IT’S MIND BOGGLING TO HAVE A FAILED MAYOR FOR 16 YEARS TO RUN THE CITY DEAR EDITOR, The recent and present flooding in Georgetown and around the country has nothing to do with the vague warnings from the hydromet office but the total neglect and incompetence by the present administration. The massive flooding in 2005 was another act of negligence and not ‘acts of God’ or acts of nature. I will begin this discourse from my observation in Georgetown. Not long ago, I was at the National Hardware Store in Water Street. The rains came suddenly and lasted for

about twenty minutes. The entire street was flooded in that short period of time. I took a taxi to Regent Street and that street was flooded too and the entire city. We can’t get rid of water from drains 18 inches deep that are blocked up by bottles, food boxes and garbage. The entire city needs a new system of drainage whereby these drains are about six feet deep and the water can move off the land at a rapid speed into the bigger trenches and canals. All these drains and trenches need to be maintained by constant cleaning and fogging for

germs. The entire Garbage City Georgetown needs to be fogged. The City Council needs to be removed and replaced by a team of competent and diligent people from a community to administrate the City. It’s mind boggling to have a failed mayor for 16 years who is over seventy years old to run the city. He should go on pension twenty years ago. We have too much old people in our offices with no proper modern vision to run the affairs of this nation. Our parliamentarians are old, senile, and brainless; that’s why these folks suffering

The Specialty Hospital... From page 4 norm at the public hospitals which the PPP has ignored. Over the years, employees within the public health care system have complained that the compounds of the hospitals in the rural areas have not been cleaned in years, thus allowing insects, rodents and snakes to have a free rein. Yes! In our public hospitals which are supposed to be realms of cleanliness, there are insects and rodents! Instead of the PPP spending billions on a new hospital; they should spend the money among the existing hospitals to improve the poor services. Herein lies the problem; if the minority PPP government cannot run the public hospitals that they have now, what makes them think they can manage a new hospital or that services will improve? Why the rush to build a Specialty Hospital when only the rich and powerful and not the poor and the working class will benefit? The PPP cabal is building this hospital for themselves, their relatives and friends; they are not interested in helping the poor. Worst yet, there is even gloomier speculation in some quarters about that proposed new billion-dollar Specialty Hospital. Is it just another grandiose project that will make it possible for corruption to flourish? Corruption in the PPP regime is evident in almost every contract and at all levels of the government. Building a billion-dollar project like the new Specialty Hospital when conditions in the existing hospitals are in a very bad state, suspicions about such a project are bound to arise because many believe that it is simply a cover for corruption. None of these issues have

been properly addressed by the Minister of Health which clearly seems to be in need of some fairly urgent care and attention. We have no doubt at all that Dr. Berry has very good intentions, but then we all know that the road to hell is broadly and adequately paved with such intentions. We strongly believe that Dr. Berry and the PPP Government should seriously reconsider the idea of building the Specialty Hospital and focus their attention in providing better and proper services at the public hospitals. It is a downright shame that in this day and age, two people are sleeping on the same bed at the Georgetown and New Amsterdam public hospitals. We strongly believe that the building of a new hospital is not a good idea. The situation with regards to the conditions at our long standing hospitals is not a new one, nor is the horror stories that go with them. The issues are deeply rooted ones, and all point to a PPP mindset that they do not care about the masses. The PPP seems more interested in the politics of

building the Specialty Hospital than its actual advantage for the citizens. It is the same mindset that goes with the poor services and the lack of adequate medical staff and shortage of medicines and beds at the public hospitals. Not that it will provide the citizens with easier access to better service, but that it is a form of propaganda by this corrupt regime to fool the people once again. These attitudes are the reasons why today Guyanese are still complaining about poor conditions at the public Hospitals, and why the PPP has failed to adequately address them during the last 21 years. The PPP blatant corrupt practices have made the people even more skeptical about the regime concerns with regards to the quality of healthcare that will be afforded to them by the Specialty Hospital. A.R.

from all types of mental and physical diseases fight and cuss more in parliament rather than taking this nation forward into the twenty first century. The entire city is loaded with street sellers, touts, thieves, gamblers and idlers. All these people selling on the pave and street corners harbour criminal elements around their stalls. I see more sellers than buyers in Georgetown that has now become a ghetto town. Everyday, these sellers and store owners will throw tons of garbage on the city streets. We should have laws to persecute them for littering. All these street sellers should be removed and be given a specific market to sell. It will make the city cleaner and healthier. I even see bus operators, taxi drivers, and even police officers throwing garbage in the streets like food boxes, plastic bags, and drink bottles. Those who make the laws break the laws and we have become a land of the lawless. Flooding have now become something we are always faced with. Where I

live in Agriculture Road, the water in my yard runs out in a trench. This trench is blocked up with thick bushes and rubbish like wood, iron and garbage in some parts. The NDC never sent a hymac to dig this trench. I have to clean my part but manual cleaning is no good, it needs digging. Where I have my church in Block 8 Mon Repos, the trench there was never dug; the trench and dam look just the same. Thirty minutes of rain will flood that entire community. It’s about time the Minister of Works and our Agriculture Minister do some studies in drainage and irrigation. Many people homes are flooded out they lost millions in stocks and household items. Who will now compensate them for their losses. Some of the men who operate the pumps are drunks, the NDC chairmen and women are sleeping at home while the entire communities are flooded. Residents are paying taxes to be given back a service to their communities but that is not happening. May I ask, Mr editor, what are

they doing with our tax payers money? It’s time the citizens of this country stop paying taxes until we can be given value for our money. A few months ago I applied to the NDC in Lusignan for a compliance. I paid for it and was told I will get it the next day. Why the next day since all my taxes are paid that compliance should be in their computer all they had to do is put my name on it print it out and sign and stamp it. I made several calls and was told the chair woman has to sign it. I made several calls to contact her, but she was never in office. After ten days and over 100 phone calls I was given the compliance. It’s no small wonder we still have blackouts, internet shut down, potholes everywhere and thieves and criminals all over the country. It’s all because of negligence and incompetence. If our present administration cannot deal with simple drain cleaning and trench digging then it’s not possible for them to govern this entire nation. Rev.Gideon Cecil

Women Gender and Equality Commission says…

It’s time to focus on men in the battle against domestic violence The Women Gender and Equality Commission (WGEC) is calling on the both Government and NonGovernmental Organisations (NGOs) for a continuous movement to make men frontline fighters in the war against domestic violence. Indranie Chandarpal, Chairperson of WGEC during a press conference which was recently held at the Commission’s headquarters, opined that in the battle thus far, everyone, Government and NGOs both, has been focusing on women but fail to confront the males of society. She said, “We women have always been talking to ourselves. Women are coming to conferences talking about violence against women and who are the participants? It is the women who are talking to women but the people who are the abusers are not there.” “The time for us to talk the ‘woman’ talk and exclude the man is no longer viable. If we want to talk about women empowerment we also have to speak side by side about men empowerment,” said the Chairperson.

