The contradictions in political life It really does not require a rocket scientist to unearth the current motive of the opposition leader. Having been booted out of office in the last election by the APNU+AFC coalition for the poor handling of the nation’s affairs, the PPP has been busy trying to revise history to fool the people into believing that Guyana was firmly on a path to growth and development when the PPP left office. Adrift on a sea of moral confusion, Jagdeo now finds himself in a serious bind with his recent statement that the contract to lease and to eventual sell a piece of land at Thomas Lands to his friend and convicted felon Ed Ahmad was cancelled. It is a blatant lie. Jagdeo has not only criticized almost every achievement of the new government, including its handling of the border dispute, the clean-up of Georgetown, the $50,000 Christmas bonus to public servants and efforts to turn GUYSUCO around, but he and his MPs continue to mock the government. He claims that the government has not really done anything to transform the fundamentals of the economy to prevent the debt from rising. One has to assume that Jagdeo was in a self-induced comatose state for the last eight months, and has missed all the accomplishments of this government. For many in the PPP, Jagdeo has not emerged as the Knight in Shining Armor who can save the party. Without any core philosophical understanding, he does not speak the language of many in the party whom he has alienated and who claimed that he is the right person to lead them. They are betrayed by his confounded statements and do not see him as the messiah they have long waited for. Perhaps, Jagdeo lives in a parallel universe because the people have witnessed the heroic efforts of the government to correct the inherited ills of the PPP administration and to put the country on the path to sustained development. These achievements are manifested in the reduction of the debt-to-GDP ratio, the creation of jobs, improved productivity of the labor force, the reduction of imports, enhanced investor confidence, and the development of the health and education sectors. The government is committed to protecting the poor and the most vulnerable in society through increased public spending on critical social services. For those who are not aware, the PPP Government had pursued some reckless economic policies resulting in the ballooning of the national debt to 65 percent of GDP by the time it was defeated in May. During the Jagdeo/Ramotar era, Guyana was ranked as the second most corrupt country in the hemisphere after Haiti. The new government has corrected the structural flaws in the economy and has laid the necessary foundation for growth and development to benefit all Guyanese. It has also made tremendous efforts in getting investments in the tourism, energy and the agriculture sectors. These investments mean more jobs and increased earnings for the country. They are the results of a well-designed and strategically executed economic policy by the government. Today, Guyana has achieved a high esteem in the international arena, thanks to the new government. In politics, good leadership matters but Jagdeo has poor leadership skills. He has not initiated any policies and has not demonstrated the ability to think of the common good. He is dogged by his corrupt practices, disunity, negativity, distortions of the truth and perceptions of racism which the PPP can ill-afford if it wants to regain power. Jagdeo cannot be trusted and his actions have turned the PPP into a public circus. He should sort out his party’s lingering mess and focus on representing the interests of the people and not criticize for the sake of criticism.

Letters... Where your views make the news

Thoughts on the marijuana debate DEAR EDITOR, Rooplall Dudhnauth’s missive published in SN 12.12.15 captioned “Marijuana should not be legalized”, apart from being riddled with distortions, half-truths, and inaccuracies and definitely is not suited for the public discourse. Editor, while in our f l e d g l i n g d e m o c r a c y, freedom of expression and speech is a constitutional right. At the same time it does not allow individuals such as Dudhnauth the right to super-impose his personal views publicly, without providing circumstantial and supportive evidence, i.e “we learnt from several current press reports that government is considering the legalizing and decriminalizing of the use and sale of marijuana for medicinal and personal purposes in Guyana”. Which government is the individual speaking about? Surely, it cannot be the Coalition government in this country since the Minister of Public Security, was publicly quoted as saying “The laws relating to sentencing have to be reviewed”. Dudhnauth from all indications is not aware that in repealing the laws, in relation to “decriminalizing”. First and foremost, it will entail a bill being tabled in Parliament, subject to a “Select C o m m i t t e e ” input/deliberation. Further, a common consensus from civil society. While the individual have included

some scientific data, in presenting his case, it is at best over-indulgence, and in the terminology of the Rastafarian is a “Babylonian concept”. Why for instance, in Holland, marijuana can be legally obtained in coffee shops, for consumption within the shops, albeit, perusing a catalogue and selecting the weed of your choice? Maybe, their expertise should be sought, towards providing the relevant assistance of having similar system in Guyana, which can generate taxes for the National Treasury. That aside, brother Dudhnauth are you a Hindu, as your name suggests? If so, are you aware of the fact that the Annual pilgrimage of the River Ganges that attracts

millions of persons, including numerous persons from overseas, is preceded by “Holy men dressed in their traditional garb of saffron robes; with locks on their head, openly smoking marijuana from a chillum/ chalice? Then after chanting they undress and bathe naked, which paves the way for the pilgrimage/ritual to begin! Also, it must be noted that this tradition have been ongoing for centuries, which was not changed by the former colonial rulers, England, or the Indian Parliament! So why in Guyana, the draconian law can’t be repealed and marijuana is decriminalized? By the way, is Dudhnauth comfortable with repealing the transgender

laws, which is being advocated by an immediate past Minister of the previous government? In choosing the lesser of two evils, which one would the brother choose? Would the brother, if he is god-fearing, support same sex marriage? In addressing the “side effects of marijuana” that was advocated by the individual, I must say that as a previous consumer of ganga, so too was Bill Clinton, a former president, USA, and two prominent cricketers, who received knighthood. In my 30 odd years from way back in 1977, I never experienced the “side effects” advocated by Dudhnauth. Neither did I ever inter-mix ganga with anything else that is unnatural. Occasionally, I utilized hashish (Continued on page 31)

Serious allegations against Leguan Police Station DEAR EDITOR, It seems to me that the majority of the Leguan Police Force are campaigning for the PPP in the upcoming local government election. They appear to be very closely involved with the PPP candidates and seem to be using their power to intimidate the locals into voting for the PPP by ensuring that they victimize and criminalize the Coalition candidates. Members of the Leguan Police Force also seem to be spending the majority of their time at the residence of the PPP members who are responsible for the distribution of the food for the poor. Also, on Saturday the 19th. December 2015, they held a youth group concert about

which I have received several complaints from the public concerning the fact that the police had collected donations from them without them even receiving tickets to the said concert. As such, I feel it necessary that they be held accountable for all funds raised for this concert. Mr. Khemraj Ramjattan, I am respectfully suggesting that if you are serious about stamping out corruption within the Police Force, then this needs to be investigated and dealt with accordingly. The citizens of Guyana are fully entitled to a free and fair local election and it is up to our government to ensure that this right is fulfilled. Dale Shaka Kalamazad

Who is advising President Are we going to wait until this man kills this woman? Granger on his prison pardons? DEAR EDITOR, There was an incident which occurred on two different occasions, in which a wife (a resident from Pomona Housing Scheme) was physically and verbally abused by her husband. On the 6th July, 2015 the husband slapped & pushed his wife where she fell and hit herself. She had mark of violence on her body and she went to the Aurora Police Station to make a report. There, Sergeant Madray told her he would take care of the matter; she also obtained a medical from the Suddie Hospital. The Sergeant then told her that the matter will have to go before the court. On to this date, the violated woman didn’t even get the

court date. The husband is a very passionate person and continue saying no police can’t arrest him, because money rule the world. On the 16th day of October, 2015, the wife again has been abused, but this time was worst because there was blood shed. She couldn’t bear the pain, so she moved to her parents’ home for two (2) days. They reside in Adventure Essequibo Coast. Again she made a report, but this time it was made at the Suddie Police Station; here again she obtained another medical. However, the police sent her to the Probation Officer. The Probation Officer called both of them twice, but the husband attend once.

Yet again nothing has come out of the matter. No justice was served for the wife because the husband wasn’t punished in neither of the two incidents where he wronged his wife. Maybe the police will take it into consideration when the husband eventually murder his wife. Because this husband has no respect for his wife nor his two daughters. Justice should be served to this violated woman whose reports fell to deaf ears. Commander, please look into this matter. It would be highly appreciated if the violence against women’s group could step into the matter before it gets worse. Concerned Citizen

Vreed-en-Hoop police station encouraging lawlessness DEAR EDITOR, We the residents living in Vreed en Hoop would like to know who issues license to sell alcohol beverage and what are the conditions for approval. There is a residential property at lot 118 South New Road Vreed en Hoop that operates a grocery stall on the roadside and sells alcoholic beverage.

This stall is patron to many vehicle owners that imbibe in alcohol consumption until the early in the mornings and to make matters worse they would blast music from their vehicles much to the annoyance of the neighbourhood. The neighborhood has found this practice to be very disturbing as the children need to study and the elderly

needs to rest. This resident is friends of the Police at the Vreed en Hoop Police Station so there is no solution by making a report to the station. Could the relevant authorities address our concern and we do look forward to a peaceful festive season. Concerned residents

Beware of the bag bay at National Hardware DEAR EDITOR, This is a serious matter. In June 2015, I gave my bag to the bay keeper at the National Hardware Store on Water Street, Georgetown. When I collected the bag and went home two skirts were missing. I made a report to the police station and the bag bay keeper was told to come to the station to give a statement. However, one of the guards told the bag bay

keeper not to go to the station to gave the statement. Now they have things in place, camera etc., so that people would not steal their things. But there is no protection for consumers’ bags when they their things in the bag bay. For years National Hardware has been running their business without a

camera in the bag bay. After this incident a camera was placed there to reflect into the bag bay.So to all consumers, be careful when shopping. Make note of everything you buy, lock your bags with a pad lock before you gave your bag to the bag bay keeper. Donna Wharton

DEAR EDITOR, Similar to my views on the President’s declared intention to yearly pardon young nonviolent criminals, I support his decision to pardon 11 nonviolent female offenders. I am even more supportive since the offenders to be released are mothers. In a country in which fathers are very often absent and even when present, neglect their duties to the home, this decision of the president takes on even more significance. However the President’s determination to ensure these female offenders are home for Christmas worries me since the period between his expressed intention and Christmas day is pretty short. This does not allow for having in place all the things necessary to give us some assurance that their release could work for the best of those pardoned, their families and the society as a whole. Editor a mother imprisoned when her child was 12 years old and released six years later will be returning to a home where her son or daughter is an adult. So the question is – what has the prison authority; and by extension the government; done to prepare the mother for the new relationship that this development will demand? Lets’ remember, quite likely during the mother’s confinement the daughter lived with a father who did little fathering and therefore has becoming accustomed to making her own decisions. Add to this the fact that usually most of the mothers that are incarcerated come from poor communities and

were recipients of fairly limited formal education and indeed might have been struggling with the task of mothering even before their incarceration. Wi t h n o a s s i s t a n c e intended to improving their parenting skills isn’t their return to homes in which there are already adult women present (their daughter) tailor made for volatile relationships? Mr. Editor, many of us who grew up in areas and under conditions that are today defined as ‘ghettoes’ have seen this movie before. Mothers who have served a period in prison are inclined to be very protective of their off springs, determined to spare their children a similar experience. Children who have been fending for themselves for years often find such parents too protective, too harsh and perceived as authoritarian. In Guyana with the female prison located in New Amsterdam and getting there involves financing a journey which includes payment of a steep toll for crossing the Berbice River Bridge, visits to parents are likely to be few for children from poor families. Mr. Editor, these things into consideration, what happens if on these mothers’ return to the homes, there is chaos growing out of both mothers and children inability to adjust to the demands of this new relationship? What happens if this ends with daughters leaving the home because mothers insist on making all the decisions in the homes without consulting, holding fast to the old view - ‘two ’big omon can live in de same house?’

What happens when young ladies frustrated and angry leave the homes – defenseless, open for scavengers to take advantage of or resort to crime for making a living? Will he who conceived of this plan to forgive, and release without preparation accept at least some of the blame? It is not enough for the President to merely tell us he is willing to take the chance of things going awry (Kaieteur News 20th December 2015). This is not a game. There is the possibility of putting in place structured programs prior to the offenders’ release that would reduce the likelihood of this happening; there is no excuse for not doing so. Recently in a letter appearing in the Stabroek News of 19th October 2015, I spoke of the challenges growing out of the President’s decision to pardon non-violent young offenders. Challenges it would seem, his Excellency did not consider when making his decision. Now, just 2 months later action is again being considered that also will have un- catered for consequences. Consequences which a person with a first degree in Criminal Justice would certainly be capable of anticipating. Who is advising the President on these matters? Is he seeking advice at all? Is this all about Christian zeal? This is dangerous behavior. Claudius Prince

No place for untrained teachers in the system There continues to be a very evident shortage of teachers, particularly in the area of science, in the public education system. This state of affairs was observed by President David Granger, recently when he addressed a Guyana Teachers Union (GTU) awards ceremony. The shortage of teachers exist, the President considered, despite there being an average of over 8,700 teachers in the school system spread throughout the 1,000 odd schools over the period 2011 and 2013. This challenge, he disclosed, has particularly impacted the hinterland areas where children tend to do less well than those on the coastland. The shortage dilemma is compounded by the retirement of the 70-odd teachers each year from the system and another 65 who resign to migrate or enter some other fields. Based on information garnered from the Teaching Service Commission (TSC), the President disclosed that

- says President Granger between 2009 and 2015 teachers were being dismissed at a rate of about 100 per year. “This means that on average we are losing teachers... for various causes. So we have to dig holes to fill holes. Many of them retire, many of them resign but a lot are being removed for administrative and disciplinary reasons,” said the President. These challenges, he pointed out must be tackled through the collaborative effort of the Union and the Ministry of Education. To address the teachers’ shortage he suggested, “We have to examine all over again, the way we recruit teachers into the education system.” He considered that while the Cyril Potter College of Education (CPCE) would have produced an average of 518 teachers between the years 2011 and 2014, more than half of these are lost for

various reasons. “Many of those persons who have been employed in the school system and go through the Cyril Potter College of Education, they end up not serving what we would like to see of their full careers,” noted President Granger. In addition to that, he v o c a l i s e d h i s disappointment that large number of people are recruited as teachers although they haven’t attended CPCE, do not have a degree and are therefore considered untrained. Despite not having the adequate qualifications, about 1,700 untrained teachers were recruited during the period 20122015. This has translated to an annual average of 433, the President observed. “This suggests that a significant number of untrained teachers still exist within the system even as a large number of trained teachers are leaving,”

President David Granger President Granger said. “We need to think of career teachers who will remain in the system and would want to be trained in order to fulfil the requirements of the profession,” said the Head of State as he stressed the importance of training and re-training. Even as he amplified the training need, the President questioned whether anyone would want to travel in a plane flown by a pilot who is untrained, or be operated on by an untrained doctor at the Georgetown Public Hospital. “Why do you think parents would want to send their children into classrooms where over 1,700 teachers are untrained? You are begging

for trouble,” he warned as he added, “There is really no place for untrained teachers in the education system.” The President moreover urged that those in the system be challenged to be trained and thereby be empowered to perform their professional duties. It is his expectation that every teacher entering the system is trained and those in the system who are untrained must be trained. He however noted that some teachers trained or not, behave in such a manner that perhaps the best thing is for them to be separated from the profession. He said, “Many teachers walk off the job; many teachers have had disturbing charges levelled against them by that

teachers’ tribunal called the Te a c h i n g S e r v i c e Commission.” Teachers, the President observed too, have been accused of touching and fondling and even having sexual relations with their students; teachers have been accused of speaking in a vulgar manner or of inappropriate behaviour and engaging in inappropriate behaviours with students, some males and some females. And according to the Head of State, “Such conducts have no place in the education system...” He however, is confident that sustained training of teachers will help to curb the existent challenges in the system.

