Police Sergeant, Dion Bascom Acting Comissioner of Police, Clifton Hicken Crime Chief, Wendell Blanhum
Attorney at Law Nigel Hughes on We d n e s d a y refuted claims made that his client Police Sergeant, Dion Bascom refused to submit himself for an investigation by the force's Office of Professional Responsibility (OPR).Hughes is now claiming that OPR never contacted him or Bascom, for an interview to assist their investigation and is positing thattheactingCommissioner of Police, Clifton Hicken might be more interested in investigatinghisclientrather than the allegations he made that senior ranks in the force have accepted a bribe to cover up the murder of Ricardo Fagundes, better knownas“PaperShorts”. Hicken on Tuesday issued a statement calling Bascom's accusations of a major cover-up by the force “unfounded”.“Sergeant Bascom has refused to submit himself to any investigation by the police of his public allegations, nor provide any evidence in support of the allegations he has made public”,statedtheTopCop. Hickenfurtherstatedthat the accusation made by Bascom while being a servingmemberofthepolice force has placed him in breach of one of its code of conducts.OPRreportedly already has investigated the alleged breachofthecodeofconduct and have submitted its f i n d i n g s w i t h recommendations to the Director of Public Prosecutions (DPP) for legal advice. The Top Cop in a subsequentPressConference heldonWednesdayreiterated his position and with the Crime Chief, Wendell Blanhum at his side, sought to discredit Bascom's claims by calling them false and malicious.Bascom's attorney later that evening during a Facebook interview with Mark Benschops, contested the Top Cop's claim that his client refused to cooperate withOPR'sinvestigators. “No police has contacted eitherMr Bascom, ormyself or a member of my team to say, that we would like to interview Mr Bascom in relationtothestatementsthat he has made”, Hughes told Benschop.Hughes said that he was the one who had reached out to the OPR and the Top Cop to submit a medical requesting sick leave on behalfofhisclient. The lawyer also opined that the subsequent Press Conference which sought to paint Bascom as liar is making it seem as though Hicken and the force is only interestedininvestigatinghis client rather solving Paper Shorts'murderorprobingthe police cover-up allegations made.Hisexactwordswere,“If youbringallthetoplevelsof the Guyana Police Force (GPF), the Acting Commissioner, the Crime Chief, andtheHeadofMajor Crimes, to attack a police officer whom you have not yetinterviewedinrelationto what he has said, it means that your focus is clearly not solving the real crime, it is clearly not in solving the allegations that this police officerhasmade, itismerely toattackthepoliceofficer”. There are two ongoing developments involving the application of Guyana’s Local Content law, which are negatively impacting Guyanese hoping to get their share of our oil wealth. The first has to do with bundling of contracts, and the second is about payment delays for goods and services rendered. This negative impacts from both should not be so, as we pointed out in a recent caption, which states that “Local Content law gives Minister Bharrat the power to regulate bundling and payment delays” (KN August 18). Since the Minister has the power, why is he not using it to benefit Guyanese? What is preventing him from doing Specifically,so?
DEAR EDITOR, I have heard sober, mature men object sharply when Guyana’s Hon. Vice President is described as ‘brilliant.’ They agree, however, on incomparably cunning. Others prefer a different qualifier (one with Manichean overtones) but there is settlement for conniver par excellence. Personally, I am more for a combination of magician and sorcerer of a certain kind. I am trying to get away from the diabolical, but confess to not doing so well. Whatever he really is, I tip my hat to the VP for his cleverness in moving men of peculiar character, a common strain, to jump to do his bidding, regardless of what that may be. It takes a special kind of inspiration, I would say exchange, to make men drop whatever they are doing, distance from what they said they stood for, and transform into spineless, mindless, characterless partners of the VP. The first coming to mind in this pantheon of great Guyanese heroes occupy pivotal spots in the National Assembly. Somebody forgot to remind them on that little part about doing duty unbiasedly and honourably. I suspect the conclusion was that it was going to be water on duck’s back anyway, so conserve energy to save the Guyanese planet. The bottom line is that the VP’s wand has them waltzing around the local House of Commoners unashamedly. Virtual sleepwalkers they have become, just ask the Opposition. In my best preacher’s voice, I plead: forgive them, they know not what they do. They did it for what drove Donna Summer crazy. To confirm the reach of the VP’s cunning machinations, he even has a Guyana scholar eating out of his hand. Must be some sweet nectar he is sharing out upstairs. I call it a taste of honey from the VP’s special farm. The man doesn’t even have a proper title befitting a Guyana scholar, but he too is a versatile street dancer and drill rapper for the VP. That’s showing the homeys where it’s at, Andbro.as an indication of his universal appeal, the VP got a Chinese chap to join in the fun. All the VP would admit to (in a rare moment of limited accuracy only) is that the man is a tenant. I love it. The fact is that all Guyanese know by now that Mr. Su has certainly sang a song of sixpence, and a pocketful that does have a rhyme, given the object of his affections. It is, however, more than sixpence, and likely much closer to six billion. Oh, by the way, that is not in traditional Guyanese notes, our local way of counting. But, imagine that, even the foreigners eating out of the Vice President’s hand. Or feeding from his table, might be the better bedtime story. Now the VP’s cleverness takes a twist and turn, and it not a Guyanese or a Chinese involved, but that most curious of creatures: a Guyanese turned American, then miraculously reborn as Guyanese bean counter. I mean all of us could learn a thing or two about bobbing and weaving from this luminary. Not Mohamed Ali (the local political paperweight pretending at substance and presence), nor the real deal, the Louisville Lip from Kentucky, but someone of self-proclaimed learning, and definitely knowing how to jump high. Talk about killing two birds with one stone: one bird is new local bank, the other being American billions deposited in a Texas bank. How the VP keeps coming up with these characters is simply Guyaneseastonishing.Somestrong-mindedemploystrong words to describe this latest star attraction in the VP’s stable of curiosities. I employ stable, others crushed with ‘house.’ I recall those other upstanding Guyanese doing duty in the time-honoured local way in the house of the people. This is the transformational beauty of the honey that has been perfected by the VP, and I gather that he talks with a different kind of currency, and in amounts not normally seen by little people like me. It is set the price, roll the dice, and let the mice play; we do have some overgrown ones here, don’t we? I do hope that when that other merry local legal luminary, the Hon. Attorney General finishes the crafting of his constitutional reform baby that he would have left out that nuisance, that little hiccup, that unwanted stepchild of loyalty to country first. For what I conclude that is happening here every day is nothing but treason, with men handsomely paid for it, and nicely recognised for their national exercises in tragic deceptions. Like it or lump it, but pick a card, it takes an alchemist (wicked, evil, or cunning) to succeed so often in collaring men like these.
‘Don’t care’ attitude by Big People
DEAR EDITOR, A couple weeks ago I had sent a letter to Kaieteur News and the contents of the letter were about the garbage problem we have here in Guyana along with some other issues such as the horrible road conditions. I would like to reinforce my views due to an experience I had recently with littering. A few weeks ago, I had noticed when coming into my neighbourhood there were two plastic bags of garbage under a tree just at the entrance of the area. Right at the entrance there are two houses that are occupied by diplomats and the two bags of garbage are on the side of the road under the tree just outside these two houses. The houses have 24/7 security provided by a security firm located in Barrack Street, Kingston. The security company is the one that parks under the tree where the two bags of garbage are located. No one else in the area parks at that location. That spot is used solely by the security company and any workers for the two diplomat houses located at the entrance to the area. I had observed the garbage there for a few days to see if the security staff or any other staff that use the spot would move the garbage bags seeing as they were parking right next to the bags, coming out walking in the garbage and driving over the garbage. To my disappointment no one moved the bags with the garbage. Eventually, I approached the security agent that was parked under the tree right next to the garbage bags and pointed out to the agent that there were two bags of garbage right next to the vehicle and I told him that they were the only ones that park in this area and if they would be so kind to please clean it up seeing as they use the area daily. The security agent smiled and Approximatelyagreed.15 minutes later the security vehicle and two security agents took their time to drive about 300 ft down the road to my location to cheerfully inform me that they opened the two bags of garbage and that the contents of the bags did not belong to any of their security agents. They told me that the two bags of garbage contained empty cans of dog food. I again explained to the security agents that they were the only ones that use that spot to park their vehicles and other staff from the two houses at the entrance that they are responsible for. The two security agents smiled and drove away. It has been two weeks after that incident and the garbage is still there only it has been spread out all over the grass under the tree. The security agents were so kind to open the bags of garbage do an investigation into the contents then took the time to come and inform me that the garbage is not theirs. They took a workable problem and made it into an even messier situation. The contents of the garbage bags ended up all over the area spread out in the most disgusting manner. Since that day the security vehicle is still driving and parking in the same garbage and no one is cleaning it up. What is the matter with the Guyanese society today? These two men are grown men over the age of 50 years and they operated in such a nasty and don’t care manner and they are the ones using that area daily. If this is the attitude and behaviour of the security agents then it clearly reflects the principles and ethos of that security company. Your staff and their actions are direct reflections of your company values. Shame on those security agents and shame on the security company. How hard was it to pick up the two bags of garbage from your area of operations and put them in a garbage bin? Both houses that the security company is responsible for has many garbageWhatbins.these two grown men did was to make the place even dirtier by opening the bags and leaving the contents there. What does that tell me about their mental capacity and their train of thought? It is a don’t care society we living in. This has shown me that society has really and truly gone unruly. We have become illiterate the more develop we become as a nation. I keep expecting older people to lead by example but that doesn’t seem to be the way things work here in Guyana. Kind Simeonregards,Taylor
Local Content – The Minister has the power
EDITORIAL KAIETEUR NEWS
I tip my hat to the VP for his cleverness
GHKSincerely,Lall
Section 25 of Guyana’s Local Content legislation under the heading of “Power to make Regulations” says: “The Minister may make regulation for carrying out the purposes of this Act.” Reduced to its simplest terms, standing laws are acts of parliament, from which rules and regulations, and policies and procedures are finalized for implementation and enforcement to make the law come to life. In the context of this nation’s Local Content law, the objectives could not have been more literal, for they are aimed at benefiting the citizens of Guyana to the greatest extentYet,possible.wehave these situations involving bundling of contracts, and delays in payments, which put pressure on Guyanese when there should be none, while the Minister is a study in the motionless, a figure of self-inflicted helplessness.Ministerof Natural Resources, Vickram Bharrat, has to know of the problems being experienced by Guyanese with the bundling of contracts, and the glaring disadvantages that such bundling places on Guyanese. He has to have heard the continuing cries of Guyanese citizens, who the Local Content law was created to give an edge, but from which they are still waiting to get the pluses from its presence. Minister Bharrat has it in his hands to preside over the kind of regulations that would compel the unbundling of contracts so that locals are not left out, but are able to participate and profit from their supplying of supporting products and services that are part and parcel of the presence of oil operations. When contracts are bundled to include a range of corporate needs, then micro, small, and medium Guyanese entities have no chance at competing successfully. When contracts are bundled, the playing field is not level at all, and only the bigger company presences are in a position to take advantage of the business coming out of the oil industry. The Minister must know this, for it does not call for any great wisdom. It is why, therefore, we at this publication call upon him to act with energy and determination to use the authority vested in him by the Local Content law to do what is right by Guyanese consigned to the margins, and with no chance of sharing in any aspect of the rich oil action. Minister Bharrat must indicate in the clearest terms, and sooner rather than later, that he is readying to use the full scope of the powers he has in his hands. Along the same lines, Minister Bharrat could not have failed to hear, cannot pretend not to know, of the difficulties faced by Guyanese in that endless wait of 90 days to get paid for either the services that they have performed, or the goods that they have delivered. It is impractical, it is inexcusable, and it is unacceptable that the very people who own this oil are being held to ransom in these cunning ways. Loans are not usually repaid to banks on a 90-day basis, but via a monthly cycle, and it is the same standard for mortgages, salaries, rents, utilities, and similar such things. Any practice that continues to condone this 90-day payment cycle is nothing less than criminal. And both bundling and this 90-day waiting period to get paid should be outlawed. Minister Bharrat holds the keys, so he should not wait any longer, sit on his hands a single day more. Hopeful Guyanese have been hurt, and this has to stop. A start has to be made somewhere, and the proper regulations would be the best place to start immediately.

