Govt. quashes Granger's one-year extension for Kaieteur and Canje Blocks but not for Stabroek Block

Though former President, David Granger had granted a oneyear extension on the exploration works to be executed on three deepwater oil blocks operated by ExxonMobil, the current administrationdidnotcomplywith itinfull.

According to a statement from the Ministry of Natural Resources, it only allowed the extension to be applied for the Stabroek Block and nottheKaieteurandCanjeblocks.

Granger had granted the extension to ExxonMobil's subsidiary, Esso Exploration and Production Guyana Limited (EEPGL) just a few days' shy of handing over the reins of office to his successor, President, Dr Irfaan Ali.

The request for said extension on the three blocks was made by EEPGL's Head, Alistair Routledge in a letter to Granger months after the country held a tumultuous General and Regional Elections in March 2020. Routledge's request cited the impacts of the COVID-19 pandemic and its effect on the company'sdrillingprogramme.

The signed extension was also released by the Ministry of Natural Resources to prove to the political opposition that it was its former Head of State, David Granger, who gave the now controversial extension and not the current government as the opposition had claimed.

Significantly, the ministry pointed out that Granger's extension was not allowed for the Kaieteur and Canje Blocks. This may be due to the fact that Exxon was unable to prove that its exploration programme for those two blocks was indeed inhibited.

This news agency previously reported that during the 2020 to 2021 period in which Exxon was granted the extension, the oil giant drilled Guyana's deepest well called Tanager-1 in the Kaieteur Blockfollowedbythreeotherwells intheCanjeblock.

Contrastingly, the government has maintained the one-year extension for exploration on the Stabroek Block where Exxon has made over 33 discoveries

ExecutiveMembersoftheAlliance

For Change (AFC) and the A Partnership for National Unity (APNU) have said they disagree with this decision since Exxon was in full production mode for all of 2020attheLizaPhaseOneProject. They also underscored that Granger's extension carried a clear condition for quarterly reviews to be done to better understand if that one-year extension required adjustments.

Both political parties even demanded that the government

show evidence that it did due diligence in this respect. Vice President, Dr Bharrat Jagdeo has refusedtodoso.

Atapressconferencelastweek, thechiefpolicymakerforthesector said Exxon submitted reports in 2020 which showed that its exploration programme was affected.

Instead of being able to use six drill rigs, it was only able to use four Jagdeo said the government was satisfied that this showed the

extent to which the work programme was affected by the COVID-19 pandemic hence the extensionwaskept.

The extension for the block is a crucial matter as it delays from October 2023 to October 2024, the release of 20 percent of the lucrative Stabroek Block spanning 26,800km2.That20percentwould be equivalent to 5360km2. This portionisalsolargerthananyofthe 14oilblocksthegovernmenthason offer for the country's maiden oil round.

Exxon is also overdue for the relinquishment of portions of the KaieteurandCanjeBlocks.

For the Kaieteur Block, the agreement governing this concession states that 25 percent should have been relinquished in 2019 and another 20 percent given upin2022.

The total portion to be relinquished would be equivalent toapproximately5414km2.

In Canje, 20 percent of the block was returned to the State in 2019 which was equivalent to 1,220km2, thereby reducing the block to 4880km2. It now owes another 20% which amounts to 976km2.

In the oil and gas sector, “relinquishment” refers to the process where a company returns byspecifictimelines, portionsofan area it was allowed to explore or p r o d u c e o i l a n d g a s Relinquishment, according to several pieces of literature, is consideredcriticalforgovernments as they can auction those returned portions to other oil companies, thereby channelling more opportunities for revenues to the State.

Paramakatoi, Kato students walk two days to get to and from school – Toshao tells Govt.

During day three of the National Toshaos' Council (NTC) Conference, Toshao of Monkey Mountain, Region Eight, Lincoln Singh raised with Cabinet Members that for quite some time, secondary school students of Paramakatoi and Kato villages have been walking for two days to gettoandfromschool.