Brassington cries ignorance on Pradoville Two deal NICIL’s Chief Executive Officer (CEO), Winston Brassington, is claiming that his entity was kept out of the loop when it comes to the details of the Pradoville Two deal. In spite of the fact that it was NICIL that funded the development of the land, Brassington told members of the media yesterday, that he was not aware that the land was going to be allocated to members of the then PPP government or on what basis the land was going to be allocated. Brassington said, “That is not my decision or responsibility and I was not in the know.” In 2010, the Bharrat Jagdeo Cabinet made a decision authorizing NICIL to privatize state lands. NICIL is the body tasked with overseeing the privatization of state assets. It reportedly spent more than $200M to develop the sea front community without the knowledge and blessings of the National Assembly and other relevant bodies. The said lands were then secretly sold to the former Ministers and known friends and associates of the previous regime. At the time of the sale, the lands were grossly undervalued and sold at a price substantially below the market value thereby depriving the state of its full benefits. During a press conference at NICIL’s Kingston office, Brassington was pressed by the media to say if in retrospect, he agrees with the manner in which the Pradoville Two deal was done. He said, “I am an officer of NICIL and I acted on authority, on written Cabinet decisions …In an organization there is a hierarchy and unless it’s illegal, then I intend to follow those directions.” The NICIL CEO explained that the role of his entity was “incidental.” He said that Ogle Airport Runway was receiving funding from the European Union so that it could be developed. He said that it was a writ-

NICIL CEO, Winston Brassington ten condition that the power antenna at Sparendaam be removed because it would have interfered with the work required. Brassington explained that NICIL was asked to dismantle the antenna which belonged to the National Communications Network (NCN). Since NCN is a subsidiary of NICIL, Brassington said that the cost to remove the antenna from Sparendaam to Onderneeming was seen as an investment. “NICIL was asked to fund the cost of building a new antenna and we brought it over to Onderneeming. So that was our role. All the monies invested in the building of the tower and the antenna became equity in NCN. Additionally, NICIL was asked to do some development work on the land because Government was going to develop it into a housing scheme, and that was being handled by Central Housing and Planning Authority (CHPA) and the then Ministry of Housing,” expressed Brassington. He continued, “All NICIL was asked to do was to fund the road into the compound and this was around $70M. We also had to relocate the Docker’s Club. Its relocation was to allow for the access road from the development onto the public road. All of this was approved by Cabinet. Beyond this, NICIL had no role or no knowledge in the

allocation of the house lots. “NICIL did not enter into any agreement or receive any money. All of the transactions would have been done through the CHPA and the Ministry of Housing…So on behalf of Government, we were asked to do some preliminary development work and expenditure was approved by the NICIL Board and Cabinet.” Guyana’s State Asset Recovery Unit (SARU) had completed a damning report on the Pradoville Two deal, recommending criminal charges for the beneficiaries of the scheme. SARU said, “There is a direct link between the misconduct and the abuse of powers and duties of their position. The former Cabinet members knew they were doing a wrong in transferring State lands into their names and that of their acquaintances for undervalued market prices for the land. The lands were sold for $114 per square foot at the time.” “Public officers ought to carry out their duties, not for the benefit of themselves, but for the benefit of the public as a whole. If they neglect or misconducted themselves by their actions in the course of their duties, this may lead to a breach or abuse of the public’s trust. The act of the Cabinet members for their benefit is serious enough to amount to an abuse of the public’s trust.” In a letter addressed to Public Security Minister, Khemraj Ramjattan, SARU had said that based on its findings, it is requesting that Ramjattan’s Office proceed to further investigate unlawful aspects of this matter, with the aim of establishing whether criminal action should be instituted. “It is the duty of this Unit in the Ministry of the Presidency, to ensure that no Minister of Government in Guyana would be the beneficiary from any acts of misconduct or unlawful conduct while being holders of Public Office.”

Six U.S. troops killed by suicide bomber in Afghanistan (Reuters) - Six American troops were killed in Afghanistan yesterday when a suicide bomber on a motorbike struck their patrol near Bagram air base, a U.S. official said, in the latest high-profile attack claimed by Taliban insurgents. Just days ago, the Pentagon warned of deteriorating security in Afghanistan in the second half of 2015 and a rise in the number of effective strikes by Taliban insurgents. NATO’s Resolute Support mission in Kabul said that the attack killed six Resolute Support troops and wounded

three others but declined to provide the nationalities of casualties. A U.S. official said all six killed were Americans. More than 2,300 U.S. troops have died in the Afghan war since the 2001 invasion. The police chief of Parwan province said three Afghan police had been wounded in the bombing, which was carried out just days after other suicide attacks on Kandahar air base in southern Afghanistan and on a Spanish embassy guesthouse in the Afghan capital, Kabul. Bagram, around 40 km (25

miles) to the north of Kabul, is one of the main bases for the 9,800 U.S. troops left in Afghanistan after international troops ended combat operations last year. District Governor Abdul Shukur Qudusi said the suicide bomber detonated his explosives near a joint U.S.Afghan patrol. The attack underlined the Taliban’s ability to hit highprofile targets linked to the U.S.-backed government, which wants to reopen the peace process aimed at ending the 14-year-long insurgency.

Govt. seeks legal advice on BaiShanLin’s operations -company’s operations almost at standstill -Raphael Trotman

Minister Raphael Trotman and his team, testifying before the Parliamentary Select Committee yesterday. At right is Finance Minister, Winston Jordan. At left are the Opposition’s Parliamentarian, Neend Kumar and Yvonne Pearson. Government is not rushing in to deal with what has widely been seen as breaches by Chinese-owned logging company, BaiShanLin Forest Development Inc. Rather, any action would have to be guided by legal advice which the new Government has requested. The statements were made yesterday by Minister of Governance, Raphael Trotman, when he appeared before Parliament’s Sectoral Committee on Natural Resources to talk about work under his watch. BaiShanLin’s operations have been facing Government scrutiny with local businesses complaining that the company is muscling in on their territory, wrongfully using equipment granted under concessions. The problem is that the concessions were granted for logging and local analysts are arguing that the company is breaching its agreement when it competes with equipment, which includes scores of trucks, excavators, skidders, barges and roadmaking equipment. Yesterday, Chairman of the Committee, Odinga Lumumba, who is from the Opposition, questioned Minister Trotman whether it is the plan of the government to specifically “isolate” BaiShanLin and look at its activities. The coalition government, which took office in May following early General Elections, had vowed to look at the arrangements that Government has with the company. Trotman, who was accompanied by Department Heads under his supervision, stressed that the Memorandum of Agreement (MoU) was signed by former Minister of Finance, Dr. Ashni Singh, “so strictly speaking it is not a Natural Resources issue.” Also present at the proceedings was Minister of Finance, Winston Jordan. Rather, the arrangements appear to be a “bilateral one”

between Singh and that company. Trotman disclosed, however, that the agreement suggests that BaiShanLin came here to do wood processing. “As to whether or not there was a restriction that they must enter or not into any other activity, I can’t say because I have not seen that as that would require a legal opinion.” Trotman said that he was aware of media reports that the company is competing in hauling stones using its barge, apparently for hardware giant, Toolsie Persaud Limited. Recent photos published by Kaieteur News, suggest the company is quite busy making weekly trips with local operators saying they have been forced to cut staff as work dries up. Trotman said that legal questions are being raised on whether BaiShanLin should be allowed and whether the Department of Natural Resources and the Environment should intervene. “These are things that will require legal opinion. We have solicited them and we are waiting. We are not going to rush in a wild…manner based on what is reported in the press. Because, as I said, an MoU aside, it could be that a company once it is lawfully registered and maintained in the Companies’ Registry, may do other things.” He declined to speculate

and said that the legal advice is being awaited. However, the company is facing other troubles, the official disclosed. BaiShanLin has been blocked from exporting logs and there is a current ban on the shipping out of Locust wood, which is popular in the furniture business. Manufacturers have complained of shortages in the market, forcing Government to step in. Responding to questions about complaints by Region Ten residents, of roads deteriorating in the face of BaiShanLin’s operations in that area, the Minister said that the Company’s activities are down to a minimum. BaiShanLin has been here almost a decade now. Its gated housing community at Providence is at a standstill and a nearby mall is standing desolate with no work ongoing. The Company said almost US$70M of a US$140M financing from China Development Bank is in limbo because of negative publicity over the past year. The BaiShanLin situation has raised questions about the country’s capacity to handle large-scale investment, to ensure Guyana gets the best deal. BaiShanLin is 51 percent owned by the Chinese government. It local principal, Chu Hongbo, was granted Guyanese citizenship last year.

2007 Cricket World Cup financial statements …

Brassington confirms removal of AG’s negative comments By Kiana Wilburg If the country’s Auditor General (AG) gives an unflattering opinion for the financial operations of a company, then it is quite normal for it to request a “do-over.” At least this is so, in the eyes of Winston Brassington, Chief Executive Officer (CEO) of the National Industrial and Commercial Investments Limited (NICIL). His comments came in wake of a forensic report on NICIL which exposes how former Finance Minister, Dr. Ashni Singh, requested that the Auditor General’s nega-

tive comments be removed from the report on the financial statements of the Cricket World Cup (CWC). To support this, the forensic audit report made reference to the minutes on NICIL’s board meeting of February 29, 2012, where Brassington referred to the qualified opinion issued by the Auditor General on the Cricket World Cup 2007 accounts. The former Minister of Finance was recorded as having stated that, “The AG’s qualification of the accounts needs to be removed from CWC Inc.’s Annual Report.”

Chartered Accountant, Anand Goolsarran, said that the minutes of the meeting revealed that NICIL was also asked to produce a paper for the former Cabinet to “debunk allegations in the accounts and otherwise but AS/HPS (Ashni Singh or former Head of the Presidential Secretariat, Dr. Roger Luncheon) will speak to our principals first. Once a mechanism is cleared then NICIL should pursue the AG to remove the qualifications.” He emphasized, however, that any intervention by NICIL and/or Cabinet to influence the work of the Audi-

Home invader chopped, hospitalised A young man known as Gobind, of Onderneeming, West Coast Berbice, is nursing chop wounds at the Georgetown Public Hospital after he was chopped about his body when he reportedly removed the window pane and unlawfully entered a house through the very window.

According to reports, about 20:30 hours last Friday, family members of well known butcher called Chan, of Armadale, West Coast Berbice, were at home when they had cause to investigate an unusual sound coming from a section of the upper flat of their two-storied building.

The confronted Gobind was chopped even as his accomplices made their escape. He was taken to the Fort Wellington Hospital and later transferred to the Georgetown Public Hospital. The police have since taken two men into custody, as they continue their investigation.

Vendor denies breaking into neighbour’s house, stealing cash Bail was granted to the tune of $20,000 for a market vendor accused of break and enter and larceny, when he appeared yesterday before Chief Magistrate Ann McLennan in the Georgetown Magistrates’ Courts. Shawn Scipio, 35, of Lot 87 Grove Housing Scheme, East Bank Demerara is accused of breaking into the dwelling house of his neighbour, Bevon October on

- released on bail December 14, at Grove. The court heard that the man carted off a wallet, and cash—all totaling $45,000. Scipio denied the charge and stated that he was willing to compensate the complainant in order to bring a speedy closure to the matter. He told the Magistrate that he was released from

prison a month ago. Police Prosecutor, Corporal Deniro Jones did not object to the defendant being placed on bail, but requested that it be set in a substantial amount. This matter was transferred to the Providence Magistrate’s Court for January 21.

Dem boys seh... De Chat-3 tek lead up from Brassington Nuff people vex and all because dem boys expose how dem protecting Brassington. How a man can do so much wrong things under de Pee Pee Pee and get de support of people in de coalition can only mean one thing. He was a good double agent who serve two masters, successfully. He got place to tek knock. He is one who gun got to holler and that is wha dem boys want hear. That is only part of de equation. He got to go to jail and is in deh he gun get de real licking.

He friends in this government believe that Brassington is a power breaker. Dem boys seh that he done tell dem that he can get land like wha he get fuh Jagdeo at Pradoville. That is why nobody ain’t want to charge him. De Chat-3 think that he got power like Brassington. He tell some people don’t move out de house because de government want it and he gun sue. That is another story in dishonesty. Some people apply fuh de house then when dem get it dem rent it or dem sell it. De Chat-3 seh that dem got a right because dem get transport. Was a house fuh poor people suh de Housing Ministry seh that these people defraud dem colleague and keep dem out of a house. And to think is Brassington who set up de arrangement. Talk half and watch how scampishness become a way of life

tor General is inappropriate. In defence of Dr. Singh’s actions, NICIL commented, “The draft audit opinion contained qualifications due to the lack of information that was under the control of third parties and not under NICIL. The help of the Minister and HPS was sought to nudge the relevant ministries to provide outstanding documents/information, so the qualification could be removed.” Goolsarran said that it is not clear if NICIL followed through with Dr. Singh’s instructions but noted that if it did, then such an action would be considered an act of professional misconduct. However, Brassington confirmed yesterday that NICIL followed through with Dr. Singh’s instructions and it is pending at the moment.

