IDB says GPHC in need of urgent upgrades

· general Intensive Care Unit (ICU) has only 7 beds

While the Georgetown PublicHospitalCorporation (GPHC)hasbeenrenovated over the years, much more needs to be done to ensure the country’s premier referral and teaching institution is able to meet g r o w i n g d e m a n d s effectivelyAccording to the Inter American Development Bank (IDB), GPHC is the main national referral hospital in the country, which functions as the Regional Hospital for Region Four – DemeraraMahaica and the District Hospital for Georgetown. The bank said several improvements to the hospital infrastructure are necessary to overcome gaps relating to capacity, quality, and growing demand for specialistservices. In this regard, the bank said inpatient bed supply is inadequate, with some wards consistently experiencing over 100 percent occupancy rates. It said the general Intensive Care Unit (ICU) has only seven beds, and specialised ICUs and high dependency units frequently have waitinglists. As a shift progresses to more sophisticated minimally invasive surgery techniquesandnon-invasive procedures, theIDBsaidthe lack of specific outpatient day recovery beds is becoming an important limitation.Furthermore, the IDB found that the main operating theatre currently has just six rooms, which is insufficient to attend to the growingquantityofelective surgeries requested by an expanded array of medical specialists.Asforthe accident and emergency department, the bank said it has a bed assignment that covers merely 50 percent of demand and no areas for p a e d i a t r i c a n d psychological examination andTheisolation.IDBinitsreportsaid additional physical deficiencies exist in laboratory, pharmacy, imaging, and support services (administration, warehousing, and staff environments).Overtheyears, in the absenceofamasterplan, the IDB said the spontaneous addition of services through improvised infrastructure and settings on the GPHC campus has created a situationofimproperpatient flows, supplyprovision, and medical waste disposal, in which transfers occur in the open environment and sometimes across public thoroughfares.Thefinancial institution said this generates risks of accidents and cross contamination. In the most extreme cases, such as the maternity ward, the IDB said wooden buildings from the 19th century at GPHC are still operational and representfirehazardsdueto f a u l t y e l e c t r i c a l installations.Importantly, it said similar situations exist at both the New Amsterdam Regional Hospital and the Linden Hospital Complex. Kaieteur News understands that the New Amsterdam Hospital is the second largesthospitalafterGPHC, and along with the Linden Hospital Complex, serve a significant catchment area, including receiving patients from other regions and the hinterland. In fact, the three institutions serve 315,000 persons,nearly40percentof theentirepopulation. The bank noted, however, thatbothhospitals possess limited capacity in their accident and emergency departments, intensive care units, high dependency units, surgical rooms, and imaging departments.Moreo v e r, N e w Amsterdamwasconstructed nearly 20 years ago and lacks sufficient installations for outpatient clinics, inpatient wards, and the pathology laboratory and has no buildings to house a central sterilisation unit, administration, and medical and paramedical staff on call As for the Linden HospitalComplex, thebank said it is unable to deliver properly the full contingent of obstetric, neonatal and child health services. It also does not have a burn unit to attendtoaccidentpatients.

DEAR EDITOR, Please allow me this opportunity to say thank you publicly to the Minister of Education, Hon. Priya Manickchand.OnAugust 04, 2022, I penned a letter in your newspaper expressing my frustration with applying to various places and never getting a reply from them. In that letter, I made mention of the Ministry of Health and the Ministry of Education with the hopes of having someone from either of those ministries reach out to me.

A big thank you to Minister Manickchand

Yours faithfully, Tony Vieira Rohee must explain what he meant by “GECOM needs staff that reflects what Guyana looks like”

On August 05, 2022, I received an email from a representative at the Ministry of Education. I responded to that message and was told that the individual was asked by Minister Manickchand to reach out to me. I was advised to fill out a teacher’s application form and to bring it into him with my certificates and other necessary documents, which I did.I also received another email for another representative from the Ministry of Education stating that Minister Manickchand asked the individual to reach out to me also. I explained to her that I had submitted the application already and I gave her the name of the person to whom it was submitted to. She did a (Continued 5)

DEAR EDITOR, Newly appointed GECOM Commissioner, Mr. Clement Rohee’s hasty response to my letter published in both the Stabroek News and Kaieteur News editions under the captions: “Rohee’s message is crystal clear” and “Rohee the New GECOM Commissioner” respectively is an excellent example of stating much but not addressing the contention of my letter. Mr. Rohee is essentially playing word “games” in his response. This is not new. Mr. Rohee and his party (the PPP) has had a long history of transmitting “coded” and subliminal messages when it comes to race and race relations in Guyana. Mr. Rohee is within his right to resort to diversionary tactics in his response to me but it does very little in refuting my contention and interpretation of his statement that the GECOM staff needs to reflect what Guyana looks like. The issue here is a simple one. Either I interpreted his statement correctly or I did not.He wrote in one section of his response, “As far as I am aware, the PPP has never said what Ogunseye claims nor did I in my remarks.”

