Phillips and Lovell promoted to Brigadier Generals - Phillips to succeed Rear Admiral Best as Army Chief

President Ramotar (left) pins the insignia on Brigadier Lovell Newly appointed Brigadier Mark Phillips has promised the Commander-in-Chief of the Armed Forces, President Donald Ramotar that he will hold, tightly, on to the principle of professionalism as he gears to move the Guyana Defence Force (GDF) from strength to strength.

At the Office of the President yesterday afternoon, former Colonels Phillips and Bruce Lovell were both officially promoted to the rank of Brigadier General.

Brigadier Phillips is expected to assume the command and control of the Guyana Defence Force, following the retirement of Chief of Staff, Rear Admiral Gary Best on September 16.

At the simple Badging ceremony, Brigadier Phillips said that he has all intentions to maintain the longstanding professional characteristic of the GDF. Phillips vowed to continue his hard work and thus aid in the maintenance of standards in the army.

During his brief speech yesterday, President Ramotar said that Brigadier Phillips is simply reaping the benefits he sowed through hard work and dedication over the years.

The Head of State added that based on the fact that the man of the moment is always a hard worker, it is a pleasure to promote him.

The President gave his blessings and well wishes to both newly promoted Generals.

Brigadier Lovell has 20 months remaining before he proceeds into retirement.

As he gave brief remarks just after his new rank was unveiled, Brigadier Lovell disclosed that when he joined the Guyana Defence Force some 35 years ago, he never anticipated attaining the rank of a General. According to him, he merely wanted to serve.

Controversial Amaila Hydro ...

Legal fees set at whopping US$5M Sithe Global, the company contracted to develop the Amaila Falls Hydro Electric Project, has embedded in its agreement with the Guyana Government, its legal fees to be paid and this is included in the overall price tag of US$858M. It was unearthed during an assessment of the project documents, that Sithe Global included its legal fees which amounts to a whopping US$5M. The information is reflected in the Mercados Energeticos Consultores, Evaluation and Financial report for the Amaila Falls

Hydro Electric Project.

The Argentine Based Company was hired by Sithe Global and the Guyana Government in 2009 to undertake a viability study for the project.

Under the cost analysis breakdown of the project, it was pointed out that US$2M out of the US$5M has been set aside for the Bank’s Legal Fees.

This allocation raises serious concerns, with observers asking why the company would want to be paying the legal fees, for presumably the Chinese Bank. The China Exim Bank

It is also documented in the breakdown of costs that the remaining US$3M has been earmarked as the ‘Legal Counsel’ fees for the Company.

Hughes affiliation to the Amaila Falls Hydro Inc, the Alliance for Change (AFC) Leader, Khemraj Ramjattan said that he knew of an association between Hughes and the Company and that it was related to legal services.

Cops question Women Miner’s Association head over assault, theft claims Head of the Guyana Women Miners Organisation, Simona Broomes was questioned yesterday at the Criminal Investigations Department Headquarters, Eve Leary, in connection with an allegation that she assaulted a Bartica businesswoman who is presently on a Trafficking in Persons charge.

She was detained for about four hours before being released on $10,000 station bail and has been instructed to return to Eve Leary on September 6.

Broomes said that the police indicated that they may send the report to the office of the Director of Public Prosecutions for advice.

Broomes told Kaieteur News that the businesswoman making the allegation, claimed that the GWMO head had struck her with a firearm and snatched off a six-ounce gold chain from her neck.

The complainant is said to be the same businesswoman who was recently remanded for trafficking a 17-year-old girl and for assaulting Brooms.

The incident reportedly occurred last April when Broomes, a crusader against human trafficking, was attempting to rescue four teenage girls, who were allegedly being held against their will at an interior location.

Refuting the woman’s claims, Broomes said that the allegation was being made in an attempt to tarnish her reputation and undermine her efforts to stop the exploitation of underage girls.

She also queried why the woman was now filing the complaint after so much time had elapsed.

The women miner’s head said that the chain she was supposed to have snatched is described as a “dog collar.”

She said that it is impossible for someone to snatch a chain like this from a person’s neck.

Broomes told Kaieteur News that at around 08:00 hrs yesterday, she received a call from a rank requesting that she go to the Juvenile Branch at CID Headquarters, Eve Leary in connection with the recent TIP case.

The GWMO head said

that she went to Eve Leary Juvenile Branch after lunch and was told by an Inspector that an allegation had been made against her and that another rank would read the allegation.

Broomes was reportedly then told that the businesswoman had alleged that the GWMO head had struck her in the face with a firearm and snatched a sixand-a half ounce chain from her neck. According to Broomes, the rank then informed her that she was under arrest, and that a senior officer would make a decision on how to proceed.

She was detained at the Juvenile Branch until late yesterday afternoon, when a member of the GWMO posted $10,000 station bail.

Although clearly upset, Broomes said that the allegations would not deter her in her crusade against human trafficking.

Last June, the US government bestowed an award to Ms. Broomes for her efforts to stamp out human trafficking in her homeland.

Sithe Global, who developed the project, demanded that it be paid US$60,000 per month for undertaking this function.

With a construction duration time set at four years, this would mean that Sithe Global would have paid itself US$3M for the service.

This payment to Sithe Global would be in addition to being reimbursed for the cost the company would actually incur.

This questionable transaction that Sithe Global caused the Guyana Government to agree to, is separate from what this publication reported on yesterday regarding the interest payments.

Chartered Accountant Christopher Ram in his analysis said, the repayment arrangement to Sithe Global was akin to depositing $100,000 in a Bank, withdrawing $90,000, but the Bank continues to pay you interest for twenty years on the initial deposit of $100,000 According to the financial analyst, this is exactly what the Guyana Government signed onto with Sithe Global for the Hydro Project.

He said it was surprising enough to learn that Sithe Global would be receiving a tax-free, 19 per cent return on its investment.

He calculated that in the last five years of the project, when Sithe’s investment would have been substantially repaid, it would receive interest on the balance of its investment at rates ranging from 76 per cent in year 16, to 380 per cent in year 20.

According to Ram, Sithe Global also insisted on being paid an ‘equity participation fee’ of two per cent of the total project cost, which amounts to more than US$17M. “In effect, from Sithe’s point of view, the higher the cost, the higher the fees it would be paid.”

This ‘equity participation fee,’ is separate and distinct from the 19 per cent rate of return already being asked for its equity.

What’s with the fire hydrants?

These past few weeks the nation was focused on the Amaila Falls Hydroelectric Project. Everyone was talking about the huge sums of money that the project was costing.

At the same time they were also talking about the huge sums being spent on projects designed to take Guyana into the Twenty-first century.

The country had already spent in excess of US$200 million on the Skeldon Sugar Factory that is intended to lower the production cost and to make Guyana’s sugar competitive on the world market. Then there are the millions being spent on the Marriott Hotel.

Untold millions are being spent on other projects but what should demand the expenditure of other sums appears to be neglected. Georgetown must be the only capital with hardly working fire hydrants. It is not that the government has not spent money on hydrants. In fact, millions of dollars worth of hydrants is lying in the compound of the Shelter Belt because there is something wrong with them.

A few months ago, the Guyana Fire Service made a big show of activating the hydrant on Charlotte Street outside the High Court and the City Hall. There was another test on another hydrant somewhere in the city but for the greater part these hydrants are not working.

The authorities may not see the importance of the hydrants but the poorer people in the society are feeling the effects. These past few days saw three homes going up in flames. What is worse is that two children died. The people in the neighbourhood reported that they waited on the Guyana Fire Service but by the time the first tender arrived the house had been razed. It was old and the wood did not take long to go up in flames.

Indeed, when the issue of the hydrants first surfaced there was the usual talk about who should be responsible for the hydrants. The Guyana Water Authority insisted that the fire hydrants are the responsibility of City Hall.

City Hall indeed was once responsible for the distribution of water in the city but the government saw fit to remove the water distribution aspect of its duties from City Hall. It then became the responsibility of a pseudo Government entity that had its own Board of Directors.

To this day, the passing game continues and the people of Guyana continue to be left at the mercy of fires.

Fortunately for some, the construction some two hundred years ago with the myriad waterways has been a blessing although many of the waterways are fast clogging up.

One would expect that the Municipality, indeed, would be responsible for all the hydrants in its jurisdiction.

However, Guyana is an aberration. The government controls the Municipality, determines how it manages its staff, by how much it could raise taxes if indeed there is any tax hike and whether it could attract funding outside of the taxes that the citizens pay.

Since things are the way they are, one would expect that in the same breath that the government is spending more than US$50 million on the Marriott, where one is certain there would be more than a large number of working hydrants, there would have been an expenditure on the hydrants.

Of course, there is need to improve the water distribution system. The Inter-American Development Bank has been funding some water rehabilitation in Guyana but Georgetown has never been able to improve its system in any meaningful way.

The people, having concentrated their objections on the Amaila project, should now turn that very attention to issues closer to home. For one, when a fire strikes, unless the homeowners are filthy rich or the home is very well insured, there is a small likelihood that there would be any rebuilding. The family is often reduced to paupers and mendicants. There have been cases of people running mad.

It is indeed strange that attention has not been paid to the fire hydrant situation. We have allowed it to collapse over the past five decades when all it would have taken was some money for constant rehabilitation of the system.

Guyanese have witnessed the institutions of nation-building being uncaringly eroded DEAR EDITOR, Since coming to power in 1992, the PPP regime has made no significant progress in bringing Guyana any closer to realizing the vision of a truly developing country.

The hallmarks of the PPP regime are now shrouded in divisiveness and discord of incredible proportions: stymied in the politics of naked propaganda and distortions and unbridled selfish ambition by its leaders.

They have not fulfilled their promises to end power blackouts, provide adequate potable water to the citizens, end corruption and crimes and improve the lives of the poor. Amalia is perhaps their temporary savior but it has fallen by the wayside.

Instead of taking advantage of the goodwill offered to the PPP in 1992 by the people after a disastrous period of PNC rule, Guyanese have witnessed the institutions of nation-building being dispassionately and uncaringly eroded, made unpalatably dysfunctional and being recklessly and willfully destroyed by unadulterated political dishonesty, propaganda, widespread greed, massive

corruption, unashamed deceit and downright abandonment of the poor and the working class-the foundational base of PPP support. The outcome of the recent concluded PPP Congress which was regrettably and shamefully laced with unprecedented levels of vituperation and openly declared attacks on the opposition may disrupt the political status quo for a while. It will also continue the gridlock between the opposition and the government How long that impact will be sustained is anybody’s guess.

But what is very clear to us is that the minority President has created the present gridlock by not assenting to the two bills passed by Parliament and by his refusal to establish the Procurement Commission— the two most vexing problems for the opposition.

It is true however, that as a nation, Guyana has lost its way under this selfish and uncaring PPP cabal and is drifting hopelessly in murky and treacherous waters.

There has never been a more compelling need for the majority political opposition to take drastic action and put

the nation back on track.

The opposition must use its majority in Parliament to interrogate the government to make sure that the taxpayers’ money is spent wisely and the country’s resources are used to benefit everyone and not just a selected few of PPP supporters.

As a political party, the PPP is morally bankrupt and legitimately too endowed in corrupt practices to take the lead in putting the nation back on track.