Former Finance Minister, Dr. Ashni Singh

NICIL CEO, Winston Brassington He said, “When an audit is done, an audit opinion is put forward and if it is qualified it is because we did not have enough time to provide all the information and explanations they need so that the opinion can be improved. “That is what happened here. We had accounting of-

ficers who had left and there were gaps in the information. Dr. Singh didn’t want to have a qualification. He asked for the AG to have a complete set of information and that is quite normal. It is usually a Director’s desire to ensure that they resolve all things.” Brassington said that the former Finance Minister did not act in an unethical manner and emphasized that it is quite normal for agencies to request an opportunity to improve the qualification to their reports.

=== The Freddie Kissoon column ===

A nation of fools brings disrespect unto itself I don’t attend official state functions and social gatherings. One of the reasons is the kind of people you meet. I avoid these avenues because I have to mix with people whose silence and complicity have endangered the future of this country. It becomes personal when consideration is given to the fact that you are a parent. I couldn’t accept a position on the National Commemoration Commission because I think there were people on that body whose politics endangered my life and jeopardized the future of young Guyanese including my only child. The other day I was going into Kaieteur News while this prominent Guyanese academic was entering. This was the man who nominated Bharrat Jagdeo for the Nobel Peace Prize. How could I tolerate this gentleman? To deepen the depravity, he declined to confirm that he made the submission. As I am discussing this issue, let me once more apologize to my editor, Adam Harris. In the hectic life of a media operative, you make some bad mistakes. It was Adam who passed on a confidential e-mail sent to him from a friend that proved this chap forwarded Jagdeo’s name for the Nobel Prize. I disclosed that information. I really should not have done so. I

Frederick Kissoon

Chief Justice Ian Chang (Retired) do regret that lapse of mine. I know Harris was displeased. I am still flummoxed at Moses Nagamootoo’s toleration of this other fellow. Yes, I avoid the cocktail circuit where people with status, wealth, money and doctorates clink champagne glasses while Guyana slides further into the moral cesspool. This column was motivated by the editorial of last Sunday’s Kaieteur News. I quote a section; “What borders on insanity is the Chief Justice’s decision concerning the illegal appointment of former Town Clerk, Carol Sooba. It is highly offensive when the High Court makes a decision that cannot be enforced.” The Sooba case is one of the largest argu-

Magistrate Alex Moore

The poignant Kaieteur News Editorial

Former Town Clerk Carol Sooba ments against the CARICOM states joining the CCJ as a replacement for the Privy

Council. How can any society have respect for and trust its judiciary with that kind of quality the judiciary produces in the Caribbean. Isn’t the CCJ drawn from the judges from the CARICOM states? The editorial says the Sooba judgement borders on insanity. I went further than that in four columns. It was insanity pure and simple. And Guyana accepted that madness. The people who could have at least questioned the soundness of Justice Chang’s decision never said a word. Even the editorial mentioned above does not uplift the spirits - it is anonymous. I have denounced so many times on this page this decision of Justice Chang that I don’t have the stomach and mental alertness to elaborate for readers who may not

know what the story is all about. If they have internet access, they can Google it. So you go to these social gatherings and you see the crème de la crème of Guyanese society and you know behind the veneer of status lies the emptiness of character. I just keep away from those occasions. That KN editorial cries out for judicial reform. It cites the ugliness of having one judge sitting as and in the Constitutional Court. I did an entire column on that with the unambiguous position that it makes a mockery not only of the judicial system but the entire country. Any political theorist who passed through a university would tell you that the judicial system is the fulcrum on which justice, rights, liberties and freedom

rest. If the legal system is broken so will be the society. It may be easy to criticize retired Chief Justice Chang and Magistrate Alex Moore, who gave a suspended sentence to an accused convicted of possession of 150 pounds of cocaine and an illegal shotgun. But why focus on the individual decision-maker? What about society’s silence? A woman spoke to me with anger on the 15-year jail term a convicted man had received from Justice Barlow for the attack on a businessman after he had left the bank with a sum of money. The robbers shot his handyman dead. She was livid but refused my advice to write a letter to the press. She chose silence. What about the nation’s absolute disinterest in the decline of the country? Shouldn’t that be of immediate concern? Is it possible that Justice Chang said that he will allow Sooba to keep her position even though she sits there illegally because people in Guyana couldn’t be bothered? Is it possible Magistrate Moore was thinking the same way when he sent home the big trafficker? Who respects this country and its people?

Govt. displaying sloth in making key decisions Since coming to office in May, it has been seven months of mixed fortunes for A Partnership for National Unity/Alliance for Change (APNU+AFC) administration. Opinion has generally been divided about their performance, with some accusing government of “pussy footing” on national issues. Several independent observers also expressed their view on how Government has performed and their sentiments are very similar; that the administration has made missteps along the way, has not acted with fortitude and moreover, that any ministers with questionable characters, must be removed from Cabinet. Presidential candidate in the May 2015 General and Regional Elections, Mark Benschop, is one such observer. He acknowledged that many Guyanese welcomed the change when it came, as it represented a “breath of fresh air”. He observed that as they are now settling in, there would be different perceptions from Guyanese. Benschop identified the retroactive salary increase, which Government Ministers and other members of the National Assembly were given in September, as the biggest mistake the government has made since coming to office. He said that what was worse was that they went ahead with the increases, despite the general population expressing themselves against it when it was first floated. Benschop also expressed disbelief in the fact that after seven months in office and numerous disclosures of public officials who committed wrongdoing under the previous administration, there have been no arrests. He stated that the average Guyanese is tired of the “back and forth” between the People’s Progressive Party (PPP) and the Government, with one side asserting that it has incriminating evidence and the other side telling them to go ahead and institute charges, if this was so. The politician made it clear that if they did have evidence they should move ahead regardless of who the accused personage might be, as the Guyanese people would like to see swift justice. Benschop also commented on President David Granger’s personal performance. He noted that the President seems to want to ensure that the Government’s commitments to the people are kept, and that Government business is conducted in a balanced manner. However, he warned that there is a perception in the general populace that senior ministers around Granger are

- independent observers showing who they really aresquare pegs in round holes. In view of this, Benschop stated that the time may come for a Cabinet reshuffle as the government approaches its one year anniversary. He expressed the hope that, should that time come, those “non-performing ministers” with “questionable characters” will be removed. Political and financial analyst, Ramon Gaskin, also weighed in on the topic. He rated the government’s performance as “disappointing”. There is much they have not done or dealt with satisfactorily. The administration has failed to appoint ambassadors to England, Brazil, Canada, India and China, he said. He noted that these are countries of major world and economic standing. Thus, Gaskin questioned what could be the reason for such a delay. He pointed to other delays, such as putting in place a “Board of Directors” at the Guyana Power and Light (GPL) and the “Guyana Civil Aviation Authority” (GCAA). In the case of GPL, Gaskin observed that despite this being one of the biggest Companies in Guyana, there have been some “nasty” revelations that have tarnished the management of the Company. He referenced the misconduct of former GPL Chief Executive Officer, Bharat Dindyal; former Deputy CEO, Aeshwar Deonarine; and former GPL Director, Carvil Duncan. In the case of the GCAA, Gaskin made it clear that the authority does international work. It is mandated to act under set international guidelines. He observed that it did not bode well that the absence of a Board at the authority, has not been corrected.

Gaskin described both the National Industrial and Commercial Investments Limited (NICIL) and the Guyana Geology and Mines Commission (GGMC), as “disasters”, considering the accusations being leveled against its top officials. In the case of NICIL, its Chief Executive Officer, Winston Brassington, has been under a considerable cloud as the State Asset Recovery Unit (SARU) has zeroed in on several questionable financial transactions he has reportedly perpetuated. The allegations against him have even drawn the attention of international anti- corruption bodies. As for GGMC, the Chairman of the Board, Clinton Williams and the Commissioner, Rickford Vieira, have been implicated in several instances of wrong doing. Williams is under the microscope for purported abuses of his office and privileges, while Vieira has been sent on leave, but under a cloud. The analyst stated that the government has still not dealt with Chinese logging giant, “BaiShanLin” in a condign manner. He stated that in addition, with the Guyana Sugar Corporation (GUYSUCO) costing millions of dollars every day in production, the nation needs to see the report. Instead, he said, the nation was hearing about the report being read by Government at a Cabinet retreat. Regarding job creation, Gaskin queried whether the Government and Finance Minister Winston Jordan could attest to having engineered any initiative that has resulted in job creation, aside from the new Guyana Police Force (GPF) recruits. Going into the New Year, Gaskin made it clear that these

are all matters the Government will have to deal with. Kaieteur News also sought the opinion of someone straddling both nationalities. Fifty-seven-year-old George Osbourne-Hinds is a United States-based Guyanese observer, who last visited in August of 2015. He said that following the results of the May 2015 General and Regional Elections, everybody was excited. Hinds stated that once the euphoria subsided, everyone went back to their way of life. And then the troubles

started. Hinds observed that the raise of pay did create a storm both in the US-based Guyanese community and Guyana, because it was perceived as much too early for the government to have a raise of that magnitude. The excuse that was used was not acceptable. He also observed that as early as August, he had paid a visit to Guyana and the general feeling was that since the new government took over, money was not flowing. Because of this, he said, a lot of

people became disenchanted. He observed that the curfew was another sore issue, which upset both party goers and business people. In addition to the curfew, Hinds pointed to the Cheddi Jagan International Airport (CJIA). He noted that much rests on the perception of the welcome visitors are accorded as soon as they step out of a plane. He queried what message is being sent to visitors when they come to the airport and beyond, and they do comparisons with other countries. “I would like to see our airport modernized,” Hinds said. “Why should visitors come on a tarmac and walk to immigration?” On the traffic situation, Hinds noted that the roads cannot keep up with vehicles. He observed that there are vendors all over the city and when the congestion becomes unbearable, it opens up opportunities for unsavory characters to rob citizens.

Rohee criticises Gov’t on Presidential pardons

Pardoned child killer, Ravindra Deo

- says Cabinet consultations not good enough The People’s Progressive Party (PPP) has come down heavily on President David Granger’s decision to pardon 11 women prisoners. One point that the party has premised its argument on is the fact that the President cannot base his decision on consultation on such an issue with his legal advisor, Attorney General Basil Williams. The PPP is of the view that for such a matter, the Attorney General and the Minister of Public Security, Khemraj Ramjattan, were inadequate consultants on the issue. This comes despite the fact that former President Donald Ramotar was heavily criticized for pardoning a child killer earlier this year. Rohee said that there were no consultations at the time. “Consulting with (Basil) Williams and (Khemraj) Ramjattan is unconvincing,

as they are in the same political (circle),” Rohee said. “And in any case, what if they disagree?” “Prisoners in general are both “lifers” (while) others are entitled to parole, or remission in respect of their sentences,” Rohee, a former Minister of Home Affairs, continued. “There are established processes in place for both instances and they have been working well in the past. The records would attest to this.” Rohee went so far as to suggest that the previous administration did not abuse the Presidential pardon prerogative. This comes against the backdrop of Ramotar, who made the decision to pardon convicted child killer, Ravindra Deo, just before he left Presidential office. Deo had been sentenced to death (later commuted to

PPP General Secretary, Clement Rohee life in prison) for the 1994 murder of eight-year-old, Vishnu Bhim, of Annandale, East Coast Demerara. Ramotar had based his decision on the premise that the parents

would have had enough time to heal from the emotional wounds. That was debunked when the parents of the murdered child expressed their grievance with the former President’s decision. In addition, there had been an outcry from civil organizations, incensed by the pardon. Rohee was reminded of this instance and the fact that the pardon process has been the President’s prerogative for years. Rohee’s response was that he was “not aware” of the comparative pardon statistics between previous Guyana Presidents. He did admit that Guyanese were upset about the Ravindra Deo pardon. He could not say whether there were any consultations on the pardon, but stated that the matter was dealt with at the Office of the President.

Every President had granted pardons. Forbes Burnham would grant pardons on special occasions. Dr. Cheddi Jagan had pardoned a mother who killed her two children even before she went on trial. Granger had announced a few days ago that as an “act of compassion” he would pardon 11 mothers in prison for non-violent, non-trafficking and non narcotic related offences. He made this announcement on the weekly

“The Public Interest” television programme. Granger had related that pursuant to this, he would issue pardons to young women, particularly mothers, every Christmas. He had also stated that at every Independence Day, youths fitting the non-violent criteria would benefit from this pardon. And for all his criticisms, Rohee was in no position to say whether any of those pardoned had returned to the prison system.

Crime Chief awarded for outstanding leadership during 2015

Under his leadership, the public saw perpetrators of some of the most high profile cases in the country, being charged for the crime. We’ve also seen the dismantling of a gang responsible for trailing and robbing incoming passengers from the Cheddi

dation came during the Criminal Investigation Department (CID) annual Christmas luncheon at Eve Leary. He was presented with a plaque by the Commissioner of Police, Seelall Persaud. The Crime Chief related that the successes were not achieved overnight but were due to a lot of hard work and planning. He noted, too, that some of the initiatives that the Commissioner of Police, Seelall Persaud, would have pioneered, while as Crime Chief, contributed to the victory. According to Blanhum, during the year, the CID headquarters has continued in its quest to prevent and detect crimes which is the prime objective. While there were challenges, “We were able to confront those challenges and in many instances we came out successful.” Some of the cases the CID had to deal with for the year included staged murders, robberies, conspiracies that resulted in murders and cases where persons were contracted to “take out” another and in most cases, it was family members, who hired the killer(s). For these crimes, the perpetrators were charged and placed before the court. As recent as two months ago, 42year-old Nathan Persaud was murdered in his home at Herstelling, East Bank Demerara (EBD). A few days later, Persaud’s estranged

Crime Chief Wendell Blanhum receiving the plaque from Commissioner of Police wife, Beverly, confessed to hiring a man to kill the father of her four children. The woman and hit man, Oswald Junior Yaw, were charged. With regard to the staged robberies, Blanhum said that during his 17 years in the force, last September would have been the first time he dealt with a case where one man in Berbice staged a robbery so that he can get back his wife. “I attended to cases with staged robberies but this

was unique. We have solved that case and hope to send a message to anyone out there with similar motives,” the Crime Chief said. He said, too, that the “airport robberies” are a thing of the past now. They were able to arrest a number of persons, including former policemen, who were placed before the court and are in prison. This did not exclude the dismantling of another gang that was operating and based

on the EBD. “With the help of the Special Weapon and Tactics (SWAT) team, ranks from CID inclusive of the intelligence ranks, they were able to conduct an operation and the gang leader was fatally shot and another injured.” Gang members were also placed before the court. That gang was allegedly responsible for the murder of Regent Multiplex Mall Owner, Ganesh Ramlall, in July last.

