continued on page 23)
Japanese grant funds reallocated ...to purchase renewable energy streetlights
Government has reallocated US$2.9M to buy renewable energy streetlights. Cabinet has agreed to cancel the residual funds allocated to National Hardware (Guyana) Limited, under the Japanese Non-Project Grant Aid (JNPGA) of 2013 and to reallocate those funds for the procurement of renewable energy and energy efficient street lights on highways, in townships and Neighbourhood Democratic Councils (NDCs). These efforts are in keeping with Government’s thrust to stimulate the transition to a ‘green’ state, a Ministry of State report said.
The grant, to the tune of US $2,938, 871, was made available to National Hardware (Guyana) Limited under the JNPGA in 2013, for the procurement of goods and services to facilitate the company’s contribution to national economic and social development. “The funds were intended to be utilised for the importation of products, such as civil engineering equipment and other machinery that would aid in Government’s development efforts.” However after the first
phase, the company informed the Ministry of Finance that it was no longer interested in participating in the Grant Aid Programme, which resulted in a residual sum of US$1,330,000. “Cabinet also agreed that the Governments of Guyana and Japan would mutually agree on a list of energy efficient and renewable energy equipment that would be procured by the Japan International Cooperation System (JICS) on behalf of the Government of Guyana,” the Ministry said.

EU funding $64M study to restore Woman 60, charter service employee City Hall jailed, fined $16M for ganja in box
EU and City Hall officials: A $64M study to decide how to refurbish City Hall is set to start shortly. The European Union and the Georgetown Mayor and City Council have signed a contract that will facilitate a study for a Comprehensive Restoration and Sustainable Conservation Management Plan for City Hall. City Hall, one of the more prominent landmarks in downtown Georgetown, is in a terrible state. The contract which has been awarded to EURONET Consulting GEIE for Euro 279,196 (G$64M) is expected to be concluded by March/ April 2017. The team, according to the Delegation of the European Union to Guyana, Suriname, and for the Dutch Overseas Countries and Territories, will include experts from both Europe and Guyana and the National
Trust of Guyana and City Hall will be actively engaged during the period of consultancy. Among other things, the assessment will involve conducting a condition assessment and evaluation of the physical and structural state of City Hall and the City Engineer’s Building; preparation and presentation of a comprehensive green restoration plan and a sustainable conservation management plan for City Hall and the City Engineer’s Buildings and facilitating training sessions and strengthening capacity within the relevant stakeholder agencies. EU Ambassador Jernej Videtiè said, ‘’Georgetown’s iconic City Hall and the City Engineer’s Buildings built in
1889 are unquestionably among the most outstanding architectural, cultural and historically significant buildings in Guyana.’’ Ambassador Videtiè added, ‘’The EU was delighted to help by funding this study, which will hopefully lead to a process that will see City Hall returned to its former glory’’. The City Hall and City Engineer’s Buildings are a part of Guyana’s tangible heritage and are considered important to the Nation’s historic fabric. In a bid to preserve and promote its cultural heritage value internationally, Guyana became a signatory in 1977 to the Convention Concerning the Protection of the World Cultural and Natural Heritage, the first Caribbean state to do so.
Customs Anti Narcotics Unit (CANU) ranks were able to thwart the shipment of over 10 pounds of marijuana to Matthews Ridge North West District, by swooping down on the Sky West Charter Service of Lot 53 David Street, Kitty, Georgetown. It was a supervisor at the entity who contacted CANU after an unusual scent emanated from a carton box that was scheduled for shipment on November 26. Yesterday, Nigel Lewis, 41, of James and King Edward Street, Albouystown; and Shirley Sinclair, 60, of Lot 41 Cooper and Sussex Street, Georgetown; were each jailed for three years and fined $8,418,000 respectively after pleading guilty to separate narcotic charges. On November 26, Lewis aided a person or other persons unknown together with Sinclair to traffic 5.6 kilograms of cannabis sativa (marijuana). The charge against Sinclair read that she aided a person or persons unknown together with Lewis to traffic 5.6 kilograms of cannabis sativa. The fines and prison terms were imposed by Chief Magistrate Ann McLennan in the Georgetown Magistrates’ Courts. CANU Prosecutor Konyo Sandiford told the court that Lewis and Sinclair are known to each other and that he
JAILED: Shirley Sinclair encouraged and procured her to collect a carton box containing the prohibited drug. She said that that Lewis also made arrangements with Sinclair for her to post the box to Matthews Ridge.
According to Sandiford, on November 25, Lewis went to the woman’s home, where he told her to go to the corner of James and School Streets, Albouystown, and meet a male, who would give her a box containing the marijuana and $30,000. The court was told that Lewis told CANU ranks that Sinclair agreed to post the package and later packed the box with marijuana and seasoning. The prosecutor said that the man told ranks that Sinclair gave him $10,000. The following day, Lewis was at Sky West Charter Service Office when Sinclair arrived there in a taxi with the box. He said that he opened the gate and Sinclair placed the box on a table. He examined the box and saw items like seasoning, tennis roll, butter flaps and blacktaped parcels. The box was to be shipped to Orin Matthews of Matthews Ridge. Prosecutor Sandiford related that Sinclair disclosed to CANU ranks that she believed the black-taped parcels contained marijuana and that Lewis instructed her to inscribe Temica Kerr as the sender and Orin Mathews as the receiver. She complied and paid $3,900 to post the package before leaving. It was a supervisor at the (Continued on page 22)

Is Guyana a banana republic? There was a time in Guyana when you could not get a bottle of Limacol to buy locally. The reason is that all of the production was exported. Guyanese had to purchase their supplies in Trinidad. A product manufactured in Guyana was not available locally. At one time, there was a multivitamin tonic made in Guyana but which could not be had locally. Persons had to bring in their supplies from the USA. At one time, Guyana had one of the best nerve tonics in the world. But most of it was exported. It still enjoys great demand in North America among Guyanese resident in the United States and Canada. We are now living in a globalized age. Goods are being manufactured for specific markets. Some goods manufactured in China are made exclusively for exports. They
are not ever going to be sold in China. American companies do the same. They have export products which they make specifically for specific export markets. They are not going to be sold within America. If your product or its batch is made exclusively for the export market, a free sale certificate is not going to be issued because a free sale certificate indicates that the goods are sold in the markets of the exporting country. How is someone to obtain a free sale certificate from China or even America when the product for which certification is required is not sold in the domestic market. If free sale certificates were required for all food items entering the United States from China and elsewhere, then a number of products would be barred entry. The local health authorities are reportedly asking local importers for a whole
bundle of paperwork for the importation of food stuff. The local health authorities are claiming to acting in accordance with our food safety laws. These laws were intended to place a hindrance on trade. They were mainly designed to ensure that food imported in Guyana was suitable for human consumption. They were not intended to ensure that they were necessarily healthy. If this were the case a lot of the foods on our supermarket shelves high in salt and fats would have already been prohibited. The health authorities have to ensure that only food suitable for human consumption is allowed to be sold for such purposes. It is hard to see how a free sale certificate ensures that food imported is healthy. The logic behind the request for a free sale certificate is that a manufacturing country will not allow an un-