More than that, the PPP, by its own failures, due largely to unending corrupt practices over the past twelve years is intellectually dishonest.

The PPP still remains the most institutionally unstable, insensitive and corrupt political entity in Guyana.

Instead, the cabal has embarked on a mission to make the rich, richer and the poor, poorer as evident in the palaces in Pradoville 1 and 2 and at Lenora.

They have not only oppressed the poor and the working class but have also created a new type of bondage-a bondage of silence, where citizens are afraid to speak out about corruption and nepotism in

the government for fear of victimization.

The minority PPP regime is currently immersed in a battle with the majority opposition over the flawed Amalia Falls Hydro Project which most of the local accountants and economists claimed will cost the taxpayers about US$2 billion.

One of the reasons for this flawed and expensive project is that the PPP did not use the cadre of qualified intellectuals, professionals and technocrats to do due diligence on such an expensive and flawed project.

Instead, they have relied on one man, Winston Brassington to do all their bidding.

Added to this is the fact that the PPP thought that it would have won a majority of votes in the last election and then ram down the throats of Guyanese all the secret deals signed by Jagdeo—Amalia Falls, the Specialty Hospital and the construction of the new airport—all crucial to the development of Guyana but not at any cost to the taxpayers. the But they were disappointed with the election (Continued on page 28)

DEAR EDITOR, We live in a world where there is constant competition for resources which also includes time. We decide what to do with our time and ultimately what to do with our life. A lot has been said about the recent Jam Zone’s Loan Zone, most of which is negative.

The gist of the matter is that a Jam Zone partygoer could have gotten a loan to party and buy the rudiments of that activity, namely hair, nails and clothing as emphasized in the marketing of Loan Zone for Jam Zone. I am not going to expand on the racial undertones of that campaign and how limiting and big a blunder it is in assuming only a certain market niche. That is another letter altogether.

The loan has been offered

by Republic Bank, which like all banks in all loan agreements have prerequisites that involve the borrower demonstrating capacity to repay. There has to be definite and proven work involved in repaying a loan, irrespective of what it is being used for. It is a real financial responsibility.

Whether or not Jam Zone is time meaningfully spent is an issue that is separate and apart from the responsibility of taking a loan. I believe that it is good that the energy of

youth can be paired with a responsibility that can teach the wisdom of the old.

Who knows what sentiment may resonate after paying every month for a year for a few nights of frolic?

I am optimistic that a few of those same minds may

reflect on what they could have done with that money to generate more money. That is the economic self propelling mindset that is required to make a stance against poverty.

How many of us can relate to frivolous spending when

we were young? Did we not go through that phase as well, though in a different form?

Let them pay. A paying culture teaches responsibility first, after which the priority in spending is learned. Let them pay.

Suggestions for improving the Parika/Good Hope ferry service DEAR EDITOR, We have been accustomed to long lines, indecisions, corruption and utter frustration when using this service. Guyana must move forward and I submit a suggestion below but any system that relieves us of the aforementioned will be more than welcome.

This e-governance high speed internet service that the Government is putting in place can do wonders for organizing and modernizing this ferry service. The boats are now pretty modern but the operations are of the 1950s.

Using existing software, tickets can be bought in advance at any T&HD office without overselling a single vehicle space or passenger seat. The cool thing about interconnectivity is that before a ticket is sold the seller will be made aware of the available space on the particular trip.

A ticket holder can be asked to report his/ her presence to the clerk in charge of loading not less than one hour before the boat sails and any no-shows can be then sold to standbys. Should you miss your boat you will pay 20% of the face value of your ticket to get the next boat with space to accommodate you,

and should you then miss that boat you will lose your money. Black marketing of tickets can be discouraged by asking for national IDs and/or registration of vehicle at the time of ticket purchase.

I’ll now attempt to list some benefits of such a system: 1. More money in the T&HD account upfront- reduce cash flow issues.

2. More money in the T&HD account from the increase of tourist traffic- assumption here is that the current levels is negatively impacted by the current frustrating system.

3. Increase in local and foreign tourism-a Skeldon family can plan a vacation at Charity with definite dates and times. This swill spread disposable wealth, increase economic activity and create investment opportunities.

4. The boat can be more easily and efficiently packed. A small computer program can spit out the best configuration of booked vehicles.

5. Better accountability with reduced opportunity for corruption.

I hope this starts a discussion leading to continuous improvements.

The police administration should review the records of members to ensure they are free of domestic violence complaints DEAR EDITOR: Over the August 24 week end there were several letters and articles speaking out against domestic violence and trafficking in persons so much so that one newspaper dedicated two editions to these phenomena.

Of course Stella’s contributions have become the standard bearer with respect to her consistent viewpoints on these undesirable practices.

Minister Webster ’s is commended for her advice to victims or prospective victims which - although a bit late, must be backed up with a raft of mitigating policy decisions with appropriate implementation mechanisms.

I must confess that my interest was piqued by certain comments coming from some public figures at various times, and I decided to return briefly to the question of selecting individuals for top statutory positions including that of commissioner of police.

In a previous letter I opined that it should be mandatory that prospective candidates be subjected to rigorous examination to determine suitability for high office.

I know that none among us is perfect, but I ask your indulgence to identify that among the factors under consideration would be the applicants’professional integrity, personal background including assets and liabilities.

But, just as importantly would be an inquiry into the applicants’ philosophy related to domestic violence particularly where the offender may be a police officer. These approaches are consistent with how a modern police force evolves in terms of policies, protocols and attitudes towards opposite or same sex domestic violence, threatened or actual.

It goes without saying that any officer candidate who was the perpetrator of domestic violence must be automatically disqualified.

How else would we be assured that s/he would not ignore their statutory mandate of service and protection when complaints of dereliction of duty are made against ranks who neglect to investigate DV reports with all dispatch and due diligence?

Therefore, it is incumbent on the police to move beyond sound bites and posturing and ensure that citizens are

guaranteed professional service in confronting these social ills especially when the police themselves are perpetrators.

It is incumbent on the police administration to periodically review the records of all members to ensure they are free of domestic violence complaints.

However, what puts operational readiness and effectiveness in a quandary is if members under the cloud of domestic abuse are prohibited from being in possession of a firearm. An International Association of Chiefs of Police discussion paper on domestic violence by police officers suggests that “A tone of zero-tolerance to police officer domestic violence must permeate the entire police department, as it may be the most crucial prevention strategy available.” This the paper argues can be accomplished through comprehensive baseline education and training for all department employees upon implementation of the policy, and consistent policy enforcement” (2003).

In detailing responsibilities which are beyond the scope of this letter

to examine, the paper places the onus on all members to report knowledge they have concerning domestic violence on the part of an officer.

What I don’t quite understand is that reporting is not required where that

officer is the victim. What is very clear however, is the stipulation that police departments must be prepared to investigate and severely discipline, up to and including dismissal, any officer who fails to report such

knowledge or cooperate with an investigation.

My question is do we have such a police force with the will and willingness in the GPF? We need more advocacy in this matter.

Was Guyana Amazon Warriors defeat a sell out?

DEAR EDITOR, Cricket was known to be a gentleman’s game, but during the past decades there have been so many reports and investigation of match fixing which led to the suspension of a few players from India, Pakistan as well as other countries - all because of the mighty dollar.

Cricket fans in the Caribbean are wondering if the Guyana Amazon Warriors’ crushing defeat by the Jamaican Tallawahs was in fact a genuine victory for the Chris Gayle squad or if it was “a sell out”. Several reasons were advanced for the “suspicion. Among the questions asked was: why established batsmen for the Warriors such as James Franklin and Ramnaresh Sarwan did not bat earlier?

In fact the latter, who is the skipper and a top notch batsman, did not even went to the crease to bat, and spinner Sunil Narine was sent in so early in the inning as well as pacer Chris Barnwell and wicketkeeper Denesh Ramdin. What was even more disturbing was the erratic manner in which Krishmar Santokie bowled against his countrymen- so many

wides, which resulted in 33 runs scored off his bowling. In his final over he conceded 20 runs with five wides. His over was extended to 11 deliveries.

The Jamaican bowled extremely well during the tournament but Saturday night he was way off target. A few pundits say that he should not have been called upon to bowl at the crucial stage because his countrymen knew his type of bowling. It is also surprising that left arm spinner Verasammy Permaul was not asked to bowl.

Regardless of the adverse comments and observation of some of the disappointed cricket fans, the Caribbean Premier League was a tremendous success. There were sold out crowds at all the matches, be it in Guyana, Antigua, Barbados, Jamaica or Trinidad and Tobago, and the cricketing greats who witnessed or were affiliated with the tournament such as Sir Garry Sobers (the Ambassador); Sir Vivian Richards, (Coach of the Antigua squad), and Rickey Ponting who played his last match to end his illustrious career, were in high praise for the CPL. THE INDISPENSABLES Many an employee has deluded himself or herself into believing that he or she is indispensable. One time, a boss left on vacation and when he returned he was told that he was sorely missed during his absence. Hearing this, the boss went on a long story about how indispensable he was to the firm.

“Actually,” interrupted his Secretary, “You left with the key to the front office.”

There are some employees however on whom others are so dependent that when they are not on the job, problems arise. Without these employees some bosses cannot function, yet they never really appreciate how important these “indispensible” staff members are to them.

Take the case of the Chief Executive Officer who was noticed by a young executive standing in front of a shredder, with a piece of paper in hand.

“Listen young man,” said the CEO, “this is very important, and my Secretary is on leave. Can you make this thing work?”

“Certainly,” said the young executive. He turned the machine on, inserted the paper, and pressed the Start button.

“Excellent, excellent…” said the CEO as his paper disappeared inside the machine. “I just need one copy.”

How many times have

you heard the adage that no man is indispensable?

How many times has the impression been created in political circles that there are sacred cows that cannot be touched or removed no matter what they do or how incompetent they are?

Yesterday, President Obama, with typical American arrogance, declared that his country was the one indispensible nation.

While there are sacred cows in every political system, the Americans have a different way of dealing with the idea of indispensability.

For them, it is not a case of anyone being indispensable.

Rather, they actively promote that individuals should be regularly made dispensable. It is their way of ensuring that power is never

harnessed in the hands of anyone for too long because that would, in their estimation, be dangerous and not in accordance with the separation and balancing of powers, which so inheres in that system and which is intended to avoid anyone becoming a political leviathan.

The Americans therefore make it their practice to constantly ditch leaders, and most often for reasons totally unrelated to those persons performance in public life. In this way, they help to ensure that firstly, no one feels that he or she is irreplaceable, and secondly, it helps to constantly renew the system with new leadership and ideas.

This is something that Third World leaders fail to appreciate about the

American application of the concept of indispensability.

These leaders operate on the basis that so long as someone is loyal, that person should not be replaced because loyalty, for them, should always trump competence or new ideas.

The PPP, like any other party that holds government in Third World countries is always going to have its sacred cows, those individuals who are part of the party machinery and to whom the party feels that it is obligated.

Unfortunately, in retaining these individuals to the point whereby they become a liability to the government and to the ruling party, the ruling elite is stifling the process of regenerating new leadership and ideas.