DEAR EDITOR, Please allow me some space to express my feelings. I am a chronic diabetic with other complications. I was referred by my Nephrologist at GPHC to join the Guyana Diabetic Association in accessing the services offered there. However, I had great difficulty locating the Association. After moving back and forth, I sought the assistance of the Ministry of Social Services which is located at Lamaha Street. After expressing my frustration with anger (my apology) the kind staff there was able to locate the Guyana Diabetic Association which is situated on Croal Street opposite the Ministry of Foreign Affairs. Upon arrival at the Association I was greeted by Madam Glynis Beaton and her courteous staff as if they were expecting me. I felt great relief at the smiling faces there. I instantly joined the Association for a minimal membership fee of $1500 and a monthly subscription of just $500. I had a very healthy interaction with Madam Glynis Beaton and her courteous staff. I was issued with a Glucose test Machine along with test strips. I was further advice about the Association monthly meeting which is held at the Guyana Nursing School on Orange Walk ,which is held every last Wednesday of each month. I was further advised that members can also uplift their medications as well as insulin for those in need. I strongly encourage all persons suffering with Diabetes, especially Public Servants, to come on board and utilise these services there, which is very much time-saving, highly confidential, and efficient.Istrongly recommend that the Honourable Minister of Health, ensures that a conspicuous sign board is erected there so that the building can be easily identified, and as the Government is in the process of preparing the 2023 National Budget, that the Honourable Minister ensures adequate subvention is allocated to the Guyana Diabetic Association so that the services can be decentralised to all of the 10 Administration Regions of Guyana with Madam Glynis Beaton as the Coordinator. As a Person living with Diabetes, I am willing to volunteer my services should this programme be extended to Region # 3. Thank Mohamedyou,Z. Inshan

