






As the Government of
G u y a n a ( G o G ) concentrates on drafting a new Production Sharing Agreement (PSA) and the legislativeframeworktomanageits blooming petroleum industry, Guyana could be losing hundreds of thousands of barrels of oil daily due to its failure to independently monitor and verify the production rates.
This is according to the Publisher of Kaieteur News, Mr Glenn Lall. Since the country first discovered oil in 2015, Lall has been advocating for good governanceoftheindustry
His efforts were intensified when the lopsided deal inked with oil major, ExxonMobil became public. The businessman has been protesting for changes to the contract to ensure a fair deal for Guyana.
In a recent public commentary, Lall intimated that four years after commencing oil production offshore, Guyana is yet to monitor
the operations independently to verify the number of barrels being produced daily on the Floating Production Storage and Offloading (FPSO)vessels.
Presently, Exxon is producing oilfromtheLizaOneandLizaTwo projects in the 26,800 square kilometers Stabroek Block.Athird offshore development, Payara is scheduledforstartuplaterthisyear
To this end, the newspaper Publisher reasoned, “If a man picking your mangoes to sell, you the owner does have to check how much he pick. A man picking you coconut, do you have to monitor him to see how much he pick? I am notsure.”
Lall argued that foreigners in Guyanaareexploitingthecountry's timber, gold, bauxite, manganese, diamonds and now its oil. More importantly, he pointed out that the leadershavefailedtoputprotective measures in place to verify productionandexportquantities.
The businessman said he was perturbed by the recent response
given by Vice President Bharrat Jagdeo at his last press conference, regarding the monitoring of the oil sector Jagdeo said, “On issues relating to production verification, we said that Exxon is building an operational centre as part of the headoffice.
They are gonna have a fiber opticcablecomingin,wemayhave togetanaccesstothefibreorinthe short term, we will probably use satellite technology to have an independentmeasuringoftheflows andeverythingelse.”
To this end, Lall lambasted the VP for aiming to “piggy back” on Exxon's data to monitor the daily offshoreproductionstatistics.
In a subsequent comment to the newspaper, he explained that he does not believe the country lacks the expertise or human resource to monitortheproductionrates.
He however pointed out that Guyana could be losing hundreds of thousands of barrels of oil daily, asitfailstoverifytheproduction.

It was reported on Sunday that West Coast Gas Ghana just inked a joint venture agreement with eMagic Inc, a local company that will allow the Government of Guyana to independently monitor the production of hydrocarbons fromitsoilandgasfields.

Acouple was early Monday morning found shotdeadinavehiclealonga trail at Long Creek, LindenSoesdyke Highway in a suspectedmurder/suicide.
Dead areAjay Budhan, a 26-year-old farmer of Long Creek andAshley Singh, 18, of Soesdyke.Reports are the incident occurred sometime between00:30hrsand06:30 hrs yesterday.Police in Divisional '4' B are investigating the couple's death. In a statement, police said that at around 00:30hrs, the couple reportedly left a resort located at Hillfoot, Linden/Soesdyke Highway, and at around 06:30hrs a 23year-old man of Long Creek claimed he was riding a motorcycle along the trail when he saw the white Tundra parked on the northern side of a trail with its lights on and what appeared to be a bullet hole in the right-side front door

Upon seeing this, the man made a report to the policestation.
According to the police, upon arrival at the scene, they found the lifeless body of Singh slumped in the right-side front seat with what appeared to be a gunshot entry wound on the right-side neck and an exit wound to the left side neck and shoulder They further reported that the body of Budhan was seen on the ground; face up on the left side of the vehicle, with a gunshot wound to the right side of his head. To the right
ofhisbodywashisshotgun.
Police revealed that the shotgun was examined, and a round was found in the breach.Therewere18empty 12-gauge casings and nine live 12-gauge cartridges recovered at the scene. Also recovered were two Apple iPhone 13 Pro Max cell phones.

theirrespectiverelatives,the bodies of Singh and Budhan were taken to the Diamond Diagnostic Centre, where they were officially pronounceddead.

