Each household can receive at least $1M annually had Jagdeo ring-fenced oil projects

The Government of Guyana’s refusal to ringfence oil projects in operation at the Stabroek Block, ispreventingatleast $1 million from flowing to e a c h h o u s e h o l d countrywide.

This is according to PublisherofKaieteurNews, GlennLall.

Lall in a recent public commentary argued that Guyanese families can become millionaires if government simply ringfencestheoilprojects.

Aring-fencing provision wouldpreventoilcompanies from using revenue generatedfromaproduction field of one project to offset expenses in another project. In the absence of such a provision, ExxonMobil and its partners have been using the proceeds from the Liza One and Liza Two projects, currently producing about 400,000 barrels of oil per day, to pay for costs related to other Stabroek Block projects.

Though this provision is not catered for in the 2016 Production Sharing Agreement (PSA), industry stakeholders have said that governmentcanstillinclude this clause in the Petroleum Licences it grants to Exxon foreachnewproject.Sofar, Guyana has already approved five projects for the oil giant without this provision.

T a k i n g i n t o consideration the important role ring-fencing can play, the K/News Publisher is calling on government to ring-fence the sixth project being sought by the company, along with all otherfuturedevelopmentsin the26,800squarekilometers StabroekBlock.

The big problem is that what is on paper (the oil contract), andwhatisbeingpracticedbythePPPCGovernmentisthe equivalentof thedifferencebetweennightandday When the people of this country were expecting ExxonMobil to relinquish120oilblocksinOctober,theoppositewassigned andsealed:notoneoilblock,oronedozen,but120ofthem, becauseonemandecidedso.

Bharat Jagdeo did ExxonMobil the big favor of extendingitscontroloverthe120blocksduetoGuyanafor another year ExxonMobil gets to enjoy a free-hand studying, mapping, exploring, and assuring itself that it is worthwhiletoputsomemoneyintocheckingoutwhatthose 120 blocks have in them. Though there might be the pretense of President Ali being involved, and the cabinet participatinginthedecision,thisone-yearextensionmustbe calledforwhatitdefinitelyis. Weatthispublicationbelieve that this is the result of the calculations in the head of one man, the sole handiwork of, Vice President Jagdeo. The crucialdecisionsinthisvitaloilsectorhavebeenscreened, shaped,andsetinmotionbyJagdeo.

The record is there, and it has always been about what benefits ExxonMobil and its partners, both offshore and providing supporting products and services in Guyana and elsewhere. Then, it is what puts a feather in his cap, and makes him feel good about himself about pulling another rabbit out of his hat of maneuvers. Last, it is about what drives a shaft into every hopeful Guyanese, except for Jagdeo’s growing army of those who leech this country’s wealth nonstop. What was done with sugar and in other sectors has now taken off at an unprecedented trajectory with the massive oil wealth. The record is that if ExxonMobilwantstoflaremoretomorrow,theapprovalis as good as signed yesterday When ExxonMobil has little use for Environmental Impact Assessments, Guyana’s EnvironmentalProtectionAgencyfallsinlinewithsigning onthedottedline,eventhoughthereisabookofunanswered questionsaboutperilstoGuyana’senvironmentandpeople andbothforitsneighbors. AndwhenExxonMobilfastens its eyes on a rich new oil project, then Jagdeo is a blur of motion to run with the approval to the company, as if such wasitsbirthrightandnotthatoftheGuyanesepeople.

Intermsofthese120oilblocks,ourpositionisthesame asitwasforthenewoilprojectsgiventhegreenlightbythe PPPCGovernment,whichmeanstheone-manshowthatis Jagdeo. GetmoreforGuyana,Jagdeo;getasmuchascould bewrungfromExxonMobil’stightfists,Jagdeo;atleast,get somethingforGuyana,Jagdeo. Nothingwouldmakemore sense,sinceitisclearthattheprojectsapprovedbyJagdeoin the past three years were very high priorities for ExxonMobil.

