A culture of roguery by leaders,professionalsministers,

On almost every occasion that Guyanese open the newspapers, watch television, listen to the radio, or follow developments on official Facebook pages, they are bombarded by announcements of building in many regions, and involving numerous State Agencies. These are for public works projects that run into the tens or hundreds of millions and, sometimes, even into the billions. On the surface, these are all positive things. On paper, these projects represent improvements that have been missing from numerous communities for a long time. They are good things, on paper, and must be so recognized, for all the benefits that they can mean for the people in urban and rural areas, be they schools, health clinics, fires stations, and such. But there is another side of these infrastructure projects, a very long, dark, and ugly side which must be presented and re-presented. Because it cannot be repeated and emphasized enough, given the culture and practices that now have a stranglehold on this country.What we now have with deep roots across the length and breadth of Guyana is a culture of roguery and skullduggery. This is as coming from the clever minds of Guyanese political leaders, ministers in government, and those senior public servants (mostly) who are the hands that implement what comes down to them from budgets, policies, and programs. We now live with a horrible and costly reality that has infected almost everyone that is near to its presence. To be clear and straight, no government has been vaccinated against the corruption virus that sweeps across this land at endemic proportions. There may be a politician or two, and a few public servants, who have not been bitten by the corruption and skullduggery bugs, but to locate them is an ordeal, such a rarity they are. Whenever the news surface of the building of a school, or a small clinic, or some other necessary structure, men and women in this country lick their lips and rub their hands in anticipation, for it is party time. It is one big, endless season of partying with the people’s monies that are earmarked for these expensive projects. The ring is big, and the net is wide, and inside of both can be found people making a bid, public servants reviewing a tender, state engineers providing an estimate, contractors doing the work on the ground, and those overseeing the integrity of the project. It goes without saying, that the politicians are a big part of these crooked exercises since they determine who is to get, or who is not to get, a contract to do a public works project. Everyone is part of the great swindling game going on in Guyana, and all of them have good ideas on how the criminal game works, because they have been so long in this dirty way of doing the business of the people. Everybody knows how to rig the numbers, from estimates to cost and quantity of materials needed and supplied, all heavily padded. It is a huge and well-established system of give and take and mutual backscratching, with rich reciprocal rewards all around. Some of the contractors are aware that they are untouchable due to the donations they have made, and their loyalty to leaders over the years. So, they know that when they shortchange and under deliver on project specifications that they will get more contracts, and even supplementary provisions to do over jobs, or to get things right this time. Nobody is called to account, none penalized, with the taxpayers made fun of, while the treasury is pillaged andRecently,plundered.the COVID-19 virus, severe floods, and some struggling sectors all required quick relief from the State. The relief money was all cash, which opened the door for more exploiting and capitalizing by the crooks involved in these payouts. People who did not qualify received money, and the allegations were quick to come that phantoms names and inflated losses benefited from aid cash. The bottom line is that all those around the millions and billions are having a real good time picking the people’s pockets. Projects are the place for Guyana’s many financial perverts to practice their trade, the now pervasive national culture.