Corruption in Public Office…

Brassington and others should be charged without delay- Robert Badal Days after a telling audit report recommended charges against senior officials and for the National Industrial and Commercial Investments Limited (NICIL) to be closed down, prominent businessman, Robert Badal, is calling for action. The forensic audit into the controversial unit which handled privatizations and a number of questionable projects was conducted by former Auditor General, Anand Goolsarran. It is set to be considered by the Cabinet of Ministers today. Under fire is NICIL’s head, Winston Brassington, under whose watch several state assets were sold. A number of projects like the Berbice Bridge and the Marriott Hotel are but two of the projects that are currently under scrutiny. According to Badal, who owns the iconic Pegasus Hotel and a host of other businesses, Brassington and others should be charged without delay.

Below is the statement as issued by Mr. Badal: The findings of the recently released report of the forensic audit of NICIL disclosed massive fraud, misuse of public resources, sale of state assets at highly under- valued prices, diversion of billions of taxpayers’ resources away from the Consolidated Fund outside of Parliamentary oversight, but under the control of one man subject to the direction of a political elite. All the transgressions revealed in this audit were executed by the CEO of NICIL, Winston Brassington and his Deputy, Marcia Nadir-Sharma, without any regard for adhering to even the most elementary norms of transparency, accountability and due process. Wherever any due process was followed it was flawed, rigged or manipulated. Valuations were influenced or pre-determined, buyers were pre-selected before the

process. In all cases the transferees in the transactions were friends of the ruling elite or nominees thereof. This resulted in massive kickbacks and looting of state assets. The sale to Movietowne and others at G$15M. per acre of land at Liliendaal which would otherwise attract more that G$200M.per acre; giving control of the Berbice Bridge to a politically connected group who subscribed less than 10% of its capital; transfer of ownership of 30% shareholding in GT&T to a Chinese company without receiving full payment, were all examples of flagrant fraud and corruption against the state and people of Guyana. Spending more than US$60M.on the Marriott Hotel without any or any proper economic or feasibility study or in the face of Parliamentary approval constitutes the most lawless abuse of public office. Winston Brassington was allowed unrestricted control

of all of NICIL’s business because he was answerable only to one person who directed all of these nefarious and clandestine deals- the most powerful authority at the Office of the President. The Board of NICIL and Cabinet was only a rubber stamp for all the corrupt deals hatched and incubated at the Office of the President and private rooms at a popular city Chinese restaurant. From corrupt real estate deals, to state contracts for overpriced and sometimes expired drugs and infrastructural projects to radio and TV licences and internet assets, there was a massive heist of public resources by a few. Those who opposed the lack of accountability and transparency were harassed, intimidated and victimized. Licences and permits for their businesses were denied or delayed. This was a sad period of bad governance in our country’s history which the

German company to send proposal on “Special” vehicle plates …Promises to aid Police Force in solving crime To better aid the Guyana Police Force (GPF) in its mission to reduce crime and minimise road fatalities, representatives of German Company called “UTSCH” are currently working on a proposal for the implementation of “special” vehicle registration plates. When completed, the proposal will be sent to Government. This was revealed at a press conference which was hosted by the Guyana National Road Safety Council (GNRSC) and the GPF at the Traffic Headquarters last week. Bringing this revelation to light was the National Coordinator of Community Policing Groups (CPGs) Dennis Pompey, in the presence of the Crime Chief Dion Moore, GNRSC’s Executive Member Shahab Hack and other stakeholder representatives of several organisations such as the Red Cross Society.

Pompey stated that if successfully implemented, UTSCH’s product would aid the GPF tremendously since it would not only assist in reducing traffic misdemeanours but also in solving crimes such as tax evasion and pinpointing persons of interests. The idea came about after representatives of UTSCH – which company specialises in the manufacture of these plates – visited Guyana last month. The GNRSC had been pushing for the upgrade for the past couple of years after noticing it in other countries, Pompey stated. “…This would help assist the police track down vehicles that would be involved in accidents like hit and run and tracking people who may be owing tickets, or pinpointing persons who don’t pay their income taxes,” Pompey said. On the question of the existence of street side regis-

tration repairmen, if the green light is given, Pompey said that once government responds in the GPF’s favour, these entities will cease to exist because of the advanced technological attributes that would be added to the plates such as Global Positioning Tracker (GPS), inscriptions of various identification numbers along with what other recommendations government makes. When contacted, Minister of National Security, Khemraj Ramjattan, said that UTSCH’s

representatives are currently working on the proposal and the government was impressed by UTSCH’s demonstration. However he could not comment further since the proposal is yet to be received. Traffic Chief Moore on Friday commented that the upgrade would be a game changer since the current system is an open one; uncontrolled, where persons can easily tamper with but with the new tech, there will be better monitoring and tampering would be harder to commit since attempts would cause destruction to the plate. A piece of legislation, he said, would also be set in motion so that tinkerers would be criminalised.

Pressure mounting: Winston Brassington

Robert Badal

people of Guyana have voted to change. The current public outcry demanding charges and consequent conviction of Winston Brassington is well founded. There is a high level of expectation, even impatience that the Government must institute charges without further delay. Such charges do not require cabinet approval or instruction. The intention of the forensic audit was to determine what went wrong and who was responsible. Massive fraud and corruption was revealed. It is therefore time to act. It is the Minister of Finance under whose portfolio NICIL falls who must now instruct the Police to institute fraud and other criminal charges against Mr. Brassington, his assistants, and those who directed their actions. In all parts of the world

public officials are charged and jailed for corruption and misuse of state assets, in most cases, for a mere fraction of the acts committed by Mr. Brassington. The Government must usher in a new political culture that ensures that all such acts are punished in order to restore confidence in Government. I am confident that President Granger would direct such action if he has not already done so, but every day that passes sees the tremendous goodwill for the new administration being quickly dissipated. Unless the administration seizes the day, public perceptions may turn frustration into suspicion that the inactivity is deliberate, with serious consequences. Already, persons are muttering that Guyana has not had a true change, but only an ‘exchange’.

Municipal officers receive training

To provide support for municipal development with respect to capacity building, a two-day workshop was hosted by the Caribbean Local Economic Development Project (CARILED) at the Herdmanston Lodge, Georgetown recently. This was according to a press release issued by the Ministry of Communities yesterday. The workshop was set up to target administrative staff of the New Amsterdam Municipality, Rose Hall Town Council, Linden Municipality, Anna Regina Municipality, and Corriverton Town Council. Municipalities have a re-

sponsibility of promoting equity amongst citizens to improve their economic future and quality of life, said Dawn Hastings-Williams, Minister within the Ministry of Communities at the opening session The release continued that Hastings-Williams, pointed out that the Ministry is partnering with CARILED to build the capacities of service officers in preparation for the March 18, 2016 Local Government Elections. The aim is to have technically capable administrative personnel, who understand the respective roles and responsibilities of the Munici-

pality, businesses and Government, to work along with newly elected Councillors. “The Minister emphasized that the creation of a Plan of Action for Municipal Development is needed to propel local economic development. She is cognizant that the growth desired by Government would not occur immediately, but efforts must be made to create the enabling environment”, the release revealed. National CARILED Coordinator, Roger Rogers, was cited as stating that CARILED recognizes that the creation of a Plan of Action for Municipal Development would be futile without the necessary technical and capacity building of relevant officers to support its implementation therefore; equally important is an understanding of the utility of the process of strategic planning and Local Economic Development (LED). “He said that LED is not a new concept, however, it has returned to the global agenda within the last decade primarily because of the failed model

that was being implemented over the past three decades. Rogers stated that the thrust of LED emphasizes the strategic utilization of resources within communities and their strategic alignment to exploit the comparative advantage to create income generating activities and other economic opportunities for communities” the release stated. Municipalities need to be the engine that allows small and medium businesses to grow through the provision of essential public services. This is according to Dr. McIntosh, who emphasized that Municipalities need to operate business-like but not as a business to be in competition with local enterprises. He reminded participants that Municipalities do not create employment but provides the conditions that lead to prosperous businesses that em-

ploy persons from within communities. Utilizing the analogy of the germination of a bean, Dr. McIntosh challenged participants to list the conditions needed to start, sustain and expand a business. Some of the responses such as infrastructure, money, low crime and labour were present under each or more than one category. This helped to paint a clear picture as to how the Municipality, when functioning effectively and efficiently, would help businesses. The release continued that Municipalities do operate in isolation and need the assistance of key players such as businesses, civil society and Government. However, the roles of each player in economic development should be clear to prevent duplication and waste of resources which should be

taken into consideration when councillors are developing their Strategic Plan. Importantly, the Strategic Plan should comprise an Action Plan which would outline the objectives (what are to be accomplished), how they would be achieved, and timelines for completion. Dr. McIntosh noted that this Action Plan should be referred to periodically to measure achievements and tweaked if necessary. He advised that these documents should be simple. The release revealed that participants expressed their gratitude for the workshop and believes that the newly elected Councillors should benefit from similar workshops. They noted that positive changes are already occurring in the Local Government System and are of the view that more would occur following the elections.

We don’t want to lose our father to bandits - say wounded shopkeeper’s daughters Two daughters of a Non Pareil, East Coast Demerara shopkeeper who is hospitalized with a bullet wound following a botched robbery have vowed that it is either their father shut up shop early or “no business at all.” Jade Thomas said that she and her sister are not prepared to lose their father to banditry anytime soon. This comes in the wake of last Sunday morning’s shooting that has left their father, 50-year-old Lebert Thomas in a critical condition at the Georgetown Public Hospital. Thomas, who was attacked by a lone gunman, is expected to undergo another surgery today. Doctors have given him a good chance of survival, although he suffered damage to some of his internal organs. It was the second time that Thomas has been shot during a robbery. He was also stabbed on four other occasions, also during robbery and although, his business provides a living for him and his family, the incidents have taken a severe toll on his daughters. “Me and my sister don’t want him selling late at night anymore. Is either he open early and close early or no more business,” Jade Thomas told this newspaper. She said that her father was well enough to relate what happened early Sunday morning. According to Jade, Thomas was in his yard which is situated behind his shop at the Melanie Damishana Cin-

Shot: Lebert Thomas ema Road when a man approached him with gun in hand. The man demanded cash and ordered Thomas to drop his car keys. Thinking quickly, the shopkeeper dropped the bunch of keys, which also contained the keys to his shop, into a garbage bin that was nearby. The gunman then told him to lie on the ground but Thomas was not too eager to comply. According to his daughter, he was thinking whether the gun in the bandit’s hand was real and if he should risk putting up a fight. He soon found out. “He know if he lie down, the man would get the upper hand,” Jade Thomas stated. She said that her father decided to challenge the gunman who wasted no time in opening fire, sending a bullet into the shopkeeper’s abdomen. But when the gunman tried to shoot again, his gun

malfunctioned and he decided to abort his mission. The wounded Thomas at first thought about going after him but decided against such a move. He instead called out to his mother who was inside the house. On going outside his mother, Yvonne Isaacs, saw her son holding his shirt, telling her “I just got shot,” then he fell to the ground. Kaieteur News was told that a passerby stopped to render assistance but he reportedly refused to put the bleeding man in his vehicle. Thomas was eventually taken to the Georgetown Public Hospital in his own car. “I’m so saddened and sick of the crime situation that is plaguing the country,” his fiancée, Jennifer Griffith, said. “It is just heartbreaking and more needs to be done to fight these trigger happy robbers. We need more patrols on the East Coast.” “He has been shot twice and stabbed a total of four times on several occasions at or near the same location, plus he has a bullet lodged in his hip from being robbed at the same location too.” “On other occasions he was robbed of jewellery and cash but while persons were questioned for the first robbery no one was ever charged or prosecuted.” Kaieteur News understands that the police have a man in custody whom they are questioning in connection with Thomas’ shooting.

Man falsely accuses Building destroyed by fire gets police of raping him interim insurance settlement - court told - released on $10,000 bail

The 28-year-old man, who had accused a Police Constable attached to the Timehri Police Station of raping him, was yesterday brought before a City Magistrate, after being accused of providing false information to the police. The man, Stephan Phillips, of Bath Settlement, Berbice is accused of providing false information to Police Lance Corporal, Marlon Rodney, on October 22, last, at the Brickdam Police Station. The information he provided to the officer allegedly stated that he was raped by Police Constable, Shawn Beharry. According to reports, Philips was arrested on a break and enter offence in October. While in Police custody waiting to be taken to the Providence Magistrate’s Court, he alleged that he was asked by the Police Constable to perform ‘deep throat’ (fellatio) and to engage in anal sex. Phillips had claimed that the police had told him if he had engaged in the acts, all charges would be dropped against him. Phillips had claimed that he had blood on his pants to prove his story. However, several of the man’s neighbours almost everyone said that he fabricated the story. The neighbours had said that when Phillips wants money he would irritate his pile (swollen blood vessels in or around the anus and rectum) and go around the community begging for money to go to the hospital.

Stephan Philips But according to residents, instead of going for medical treatment he would usually smoke out the money. Police Corporal, Adunni Inniss, objected to the defendant being granted bail after pointing out that he was arrested and charged before for break and enter and larceny. She also pointed to the seriousness and nature of the offence. However, the Prosecutor’s objections were overruled by the Magistrate, who set bail in the sum of $10,000. Devon Wade, who represented the defendant, told the court that his client has no pending or previous matters. Phillips will return to court on January 4, for the commencement of a trial.

