Kurds push to drive militants from Mosul Dam with U.S. air support DOHUK Iraq (Reuters) Kurdish fighters pushed to retake Iraq’s largest dam yesterday in an attempt to reverse gains by Islamic State insurgents who have overrun much of the country’s north, officials said. Islamic State militants have seized several towns and oilfields as well as Mosul Dam in recent weeks, possibly giving them the ability to flood cities or cut off water and electricity supplies. Asked about a Kurdish push to dislodge the militants yesterday, a Kurdish official said they had not retaken the dam itself but had seized “most of the surrounding area”. Islamic State militants have told residents in the area to leave, according to an engineer who works at the site. The engineer said the militants told him they were planting roadside bombs along roads leading in and out of the facility, possibly in fear of an attack by Kurdish fighters who have been bolstered by U.S. airstrikes. U.S. planes - deployed over Iraq because of the Islamic State’s advances for the first time since the U.S. troop withdrawal in 2011 - had been striking targets near Mosul Dam over the last 24
Displaced people from the minority Yazidi sect, who fled the violence in the Iraqi town of Sinjar, march in a demonstration at the Iraqi-Turkish border crossing, yesterday. REUTERS/Youssef Boudlal hours, peshmerga spokesman Halgurd Hikmat said. “God willing we will regain control of the dam today,” he said. U.S. officials said last week the U.S. government was directly supplying weapons to Kurdish peshmerga fighters. Witnesses said Kurdish forces have recaptured the mainly Christian towns of Batmaiya and Telasqaf, 30 km (18 miles) from Mosul, the closest they have come to the city since Islamic State
insurgents drove government forces out in June. The insurgents have also tightened their security checkpoints in Mosul, conducting more intensive inspections of vehicles and identification cards, witnesses said. The Kurds, who live in a semi-autonomous region in the north of Iraq, have long dreamed of independence from central governments in Baghdad which oppressed the non-Arab ethnic group
Crowd loots Ebola centre in Liberian capital, worker says patients removed (Reuters) - A crowd attacked a makeshift Ebola quarantine centre in a rundown neighbourhood of the Liberian capital, throwing stones and looting equipment and food, witnesses said, and a health worker said patients had been removed from the building. “They came in and took whatever they could take and took their patients because they don’t want anyone here,” a health worker, who declined to be named, said as a crowd gathered around the fence of the centre in the West Point neighbourhood late on Saturday. “They threw stones,” the worker said. It was not immediately possible to confirm whether patients had been removed from the centre, which was housed in a school building. Rocks lay in the street outside and rice was strewn on the ground in evidence of looting. Fearful health workers stood nearby waiting for an escort to leave the centre. “My life is the most important thing now. I need them get out of here,” the health worker said of the crowd, which later dispersed. The incident highlighted the difficulty of containing
the virus, which has killed more than 1,000 people in Guinea, Sierra Leone and Liberia since the outbreak began in March. Four people have also died in Nigeria. Inside the school house, Daniel Dahn and his children sat alone in the darkness. There was no sign of other patients in the building. Dahn said his wife had died that day of diarrhoea and vomiting. He did not know the cause of her death but had been isolated because of the possibility that he and the children might have become contaminated with Ebola. A corpse lay in a nearby room, though it was unclear whether the person had died of the virus. Residents in West Point said they mistrusted the government and feared it might import the virus into the community through the health centre. Underlying their concerns was a lack of information about the virus and fears about the impact it
could have on the i m p o v e r i s h e d neighbourhood. Such social tensions have compounded the challenge faced by West African governments and international agencies in tackling the epidemic. The death toll from Ebola is still climbing and the U.N. health agency faces questions over whether it should have declared the outbreak a “public health emergency of international concern” before Aug 8. Health care workers fighting to stop the disease in often overcrowded and illequipped clinics often succumb to Ebola themselves. The World Health Organization says more than 170 healthcare workers have been infected and at least 81 have died. Health care workers in Liberia have administered three doses of the rare, experimental drug ZMapp to three doctors suffering from Ebola.

for decades under former dictator Saddam Hussein. Tensions were also high under outgoing Prime Minister Nuri al-Maliki who clashed with them over budgets and oil. The Kurds since June have capitalized on the chaos in northern Iraq, taking over oilfields in the disputed city of Kirkuk. Iraq’s new prime minister, Haider al-Abadi, faces the task of reducing Sunni-Shi’ite tensions that have revived a
sectarian civil war and addressing those Kurdish independence ambitions. German Foreign Minister Frank-Walter Steinmeier has warned against the formation of an independent Kurdish state, saying this would risk further destabilizing the region. “An independent Kurdish state would ...create new tensions, possibly also with the states neighboring Iraq,” Steinmeier said in an interview with Germany’s Bild am Sonntag newspaper published yesterday. Proclaiming a caliphate straddling parts of Iraq and Syria, Islamic State militants have swept across northern Iraq, pushing back Kurdish regional forces and driving tens of thousands of Christians and members of the Yazidi religious minority from their homes. Steinmeier, who met Iraq’s new Shi’ite prime minister in Baghdad on Saturday, said the formation of a new government that all regions and religions could identify with “is perhaps the last chance for cohesion in Iraq”. The European Union has allowed individual EU governments to supply arms and ammunition to Iraqi Kurds, provided they have the consent of authorities in
Baghdad. Washington is already supplying weapons. In a televised statement apparently referring at that action, the office of the Iraqi army command yesterday evening said: “We warn all parties not to exploit the current security situation in the north of Iraq and violate sovereign airspace to ship arms to local parties without approval of the central government.” Asked about possible German deliveries, Steinmeier said: “We’re not ruling anything out. We’re looking at what’s possible and doing what is necessary as quickly as possible.” Masoud Barzani, president of Iraqi Kurdistan, reiterated his call for weapons from Germany and other Western countries in an interview with Bild am Sonntag. Fears of Islamic State militants - who Iraqi officials say have massacred hundreds of Yazidis - have driven thousands of people to the Kurdish region. In the town of Dohuk, about 100 Yazidis held demonstrations yesterday, complaining that they had given up on Iraq and wanted to travel to Turkey but were prevented from doing so by Kurdish security forces.

