Gu y a n a h a s recorded its second case of the dreaded Monkeypox disease, Minister of Health Dr Frank Anthony confirmedonMonday During his daily update on Monday, he told the nation that a patient is in a stable condition and has been admitted at the Infectious Diseases Hospital at Liliendaal, East CoastWhileDemerara.theminister did not give any details on the patient, he said that health officers have already engaged in contact tracing forpossiblevictims. Kaieteur News waslater informed that the second victim is a woman in her 30's from Region Four who hasnoconnectiontothefirst case of the disease. Washington and Beijing committed to accommodating Guyana’s legitimate concerns and national interests
DEAR EDITOR, It all began with the arrival of the Robertson Commission of 1954 following the suspension of the British Guiana constitution in 1953. ‘The Commission was established by the (British) colonial office not to determine whether the suspension of the constitution was justified, but merely to indicate what was to be done’ (Cheddi Jagan: ‘(The West on Trial’ pp. 164) Dr. Jagan went on; ‘its (the Commission’s) report white washed the suspension of the constitution, posed the idea of racial antagonism by subtly referring to Indian domination, and sowed the seeds of a split in the PPP. It recommended an indefinite ‘period of marking time’ so long as the PPP maintained its leadership and policies, and suggested that the Burnham wing must break-away from the party if British Guiana was to have an early resumption of constitutional life.’(ibid pp 164). That was the first of such insidious messages. There is no other chapter in our political history where one can find a more glaring example where the colonial office, through its representatives, sent such a blunt message calling on certain members of the then PPP to break-away from the party.The Commission’s message revealed how alert its members were to the prevailing ethnic, political, ideological and class differences, not yet divisions, amongst the leaders of the national movement at that time.The Commission apparently reasoned that a split in the PPP would be in the best interest of the Empire because it would, on the one hand, separate the more accommodating and moderate elements in the party from those who they identified as the ‘extremists or communists’ and on the other hand, that a period of marking time would help spawn the break-away faction. The strategy of establish‘BurnhamandinternalcommissionColonial-sponsoredthewastoallowdifferencestofestertoencouragethewing’ofthePPPtoapoliticalparty whose leaders would be cultivated in such a manner that they would see eye-toeye with the colonial authorities at home and abroad.LFS Burnham, one of the leaders of the PPP at that time, took the Commission’s message seriously and began in earnest to transform the message into a living reality. Thus, in pursuance of that goal Burnham engineered a split in the PPP in 1955 and, after a number of failed manoeuvres, established his own People’s National Congress (PNC) in 1957. My brother Indians, from painful wilderness, must have conscience to say something, take some stand, and admit that what goes on in Guyana today is an informal and unofficial system of discriminatory and segregationists’ practices, the offshoots of illegalised apartheid. When fellow Indians do so, they are just like the mainly Black Guyanese in the early WPA who went against the grain, because what Burnham was doing could not be lived with anymore, and still claim proud manhood and prime citizenhood. It was what led to the destruction of the Black middle class, and Guyana’s wider middle class, with the best and brightest departing. I point to tender awards, contracts. I identify who is favoured (passes) versus those made examples by law enforcement. I direct attention to the public service and its ethnic oppressions (hiring, promoting, firing). Last, I refer to relief monies, who received, those igApartheid in Guyana, like underworld... nored. Besides circumstances prompting billions in aid, the rest featured prominently in Burnham’s era. The amendments also allowed for the establishment of a number of previously non-existent commissions. The powers of the Executive President were also pared. The Constitution now allows for a no-confidence motion to trigger the dissolution of parliament without the President having the option of dissolving parliament before any such motion is heard. Some of the powers of the President have been reduced. A number of other changes were enacted to the 1980 Constitution. These have allowed the PPP/C to claim that the present Constitution is one of the most progressive in the Caribbean. However, the fact that the PPP/C can make such a boast does not in any event make the Constitution of Guyana, a PPP Constitution. No Sir! It does not! The Burnham touch is still very much in evident. What we have is not a PPP constitution but an amended 1980 Constitution whose skeletal features are still very much Burnhamite in nature. The Executive presidency has not been dismantled. The provision that was part of the 1980 Constitution that allows the party with the most votes to secure the Presidency still remains intact. The powers of the President though pared remain powerful. The Headof-State is still Commander-inChief of the Armed Forces.
