Response to Reports on the... are continuing, the government recognizes the need for massive investment to upgrade many of the facilities. The sector has developed an ambitious plan for upgrading all existing hospitals in the country. The IDB has been a major partner in the health sector for a long time. The IDB is partnering with the Government of Guyana in the upgrading of three facilities, the GPHC, New Amsterdam Hospital and Linden Hospital. The Government of Guyana has identified areas for upgrades in these hospitals, including in more comfortable, more modern facilities for emergency medicine, better operating theatres, better diagnostic facilities and improved in-patient areas. For these three hospitals, the government has allocated US$160M from the IDB portfolio to support major upgrade of these facilities. In the first phase, US$60M is being earmarked from this loan. Just over US$48M will flow towards improvement of three hospitals. More than US$7M will flow towards introduction and rolling out of a hospitals.madeotherhospitalshospitals,acrossoverallUS$3Mprogramme.telemedicineJustoverwillbedirectedtoservicedeliverythehealthsector.OutsideofthethreewhicharethetargetfortheIDBloan,investmentsarebeingtoupgradeexistingAmongmajor

The IDB reports reflect the need that existed then and the reason why resources were being mobilized. We urge newspapers and others to be more conversant with the reasons why the rehabilitation and upgrading are being done. The works being done are works that have been put together, not by the IDB, but by the Ministry of Health. The IDB will help fund some of the work still to be done. Dr. Leslie Ramsammy

From page 4 centres and health posts in all ten regions in 2018/2019. The assessment was a Service Availability and Readiness Assessment (SARA). The report showed that the primary health care system was, like the hospitals, totally neglected. Many of the health centres and health posts had broken beds and furniture, leaking roofs, broken windows and doors. Many had problems with utilities, such as electricity and water and many other problems. Since August 2020, a massive effort to remedy this situation in health centres and health posts has been undertaken, with an investment over the two years that amount to more than $1.5B. From RHO’s reports over this past year, greater than 90% of health posts/health centres today have electricity and water. Most of the health centres/ posts today benefit from improvement. Many have been repainted, most of them had waiting areas constructed, washrooms have been upgraded, most have running water, most have access to electricity, etc. In the coming years, everyone of these facilities will benefit from further upgrading in infrastructure, technology, medicine and supplies and human resources.Asfaras the hospitals are concerned, including the New Amsterdam Hospital, the government has made significant progress in improving the conditions.

Yours faithfully, Mr. M. Shabeer Zafar (barrister & solicitor retired)

inputs, Suddie, West Demerara and Bartica Hospitals are presently on the books, with designs for new hospitals completed and new construction for these hospitals planned. Presently, financing is being arranged by the government for these hospitals. Skeldon and Fort Wellington Hospitals are being replaced by new construction at new sites. Land preparations for these two hospitals have already begun. In addition, new hospitals are being constructed starting now at Enmore, Little Diamond, De Kendren and Anna Regina. A new Maternal and Children Hospital will start construction in weeks at Ogle.Since August 2020, given the deplorable conditions in the health sector, these plans were being put together by the new government. The urgency of mobilizing resources for the plans the Ministry put together for correcting the neglect and upgrading the sector was immediately recognized.

From page 4 I think of my fellow Guyanese living at home. I then realised that perhaps thousands of us Guyanese are collectively coming to grips with the hardships of life everyone of us was forced this year, postCOVID-19, to face in the world. I encourage Guyanese to follow their careers with a strong passion and not to falter whenever faced with any hurdle. Mr. Lelon Saul, possibly given a bad deal after being replaced by Mr. Sherwyn Greaves, should go knocking on doors. I heard that President Ali's or Minister Parag's doors are open to Guyanese; so knocking on a fellow Guyanese is a must, for we must place trust in our fellow Guyanese. In Guyana, if the Cabinet has taken a decision, a decision can be reversed. That is also evident elsewhere in the world where democracy is intact. I do not wish to sound like a democratic socialist, as I am certainly not, for my political idealism more merges with liberalism, with a minor amount of coincidence with modern populist beliefs. If one desires to be a manager in an organisation and to be in a position where one enhances one's career, one should pursue such desire resolutely and steadfastly until the objective reaches. I would like to share with my fellow Guyanese an occasion I passed through in our socialist democracy. I always felt