Members of the WGEC display some of the posters which will be released in schools across Guyana Chandarpal stated that they (WGEC) believe it is imperative for men and women to work in collaboration so that society as a whole can have a better understanding of the issue. Nicole Cole, Commissioner of WGEC, revealed that 15 women have lost their lives so far this year as a result of domestic violence. Three of them were murder/suicides. She conveyed that most of the violence we are witnessing against women is occurring because of gender equality. Cole said that one of the

messages of the United Nations Women is that we must teach that women’s rights are human rights and there should be an

environment of mutual respect. The male should not feel he is superior to the woman and vice versa. Chandarpal also said that

the violence is rooted in society as a result of socialization and it is after 1996 when the legislation became a reality, that persons realised the gravity of the criminal offence. Chandarpal stressed that it is through socialization that we have concluded that girls are “weak” while we glorify males to believe that they are “macho men” and “supermen” and when they fail to live up to the image painted, they resort to violence. “We raise our boy children to believe that they are ‘superman’ but the reality is that they are our loving sons, our babies. They need to be hugged. They need to cry. They need to know it’s ok to be weak,” the Chairperson said. To assist in the battle, the Commission is petitioning for the establishment of Community Counseling Centers.

“In our society today, we need places and more opportunities for people at the community level to go if they have something that bothers them, to talk about it, instead of continuously resorting to violence.” November 25 was the International Day for the Elimination of Violence, marking the start of the United Nation’s 16 days of activism under the campaign ‘UNITE to End Violence against Women’. During the course of the 16 days, the Women’s Progressive Organisation will be launching the first community counseling center at Maria’s Lodge and another in Mon Repos, East Coast Demerara. She stated that a number of NGOs are hosting many campaigns to aid in the war against domestic violence and that they are starting more aggressive poster campaigns in schools.

CH&PA accused of destroying Bush Lot United Turf Club and Sports Facilities Residents of Bush Lot and surrounding villages on the West Coast of Berbice were left stunned when a group of men, armed with sledgehammers, crowbars and other house breaking implements descended on the Bush Lot United Turf Club (BLUTC) at Sea View Park, West Coast Berbice in a demolition exercise. The men who were purportedly sent by the Ministry of Central Housing and Planning Unit (CH&PA) on Thursday braved the rain and carried out the exercise which residents claimed was totally uncalled for, and which resulted in millions of dollars going to waste. The crew ravaged the venue, destroying most of the multimillion dollar structures that were put in place to host horse racing and other sporting and recreational activity for the more than

10,000 persons in the surrounding areas. Many residents in the village were left in awe as the men, who were accompanied by police ranks proceeded to destroy the venue. The shed, paddock, fence, stables, a new reservoir and the gate were among some of the structures already ravaged. The men plan to return to complete the job. Most of the structures were recently constructed by the club, which, for the past three years since their return to the horse racing arena has been voted as the most progressive and improved in Guyana. One irate resident stated “Imagine the government giving away lands to the Trinidadians and in turn destroy millions of dollars’ worth in their own people’s property.” Another resident lamented, “If they had a problem with the club or the people running the club, at least they could have called a meeting with the members or with the villagers and discuss the problem. Imagine these people trying to organise activities in the community to keep the residents, especially the youths gainfully occupied, and look what these people are doing. It’s a shame when those in authority can descend so low

to bully ordinary people who are trying to fill a void which the government is not providing.” The BLUTC recently received a letter dated October 11, purportedly from the CH&PA, instructing them to cease all developmental work at the venue, or they will face the consequences. No reasons were given for the cease order. According to residents in the village the land was given to the BLUTC by the then District Governor over 60 years ago for horse racing purposes. A few years ago, plans were made to construct a Health Centre on the track, but residents objected forcing the relocation of the Health Centre to another site. Efforts were already made before to build houses on the track, and part of the track was taken away for that purpose. Former Regional Chairman Jeffery Fraser had objected to houses being built on the land and had fully supported the idea of the residents developing the arena as a full horse racing track and sports facility. The members do not plan to give up without a fight and are leaving all their options open. They have so far tried unsuccessfully to get an audience with Sports Minister, Dr. Frank Anthony,

and an audience with the President is also planned as well as legal options. Lakeram Sookdeo, the present Coordinator of the facilities, is a re-migrant Guyanese who has race horses in various parts of North America. He has been one of the leading forces behind the resuscitation of the club which has been making tremendous strides over the years. He, along with others in the community, spent millions to have the facility return to its past glory. The venue is the training ground for hundreds of horses and its destruction and closure will see immediate losses to the horse owners. Among the stables which will lose is Guyana’s biggest horse racing establishment, the Jumbo Jet stable, which has its home at Bush Lot. Other big and popular stables which use the venue include the Inshan Bacchus, Romell Jagmohan, The F and L Syndicate of Hopetown, Lakeran Sukdeo and Night Eyes Racing stable among a number of others that will have nowhere to exercise. A number of organizations, including churches and other social and community-based organisations use the venue on a regular basis.

Thai protesters step up action, PM forced to leave building BANGKOK (Reuters) About 30,000 protesters launched a “people’s coup” on Thailand’s government yesterday, swarming state agencies in violent clashes, taking control of a state broadcaster and forcing the prime minister to flee a police compound. But after a day of skirmishes between protesters hurling stones and petrol bombs against riot police firing back with teargas, the demonstrators failed to breach heavily barricaded Government House, office of Prime Minister Yingluck Shinawatra. “They haven’t seized a single place,” National Security Council Chief Paradorn Pattanathabutr told Reuters. “They go to different places and they go back out.” The protesters sowed chaos in one of Southeast Asia’s biggest cities, breaching a police line, seizing seven police trucks, and forcing Yingluck to move to an undisclosed location from a building where she had planned to give media interviews. Small fires burned from petrol bombs that landed by police trucks. Protesters pulled at barbed-wire barricades as others washed teargas from their eyes with bottled water.

It is the latest dramatic turn in a conflict pitting Bangkok’s urban middle class and royalist elite against the mostly poor, rural supporters of Yingluck and her billionaire brother, Thaksin Shinawatra, a former prime minister ousted in a 2006 military coup. The deep detonation of stun grenades, followed by the jeers of protesters, echoed across the historic government quarter, not far from the Khao San Road tourist area, after a chaotic night of gun and knife battles in east Bangkok in which three people were killed and at least 58 wounded. Hospitals reported 46 people injured on Sunday. Police spokesman Piya Utayo said troops would forcibly dislodge protesters who have occupied a government complex since Thursday and the Finance Ministry since Monday. The government urged people in Bangkok, a metropolis of 10 million, to stay indoors from 10 p.m. to 5 a.m. “We ask people to not leave their homes for their safety so they will not become a victim of provocateurs,” Deputy Prime Minister Pracha Promnok said in a televised address. Earlier, Reuters journalists

Yingluck Shinawatra waiting to interview Yingluck in the police Narcotics Suppression Bureau were told by an aide she had left after protesters made it inside the outer compound of the Police Sports Club, where the bureau is located. “Because of safety reasons we cannot disclose her location,” Noppadom Pattama, Thaksin’s lawyer, later told Reuters. Thaksin had urged the government to show restraint, he added. “The government must be the bigger person in this scenario.” Protesters massed in front of a police barricade outside Wat Benjamabhopit, also known as the Marble Temple. Police fired teargas as some tried to heave aside concrete barriers.

“I just want the people named Shinawatra to get on a plane and go somewhere and please, don’t come back,” said Chatuporn Tirawongkusol, 33, whose family runs a Bangkok restaurant. Outside the Metropolitan Police Bureau, about 3,000 protesters rallied, accusing riot-clad police of being manipulated by Thaksin, a former policeman who rose to become a telecommunications magnate before entering politics and winning back-to-back elections in 2001 and 2005. The area around Government House was a scene of nearly non-stop skirmishes, as police fired teargas into a stone-throwing crowd chanting “Slaves! Slaves!” A Reuters photographer saw protesters hurl at least a dozen petrol bombs into police positions from Rajamangala University of Technology Phra Nakhorn across a canal from Government House. There was a mixture of anger and anxiety among protesters occupying the university. Some wheeled garbage bins full of stones to hurl at police, while others worried about a late-night operation to clear the campus by force.