FROM A UNION OF CONSENTING PARTIES TO A MATCH WEDDING First, it was postulated that there could be no marriage without courtship. In other words, power sharing, the marriage, was dependent on courtship, the cultivation of trust between the political parties in Guyana, namely the PNCR and the PPPC. What was being proposed was a union of consenting parties Now the argument has been inverted. It is being advanced that there can be no trust unless there is some form of union. In other words, there must be a marriage before the two parties can trust each other. What is being now proposed is a match wedding. It is easy to manufacture such forms of political simulations. But experience is not on the side of political matchmaking. The Good Friday
Agreement of 1998 was not achieved by any matchmaking. It was preceded by seven years of on and off negotiations, and of course by the recognition that in a changed global political situation, the Great Powers wanted the disputes between the Nationalists and the Unionists settled quickly. In those seven years, trust was a tenuous currency. But enough trust was cultivated for the Good Friday Agreement to be signed. The implementation of the accords proved problematic. Within two years, problems and divisions resulted. It took subsequent agreements in 2002, 2007 and 2010 to move the process painstakingly forward. What are the lessons for Guyana? Firstly, trust has to be developed over a long period of time before any union can

be cemented. It is nonsensical to speak about the building of trust by asking two incompatible parties to jump into bed with each other. The experience in Northern Ireland has established this as a fact. The best example of how disastrous it can be to ask distrustful parties to share the same bed was in Zimbabwe. The power sharing agreement in that country was preceded by controversial and disputed elections which aggravated the political tensions in that country and deepened the divisions between the main parties. Following regional mediation, the country’s two main parties agreed to a power sharing deal. But the lack of trust saw tensions being transposed to the Executive. That power sharing
agreement never worked effectively. In the end, Mugabe was able to discredit the opposition by having them under his wing. This shows the complete failure of a marriage that was arranged without the building of trust. The situation in Northern Ireland illustrates another problem: the need for continuing process of building trust. The implementation of the Good Friday Agreement staggered like a drunk backwards and forwards, left and right. It took almost twelve years for the parties to reach consensus on what they have signed on to. This shows that merely participating in a structured process is not a sufficient condition for the building of trust. In South Africa there were behind the scenes
negotiations going on for years between the then imprisoned Nelson Mandela and the apartheid regime. That regime did not wake up overnight, free Mandela and then hold free and fair elections which created a power sharing government between the African National Congress and the De Klerk’s party. No, there was a long process of building trust, first through secret talks between De Klerk and Mandela and later between the government and the ANC. There was then a further process of building trust, a protracted process of developing a Constitution that would have allowed for Black majority rule and for the economic protection of White South Africans. There was even a Truth and Reconciliation Commission
that gave amnesty to those who committed grave atrocities provided that they confessed and told the truth. There was a long process of building trust before the power sharing between the parties. But again, it is one thing to build and cultivate trust in courtship but it is another thing to sustain that trust in the marriage. The South African power sharing agreement collapsed. The marriage did not last long. The separation was fast and quick. Those therefore who are proposing that the PPPC and the PNCR jump into bed in order to develop trust are setting the parties up for divorce, one that will be quick, nasty and costly to both sides.

US organization to undertake massive Stationery drive seeks to provide education outreach project in Guyana for 600 hinterland students With the aim of ensuring poverty throughout the nutrition plays a vital role in that every child acquires a sound education, an International Children’s Organisation (ICO) based in the United States is slated to commence a series of education outreach programmes locally. The non-profit organisation based in Florida was founded by Guyanese American, Onica Charles. Charles, who spent her early school years in Guyana, migrated to the United States of America several years ago and “managed to make something of herself.” After graduating from Florida International University (FIU) with a Bachelors Degree in International Relations and the Nova Southeastern University with a Masters in Public Administration, Charles was hired as an Administrative Officer for the city of Sunrise FL. USA, where she developed programmed based budgeting for the city. She thereafter formed the group, which is supported by students from Colleges and Universities across the United States. Charles said that ICO is dedicated to improving the lives of children facing
world. Through fundraisers and donations, the organization also assists in providing food supplies, healthcare equipment, school supplies, and other necessities. ICO also facilitates training and seminars on important topics including the significance of a well rounded education. The nonprofit organization is undertaking the construction of a massive children’s aid center in Craig on the East Bank of Demerara. “The community center will be equipped with a computer lab, which students will have full access, to do their homework and internet research. They will have a library with a cozy reading area where students can enjoy reading a book and a study room, where students can study without any outside distractions.” Additionally, Charles noted that the center, which will be funded by the International Children’s Outreach, will also provide free tutoring to children who need it. “Not only that, but every day the center will provide a hot meal for children within the community, because