Singh raised the matter on Wednesday while requesting that the government provides transportationforthechildren.

During his address to the Conference, Singh said, “The children of Paramakatoi and Kato are asking if the government would provide them with transportation. Mostofthemarewalkingfromvery far, most of them do like two days walking to go to school and go

homeback.”

Responding to the Toshao's request, Minister of Education Priya Manickchand said, “The government's policy is that we provide transportation to children coming to and leaving the dorms. So, I am very surprised to hear that children are spending two days walkingtoandfromtheirhomes.”

The Minister said that her ministry will deal with the issue in short order and have it resolved beforetheconferenceconcludes.

“We feel very strongly about it… we will provide transportation in a timely manner,” the Minister assured.

Singh also revealed that the

Paramakatoi girls' and boys' dormitories are not in good condition and requested that this tooshouldbelookedinto.

Minister Manickchand in response said her ministry has recently concluded a full assessment of the facility and the issuestherewillbeaddressed.

“The Paramakatoi dorms, we just had a full assessment of this dorm, and we intend to repair it at a costofmorethan$300million,”the EducationMinisterannounced.

UndertheProductionSharingAgreementfortheStabroek Block, ExxonMobil and its partners should have surrendered one-fifth of its total blocks But as was reported, they were granted a one-year extension because of a force majeure: the effects of the COVID-19 pandemic. APension fund for all workers

,

Policymakers should think of some kind of social security benefits for retirees who were not employed by theState.Whatretireesgetis belowtheminimumdailyor monthly wage. There are no social welfare schemes for theagedandpoorotherthan old-age pension payments that are below minimum wage.

Little attention is placed on old-age, poor individuals or families with no ablebodied earners in their household. There is also a need for some kind of unemployment insurance and health care as in the developedcountriespaidfor from contributions by employers The Guyana Constitution itself also speaks of the population being entitled to certain rights and benefits. But they have not been actionable on guaranteedhandouts.

Social security welfare benefits (pension, health insurance, and the like) can be availed if the State (government) makes it possibleforworkerstojoina pension fund and for the government to guarantee unemploymentbenefitsfora fixed period in the event of lossofjobnotduetoreasons oftheworker

The country needs significant social protection forworkers.

Over half of the salaried workforcedoesnotreceivea pension to provide for their means after retirement. The disorganised sector workers (taxi workers, short-term

labourers, farmers, infrastructure workers, construction workers, etc.) have no benefits in their old age and experience extreme difficulty in providing for daily survival, unlike their Diaspora brethren in North America and Europe. The State provides a ‘lil thing’ but it can hardly meet basic needs for a week The amount of government handouts is a pittance when comparedtowhatisrequired forminimumsurvival.

As it is, those who workedfortheState(regular salaried companies) are in a better position than those who worked in the private sector in terms of social security Those who worked for the State and a few private companies receive a guaranteedlifetimepension. The regular pension benefit is in addition to old age pension and NIS (if enough contributions were met) State employees also get health care coverage which isnotavailabletothosewho labour in the private sector like farmers, fisher folks, lumberjacks, etc.Thosewho laboured on farms including at GuySuCo (except for management) growing rice and other produce and in forestry do not receive a guaranteed pension after retirement and have no medical coverage; they depend on old age pension and NIS (if they qualify –most farm workers don’t receive NIS) and their meager savings to provide for food and health care; it couldnevermeettheirneeds.

In Guyana, unlike in several other developing countries like Trinidad and Barbados, for example, private employees have virtually no access to a provident fund, pension, health care, and disability insurance to meet basic needs.Thepoor, somehalfof the population, and the poorest (some quarter of the population, including retirees) who scour for daily work or labour below the minimum wage have no access to any benefits, no social welfare benefit other than old age payments. Our South American partners like Brazil and Argentina, among others, have pension plans — contribution-based and with matching funding from the companies where they labour Such a system helpstocontributetoincome loss for a worker (and his family) from retirement or lossofjobduetoanaccident, a disability, death of a breadwinner,illness/medical treatment (hospitalization), the birth of a child, the time needed to care for loving ones, oranyeventthatleads to time away from work, family burdens, or the prospect of unemployment, etc.