Because of PPP’s intransigence, the sugar industry is in the state it’s in

Putting aside for the moment the accuracy of my statement that the PPP wants the composition of GECOM staff to change and bearing in mind that Rohee has insulated himself somewhat by saying, “As far as I am aware”, I will narrow down the controve rsy and request of Rohee, an unambiguous answer to the following questions: (1) Explain what you meant by “GECOM needs staff that reflects what Guyana looks like…” (2) Does the PPP accept the present racial composition of GECOM’sRohee’ssecretariat?answerto these questions will settle this polemic forthwith. Yours Tacumasincerely,Ogunseye

This is a sick country, with many very sick people in charge, as confirmed by the caption “IDB finds New Amsterdam Hospital in shocking state” - KN August 21).

BUT, and I calculated it myself, if we set about to do a 100 day per year harvesting crop by machines with the hectarage we currently have, those factories don’t have the capacity to take that amount of cane to make sugar in only 100 days. The thinking behind all of this is very sound and cannot be solved by those who are currently in charge, I will not apologise for writing that they are not. But I do want to be constructive, because I do support President Ali’s hopes of salvaging the industry, and I never said that we must close down the entire sugar industry. I said that we should stop producing sugar and take the cane and make ethanol. But the PPP’s intransigence not to close the Guyana Sugar industry is today paying quite large dividends, since in the Caribbean, there are only two sugar exporting countries left, Guyana and Belize. Because of the Treaty of Chaguaramas and the other Caribbean Community agreements, if any entity in the Caribbean is producing sugar, all the others must buy it without duty impositions, if they want to go outside of the Caribbean to buy it, the Governments have to impose a 40% tariff on it. This creates a huge benefit for Guyana and Belize. Packaged and bagged sugar in this region therefore does not earn 12 cents per pound, it is almost 3 times higher if you bag and package it, and if we can produce white sugar, it will earn much more per ton, since all the territories in Caricom including Guyana needs white sugar to make soft drinks, sweets, chocolates etc. So it would be a huge asset to have, going forward. Ethanol is also very much more lucrative than using the cane to make sugar. Briefly, Guyana takes between 13 to 15 tons of cane to make one ton of sugar [tc/ ts]. Brazil and Australia are taking 7 tc/ts, this alone tells us that such a competition is unrealistic. But the sugar cane biomass from Guyana produces the same amount of ethanol per ton of cane as Brazil and Australia about 2022 gallons levelling the playing field considerably. So it’s very clear, we MUST mechanize effectively to survive and since today we are doing exactly what we did at Enmore and LBI to create machine-friendly layouts which were a complete disaster, we have to take the methods we are currently doing to create a friendly machine harvesting layout, back to the DRAWING board. I would like to state clearly that I do not want to seek any job in the sugar industry or anywhere else. At 77, I am not inclined to go to a desk daily, I am just showing what the actual situation is, since there is quite a lot of confusion about where we are, and where we must to go to prevail.