our daily lives and without the proper nutrition children simply cannot focus on learning.” The young philanthropist said the center will have a basketball court and a playground so the children have additional activities to part take in. “After all, they need a well-balanced life. The community center will be free for anyone who needs the service,” she added. While the organization is determined to have the facility up and running at any cost, the founder is seeking assistance from Guyana’s private sector in serving, for now, the children on the East Bank Demerara corridor. According to the organization’s Director of Public Relations, Rehana Ahamad, the non-profit organization is hoping to build more centers here in Guyana, but the input of the local private sector is much needed. Ahamad noted that educating the youth is perhaps the only way of alleviating poverty from our society. On Saturday August 23,the group will be hosting its first fun day and community outreach at Grove, East Bank Demerara, where children can receive their free ‘back to school’ supplies. Last year, the Global Shapers CommunityGeorgetown Hub provided back to school supplies to over 400 young students in Matthew’s Ridge, Kurupukari, and Cashew Island through its HeadStart Stationery Drive. This was made possible by the generosity of individuals, organisations and businesses both in and out of Guyana. This cause received such overwhelming support from donors and humble appreciation from its beneficiaries that the Georgetown Hub has decided to make this an annual stationery drive. According to Director of the organisation, Dr. Rosh Khan, this year’s HeadStart Stationery Drive seeks to provide over 600 students in Regions one, eight and nine with stationery supplies for the 2014-2015 academic year. The Georgetown Hub will once again leverage support from members of the general public and the business community of Guyana and around the world to support young students in Guyana’s hinterland communities. He explained that this micro project was birthed after recognizing the need in these hinterland regions due to socioeconomic and geographic limitations. This year ’s project, championed by Georgetown Shaper, Hubert Forrester, will be creating stationery packages for both nursery and primary students and delivering these supplies in time for the resumption of
Dr. Rosh Khan school in September. The hub has already received remarkable responses - both from the local private sector and from individuals and businesses across the globe. In addition to donations of supplies, monetary contributions have also been made and will make a notable difference in the lives of these
hinterland students. Donations (both supplies and monetary) can be made at the California Stucco Building on Sheriff and Bonasika Sts. Section K Campbelville, Georgetown (Tel#s 225-5253; 662-9931). The Global Shapers Community-Georgetown Hub was established on December 27, 2013. The Hub has highlighted several issues within the Guyanese society, and projects are being undertaken to create a wider impact within the country. The Hub is united by a common desire to channel the members’ tremendous energy and enthusiasm into building a more peaceful and inclusive world. The Global Shapers Community is a worldwide network of more than 350 citybased Hubs developed and led by promising young Continued on page 18

Former national youth SEC and CAPE results show Govt. investments bearing fruit - President Ramotar cricketer dies in crash Head of State, Donald Ramotar on Friday congratulated the country’s students for their outstanding performance at this year’s Caribbean Examinations Council Examinations (CSEC) and Caribbean Advanced Proficiency Examination (CAPE). “I want to congratulate the students who wrote the examination. The results this year were much better than
many years ago. For a while now, it shows that our investment is paying off; we have the challenge of building on it, sustaining it, and improving much more.” A GINA statement said the President also applauded the teachers, parents and every other stakeholder who contributed in some way or the other. “It’s interesting to note that the passes have been
spread out right across the country; they represent every region of Guyana, and that is something that was unheard of 20 years ago when only Georgetown excelled. No longer will parents have to sacrifice to send their children out of region.” The President however, called on those in the education sector not to become complacent as there

According to Cladwell, actual mining is expected to commence by July of 2015 with an expected commercial production of 14,000 to 15,000 ounces per month.
The official launch is expected to be held in June of 2015 as the company seeks to maximise this operation to the benefit of not only themselves, but for Guyanese and the economy. The CEO also assured the team that the company continues to place safety high on its agenda as they operate under the strictest safety regulations. It was also noted that the operation will be carried out using world class technology, as well as mercury free methods.

is still room for improvement. The CAPE preliminary results have reflected a slight decrease in pass rate, but on the other hand, an increase was noted in the Grades 3 to 5 performances. Of the 798 students who sat the examination this year, the overall pass rate was 85.07 percent compared to the 86.6 percent attained in 2013. Cecil Cox and Deowattie Narine, both of Queen’s College, were top performers, securing Grade One passes in seven units. Other outstanding performers include from Queen’s College, Andy Sattan, Prashant Shivdas, Kaleshwar Singh and Benedict Sukra, who each secured Grade One in six units and Grade Two in one unit. Also from Queen’s College Akeila Whitshire secured 5 Grade Ones and 1 Grade Two, whilst Sasha Woodroofe secured 5 Grade Ones. Rounding off the top 10 performers are Chaitram Mohammed and Karran Singh from St Rose’s High. Elisa Hamilton of Queen’s College, is this year’s top CSEC performer, while Bharti Bhoge of Skeldon Line Path Secondary, Region Six and Larissa Whiltshire of Queen’s College, shared the second place with 17 Grade Ones. Third place position went to Tressyia Ketwaroo of Skeldon Line Path Secondary and Lisa John of Queen’s College who both secured 16 Grade Ones and one Grade Two, each.