The country needs some kind of employer and employee contribution system to guarantee social welfare for all workers who are contributors as in the developed countries where the Diaspora is settled Foreign companies should be required to provide some kind of pension scheme for

local workers; they do the same for workers in North America and Europe and expatriates employed in Guyana. They should not be exempted from doing so in Guyana.

There should be some kind of pension system –mandatory or optional. The collection (amalgamation or aggregation) of the funds provides a significant amount for investment –loans to the government for aninterestthatiscompetitive with institutionalized borrowers as an example or can be used in various other investments to generate a healthyreturntopayretirees a decent pension This system was introduced in Singapore in the 197Os (becomingmandatoryforall workers) resulting in large pension payments monthly after retirement In developed countries, pension is optional but must (by law) be offered to workers.

Companies also contribute to the pension in addition to paying for the health care of their former staff. Those Guyanese who joinapensionsystemreceive health benefits like free dentalandmedicalcareanda decent pension sum that covers their monthly expenses and from which they also save to make an annual trip to their former homeland.

In developed countries, one receives multiple sources of payments after retirement–aguaranteed

DEAREDITOR, “Iwouldnotshakehands with those who oppress my people!” This was a prophetic response to a question posed by Dr Dhanpaul Narine to

Opposition Leader Mr AubreyNortononThursday, August 24, 2023, at a Town Hall meeting in Little Guyana (pseudonym for Greater Richmond Hill, Queens,NewYorkCity).

Except for about 25 residentswhocarriedprotest placards outside the building, Guyanese residents went about their businessasusual.

The thought that the Guyana Parliamentary Opposition Leader would visit Little Guyana at 6:30 p.m.toprovideanupdateon Guyana’s political situation was never an attraction

Nevertheless, some residents’ feelings were captured in the display of

placards outside the Starlite Pavilion Hall where the meeting was held A sample of placards reads: “Guyananeedbuildersnot dividers;“Stillwaitingfor the 2020 SoPs;” and “Electionfraudsters.”

Under a dark overcast cloud with intermittent light showers, which was not enough to dull their enthusiasm, agroupof“One Guyana”supportersensured that the Opposition Leader, Mr AubreyNorton, whowas making his first public appearanceinLittleGuyana, received a frosty reception.

The meeting was to provide the APNU leader with the opportunity to reach out to Guyanese who do not ordinarily support his party He also wantedtodiscardthenotion thatheisaone-ethnicgroup partyleader

Despite much of their support is from IndoGuyanese, the PPP/C says thatithasenoughsignificant supportfromtheotherethnic groupstojustifyitasamultiethnic party They cite the results of LGE 2023 as evidence to support this multi-ethnicparty’sclaim.

Thesmallcrowdofabout 60comprisingmostlyofMr Norton’s party supporters who do not reside in Little Guyana, listenedcarefullyas he stated that he is fully committed to equity and equalityofopportunity

He blames the PPP/C government for race and political discrimination; corruption; questioned the

250,000 school children grants;expressesuneasiness about public safety with the increase in crime; lamented the inadequate old age pension payments; and accuses the PPP/C government of not doing enough for farmers in Regions7,8,and9.

How the PPP/C’s performance in office compares with the APNU+AFC’swasavoided. A member of the audience asked him to produce evidence to back up his allegations.Hedidnot.

Mr Norton advocated for two meals per day for eachschoolchild.Heargued for an increase in wages for public service workers and rejected the government’s excuse that it would lead to inflation.

He called for a national transportationsystem, buthe didnotprovidedetails.