“It’s not safe here,” said Sumittra, 40, a government official who didn’t want her full name used. “We don’t know when they will attack us.” Protest leader Suthep Thaugsuban urged government workers to go on strike today and called on television stations to stop broadcasting state news. “We invite all Thais to join us and defend democracy,” he said in a speech televised live on all almost every station, including state-owned Thai PBS which agreed to broadcast the speech after protesters surged into its compound. Capping a week-long bid to topple Yingluck and end her family’s more than decade-long influence over Thai politics, Suthep had urged supporters to seize government offices, television stations, police headquarters and the prime minister ’s offices in a “people’s coup”. Suthep, a deputy prime minister in the previous Democrat-led government that Yingluck’s party beat in a 2011 election, told supporters they had occupied 12 state agencies and brought a million people on the streets. Police said about

30,000 people joined the protest on Sunday, compared with 100,000 a week ago. Yingluck, who become Thailand’s first female prime minister, has called for talks with the protesters, saying the economy was at risk after demonstrators occupied the Finance Ministry on Monday. Suthep has ignored her. The Democrats, Thailand’s oldest political party, have not won an election in more than two decades and have lost every national vote for the past 13 years to Thaksin or his allies. Thailand faces its worst political crisis since unrest in 2010, which ended with a military crackdown. In all, 91 people were killed then, mostly Thaksin’s supporters trying to oust the thenDemocrat government. Suthep faces murder charges for his alleged role in the ordering crackdown. Thaksin, who won over poor rural and urban voters with populist policies, was convicted of graft in 2008. He dismisses the charges as politically motivated and remains in close touch with the government from his selfimposed exile, sometimes holding meetings with Yingluck’s cabinet by webcam.

The Finance Minister will answer to us for the money he spent - David Granger The joint parliamentary opposition—A Partnership for National Unity (APNU) and the Alliance For Change (AFC)—is currently in the process of reviewing a united approach in dealing with three financial papers that were laid in Parliament. The documents were laid at the first official sitting of the National Assembly since parliament came out of recess—two sittings ago. The three papers were then placed on the Order Paper for the House’s attention at the last sitting, but the absence of the Minister of Finance, Dr. Ashni Singh caused a delay in scrutiny during that sitting. Two of the three papers were seen by Kaieteur News. One of the financial papers

serves to inform the National Assembly that government went ahead and used $3,384,528,708 that was not approved at that level. The other is calling for an additional $1,261,596,480 as supplementary funding. APNU leader, David Granger told Kaieteur News that his party will not allow the Finance Minister to get off scotch free with what he has done. This he said is referred to the unapproved spending. He said that APNU and the AFC have met to discuss the way forward in dealing with the matter. He told this publication that no official course of action has been fully decided upon but the APNU and AFC are not inclined to support the

request for money simply because the Minister has already breached the law of appropriation. The Opposition Leader said that his party plans on ensuring that the Minister is sanctioned. He informed that a necessary action will be to bring the Minister before the Parliamentary Committee of Privileges and “let him answer…he will definitely be hearing from us.” This year’s National Budget approved $31.35 billion less than what was originally presented to the House. Finance Minister Dr. Ashni Singh had presented a $208.8 billion budget on March 25. After a series of amendments, the budget was reduced to $177.4 billion.

The Opposition had cut the budgetary allocations set aside for the National Communications Network (NCN, Government Information Agency (GINA) and Guyana Power and Light Inc. (GPL) Cuts were also made to the Ministries of Public Works and Health. But Minister of Finance Dr. Ashni Singh went ahead and spent, despite such actions by the Opposition. According to a financial paper laid in parliament, the Office of the President through “Subsidies and contributions to Local Organizations” used $217,194,998; this was in addition to the money that was allocated to that line item. The document stated that

that money was divided between NCN and GINA; GINA got $135,857,999 and NCN: $81,336,999. It didn’t stop there; the government, through the Office of the Prime Minister, also spent $1,777,000,000 for capital transfer to the Guyana Power and Light Inc (GPL). Then, under the Ministry of Public Works, government used $21,065,925 to aid in the completion of Hinterland airstrips and $80,000,000 as a grant for the acquisition of Civil Aviation equipment. Also, for the Cheddi Jagan International Airport (CJIA) Modernisation Project, government used $1,063,137,537 foreign cash and $65,432,848. Further, under Ministry of Health – Regional and Clinical

Services, saying its provisions for the Specialty Hospital Project, the government used $133,250,000 foreign cash and $34,456,400.

Police have captured Orin Rodrigues, the 20-year-old who allegedly murdered his 34-year-old stepsister Molly James and her 15-year-old son at Moblissa on Saturday. Rodrigues was captured at around noon yesterday at his home, located in the Moblissa backlands near the Demerara River. Ranks had reportedly cordoned off the area to prevent his escape. Kaieteur News understands that the slightly built suspect readily confessed to killing Ms. James and her son, Aaron, and even took police to an area in his yard where he had stashed the murder weapon. He is said to have appeared unperturbed by his capture and was even smiling. Police were reportedly tipped off to his whereabouts by some of Rodrigues’ relatives, who had been taken into custody on Saturday. Kaieteur News was told that the suspect claimed that he had planned to murder Molly James, who is his stepsister, after she informed police on Friday that he had sex with a 13-year-old relative of hers.

- reportedly confessed to committing deed after being accused of rape According to reports, Rodrigues sneaked into the woman’s camp at Moblissa at around 03:30 hrs on Saturday, while the family was asleep. It is alleged that he first stabbed the sleeping Ms. James. This newspaper was reliably informed that the woman’s son, Aaron, was awakened by a noise and saw Rodrigues stabbing his mother. He screamed to his 13-year-old sister and they both ran out of the camp towards the public road. The 13-year-old told investigators that Rodrigues ran after them and caught up with her brother. She claimed that she kept running but managed to look behind her and saw Rodrigues stabbing her brother. She managed to run to her friend’s home on the public road where she told them what happened. James’s other children and two relatives, who were

in her camp at the time, escaped the carnage by running to a neighbour’s residence. The police were summoned and ranks from the Mackenzie Police Station responded promptly to the scene and found Molly James lying motionless in her yard, apparently dead. Her son Aaron James’ body was about 400 meters from their home at the corner of the public road. Both bodies bore multiple stab wounds. Blood was splattered all over the camp in which the family resided and where James’ four-month-old baby was still sleeping on the floor with three toddler siblings. A trail of blood leading several yards along the Linden highway, and getting thicker at the camp, told the gruesome tale of a victim running away from the attacker. Afterwards, the suspect reportedly slept at a ‘bush corner’ before heading to his home. Post mortems on the victims are likely to be conducted today and

Rodrigues will be charged shortly after. Kaieteur News understands that last Friday, James, who lived in a camp with her eight children, had left her home to cut wild cabbage which she sold to supplement the family’s meager income. A 13-year-old relative tasked with washing the clothes, was doing so at a nearby creek at Mobilissa when she was allegedly accosted by the suspect and raped at knifepoint. Despite threats that she would be killed if she reported the incident, the victim confided in Molly James. Relatives said Ms. James then went in search of her stepbrother but failed to locate him. She subsequently reported the matter to the Amelia’s Ward Police Outpost. James’ father-in-law, Lawrence Vevirus, said that the teen also confided in him. “He raped this child and slash she hands…he used to live with them. She tell me that she was at the creek, and he go down there and he hold she down.”