Friday August 19, 2022 Kaieteur News PAGE 5 DEAR EDITOR, Permit my brief letter. I have refrained from engaging Mr. Clement Rohee, former Home Affairs and Foreign Affairs Minister and now GECOM commissioner in the public space, to avoid the perception of condoning the targeted attacks on him which had often evoked his past as a city youngster around the Metropole cinema rather than focus on his political conduct and public service. I opted to demonstrate solidarity with Rohee by my silence. Today I depart from that position. The former PPPC General Secretary returned to public political life as his party’s Commissioner to GECOM replacing the late Bibi Shadick, and it is not surprising in the context of the present political situation. Mr. Rohee, a long-standing and Rohee the New GECOM Commissioner experienced politician, wasted no time indicating the context and purpose of his appointment and mission. The Stabroek News article, August 17, 2022 quoted the former minister as stating the Commission’s staff to “reflect what Guyana looks like.” And “See, we know when you go into a polling station or when you go, to do registration certain perceptions which I would not wish to detail at this point in time, tend to emerge. So we need to have staff that reflects what Guyana looks like and this is going to be extremely important...” There is no need for Rohee to detail his position. The message is crystal clear. The PPP/C wants the composition of GECOM staff to change –there are too many Africans. This is not a new position for the PPP/C. Rohee’s appointment (an apparent step down from his former Ministerial status) is to ensure the make-up of GECOM staff reflects the racial and population reality of the country. Even in face of internal and external criticism of its racist policies of exclusion, the party, through its new enforcer of racial quotas, held no hesitation to boldly express and press forward with its agenda of political and racial domination of the country. The PPPC/government, when faced with criticism from the African community and the opposition against its racially discriminatory policies, resorts to its “false reality” denial cry. I conclude with this observation, with the appointment of Mr. Clement Rohee to GECOM, we are in for interesting times.