- driver nabbed after fleeing scene and hiding vehicle Former national youth cricketer Karamchand Shivdyal died on Saturday after a vehicle he was travelling in crashed on the Number 19 Public Road. Reports indicated that Shivdyal, 27, and about four friends were in a Black Raum, PKK 3543. It is understood that the men first visited a wedding house and then journeyed to the Castle Disco in New Amsterdam. They were making their way home around 04:00 hrs when the accident occurred. The driver, Eugene Cort, of Lot 134 Fyrish North, stated that he swerved to avoid hitting a cow and the vehicle overturned. After the accident, the driver reportedly left the scene and the car was hidden. However the police were tipped off and eventually located the vehicle and the driver. He is currently in custody. None of the others in the vehicle received serious injuries. Shivdyal, a sugar boiler at the Albion Estate, left home on Friday afternoon to work the 14.00-22.00 hr shift. When he did not return home, his parents assumed that he was working through the night. However, according to his mother, she received a call around 05:00hrs that her son was involved in an accident and was hospitalized. When she arrived at the New Amsterdam Hospital, doctors were preparing to have him transferred to the Georgetown Hospital. However, Shivdyal passed away while he was in the ambulance. His father, also a cricket umpire and an employee at the Albion Estate, stated that he

Karamchand Shivdyal worked that night and received the tragic news when he arrived home around 06:00 hrs. He immediately rushed to the hospital. When he arrived there his son was taking oxygen and was being prepared to be transferred to the Georgetown Public Hospital. However, Shivdyal died before the ambulance could have moved off. The man’s distraught wife, Devica Somai, in tears recalled that her husband had kissed their son before leaving. Shivdyal, an all rounder, and his older brother both represented Guyana at the youth level. He also played for the Albion Community Centre.

E-mailgate probe shrouded in secrecy
Attorney General Anand Ramlogan and Integrity Commission chairman Ken Gordon \Trinidad Guardian Steps taken by the Integrity Commission to sue search engine and e-mail provider Google for information on Attorney General Anand Ramlogan’s e-mails remain shrouded in secrecy, but it appears that the commission’s move has usurped the role and function of the Central Authority. The commission never requested the Central Authority to invoke the Mutual Legal Assistance Treaty (MLAT) even though the authority is the designated agency for requesting help from its United States counterpart to obtain the information from Google. Sources told the Sunday Guardian that the commission may have decided on a legal avenue other than the Central Authority because its requests to Google concerned Attorney General Anand Ramlogan. The Central Authority, though an independent body, falls under the purview of the Attorney General and is housed in the same building as his office. Of the three emails in question, two purportedly belong to Ramlogan and the other to the Prime Minister. However, the commission is seeking “the contents of the communications to and from the anand@tstt.net.tt email account for September 2012, to the extent such information is available...” In two brief telephone interviews on Friday and Saturday, Integrity Commission chairman Ken Gordon remained guarded on the issue. He said he knew nothing about sidelining the Central Authority and refused to comment further. “Ma’am, we acted on the best advice and there is
nothing further I can say on this matter,” he said. Pressed further as to who would be paying for the foreign law firm’s services, Gordon ended the interview. The commission has engaged the services of Gina Durham, a lawyer attached to San Franciso-based law firm DLA Piper. Durham is a partner in the firm and is also co-chair for the US Social Media Practice. Gordon did add that he was hesitant to speak on the matter as he wanted it to “move forward, without a lot of baggage.” Head of Central Authority, Netram Kowlessar, has also remained silent on the issue of whether he was asked to invoke the MLAT to facilitate foreign assistance. “I cannot comment on this matter. I cannot confirm or deny if any request was made to the Central Authority,” Kowlessar said He did confirm, however, that seeking foreign assistance for local investigations is the role and responsibility of the Central Authority. “The Central Authority is the designated authority for issuing, receiving and executing MLAT requests. I can only act once a request is made to me,” Kowlessar explained. Ramlogan is currently out of the country but responded to questions from the Sunday Guardian by e-mail. “The Central Authority does not have any such power in law. Beyond that, I cannot say more as I have disqualified myself from the matter as head of the Central Authority,” Ramlogan said. The Sunday Guardian understands that the Integrity Commission took the decision to engage a foreign law firm back when there was still a quorum. Gordon recused himself from
this matter on July 4, 2013, whereas the commission’s newest member, accountant Joel Edwards, resigned last month. • On May 20, 2012, Opposition Leader Dr Keith Rowley revealed the details of 31 “e-mails” in the House of Representatives during his motion of no confidence against the People’s Partnership Government and Prime Minister Kamla PersadBissessar • The e-mails were purported to have been exchanges among several key office holders, including Prime Minister PersadBissessar, Attorney General Anand Ramlogan, Housing Minister Dr Roodal Moonilal and Local Government Minister Suruj Rambachan, in an alleged plot to pervert the course of justice • It was reported that some nine months before making his disclosure public, Rowley sent copies of the e-mails to former president Prof George Maxwell Richards. Rowley went public with the issue when Richards did not respond • During the months of discussion that followed, it was reported that Rowley met privately with Integrity Commission chairman Ken Gordon at his home before making the May 20 revelations in Parliament • DCP Mervyn Richards was mandated to investigate the matter, but after a few months the investigation was put on the back burner.

