DEAR EDITOR, On Sunday, after paying our last respects to Ms. Bibi Shadick, two friends and I decided to travel to the Corentyne to attend a wedding to enjoy the drive and the anticipated rice and dhal puri, chicken and mutton curry and of course well spiced up dhal. The trip after Weldaad turned into a disaster, as there was a noticeable build up of traffic, which got progressively worse and frustrating. Our vehicle got stuck in the “chowtic” congestion, not only going east but in the opposite direction, as well. We were not moving for periods of 20 minutes (and possibly longer, but who was counting?) and then after a move of a few feet, another period on Cuttinginactivity.alongstory short, it took more than TWO hours to get between Weldaad and after Rising Sun (where the horse races were held). We breathed a proverbial “sigh of relief” when we cleared the confusion, all the while becoming “experts” in traffic management, what should have been done and should NOT have been done, and at least a dozen solutions that could have prevented the TOTAL CHAOS. We got to the wedding and as soon as we finished gorging on the food, we started our trek back to GT, fearing another build up after the races, and at the same time, hoping that the police would have put a plan in place to avoid what took place earlier.Our expectations were cruelly dashed. About two miles from the venue of the races, there was a perceptible but slow build up of traffic, again in both directions and traffic started slowing down. To again “cut a LONG story short” and avoiding the powerful “French” used in describing the mismanagement by the police, by every man, woman and others, who were held “captive” on the road, it took us FOUR and a half HOURS to experience free flowing traffic again. In the meantime, vehicles were “bumper to bumper” in a desperate effort to avoid anyone from “boring” in front of them, needless to say the number of instances of minor fender benders, breaking of side mirrors, pedestrian accidents, frayed nerves and clashes, both verbal and a few physical. DEAR EDITOR, One of the fundamental tenets of democracy is the freedom to choose, amongst which is the freedom to choose who should govern the State for the benefit of the people. But democracy is under attack when two political parties are allowed to polarise and monopolise the people for the benefit of a selected few. This is the political status quo in Guyana today.For the past 56 years as an Independent nation, Guyanese have been in the stranglehold of the PPP and PNC who have dominated the political landscape and done their darnedest to divide and control the people along racial lines for political power. Their stranglehold on Indians and Africans has virtually excluded other parties from effectively participating in the electoral process. The AFC was an exception and was emerging as a truly national party, unlike the PPP and PNC which have been in existence for the life of the nation. But the AFC didn’t bide its time and gave up their political fortune for a bowl of soup. We all know that political support in Guyana is not based on the integrity and competence of the leaders and their vision for the development of the country, but rather on the racial makeup of the leadership of the parties. In the circumstances, Guyana may always have people of questionable character running its affairs, as there are always allegations of corruption and discrimination made against those in government. Because of the racial voting pattern, elections in Guyana have always been traumatic to the people, who are devastated whenever the party they have voted for loses an election. It is evident that the relationship between our two major political parties has reached a new low. Under this arrangement, there is every likelihood that there would be minority governments, which would not be able to function on their own. So governments would be forced to collaborate with the other side of the House in order to govern. And new parties would be given the opportunity to successfully compete against the PPP and PNC for seats in Parliament. It is time to break the political stranglehold imposed on the people by the PPP and PNC
Corruption! Corruption! Corruption! It is a wound here, a pain there, and when taken together acute and chronic agonies all over the body of this nation. Official corruptions, political corruptions, and professional corruptions drain the blood of citizens leaving them anemic and weak. Guyanese cannot get their bearings, are unable to see their way, and are hampered from developing the kind of strength that they should have, given all these riches with which this country has been endowed. We should be the richest people in the world, considering our tiny population, but the hard reality is that we are the sickest, the frailest, and the shakiest. The most current example of the stench of corruption, its weight and wrongs, was captioned on the front page of our Sunday edition: “More than $300M worth in fuel stolen in GDF/GuyOil racket …no charges laid one year later” -KN August 14). Clearly, it pays to steal in Guyana, and the more that