It is therefore refreshing to hear the President of Guyana remark recently that no one is indispensable.

Unfortunately, the government formed by the party, which he was once the General Secretary, has consistently operated as if there are some persons who for whom no replacements can be found. This is not healthy for a liberalized political environment.

There are many persons who ought to have been replaced, even if for routine purposes. There has to be something wrong with a system in which the same set of individuals continues to exercise political authority and influence.

Former Attorney General Doodnauth Singh laid to rest The body of former Attorney General and Minister of Legal Affairs, Doodnauth Singh, left his Forshaw Street, Queenstown home in a dholi after a twoand-a-half hour solemn ceremony yesterday.

In an invited comment, President Ramotar said, “it is always a great sadness when someone who has made a huge contribution dies. Doodnauth has made a contribution to our country in many areas, particularly in the area of human rights… and in law, and he will be greatly missed.”

The body was cremated at the Kashi Dham, Cremation Site Ruimzigt, on the West Coast of Demerara.

Singh studied law in England and was called to the Bar there in December 1958, and was admitted to

practice in Guyana one month later. He served as a private legal practitioner before joining the Attorney General’s Chambers in January 1961.

There, he served as Legal Draftsman and as Legal Counsel to Income Tax and Customs and a Litigation Officer. He also served as Police Legal Adviser and Member of the DPP’s Chambers. In 1969, Singh returned to private practice.

With thriving practices in Guyana, Trinidad and Tobago, Grenada, Antigua and Dominica, Singh showed his mettle and created a name for himself in the legal fraternity.

He was the Special Prosecutor against Patrick John, former Prime Minister and Members of the Dominican Defence Force.

Singh served notably in the case against the former Prime

Minister who was tried, and later acquitted, on charges of coup plotting against the Dominican Government.

In Grenada, he was the Special Prosecutor as part of the prosecutorial team which tried those accused of the murder of the Grenadian Prime Minister Maurice Bishop.

In the legal arena in Guyana, Singh was noted for his role as defence counsel in the frequent trials of political activists, who were agitating against the Burnham administration.

In 1997, he was appointed Chairman of GECOM for the conduct of General and Regional Elections in that same year.

He gained the coved appointment as a Senior Counsel in 1985, and continued in private practice

until June 2001 when he was appointed Attorney General and Minister of Legal Affairs.

His final act as Minister of Legal Affairs in 2009 was to successfully pilot an amendment to the Constitution of Guyana, establishing a Parliamentary Oversight Committee to examine the affairs of the Disciplined Forces.

In February 2009, the National Assembly of the 9th Parliament bade Singh good bye as he proceeded into retirement.

In parting remarks, Singh had called for the raising of the standard of debate, discourse and behaviour in the National Assembly.

He described it as the “highest Court in the land” where the people’s business must be debated not as if it were a vendors’ market.

The Marriot Hotel yesterday A Kaieteur News Reporter, investigating reports that a construction worker fell off the third floor of the Marriott Hotel had to run for her life when a huge dog forced her to flee the compound in a haste yesterday.

After receiving information that a Chinese national, working on the US$51M hotel was hospitalized after a fall, this publication visited the site

yesterday to confirm the report.

But upon entering the compound, after walking past a security guard, one of the Chinese workers smilingly told the reporter, “me no fall down and me na know who fall down.”

With his head shaking from left to right, he directed the reporter to his boss, “Go, go to me boss, me can’t talk to nobody.”

When the reporter approached the boss’ cabin, a huge dog walked out from an open door and charged at the reporter.

Scared almost out of her skin, the reporter bolted, screaming all the while until she was rescued by another Chinese worker.

The ‘boss’ then walked out of the cabin after a while and restrained the dog.

When asked whether

one of his workers fell off the third-flat of the multimillion dollar hotel, he looked at the dog which he held with one hand and then looked at the reporter and smiled.

“All the workers are healthy and they are w o r k i n g , n o b o d y f e ll down.” The reporter did not bother to ask further questions and happily left the compound.

OAS team to conduct anti-corruption review of Guyana A team from the Organization of American States (OAS) will conduct a review of Guyana’s anticorruption measures in October.

According to the 35member grouping, the Commission from the OAS Mechanism for Follow-Up on the Implementation of the Inter-American Convention against Corruption (MESICIC) will conduct the review from October 8th to 10th. The visit is part of an ongoing process agreed on between members of the OAS. The Commission will be made up of representatives from Haiti and Trinidad and Tobago, as well as from the Department of Legal Cooperation of the Secretariat for Legal Affairs of the OAS. According to OAS, during the visits, meetings are to take place with representatives from oversight bodies responsible for preventing, detecting and punishing corruption. The idea is to review the manner in which the Inter-American Convention against Corruption is being implemented in Guyana and to provide “first hand, objective and complete information for consideration

of its national report, which will be adopted by the MESICIC, in March 2014.”

In addition, the Commission will be meeting with civil society organizations in Guyana on the issues being reviewed.

The meetings will also focus on areas such as conflicts of interest, the reporting of acts of corruption, and systems for registering income, assets and liabilities.

To date, similar visits have been made by the MESICIC to Brazil, El Salvador, Mexico, Bolivia, Paraguay, Peru, Costa Rica, Trinidad and Tobago, Honduras, Panama, Chile, Uruguay, Colombia and Guatemala.

OAS explained that MESICIC is a cooperation mechanism between states, with the participation of civil society organizations, established within the framework of the OAS, in which the legal/institutional framework of each country is reviewed for suitability with the Inter-American Convention against Corruption.

“The incorporation of onsite visits as a stage and integral part of the MESICIC represents an innovative and pioneering initiative of the OAS, which, with the support of the Technical Secretariat, has further strengthened this review process.”

OAS was founded on 30 April, 1948, for the purposes of regional solidarity and cooperation among its member states. It is headquartered in Washington, D.C., United States.

GPL completes two substations, five pending

The Sophia substation

The Guyana Power Light (GPL) has already completed the construction of two substations while works are continuing on five more.

The substations completed are at Vreed-enHoop and Edingburg on the West Coast Demerara.

The other unfinished substations include North Ruimveldt (50% complete), Sophia/Liliendaal, East Coast Demerara (90% complete), Good Hope, ECD (89% complete), Columbia, Mahaicony ECD (47% complete) and Golden Grove, East Bank Demerara (40% complete.)

GPL noted that the upgrading and expansion of existing power stations at

Kingston substation were completed while the one at Onverwagt, West Coast Berbice is 10 % and Sophia 89% completed.

The project is a collaborative effort between the Government of Guyana, GPL and China, through a concessionary loan of US$38.96M from the China Export-Import Bank (Eximbank).

This amount is supplemented by US$3.9M for preparatory works, including route clearing, site preparation and backfilling to above 2005 flood levels.

The programme entails the construction of seven new 69/13.8 kV substations; expansion/upgrade of three

existing 69/13.8 kV substations; construction of approximately 96 km of 69 kV transmission lines, including a link between the Demerara and Berbice Interconnected Systems; 2.1 km of submarine cable; the construction of a new central control center with Supervisory Control and Data Acquisition (SCADA) capabilities, and installation of 251 km of fiber optic cable.

The power company said

these developments will result in improve quality of supply, system stability, improved voltage regulation, and reduction of technical losses.

The new 69 Kva Sophia substation, built under the Infrastructure Development Programme (IDP) is considered to be the nerve centre for the Guyana Power and Light (GPL.) This was successfully connected in July last to the national grid.

Canada looks to fasttrack visa applications, opens new office The Government of Canada plans to create new jobs and stimulate economic growth by attracting an increasing number of visitors and international students as well as skilled temporary foreign workers and immigrants to meet its labour market needs.

According to the Canadian Government yesterday, it has now moved to open a new visa application centre (VAC) in Georgetown to make the process of applying for one to enter Canada easier and more convenient.

According to a release from the Minister’s Office, Citizenship and Immigration Canada (CIC), it is expanding VAC network around the world to “provide valuable administrative support to applicants before, during and after their temporary resident application is assessed by a CIC immigration officer”.

VAC service agents are available by phone, email or in person to answer questions and to make sure that applications are complete, the statement said. “This

helps avoid unnecessary delays or refusals due to incomplete applications. For an additional fee, VACs also offer other services, including photocopies, application photographs and self-service computer terminals for those wishing to take advantage of the new online applications.”

However, the agency warned that VACs are not involved in the decision making process and are not authorized to provide applicants with advice about their visas.

Anyone wishing to apply for a visitor visa, study permit, work permit or permanent resident travel document must visit the new VAC office located at 107 Duke Street, Georgetown.

VACs will strive to issue visas and permits as quickly as possible to facilitate travel for immigrants, visitors and students.

Additional notes on dictatorship The PPP has now settled on its leadership. Legally, the leader of the PPP is Mr. Clement Rohee. The hierarchy includes Bharrat Jagdeo, Kellawan Lall, Roger Luncheon, Clinton Collymore, Neil Kumar. It is not a refreshing ambience and the reason for that is that dictatorship never opens the window for refreshing breeze to come through.

Without having to purchase a book on politics, the PPP just had to look across at our neighbour, the USA and they would have

had access to one of the best instruction manuals in politics.

There wasn’t a single Republican Party official who believed that Barack Obama would have won re-election.

Around the world the talk was that Obama was in trouble and he may barely make it or lose.

There were simply no wondrous transformation of American society and economy to give Obama a decisive victory.

Obama was re-elected and quite a substantial amount of political analysts has

concluded that Obama won because he simply had no credible opposition.

The Republican Party was a house full of people who did not know what was going on in America, the changes that were taking place in America and how obnoxious Americans felt about the Republican Party’s attitude to freedom and the open arms policy that made America the greatest empire since Pax Britannica and the Roman Empire.

The Republican Party seems to have learnt its lessons. It is bound to put a candidate in the next race that would appear to be an Obama-like personality. It will avoid immigrant-bashing and it will speak more respectfully of the lower classes and come across less as a fat class party of billionaires. Of course, the PPP will ignore these vital lessons from across the Atlantic. And three reasons explain this.

The American Republican

Party is disposed to intense competition among its leaders and the respect for open, internal democratic elections decide who wins.

Secondly, the Republican Party has to appeal to other race groups to win the presidency, which is something that the PPP has no fear about. For the PPP, if you appeal to Indians’ sense of ethnic insanity, you can easily win elections.

Thirdly, unlike the Republican Party, the PPP is enmeshed in the exercise of power, which is neatly enmeshed in the culture of dictatorship.

It is this inexorable ghost of dictatorship that prevents the PPP from creative thinking.

Creative thinking and dictatorship never meet and will never meet. They are opposites.

Creative thinking might put the Republicans in the White House in the next election.

It was the culture of dictatorship that has put the ineligible faces in the PPP’s executive, which is where the crucial decisions are made.

Clement Rohee is simply an enigma in politics.

With more than thirty five years on the scene, he is not a person that attracts admirers. It is as if Mr. Rohee is not interested in wanting to be appreciated by his country. Mr. Rohee may have been put at the helm of the PPP in anticipation of street battles with the opposition but as a leader of an electoral party, he will be a huge problem.