Trinidad’s Newsday barred from publishing article on Central Bank PORT OF SPAIN, Trinidad - CMC – The Central Bank has obtained an injunction that has barred the Newsday newspaper from publishing a story being pursued by the paper’s crime editor. The ex parte injunction was granted by Justice Robin Mohammed late Friday and served on the newspaper’s editor-in-chief, Jones P Madeira, at about midnight that day. Central Bank Governor Jwala Rambarran and Michelle Majid were the claimants of the application while Madeira, the Daily News Limited and journalist Nalinee Seelal were the defendants. In a statement issued on Saturday, the Central Bank said the newspaper “was attempting to report on the unauthorised access in May 2014 by unknown person(s) who used the Bank’s
information technology systems to disseminate an unarguably false, malicious and defamatory communication relating to Bank employees. When the unauthorised access occurred, the Bank’s Chief of Security immediately referred the matter to the Cyber Crimes Unit of the Trinidad and Tobago Police Service.” On Saturday, Newsday reported that Rambarran was seeking to block the newspaper from the Central Bank’s claim for an injunction was supported by an affidavit from attorney Elena Araujo. According to Newsday, the development follows queries made directly to the Governor of the Central Bank on Friday by Seelal regarding the behaviour of one of the bank’s employees. The Governor declined to
comment on the issue then and had his attorney, Kerwyn Garcia, issue a letter to Newsday demanding to know whether the newspaper was going to run a story on the matter and threatened legal action if the article was published.
ST JOHN’S, Antigua – The government has announced plans for a tax free zone around the Sir Vivian Richards Cricket Ground (SVRCG) at North Sound here in Antigua. Governor General Dr Rodney Williams, in delivering the throne speech Friday, said the stadium and its environs will be turned into what will be called a Corporate Free Zone.
The Antigua & Barbuda Labour Party (ABLP) administration said corporations that chose to build their headquarters in the area will be treated as though they are located outside of Antigua & Barbuda for purposes of taxes and other government charges. It says the West Indies Cricket Board (WICB) – which already has the status of an Embassy – will soon
build its new headquarters in the area. Also announced are plans to create a New Economic Development Zone in Nelson’s Dockyard and Falmouth Harbour. Little details are revealed except that the law which creates the zone will be used to attract low-density winter housing similar to a yacht and boat basin around the island of Sardinia in Italy.

Ukraine says its troops make breakthrough in rebel stronghold KIEV/DONETSK Ukraine (Reuters) Ukrainian forces have raised their national flag over a police station in the city of Luhansk which was for months under rebel control, Kiev said yesterday, in what could be a breakthrough in Ukraine’s efforts to crush proMoscow separatists. Ukrainian officials said however the rebels were fighting a desperate rearguard action to hold on to Luhansk - which is their supply route into neighbouring Russia and that the flow of weapons and fighters from Russia had accelerated. The foreign ministers of Ukraine, Russia, France and Germany were meeting in Berlin and German Foreign Minister Frank-Walter Steinmeier said talks would focus on how to achieve a ceasefire and prevent weapons and fighters crossing into eastern Ukraine. “The news from today shows that we are far from an end to the conflict. People are still dying. We have no ceasefire. We are far away from a political solution,” Steinmeier said before the
meeting. Russia denies helping the rebels and accuses Kiev, backed by the West, of triggering a humanitarian crisis through indiscriminate use of force against Russian speakers in eastern Ukraine who reject the Ukrainian government’s rule. Andriy Lysenko, a Ukrainian military spokesman, said government forces fought separatists in Luhansk on Saturday and took control of the Zhovtneviy neighbourhood police station. “They raised the state flag over it,” Lysenko said. Separatist officials in Luhansk could not be reached by telephone, and a separatist spokeswoman in Donetsk, the other rebel strong-hold, said she had no information about Luhansk. A photograph posted on Twitter appeared to show a Ukrainian flag on the front of the police station, but it could not be independently verified. If confirmed, the taking of the police station is significant because Luhansk has for several months been
a rebel redoubt where Kiev’s writ has not run. Separatists still control sections of the border linking Luhansk region to Russia. Ukrainian President Petro Poroshenko announced another military success, saying his forces had recaptured a railway junction at Yasynuvata, north of Donetsk, which he said had “strategic significance”. The four-month-old conflict in Ukraine’s Russianspeaking east has reached a critical phase, with Kiev and Western governments watching nervously to see if Russia will intervene in support of the increasingly besieged rebels. The rebels responded with defiant rhetoric and fighting. Ukrainian authorities said yesterday the separatists shot down a Ukrainian warplane. On Saturday, Alexander Zakharchenko, prime minister of the self-proclaimed Donetsk People’s Republic, said rebels were in the process of receiving some 150 armoured vehicles, including 30 tanks, and 1,200
Frank-Walter Steinmeier fighters trained in Russia. He said they planned to launch a major counter-offensive.
“They are joining at the most crucial moment,” he said in a video reco r d e d o n Friday. The assertion that the fighters were trained in Russia is awkward for Moscow, w h i c h h a s r e p e atedly denied allegations from Kiev and its Western allies that it is providing material support to separatist fighters. “We have repeatedly said that we don’t supply any equipment there,” said Dmitry Peskov, spokesman for Russian President Vladimir Putin. The Ukraine crisis has dragged relations between Russia and the West to their lowest point since the Cold War and set off a round of trade restrictions that are
hurting struggling economies in both Russia and Europe. Adding to the tensions, Russia and Ukraine have been at loggerheads for days over a convoy of 280 Russian trucks carrying water, food and medicine. It was despatched by Moscow bound for eastern Ukraine but has been parked up for several days in Russia near the border. Kiev has said the convoy could be a Trojan Horse for Russia to get weapons to the rebels, a notion that Moscow has dismissed as absurd. It said the aid is desperately needed by civilians left without water and power and under constant bombardment from the Ukrainian advance.
Netanyahu says undeterred by Hamas warnings in talks on ending Gaza war (Reuters) - Prime Minister Benjamin Netanyahu said yesterday any deal on Gaza’s future had to meet Israel’s security needs, warning Hamas it faced “harsh strikes” if it resumed firing into the Jewish state. With a five-day ceasefire due to expire late today, negotiators returned after consultations to Cairo to seek an end to five weeks of hostilities that have killed more than 2,000 people. Both sides say gaps remain in reaching a long-term deal that would keep the peace between Israel and militant groups in the Hamas Islamist-dominated Gaza Strip, and open the way for reconstruction aid to reach the battered enclave. Late yesterday, a Palestinian official said Israel’s position in the talks, as presented to them by Egyptian mediators, were a “retreat from what had already been achieved and discussions had returned to square one.” The official, who was not named, told Egypt’s official news agency MENA that Israel had toughened its stance and had placed “impossible” demands, particularly on security issues. He said the Palestinians would review the situation and would offer their response early today. “We are determined to achieve the demands of our people and foremost is ending the aggression and launching the rebuilding process and lifting the Israeli-imposed blockade of the Gaza Strip,” MENA quoted the official as saying. Moussa Abu Marzouk, a senior Hamas official at the talks, said there was no