Thisisespeciallyso,whenExxonMobilhasbeenbold, bright, and open enough to tell its investors and the world abouthowmuchthiscountry’soilmeanstoitsvisionsand calculations. To put its money where its mouth is, there is the proof of how much the company has adjusted its portfolioofoilassetstoconcentrateonextractingthemost fromthisworld-beatingGuyanaoil.

In each of these scenarios involving new oil projects, JagdeowascontenttogetnothingfromExxonMobil,when hehadthecompanywhereGuyanawantedit. Regardingthe 120 oil blocks, which ExxonMobil clearly wanted badly, Jagdeohadtheopportunity(again)togetmoreforGuyana. Hispositionhadtobethatsincetheseblocksaredesiredso much, make it worthwhile for Guyana. ExxonMobil must giveGuyanamoreusingthenumberinhissamenewsharing agreement. WhatJagdeodidwasrolloverandrelinquished the120oilblocksfornothing,butasmileandthanksfrom ExxonMobil.

Ali brings no moral authority to any conversation on reparations

Once again descendants of formerAfrican slaves are being pitted against descendants of Indian indentured labourers in Guyana by the Jagdeo/Ali Regime Africans have received support for reparative justice from descendants of the Gladstone family, a former Plantations owner resulting i n m u c h p u b l i c pronouncement from the Government of Guyana which has injected itself as the authority to speak on behalf of African Guyanese on all matters even those bearing such grave sentimentstoAfricans.

The pronouncements serve to further highlight PresidentIrfaanAli’sfailure toacknowledgereparationis about compensation for forced unpaid labour committed during slavery and has nothing to do with the paid worker system underindentureship.Assuch the African community is called upon to send a clear message to the Ali/Jagdeo regime that we shall not countenance any act to devalue the contribution of our forebears to the economic development of thiscountry

Whereas the world has seen several economic systems used to generate wealth and a comparison of any of these will result in some areas of similarities, there are fundamental differences making each a

distinctive system The plantation system with its inherent social, economic and political distinction is unique to the capitalist economic model of colonialism It was considered an economically efficient and legal system of production, producing enormousamountsofwealth for colonial powers at the expenseofexploitinglabour as a factor of productionboth that of slaves and indentured immigrants from differentlands.

Labour as an essential factor of production has a value that is largely determinedandpricedbythe market as well as by representativesoflabourand theentrepreneurialclass.

Inthecaseofindentured labourers this value was, according to historians, determined by negotiations between representatives of the lands from which the indentured immigrants came. I am assuming there was some consideration of themarketvalueatthetime, and this would have been based on that existing in the landsfromwhichtheycame.

History records an employment package was agreed to and included free land at the end of an agreed contractualperiodforwhich theywerepaid.

Utilising 20th and 21st Century value systems we can constructively review the contracts and conditions of their employment and critiquethelabourviolations

in retrospect. This does not nullify,norshoulditexclude an understanding of context and the evolution of extensive labour rights and protection.

Comparative to chattel slavery the main, perhaps onlysimilarityliesinthefact that both slaves and indentured workers worked the same plantations under colonialmasters. Plantation slaveryandthesufferingsof the Africans over 300 years remainsincomparabletoany other production, migration and inhumane system, experienced by any other group of people in this world.

but as a BADGE of HORROR of other humans displaying their inhumanity, greed and exploitation of another We wear this account of our history as a badge of horror to tell our story to remind and protect others that such inhumanity shouldneverberepeated.

InGuyana,notonlyisthe African subjected to state oppression, marginalisation and attempts to destroy and distort historical facts, we are constantly and systemically having African pride, independence, wealth andcontributionstodevelop Guyana undermined by the p r e d o m i n a n t P P P government We find ourselves even having to compete with our Indian indentured descendants for whose mobility across

continents and conditions of work was worse It’s unbelievable that some can seeksuchcomparison.