DEAR EDITOR, Freddie Kissoon’s missive about Banks DIH is way off the mark especially about Mr. Clifford Reis being 90 years old and should retire - I grew up knowing Mr. Reis and his sisters and he’s nowhere close to 90 yrs. Banks DIH is nothing like it used to be when Peter D’Aguiar was Managing Director. Following the death of his father, Peter Stanislaus, D’Aguiar became the Managing Director of the family business, D’Aguiar Bros. Ltd. The Guyanese business, which was involved in the production of rum and soft drinks, became the first in South America to bottle PepsiCola in 1942. [1] Under his management Peter D’Aguiar created Banks Breweries Ltd. in 1955, which in contrast to the family business was a public company. However, D’Aguiar Bros. went public in 1966 and merged with Banks Breweries Ltd. In 1969, resulting in the name Banks (D.I.H) Ltd. Mr. D’Aguiar was a humble man and give back bountifully to his workers. He even built a scheme of houses to be repaid at an affordable rate for his executives and thought of ways in which he could share some of the company’s profits with all Guyanese at large by giving away things like trays, table covers, back packs, beautifully made heavy glass ash-trays, dominoes sets made of ivory, and many, many other things especially at Christmas time. Banks (D.I.H) Ltd is nothing like it used to be. The young executives today don’t know anything about Mr. D’Aguiar and what he stood for. The only thing present management is concerned with is how much profit they made for the year. It’s all about profit and more profit, even a basic thing like bread is not spared. So sad, that a once beautiful company has turned into another money grabbing conglomerate.Ishouldknow I was one of its employees.
DEAR EDITOR, My understanding is during the first decade of the 21st century, Guyanese students who were remigrating were eligible for duty-free concessions on their personal belongings and effects, and on a motor vehicle which they would have owned in the country from which they are emigrating.Thestudent would have been required to be overseas for 4 or more years to enjoy those concessions, except that students studying for less than four years but more than 3 years were also eligible. In this latter instance, proof of study was Accordingrequired.to my understanding, the students would have been required to claim the concession within 6 months of resettling in Guyana. In respect to the motor vehicle, it was a requirement that the said vehicle be acquired in the country of the emigree, and this ownership had to be for at least six months prior to remigrating.Thepresent rules now allow for concession on a vehicle purchased locally. DEAR EDITOR, Please allow me space to ask a few questions on a matter of great public interest, for amidst the brouhaha of allegations of his involvement in the murder of Ricardo Fagundes, Azruddin Mohamed made a public post on Facebook attacking a rival gold dealer; the post inadvertently reveals more about Azruddin Mohamed than his target as he speaks with authority on crimes he supposedly knows of but never before shared with his friends in the Guyana Police Force.Incest, murder, bribery, and corruption of members of the GPF, use of grenades to intimidate businessmen, framing for crimes, false imprisonment, and sodomy in jail, are all in the mind of the self-described philanthropist. It will be interesting to see if the GPF sees fit to ask Azruddin Mohamed to share his wealth of knowledge on the crimes he described. Having demonstrated supposed intimate knowledge of the machinations of the criminal underworld, Mohamed then makes the startling claim that he was the friend and financial backer of Ricardo Fagundes. It begs a very serious question of what business Azruddin Mohamed was backing and if he is backing others currently. Azruddin Mohamed describes Sergeant Bascom’s allegations as “some damning revelations about coverups evidence in the murder”. I would use these same words to describe Mohamed’s post on Facebook.

None of what Mr. Bascom disclosed came as a surprise to anyone, including the top brass of the police force, which has been desperately trying to deny them. What is however s hocking is that instead of the force making every effort to properly investigate the allegations made by one of its own, its leaders are busy trying to demean and discredit him.

This has been the modus operandi of the organisation over the years. It was painful to watch a news conference hosted by the Commissioner of Police, Clifton Hicken and his Crime Chief, Wendell Blanhum on Wednesday as they fumbled over searching questions regarding the case. The pair at times seem confused, offering incoherent responses to media queries and seem contented with just trying to refute the allegations by Bascom. For the sake of good governance, we hope that this matter is fully investigated, and the truth of what is alleged to be a grand cover up comes to the fore.

A few days ago, Detective Sergeant, Dion Bascom made some explosive allegations of corruption, which include multi-million dollar bribery claims against senior members of the Guyana Police Force, regarding the murder of businessman, Ricardo Fagundes, and the subsequent stalling of the investigations.