DEAR EDITOR, As I stated earlier, I add my voice to the call for an international investigation into corruption in Guyana involving the current Vice President Mr. Bharrat Jagdeo with regard to the Vice News Report by the Leader of the Opposition and the PNC-R Guyana, Mr. Aubrey Norton. I also support Mr. Aubrey Norton’s refusal to shake the hands of the President of Guyana, Mr. Irfaan Ali, who, in my view, is a puppet installed by Jagdeo, the defacto President of Guyana just like Mr. Ali’s predecessor, Mr. Donald Ramotar. I condemn unequivocally the charge of ethnic discrimination against African Guyanese by Mr. Norton against the People’s Progressive Party/Civic Government of Guyana as groundless and encourage Mr. Norton to provide the evidence in the public domain barring political conventional appointments.Itismyview that the People’s Progressive Party/ Civic under all its leaders have never practiced ethnic discrimination against African Guyanese and the PNC-R Guyana has been silent and inert in their response to the multiple massacres, rapes, mayhem and violence committed against Guyanese families of East Indian descent. The auditor General of Guyana in a Kaieteur article, Mr. Deodat Sharma, said: The Auditor General in an interview with this newspaper yesterday said that he does have the power to probe public officials involved in illegal matters where State assets are concerned, but they must make a written request to have the office look into the matter. Such idiocy does not merit a response and I wish to comment on a friend of mine, Mr. Vassan Ramracha who penned a letter to Kaieteur News repudiating Mr. Frederick Kissoon’s refusal to appear on 24 x 7 panel and castigating the Kaieteur News columnist tirade against overseasbased Guyanese as a part of the diaspora not qualified to discuss Guyanese affairs. Mr. Ramracha’s argument breaks down completely and exposes the lack of credibility on the resonating silence of Drs. Baytoram Ramharack and Vishnu Bisram etal on the astounding evidence of corruption involving Mr. Bharat Jagdeo and the People’s Progressive Party/ Civic and the call for an international investigation within the realm of the application of the rule of law. What Mr. Kissoon may be alluding to that I endorse unequivocally that many here in the borders outside of Guyana may practice politicking in their annual vacations, spare time and in their vocation is not the same as those of us, myself included, who suffered under both the PNC-R Guyana and the People’s Progressive Party/Civic who understand and felt in our moments of despair and deep agony what tyranny is. Living here in Canada and the United States and part time politicking is not Andtyranny.the outcome of the 2020 Guyana national elections: the individuals, like Dr. Baytoram Ramharack, who served as hosts during that five months ordeal did not live in Guyana but were very effective in exposing the fraud resulting in a declaration of the outcome that expressed the democratic will of the voters. Before anyone gets carried away, this is less about Vincent Adams, it is about the people who would sell weapons to our torturers and scorners, and those who slavishly support any wrong that they inflict on this nation. In the end, the official concealments, official subterfuges, and leadership weaknesses put on bright display by all-decisionmakers and widest cross-section of subscribers-emphasize how beholden we are to foreign masters, how proud we are to be enslaved. DEAR EDITOR, Ever since the year 2000, the Guyana Public Service Union celebrates the United Nations International Youth Day annually on August 12, as stipulated. The theme for the year 2022 is “Intergenerational Solidarity: Creating a World for All Ages.”The theme underscores the need for solidarity across generations to enable sustainable development. It therefore means that all generations must collaborate towards solving global issues that would threaten mankind’s wellbeing, livelihood and possibleTodaysurvival.August 12, 2022 the Guyana Public Service Union, and more particularly youths within the membership, joins the world in celebrating International Youth Day, in full consciousness of global trajectory that suggests devastating consequences and/or implications for the future. Among them are climate change, the COVID19 Pandemic, unchecked and spiraling costs of living because of fallouts from both the COVID-19 Pandemic and Russian/Ukraine war, unemployment, bad govern ance, inequality, lingering negative existence of racism, among other things. In Guyana today, there are clear dispari ties between what is provided for the young workers, as compared to provisions for persons of older generations. Government seems more concerned with livelihoods of a selected few and significantly neglect those of pensionable status. The provisions for these older persons are miniscule, unreasonable and onerous to the needs of this group, especially for the majority who worked tirelessly within Government’s employ who received starvation wages that have been the mainstay of most employees within the Country.These retirees have been condemned to lives of misery after retirement, requiring in most cases input from the meagre earnings of the younger generations of relatives for survival. It is also most unfortunate that Government’s inept planning and lack of consideration for the working class contribute to such financial pressures on young workers, who have responsibility for upliftment of themselves and those being weaned from the cradle. This obviously influences the basis for the flight of quality human resources from the Country for “greener pastures”, and to a life of greaterNotwithstandingstability. this, intergenerational solidarity has been a key factor for the survival of the older generations, where migrated family members have (Continued on page

DEAR EDITOR, The ministry that is responsible for public drainage, I would guess, is understaffed, and overwhelmed with all the projects coming onboard. Not enough well trained employees to address the lack of proper drainage in Guyana. In Guyana, there is a belief that homes/buildings are constructed first, then the roadsAndafterwards.incasesome forget, as is elsewhere-The roads are the same roads used by heavy construction vehicles and lighter vehicles and motorcycles as in developing countries. Shockingly, there are some here who believe that motorcycles and cars use different roads than heavier vehicles. That is Not so. Multipurpose roads and adequate drainage are constructed first, then comes the construction of whatever building with its survey plan. Simply put-the supporting infrastructure is done FIRST. Using Providence as a focal point, why are predominantly homeowners responsible for digging drainage in front of their homes?. And because it seems the correct government ministry has no plans for liquid runoffs, the gutters get backed up with standing dirty liquid combined with rubbish when it rains. And when it does not rain the gutters are still in the same state. Where are the solutions for this problem.? Isn’t it the

No proper side roads in developing and in most areas; and no drainage. One doubts if proper drainage plans/ blueprints exist for all these upcoming projects. This lack of planning for proper and adequate public drainage(which means covered gutters, and not trenches filled with vegetation) is truly shameful. What are the solutions.? Why is this so difficult to do? It seems Guyana’s definition for drainage is trenches clogged with vegetation or open gutters. Focus is needed in this infrastructure area, as much as the focus on all the glowy upcoming projects.