The present Constitution is not a PPP Constitution because the PPP did not have its own way with the Constitutional Reform Process; it had to deal with the PNC/R and with the other forces.The PPP did not recreate a new Constitution. The PPP did not have a two-thirds majority to amend the Constitution in the way it may have wanted, not that it may have wanted to touch certain of the highly criticised provisions of the 1980 document.Burnham, on the other hand, was able to table a new Constitution which was drafted by a Constituent Assembly that was the product of a fraudulent referendum. Burnham thus had his own way with the 1980 Constitution which made him the supreme Emperor of Guyana.This 1980 Constitution satisfied Burnham’s ambitions for absolute power. It also created a number of organs that were consistent with a socialist political system modelled after the Cuban system and a presidency that was patterned after the Presidency of Zambia. The PNC/R was never, in the Constitutional Reform Process, going to give the PPP a blank cheque to dismantle the foundations of the Constitution that was created by its founder-leader Forbes Burnham.Itwas not going to delete some of the socialist rights such as the right to work. Incidentally, there is now the right to leisure. It was not even prepared to change the name of the country to the Republic of Guyana rather than the misnomer of the Co-operative Republic of Guyana. Guyana is not a cooperative republic now is it in transition to socialism. However, to change that was unthinkable in so far as the PNC was concerned.Todismantle these social and economic rights would have been an insult to Forbes Burnham. The PNC/R was never going to hand to the Constitutional Reform Process its support to dismantle the constitutional framework that was the handiwork of Forbes Burnham.Yeah, the PPP is comfortable with the new Constitution. The party was, in fact, very comfortable with the powers of the Presidency of the 1980 document to the point of arguing that the PPP holding these powers was not the same as the PNC holding them.The PPP lacked a twothirds majority in parliament to change the 1980 Constitution. The demands of economic reconstruction were so great that they had not the time to delve into contemplating a referendum so that they could gain the majority to change the Constitution. Constitutional reform was never their priority until the Herdmanston Accord. It is true that the PPP/C once described the present Constitution of Guyana as one of the most advanced in the Caribbean by virtue of the many provisions that allow for greater political inclusiveness.However, this inclusiveness does not go as far as power sharing in the sense that the opposition parties now want. It must be recalled that at the time of the Herdmanston Accord, which led to the reforms of the Constitution, the then opposition leader, Mr. Desmond Hoyte was not yet a convert of powersharing.The provision within the present Constitution allows for greater oversight by parliament, for certain appointments to require consultations with the Opposition leader and others for there to be agreement.

The Ministry of Public Works has signed a contract worth $219 million for the upgrading of 3,000 metres (1.8mile)ofroadatCapoey Lake located on the Essequibo Coast, Region Two The simple signing ceremony which was witnessed by Senior Minister with the responsibility for Finance, Dr Ashni Singh saw the Public Works Ministry Permanent Secretary, Vladim Persaud signing the contract with contractor TechnoconInvestmentswho would be executing the works.The project, Kaieteur News understands, was opened last month at the National Procurement and Tender Administration Board (NPTAB) office and some 21 contractors had placed bids to do the works which was estimated to cost $228,134,512.Thescope of works, accordingtoareleaseposted on the Minister of Finance's Facebook page includes 3,000 metres of road upgraded to asphaltic concrete, road edge markings and speed humps. The road which is in dire need of upgrading when completed is expected to reduce travel time and transportation cost for students and residents residinginCapoey Also, the upgraded road will serve as a tourism boosteraswellasaidinother economic activities which the road is used for, such as rice and cash crop farming, thereleasestated. While in RegionTwo on Sunday, Minister Singh also witnessed another road contractsigned. Jagdeo said, “Right now, the contract provides only for audit and it's a post process. If you have to be involved in realtime monitoring, it means comanagement; that's the only way that Guyana will be managing the oil company, that's the only way you can deal with it now in real time. We don't have co-management that is why there is a mechanism that provides for the audits.”Should the audits find unreasonable costs or those procured through insider trading or related companies at inflated costs, Jagdeo said those could be disallowed. If successful, the VP said they have to be removed from cost oil and therefore result in a higher share of profit oil. He said however that there is no co-management arrangement and therefore Guyana is left only with the audits. In May last, the Guyana Government had signed a contract for a four-month review or audit of ExxonMobil's expenses between the years 2018 to 2020. Importantly, the audit will cost Guyanese some US$751,000.Thisisa discounted price from the US$1 million that was being sought by the consortium to undertake the review. Itel, a business process outsourcing provider (BPO) founded in the Caribbean, has announced plans to recruit more than 500 employees in the next few weeks, to support its expanding operation at its Guyana customer engagement centre.