Th e p o l i t i c a l Opposition in Guyana believes the oil and gas sector is being blatantly managed by the government, with the industry drowning in secrecy as the administration now walks back on its promises made during the 2020 Electionscampaign.
In an interview with Kaieteur News on Monday, Economic Advisor to the Leader of the Opposition and SpokespersononOilandGas matters, Elson Low outlined that despite making a plethora of promises to the Guyanese population for better management of the petroleum industry, government has failed to act intheinterestofitspeople.
Low noted that the government has failed the countrybynotrakinginmore revenue out of the Stabroek Block Production Sharing Agreement (PSA) with the ExxonMobil led consortium. He reminded that the Party promised to “immediately engage the oil and gas companies in better contract a d m i n i s t r a t i o n / renegotiation.” Be that as it may, Low pointed out, “The m a n i f e s t o p r o m i s e s renegotiation but the government has not raised a single additional dollar of revenue because it refuses to even engage the holders of StabroekBlockinterests.”
Further, the Economist explained that the PPP in its 2020 Manifesto also committed to “training thousands of Guyanese” to manage the sector, however government has failed to deliver on this too as the Guyana Revenue Authority (GRA) for instance is still finding it difficult to train locals to conducts audits of the oil companies. To this end, he said, “The governmentmustsupportthe GRA if Guyana is to fully benefit from its oil resources.”
However, the Opposition believes this is a major letdown, as there is no transparency when it comes toanyoilrelatedexpenses.
According to Low, “The government's refusal to release cost oil audits or to committoatimelinefortheir completion and release also violates their manifestopromises
transparency.”
He was referring to the circumstances under which revenue from the oil and gas sector is being transferred to the public purse without a clear outline of what “national development priorities” are being funded throughthatsource.

Was political consensus not desirable then? How come it is desirablenowandnotthen?

Are these power sharing proposals really about forging greater political consensus or is it about power-snatching?

It is a harrowing tale, and one that should deeply touch many She was badly burnt in the Mahdia Secondary School dorm fire, and is currently experiencing great difficulty in coping with the brutal aftermath. The government is mulling the establishment of a N a t i o n a l L a b o u r Committee to address the shortage of skilled, semiskilled and unskilled labour in Guyana, as the country developsrapidly.

The forum, organised by the Ministry of Foreign Affairs and International Cooperation's Diaspora Unit, brought together key s t a k e h o l d e r s f r o m government and private sector agencies to address challenges faced by the labour market and to craft a national response to address the labour shortage in the countryintheshort,longand mediumterms.

The proposed model for this committee features five components, namely, scouting, matching, foreign workers, communication,
andmanpowersurveys.
The unit would deploy scouts to every community to ascertain how many persons are looking for jobs, aswellastheirrequisiteskill sets, and compile this data. Based on that database, the matching process would see the connection of persons with the relevant skill set withtheentity,contractor,or ministrythatrequiresit.
To address any gaps, foreign workers would be engaged, as the unit would be tapping into other c o u n t r i e s t h r o u g h diplomatic missions or otherwise to see where labourcanbesourced.
“Communication is also
important because a lot of the gaps are created because of a lack of information floatingaround,sowewould have a subsection that is strictly responsible for creatingcontent,”shesaid. Manpower surveys and studies are the final component, and this should be conducted frequently, given the changing dynamicsineachsector M e a n w h i l e , t h e information garnered by the committee would be filtered to the various academic institutions, so that the training correlates with the labour demand “If, for example, we know that within the next five to ten years, we need to get 3,000 engineers or 500 doctors, then, once that information h i t s t h e s e t r a i n i n g institutions, they know exactly what they have to do,”Rasulexplained.

The MoU was signed between AAMOTI and the UNIVERSIDAD DEL CARIBE (UNICARIBE) in Santo Domingo, last
Wednesday during a State visit to by a high-level Guyanese government and privatesectordelegation.
UNICARIBE was r e p r e s e n t e d b y i t s Chancellor José Alejandro Aybar, while AAMOTI was represented by Managing Partner, Miranda ThakurDeen.
Thakur Deen said that the intention of the partnership is to expand the qualityOFeducationoffered to Guyanese, and Latin Americanstudentsventuring intothefield. Shenotedthat
the deal will be beneficial to Guyana especially now that thecountryhasventuredinto petroleumdevelopment.
According to Thakur Deen,AAMOTI is already a leading maritime school since it operates in keeping with the regulations M a r i t i m e L a b o u r Convention(MLC).
She noted that “MLC applies to all commercial seagoing ships operating in international waters or between ports of different countries except fishing, naval and traditionally built vessels. The MLC covers any seafarer who is employed, engaged or working in any capacity on boardoneofthesevessels.”
According to the MoU, the two institutes have agreed to form an alliance to “enhance the exchange of administrative,technicaland human resources to promote mutual benefits” through investment, development and marketing in both countries for education and trainingprograms.
T h e t r a i n i n g programmes offered by the institutes span a number of sectors, including oil and gas, energy, tourism and hospitality,andmaritime.
AAMOTI currently offersanumberofcertificate courses such as Basic Safety
Training (BST) courses, Advanced Firefighting, AdvancedMedicalCare,and Ship Security Awareness training.
Theinstitutealsooffersa three-year marine cadetship programme. These courses and programme are accredited by both the Maritime Administration Department (MARAD) and the Maritime Authority of Jamaica (MAJ), allowing g r a d u a t e s t o h o l d internationally-recognized certificatesandlicenses.