There is a serious flaw in this argument because the issuance of a certificate that a product is sold in the exporting market does not make it healthy for the importing country. The health authorities have to be concerned with products and not importers. Once a food product is examined and assessed as being suitable for human consumption, there is no need for every shipment of that product to be certified. If I am bringing in Blue Bull soda and it is tested and approved for sale in Guyana, then it is unreasonable to ask me, the importer, to go through that same approval process for every shipment. If such a system is employed it will stymie international trade in food products because it means that every
single importation of a food item has to be examined and paper work produced. The country will grind to halt because trade will be encumbered rather than facilitated. The health authorities cannot be serious if they are asking that every shipment of processed food items must produce health and free sale certificates from the exporting country. What sort of country are we running – a banana republic? If having approved on the importation of a specific product as being suitable for human consumption, there is either evidence of suspicion that a particular batch may not have met health and safety standards, then the health authorities have the authority under the law to go on the shelves or bonds where those products
are either sold or stored respectively and to have the products tested. But to ask that every shipment produce certain paperwork which has to be sent to the health authorities for approval is unnecessary red tape. A scientific model of testing food items must be developed. This is how it is done internationally. No importer should be asked for each shipment to produce a free sale certificate and other documentation. This is a ridiculous!

=== The Freddie Kissoon column ===
Words of praise for Minister Volda Lawrence The suspicious relation between the sword and the pen will never go away from civilization once power exists. Power is inherently destructive. It stops good people from remaining good. It tempts innocent humans to go beyond the logical, rational and acceptable. It has a
way of transforming you, with or without your consciousness and before you know it, your metamorphosis is complete; you will never be the same again. It turns bad people into monsters. Once power is acquired, hubris, hauteur, pomposity are not far behind. Civilization is a few thou-
sand years old and very few rulers have insulated themselves from the dangers and temptations inherent in power. In modern times you can count them on your fingers. I can only cite Nelson Mandela, Mikhail Gorbachev, Olaf Palme of Sweden, Vaclav Havel of the Czech Republic, and Pierre Trudeau of Canada. I think they were successful in resisting the lure of power. Because of the innate negatives of power, the press will never trust politicians. The question is not if there will always be a suspicious relation between media and rulers; there always will be. Natural to the journalist, is the need to be vigilant with power. Power does not like to be criticized. Rulers live in a permanent world of paranoia. A little highlight of a misguided policy sends alarm bells ringing. For the ruler this could trigger bigger highlights then the domino effect comes in and power is gone. This is my reading of B u r n h a m ’s a t t i t u d e t o Walter Rodney in 1974. Once Rodney came home and began to criticize some post-co-
lonial policies, Burnham became jittery. One thing led to another. The rest is now history. If Burnham had just relaxed and take doses of Rodney in his stride, Guyanese history would have been different. When Tony Blair gave up power to Gordon Brown, in one of his first interviews, he referred to the press as feral. Blair was pursued by the press over the Iraqi invasion and he felt the press weakened his standing in the UK and the world. The truth is, Blair was feral in the exercise of power. Look of all person who was calling the press feral? Blair deceived his country and the world over Iraq and he never forgave the press for exposing him. Guyana is replete with countless examples of the suspicion between the press and the status quo. It was one of the WPA leaders, Tacuma Ogunseye, who accused the media of inventing the Harmon scandal. Ogunseye sees a media conspiracy in every story that exposes the wrong-doing of the APNU+AFC. And why does he behave this way? Because of the domino effect.
No one wants the PPP back in power so if you keep lamenting the wrongs of the government, you are going to weaken it and the PPP can return. It hasn’t occurred to Ogunseye that the press does not have to weaken the Coalition Govt.; it is doing that to itself. I will dwell on the implementation of VAT on electricity in a forthcoming column. It is with this kind of fear by the establishment the media will be seen as feral. Make no mistake; the accusations of the media inventing stories about the Coalition will hit the road sooner than later. Such is the nature of the relation between the Fourth Estate and state power. I am certain I have irritated readers by no reference as yet to the caption of the column. Last week about 6.15 A.M., the sleep of my wife and I was interrupted by the phone. It was Minister Volda Lawrence on the line. When I told my wife who it was, the visible signs of annoyance disappeared. The Minister called in reference to my column on the mistreatment of old age pensioners in Suddie. She said
Frederick Kissoon she is moved by what some of these pensioners have to go through and she intends to put systems in place to stop it. She said she is feverishly working on it. I commend the Minister for her positive attitude towards the press. If Minister Lawrence had committed a public indiscretion, she would have been featured in my column. It is only fair and decent that I extend my gratitude to her for making contact and offering a sympathetic ear. She deserves to be congratulated on a new attitude that we are yet to see emerge from the power structure in its dealings with the press. I hope Ms. Lawrence strengthens this attitude because it could only help her to be a better politician and Guyana needs better politicians.

