Exxon Head insults Guyanese claiming Stabroek Block deal is best contract country has ever had

The West has issued a sharp warning to countries in the hunt for cheap loans, which usually fall afoul of crippling terms that leave them vulnerable to foreign pressures. The word from the West is stark: borrow from the Chinese at own risk. To say differently, the West is cautioning: Get caught in lures of sweet on-the-surface Chinese debt, and there will be trouble. All the fine print, those suffocating terms and conditions that trick poor Third World nations in the Chinese debt trap, will now be open to Western eyes, as they probe to determine what to do next. This, too, is a new form of enslavement for impoverished Third World countries in Africa, Asia, and this region, with the latest being Sri Lanka and Pakistan standing as countries reduced to begging for relief from any source. The West is applying the squeeze in a series of swarming moves against the Chinese now clearly its main challenger and competitor for influence and dominance on the world stage. When we say the West, it is less of decision makers in Europe, and more of leaders in Washington, who dictate how these things unfurl. Frankly, Western lenders are not much better in the hellish terms that they apply to sovereign borrowers who binged on debt, and ended up with bad credit. Big debt hangover, and a bad record of repaying, even defaulting, on loans inevitably lead to the poor reputation of a bad borrower. In such circumstances, the International Monetary Fund (IMF) is turned to as a lender of last resort. Countries recoil from having to deal with the IMF, for it has gained a well-earned name as a Mafia institution. But borrowers are beggars, and beggars can’t be choosers.TheIMF gets the right to be a chooser, relative to those countries that it will lend to, those that it puts in a headlock. The IMF also gets to choose what records it asks for, how deep it decides to drill down, which is exactly what commercial banks do when lending money to citizens and companies. Antennas go up, and scrutiny tightens cruelly when there is already a heavy loan overload. Western lenders, with the IMF leading, are insisting on more disclosures about the debt deals they did with China, from those countries that turn up at their doors begging. Pakistan, which was already weighed down with Chinese loans, had to disclose the additional details identified by the IMF, as part of the consideration for a US$6B loan that it was seeking to avoid a debt crisis. It is called ‘debt transparency’ and the entire debt exposure of a nation down on its knees begging the IMF (and other Western lenders) has to be put on the table. This is the level of humiliation that leaders of sovereign nations have to face, where all their dirty debt linen is placed before cold-blooded western bankers. It is the hard price for bingeing on debt, and allowing themselves to be suckered in what looked so alluring, only for those billions in loans to end up being monstrous yokes hanging around the necks of suffering countries led into debt swamps by criminally irresponsible leaders. As we examine the newer, tougher standards of Western-based lenders, our thoughts are close to home. The Coalition APNU+AFC did its share of borrowing, but when compared to its borrowings, the returning PPP/C Government has been on a debt rampage, in an unholy rush to borrow billions from any lender from any place. It looks like leaders in the PPP/C Government harbour some fear that loans will be scarce to come by, so they race to stock up on debt. Guyana is in a debt hole of its own making already. Our leaders must slow down the borrowing, weigh which projects should be done, those that could wait for a little while. This hustling towards more debt must cease immediately; the thinking of debt as a front for frauds must be guarded against, and overcome. Debts shackle citizens tighter, expose them, and we hope that the resolve of leaders in the PPP/C Government, is that enough debt horrors have been piled upon them already. Be done now with so much debt.