He insists on biometric screening of voters at the 2025 national and regional elections. “If this is not done, the results could be rejected ” (Demerara Waves:8/24/23).

There was a lively exchange between Mr Norton and prominent Community Leader Dr Dhanpaul Narine, who observed; “It was clear that the Brooklynites (at the meeting) did not know a great deal of what the government is doing to developGuyana.

They are bombarded with anti-government information.

I explained to them aboutthehousingpoliciesof the government, the cash grants, the progress in education, and the tax cuts, b u t t h e y r e m a i n unconvinced.”

Whenaskedif“hisparty is anti-Indian,” he denied that and introduced Riaz Roopnarine (at the head table)whoisamemberofhis party

Probing further, Mr Norton was asked if the PPP/C won the 2020 elections and why he refers to them as an installed government. “If this is so, then how come you, Mr Norton, is the legitimate leader of the opposition?

Which constitution are you working with? “Mr Norton said there were electoral irregularitiesin2020.

Dr.Dhanpaulthenasked him, “Why don’t you shake the hands of the President, and let’s move on?” He replied that he does not shakethehandsofthosewho oppresshispeople.

Throughoutthemeeting, although it was his supporters who constituted 80% of the audience, he appeared too mechanical and uncharismatic In politics, the image could be more important than the message.

IfMr Nortonisgoingto make any impact on Little Guyana, he must produce evidence to back up his allegations, dosomedamage control, work on boosting his image, and provide alternative policy options, wherepracticable.

Although he had no convert from Little Guyana, he must be given credit for comingthereandsharinghis thoughts and position in a PPP/Cstronghold.

Amerindian development requires a movement away from handouts towards empowerment

InAugust2015,thenPresident, David Granger unveiled a 10-point plan aimed at fostering the holistic development of Indigenous communities in Guyana This comprehensive approach was a response to the human development crisis facing these communities and sought to uplift them from poverty, unemployment, and underdevelopment.

However, since the PPP/C’s assumption to office, this approach has wavered, giving way to a return to the trend of handouts and ad hoc policies. It is high time to dump this approach and embrace a more sustainable and comprehensive strategy that empowers indigenous communities.

David Granger’s 10point plan emerged from an analysis – however limited orflawed-ofthechallenges confronting indigenous communities. It may not have been the perfect antidote that was needed by Amerindian communities, but it marked a significant departure from the handout syndrome that was a feature of the previous PPP/C a p p r o a c h t o w a r d s Amerindiandevelopment.

Granger’s plan never gained traction. The PPP/C has always exerted a powerfulpresencewithinthe Indigenous community and this may have been responsibleforthepushback towhatwasafreshandnovel approach to Amerindian development.

Granger ’s plan, according to the Stabroek News of 19th August 2015,

envisioned converting Amerindian communities intothrivingeconomicunits, eradicating poverty, reducing unemployment, and bolstering economic opportunities The plan emerged out a thoughtful assessment, offering a blueprint for Indigenous development.

But it needed to be fleshed and effectively i m p l e m e n t e d Implementation has always been a weakness of PNC governments.

Recent statements and reports suggest a departure from Granger’s structured approach.

T h e c u r r e n t administration, led by PresidentIrfaanAliandVice President Bharrat Jagdeo, seems to have embraced a handout mentality, characterized by ad hoc decisions and fragmented projects.

In addressing the National Toshaos’ Council Conference (NTCC) this week, both President Irfaan Ali and Vice President Bharrat Jagdeo continued their policy of treating Indigenous peoples’ development as a basket case. There was no analysis of the state of Indigenous communities. There was no plan developed. Everything wasdoneinadhocmanner This was exemplified when the Vice President sat down and made a decision that$100Mwillbeallocated to 100 playgrounds for this year and another $100M for another 100 playgrounds nextyear

Jagdeo has taken ad hocism to a new level Allocatingnominalamounts

The prudent course of action would have entailed an initial assessment of the project’s significance to Amerindian communities Following this, a systematic identification of the specific playfields in need of i m p r o v e m e n t , t h e correspondingcostsforeach upgrade, the extent of government support, and a meticulous prioritization of these playfields over a span of three years should have beenexecuted.