It is impossible for the average person to understand why the PPP retains Dr. Luncheon as second-incommand and retained him in the executive after his twenty one years of ordinary performance that irritates most Guyanese.

In addition, Dr. Luncheon is not in the best of health.

He is not a person that the nation sees as a leader they want to rule Guyana. Neil Kumar would not find a place in any party in the democratic world.

A political party simply does not put such people in a

Frederick Kissoon leadership role. Even in military dictatorships, I don’t believe someone like Kellawan Lall would be allowed to remain in his post, given the shocking controversies that have characterized his career. I can honestly see the general that heads a brutal military dictatorship telling Lall that he has to go for the sake of the image of the regime. Clinton Collymore has no place in the hierarchy of a Caribbean party.

So why were these persons selected to be at the helm of the PPP after its Congress earlier this month?

Why wasn’t the decision made to part with them because as the government gets older and the 2016 elections draw closer, it is natural for the PPP to present more credible faces? The answer is the culture of dictatorship.

Dictatorship is a self-serving process. If you examine the historical record of dictatorships you will find that as the nation’s condemnations reverberate, the dictators draw closer to each other. The PPP will not change until it loses power.

By: Javone Vickerie Just 48 hours after the entire community of Lodge was shaken by the deaths of two children, who perished in an early morning fire, the mother has since refuted the allegations made by residents that she left her children unattended.

The woman, Odessa Thomas, who is currently hospitalized with burns on her hands, told Kaieteur News that about 2:00 am on Sunday, her now deceased son (Adam) woke her up and said that he was hungry. “I tell him that they got fry sausage and bread in the kitchen so he went and he brought for me and him and when we done eat, he go back in his bed,” the woman said.

According to Thomas, about 3:45 am on Sunday, while asleep, she was awaken by “heat”, which covered her body.

“I jump up and I run to the front door and I reach my son (Harold) fighting fuh open it, so I try push it open,” Thomas said.

The woman added that after efforts to open the door came to no avail she then ran back for her daughter (Shania), who was sleeping in the bedroom with her.

“All of a sudden the whole house end up in flames, so I go back to the room and all meh hear she saying ‘mama mama meh gon dead, ow me gawd’ and like me faint away,” the mother said.

She explained that her other child who perished in the fire was asleep in another room but she thought that he had somehow managed to escape the blaze.

It was not until minutes later as she watched the fire raging through the building, she was told that he too had been trapped inside.

She told Kaieteur News that little Shania could have been saved if assistance was rendered by the person who occupied the upper flat of the building, when she requested it.

“When she (Shania) was screaming for help, I was trying to lash the window open. I saw him run down the step and asked him to bend and pick up her and he said that he ain’t picking she up,” Thomas said.

The mother also said that another young man came and refused to pull the screaming child to safety.

“Everybody just come, stand up and watch, nobody ain’t help,” the mother said.

The woman then claimed that another neighbour to her left then took a hammer and broke open the window but when she asked him to pick

up the child, he also refused.

When asked why she herself did not pick up her daughter and exit the burning house, Thomas said, “after my hands and face were damaged I was afraid to go back into the heat”.

She could not say for sure how she managed to exit the burning building, claiming that she lost consciousness for a while.

Thomas said that after she regained consciousness, she found herself outside and was told that her two youngest children had perished in the blaze.

When asked by this publication about the allegation made by neighbours of her constantly leaving the children unattended, Thomas said, “I did not leave my children alone at home, especially Shania. She is my last child out of six and I love all my children.”

When asked about why her dress was not burned or damaged as she was trying to get out of the house, even though her hands were burnt, Thomas said “Me ain’t had on no panty or brassierre because I finish bathe. I told Shania to bring a dress because I felt cold so I put on the dress and she covered me and we both fall to sleep. My dress did not burn it was only my hands and face.”

Thomas denied that a fire had almost destroyed her home about two months ago.

She told Kaieteur News she cannot say what could have caused the blaze but said that when she awoke her son’s entire bedroom was up in flames.

There are reports that the fire was started by an unattended candle. The house was without electricity.

When asked if she would regularly use candles in the house, Thomas admitted but said that she would blow out all candles before she went to bed and switch off her gas bottle.

Thomas, who is hypertensive, added that she was taking counseling from the Welfare Department of the Ministry of Human Services, because of one of her children’s misbehavior in school and the community.

“I never did anything to ill-treat my children; I never beat them so I took them to welfare for counseling.

Thomas said that on July 25 last, persons who identified themselves as Welfare Officers arrived at her home and requested the custody of children. She added that they took one of her sons and she held onto the other one before they left the yard.

Shania Marshall Meanwhile, an official from the Child Care and Protection Agency had intervened last year after a number of reports were made by residents of Lodge about the children being left unattended.

The source confirmed that Thomas had a total of six children residing with her.

“The relationship between the parent and the children was very damaging because at one

time we received a report that one of the children had one of their eyes damaged,” the official said.

It was also noted that the youngest child, who perished in the fire, was then left in the care of her mother who was participating in counseling sessions with the agency.

“We had asked her to take part in our sessions but her response to the activity was not good at all. She attended

the sessions whenever she felt like and we would constantly receive reports that she would leave the children alone to attend parties,” the source said.

During the counseling, the source said that the eldest children were removed and placed into their care while some stayed with their grandmother.

“We had a few complications with the

children because they would constantly escape from our care and return back home to their mother. So it wasn’t an easy time we had with this family but we never gave up,” the source said.

The source added that to their knowledge, only eightyear-old Shania Marshall should have been in her mother’s care.

“We had made it clear to the mother that we would have taken charge of the other children temporarily due to their behaviour and try working with them and her to build a better relationship. But she had to work and be home at nights to take care of the smallest one,” the source said.

“What happened was really tragic and unfortunate and we cannot condone it,” the official said.

However, Director of Child Care and Protection Agency Anne Greene said that Thomas had an issue of being a responsible parent to her children. “It is really tragic what happened to those children but I want every parent to take this as a serious (continued on page 16)

Zeelugt children murder…

Father refuses to believe that man found hanging is his son Albert Lord, the father of the man who hacked his two children to death and maimed his wife almost a month ago, has refused to believe that the headless body of a man found hanging from a tree on the Zeelugt, East Bank Essequibo foreshore three days ago, is that of his son.

Lord made this disclosure yesterday, hours after he viewed the remains of his son, Richard Lord at the Ezekiel Funeral Parlour for the first time.

The body was earlier identified by the younger Lord’s in-laws who told investigators that the pair of pants the body was clad in, was the same pants the children killer was wearing on the faithful night of August 01.

On that night Richard Lord murdered his two children, five year-old Kimberley Houston, her twoyear-old brother, Tarif Lord and severely injured his wife, Nazarena Houston.

But the dead man’s father said that “a pair of pants” is

not enough evidence to prove that it is indeed his son’s body.

The body was so badly decomposed, with the skull resting nearby, that except for the trousers, it was difficult to make a positive identification.

The older Lord claimed that the skull shown to him has three missing teeth when his son had only one missing tooth.

“How can I identify something like that? The skull has no hair, is just a skull. The body was found with a pants only, that doesn’t prove anything at all. I don’t believe that is my son’s remains,” Albert Lord maintained.

The older Lord questioned, “How can your head fall off and your neck left hanging from a rope?”

He added that he knows that his son committed a crime but “I don’t think this is my son. I prefer if the police had shoot he and kill he, at least I would have seen he face and get a proper body to bury but now I don’t know who I’m

Yesterday, when Kaieteur News contacted Nazarena Houston’s family, her brotherin-law, Narish Samaroo, who also witnessed the PM, claimed that Lord’s father is

We use to buy things wholesale to get it cheaper, so I don’t know why he wasting he time,” Samaroo stressed.

Meanwhile, When Kaieteur News contacted Nazarena Houston’s mother, she said that her daughter, who is being protected by the Ministry of Human Services, was informed of the discovery and she was “very happy.”

“There are many reasons why fires are caused but as individuals all it calls for is being a little more responsible. I had spoken to some of the crew men and some of them are still traumatized because it is not easy to witness such a thing that time of the morning,” Gentle said.

Ramkarran defends AFC’s vote on Amaila …says party showed independence, had nation’s interest at heart Former Speaker of the National Assembly, Ralph Ramkarran, believes that the Alliance For Change (AFC) may have shown its political independence and had the nation’s interest at heart when it backed legislations for the Amaila Falls Hydro project.

Ramkarran, a long-time senior People’s Progressive Party executive, who resigned from that entity last year after penning a critical piece on corruption, stated in his blog site, conversationtree.gy over the weekend, that AFC’s supporting vote in the National Assembly for two pieces of legislations was a major statement defining the party’s strategy.

“The issue before the National Assembly was whether Amaila, which has public support, should live or die before the IDB report. The AFC decided that there was no reason to kill Amaila now.

This decision emphasized its independence, separated it from APNU and demonstrated to PPP supporters that it can be trusted to protect the nation’s interests,” Ramkarran wrote.

Government had tabled two bits of legislations, which it said were critical to part financing of the project. One of the legislation had to do with raising the limits of Guyana’s debt ceiling to $150B from $1B while the other concerns the creation of reserve area to cater for the possible environmental fallouts of the project. While the AFC backed Government on the legislations, it asked for the ceiling to be adjusted to $50B. APNU voted against the legislations.

Former House Speaker, Ralph Ramkarran Sithe Global, the US developer immediately announced its pullout, citing the failure of the Parliamentary political parties to agree on the project.

Government had immediately said that the project was “dead” and that future investments from overseas may be in jeopardy.

The project has sharply divided political parties with the Diplomatic Community and Private Sector urging for talks to end the stalemate position. APNU has refused to budge from its position.

Ramkarran said that AFC made its position on Amaila known from the outset. That is, it would rely on the outcome of the IDB’s assessment of the project in order to determine whether or not to support it.

Ramkarran also pointed out that while AFC initially was concerned, when confronted with Sithe Global’s position that unless there was full Opposition support for the legislation, it would terminate its interest, the party “quite consistently”, decided that it would vote to let the project live until the crucial IDB report was available.

The former Speaker admitted that disclosures that AFC’s Chairman, Nigel Hughes was the Secretary of the Amaila Falls Hydro Inc., the local operating company of the project, may have complicated the situation for the party.

AFC had come under some severe criticisms for not disclosing Hughes’ association publicly.

“The criticisms of the AFC appear to suggest that it opportunistically voted for the legislation at the behest of its Chairman. But in fact, the AFC was maintaining its (continued on page 24)

he body of chainsaw operator Chandradat Hussein, 33, of Goed Bananen Land, East Canje, Berbice, was found hanging in a logging camp at Kurduni, Berbice River last Friday and police believed that he was murdered.

A Port Mortem Examination was performed on the body today Monday August 26, 2013, by Pathologist Dr. Vivekanand Brijmohan gave the cause of death as ligature strangulation.

Police in a press statement yesterday the police said that diligent investigations led to the arrest of a prime suspect who is in custody assisting with the investigations.

According to relatives, the man called 'Deo' was the eldest child of a single parent mother Narainea Chinoo called 'Chandra' of Lot13 Goed Bananen Land East Canje Berbice.

He worked as a chain saw

operator with the Bovelle concession at Kwakwani, Berbice River. According to his mother, her son was on his second visit to the grant with his boss.