DEAR EDITOR, Guyana faces many challenges in sugar but the most important one is the weather. The second most important one is shortage of labour. At one time, the corporation employed more than 25,000 persons; today it is around 7000. I won’t start too far back, so I will start in 2010. In 2010, the industry produced 220,818 tonnes of sugar and employed 17,000 persons. I discovered that, between 2019 and the previous 20 years 2001-2019, a total of 31,004 MMs of rain fell, which is an average of 1554 MMs per annum, in the previous 20 years 1978 to 1998, a total of 32,523 MMs of rain fell, an average of 1626 MMs per annum. Incredibly, in the period 1969 to 1976, the average annual precipitation was 2116.5 MMs. In fact, the annual precipitation seems to be reducing rather than increasing. [Source: GuySuCo’s records] When we had enough manual labour, we could have a very long cropping period of over 200 days per year, and to give one example, we used to burn sometimes three grinding days of cane when the rain was limiting our ability to burn, since the limiting factor to production was mainly no cane burnt, because even whilst the rain was falling, the workers could cut and load the cane manually.Today, the sad fact is that our workforce has been dwindling since no one wants to do that very onerous task of cutting cane anymore, and we have been struggling to produce even when we are claiming that we are capable of mechanizing the HOWEVER,industry. machines can’t work more than say 75100 days per year in Guyana, our weather will not allow it, and this has affected the industry badly. There is a standard practice in the industry to replant 20% of the cultivation every year so that we won’t have to carry old ratoons. So we expected that our cultivations will comprise plant canes and 4 ratoons. We rarely achieve our planting programmes, because of the rainfall limiting our land preparation opportunity days to 75 days per year. So here is an industry which cannot plough or till its land with machines more than 75 days per year, but are planning to have mechanical harvesting going on for 220 days per year. Even though there is some leeway, the fact is that putting these heavy machines in the fields to harvest and the necessary trailers to collect the cane and take it to the punts, causes so much compaction that after harvesting, one MUST do inter-row TILLAGE to undo the compaction which can result from those operation.

National leaders and Ministers of Health are always happy to tell us about how much they are spending on healthcare, and all the great things they are doing, but the ugly state of the New Amsterdam Hospital (NAH) mocks them, pains us, and inflicts huge humiliations on every citizen, whether they live in Berbice and make use of the NAH services, or reside elsewhere in Guyana. What happened to our sense of pride that there are the terrible conditions at the NAH, and no Guyanese patient, no staff member, no visitor has registered any complaint or disgust? It should not take the foreign IDB to reveal the terribly unhealthy state of different areas at the NAH. Guyanese who go there ought to have been raising a ruckus, sounding loud alarm. We don’t expect anything from leaders and ministers, who should all hang their heads in the toilets that don’t work. Our filth-filled leaders take taxpayers’ money, and leave them existing in filth, but they are building infrastructure from loans and grants, and wherever else they can get money to put their dirty, greedy hands on. We recommend that when their PR departments and camera operators accompany them, they take snapshots of the surgical room walls, and then have the honesty to let all Guyana see the state of the walls. Any and everybody is quick to take pictures of developments on the streets, but when their own health and surroundings are involved, their phones and their minds freeze. The Guyanese people are now so beaten into docility that they take anything that is shoved at them. Local leaders do it, and the foreigners have gotten into the tricking and beating down action, with ExxonMobil’s Country Head, Alistair Routledge, being the latest, with his best ever contract, while his company bleeds Guyana blind. Our leaders, ministers, and governments are sick, but that doesn’t mean that Guyanese have to catch their nasty sicknesses also. They borrow millions upon millions in American dollars for that same hospital, yet the harsh reality is the dreadfulness with which patients go there and have to deal with it when they seek cures. Infrastructure and state of the art facilities and equipment are what Guyanese politicians love to boast about, but there is the biggest hospital in Berbice that makes all of them look like total fools, chronic liars, and the greediest of thieves. How else to explain the millions spent and the miseries that workers and patients going there have to live with? This is after 18 years of neglect, if not more. In this day and age, this is the Age of Oil in this rich country, patients are being treated in the stockroom, almost like animals being attended to by vets. We say ‘almost’ because it is likely that animals could be getting treated in more dignified surroundings than what sick and stressed human patients are now accustomed to at the New Amsterdam Hospital, and its stockroom. If there are real leaders in this country, a Minister of Health with some sense of self-respect, they all should hang their heads in shame. They should all resign from office without a second thought, a moment of hesitation. And if there are Guyanese who still have a conscience and are insulted by what exists in New Amsterdam (and other places), then they would run every man jack of them out of office. When our people, some of them patients or family and friends of patients, fail to be sufficiently enraged, deeply humiliated, by what is going on at NAH, then they are also sick, but don’t know how much. There are some sicknesses that doctors and medicines can’t cure, for we have to do that for ourselves. It is when individuals, communities and a society look deep inside, take stock, and say, we can’t live like this anymore. We refuse to contribute to our own degrading, will no longer inflict pain upon ourselves. We cease coddling the crooks we have for politicians, and we kick them into the garbage can.