is stolen, the more is gotten away with by thieves and fraudsters. GY$300M is a considerable amount of fuel stolen, as internal audits found, and which also had to occur over a period of years. The mystery is that nobody has been charged, dragged before the courts, and doing a long stretch of prison time.The GDF and GuyOil are not corner cake-shops, selling a few sweets and bags of tennis rolls, but two national institutions of size. The GDF has considerable numbers, and GuyOil has a presence in most places in this country. They have systems and policies and standard operating procedures (or they should have), and they have some skilled people at both national concerns. Yet nobody knows anything about $300M in stolen fuel, or at least one manager or worker or director saying something to that effect in public. Confidentiality aside, and whistleblower protections properly considered and weighed by those thinking of taking such a fateful step, there should be more employees at different levels in those national entities, who know something, stand for something, and have the courage and integrity to say something. For sure, there may be fear of offending the powerful by talking out of turn, but silence is also contributing to the corruption cancer that is eating away at the fabric of Guyana. One person did face the public and addressed the corruption that was found in the GDF/GuyOil fuel racket. It is no ordinary citizen, but the most highly ranked one in the person of the Vice President of Guyana, Bharat Jagdeo. Though he struggles with his own troubles with claims of corruption, whatever he says has muscle, and must be listened to, if only to get a sense of the direction in which the wind is blowing. According to Vice President Jagdeo, it is a billion dollars of fuel that has been stolen, and it could have been going on for five years, if not much longer. A fuel fraud of this magnitude is going on for years, and all that Guyanese do, from top to bottom, is talk about it and complain about it, and that is the apparent end of the matter, the concern. We say this because it is a year later, and nobody has been charged, nobody is in jail. We have all these audit findings, all these speeches from political leaders (the Vice President is not the only one), and all we have is emptiness afterwards. It is our understanding that the Guyana Police Force has been handed the files and the rest, but after that, there has been nothing but thin air. This is how corruption festers and grows from strength to strength. The issue of concern is who is really about truth, integrity, and getting to the bottom of massive corruptions, so that the Guyanese people can get some justice for their tax dollars stolen. Plenty is not adding up, too many worry, because there are doubts about which leader, which watchdog institution, which tribunal of correction is genuine about cleaning up corruption in this country.When anyone can find them, please let us know, for we will be glad to share with other Guyanese horrified by what we live with, pay for in blood.
DEAR EDITOR, In a letter to Stabroek News published on August 6, 2022, Ms. Janelle Persaud, writing in her capacity as Media and Communications Manager for ExxonMobil Guyana, insisted that ”Rod Henson, as the former President of ExxonMobil Guyana, never signed any document with Dr. Adams, in his capacity as a prior Executive Director of the EPA, committing to ‘unlimited liability coverage comprising of insurance plus parent company guarantee’, as Dr. Adams claimed.” Ms. Persaud challenged Dr. Adams to “produce the “documents” he claims were signed.”Inaletter to the Stabroek News on August 7, 2022, Dr. Adams responded to Ms. Persaud, pointing to very clear language in the Liza 2, Payara, Yellowtail and the modified Liza 1 Permits. A few days ago, Newsroom Guyana reported ExxonMobil President Alistair Routledge’s insistence that more than adequate insurance exists “for all drilling activities at wells offshore Guyana… and that is to the highest international standard for every single well that we are drilling.” Great. Let us call on Mr. Routledge to show us the paperwork to this effect, the signature on the dotted line. Without evidence of this guarantee in writing, this sounds like pie in the sky to Guyanese or what we might call a lick and a promise. There has been no response to the challenge thrown out to Dr. Adams, which he has responded to. The ball is now very clearly in ExxonMobil’s court. And there are some very simple questions that the Guyanese public deserve answers to. Nothing complicated at all. A yes or no would suffice: (1) Do the permits for Liza 2, Payara and Yellowtail (and the modified permit for Liza 1) stipulate that the permit holder shall have insurance (Section 12.1); that the permit holder must provide from the Parent Company or affiliate companies…one or more legally binding agreements to the EPA, undertaking to provide adequate financial resources to pay…their respective obligations if EEPGL fails to do so (Section 12.5); and that EEPGL...shall be liable for any discharge of pollution in any amounts” (Section 12.6)?