The distraught woman stated that on the first trip, her son spent six weeks before returning home. He spent a few days before leaving on Sunday 18 on his second trip with his boss. The woman said that she was at home around 20:30 hours on Friday when she received a phone call from someone at Betsy Ground. The person just asked for her residence and the phone cut off. She immediately became worried and returned a call to the number.

However, she decided to go where the person lives in the next village.

While going, she met the caller on the way but she was reluctant to divulge any information.

UG getting support to realise Hotel handyman died needed changes - VC Body at Safari Inn…

Police are continuing to treat the death of hotel handyman Victor Ramsabad as a murder, after a postmortem conducted yesterday revealed that he had died from a fractured skull and brain hemorrhage.

The 37-year-old Ramsabad, known as ‘Tun Tun’, was found dead last Tuesday in the compound of the Safari Inn, located at Friendship, East Bank Demerara.

He had what appeared to be a gaping wound to the back of the head and lacerations about the body. Ramsabad was last seen alive at the hotel at around 21:00 hrs two Sundays ago, and it is believed that he died the same day.

Police had detained the proprietor, Francis Correia, but released him on $30,000 station bail. Mr. Correia had told Kaieteur News that he was instructed to return to the station yesterday, since the investigation was incomplete.

There had been suggestions by the hotel o w n e r ’s w i f e t h a t t h e handyman, who was a heavy drinker, had fallen to his death from a shed while indulging in his habit of climbing and peering into the rooms of couples visiting the hotel.

But Ramsabad’s mother had said that she was told that her son had gotten into an altercation with someone after he had taken some bottles of beer from a freezer under the pretext of giving them to a customer on credit.

Yvonne Correia, the proprietor’s wife, had told Kaieteur News that Ramsabad had been doing odd-jobs at the hotel since he was about 15. He was paid

But she said that while they put up with the handyman’s pilfering, they were particularly upset by his habit of peeping into the bedrooms and even into bathrooms at showering guests.

Mrs. Correia said that she had ordered the handyman to stay off the property at night, particularly when he was drunk, but he would sometimes sneak into the unfenced compound.

Mrs. Correia said that she was informed that at around 22:00 hrs on Sunday, August 18, a couple came to book a room at the hotel. A female tenant gave the customers a room key, and on looking outside, reportedly saw ‘Tun Tun’ in the yard.

“She say ‘‘Tun Tun’, Auntie Yvonne ain’t say that she don’t want you in the yard after hours?’”

According to Mrs. Correia, the tenant then went inside, so she was unable to say whether the handyman had left.

Ramsabad was found dead two days later.

A hike in the tuition fee at the University of Guyana (UG) resides ultimately with the policymakers. This deduction was made by the University’s Vice Chancellor, Dr Jacob Opadeyi, who had earlier this year proposed an increase in the tuition fee.

This proposal, according to him, was linked to the need for a widening of the revenue available to the University.

But although he is convinced that “we need to increase our income,” Professor Opadeyi noted that such a development could be realised either through an increase in fees or an increase in the Government provided subvention.

And Government support to the University has certainly not been lacking, as according to the Vice Chancellor, the recent completion of a Special Audit there, has seen Government assuring that all debts incurred by the institution will be cleared in a short time.

“So it is not our business to decide what the University’s fee is because this is still a national

University...We cannot be scratching our palms when it comes to what we have to do,” said the Vice Chancellor, even as he considered the amount of work required to be done at the Turkeyen Campus.

But according to him, “the real challenge is what we have been telling our students; if you want quality, fight for it...and don’t just take whatever we give you.

Fight for it and you will get it...and that is what we are doing...fighting for it.”

It is however the belief of Professor Opadeyi, who took up the reins of the University six months ago, that much needed changes are on the horizon. In fact according to him, “I feel good about what I am seeing here; I am now seeing some new energies...”

Professor Opadeyi was at the time speaking to this publication after the last Friday evening orientation session of new entrants to the University, a ceremony which was held in the George Walcott Lecture Theatre (GWLT).

And even as he made reference to the importance of

the orientation session, Professor Opadeyi noted that while in the past such programmes were loaded with cultural shows “with this person dancing and that choir singing...I said no, let’s bring some young person who can talk to our students and challenge them...let’s bring messages to them and let them know that we are serious about what we are doing here.”

The outcome of his decision was a move to implore young and vibrant President of the Georgetown Chamber of Commerce, Mr Clinton Urling, to take up the role of Guest Speaker at the orientation ceremony.

But t h e a n t i c i p a t e d changes to the University will certainly not be limited to ceremonies alone, as according to Professor Opadeyi, “we are trying our best to make this a better place and I am seeing results...they are very small but that is how you start, with baby steps, and let people see, little by little, the results that are taking place.”

And according to the Vice Chancellor, “I am proud to say that by this evening (Friday) we have released almost 95 per cent of all results and my goal is that by Monday (yesterday) we should achieve 100 per cent.”

The Professor, nevertheless, disclosed that there are yet some among the staffing of the University who still appear bent on embracing “the old mode of ‘I don’t have to meet deadlines’...but I tell you this, I do believe I have the support of all my colleagues.”

Moreover, he noted that many of the daunting issues that have been highlighted in the newspapers are in fact being used as stepping stones at the University. “It has really helped us because I am reading the newspaper and I am cutting out these clippings about UG not doing this and that, and we are confronting these issues...”

In fact, during Friday’s orientation session, the Professor was confronted with the concerns of two students, and according to him, “we are going to confront these issues and I think we are heading for some good times at UG.”

Several Berbice public doctors sent home charging patients service fee - Armogan Several doctors working at various health facilities in Berbice have had their contracts terminated for charging patients for services.

This revelation was made by Region Six Chairman, David Armogan recently, during an address to a new batch of doctors back from studies in Cuba.

He stated that some doctors in Berbice had to be disciplined while some were even sent back overseas after they were found to be charging patients for services at public hospitals.

He chastised doctors “who want to do the ‘side thing’.”

“There are some people whom we have had to ‘treat

with’ some time ago and treat with seriously, because somehow they felt that the salary was not enough and therefore, they decided to do other things that would increase their salaries, and we couldn’t tolerate that.”

All services at public healthcare facilities in Guyana are free of cost.

Armogan, who is also a top member of the Berbice Regional Health Authority (BRHA), announced that patient surveys will be out soon so that medical health care officials in the Ancient County can be evaluated on their conduct and performances at the various medical facilities.

Armogan stated that it is

Internet café bandits caught on camera Internet Café that was robbed twice

The Uprising Internet Café located at Vlissingen road, Castello Housing Scheme was robbed on Sunday night around 9:30 pm by two young bandits. This was the second robbery to befall the establishment within one month.

The first robbery took place on July 20th around the same time as the last.

The proprietor of the business had installed surveillance cameras within the building and was able to record the crime. However on the first robbery the cameras were not working.

This newspaper, upon reviewing the footage, saw that the two young robbers, one armed with a hand gun, made their way into the shop and robbed the cashier of all the money within the tray.

The cashier was sitting in his chair collecting money from a transaction with a customer who then left.

Immediately after the two

bandits came in, one of them went behind the cashier’s counter, while the other stood by the side. The thief who was behind the counter pointed his weapon to the cashier, forcing him to open the cash tray.

Once the cash tray was opened the armed bandit started emptying the register while his accomplice aided him in collecting the money and at the same time, peeping outside to see if anyone was coming.

Upon realizing what was happening, a customer who was surfing the internet got up very quickly and ran out of the café apparently without the bandits noticing him.

After clearing the register the thief with the gun that stood behind the cashier’s counter began further probing the cashier’s surroundings in what appears as a search for more money, while it appears his accomplice went to silence a

woman who was seated inside the entrance of the café.

When the accomplice went back to the cashier’s desk the woman quickly exited and went her way. The bandits then walked out of the internet café, leaving alive the cashier who was seemingly flustered and worried.

Both of the robbers were young men, the one wielding the gun, behind the counter was dressed in all over black and his accomplice was wearing black pants with a black and white horizontal stripe jersey, they both were clad in black caps.

Kaieteur News was told that the robberies were reported to the Police outpost located not too far from the business. The police came on both occasions and conducted their investigations.

“This is what happens sometimes in our system. The patient shouts and we shout back three times! And we get a c o n frontation.

Sometimes, instead of looking after the patient, we beat up the patient! We have seen this!” The Chairman stated that health care practitioners need to temper themselves, “because at the end of the day, you got to realize people are coming traumatized....”

He stated that some of the major complaints that reach his desk are not about diagnosis; rather they are about the doctors’ and nurses’ attitudes.

“Being a good doctor is about having a good reputation. People should look up to you, and to do that, it takes time,” he stated.

He added that every single day, especially in the media, the health sector is “under the microscope.”

“More than any other sector...and you know why...because the job that they are doing is important— it is a question of life and death.”

Armogan stated, too, that inasmuch that the publicity has helped the health care officials and system to be better, it also has a “damaging impact which we have to correct over time.” He is calling on all health care practitioners in Berbice and Guyana as a whole to correct that image “which is not so good in the eyes of the public.”

He noted that even though doctors and nurses might be very highly qualified, if they do not have

a relationship with people, “you would have failed...if you don’t have that kind of clientele.”

He stated that since the Government has been investing so much money for training doctors and nurses, it is imperative that the results be seen.

“Difficult as it may to quantify the results of our investment, it is not how much patients you see, but it will be based on a feedback mechanism from the public whom they treat.”

He added that the BRHA is a constitutional body which falls under the Laws of Guyana, and very soon, Region 5 will also fall under its purview.

By Ivan Cairo PA R A M A R I B O , Suriname; As Suriname’s President Desi Bouterse, backed by several of his cabinet Ministers and Members of Parliament performed a farewell song on stage, Carifesta XI came to a close on Sunday night.

Just minutes earlier during a brief ceremony Bouterse handed over the torch of the Region’s most prominent arts and culture festival to his colleague Michel Martelly from Haiti.

Haiti will host the festival in 2015 as was endorsed by the Caricom Heads of Government during their annual meeting in July 2012 in Castries, St. Lucia.

The Head of State noticed that “with great pride and joy” Suriname concludes the festivities, which were filled “with passionate movements, rhythmic beats, stunning images, moving storytelling, and exquisite tastes”.

He further stressed the call of the youths who called upon the leaders of the Region to build environmentally responsible communities, which the youngsters of the several countries have demonstrated by building “their own green Youth Village”.

“The celebration of culture has indeed shown us who we are and what we have.

In this festival of cultural extravaganza, we are once again reminded that nurturing our cultural heritage is key to our development.

It is only when we know ourselves, respect ourselves and feel deep pride for our cultural wealth, that we can charter with confidence our path in the world,” Bouterse said during the closing ceremony.

The President further argued that connecting the peoples in the Region through their “mutual

passions will help us focus on the South American and Caribbean reality and strengthen us in achieving true development for our nations.”

The Caribbean should learn from the drawbacks during Carifesta XI. “But from the lessons learned, we can bring the festival to a higher level in the future,” Bouterse said before passing the baton, a mahogany woodcarving, to President Martelly.