The Director then suggested that the old ones be fixed and donated to other theatres. Meanwhile, the winners of the major categories for the Drama Festival received monetary prizes at the event. For the Best Production in the Open Full Length Play Category, copping the $1M dollar prize was “Watch De Ride 2- Justice,” whilst “Anybody see Brenda” won the second prize of $400,000 and “When Chocolate melts” won $200,000 as it got third place. As for the Open Short play category, earning the first place prize of $400,000 was the play, “Before her parting” written by Mosa Telford. Coming in second was “Mommy” written by Sonia Yarde followed by “Fare picker.”

One dead, two injured in Berbice car crash Police ranks on the West Coast of Berbice are investigating an early morning accident that left one man dead and two others injured. The driver of PRR 3473, 22-year-old Trevon Wilson was pronounced dead on arrival at the Mahaicony Hospital yesterday morning after he lost control of the motorcar he and passengers were travelling in, causing them to slam into a utility pole at Foulis Main Road, West Coast Berbice. The accident

occurred at about 05:30 hours. The police have reported that Almond Smith and Earl Miller both received injuries. However, Miller received medical attention and was sent away, while Smith was admitted as a result of the injuries he sustained. All three men are said to be from Mahaicony on the East Coast of Demerara. A cousin of the deceased told Kaieteur News that she heard of the accident from family members. She was

unable to say where her cousin was going at the time of the accident. Wilson’s death is the first for the month of December, occurring a few hours after the end of Road Safety Month, which was actually the deadliest month so far for the year. With the year’s deadliest weekend passing about three weeks ago, November alone saw 15 persons losing their lives. Wilson’s death has taken the road fatality figure to 101.

Cameron hits back at opposition with energy bill promise (Reuters) - Prime Minister David Cameron promised yesterday to cut rising energy costs, seeking to regain the initiative from the Labour Party that has pledged to freeze bills if it wins the next election in 2015. Cameron said his government would set out measures to cut bills by an average of 50 pounds ($81.90) a year in an economic update on Thursday which the Chancellor of the Exchequer George Osborne said he would use to carry on reducing Britain’s budget deficit, even as the economy recovers. The soaring cost of

household energy has dominated political debate in Britain since Labour leader Ed Miliband said in September that his party would freeze bills for 20 months if it wins power. Labour has shifted its attack on Cameron from the long flat-lining economy, which has returned to growth this year, to what it calls a cost of living crisis. Many families are squeezed by weak wage growth, rising bills and government cuts. “Instead of a fake giveaway, we have found another way to support Britain’s hard-pressed families,” Cameron wrote in a

joint article with Deputy Prime Minister Nick Clegg in the Sun on Sunday newspaper. The coalition government says Miliband’s cap on bills would not work because energy suppliers would raise their prices before and after the 20-month freeze, wiping out any savings. Cameron said he would transfer the cost of helping the poorest families with energy prices from household bills to general taxation, paid for by a tax avoidance crackdown. The cost of a scheme to subsidise the insulation of houses - also included in household energy bills - will

be spread over a longer period to bring down its cost, he added. Osborne said the government was pressing utilities to make sure the changes helped customers. “The discussion with the energy companies is of course to make sure these are passed on to hardworking families,” he told BBC television. Labour has used the issue of energy costs to argue that Cameron is out of touch with ordinary voters and that he has overseen an unfair recovery that has left the poorest behind. Ukraine’s Yanukovich says will do his best to move towards EU KIEV (Reuters) Ukrainian President Viktor Yanukovich pledged to do all he could to accelerate moves closer to the European Union while tens of thousands of protesters readied to rally yesterday against what they called his broken promise to integrate with Europe. Tensions have risen in Kiev after riot police used force to break up a pro-EU rally which followed Yanukovich’s decision to forego signing a landmark EU deal in favor of closer ties with Kiev’s former Soviet master Moscow. Yesterday, thousands of protesters, waving Ukrainian

and EU flags, gathered in central Kiev for a scheduled march through the city at 12:00 (0500 ET). They were due to head for Independence Square - scene of the clashes with riot police early on Saturday. “I will do everything in my power to accelerate the process of moving Ukraine closer to the European Union,” Interfax news agency quoted Yanukovich as saying in a statement from his press service. The statement, marking the anniversary of a 1991 referendum that ushered in Ukraine’s independence from the then-crumbling Soviet

Union, repeated the need to balance Ukraine’s European integration with its own national interests. “Ukraine has made its own geopolitical choice. We are a European people and our path has been historically determined. But at the same time, according to my deep conviction, our government should integration into an association of European nations as an equal partner to be respected,” he said. Prime Minister Mykola Azarov said in a televised interview late on Saturday that Yanukovich would travel

Viktor Yanukovich to Moscow after a planned trip to China on Dec 3-6, though he gave no dates.

energy suppliers have increased their charges this winter by an average of 8 percent, more than three times the rate of inflation. Centrica, SSE, RWE’s npower, Iberdrola’s Scottish Power, EDF Energy and E.ON - supply 98 percent of the country’s homes. A poll in October suggested Miliband’s promise to freeze energy bills was the most popular idea to emerge from the political parties’ autumn conferences. A separate survey for the Observer newspaper on Sunday gave Labour a sevenpoint lead over Cameron’s Conservatives. Asked if the announcement was forced on the government by Miliband, Osborne said Labour ’s plans were unworkable and unrealistic. “Ed Miliband ... promises what he can’t deliver. It’s not credible, it’s a con,” he told the BBC. Labour finance spokesman Ed Balls said shifting some of the costs from energy bills to general taxation was “taking with one hand to give with the other”. Osborne said he would use the half-yearly budget statement to stress that more work needs to be done to fix

David Cameron the country’s public finances, even as the economy is returning to growth. “The economic plan is working and a recovery is under way,” he said. “In the Autumn Statement, I will say the job is not yet done because we have got to make sure we go on taking the difficult decisions to secure that recovery.” Osborne also said there was no house price bubble in Britain but the government and Bank of England were working together “to make sure we don’t repeat the mistakes of the past, we monitor debt levels in the economy, we spot asset booms like housing booms before they emerge and take action”.

Obama administration declares victory on fixing HealthCare.gov WASHINGTON (Reuters) - The Obama administration declared victory yesterday in its effort to get HealthCare.gov working smoothly for the vast majority of users, saying the site had reached a goal of handling 50,000 simultaneous users after a five-week “tech surge.” In a six-page progress and performance report, administration officials said the troubled website could now handle at least 800,000 visitors per day, with the system remaining up at least 90 percent of the time. The new performance levels mark significant improvement after the Obamacare website’s disastrous October 1 launch, when it crashed in the face of high traffic volumes and remained down 60 percent of the time for weeks. But officials remain concerned about high volumes this month, with the potential for large numbers of people entering the site to apply for insurance coverage beginning January 1.