We are reminded Africans were denied personal identity, they were ownedaspropertyofanother human, stripped of history, classified as subhuman and alongside the poultry and cattle stock on the plantations. Theywerepaid no wages, had no choice hours of rest as they worked from dawn to dusk, their lives were not valued, they h a d n o c o u n t r y representative negotiating a contract of work. Why do our Indian plantation colleagues strive to underminewhatisdeserving of Africans in order to promote a rewrite of indentureship and make claims for any additional benefits they believe they deserve.

Let it be simply putslavery is slavery and i n d e n t u r e s h i p i s indentureship and neither of these are defined by Ali or Jagdeo.

The Ali/ Jagdeo regime has no moral authority to speak on our behalf on an issuetheycarelessabout.In Ali’s flirtation with history, he does not care that he is usurping and undermining the structured reparation work being done by CARICOM Reparations Commission on behalf of descendants of Africans in theregion. housing loans for these families. It is unfortunate that the opening ceremony of Building Expo 2023 is now better known for the “FamousGrab”.

Attendingtheeventasa member of the board of Central Housing and Planning Authority and Mayor of Linden, what stoodoutformeduringthe President’s presentation was his government’s development of the housing sector in Linden andRegion10.

The President noted that, over the next three years, his government intends to embark on an “aggressive plan to dent the backlog of (57,000 applications in the system), by opening new lands and constructing morehomes

Hesaid“theplaninthe next three years is to develop14,000newhouse lots in Region Three;

1,000 new homes and 1,000 new lots in Region 10; 1,000 new lots in Region Seven; 4,000 new lots in Region Six; 1,000 lots in Region Five; 20,000 in Region Four; 250 in Region One; and 1,000 each in Regions Two andNine.”

The Chronicle news, of April 22, 2023 stated that “the government had started developing an area at Millie’s Hideout (Linden) to construct houses as part of a commitment by President Ali to build 1,000 homes to meet the housing needs in the miningtown.

However, “the CEO explained that the project was halted after it was discovered that a significant bauxite reserve was present in the area ”

G o v e r n m e n t i s advised that it should

engage in meaningful consultations with all stakeholders in the Region, in order to avoid such blunders again (as this project was in an advancedstage)

If this approach was taken at the beginning, the halting of this project after it was discovered that “A significant bauxite reserve was present in the area”, would not have occurred, saving taxpayers millions of dollars, as the Block 37 Millie’s Hideout area is known to hold some of the richestbauxitedeposits.

The President further noted that in order to meet the additional 20,000 housing needs, many challenges would be encountered when opening up new lands. One such challenge was the amount of resources it would take to tame the “wet-lands” behind regions 3 and 4 The

time is now to make Linden Guyana’s second City, by expanding its boundaries to Rockstone, Ituni and Moblissa, this will open up many ideal lands behind those “wetlands” especially in regions3and4

It should be noted that some lands within this area are already being developed by the Government, such as “Silica City” and development within the “SandHills”area. Thetimeisnowforboth Central and Local Governments to see where their goals are mutually aligned so that Linden can movetoaCitystatus.

The “City” of Linden wouldbeidealindrivingthe housing sector in Guyana, by addressing the additional 20,000applicationsonfile.

‘Madman’ stabs miner to death

A miner will not be returning home to build a house for his family after he wasstabbedhimtodeathon Saturday at Imbamadai Landing, Upper Mazaruni, RegionSeven.

Dead is Stenson Roland, age 35. According to the police, he was allegedly killed around 23:30hrs by a man known as Rohaman. Kaieteur News learnt that Rohaman is the suspect’s first name, but he is popularly known as ‘Madman’.

‘Higher interest rates will not hamper Govt. from taking more loans’

for better terms

Guyana is now ranked a ‘high income’ country as a result of the resources being generated from the oil and gassector Thisnewtitlealso means that the country will no longer benefit from concessional loan agreements but will be requiredtopayinterestrates reflective of its economic status.

Higherinterestrateswill however not prevent the Government of Guyana (GoG) from contracting loans to finance its infrastructure development programme, since the administration is already strapped with a plan to turn to its bilateral partners for

financialassistance.