“It is only through events like this one that we can get to know each other. It is only through events like this one that we can get in one movement,” President Martelly said in accepting the responsibility to organize the next Carifesta in his country.

French Guiana family loses Relatives believe victim was still 12-year-old in accident alive when placed into hearse - calls on local authorities for justice

By Rabindra Rooplall A French Guiana family on vacation will now be burying 12 year old Johnny Romeo Da Silva who was killed after a motorcar driven by a teenager slammed into the lad who was standing at the side of a bridge rail on the public road, at Umbrella Resort on the Soesdyke Linden Highway on Saturday last.

The family is calling on the Guyana Police Force to investigate the death and bring the 18-year-old driver to justice. According to the father, John Da Silva, on Saturday last the family visited the Umbrella Resort on the Soesdyke Linden Highway. There his son was playing with a beach ball and everyone was enjoying themselves.

“My son had a ball playing with it. He later went onto the bridge and stood next to the rail where he was holding the ball and he was trying to throw it back into the water where his cousin was. Then came a grey car that hit him off the bridge while he was holding onto the

Da Silva said after picking up his son’s body from the road, he placed it in his pickup and subsequently proceeded to the Diamond Diagnostic Centre, where the lad was pronounced dead on arrival. The body was subsequently taken to the Lyken’s Funeral Parlour.

The post mortem on Johnny Romeo Da Silva which was done yesterday revealed that he died from multiple injuries. The lad’s right hand and leg were folded in two.

His devastated father explained that he will be shipping his son’s body back to French Guiana as early as possible for burial.

Adding that he visited the Eve Leary Police station where further requests for a proper investigation were made, Da Silva said he met with the Traffic Chief and explained his ordeal. He plans to visit Brickdam Police Station today.

Da Silva is a regular visitor to Guyana and entered the country on the 15, August, 2013.

Even as distraught relatives of the two victims who perished in the minibus that toppled into the Kairuni Creek on Sunday afternoon try to come to grips with their loss, many Lindeners are angry that some drivers still continue to speed on the highway, despite the fact that many of the accidents that have occurred on this thoroughfare have been attributed to that factor.

There had been earlier reports that the child had floated down the creek, after the bus toppled into the water.

The arrival of her body at the Linden Hospital Complex was greeted with anguished wails by relatives. Meanwhile, Althea Adams a sister of 23year old Anastacia Forde, who also perished in the ill-

fated bus, said that her sister and her mother Shonette Adams were on their way to the Jamzone event to vend snacks. She was adamant that if Forde was brought to the hospital earlier, she could have survived.

In the 2006 elections, its support came from disaffected PNCR supporters.

In 2011 that vote evaporated.”

Instead, AFC got the “disaffected PPP vote”.

Ramkarran believed that the AFC is fully aware that it needs to recapture the votes from the PNCR that it lost as well as to maintain and expand its support from disaffected PPP supporters. “While this

needs very hard work and a sensible and creative political strategy, the PPP is making it easy for them by its abusive political strategy and go-italone policy.

The continuing difficulties in the sugar industry continue to create opportunities for the AFC to recruit support and its work among rice farmers, despite the growth in the rice industry and Amerindians are paying dividends.”

Regarding the PNCR, the major partner of APNU, that party has not yet recognized the need to say something to PPP supporters about its policies of the past.

“Only then will it be able to successfully court disaffected PPP supporters or at least remove the fears which still exist of the PNC among this large block of voters and make it easier for the AFC.”

MP concerned about domestic violence AG: Soldiers needed A CABINET minister says that Government may have to look at setting up a special unit to serve the summonses and affidavits related to domestic violence cases.

Michael Lashley, Acting Attorney General and Minister of Home Affairs and Deputy Chairman of the Governance Sub-Committee of Cabinet, said that there have been some challenges in terms of serving those documents in order to get the perpetrators before the law courts. He said that the matter is getting serious and is causing delays in the system.

He noted that also of concern to him, is that once a summons is served, there is increased risk to the complainant and the

authorities may also have to consider protecting such persons until the trial is heard.

The Minister spoke of those issues as he sought to assure the public that Government is looking at strengthening the domestic violence legislation in this country, to ensure that justice can be served.

Speaking to the media yesterday morning, Lashley admitted that the Domestic Violence (Protection Orders) Act is insufficient to address the growing problem of domestic violence in this society, but he explained that his colleagues recognise the shortcomings and are hoping to bring the necessary amendments to Parliament

soon.

Lashley explained that as it stands, a person can only receive a domestic violence protection order against a spouse or another person who lives in the household with them, but the Act does not provide for visiting relationships.

He said that while Government is not encouraging visiting relationships, they are cognisant that persons in such relationships can also be affected by domestic violence. As such, he said that the amendments brought to the Cabinet Sub-Committee cover visiting relationships and they will seek to ensure that there are no loopholes and that the legislation is “as

tight as possible”.

Moreover, Lashley said that a time may come when Government may have to set up a fund under the domestic violence legislation, similar in structure to the Severance Payments Fund, to help the victims of domestic violence, or their dependents in situations where the victims are killed.

“We always concentrate on the perpetrators, [but] we do not concentrate on the victims…This is a case where the State can establish a specific fund for compensation to victims of domestic violence, under the domestic violence act to keep it separate and distinct from compensation in general,” he added.

“I want to say today to the 16-year-old pregnant girl who was murdered in cold blood together with her unborn child, maybe if the soldiers were there she might be alive today and that child could have been a future (Prime Minister) Kamla PersadBissessar to rule this country.”

Rasheeda Gomez was shot on August 13 along with her cousin Nyam Antoine, 16, who suffered from sickle-cell anaemia. Police said a gang leader from Laventille was responsible for the killings.

“Society needs protection from the abuse by criminals first and foremost, everything else comes second. If a police abuse their power or a soldier, they could show the state, you know, and you get compensation, but someone murdering your 16-year-old child there is no prospect of the child coming back. Ramlogan said he intended to raise discussions regarding the Anti-Gang Act, concerning reverse burden of proof.

“That means if someone has reasonable grounds to suspect someone of being a gang member or a gang leader, the police arrest and charge and the onus of the burden of proof shifts on to the accused person to prove to the court that they are not in fact a gang member.

“They will have to lead evidence as to why it is they find themselves in the situation that would lead the police to believe that they are in fact involved in illegal gang-related activity. “ Reverse burden of proof was evident in some antidrug laws of the country, he said.

Ramlogan said he also intended to raise gang member identification because in Trinidad gang members could identify other members by the way they wore their pants and other “ innovative” methods.

He said he was hopeful the Government will gain the Opposition’s support regarding the Anti-Gang Act. And he said he was pleased to see media reports of police officers under probe for the possible leakage of information with regards to police raids in Laventille.

Ramlogan said: “It is clear that someone is compromising the integrity of police operations when they are making these raids. You don’t need to be a rocket scientist to figure that one out.”

KERRY: Chemical arms use in Syria an ‘obscenity’ WASHINGTON (AP) — Secretary of State John Kerry on Monday outlined the clearest justification yet for U.S. military action in Syria, saying there was “undeniable” evidence of a large-scale chemical weapons attack, with intelligence strongly signaling that Bashar Assad’s regime was responsible.

Kerry, speaking to reporters at the State Department, said last week’s attack “should shock the conscience” of the world.

“The indiscriminate slaughter of civilians, the killing of women and children and innocent bystanders by chemical weapons is a moral obscenity.

By any standard, it is inexcusable and - despite the excuses and equivocations that some have manufactured - it is undeniable,” said Kerry, the highest-ranking U.S. official to confirm the attack in the Damascus suburbs that activists say killed hundreds of people.

“This international norm cannot be violated without consequences,” he added.

Officials said President Barack Obama has not decided how to respond to the use of deadly gases, a move the White House said last year would cross a “red line.” But the U.S., along with allies in Europe, appeared to be laying the groundwork for the most aggressive response since Syria’s civil war began more than two years ago.

Two administration officials said the U.S. was expected to make public a more formal determination of chemical weapons use on Tuesday, with an announcement of Obama’s response likely to follow quickly. The officials insisted on anonymity because they were not authorized to publicly discuss the internal deliberations.

The international community appeared to be considering action that would punish Assad for deploying deadly gases, not sweeping measures aimed at ousting the Syrian leader or strengthening rebel forces.

The focus of the internal debate underscores the scant international appetite for a large-scale deployment of forces in Syria and the limited number of other options that could significantly change the trajectory of the conflict.

“We continue to believe that there’s no military solution here that’s good for the Syrian people, and that

Secretary of State John Kerry the best path forward is a political solution,” State Department spokeswoman Marie Harf said.

“This is about the violation of an international norm against the use of chemical weapons and how we should respond to that. “ The Obama administration was moving ahead even as a United Nations team already on the ground in Syria collected evidence from last week’s attack. The U.S. said Syria’s delay in giving the inspectors access rendered their investigation meaningless and officials said the administration had its own intelligence confirming chemical weapons use.

“What is before us today is real and it is compelling,” Kerry said.

“Our understanding of what has already happened in Syria is grounded in facts.”

The U.S. assessment is based in part on the number of reported victims, the symptoms of those injured or killed and witness accounts.

Administration officials said the U.S. had additional intelligence confirming chemical weapons use and planned to make it public in the coming days.

Officials stopped short of unequivocally stating that Assad’s government was behind the attack. But they said there was “very little doubt” that it originated with the regime, noting that Syria’s rebel forces do not appear to have access to the country’s chemical weapons stockpile.

Assad has denied launching a chemical attack.

The U.N. team came under sniper fire Monday as it traveled to the site of the Aug. 21 attack.

It’s unclear whether Obama would seek authority from the U.N. or Congress before using force. The president has spoken

frequently about his preference for taking military action only with international backing, but it is likely Russia and China would block U.S. efforts to authorize action through the U.N. Security Council. Kerry on Monday made several veiled warnings to Russia, which has propped up Assad’s regime, blocked action against Syria at the U.N., and disputed evidence of the government’s chemical weapons use.

“Anyone who can claim that an attack of this staggering scale can be contrived or fabricated needs to check their conscience and their own moral compass,” he said. British Prime Minister David Cameron, who like Kerry cut short his vacation because of the attack, spoke Monday with Russian President Vladimir Putin to outline the evidence of chemical weapons use by Assad’s regime.

Cameron’s office also said the British government would decide on Tuesday whether the timetable for the international response means it will be necessary to recall lawmakers to Parliament before their scheduled return next week. That decision could offer the clearest indication of how quickly the U.S. and allies plan to respond.

More than 100,000 people have died in clashes between forces loyal to Assad and rebels trying to oust him from power over the past two and a half years.

While Obama has repeatedly called for Assad to leave power, he has resisted calls for a robust U.S. intervention, and has largely limited American assistance to humanitarian aid. The president said last year that chemical weapons use would cross a “red line” and would likely change his calculus in deciding on a U.S. response.

Hamilton targets Singapore as a turning point S P A FRANCORCHAMPS, Belgium (Reuters) - Lewis Hamilton hopes Singapore can be a springboard for success in the battle to rein in Red Bull’s runaway Formula One championship leader Sebastian Vettel.