ARegards,Thankful Youth

DEAR EDITOR, Samuel Goolsarran should be highly commended for calling the National Assembly and Government to debate and consider the COI report which was submitted to His Excellency President David Granger in May 2016 by Professor Harold Lutchman, Chair of the Commission.Thereport was also circulated to members of the National Assembly for debate and consideration. It is hoped that the Government would not throw away the baby bath water. The nation should be told of the Government’s position on the many recommendations of the CIO in the Public Service report. The Opposition and the Guyana Public Service Union should state clearly their disposition on the many essential independentthatConstitutionaltheirimpartialhighsuitablyconstitutedCommissionadministration.effectiveServiceandandCoderelatedPublicincluding:recommendations,1.TheenactmentofaServiceLawwithRegulationsandaofConducttocreatedevelopaprofessionalpoliticallyneutralPublicwithhighintegrityformanagementand2.ThePublicService(PSC)bealwayswithqualifiedpersonsofintegritytobefairandintheexecutionofdutyinlinewiththeprescriptiontheyexercisejudgementand not be influenced by political and other external considerations and influences. Clearly, the authorities should not appoint members of the Commission who have any conflict of interest. The National Assembly and the Government would have been negligent in the appointment of some members of the current Commission.

3. The Constitution and other laws should be appropriately amended to empower the Public Service Commission (PSC) to appoint permanent secretaries and regional executive officers to remove direct political appointments to Public Service positions.

6. There should be a higher retirement age of 60 and 65 for public servants with corresponding higher Public Service pensions and NIS7.pensions.Thereshould be a highlevel representative Committee to identify, based on merit, candidates to be awarded fellowships and scholarships.8.ThePublic Service compensation system should be reviewed and redesigned within the graded salary structure with the involvement of the GPSU, but not in conflict with their collective bargaining negotiations, and considering pay for performance based on a merit system.

The Public Service Ministry, the Public Service Commission, and the Appellate Tribunal should be constituted with professional personnel with high integrity to rebuild trust and confidence in the Guyana Public Service with the private and public sector organisations. The above recommendations are essential for good governance and management of the Public Service, fair employment practices, and developing a professional Public Service to serve the national community fairly. Minister Manickchand, I must say how thankful I am that you read my letter and had your team reach out to me and assist with the entire application process. I sure hope that youths like me would read my letter and endeavour to work hard for what they want. Explore all avenues and options like I did.

But Mr. Haynes apparently could not get past the framing of the conference as “emerging apartheid” - a phrase he says he completely rejects.Previous conferences by Cuffy 250, some addressed by President Granger, were titled: “African Guyanese Revitalization: Restoring the African Guyanese communities as spaces of Education, Culture and Economic Vitality (2014);” “Repositioning African Guyanese for Justice, Recognition and Sustainable Development (2017);” “Positioning African Guyanese villages and communities for the green state economy (2018);” “State of the African Guyanese Villages Forum;” “The Way Forward (2020).” With the PPP now in power, the theme is “Emerging Apartheid.” So, is Cuffy 250 saying under the 33years of the PNC when the PNC took control of the “commanding heights of the economy” under cooperative socialism, our Afro communities made no progress and now suddenly, we are into apartheid?IDPADA-G and associates involved in the Conference must consider whether it is a smart strategy to invoke racism, as that mostly favours the PPP. Anytime our Afro groups frame issues as racial issues, it sends those crossover voters who made them win in 2015 back to their base, and helps the PPP the most. To say that Guyana is an emerging apartheid state is lower than low. Shame on the Cuffy 250 and their allies for choosing such a divisive theme!

PAGE 6 Kaieteur News Wednesday August 24, 2022 I agree with AG, Cuffy 250 proposed forum on “Emerging Apartheid” is reprehensible

DEAR EDITOR, Guyana is the richest country in CARICOM and with massive oil resources, we can all live happily ever after, if we unite as a nation, and realize our motto of “One People, One Nation, One Destiny.” Regrettably, we are a perpetually nation divided, and while the major parties and their associates fight each other, the rapacious oil imperialists ship away the bulk of our wealth, and we live in never-ending persistent poverty. Every race suffers. The poorer class suffers most. The so-called leaders look out for their own aggrandisement, and use us as political fodder. Our politics which seeps into everything has been a poisoned chalice. Instead of fighting together for a bigger pie, we fight about which group seems to be getting most of the crumbs that fall from the oil masters’ tables. Invoking race and racism is self-destructive and hurts us all. Getting millions of dollars from the Government for your cause and turning around and “cussing” them out as “apartheid” is ungrateful and not very smart.