certainty the ceasefire would continue beyond its Monday night deadline. “There are 24 hours left for the agreed calm period and it may not be renewed. The Palestinian delegation will not cede any of the rights of our people,” he told a Hamas web site. Hamas wants Israeli and Egyptian blockades of Gaza lifted, as well as the establishment of a seaport and airport, as part of any enduring halt to violence. Israel, which launched its offensive on July 8 after a surge in cross-border Hamas rocket attacks, has shown scant interest in making sweeping concessions, and has called for the disarming of militant groups in the territory of 1.8 million people. Netanyahu, in public remarks to his cabinet, said Hamas should not underestimate Israel’s resolve to battle on. “Only if there is a clear response to our security needs will we agree to reach understandings,” he said. “If Hamas thinks that through continued
intermittent firing it will cause us to make concessions, it is mistaken. For as long as quiet does not return, Hamas will continue to absorb very harsh strikes.” The Gaza offensive has had broad public support in Israel, where militants’ rockets, many of them intercepted by the Iron Dome anti-missile system, have disrupted everyday life but caused little damage and few casualties. Commenting on Netanyahu’s remarks, Hamas spokesman Sami Abu Zuhri said: “The only way to achieve security is to afford security to the Palestinians first and to lift the blockade and to agree to their demands.” On Saturday, Osama Hamdan, Hamas’s foreign affairs chief, said on Facebook: “Israel must accept the demands of the Palestinian people or face a long war.” Izzat el-Reshiq, a Hamas negotiator in Cairo, wrote on Twitter that relinquishing “the weapons of resistance” was not a matter for discussion.