DEAR EDITOR, Permit me to firstly express my exasperation about the continuous traffic buildup in Grove/Diamond during peak, and now off peak,Overperiods.theyears, I’ve seen the traffic situation evolve from minor buildups to now congestion that lasts for hours albeit the existence of an alternate roadway connecting Diamond to Eccles. While it is understood that the limited use of that roadway is due to the current construction of the connecting roadway to Mandela, what is not quite understood is why the traffic congestion sometimes lasts for 12 hours on weekends. The two faces to Winston Jordan DEAR EDITOR, Please allow me space in your publication to address what I see emerging as a pattern of deception and political wizardry being foisted upon Guyanese. I wish to draw your readers’ attention to the recent utterances of Winston Jordan, the former Minister of Finance under the APNU + AFC coalition, the administration that has handcuffed Guyana’s future to a lopsided Petroleum Sharing Agreement (PSA) that favours oil giant, ExxonMobil.Inrecent times, Mr. Jordan has been given the platform to speak on oil and gas via the Kaieteur News seemingly as an expert. Surprisingly, Mr. Jordan is allowed to engage in this ‘political laundering’ in hopes of possibly campaigning at the next Regional and General Elections.Further, he is doing so through the pages of none other than the Kaieteur News (KN), whose publisher continues to push for a renegotiated PSA so that Guyanese can get more than ‘mereMr.crumbs’.Jordan’s latest diatribe appeared in last week’s KN under the headline, “Guyana already gripped by Dutch Disease –Former Finance Minister”. Mr. Jordan’s analysis is mischievously flawed and skewed to fit the narrative of the Mr.headline.Jordan knows that the current increase in the cost of living, which is used as one of two factors to arrive at his conclusions, is not a result of local factors. Rather, external pressures from COVID-19 and more recently the war in Ukraine has led to increased prices for goods and commodities across the world.Several international agencies have accepted this poison on rising inflation globally. Guyana is no different. This is as far as I am willing to directly venture on Mr. Jordan’s Nonetheless,utterances.Iwish to remind Guyanese that this is the same Minister of Finance who refused to come clean on the meager US$18M signing bonus accepted by the previous coalition Government.Heonly admitted to receiving the bonus when the information was eventually leaked to the public via the Stabroek News. Mr. Jordan would do well to remind this nation about the expenditure of the US$18M signing bonus because as far as we are aware the bonus went into an investment fund initially. However, for some strange reason, closer to the 2020 Regional and General Elections, the bonus along with accrued interest were transferred to the Consolidated Fund and the account at the Bank of Guyana closed. We have not forgotten how the APNU + AFC dropped the ball. What decision did the Cabinet make regarding this offer? They refused it saying Guyana could not manage this amount of money and that the British would’ve had too much influence in managing the project. If this is contradictory, then perhaps Mr. Rohee and Vice President Jagdeo, the latter who was President of Guyana at the time, could educate us on the meaning of contradictory. In the said year, the USA offered to establish a Drug Enforcement Agency (DEA) office in Guyana to help combat the drug trade. And although Mr. Jagdeo publicly stated the PPP government wanted the DEA in Guyana, his government made no effort to identify office space and implement the required measures to make it happen. In short, they did everything to frustrate establishing a DEA office in Guyana. Mind you, these refusals for support happened during when there were thousands of gang related murders, extrajudicial killings and drugtrafficking reigned supreme.

Former Minister, Ronald Gajraj was Home Affairs Minister during much of this time. In fact, several phantom gang members were caught in a house just two doors down from Minister Gajraj’s house in Lamaha Gardens. I will leave it to readers to put the pieces together . Minister Gajraj was later implicated in engaging in several transactions with these criminals and shipped off to serve as Guyana’s ambassador to India. Profiting off the poverty and manufactured race hate is never good for any country. This is what the PPP is doing, using its allies in the police force, civil society and private sector. The fact that numerous police officers have been linked to or are involved in criminal and corrupt activities, and covering up criminal investigations is nothing new. Think Monica Reece, Ricardo and Paul Rodrigues, Shawn Hinds, Linden “Blackie London”, Laurie Lewis and the list goes on and on and on. Police corruption is a cancer in society and the failure of the PPP to robustly address this cancer is helping it to spread. And they know this! There are good reasons that Mitchell Caesar, Clifton Hicken and Wendell Blanhum were reassigned and relocated far from Georgetown. Guyana is in a very precarious situation. Instead of prioritising photo ops and donations to victims of crimes for political mileage, the President and the entire Cabinet should prioritize combating police corruption and improving the capacity of police officers to do the jobs they have been trained and sworn into do.