The recent letter by Attorney-General Nandlall, “Forum on ‘emerging apartheid’ is a travesty, breach of the constitution,” (SN, August 20, 2022) has roundly criticised the apparent pro-PNC Cuffy 250 group, a member organization of the International Decade for People of African a speaker at the Conference should attend and explain that he got a huge oil auditing contract (US$751,000) and a license to set up a Merchant Bank in Guyana. He could have shaped the discussion in positive ways, and move the mentality from one of perpetual victimhood to one of strategizing to take advantage of emerging opportunities, versus this nonsense of an “apartheid.”

About three weeks ago, the Parliamentary Sectoral Committee on Social Services lauded the state of the Region Six health system. Having paid a visit to a number of health institutions and hospitals in the Region, including the New Amsterdam Regional Hospital, the Committee said it observed improvements. This was certainly not the vote of health which the InterAmerican Development Bank pronounced following its evaluation of the New Amsterdam Regional Hospital. That report which was the subject of a Kaieteur News report of Sunday, pointed to glaring deficiencies.TheIDB assessment was contained in a report dated August 2022, a mere days after the visit by the Parliamentary Sectoral Committee on Social Services. But it was a desktop review, the findings of which are at odds with the committee’s findings. The IDB desktop review found mould on the walls of the surgical rooms and fungus on the external walls of the hospital. And the management, according to the report, claims there has been no maintenance or upgrades since the construction of the building. This could hardly be factual since in May of this year, it was reported that a new maternity unit was due to be completed within two months.TheIDB report also found inadequate space for examination rooms and that the wounds of patient are dressed in a stockroom due to limited space for outpatient care. Kaieteur News reportedly found the public waiting area consisting of wooden benches. The IDB report found a three-bed operating theatre and a two-bed ICU, both of which were deemed inadequate for the catchment which the hospital serves. The report also found that the vacuum/suction system as non-functional. The hospital, it is said, lacks the capacity to do pathology analysis which is done at the GPHC. However, it is not unusual for such services to be outsourced. There are some private hospitals, including in Georgetown, which outsource their pathology analyses.Alitany of other problems was identified including waste management and facilities management. The IDB desk study found no waste management plan. The number of toilets was found to be grossly inadequate for the traffic which flows through the hospital and some were said to be not working. The water used in the hospital was said to be untreated and the laundry inefficient. A number of other problems were identified as part of the assessment done to justify Guyana’s application for a massive loan to improve the New Amsterdam Regional Hospital, the Linden Regional Hospital and the Georgetown Public Hospital Corporation.

The IDB

should not approve this request

The IDB report raises a number of questions concerning the management of the health sector. For one, it calls into question the value obtained in respect to the massive annual Budget appropriations. Each year, we read about the billions which are allocated to the health sector. It is damning that in light of all the hundreds of billions spent, there should be such disconcerting deficiencies uncovered in the IDB report. It is time for a detailed audit of government expenditure on the three hospitals.Second, the report raises serious concerns about the quality of management of our public hospitals and about the quality of the oversight exercised by the Ministry of Health. Why would Guyana have to depend on an IDB study to uncover all these problems? These things should have been discovered and acted upon by the health authorities. A forensic assessment of the management of our public hospitals needs to be taken immediately. Also, an assessment of the oversight exercised by the Ministry of Health needs to be placed under the microscope. But we know that this is not going to happen. The PPP/C is impervious when it comes to demands to investigate its own officials and ministries. Asking the PPP/C to investigate itself is like talking to a wall. The problems which have been identified are basic problems which could have been determined by a simple needs assessment. That it took an IDB study – and a desk one at that – to reveal the glaring deficiencies – is an indictment against our health care management. But the unkindest cut of all is the realisation that all these problems are being found in a system which each year is propped up with tens of billions of taxpayers’ dollars. Where did all the moneyNowgo?Guyana, an oil producing country, is going to have to borrow to fix this system. And the borrowing is to the tune of billions of dollars. The IDB should not be lending this money. Unless there is an overhaul of the healthcare system, it will be a waste of time injecting resources to fix problems which ought to have been fixed as part of routine hospital management. press corps, “Senior officials contradict each other on critical matters, timelines are pushed back without explanation, the government proposes ideas and then scraps them abruptly, and the stench of corruption lingers.”