There seems to be no oversight and enforcement of contractual obligations on the part of the contractors.6.Inagricultural areas, while all-weather roads are welcomed, there are complaints that the roads are poorly planned and will not last very long. The roads are built very high and the egress and ingress dams are very low.During the muddy season trucks and agricultural machinery have to climb up from those dams to the roads and will chip away at the edges to get on. I can go on and on with the complaints I have heard but I hope people in authority pay attention to the needs of the people and their concerns. My trip to Guyana – nostalgia and observations

DEAR EDITOR, Recently, I visited Guyana to attend my nephew’s wedding. I was very reluctant to make the trip after the recent disturbances on the East Coast, but made the trip anyway, at the insistence of my sister who assured me that all will be Thankfully,well. I completed my trip and returned safely to my family in Canada, who were extremely worried about my safety throughout my stay. My two weeks in Guyana were very eventful and allowed me to catch up with friends, family and neighbours I have not seen in many, many years. I felt truly blessed to have had this opportunity. I visited the Guyana School of Agriculture where I met people who remembered me from 27 years ago when I graduated from that institution. They were very kind and allowed me to tour the campus which brought back feelings of nostalgia. My thanks to those two very wonderful friends. I was fortunate to visit the upper reaches of the Abary River and the conservancy that was built there to irrigate the MMA scheme. This scheme was built when I was a little boy and my trip there brought back vivid memories of almost daily fishing trips to the back lands during the August holidays and swimming in the newly built canals. I saw the vast rice fields, cattle ranches and some familiar places I had stayed in the “creek,” as everyone referred to the area. I remembered the days I would ride my bicycle to buy milk directly from the farmers, the time when my brother and I spent a week by one of the cattle farmers catching “hassa” to be sold for a “pocket piece” and the time when another brother and I walked for more than seven miles to and from the place where my dad worked to bring back the “hassa” he had caught and left in a pond there. Indelible memories that would live with me forever! Guyana is a beautiful place with vast lands that every Guyanese should take time to explore if they have the means to. I witnessed many developments that will hopefully propel my country of birth further. I also interacted with and engaged in conversations with many people who expressed consternation at the state of politics and governance that affects their daily lives. The following are some negative feelings expressed to me and some of my own observations: 1. There is a huge garbage disposal problem in all the areas I visited. Going up to the Bush Lot “waterside” I witnessed garbage littered on both sides of the dam leading to the koker. Empty plastic bottles are everywhere. Seems like there is no coordinated garbage disposal system in Bush Lot. 2. Many people expressed their extreme disappointed in the way the recent flood relief payments were handled locally.The general feeling was that there was no fairness in how the payments were handled. People who were not entitled were given the maximum payments and deserving farmers were either shorthanded or did not receive anything at all. Complaints to higher authorities fell on deaf ears.

In a Project Report, the IDB made some superb recommendations that would only considerably benefit Guyana, once acted upon by our politicians. To date, these wise recommendations have been wasted in the hands of the PPP/C Government. One key recommendation was about putting in place and implementing rigorous cost control procedures. To this country’s detriment, no such procedures are in operation. Cost control helps us to be vigilant over our own interests, and warn cunning oil companies about ripping us off. We have not done so. Why?