(2) Has EEPGL submitted the “legally binding agreements” from “the Parent Company or affiliate companies”, as stipulated by the permits, to the EPA?Torepeat, there is really nothing complicated about this. DEAR EDITOR, Guyanese have an old saying that goes like this: ‘mouth open, story jump out.’ This is exactly what happened with a fine Guyanese brother, scholar, and recently created auditor by the name of Professor Floyd Haynes. There I was knowing my place and going about my business when I passed the caption “Audit of Exxon’s US$9B+ costs underway” (SN August 14). I actually passed by and then turned back, for I sensed that some Guyanese truths might lurk. I am delighted to share that the grand professor did not “Thedisappoint.ideathatExxon has been overbilling and overcharging is grossly misleading and it is not fair to mislead the public.” Ahem, thanks Professor Haynes for that peculiar piece of auditing wisdom, which I recommend should be the reaction of all Guyanese. I really hope that this sudden, overnight discovery of a fine Guyanese auditor possessing the necessary forensic skills that were so glaringly missing, per the Hon. Vice President, is jesting. For auditors must keep an open mind, if not a critical one, and all the while harbouring a healthy level of skepticism; the thought is that cynicism is too much, too out of place, regardless of the record of most corners, be they infidels where the American oil company is concerned, or partisan cheerleaders for whom to be anti-Exxon is the equivalent of being anti-PPP. Yes, this is how backward, and confoundedly foolish citizens can be in this blighted wilderness. Editor, I believe that it would have been more constructive if Professor Haynes and his team of audit experts went about their business with not just the appearance of no leaning in any direction (for or against Exxon), but also actually staying silent about their real audit objectives, whatever those may have been. I will bell the cat by saying that such objectives are not in the best interests of this wounded and woefully misled nation, but what serves the additions and visions of Exxon and the PPP Government. For there it was that the good professor himself had a moment of rare frankness in showing his hand as to where he truly stands, and how he plans on going about this most sensitive of audits. Though Exxon is not entitled to any benefit of the doubt (it has not so earned, given its Guyanese predations), it is due a clean and professional audit by genuinely capable people. By the same standard, the Guyanese people are due an audit saturated with value and the fullest authenticity possible. The man who killed his estranged wife last week owing to her allegedly “seeing someone else” was on Monday charged with murder when he appeared virtually at the Springlands Magistrate’s Court. He is accused of murdering Padminie Ramchandar called ‘Cindy’ of No.47 Village. He was not required to plead to the indictable charge and was remanded to prison until November 2, 2022 for report. Ramchandar was attacked and killed by Suraj Ganpat, around 08:00hrs on Monday last while she was heading to her cousin’s home at No. 47 Village, Corentyne, Berbice, Region Six on an electric scooter. From laws come policies and procedures as standards, which are the tools put in the hands of Guyanese workers for implementing and bringing possible benefits to this nation. Cost Allocation Law identifies who is responsible for what areas of costs, what is shared, and how much is the obligation of each party in any contract or deal. Such a law is a must have, it is not something to dilly-dally over, play games with, but something that has to be of the highest priority. The bottom line is we don’t have one, despite that US$11.6M IDB loan, and it doesn’t look as though this country is anywhere near to having such a Cost Allocation Law.

We need to pray for these things. But we also need to pray for ourselves that we would be less demanding, especially considering that most of us have more than we need to live a contented life. We must take a good look at our neighbours and find out if there is anything we can do to help them. We therefore need to pray for that willingness to give up for the sake of others. We need to smile a little more, even when politicians say the silliest things. Instead of getting angry, we need to smile and let the hurt pass, because this is the only way that we will rid the cosmos of all those bitter and negative emotions. So get on your knees and say a little prayer for Guyana and then say an extra prayer for our political leaders… and hope that when you are finished, you still have your knees intact.