“There should be no oil block auction until Guyanese are confident the process will not be tainted.” This is the clear position of the Opposition regarding the year-end auction of the remaining oil blocks. On Tuesday, during the A Partnership for National Unity + Alliance For Change (APNU+AFC) press conference, Economist Elson Low argued that Vice President Bharrat Jagdeo should play no role in this process as the People’s Progressive Party (PPP’)s mismanagement of the oil and gas industry begins to stack up. He told members of the Economist Elson Low (left) and Opposition Leader Aubrey Norton addressing the media during Tuesday’s press conference

Low pointed out that it was not too long ago since Jagdeo’s friend and business man Su ZhiRong was heard in a Vice News documentary uttering the words “oil company” in the context of allegedly paying a bribe to the VP. To this end, the activist said, “We called for a halt to the auction of Guyana’s remaining oil blocks, unless an investigation was launched and clear mechanisms to ensure transparency and accountability put in place. We renew those calls now.” He insisted, “There should be no oil block auction until Guyanese are confident the process will not be tainted.” Low, the Economic and Youth Policy Advisor to the Leader of the Opposition, argued that the serious allegations of bribery and corruption levelled against Jagdeo is a clear indication that the official must not be especially involved in the business of oil. “His involvement sends the message that the Ali government condones corruption and is complicit in the alleged illegal activities for which the VP is accused. Only his removal from office and a credible international investigation will change that reality,” he contended. In underlining the importance of the oil and gas sector, the Economist noted that billions of US dollars are at stake, and there must not be any confusion or hiccups during the process. He explained that there were talks of a National Oil Company being setup; however, the idea was subsequently put on pause “with the flimsy excuse given that it would delay oil exploration. Was that not obvious from the beginning? How could the PPP not know that a national oil company would take time and resources to develop?”Lowsaid that if something this obvious was not clear to the administration before, it begs the question of what other basic concepts the party is struggling with. On the other hand, he said it would be prudent for an explanation to be given as to why a decision was made to postpone the auction if the ultimate objective is to speedup oil exploration.“Itis this type of contradictory thinking that permeates their policymaking,” the Economist said. To further elaborate, the Opposition member referenced the differing positions of the Vice President and Head of State, Irfaan Ali on the subject of renegotiation. “Before the 2020 election, we heard that the PPP wanted to renegotiate this PSA. We then heard the opposite, and that instead they would focus on future PSA’s for other oil blocks. Recently, we have Vice President Jagdeo say the Stabroek PSA would in future be asfromtheconfirmedengagement,confusion,”cannotdollarsindustry,President?theisinwouldwhocontradictedrenegotiated.ThiswasimmediatelybythePresident,saidthatnosuchthingbeconsidered.Whattheworldisgoingon?Whoreallyrunningthecountry,PresidentorhisViceIntheoilandgaswherebillionsofUSareatstake,GuyanaaffordsuchLowurged.OnFriday,duringamediaJagdeothatthetimelineforauctionhasbeenmovedSeptembertoyearend,thereareanumberof matters that are still under consideration.TheVicePresident said too, “We have all of the areas potentially that we are gonna put out to auction. We have 3D seismic for some areas; we have 2D seismic for some areas and we have no data for some areas. Before the end of August, we have to make a determination on whether we will pursue the strategic partnership idea or whether we will put out everything to auction or do a combination of both. Also, we have to decide on the blocks – how we want to split these potential areas and what size these blocks should be so we are going to get technical advice on Jagdeothat.”added, “We also have to make a decision on whether we will allow existing oil companies in Guyana, particularly ExxonMobil, to participate in the auction and if so, will there be a limit to the number of blocks one person could have or not. We have to also work swiftly – and this is where we may have some delay because we now need to determine the fiscal terms for the new prospecting licences and this brings me to that very, very contentious issue that we have had in the public domain, which is the fairness of the contract and what the future take for Guyana will be.”The Vice President said the government is trying to put all of this together into a framework that is fair to the investor, so that they get a decent return on their capital while also promoting accelerated exploration.Thedecision on the foregoing is expected this month.

Jagdeo should not be involved in auction of oil blocks - Opposition

Better contract will not increase Guyana’s share without robust auditing, monitoring of oil companies’ expenses

To address this deficiency, Norton explained that robust auditing and monitoring of the companies’ expenses must be instituted. The Leader of the Opposition offered this explanation in response to a question posed the Publisher of Kaieteur News , Mr. Glenn Lall, on the subject of renegotiation.Nortonsaid, “I did say that you have a situation where you have an agreement, you have cost oil and you have profit oil; the point I made was that we’re in a situation where the government hasn’t developed the human resource capability or the institutional capability to be able to monitor and audit cost oil so that expenditure that should not be there, we ensure that they aren’t there, and so I said one of the first things we need to do is to develop our capacity to audit cost oil which will ensure we have profit oil in the amounts that we should have.”

