Exploration and P r o d u c t i o n Guyana Limited (EEPGL)commonly referred to as ExxonMobil Guyana continue daily work in preparation of a US$1 3 billion pipeline to transport natural gas from the Liza Fields in the Stabroek Block toWalesontheWestBankof Demerara, a local insurance firm has underscored the needforapolicytobesetup to cover any liabilities that may occur during the construction phase of this massiveventure. The company spoke off the record to this newspaper on Saturday during a telephone interview. It was explained, “Everywhere in the world once a project is engaged, what happens is that you have insurance that literally covers the project whileitisintheformofbeing carriedout.”

Jagdeo addressed however, recent statements by Opposition Leader Aubrey Norton, who expressedtheconcernsofthe A Partnership for National Unity (APNU) to have a freshvoters'listheadinginto local polls. The Opposition has argued strongly that the current voters' list is bloated and provides room for electionsfraudandrigging;a claim they have intensified since the difficult 2020 elections. The Opposition, through its GECOM representatives has thus calledfortheimplementation ofbiometrictechnologytobe utilised in time for the local governmentelections. During his press conference last Friday, Jagdeo made it clear that therewillbenocleanlistfor the LGE given a High Court ruling regarding the manner in which persons names could be removed from the voters' list. Jagdeo said that the Opposition's call is seeking to have the government act illegally by going against the ruling of the High Court and dismissing the Constitution whereremovingthenamesof voters from the list is concerned. Jagdeo said that the Opposition will soon have to “backtrack” on them not going to elections without a clean voters' list because, “…trust me there cannot be a new voters' lists before the local government elections ” he told the media.On the matter of biometrics, the Vice Presidentisadamantthatthe Opposition is trying to place the PPP in a trap by getting them to make official a procedure, and then turning around to call the act illegal.

Jagdeo said that the government supports the use of biometrics to improve polling day controls “However, we will not supporttheuseofbiometrics on people's right to vote.”

The VP suspected that the push for the implementation of the biometric system may very well be a move similar to the 1997 Esther Pereira case where he said, the government and Opposition hadagreedonaprocedureto use identification cards for voting and when the Oppositionlosstheelections, filed a petition claiming that the new procedure was illegal. As a result of that, Jagdeo said the PPPhad two yearsinofficecut. “I think this is precisely thetraptheyarehopingtoset onceagain,”Jagdeocharged, “that should we go to Parliament,wepassalawon biometrics to prevent people fromvotingonlyonthebasis ofthesebiometrics,andthen they (Opposition) lose the electionsandtheygobackto court again using the same challenge that they did in 1997... We are not going to fall into that trap again,” the VPdeclared.Inresponse to the Jagdeo'sstatements,Shadow Minister of Local Government and Regional Development Ganesh Mahipaul said that Guyana's priority at this point, should be to ensure that credible electionsareheldincountry, and sees this occurring through the use of biometric technologyandanewvoters' list. Mahipaul said that the PPP, the international community and the APNU+ Alliance For Change Coalitionhaveallrecognized the need for a clean voters' list.Hesaidthattheelections 2020 was marred with anomalies,abnormalitiesand irregularities as documented in the observation reports following the recount of all ballot boxes and “everyone that participated in the National Recount would agree with me that the bloated voters' list is responsible for what I concluded was systemic fraudinelections2020.” Mahipaul said it is thus “dishonestandduplicitousto hear Second Vice President Jagdeobasicallysayingnoto house to house registration which will guarantee our nationacleanvoters'list.”He charged that “Yes Local Government Elections are long overdue, but why must we compromise the integrity of the elections by having a bloated and faulty voters' list?” Mahipaul asked. The Vice President held a three-hour long press conference last Friday, and by his own words manifested that he himself is in the beginner’s stage of his highly touted GTE baby. When pressed on the existence of insurance coverage for the pipeline aspect of the GTE project, this is what the Vice President had to offer the Guyanese taxpayer: “We are now procuring material…We are now mapping the route. We are still mapping the route. We are still completing the environmental studies.” And, of note, the Vice President also said this: “It’s reasonable. It’s commonsense. You can’t not know the cost of the total pipeline as yet, and seek to insure it. You understand.” Indeed, we fully understand what the Vice President is saying, but there are some things that he said that are not so reasonable, and not what pass for commonsense. We use his own standards about full knowledge, proper sequencing, and timing, and it is clear that there is much that he himself and the PPP/C Government do not know at this stage about this most expensive GTE project. By his own words, the PPP/C Government does not know the route (as finally mapped). The Government does not know what the environmental study is going to say, or at what stage it is currently. The Government does not know the amount of pipeline that would be required. And we are all but certain that there are range of other things and components that both the Government and the Vice President do not know, or have the fullest grasp of at this time, including the crucial final cost of this GTE project. Yet this nation’s Vice President of Oil (in reality its Oil President) is barrelling ahead with the project, and dragging along, willingly or unwilling, both his captive Government and the rest of the nation along for the ride. It could prove to be the most dangerous and damaging of rides. To repeat our longstanding position, we are interested like every other Guyanese in the exciting prospects of much cheaper and far more reliable supply of electricity for our homes and businesses. We welcome such a development, but only if it makes sense, and is backed up by independent expert studies. This has also been the longstanding position of this paper, and it is one from which we have not deviated by a millimetre, or for one second. Again, we find it fit to use the Vice President’s own words from his Friday press conference: it is because it is reasonable. It is reasonable because the Vice President, when he was President, was the spearhead for what has turned out to be costly and heavy white elephants in Berbice and elsewhere. This nation has been burnt repeatedly by the suspect project selection and decisionmaking of Vice President Jagdeo (when President), and we don’t have the stomach to be a part of such again.