This approach could have potentially facilitated moresubstantialallocations, considering that not every ground would have met the criteriaforassistance.

A paradigm shift is needed in the PPP/C’s approach to Indigenous peoples’ development, The focus should not merely be about immediate relief; it must be about fostering long-termempowerment.

The handout mentality perpetuates a cycle of dependency and fails to address the fundamental issues indigenous communities face The challengesofpoverty, youth migration, subsistence living, lack of connectivity, land rights, and economic stagnation require comprehensive and structuredsolutions.

Th e p a p e r committal for two former Kaieteur News security guards who were charged back in 2021 for the alleged murder of 58year-old Mohabir Singh is winding down at the Georgetown Magistrates' Courts.

Back in August 2021, the paper committal process had commenced before Senior Magistrate Leron Daly for Tony Waldron, 42, and Yan Licorish,51.

A paper committal sees the witnesses' statements and documentary evidence being tendered to the court without thewitnessesbeingpresentin court These pieces of information are inventoried andmarkedasexhibits.

On Wednesday, Senior Magistrate Daly admitted an unsworn caution statement by Waldron into evidence. Police Prosecutor Harris then

informed the court that he wanted to make additional submissions to the court in the matter – this was allowed bythemagistrate.

Notably, attorney-at-law

Latchmie Rahamat, who is representing the accused, asked the court for additional time to review the exhibits

that were admitted into evidence before a decision is made on whether her clients will lead their defence or go before a judge and jury at the DemeraraHighCourt.

Senior Magistrate Daly then adjourned the matter to Thursday, September 7, 2023 for the continuation of the matter

Waldron and Licorish were not required to plead to the indictable charge which alleges that on March 16, 2021, at Kaieteur News located at Saffon Street, Charlestown, they murdered Singh. This publication had reported that on the day in question, Singh's lifeless body was found under a shed on the media entity.A postmortem examination done by the Government Pathologist, Dr Nehaul Singh, revealed that Singh's cause of death was brain haemorrhage due toblunttraumatothehead.

Berbice Port to be built in stages to match Guyana's cargo capacity

CGX Energy Inc. has expressed its alignment with recent remarks by Vice President, Dr Bharrat Jagdeo, that its Berbice Port Project is not being constructed at the moment to be a “deepwater” facility that caters to Panamax-sized vessels These massive tankers range between 200 and 250 metres (650 and 820 feet) and have capacities of 50,000to80,000dwt.

CGX said the project is actually being constructed in a phased manner that enables it to meet the country's existingcargocapacity

At a previous press conference, Jagdeo told mediaoperativesthattheport would not deliver deepwater services given the country's currentcargocapacity

T h i s n e w s p a p e r subsequently contacted CGX which said it endorses the Vice President's comments.

During an exclusive interview on Wednesday, CGX further noted,

“ Guyana at this time simply does not have the cargo volumes required to justify Panamax-sized vessels.”

CGX pointed out that it has organized the Berbice port development in phases, in keeping with expected volumes and types of cargo. The company said that this is exactly why its phased approach was adopted. It said, “The first dredging of the facility will be to 7.5 meters at low tide, which w o u l d a l l o w i t t o accommodate all vessels supplying the oil and gas sector and additionally all cargo-related vessels currently entering Port Georgetown in the Demerara River.”

The company also said that it is in complete alignment with the Vice President's identification of cargo from Brazil which is crucial to justifying a true deepwater port in Guyana that could accommodate Panamax-sizedvessels.

CGX pointed out also that its capital expenditures

have been matched to predicted levels of cargo in order to project a reasonable rate of return on the company'sinvestments.