Opposition Leader, Aubrey Norton is of the firm view that a new Production Sharing Agreement (PSA) does not mean Guyana’s share of wealth from the oil and gas resources will be increased, as this will not barricade share.costsExxonMobilcorporationsmultinationalsuchasfromwithdrawingfromthecountry’s

Better contract will not...

“While we are prepared to address oil and gas, we will not allow ourselves to be placed with blinders on one issue. We want to look at all the issues that affect the people of Guyana, including the benefits from oil and gas,” Norton said. Presently, a review of approximately US$9.5 billion in bills that were handed to Guyana by oil giant ExxonMobil is undergoing. In May of this year, a contract was signed for a four-month review of the expenses between the years 2018 to The2020.consultancy was awarded to VHE Consulting which is a registered partnership between Ramdihal & Haynes Inc; Eclisar Financial; and Vitality Accounting & Consultancy Inc. The Local Consortium is supported by International firms - SGS and Martindale Consultants, for the ‘Cost Recovery Audit and Validation of the Government of Guyana’s Profit Oil Share’. Natural Resources Minister, Vickram Bharrat at the signing explained that the audit was delayed as the government was trying to ensure local companies undertake the important task even as it pushes for the inclusion of Guyanese in the oil and gas However, sector.hepointed to the fact that the former government did not carry out the important review of the expenses it was billed, hence the belated audits are being conducted. According to him, the government should have been focusing on the 2020 to 2021 audits but must move the process forward. While qualifying the government’s decision to use foreign companies on the review committee, the Minister explained, “The technical company is needed because our local auditors might be very familiar with the auditing (of) basic expenses (such as) fuel, meals, transportation. But when we are talking about jumpers and risers and Christmas trees, FPSO (Floating Production Storage and Offloading vessel) and these technical terms, obviously, they will need that kind of technical knowledge and expertise onboard to assist them to have a thorough exercise beingHedone.”added that there will be new arrangements for future audits even as the government seeks to conduct annual and even biannual cost reviews for ExxonMobil. Previously, Vice President Bharrat Jagdeo said that the country did not have the local capacity to complete the audits.

The Opposition Leader was reluctant to share any additional ways that more wealth could be raked in from the lopsided 2016 deal, stating that “we got to keep some to campaign on.”

Norton pointed out that for this same reason, stakeholders have been pressing the need for ringfencing to be introduced. To this end, he explained, “So I am making the point that there are many things we can do to ensure we live by our Constitution. Our Constitution says the people of Guyana must benefit. The law says that and there are a number of things we can do. Renegotiation might be one but there are many other things we can do and like I said at some stage in the near future we will outline a clear position on this issue.”

(TRINIDAD EXPRESS) WHOLLY State-owned natural gas merchant and aggregator, the NGC Group of companies yesterday declared an after-tax profit of $2.56 billion for the financial year ended December 31, 2021, reversing the loss of $2.13 billion the company declared in 2020. NGC more than doubled its revenue in 2021, reporting sales of $23.60 billion compared to $11.41 billion in 2020. The amount of taxes the company paid also more than doubled , increasing to $2.29 billion in 2021 from $1.05 billion in NGC’s2020.board of directors said the group’s revenues and margins benefited from the rebound in commodity prices as the global prices of ammonia, methanol, liquified natural gas (LNG) and natural gas liquids (NGLs), increased by 190 per cent, 92 per cent, 911 per cent and 112 per cent respectively. In a news release yesterday, the group said the positive impact of energy prices on financial performance was further solidified by the continued leveraging of its people, technology and partnerships in delivery of critical operational functions, strengthening its presence along the gas value chain, while continuing the journey towards a sustainable energy future.

Ten police officers have been arrested in Colombia on suspicion of involvement in the killing of three youths. The three were shot dead while in police custody in northern Sucre province on 25 July. A police colonel, the highest-ranking officer suspected in the case, is on the run and thought to be abroad. Prosecutors say the police officers had alleged that the youths were members of the Gulf Clan criminal group that had earlier shot dead a policeman. Colombia has a dark history of “false positives” - cases in which civilians were murdered by the military and passed off as rebels to boost its kill rate. An inquiry found last year that Colombia’s military killed more than 6,400 people between 2002 and 2008 and falsely labelled them as enemy combatants. While the majority of “false positives” occurred during the height of Colombia’s armed conflict with left-wing rebels - and were carried out by the military rather than the police - the case of the three youths has caused alarm. The outgoing head of the country’s police force, General Jorge Luis Vargas, said that any officer found to be responsible would face the full weight of the law.