Final COI report into mining death handed over Minister of State, Joseph Harmon, yesterday received the final Report of the Commission of Inquiry (COI), which was established to probe the circumstances surrounding the mining pit collapse and death of Ann’s Grove resident, Keon Wilson, 33, at Rock Creek, Puruni, Cuyuni-Mazaruni (Region Seven). The pit cave-in occurred on October 8, 2016. The report was handed over by Rear Admiral (retd), Gary Best, at the Minister’s office, Ministry of the Presidency. Harmon noted that the report will serve as a guideline and help to identify further steps the Government should take to ensure that no further lives are lost in this fashion. “[The] Commission of Inquiry is intended to elevate the level of this [investigation] into these matters, so that the world would understand that we put a very high premium on the life of every single Guyanese… I trust that the recommendations that
have been made in this report will act as a guide to the Guyana Geology and Mines Commission (GGMC), the Ministry of Natural Resources, in so far as the safety mechanisms are concerned.” Minister Harmon said. Additionally, Minister Harmon said that though the Government has come under criticism for setting up several inquiries, it is the only way facts and evidence can be gathered to ensure relevant action is taken. “These Commissions of Inquiry are not done for the sake of mounting Commissions of Inquiry. They become a call to action and, therefore, the recommendations will be carefully studied, in the first instance by the Ministry of the Presidency and the Ministry of Natural Resources. The report will be shared to the Cabinet, and the Cabinet will also have an input in the matter particularly as it relates to the executive summary and the recommendations that have been made by the Com-
Killed: Keon Wilson missioner,” Minister Harmon said. Rear Admiral Best explained briefly that three levels of culpability have been identified. “I found that they are three levels of culpability; at the personal level, the operational level and the regulator level. The report asked for me to determine, blame-
worthiness so I had to look into that carefully,” he said. The Commission was established on October 18, 2016. A preliminary report was submitted to Minister of Natural Resources, Raphael Trotman on November 9, 2016 and the deadline for submission of the final report was extended.
Mining successes not to be attributed to Govt. interventions - GGDMA The Guyana Gold and Diamond Miners Association (GGDMA) has countered Government statements to the effect that the successes recorded in the mining industry are as a result of concessionary measures it introduced for the benefit of all miners. GGDMA is saying that gold miners made it on their own while not benefitting from measures announced by the APNU+AFC government, neither those that they previously enjoyed
under the People’s Progressive Party/ Civic (PPP/C) administration. GGDMA used the occasion of a press conference hosted by the Private Sector Commission (PSC) to get its message across. During his Budget speech, Minister of Finance, Winston Jordan told the National Assembly otherwise. He said, “The mining and quarrying sector is projected to grow by 35.7 percent in 2016, the highest in over a decade. “Gold production is expected to reach 644,814
ounces as a result of the combined efforts of small and medium-sized miners responding to the generous concessions granted by Government and rising global gold prices, and the two foreign-owned companies reaching full capacity.” The GGDMA says that Jordan’s statements are “disingenuous” The Association stated that no new incentives were accessed in 2016 “hence growth cannot be attributed to any action of the government.” GGDMA acknowledged that an agreement for miners to access 10 percent
duty fuel was signed and in effect until last October. However, the association said, “Not one miner, including those who were certified as tax compliant by the GRA (Guyana Revenue Authority), was able to access this incentive because of the government bureaucratic delays.” Further, GGDMA said that the “legacy agreements which were in place and inherited by this government, expired in October and have not been renewed.” (Abena RockcliffeCampbell)

PI into KNews grenade attack…
Prosecution closes case; lawyers to make submissions
Alfie Garraway
Janeil Howard
Leroy Williams
WANTED: Shemar Wilson
Police Inspector Neville Jeffers closed the case of the prosecution, yesterday, by calling the final witness, Somal Sharma, Network Administrator at Kaieteur News, when the preliminary Inquiry (PI) into the matter continued before Chief Magistrate Ann McLennan. Leroy Williams, 25, of Durban Backlands, Georgetown; Janeil Howard, 20, of 322 Section C Turkeyen, East Coast Demerara; Alfie Garraway, 36, of Norton Street, Lodge, Georgetown are accused of conspiring together with other persons to cause an explosion by way of grenade, likely to endanger lives and cause damage to property. Garraway is currently out on $300,000 High Court bail. The other two accused remain on remand. Howard is unrepresented by an attorney. Alfie Garraway is being represented by Attorney Stanley Moore, while Attorney Neil Bollers is defending Williams. Sharma was cross-examined by Attorney Bollers. Attorney Moore was absent as he was said to be at the High Court in Georgetown in another matter. Nevertheless, both lawyers are scheduled to make submissions on December 14 at 10:00hrs. This adjourned date did not go down to well with Williams. He began using a series of expletives while seated in the prisoner’s dock. “I frustrated. Y’all aint want see ghetto youths come out of jail”, he shouted at the top of his voice. Orderlies present in court commanded the accused to remain silent. But he continued with his outbursts. At one point, the Chief Magistrate asked Attorney Bollers to have his client
behave. When Bollers turned to speak with Williams, the latter shouted, “Ask for a shorter date I fed up of jail.” And the station diary of the Ruimveldt Police Station was brought to the court yesterday by a rank attached to the station. At the last court hearing (December 1) Police Constable Darson LaRose took the stand and told the court that he was unable to find the diary. The police witness had told the court that he made several checks in the storeroom and Inquiries Office of the said station and was unable to find the book. He had disclosed that he and the female Station Sergeant searched her office, but came up empty handed. The PI into this matter commenced on September 8. Since then several police and civilian witnesses were called to testify. According to reports, on the day in question, a security staffer heard an unusual sound coming from near Lalls vehicle PRR 8398, which was parked on the western side of newspapers Lot 24 Saffon Street, Georgetown office. On checking the front of the vehicle, the staffer spotted a grenade lying near one of the front tyres. Video footage from the companys CCTV cameras showed a greycoloured vehicle, slowing as it approached Lalls vehicle. The driver accelerated after the explosive device was thrown. Shemar Wilson, also known as Abdue, is still wanted by the police for questioning in relation to the grenade attack. He is 20 years of age and his last known addresses have been given as 43 North Sophia and 51 West LaPenitence, Georgetown.