Taxi driver fleeced woman of over $2M Chief Magistrate Ann McLennan ordered a taxi driver to post bail in the sum of $150,000 after he was accused of swindling a woman of over $2M in articles, when he appeared yesterday in the Georgetown Magistrates’ Courts. It is alleged that during the months of October and November, Ravindra Persaud, 35, of Lot 474 Herstelling, East Bank Demerara was solely entrusted with 154 buckets of nails, 220 cases of Charmin toilet paper, 51 pieces of bed sheet sets among other items carrying a total of $2,017,500 by Yazmine Deonauth, to sell and return the proceeds to her. But instead, Persaud allegedly converted the items to his own use and benefit. An unrepresented Persaud pleaded not guilty to the charge and was granted bail after Police Prosecutor

Corporal Deniro Jones did not oppose the request. However, Jones informed the court that the defendant admitted to stealing the items. When given a chance to explain his side of the story, Persaud told the Magistrate that he had already repaid the complainant for the items. He stated that since the incident he was released on station bail and has been reporting to the police periodically. The complainant denied ever receiving compensation for the items mentioned in the charge. She said that she gave the items to the defendant to sell and never saw him again until she reported the matter to the police. Persaud will make his next court appearance on January 3, before Magistrate Judy Latchman. He was also ordered to report to the police.

A few months ago, a fire of massive proportions razed two buildings situated at Camp and Robb Streets, Georgetown. Millions of dollars in stock went up in flames at those buildings. The City Mall building, a short distance away was scorched. Several lives and surrounding property were saved and a much major catastrophe was averted. One of the buildings’ claim involved in the fire was settled by Diamond Fire Insurance Co. Ltd a few months ago. The stock contained in that building was owned by Yun Ping Lin T, as “Gold City Hardware”, whose insurance broker, Raj Singh Insurance Brokers, just concluded negotiations for an interim settlement on the stock claim with Guyana and Trinidad Mutual Fire Insurance Co. Ltd. The destroyed buildings were owned by RNK Investment Inc., one of which housed the Stock for Gold City Hardware. It was revealed that the delay in processing the settlement was due to the fact, that all the stock records of the Insured were destroyed during the fire. The statement said, too, that it was necessary for these records to be reconstructed to enable the loss adjuster to justify his recommendations to the Insurer

From left: Mr. Raj Singh – CEO - Raj Singh Insurance Brokers; Yun Ping Lin – Owner - Gold City Hardware; Mrs. Ramona Singh – Fire Manager – GTM Group of Companies; Ms. Torrica Mc Rae – Manager – Raj Singh Insurance Brokers and Mr. Devkumar Persaud – Senior Accounts Executive – Raj Singh Insurance Brokers. on this interim settlement. There were numerous meetings and discussions held between all the parties in addition to obtaining documents from Government departments. Destruction of documents was cited as the principal reason for delays in such

circumstances, and it is of utmost importance that companies insured maintain and keep adequate stock records of their sales and purchases away from the actual premises so as to facilitate easier processing of their stock claims. It is highly anticipated, by all parties, that the entire claim

would be fully settled by this month end, the statement added. It was noted too that both the client and the brokers were extremely pleased with the general efficiency that the Insurer displayed in the execution of the interim settlement of this claim.

No bail for carpenter accused of burglarizing Action Tyre Outlet A 55-year-old carpenter will be spending Christmas behind bars after he was remanded to prison by the Chief Magistrate on two charges of break and enter and larceny, and a charge of escaping from lawful custody. Mark Mc Calman of Lot 12 Grove Public Road, East Bank Demerara is accused of breaking into Action Tyre Outlet between December 1 and 7. He allegedly stole 20 pounds of construction nails, one roll of chain link fencing among other items to the value of $91,200. It was further alleged that

between December 16 and 17, Mc Calman broke into the Outlet again and stole six sheets of galvanized mesh valued at $36,000. These incidents allegedly occurred at Grove. It is also alleged that on December 17, at Grove Police Station, McCalman escaped from the lawful custody of Special Constable John Rawlins, while pending a charge of break and enter and larceny. He pleaded not guilty to the charges and will return to court on January 11. This matter was transferred to the Providence Magistrate’s Court.

Police Prosecutor, Deniro Jones objected to the defendant being granted pre-trial liberty on the ground that he admitted to stealing the items. According to the Prosecutor, eyewitnesses saw the man removing the items. However, Mc Calman told Magistrate Ann McLennan that he did not steal the articles neither did he escape from the Police Station. He claimed that an officer assaulted him and he ran away. He stressed that he did not exit the door. The defendant alleged

Mark Mc Calman that the officer, who assaulted him, told him that he would “put an escape charge on him.”

UG lecturer, Joycelyn Williams, to chair Gold Board New Chairperson, Joycelyn Williams

Government has named new Board of Directors for the Guyana Gold Board (GGB). According to a notice published in the Official Gazette of Guyana, Government has appointed Joycelyn Williams as the new Chairperson. John Yates is the new Deputy Chairman while General Manager of the Guyana Gold Board, Lisaveta Ramotar; Joanna Homer; Michael Somersall; Alfro Alphonso from the Guyana Gold and Diamond Association; and representative of the Bank of Guyana will be the members. Susan Bullen will be the Secretary to the Board. The life of the board is expected to run until November 30, 2016. The appointment would come as the new administration moves to clean up the gold industry, which has been struggling with reports of smuggling. Earlier this year, the industry faced tough questions after declarations

tumbled and evidence emerged that significant smuggling was taking place. Gold had been propping the country’s economy until declarations and world prices fell last year. This year would have been worse had it not been for the new operations of Guyana Goldfields and Troy Resources, two large scale operations which have pushed declaration on a course that will see figures surpassing that of last year. Yesterday, Minister of Governance with responsibilities for gold, Raphael Trotman, told a Parliamentary select committee that an antismuggling task force has been established. It includes representatives of GGB, the Guyana Geology and Mines Commission, Guyana Revenue Authority, the Police, State Assets Recovery Unit, and the Special Organised Crime Unit. Gold, rice and sugar have remained the top earners for the country in the last seven years.

Craig men on bail for assaulting each other Two residents of Craig were yesterday granted bail for assault, after appearing before Chief Magistrate Ann McLennan in the Georgetown Magistrates’ Courts. Carlton Henry, 53, a mechanic, who lives at 39 Old Road, Craig, East Bank Demerara, pleaded not guilty to the charge which stated that on December 12, in the vicinity of Craig, he unlawfully and maliciously wounded Shane Picot. Shane Picot, 34, a Sales Representative, who also resides at Craig, is also charged with injuring Henry. He too, denied the accusation.

The Magistrate placed the men on $10,000 bail respectively after there were no objections from Police Prosecutor, Corporal Deniro Jones. The prosecution’s facts stated that Henry and Picot reside at the same apartment in Craig. On the day in question, the men had a heated argument that resulted in a brawl. Henry suffered a deep cut to his right eye and Picot received several cuts to his right hand. The matter was adjourned and both men were ordered to make another court appearance in the Providence Magistrates’ Court on January 14, 2016.

Sergeant Sarrabo cops best detective of the year at CID headquarters annual awards ceremony “I consider it an honor to serve and protect the citizens of this country of ours and while awards are wonderful to receive, just knowing that you have helped someone in whatever way is truly rewarding enough.” Detective Sergeant Rodwell Sarrabo had just been adjudged the Best Detective for 2015 at the Criminal Investigations Department, C.I.D Headquarters Christmas Luncheon and Awards Ceremony yesterday. His awards included $225,000 cash, accompanied by a trophy and other accolades handed over to him by Police Commissioner Seelall Persaud DSM. This is in addition to him being awarded $125,000 on the Tactical Service Square for individual performance in 2015. Serving in the force for ten years with his eyes on the prize to one day becoming Police Commissioner, Sarrabo, 30, was one of several ranks awarded for their contribution to the Force’s Crime Fighting and Solving Department. “I am one of those fortunate people who go home knowing that I make a difference in my country just by being a police officer,” the father of three said, fighting emotions. After ten years of service to the Guyana Police Force he expressed gratitude for the recognition and noted that “like every police,” winning and standing in front of many people accepting an award recognizing his qualities and achievements is a fulfillment of his dreams. He noted, that while he is the one receiving the award it was more of a team effort with special mention of the other ranks of the “Major Crimes Investigation Unit”, MCIU, who played `integral roles investigating and solving all of the high profile crimes in the country. “Together we have worked as a unit; we demonstrated professionalism and potential to work under any circumstances. We focused on teamwork and equally contributed our best in achieving goals that benefited the entire force and the country without looking forward for a reward. We demonstrated courage when taking high risks. Our success was based on cooperation.” The Best Detective of the year said that every day police ranks go to work knowing that they have a chance of not going back home alive. “You may call it bravery, but we see it as commitment, dedication, loyalty and the

love we have for our job and serving the people of this great country.” Among the many persons that the detective offered gratitude to was Crime Chief Wendell Blanhum, whom he thanked for creating a climate in which people are motivated to excel and would work hard to contribute their best. “I assure you that I will do my best to justify your trust and continue to contribute to the Guyana Police Force in doing what I know to do best and that is, serving and protecting the people of this great country.” Investigations done by Detective Sergeant 14745 Sarrabo for this year included 11 murders, 13 robbery under arms, ten firearm offences, two raids and five other offences. Letters... Where your views make the news Letters... Where your views make the news

I wrote a book on the white-skin obsession DEAR EDITOR, This is something touched on from time to time by columnist Freddie Kissoon. I was tempted to put in my two cents in response but thought Freddie had said it all already. On reading Mr. Harry Hergash’s response to Freddie I felt compelled to voice my opinion on this since this has been something that began troubling me ten years ago when I watched several Indian movies on TV. I must admit I grew up visiting every cinema in Georgetown except Liberty and Empire. Those in the know would correctly conclude I was not a fan of Indian movies. The few I had seen were “HaathiMeraSaathi,” “I’ll Die for Mama,” and “Sholay” (the

theme song of the latter still one of my favorites to this day). Lately I’ve become a fan of Indian director Mera Nair and saw her “Mississippi Masala,” “The Namesake,” “Saalam Bombay,” and the wonderful “Monsoon Wedding.” But Ms. Nair is not of the House of Bollywood. Except for Saalam Bombay, her movies are set in the western world. Now that we got the listing of Indian movies I had seen previous to a few years ago, on the meat of the problem. Five years ago I happened to watch several Indian movies on TV. What struck me was that, in all of them, without one single exception, the lead females were always two shades whiter than chalk. Even the sprawling extrava-

Discrimination of pensioners by Republic Bank DEAR EDITOR, I am writing this letter to you with mixed emotions that is about a situation about which I am angry, embarrassed and disgusted. I am specifically talking here about how the Republic Bank is treating pensioners. They have a policy stating that after one would have retired, they are not entitled to access any more loans from the bank. In my opinion this is a very sick and disgusting attitude by the bank. Other pensioners also verbally express these same sentiments I would also like to state that Republic Bank (and I hope the other banks are not indulging in this weird behavior also) of making their customers (pensioners in this case) feel rejected and discarded. Why I am saying so is because over the years while the pensioners were working for their salaries and in some cases, other financial resources went into this very bank to help boost their financial status and capability generally speaking. I have given over 33.5 years to public and private service in this country, Guyana. Many pensioners like myself have done the same or more but are also being disregarded and disrespected now. The present government after announcing the one off package for public servants, also disregard pensioners by leaving them out. I am also in the process of writing a letter to them as the Minister of Finance’s secretary told me the Minister is busy and I could write about this seeing that I cannot speak to him now.

In referring again to the issue of denial of bank loans to pensioners, I told a bank teller, who I was discussing this issue with, that whenever they have bank meetings these types of behavior by the administrative staff should be ventilated by the staff members. Editor, I hope the administrative staff of the bank will see this letter and make some reforms or adjustments in relation to these harsh policies to ease the pressure financially on pensioners by releasing loans to them. Pensioners need the financial assistance to help them pay bills and satisfy their needs generally. Because after you would have retired you still need financial and other assistance to help you to survive and take care of your children (whom may not all be grown and in many instances pensioners have to take care of their grandchildren, other relatives or elderly parents. George Gomes

gant dance sequences were littered with what appeared to be powdered females. Anyone, if any, with a chocolate complexion was banished to the back lines of these numbers. The only time a dark female would briefly appear in a speaking role was as a servant or some evil character. After viewing the first few movies, I thought it was a coincidence. Then I noticed most of the dark male characters were shady or full out evil. I’m not sure how many movies I watched but this was definitely a pattern, as though it were a formula for casting. Now here is where it got very disturbing. I then imagined myself in the place of a young dark Indian girl growing up in Guyana and being fed a steady diet of Indian movies. What is a girl to think of herself when she sees this regularly? Then I wondered how this affected the psyche of Indian males growing up watching this. What I do notice is 90% of the Indian weddings I have seen, whether it be in person, video or photos, the dulhin is always fairer than the dulhar. I could be wrong but from what I have observed, for the most part Indian men in Guyana have a preference for fair girls just as portrayed in the Indian movies. What will become of the beautiful dark girls who are discriminated against based merely on their skin pigmentation? Why Mr. Hergash is critical of Mr. Kissoon’s assertion that Bollywood movies have contributed significantly to this distasteful practice of valuing a woman by the fairness of her complexion is beyond me. His citing of Muslim directors or film makers is irrelevant. The fact is such movies are churned out by Bollywood regardless of director and lapped up by the Guyanese public. I remember reading an article in which one South Indian actress, a dark beauty, was lamenting the lack of positive roles for ac-

tors of her hue. However, I do differ with Mr. Kissoon who, if I understand him correctly, states that this “skin game” has nothing or very little to do with the institution of slavery. Take Jamaica, for instance. I’ll stick my neck out to state that nowhere in the Caribbean is this “color stigma” more prominent than in the Land of Reggae. Sure, Jamaica is viewed by most of us in the Caribbean as the cultural capital of the West Indies. From movies to music to folk songs (although Guyana can hold its own in the latter) Jamaicans are by far the leaders in the West Indies. Yet, for all their rich culture, Jamaicans are neck deep in the skin game business where “pretty” and “fair” are synonyms. I’ve personally witnessed beautiful dark Jamaican girls assault their skins with various bleaching agents

to lighten their shades and, hopefully, elevate their status in society. The artificial brown in the face and the dark shade in hard to reach places like the crook of the arms or parts of the hands usually give them away. It is sickening how a brain-washed society can force some people to think this low of themselves. Google the list of Jamaica’s Ms. Worlds or Ms. Universes for the past few decades and you can count on one hand the number of dark girls that pops up. On the other hand, Google a list of Ms. Farm Queen or some local small-fry Jamaican beauty pageant and you will behold the bevy of dark beauties. As one Jamaican spectator exclaimed when a dark beauty stepped out on the stage during a Jamaica Ms. Universe competition, “Ah whe’ she ah go! She nuh

know ah Ms. Universe pageant dis?” And would you believe the heckler was dark herself? I’m just perturbed to this day this ugly practice still continues. This is the white elephant in the room that none but a few (Thanks Freddy) is prepared to address. Before Freddy mentioned it, I did notice the number of ads in the newspapers featuring lily white faces. Don’t we have skilled enough persons in our beautiful Guyana to come up with girls of the kind of hue that represents the masses? This had troubled me to the point of writing a novel with this being the central theme. (See “Roll Over” ISBN-10: 0615137180) Maybe Freddy has a point that this is one of the things that has always been and will always be.I hope he is wrong on the latter. Malcolm Alves