Bilateral debt refers to debtowedtoacountry,while multi-lateral debt refers to loans owed to lending institutions such as the International Monetary Fund (IMF), World Bank, I n t e r - A m e r i c a n Development Bank (IDB) and the Caribbean DevelopmentBank(CDB).

On Thursday, Vice President Bharrat Jagdeo during his press conference at Freedom House in Georgetown confirmed that Guyana will graduate from enjoying concessional resources.Whileresponding to a question from this newspaper,theVPsaid,“we

had very very concessional resources from most of the multilateral institutions but progressively that pool of concessional resources has beendwindling.”

Asaresult,henotedthat Guyana will be forced to borrow from the ordinary capital resources rather than thespecialcapitalresources. Forinstance,hesaidGuyana no longer qualifies for loans from the International Development Association (IDA). This is a financial institution which offers concessional loans and grantstotheworld’spoorest developing countries. It is also a member of the World Bank Group. In this regard,

the VP explained that Guyana will now have to borrow directly from the World Bank resources at higherinterestrates.

Similarly,hepointedout that the Inter-American Development Bank (IDB) had funds for special operations and for ordinary capital. One, according to Jagdeo, is concessional, while the other features a market-basedinterestrate.

Jagdeo said that Guyana just received its last set of concessional loans from multilateral institutions. He was keen to point out that Guyana presently has only two variable interest rate loans on its debt portfolio which are owed to multilateralagencies.

He explained, “What we are finding now though is that the borrowing from the ordinary capital of these institutions, which we will have to do now, the interest rates sometimes, in most cases now if we talk about the current situation, will be higher than borrowing from a private commercial bank andfrombilateraldonors.”

agreement with the Kingdom of Saudi Arabia

through a bilateral agreement where it will be repaying at a lower interest rate compared to if it borrowed from the World Bank.

Minister of Housing and Water, Collin Croal, last Thursday disclosed that Guyana’s housing deficit was further exacerbated by new demands brought on by theacceleratedgrowthofthe oilandgasindustry

T h e m i n i s t e r underscoredthatwiththeoil and gas sector brought on more demands for housing, “Wequicklyrealisedthatour promise to providing residential and commercial lots had to take into consideration the gap within the sector from quality controlofbuildingmaterials to finding designs that fit within the structure of subsidized housing, while simultaneouslyensuringthat prices are kept at an affordable rate and keeping true to our low carbon developmentstrategy.”

To this end, he said that his ministry has engaged experts, investors and contractorswithinthepublic and private sectors both locallyandinternationallyto furtheradvancethesector

PAC opens $60M office in Lethem to further protect, conserve Guyana’s ecosystems

Toexpanditsmandateto protect and conserve G u y a n a ’s n a t u r a l ecosystems, the Protected Areas Commission (PAC) on Saturday opened a new office at 56 Commercial Block, Lethem, Region Nine.

The $60 million office is established as one of t h e m e a s u r e s t o s t r e n g t h e n t h e commission’s ability to monitor and carry out preservation activities in the nearby Kanuku Mountains ProtectedArea(KMPA).

It will also lend support to the Konashen Amerindian Protected Area, which is primarily community-managed

Foreign Secretary and Chairman of the PAC Board of Directors, Robert Persaud, noted that the commissioning ceremony is a clear demonstration of the government’s commitment toitspeople.

“[It is] a reflection of howitisthatwecandevelop partnership at the international level, and partnershipatthelocallevel infulfillingaveryimportant mandate. And that mandate is stipulated and outlined in the Protected Areas

Commission Act,” Persaud expressed.

The mandate, he said, is central to the government’s developmental agenda, as it outlines how biodiversity and ecosystem services are deployed for the benefit of the country, especially in those communities where protectedareasarelocated.

“But protected areas are not only about the conservationofbiodiversity, flora,andfauna,butit’salso a b o u t i m p r o v i n g communities. It’s about improving the well-being, improving the lives of our people, particularly local communities and in many instances, indigenous communities.