Two replacement names confirmed for PNP leader so far (Jamaica Observer) Two names have already emerged as potential leaders of the Opposition People’s National Party (PNP) following Sunday’s emotional announcement by President Portia Simpson Miller of her intention to step down. Businessman Peter Bunting and political economist Dr Peter Phillips have confirmed that they will seek the top post in the 78-yearold institution, but the name of medical practitioner Dr K Wykeham McNeill is also expected to be thrown into the hat as well. Opposition Leader Simpson Miller on Sunday announced at the meeting of the party’s highest decisionmaking body that she will not be seeking re-election as leader of the PNP at the annual conference next September — adding fuel to the growing disunity within the party. There were clear signs of conflict within the party on Sunday at the National Executive Council meeting, held at the Cedar Grove Academy in St Catherine, as Simpson Miller’s loyalists and disgruntled members from Member of Parliament Lisa Hanna’s St Ann South Eastern constituency hurled
abuse at Hanna and Bunting in particular. Hanna, a former Cabinet minister, had been at odds with executives of the PNP, including Simpson Miller, something which intensified during the recent local government election. The loyalists also lashed out at others who they felt did not support Simpson Miller. While some people were clear that they would not be support Bunting and Hanna in any quest to lead the party, others could be overheard saying that the campaign is on for Peter Phillips. One woman even got into a public tracing match with prominent attorney-at-law K D Knight, who served as campaign director for Hanna in the vicepresidential contest that ended in defeat for her last September. Simpson Miller, in the meantime, left in the midst of the meeting after giving her address. However, Chairman Robert Pickersgill, who spoke to reporters after the meeting which was closed to the media, said that after serving the party for 40 years, the PNP leader feels that the time has come for her to step aside. When asked if the leader was of the view that people
Dr. Peter Phillips had pushed for her to leave, Pickersgill said: “I can’t speak for her, but I would be very surprised if that did not pass through her mind.” According to the party chairman, Simpson Miller was not heartbroken about her departure, but was very emotional. So too were the party supporters who were in attendance at the meeting. Pickersgill said the leader’s announcement was met by tears and sadness, and that the meeting had to adjourn for a while. “Because, really, after 40 years and being with the party
Caribbean joins in adopting Cancun Declaration CANCUN (CMC) – Caribbean countries were among more than 190 countries that have pledged to support efforts to integrate biodiversity into the policies of their forests, fisheries, tourism and agriculture sectors. The pledge was made at a conference now underway in Mexico with the United Nations indicating that the countries adopted the Cancun Declaration, named after the Mexican city where the 13th meeting of the Conference of the Parties to Convention on Biological Diversity (CBD), known as “COP13”. “The Declaration represents an unprecedented recognition from the international community that biodiversity protection must involve different governmental and economic sectors and not just environment ministries,” the UN said. “The Cancun Declaration, and the powerful commitments made here at the High Level Segment send a strong signal that countries are ready to achieve the Aichi Targets,” said Braulio Ferreira de Souza Dias, Executive Secretary of the CBD,
Braulio Ferreira de Souza Dias referring to the 20 biodiversity targets that Parties to the CBD are meant to achieve by 2020. During the meeting, the UN said countries participated in roundtables discussing how the fisheries, tourism, forestry and agricultural sectors can take biodiversity into account and how they can contribute to its protection and conservation. “For the first time, through the efforts of all parties, we are really speaking meaningfully to one another about the real value of
biodiversity to tourism, to agriculture, to forestry, to fisheries – to the very lifeblood of our economies,” said Erik Solheim, the Executive Director of the UN Environment Programme (UNEP) In addition to the Cancun Declaration, the UN said various countries announced their own commitments to accelerate action to meet the Targets’ deadline in less than four years. The UN Biodiversity conference continues until December 17.

for as long as she has been — in the ups and down — you could imagine what kind of emotions that could have evoked,” Pickersgill said. According to the party chairman, Simpson Miller had previously indicated that she would step down after the local government election. “She did not want a new leader to face the poll, bear-
ing in mind that we did not know what the outcome would be. She ‘rathered’ that the new leader would not start out on a negative note, which I thought was extremely thoughtful of her,” he said. “The party is going to demonstrate its gratitude for her sterling work and will be hosting a big celebration for
(Trinidad Express) - Mexican multinational building materials company yesterday announced that one of its indirect subsidiaries, Sierra Trading, will present an offer and take-over bid to all shareholders of Trinidad Cement Limited. CEMEX wants to acquire up to 132,616,942 ordinary shares in TCL for TT$4.50 in cash per TCL share, which together with Sierra’s existing share ownership in TCL of approximately 39.5%, would, if successful, result in Sierra holding up to 74.9% of the
equity share capital in TCL. Full acceptance of the offer would result in a cash payment by Sierra of approximately TT$597 million (U.S. $89 million). The Offer price represents a premium of 33.1% over the December 1, 2016, closing price of TCL’s shares in the Trinidad and Tobago Stock Exchange. Details of the offer is contained in a press statement issued by CEMEX yesterday. Among other conditions, the offer will be conditional on Sierra acquiring
her. I regard her as one of the greatest women in the history of Jamaica for reasons that should be very obvious. The amount of firsts that Portia Simpson Miller has scored, it’s going to be difficult for anyone else in terms of that gender, because once it is first it is first,” Pickersgill said. The party chairman said he was “very proud” of Simpson Miller and praised her for excellent performance as leader of the country. “She presided over the Cabinet that ended in February 2016, and although I was a member of that Cabinet, I really believe it was the greatest performance by any government in recent times, and it is something that, in terms of her legacy, I will endeavour that Jamaicans never forget. “She is an extraordinary politician and extraordinary woman and she will be missed,” Pickersgill said.
Mexico’s CEMEX makes takeover bid for TCL at least an amount of TCL shares that would allow CEMEX to consolidate TCL. Unless extended, the Offer period is expected to close on January 10, 2017. If the offer is successful, TCL will continue operating as usual. Additionally, TCL will be maintained as a publicly listed company on the Trinidad and Tobago Stock Exchange with the benefit of a strong local shareholding together with the enhanced benefit of proven management and operational expertise from CEMEX.

BaiShanLin moves to sell property while owing NICIL BaiShanLin Forest Developers Inc is looking to sell the Cacique Palace and Banquet Hall. However, while top officials of the National Industrial and Commercial Investment Limited (NICIL) continue to dodge the media, Kaieteur News has been able to confirm that BaiShanLin still owes NICIL for the property. How then can the logging company be able to sell is the question Kaieteur News is seeking to get answered. The Cacique Palace is located aback the Princess Hotel, East Bank Demerara. This newspaper understands that while BaiShanLin employees occupied the building for over one year, the company still owes around $600M for it. The Cacique Palace and Banquet Hall was started by a group of private developers, for the 2007 Cricket World Cup to cater for several matches scheduled to be played at the nearby Providence National Stadium. However, the US$3.5M ($700M) project was not com-