A$20 million water supply system was commissioned in Kwebanna, Region One, providing potable water access to 95 percent of the community, a significant improvement from the mere 10 percentwithaccessbefore2023.

The water system consists of a 34-metre-deep well drilled by the Guyana Water Incorporated's (GWI) in-house team using a recentlyacquiredPatRig.
Additional work included the installation of a distribution network, photovoltaic pumping system, storage system, and perimeter fence. The works were overseen by the village under the supervisionofGWI.
For the 22 households on the outskirts of the village that are not connected to the main water system, Minister Croal has committed to providing tanks for rainwater harvesting by the end of themonth.
The project is a crucial component of GWI's five-year strategic plan aimed at achieving 100 per cent water coverage for hinterland and riverine communitiesby2025.
The minister noted that upon taking office in 2020, Region One had water coverage of just 43 percent.
However, by 2022, he reported that the coverage had increased to 75percent.
“Withtheplansthatwehavefor this year alone, we will be moving toaboutaminimumof80percent,” hetoldtheresidents.

BBC - Niger’s military junta has announced plans to prosecute deposed President Mohamed Bazoum for high treason and undermining national security.
This is the latest sign that the junta intends to resist international pressure to return power to Mr Bazoum.
Tchiani, the head of the presidential guards unit, declared himself Niger’s new ruler on 26 July after overthrowing him.Ecowas has threatened military action to reverse the coup, but it has so far failed to follow through on its threat.

The West African regional bloc Ecowas said it was shocked to learn that the junta wanted to prosecute him. He has been held in the basement of his palace since the military staged a coup about three weeks ago.
Mr Bazoum was in “good spirits” despite being held in “difficult” conditions, his doctor said after a visit.
The coup leaders have warned they will defend themselves against any intervention. Ecowas has also imposed sanctions on the junta, including cutting electricity to Niger. This has caused blackouts in the capital Niamey, and other major cities. Ecowas said the move to prosecute Mr Bazoum was a new form of provocation which contradicted the military’s reported willingness to find a peaceful solution to the crisis.

Saturday’s visit was approved amid growing international demands for Mr Bazoum’s release. The US State Department expressed its dismay that the Niger leader had been charged, with spokesperson Vedant Patel describing the charges as “completely unwarranted and unjustified”. Mr Patel said they would not “contribute to a peaceful resolution of this crisis”, and said they were a “further affront, in our opinion, to democracy and justice and to the respect of the rule of law.”
But in a sign that it is hardening its position, the junta said in a statement read out on state TV that it had gathered evidence to prosecute “the deposed president and his local and foreign accomplices for high treason and undermining the internal and external security of Niger”.
It did not give further details. Mr Bazoum, 63, is being held captive with his wife and son and there were growing concerns about their health.
Gen AbdourahmaneOn Saturday, a high-powered delegation of Muslim clerics from neighbouring Nigeria met junta leaders in Niamey in a bid to mediate an end to the crisis. Junta-appointed Prime Minister Ali Mahamane Lamine Zeine said he was optimistic that talks with Ecowas would take place in the coming days “to discuss how the sanctions against us will be lifted”. The coup in Niger mirrored similar takeovers in neighbouring Burkina Faso and Mali, amid an Islamist insurgency and a growing Russian influence in the wider Sahel region through its mercenary group Wagner. Despite his captivity, Mr Bazoum was able to publish an article in The Washington Post stating that he was a hostage and that the coup would have “devastating consequences for our country, our region and the entire world”.
Mr Bazoum is reported to have lost a “worrying” amount of weight, while his
20-year-old son, who has a chronic medical condition, was also reportedly denied care. UN human rights chief Volker Turk described the conditions of the detention as inhumane, degrading and in violation of international human rights law. His daughter Zazia, 34, who was on holiday in France during the coup, told the UK-based Guardian newspaper last week that her father, mother and brother had no clean water or electricity and were living on rice and pasta.
Fresh food was rotting in the fridge because there was no power, she said.
The deputy director at Human Rights Watch Africa, Carine Kaneza Nantulya, also told the BBC that they were concerned the charges may be politically motivated.
“In terms of the potential charge that has been talked about we’re also concerned that this might be a politically motivated charge, given the length and the nature of President Bazoum’s detention and the other co-detainees”, she added. Mr Bazoum has been seen once since he was overthrown, in a photo released after he met Chad’s leader Mahamat Idriss Déby Itno. Mr Déby met both the junta and Mr Bazoum soon after the coup in a failed bid to resolve the crisis.