Let us be brotherly and sisterly... that whenever one does something, one must do it with one's full heart in it, and do so in the best manner. I went to the United Kingdom in 1995 and got qualified as a law graduate a couple of years after. And as time progressed to 2004, I could not work as a lawyer, which was my life's dream despite being a qualified lawyer in Guyana. I had a brief discussion with Mr. Nigel Hughes, who at the time was the most articulate young lawyer at the Bar, in my view, but he said he was compromised since he was the Bar Association's President. I approached no one else despite being the head at my home front and with a starving wife and six starving children, as I had returned to Guyana to serve and live in Guyana in whatever manner and way I saw fit but had soon depleted all my resources, since I had spent a few years studying full-time in Trinidad & Tobago, and unemployed, and found I could not put enough food on my table. So one early morning, I wrote a letter to then President Bharrat Jagdeo. The career politician as he was, and being sincere in all his efforts, saw me in his good offices shortly thereafter. I was provided an opportunity to personally implore him for help. He then, upon listening to me quietly, assisted me in going forward in my professional career as a lawyer. I soon started to earn an income with his help. Just as the world turns on its axis so does the life of each individual who graces us in this world with their presence, but it is the help that we can provide to each other, whether directly or indirectly that matters, not the hurdles that we place for others to jump over. A majority of the time, one's good fortune comes from the deed of our fellow human beings. After all, it is a fellow human being that is there as a witness when we are born, be it a midwife or whoever, and it is a fellow human being who sees us off when we pass, be it a person who lights our pier, digs our graves, or says kind words on our Letbehalves.usbe brotherly and sisterly to each other as we grace this earth with our presence. Always say, “Nothing can stop me now!”

In a letter, dated August 24, 2022, titled: I agree with AG, Cuffy 250 proposed forum on Emerging Apartheid” is reprehensible , we allowed to be publish “Remember GECOM had bypassed the most qualified candidate for the CEO job which was given to Lowenfield.” This statement is completely inaccurate thus we extend an apology to anyone who was offended.

APOLOGY

Let’s speak with one voice to those who exploit our God given natural resources governance and the lofty principles enshrined by the framers of our constitution and the upholding of the essence of a democratic state. In other words, the PPP/C is shattering to bits the foundation upon which the pillars of a viable democracy rest.In Guyana, the largest, oldest, and most significant local government entity is the municipality of Georgetown–the capital of the Cooperative Republic of Guyana. Earlier this year, the minister responsible for housing, with pomp and ceremony announced government’s intention to establish a new capital in an area several miles south of the present capital. It is to be known as the smart city. There was no meaningful consultation and I have reason to believe the honourable minister has not taken the trouble to read the excellent report prepared by Prof. Akbar Khan, a renowned town planner, who made an in depth analysis and presented feasible recommendations to the then minister of local government under the PPP/C administration.Thisweek, with equal aplomb, another minister proclaimed– and here I use the word proclaimed with its imperial connotation that government would be spending many millions to rehabilitate, identified areas in south Georgetown specifically naming Laing Avenue, West Ruimveldt, and Albouystown where the residents will enjoy enhanced conditions and a better life. The worrying aspect of both of these is that there has been no consultation with the Georgetown Mayor and City Council responsible for these areas. To ease the pain of this announcement, I sang that old song’ Beautiful Dreamer.’ You ought not to embark on such projects without the insights and advice of the purported beneficiaries. The decamping of Albouystown to parts of Laing Avenue in the post war period had its own challenges and lessons to be learnt. Unlike a few generations earlier, this government has available substantial sums of money to correct the missteps madeOneearlier.lesson which requires attention as happened in England and elsewhere is to study the acquired habits of residents and utilise trained personnel in programmes of education to employ a sort of reeducation making use of community groups, religious organisations, health centres, community leaders and the schools from kindergarten up. We seem somehow unable to learn from lessons.