Opposition MPs call for withdrawal... From page 7 increase. Manickchand exploded, “You are taxing our pets? Everything will go up. This is what the Budget is about. This is a brace yuhself Budget...The quality of life that Guyanese are accustomed to will cease to exist,” The former Education Minister did not stop there. She went to say that the many promises made by the Administration while it was in the opposition, can be deemed as lies – “A big fat lie,” Manickchand said that the Budget falls short of what was expected by many Guyanese including herself. She said that the Budget lacks innovation and labelled it as a “Stop-Gap Budget”. Death Announcement Budget – says Joe Hamilton The Coalition Government on November 28, 2016, delivered the first, in over two decades, a “death announcement” Budget, said Joseph Hamilton, a former member of the People’s National Congress. The MP took the Minister of Business, Dominic Gaskin, to task saying that all the Guyanese people have been hearing in the past three Budgets presented by the Administration is ‘We will’. Hamilton queried where were the jobs that were supposed to come on-stream. He further condemned the Budget by saying it was laced with poisonous measures which will lead to “murderation”. According to media reports, Minister of Natural Resources Raphael Trotman, during the Georgetown Chamber of Commerce and Industry (GCCI)’s 127th Annual
Gala Dinner and Awards Ceremony, told the Chamber that they can see the “glass half empty or half full”, he further urged the Business Community to “look beyond the horizon” and to “get busy”. Hamilton, during his presentation said that his interpretation of the Minister’s remarks, is likened to asking the Guyanese people to “drink the poison and do not complain,” The MPs posited that the Government’s ‘uncaring’ disposition could be chalked up to the ‘fact’ that many of their expenses – which the citizenry will have to pay VAT on – are covered by the state. The MP said that the positives in the Budget being touted by the Government is nothing but a “rum shop gaff” and does not contain any material measures that will improve the lives of Guyanese nor the state of the economy. Budget lacks hope and inspiration – says Zulfikar Mustapha Opposition MP, Zulfikar Mustapha, a former Region Six Chairman, during his presentation, said that Government does not care what happens to the ordinary man. He added that the Government Ministers are fully aware that they will not be affected by the imposition of the VAT on water and electricity amongst the other goods and services that will attract the 14 percent tax. Mustapha said that many Guyanese were looking forward to something in the Budget to inspire hope and confidence, however, after the Finance Minister’s speech, everything was shattered.
He added that the government is also yet to come up with a strategy to address crime within the State. Mustapha said that Guyanese are looking for more action not words. The MP said that the Government is too “throw back” and are only guaranteeing the good life for themselves, not the populace. He added that the day the Finance Minister made his Budget Presentation, it was a “dark day” for Guyanese and the outcome of the presentation defies “rational explanation”. “Why would a Government derail development? Cost of Living is going to escalate,” Mustapha said that if Guyana should return to the polls ‘today’, the People’s Progressive Party/Civic (PPP/ C) will be back in office. He also quoted the Minister as saying that investing in the sugar industry was a “waste of time,” Mustapha said that the Government has abandoned the sugar workers; the same workers who supported the economy for years. He said also, that these workers are likely to not receive an Annual Production Incentive (API) this year. “Is this Government so heartless that it cannot offer an increase?” Mustapha asked.