Biden on delicate mission to defuse tensions in East Asia WA S H I N G T O N (Reuters) - U.S. Vice President Joe Biden will try to strike a delicate balance of calming military tensions with China while supporting ally Japan against Beijing on a trip to Asia this week that is being overshadowed by a territorial dispute in the East China Sea. Aiming to counter criticism that the United States is neglecting Asia because it is distracted by domestic politics and the Middle East, the White House has long been planning a visit by Biden to Japan, China and South Korea. Those countries are at the heart of a quarrel over two tiny islands claimed by both Tokyo and Beijing that descended into military brinkmanship after China in late November declared an “air defense identification zone” that includes the islands. In Tokyo tomorrow, Biden will likely assure Japan that a military alliance with the

Joe Biden United States dating back to the 1950s remains valid as the government of Prime Minister Shinzo Abe wrangles with China over the islands. Yet he will also try to calm tensions between the United States and China over the same territorial dispute when he goes to Beijing later in the week. “It’s especially important ... that we continue to amplify

our messages that we are and always will be there for our allies, and that there is a way for two major powers in the U.S. and China to build a different kind of relationship for the 21st century,” a senior Obama administration official said. Although Washington takes no position on the sovereignty of the uninhabited islands, it recognizes Tokyo’s administrative control and says the U.S.-Japan security pact applies to them, in a stance that counters China’s attempts to challenge U.S. military dominance in the region. “I think (Biden) will probably publicly restate the commitment the U.S. has under the mutual defense treaty and that the islands are covered under article five of the treaty and that we recognize Japan’s administrative control and oppose any efforts to undermine that,” said Bonnie Glaser, an Asia expert at the

Canadian police arrest Toronto man on suspicion of spying for China TORONTO (Reuters) Canadian police have arrested a Toronto man suspected of seeking to give China classified information about Canadian shipbuilding procurement policies, security officials said yesterday. Jennifer Strachan, a chief superintendent with the Royal Canadian Mounted Police, told a news conference that Canadian citizen Qing Quentin Huang, 53, faced two charges of attempting to communicate with a foreign entity. “On Thursday the RCMP was informed that the accused was taking steps to pass on information of a classified nature to China,” she told a rare weekend news conference. “In these types of cases, sharing of information may give a foreign entity a tactical, military or competitive advantage by knowing the specifications of vessels responsible for defending

Canadian waters and Canadian sovereignty.” Strachan said Huang, who was arrested on Saturday, had worked for a subcontractor involved in ship design. She declined to say what information Huang had tried to provide to China, but said there was no threat to public safety. Canada has had a complicated relationship with China, with official efforts to boost trade and improve business ties at times conflicting with deep concern about the role that Chinese state-owned entities should be allowed to have in Canada. Canada last year allowed state-owned energy company CNOOC Ltd to buy up domes t i c energy producer Nexen Inc, but made clear that it would not allow further purchases of domestic oil sands companies by state-owned enterprises. Huang was arrested just

days after Canada’s official spending watchdog said the government has underestimated the costs of a multibillion-dollar naval shipbuilding plan and will either have to build fewer ships or settle for vessels with fewer capabilities than it initially planned. The new ships will play an important role as Canada asserts sovereignty claims in the Arctic, a disputed region that is rich in energy and mineral resources. The news conference announcing Huang’s arrest involved officials from many Canadian security agencies, including several police forces, border services and the secretive spy agency, the Canadian Security Intelligence Service. The Toronto resident, who police said appeared to have been acting alone, will appear in court for a bail hearing on Wednesday. The charges carry a maximum sentence of life in prison.

Center for Strategic and International Studies think tank. “It’s essential that he says that publicly.” U.S., Japanese and South Korean military aircraft all breached the aerial defense zone last week without informing Beijing and China later scrambled fighters into the area. The military posturing has raised fears of a clash between the United States and its allies and China as it becomes more assertive in the East China Sea and South China Sea under President Xi Jinping. Two U.S. B-52 bombers flew through the defense zone last week without an immediate response from

China, leading some military analysts to conclude that Beijing has overreached. But, acting on U.S. government advice, three U.S. airlines are notifying Chinese authorities of flight plans when traveling through the zone, even though Washington says this does not mean U.S. acceptance of the zone. Biden is expected to suggest ways out of the crisis when he meets Xi in Beijing on Wednesday. “What the Americans can hope to do is to try to tell the Chinese that this ratcheting up is not very clever and is counterproductive and that there is a way out, which is for the Chinese simply to

de-emphasize (the defense zone) and not to enforce it,” said Jonathan Eyal, director of international security studies at the Royal United Services Institute in London. Biden often relies on his affability and talent for personal relations when he meets foreign leaders and he feels he has a bond with Xi who he has known since before the Chinese president took office.

Govt. says $20m spent Bulgarians probing passport scam using Suriname address on PM’s China trip Jamaica Observer According to Senator Nicholson, the trip cost the Government $19,680,537, including payments for “travel, subsistence and contingencies”, which were paid from the budgetary allocation in the ministries of foreign affairs and foreign trade; water, land, environment and climate change; national security; and the Office of the Prime Minister. He said, however, that the figure did not include costs incurred by the embassy of Jamaica in Beijing, which amounted to US$3,461.84 or J$366,869.52. Senator Nicholson said that the prime minister was accompanied by 17 persons, including the chairman of the board of the Jamaica Fire Brigade, Jajil Dabdoub; Dimitri Dabdoub, general manager of Tools Hardware & Supplies; Hugh Graham, managing director of Paramount Trading Jamaica Limited; four journalists; two security officers; and a team of civil servants. He said that four agreements were signed: Letter of Exchange to facilitate construction of two early childhood institutions in Tower Hill, Kingston and Morant Estate, St Thomas; Letter of Exchange for expansion of the Confucius Institute at he University of the West Indies, Mona; Economic and Technical Agreement Grant

SIMPSON MILLER…visited China August 20-25 (right) NICHOLSON... four agreements were signed Aid valued at US$16 million (J$1.6 billion) for projects to be mutually agreed between both countries; and a Preferential Buyer Credit Loan Agreement to finance the Major Infrastructure Development Programme (MIDP) valued at US$300 million (J$30 billion), which will replace the Jamaica Development Infrastructure Programme (JDIP) which ends this year. The Letters of Exchange and the Economic and Technical Agreement Grant Aid are gifts to the people of Jamaica, while the Preferential Buyer Credit Loan is somewhat similar to the loan arrangements for JDIP. The agreements took immediate effect upon signing by Senator Nicholson, as the minister of

foreign affairs and foreign trade, as authorised by the minister of finance and planning, under the Loan Act, the Financial and Audit Administration (Amendment) Act and the Jamaica Constitution. In a statement to the House of Representatives last month on the trip which ran from August 20-25, Prime Minister Portia Simpson Miller said that, in relation to all of the identified projects, stakeholder consultations would begin shortly to ensure that there is full understanding of the scale, scope, benefits and implications of what is contemplated, and that the interests of the people of Jamaica are protected at all stages of the project and programme development.

PA R A M A R I B O — A Website that offers Bulgarian passports for US $5,900 is probably nothing more than a perverse scam, but Bulgarian Vice President Margarita Popova has nonetheless instructed security services to investigate. The site www.diplomaticsecondpassport.com was discovered by Bulgarian journalist Ivan Dimov investigating people who slip into his country with false passports. “I had never before heard of Suriname. When I told the Vice President about it she was shocked. They are looking into it, but the problem is that Bulgaria and Suriname have not established direct diplomatic relationships,” Dimov said. The Website makes big promises in return for the US $5,900. “Through our contacts in Sofia (Bulgaria) we are able to arrange legal residency in Bulgaria within 30 days. Full citizenship and passport can be arranged within 90 days,” it says, also offering entire family packages with the requirement of 30 per cent advance pay. Payment is to be made to Filho and Carvalho Immigration Consultants, with an office on Gompert Straat in Paramaribo. Investigations showed, though, that the address is fake and the phone number is unlisted; it previously belonged to a well-known hotel chain in the country.