What does this Government know about the US$1.3B gas-to-shore (GTE) project? What does the man in charge of the nation’s crucial oil and gas business know about this costly GTE project?

Apartheid - A stinging sensation at work in Guyana serve for one kind, with a thin smattering of other colour. The Hon. AG has his legalese; I give him regular Guyanese. Look at that prime real estate carved out for certain types of folks, and those of like mind. They may be darker, but it is not from the heat of the fields, for they are not of the fields if my drift is grasped. Segregation yesterday! Segregation today! Segregation forever (if allowed to be)! A mindset at work: superiors and inferiors. I make the case that the tendering facilities in this country are dedicated to the continuation of economic apartheid, by clumsy means sometimes. Wars can be fought by different means, under different flags; so also, it can be for economic warfare, in terms of who is included, who excluded. For the cheerleaders and defenders, I point to the winners. Seems to me that there is some culling going on there, heavy configuring for specific outcomes that favours the fittest, strongest, cleverest. And who are they? There is the public service, and it is about who is denied unjustifiably, those for whom the doors are held wide open inexplicably, and with the entire system geared to oftentimes crude doctoring, occasionally skilled manipulations. People from my church are part of the arrangements and gamesmanship. Like South Africa, it is about those given free “pass” and those who shouldn’t show up. The word spreads from a variety of solid sources, including those experiencing the brunt of rejections, the victimised; players and orchestrators have known texture, careful coding. Remember I lived in Burnham time. There was precedence, and the wisdom to glean insights, even if one was only halfawake and a certified halfwit. In essence, I know what it was to live in apartheid conditions back then, to be on the outside, the receiving end, and that is what I detect is present right now. Who is in, who is out. Hence, that little homage Editor,earlier. policing and complaint and crime resolution are other extensions of the apartheid state in Guyana. For the new political masters and their kith and kin, policing represents the discriminating, segregating state: it is what the book says that it should be about; while the other is about who is protected, and who is not. Following the outgoing ripples, it is of who is pursued, who is given short thrift, who and what are dealt with professionally, and what falls into the box of the politically mandated, or untouchable. To say otherwise: different folks, different strokes, and as centrally directed, or believed to please controllers. Botha and Vorster had their police criminals in charge of the legal, and so also did Orville Faubus and George Wallace.Ithink that one more area should highlight the occasionally subtle, but frequently flagrant, system of apartheid in this country. It is of redistribution of Guyana’s wealth. It seems that only one kind of Guyanese-colour, politics, standing-are identified to partake. I go deeper, and identify Regions 4 and 10. Focusing on the GTE project alone, it would have helped all Guyana immensely, if the Government and Vice President Jagdeo had come with a project with a full slate of information. As examples, what does a credible feasibility study say, and share it. Also, what are some of the variables (route, pipeline type and quantum, environmental study results, genuine consultation reception, final cost, and such). Most, if not all of these components are either mysteries or state secrets purposely withheld from the people who, ultimately, have to pay for the project. To complete Vice President Jagdeo’s house example, rarely is a house started unless the cost and whether it is viable for purposes intended have been conclusively answered. Regrettably, it has not been so, but we are still racing ahead, regardless.

Does Vice President Bharrat Jagdeo really know as much as he is making a big show of knowing, when he doesn’t appear to know much about the substance of this GTE project? Why has he set his heart on bringing it into existence, with so many unknowns and so many unanswered questions?