U.S. seeks to reassure Beijing after Russia says to start talks with Trump call with Taiwan leader U.S. on Aleppo rebel withdrawal
The White House said yesterday it had sought to reassure China after President-elect Donald Trump’s phone call with Taiwan’s leader last week, which the Obama administration warned could undermine progress in relations with Beijing. The statement from a spokesman for U.S. President Barack Obama highlighted concerns about the potential fallout from Trump’s unusual call with Taiwan President Tsai Ingwen on Friday, which prompted a diplomatic protest from Beijing on Saturday. White House spokesman Josh Earnest said senior National Security Council officials spoke twice with Chinese officials over the weekend to reassure them of Washington’s commitment to the “One China” policy and to “reiterate and clarify the continued commitment of the United States to our longstanding China policy.” The policy has been in place for 40 years and is focused on promoting and preserving peace and stability in the strait separating China and Taiwan, which is in U.S. interests, Earnest said. “If the president-elect’s team has a different aim, I’ll leave it to them to describe,” he said. “The Chinese government in Beijing placed an enormous priority on this situation, and it’s a sensitive matter. Some of the progress that we have made in our relationship with China could be undermined by this issue flaring up,” he said. Despite tensions over matters ranging from China’s pursuit of territorial claims in the South China Sea and trade, the Obama administra-
tion has highlighted cooperation on global issues, such as climate change and Iran and North Korea’s nuclear programs. Earlier yesterday, China’s foreign ministry said Trump was clear about China’s position on the Taiwan issue and that China has maintained contacts with his team. Vice President-elect Mike Pence sought to play down the telephone conversation, saying it was a “courtesy” call, not intended to show a shift in U.S. policy on China. Chinese foreign ministry spokesman Lu Kang would not say directly who China had lodged “stern representations” with about Trump’s call, repeating a weekend statement that it had gone to the “relevant side” in the United States. “The whole world knows about the Chinese government’s position on the Taiwan issue. I think President-elect Trump and his team are also clear,” Lu told a daily news briefing. “The Chinese side in Beijing and Washington lodged solemn representations with the relevant side in the U.S.” Pressed on who the diplomatic protest was lodged with, Lu said: “I think it’s easy to understand ‘the relevant side.’ “In fact, China has maintained contacts and communication with the team of President-elect Trump,” he added, repeating a previous assertion, though he did not give details. Lu also said he would not speculate on what prompted the call, but described the matter of Taiwan as the most important and sensitive question between China and the United States.
Trump, who vowed during his campaign to label China a currency manipulator, issued more tough rhetoric on Sunday. “Did China ask us if it was OK to devalue their currency (making it hard for our companies to compete), heavily tax our products going into their country (the U.S. doesn’t tax them) or to build a massive military complex in the middle of the South China Sea? I don’t think so!” Trump said on Twitter. China, Taiwan, the Philippines, Vietnam, Malaysia and Brunei claim parts or all of the energy-rich South China Sea, through which trillions of dollars in trade passes annually. Lu would not be drawn on directly commenting on Trump’s tweets but defended the China-U.S. relationship. “The China-U.S. economic and trade relationship has over many years always been a highly mutually beneficial one, otherwise it couldn’t have developed the way it has today,” he said. PHONE CALLS The diplomatic contretemps was one of several recently for the Republican president-elect, a real estate magnate who has never held public office and has no foreign affairs or military experience. Trump, who takes office on Jan. 20, is still considering his choice for secretary of state. The call with Taipei was the first by a U.S. presidentelect or president with a Taiwan leader since President Jimmy Carter switched diplomatic recognition to China from Taiwan in 1979, acknowledging Taiwan as part of “one China.” China regards Taiwan as a renegade province. China blamed Taiwan for the call, but also lodged the diplomatic protest with the United States, saying the “one China” policy was the bedrock of relations with the United States. Pence called the uproar over the call with “democratically elected” Tsai a “tempest in a teapot.” He blamed the media for the controversy, saying the call was similar in nature to one between Trump and Chinese President Xi Jinping after the Nov. 8 election.
The Russian government said yesterday it would start talks with Washington on a rebel withdrawal from Aleppo this week as Russian-backed Syrian forces fought to seize more territory from rebels who are struggling to avoid a major defeat. The latest army attack, which saw fierce clashes around the Old City, aims to cut off another area of rebel control in eastern Aleppo and tighten the noose on opposition-held districts where tens of thousands of people are trapped. Advances in recent weeks have brought Damascus, backed militarily by Russia, Iran and Lebanon’s Hezbollah, closer to recapturing Syria’s second largest city before the nearly six-year war and a prize long sought by President Bashar al-Assad. The rebels are now reduced to an area just kilometres across. While Assad’s allies have in the past year turned the battle in his favor, Western and regional states backing the rebels have been unwilling or unable to prevent a major defeat for groups who have fought for years to topple the Syrian leader. Russian Foreign Minister Sergei Lavrov said talks with the United States on the withdrawal of rebels would begin in Geneva this evening or tomorrow morning. There was no immediate comment from Washington, which has backed some of the rebels. “Those armed groups who refuse to leave eastern Aleppo will be considered to be terrorists,” Lavrov told a news conference. “We will treat them as such, as terrorists, as extremists and will support a Syrian army operation against those criminal squads.” While the rebels have said they will not leave, one opposition official, who declined to be identified, conceded they may have no alternative for the sake of civilians who have been under siege for five months and faced relentless government bombardments. “The people are paying a high price, with no state or organization intervening,” the official said, adding that this was his personal assessment based on reports from the city. With narrow alleyways, big
Russian Foreign Minister Sergei Lavrov (Reuters photo) mansions and covered markets the ancient city of Aleppo became a UNESCO heritage site in 1986. Many historic buildings have been destroyed in the fighting. BLACK SMOKE RISES NEAR CITADEL Responding to Russia’s demand for their withdrawal, rebels told U.S. officials on Saturday they would not leave. Reiterating that position yesterday, rebel official Zakaria Malahifji said, “No person in his right mind, who has any sense of responsibility and patriotism, would leave his city.” “The Russians are trying to do everything they can to make people leave. This is far from reality,” he said, speaking to Reuters from Turkey. Insurgents, meanwhile, fought back ferociously inside Aleppo. Some of the fighting took place within a kilometre of the ancient citadel, a large fortress built on a mound, and around the historic Old City. Heavy gunfire could be heard from the Old City and smoke from mortar shell blasts rose from the area, Reuters journalists in a government-held western district said. Rebels appeared on the verge of being driven from the al-Shaar neighborhood after new advances by Syrian government forces on Sunday. But rebels said they had mounted a counter-attack yesterday, and were recovering ground in some areas. Clashes raged in the Old City itself, which has long been split between government- and rebel-held areas,
the British-based Syrian Observatory for Human Rights monitoring group said. A Syrian army officer told Reuters intense fighting was taking place around the Old City. State television broadcast a report from inside a hospital complex seized from rebels on Sunday. The hospital is strategically important because it overlooks surrounding areas held by insurgents. A government takeover of the eye hospital complex and areas stretching west from there to the citadel would cut the remaining rebel-held areas of eastern Aleppo in two, further isolating embattled rebel groups. Rebels said they were fighting back in that area too yesterday. REBELS LAUNCH COUNTER-ATTACKS “They (rebels) are trying to take back all the areas the regime took yesterday (including) the eye hospital, alMyassar,” Malahifji said. Moscow said a rebel attack on a mobile military hospital killed one Russian medic and wounded two others. The United Nations says more than 200,000 people might still be trapped in rebel-held areas, affected by severe food and aid shortages. “We need to reach them,” U.N. aid chief Stephen O’Brien said in Geneva yesterday. “People have been eking what they can, prices have skyrocketed so there is a real and severe shortage of foodstuffs.” Russia is expected to veto a U.N. resolution on Monday which calls for a seven-day ceasefire, with Lavrov saying a truce was counter-productive because it would allow rebels to regroup.

Renzi to resign after referendum rout, leaving Italy in limbo (Reuters) - Italian Prime Minister Matteo Renzi announced yesterday that he would resign after suffering a resounding defeat in a referendum over constitutional reform, leaving the euro zone’s third-largest economy in political limbo. Italy’s largely ceremonial head of state, President Sergio Mattarella, told the prime minister to stay on until parliament had approved the 2017 budget. That could be achieved as soon as later this week, after which, the president said, Renzi would be free to tender his resignation. His decision to quit after less than three years in office deals a new blow to Western political establishments, still in shock from Britain’s unexpected vote to leave the European Union and the U.S. election of outsider Donald Trump as president. The referendum, intended to change rules to make Italy more governable, was opposed by right-wing and populist parties, including groups that want Italy to ditch the euro. Those groups have
crowed that the referendum showed voters reject traditional elites, in the vein of the victories of Brexit and Trump, although mainstream opposition parties and even some leaders of Renzi’s fractured center-left Democratic Party (PD) had also campaigned for “no”. Italy’s youngest ever premier had been feted around the world as a pro-European reformer and lauded by U.S. President Barack Obama for his “bold, progressive” leadership. Obama had hoped Renzi would stay on even if he lost the referendum. But the 41-year-old Renzi said he would leave office after voters decisively rejected his plans to reduce the role of the upper house Senate and centralize power. Voters had turned the referendum into a de facto vote on Renzi, who gambled everything by pledging to quit if he lost. After a meeting lasting about half an hour, Mattarella’s office said in a statement that the prime minister had told the president he could no longer remain in office.
The president, who serves as the ultimate political arbiter in times of crisis, told Renzi to see through the passage of the budget, so as to prevent emergency funding rules from kicking in at the start of the year. After the referendum the euro initially fell along with European stock and bond markets on concerns that early elections could follow, possibly paving the way for an antieuro party to win power. But markets rebounded as European officials dismissed talk of a broader euro zone crisis. It was not immediately clear if Renzi would retain enough support in his PD to remain party leader - a role that could give him a say in who becomes the next prime minister. Party leaders are due to meet tomorrow. Economy Minister Pier Carlo Padoan, who has pulled out of meetings with European finance ministers in Brussels this week, is viewed as a possible candidate for prime minister. Senate President Pietro Grasso and Transport Minister Graziano Delrio have also been tipped as potential premiers.