Thoughts on the marijuana... From page 4 and gum, both of which are derived from the ganga plant and involves no chemicalization! Never had I “free-based”, or taken any psychopathic substance, not even in the dentist chair, since I never extracted a tooth. Didn’t turn a junkie or a drug-addict, falsification that is wrongly associated with the use of ganga. In my latter years of ganga use, consumption was until after 6, in the evenings. Also, not in front of my children, there is no place like home. However, why did I feel for “Durdy” Butts, apart from his previous football background - the 46 grams (approx. 1 ½ ozs) he was imprisoned for a period of 3 years (trafficking). The amount of 60 grams (2 ozs) on more than one occasion, in the company of 4-5 brethren, 2 ozs were placed in the Kuchie cup of a chalice for consumption. “Biblical reasoning, black history/ consciousness, the politics of the late Bro. Walter Rodney, the WPA, Marcus Garvey

and conscious Reggae music was the order of the day! While “cooking and eating was a prerequisite, which of course entailed a strict vegetarian diet”! Unlike the use of cocaine, ‘Lucifer Son of Death (LSD)” and other chemicalized psychopathic substances. There is “no rest for the wicked”, no desire to eat, rest, communicate and meditate. “God is forgotten, since the idle mind becomes the playground for the devil”. Brother Dudhnauth, with the concept of each one to teach one. Kindly, edify me of the relationship, between “Ganga and the river Ganges”, Vegetarianism within Hinduism, compatible to Ital within the Rastafarian Culture? At the end of the day, it is knowledge I still seek, along cultural lines, towards our collective efforts to better

serve humanity! Gone are the days, when the idiom of “a good coolie is a dead coolie” was advocated! By a similar token what would have been the reaction if it was also advocated “A good black man is a dead black man”? Surely, this was never our parental upbringing, by extension my off spring would not be taught that! Why in our native land, is there a “fuss and fight” over frivolous issues, such as marijuana decriminalization? While our traditional motherlands (Africa & India) are progressing comfortably! Is the brother aware that within incense manufacturing from India, “7 African Powers” is made there, in addition to another, which advertises a “ganga plant? Should the latter be banned from entering Guyana? Lester Sealey

Brazil president’s survival odds improve, but ally demands growth BRASILIA: Brazilian President Dilma Rousseff’s key ally in Congress is certain it can head off an impeachment threat, but in return the party demands a radical change of policy course to pull the economy out of its deepest downturn in 25 years. Senator Eunicio Oliveira, Senate leader of the fractious Brazilian Democratic Movement Party (PMDB), told Reuters on Sunday that Rousseff took a first step in that direction by replacing an austerity-minded Joaquim Levy with leftist economist Nelson Barbosa, who is expected to ease up the belttightening to spur growth. Levy threw in the towel after Brazil lost its hard-won investment grade last week. Oliveira said Rousseff’s position had improved with Supreme Court rulings on Wednesday that gave the upper chamber authority to reject impeachment even if the lower house votes to impeach her. “A majority of PMDB senators are in favour of the president finishing her term,” Oliveira said. “What they

want is for her to change her economic policies to get the country growing again.” Oliveira said the opposition’s case against Rousseff has no legal basis and is unlikely to fly in the Senate where her governing coalition has a solid majority and will stand by her. His comments are a clear sign that Rousseff’s allies from the moderate PMDB have lost patience with the austerity policies Levy advocated. Together with her own left-leaning Workers’ Party, never a fan of Levy’s agenda, that points to stronger support for a bid to restore growth sooner through government spending even at the risk of accelerating inflation. In its economic agenda, the PMDB has rejected what it called fiscal austerity for the sake of austerity and advocated liberalizing labour laws and reforming of the pension system. Brazil’s deep recession and a massive corruption scandal at state-run oil company Petroleo Brasileiro SA have turned Rousseff into the country’s most unpopular president in as many years,

and her opponents are seeking to unseat her one year into her second term for allegedly breaking budget laws. While the PMDB is often plagued by infighting and includes members who are staunch allies of Rousseff as well as some arch-enemies, Oliveira’s stance as a senate leader can be seen as indicative of its mainstream. “She has done nothing dishonest. Only the economic crisis can bring her down, by fuelling social discontent,” he said. Impeachment proceedings against Rousseff were opened Dec. 2 in the lower house by her archenemy, the speaker Eduardo Cunha, a PMDB leader who has been charged with taking bribes. But on Wednesday, the Supreme Court ruled a secret vote Cunha used to stack an impeachment committee with lawmakers who want Rousseff ousted was invalid and needed to be held again. The court also gave more power to the Senate to decide whether to hold an impeachment trial during which the president would have to step down.

Oil prices hit 11-year low Pregnant T&T woman who as global supply balloons contracted swine flu dies (Reuters) - Brent oil cratered to its lowest price in more than 11 years yesterday and remained locked within a narrow range, burdened by warmer-than-normal temperatures and a market lacking clear signals. Heating oil futures weighed down the crude complex, hitting a new July 2004 low as seasonal demand has failed to materialise due to warmerthan-expected temperatures. Across the board, markets remained locked in a holding pattern. “The market is waiting for the next announcement,” said Tyche Capital Advisors senior research analyst John Macaluso. “The equity markets are waiting on crude oil, and crude oil is waiting for a bounce before shorts will come back into the market.” Crude short-sellers will be reluctant to return before U.S. crude recovers to $35.50, he said.

The market, which has been plagued this year by an oversupply of crude oil and weakening demand, is continuing to face pressure going into 2016. “It seems the bearish fundamentals continue to drive prices lower,” said Gene McGillian, senior analyst at Tradition Energy in Stamford, Connecticut. Global oil production is running close to record highs and, with more barrels poised to enter the market from nations such as Iran and Libya, the price of crude is set for its largest monthly percentage decline in seven years. Brent’s premium over U.S. crude narrowed further after President Barack Obama signed a law on Friday that will lift a 40-year ban on U.S. crude oil exports. U.S. crude futures were down 20 cents at $34.53 a barrel by 1:46 p.m. EST (1846 GMT) after bouncing off an

intraday low of $33.98. Brent futures were down 56 cents at $36.32, falling as much as 2 percent during the session to a low of $36.04, their weakest since July 2004. Brent has dropped nearly 19 percent this month, its steepest fall since the collapse of failed U.S. bank Lehman Brothers in October 2008. While consumers have enjoyed lower fuel prices, the world’s richest oil exporters have been forced to revalue their currencies, sell off assets and even issue debt for the first time in years as they struggle to repair their finances. The Organization of Petroleum Exporting Countries, led by Saudi Arabia, shows no signs of wavering from its year-old policy of compensating for lower prices with higher production, even though its poorer members are suffering.

Waste spill buries buildings in southern China, 85 missing (Reuters) - At least 85 people were missing in China yesterday a day after a giant flow of mud and construction waste spewed out of an overfull dump in a boomtown and buried 33 buildings in its latest industrial disaster. The site should have been closed in February, but workers said mud and waste had continued to be dumped there, a news portal run by authorities in the southern city of Shenzhen said. Premier Li Keqiang ordered an investigation into Sunday’s landslide in the city, just across the border from Hong Kong. The mudslide smashed into multi-storey buildings at the Hengtaiyu industrial park in the Guangming New District, toppling them within seconds. The mudslide, covering an area of more than 380,000 square metres (94 acres), was 10 metres (33 feet) deep in parts, Shenzhen Vice Mayor Liu Qingsheng told reporters, according to state news agency Xinhua. “The mud had been building up for a few years,” said Han Bin, who lives by the site and witnessed the wall of mud sweep towards the buildings. “We didn’t realise this could happen.” The frequency of industrial accidents has raised questions about safety standards after three decades of breakneck growth in the world’s second-largest economy. Just four months

More than two weeks after being admitted to the Eric Williams Sciences Complex in Mt Hope for pains related to her pregnancy, 28-year-old Stacy Ramkissoon has died. Ramkissoon had contracted the H1N1 (swine flu) virus, but the cause of her death hasn’t yet been determined. An autopsy was scheduled for later yesterday. Ramkissoon’s relatives received news of her death on Saturday night, in the hospital’s Intensive Care Unit (ICU). Family members suspect swine flu, but Medical Chief of Staff of the North Central regional Authority Dr Andy Bhagwandass said the hospital would await the post-mortem report before making any statement. “We don’t have the confirmed cause of death. It is known that she had H1N1 but there were other issues so we have to wait on the report,” Bhagwandass said. The young woman had delivered her baby via a Caesarean section. The baby died one day after delivery. In an interview yesterday, Ramkissoon’s father Kelvin

Stacy Ramkisson said his daughter, who lived on Mohammed Street in Tunapuna, went to the hospital early this month after experiencing pain. “She didn’t seem to have any flu-like symptoms when she went in but they kept her for observation. Then they told us pneumonia, after that they said tuberculosis and then finally H1N1,” Kelvin said. He said his daughter, who would have been 29 on January 25, was responsive shortly after going to hospital but took a turn for the

worse and was moved to the ICU. “I would go and see her but then I got sick and well I couldn’t go into the ICU. I tested positive for dengue,” Kelvin said. He said hospital officials had given the vaccine for the virus to relatives. Ramkissoon praised the doctors at the hospital, saying he knew they had done all they could. “The doctors really worked. They really tried their best. They were talking to us and giving us information but it seemed like whatever was wrong was too much for them.” Health Minister Terrance Deyalsingh, in a press conference on Friday, said three people had died as a result of the H1N1 virus in 2015. He said there had been a total of 29 lab-confirmed cases so far. Deyalsingh told media there was enough vaccine shots and Tamiflu doses for the at-risk population in Trinidad. Children, the elderly, hospital workers and pregnant women are considered to be at-risk.

Firefighters search for survivors among the debris of collapsed buildings (REUTERS/TYRONE SIU) ago, more than 160 people were killed in big chemical blasts in the northern port city of Tianjin. State television showed the devastation in Shenzhen, with bits of broken buildings sticking up from heaps of mud stretching out over the industrial park. A sports hall was converted into an emergency shelter where rescue workers gave out food, water and batteries to charge phones. “The wall of mud came down and hit us within minutes, it was so fast,” said Jiang Xuemin, 44, who lived and worked in the industrial park. “There was so much mud, I just ran,” she told Reuters at the rescue centre. More than a year ago, a government-run newspaper warned that Shenzhen would run out of space to dump

waste from a building frenzy. Besides new buildings, a network of subway lines is being built, and large volumes of earth are being excavated and dumped at waste sites. “Shenzhen has 12 waste sites and they can only hold out until next year,” the official Shenzhen Evening Post, published by the city government, said in October last year. SNIFFER DOGS Once a sleepy fishing village on the Communist side of a Cold War frontier, Shenzhen was chosen by Beijing three decades ago to help pioneer economic reforms, and it has boomed ever since. Almost 3,000 rescuers were at the scene, Xinhua said, with sniffer dogs and drones. Rescuers were focusing on several areas where sensors had detected signs of life, it added.

ROSEAU, Dominica — Nigeria’s former minister of petroleum resources, Diezani Alison-Madueke, who is currently under investigation in Britain for alleged corruption while in office, was granted Dominican citizenship e a r l i e r t h i s year, including a diplomatic passport number DP0000445, apparently all within just one month of meeting Prime M inister Roosevelt Skerrit. Madueke’s new citizenship was confirmed in a May 29, 2015, approval letter by Skerrit. The letter also stated that the former minister had been appointed a trade and investment commissioner and was expected to help in promoting and marketing Dominica as a trade and investment domicile. On October 2, the International Corruption Unit (ICU) of Britain’s National Crime Agency (NCA) arrested Madueke and four others on suspicion of bribery and money laundering. The NCA is reportedly conducting an extensive investigation into oil deals during Madueke’s term of office. In a statement on Sunday, the government of Dominica denied that Madueke was of-

Diezani Alison-Madueke fered or encouraged by Skerrit to m a k e D o m i n i c a h e r home. Skerrit explained that in May of this year, during a routine stop-over visit to London, Madueke was introduced to him as the immediate past minister of petroleum resources in Nigeria and also immediate past president of OPEC, the Organization of Petroleum Exporting Countries. “These discussions however took place well before any question of an investiga-

tion by the relevant authorities arose,” the statement read. The statement went on to say that, “on the recommendation of a number of outstanding individuals of note, and after thorough due diligence studies were undertaken”, the government of Dominica agreed to the appointment of Madueke as trade and investment commissioner for Dominica, with the specific remit of promoting and marketing the trade and investment opportunities of Dominica. The issue of a diplomatic passport was said to be entirely in accordance with existing convention, protocol and practice. What was not explained, however, is the actual extent of the “thorough due diligence” said to have been undertaken between Skerrit’s meeting with Madueke in May and the grant of Dominican citizenship to her later the same month. In the meantime, the ministry of foreign affairs in Dominica reportedly suspended all relations with Madue k e i m m e d i a t e l y following her arrest in October 2015, pending the outcome of the investigations.