“This is symbolic, but alsoacleardemonstrationof o u r g o v e r n m e n t ’s commitmentthatwewantto accelerate, facilitate, and ensure from all aspects that we contribute, we facilitate and engineer greater prosperity, greater development, and greater involvement of indigenous communities in our country’s development,” he added.

The chairman expressed theintentionforthebuilding tobeusedasanepicentreof

knowledge sharing in b i o d i v e r s i t y a n d conservation, as well as the inclusion and involvement ofcommunitiesinachieving the goals outlined in the mandateofthePAC.

Persaud highlighted that the Environmental Protection Agency (EPA) and other partners will be able to utilise the building for carrying out similar research and conservation efforts.

President of the Tourism and Hospitality Association of Guyana and PAC Board Member, Omodelle George, shared similar remarks, noting that the establishment of the office is a significant milestone in the work and developmentofthePAC.

Omai to update 3.7 million ounces gold estimates next month – CEO

Almost three years after its return to Guyana, Canadian mining company, Omai Gold Mines will be updating its 3.69 million ounces of gold (indicated and inferred estimates) –next month and will reveal the new estimates of their gold mining project in Guyana.

Omai is one of the few large-scale foreign mining companies working in Guyana.Omaiholdsa100% interest in the Omai gold project in Guyana, which produced over 3.7 million ouncesofgoldbetween1993 and2005.Thepropertyhosts twogolddeposits:theshearhosted Wenot Deposit and theadjacentintrusive-hosted GiltCreekDeposit.

On August 22, Omai published its third drilling resultsfortheyear,callingit another excellent discovery intheirWenotpit,locatedin Region Seven (CuyuniMazaruni).

Russia says genetic tests confirm Prigozhin died in plane crash

(Reuters) - Russian investigators said on Sunday that genetic tests had confirmed that Yevgeny Prigozhin, chief of the Wagner mercenary group, was among the 10 people killed in a plane crash last week.

Russia’s aviation agency had previously published the names of all 10 on board the private jet which crashed in the Tver region northwest of Moscow on Wednesday. They included Prigozhin and Dmitry Utkin, his right-hand man who helped found the Wagner group.

“As part of the investigation of the plane crash in the Tver region, molecular-genetic examinations have been completed,” Russia’s Investigative Committee said

in a statement on the Telegram messaging app.

“According to their results, the identities of all 10 dead were established. They correspond to the list stated in the flight sheet,” it said.

There had been some speculation, especially on pro-Wagner Telegram channels, about whether Prigozhin - who was known to take various security precautions in anticipation of a possible attempt on his life - had really been on the doomed flight.

Authorities have yet to say what they believe caused his private jet to fall from the sky.

The crash came two months to the day after Prigozhin and his Wagner mercenaries staged a mutiny

against Russian military commanders in which they took control of a southern city, Rostov, and advanced towards Moscow before turning back 200 km (125 miles) from the capital.

Muscovites laid flowers on Sunday at a makeshift shrine festooned with Russian flags and photographs set up a short distance from the Kremlin to the memory of Prigozhin and Utkin. “I have got used to comrades in arms dying,” said Dmitry Karpov, who wore military fatigues, adding that Prigozhin had shown by his actions how things should be done in wartime. “Such people remain in history as an example.”

Another man who came to pay his respects, Alexander Dykhov, alluded to criticism by President Vladimir Putin of

Western politicians and commentators have suggested, without presenting evidence, that Putin ordered Prigozhin to be killed as punishment for the mutiny, which also represented the biggest challenge to Putin’s own rule since he came to power in 1999.

In 2019, when Guyana became a member of the Extractive Industries Transparency Initiative (EITI), the country agreed to adhere to several requirements. In this case, EITI requirement 2.4 (a) of the 2019 Standard states that Guyana should publicly disclose all mineral agreements entered into force prior to the reporting period, in this case, 2019. Although the requirements were known to the administration, it continued to make excuses to avoid the release of these contracts. In this vain, this newspaper reported in December 2022 that Vice President Bharrat Jagdeo dodged the matter on four different occasions. During a press conference in April however, he publicly committed to releasing the fiscal terms for all mining agreements. This was

the second time the Vice President promised to “personally intervene” for the release of the fiscal terms of all largescale mining contracts.