Thousands in Brazil protest gutting of anticorruption measures
Protesters along Copacabana Beach in Rio de Janeiro on Sunday voiced their displeasure with political leaders in both houses of Brazil’s Congress. (Credit Mario Tama/Getty Images) (New York Times) RIO DE JANEIRO — Thousands of protesters fanned out on the streets of Brazilian cities on Sunday to voice indignation with political leaders who are trying to stymie anticorruption investigations. The protesters focused much of their ire on the politicians at the helm of Brazil’s scandal-ridden Congress, including Rodrigo Maia, the speaker of the lower house, and Renan Calheiros, the powerful head of the Senate, after lawmakers gutted an anticorruption bill last week. That move touched a nerve among many people in the country as Brazil mourned the victims of the crash of the plane carrying the Chapecoense soccer team last week Monday. In a marathon session, the lower house rewrote the legislation to curb the power of prosecutors and judges guiding graft inquiries. The administration of
President Michel Temer, who took office just six months ago after a bitter fight to impeach his predecessor, Dilma Rousseff, is showing signs of vulnerability over corruption scandals in its ranks and its inability to mend an ailing economy. While many protesters expressed disgust with Mr. Temer’s allies in Congress, the demonstrations also showcased how movements that were once on the fringe — like backing the restoration of Brazil’s monarchy or supporting far-right candidates and even a military coup — are gaining resonance on the streets. “Democracy is a beautiful thing in Sweden, maybe Switzerland, but Brazil just isn’t ready,” said Juarez A. Nunes, 76, a lawyer who attended the protest in São Paulo. “We have so many laws, yet try finding people who obey them.”
Turnout was lower on Sunday than at some of the protests over the past year calling for the ouster of Ms. Rousseff, who faced charges of manipulating the federal budget to conceal mounting economic problems. Mr. Temer, while grappling with dismal approval ratings, did not seem to be in the cross hairs of many protesters. Either way, Mr. Temer, the leader of the Brazilian Democratic Movement Party, a centrist organization that is growing more conservative, is struggling to find his footing as Brazil’s political mood remains dour. Mr. Temer tried to avoid attending the memorial service for the victims of the Chapecoense tragedy, reportedly out of fear of being booed at a large public gathering. But after relatives of the soccer players killed in the crash lashed out at him, he changed his mind.

Anthony Joshua vs Wladimir Klitschko set for April 29 Wladimir Klitschko has named the date for his superfight with Britain’s world heavyweight champion Anthony Joshua. The Ukrainian veteran, who was the unified champion for a decade, expects to be challenging England’s Olympic gold medal kid Joshua for one of those alphabelts on April 29. Probably in a football stadium. Although a finalised contract has not been signed yet, Klitshcko let slip the advanced plans for a Joshua fight as he made tracks for Manchester to watch AJ make his second defence of the IBF title against Eric Molina this coming Saturday. Wembley is the preferred venue. ‘It is the most famous stadium in the world,’ says Klitschko’s manager Bernd Boente – but other major grounds including Cardiff’s

Principality Stadium, complete with its April-weather roof, are under consideration. Renowned football stadia in Klitschko’s adoptive Germany are also on hold but Joshua’s promoter Eddie Hearn is confident of bringing this huge event to the UK. Klitschko, who was relieved of his collection of heavyweight belts by Tyson Fury in a massive upset last November, has been kept out of action since by the rematch postponements caused by the mental problems besetting the Gypsy King. He is insisting that one of those lost titles, the WBA, will also be on the line next April. In addition to adding
more lustre to the occasion, that enables Klitschko to claim close to an equal share of the mega-millions purse money even though Joshua is a defending champion. Both camps admit that minor points in the deal remain to be settled but the only conceivable risk to Joshua vs Klitschko is the outside chance of Molina springing an even greater surprise on Joshua this Saturday than Fury achieved against Big Wlad more than a year ago. Klitschko dismisses that possibility. He says: ‘I expect Joshua to win on Saturday and I am confident we will fight each other in April.’ (MailOnline)

Formula One returns to France after 10-year absence The French Formula One Grand Prix will return in 2018 after a 10-year absence with the race scheduled to take place at the Circuit Paul Ricard in southern France, regional politician Christian Estrosi said yesterday. ”We and those who are with me are very proud...it’s a great victory,” Estrosi told reporters. Named after the local pastis alcohol magnate who financed it, and also known as Le Castellet, the track last hosted a grand prix in 1990. The country’s most recent Formula One race was at Magny-Cours, in central France, in 2008. France hosted the first recognized grand prix near Le Mans in 1906, and was also part of the first world championship season in 1950 with a race at Reims. The five-year deal was agreed with the ProvenceAlpes-Cote d’Azur (PACA) region in association with t h e c i t y o f To u l o n , department of Var and the French motorsport

Grand Prix at Nogaro, said the event was likely to happen in the European summer. He declined to say how much it had cost to bring
back motor racing’s elite competition, but said the contract was in the normal price range for a grand prix in Europe. “Losing the grand prix left a real scar on the
country,” Estrosi said. Germany has been axed from the 2017 calendar for financial reasons, despite the country having world champions in dominant
Mercedes, but Hockenheim still has a contract to host the loss-making race in 2018. Le Castellet, which features the long Mistral straight, has been fully renovated and is now owned by Formula One supremo Bernie E c c l e s t o n e ’s f a m i l y trust. The Briton told Reuters last week that the trust was not involved in the race and would be leasing the facility to “the people that are going to be the promoters.” France currently has two drivers on the starting grid, Romain Grosjean and Esteban Ocon, while French manufacturer Renault has its own team and provides engines to former champions Red Bull and Toro Rosso. The showcase Monaco Grand Prix, a few hours’ drive from Le Castellet, has been a fixture on the calendar since 1950 and the closest thing to a home race for French drivers in recent years. (Reuters)