Region joins international community in observing World Aids Day BRIDGETOWN, Barbados - CMC – The Caribbean has joined the rest of the global community in observing World AIDS Day by issuing a reminder to the region of the commitment to work towards creating the conditions for equitable access by every citizen in the region to adequate health care.

In his message to mark the day, Secretary General of the Caribbean Community (CARICOM), Irwin Laroque hailed the work of the Pan Caribbean Partnership against HIV and AIDS (PANCAP) for the strides made in confronting the epidemic. “While I look forward to being part of history in the making, with respect to the Caribbean being the first region in the world to eliminate mother-to-child transmission of HIV by 2015, I am very conscious that the promise of an AIDS freegeneration, characterised by Zero new HIV infection, zero discrimination, zero AIDSrelated death, though a real possibility, is yet some distance off,” Laroque said. He noted that during

Irwin Laroque CARICOM’s 40th year of existence, the regional body has renewed and heightened its focus on its reason for being. “A Community for All is much more than a tagline! Rather, it reflects the “lifeline”

extended to us by the Founding Fathers, at Chaguaramas in 1973. This Twenty-Fifth World AIDS Day observance under the theme: Getting to Zero: Zero new HIV infection, zero discrimination, zero AIDSrelated death, in many ways speaks to this lifeline and could not be more timely, “ he added. The Secretary General in refering to the theme for World Aids Day – Getting to Zero: Zero new HIV infection, zero discrimination, zero AIDS-related death said it resonates with the spirit of that Nassau Declaration, “the Health of the Region is the Wealth of the Region”. On this World AIDS Day, let us renew our commitment to creating more of that wealth.”

There was also no registration at Suriname’s Chamber of Commerce and Industry for Filho and Carvalho Immigration Consultants. The site itself is registered with a hosting company in Kirkland, Seattle, Washington. But while it remains unclear who runs the Website, e-mail traffic to it does not go unanswered. “The letter signed by Roberto Carvalho confirmed the offer within an hour,” said Dimov, showing that the company offered a 20 per cent discount on orders paid online with ecurrency. The company also offers Irish and Brazilian passports. Dimov said any offer like this for a Bulgarian passport can be considered bogus, because passport arrangements are only possible when vouched for by a member of government and when the Vice President of the country believes the applicant is of great importance to Bulgaria. “Usually this applies to sportsmen, musicians and scientists; and then there is no guarantee that they can get a Bulgarian passport, the vice president Margarita Popova told me,” he said. Suriname’s Foreign Affairs Ministry has so far refrained from making a statement about the issue, but sources who preferred anonymity say the fact that an address in Suriname is being misused for cybercrime does cause worry. For Bulgaria the site is also a cause of concern; one of the youngest members of the European Union (EU), the

Margarita Popova country is often chided for supposed inability to curb illegal migration. People who hold a Bulgarian passport may travel and work in any EU country. Dimov said many Macedonians and Serbians are caught with Bulgarian passports. And in Suriname, though it seemed obvious to many that the Website was but a scam, the fact that someone chose Suriname as the location to offer Bulgarian passports from was still viewed as something that could tarnish the country’s image, especially in light of recent news that President Bouterse’s son Dino had offered fake Surinamese passports to US Drug Enforcement Agency (DEA) agents posing as members of terrorist group Hezbollah. It seemed but small comfort that in 2003 the same Website had already appeared with an offer for passports from Antigua and Barbuda. The site did not use a physical address then.

Jamaican govt. clarifies “missile warheads” found at Kingston port Jamaica Gleaner - The Jamaican Government is seeking to clarify reports in the international press, which suggest that “missile warheads” were uncovered in a seizure at the Kingston port late last week. Information Minister Sandrea Falconer says the items that were seized should not be confused with projectiles used in missiles, torpedoes or rockets. She says the items seized at Kingston Wharves last week are used to make nine-millimetre bullets. The American ABC-owned, ABC36 has been reporting that 3,000 missile warheads have been seized at the port. Last Thursday, the police seized two bullet-making machines and over 3,000 rounds of ammunition. The items are now at the government forensic lab for testing as a high-level probe continues. Superintendent Calvin Small, who heads the Transnational Crime and Narcotics Division, has declined to discuss the probe, but says statements are being collected from several persons. Investigators say the barrel was consigned to Oneil Shrouder, the Manchester man who has been listed as a person of interest in the case.

UPSET OVER MARK… Trinidad Express - Sport Minister Anil Roberts boycotted the Parliament sitting last Friday, taking issue with the controversy surrounding House Speaker Wade Mark and his Executive Master of Business Administration (EMBA) degree. Roberts wrote to Mark, requesting leave of absence from the House, stating his “mind, spirit and very being” were not settled over the issue and called on the House Speaker to provide clari-fi-cation. Roberts, the Member of Parliament (MP) for D’Abadie/O’Meara who sits on the back benches of Parliament, close to the Speaker’s chair, was absent from the sitting at Tower D, Inter-national Waterfront Centre, Port of Spain, which started at 1.30 p.m. and adjourned at 4.30 p.m. The Sunday Express exclusively reported last week that programme director at the Arthur Lok Jack Gra-du-ate School of Business (GSB) Brian Ghent had tendered his resignation over the

Sport Minister writes Mark seeking answers on degree awarding of the EMBA to Mark. The source of contention was that Mark did not fulfil the requi-rements to obtain the degree and concessions were made to accom-modate him, and he was allowed to graduate on October 25. Mark has maintained he never used his office to gain any special concession from The University of the West Indies (UWI) and he completed all the coursework required to attain his EMBA. However, Roberts was uncon-vinced and offi-cially wrote to Mark, seeking answers. In the letter dated November 29, Roberts stated he was writing with a “heavy heart” and has stressed he had the utmost respect for Mark. “Being a swim coach of some me-rit, I have for 21 years taught my athletes that it is hon-ourable to have tried wholeheartedly and have failed rather than to seek con-cessions, short-cuts or artificial enhancement to achieve set goals, whatever

they may be,” stated Roberts. He said he did not automatically believe media reports and therefore needed Mark to clarify certain questions. Roberts indicated Mark could respond either publicly or privately to his concerns. He questioned whether Mark sought any concessions from the GSB to obtain his degree. “Did you at any time seek any concession whatsoever from the hierarchy of the Arthur Lok Jack School of Business while you so hon-ourably and inspirationally attempted to fur-ther your education, qualification and letters?” asked Roberts, adding if so, what were they (concessions) and why. Mark has never said conces-sions were made for him to achieve his degree. He has not responded to Rob-erts’ letter as yet, the Sunday Express was told. UWI principal Prof Clement San-kat, GSB executive director Miguel Carrillo and dean of the Fa-culty of Social Science