Mixed reaction to Blatter,... (From page 37) controls is very serious and the sanction should ensure they can never again exercise power in a sporting institution. “They no longer deserve the confidence of the world of football and sportsmen.” For English football icon David Beckham, this episode should be used as an opportunity to implement vital reforms in the game. But the former Manchester United and Real Madrid star remains upbeat about the future. “I’m sure at some point

‘Only the WICB... Are the Nation States encouraging cricket in the communities,” asked Nathan “I say all this so you can understand the costs of the opportunity, which you have been offered through the opportunity of the Professional Cricket League,” said Nathan, who has been involved in cricket Administrator for the past Twenty years. The veteran Cricket Administrator disclosed that the Board of Directors of the WICB has put these issues to the Shareholders and will convene an AGM to finalise the position.

there will be a huge amount of change at FIFA,” he said. “No matter what corruption is going on at the highest level, it will never be as big as the game itself.” Former English Football Association chairman David Bernstein said it would be unfair to bung Blatter and Platini into the same bracket. And he said he had little faith in the FIFA court’s judgement. “There’s a bit of a kangaroo court feel about some of this. Perhaps more relevant for Platini than Blatter because there’s a distinction

between the two,” said Bernstein. “Blatter has presided over a corrupt organisation for many, many years. The Swiss authorities and US authorities are after him... he’ll get what he deserves. “Platini is very different. He’s presided over a very straight organisation. UEFA is not mired by corruption. “Platini has got wrapped up with Blatter, he’s got too close to him. What an amateurish way this payment has been handled. It makes you feel Platini has been naive.”

Renault completes Lotus Beckham’s dangerous hit takeover for 2016 F1 season mars Sunday thriller Renault has completed its takeover of the Lotus team and will return to Formula 1 as a constructor in 2016. The French car giant has finalised the deal and its lawyers told an insolvency judge: “We have the keys, so to speak.” The move ends months of speculation and secures the future of the team based in Enstone in Oxfordshire. They have won four F1 drivers’ titles - two as Benetton with Michael Schumacher in 1994 and 1995, and two as Renault with Fernando Alonso in 2005 and 2006. An insolvency petition that would have put the team into administration was formally dismissed. Renault sold the team to

investment group Genii Capital at the end of 2009 after deciding to quit as a constructor, although it remained involved as an engine builder. However, following the breakdown of its relationship with Red Bull, the French manufacturer has decided the best course of action is to run its own team once more. Renault and Red Bull won four world driver and constructor doubles together from 2010-2013 but tension grew following the engine builder’s inability to produce a competitive power-unit under the new turbo hybrid formula introduced at the start of 2014. Red Bull had a contract with Renault until the end of 2016 but broke this off in the summer in order to seek a dif-

ferent engine. Renault’s buy-out of Lotus was in doubt following a row over prize money with F1 commercial boss Bernie Ecclestone. But an agreement was reached and some sources say Renault will commit to F1 until 2024. The Renault drivers for next season will be Venezuelan Pastor Maldonado and British rookie Jolyon Palmer, who was the Lotus reserve driver this season. Both drivers were signed by Lotus while the Renault takeover was still in doubt. The role of team principal is expected to be taken by Frenchman Frederic Vasseur, the boss of the successful ART team in the GP2 feeder category.

New York Giants wide receiver Odell Beckham Jr. (13) catches a touchdown pass in front of Carolina Panthers corner back Josh Norman (24) during the fourth quarter at MetLife Stadium. (Brad Penner-USA TODAY Sports) NEW YORK (Reuters) The Panthers improved to 140 in a thrilling Sunday decision over the Giants, but the lingering buzz was all about the gridiron combat between New York’s Odell Beckham Jr. and Carolina’s Josh Norman. Marquee receiver Beckham and premier cornerback Norman waged an ferocious battle spiked by trash talking, grabbing, pushing, punching, kicking and a serial display of cheap shots that earned both players several penalties. The litany of cheap shots climaxed with a shockingly dangerous helmet-to-helmet hit by Beckham, who launched himself from the blind side to strike Norman on his helmet at the end of a running play in the third quarter. The timing of the hit could not be worse in a climate of concern over concussions in the National Football League in a week in which the opening of the Hollywood film “Concussion” will reignite talk on the danger of repetitive blows to the head. “If you take a shot at a

guy’s head, I mean, come on now.” Norman told reporters after the game. “That’s kind of going a little too far.” Norman, a full partner in the verbal and physical jousting leading up to the spearing, said Beckham should have been ejected for launching himself like a missile at his head. “The guy ran 15 yards down the field – a dead on collision,’ said Norman. “He came back and was hunting; and it was malicious in every way. “I mean, it’s ridiculous.” Beckham deflected questions about the outrageous hit, which may result in discipline by the NFL, but Giants coach Tom Coughlin said his young receiver lost his composure and that he had considered putting Beckham on the bench. “It was a consideration. In fact, it was a strong consideration,” said Coughlan, who in the end decided he needed Beckham on the field as the Giants strained to keep pace in the NFC East race. Beckham became a vital contributer in the Giants fight

back from a 35-7 third-quarter deficit. He caught six Eli Manning passes for 76 yards after no catches in the first half, including the game-tying, 14yard touchdown reception that made it 35-35 with less than two minutes left in the game. “I wanted him to play the game. He had to learn. He’s got to learn at some point how to deal with some things on the field,” said Coughlan, adding, “I want him out there to win the football game.” Officials have also come under criticism for not putting a stop to the cheap shots earlier in the game, which escalated as the contest wore on. Panthers quarterback Cam Newton said he was not surprised by the physical grudge match between Beckham and Norman. “You’ve got two bulls going at it,” Newton said. “This is a physical sport, and you’ve got a field full of alpha males. They’re not going to be playing ‘patty-cake, patty-cake’ out there, I’ll tell you that.”

FIFA ethics court bans Blatter, Platini for 8 years ZURICH (AP) — Sepp Blatter and Michel Platini were each banned for eight years by the FIFA ethics committee on Monday in a stunning removal of world soccer’s most powerful leaders. FIFA President Blatter and his one-time protégé Platini were kicked out of the sport for conflict of interest and disloyalty to FIFA in a $2 million payment deal that is also the subject of a criminal investigation in Switzerland. In a defiant news conference shortly after the verdict was announced, Blatter said he would challenge his ban at the FIFA appeal committee and then the Court of Arbitration for Sport, insisting he had done nothing wrong. “I will fight,” said Blatter. “I will fight until the end.’ His last words after a spirited 52-minute performance holding court with international media were “I’ll be back, thank you.” Blatter’s trademark fighting talk was delivered while still sporting a strip of surgical tape on his right cheek after a minor medical procedure five days earlier. Still, his FIFA career is ending in disgrace after more than 17 years as president and 40 years in total with the scandal-hit governing body. Platini’s bid to succeed his former mentor in the Feb. 26 presidential election is now likely over. Platini, a FIFA vice president and head of European governing body UEFA, is also expected to appeal. In a brief statement, UEFA said it was “extremely disappointed” with the ruling and supported its leader’s right to clear his name. Blatter made it clear he re-

gretted his current position but declared he was innocent of any wrongdoing. “I regret, but I am not ashamed,” he said. “I am sorry that I am a punching ball. I am sorry for football... I am now suspended eight years, suspended eight years. Suspended eight years for what?” FIFA’s ethics judges decided that Blatter and Platini broke ethics rules on conflicts of interest, breach of loyalty and offering or receiving gifts. Platini took $2 million of FIFA money in 2011 approved by Blatter as uncontracted salary for work as a presidential adviser from 1999-2002. In Monday’s verdict, Blatter was fined 50,000 Swiss francs ($50,250) and Platini 80,000 Swiss francs ($80,400). “Neither in his written statement nor in his personal hearing was Mr. Blatter able to demonstrate another legal basis for this payment,” the judges said. “By failing to place FIFA’s interests first and abstain from doing anything which could be contrary to FIFA’s interests, Mr. Blatter violated his fiduciary duty to FIFA. “His (Blatter’s) assertion of an oral agreement was determined as not convincing and was rejected by the chamber.” Blatter hit back at that conclusion during his news conference, portraying the ethics committee as saying of Platini and himself: “He’s a liar and I’m a liar.” “This is not correct,” Blatter said. Responding to a reporter’s question, he said in French: “I’m sad. It can’t go on this way. It’s not possible.

After 40 years, it can’t happen this way. .. I’m fighting to restore my rights.” Blatter acknowledged an administrative “error” in failing to book FIFA’s debt to Platini in its accounts for eight years, though insisted: “This is nothing to do with the ethics regulations.” Platini, the judges said, “failed to act with complete credibility and integrity, showing unawareness of the importance of his duties and concomitant obligations and responsibilities.” Blatter, who turns 80 in March, said he wants to preside over the FIFA congress on Feb. 26 where his successor will be elected. The 60-year-old Platini wants to clear his name, pass a FIFA integrity check and be declared an official candidate in the election he had been favoured to win. Platini’s campaign has stalled since he was questioned on Sept. 25 in a Swiss federal investigation of suspected criminal mis-

management at FIFA. Switzerland’s attorney general has opened criminal proceedings against Blatter for the suspected “disloyal payment” of FIFA money to Platini and selling undervalued World Cup TV rights for the Caribbean. Platini’s status in the criminal case is “between a witness and an accused person,” attorney general Michael Lauber said in October. In recent media interviews, both men said Platini asked Blatter for a salary of 1 million Swiss francs. He got a contract for 300,000 Swiss francs annually, in line with FIFA’s then-wage structure, plus a “gentleman’s agreement” to get the rest later. Swiss law obliged FIFA only to pay the deferred money within five years. Platini was paid in February 2011, just before Blatter began campaigning for reelection against Mohamed bin Hammam of Qatar. Platini’s

UEFA urged its members weeks before the June 2011 election to back Blatter, who was elected unopposed when Bin Hammam was implicated in bribery. Few FIFA officials knew of the Platini payment which emerged during a wider Swiss probe of the governing body’s business affairs, including suspected money laundering in the 2018 and 2022 World Cup bidding contests. Blatter said Monday that a Swiss bank where Platini held an account had been required to report the sevenfigure payment to comply with monitoring of money laundering. Platini was an icon of French football, a former national team captain and coach, when the newlyelected Blatter offered him a job in 1998. He had led the organization of a successful 1998 World Cup, won by host France, and on the eve of the

tournament had campaigned to help Blatter win the FIFA presidency. Blatter appeared to see Platini as a protégé in FIFA politics who could add ideas and credibility to his presidential office. Their friendship cooled after Platini was elected UEFA president in 2007. It became strained when Blatter reneged on a 2011 promise to step aside in four years’ time, which could have left Platini a clear run at the FIFA top job. Blatter was re-elected for a fifth term in May, beating Prince Ali bin al-Hussein of Jordan two days after American and Swiss investigations of bribery and corruption were unleashed on FIFA. Platini had urged Blatter to resign immediately but was ignored. Just four days later, Blatter announced his resignation plans — provoking the February 26 election — under pressure from the corruption crisis.

Today’s double header (Golden Grove, Grove Hi Tech, Soesdyke Falcons, Pouderoyen) should have been played on Sunday evening last at the Grove Playfield but during the opening first match between Soesdyke Falcons and Pouderoyen - the former leading 1-0 – difficulties with one of the light fixtures on multiple occasions forced the Referee to abandon the game as well as the feature match. Soesdyke Falcons were leading when the game was called off through a 22nd minute penalty that was converted by Andy Higgins. The organisers and sponsor took the decision after a brief meeting to reschedule the matches to today at the Golden Grove ground, East Coast Demerara. The home team, Golden Grove will take on defending champions Grove Hi Tech in the feature match with Soesdyke Falcons and Pouderoyen tangling in the curtain raiser at 19:00hrs. ‘King’ Williamson seals 2-0 series sweep Kane Williamson played a lofted shot during his fifty, New Zealand v Sri Lanka, 2nd Test, Hamilton, 3rd day, December 20, 2015 ©AFP

BJ Watling struck the winning runs and gets a hug from Kane Williamson, New Zealand v Sri Lanka, 2nd Test, Hamilton, 4th day, December 21, 2015 ©Getty Images ESPNcricinfo - Two balls into the day and every question that hung over the Hamilton Test was given an answer. New Zealand would win it, and the series as well, to equal their longest undefeated home streak in Tests. Kane Williamson would get his century, finish unbeaten and secure the most Test runs by a batsman from his country in a calendar year. The one from whom he took that record, Brendon McCullum, said “it was an innings of sheer class from the king.” The ICC seemed

to agree, as half an hour later, Williamson became the No. 1-ranked batsman in Test cricket moving past AB de Villiers. New Zealand needed 47 runs. Sri Lanka needed five wickets. The game was still in the balance when day four commenced. But its eventual outcome became clear when Williamson met a short ball from Dushmantha Chameera and addressed it to the long-leg boundary with the gentlest little pull. Sri Lanka’s fastest bowler may have been on

show and balls dug in had hurried almost every other batsman on a pacy Seddon Park pitch, but everything happened in slow motion for Williamson, as if he had discovered the secret to manipulate space-time. His 108 came off only 164 balls. It was his fifth century in 2015, another New Zealand record, and 13th overall. If he keeps that rate up in 2016 he could break Martin Crowe’s New Zealand record of 17 Test centuries. Crowe took 12 years to get there, Williamson is only in

his fifth. Sri Lanka’s challenge this morning did not seem the most potent. Angelo Mathews often had only one slip, and a gully as an afterthought, even to a brand new batsman in BJ Watling. New Zealand found singles with relative ease and Williamson pierced gaps as he pleased. He got to his ton by steering another short ball to the long-leg boundary, and went past McCullum’s 1164 runs in 2014. Five overs later, he was walking back having helped his team

to 13 matches at home without a defeat, a streak stretching back to March 2012. Sri Lanka had much to rue at the end of it all. A fine counterattack to score the biggest total of the match in the first day, a first-innings lead of 55, a strong opening stand thereafter, not to m e n t i o n C h a m e e r a ’s wholehearted effort - 9 for 115 in the match. Everything looked good for their chances of victory, and a drawn series in overseas conditions. Then their batting

collapsed - 10 wickets for 62 runs in 13.5 overs. There was no recovery from that. So they have to settle for two wins and 10 losses in New Zealand from 17 tries since 1983. Only Bangladesh and Zimbabwe have fared worse. Scores: New Zealand 237 (Guptill 50, Chameera 5-47) and 189 for 5 ( Wi l l i a m s o n 1 0 8 * , Chameera 4-68) beat Sri Lanka 292 (Mathews 77, Siriwardana 62, Southee 363) and 133 (Mendis 46, Southee 4-26, Wagner 3-40) by five wickets.