DEAR EDITOR, Growing up in Guyana, I heard this saying many, many times “Boat don gan a fall e can’t tun back”. I am in sympathy with my fellow Guyanese who are crying and hollering for changes to be made in the terrible oil contract signed by the Coalition Government and Exxon, it is so lopsided in favour of Exxon, it smells of corruption and clumsiness. When my fellow Guyanese who are now screaming and hollering in Georgetown about this ridiculous oil deal, they are so loud, I can hear them all the way in New York City. The screaming, hollering, and protesting should have been done during the time of the Coalition Government before Raphael Trotman signed this awful agreement with Exxon. I am wondering what had happened to my Bros. David, Mark, et al during the Coalition Government giveaway of Guyana’s oil wealth. Was the energy level in their bodies so low that they couldn’t speak or was it okay for the Coalition to giveaway the oil but it is not okay for the PPP to continue with that agreement? What is good for the goose must be good for the gander. This terrible oil contract is signed, sealed, and delivered; it will not be changed. If the PPP Government tries to change the current oil contract with Exxon, they will be out of government in a hurry either through a soft coup or hard

Their masters in Washington DC, London, Paris, Montreal, Brussel, and other Western European capitals accede to their demands. British Petroleum, Obama, Biden, Hilary Clinton and their stooges in Canada and Western Europe got rid of Muammar Gaddafi and destroyed Libya. Slave trade is back in Libya. During the overthrow of Gaddafi, dark skin Africans were beaten and driven out of Libya. Libya is now a failed nation state. When Prime Minister Mohammad Mosaddegh of Iran was trying for a better oil deal for the people of Iran from British Petroleum in 1953, United Kingdom together with the United States of America overthrew Mosaddegh and replaced him with the Shah, Mohammad Reza Pahlavi, who squandered the wealth of Iran.

It is poor judgment, in my opinion, of the Guyanese population to think Exxon will change the sweet deal they got from the Coalition Government without making huge waves in Guyana. The leadership of the PPP knows the terrible consequences that will be meted out on them if they push Exxon hard on changing the oil contract to be fairer to the Guyanese population. Glenn, for a person who came from the Island of Wakenaam without much formal education made a beautiful analogy on his show about what Guyana is getting from the bad oil contract. He broke it down like this, if Exxon was picking coconuts from a person’s property, for every hundred coconuts that Exxon picked, Exxon will get eighty seven and a half coconuts and the person who owns the property and coconut trees will only get twelve and a half coconuts. So by Bro. Glenn’s argument, I can infer that for every billion dollar worth of oil pumped out of Guyana, Exxon is getting a fat eight hundred and seventy five million and Guyana is getting a meagre two hundred and twenty five million.With a divided society like Guyana, “Deep State”, companies like Exxon will use the racial division or border dispute that Guyana has to force any Guyanese government into submission. All those who are running their mouths off, please follow the history of big oil companies, what they did with many governments around the world. The Coalition Government signed the giveaway of Guyana’s oil and there is nothing that can be done to change it. The same way Guyanese are living with the destruction of the railroads in Guyana by the PNC in 1975, the same way, they will have to live with the giveaway of Guyana’s oil wealth in 2016 by the PNC under the guise of the Coalition Government.

There is a saying “only the man who lives in his house knows where the leaks are”; when put into context, can we not say the same about where we live? Since independence, data supplied by government on practically everything, especially during the dictatorship, has been ‘suspect’. It is remembered, however, the state agencies provide data to economists, researchers, and policymakers, and one must accept them even at face value and work with them. There were shocks (like pandemic, war, natural calamities) to the economy during the last two years. Estimates or accuracy of data must reflect the effects of these shocks. It seems incredible that inflation is only eight percent when one’s (working class) salary can’t make ends meet. Prices or inflation data, in particular, are problematic in recent years. Prices have increased between two and four times for every item except for a few goods. While rentals, mortgage, and transport have gone up modestly, all of which are factored in measuring inflation, food prices have skyrocketed. Is the services sector under and or over represented in the basket of goods to calculate inflation. Prices of many services have risen and expenditures on them have increased dramatically. Is their weight in the consumption basket accurate? How about health and education expenditures — are they accurately represented given that government has s ubsidized education and aspects of health?When inflation is given at say eight percent and income is up by 10 percent, one concludes that the working class is in the driver’s seat. But that has not been factual. Inflation has eaten way all raises in the minimum wage and increments for state employees. Sugar workers have also been suffering, perhaps the most among all state workers.