Govt. assessing “strategic partner” model for national oil company ahead of oil block auction
President Irfaan Ali has s a i d t h a t h i s administration is still looking at the business model to allow a strategic partner to operate andmanagethecountry'spotential oilcompanyaheadoftheupcoming oil block auction which was scheduled for next month, but has now been pushed back toward the endoftheyear The Government had set September for the offshore oil blockstobeauctionedtointerested parties, but President Ali has said thatfeedbackonthisisstillcoming in,andtheauctionwillbeheldafter allinformationisconsidered.
President Irfaan Ali
Vice President Bharrat Jagdeo, withresponsibilityforthecountry's budding oil sector, had stated earlier this year that the administration is considering the development of a national oil company (NOC) with the Governmentplayingapassiverole by owning shares in the company, and not taking part in its managementactivities.
TheGuyaneseleaderinformed that while the current situation has delayed next month's event, “the commitment to the auction is fully there.”When considering the NOC with a “strategic investor” verses the auctioning of offshore oil blocks to interested parties, one of themainvariablestobedetermined is whether Guyana will be able to significantly increase its revenue from other streams such as its Production Sharing Agreement (PSA).VP Jagdeo during a press conferencehadsubmittedthatthere seemedtobealotmoreconsanda few pros when examining existing NOCAsmodels.such, hesaidthatthestateis considering a NOC with a model outsideoftheordinaryset-up. Key questions about the benefits of setting up an NOC include the time it would take to developaNOCandhaveitrunning efficiently, the overload on domestic capacity, and the corruption usually associated with theseentities.
The “strategic partner” which the Government seeks, will also take shares and operate the companyonbehalfofGuyana. Thedecisiononthismatterwas setaroundthesametimetheblocks wouldhavebeenauctioned. The President has noted however, that since the announcement of the specific model, several expressions of interest have been received by the Government.TheHead of State said that the Governmenthaspubliclyindicated what type of partnership they are lookingforandhasaskedpotential investors from places such as the UnitedStates,“togiveusanoption of whether they would like to partnerorfindastrategicpartnerin terms of the energy security in the region…”ThePresident explained that one of the models he believes will benefitGuyanaisamodelinwhich some blocks can be developed through a state company He continued however, that a state oil companyisdifferent,“oneinwhich the Government does not have management interest or does not play any part in managing, nor do we put any investment in, but whereGuyanesepeoplearepartof whatcomesoutofthereturns.”“So, thatmodelhasbeenattractingalot of attention and I've been getting a lot of feedback, a lot of ideas from different places,” the President informed.Hesaidhewantstogivehimself “enoughopportunitytogetthetotal feedback on the model, because if we (Government) go to an auction andweauctionouteverything, then we lose the ability to come back withamodellikethis. The President said that he is getting a lot of technical feedback from different stakeholders and submittedthattheGovernmentwill wait a bit more to see what other advise comes out in terms of the NOC“Andmodel.then, when I am able to evaluate it all, then we can say it doesn'tmakeanysenseoritmakes sensetohaveasecondmodel.”

From page 2 Conference on Wednesday, one of Bascom's Superiors, Wendell Blanhum, confirmed that Mark Richmond was initially listed as a person of interest in the case and admitted that he and other senior ranks were aware that the detective was allegedly threatened by suspect after he had gone to arrest him. The Crime Chief made it clear that it is not CID's duty to investigate threats and said that Bascom was advised to make a report at the Brickdam Police Station. Bascom in his controversial live video said that he had lodged the report but no investigation was done and when he complained to his superiors at CID they ignored him. As it relates to the coverup of 'Paper Shorts' murder by police, Blanhum said that Bascom was lying and his allegations are false and very malicious.
Is this a priority right now and if so, a priority for whom? Did the executive of the Chamber have a meeting in which this matter was discussed? Were there any personal interests involved? How did this become an issue at this stage? Did the Chamber conduct an economic analysis before it made this call for the removal of the visa requirement for Guyanese wishing to travel to the United Kingdom? In its statement, the GCCI said that such a removal would augur well for economic relations between Guyana and the United Kingdom. So how exactly would the removal of the visa requirement augur well for economic relations? The visa requirement has never stood in the way of such relations. Removing the visa does make it cheaper to travel. But by no means can it be said that the UK visa application fee is prohibitive. The Chamber speaks for a section of the business class who can more than afford the visa applicationRemovingfee. the visa requirement will have serious implications. At present Guyanese nurses are flocking to the United Kingdom to take up jobs. They and their accompanying family members each require a visa to enter the United Kingdom. If that requirement is removed, there will be serious repercussions. The hospitals in Guyana will empty because hundreds of nurses will immediately take flight, leaving the health sector in a quandary. It is not clear whether the GCCI considered the implications for skilled persons if the UK visa requirement is removed. But why the emphasis on removing the UK visa requirement? What about the US visa requirement? Does the GCCI not also think that it will augur well for economic relations with the USA, if the visa requirement to enter the US is also removed? Does Guyana not do more business with the US than the UK? The GCCI should be concerned about the dramatic decline in the issuance of non-immigrant US visas to Guyanese. The country became an oil-producing country in 2019. Despite this, non-immigrant visa approvals have declined precipitously. In 2016, more than 50,000 nonimmigrant visas were approved. In 2018, it was reported that 70 percent of the non-immigrant visa applications by Guyanese were denied. In that year, less than 5,000 non-immigrant visa applications were issued. For fiscal year 2021, it has declined further to 1,683. In the meantime, the President of Guyana picked up on another visa issue – the Schengen visa. He called for the processing of the visa application to be done in Guyana. At present, persons desirous of travelling to an EU country have to be processed in Suriname, mainly for biometric purposes. The President of Guyana has expressed a genuine concern. It is unreasonable for Guyanese to be asked to travel to Suriname for EU visa processing. But the President fell short of calling for a waiver of the Schengen visa requirement. At the least the EU member states should consider having the processing done locally as is the case with the visa applications for Canada and the United Kingdom. The President addressed this issue at an event hosted by the European Union Delegation to Guyana. The President, however, did not do his homework. Had he done this, he would have realised that consular matters do not fall under the EU Delegation to Guyana but rather to the members of the European Union. He should therefore have his Ambassador to the EU – if there is one – address the need for Schengen visa processing services in Guyana. But there are far more important matters than visas which should have detained the President. Guyana’s rice exports to the European Union are now under threat because of allegations of the discovery of traces of pesticide residue. The Minister of Agriculture has reportedly said that pesticides are not used on exported rice. That may well be so but the EU report is damning on Guyana which exports almost half of its rice production to Europe. The President should have spent time addressing this issue. It is far more important to economic relations than the local processing of Schengen visas. We have our priorities twisted. Visa exemptions and the establishment of visa processing centres in Guyana should be secondary to larger economic concerns. Not that the issue of visas is unimportant. It does matter to the average citizen but there are so many other pressing and more urgent matters to be resolved that it is quite befuddling that organisations and even senior government officials can find the time to call for visa concerns to be addressed when there are serious economic threats which deserve greater attention.Yesterday, the United Kingdom reported inflation as high as 10.1 percent. This is the highest level of inflation since 1982. Milk, bread and energy prices are soaring. This has implications for doing business with Britain. Guyana is exporting sugar, rice, rum, gold and wood products to Britain. High inflation is going to impact on the demand for those exports. In the face of this threat, the Georgetown Chamber of Commerce and Industry (GCCI) has issued a call for the removal of visas for travel to the United Kingdom. This is unbelievable!