Pakistan opposition leader calls for tax boycott in anti-government protest ISLAMABAD (Reuters) Leading opposition politician Imran Khan urged Pakistanis yesterday not to pay taxes or utility bills as a protest against the government and vowed to force the country’s “corrupt” prime minister to step down this week. “After two days ... your time is up,” Khan shouted to thousands of supporters at a rally in central Islamabad. Police estimated yesterday that around 55,000 people have occupied two streets in the center of the Pakistani capital as part of separate protests led by Khan and cleric Tahir ul-Qadri. Both men say they will stay in the streets until Prime Minister Nawaz Sharif, whom they condemn as corrupt, resigns. Qadri gave him a 48-hour ultimatum on Saturday night. Sharif’s landslide election win marked the first democratic transfer of power in the history of the nucleararmed nation of 180 million people. But barely a year after taking power, hehas struggled to overcome daily power cuts, a sluggish economy and a Taliban insurgency. Anti-Western militant groups have been growing in strength, worrying Pakistan’s allies. Khan, a former international cricket star, did not repeat a call for protesters to march on parliament, saying he did not want to
Supporters of Muhammad Tahir ul-Qadri, a Sufi cleric and the leader of political party Pakistan Awami Tehreek (PAT), yesterday. provoke violence. “We will go for civil disobedience and will not pay taxes or utility bills till the time Nawaz Sharif resigns,” he said. Less than one percent of Pakistanis pay income tax, and the last time Pakistan prosecuted someone for income tax evasion was more than 25 years ago. Khan alternated between urging his supporters to protest peacefully and warning authorities he might not be able to control them.
“After two days I will tell (Prime Minister) Nawaz Sharif that I will not be able hold the people back,” Khan said. Khan said on Saturday that he was struggling to hold his supporters back from marching on the “Red Zone”, an enclave that is home to top government buildings like Parliament and the Supreme Court and most Western embassies. Many of the young men at Khan’s protest said they were eager to push against the fortified lines of riot police
if Khan commanded. “I told my parents, if I am martyred, pray for me,” said student Muhammed Qasim, 21, his goatee painted in the red and green colors of
Khan’s party. Riot police wearing body armor and carrying tear gas stacked shipping containers on top of each other and covered them with oil to
prevent people climbing them behind the stage where Khan spoke. The country’s information minister, Pervez Rashid, told local television station Geo the government would not permit protesters to overrun government offices or the Red Zone. “If they go to the Red Zone, will the world see it?” Rashid asked. “This is our internal issue, but if they go into the Red Zone, the issue will be heard in capitals across the world via their embassies. And there will be alarm bells in the capitals, signaling that Pakistan has turned into a insecure country.” Sharif’s relationship with the powerful military has been poor, leading some in his government to suggest elements in the military are directing the protests to weaken the government and discourage policies it disapproves of. Those include the prosecution for treason of former army chief and president Pervez Musharraf, who overthrew Sharif in a coup in 1999, ushering in a decade of military rule.

U.N. nuclear chief upbeat after ‘useful’ Iran visit VIENNA/DUBAI (Reuters) - Iran has given a firm commitment to cooperate with a U.N. nuclear watchdog investigation into suspected atomic bomb research, the head of the agency said after what he described as a “useful” visit to Tehran yesterday. Yukiya Amano made the trip ahead of an Aug. 25 deadline for Iran to provide information relevant to the International Atomic Energy Agency’s long-running inquiry into what it calls the possible military dimensions of the country’s nuclear programme. The issue is closely tied to Iran’s negotiations with six
world powers aimed at ending a decade-old standoff over its atomic activities and dispelling fears of a new Middle East war. Iran denies its programme has any military objectives. “This has been a short visit, but a useful one,” Amano said in the Iranian capital after talks with President Hassan Rouhani and other senior Iranian officials, according to a statement issued by the IAEA in Vienna. Referring to a phased cooperation pact agreed between Iran and the IAEA in November, Amano added: “I was very glad to hear from the highest levels a firm
commitment to the implementation of the Framework for Cooperation, and to resolve all present and past issues through dialogue and cooperation with the IAEA.” The phrase “all present and past issues” refers in part to the IAEA’s inquiry into alleged activities by Iran that could be relevant for developing a capability to build atomic bombs. Since Rouhani was elected in mid-2013, Tehran has promised to work with the U.N. agency to clear up the suspicions about its nuclear programme. But his eagerness to end the nuclear dispute as part of
an effort to salvage the oil producer ’s sanctions-hit economy has been hampered by Islamic hardliners’ opposition to any major concession to the West on the nuclear file. After meeting Amano, Rouhani said on his Englishlanguage Twitter account that Iran was “determined to forge accord with the IAEA in the shortest po ssible time span. God willing, it can be done in less than a year.” Amano also met Foreign Minister Mohammad Javad Zarif, who leads Iran’s negotiating team with the world powers - the United States, Britain, France,
Germany, Russia and China. With major gaps remaining over the permissible future scope of Iran’s uranium enrichment programme - activity which can have both civilian and military uses - the talks between Iran and the six major states were last month extended until Nov. 24. Under last year’s IranIAEA transparency agreement, an attempt to jumpstart the long-stalled investigation, Iran agreed in May to implement five nuclear transparency measures by Aug. 25, two of which directly dealt with the nuclear bomb inquiry. Diplomatic sources said in July that the IAEA was concerned about Iran’s lack of engagement with the investigation. They said there was still time for Iran to meet its commitments, noting that Tehran had occasionally waited until the last minute to make concessions in the past. Amano’s statement did
Yukiya Amano not say whether specific progress was made during Sunday’s talks, but that “officials on both sides have been able to plan how to move ahead with the existing practical measures, including the five measures” agreed in May. He said the IAEA had proposed discussions on a number of new steps to be taken under the cooperation accord, adding: “I hope these can take place in the near future.”

Edghill loses first Guyana Amazon Warriors Management contesting outcome of CPL final two TT matches
Guyana’s athletes have commenced their quest for top honours at the Nanjing 2014 Youth Olympic Games being held under the slogan, “Share the Games, Share our Dreams”. Table Tennis player Chelsea Edghill lost her first two games by similar 3-0 margins when competition got underway on August 17 following the grand opening ceremony one day earlier. Competing in the
Women’s singles first stage, Edghill lost to Natalia Bajor of Poland 11-5, 11-5, 11-7 and then went down to Karol Mischek of Austria 11-7, 117, 11-6. She was scheduled to play her third of four first-round games on August 18 against Lea Rakovac of Croatia. Also scheduled to compete on August 18 (Nanjing being 12 hours ahead of Guyana) is swimmer Britany van Lang in the 100m freestyle heat one against Claire Bergasse of St. Lucia, Magarita Pissaridou of Cyprus and Sabrina Asif Kassam of the Republic of Tanzania. van Lange (1:02.40) has the second fastest entry time
behind Pissaridou (59.70), Bergasse (1:04.32) and Kassam (1:14.43). The other athletes in Nanjing under Manager Dr. Karen Pilgrim, are swimmer Hannibal Gaskin who will compete on August 20 in the 50m fly; runner Jason Yaw will also be in action on August 20 in the 400m. One day later, van Lange will be in action again in the 50m free while Gaskin will contest the 100m free. Yaw will be back in the limelight on August 23. The Nanjing 2014 Youth Olympic Games encompasses all 28 sports on the Olympic programme and will end on August 28.