Vettel chalked up his fifth win in 11 races at the Belgian Grand Prix on Sunday and moved 46 points clear of Ferrari’s Fernando Alonso with eight rounds remaining.

The German is 58 points ahead of 2008 champion Hamilton, who moved up to third overall for Mercedes following Kimi Raikkonen’s first retirement in his Lotus, and a fourth successive title is beckoning.

“That’s big gap, a huge gap. It’s going to be very tough to close that but I’m going to keep pushing,” said Hamilton, who finished third at Spa behind Alonso and Vettel after starting on pole position.

Italy is next up, the final round of the European season at the fastest track of all, before Formula One heads east to Singapore, South Korea and Japan and circuits more suited to Hamilton’s Mercedes.

Woods overcomes back spasm Sangakkara to choose between in near miss at The Barclays Champions League T20 2013 news

ESPNcricinfo - Kumar Sangakkara will have to choose between playing for Kandurata Maroons and Sunrisers Hyderabad in the upcoming Champions League T20 in India, after Sri Lanka Cricket have expressed a strong desire for him to represent Kandurata in the tournament.

SLC has gone as far as seeking legal counsel on whether they can ask Sangakkara to play for Kandurata, even if it will effectively cost both Sangakkara and the board significant sums of money if he plays for his local team.

Sangakkara had previously said his IPL contract leaves him with no choice but to play for Sunrisers, but CLT20 organisers have since confirmed that players are free to choose, although they forego 20% of their IPL salary if they do not play for their IPL team.

For Sangakkara, who is on a $700,000 annual contract, this would mean a loss of $140,000.

The Champions League rules also state that if a cricketer is a part of two qualifying teams, and does not play for the team from his home country in the tournament, the team he represents must pay his home side $150,000.

As the Kandurata team is a direct extension of SLC, the board also stands to lose out on funds if Sangakkara does not play for Sunrisers.

“My understanding is that there are financial consequences for not playing for your IPL team, but not necessarily breach of contract consequences,” Dean Kino, head of business and legal affairs for the Champions League, said.

“Under Champions League rules, the player has a choice.”

Players’ tri-partite contract with the IPL and the IPL franchisee defers to the Champions League rules on the subject of whether he can represent another team in the tournament.

Section 3.1 (h)(i)(iii) states that a player must play for his IPL side in the Champions League, “unless the rules of the CLT20 permit the player to elect to play for another team which has qualified for the CLT20, and the player so elects.”

Thus, because the Champions League allows him to choose, there is no breach of contract if Sangakkara plays for the

SLC have maintained that they would like Sangakkara to play for their own team, after Kandurata gained entry to the Champions League qualifiers by lifting the Super Fours provincial Twenty20 trophy.

“Obviously we would prefer him to play for Kandurata,” Super Fours director Ajit Jayasekara said.

“We have nominated him for Kandurata, but I believe Hyderabad have also nominated him.

“We have presented the playing conditions governing the IPL and Champions League to our lawyers and are awaiting a decision from them.

We are following this procedure just to ensure that there is a correct interpretation of the players’ conditions. We’ll have to wait and see.”

Jayasekara also said SLC will be unable to fully compensate Sangakkara for his losses if he plays for Kandurata, but did not rule out offering him compensation of some sort.

“We cannot match up to his free at Hyderabad, because it’s not fair on the other players. I can’t comment on whether he will get some kind of compensation, because that’s an executive committee decision.”

The Sunrisers squad for the tournament has not officially been named, but ESPNcricinfo understands that he is in the franchise’s plans for the Champions League.

Sunrisers has also scheduled Sangakkara in for appearances at functions during the tournament, and he is expected to be part of their advertising as well.

Seam-bowler Nuwan Kulasekara also plays for both Kandurata and an IPL franchise that has qualified for the Champions League.

He did not play a single match for Chennai Super Kings this season, thanks largely to the ban on Sri Lankan players in Chennai.

However, no CLT20 matches are scheduled for Chennai this year.

If Sangakkara plays for Sunrisers ahead of Kandurata, he will be vulnerable to criticism from some fans at home, among whom anti-IPL sentiment is readily espoused.

Earlier in the year, the board had attempted to cast its cricketers as mercenaries who value financial gain over country ahead of a contracts dispute, and in April, Dinesh Chandimal was praised by sections of the public for turning down a soft offer from an IPL team.

Sangakkara is perhaps the most popular personality in Sri Lanka, but even he felt the fallout from the contracts crisis, when he was abused at the boundary by a fan in Galle Stadium, during the first Test against Bangladesh in March.

Sangakkara is presently in the West Indies where he helped Jamaica Tallawahs win the Caribbean Premier League title. He returns to Sri Lanka on Tuesday.

JERSEY CITY, New Jersey (Reuters) - He collapsed to his knees in pain and bent over to place both fists on the ground after a back spasm at the 13th, but Tiger Woods still managed to nearly force a playoff at The Barclays on Sunday.

Woods, who had complained about a sore back he blamed on sleeping on a soft hotel bed this week, hit the deck after hitting a fairway wood for his second shot at the par-five 13th hole during the final round of the event won by Adam Scott.

After collecting himself, the world number one got back to his feet and made his way to the point where his shot sailed over the tee box at the adjacent hole and splashed into water and he took a drop on his way to a bogey.

Woods said he felt twinges in his back on the hole before.

“It actually started the hole before, my little tee shot there started it and 13 just kind of accentuated it,” he said.

The bogey at 13 cost him in a tight race in which he had been part of a four-way tie for the lead early on the back nine. Woods had another bogey at the 15th and was bending over gingerly to take his ball out of the cup.

Woods was asked later if it was a back spasm.

“Oh yeah, big time,” said the 37-year-old American.

“It’s definitely spasming.”

Woods, a five-time winner on the tour this year, still gave himself a chance to add to his total. He birdied the 16th and 17th holes to move within one stroke of Australia’s Scott, the Masters champion, and

Australia’s Michael Clarke confident of turnaround BBC Sport - Australia captain Michael Clarke believes his side are ready to mount a strong challenge to regain the Ashes despite their 3-0 series defeat.

Clarke’s team failed to win a Test in an Ashes series for the first time since their 3-0 loss in England in 1977 and have not won in nine Tests.

But batsman Clarke believes his much-maligned side are improving. “I certainly think we take a lot of positives, especially from the last three Tests,” he said.

Those three Tests saw them only denied victory by rain in Manchester, while they enjoyed dominant spells in defeat at Durham and then scored 492 runs in their first innings at The Oval.

That has given Clarke belief that his players are improving quickly and he

sees no reason why Australia cannot end England’s run of three successive Ashes series victories in the return on home soil later this year, with the first Test beginning in Brisbane on 21 November.

“When we get a win we will run with that momentum,” he added.

“We need to look at the whole series and areas where we can improve, but we will take a lot of confidence from the way we played in the last three Tests.”

Clarke conceded Australia’s batsman, himself included, need to put more pressure on their Ashes rivals with big first-innings totals, but he acknowledged England were deserved winners over the course of the series.

“It doesn’t matter how you play but the result is there - England won 3-0,” he

Venus Williams rolls into Round 2 at U.S. Open NEW YORK — Venus Williams looked a bit like the player that won two U.S. Open titles more than a decade ago, earning one of her biggest wins in two years by cruising past Wimbledon semifinalist Kirsten Flipkens of Belgium 6-1, 6-2 on Monday.

Williams, 33, wearing a multicolored dress and a purple weave in her hair, has been struggling for much of the year with injuries, and her continuing treatment for Sjogren’s syndrome.

“For me, I stay positive because I know I can play great tennis,” Williams said.

“Sometimes you just have to go through more than what you want to go through.

Sometimes you have to have losses. When I had losses, it always motivates me a lot to do better and to work harder.”

Bothered by a lower back injury, Williams was playing just her third event since a first-round loss at the French Open. She hadn’t defeated a top-20 opponent since last October. Flipkens was the 12th seed.

Williams wasn’t super sharp, with 21 winners and 20 unforced errors, and 1 ace and five double faults. She has played sparingly and is only 12-7 in 2013, but her record in the first round of the U.S. Open is now 15-0.

“I realize that I haven’t had a lot of chances to play this year or a lot of chances to play healthy this year, have had injuries and what have you,”

Gayle was somewhat struggling to build his team’s foundation in the CPL and Jamaica Tallawah’s momentum was nowhere near the upswing as Guyana Amazon Warriors’.

The Jamaican seamer Santokie was the focal point of Guyana’s early-stage campaign and this wicket exemplified that. Gayle’s look back at the stumps on his way out was priceless and Santokie knew this would be a scalp to remember.

Russell was the leading sixhitter in the tournament with 16 and he pulled out shots from his arsenal at every juncture. These series of moments combined to form one of the most jovial sparks of the CPL and with each blow, Barbados captain Kieron Pollard’s head dropped lower and lower.

How the tables were turned with Russell administering Pollard a bit of his own medicine. Russell was one of the most consistently entertaining factors of the tournament.

Shakib Al Hasan’s sixth wicket Shakib became the darling of the CPL with unbelievable figures of 6 for 6 against Trinidad & Tobago Red Steel.

As he took his sixth wicket, the approval of the home crowd at Bridgetown roared through the night.

Any one of these “superb six” could be counted as his most cherished. But it was his celebration on the final one that resonated the most. The CPL held a new appreciation for the Bangladeshi as he consigned Dwayne Bravo’s men to defeat.

As Bravo slumped, resigned to his crushing loss, the high-fives and smiles of the Barbados players relegated T&T fans into acknowledging how much the CPL would gain from these international stars.

Windball players presented with school kits from Digicel Participants of the Annual AL Sport & Tour Promotions (ASTP)/Ministry of Culture, Youth & Sport (MCYS) / National Sports Commission (NSC) ‘Summer’ Windball Cricket Development Programme benefitted from the generosity of Digicel after the Company presented them with school kits on Saturday, at the National Park.

Sponsorship & Events Manager of the Company Gavin Hope made the presentation to the players who numbered just over fifty (50) shortly after the conclusion of a practice session which was being conducted by personnel from the ASTP group.

Hope, speaking at the occasion, recognised the work done by the Group, adding that the little knowledge he has about the organisation’s work points to it being responsible for the development of many players who’ve gone on to represent Guyana and West Indies in the sport of cricket.

Ramnarine sets record straight on Scores Even DEAR EDITOR, There needs to be a correction in an article written in your newspaper (Sunday 25) regarding Guyana’s number 1 race horse Scores Even. Your article misstates that Scores Even broke down.

That is incorrect. Nothing is wrong with the horse.

He couldn’t get in to race as he was not eligible to run.

As a matter of fact I made efforts to state the situation that this horse could not run

because he was not eligible to run but it was not printed.

Instead, you went with information Mr Samuel Whyte presented about the horse breaking down. Mr Whyte should have done his research on this matter.

Wayne Cave carts off the spoils in GASP Tier ‘B’ championships

Cave (centre) shows off his hardware with Munru and Williams to his L and R respectively The experts are adamant that perseverance is the main ingredient to success and Wayne Cave endorsed that view when he finally clinched the top spot when the Guyana Association of Scrabble Players (GASP) staged a Class B tournament in the pavilion of the Malteenoes Sports Club, Sunday morning last.