Edghill says Govt. to explore more cost-effective accommodation for UN offices in Guyana

Un d e r t h e leadership of President Irfaan Ali, the Government of Guyana will be exploring a more cost-effective route to accommodate the United Nations (UN) offices here, Minister of Public Works, JuanEdghillhassaid. This comes weeks after Edghillfirstrevealedthatthe former A Partnership for National Unity Alliance for Change Government (APNU+AFC) had tied government to a 10 year leasecontractat$188million annually to rent the Duke Street Kingston property owned by Guyanese singer EddieEdghillGrant.had condemned the former administration sayingthatStatefundscould have been used more wisely But Patterson and Edghill seem have engaged in a war of words over the issue. WhilePattersonclaimedthat thegovernmenthadsecureda gooddealwiththerentalasit included the payment for electricity and other amenities, Edghill says the lease agreement disproves this.In a letter to the editor, Edghillpointedtosectionsof theleaseagreementwhichhe said disproves inferences by Patterson which suggest the Government got a good deal when this was not the case. He explained that while the Government rented the building for that amount, the United Nations Programme an organization with presence in the Republic of GuyanaaspartoftheUnited Nationssystem, alsoplayeda role in paying the electricity and utilities for occupying that“premise.Soin actuality, the government signed an agreement to pay over $188M just for the occupancy of the building and the UN has to pay for electricityandutilitieswhich means, it costs more for the offices to operate out of the premises,”Edghillsaid. “Citizens, it can also be confirmed and verified that the UN in Guyana has been paying all utilities and security, and all charges as it relates to their obligations in the contract…” the Minister added in his letter In his letter, the Minister went to highlightsectionsofthelease agreement which were later seenbythisnewspaper The Minister noted that while Patterson pointed to parts of the tenancy which state that landlord is responsible for certain maintenance, there are a number of sections which show that the tenants have major responsibilities which are not included in the cost forrent.“While the said (Article 8) in fact states that the Landlord shall, during the term of the Lease, be responsible for all major repairstothestructureofthe building,Article9,statesthat the Tenant is also responsible,”Edghillsaid. He noted that Mr Patterson's statement that “Included in this fee were water rates, rates and taxes, security from (6:00 AM to 6:00 PM) on working days, maintenance of landscaping, car parking, grounds, and other associated external structures, suggests that was theend Quotingall.”othersectionsof the agreement, Edghill continued: “however, I draw yourattentiontoArticle12of the Government of Guyana agreement, which states, 'Water, Electricity, Security, andUtility…Thetenantshall pay directly all sums due during the term of this lease inrespecttohisconsumption of electricity and all utilities consumedorbenefittedfrom the utility company or its agent.”According to Edghill, all theseareresponsibilitiesthat are on the tenant which is in this instance, UN, has the responsibility He stressed therefore that Patterson's claim that this was a good deal is false “The Government is paying over $188M annually for the rent alone while the UN is taking care of electricity and other responsibilities can never be agooddeal…itmeansmore i s b e i n g s p e n t t o accommodatetheoffices,” (Continued

The Guyana Police Force back in 2009 had unveiled a sophisticated devise capable of tracking phone calls and performs other functions, but on Wednesday its Crime Chief, Wendell Blanhum denied that the organisation has such piece of equipment and that it was used in the investigation into the killing of businessman, Ricardo Fagundes.ItwasDetective Sergeant Dion Bascom who had made the revelations that the police were able with the use of technology to place Mark Richmond-one of the suspects in Fagundes’ murder at the crime scene on the night he was shot and killed outside of Palm Court. According to Bascom, phone records had also showed that Richmond was in contact with prominent businessman, Azruddin Mohamed around the time of the killing. When this information was related to the superiors, they allegedly never acted on it, Bascom said. However, Blanhum and his detectives at a news conference on Wednesday called Bascom’s allegations false and even moved to debunk the claims implicating Mohamed in the murder and placing the suspect at the crime scene.