CGXindicatedalsothatit isverymuchlookingforward to the government's importation of aggregates and to accommodating rice and sugar exports as well as the importation of fertilizers

Ongoing works at the Berbice Port Project

alreadycompletedthedesign work for this dredging, but work will not be undertaken unless justified by cargo volumes and related contracts.

The final move to a depth to accommodate Panamaxsize vessels, as indicated by the Vice President, would r e q u i r e a r o b u s t transportation link and a concerted effort between the Government and the companiesinvolved.

andconsumergoods. Recently, Kaieteur News reported that in keeping with the company's phased approach, continued investments are linked to securing contracts for the use of the port. In keeping with this focus, CGX said that in August 2023, the company met with key growers of corn, rice, and soybeans, s o y b e a n c r u s h e r s , transportation companies, and livestock companies in the Northern Brazilian State ofRoraima.

At this meeting, CGX said several barriers to the GuyanaGatewaysolutionfor Brazilian cargo were identified and discussed and willalsobecommunicatedto the government The Company indicated that the Government of Guyana's

move to construct concrete bridges along the Lethem to Linden Road is an important aspect of strengthening this linkage.

CGX indicated that if some amount of Brazilian cargo can begin coming over the road and along the Berbice River, this would justify CGX moving to the nextplannedstageofBerbice River dredging, allowing the Company to handle handysized vessels of 50,000 tons and require a depth of 9.5 m atlowtide.

This will also likely need to be a programme supported, in part, by the Government as is currently done in the Demerara River, given the national benefits of having transformative ports ofentry

The company said it has

In this regard, CGX said it chose the Grand Island location because several international studies, including by the Indian Government and the InterAmerican Development B a n k ( I D B ) h i g h l y recommended this site as ideal for a deepwater harbour

However, in alignment with the Vice President's comments, the company said thatthisisaprocessthatmust be managed in phases as the amount of cargo to be handled justifies the expendituretodredge.

The company said it saw nomisalignmentbetweenthe Vice President's comments and its stated and publicized objectives in terms of d r e d g e d d e p t h s o r accommodation of cargo volumes.

The Vice President has been a proponent of the GuyanaGatewaysolutionfor the Northern States of Brazil dating back several decades from the time he was the PresidentofGuyana.

As the President of the Women Agro-processors Development Network (WADNET) in Guyana, Rosamund Benn has played a pivotal role in offering vital support to rural women, helping them overcome the myriad

challenges they face on a daily basis. In sharing Benn’s journey, the IICA noted that her endeavours are deeply rooted in her upbringing in one of Guyana’s hinterland communities, situated in the forested areas beyond the coastal plains.

When she met her husband, she moved to Region Two (Pomeroon-Supenaam) known for its large rivers and its fruit farms, which primarily grow coconuts. “I come from a farming family, but production in the hinterland is completely different from that on the coast,” she recounted.

With nearly four decades of farming, she and her husband transformed their initial 5-acre land into a sprawling 50-acre expanse, primarily focused on large-scale coconut cultivation.

According to the IICA, in a country heavily reliant on water transport for food distribution, the effects of climate change, such as heightened floods and droughts, have posed formidable obstacles for Benn and her farm-

Collaborating with her husband Rudolph, she embarked on producing virgin coconut oil in the 1990s. This labour-intensive process involves manual extraction and grating of coconuts to create a high-quality product with medicinal attributes. Marketed under the brand name “Pomeroon Rose,” their virgin coconut oil has gained prominence, reaching consumers through wholesalers and businesses across the country.

However, the path of coconut farming is not without its trials. It is said that coconuts thrive in rainy seasons but demand substantial time to grow during dry periods. The changing climate patterns, characterized by extreme weather events, have significantly impacted farming in Guyana. In 2021, devastating floods wreaked havoc on farms, leading to widespread losses of crops

Through the challenges, Rosamund Benn remains steadfast in her dedication to both farming and the empowerment of women in agriculture. The organization was keen to note that her involvement with the Women Agroprocessors Development Network (WADNET), established in 2012, has proven instrumental in fostering collective problem-solving and camaraderie among female farmers.