From time immemorial, citizens of this country have had to endure the anxiety of national elections. Whether it is the fear of violence or threats of violence, for many, it is a traumatic experience whenever elections time come around and this ought not to be. We witnessed the indignity not so long ago when the Guyana Elections Commission took five months before it could have declared the results of the 2020 elections. Thankfully, during that period, there were not many violent episodes.

No other person in this country seems to have problems with these proposals if they are to be put in place and managed properly, other than the PPP/C Government. We heard the Vice President making all kinds of excuses at a news conference last week, although acknowledging that biometrics is a good anti-fraud method. These gaffes from our leaders only confirm what many think of them - power grabbers by any means necessary, while we the citizens must suffer.

One would have thought that after such debacle, our leaders would sit together to fix whatever problems exist in the administering of elections here with a view of easing the tension citizens face. Instead, the government seems more contented in hauling persons to court and fashion changes to the electoral laws that suit it best. We have seen two commonsense proposals for better elections management coming from the Opposition - biometrics and a new voters list.

No doubt, they too are affected by rising prices, including for fuel and fertilisers.They too have to pay double the normal price for cooking oil and pay higher amounts for dry goods at the grocers and supermarkets. But the increases which they have foisted on the public are excessive and disproportionate to the increased input costs and higher cost of living which they have to bear. Nor is the problem a shortfall in production. The May-June rains of this year did not affect the agricultural sector as much as it did last year. Production therefore ought not to be a problem. The government in fact is boasting about success in increasing the production of swamp shrimp. Y et, the price for a bucket of this shrimp is $22,000 when during period of glut had before the government invested in expanding production, a bucket of the same shrimp used to retail for as low as $9,000. What is really going on in this country? Why are the farmers and fruit and vegetable vendors taking so much advantage of citizens? The increase in fish and chicken prices is understandable because the fishers have to pay much higher fuel costs and their catches are much smaller than before.The higher price for stockfeed has also pushed up chicken prices. As for duck and mutton, the average man can only afford to eat this once in a blue moon. All of this has left consumers in a quandary. Consumers however have power! They are not hapless and helpless. They have the power to decide whether they will pay higher prices. What Guyana needs is a one week, in which the entire country decides that it will not eat fruits and vegetables. One week without this will not kill anybody but it will force the farmers to bring down their prices. All it will take is for Guyanese to stop buying fruits and vegetables for one week. This will force a reduction in prices since the produce will spoil in the vendors’ hands and they will be forced to reduce their prices the following week. The present situation is the markets amounts to extortion.Theprices of locally produced vegetables and fruits are stretching the wallets of Certainly,consumers.thereis a need for action to be taken to reduce road carnage. However, the ease lasted only minutes as a light consistent downpour started when the 16 and 15-second competitors began to line up. The plan prior to the resumption may have been to use those classes to assist with the drying of the strip. But with a confirmed list of 140 competitors and a late start on a track without lighting, it was certain the GMR&SC would have been unable to complete all the elimination races. At one point, the deliberation was contesting races based on the severity of the weather since sunshine became a rarity. Some good fortune floated by for those who persisted and the organisers were able to complete the 16, 15, 14 and 13-second classes and were in the midst of the 12-second class when bad lighting became the decider. There was an unfortunate and almost tragic end to the meet after an audacious attempt to reset the strip record by Trinidadian Kervin Ribierio resulted in him losing control of his 1jz RX-7, on the still wet surface, skidding in his launch and did a turtle roll onto the roof where it came to an immediate halt. Fortunately, the driver walked away in good health. Detailed results of the event will be published in a later issue with the confirmation of class winners.

NEWCASTLE, England, (Reuters) - Quickfire goals by Erling Haaland and Bernardo Silva helped Manchester City recover from two goals down to draw 3-3 with Newcastle United in a riproaring Premier League clash at St James’ Park yesterday. Neither side had conceded a goal in the league this season but Ilkay Gundogan opened the scoring for champions City in the fifth minute, ghosting in and catching the Newcastle defence flat-footed before finishing from close range.City should have gone two up in the 16th minute when Phil Foden attacked down the right, but he chose to shoot from a tight angle rather than squaring the ball to Haaland and the chance was wasted.

The home side levelled through Miguel Almiron in the 28th minute as he bundled a pinpo int cross from Allan Saint- Maximin into the net before enduring a nervous VAR check that allowed the goal to stand. Saint-Maximin tormented City full back Kyle Walker and he put Newcastle in position to pull off a huge upset when he set up Callum Wilson to make it 2-1 before halftime.