DEAR EDITOR, A popular column in the daily Argosy was titled, ‘Things that bother me’. A few things bother me. 1) I was among those who earned the chagrin of many friends when in August 2020, I suggested that we give President Ali an opportunity to make good on his promise for good governance and transparency. I am therefore bothered that the perception is that notwithstanding the fine words of the commander in chief that he has failed to rein in the racist and lunatic fringe within his government. Cardinal to a living democracy is the question of shared governance as manifested in our constitution, which clearly and unambiguously identifies the role of local government organs. The ill treatment and disdain of our largest municipality Georgetown by the PPP/C Ali administration is anathema to shared

As we celebrate these months of

2) Change in the human species designates one of the most conspicuous and most pervasive features of our sensory and introspective experience. However, throughout human history, the one thing that seems not to change is a tendency by rulers to dominate those they consider the lesser breed. An effective and universal mechanism has always been to divide groups based on their religious beliefs, the colour of their skin, and the texture of their hair. What we call the old imperial method of divide and rule. Beyond that circumstances in Guyana suggest that the ugliness of an apartheid state is facing this beautiful land where with good governance, a moral rudder and the bounty of natural resources bestowed upon a population of less than a million. Therefore, every community, every family, every child, every adult should be free from want and enjoy living in the most prosperous country in the hemisphere. Why Guyanese leaders cannot learn from our history in Guyana and learn that unless our so-called six races can come together to face the old common documented imperialist philosophy, our natural God given resources will see us the victims of poverty and want. Our history must be our guide. As we end emancipation month and enter the month to celebrate our Indigenous brothers and sisters, we need to be reminded that in a puckish way, history repeats itself and we must openly examine the pages of Guyana’s history and with good sense avoid us being the victims of another round of imperial policies and machinations.Whenitsuited the Dutch plantocracy, they used our Amerindian brothers to hunt the runaway slaves and paid them handsomely for the return of a severed right hand. Yet after emancipation, the Afro-Guyanese community instilled with Euro centric philosophy and religion were made to believe that our Amerindian brothers were of a lesser breed. The 1969 Rupununi Uprising is a mere example of this tragedy. I am aware that to recall this and other incidents creates some discomfort but it should be recalled so that we avoid similarities even though methods may be different based on the existing environment.Inthisregard, every ethnic grouping can relate horrors inflicted on them by the other people. We see this week where minority Hindus are complaining of cruelties in Muslim dominated areas in Kashmir .We saw this in all of Europe, which led to the tragic two world wars of the twentieth century.

When There is almost an instinctive propensity for persons to either blame or hold the government responsible for even the most trivial of problems. A schoolchild is attacked by another child and the government is blamed for this single act of violence within our schools. A mentally ill person attacks a schoolboy and suddenly there is concern that the government is not doing anything to take these mentally ill persons off the Thestreets.roads of Georgetown are in a poor state. The government is only responsible for public roads, yet the poor conditions of ordinary roads are often laid at the feet of the government. The garbage overflow in Georgetown is the responsibility of the local municipality which collects rates and taxes from citizens to aid in the collection of refuse. Yet whenever there is a debate about the awful conditions in Georgetown, the question is often asked as to what the government is doing. The government says that it is going to build a four-lane roadway where Cemetery Road presently is. People are asking about the cemetery which is not the responsibility of the

The ‘Because We Care’ initiative which targeted students in both private and public schools is aimed at improving students’ attendance across all levels. Senior Minister with the responsibility of Finance, Dr. Ashni Singh in presenting this year’s budget had announced that the government will increase the uniform grant from $4,000 to $5,000 per child. As it relates to the ‘Because We Care’ cash grant, the minister said that this year the grant would increase from $15,000 to $25,000 per child. Last year, the government had expended some $3 billion in ‘Because We Care’ cash grants to both public and private schools.