Recognising the additional barriers faced by women, including limited land ownership and credit access, Benn has emphasised the pivotal role of sharing experiences and knowledge-sharing.

She underscored the importance of passing down agricultural wisdom to the youth and nurturing the connection between generations to ensure the continuity of farming as a way of life and a vital contributor to humanity’s future.

Concerns about the weekend election’s transparency were raised by a lack of international observers, the suspension of some foreign broadcasts and a decision to cut internet service and impose a night-time curfew after the vote. Bongo’s team rejected allegations of fraud.

On Wednesday, the internet appeared to be working for the first time since the

vote. The junta confirmed web access had been restored as well as all international broadcasts, but it said it would keep the curfew in place until further notice.

Shortly before the coup announcement, the election authority declared Bongo the election winner with 64.27% of the vote and said his main challenger, Albert Ondo Ossa, had secured 30.77%.

Gabon’s dollar-denominated bonds fell as much as 14 cents on Wednesday before recovering to trade down 9.5 cents on the dollar.

Ministry returns oil data to website useful than before

The Petroleum M a n a g e m e n t P r o g r a m m e website, managed by the Ministry of Natural Resources, recently underwent changes after facing what appeared to be technical difficulties. But all hasnotbeenfixed.

In a statement, the Ministrysaidit“isaddressing a recently identified issue with the timeline line graph feature as part of the Data Centrefound…Ourthorough checks have revealed that users have encountered difficulties changing the graph's display based on the selectedperiod.”

An article by Kaieteur News on Tuesday had drawn attention to the missing oil production data on the website Following the article's publication, the Ministry acted swiftly to return the oil production graphs to the portal However, the reintroduced data presentation has brought about its own set of challenges.

Userswhopreviouslyhad the capability to zoom into specific time frames, such as monthly, weekly, or daily oil production, now find this feature unavailable Stakeholder feedback, as reported by Kaieteur News, had emphasized the need for

diverse data presentation, advocating for simpler graphs, tables, andinteractive visuals Despite these suggestions, the current interface does not reflect theserecommendations.

Addressing the current situation, the Ministry said, “We have replaced the timeline line graphs with static line graphs as a temporary solution This approach will allow users to access critical information without disruption while we work diligently to resolve the underlying technical glitch affecting the interactive charts.”

While the Ministry did take action, including adding new oil production data for July 2023, the way the information is currently displayed is unusable According to the statement, the technical professionals are working to identify the rootcause.

Kaieteur News had highlighted a series of glitches that plagued the portal, makingpivotaloiland gas sector data inaccessible. For weeks, stakeholders and citizens alike grappled with challenges in accessing vital information, from oil and gas production data to the evolution of crude oil prices, up until the data all vanished fromthesite.

Before, Kaieteur News had noted stakeholders' concerns that the data was only readable by a certain educational class. Now, it appearstoalienateeveryuser, irrespective of their educationallevel.

When it comes to the presentation of data, the Extractive Industries Transparency Initiative (EITI), of which Guyana is a member, encouragesmember countries to embrace an open data format. This was noted by the National Coordinator of GYEITI, Dr Prem Misir, in a recent public note to the Guyana multi-stakeholder group.

He noted that the Open Data Handbook (Open Knowledge) defines open data, in this way: “Open data isdatathatcanbefreelyused, re-usedandsharedbyanyone – subject only, at most, to the requirement to attribute and sharealike.”

This principle does not currently apply to the data presented in the Petroleum Management Programme, which is meant to serve as a resource for information sharing about Guyana's oil and gas sector The Ministry said it is committed to delivering accurate and accessible data to the public and maintaining the highest standardsoftransparency