Edghill said adding that the PPP/C administrative will find a more cost effective solution to housing the UN Offices here.Meanwhile, when contacted Patterson maintained that the rental of building was the best the Government could have done given the circumstances. “We were paying for the building that the UN representatives here selected themselves and they took on the cost for electricity, other utilities and so forth… It could have worked out to more if we had to pay all the other costs for accommodation,” he explained. The police at the time were trying to dispel claims by US Prosecutors in the then Roger Khan’s case that they had seized ‘Spy’ equipment’ capable of intercepting telephone calls from the office of Robert Simels, who was one of Khan’s attorneys. The police force back then on several occasions, had insisted that they had the equipment they had seized from Khan in their possession. Fagundes was reportedly gunned down by two men seen on a CCTV camera emerging from the back of a white tinted Toyota Fielder. According to Bascom, phone records had also showed that Richmond was in contact with prominent businessman, Azruddin Mohamed around the time of the killing. When this information was related to the superiors, they allegedly never acted on it. Slowe arguing his case the force has tracking devices, related when he was arrested and charged by the police last year , they were even given instructions to arrest me because they even went to the airport in anticipation of my return they went to the airport and waited there I didn’t arrive at that day, they went another day I didn’t arrive there and when I finally arrived to go to court they turned up at the courtyard to arrest me and I am aware and let me say this, in relation to the statement made by Blanhum that they do not have the capability of following people and tracking people. When I returned to Guyana in October of last year to attend court on those trumped up charges, they tracked me, I know that they turned up at two locations where I had just left and the only way they could have known that I was there is that they were tracking me electronically so that is nonsense that he is talking there,” Slowe asserted.Police tipped off Kaieteur News on Monday reported that more allegations have been brought to fore that detectives investigating were tipped-off by an informant about the driver of the getaway car used in the hit but they had never moved to arrest the suspect for questioning.Thesuspected get-away driver is no stranger to law and although the police allegedly did not pursue leads to detain him, he landed in hot-water months after Fugundes was killed for illegal possession of a firearm and ammunition. He was charged and remanded to prison for the offence. It is unclear if the detectives had questioned him about his alleged involvement in death of Ricardo Fagundes. However, according to reports received by this newspaper, police had received details that the suspect could be the one behind the wheels of a white heavily-tinted Toyota Fielder Wagon used in the hit on Fagundes.Despite having an identity of the suspect, no instructions were given for him to be arrested nor did police attempt to detain him for questioning or seek leads about his whereabouts. The alleged get-away driver was the second suspect to be identified in the killing of Fagundes.Thefirst to be identified was an individual by the name of “Shop Man”, a security guard working with a business establishment located in central Georgetown. “Shop Man” was recently publicly identified as Mark Richmond of Mohamed’s Enterprise located on Lombard Street. The business place confirmed that he is part of its security team but not in charge of its security operations.Thisdevelopment came after Bascom publicly accused his superiors and named one of them of collecting a bribe to cover-up the investigation. Bascom was one of the detectives working on the Fagundes murder case but he was later removed from the investigation and transferred to another location after reports had surfaced in the media that the suspect had threatened him. During his Facebook live he implicated Mohamed in the murder and the alleged cover-up of the investigation. Mr Mohamed has since denied the allegations. The detective claimed that with the use of technology, investigators were able to place Richmond at the crime scene on the night of the murder and cell phone records showed that he was in contact with Mohamed. As it relates to the ongoing investigation into the murder of Fagundes, police had publicly stated that they were able to trace the car used in the hit from North Road towards Main Street, Georgetown moments before he was killed. The car parked at Main Street and two gunmen waited inside for their target to step outside of Palm Court and when he did, CCTV cameras captured them emerging from the vehicle and riddling Fagundes will more than 20 bullets. They then went back into the car and it sped in a southerly direction heading towards the East Bank Demerara. A car was later that evening found burnt out along Linden/Soesdyke Highway and police suspected that it was used to carry out Fagundes’ murder.

AFP - Marco Jansen and Keshav Maharaj took South Africa into a first-innings lead over England of more than a hundred runs in the first Test at Lord’s yesterday following a fine fifty from Sarel Erwee. England captain Ben Stokes had bowled his side back into the game when he removed well-set opener Erwee (73) and Rassie van der Dussen (19) in quick succession to leave the Proteas 1925. But come stumps on the second day, South Africa were 289-7 — 124 runs ahead. Jansen was 41 not out, having added 72 for with Maharaj (41) as the seventhwicket duo cashed in on England’s failure to bowl to increasingly unorthodox fields.South Africa had earlier dismissed England for just 165, with fast bowler Kagiso Rabada taking 5-52 — his 12th five-wicket haul in a Test innings.Ollie Pope’s 73 was the only double-figure score by a specialist England batsman, with all-rounder Stokes’s 20 the next-best Yesterday’scontribution.largelysunny