The Vice President made a similar commitment in August 2022 during an appearance on 'The Glenn Lall Show' aired on Kaieteur Radio. While appearing on that radio programme, he told the Kaieteur News' publisher, Glenn Lall, “I don't see the reason why many of these are not in the public domain already. I'll find out about it.”

When pressed further Jagdeo said, “I can undertake to find out with you there, what the GRA [Guyana Revenue Authority] is so cagey about that it doesn't want to release… I will undertake anything that is non-propriety that you get it. It was road carnage on Saturday night and during the wee hours of Sunday morning where after three horrific accidents, the lives of eight young people were lost-sixofthemteenagers.

Deadare,RahulThakoor, 19, of Angoys Avenue, New Amsterdam,Berbice,Region Six, two 21-year-old men, Elisha Pellew and Raymond Rosefrom UnityandSupply Village, Mahaica, East Coast D e m e r a r a ( E C D ) respectively, and Shawn Persaud, 19, of Huntly VillageMahaica

The four other victims were killed in a car crash at Canal Number Two, West BankDemerara(WBD),and were identified as, Daveanand Singh, 17 of Providence, East Bank Demerara (EBD), Ameisha Jaikarran, 19, of Old Road La Grange, West Bank Demerara(WBD), Deviane Narine, 18, of Kitty, Georgetown, and Daniel Tribani,19,ofOldRoad,La Grange.

The first accident took place around 22:00hrs on Saturday night along the UnityPublicRoad,Mahaica, ECD, killing three people, Elisha Pellew, Raymond Rose and Shawn Persaud, and seriously injured three others.

Pellew was the rider of the bike and Rose was his pillion rider while the third victim, Persaud was a passengerinoneofthecars.

Investigators learnt that one of the cars, PGG 9823 was heading east along the northern driving lane while other, PAD 171 was travelling in the opposite directionbehindthetruck.

The driver of PAD 171 alleged that the motorcycle

whichhadnolightsovertook him and crashed into the othercarandricochetedinto thetruck.Theimpactcaused the car to spin into his path and although he tried to swerved away, he could not avoid slamming into the car too.

The end result of the collisions was horrific because among the mangled vehicles lay bodies and severedbodyparts.

Those who survived the crash received severe

injuries and include the driverofPGG9839andone ofhispassengers. The passenger sustained a punctured spleen while suffered a Cerebral Concussion.

A few hours later, just another deadly crash occurred this time along Number 11 Public Road, EastCorentyneBerbice.

It involved two motorcyclesandclaimedthe life of 19-year-old- Rahul Thakoor and left two other

persons Keon Willians and his pillion rider, Lennox Reidseriouslyinjured.

Police said that both motorcycles, CJ 2552-the one ridden by Thakoor and CL 4458-ridden by Williams, were speeding in aneasterndirection.

Williams claimed that Thakoor undertook his bike and clipped the handle causingbothofthemtolose control Thakoor crashed into a light pole and he and his pillion rider fell onto the

road sustaining injuries to theirbodies.

Public-spirited citizens stopped and rendered assistance Thakoor was picked in an unconscious state and rushed to the New Amsterdam Public Hospital along with Williams and Reid.

Thakoor unfortunately died while receiving treatment.

Theroadcarnagedidnot stop there At around 01:30hrs Sunday morning a car crashed into a parked truck along the Resource Public Road, Canal Number 2 Polder, West Bank Demerara killing four teenagers, Daveanand Singh, Ameisha Jaikarran, Deviane Narine and Daniel Tribani.

Singh was reportedly driving at the time and according to reports he was speeding east when he lost control of the car and crashed into a truck parked beside the road. The impact of the collision sent the car crashing through a nearby concretefence.

An ambulance was summoned and the medical professionals onboard pronounced two of the occupants dead at the scene. The driver and under passengerwererushedtothe West Demerara Regional Hospital in an unconscious state but they died while receivingtreatment.