Plum Plum sets the standard at Port Mourant in feature as late owner remembered Strom Bird of the Bacchus Stable with Blake on mount powers all alone to whip the field to win the E and lower event.

Connections of the Gopaul Singh Stable collect their prize after Little won the J1 and lower event. “Shariff blow good breeze on hay you, boy”, was the talk all around as Plum Plum of the late Mohammed “Nakooo” Shariff Racing Stable could not have chosen a better day to score its biggest win since arriving in Guyana as the racehorse romped away with the feature event at the Guyana Cup Rematch Horses race meet. It was a perfect win in memory of its late owner who passed away a few days ago leaving behind a solid legacy in the horseracing circle. The event was organized by the Jumbo Jet Auto Sales and Racing Stable in collaboration with the Port Mourant Turf Club and held on Sunday last at the Port

Mourant Turf Club, Corentyne Berbice. Those who believe in superstition were asking the question was it something superstitious or just a series of coincidences that played out. To begin with the rain chose to fall on that day flooding the track. However, the track dried out allowing the event to come off in front of a sizeable crowd. However, the talk was on the performance of Plum Plum running in the feature event. The fact that the handlers of that stable still chose to participate in the event one day after his funeral was commendable. Over a dozen of his animals were in preparation. In the

end it came down to Plum Plum alone being taken to the track. With Jockey Colin Ross riding on his wedding anniversary the animal classified D3 and lower with a weight of 108 pounds was out among the front runners early. With some amount of jostling and changes in position among the front runners the event went at a blistering pace despite the conditions. With pre-race favourites CP Got Even and Just Call Me Boss in the running it was still anyone’s race. CP Got Even known for its late surge and strong finish making up tremendous ground, a close finish was in the making.

However, Plum Plum, urged by Ross, held its pace to come out the winner ahead of the fast finishing CP Got Even to bring some joy and happiness to the Shariff connections who before were in a somber mood. The win was worth $1.2M and the Banks DIH Trophy as Keep on Swinging and Lady Budapest rounded out the placings. Storm Bird of the Inshan Bacchus stable with Jamaican Brian Blake in the saddle was back to top form as it stormed to front early and whipped the field for a gate to pole victory in the E3 1000M event to take home the $800,000 money and trophy ahead of Right to Rule, Release the Beast and Red

The win was worth $400,000 and trophy. The Girl Is Mine of the Ramsaywack Stable with Premchandra on board made sure that the two year old Guyana Bred 1000M event was hers as she romp home with the $300,000 money and trophy as Fire ball, She Is In Control and Back Track trailed in her wake. Little of the Gopaul Singh stable with Ross again on the mount came big in winning the J1 and lower

1000M race, burning De Gump, Liquid Lion and Red Jet in the process. Massaquita Dr with Kevin Paul riding of the Crawford stable won the K and lower race. The others that placed were Amazon Warrior, Plane Land and Blue Lightning. The top jockey on show was Colin Ross riding on his wedding anniversary. The Jumbo Jet stable took away the top stable award. They all received incentives compliments of Ramesh Sunich of the Trophy Stall of Bourda Market. Mixed reaction to Blatter, Platini bans ZURICH, Switzerland (AFP) – The eight year bans handed down to disgraced football chiefs Sepp Blatter and Michel Platini received mixed reactions on Monday. Some felt the former heads of FIFA and UEFA had got off lightly, while others criticised the length of the suspensions as too “harsh”. Former Asian Football Confederation (AFC) general secretary Peter Velappan, who occupied that position when Asia hosted its first ever World Cup in South Korea and Japan in 2002, said the length of the bans was like a “death sentence”. “This is very harsh, especially for Blatter because he dedicated his life to football and FIFA,” said Velappan. “It’s unfortunate that the bribery scandal happened and you can’t take away the blame from him either but still, eight years is too harsh. Eight years is like a death

Sepp Blatter (left) and Michel Platini sentence.” Velappan backed the pair’s record in boosting football in Asia and said that should have been taken into consideration. “Blatter and Platini are football personalities and you have to look at the contributions they have made to the game,” he added. “A one or two-year ban would have been understandable. This is very unkind.

“They have both done a lot for the AFC and football.” However, for Spanish Football League president Javier Tebas, the bans should have been longer. “Eight years, that doesn’t seem much to me. Platini’s sanction... is due to the fact that they didn’t respect the normal FIFA internal procedures,” he said. “Bypassing economic (Continued on page 32)

Thakur, Persaud guide Wales to R. Thakur and Sons Lumber yard T20 title

‘Only the WICB Shareholders can dissolve the WICB’ says VP Nathan Feels Governments not doing enough for WI cricket By Sean Devers

Members of the victorious Wales team. Half Centuries by Ramesh Thakur and Chandrika Persaud coupled by a four-wicket haul by Mahase Persaud handed host Wales a 76-run victory over Saw Pit Sports Club as they captured the R. Thakur and Sons Lumber Yard T20 title on Sunday. Skipper Thakur and Persaud set the foundation for the challenging total with

sensible batting as they shared in an opening stand of 113 to lead Wales to a challenging 175-6, batting first. Thakur struck eight fours off 55 balls in a top score of 54, while Persaud who faced 57 balls hit seven fours and one six in his 53. After they were separated Saw Pit SC picked up a few quick wickets to restrict Wales somewhat;

Mahase Persaud and Omesh Danram made 16 and 13 respectively as Munesh Persaud claimed 3-21. In reply, Imran Khan and A. Rameshwar added 23 for the first wicket before the latter was dismissed for eight. Apart from Khan who scored 23, the rest of the batting struggled against some tidy bowling by Wales

as they slipped to 67-5. Only Zaheer Sheriff of the remaining batsmen made it into double figures with 16 as Saw Pit were sent packing for 99 in 15.5 overs. Mahase Persaud captured 4-19 off four overs, while Naresh P e r s a u d claimed 2-12. Thakur was named man-of-thematch.

West Indies Cricket Board’s (WICB) VicePresident Emmanuel Nathan says the WICB is in constant dialogue with the CARICOM Committee on Cricket and are mindful that there is a ‘disconnect’ between the fans and WI Cricket as a result of the poor performances on the field. “We are prepared to make some changes as we did following previous Governance Reports. However, on the basis of a corporate review and legal advice, only the Shareholders of the WICB can dissolve the Companythe WICB. And similarly only shareholders can appoint new Directors to the Board, whether they are independent or shareholders directors,” informed Nathan. The Cabinet in Dominica, headed by Prime Minister Roosevelt Skerrit, this year appointed Nathan as Director of the Citizen by Investment Unit, while he is also a Director of the WICB and a member of the Dominica Labour Party. “The opportunity at professionalism is being provided at a time when the Shareholders of West Indies Cricket, i.e. the six Territorial Boards are under attack to dissolve the WICB because some CARICOM Governments and their Academic Functionaries believe that what is being undertaken here is obsolete, and is not addressing the requirements of a modern world of Sports as a business,” said Nathan, who celebrates his 48th birthday today. The WICB Director said to his knowledge, professional cricket is established in all major ICC countries and in the State Education there are not many Sports Academies established by Governments in all or any of the Caribbean States. “Early education in sports in schools is the responsibility of the State. The responsibility of training to achieve successful performance and

Emmanuel Nathan results for National teams in regional and international sports is the responsibility of the Governments,” Nathan said. Nathan believes that building a Stadium by a Government is not enough for human resource development. He feels that teaching of skills, values and competitiveness is the foundation of human development, and when undertaken successfully, results in Nationals putting their Country on the world map through elite performance and results. Nathan says that every country must of necessity want their citizens to be outstanding at the regional or international level and the Governments must step up in providing resources to that end, if they are not satisfied with the performance of West Indies Cricket Teams. “It costs the WICB about One million US dollars to train a cricketer from the Under-15 level to the elite level in international cricket. Eighty-seven percent of all amounts spent by the Windwards and Leewards in age group tournaments is r e p r e s e n t e d b y Accommodation costs, Air and Sea Travel costs and the cost of meals for players who are away from their homes. No wonder on an annual basis the Windwards and Leewards are always at the bottom of the table in the early rounds of the Regional Competition,” Nathan said. Nathan informed that all (Continued on page 32)

Net Rockers edge Hi Stars 4-2 on penalties, Panthers roar past Botofago 4-0 to advance The Net Rockers were able to put away opponents Hi Stars, after a 1-1 knotted scores when regulation and extra periods of play were completed, 4-2 on penalties, while Net Rockers turned back the challenge of Botofago with a 4-0 drubbing on Sunday night at the Mackenzie Sports Club ground as the Upper Demerara GT Beer knockout football championship continued. The game was played after some amount of rain soaked the outfield earlier, and during the night’s proceedings, but it did not deter the fair sized crowd from turning up to watch two exciting games. Net Rockers started well when in the 21st minute the outside left winger Culrick Beckles motored past his defenders and collected the ball within the 6 yards box where he scored for a 1-0 lead. The first half would end with the scores still 1-0 for the Rockers, but Hi Stars

cancelled out that advantage through a strike by Jermain Adams when he scored ten minutes after play had resumed, as he out manoeuvred his markers in receiving a long pass, and controlled it before netting the equalizer. With the scores level at 1-1 the two sides tried desperately to gain the initiative which never came. The end of regulation and extra periods of play failed to break the deadlock. This forced the game to go to penalty kicks where the Rockers would out score the Stars by a 4-2 score-line. The second match of the evening between Amelia’s Ward Panthers and Botofago soon swung in favour of the Panthers who knocked in their first goal in the 31st minute through Kevin Plowell who converted a penalty. This came after John Handel was fouled in the 6 yards box on his way to the goalmouth in the 33rd minute for a 1-0 score. However, after two

Culrick Beckles of Net Rockers. minutes had elapsed the scores would increase for the Panthers to gain a 2-0 lead when Ray Bobbsemple collected a through ball from Jevon Babb which he scored. That lead would be enhanced by another which came in the 74th minute through Marlon Simon who uncorked a drive from about 25 yards out that caught the Botofago goalkeeper and

sheet when his header from on top the 6 yard box scored from a left side cross from Ray Bobbsemple made it a 40 lead. Amelia’s Ward Panthers are to face reigning

champions Winners Connection in the first game at 6:15pm on Sunday when the tournament continues, while the second contest will bring together Net Rockers against Milerock at 8:15pm.

Santos FC, Rhythm Squad advance after decisive victories over their nemesis

By Michael Benjamin Santos FC turned in a determined performance to swamp Black Pearl FC 5-1 in the preliminary match of a double header that also saw Rhythm Squad FC advancing to the next round after defeating Houston Stars 3-1 in a thrilling duel. It was the resumption of the Guyana Football Association/Banks Beer Cup Football tournament at the Georgetown Football Club Ground last Sunday evening. Dwayne McLennan registered a brace in the 15th and 38th minutes for Santos with Josh Parvattan tucking in his contribution in the 28th minute. Travis Cotton further solidified his team’s position with a stinger in the 60th minute, while other second half goals came off the boots of Travis Fitzpatrick (74) and Ryan Hackett (77). Glendon Gilkes pulled back a consolation goal for Black Pearl in the 68th minute in

what really was an inconsequential effort. McLennan carried the pace in the early stages of the Santos/ Black Pearl match but his first try at the opposition’s goal, a sharp right foot shot from the left flank, was spectacularly saved by the opposition’s custodian, Andrew ‘Docker’ Bright. The determined McLennan sent in another fierce shot and once again ‘Docker’ called on his vast experience and held on to a stinger. McLennan was not to be denied and his first success pasted the o p p o s i t i o n ’s ‘ k e e p e r ’ despite his most valiant effort to intercept the ball. Parvattan tucked in his goal in between McClennan’s first and third, and it was delivered from an obtuse angle after dribbling past the defensive line. As the match progressed it became more one sided with Santos aggressively advancing to the opposition’s goal and scoring with literal ease.

Teon Jones

Sceyon Hope

There was more to come even as the match entered its dying stages; Black Pearl’s striker, Glendon Gilkes then pulled one back after evading the opposition’s midfielders and strikers in an enterprising raid that marginally narrowed the score. Santos front man, Hackett then dampened the opposition’s hopes when he struck shortly afterwards with a vicious left foot kick

that zipped past Bright long before he had moved. The players then found themselves in a scrimmage at Santos’ goal mouth that threatened to narrow the score once again. The ball bounced around dangerously as the players from both teams attempted to get it in or out. Eventually, Santos’ custodian, Derwin Bennett, advanced and scoped up the ball, dimming

Blackpearl’s hopes. The final whistle shortly afterwards truly turned off the switch. Houston Star’s striker, Orandi Hamilton, sent in an ominous signal to the Rhythm Squad players just after the start of their encounter. His stiff right foot shot lashed into the goalie’s outstretched hands and back into play, bouncing from one player to the next, in close proximity of the goal. After several breathtaking seconds the Rhythm Squad (RS) defenders managed to clear the ball into the middle of the field. Sceyon Hope then opened RS account after receiving a free kick in the 18th minute. RS second goal came after Teon Jones made the vital breakthrough in the 44th minute after much work in the outfield. He dribbled to the opposition’s goal and after evading the defenders had to contend with the advancing goalkeeper. The

wily striker feigned his movement to the right, deceived the goalkeeper and lightly tapped the ball into the network. Amos Ramsay should have scored shortly afterwards but the RS s t r i k e r ’s k i c k t h o u g h powerful enough, lacked direction and the ball harmlessly slid down the side of the opposition’s goal. Houston Star’s striker, Kevin Richards, reduced the deficit with a sharp shot in the 78th minute but Amos Ramsay ensured that his team advanced when he decisively sealed the deal with a wicket shot in the 88th minute to give his team a 3-1 victory. Activities resume tomorrow night at the GDF Camp Ayangana Ground with a potentially exciting double header. In the first, Beacon take on Flamingo, while in the feature attraction Camptown will throw down the gauntlet on Northern Rangers. Action time is 18:00hrs.