- Elgar’s freak exitBut South Africa captain Dean Elgar and fellow lefthander Erwee still showed plenty of application while also scoring briskly against an England attack that lacked both the pace and accuracy of the Proteas’ four quicks. Elgar, dropped on seven by Zak Crawley in the slips, was then largely untroubled until, having made 47, he fell in freak fashion when a ball from 40-year-old England great James Anderson deflected off his thigh guard and forearm before trickling onto the Thestumps.32-year-old Erwee reached just his second fifty in his short Test career when he struck Stuart Broad through the covers for a sixth four in 89 balls faced. Aiden Markram hit three stylish fours in his 16 before he was caught behind off Jack Leach — the first spinner used by either side this match. South Africa were still well-placed when Stokes took two wickets for five runs in seven balls en route to stumps figures of 3-53 in 12 overs. He dismissed the resolute Erwee when a superb bouncer from around the wicket lifted off a good length to take the glove before lobbing gently to wicketkeeper Ben Foakes. Stokes, battling a longstanding knee problem, then had van der Dussen plumb lbw for 19 with a ball that jagged back. Stuart Broad then took his 100th Test wicket at Lord’s when Kyle Verreynne (11) edged behind to opposing glovemanMaharaj,Foakes. however, dismissively pulled Anderson for four and Jansen hooked Stokes for six over long leg. And by the time Maharaj holed out off Stokes he had hit seven fours in 49 balls.

The Leewards resumed Day two on 114-4 but were bowled within 10 overs of play for 151, although they secured a first innings lead of 78 runs.Fast bowler Isai Thorne, who represented West Indies and the Under 19 World Cup led the rout of Leewards batting with impressive bowling figures of 12-0-36-6. Top order batsman Jewel Andrew 56 (94 balls, 4x4, 3x6) was the only Leewards batsman to resist while Thorne was in his wicket-taking Thatspell. moment of joy was short-lived for Guyana, as their batsmen collapsed in the second innings for 90 all out. I want to thank our CEO Johnny Grave, and those several other Executives and Chairmen representing the various other Boards, who put many valuable hours into these negotiations.” Grave said: “The major highlight during the period will be our joint hosting of the ICC Men’s T20 World Cup in June 2024, where we will partner with the USA to deliver an event of the highest quality on and off the field. The hosting of the Men’s T20 World Cup should help to inspire the next generation of young West Indians and re-ignite the cricketing passion of our fans in the Caribbean and around the world. Hopefully it will also provide a legacy and catalyst for growth of the sport within the USA. We are also pleased that we have once again been able to secure full windows for the Indian Premier League and Caribbean Premier League for our players as we try to find a balance between our international commitments and the significant earning opportunities for our players from Domestic Leag ues.”

“I would like to thank my family and the many persons that helped me along the way in particular Coach Garvin Nedd, DCC and the owner of Crown Mining, Mr. Persaud whom I play golf with occasionally,” said Jonathon who plays for a club that has produced several Test players including Maurice Fernandes, Lance Gibbs, Roy Fredericks, Clive Lloyd, Roger Harper and Travis Dowlin. Young Jonathon disclosed that his father, a former President of DCC, was a main factor in helping him with his game, but explained Coach Garvin Nedd has been his coach for as long as he can remember. “At school, I am part of the Basketball team. We do play cricket but the weather played a big part in us not being in the field. I am doing reasonably well at school and is working to have that balance between academics and sports,” concluded Jonathon.
Masters galloped to an efficient eight-wicket win over Sunshine while at Elia facility in North York, Pegasus made light work of Spartans. Masters were indebted to topnotch batsman and Canadabased Guyanese Kumar Doodnauth who fashioned an unbeaten, entertaining 84. Chasing a competitive 155 for victory from the allotment of 15-overs, Masters reached 156-2 with 12 balls remaining. The hard-hitting Doodnauth appeared at the crease with his team in a spot of bother at 34-2 in the fifth over. But his aggressive method proved effective as he slammed a flurry of sixes to take total control of the game. He clobbered 11 effortless sixes and two fours while he was well supported by opener Azam Han iff who helped anchored things with a valuable 40 not out. Ha niff (Continued on page 25)

Shimron Hetmyer has played 47 matches for the GAW since 2016.
Much is expected of Richard who is still actively playing cricket in TT, bats left-handed and bowls right arm fast medium. The team will be captained by Balwant Roy Singh who is indeed a veteran of these World Cups having participated in them all since 2018. Roy was part of the Canadian Over 50s squad in December 2018 during that inaugural World Cup for O50s which was won by Australia. Roy then chose to represent West Indies in the 2nd O50s World Cup held in Cape Town, South Africa in March 2020 which was unfortunately aborted due to COVID. Roy registered a solitary half century in both of these World Cups and had some decent dismissals behind the stumps. Roy has stuck with the West Indies teams and has now graduated to be the captain of the O60s squad for this inaugural World Cup. CWIMA was hoping to feature a few big names at this World Cup in the form of Alvin Kallicharran and Colin Croft, but, unfortunately, Alvin broke his finger in 2 places whilst coaching in North Carolina a few days ago and work commitments did not allow Crofty to be part of the squad. Crofty had toured with the West Indies squad in March 2022 to Houston Texas and had made an appearance at the Marlborough Cup in England last month. Attempts were also made to have Collis King on board with this team. Collis King still plies his trade in the English circuit. The majority of the team will wing out from Los Angeles on Sunday August 28th 2022 with a direct flight out to Brisbane Australia where they will hope to get acclimatized to the weather and conditions a few days prior to the actual tournament. They will then engage in a solitary practice match on Wednesday September 1st, have net sessions on Thursday before the tournament commences on Saturday September 3rd. There will be a grand Opening Ceremony on Friday, September 2nd with the Presentation/Closing ceremony slated for September 15th.