government. The government shoulders a great deal of blame for problems that do not concern it. It is part of a process of political deflection. Instead of ascribing blame to those culpable, it is more politically expedient for blame to be placed at the feet of the government.Thesituation gets more preposterous when it comes to crime. Years ago, three men were shot by the police while allegedly committing a crime in the city. The reactions by the public have by and large been condemnatory of those killed, but in between there have been comments blaming the government for the fact that these young men entered into a life of crime. So the government is held responsible for the life choices of these men who met their end while purportedly attempting to rob an establishment.Thereisa clear political agenda at work. There are persons who are so traumatised by the fact that the party they support is not in power that almost everything under the sun is blamed on the government. Even when it comes to the lifestyle choices of persons, political explanations are weaved into the fray. One day the government is going to be blamed for the sun rising in the east. One of the favourite arguments heard locally whenever there is a robbery is that the government is not doing anything for young people. This is followed by the view that the government needs to provide something for idle youths. But why should government provide opportunities for the idle? People are not idle because of the lack of things to do. They are idle because they choose not to do things. Why should hard-earned taxpayers’ monies be used to provide schemes for those who do not wish to work or make little attempt to seek employment?Onesuch scheme is of course National Service. And this is the point that those who blame the government wish to introduce. Suggesting there is a need to revert to National Service provides justification for that initiative and thus provides credibility for the previous government which introduced this measure. The concern boils down to politics. There have been calls for National Service to be reintroduced so as to prevent idle youths from engaging in criminal activities. Yet no empirical evidence has been produced to support the contention that placing persons in schemes such as National Service, as opposed to other forms of skills training programmes, will reduce crime. All governments need to make social interventions to help reduce crime. Amongst the interventions should be programmes aimed at youths and programmes aimed specifically at troubled youths. There have been such interventions. much wiser investment than a paramilitary scheme that is aimed at simply absorbing those who are said to be idle. If taxpayers’ monies are going to be deployed, they should be deployed in equipping young people with skills so that they can go out there and earn, not by placing them in an institution which is a drain on the resources of the State – resources which can be deployed more productively and efficiently. There are many young people in this country who refuse to be idle. There are many others who despite not having a job do not take to crime. This is a life choice that they make. They stay along the straight and narrow path, despite things not being the best with them. It is not idleness that is the cause of crime. In fact, many of those who are caught engaging in crime do so not for the want of opportunities or the lack of skills, they make their own choice to engage in a life of crime, and therefore when they are caught, they must face the consequences. And for that, the government should not be blamed. (The views expressed in this article are those of the author and do not necessarily reflect the opinions of this newspaper.)

The meeting between the Bank and the insurance agencies comes just days after Vice President Bharrat Jagdeo would have highlighted that the insurance coverage for the Stabroek Block development to protect it from oil spill or other damages, is too big for local insurance companies to handle and that they would have to reinsure.

After much back and forth about the topical issue of oil spill insurance, the Bank of Guyana has commenced work with local insurance companies to create a consortium to accommodate in-house insurance for the massive oil and gas development project taking place in the offshore Stabroek Block involving United States oil major ExxonMobil and partners, Hess Corporation and ThisCNOOC.information was confirmed by Bank Governor, Dr. Gobind Ganga who told the newspaper that a meeting had been set between the two sides to discuss their approach to local content in this particular sector. He told the newspaper that the companies had a proposal on how their services could be utilized in the oil and gas sector.

The VP made the statement during a press conference last Friday when asked about government’s involvement in ensuring the policy is available in Guyana as it is required by law. One insurance stakeholder immediately responded to Jagdeo’s claim, stating that reinsurance is a norm in the insurance business and that it is a prominent feature that actually allows for covering risks through the sharing of the said risk. The commentator had pointed out that large international agencies also have limitations and as such, they too share risk and would split a policy to accommodate same. As such, the source insisted that it is the obligation of the administration to ensure that the law is followed by having the insurance in-country and by facilitating the spirit of local content which insures Guyanese involvement in the oil and gas sector. The veteran submitted that government ought to have already called upon the insurance companies to organise themselves into a consortium that would allow them to cover the insurance policy. It was thus suggested that Guyana could look at the Ghanaian model where the inhouse insurance companies mobilized themselves to handle the insurance relating to the sector. In the oil and gas insurance placement for the upstream sector, Ghana said that its government also wants to optimise the exploitation and utilisation of Ghana’s oil and gas endowment for the overall benefit and welfare of all Ghanaians, present and future. It highlighted difficulties in the local insurance sector, pointing to issues rendering the insurance market “uncompetitive and ineffective” in underwriting offshore insurance, and the fact that international companies were taking advantage of the situation. To overcome this challenge of low participation by Ghanaian insurance companies, it was said that members of the Ghana Insurers Association underwriting non-life insurance business formed a consortium - Ghana Oil and Gas Insurance Pool (GOGIP) to pull their resources together to underwrite oil and gas Onrisks.another project requiring insurance, discussions are brewing over the availability of (Continued