Trade Minister: Airport delays could deter investors (Trinidad Express) Minister of Trade Vasant Bharath has admitted that the conduct of immigration officers and delays at Piarco International Airport could become a deterrent to foreign investors. Bharath said investors were becoming very judicious and selective about where they spent their money. He was speaking at the Couva/Point Lisas Chamber of Commerce annual Christmas dinner and awards ceremony at Camden Road, Couva last Thursday. “We do have hiccups. There are many things that we don’t have control over, that affects the way to we do trade. For example, a business person lands at Piarco Airport and is greeted by an Immigration officer (who says) ‘What you want? Where you come from? How long you staying? As opposed to ‘Hello Sir, welcome to Trinidad.’” Bharath said a potential investor who recently travelled to Trinidad in a private jet, complained that he was detained for two and a half hours by Immigration. “They came in on a flight on a private jet, interested at looking at the financial service sector. Their plan was to fly

Page 23

Vasant Bharath in overnight, have a meeting at 9 a.m. and leave at 12. It took them almost two and a half hours to clear out of Piarco. With all the work the Ministry of Trade has been doing, that one bad experience at the airport would turn that investor away,” he said. Prime Minister Kamla Persad-Bissessar said on Wednesday that Immigration officers may soon undergo a re-training exercise, following the deportation of 13 Jamaican nationals from Piarco International Airport last week. Bharath said the ministry has also reduced the length of time it takes to register a business locally. “We started looking at

that and brought that down from 43 days to three days. So any of you wanting to set up a business in Trinidad and Tobago, you register your name and from date of registration right through to being granted approval by Board of Inland Revenue or National Insurance Board for your certificate to start trading is a maximum of three days,” he said. Bharath said systems at local ports would also be improved to assist business owners. “As you would have experienced, it takes 14 to 19 days to clear a container. Why? In other countries it does not even take half that time. We have ordered scanners, which are due to arrive in mid-December. This will allow us now to ensure that Customs no longer have to open and search the containers. They will be scanned as they come through the port,” he said. Bharath said the new system would ensure that containers are cleared within three days. He said Government had big plans for Couva, including the Children’s Hospital, re-opening of the Camden airstrip and widening of the Rivulet Road.

Errol Simms told the Express in an inter-view that concessions were made for Mark. They had said Mark was allowed to sit in a room by himself to complete his final EMBA degree exam because he may have been anxious and he was also given private tutoring. In his letter, Roberts further que--ried whether Mark used the letter-head of the Speaker of the House of Rep-resentatives for his personal use in com-municating with school officials. “At any time while communicating with staff members, professors or administrators at the Arthur Lok Jack School of Business in your private capacity as a student, did you have cause to utilise the letterhead, stationary, insignia, or any other symbol of the most esteemed high public office which you now hold and have held for the past three and a half years?” stated the letter. The Express has docu-ments showing Mark used the official Parliament letterhead when he com-municated with officials of GSB. Roberts emphasised his concerns were not meant as a form of disrespect and it was in fact because of his deep-est respect for the office which Mark holds and for Mark himself that he requests clarification on these matters. “I do so not to jeopardise, in any form or fashion, the reverence with which I currently look upon you as

the judge in the highest court of our beloved land. I sincerely hope that you find it within yourself to accede to my humble, respectful request for clarification on these matters. You are my “coach” and I am your “athlete” and, thus, I need to b e guided accordingly,” stated Roberts. “Honourable Speaker, I therefore humbly request your leave to absent myself from today’s sitting of the most Honourable House of Parlia-ment as my mind, spirit and very being are not at this time settled enough for me to take part in the manner expected through convention, practice and history of our beloved Parliament, which you have so strenuously and steadfastly upheld, prescribed and maintained over the past three and a half years,” he added. Although Roberts requested leave of absence from the House, at no time during the sitting was this raised by Mark. At the beginning of the sitting, Mark an-nounced leave was reques-ted from Tobago East MP Vernella Alleyne-Toppin and later on before the adjournment of the House, Mark stated he had received communication from Prime Minister Kamla PersadBis-sessar for leave of absence from Friday’s sitting. Contacted yesterday by phone and asked why he was absent from Friday’s Parliament sitting, Roberts responded: “I am in the country. I am in perfect health.” Asked whether he had

Anil Roberts written to Mark, requesting leave of absence from the House, Roberts confirmed he did. Pressed on the details of the letter and his request for clarification from Mark, with respect to his EMBA, Roberts said: “I have no comment to make on that. The content of the letter is private and confidential.” Roberts refused to divulge any infor-mation when questioned further by the Express. Roberts chose to boycott the Parlia-ment sitting on Friday where a private motion by Point Fortin MP Paula Gopee-Scoon was debated which called for the construction of the Point Fortin hospital. The Sport Minister, in the compa-ny of his fiancee, Shandell Nicholls, opted to spend his Friday at the Hase-ly Crawford Stadium in Port of Spain where they took in the Intercol games. Efforts to contact both Mark and Leader of Government Business Dr Roo-dal Moonilal for comment proved futile yesterday as calls to their cellphones went unanswered.

Teargas flies in Cairo as constitution takes shape CAIRO (Reuters) Egyptian security forces fired teargas in Cairo’s Tahrir Square to disperse antigovernment protesters yesterday, as a new constitution that reinforces the military’s political power edged closer to approval. The draft constitution reflects how the balance of power has shifted in Egypt since secular-minded generals deposed Islamist President Mohamed Mursi in July after mass protests against him. It contains language that could ban Islamist parties outright. A major milestone in Egypt’s political roadmap, the constitution must be approved in a referendum before new elections, which Mursi’s Muslim Brotherhood, driven underground by security measures and a legal ban, is unlikely to contest. “The people want to topple the regime,” chanted several hundred protesters who descended on Tahrir Square, epicenter of the 2011 uprising against autocratic President Hosni Mubarak. Though it only lasted about half an hour before

security forces acted, it appeared to be the biggest protest by Brotherhood sympathizers in Tahrir since Mursi’s fall. “With our blood and souls we sacrifice for you, Islam,” chanted some. One scaled a lamp post where he hung a picture of Mursi. Others flashed the four-finger hand sign denoting sympathy with the hundreds of Mursi supporters shot dead by the security forces when they broke up their Cairo sit-ins on August 14. Some of the protesters said they were not from the Brotherhood. “I want Sisi out and a real end to army rule,” said Ramez Ibrahim, 32, a professor of political science, referring to armed forces chief General Abdel Fattah al-Sisi. Army vehicles moved in to drive the demonstrators away and later sealed off the square completely. Some passersby shouted abuse at the protesters, others waved in support. Earlier, protesters set a police truck ablaze near Cairo University. The government says it is determined to implement a law passed last week that heavily

restricts protests. Criticized by the United States, the law has hardened fears of prodemocracy campaigners about the future of political freedoms in Egypt. One of two leading secular activists detained for calling protests in defiance of the law was released yesterday. The 2011 Tahrir Square uprising awoke hopes of a new era of freedom in the most populous Arab nation. But three years of turmoil have made many Egyptians yearn for stability. Sisi is seen as an army strongman and a front-runner for the presidency, though he has yet to declare his candidacy. Mursi’s fall set off the bloodiest bout of internal strife in Egypt’s modern history, with hundreds of his partisans killed and armed attacks on the security forces becoming commonplace. Some 200 policemen and soldiers have been killed in what the military-backed government casts as a war on terrorism. The Brotherhood says it is peacefully resisting the army takeover.