But that was the guy when asked whether he supports renegotiation, the first words out of his mouth were “sanctity of contract.” Many of the Attorneys today were funded by the taxpayers when they attended the UWI portion of their legal studies. Protection: Let’s see where Guyana and America stand DEAR EDITOR, Guyanese informer and whistleblower Dion Bascom has spoken. I look in two directions, and wait on two sources, to ascertain what the reactions will be, where things will stand. The directions point to Guyana and America, the sources I pinpoint are His Excellency, President Ali and Her Excellency, United States Ambassador Lynch. Will Guyana’s President resort to seeking shelter behind his now trademark ploys? Will America’s Ambassador to Guyana turn out to be the epitome of hypocrisy? I arrive at no conclusions, make no judgment. Not just yet. Another Guyanese, a man with not such a heartening reputation, stood up and spoke out. George Bacchus did so, and he went down and out for the count. It is the one count from which there is no return. When he was so degraded an abundance of secrets died with him. Criminal secrets. Government secrets. Political and leadership secrets. Though secrets, it would be more accurate to assert that they are really not mysteries. T hey aren’t where I am. And because of that, I wonder about the Guyana Police Force’s member, Mr. Dion Bascom. It is but a short step from silent public servant to loathed public pariah. And then to the dung heap of Guyana’s remembered, but all too easily, too quickly forgotten, history. It is a dirty, brutish history.But there is more than surmising about Officer Bascom, there is fearing for his safety, I ponder his security, now so fragile, such a thread hanging. In certain circles in this country-official, political, and commercial, he is all but good for a proper lynching. Yes, I dare to use that dreadful, harrowing word, so laced with ugliness and putridness. What we have here in this domestic inhumaneness wreaked upon brother by brother, and all for oil. Without delving too deeply into this, I recall and I remind my Guyanese brothers and sisters that the man from Galilee did say that he came to bring sword and division and fire. Well, those have taken the form, believe it or not, of oil in Guyana. There is a lot at stake here, which is why I reeled in both Excelle ncy Ali and Excellency Lynch. We have the Protective Disclosures Act of 2018 (thanks for SN editorial dated August 15), and the hour is now to demonstrate whether it is mere paper, or it projects the full weight of Presidential Power. Protect Dion Bascom, Mr. President. Do this one thing right, sir. I do not challenge, no sir. Rather, I honestly invite; nay, I humbly plead. Show to all Guyana what this President and Presidency is all about for a change. As for Her Excellency, the U.S. Ambassador, I understand the paramountcy of oil, and for me, it doesn’t have to be stated pub licly. The fact that there is this comesotaughtAmericanwhereMadamenonentitiesrooftopssilenceplenipotentiaryconspicuousrestraintandroarsfromtheforthelikesoflikeme.But,Ambassador,thisisthosevauntedvaluesthatIwassowell,andabsorbedwell(toowell,Ithink)allintothefullestfruition of motion. It is where the rubber kisses the highway. For there is this conflict, this clash and contradiction, that now doesn’t have to be. It is about oil and the stir of the remarkable insights of precious human rights. See, Excellency, I did learn at the feet of masters. Now is the hour to prove whether this local base or that domestic shore takes precedence over what is a fundamental principle of the American way. I confess that I speak in tongues, and though deliberate, there can be no mistaking my meaning. For I believe that there is sufficiency of sagacity at Duke Street to identify very closely with what I place before one and all, be they Guyanese, American, or any other.Ifthe Guyana Government and Guyana’s President do not have what it takes to stand for Dion Bascom, then America must. The Americans must show that they are not all talk, but deep down really real where Guyana is concerned, oil or no oil. I have said a mindful and mouthful, it is time for me to go. This weekend, there is drag racing at the South Dakota Circuit. Normally this event presents headaches for the authorities and given the overcrowding of the East Bank corridor, those headaches are not likely to disappear this year. Next month, the Caribbean Premier League gets going in Guyana. Thousands of Guyanese will be coming in for this event but whether they will be able to reach the venue in time is another thing because the parking arrangements at the stadium are terrible.Whenthat stadium was first designed, the area immediately in front of it was not intended to be a parking area. This area is supposed to handle the inflow and outflow of spectators. When you are building a stadium you have to provide this area so as to prevent deaths should there be a stampede. But some genius had an idea that this should be a parking lot for VIPs and now VVIPs. And someone also had an idea that the areas to the north of the stadium which were set aside for parking should be given out to businesses. As such the parking area for the National Stadium is much too small for the vehicles of those in attendance. Persons are therefore forced to park alongside the public road and in every available nook and cranny, thereby further impeding the free movement of vehicles.Itisnot too late for the organisers of the Caribbean Premier League to decide whether the present parking arrangements at the National Stadium are satisfactory. It is not too late for them to move the matches from Guyana unless adequate arrangements can be made for parking and traffic control. The fiasco which occurred at Rising Sun last Sunday should not be allowed to repeat itself. There was sufficient parking available aback of the race course. But Guyanese do not like to pay for parking and prefer to park wherever they please, no matter the inconvenience it poses to others. The organisers should publicise the cost of parking for that event. There are unconfirmed reports that some persons felt that the parking fee was too prohibitive. On this issue, the organisers should issue a statement.Theorganisers should have also learnt an important lesson. You should not have a stage show and races at the same event. Both attract large crowds and when you combine a stage show with horse racing, you are inviting serious problems.

It turns out that Guyana’s is in a class of its own. It is the only one, which has more than a dozen odd provisions all in one place. For example, the PSA sees the government paying the contractor’s income tax out of the country’s share of the profits. However, none of the 130 PSAs examined shows this arrangement.Further, the GuyanaExxonMobil PSA is the only one out of 130 contracts, which has no ring-fencing provisions to prevent costs of unsuccessful wells being carried over to that of successful wells. There is also no sliding scale for royalty to increase as production improves. And that is not all. Guyana’s PSA is the only one out of 130 that allows insurance premiums to be fully recovered as well as interest on loans and financing costs that are incurred by the contractors. Contrary to what Routledge noted, Guyana pays for every aspect of Exxon’s operations through cost recovery.