Caribbean Development Boxing Tournament
Confident boxing team leaves for Barbados today; urged to be of best behavior They are considered among the best amateur pugilists in Guyana and consequently, the Selection Committee of the Guyana Boxing Association has selected ten boxers to represent this country at the Caribbean Development Tournament slated for Barbados, December7-12; half of the team leaves this morning while the others will fly out one day later. Those boxers making the cut are welterweight (youth), Akeem Mounter, flyweight (youth), Keevin Allicock and lightweight (youth) Christopher Moore. Isaiah Moore (46kgs) is the lone junior boxer on the team. The others, all elite b o x e r s a r e , super/heavyweight Jason Barker, middleweight, Desmond Amsterdam, jnr/welterweight, Colin Lewis, lightweight, Joel Williamson, light/heavyweight, Markember Pierre, bantamweight, Clairmonte Gibson and flyweight, Kevin Allicock. The three coaches are Sebert Blake, who will lead the squad as the Head Coach, Adrian Thomas and Clifton Moore while Vice President of the GBA, Maurice Rajkumar, will Manage the team. The final composition of the team was in limbo up to Sunday morning after the GBA executive revealed that they were short of adequate funds to field a complete
team. However, following diligent work in the fields supported by a 100 miles walk-a-thon that accrued more than half a million dollars, the Selection Committee (GBA) was able to meet the (financial) requirements to send a large team to the championships. However, despite the ardent efforts of the executive, the funds were still inadequate and Mr. Rajkumar stepped up to the plate and paid for two of the tickets to facilitate a full strength team. The selection process was done yesterday afternoon at the Andrew ‘Sixhead’ Lewis Gym, Callendar Street and Independence Boulevard. Shortly after its completion, President of the GBA, Steve Ninvalle, implored the boxers to represent the country with dignity and pride. He reminded them of the hard work of the (GBA) executive saying that the only repayment that he sought was gold medals around the boxers’ necks at the conclusion of the tournament. “You are going to Barbados to demand respect in the ring,” he told the boxers. Mr. Rajkumar echoed Ninvalle’s words even as he reiterated the importance of discipline. “You are our ambassadors and we expect your behavior to reflect this f a c t , ” M r. R a j k u m a r concluded. Meanwhile, apart from the funds accrued from the

Former FIFA president Blatter loses appeal against ban
Former FIFA President Sepp Blatter is seen leaving the Court of Arbitration for Sport (CAS) in this file picture taken in Lausanne, Switzerland April 29, 2016. REUTERS/Denis Balibouse/File Photo Former FIFA president Sepp Blatter has lost his appeal against a six-year ban for ethics violations, imposed amid the biggest corruption scandal to shake the world soccer body, the Court of Arbitration for Sport (CAS) said yesterday. CAS ruled that Blatter had authorized payments to Michel Platini, then the European football boss, worth over $2 million that amounted to “undue gifts” and therefore violated FIFA’s code of ethics. Blatter, who led FIFA for 17 years, told Reuters in a telephone interview that he was “disappointed but not shattered”. He resigned in June last year after several dozen football officials, including FIFA executive committee members and former members, had been indicted in the United States on graft charges, along with two sports marketing firms. The 80-year-old Swiss was not among those indicted, but became embroiled in scandal when he was banned from all football-related activity the following December by FIFA’s Ethics Committee along with Platini, then president of the European soccer body UEFA. The men were banned, initially for eight years, over
a payment of 2 million Swiss francs ($1.98 million) that FIFA made to Platini in 2 0 1 1 , w i t h B l a t t e r ’s approval, for work done a decade earlier. The bans were reduced to six years by FIFA’s appeals committee in February. Both men denied wrongdoing and Blatter said the payment related to a verbal agreement. CAS said in a statement that its threeman panel had determined that Blatter “breached the FIFA code of ethics since the payment amounted to an undue gift as it had no contractual basis”. ”The Panel further found that Mr Blatter unlawfully awarded contributions to Mr Platini under the FIFA Executive Committee retirement scheme which also amounted to an undue gift.” CRIMINAL INVESTIGATION Swiss prosecutors are now investigating Blatter on suspicion of criminal mismanagement and misappropriation of funds over the payment, which they describe as “disloyal”, though he has not been charged. And in September, FIFA’s Ethics Committee said it was investigating Blatter and two other former leading FIFA officials over the salaries and bonuses they
had received while in office. Those probes come against a broader background of suspicion over the FIFA Executive Committee’s allocation of FIFA’s showpiece event, the four-yearly World Cup, to Russia and Qatar on Blatter ’s watch; Swiss authorities are investigating whether bribes were paid to help secure the hosting rights. Blatter, who must also pay a fine of 50,000 Swiss francs, told Reuters after the CAS ruling: “I have accepted it now. I have got to the stage where I have struggled enough, I have worked enough.” ”I still have contact with people in football and heads of state,” he said. “We have developed football all around the world, we have made football part of the economy and it also has some political influence ... ”I do hope that at a future FIFA Congress, somebody will stand up and say ‘perhaps president Blatter is not so bad’.” CAS cut Platini’s ban to four years in May but said on Monday that Blatter had not requested a reduction, adding: “In any event, the panel determined that the sanction imposed was not disproportionate.” (Reuters)

The Guyana Defense Force (GDF) now under new Technical Direction of Bilal Nantambu has started season 2 of the GFF/Stag Elite League in blazing fashion as they chalked up yet another convincing win, 4-1 over home team Topp XX when the league was played at the MSC ground in the Bauxite Mining Town of linden for the first time. Already on a high going into the match, the Army set out to continue in that vein at the expense of first timers Topp XX and that they achieved in style led by a brtace of goals from the dependable, Olvis Mitchell. With the kind of form being shown by the GDF, one of the teams that have been up and down in the past, it was always going to be a tough ask for the Topp XX boys aiming to show that they belong, to keep the soldiers at bay. Mitchell made the
ambitions of the GDF known in goal terms on 13 minutes and that mood was further reinforced in the 27th minute when Kennard Simon hammered home for the GDF which enjoyed a comfortable 2-0 cushion at eh half way mark. On resumption, veteran Travis Waterton pulled one back for Topp XX in the 50th minute to reduce the advantage but the home team’s confidence only resulted in making the visitors more goal hungry. Mitchell completed his double three minutes after Waterton’s goal to restore the two goal advantage as Delwin Fraser, another of the Army’s lethal weapons, hammered home the sealer in the 75th minute to seal another three points. Fruta Conquerors also continued their fine showing in the league also with a 2-1 win over Buxton United. The juice boys were led by
the consistent Eon Alleyne who broke the deadlock in the match in the 52nd minute. The first half did not produce any goals and neither team was contented enough to leave the arena at eth MSC without scoring. It was Conquerors who drew first blood but the East Coast side, Buxton responded in like manner immediately after when Clive Andries scored in the 53rd minute.
