Firstly, there are different categories of persons who will be building homes -persons with title for their land from Ministry of Housing, persons who have leases and want to build on state land, and then there are those who intend to build on village (communal land). From this bloc of persons, some may be building with loans from the bank while others may be building from their own pocket. Also those persons building on communal land may not be able to access loans for construction due to the fact that the land belongs to the community and not the individual. When all of these factors are considered, which category/categories of homeowners are therefore eligible for the “building package” as announced by the President? What is/are the criteria that must be met? How will the application process and the disbursement of building materials be easily accessible to remote locations? How will it be ensured that citizens across Guyana benefit equitably from this initiative? It is sincerely hoped that this initiative does not have tons of red tape which will prevent those most in need (Continued on page 6)

DEAR EDITOR, At the launching of the 2022 International Building Expo, the President announced that persons building homes would benefit from a steel and cement package free of cost to help offset the skyrocketing cost of building materials. While the initiative in theory sounds good, its actual operationalisation and implementation across the length and breadth of Guyana seems a bit hazy.
DEAR EDITOR, The call for ethnic balance in the Public Service and its agencies has provided provoking, perplexed and petrified responses, especially since the introduction of a “What Guyana looks like” term. To date, no serious approaches have commenced to adhere to this recommendation and the issue has survived to this day unresolved. The demographics of Guyana show the following: Indian Descent – 39%; African Descent – 29%; Mixed -20%; Amerindians11% and others – 1% (Portuguese, Chinese and White).Social media is the electronic medium, engineering variable platforms to pour and spill grievances, opinions, remarks, complaints, news, views, interviews and nuanced innuendoes. It is long past his time to walk away from Freedom House. All the good he did is being undone by his continued and or expected failures especially with regards to energy (Amalia Falls, Exxon Renegotiation, Gas to Shore, Wales) and collapse of Guysuco and collapsing roads and flooding of farm lands. The Vice President is reminded that Burnham had the same mindset of not wanting to leave. Like Jagdeo, Burnham thought he was indispensable. Nature solved the problem in August 1985 with a sigh of relief from the nation of not having to bear his heavy burden for any longer. Hoyte reformed the political system, resulting in free and fair elections. When he came into office, Jagdeo established laws that prohibited dissension within a party; MPs must toe the line of the party leader or be replaced. Party and parliamentary democracy weakened under his watch. Jagdeo selected Irfaan as the candidate in 2019. If Jagdeo were so confident in Irfaan running the Presidency, he should not be overshadowing the President. Jagdeo does not need to be in office or have power to select MPs, Presidential nominee, Ministers (if the party wins), and other office holders. He had his time- a new democratically leader should make those selections. He does not need to be in office to protect himself or his business interests as he has constitutional protection as a former President. And he has enough wealth to live on. Jagdeo enjoys a pension of some $3M monthly plus perks like travel, security, utilities, vehicles, etc. all provided by the state. His business interests, inclusive of his rentals to Mr. Su and others are secured. He has enough to live a very comfortable life. He does not need the kind of things Su mentioned in the Vice interview if indeed the allegations are true. Jagdeo should sit in his mansion and enjoy it and all the amenities that go to a former President. Pursuant to section 13(5) of theAct, where two or more bids are adjudged to be equal, or two or more bids are within five percent of each other when financially (or commercially) evaluated but is otherwise adjudged to be equal, the bid containing the highest level of local content (the bidder with the highest local content score or weighting) shall be selected as the winning bidder

There is little regard that is shown these days for pedal cyclists. Often they are squeezed onto the curb by the heavy vehicular traffic. Motorists seem oblivious to cyclists many of whom ride at great risk these days. This is all part of the trend of indiscipline on our roadways. And the police need to do something to stem this indiscipline without having to haul persons before the courts. No motorist is going to allow any policeman to deflate the wheels for breach of a traffic offence these days. And no policeman is going to want to do this when he or she can exercise the more favoured option of hauling you to the station and placing you before the courts. The police, however, can do much more to improve discipline on our roadways without having to throw the book at the erring motorists. The police can give warnings to motorists and they would be surprised at how effective this can Take,be.for example, a practice that is very prevalent today and which aggravates most law-abiding motorists. There are two lanes leading to a junction; one lane is for proceeding straight and the other lane, the turning lane, is for vehicles that are turning. The lane for traffic not changing direction is usually the longer lane and there is usually a long line of vehicles in this lane. But quite consistently there are motorists who will go alongside this lane into the turning lane and proceed to the head and then simply proceed straight, all the while impeding motorists who wish to turn and are in their correct lane.All it will take is for a few policemen to be placed during peak hours at junctions where there are two lanes directing traffic in different directions. The police should simply pull over those who have flouted the law by being in the wrong lane.They should issue a stern warning to these drivers but should desist from trying to deflate their wheels because in this the age of horsepower that unlawful practice would not be condoned. (JAMAICA OBSERVER) - THE verbal spat over the Government’s decision to make income the sole determinant of interest rate subsidies on loans from the National Housing Trust (NHT) continued on Thursday with the Opposition firing a fresh salvo against the policy. Prime Minister Andrew Holness has insisted that the intention is to give more poor Jamaicans the ability to purchase their own home. However, the People’s National Party (PNP) says the policy, which will remove the subsidy on interest rates for disabled NHT beneficiaries earning more than $30,000 weekly, is regressive and has vowed to reverse it if the party returns to power. Holness had first indicated the Government’s intention in March this year, announcing that the NHT will cut interest rates by one percentage point for all new mortgagors, effective April 1. That adjustment, he had said, means more contributors can now access NHT loans at zero per cent. The interest rate reduction meant that contributors earning more than $30,000 but less than $42,000 per week now pay two per cent interest as their mortgage rate. In addition, the NHT has doubled its Special Grant for Persons with Disabilities to $300,000, and households with two disabled persons can see this grant doubling to $600,000. The NHT has also discontinued the interest rate subsidies applied to special groups, arguing that the “subsidies were not being effectively applied based on financial need” as “potential beneficiaries who had similar or lower incomes, when compared to persons within those special groups, could not benefit from these subsidies”.TheNHT said the new approach allows it to “focus its subsidy programme on the most vulnerable contributors, specifically, low income earners of all ages and persons with disabilities”. But the Opposition has baulked at the plan, and on Thursday issued a news release saying that a future PNP Government “will undergo a thorough review of the regressive policy decision of removing the subsidy on interest rates for civil servants, police, teachers, persons with disabilities, persons over 55 years of age, and others”. The PNP described the policy as “unconscionable and unjust because these groups have never been properly compensated or recognised by society for the tremendous work they do”. The party also said that offering these individuals the subsidy on interest rate is just one legitimate means of demonstrating appreciation for their work and efforts. On Wednesday afternoon, while speaking at the handing-over ceremony for 32 duplex housing units in Majesty Gardens, St Andrew, Holness said “The disabled community listening to the narrative and not having the facts might be quick to say ‘No, don’t take away the policy.’ But you would be interested to know that only 12 disabled persons have actually benefited from the reduction of one per cent in interest rates, only 12.” Noting that the one percentage point reduction might only amount to “a few hundred dollars”, the prime minister said, “This argument of taking away of subsidies must be placed in the context of the Government reducing interest rate for every category of Jamaicans to the lowest it has ever been, plus increasing the number of Jamaicans who get access to zero per cent.”