DEAR EDITOR, I take stock of our national leadership regime, and come up with a spectacular. One in an Olympic style pole vaulter; the other, a confirmed pole dancer. It is what represents leadership at its best in Guyana, governance in action. The leader that is a pole vaulter is all of that, with hops, skips, and jumps. Into the thin air of truth, accuracy, and the physics of facts, which all bring crashing down to earth. Though some training and conditioning are evident, it is still a hard and heavy fall. Things crumble. Take this utterly lovely business of our new national motto called ‘One Guyana.’ It is really a PPP motto, but because its people say it, push it, are all for it, that automatically makes it the national motto, slogan and all. I like the sound of ‘One Guyana’, but if it is exclusively a Freedom House envisioned and driven ‘One Guyana’ that tells me only one kind of people under that umbrella. I look hard, probe deeply, but there is no place in that oneness for people like me. Yes, I am an outsider in the considerations of those under the tribal tent, but as much as I may be a renegade Indian, a hostile (to use Howard Hawks’ language), they can’t take that away from me. That is, the last part of renegade Indian. So, when there is that last word that holds for those outcasts like me, then the prospects don’t look too good for those beyond the brown circle. The pole vaulter we have for a leader may try to brush that aside, but he can’t hop and skip over this one. Not when his policies and practices leave so many of the electorate out. Not when his beauties about goodies represent who is included, who excluded. These are the high stubborn hurdles that he can’t verbally leap over when he soars with those rhetorical songs of his that he relishes. Point the pole vaulter to the prospects of transparency and accountability, and he is all for investigations. This is the dope that he plants on Guyana, just like the Russians and Chinese do in real competition: conduct sham investigations, unleash kangaroo courts. When some Guyanese speak against those, they are branded as the plots of misfits, deviationists, and seditionists, as imagined by the pole vaulter leader who gets better at such things daily. In his book, centrists, patriots, and independents are regarded as freaks; in the same way that missionaries and vegetarians once were. I recall that the true test of character is to give a man some power, then watch what he becomes. In sum, I see a leader beating his breast in self-congratulation and selfaggrandizement, while beating down those who point to the holes in his trousers, the missing zippers, the threads that come apart. Then, there is the other exemplary Guyanese leader, a skilled pole dancer. He goes around and around, sometimes upside down, while he holds on for dear life. It is of a very clever leader at work, with his efforts to pull the wool over the eyes of Guyanese. He performs these extended ‘talkathons’ to simpletons and skeletons, as he tries to make automatons of them. His stories never have a conclusion, only create more confusion. This is what pole dancing does: it causes chaos in the minds of listeners and watchers. Ask the leader about oil spill insurance and he has no reassurance to give. Push him on renegotiation and he keeps going in circles. The pole on which he holds on to is a greasy one; some of the stuff smears his face, his sweat. Oh, the leader must be given credit for trying very hard, working tirelessly. But it couldn’t be for Guyana; not with Exxon so happy, and Mr. Alistair extolling his Texas Gospel of Guyana’s best contract ever. Dare to squeeze the leader on where he stands on the Chinese, and suddenly he is for the Taiwanese. It took a moment, then I caught on: the accuser is Fukienese or Fujianese, maybe even Cantonese. When questioned about production reports, there is shock, head spinning. It is a symptom of too much pole dancing, sliding on the greasy. Here is the bottomline: pole vaulting and pole dancing are not striptease dancing, but they might as well be, given what these two have done to openness and straightness in this country.

Pole vaulter and pole dancer: a tale of two leaders

Detective Sgt. Dion Bascom

On Monday, Police Sergeant Dion Bascom made his way down to the Guyana Police Force (GPF’)s headquarters at Eve Leary, Georgetown to submit his statement to the Office of Professional Responsibility (OPR) regarding recent allegations he made about a high-profile investigation. If they are found guilty of being a part of any “illegal activities,” he said they will have to face the consequences.President Mohamed Irfaan Ali in weighing in on the matter too said that he is not against Bascom receiving protection as a result of his public allegations and has since asked the Barbadosheadquartered Regional Security System (RSS) to review the ‘Paper Shorts’ probe.Ali’s request comes amidst growing calls for an independent investigation into the murder case and allegations made by Bascom of a massive cover-up.