Cave turned in a flawless performance to amass 6 points and a positive spread of 382 to win the tournament, while Maurice Munru clinched the second place spot with 5 points and a positive spread of 192. Robert Williams sealed off the final podium spot after amassing 4 points and a positive spread of 220.

Despite winning all of his games, Cave was made to dig deep against Williams, Munru and Grace Hercules whom he defeated by narrow spreads of 4, 9 and 9 respectively. His other victims were Kevin Williams (176), Paul Adams (90) and Prudence Edwards (94).

Munru benefited from a bye (50) but defeated Hercules (47), Robert Williams (19), and Edwards (50) while Robert Williams won games against Hercules (43), Adams (141), and Kevin Williams (9). He also benefitted from a bye (50). The players continue practice sessions at the Malteenoes Sports Club on Thursday evenings while the date for the next tournament will be announced soon.

They say that champions are made of quality stuff and that an apt analogy for Guyanese sub-junior powerlifting sensation, Gumendra Shewdass, who hails from the Ancient County of Berbice.

Yesterday in Killeen, Texas, USA, the world was reminded that in Guyana, South America, powerlifting is a sport that we have dominated at every level since returning to the competitive ranks about five years ago.

Shewdass went into these championships as the top ranked lifter in the world in the 53kg division and lived up to expectation when he took overall gold and also won his pet lift, the Deadlift.

After the first two lifts (Squat & Bench Press) Shewdass was trailing his USA rival Dalton La Coe but the little warrior from the Land of many Waters was certainly not in unchartered waters; rising to the occasion to destroy all and sundry in what is being described as a vintage performance.

Preserving the legacy: Former boxers to stage nostalgic boxing card in Linden Boxing pundits of the late seventies would remember with a tinge of nostalgia, the many pugilists that have ruled the roost and contributed to the rich boxing legacy locally.

Names like Conrad Wilson, Carl Brutus and Carl Golden are bound to take center stage since these were among the core boxers that entertained boxing buffs during the heydays of the sport.

It has been quite a while that these boxers have vacated the scene but their legacy remains to inspire contemporary pugilists all aspiring for lofty goals.

Now, those names will feature once again as these principals have formed a promotional group and are planning a boxing card slated for the Mackenzie Sports Club ground on Boxing Day, December 26 next.

Boxing Board of Control (GBBC), Eon Jardine recently spoke with Kaieteur Sport and revealed that Golden recently visited Guyana from the United States of America where he now resides.

He will be promoting the bout under his group, “Carl Golden and Son’ but will also solicit the support of the GBBC and the aforementioned boxers.

A former resident of Linden, Mr. Golden has also disclosed that his aim is to develop the sport in his community with a strong focus on Linden boxers.

To this effect, the proposed card is a ProAm affair and will feature boxers out of Linden against their Georgetown counterparts.

Cassius Matthews will come up against Anson Green in a 6 rounds jnr/welterweight encounter while Sharon Ward battles Margaret ‘Chico’ Walcott in an 8 rounds super/

middleweight affair.

Heavyweight, Pauline Parks, had been involved in several crowd pleasing affairs before she decided to take a self imposed hiatus from the sport. She will be back and will face off with the exciting Pauline London over 4 rounds while Edmond DeClou will face off with James Walcott in an 8 rounds super/ middleweight shindig.

Additionally, several of the past boxing stars will grace the ring in exhibition affairs as the promoter attempt to regurgitate memories of those glory days.

Former world rater, Terrence Ali will spar for a few rounds with Golding, while Conrad Wilson and Samuel Brutus will also engage in similar activity.

The amateur bouts are still to be finalized but the promoters have bandied such names as Ejad Alli, Joshua Corbin, Monthel Johnson

and Akeem Alexander, all exciting boxers that could enhance the card.

Golden has boxed in Guyana during the seventies but migrated to Trinidad and Tobago and subsequently, the USA, where he plied his trade with some successes.

He said that he has benefitted immensely from his involvement in the sport and also admitted that boxing has been kind to him.

He said that he wishes to pass on such good fortunes to the young brigade.

He also said that the impending card is not a one off affair as his group will be promoting frequently with the second card scheduled for the Linden Town Day celebrations next year.

He said that he has had discussions with Regional Chairman (Upper Demerara), Sharma Solomon who has given the venture his blessings.

Malcolm Marshall REMEMBERED Voice Online Birmingham, England - West Indies cricket great Malcolm Marshall was commemorated in a memorial match during the August Bank Holiday period, as part of a series of cultural events in Birmingham.

The event took place on Sunday, August 25, the match pitted a Sir Vivian Richards XI against a Professional Cricketers XI at Birmingham’s Handsworth Cricket Ground, in memory of one of the legends of cricket.

Marshall was one of the world’s most feared fastbowlers during the 80s taking more than 370 wickets at an average of Test bowling average of 20.94.

Elle’s Vision wins Guyana Cup for second consecutive year, Cat Messiah scores double Jagdeo, Singh and Jumbo Jet and Shariff stables outstanding

By Samuel Whyte It was Elle’s Vision of the Jagdeo stable that came back after an almost one year rest to whip the field in a gate to post triumph to claim the feature B class event and retain championship honours at the Guyana Cup horserace meet Sunday.

Cat Messiah of the Gansham Stable scored a double win to be crowned champion horse as the curtains came down on the event organised by the Jumbo Jet Family in collaboration with the Port Mourant Turf Club at the Port Mourant Turf Club.

With Cooperate Guyana throwing in its support, the activity lived up to most of its pre-race hype with some close finishes as the record holiday crowd had an entertaining day at the races.

It was a day full of action as the crowd spilled over on the track in some cases impeding progress. In the end it was Elle’s Vision running in only its third race with Trinidadian jockey Nicolas Patrick on the perch that was able to create a record and be the only animal to win the Guyana Cup twice and in succession.

The animal was flawless as it left the starting gates racing away in front, holding its own despite being briefly challenged along the way. By the half way mark the front runners were going at a searing gallop as some of the horses started to fade under the pressuring.

The packed arena by that time was on edge as the horses entered the homestretch with Elle’s, Vision up front with Patrick urging it on as it increased its lead with every step to charge to victory and race away with the coveted $3.5M winners money and the Guyana Cup compliments of Banks DIH Limited.

Classified C2 and imported from the USA and carrying a weight of 113, it was astonishing that the animal only had one race a few weeks ago between the last Guyana Cup and now and to come back after such a long layoff to win the 1500M event so easily, thus entering in the record books.

The Jumbo Jet stable copped all the remaining places with Grande De Roja, Got to Go and Marathon Man rounding out the money.

Jumbo Jet Racing Stable Shariff racing stable showed that it is the best three year old horse around as Jockey Colin Ross took the Cofeature three year old West Indies bred event for another convincing victory over Monsoon, It’s My Turn and Set For Fame to take the $2.5M top prize and trophy over seven and a half furlongs.

Horses of the Shariff racing stable occupied the top two positions in the D1 and lower six furlongs race as Settle in Seattle, back after a long layoff with Junior Sookhan in the saddles, won from Swing Easy to take the $2M winners money and trophy as Grande De Roja and Who is on the Case were the others that placed.

The $1.5M first prize and trophy up for grabs in the two year old West Indies bred 1000M race was won by Unsettled of the Kishan Bacchus stable with Navin in the saddles.

The animal came through with a bolt of speed to go past Today is My day, Golden Key and Settling Jet all of the Jumbo Jet stable for its second win in three starts.

Treacle ridden by Randolph Richmond of the Deokie stable started the day right for another win as it took the E class 1400M event from Swing Easy, Home Bush Baby, Celebrating Love to run away with the $1M winners’ money and trophy.

The G31200M event for the $800,000 winnings and trophy was taken by Joyful Victory of the Jagdeo stable with Patrick on the mount.

Quiet Strom and Windy War occupied the other two spots with Bridal Stone Corner and Red Cloud copping a dead heat for the fourth spot.

Top horse Cat Messiah of the G. Singh stable of No 6 Village West Coast Berbice was the top animal on show with two contrasting victories to come out champion horse on the day.

In the hotly contested race for three years old over 1200M for Guyana bred horses the animal ridden by Ramnauth, Cat Messiah won by a whisker in a ding don battle with Silent Night of the Sheriff Stable to take the $600,000 and trophy with front runner She So Special third and Easy to win fourth.

Cat Messiah then returned with Michael Semple to batter the field in the ‘I’

class 1200M race to take the $300,000 money and trophy from Mary Ann, De Gump and I want Revenge.

I want Revenge with Ross of the Jumbo Jet Stable then took revenge to win the JKL 1000M race worth $200,000 in a close race from, Smarty Light, Prince Bayaya and Mary Ann. Jockeys Ross and Patrick secured two wins each, while the Jumbo Jet, Gansham Singh and Jagdeo stables scored two wins each to be among the top performers.

The police lead by Assistant Superintendent Jairam Ramlakhan and Sergeant Semple were commended for their extra special efforts in making the day by and large an incident free one. Over 110 horses took part in the day’s activity.

At Bourda, Georgetown Cricket Club (GCC) beat Malteenoes Sports Club (MSC) by 6 runs. MSC batted first and scored 382 but had 14 dismissals off their 25 overs which reduced them to

242. Richard Reyside made 20, while Joshua Bourne and Yannick Ramesh scored 15 and 10 respectively. Yohance Angoy effected four dismissals while Sanjay Persaud, Avinash Boodram and Metra Dhanraj had two each. GCC replied with 358 with eleven dismissals off 25 overs, ending on 248. Extras top scored with 64 as Omar Harry and Shadrach Lewis claimed two dismissals apiece. At Gandhi Youth Organization (GYO), the host

Santokie, Cotterrell acquired by Guyana Sammy also an option for this weekend’s T20s against T&T

By Sean Devers The Jamaican pair of left-arm speedsters Krishmar Santokie and Sheldon Cotterrell have been acquired by one of the sponsors of the Guyana Amazon Warriors to play in two feature T20 matches at the National Stadium, Providence between Guyana and Trinidad and Tobago Red Force this Friday and Saturday under lights.

Up to least evening West Indies Skipper, St Lucian All-Rounder Darren Sammy, remained an option for a third foreign player to help provided the best possible challenge for T&T for their trip next month to I n d i a f o r t h i s y e a r ’s Champions League.

Ye s t e r d a y G C B Secretary Anand Sanasie confirmed that Santokie and Cottterrell are a part of the Guyana team and added that it will be known by last night if Sammy would also feature in the match.

It is understood that not all GCB members are in favor of Sammy’s inclusion since they don’t feel more than two foreign players should be accommodated and would rob a Guyanese of playing.

Despite the constant success of the 29-year-old Santokie at regional level in the shortest form of the game in recent times, Santokie’s only two T20s for the West Indies were surprisingly played almost a year apart with his last match coming against Australia in St Lucia in March last year.

Santokie’s 82 wickets from 44 T20s at an economy rate 6.04 is testimony to his skill with the new ball at the beginning of innings and at the ‘death’ with the old ball.

Santokie, who made his regional 50 overs debut for the West Indies under-19s against his native Jamaica at Enmore in 2007, has only 14 matches at that level and is yet to play a First-Class match.