Abdel Fattah al-Sisi A few hundred meters (yards) from Tahrir Square, the 50-member constituent assembly was voting on the draft constitution whose provisions include a ban on parties formed on a religious basis. Islamists have won all post-Mubarak national votes. The assembly, chaired by former Arab League Secretary-General Amr Moussa, voted against five of the document’s 247 articles, including one requiring parliamentary polls to be held before a presidential vote. Some assembly members had called for presidential elections to be held before parliamentary ones, citing the weakness of secular political

parties. The draft constitution widens the already broad privileges enjoyed by the army by requiring the approval of the Supreme Council of the Armed Forces for the choice of a defense minister to serve for eight years from when the document is ratified. It does not indicate how the minister of defense could be sacked or who has the authority to fire him. The new constitution will replace one drafted by an Islamist-dominated assembly and signed into law by Mursi last year after it was approved in a referendum. The new text strips out Islamist-inspired additions introduced last year. The Nour Party, an ultraconservative Islamist party that backed Mursi’s ouster, has described the draft as “satisfying”. But one Mursi ally, Gamaa Islamiya leader Assem Abdel Maged, said it was a “constitution of minorities”, and that the army had driven Egypt to the “edge of a precipice”. Speaking from exile in Qatar, the hardline Islamist said the army had sided with religious and social minorities, a reference to Christians and secularminded Egyptians. Abdel Maged fled to Doha after Mursi fell and is

the first-high profile Islamist exiled since then to speak publicly. He is wanted on charges of inciting the killing of protesters. “The army must review its position quickly because the country is on the edge of a precipice,” Abdel Maged told Al Jazeera TV late on Saturday. He predicted things would get worse in Egypt and said protests would “break this coup”. Abdel Maged, who once shared a prison cell with al Qaeda leader Ayman alZawahri, was jailed for 25 years until 2006 for his role in the 1981 assassination of President Anwar Sadat and other crimes. After his Al Jazeera interview, Egypt’s public prosecutor formally asked Interpol to arrest Abdel Maged. Egyptian security officials said Abdel Maged had fled to Qatar by sea or via the border with Libya. Qatar is one of the few Arab states that was sympathetic to the Islamists during M u r s i ’s y e a r i n p o w e r, s u p p lying Egypt with billions of dollars in aid. Now relations between Qatar and Egypt are strained. Abdel Maged, whose group fought an insurgency that was crushed by Mubarak in the 1990s, is still reviled as a terrorist by his foes. Gamaa Islamiya renounced violence a decade ago.

Karzai accuses U.S. of cutting Afghan military supplies in security row KABUL (Reuters) - Afghan President Hamid Karzai and his national security council have accused the United States of cutting military supplies, including fuel, to put pressure on the country to sign a security pact, a statement from Karzai’s palace said yesterday. The U.S. embassy in Kabul denied that supplies had been cut. Tensions between Karzai and his American backers have escalated since the Afghan president said last week that he would not sign a crucial bilateral security deal until a suite of new requirements had been met - despite the deal already being agreed upon. The issue was raised during yesterday’s meeting of the Afghan national security council. “The meeting concluded that the cutting of fuel supplies and support services to the Afghan army and police is being used as a means of pressure to ensure Afghanistan ... signs the Bilateral Security Agreement with the U.S.,” said a statement from the presidential palace. The BSA is a decade-long security deal which would mandate the size and shape of the U.S. military presence in Afghanistan once the NATO combat mission ends next year. Without it, the United States would be unable to maintain troops in the war-ravaged South Asian nation, and it would likely also precipitate the withdrawal of the military forces of most other nations. Last week an assembly of Afghan elders, known as a Loya Jirga, endorsed the security pact, but Karzai suggested he might not sign it until after national elections next spring. The impasse adds to questions about whether any U.S. and NATO troops will remain after the end of next year in Afghanistan, which faces a still-potent insurgency waged by Taliban militants and is still training its own military.

Iran’s Zarif reassures Gulf Arabs over nuclear deal Muscat (AFP) - Iranian Foreign Minister Mohammad Javad Zarif assured Gulf Arab states yesterday his country’s nuclear deal with the West is in their interest and also announced plans to visit Saudi Arabia. “The solution to this issue serves the interests of all countries in the region. It is not at the expense of any state in the region,” Zarif said at a joint news conference after meeting Kuwaiti counterpart Sheikh Sabah Khaled al-Sabah. “Be assured that the nuclear deal is in favour of the stability and security of the region,” Zarif said on what was his first official visit to a Gulf Arab nation. Zarif then travelled to Oman — which hosted secret negotiations in recent months between Iran and the United States that led to the November 24 landmark deal between Tehran and major powers on Iran’s disputed nuclear programme. Zarif delivered a message to Sultan Qaboos from

President Hassan Rouhani on relations between the two countries and issues of common interest, the Omani news agency ONA said in a brief report. Oman maintains good relations with Tehran, and Sultan Qaboos was Rouhani’s first guest following his inauguration on August 3. He has also acted as an intermediary between Western countries and Iran in recent years. World powers and Israel suspect Tehran’s nuclear ambitions include acquiring a nuclear weapon, a charge Iran vehemently denies. The Geneva deal was welcomed by the Sunni-ruled Gulf Arab states, which have long been concerned about Shiite Iran’s regional ambitions. But Gulf Cooperation Council (GCC) foreign ministers, meeting in Kuwait City last week, also hoped the interim deal would lead to a permanent agreement on Iran’s nuclear programme. Relations between the

Javad Zarif six GCC nations and Tehran have deteriorated further because of Iran’s support for S y r i a ’s President Bashar alAssad. The GCC consists of energy-rich Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and United Arab Emirates. After his election, Iran’s Rouhani said he hoped to improve relations with neighbouring countries,

especially Gulf states. Zarif said in Kuwait City that Iran was looking to open a new page in relations with the Gulf. He also confirmed plans to visit regional heavyweight Saudi Arabia although no date has yet been set. “We look at Saudi Arabia as an important and influential country in the region,” he said. Zarif said the Geneva deal does not satisfy all of Iran’s demands or “the goals of the other party, but it is important to implement it”. “We will implement the deal and are convinced that implementing it will build the trust,” he said. In Kuwait he also spoke about the Syrian conflict, warning that the 32-month civil war could cause the spread of extremism and sectarianism in the region unless a political solution is found. He said Iran will attend the Geneva 2 peace conference on Syria “if invited” but will not accept preconditions.

Mohamed, Collins guide Gunners into final O u t s t a n d i n g performances by Siddique Mohamed and Alex Collins guided Gunners to a 6 wicket victory over Devonshire Castle in the second semi final of the WD’s Hotel and Mall T\20 cricket competition in North Essequibo. Mohamed grabbed 4 wickets for 19 runs off three overs to help restrict Devonshire Castle to 120-7, batting first after the game was reduced to 12 overs due to rain on Saturday at Anna Regina Community Centre ground on the Essequibo Coast. Grayson Paul supported Mohamed with 2-22 off 2 overs as Anthony Persaud scored 21 with two fours and

Basil Persaud 18 with one four and two sixes for Devonshire Castle. Gunners had little trouble in overhauling the total, finishing on 121-4 in 10.3 overs in reply. Alex Collins belted two fours and four sixes en route to a top score of 40 not out, while Navin Singh provided valuable support with 33 included two fours and three sixes. Alex Lawry chipped in with 26 which contained two fours and a similar number of sixes. Gunners will take on Walton Hall in the final, which is set for Sunday at the said venue. The wining team will take home a trophy and $100,000, while the runner up will receive $60,000; the man of