BBC Sport - Sri Lanka batsman Mahela Jayawardene’s final Test innings saw him reach his 50th half century. Jayawardene reached 54 in the second innings of the second Test in the two-match home series against Pakistan before getting out. who need 271 to win, at 127-7 at the close on day four. Jayawardene, who ends his Test career as the seventh highest run scorer in the fiveday format, reached his 50 when he swept a four to fine leg off the bowling of Saeed Ajmal.
However, he followed Kumar Sangakkara (59) to the pavilion in the first 30 minutes of play after he tried to hit Ajmal over mid-wicket but was caught by Ahmed Shehzad. The former Sri Lanka captain received a standing ovation from the crowd all the way back to the pavilion. His batting career in Test cricket ended with Jayawardene scoring 11,814 runs from 149 Tests at an average of 49.84. Jayawardene needed to score 90 in his final innings to average 50 in Test cricket and bows out as the only player in the all-time top-10 list of Test run scorers not to do so. Scores: Sri Lanka 320 and 282 (Sangakkara 59, Jayawardene 54, Wahab 376, Ajmal 3-89) need three wickets to beat Pakistan 332 and 127 for 7 (Sarfraz 38*, Herath 4-46).
The Management of the Guyana Amazon Warriors Team has taken a decision to contest the outcome of the second Caribbean Premier League (CPL) final played between the Amazon Warriors and the Barbados Tridents on August 16 at Warner Park, St Kitts and Nevis. This decision was taken following a review of the sequence of events that took place during the game, which started at 16:03hrs (4:03 p.m.) under overcast conditions. During the Barbados Tridents innings, there were two rain interruptions – one at the end of 7 overs and the other at 11.2 overs. By the end of the Tridents innings of 20 overs, they had scored 152 runs for 6 wickets. At the start of the Guyana Amazon Warriors innings, the Duckworth/Lewis calculation sheet was provided as per norm. During the course of the Amazon Warriors innings, rain interrupted the game at 15.5 overs with the Amazon Warriors score at 107 runs for 4 wickets. After the rain interruption, the covers were removed, mopping up took place, and the stumps were back in position, with the field and pitch ready for play to resume. This entire process was conducted under the supervision of the Fourth Umpire, who also indicated the restart of the game. Both Match Umpires then went on the field when the stumps were up and subsequently went back off the field without communicating anything to the Guyana Amazon Warriors Team on the position of the game. It was clear at that stage that the umpires did not know the new Duckworth/Lewis calculations, which caused a further delay of more than 30 minutes within the stipulated match time. At this point, an enquiry
was made by the Guyana Amazon Warriors Team Manager with regard to the restart of the game. He was told that information will be provided in two minutes. After approximately 10 minutes, with no information forthcoming, the Guyana Amazon Warriors Team Manager again approached the umpires and was told that the game will restart at 20:40h (8:40 p.m.) with the full quota of overs to be bowled. At that stage, CPL even went on to update the fans via social media that the game will continue in full. This update can be viewed on w w w. f a c e b o o k . c o m / CarnivalT20. Suddenly, the Match Umpires at this late stage said that they were consulting with the CPL Technical Committee, which is strange in cricket, since the sole decision makers are the Umpires and the Match Referee. At this stage, the Barbados Tridents Captain and Coach were called and advised about the restart of the game at 20:40hrs (8:40 p.m.), and both the Barbados Captain and Coach objected to the decision. Further consultations took place between the Umpires, the Match Referee and the CPL Technical Committee. After a few minutes, the Guyana Amazon Warriors Team was informed by the Match Referee that the match
was ended and Barbados was declared winners based on the Duckworth/Lewis calculations. It is important to note that the Management of the Guyana Amazon Warriors Team had raised this important issue with CPL officials with regard to the appointment of Umpires and Match Officials for the semifinals and final of the tournament. Another key conflicting matter to take note of is the fact that based on the Match Referee’s Game Breakdown Report, the second innings of the match should have been completed by 19:52hrs (7:52 p.m.). But when the rain came and stopped play at 19:54hrs (7:54 p.m.), only 15.5 overs were completed. This demonstrates that there was a slow over rate by the Barbados Tridents and this was not dealt with by the umpires. Subsequent to the biased final match, the Management of Guyana Amazon Warriors wrote CPL specifically with regard to the decision taken at the match and intends to vigorously pursue the arguments outlined above. Meanwhile, the Management of the Guyana Amazon Warriors has expressed deep appreciation for the support demonstrated by the fans throughout the tournament and will keep members of the public updated.