By Zena Henry Ganga told the newspaper yesterday, that a fairly short meeting was subsequently held with the insurance agencies, advising them to come up with a model that will allow them to tackle the necessary oil spill insurance that is supposed to be held in Guyana in case of any possible mishap that may occur at the offshore oil fields.

Insurance companies putting together consortium for in-country oil spill coverage

It is understood that a group of insurance agencies will be required to handle the multimillion dollar US policy as the sum would be too much for one “Whatcompany.Iasked them to do is to go back and get a simple model for me with everyone’s involvement; that is the consortium,” Ganga told the newspaper. He said that currently, the Ghanaian model regarding the insurance consortium is being looked at, and it might be one to move towards in terms of, among other things, improving welfare of the industry and efficiency of the local insurance sector. “And that’s where we are,” the Central Bank Governor related. He noted too that the reason he gave the insurance companies the charge, “…is for them to come back with a more efficient, acceptable inclusive model in terms of setting up the consortium for the pooling and they could come back to me within two weeks.”

Kaieteur News had reported that the goldsmith told police that about five minutes after Newton left to go to his vehicle, a teenager came and informed him that the person (Newton) who came to collect the jewellery was shot and lying on the Immediatelystreet.after hearing this, the goldsmith reportedly went out to the street and saw Newton lying motionless. The Emergency Medical Technicians that were summoned to the scene pronounced Newton dead on the spot. An investigation was launched and the police had arrested two suspects in relation to the murder. They later issued a wanted bulletin for a teen in relation to the said murder. The teen is still to be apprehended.

The Vice President has also said in relation to this item that the insurance coverage is not necessary at this early stage of the projects development since insurance companies would say that nothing was built and that there is nothing to insure. An insurance policy would also be required to be in country given the size of the project and the cost that might accompany any possible disaster. A local insurance firm has thus underscored the need for a policy to be set up to cover liabilities that may occur even before the facility is built. In this regard, it was noted that ‘Construction All Risk’ would be the necessary coverage to protect the project during this developmental stage. This project is being developed to provide cleaner energy at a cheaper cost to the public, the Government has stated. As regulator, the Bank of Guyana administers the Insurance Act and thus functions in the adherence of the legislation. The law requires foreign companies operating here to have insurance in Guyana pass a certain amount. This insurance is facilitated through a local provider. Police are currently hunting four motorbike bandits who were caught on a dashboard camera of a vehicle, invading and robbing a Chinese supermarket at Industry on the East Coast of Demerara (ECD). Not only did they rob the supermarket but the lookout man reportedly pulled a gun on a potential customer who drove up in a car in front of the supermarket. The bandit attempted to rob the customer also but he reportedly took evasive action and sped off and crashed into a nearby fence.

The footage showed that as the bandit approached the car, it sped off immediately and made a right turn into a street before crashing into a fence.According to police, the lookout man had pointed a gun to the driver’s head and he reportedly panicked. When he crashed the car, reported police, the bandit fired two shots behind him. Meanwhile, his accomplices had pocketed an undisclosed amount of cash from the cash register and escaped together with him in an eastern direction towards the Ogle, East Coast Demerara (ECD) Access Road. Investigations are ongoing.

“No one would imagine that stolen cars were being stored and stashed in those bushes along the highway”, the source said.