The PPP/C Government has shrunk from being vigorous in getting these cost control procedures to hold the oil companies’ feet to the fire, and let them know that we will not be fooled by their expense tricks, and allow ourselves to be gouged ruthlessly. Why have our leaders backed away from getting what could only put a check on the oil companies and help us to prosper? Project Report - Part I

Big tent and community development bridges, streets lights, playfields and drainage and irrigation.Once there is a development plan for the area, the issue now boils down to financing. Everything cannot be done at the same time. But with a plan residents will know what works to expect each year. They will also know what share of those works government will finance and what portion they will have to shoulder.Thegovernment cannot fix all the roads in all communities in this country. There are hundreds of communities across Guyana. The government simply cannot find the monies, not now or in the future, to assume responsibilities for building and maintaining community roads, much less to add on to this, street lights, bridges, drainage, irrigation garbage collection and playfields.Thisisone of the mistakes which the Sports Ministry is making. It is going around assisting clubs and improving grounds. But for every ground and clubs which they assist, there are 50 more which are in a deplorable state. The monies are simply not there and will not be there for government to assume responsibility for community infrastructure and services. This has to be the function of localThegovernment.responsibilities for community roads, street lights, bridges, street lights and sanitation are that of the NDCs. These NDCs however do not have the resources. But they have the potential to take care of their own needs.No government, however, be it PPP/C or APNU+AFC wants to do what is necessary to ensure that local councils can raise adequate resources to undertake works. None of the parties want to do so since it will involve residents paying realistic rates and taxes, a move which is politically unpopular.Buthow else can there be community development unless communities are able to better provide their own services? At present the rates and taxes paid by residents are pitiful. In most cases, the amounts cannot cover the cost of garbage collection. Members of the public like to claim how they pay their taxes but do not get the services they deserve. But how can you get street lights, roads, garbage collection, drainage and other services given the pittance which is charged for rates and taxes. So long as these rates and taxes are not increased and increased substantially, there can be no community development.Thegovernments that have ruled Guyana know what is to be done. A revaluation of properties and a fairer rates and taxes is needed. Presently, businesses are being gouged. They are paying too high rates relative to what is being surcharged to residential premises. The system needs to be made fairer.The APNU+AFC had made an attempt to pilot a revaluation exercise in New Amsterdam. But nothing has been heard so far as to what became of this. To do a revaluation of all properties in Guyana will take time, cost a lot of money and will be fraught with disputes and contestations.Asimplersolution would be to assess rates and taxes based on area rather than value with some areas, such as gated communities and residential and industrial zones, paying a higher tariff. Such a system will allow for local councils to drastically transform their revenue base. But do not tell that to the PPP/C or the APNU+AFC.

Years ago, evangelical churches used to go into communities, throw up a big tent and hold crusades sometimes for an entire two weeks. These attracted large crowds and converts. The PPP/C government is adopting the same approach when it comes to community development. Guyana’s Local Content Secretariat has issued strict guidelines which require all Contractors, Sub-contractors, or Licensees to not only award contracts through a competitive bidding process, but also, unbundle as far as possible, large contracts into smaller units so that Guyanese can have greateropportunitiesforparticipation. Specifically, Section 13 (3) of the Local ContentAct provides that any contract awarded by Contractors, Sub-contractors or Licensees shall be on the basisofacompetitivebiddingprocessthathasbeeninitiatedbyawidelycirculatedpublictenderprocess;exceptwherepriorapprovalhasbeen sought and granted by the Minister for the use of the sole sourcing method of procurement.As such, and in keeping with the definition of a competitive bidding process, the Local Content Secretariat requires that all Contractors, Subcontractors and Licensee must advertise all Request for Information (‘RFI’), Request for Quotations (‘RFQs’) or Request for Proposals (‘RFPs’) through at least two mediums thatarewidelycirculatedthroughoutGuyana. Thesemediumsmayinclude: (a) Local daily newspaper publications; (b) Social Media platforms of the company such as Facebook, Instagram and twitter; (c) The company’s website; or (d) The local content Secretariat’s web page. LUX, FRANCE (AP) Once, a river ran through it. Now, white dust and thousands of dead fish cover the wide trench that winds amid rows of trees in France’s Burgundy region in what was the Tille River in the village of Lux.From dry and cracked reservoirs in Spain to falling water levels on major arteries like the Danube, the Rhine and the Po, an unprecedented drought is afflicting nearly half of Europe. It is damaging farm economies, forcing water restrictions, causing wildfires and threatening aquatic species. There has been no significant rainfall for almost two months in the continent’s western, central and southern regions. In typically rainy Britain, the government officially declared a drought across southern and central England on Friday amid one of the hottest and driest summers on record. And Europe’s dry period is expected to continue in what experts say could be the worst drought in 500 years. Climate change is exacerbating conditions as hotter temperatures speed up evaporation, thirsty plants take in more moisture and reduced snowfall in the winter limits supplies of fresh water available for irrigation in the summer.
